The ‘Blue Pacific’ is a vast region in the South Pacific, encompassing 30 million square kilometers, three million inhabitants and 14 nations. Its consists of thousands of islands threatened by climate change – a concern aggravated by geopolitical competition. The EU can help mitigate these challenges through capacity-building for climate adaptation and maritime security and regional consolidation. This overlaps with European strategic interests, including establishing itself as a trusted outside power.

Major Western leaders have been calling for “de-risking” from China, rather than “decoupling.” But what exactly de-risking means and how it differs from decoupling, remains unclear. It is ultimately firms, not governments, driving trade and investment relations. But firms cannot account for unidentified risks by themselves. National security risks are for governments to define. Complex supply chain externalities might entail risks to production that are also difficult for firms to account for. Furthermore, firms may bet that governments will rescue them if a worst-case scenario happens, effectively socializing risks. In the EU, Germany is particularly exposed to China risk in terms of security, macroeconomic, and political exposure.

Submarine cables handle over 95 percent of the world’s internet traffic, making them essential for everything from finance to foreign affairs. The September 2022 attack on the Nord Stream pipelines and increased Russian naval activity brought greater awareness of how European – and German – interconnectedness also brings vulnerability. The urgency of tackling this threat offers Germany an opportunity to take a structural and joined-up approach that shows it can act as a “team power.”

Germany is considering banning equipment made by Chinese companies like tech giant Huawei – in its 5G mobile infrastructure. A revised 2021 IT Security Act failed to reduce China’s 59 percent market share. A representative opinion poll, shows only 30.8 percent of Germans want 5G cooperation with China. Across 11 European countries, skepticism is equal, with only 31.8 percent approval – though this varies greatly from country to country.

In 2016, British and German officials were clear: they wanted quickly to put Brexit behind them and cooperate on big ticket items like the international rule of law. Now, in 2022, the pair in fact seem to be competing more than they cooperate. Germany wants to shine in comparison with Britain, and the UK sees advantages for its own standing if Germany falls short. This “competitive virtue signaling” defines Germany and the UK’s post-Brexit rivalry, and – oddly – might lead to tighter relations.

Around 442,000 people have so far fled Ukraine – not just to the EU, but also to neighbors like Moldova. This is a humanitarian issue, and should not be conflated with “migrant instrumentalization” (MI), whereby a state pushes people across a border to coerce the EU to change position. Yet Russia is likely to employ MI in this way, especially if it moves deep into Western Ukraine. Drawing on an in-depth study, we show how the EU can meet this specific threat.

Crises cannot be predicted. But that is no excuse for being unprepared. By evaluating how previous crises were handled, governments can improve future crisis management and give it strategic footing. This paper presents reforms based on past experience, and it shows how they might fit into Germany’s planned National Security Strategy (NSS). For as long as the EU has been using sanctions as a foreign policy instrument, countering violations has been a challenge. With the EU rapidly expanding the breadth and depth of its sanctions, its institutions and member states must find ways to ensure stricter and more uniform enforcement to deter violations, enhance efficiency, and ensure a more level playing field for economic actors. The stakes are high: the success of the EU’s response to Russia’s military aggression hinges largely on effective sanctions, and the long-term legitimacy of the tool itself depends on its enforcement.

As the German Chancellor heads to Beijing – the first visit by a G7 leader since the pandemic began, Germany and the EU must reevaluate their approach to China, especially after the recent Communist Party Congress further cemented a system of uncontested authoritarian power. European unity is critical in dealing with China. Russia’s war in Ukraine has exposed Germany’s energy dependency and many Western companies have had to leave Russia. To be prepared for a possible escalation of geopolitical tensions with China, Germany needs to draw lessons and review critical dependencies and corporate risks. Better corporate risk management, a diversified trade policy, and a targeted industrial policy are necessary to manage economic risks.

Russia’s weaponization of gas supplies caused a shock to the energy security of Central and Eastern Europe. Countries responded by increasing alternative gas supplies and LNG import capacity. Gas flows shifted from the east-west axis to west-east and north-south axes. In the short term, the usage of coal is rising; in the longer term, renewable and nuclear energy. Mitigating the effects of this shock requires the EU to prioritize policies that foster the integrity and security of its energy market.

Abstract:
Germany’s plan to return to its debt brake creates a serious risk of premature fiscal tightening. Given that the fiscal divide between Europe and the US will widen sharply in 2021, a hasty return to European and German fiscal rules would stifle recovery and undermine efforts to rebuild transatlantic ties in trade and macroeconomic cooperation. This paper proposes several practical options to attenuate the fiscal drag associated with a return to the debt brake and calls for a broad debate on its reform.

After a decade of crisis, the EU now routinely uses futures methods to anticipate the unexpected. Its aim is to address its blind spots. This paper details our experience of designing a foresight exercise to help EU diplomats face up to one of the most ingrained types of blind spot: a taboo issue. But our experience showed instead the dangers of such exercises. Far from needing encouragement to address a taboo, our target audience wanted an excuse to do so, reflecting a shift to a more “geopolitical EU.”

Supporting the rule of law has been central to the EU’s Eastern Partnership (EaP) policy since 2009. There has been very limited success in this, however. The EU’s core problem is what is usually its strength: addressing a highly politicized area through a technical approach. EU policymakers need to acknowledge that their political silence is permitting ruling elites in EaP countries to block progress in the rule of law and that the EU is failing to call out pervasive systems of informality there.

The EU is set to adopt a new Eastern Partnership (EaP) policy at a summit in June. This is strategically important for it and for its eastern neighborhood, where other powers like Russia and China pursue competing interests. As the policymaking process stands and given the tight deadline, however, the EU will only update and not upgrade the EaP framework due to EU states’ diverging interests. Brussels and Berlin will need to keep the EaP on the agenda after the summit to safeguard the EU’s transformative power in the region.
The coronavirus pandemic, and the resulting severe economic disruptions, can only be effectively tackled with a European and global response. The degree of integration and interdependence between member states – economically, politically and socially – means that in dealing with the virus and its economic effects, the EU is only as strong as its weakest part. Governments have to devise a more forward-looking, collective response. Hesitation and the failure to tackle the problem collectively will increase the losses – in terms of lives, economic wellbeing, political stability and EU unity.

While the magnitude of the current pandemic is still unknown, Eastern Europe might be facing a major regional catastrophe. The six countries of the EU’s Eastern Partnership (EaP) have dysfunctional health-care systems and lack resources and protective equipment for their doctors and hospitals. The European Commission’s offer of immediate assistance is good news. However, much more will be needed to help the EU’s eastern partners fight the coronavirus and mitigate the socioeconomic impact of this crisis.

While the ECB has already taken bold steps, the EU member states need to support its efforts by committing to underwrite together some of the fiscal costs of the COVID-19 Pandemic. The best option would be to launch a Corona Fund with the power to mobilize 1 trillion EUR—support for such a fund need not be unanimous.
