Addis ababa, Ethiopia—After the battle he was given the ugly task of counting the bodies and separating them—Ethiopian from Chinese. This wasn't an easy job. Each time he finished the tally, he'd forget the number and have to start again. This happened to Omar Muktar four times. He was shocked by what he had just seen and participated in.

Abstract:
PRISHTINA, KOSOVO—For nearly two years Kosovo, the world's newest nation, has struggled to be recognized as a sovereign state. On July 22, 2010, the International Court of Justice [ijc] removed uncertainty about Kosovo's status since its declaration of independence from Serbia on February 17, 2008—concluding that the declaration did not violate international law. But Kosovar Albanians knew long before the court's opinion that their freedom from Serbia was, and remains, irrevocable. They would never stand for the return to Serbian control.

Abstract:
Heves, Hungary—The past few years have been turbulent for Szabolcs Szedlak, far worse than most Hungarians could have imagined two decades ago, when they tore a hole in the Iron Curtain and changed their world. Szedlak, 34, came of age during the tumult of the postcommunist transition from dictatorship to democracy. Back then Hungarians were told, and many believed, they'd become like neighboring Austrians—a BMW in every driveway. Just don't remind folks of those daydreams in this bleak corner of northeastern Hungary.

Abstract:
We hit the road before dawn on May 14, 1982, headed for Israel's northern border with Lebanon. There were four of us in the car—our two-man CBS News crew (cameraman and soundman), the Tel Aviv bureau producer and me. Tensions were mounting with Lebanon, which was then serving as the sanctuary for the leadership and many followers of the Palestine Liberation Organization [plo]. Israeli Prime Minister Menachem Begin was already looking for a reason to send forces in, to discredit and destroy the plo. But the plo had maintained a ceasefire for nearly a year, and appeared to be pursuing a diplomatic strategy. Its tactics were frustrating Begin's plans. Still, we'd had reports of Israeli forces on the move, massing on their side of the frontier. So we were heading north to shoot a segment.

It is with great pleasure that we present the 2009 edition of the Journal of Public and International Affairs (JPIA). This is a special issue as it marks the 20th anniversary of JPIA. To celebrate this occasion, the editorial team of JPIA has updated several features of the Journal: most importantly, JPIA got a new cover design. In addition, the scope of JPIA submissions has been broadened to include policy essays and book reviews. We think that this new format allows for more flexibility for our contributors and more variety for our readers.

Abstract:
Andrew Bacevich is angry. He has tirelessly criticized a war that has raged on longer than World War II. As a self-proclaimed conservative and Vietnam veteran, his anti-Iraq War activism is uniquely cogent. On the campus of Boston University, where he teaches International Relations, Bacevich is a folk hero, lending his unimpeachable credentials to the left-leaning inclinations of his students. But his activism has not stopped the war. It didn't stop his son, Army First Lieutenant Andrew Bacevich, Jr., from being deployed to Iraq. And it didn't stop 27-year-old Andrew from being killed-in-action in May of 2007. Andrew Bacevich is angry. As he well should be.

Abstract:
In the past decade, the People's Republic of China has made dramatic inroads on the African continent. Many believe China's recent activities in Africa to be the most significant dynamic in international affairs on the continent since the end of the Cold War. Although China has a centuries long history of ties with Africa, in the decades immediately following the founding of the People's Republic in 1949 these ties were largely motivated by ideology as China moved to support African anti-colonial liberation movements and leaders. In contrast, today's re-emergence of Chinese activities in Africa is driven by economic and political interests.

On September 16, 2007, violent gunfire erupted in Nisoor Square, Baghdad. When the smoke cleared, officials confirmed that 28 innocent Iraqi civilians had died in the incident. Guns had been fired – not by coalition troops, nor by insurgents – but by employees of Blackwater, a private company selling military services.

Abstract:
As a nation that responds to the pull of diverging ideologies, Turkey exemplifies how such pulls can impact the structure of society and its governing laws. Turkey's unique position on the brink of dualities—Islam and the West—has resulted in conflicting views on various issues including gender roles within the country. Exploring the choices Turkey has made to bridge these conflicting perspectives can shed light on how other countries might similarly incorporate new perspectives into their national legislation amidst nationalist, religious, and cultural resistance. Debates over gender roles in society have historically shaped discussions of Islam owing to the strong positions of the latter on the former. For this reason, the role of women has often served as the focal point for distinguishing between “modern” and “traditional” Islamic societies, making Turkey's shaping of legislation on women's rights particularly relevant.

Abstract:
A recent survey of victims of violence reported that memorialization was prioritized as the second most valuable form of state reparations following monetary compensation (Brett, et al 2008, 2). In part, it is perhaps this impetus to bear witness to the suffering of victims that has given rise to a proliferation of memorials in recent decades, including those marking genocide in Rwanda, Cambodia, and Bosnia, violent repression in Argentina and Chile, wars of liberation in Bangladesh and Palestine, nuclear disaster at Chernobyl, and terrorism in Madrid and New York. As a form of transitional justice, memorials have too often been relegated to the domain of artists and architects whereas they represent a strategic resource in conflict and peace.
