2. European energy solidarity: strengthening the EU’s crisibility

- By default, when the EU is hit by a crisis, member states tend to have a national sovereignty reflex. When Italy was hit hard by the Covid-19 pandemic, the first reaction was to close its borders and restrict the export of urgently needed medical equipment. National interest superseded the call for European solidarity. Although member states have repeatedly managed to unite and – in the face of the polycrisis – developed a certain crisibility, no one would have been surprised if member states had preferred to seek their own advantage when Russia started the war in Ukraine on 24 February 2022. Nearly one year later, member states are (still) united – some declaring this as never before – and a gas or electricity crisis has so far been averted. This unity, which certainly threatened to crumble in the face of Hungarian opposition, German hesitancy, and the different approaches to dealing with the war, leads us to the question of what is different this time? Certainly, the EU's identity has been profoundly challenged by the war since its peacekeeping credentials – the EU is even a recipient of the Nobel Peace Prize – were perceived to be at risk. Was is this identity-threatening experience that united the member states? Or was it the recognition of Russia as a common foe that strengthened the bond between them?

- One year already, one year of misfortune for the Ukrainian people, one year of blind violence, of sirens’ blasts, of terror, of exile for some, even of deportation, of grief for many families. One year of systematic destruction of Ukraine's industry, its infrastructure, its energy production centres, part of its agricultural resources, of its economy. One year of oppression in the occupied territories, torture, war crimes, indoctrination, Russification. However, this appraisal is not exhaustive, it cannot take into account the destructuring of Ukrainian society, the reality and the extent of the sacrifices of a young generation of Ukrainians who are paying with their lives for their visceral attachment to their country and its values. But it must be stressed and repeated, for the Ukrainian people and their army it has been a year of struggle, of fierce, often heroic resistance, of resilience, of will to defend a free, democratic Ukraine and to restore its sovereignty.

- Will 2023 be the year when Hungary and Poland join the ranks of Member States that respect the values of the European Union? Nothing is less certain because, in Budapest as in Warsaw, the reforms demanded by the Union have not yet been implemented. In early February Polish president Andrzej Duda, referred a law which was supposed to bring an end to disciplinary abuses against judges to the Constitutional Court. The Hungarian government has still not completed reforms to make public procurement more transparent and to strengthen the fight against corruption. The fact that these measures are being discussed indicates however that the balance of power has changed. 2022 was a pivotal year in the European Union's efforts to combat breaches of the rule of law in its Member States. For the first time, a range of new and old tools, specific or not, structural or conjunctural, were used to try to reverse the trend that has been developing for several years, mainly in Hungary and Poland, of undermining the independence of the judiciary, systems of checks and balances, and certain rights that are considered fundamental.

8. Is the banking crisis back?

- On March 8th, 2023, the Silvergate Bank, a small American regional establishment, a crypto-currency specialist, went bankrupt. Two days later, on March 10th, the Silicon Valley Bank, a large regional bank, which had become the 16th largest in the US by total assets, and the largest holder of the liquidities of Californian startups and venture capital, failed. On March 12th, Signature Bank (roughly half of the size of Silicon Valley Bank), of which the Trump family was a client until the Capitol incidents, also collapsed. Three bank runs in only a few days, even though everyone believed that since the 2007 crisis and the subsequent massive re-regulation of the banking sector in the United States and in Europe, the banking sector was safe. These three bankruptcies followed the same mechanism. Silicon Valley, as its name suggests, was the main bank of the Californian Silicon Valley, where startups and venture capital funds deposited their liquidities. And following the extraordinary development of this activity until 2022, these liquidities had become extremely large. It should indeed be understood that these funds and startups which look for financial backing all the time and obtain frequent and ever larger fundraises, therefore own significant amounts of liquidities. Indeed, start-ups raise money at a given point in time to finance their runway, i.e. their investments and working capital requirements, for a certain period of time (one, two or three years) until the following fundraise. As a result, during the intermediary period, they deposit the amounts raised and not yet spent in banks. Similarly, the venture capital funds take a certain time to invest the amounts raised and, in the meantime, deposit their Dry Powder in banks. Hence these bank deposits grow extremely rapidly. However, an organization like Silicon Valley Bank cannot develop at the same speed as its credit activities, far from it. It is therefore obliged to invest its assets in bonds, notably US Treasury bonds, liquid in nature, and not risky - supposedly. And when rates rise, the value of these bonds decreases, even if it does not show in the bank’s accounts, since these bonds are generally accounted for as “held to maturity”, i.e. at par. Indeed, at maturity, these bonds will be reimbursed at par; and if the banks keep these bonds until then, it will not lose any money

- The publication of an international arrest warrant against Vladimir Putin on 17 March 2023 by the Second Pre-Trial Chamber of the International Criminal Court (ICC) has caused a stir. Although the institution is far from immune from criticism (it has long been accused of being "strong with the weak and weak with the strong"), this is a major change in the Court's policy as it is the first warrant ever issued against the sitting leader of a permanent member of the UN Security Council; a member who, moreover, in a chilling irony of history, played a key role in the Nuremberg Trial. In some respects, this is a gamble, given the many obstacles that stand between this historic event and a possible conviction of Vladimir Putin. But this arrest warrant is also a way to put the ICC back in the centre of the game, even though until now it seems to have been largely denied the possibility of judging the main perpetrator of the war of aggression against Ukraine and its disastrous humanitarian consequences.

- “During General de Gaulle's visit last week, I thought often of you, the man who, with his proposal to create the European Coal and Steel Community, laid the foundations of the friendship which would henceforth bind our two countries so closely together. I always think of our cooperation with great appreciation. I feel the need, especially in the present circumstances, to express this gratitude to you[1],” wrote the German Chancellor, Konrad Adenauer, on 10 September 1962 to former French Foreign Minister, Robert Schuman. Konrad Adenauer was anxious to set things straight and avoid the creation of a myth. For him, Franco-German reconciliation, at the service of European integration, began on 9 May 1950 with the “Schuman Declaration”. It was not going to start with the Treaty in progress, the future Elysée Treaty. Robert Schuman, in his "Testimony on Adenauer", confirms this: "When in May 1950, the French government offered to the European nations to sit down, without discrimination between victorious and defeated countries, with equal rights and obligations, for a work of joint cooperation guaranteed by mutual control, this truly political revolution required Franco-German reconciliation. Even before consulting our friends and allies, we asked Chancellor Adenauer. If he had said no, Europe and European integration could not have existed. Our expectations were not disappointed[2].” Three years earlier, at a solemn ceremony, Konrad Adenauer had already had the opportunity to address Robert Schuman in front of a Franco-German audience, emphasising that it was he, Schuman, who had "definitively put an end to the Franco-German history full of atrocities thereby creating a lasting friendship between the two peoples". He said: "You, Mr Schuman, took the initiative for this great work and began to build it. That is why we are deeply grateful to you.” The Chancellor concluded by insisting that "it was Monsieur Schuman who laid the foundations for a good and lasting understanding between France and Germany and for a European future, that Europe owed its survival to his action[3].”

- On 1 January, France took over the presidency of the Council of the European Union for six months. The exercise, which mainly consists of leading meetings of European ministers, is also an opportunity for the country temporarily in charge to convey its priorities and even a political vision for Europe. In this respect, the French Presidency comes at a particular time for the European Union, for France and for its President, Emmanuel Macron. Hard hit by the pandemic, the European Union is both emerging from the crisis and adapting to the global changes accelerated by the crisis. France, for its part, is preparing for a major political event, the presidential election in April, followed by the legislative elections in June. For Emmanuel Macron, the French Presidency of the Council will bring to a close a presidential term of office that has focused strongly on European issues, almost five years after his speech at the Sorbonne.

- Russian actions in Ukraine since 2014, and the tensions to which they have led, obscure the legal aspects of these attacks thereby opening the way to propaganda and approximations. To contribute to a better understanding of what is at stake, this contribution is limited to the legal aspects of an otherwise eminently political issue. This in fact heralds a spectacular break in the international order and a violation of commitments and treaties signed by a member of the Security Council of the United Nations that have not been witnessed since the Second World War[1].For a long time, Russian diplomacy was attached to the strict and formal respect of the rules of international law, sometimes "clinging" to them in a bid to resist the demands made by the different populations. Even during the succession of the USSR, this constant was respected. However, the actions in Crimea and Donbass since 2014 have marked the abandonment of this formalism, while the Kremlin's diplomacy is promoting the need to conclude new treaties with the United States and European states so that Russia can endorse its claims.

- “Europe’s hour has come”, said a Luxembourg minister in 1991 at the beginning of the Yugoslav wars. The context seemed favourable: an initially peripheral crisis, a relative lack of interest on the part of Russia, a green light from the United States which was even encouraging invention by the Western European Union (WEU), the majority of whose activities were taken over by the European Security and Defence Policy (ESDP), and later by the Common Security and Defence Policy (CSDP). America's 'pet project' at the time was not yet Asia, but rather the management of the decay of the Soviet world, without much interest in the Western Balkans. In response, some Europeans 'held back' and feared an unfavourable division of tasks: 'noble' collective defence missions reserved for NATO and peacekeeping missions, considered 'subordinate', for Europe. Strategic prescience! Four years later, we had witnessed the bombing of civilians, the siege of Sarajevo, broken ceasefires, failed mediations and Srebreniça. We had experienced the humiliations inflicted on a UN force (UNPROFOR) that had a timid mandate and overly restrictive rules of engagement. The British and French were in the field this time round, but not the Germans. The Dayton Peace Agreement, which only France calls "the Dayton-Paris agreement" (a formal concession by Bill Clinton to Jacques Chirac) was largely a Pax Americana. In the American camp, Richard Holbrooke had pulled the strings and decided everything, by ruthlessly relegating the European leaders, including Carl Bildt, Jacques Blot and Pauline Neville-Jones[1].

- The carbon border adjustment mechanism (CBAM), the fight to prevent illegal foreign subsidies, the ban on trade in deforestation products, the due diligence obligation imposed on European companies, the anti-coercion regulation, the reciprocity instrument in public procurement, the foreign investment screening regulation, not to mention the set of exceptional trade measures implemented in the context of the Covid-19 pandemic and the invasion of Ukraine; there is a long list of decisions adopted and under discussion that mark the European Union's determination to decide alone on the regulation of trade between itself and the rest of the world. This European "neo-unilateralism" is certainly based on a logic that is not entirely new - the defence of the Union's interests through trade policy or trade regulation instruments - but it also presents singular features and reflects political choices that prevail, more than in the past, over strict mercantile considerations. It is a vehicle for promoting the European Union's strategic autonomy in a multilateral system that is in the process of collapsing and an international order that has been hit by crises.

- The French Presidency of the Council of the European Union began on 1 January in a context of postCovid-19 recovery and the development of the dual climate and digital transition, and ends on 30 June in an environment shaken by the war in Ukraine. In the space of a few weeks, the EU-27 have imposed unprecedented sanctions on Russia, broken the taboo regarding financing the war, they decided to change their energy supplies and opened the door to further enlargement. They also are having to accommodate several million people fleeing war, deal with the highest inflation in decades and anticipate a global food crisis. Under the motto "recovery, power, belonging", the French presidency of the Council, commonly referred to as the FPEU[1], has had to take the new situation in its diplomatic, political and economic dimensions into consideration. Whilst, according to the institutional scheme of things, the main orientations of the European Union's response have been decided by the European Council, and the measures taken have been prepared by the Commission, the role of the FPEU has been to coordinate the adoption and implementation of these measures, and to maintain the unity of the Member States. This diplomatic and technical undertaking is what typifies a rotating Council Presidency. In the longterm work of European institutions, it organises the work of the Member States and the legislative process with the Parliament. Prepared in advance, it represents continuity in the projects that will be taken up by the next presidency, by following a programme prepared in coordination with its partners. In times of crisis such as those that Europe is currently experiencing, presiding over the Council means striking a balance between priorities defined in advance and the urgencies of the moment. An assessment of the FPEU must therefore be drawn on both levels, that of the processes and that of the events. The FPEU in its strict institutional sense, i.e. the temporary chairing of meetings of ministers and their preparatory bodies, establishes goals in terms of legislative texts to be concluded or taken forward. As part of the broader ambition of building a sovereign Europe that defends its model of society, these objectives have largely been achieved.

- On 9 May after a year's work the Conference on the future of Europe delivered its conclusions to chart the way for a "new, effective and more democratic Europe (...) sovereign and capable of acting", to quote one of its co-chairs, Guy Verhofstadt (BE, Renew). The Conference, which was an unprecedented exercise in participatory democracy at EU level, involving citizens, experts, representatives of the institutions and politicians, will only have achieved its objective if Europe, and in particular its Member States, follow and appropriate at least part of its recommendations. A first discussion is taking place at the European Council on 23 and 24 June, whilst the Parliament has already expressed its position and expectations. While a debate on the timeliness of revising the treaties was quickly launched around a few strong measures such as the abolition of unanimity when taking certain decisions, the questions raised by the Conference mainly concern the content and purpose of European policies and the participation of citizens in the definition and development of these policies. Initiated before the Covid-19 pandemic, launched and conducted between different phases of health restrictions, and concluded in the midst of the war in Ukraine, the Conference is both a review of the European project at a time of profound change as well as a call for its renewal. It is therefore fitting to examine its proposals and the possibilities of their implementation. The Conference on the Future of Europe was suggested in March 2019 by French President Emmanuel Macron in his letter to Europeans, to "to propose all the changes our political project needs, with an open mind, even to amending the treaties". The idea was taken up by the President of the European Commission, Ursula von der Leyen, with the support of the Parliament. Delayed by lengthy discussions between institutions on its functioning, and then by the pandemic, the Conference opened on 9 May 2021 under the joint presidency of the Parliament, the Commission and the Council. In a joint declaration, the presidents of the three institutions stressed that this was a "citizens-focused, bottom-up exercise" exercise and pledged to "listen to Europeans and follow up the recommendations made during the Conference". By including citizens in a broad institutional debate, the European Union has aimed to strengthen its democratic legitimacy and reinforce the link between the institutions and citizens. The Conference was based on the principles of inclusion, openness and transparency, and on the respect for European values. This complex mechanism was designed to cross perspectives by multiplying scales and actors. A total of 6,465 events were organised in the 27 Member States, with 652,532 participants. An online platform in all official languages registered five million visitors, with 52 346 active participants sharing 17,671 ideas and leaving 21,877 comments. National citizens' panels were held in six countries: Belgium, France, Germany, Italy, Lithuania and the Netherlands. Four thematic panels, comprising 200 randomly selected Europeans, were organised and produced 178 recommendations. These were assessed and synthesised by the Conference plenary assembly, which was made up equally of representatives of the three institutions and representatives of national parliaments, as well as citizens and representatives of the social partners and civil society. This final report was drafted by an Executive Board of nine representatives from the Parliament, the Commission and the Council, in collaboration with the Conference plenary. In total, the Conference conclusions contain more than 320 measures divided into 49 proposals on nine main topics.

- n the short, medium and long term, what dangers does Russia's attack on Ukraine pose to the European Union? Is there a different perception of these dangers/threats in Eastern Europe? The Russian aggression in Ukraine, which began more than three months ago, has come at a complex time at both European and global level. Dealing with the consequences of the Covid-19 pandemic already required a great deal of effort, imagination and mobilisation on the part of states and citizens. Transformations and reforms have been launched to respond to the new reality and to allow for a sustainable, environmentally friendly recovery. It was in this context that we witnessed the return of war to the European continent after 77 years of peace, with unprecedented suddenness and violence. Russia's war in Eastern Europe is not a conflict relegated to the periphery of political reality, but in its present form is a central threat to the international architecture as we know it.

However, it would seem that there are no more crises, only the acceleration of unforeseen events and profound changes. After the subprime crisis, Greek finances, Syrian refugees, the Covid pandemic, the spectre of war is back on the continent. All of these challenges are putting a strain on most EU policies and yet they confirm the relevance of the European project. In the face of these events, the European Union has made more progress in a few months than in thirty years. But it is paying for its delays and hesitations. It must revise many of its policies and resolutely project itself into a new and more brutal global world.

- In his “Strasbourg Speech” to the European Parliament on 9 May 2022, French President Emmanuel Macron put forward the idea of a European Political Community, to organise Europe from a broader political perspective than the European Union. He was targeting the membership applications of Ukraine, Moldova and Georgia. He nonetheless created a stir in the Western Balkans, even though he made it clear in his press conference that "for the Balkans, the path is already mapped out", by which he meant membership. This concern is understandable given the European perspective they were offered twenty years ago at the European Council of Thessaloniki on 21 June 2003, and that many voices are now being raised in favour of granting the new candidates to the East this formal membership status, or even of opening negotiations already. The European Council of 23-24 June will be important for two reasons: what is the European future of the three new candidates? Will Bulgaria lift its veto on the opening of accession negotiations with Albania and Northern Macedonia? Maintaining it would further weaken the credibility of the European Union at a time when China and Russia are making their ambitions clear.

- The geostrategic environment is currently replete with confrontations and "fait accompli" policies, set against a backdrop of national power reassertion and conflicting competitive interest[1]. Maritime spaces are also increasingly embroiled in this tension as economic, commercial and even strategic issues remain inextricably linked to the maintenance of good order at sea. Consequently the world faces two strategic paradoxes. The first of these is the tension between national and global interests. The interdependence of world economies and the pressing issue of climate change require a global approach to problem resolution. Indeed it is from this imperative that the notion of common spaces was born, initially in the maritime domain before being extended to the air, space and cyber domains. Freedom of navigation enabling the ability to trade in the maritime environment is therefore a fundamental element of collective wealth. The second paradox is the contradictory pressure between the maintenance of the international framework and the law of the strongest. Some States increasingly uses intimidation and coercion as the transactional mode of choice. This challenge to the role of the international community is contributing markedly to increased instability and regional tensions. Certain stakeholders are attempting to appropriate maritime areas over which they claim sovereignty. The European Union (EU) must take account of this evolving ominous change to the stability of geostrategic environment. While the extent of the EU maritime domain is synonymous with major opportunities, it also brings with it a corresponding level of challenges to be met, first and foremost that of the security of these maritime areas of common interest. Accordingly, to ensure continuity of the work undertaken within the framework of the Strategic Compass, the theme of "maritime issues" must be taken into account in the Member States' discussions. The French Presidency of the Council, which lasts until 30 June 2022, should also provide an opportunity to capitalise on the relative consensus of the collective opinion concerning the importance of the "maritime factor". This would allow us to further promote the EU to assume a broader remit, both as a security provider with a global vocation and as an actor that invests and innovates in this crucial strategic area.

- The Russian aggression against Ukraine triggered a massive response from Europeans and their Western allies. Instead of direct military intervention, which would have carried the risk of an armed or even nuclear escalation with Russia, the EU's response has taken the shape of sanctions against the Russian regime in many sectors of the country's economy, with the stated aim of weakening the government's ability to finance the war. The five packages of European sanctions adopted since the end of February in coordination with the sanctions of the G7 countries, have "devastated the Russian economy", deems Commission President Ursula von der Leyen. The sanctions, in particular the exclusion of most Russian banks from the Swift financial messaging system, the ban on market transactions with the Russian Central Bank and the embargo on the sale of certain equipment, are having an impact because they rely on the economic and financial strength of the West and, conversely, on Russia's dependence on Western financial markets and foreign technology. Yet, after two months of war, the Russian regime continues its offensive despite numerous casualties, several tactical defeats and the impact of sanctions. Sanctions have so far failed to stop the fighting, or even to change the behaviour of the Russian President. And for the Europeans there is the question of the final stage of possible sanctions, an embargo on Russian oil and gas, which would deprive the regime of about €100 billion a year (€99 billion in 2021). In early April, EU High Representative Josep Borrell lamented that Europeans had bought €35 billion worth of gas from Russia since the war began. The reluctance of some member states, most notably Germany, to take the decisive step of an embargo highlights the fact that the other side of the EU's economic strength is its dependence on Russian hydrocarbons, which is hampering its decision-making capacity and leaves it at the mercy of supplies being cut off in retaliation for sanctions. While the Commission claims to be geopolitical and the President of the Council considers the European Union's strategic autonomy to be "the aim of our generation", recent events have raised the question of its capacity to act through economic power and sanctions and its dependence on the outside world. They are forcing Europeans to rethink their relationship with the economy and trade.

- By mid-April 2022, more than 7.1 million Ukrainians had been forced to move within their country. More than 4.6 million people have had to flee Ukraine since 24 February when the Russian invasion began (Figure 1). In total, more than a quarter of the population has been forced to leave their homes as a result of Russia's aggression. For Europe, this is the largest movement of a population since the Second World War, and the challenges for neighbouring countries - Moldova[1], Romania, Poland, Hungary and Slovakia - hosting the largest numbers of refugees are significant, from securing temporary accommodation and immediate access to health care, to ensuring children's education and access to labour markets.

- Russia's invasion of Ukraine has, among other things, caused an energy crisis comparable to the oil crisis of the 1970s, one that goes beyond oil however since Russia is also a major supplier of gas and coal. By 2021, it was the EU's largest supplier of all three fossil fuels. The military hostilities started in a context dominated by price pressures induced by global economic recovery and by an abnormally low level of storage sites in Europe. In this context a policy of diversification as part of RepowerEU was launched in view - as put forward by the European Commission - to do away with the supply of fossil fuels from Russia by 2030. Beyond the quest for new short-term suppliers, the question of a radical acceleration of the energy transition in Europe in favour of low-carbon energy sources and sobriety is now being asked. This paper highlights the opportunity for Europeans to break not only with their dependence on Russia but also, and above all, with fossil fuels. It outlines the challenges to be met by underlining the extent to which the current stage of energy decoupling from Russia marks a turning point and closes several decades of close interdependence between Russian deposits and the European economies.

- How has the current energy crisis arisen? To understand current developments, we need to go back a little: first of all, the global economic context with a fairly strong post-Covid recovery has contributed to the increase in prices of raw materials and energy. And then there has been the crisis with Russia. Even prior to the start of the invasion of Ukraine on 24 February 2022, Moscow had begun to reduce the gas storage levels held by Russian operators in EU Member States, including Gazprom, which controls significant capacity, particularly in Germany. The war in Ukraine has only made the situation worse. The availability of natural gas in Europe has fallen and the price on the markets has risen to an unprecedented level, sometimes reaching a price five times higher than previously. It should also be noted that Europe is emerging from a period of more than ten years in which the price of gas and, more generally, of energy has been relatively low, which makes the shock all the greater, and this upward trend is spreading beyond the gas to the electricity market; at certain times, the price has increased fourfold, or even fivefold, compared with the usual rate.

- You grew up in Rome and have lived in Paris for several years, you are Italian and resolutely proEuropean. How do you reconcile these different identities? My three identities, Roman because in my country you are first and foremost linked to your city, but also Italian and European, are completely complementary. They are the same roots, the same culture that I find everywhere. In Paris everything speaks to me of Rome and in Rome everything speaks to me of Athens; when I see the Madeleine church I think of the Parthenon and the temples that were later built in Italy. There are, of course, differences between us, but these differences are our wealth because they are based on a foundation of common values. It is the same civilisational movement that began with Plato and has been passed down to us; you cannot sing the praises of Rabelais without knowing Dante, you cannot sing the praises of Kant without knowing Plato. I have been fortunate enough to travel a lot in Europe and I have seen that what unites us is much more important than what divides us. It is up to us to carry the message of Simone Veil who, after having lived through the horror of the camps, made the choice of Franco-German reconciliation and of European hope. With Putin’s war, the ideal of the European Union - «never again war» - is in now jeopardy. We cannot remain indifferent: it is up to each of us to defend the values that that are ours. The twelve stars of the European Union must show us the way.

- What role does media play in informing the Russian population about the war in Ukraine? I would like to emphasise that no problems can be solved until people realise that there is a problem. If independent media and independent journalists stop telling the truth about what is going on in Ukraine some people will just be left with state propaganda, others will just know nothing. Most governments thought the war would not last more than half a year. But it is far from being a short and victorious one as Moscow had planned, so people are starting to ask questions. Some analysts say that in the autumn ordinary citizens will start to feel some of the consequences, as they prepare, for example, their kids for school; they will have to pay more because of inflation and the effects of the sanctions. For the media it is simply very important to give people the opportunity to know what’s going on.

- The Russian aggression in Ukraine, on-going since 24 February 2022, has shattered the European collective security system that was patiently built up in the 1970s and which has been consolidated since the end of the Cold War. For Germany, the return of war to European soil, a few hundred kilometres from its territory, is a stinging rejection of the policy of normalisation and openness towards the East (Ostpolitik) supported by Chancellor Willy Brandt (1969-1974) and to which the Social Democratic Party (SPD) and the left-wing party (die Linke) had until then been very attached. The pacifism that permeates German society and the resulting restraint in foreign policy, a sign of German contrition for the horrors of the Second World War, are also being questioned: they could potentially lead to a 'soft' response to the aggression against Ukraine, which might then encourage further Russian attacks on Western European security. This aggression also challenges the concept of the "Exportnation" – the exporting nation - dear to the Christian Democrats (CDU), who gambled that trade and the interdependencies it entails would guarantee peace with Russia. Instrumentalised as a weapon of war, Germany's cheap energy supplies from its Russian neighbour, which had never been at issue - even in the worst hours of the Cold War - have become a major source of vulnerability for German economic growth. While it was already experiencing tensions before the Russian aggression, the German foreign policy model has now entered into a period of accelerated change and new directions are taking shape, in the course of the speeches made by its Chancellor Olaf Scholz (SPD) and Ministers of Foreign Affairs and Defence, Annalena Baerbock and Christine Lambrecht. They confirm or deny the trajectory defined in the 'Ampel' coalition contract between the SPD, the Greens and the Liberals (FDP). The answer is threefold: at national level, certain decisions taken in response to the Russian invasion could change Germany's international and European positioning; initially, the war in Ukraine created a GermanAmerican "transatlantic moment", but it also has opened up strong prospects for a revival of European integration, in which Germany intends to play a leading role; for a long time an economic giant but a political dwarf, Germany seems to be abandoning the posture of restraint that characterised its foreign policy, deciding to fully deploy all the facets of its power on the European and international stage. This is both a challenge and an opportunity for the Franco-German couple in the construction of Europe.

It is struggling to respond to it, from " Arab Springs " to authoritarian autumns, in the face of the geopolitics of Moscow, Ankara and Teheran, which are fuelling conflict. And all of this whilst dealing with ambiguous partners between Russia and the West. Regional integration initiatives have been forgotten, while Algiers and Rabat are engaged in an arms race. The spectacular, sudden emergence of China has marked the past decade and illegal immigration remains a contentious issue. The New Agenda for the Mediterranean, welcomed by the Council on 19 April 2021, proposes excellent cooperation measures. But it does not have the means to achieve its ambitions. And it fails to address the most vexing issues[1].

- China is ambitious, it is making this known and everyone is beginning to realise it. So much so that today a growing number of observers fear that it will take greater risks to achieve its objectives and fall into the famous "Thucydides' trap"; in short, that it will launch into a war, notably around Taiwan, which would inevitably involve the United States. Isn't its goal to supplant America and become the world's leading power? If, by 2028 or 2030, the Chinese economy were to exceed the US economy in terms of GDP, it is doubtful that it will succeed in removing the US from its pedestal. This is likely to be lower and more contested. But rather than a power transition, the world is witnessing the emergence of new, permanently asymmetrical bipolarity and, no doubt, a new Cold War[1].

- Upset between Berlin, Brussels and La Coruña On 16 May 2022, in the Radialsystem conference centre in Berlin, a chair remained forlornly empty. The German Minister for Education and Research, Bettina Stark-Watzinger, inaugurated the conference "Green Hydrogen for a Sustainable European Future" promoted by the German government, before handing over to her Italian counterpart, Cristina Messa, and then to European Commissioner Mariya Gabriel. The empty chair was that of the French Presidency of the European Union which, despite strenuous effort on the part of the German government, did not wish to delegate a representative. In the Chancellery, the mood was one of great tension. Nearly 100 executives representing 31 gas transmission and storage operators (TSOs) from 28 European countries met with the European Commission on 7 June 2022 in Brussels. It was time to present the latest version of the European Hydrogen Backbone (EHB), an initiative launched two years ago by the German company OGE. On the agenda was the unveiling of an ambitious plan to build 28,000 km of hydrogen pipelines across the continent by 2030. One point of interest was a dotted line linking Barcelona to Livorno - to connect the Iberian Peninsula to the rest of Europe, bypassing France, whose opposition to cross-border green hydrogen infrastructure is no longer a mystery. A few months later, on 5 October 2022 in La Coruña, Pedro Sanchez, president of the Spanish government, hosted German Chancellor Olaf Scholz, together with some fifteen ministers. On the agenda of this summit: the European energy crisis and the measures that must be taken to strengthen the continent's supply security and European solidarity. One proposal stood out: to strengthen gas interconnections to allow liquefied natural gas (LNG) arriving in Spanish ports to relieve a German industry that is on the verge of suffocating - and to pave the way for the implementation of green hydrogen transport infrastructures (EHB).

- The dawn of a new energy era is breaking over the world. In a few years’ time, everything will be different. Not only will we be able to overcome the scarcity, but also the planet will be undergoing depollution, and at the same time, the energy sovereignty of France and Europe will become a reality. Contrary to the hasty conclusions of some, or to the Malthusian mindset of others, the innovative capacity of the human spirit is boundless: a new generation of energies, notably nuclear, means that the future can be considered without falling into naive optimism however. An economic and societal revolution is now within reach. Historically, there are few fields that have generated a very large number of economic sectors around them. Among the most significant for over two centuries, three stand out: the automobile and aviation industries, as well as digital technology. Although the French were at the origin of each of these, the supply shocks that they have triggered all originated in the United States[1]. Today Europe may in turn trigger a similar kind of shock. In the same way that laptops have revolutionised work by simultaneously helping individuals become more autonomous and better connected to the world around them, the decentralised provision of a secure, cheap, safe, abundant and environmentally responsible energy service will be Europe's fundamental contribution to serene prosperity. This is provided that Europe mobilises for what is now much more than energy: its freedom. It could thus combine an overall vision for its territory and support the many local communities that make up its community fabric. To evaluate these assertions, which may seem to find inspiration in an unforgivable blindness, the difficulties of the current situation must also be considered, together with an explanation of the technological reasons why this can be overcome, and finally the path to achieve this has to be explored.

- We live at a time of deep and radical transformations. The pandemic has accelerated many of the changes that were already underway and has brought new challenges to the surface. Among the most affected realms of our societies, we undoubtedly find work and the freedom of movement of people. In Europe, it is precisely at the intersection of these two elements that the posting of workers lays. In this field, we are also at a crucial moment because the pandemic arrived just a few months before the deadline for the implementation of the changes related to the revision of the Posting of Workers Directive. Hence, it has become even more urgent to understand how all these changes have impacted the posting of workers as well as propose solutions to facilitate workers and companies in this adaptation path. That is key if we are to safeguard an important instrument of the European single market. - On 18 December 2020, the European Commission welcomed the political agreement reached between the European Parliament and the Member States allocating €79.5 billion to a new Neighbourhood, Development Cooperation and International Cooperation Instrument (NDCI) for the period 2021- 2027. Since its creation, the European Union has been a major player in public aid granted by rich countries to developing countries. The European Development Fund (EDF) was launched by the Treaty of Rome in 1957 and for decades provided aid to the former colonies in Africa, the Caribbean and the Pacific (ACP). The eleventh EDF, covering the period 2014- 2020 with a budget of €30.5 billion, will be replaced by the NDICI (Neighbourhood, Development and International Cooperation Instrument). The Union and its Member States are the world's largest donor of official development assistance. Their contribution of €74.4 billion in 2018 represents more than half of the OECD countries’ Official Development Assistance ($150 billion in 2018).

Contrary to what is often said, the first success of this process is not peace: it would be childish to claim that, without the Treaty of Rome, a third world war would have started on the Old Continent. Instead, the real success, which can be described as a miracle because it has no historical precedent anywhere else in the world, is the reconciliation between neighbouring peoples who had considered themselves hereditary enemies for centuries. European peace, a profoundly original pax europeana, is not simply the absence of war. It is indeed peace of mind. Our fathers hated each other's guts, our children are now getting married. Not only can no one imagine an armed conflict between our countries, but a kind of informal pacifism has become so natural to the present generations that the mere association of 'Europe' and 'peace' makes them yawn with boredom. To the point, moreover, of complicating the establishment of a European defence system, which we need ... because the rest of the world is not at all resistant to war. But nothing lasts forever in this world, especially not miracles. It is our duty to consolidate and root it. Firstly, this requires handing down the narrative and the lessons to the younger generation. Therefore, by teaching history in school.

- On 24 November, the Polish Constitutional Tribunal ruled that the European Convention on Human Rights was partially incompatible with the country's constitution. In July and October, it had issued similar rulings on the Treaty on European Union (TEU). This double decision comes as the European Commission suspended the approval of Poland's €36 billion recovery plan, including €23.9 billion in EU grants, due to concerns about the rule of law. On 19 November, the Commission also sent a letter to the Polish government as a prelude to the launch of a procedure that could lead to the suspension of EU funds under the budgetary conditionality regulation. The confrontation between the Polish government and the European institutions, primarily the Commission and the European Court of Justice, has been presented by the Polish government as a struggle of principle between the primacy of European law, which was allegedly being imposed excessively on Member States, with "the national legal order and the supreme force of the Constitution” being under threat. The Polish Prime Minister, Mateusz Morawiecki, explained that the implementation of EU law, as requested by the CJEU, would lead to "a fundamental lowering of the constitutional standards of judicial protection of Polish citizens, and unimaginable legal chaos". Beyond the grandstanding and responses in support of an effort to defend the sovereignty of peoples, it appears that the weakening of these constitutional norms in recent years in Poland is precisely what has led the Constitutional Tribunal to partly denounce the TEU (European Union) and the European Convention on Human Rights (Council of Europe), and that the quarrel over the primacy of European law is essentially a smokescreen to hide this situation.

- The most recent India-EU summits, held on 15 July 2020 and 8 May 2021, significantly enhanced the strategic dimension of the bilateral relationship. India was one of the first countries to establish diplomatic relations with the European Union when representatives of the then EEC met with several Indian diplomats based in Europe in 1961. But it was not until much later that the first high-level summit between India and the EU took place in Lisbon in June 2000, marking the real beginning of meaningful bilateral relations. It was followed in 2005 by the launch of a “strategic partnership” between the two parties. The push to deepen bilateral cooperation in recent years is all the more important and necessary given that economic and political relations between Europe and India have long been better defined with individual Member States, rather than with the European Union as a whole. This has been reinforced by a certain inertia in the intensity of the bilateral link over the years, as EU-India bilateral summits, although annual in principle, were blocked between 2012 and 2016 and the negotiations launched in 2007 for a Free Trade Agreement are still ongoing. The strategic strengthening of Indo-EU dialogue over the past three years therefore marks an important turning point and underlines a clear commitment to move forward on major issues of common interest to move beyond piecemeal politics and give the bilateral relationship a more strategic, long-term focus.

The two States are shaped by similar political models and have comparable economic structures. They have experienced similar social crises, trajectories and a homogeneous sense of decline[1]. France, Italy's leading investor and third largest country for the establishment of Italian subsidiaries, is Italy's second largest trading partner and Italy is France's second largest trading partner: in 2019, before the Covid crisis, the volume of trade between the two countries was close to €90 billion. The interconnection and proximity between a significant share of the two populations is expressed by language, a certain lifestyle, the relationship to heritage, a common culture: Latin, Mediterranean, European. Reflecting on the relations between these two areas since the 17th century, three historians have recently taken up this old idea: France and Italy are "two sister nations" whose history is increasingly "intertwined[2]". This proximity, which seems so obvious, brings a paradox to the fore. Can we really say that within the framework of European integration there is a FrancoItalian dimension, in the same way as there is one that is Franco-German?

- The European Union has become part of the political landscape. Within the nations of the continent, integration is no longer criticised in principle, but it is so now in its conditions. The Union has established itself on paper. It must prove itself in reality. Yet its effectiveness in action is regularly challenged[1]. Thus, with regard to the fight against the Covid19 pandemic, the Commission has seen the main criticisms of slowness, bureaucracy and even lack of transparency focused on the European institutions, arguments which were already being levelled at it with regard to other policies such as competition or trade. This is the paradox of a European construction that is about to celebrate its 70th anniversary. It was on 18 April 1951 that the first European treaty was signed, the one establishing the European Coal and Steel Community. As it has become more and more accepted, it has been increasingly questioned. Its methods of action must adapt to a new era.

- In Barcelona in 1995, the European Union and its southern partners[1] committed to making the Mediterranean basin an area of dialogue, exchange and cooperation, ensuring “peace, stability and prosperity.” Twenty-five years later, the southern shore of the Mediterranean faces immense challenges: governance, corruption, migration, terrorism, security, environment and climate, in addition to conflicts, geopolitical competition and external interference. This is the bitter assessment of the Commission and the High Representative of the Union for Foreign Affairs and Security Policy, Vice-President of the European Commission[2] in their Communication on a new programme for the Mediterranean. The civil wars in Algeria, Lebanon, Syria and Libya cannot, of course, be used to describe the EU's policy since 1995 as a failure. This would imply that the EU's policy has played a role that was not possible given the underlying forces at play in these regions. However, this policy has not lived up to the hopes it first raised. The Union has taken a succession of initiatives over the past twenty-five years, but the 'partnerships', 'privileged status' and other 'strategic agreements' have not been able to mask the shortcomings and lack of financial resources. Will the new programme, presented as 'ambitious and innovative', be able to respond to the challenges set?

- In the late 1980s, as the debate about the decline of American hegemony intensified[1], economist and political scientist Susan Strange emphasised the 'structural power' of the United States, understood as “the power to determine the frameworks of the global economy that has allowed it to choose and shape the structures within which other countries, their political institutions, businesses and professionals must operate”[2]. In Europe, the reputedly "extraterritorial" scope of certain US laws, illustrated by the heavy fines imposed by the American authorities on continental companies, could be considered as one of the most immediate manifestations of this power. It also appears to be a response to the new gap created by globalisation between a now deterritorialized market and regulatory States that are no longer homogeneous and superimposed[3], and this at a time when the institutions of international economic regulation often seem to be in deadlock. The growing interdependence between economies, enabled by globalisation and encouraged by free trade, has gradually eroded the markets established by borders to such an extent that the nation-State, conceived as the protector of a narrowly defined territory, could be considered a historically dated model[4], without a new body with a general scope having been able, to date, to replace it in its tasks, such as the fight against financial crime. In this new complex system, «new geopolitics of norms» has been created.[5] Europe must find its rightful place within it so that it can assert its sovereignty.

70. Fit for 55: towards the achievement of an ambitious European political compromise for climate

- The adoption by the European Parliament of the Climate Law on 24th June last and by the Council on 28th endorses the binding nature of the target to reduce greenhouse gas (GHG) emissions "by at least 55%" by 2030, compared to 1990 emission levels. After several months of sometimes heated dialogue between Member States, this adoption is a significant step forward in the EU's commitment to fight climate change under the Paris Agreement. On 14 July next, the ‘Fit for 55’ package, which is part of the Commission's work programme for 2021, will be published. This package will be presented in the particular context of the submission by Member States of their recovery plans and their assessment - and, where appropriate, support - by the Commission. This support is to be given with regard to compliance with the eleven assessment criteria defined by the Commission, two of which relate more specifically to climate and the environment. The first criterion concerns Member States' compliance with the 37% target for climate-focused expenditure. The second involves the respect of the “to do no significant harm” principle. For example, on 21st June, the Commission approved the Austrian recovery plan, which provides for 59% of recovery expenditure to be earmarked for the climate, well above the regulatory target of 37%. It is therefore in this context, which includes the confirmation of the Climate Law and the steering of recovery plans, that the future "Fit for 55" package will take place.

- On 9 December, the President of the Federal Republic of Germany, Frank-Walter Steinmeier, informed his fellow citizens that the next federal elections would take place on 26 September 2021. 54 political parties are standing for election, a record number in Germany's history. In the 1990s and early 2000s, fewer than 30 parties ran. In the last federal election in 2017, there were 42. The only certainty of the election is that Germany will have a new chancellor since Angela Merkel, after 16 years of government by her party, the Christian Democratic Union (CDU) and the Social Democratic Party (SPD) in a "grand coalition", with the exception of the years 2009-2013 when she governed with the Liberal Democratic Party (FDP), is not seeking reelection. After four terms as the head of the country's government, Angela Merkel remains very popular: last May, she held 60% of positive opinions and was ahead of all other political figures in Germany. "Germans appreciate Angela Merkel as a good manager, a chancellor who always seeks compromise,” declared Markus Inden of Trier University.

- The European Union’s flagship programme, Erasmus+ is about to celebrate its thirty-fifth anniversary. It is both a formidable instrument for mobility, helping young people to discover other practices and other cultures and to speak a foreign language, as well as a formidable lever for broadening professional horizons and opening up to European citizenship. In recognition of its success, the Council and the Parliament have just increased its budget by 80% for the coming years. This financial effort will ensure that its benefits are finally spread to all young people, beyond the ranks of higher education. The "generations of Erasmus students" still include few apprentices who have experienced genuine immersion, long enough to produce all its beneficial effects. Mobility is a factor of inclusion offered to all young people, in particular to those who have struggled to find their place in general education. Vocational training is a healthy alternative because it gives confidence and self-esteem. Through apprenticeship, all young people, regardless of their educational background and abilities, are able to reveal their personal talent, which is often ignored and sometimes thwarted by the academic framework. The combination of learning and mobility, which is still unusual, is certainly a path to excellence. Its deployment is overdue, in the interests of young people, employers and the economy of the EU Member States.

- On 15 September, Australia, the United Kingdom and the United States announced the formation of a partnership called "AUKUS", with the aim, among other things, of providing the Australian Navy with nuclear-powered submarines over the next few decades. This trilateral agreement, presented by US President Joe Biden as responding to "the imperative of ensuring peace and stability in the Indo-Pacific over the long term", serves the unstated but obvious purpose of counterbalancing an increasingly powerful, and sometimes aggressive, China in its neighbourhood and on the international scene. As such, the AUKUS agreement is not in itself fundamentally opposed to the objectives and interests of the European Union and, in particular, of France - the Member State that had been until now most strongly engaged in the Indo-Pacific in response to the Chinese challenge. Yet the announcement of the trilateral partnership between Canberra, Washington and London led to a particularly severe crisis with Paris, with France losing a major deal it had had with Australia since 2016 for the supply of 12 conventionally powered (dieselelectric) submarines. With the telephone exchange between Presidents Joe Biden and Emmanuel Macron on 22 September, during which it was acknowledged that "the situation would have benefitted from open consultations among allies on matters of strategic interest to France and our European partners", it is possible that the worst of this diplomatic crisis is now over. The question now is whether this sequence, which at first sight was played out at the bilateral level between France and the three AUKUS states, could have wider and longer-term repercussions at the EU level. With this in mind, this paper first proposes to understand the new AUKUS agreement in its proper perspective, since above all it signifies a reinforcement of military industrial cooperation between Australia, the United Kingdom and the United States rather than a true diplomatic revolution with regard to China. The paper then looks at the French response to this new partnership, emphasising that it was first and foremost the secrecy surrounding the formation of AUKUS, and not so much the resulting breach of the Franco-Australian submarine contract, that led to such high levels of diplomatic tension. Finally, this paper seeks to assess the extent to which France succeeded in bringing this crisis to the European level, with what consequences, but also what limitations.

- In September 2020, the European Commission, through its Chair Ursula von der Leyen, launched the third European Pact on Immigration and Asylum, The first one dates from 2008 and the second from 2014, i.e. one every six years. This pact, like the previous ones, is not a treaty but a consensus commitment on common principles for the governance of migration and asylum in Europe. In the context in which it is set, it requires more compromise than the previous ones: the Syrian crisis of 2015 revealed the lack of solidarity between Member States regarding the reception of Syrian refugees, the lack of trust between States regarding the proposals made by the European Commission to “share the burden”, with Jean-Claude Juncker's quotas and the divide between Eastern and Western Europe between the socalled Višegrad countries (Poland, Hungary, Czech Republic, Slovakia) and Western Europe, notably Germany, which received more than one million asylum seekers in 2015. It will therefore take more time for the new Pact to be adopted unanimously by the European Council and undoubtedly, more negotiations and even bargaining. In the current context, following the US withdrawal from Afghanistan and the Taliban takeover, which raises concerns about the arrival of new Afghan refugees, does the new Pact offer the necessary instruments to formulate a common and effective response to future migration challenges?

This offered a window of opportunity for the country’s president, Volodymyr Zelensky, to mobilise the population domestically around patriotic rhetoric and, internationally, to engage in diplomatic initiatives. However, on both fronts, the Ukrainian leader faces important challenges: mounting Covid-19 cases, intensification of Russian pressure, and Western states’ refusal to meet Kyiv’s expectations. The EU-Ukrainian summit planned on October 12th 2021 represents the occasion for both sides to reflect on these difficulties and for the EU to clarify its position vis-à-vis its eastern neighbour.

- When we talk about EU integration and successful EU policies, we are usually referring to Erasmus, the CAP, and the Single Market. Indeed, we refer too little to the EU Space policy, which is the only one that enjoys a truly European infrastructure[1]. It was in 2009, with the Treaty of Lisbon, that the space policy became one that is European since it is shared between Member States. Article 189 of the Treaty on the Functioning of the European Union (TFEU) states: "To promote scientific and technical progress, industrial competitiveness and the implementation of its policies, the Union shall draw up a European space policy.” Since then, the EU flagship programmes, Galileo and Copernicus, have been launched, representing a true European success. 2021 will mark the anniversary of the adoption of the first comprehensive European Space Programme, a regulation to which I have dedicated the last three and a half years as Rapporteur for the European Parliament. However, despite the success of the European space policy, this sector, which counts for almost 10% of the EU’s GDP, is still unknown to many European citizens. An example that effectively explains this lack of knowledge is represented by the satellite navigation system, Galileo. Despite it being the most accurate navigation system in the world, used today by one billion devices at global level, most European citizens do not even know of its existence, using the name of its American competitor when they refer to it. This lack of knowledge is clearly to blame on a lack of communication on the part of the EU’s institutions, as is the case for many other European success stories, but this is not the only explanation. In the following text, I will try to explain the complexity of the space policy, but also the potential behind this underestimated success.

The increase in prices is due to a particular international context and is affecting all countries: China is facing electricity shortages in many provinces due to insufficient coal supply, and in the United States the price of natural gas has risen by more than 150% since the beginning of the year. - During the grotesque years of the Trump administration, and after its extraordinarily contested departure, the admittedly romantic idea of the United States has turned into a thing of the past—no longer the do-good democracy it used to be, but now a country unpredictably reactive rather than preventive, vindictive rather than proactive, and exclusive rather than inclusive. In June 2020, the nation’s pride reached a 20-year low, with only 42 percent of the respondents “extremely proud” to be American, down from 69 percent in 2003. And according to a Wall Street Journal poll, four Americans in five found the country “out of control.” By year’s end, aberrant talk that military force might be used, and martial law imposed, for a targeted “rerun” of the election was historically unreal but left many afraid about the future of the nation. When votes which have been counted no longer count, integrity is dismissed, character no longer matters, alternative facts are deemed real, and feeling right takes precedence over being right, then there is nothing left to hold on to. As Bertolt Brecht sarcastically suggested in 1953—time “to dissolve the people and elect another.” Throughout, the world has watched in dismay. For much of the previous century, America was the country much of the world came to rely on for its promises, a country that not only counted but one that could be counted on decisively. But now, the trust is gone: wrote former Secretary of State George Shultz on his one hundredth birthday, “a belief that what [our] nation … commits to do will, in fact be done” and what it “says will happen is, in fact, capable of being done.” A September 2020 survey by the Pew Research Center in 13 nations, all wealthy democracies, showed America’s reputation and over all confidence in its president in steady decline, often at their lowest points since these surveys began twenty years before—with more confidence in Xi Jinping (19 per cent) and Putin (23 per cent) than in Trump (16 percent). Such findings have been repeated since—en pire.

- When thinking of the Irish question, it calls to mind the partition of the island of Ireland, ratified by the Government of Ireland Act of 23 December 1920, which was intended to satisfy the aspirations of the Protestant majority in Ulster, who were in favour of keeping the province under the authority of the Crown. Partition was plotted on the basis of a sectarian calculation to separate the six predominantly Protestant counties of Ulster[1] from the overwhelmingly Catholic Republic of Ireland. It inevitably raises the issue of the border that separates the two jurisdictions, which over the last century has been a symbol of injustice for the Catholic minority and a target for republican paramilitary groups, particularly the IRA. Thanks to the Belfast Agreement, the so-called Good Friday Agreement in 1998, which was the culmination of a long peace process, one might have assumed that the issue of the Irish border would not surface in debate again. But this did not take into account the extent of the nationalist and Europhobic current in England, which would lead to the United Kingdom's withdrawal from the European Union by referendum on 23 June 2016.

- The management of the European Union's external borders is the subject of passionate debate in the European Parliament hemicycle and in many different media in Europe. It also features in a decision made by the European Court of Justice (CJEU) on December 17th 2020 stating that Hungary had been violating European law by turning back migrants as of 2015. Following the latest terrorist attacks on European soil, particularly in France and Austria in the autumn of 2020, the question of European cooperation in the protection of external borders has once again came to the fore. The work of Frontex, the European Border and Coast Guard Agency, has moreover been the focus of a debate regarding its practices and also its role in "pushbacks", the illegal refoulement of migrants. These debates are taking place just as Frontex is in full “metamorphosis”, as suggested by its Executive Director Fabrice Leggeri, since the Agency’s budget has increased significantly and its remit progressively strengthened. In a profoundly symbolic gesture, on 11th January 2021, Frontex unveiled its first official uniform: The Agency’s personnel will now be armed, a first in the Union’s history. It therefore seems appropriate to analyse in depth the complexities involved in managing the Union's external borders and to take a detailed look at Frontex's work. What meaning do these borders, which are primarily national in nature, have for the Union as a whole? What is the importance of an Agency like Frontex? Which challenges does it face in its mission? How can trust be restored between the Agency, the European institutions, the Member States, European citizens and migrants who wish to cross the Union's borders? And, more importantly, how do we reconcile the protection of human rights with the protection of borders?

After the weeklong psychodrama in which the CDU-CSU was unable to reach a consensual agreement on its candidate to succeed Angela Merkel, the election on 26 September could very well represent a major political turning point. With six important regional elections in 2021[1], the changes underway have the potential to reshape the country's political landscape in a major way. The consequences for the 'stability' that has characterised the German political system since 1949, however, remain difficult to analyse.
