Abstract:
In 2011, Somalia experienced a devastating famine that killed over a quarter of a million people. Afterwards, leaders in the region made a commitment to end drought emergencies by 2022. The international community sought to ensure that there would be no repeat of the failures that led to famine. Next time, the world would heed the warnings and act early to avoid the crisis. But despite various warnings and alarms over the past two years, the commitment to anticipatory action has proven half-hearted. We are once again responding too late and with too little to avert the crisis. In this follow-up to their 2012 briefing A Dangerous Delay, Oxfam and Save the Children, supported by the Jameel Observatory, examine what has changed and what has not in the humanitarian system since 2011. They explain how it must evolve in order to enable and fully fund anticipatory action. With the climate crisis set to deepen, the current system must change quickly in order to meet the challenges we face in the years ahead.

Small-scale farmers in Iraq are among the most affected groups in Iraq by climate change and water scarcity. With the reduction of rainfall and soaring temperature, agricultural production is dropping, and farmers’ ability to cope is hindered. Affected farmers are exhausted and feel that they are left alone in the face of crisis. Many farmers are leaving their lands and looking for better opportunities away from their land and the urban areas. Duty bearers need to mobilize resources and political well to support farmers and the agricultural sector through a national strategy with clear vision on the current needs and comprehensive forecast of the impacts of climate change. While agriculture is at the heart of Iraq’s past and present, its position in the country’s future is at risk.

Indigenous peoples have long asserted and defended their rights and customary land tenures against the unlawful enclosure of their territories. Yet, despite normative recognition of the right to free, prior, and informed consent (FPIC)—and public commitments by major multinational companies, international financial institutions, and global banks to apply the standard of consent—power imbalances continue to undermine the quality of agreements being reached. Negotiating Consent distills lessons from Oxfam’s work defending community consent in Peru. Drawing on research published by Oxfam partners in Peru—Cooperacción, Organización Nacional de Mujeres Indígenas (ONAMIAP) and Pueblos Indígenas Amazónicas Unidas en Defensa de Sus Territorios (PUINAMUDT), which have published research examining the politics and practices of the implementation of this law—it seeks to contribute to collective thinking around ways to improve the implementation of FPIC processes, processes that are manifestly political. With land inequality worsening, land grabbing continuing unabated, and basic environmental and social protections being rolled back, upholding the standard of consent is more important than ever. It is time companies, investors, and others look beyond paper commitments and take the steps necessary to ensure quality agreements are reached with Indigenous peoples and are maintained across the life of projects.

The UK needs a safe world in which to trade and invest, and to be free from the security threats caused by conflicts or fragile states. Yet spiralling inequality and climate change, among many other factors, threaten to create a more dangerous, unequal world. As the continuing tragedy in Syria shows, the world's old and new powers have not yet found a way to unite to end conflicts. The age of interventions, such as those in Iraq and Afghanistan, is over. But a new rule-based world in which China, India, and others unite with Western powers to protect civilians and end conflicts has not yet come into being. Whoever wins the 2015 UK general election, the greatest test for UK foreign policy will be how much it can do to help build that world.

As 2014 starts, there are reasons to hope that peace may be in sight in eastern Democratic Republic of Congo (DRC). National initiatives and committed regional and international political engagement in 2013 led to important advances and new framework agreements to resolve the conflict and insecurity. However, the people Oxfam talked to across eastern DRC reported that their situation remains precarious, particularly in remote areas where there is little state presence. Ongoing national, regional and international engagement is needed, as well as efforts to ensure that high level agreements and initiatives are systematically linked to community experiences. Without these, it is possible that this rare opportunity will be wasted.

The most recent escalation of violence in the Gaza Strip and southern Israel has come at an unacceptable human cost. To date, it has resulted in the deaths of more than 2,100 Palestinians, with roughly 85 per cent of those identified thought to be civilians. Six civilians in Israel and 64 Israeli soldiers have been killed. More than 10,000 Palestinians, the vast majority civilians, and more than 500 Israelis have been injured. Vital infrastructure in Gaza has been extensively damaged, with initial estimates for reconstruction well into the billions of dollars and 100,000 Palestinians left without a home.

While the world's attention is on crises in Gaza, Ukraine and elsewhere, the humanitarian crisis in Syria continues to deteriorate beyond anything that could have been envisaged when protests broke out over three years ago. A staggering 190,000 people have been killed and 6.5 million displaced inside the country, and the conflict shows little sign of abating. There are three million registered refugees from Syria in neighbouring countries and an unknown number who have not registered. Jordan's planning minister has highlighted the fact that the presence of Syrian refugees in Jordan is akin to 'the United States absorbing the entire population of Canada'.

The past decade has witnessed a resurgence of interest in investing in agriculture. In 2003, heads of state from across Africa committed to allocate at least 10 per cent of their national budgets on an annual basis to agriculture and, through their commitment to the Comprehensive Africa Agriculture Development Programme (CAADP), to reduce poverty through agriculture-led growth.1 More recently, at the 2009 G8 Summit in L'Aquila, Italy, world leaders responded to the global spike in food prices by pledging to provide $22bn over three years to promote food security in developing countries.

The changing climate is already jeopardising gains in the fight against hunger, and it looks set to worsen. It threatens the production and distribution of food. It threatens people's ability to access food by undermining livelihoods and destabilising prices, and it damages diets by harming human health and putting at risk the quality of food produced. Finally, the paper sets out how these impacts can be averted, through urgent action to avoid dangerous climate change, address our broken food system, and strengthen its resilience.

The ceasefire agreed between the Government of Israel and Hamas on 21 November 2012, following the recent military escalation in Gaza and southern Israel, provides an unprecedented opportunity to end the cycle of violence that has affected too many innocent Israeli and Palestinian civilians. In the ceasefire understanding, the parties agreed to negotiate 'opening the crossings' into the Gaza Strip and to put an end to 'restricting residents' free movement and targeting residents in border areas'. It is therefore also a unique chance to once and for all lift the Israeli blockade on Gaza, which has had a devastating impact on the lives and well-being of Gaza's civilian population and on Palestinian development.

Modern weapons and military equipment cannot be made or maintained without parts and components that are sourced and traded around the world. Without regulating this trade alongside the trade in complete weapons, it will be impossible to reduce the impact of irresponsible arms transfers on human rights, security, and development. Between 2008 and 2011, the global trade in parts and components was worth at least $9.7bn. This vast stockpile of weapons parts ranged from high-end components for aircraft to parts for small arms and light weapons. Weapons are assembled from components sourced from all corners of the world–frequently from countries without any effective arms transfer controls. Without global regulation of the trade in parts and components, it will be impossible to effectively regulate any part of the arms trade, as companies will be able to circumvent the rules by shipping weapons in pieces from multiple countries around the globe. The Arms Trade Treaty represents a unique opportunity to regulate the specialised parts and components used in the arms trade and, indeed, will be fatally flawed if it does not do so.
