Russia has failed to achieve most of its objectives in Ukraine because of poor military planning, significant logistical problems, low combat readiness, and other deficiencies, which undermined Russian military effectiveness. These and other challenges—including Ukrainian military efforts and Western aid—severely impacted Russian air, ground, cyber, and maritime operations. Russia’s failures will force the Russian military to fundamentally rethink its training practices, organizational structure, culture, logistics, recruitment and retention policies, and planning efforts. Nevertheless, Russia is still attempting a de facto annexation of parts of eastern and southern Ukraine that it controls.

U.S. policy toward Cambodia is conflicted, contradictory, and unsustainable. Is Cambodia an authoritarian pariah to be punished until it undergoes systemic political change? Or is it a necessary partner on the front lines of great-power competition? The U.S. government has spent the last decade torn between righteous indignation over democratic backsliding and pragmatic engagement given U.S. interests in the region. For a while, muddling through was understandable, maybe even wise. The United States only recently cemented a bipartisan consensus on the importance of the wider Indo-Pacific in strategic competition with China. And without that consensus, it was unclear how much Cambodia really mattered to U.S. national interests. Plus, authoritarian shifts under Prime Minister Hun Sen were initially tempered by political compromises. But now it is time to stop muddling. Cambodia sits in a neighborhood too important to ignore. If political change comes to the country, it will be generational and have little or nothing to do with foreign pressure. In the meantime, Washington should not embrace Hun Sen’s regime but should be more strategic in working with it.

There is a saying: “If you want a new idea, read an old book.” For the authors of the North Atlantic Treaty Organization’s (NATO) new strategic concept looking for a new approach to its core task of defense and deterrence, the best “old books” to consult might be the seven strategic concepts NATO has published since 1949. The first four of these were classified and made public in 1997.1 Since 1991, three concepts have been published openly, the latest in 2010. This paper examines NATO’s first seven strategic concepts to chart the progress of the alliance’s approach to defense and deterrence. The main purpose of doing so is to give today’s leaders and planners a better understanding of their forebearers’ efforts, to learn their lessons, and avoid their mistakes. The analysis also reveals three broad insights that can be applied today: plan against Russia’s maximum intentions; revitalize the sword and the shield; and modernize the sword and the shield.

Abstract:
Reading, writing, and numeracy: these are foundational skills people learn at school and continue using throughout their lifetimes. But as societies evolve and technology progresses, the learning needs and demands of one generation change for the next. Curriculums in educational institutions must keep up with these changes to reflect the new realities. They do so by removing outdated content, incorporating new disciplines, and innovating with new educational tools and techniques. While previous American generations learned Latin and shorthand, current generations learn Spanish or French and practice typing. In many public schools across the United States, cursive handwriting is no longer taught. Children now practice writing and typing using new technology such as tablets and computers, not typewriters. In advanced countries, educational equipment such as blackboards, chalkboards, and even whiteboards have been replaced with high-tech tools such as Promethean boards. While numeracy and basic literacy are still fundamental to learning, digital literacy has emerged as another critical life skill and is now, per the World Economic Forum, part of the twenty-first-century toolkit (see Figure 1). Beyond basic literacy, digital skills have become indispensable for every global citizen, whether to communicate, find employment, receive comprehensive education, or socialize. More than 90 percent of professional roles in across sectors in Europe require a basic level of digital knowledge and understanding. This need has become even more evident during the Covid-19 pandemic, making it more urgent for countries to embrace digital technologies and their associated skills.

n the Central Sahelian nations of Mali, Niger, and Burkina Faso, a decade of violent instability has left 18 million individuals in need of humanitarian assistance. Climate change, underdevelopment, ethnic violence, corruption, and state decay have left civilians in need of peacebuilding, humanitarian, and development support. The deterioration of security conditions, however, has limited civilian access to essential services and impacted humanitarian response capabilities. Donors have promoted the “triple nexus” approach aimed at enhancing the coordination and effectiveness of humanitarian, development, and peacebuilding interventions. Yet, implementation in the Sahel has been hamstrung by a lack of common understanding among partners and a disconnect between the interests and operations of humanitarian and security actors. For the triple nexus approach to effectively improve conditions in the Sahel, humanitarian, development, and security partners must improve collaboration. Actors in the region should develop operational frameworks that ensure they enhance complementary objectives.

The United States has stated it is in a strategic competition with China. Analysts and actors identify the need to rapidly iterate through concepts and capabilities to develop new, more effective means of engaging in that competition. At present, however, the Department of Defense underutilizes publicly available data and the software development community to build tools that enable faster modeling, hypothesis testing, and variability analysis than traditional wargaming or modeling alone. Russia’s war of aggression against Ukraine has been a wake-up call for Europe, which has taken decisive steps to assist Ukraine and shore up European security and defense. Yet this moment could be short-lived if not followed by a sustained, collective effort to transform and rationalize European defense. Without this, additional European defense spending may be wasted and the continent will continue to rely on the United States for its defense. European nations should fully leverage the European Union, the North Atlantic Treaty Organization (NATO), and other multilateral formats to overcome fragmentation and avoid a piecemeal approach to defense. By doing so, they can invest together in modern capabilities, build a strong, resilient, and open industrial base, and think creatively to pool and share forces. Importantly, the United States has a crucial role in providing both practical and political support to achieve this shared goal of a stronger and more capable European defense.

The Covid-19 pandemic has underscored the importance of a strong health workforce to outbreak response, as well as of vaccine delivery to prevent further outbreaks. Women and men providing care, transporting supplies, analyzing data, and delivering vaccines to patients and their families have all contributed to pandemic-related activities while maintaining a focus on routine health programs. Women comprise an estimated two-thirds of the formal health workforce worldwide—and a high percentage of the unpaid health workforce as well. Yet gender inequities, including those related to training, compensation, and professional advancement, limit opportunities for female health workers to perform their duties and develop professionally, with implications for quality of care and health outcomes. By prioritizing gender equity within their own health workforces; gathering data on gender dynamics within the immunization programs they support; and supporting initiatives to train, retain, and advance the careers of female immunization workers, donor governments—including the United States, working with bilateral and multilateral partners—can strengthen quality of care, improve global immunization coverage, and reinforce health security in the long run.

15. Keeping the U.S. Military Engine Edge: Budget and Contract Trends

Military aircraft engine technology is a qualitative edge for the United States, one enabled by a world-leading industrial base. However, the U.S. Department of Defense (DOD) faces critical decisions regarding the future of engine investments and the industrial base of the F-35. This platform dominates present U.S. tactical aircraft purchases and faces a growing engine modernization imperative. The following questions help inform key debates: How does the DOD prioritize investments in engines compared to other systems? Where is investment targeted? And how can competition best be fostered? Recent years have shown a spike in the purchase of products for military engines amid a decline in research and development (R&D) spending relative to the early 2000s. Military engine R&D is now largely dependent on the Air Force, as the Navy has taken a step back to focus funding on other service priorities. Finally, competition for military engine contract spending has been on the decline as the F-35, with its single-engine option, dominates the procurement landscape. The future of the military engine industrial base will be shaped by the DOD’s choice between spending more up front to introduce competition into the fifth-generation fighter fleet or waiting until the end of this decade as the first sixth-generation fighter is expected to enter production.

The aim of the bipartisan and international CSIS Ukraine Economic Reconstruction Commission is to produce a policy framework that will help attract private sector investments to support Ukraine’s future economic reconstruction. To support the commission, CSIS will convene a series of working groups to examine a range of issue-specific areas that are critical for reconstruction and modernization of the Ukrainian economy, including in agriculture, energy, and transportation and logistics, as well as addressing the impact of corruption on private sector investment. Ukraine experienced significant human and economic losses in the first six months of Russia’s unprovoked invasion. In July 2022, the Ukrainian government estimated the cost of recovery at $750 billion. That figure continues to grow due to ongoing missile strikes and artillery shelling, population displacement, and disruptions of exports. Given the scale of Ukraine’s losses, private sector investment will be critical to the country’s recovery and transformation. But concerns about corruption threaten the flow of much-needed funds. Ukraine has undertaken significant anti-corruption reforms in recent years, but it will need to show additional progress to maximize the potential for foreign investment.

In this Marshall Paper, Jessica Drun examines how political and identity trends within Taiwan are likely to affect cross-strait relations. Primarily a reaction to assertive actions and policies from Beijing, Drun argues, these trends are moving away from Beijing’s preferences and in Drun’s view are likely to fuel rising PRC belligerence through 2027 and beyond. With this in mind, she suggests the United States should proceed with a long-overdue review of its Taiwan policy, built on a more nuanced understanding of domestic political realities within Taiwan, changes in the cross-strait military balance, growing PRC influence in international organizations, and the broader geopolitical environment.

Many commentators and officials speculate about Beijing’s plans to compel “reunification” with Taiwan. Much of the existing commentary focuses on how or when a Chinese attack on Taiwan could occur, but there is little discussion of the nonmilitary consequences of such a scenario for China and the world. This brief explores the implications of a Chinese attack on Taiwan based on reasonable, albeit speculative, assumptions. When considered more holistically, the implications of an attack on Taiwan would be grim for Beijing, even if Chinese forces “successfully” capture the island. China would probably be diplomatically and economically isolated from key advanced economies, and Chinese leader Xi Jinping would have to tread a narrow path to avoid dire consequences for China and the Chinese Communist Party (CCP) as a whole. This analysis helps clarify what could be at stake for the world and reaffirms the importance of deterring Beijing from contemplating such an attack on Taiwan.

The war in Ukraine will have a pervasive impact on the North Atlantic Treaty Organization (NATO), which is set to adopt a new strategic concept at the upcoming Madrid summit in June 2022. There is little doubt that adapting the alliance’s deterrence and defense posture in Eastern Europe will be a strategic priority on the road to Madrid. However, the alliance should not neglect other challenges and priorities, including preserving stability in its southern neighborhood. Spanning from North Africa and the Sahel to the Balkans and the Middle East, NATO’s “South” remains fraught with growing vulnerabilities—and is not impervious to the broader strategic competition with Russia and China. Rather than transforming NATO into a unidirectional entity, the future strategic concept offers the alliance an opportunity to reimagine its approach toward the South.

21. Opportunities for Increased Multilateral Engagement with B3W

As the world continues to rapidly digitize and grapples with the short- and long-term impacts of climate change, new forms of innovative and resilient infrastructure are increasingly necessary. The estimated $3.3 trillion annual gap in infrastructure investment cannot be paid for with official development assistance (ODA) alone but will require significant private sector financing and local government resources. A coordinated, multi-stakeholder effort that includes governments, the private sector, and civil society is needed to leverage all available resources and funding to address these challenges as well as implement the UN quality infrastructure agenda.2 G7 countries—Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States—have recognized the need for a global infrastructure plan that responds to the problems of today and proactively plans for the issues of tomorrow. In June 2021, the G7 unveiled the Build Back Better World (B3W) initiative, which seeks to leverage the private sector for $40 trillion in infrastructure investment by 2035 under the initiative’s four pillars: (1) healthcare, (2) gender equality and equity, (3) climate and environment, and (4) digital technology. The initiative also includes several economic and trade provisions to promote greater connectivity and allow countries to benefit from this investment. The B3W strategy is designed to be inclusive and rely upon input from a whole spectrum of local organizations, donors, and recipient countries to define an infrastructure strategy, projects, and implementation priorities. The guiding principles of B3W include value-driven high standards, transparency, climate-compatible projects, private sector investment, and a commitment to multilateralism. B3W shares standards with and builds upon two previous initiatives: the Blue Dot Network (BDN) and the Better Utilization of Investment Leading to Development (BUILD) Act. BDN is a U.S.-led effort that certifies infrastructure projects against robust criteria and environmental, social, and governance (ESG) standards. The BUILD Act is a bipartisan bill that created the U.S. Development Finance Corporation (USDFC) to introduce private sector investment in low- and lower-middle-income countries. These two initiatives have thankfully laid the groundwork for B3W’s objectives and principles. Given the initiative’s infrastructure focus, B3W is being positioned as an affirmative alternative to other state-directed infrastructure financing models, such as China’s Belt and Road Initiative. Its emphasis on good governance, consideration of environmental and social impacts, and adherence to transparency is meant to draw a stark contrast with other models that involve more questionable labor and environmental standards, alleged corruption, and murky debt financing. B3W has an opportunity to distinguish itself as an important alternative through high standards and the buy-in of multilateral partners and stakeholders. The United States can be the driving force of this engagement through its unique ties to the UN system, including being the largest member country donor. Partnering with specialized UN agencies, committees, and related entities that work in the various B3W pillars will (1) make B3W more of a legitimate initiative with a greater global collaboration; (2) better position B3W projects to succeed with the right resources, networks, and capital; and (3) fill the knowledge and resource gap from the private sector.

More than 1 million kilometers of submarine cables traversing the ocean floor, each about as wide as a garden hose, transmit up to 99 percent of international data, underpinning global trade and communication. This vital digital infrastructure faces myriad threats, from earthquakes and typhoons to fishing nets and saboteurs. The United States derives significant advantages from its centrality in Asia’s subsea cables, which contribute up to $169 billion to the U.S. economy annually and could benefit more U.S. workers and businesses as demand for digital products and services grows globally. But realizing those benefits will require the United States to step up its policy engagement on Asia’s cable networks, which are changing with China’s rise, the emergence of new regional hubs, and new transpacific routes designed to reduce risks and increase network resiliency.

Over the past two decades, the United States has provided assistance and support for sub-Saharan Africa’s efforts to transform its economic and trade relationships, centered around the African Growth and Opportunity Act (AGOA). First enacted into law on May 18, 2000, AGOA was designed to significantly enhance designated sub-Saharan African countries’ market access to the United States by providing duty-free treatment for specific import categories. The legislation’s primary goal was to promote economic growth through good governance and free markets. To qualify and remain eligible for AGOA, countries were expected to demonstrate progress toward market liberalization and to improve the rule of law, human rights protections, and core labor standards. More than 20 years later, AGOA continues to provide preferential treatment to 44 countries in the region, spanning over 6,500 tariff lines. Since May 2000, AGOA has been amended four times, mostly to clarify preferential treatment terms, technical standards, and sunset deadlines. The act was initially designed to be valid for eight years, expiring at the end of September 2007. In July 2004, however, President George W. Bush signed the AGOA Acceleration Act, extending it to 2015. Toward the end of his second term, in June 2015 President Barack Obama extended its validity by signing the Trade Preferences Extension Act, under which AGOA is set to expire in 2025. The global political and economic landscape has changed profoundly since AGOA was enacted in 2000, even before the Covid-19 pandemic created new disruptions and accelerated several ongoing changes. The mobile telephony revolution has created new opportunities for millions to participate in the digital sphere, use mobile banking and payments systems, and receive commercial, educational, and medical services via the internet. Even as the sub-Saharan African region’s middle class continues to grow, it is also set to experience a youth population boom in the next three decades—which, under the right conditions, could pay a demographic dividend and avert a social crisis. Meanwhile, the United States has also entered an era of great-power competition with China. With China’s influence in sub-Saharan Africa rising significantly, this competition is also playing out through the region’s political and economic institutions. Considering these opportunities and challenges, leaders in Washington (and their constituents across the United States) ought to look at Africa as a prospect for deepening commercial partnerships, not as a continent that needs to be “saved” through foreign assistance. Accordingly, the United States can consider one of the three following scenarios in response to AGOA’s current expiration timeline

August 31, 2021, marked the end of the United States’ two-decade military presence in Afghanistan. It also marked the end of U.S. military and intelligence eyes and ears on the ground in a place known to be a safe haven for violent extremist groups. In Afghanistan and other areas where the United States lacks a persistent, physical presence, the Biden administration announced a pivot to “over-the-horizon” counterterrorism operations (OTH- CT) that rely heavily on stand-off assets, such as overhead satellite technology and airpower, in the absence of eyes and ears. While the use of drones—or “remotely piloted aircraft” (RPAs)—to target potential terrorist threats seems to be a cost-effective approach from a military perspective, their use has come under increasing pressure from Capitol Hill, human rights and humanitarian organizations, and others for their effects on civilian populations. Military action almost always carries risk of collateral damage, but the disproportionate civilian impact associated with RPAs is not only troubling from rights and humanitarian perspectives, but it also calls into question the strategic, longer-term rationale of using them for counterterrorism purposes in the first place. Congressional leaders sent a letter to the president on January 20, 2022, about the ongoing OTH-CT strategy review. In it, they point out that “while the intent of U.S. counterterrorism policy may be to target terrorism suspects who threaten U.S. national security, in too many instances, U.S. drone strikes have instead led to unintended and deadly consequences—killing civilians and increasing anger towards the United States.” They, therefore, call on the administration to “review and overhaul U.S. counterterrorism policy to center human rights and the protection of civilians, align with U.S. and international law, prioritize non-lethal tools to address conflict and fragility, and only use force when it is lawful and as a last resort.” Reconciling the risks and implications of RPA strikes is necessary for genuinely implementing President Biden’s calls for a “targeted, precise strategy that goes after terror.” In doing so, the administration also needs to address concerns over civilian casualties alongside meaningful and justifiable military utilization of RPAs. Using RPAs against those who pose an imminent threat to the United States or its allies and partners is sometimes necessary and appropriate, especially in scenarios that are high-risk for crewed aircraft or ground forces. So why wouldn’t the United States use RPAs more broadly at low risk to blood and treasure? Why put soldiers in danger when we can extensively monitor threats and eventually address them from a remotely piloted aircraft high above? The answers are at once simple (e.g., impact on civilians) and complicated (e.g., limited military alternatives), exposing a gulf in understanding and approach to RPA utilization between the advocacy community (and some congressional leaders) and military and intelligence planners. This CSIS brief explores the challenge ahead for the Biden administration. It starts with a contextualization of the OTH-CT strategy review, followed by assessments of the short- and longer-term risks associated with RPA utilization and how to think about risk itself. In response to Russia’s attack on Ukraine, the United States and a coalition of cooperating countries imposed harsh financial sanctions on the Russian government, corporations, and individuals.1 These sanctions bar Russian banks from using SWIFT (the Society for Worldwide Interbank Financial Telecommunications) to facilitate cross-border payments, prohibit banks from doing most forms of business with Russian entities, and freeze assets held abroad by the Central Bank of Russia in the form of treasury securities and bank deposits. These developments have led Russia, as well as other countries contemplating whether they might find themselves in the same position, to explore alternatives. Such options could include building a substitute for SWIFT to send instructions regarding cross-border interbank transactions; identifying financial counterparties other than Western banks with which to do international business and platforms other than Western clearinghouses through which to make payment; and finding a vehicle other than the dollar for denominating and executing transactions. Specifically, countries are looking to China, which has large internationally active banks, has created its own clearinghouse for cross-border transactions and is embarked on a campaign to encourage broader international use of its currency, the renminbi.2 This note investigates how far China has gone in creating alternatives to SWIFT, Western banks, and the dollar. It explores whether Russia and other countries might be drawn toward this parallel international financial universe and what economic and political implications this has—for the United States, for its geopolitical rivals, and for global economics and politics. China is making strides in fostering cross-border use of the renminbi and building a renminbi-based interbank payments system that can serve as an alternative to SWIFT and Western clearinghouses. However, these remain somewhat limited alternatives—for the moment. The situation could change faster if lent additional impetus by Western sanctions. Thus, countries such as the United States that employ financial sanctions should prepare for the development of alternative financial arrangements in China and possibly elsewhere. This may mean relying more heavily on nonfinancial measures insofar as financial sanctions eventually become less effective.

There has been a significant rise in the number of domestic terrorist attacks and plots at demonstrations in the United States, according to new CSIS data. The result is escalating violence in U.S. cities between extremists from opposing sides, a major break from historical trends. In 2021, over half of all domestic terrorist incidents occurred in the context of metropolitan demonstrations. In addition, the most frequent targets of attacks were government, military, and law enforcement agencies, who are increasingly at the center of domestic terrorism by extremists of all ideologies.

The Gulf has become a flashpoint for cyber conflict. Cyberspace has become an arena for covert struggle, with the United States, Israel and other nations on one side, and Iran and Russia on the other. Iran has far outpaced the GCC states in developing its cyber capabilities, both for monitoring internal dissent and deploying hackers to disrupt or attack foreign targets. Several such attacks over the past two years were likely either directed or permitted by Iranian state authorities. Even if Iran holds back from offensive actions as nuclear talks progress, the growth in Iranian capabilities remains a potential security threat for other Gulf states. The GCC countries have begun to develop their defensive capabilities, but they will need to expand their defenses and collaborate more effectively to deter future threats.

Now, several GCC countries are seeking greater influence around the region, including in the Maghreb. Gulf countries have demonstrated their growing interest in the Maghreb through aid and investment, though aid disbursements have been slow to materialize. Tunisia, Libya, Morocco and Algeria all have delicate relationships with the Gulf that intersect with domestic politics, debates over Islam and authority, concerns about instability, the need for stronger economic growth, and aversion to foreign interference. Promoting constructive GCC-Maghreb relations will be most feasible on the economic front. Successful management of enduring tensions will not ensure political and economic stability, but it will make that stability much more likely.

Over the last 10 years, the United States placed great emphasis on securing its borders and improving its immigration process. Concerns about terrorism in the shadow of the September 11, 2001, attacks led to the creation of the Department of Homeland Security (DHS) as a means for streamlining and improving the government's ability to protect the United States, its citizens, and its infrastructure inside the nation's borders. From intelligence gathering and sharing to interdiction and apprehension, the goal was to bring all of the essential homeland security agencies in to one federal department and reduce the characteristically disparate and disconnected nature of previous homeland security agencies and responsibilities. Despite attempts to improve efficiency and efficacy, regulating the U.S. border and enforcing U.S. immigration policies remain significant challenges. The complexity of operations required to achieve the stated policy goals of the U.S. government, combined with the sheer volume of border traffic (licit and illicit, human and trade), hampered past attempts at effective border control, and cloud the potential for success of future operational undertakings.

“Decide when it is time to decide, draw a conclusion, don't postpone; this is the type of politics I want to create.” Prime Minister Yoshihiko Noda made this declaration in a press conference on June 26 immediately after the passage of the consumption tax-hike bill in the Lower House of the Diet. Noda's conviction to pass a tax increase had a political cost: 57 lawmakers of the ruling Democratic Party of Japan (DPJ) voted against the bill, while 15 DPJ members abstained. Former DPJ president Ichiro Ozawa, who leads the anti-tax-hike movement, and his followers created a deep rift within the ruling party over the tax legislation and subsequently damaged Noda's political power base by defecting from the party on July 2.

Although security is commonly seen as the defining issue in Mexico's upcoming presidential election, the country's economic development ranks a close second in voters' minds. On July 1, despite the pervasiveness of the drug war in the political and social discourse, voters will make their decision based largely on the perceived successes and failures of 12 years of rule by the National Action Party (PAN). This is partly because the three main parties have currently presented minor differences in tackling the security problem and partly because the Mexican economy continues to show such a dramatically uneven development pattern. Of particular importance are continuing high levels of inequality manifested in Mexico's society, a direct result of an economic system that, despite its current vitality, still offers little opportunity for upward mobility for most citizens.

When Kazakhstan president Nursultan Nazarbayev met with U.S. president Barack Obama on several occasions during the former's April 11–14, 2010, visit to Washington, one of the issues the two leaders discussed was the volatile political situation in Kyrgyzstan. They were also joined on at least one occasion by Russian president Dmitry Medvedev, who was in Washington for the April 12–13 Nuclear Security Summit. The three governments were eager to share assessments about developments in Kyrgyzstan after the April 6–7 civil strife there killed about 80 people and wounded over 1,000. The ensuing chaos led Kazakhstan and other neighboring countries to close their borders with Kyrgyzstan and begin intensive consultations on an appropriate response.

The absence of consensus, and therefore of policy, on how to balance privacy with the need for government cybersecurity measures, has led many to contemplate intelligence oversight practices as a possible model for oversight in the cybersecurity realm. Reliance on intelligence privacy oversight practices for cybersecurity might allow us to duck the hard work of developing appropriate cybersecurity policy, but it would not in the end further cybersecurity for the nation. A better approach would be to adopt the purely structural aspects of Executive Order 12333, developing a parallel executive order tailored to the distinct goals and operational drivers of cybersecurity. Such a document would establish basic guidelines for policy governing cyber mission, frame cybersecurity oversight processes, and mandate the development and approval of procedures to implement them.

The North Atlantic Treaty Organization (NATO) and the European Union (EU) have been significant institutional casualties of the war in Iraq. European heads of state and government who joined the coalition of the willing organized by President George W. Bush (with a decisive assist from Prime Minister Tony Blair) often did so in spite of significant opposition from their general public. States that gathered, vocally or passively, in the coalition of the unwilling (and even resentful) organized by President Jacques Chirac (with a decisive assist from Chancellor Gerhard Schroeder) did so at the expense of a Euro-Atlantic structure within which the states of Europe have gained unprecedented security, stability, and prosperity. As the first phase of the coalition's military action in Iraq comes to an end, the prevailing view in the United States is that the EU is a troubled and troubling union: troubled in terms of its internal divisions, and troubling in terms of the motivation that seems to underline the actions of its older members. As for NATO, the prevailing view is that it is a fading organization with a blocking minority of members who are not only unwilling but also broadly incapable and frankly irrelevant.

On December 12, 2001, Canada and the United States signed the Smart Border Declaration, which gave birth to the 30-point Smart Border Action Plan. This bilateral agreement instantly became the de facto framework for ensuring the world's longest undefended border remained secure, while facilitating the flow of people, goods, and services, and was a key component in the larger homeland security goal of creating a zone of confidence against terrorist activity, while causing minimal damage to the world's largest trading relationship. Two years later, the Canadian and U.S. governments can point to progress on all 30 points contained in the Action Plan. Through cooperation and an understanding that a smart border works in the interest of both countries, Canada and the United States can claim to be closer than ever to ensuring that the Canada-U.S. border remains “open to trade and closed to terrorists.”

Some significant outcomes in Mexico during the past quarter century are worth reviewing. There has been practically no growth in real per capita income since 1980. Until the presidential transition from Ernesto Zedillo to Vicente Fox, there were financial collapses either ending, starting, or during every other sexenio (six-year term) over this period. Perhaps these monotonic curses are a thing of the past, but no Mexican would “bet the farm” on this. These financial collapses were generally accompanied by economic downturns, spectacularly so in 1982 and 1994. Mexicans who came of age over the past 25 years—those now about 40 to 50—have known nothing other than repetitive currency depreciations and lack of sustained growth, and these expectations surely have been programmed indelibly into their psyches. A Mexican would have to be unthinking not to be pessimistic about the future based on recent economic management of the country, its currency, and its financial solidity.

The number of empty ballot envelopes was less than 1 percent, and votes annulled were within the normal margins in any election. All of this indicates that the protest vote (“voto bronca”), which was so high in the 2001 congressional elections, was not a factor in this election. The large number of candidates—and the exceptionally high number of candidates with the possibility of reaching the second round presidency on May 18 in particular—may have convinced electors to cast positive votes.

On April 14, Quebeckers voted for change while keeping with half a century of tradition. With 70 percent of Quebec's 5.5 million registered voters casting their ballots, the Liberal Party (PLQ) under Jean Charest ended nine years of Parti Quebecois (PQ) rule, winning 45.9 percent of the popular vote and 76 out of 125 seats in Quebec's National Assembly. The governing PQ, which won 33.2 percent of the vote and picked up 45 seats in the National Assembly, was therefore swept from power despite a fairly positive record in government, proving that no matter how competently a government rules in Quebec, it is not immune to the political reality that no party has been able to win a third consecutive term in office since the Union Nationale in 1952.

Mexico's President Vicente Fox chose a rather awkward time to take a stand supporting a multilateralist approach in foreign policy. Even though a multilateral approach matches neatly—almost naturally—with the country's history, taking such a visible stand after the events of September 11 entailed huge risks that nobody in Fox's cabinet could ignore, even if, in retrospect, few truly understood what the actual risks were. Yet, oblivious to that fact, the government pushed ahead. Even after President George W. Bush had decided not to pursue a vote in the UN Security Council on a follow-up resolution that would have de facto authorized the use of force in Iraq, the Mexican government found it necessary to state that it would have voted “no.” The critical question is less whether this constitutes an approach to foreign policy that is new for Mexico than whether the administration truly understands the implications of its newfound ways.

On March 9, 2003, the citizens of Mexico state (Edomex) will elect 124 municipal government officials and 75 members of the state legislature. Although local contests, these elections have attracted national attention for several reasons. First, with 13 million inhabitants Edomex is the most populous of Mexico 31 states–with approximately 4.5 million more citizens than Mexico City. Second, Mexico state also boasts more than 8 million voters, the most of any state and 12.55 percent of the nationwide total. Third, Mexico state is a microcosm of the country–with (1) a vibrant manufacturing sector, (2) one-third of its income arising from agriculture, (3) a small indigenous population, (4) a plethora of middle-class residents who work for the government, own small businesses, or practice professions such as medicine, dentistry, accounting, and teaching, and (5) poor people who eke out a living in Chalco, Texcoco, and other sprawling slums contiguous to Mexico City. Fourth, Edomex is an arena of intense political activism, involving the country's three major parties: the once-hegemonic Institutional Revolutionary Party (PRI), the center-right National Action Party (PAN), and the nationalist-left Democratic Revolutionary Party (PRD). In addition, the Mexican Green Ecological Party (PVEM) boasts its largest support base in the state, while several new or small parties will also compete in the upcoming election. These include the centrist Convergencia, the leftist Workers' Party (PT), the right-wing Social Alliance (PAS), the conservative Party of the Nationalist Society (PSN), the reform-oriented México Posible (MP), the Mexican Liberal Party (PLM), Citizens' Force (FC), and the Citizens' Parliament (PC). Fifth, the importance of the state means that any major Edomex politician who distinguishes himself will wind up on the short list of contenders for the presidency in 2006. Finally, the outcome of the Mexico state balloting will provide an insight into the relative strength of contending parties as they prepare for the July 6 election of 500 members of the Chamber of Deputies and six governors (Campeche, Colima, Nuevo León, Querétaro, San Luis Potosí, and Sonora).

On March 4-5, the Turkish Cypriot leader, Rauf Denktas, who has been under increasing pressure from United Nations Secretary General Kofi Annan, came to Ankara seeking support. Proclaiming himself satisfied with his talks with Turkish leaders, Denktas now heads into a crucial meeting at The Hague on March 10 with Annan and newly elected Greek Cypriot leader Tassos Papadopoulos. The governing Justice and Development Party (JDP), which has been promoting a settlement of the Cyprus problem, now faces the prospect of the collapse of the UN-sponsored efforts as well as additional complications in Turkey's relations with the European Union (EU). However, despite JDP Chairman Recep Tayyip Erdogan's complaints about the difficulties of dealing with the Iraq and Cyprus issues at the same time, he cannot avoid the urgent decisions that will redefine Turkish foreign policy.
