  • Abstract: The world is facing unprecedented health and economic crises that require a global solution. Governments have locked down their economies to contain the mounting death toll from the COVID-19 pandemic. With this response well underway, now is the time to move into a recovery effort. This will require a coordinated response to the health emergency and a global growth plan that is based on synchronized monetary, fiscal, and debt relief policies. Failure to act will risk a substantial shock to the postwar order established by the United States and its allies more than seventy years ago. The most effective global forum for coordinating this recovery effort is the Group of 20 (G20), which led the way out of the global financial crisis (GFC) in 2009, the closest parallel we have to the current catastrophe. Eleven years ago, world leaders used the G20 meeting in London as the forum to deliver a unified response and a massive fiscal stimulus that helped stem economic free fall and prevented the recession from becoming a second Great Depression. A decade on, it is clear that the G20 is the only body with the clout to save the global economy. This does not mean that the G20 should be the only forum for actions for its member states. The United States, for example, should also work closely with like-minded states that support a rules-based world order, and there are many other fora where it can and must be active with partners and allies. But no others share the G20’s depth and breadth in the key focus areas for recovery. The other multilateral organizations that could take up the challenge lack either the substance or membership. The United Nations may count all countries as members but is too unwieldly to coordinate a response. The International Monetary Fund (IMF) has the resources but requires direction from its 189 members. The Group of Seven (G7), which once oversaw financial and economic management, does not include the fast-growing emerging economies. The G20 represents both the world’s richest and fastest-growing countries, making it the forum for international collaboration. It combines that representation with agility.

  • Abstract: The COVID-19 pandemic is a strategic shock, and its almost immediate, damaging effects on the global economy constitute a secondary disruption to global order. Additional secondary strategic shocks (e.g., in the developing world) are looming. Together, these developments pose arguably the greatest threat to the global order since World War II. In the aftermath of that conflict, the United States and its allies established a rules-based international system that has guaranteed freedom, peace, and prosperity for decades. If the United States and its allies do not act effectively, the pandemic could upend this order. This issue brief considers the current state of the pandemic and how it has strained the global rules-based order over the past few months. First, it considers the origins of the novel coronavirus and how it spread around the world. Next, it examines how COVID-19 has exacerbated or created pressure points in the global order, highlights uncertainties ahead, and provides recommendations to the United States and its partners for shaping the post-COVID-19 world.

  • Abstract: Two years ago, US President Donald J. Trump walked into the White House Diplomatic Reception Room and announced his intention to withdraw the United States from the Joint Comprehensive Plan of Action (JCPOA). The Trump administration reimposed sanctions on Iran and has adopted a policy of “maximum pressure” to compel Iran to change its behavior and to deny the Iranian regime the resources to engage in its destabilizing activities. However, he also promised he was ready, willing, and able to make a new and lasting deal with Iran. In “Trump’s JCPOA Withdrawal Two Years On – Maximum Pressure, Minimum Outcomes” author David Mortlock, Senior Fellow at the Atlantic Council, evaluates the policy outcomes of President Trump’s withdrawal from the JCPOA. The author walks readers through the timeline of President Trump’s decision to withdraw from the JCPOA, the subsequent implementation of the maximum pressure campaign on Iran, and the policy outcomes relative to stated objectives. In sum, Mortlock concludes that although the maximum pressure campaign has been effective in inflicting economic harm on Iran, it has had minimum effect in other areas. Therefore, Mortlock believes the Trump administration should seize the opportunity to pivot from maximum pressure to an approach focused more on policy outcomes.

  • Abstract: In 2018, Russian President Vladimir Putin announced five new nuclear-capable, strategic weapons systems. These systems include a nuclear-powered, nuclear-armed cruise missile and a nuclear-powered, nuclear-armed submarine drone. What does Russia have to gain from developing these novel and exotic nuclear weapons? And what should the United States and NATO do about it? This new Atlantic Council issue brief, Russia’s Exotic Nuclear Weapons and Implications for the United States and NATO, answers these questions. Informed by a workshop convened by the Scowcroft Center for Strategy and Security and Los Alamos National Laboratory, authors Matthew Kroenig, Mark Massa, and Christian Trotti evaluate the potential utility, motivations, and consequences of these new systems. Among other conclusions, the most significant may be that great-power competition has returned, and with it, the importance of nuclear weapons in international politics.

  • Abstract: It is critically important for global safety standards, nonproliferation agreements, and geopolitics that the United States play a leading role in the export of nuclear energy technologies. However, the domestic reactor fleet has struggled due to the deregulated US electricity market, inexpensive gas, and subsidies for renewables, which—in turn—has hampered US nuclear exports, since it is challenging to export a product that lacks a domestic market. However, building new reactors and bringing first-of-a-kind reactors to demonstration involve high capital costs and financial risk, for the purchasing party as well as the vendor. If the United States is to play a role at all in building new nuclear plants, it must address the challenges inherent in financing new nuclear builds; one mechanism to do this is through partnering with close US allies to co-finance new nuclear projects. If the United States and its allies fail to make their nuclear exports competitive, they will likely cede the mantle of global leadership in that area to Russia and China, where nuclear companies are state owned, easily able to finance nuclear exports, and already exploring emerging markets for nuclear exports.

  • Abstract: In this analysis, the Atlantic Council has set out to estimate the value that the civilian nuclear power sector contributes to the United States’ national security apparatus. Based on a series of inputs, this analysis and conservative estimation found that the nuclear power complex contributes an equivalent of more than $42.4 billion to US national security, as broadly defined. In other words, the lack of a civilian nuclear sector would present an immediate and significant economic shock (and impact on the labor force)—which, in turn, would have immediate and longer-term budgetary implications for the US government. The definition of national security can be viewed narrowly or more broadly, in terms of both the scope of the institutional assets and providers of national security services and the types of functions or services they undertake. This analysis includes both nuclear utilities and nuclear generators, as well as US military and defense facilities, as providing critical national security functions. The utilities and generators provide secure and reliable electricity, accounting for 19.3 percent of total US electricity generation in 2018, and they contribute significantly to the diversified energy-generation mix that the United States enjoys. There are three main reasons for public support of the civilian nuclear industry for national security purposes, which are identified in the analysis that follows. The reasons are 1. the civilian nuclear industry generates a vast investment in human capital, which is a necessary condition for all applications of nuclear energy in the national security apparatus; 2. the civilian nuclear industry and its associated supply chain provide critical risk mitigation and procurement safety to the national security apparatus; and 3. the civilian nuclear industry’s value to national security priorities related to climate change.

  • Abstract: The post-2008 financial regulatory reform has strengthened the banking system, bringing the bank-generated liquidity expansion under control. However, central-bank liquidity has been growing significantly for more than a decade, and financial mediation has moved from banks to non-bank financial institutions, and from lending to capital-market transactions. This new system has created new financial imbalances and distortions and pose new areas of vulnerability that require appropriate policy responses. In “New Risks to Global Financial Stability” author Hung Tran, a nonresident senior fellow at the Atlantic Council’s Global Business & Economics program, assesses the global financial system weaknesses and outlines steps to promote financial stability. Tran updates a framework, first developed by the Committee on the Global Financial System, to recommend policy responses along three lines of defense: prevention of excess liquidity; strengthening domestic policy measures; and cooperative provision of central-bank liquidity.

  • Abstract: As the conflict in Syria enters its fourth year, US policy has consistently failed to achieve its stated object: a negotiated political transition based on the mutual consent of the regime and opposition. The United States and its Western allies have focused on summits and high-level diplomacy as the most effective means to that laudable end. This approach ignores an essential missing ingredient: an opposition able to coordinate different anti-regime forces, exercise agency on their behalf, and provide decent local governance, without which Syrians will continue to suffer and fight irrespective of whether the regime is overthrown.

  • Abstract: NATO leaders have cited missile defense as an example of applying the principles of the Smart Defense initiative endorsed at the 2012 NATO Summit to enhance collective defense at minimum cost. As ballistic missiles continue to proliferate and become more accessible to both state and nonstate actors, it is important to foster global partnerships to pursue NATO's missile defense mission and protect North American and European interests. NATO should consider opportunities to further apply the principles of Smart Defense now to reduce future costs of deterring and countering missile proliferation.

  • Abstract: The release of the second installment of the Intergovernmental Panel on Climate Change's Fifth Assessment Report on March 31, 2014, provoked the usual calls for urgent and immediate action in response to climate change, including in particular at the international level in the form of a new climate treaty built upon domestic regulatory regimes. Irrespective of whether these calls for action are overly strident or carefully measured, the law plays a central role. In almost any discussion, the breadth and stringency of national and sub-national regulations and the extent to which a treaty can make them “legally binding” assumes paramount importance. But this emphasis on law is misplaced, because it runs headlong into the hard reality that would confront any international climate agreement in the US Senate. And given the soaring use of coal around the world, it also draws attention and resources away from far more achievable opportunities to develop and deploy advanced coal technologies that would allow the world's most abundant, accessible, and affordable energy resource to meet critical energy needs in balance with each country's environmental, economic, and security priorities.

  • Abstract: As the Ukraine crisis demonstrates, in an unpredictable world, military capabilities can be a critical factor. The longstanding goals of the United States and its NATO allies have been to create a Europe whole and free, and globally to support such goals through collective defense, crisis management, and cooperative security. Ukraine raises the issue of how best to accomplish those ends. As part of the Ukraine response, there have been and will continue to be diplomatic, economic, and energy efforts. However, one key element will be to create more effective integrated capabilities that will support NATO's military tasks, and thus the values and goals that NATO represents.

  • Abstract: The popular uprisings that swept the Arab world in 2011 passed Algeria by. While there were sporadic street demonstrations calling for political change, principally in the country's capital Algiers, they quickly petered out due to lack of support from the general public. Unlike in Egypt, Libya, and Tunisia, the political power system in Algeria remained intact. The autocratic government of Abdelaziz Bouteflika, who has been the president since 1999, retained complete control, culminating in his reelection on April 17 for a fourth term despite his obviously failing health.

The complexity and severity of these sanctions intensified following Iran's resumption of a uranium enrichment program in 2006.   • Abstract: Two important issues are testing relations between the United States and its allies in the Gulf: democratic transitions in the Arab world and regional security. Their outcome will either strengthen or disrupt what has been a long-term partnership. The United States and its Gulf allies are well into their second year of reacting to, and attempting to influence, the rapid political change in the Middle East and North Africa, but their efforts are informed by differing motivations.   • Abstract: In the aftermath of World War II, the greatest concern facing the United States and its European allies was restraining the Soviet Union and preventing the spread of communism. Cooperation on military security was paramount, and the United States and Europe rose to the challenge by creating NATO, a new type of multilateral defense agreement. Once again, the transatlantic relationship is at a new and perilous crossroads. But now it is economic, rather than military security that is at risk. Crisis grips the economies of Europe, just as the United States, mired in historic levels of unemployment in the wake of the 2008 recession, is rethinking its strategic priorities and place in the world. As before, fears mount concerning the future of liberal democracy and Western capitalism. The question is whether transatlantic cooperation will again rise to the challenge.

  • Abstract: In President Barack Obama's first term, his administration withdrew US forces from Iraq, ratcheted up pressure to thwart Iran's nuclear ambitions, began the adjustment to relations with post-authoritarian governments in Arab countries including Egypt, struggled with how best to handle an increasingly bloody rebellion in Syria, and attempted to restart diplomacy on the Israeli/Palestinian problem. At the beginning of his second term, US interests are at significant risk as the region continues to undergo profound changes, and Arab and European allies are asking for greater US engagement. The region also presents the United States with unanticipated opportunities, such as the development of Arab democracies and a reduction in Iranian influence. The challenge facing the United States is how to lead without dominating, and how to protect and promote US interests without absolving other actors of responsibility. Thus, the task for this administration is to develop a strategy: to match the president's positive rhetoric with meaningful follow-up in terms of diplomacy, assistance, and security cooperation.

  • Abstract: While the withdrawal of all combat forces from Afghanistan by the end of 2014 will be welcomed in most NATO capitals, it raises stark questions for the future of the Atlantic Alliance. Can it justify its existence without a direct threat to the security of its members? Is it enough for NATO Secretary General Anders Fogh Rasmussen to state that the Alliance has to evolve from “deployed NATO to prepared NATO,” without answering the question: prepared for what? Or will NATO have to accept that it is now less relevant, placing itself in standby mode to hibernate until it is reawakened by a new mission inside or outside Europe?
