Abstract:
This policy brief examines the implications of digitalization in Fragile and Conflict-Affected Situations (FCS). Digitalization has a transformative potential but simultaneously presents distinctive challenges, particularly in FCS characterized by infrastructural limitations, weak governance, and socio-economic disparities. The OECD identifies digitalisation as one of the intensifying factors for the growing inequality between FCS and the rest of the world. However, in FCS the story extends beyond inequalities between countries to inequalities within countries which are more critical for the FCS context as inequalities exacerbate fragility and conflict. This brief highlights three points. The first point explores the dual impact of digitalization on FCS business environments. Digital tools can overcome infrastructure barriers, thereby fostering economic growth and enhancing market dynamics through increased transparency. However, digital technologies create information asymmetry, resulting in widening the gap between those who can participate in the digital economy and those who are left behind, subsequently exacerbating socio-economic inequalities, fostering exploitative working conditions, and potentially escalating instability in fragile and conflict-affected regions.The second point focuses on the labour markets, where digitalization through the online gig economy can create job opportunities and improve labour mobility. However, it can also undermine labour protection and contribute to wage disparity and issues relating to workers’ rights, accentuating inequality and exclusion, particularly in FCS. The third part investigates the role of digitalization in Communications and Information Security. Digital tools can empower communities to resist oppressive regimes but can also be exploited for surveillance and censorship, fuelling conflict and exacerbating social tensions. The brief concludes with policy recommendations aimed at integrating digital inclusion principles in FCS strategies, emphasizing equitable digital initiatives, and adopting conflict-sensitive and equitable digital policies. The recommendations underscore the need for a balanced approach to digitalization, fostering innovation while providing protection from contributing to fragility and conflict.

2. Promoting diaspora investment in fragile settings: The case of Somalia

Abstract:
This policy brief analyses the extent to which diaspora investment can support economic development and livelihoods, with a particular focus on fragile settings. Using the case study of Somalia, the brief explores some of the main advantages and risks associated with this tool. On the one hand, diaspora investment can channel finance into productive activities in the diaspora’s country of origin, supporting the creation of revenue streams, while also generating returns for diaspora investors. On the other hand, particularly in fragile settings, these investments can also undermine social cohesion and even increase the likelihood of violent conflict, especially if they are channelled along identity lines. On the basis of this analysis, the brief offers the following recommendations to donor governments interested in promoting diaspora investment in Somalia and beyond: (i) to ensure effectiveness, donors should gather comprehensive, in-depth data on the needs and preferences of both potential investors in the diaspora and investees in the country of origin; (ii) to avoid exacerbating tensions and conflict, donors should be as inclusive and transparent as possible in their engagement with stakeholders, most notably in the selection of beneficiaries; (iii) any efforts to promote diaspora investment in fragile settings should be grounded in a thorough understanding of the specific context in which they are implemented, in order to understand both the economic and political implications of such investment.

Russia’s war in Ukraine is violating the rules-based international order and poses a significant threat to European security. The EU and NATO have responded by taking coordinated action. The measures taken have varied from unprecedented sanctions on Russia to assisting Ukraine with the delivery of arms and ammunition. The war in Ukraine has led to an even stronger focus on collective defence, which was already put in motion after Russia’s annexation of Crimea in 2014. In the past decade, Turkey has significantly expanded its engagement in Africa, leading to concerns within the European Union (EU) that this influence might be used to undermine EU policy and member states. This policy brief analyses the strategic motives and evolution of Turkish involvement in the Sahel region, focusing specifically on Mali, Burkina Faso and Niger. Drawing from interviews conducted with Sahelian and Turkish political, business, diplomatic and educational stakeholders between October and December 2022, the authors contend that Turkey’s foreign policy in the Sahel demonstrates a multifaceted approach that aims to strengthen its presence across economic, cultural, defence and development spheres. However, it is also emphasised that Turkey’s engagement in the Sahel remains relatively limited when compared to its activities in other African countries, for example Libya, Somalia and Algeria. In light of these findings, this policy brief recommends that the EU adopt a pragmatic approach, drawing lessons from Turkey’s strategy while trying to manage, and where possible benefit from, the impact of Turkish security assistance and to foster opportunities for Sahelian populations in Europe through scholarships and employment initiatives.

5. Sahel: Why stabilization efforts should address internal displacement

The conflict situation in the Sahel has created one of the fastest growing displacement crises in the world with more than 2.5 million people displaced over the past decade. International donors have largely dealt with the crises by supporting humanitarian efforts to provide emergency aid to IDPs. This policy brief argues that this response is important but ultimately inadequate; donors should start viewing IDPs as a key element to enable (regional) stability. Moving IDPs from the exclusive realm of humanitarians to stabilization, brings to the fore a policy tension that carries the promise a policy reconciliation. National governments in the Sahel push for the return of IDPs to their regions of origin in an effort to secure, re-populate and ‘stabilize’ abandoned territories (a effort that remains complex in a dire security context). But those international donors who do ‘stabilization’ leave IDPs completely off the radar and miss their constructive potential. This brief calls for international partners to pay greater attention to the crisis of internal displacement in the Sahel. Such policies have to make IDPs themselves one of the actors that can help bring ‘stability’ to conflict affected settings and, in that way, also speak to their (humanitarian) needs by providing long-term prospects of rebuilding their lives and livelihoods.

6. Power and potential: The economics of Egyptian construction and ICT

Abstract:
Young Egyptians’ dissatisfaction with their employment prospects was a key driver of protests in 2011 and 2013. Since then, the country’s political authorities have worked hard to create job opportunities for young Egyptians by boosting growth in the construction sector (infrastructure and public works), among other things. Since the sector also generates substantial revenues for the country’s power elite, this has been a win-win strategy in the short-term. But overreliance on the construction sector has also created too many informal and unstable jobs that are a poor match for Egypt’s many well-educated graduates. Cairo’s growth strategy has not addressed some of the country’s long-standing economic problems, such as informality and a low overall employment rate. Giving the country’s promising ICT sector a boost similar to that of the construction sector to address such deficiencies and anticipate a looming debt crisis requires a paradigm shift with two elements. First, a deal between Egypt’s political authorities and the power elite that buys time in exchange for future rents. Second, facilitation of private sector dynamism through regulatory encouragement and public seed funding for new business activity.

7. Shades of grey: The evolving links between the Houthi and Iran

The Houthi are not an Iranian proxy in the sense of unquestioningly doing Tehran’s bidding, voluntarily or under pressure. Yet, the movement can be viewed as an informal partner of Tehran. Their relationship has evolved from a partnership of convenience into a more strategic one. Despite this evolution, the Houthi have remained autonomous with respect to their domestic constituencies, political strategy and battlefield operations. For the purpose of peacemaking in Yemen today, as well as subsequent efforts to maintain any peace, this suggests that the Houthi should be considered an autonomous, domestically legitimate (in part) and capable actor, but that Iran also needs to be consulted behind the scenes due to the growth of its relation with the Houthi.

Abstract:
Since 2019, realisation of the Sustainable Development Goals (SDGs) has gone from patchy to off-track as a result of Covid-19, global price shocks caused by the war in Ukraine and accelerating climate change. About 100 million people were thrown back into extreme poverty and hundreds of millions more face reduced health, livelihood and income prospects for the rest of their lives. The climate change agenda also took a backseat. Long-term global effects will be profound in terms of growing migration flows, further climate degradation and, likely, more conflict, authoritarianism and populism. Putting global development back on track requires focusing on fewer priorities rather than the entire SDG agenda, namely those with the highest negative impact on developing countries: conflict, climate change and inequality. Addressing these problems primarily requires middle- and high-income countries to reduce their contribution to climate deterioration and inequality at home, and to increase their support for conflict resolution efforts elsewhere at a faster rate. While it may seem counterintuitive, the greatest development contributions that developed countries can make lie at home.

9. Al-Sudani’s first 100 days – Or how to keep everyone happy

The job of an Iraqi Prime Minister is a complex balancing act on both the domestic and international fronts. To begin with, there is the challenge of managing competition between the country’s factitious elites. Then there is the unresolved tension between self-interested elites and a citizenry that has largely lost faith in its political leaders. Finally, there is the foreign policy dilemma of balancing political and economic dependence on both the US and Iran. By these standards, Prime Minister Mohammed Shiya al-Sudani’s first 100 days in office have provided a crash course on how to please all sides. He has allocated government positions to his supporters with gusto, provisionally left most Sadrist bastions of power in the state untouched (even though Sadrists are excluded from the government) and offered extensive ‘bread and games’ for the population by promising jobs and social security. Al-Sudani has furthermore sought to reassure opposing foreign actors through a hitherto fairly balanced foreign policy. His approach has been enabled by the broad coalition of Iraqi political elites that brought him to the premiership, along with record oil revenues that help grease the wheels of patronage politics. While structural reforms in politics, administration and economics are overdue, they will not happen because Iraq’s political leaders have no need for them in the immediate term. However, unresolved elite contention, a lack of public investment and the absence of reform mean that Iraq is likely heading for tougher times within the space of a couple of years.

10. Trading short-term gains for long-term costs: the Egyptian political economy under al-Sisi

Egypt’s political economy has been operating on the basis of three core principles over the last few decades. First, the country’s political authorities set strategic economic objectives in a top-down manner. Second, the power elite supports the political authorities and, in exchange, tightly supervises homegrown and foreign investment to generate revenues and job opportunities, as well as private benefits. Third, Egyptian citizens acquiesce, willingly or unwillingly, in this division of power that mostly benefits the political authorities and power elites in exchange for improvements in their livelihoods. Since 2014, President al-Sisi has held closely to these principles but relied increasingly on Egypt’s military networks (part of the power elite) to boost economic growth. This strategy has produced short-term gains – informal jobs and an array of consumer goods – at the expense of long-term economic prospects. In particular, the military’s economic influence has deepened some of Egypt’s structural problems: low productivity, inequality, informal unemployment and a suppressed private sector. This limits the future sustainability of the current economic model. Improving Egypt’s economic prospects requires reducing the role of the state – especially the military – in the economy in terms of decreasing the number of associated enterprises and lightening the regulatory framework. However, this is nearly impossible to realise in sectors in which the military already has a dominant profile, such as construction and extractives, because its support is essential for al-Sisi to maintain power. A more promising alternative for European policy makers to consider is influencing the Egyptian government to limit military influence in sectors with growth potential where the military is largely absent, such as manufacturing and Information and Communications Technology (ICT). A government strategy that prevents further military involvement in these sectors, crafts a regulatory framework conducive to private investment and invites foreign funding, can help Egypt realise greater economic growth and higher fiscal revenues.

Since the Arab uprisings in 2011, but especially after the failed coup d’état in 2016, Turkey’s foreign policy has shifted from ‘zero problems’ to the pursuit of strategic depth and autonomy in its neighbourhood. In 2020, Syria, Libya and the South Caucasus became three theatres for Ankara’s new hard-power tactics, a policy that may well be here to stay (at least until the elections in 2023). This policy brief explores the strategic motives, the means of intervention and the impact of Turkish operations in these three conflict areas. While Turkey’s strategic considerations, modalities and consequences vary greatly from case to case, certain parallels can be drawn. They reveal an overall pattern of a much more assertive Turkey that is increasingly willing to deploy a combination of political and military means to secure its strategic objectives in its immediate neighbourhood.

12. Politicking in Doha: But will the Syrian opposition shift to more pragmatic diplomacy?

Abstract:
The Syrian Opposition Coalition (SOC) and the Syrian Negotiation Commission (SNC) are in dire need of internal renewal and a new political strategy given the deadlock of UN-led peace negotiations. A forthcoming opposition gathering on 4 February in Doha with more than 80 Syrian opposition leaders, activists and academics might offer an opportunity to do so. However, the event’s public face is Riyad Hijab, who is no longer part of the SOC and is seen as pursuing an internal leadership takeover. It is likely that the event will be part of a series that seeks to create a new centre of opposition without creating a new opposition body. Yet, neither Hijab’s internal politicking nor possible legitimacy/efficiency gains from implementation of a parallel SOC internal reform plan will generate a new political strategy for the opposition. This requires creative and pragmatic diplomacy that focuses on, for example, negotiating crossline arrangements between all conflict parties that improve local security and facilitate travel, trade and aid to improve the desperate situation of the Syrian people — in line with the UN’s call for a ‘safe, calm and neutral environment’ (SCNE). The habits of dialogue and compromise that can gradually develop in this manner could be leveraged at a later stage to address the more complex issues of power sharing and reconstruction once an appropriate window of opportunity has opened up.

13. Phoenix or Icarus? European strategic autonomy in light of Ukraine

With all eyes on the next Russian move in Ukraine, the notion of European strategic autonomy is experiencing a revival. At first glance, this seems overdue given that talks between Washington and Moscow bypass Brussels entirely. But beyond a limited use for the concept to help mitigate vulnerabilities resulting from dependencies and credibly malign actors that can exploit them, the notion remains surplus to requirements. Broad use of the term ‘EU strategic autonomy’, as is in vogue, risks giving populism and nationalism an unnecessary impulse. It also risks unmooring the EU from its collaborative and compromise-oriented essence because it depicts the world outside the EU as a swamp where danger lurks behind every tree. If EU Member States want a more assertive and capable set of institutions that act on their behalf, they should just get on with their unfinished business – the Single European Market, industrial/digital policy, fiscal transfers and defence/security policy.

14. Big brother is watching: Evolving relations between Iran and the Kurdistan Region of Iraq

The relationship between Iran and the Kurdistan Region of Iraq (KRI) will remain securitised in the short term due to the unresolved business of a return to the nuclear deal and its possible aftermath, the gradual reduction of the US military footprint in Iraq and the strengthening hold on power of Iran’s conservatives. Iran’s response to the Iraqi Kurdish referendum for independence in 2017 and its suppression of the revival of armed activity by Iranian Kurdish parties operating from Iraq makes it clear that Tehran does not hesitate to intervene to defend its security interests either. Iran is also likely to seek to counter growing Turkish intrusiveness in northern Iraq. Because the Patriotic Union of Kurdistan (PUK) is currently weak and the Kurdistan Democratic Party (KDP) stuck between Turkey, dissatisfaction with its own rule and pro-Kurdistan Workers’ Party (PKK) sentiments among segments of Kurdish public opinion, the KRI is more vulnerable to Iranian and Turkish pressure than it used to be. In other words, dependency and dominance will continue to characterise the Iran-KRI relation to Tehran’s benefit for the foreseeable future. Ironically, deeper integration of the KRI into a federal Iraq could reduce this risk in the medium-term.

15. Turkish interventions in its near abroad: The case of the Kurdistan Region of Iraq

The primary objective of Turkey’s recent interventions in the Kurdistan Region of Iraq (KRI) is to cut the Gordian knot of its own Kurdish question by engaging the Kurdistan Workers’ Party (PKK) and its affiliates militarily until they no longer control any territory. To this end, it is essential that Ankara maintains Iraq’s Kurdistan Regional Government (KRG) – and especially the Kurdistan Democratic Party (KDP) – as a junior and compliant partner. A secondary Turkish objective is to balance Iran’s influence in Iraq’s disputed territories, mainly by acting as protector of Turkmen and Sunni groups. In the background, the Turkish Justice and Development Party’s (AKP) desire to maintain regime stability at home plays an important role since its alliance with the ultranationalist-conservative Nationalist Movement Party (MHP) and some of its domestic legitimacy depends on the success of Turkish interventions into the KRI. Such interventions have historical precedent, but their scope and scale have increased significantly since 2018, with the effect that Ankara has been able to force the PKK into a defensive position. This has been achieved at the cost of the KDP’s popular legitimacy, an increase in PKK popularity and significant collateral damage among ordinary Iraqi (Kurdish) citizens. Further intensification of Turkish interventions into Sinjar, the Nineveh Plains or Sulaymaniyah will lead to greater tensions with both Baghdad and Iran. An extension of UNAMI’s security sector reform work to include border control can help prevent further conflict escalation by inserting a more neutral actor into this volatile situation.

16. All eyes on Ankara: A scenario exercise focused on the 2023 elections

Over the years, foreign policy has become a source of tension in the European Union’s relationship with Turkey. Although the EU has repeatedly disapproved of Ankara’s (military) interventions in Syria, Libya and Iraq as well as in the Eastern Mediterranean region and the South Caucasus, it has so far not been able to counterbalance Ankara’s actions. In that light, Turkey’s 2023 elections serve as a crucial moment. Seen through the lens of two theoretical scenarios – Recep Tayyip Erdoğan and the People’s Alliance win the elections, versus Kemal Kılıçdaroğlu and the Nation Alliance win the elections – this policy brief provides an insight into the instruments the EU has at its disposal to influence and/or respond to Ankara’s potential future foreign policy. It shows that while neither scenario will be hassle-free, the EU has most room to manoeuvre and can make best use of its instruments, ranging from diplomatic engagement to military cooperation, in a situation where Kılıçdaroğlu and the Nation Alliance win the elections in 2023.

17. Harnessing EU-Kenya renewable energy relations for a bright future

Abstract:
Unlike many of its neighbours, Kenya is progressing towards universal electrification from 100% renewable sources as set out by the country’s Vision 2030 Agenda. This feat, however, does not mean that there are not areas for improvement of its energy profile, especially around grid resilience, energy access and mitigating fluctuating supply and volatile prices. The EU stands poised to help this strengthening, not only due to the bloc’s leading presence in the Kenyan energy transition, but also because of growing geopolitical competition in Africa. The EU aims to beat its competitors in the field of green technologies. Moreover, as part of the external dimension of the European Green Deal the EU aims to avoid further carbon lock-ins, strengthen the ability of countries like Kenya to meet their Nationally Determined Contributions under the Paris Agreement and boost the EU’s international influence and visibility. This policy brief enumerates opportunities and offers recommendations for the evolution of EU-Kenya relations in the field of renewable energy.

18. Forging European Unity on China: The Case of Hungarian Dissent

Abstract:
EU Member states can be divided on China, even on issues such as human rights. Often singled out as an agent of division is the Hungarian government of prime minister Viktor Orbán. Hungarian dissent begs the question: how can the EU move forward on China given Hungary’s strategy of obstructive dissent? European cooperation ought not wait for unanimity, nor should it rely on value-politics: member states should play the power game to circumvent or break lingering impasses. Member States should support setting up a 27+1 Forum as the main platform for European China-policy, form a leading group tackling strategic corruption and corrosive capital, and initiative a track 1.5 dialogue on China with Germany and the Visegrád Countries.

While leading to results on technical matters, political normalisation of the relationship between Serbia and Kosovo has not been achieved. As part of a broader study on EU foreign policy effectiveness, this policy brief discusses the ways in which EU internal factors have hampered the EU’s effectiveness in the Belgrade-Pristina dialogue. Specifically, the paper assesses the positions and influence of EU member states vis-à-vis one another and the European institutions, asking how contradictions could be overcome in the future. This assessment is placed in the wider context in which the dialogue takes place, taking into account the state of EU enlargement and foreign power influence.

The primary objective of Ankara’s recent political and military interventions in northern Cyprus is to use the island as the linchpin for its maritime ambitions in the eastern Mediterranean in terms of the geo-economics of claiming and exploring the hydrocarbon resources around the island and expanding its naval power more broadly. Turkey recently upgraded the military utility of the island in line with its Blue Homeland naval doctrine as one track towards realising its primary objective. Another track consists of Ankara politically empowering Turkish Cypriots who advocate for a two-state solution. In doing so, Turkey aims to maintain the status quo, which it views as a ‘two-states-on-one-island’ situation that brings northern Cyprus under increasing Turkish control and pulls it out of the EU’s orbit. In the process, it suppresses the views of advocates of re-unification in northern Cyprus. The EU also stands to lose as the prospect of settling the Cyprus question via a bi-zonal and bi-communal federation – its preferred option – fades from sight.

21. A stubborn threat: Islamic State in Iraq in early 2022

In the four years since its territorial defeat, Islamic State (IS) has proved to be resilient as it continues to mount attacks across Iraq. Analysis of IS activity from September 2021 to February 2022 (six months) shows that the geography, type and targets of IS attacks remained broadly similar to the year preceding this period. The volume of IS attacks increased but this mostly took the form of small-scale and local incidents. By and large, the group seems to be stable and shows neither decline nor growth. It operates nimbly and is mostly active in the arc between Sinjar and Baghdad. Counter-terrorism (CT) operations decreased in volume over the same period but are nevertheless keeping IS in check. However, as CT operations are mostly tactical affairs that remain inadequately coordinated and low on intelligence in some aspects, they have not been able to eliminate IS capacity to mount major operations, or to remove it from entire areas. Broadly speaking, IS attacks and CT operations are in a state of equilibrium. As Iraqi CT efforts emphasise security interventions over socio-political remedies, conditions for IS survival, as well as future revival, remain relatively favourable.

The EU is not always united and visible in foreign policy. This policy brief argues it could make more use of leading groups of member states under the coordination of the High Representative and European External Action Service (EEAS), the type of strategic thinking that guided the development of the Strategic Compass, and a Team Europe approach to a wider range of international activities, going beyond development cooperation. One idea would be to formulate a European Council Forum on Economic Security and Sanction policy. The Netherlands could contribute proactively, for instance by advocating for a strategic conversation on the topic of economic power at the level of the European Council.

Three years after the historic ousting of the long-time dictator al-Bashir, Sudan’s revolution continues. The military coup of last October has effectively ended Sudan’s post-Bashir transition to democracy but has fanned the flames of the Sudanese people’s struggle for freedom, peace, and justice. Protesters from Sudan’s non-violent resistance movement continue to risk their lives by taking to the streets demanding the end of military rule and the transfer of power to a civilian government. The international community, however, has spent the last eight months trying to restore a power-sharing government whose very viability had become untenable. Meanwhile, conniving with Islamist elements of the former al-Bashir regime, the coup alliance is cementing its stranglehold over the state. The historic opportunity for genuine democratic transition risks being lost. This policy brief argues that, by holding on to a transition that has ceased to exist, Western governments have helped consolidate the coup. To counter that course Western donor governments are well advised to 1) increase economic and diplomatic pressure on the coup regime, 2) strengthen the civil society that opposes the coup, and 3) safeguard aid against diversion and political manipulation.

Hamstrung by decades of repression, mistrust and a lack of governance experience, Muslim Brotherhood-linked parties were ultimately unable to navigate the post-2011 tensions between the need to deliver on the popular demands of the Arab uprisings and maintain ideological coherence. Similarly, they struggled to retain their revolutionary credentials and at the same time compromise with ruling elites in order to govern. While this was always a tall order, the consequence has been that decline and crisis followed the organisation’s initial ascent between 2011 and 2013. The Muslim Brotherhood gradually lost its ideological influence over parties it had inspired following the 2013 military takeover against Mohamed Morsi in Egypt. From this year onwards, growing repression, marginalisation and factionalism accelerated the movement’s decline. The arrest and exile of leading Muslim Brotherhood individuals created a leadership void and opened up space for internal strife. Today, the Muslim Brotherhood is a shadow of its former self and in crisis. In parallel to the decline of the Muslim Brotherhood, the legitimacy and relevance of jihadism, political Salafism and Iran’s model of religious rule also appear to have weakened, respectively due to the ‘defeat’ of Islamic State, Saudi modernisation and the poor to mediocre governance provided by Tehran’s partners. This raises the question what major religiously inspired sources of political renewal and mobilisation remain across the Middle East and North Africa that are capable of offering credible prospects for better governance.

Kosovo remains the last country in the Western Balkans that has not yet attained EU visa liberalisation which would allow its citizens to travel freely to the EU for up to 90 days. In spite of a 2018 positive assessment from the European Commission on the fulfilment of the formal benchmarks, the Netherlands, as well as several other EU member states, have remained opposed to date, citing rule of law concerns. The status quo has resulted in a politicisation of the process and rising frustrations. Unpacking the different positions is essential in order to identify action points for breaking the deadlock on both the Dutch and the Kosovar side. This policy brief therefore assesses the Dutch position on the visa liberalisation process, as well as how that position is perceived in Kosovo. It does so through an analysis of government documents and interviews with policy makers, politicians and civil society representatives. The brief shows how the Dutch narrative is slowly changing, arguing that even if divergences in narratives remain, visa liberalisation could take place towards the end of 2022. It articulates recommendations for both Kosovo and the Netherlands to capitalise on the current momentum.

A host of initiatives and autonomous instruments have been introduced to strengthen the EU’s resilience, reduce its strategic dependencies in key sectors, and protect its industries against economic coercion and unfair trade practices. The EU has generally been careful to ensure that its efforts do not undermine the openness of its economy. However, there is an undeniable tension between the ‘open’ and ‘autonomous’ components of the agenda. Guaranteeing compatibility will require a careful balancing act, contingent on a coherent strategy not only for strengthening the EU’s strategic autonomy but also for fostering and preserving its openness. 27. The 2022 Israeli elections: Change, but no change

On 1 November 2022, Israelis will cast their votes to elect a new parliament for the 25th time since 1948. Between 1949 and 2019 (70 years), Israelis went to the polls 20 times. Each parliamentary assembly (Knesset) averaged 3.5 years. But between 2019 and 2022, Israelis voted four times. Each parliamentary assembly averaged only nine months. This brief examines some of the causes of Israel’s political turmoil and assesses whether it matters for two issues of European concern: Israel’s status as ‘democratic’ ally and the occupation of Palestine. Despite their evident shortcomings with regard to Israeli Arabs and Palestinians, we do not expect the Israeli elections of November 2022 to downgrade the country’s allied status across European capitals. Neither do we anticipate the Israeli elections to moderate the country’s policy of annexation in the West Bank and East Jerusalem. Our analysis suggests instead that future Israeli governments will maintain majoritarian Jewish rule and expects it to be propelled by a more unapologetic and repressive ethno-nationalism. This will lead Israel further down the path of exclusionary governance and large-scale human rights violations that risks backfiring in the long term. It will also further erode the moral credibility of the European Union, including the Netherlands, in the areas of human rights and accountability.

When the European Union’s Strategic Compass had almost been completed in late February 2022, Russia invaded Ukraine. Consequently, the language on Russia in the Compass text was adapted to a more bellicose content. However, the military level of ambition remained unchanged as it had already been agreed informally by the EU member states. At the end of March, when the Council formally adopted the Compass, the EU Rapid Deployment Capacity (RDC) became the new focal point for crisis management tasks in the context of the Common Security and Defence Policy (CSDP). Although the attention of strategists, defence planners and armaments experts has shifted further towards strengthening collective defence as a result of the war in Ukraine and the outcome of the NATO Madrid Summit, instability in the areas to Europe’s south and south-east remains the norm rather than the exception. The EU RDC has to provide the EU with the military capability to be deployed in crisis situations when needed, also taking into account that the United States (US) is less likely to act in Europe’s southern neighbourhood in the future. Ambitious targets have been set with regard to the flexible composition of the RDC and to the timeline of its initial operational status in 2025. This policy brief examines the milestones to be reached towards the year 2025 – in other words ‘what should be done in the near future’. Three aspects are given particular attention: the question of using the existing format of the EU Battlegroups as building blocks for the RDC; the issue of how to speed up decision-making; and the question of capability shortfalls. This is followed by conclusions on the opportunities and pitfalls that the EU and its member states may encounter up until 2025 and beyond.

More than ten years after the ousting of Gaddafi, the Libyan police under the Ministry of Interior are still struggling to effectively carry out their duties across the country. Drawing from 25 interviews conducted with experts, Libyan police officers, civil servants of the Ministry of Interior, and EU officers between June and August 20221, our research found four main obstacles facing the Libyan police force in Western Libya. These are: i) the proliferation of armed groups; ii) divisions within the ruling elite; iii) administrative mismanagement in the security system; and iv) the presence of alternative conflict-resolution mechanisms. It also emerged that each area comes with its own challenges. Against that background, this policy brief calls for a change in EU policies. We suggest that EU member states align on specific and measurable goals and take a more adaptive and incremental approach. More specifically, the EU could consider identifying a set of measurable and achievable objectives and adapting its policies to the different contexts in which it operates, tailoring its priorities and timescales to different locations.

30. Open strategic autonomy in European defence: what countries must do

Russia’s war in Ukraine has resulted in wide support for strengthening European defence capabilities. At the same time, the debate on whether to rely on NATO or to seek European strategic autonomy in the area of security and defence has withered away. There is wide recognition in Europe that both the EU and NATO are key actors in response to Russia’s armed aggression and violation of international law, agreements and norms. While the Alliance is strengthening its deterrence and defence posture, the role of the EU in security and defence is growing. Better European capabilities will allow the EU to act on its own when needed – more in particular in areas and countries outside the Union – and simultaneously support NATO to defend its territory. Nevertheless, the question has to be asked how European defence capabilities can best be strengthened. In recent years, the European Commission has taken various initiatives to promote cross-border defence cooperation. These efforts have been further expanded after Russia’s invasion of Ukraine. The steps taken by Berlaymont are bold and most welcome, but the member states are in the driving seat: they continue to deliver the military forces that are needed to secure Europe’s interests. Defence policy and planning provides the basis for allocating money to investment programmes and the acquisition of military equipment. The procurement of military equipment is still primarily conducted on a national basis instead of collaboratively with European partner countries. This Policy Brief assesses the scope for a closer coordination and synchronisation of the defence policies, planning and investment of the European countries in order to contribute to open strategic autonomy. First, the author provides an overview of the recent EU initiatives and how these relate to the efforts of the member states. Next, the question of what the member states should do to increase cross-border defence cooperation in terms of decision-making, budget cycles and defence planning will be addressed. The subsequent section assesses how the hurdles to moving from national to multinational defence planning and investment can best be overcome. The final section points to the way forward, including suggestions on the specific role that the Netherlands can play in enhancing European collaboration in defence programmes.

For instance, in 2016 the elections in the United States were manipulated by a foreign state actor through targeted propaganda and the leaking of hacked material that compromised one of the presidential candidates. In the same year the British referendum on remaining in the European Union was also targeted by sophisticated propaganda efforts.United States Senate, Putin’s Asymmetric Assault on Democracy in Russia and Europe: Implications for U.S. National Security, Committee on Foreign Relations, 115th Congress, 2018, p. 116-118. The need to counter these threats and deal with them comprehensively has therefore been acknowledged in the EU Strategic Compass. It provides for the development of a toolbox to put at the disposal of member states a wide range of measures to respond to hybrid campaigns, should they choose to invoke the assistance of the EU. This EU Hybrid Toolbox (EUHT) intends to gather all civilian and military instruments that can be employed to counter hybrid campaigns. Operationalisation was intended by the end of 2022 but this no longer seems attainable. However, the conflict in Ukraine has demonstrated the importance of having a coordinated reaction capability to counter hybrid campaigns and is likely to provide the momentum to bring the development of the EUHT to fruition. This policy brief examines the most recent progress on operationalising the EUHT. First, the rationale for the EUHT is explained. Next, the state of play in the operationalization process is analysed. The subsequent section focusses on the difficulties stemming from differences of opinion between the member states, followed by an assessment of the issues surrounding decision-making. After suggestions for increasing the effectiveness of the EUHT are given, the policy brief ends with conclusions and a listing of opportunities and pitfalls.The methodology used for this policy brief consists of a combination of literature scanning and a limited number of interviews. 32. European defence: Specialisation by capability groups

In many professions specialisation is regarded as a virtue. In a hospital the surgeon, the anaesthetist and the nurse have specialised skills. Together they engage in teamwork to cure patients. Yet, when it comes to defence, specialisation has a negative connotation. Contrary to the hospital’s operating theatre, dependency on each other’s armed forces is regarded as a serious, if not unacceptable risk, as a country has to be able to defend itself without relying on capabilities to be provided by other states. In reality, however, interdependence is a fact: European countries have relied on the nuclear deterrent of the United States since the 1950s and with regard to conventional forces, no single European country can provide all necessary capabilities. The question is how European interdependence can be made more effective. The answer must partly lie in specialisation. This Policy Brief addresses specialisation in security and defence from the perspective of the ‘Team Europe’ approach of distributing tasks and operating with varying coalitions of European countries in order to make the EU (and in this case also NATO) more effective. It presents a model of structuring European armed forces in specialised groups – an idea that has been proposed in a Clingendael report published earlier this year. First, the Policy Brief lays out the playing field by explaining the model of European capability groups. Next, several options for European capability groups will be proposed. It concludes with listing the implications for the Netherlands.

33. The RRF as administrative subsidiarity

When the corona crisis broke out, it was clear that eurozone economies were ill prepared for new setbacks. Put differently, the SGP had failed to produce convergence. The RRF offers an opportunity to reconsider the effectiveness of economic governance and to strengthen national ownership for sound economic policies. Despite its potential merits, the RRF was not designed to reinforce national institutions to monitor and correct their own economic policies. Creating the required ownership for sound economic policies would have demanded empowering the independent National Productivity Boards (NPBs) and Independent Fiscal Institutions (IFIs), and integrating them in a redesigned independent network-based European Fiscal Board (EFB). The failure in 2020 to include the NPBs, IFIs and the EFB also implies a major break with the Fiscal Compact, Two Pack and Six Pack that aimed at empowering national institutions. The RRF concerns a major financial commitment and could thus have been used as bargaining chip to strengthen the long-term reform measures by insisting on a subsidiarity-based European monitoring and enforcement system, including mutual inspections, and build around the nascent macroeconomic independent national and EU agencies. Such decentralized systems have proved their worth in successful European policy areas such as in monitoring the state of the environment in member states. This will have consequences for the organization of the EU Commission. Using the lessons from the RRF to (forget to) strengthen national institutions is also relevant for redesigning the SGP. Firstly, redesigning the NPBs, IFIs and EFB will offer a suitable model for monitoring national policies as a replacement of the current centralized control under the SGP by the Commission. Secondly, the future development of the RRF and NGEU can be used as bargaining chip in the negotiations on the SGP. The review of the SGP will involve adaptation of rules, reinstituting the ESM, and deciding on new emergency funds. The negotiations ahead offer opportunities and leverage for steering towards a pro-active and constructive role for the Netherlands in the elaboration of subsidiarity-based economic governance.

34. Military coup betrays Sudan’s revolution: Scenarios to regain the path towards full civilian rule

On Monday 25 October 2021, Lieutenant-General Abdul-Fattah al-Burhan staged a military coup that stalled Sudan’s political transition towards civilian rule. With the government dissolved and a state of emergency declared, two years of painfully gained achievements towards democracy could be lost, the hopes of millions of peaceful protestors shattered, and an already fragile region further destabilised. The military takeover is a desperate attempt by the generals to protect the security elite’s economic interests and to abscond from justice. In response to the coup, millions of Sudanese mobilised to reject the coup and demand full civilian rule. Western governments and the EU have strongly condemned the coup and suspended economic support, while Egypt, the Kingdom of Saudi Arabia (KSA) and the United Arab Emirates (UAE) are believed to back it. Three outcomes from the current crisis are on the table: a) a full civilian transitional government; b) a return to the power-sharing agreement; or c) military dictatorship. To assist Sudan to regain its path towards democracy, Western governments must put all their weight behind the civilian demands and: i) streamline the ongoing mediation processes and ensure civil society is consulted; ii) bolster the legitimacy of Prime Minister Hamdok and his cabinet, iii) increase pressure on Sudan’s military junta and its backers; and iv) strengthen Sudan’s non-violent resistance movement. This brief presents three plausible scenarios for a way out of the crisis and concludes with considerations for policy makers to get Sudan back on track towards democratic rule.

The Covid-19 pandemic prompted a strong re-engagement in global health. Because the pandemic coincided with geopolitical rifts between the US and China, but required a global response, the EU and its member states took responsibility to safeguard the World Health Organization (WHO) and initiated global arrangements for vaccine sharing for developing countries. Within the EU, mandates and global health functions have traditionally been underdeveloped and divided between the development and health sectors. For the Netherlands, this is perhaps the case to an even larger extent. Development funding has focused primarily on sexual and reproductive health and rights, and the health ministry has had limited interest and capacity on international health issues, with the exception of certain specific issues such as Anti-Microbial Resistance (AMR) and medicine prices. Spending on global health by both the EU and the Netherlands has been fragmented, with mainly ad hoc budgets being made available for the international pandemic response. This policy brief calls for a structural response and more coherent outlook on global health.

In light of this shift, a review is made of which instruments the EU could deploy to support green energy transitions and discourage third countries from continuing extraction and production of fossil fuels. It recommends the EU takes a firm stance on phasing out fossil fuel and enter dialogue with some of its current fossil fuel suppliers on the implications of its own transition. The EU will need to establish new partnerships on green energy provision, technology and critical raw materials needed for the transition.

In fragile and conflict-affected settings (FCAS), infrastructure development is a sharp double-edged sword: it can foster sustainable and inclusive development, but it can also exacerbate fragility and conflict. This brief argues that a substantial engagement of local communities has the potential to improve the conflict sensitivity of infrastructure efforts in FCAS. To ensure that these efforts have a positive impact on fragility dynamics, however, due attention should also be paid to the specific choices made in terms of project design and implementation. The brief offers a set of pragmatic considerations aimed at supporting practitioners navigating such choices. In addition, to ensure a proper tailoring of project choices to the specific context, practitioners should also rely extensively on conflict sensitivity analyses, monitoring the interaction between the project and the context’s underlying drivers of fragility throughout the whole project cycle. While so far CDD projects have mostly focused on small-scale infrastructure, efforts should be devoted to explore whether and how CDD approaches can be applied to larger infrastructure projects.

This policy brief considers how to move forward with the (financial element of the) EU-Turkey statement agreed in 2016, under which the first tranche of 3 billion euros will end mid-2021. In order not to reverse the progress achieved and to continue the work on improving the resilience of the 4.1 million refugees in Turkey, there is an urgent need for the European Union and Turkey to agree on a new financial framework. One that builds on the current, generally successful framework – the EU Facility for Refugees in Turkey (FRiT) – but which would divide the burden between Turkey and the EU more equally. Both blocs would, moreover, do well to look into the possibilities of extending the area of cooperation to Idlib. In that area, which is currently under Turkey’s military control, almost three million internally displaced persons (IDPs) currently lack adequate shelter and essentials, which could potentially lead to various displacement scenarios. Neither of those decisions will be easy and will require serious support from all EU member states, but the fact is Turkey remains essential in pursuing the EU’s core interest: preventing another refugee flow into Europe.

This policy brief provides an examination of China’s rise in relation to its African partners. It takes into account geopolitical concerns, but homes in on China’s Belt and Road Initiative, its means of expanding into Africa. It examines the role of the Digital Silk Road in the use of Chinese artificial intelligence and technology transfers on surveillance and the risks of repression. The brief aims to move beyond the politicised narratives surrounding Chinese involvement in Africa by testing them against practical initiatives on the ground. It examines Ethiopia, particularly its burgeoning tech hub known as the ‘Sheba Valley’, in order to understand China’s role in development in African countries. Ethiopia is a critical case because of: the country’s strong relations with China, leading Ethiopia to model its developmental state model on the Chinese one and incentivising civil servants to learn from the Chinese experience; Ethiopia’s attempt to develop its relatively advanced ICT hub (the Sheba Valley) in collaboration with China’s Shenzhen-based ICT hub; Ethiopia’s historically heavy surveillance and repressive practices, in part modelled on China’s practice of prioritising development over democratic reform.

This Clingendael policy brief seeks to explain visible manifestations of Turkish politics in European cities. Why does Turkish politics lead to unrest in Rotterdam and Berlin and what institutional mechanisms facilitate this? The brief highlights various drivers, institutional manifestations and historical changes, but also points out that there are a number of uncertainties and questions about the motivations for, and modus operandi of, Turkey’s influence in European societies. These questions are all the more relevant as European policy-makers increasingly seek to take measures in order to curb this. The main argument developed in this brief is that effective policy ‘at home’ (in Europe) will require better knowledge of socio-political developments ‘abroad’ (in Turkey). The first and second parts of this brief, therefore, show how the drivers of Turkish influence on the diaspora have changed over time. The third section highlights how present-day diaspora politics is institutionally anchored in Western Europe. Most of the practical examples in this brief are drawn from the Dutch context, but the dynamics will be familiar to those observing this phenomenon in other Western European countries.

But could the Green Agenda also be a catalyst for renewed interest and enhanced political engagement, leading to a much-needed impetus to the EU enlargement process? Over the last decade, the UAE and China have vastly expanded their economic, political and military footprint in the Horn of Africa, and their actions now have the potential to shape developments in the region. Room for cooperation between Abu Dhabi and Beijing exists on issues such as maritime security, regional stability, and economic development. Moreover, the two countries’ interaction could lead to improvements in the Horn’s underdeveloped infrastructure by triggering a race to investment. Yet, development and stability in the region might suffer if the strategic interests of external players take precedence over local ones, or if local elites (mis)use external support for narrow domestic political calculations. The EU and its member states have high stakes in the Horn’s stability. To optimise their engagement, European policymakers should be aware of the implications of the Emirati and Chinese presence, and they should strive to improve cooperation among the wide range of external players active in the Horn.

This Clingendael series ‘The Green Agenda for the Western Balkans’ provides an inside perspective on the EU climate ambitions for the Western Balkan Six (Albania, Bosnia & Herzegovina, Kosovo*, North Macedonia, Montenegro and Serbia) and the challenges ahead. In this second contribution, we analyse the state of affairs with regard to energy diversification and greenification. The energy sector in most Western Balkan countries is characterised by a heavy dependency on coal and outdated production facilities, posing severe environmental challenges to the region. Possessing significant renewable energy potential, the Western Balkan Six (WB6) in theory have good prospects of making a successful energy transition. In terms of natural resources, the region is also well placed as Albania and Serbia possess solid reserves of metals and rare earths that are needed to develop energy transition technologies, such as batteries, smart grids, solar panels and windmills. Yet the transition is hampered by several economic and political factors, such as a highly centralised energy market with only a few large suppliers, dynamics of clientelism and controversial outside investment (such as from China). This policy brief analyses the current challenges that prevent energy diversification and greenification in the region and asks how the recently launched EU Green Agenda for the Western Balkans can address these challenges.

In this third contribution, we analyse the state of affairs with regard to pollution. Across the Western Balkans, air, water and soil pollution levels are incredibly high. Public health is continuously jeopardised by air pollution arising from local heating sources and energy production plants. The Green Agenda for the Western Balkans aims to assist the region in tackling pollution problems and aligning the countries’ environmental quality regulation with the European acquis. This paper analyses the state of affairs with regard to air, water and soil pollution in the WB6 and examines how it affects citizens’ health and socioeconomic prospects. The policy brief argues that countries in the Western Balkans need to address a coal phase-out while simultaneously tackling energy poverty. The EU could more actively support this, not only by providing a platform for dialogue, but through supporting programmes for renewable energy provisions and infrastructure, reskilling of workers and job creation. The Sofia Declaration, that sets out the Green Agenda, needs to be complemented with measures to ensure compliance with environmental regulations, preferably by involving civil society organisations in monitoring implementation and raising public awareness of the socioeconomic costs of pollution.

This policy brief examines the EU’s engagement and relationship with Syria’s main political opposition umbrella, the Coalition for Syrian Revolutionary and Opposition Forces (Etilaf), which was founded in late 2012. It discusses the EU’s engagement strategies with the Etilaf and their impact on its development in the context of the Syrian conflict. The brief highlights that the EU did not substantiate the international legitimacy it granted the organisation early on during the conflict with policies that would have allowed it to expand its domestic legitimacy and capabilities. This policy contributed to developments in which the Etilaf rapidly lost its original potential. While the Etilaf today faces a range of structural and operational challenges that need to be addressed, the brief nevertheless recommends EU institutions and Member States to increase their support for the Etilaf and the Interim Government linked with it, if a number of conditions can be met. Such support will help maintain and develop these bodies into a viable centre of political opposition to the Assad regime. Practically speaking, this objective can be pursued by piloting conditional EU support to areas of northwestern and northern Syria that are nominally under the control of the Interim Government. It also requires building a partnership with Turkey to jointly support local Syrian administration(s) in the same areas.

Abstract:
Disputes over natural resources such as water and land among pastoralist groups and between mobile pastoralists and sedentary farmers have a long history and are turning increasingly violent. Competition over scarce natural resources is often put forward as the key driver of farmer-herder conflicts, disregarding the significant role governance is playing in conflict dynamics. Oversimplifications of the pastoralist-conflict equation and a lack of understanding of pastoralist systems and the way they are governed has led to inappropriate interventions further undermining pastoralism. Policies and interventions in response to pastoralism-related conflicts often do not take an integrated approach but are based on sectoral policies and are not conflict sensitive as they fail to take into account the political economy driving farmer-herder conflicts. Comparing the cases of Burkina Faso, Somalia and South Sudan, this paper analyses how pastoralist resource governance in combination with its specific underlying political economy differentially affects the dynamics of conflict around pastoral resources. Reflecting upon three agendas that inform the thinking about pastoralism as well as donor interventions – climate change, food security and governance – this paper provides some recommendations on how to take underlying political economy into account for sensible and effective programming.

Despite the existence of an extensive ‘rule of law toolbox’, the EU has found it difficult to deal with rule of law issues. Many experts attribute the EU’s failure to act to a lack of political will and determination on the part of EU institutions and member states. However, not all actors are lacking in political will (equally). The Netherlands, for instance, has been very concerned about the erosion of the rule of law inside the EU and has been one of the more active member states – along with, for instance, Belgium, Finland, Sweden and Denmark – in trying to address the EU’s rule of law crisis. In this policy brief, we examine three possible avenues available to the Netherlands to strengthen the political will of EU institutions and (like-minded) peers to assertively address this crisis and to increase pressure on backsliding member states to safeguard the rule of law.

48. Turkey’s interventions in its near abroad: The case of Idlib

The trigger for the Turkish Operation Spring Shield in northern Idlib in February 2020 was to prevent the Syrian conflict – especially extremists and refugees – spilling over into Turkey as the result of a new regime offensive. A deeper driver of the operation was Ankara’s desire to draw a line against further regime advances that might jeopardise Turkish territorial gains across northern Syria. Millions of Syrian internally displaced persons (IDPs) and the Islamist group Hay’at Tahrir al-Sham (HTS) were the main – although unintended – beneficiaries of the operation. Tactically, Operation Spring Shield was a success because of a surge in Turkish military resources in northern Idlib, Ankara’s willingness to use them, and the speed with which Turkey acted. Strategically, it helped a great deal that Russia decided to stand aside for a few days. Russian-Turkish diplomacy resumed after battlefield conditions had shifted in Turkey’s favour and Syrian regime forces were stopped in their tracks. In the short term, Operation Spring Shield can be considered as having brought a measure of humanitarian and geopolitical stabilisation by clarifying Turkey’s red lines to Damascus, Tehran and Moscow, and by bringing about a new equilibrium between Russiansupported forces and Turkish forces in Syria. The operation did not negatively affect Turkey’s relationship with its NATO partners, the EU or the US. This was in part because the operation highlighted the limitations of the Astana process – a diplomatic initative in which Turkey, Iran and Russia pursue opposing aims vis-à-vis the Assad regime – from which these actors are excluded. In the medium term, the impact of Operation Spring Shield will depend on the permanence of the Turkish presence, the level of Turkish developmental investment and the evolution, as well as the place, of Hay’at Tahrir al-Sham (HTS) in the future governance of northern Idlib.

49. Turkey’s interventions in its near abroad: The case of Libya

Abstract:
The strategic objectives of the Turkish military intervention in Libya in 2019–2020 in favour of the Government of National Accord (GNA) were geopolitical (establishing an entry point into Africa in addition to Somalia), geo-economical (related to gas exploration in the Mediterranean) and commercial (facilitating repayment of outstanding business debts and enabling future profits). The deeper drivers of Ankara’s intervention include a mix of more assertive nationalism based on a hegemonic conception of Turkey’s ‘near abroad’, a perceived need to counter the military campaign of the Libyan National Army (LNA)’s to conquer Tripolitania, and Turkey’s exclusion from Mediterranean gas politics. Ankara’s intervention and its institutionalisation proved effective in counterbalancing the LNA and its international backers – chiefly Russia and the UAE, but also France and Egypt – and produced a more stable political situation in the process. While Turkey has achieved its short- to medium-term objectives and is likely to retain a substantial permanent military, commercial and political presence in Libya, it also created tensions with the EU and US as well as antagonizing the LNA’s international backers. In brief, an improvement in Turkey’s geostrategic position might have come at the cost of its regional strategic relations.

Abstract:
The Middle East was already plagued by war, famine and death in the form of the Syrian and Yemeni civil wars, the Israeli occupation of Palestine, the conflict between Iran and Saudi Arabia as well as the US, radical extremism, the Kurdish question and Iraq’s many travails – in large part a result of decades of autocracy, corruption and repression. The outbreak of Covid-19 added pestilence to this trio and makes for a harmful long-term mix. With this in mind, the purpose of the brief is twofold: first, to examine the longer-term impact of the virus on political tensions and conflict in the region; and second, to explore opportunities for innovative conflict resolution that might be seized in the wake of Covid-19. In this way, we hope to stimulate something good coming out of this trying period yet.
