51. Talking with Terrorists: Hostage Release Negotiation with the Abu Sayyaf Group in Southern Philippines

Abstract:
A hostage crisis is one of the hardest and most dangerous situations in the field of negotiation. For example, it happened in the Mindanao hostage crisis on May 2016 when 10 Indonesian sailors were captured by the Abu Sayyaf militia. The crisis was solved successfully because of a small team of non-government personnel from the Sukma Bangsa Foundation. One of the main factors behind their success was the trust-building process in which the negotiators symbolically showed that they have commonalities instead of differences with the perpetrators especially the religion (Islam), cultural background (Malay) and so forth. This article explains the trust-building process in the first phase of the hostage negotiations between the Sukma Bangsa Foundation and the Abu Sayyaf militia. The article takes a qualitative approach using primary data from an interview with one of the negotiators. Furthermore, this article uses the concept of "relatedness" in the trust-building process to analyze the effect of cultural and religious background in bridging the dialogue.

Abstract:
En este artículo se estudian las relaciones entre Estados Unidos y África, desde los puntos de vista económico, político y de seguridad. Son, estos tres campos, interdependientes, pero a la vez enormemente dinámicos, tanto por la inercia política estadounidense, como por los condicionantes propios de África (déficit en desarrollo, pobreza, inseguridad o inestabilidad política) como por el contexto internacional. En este último aspecto, cobra especial relevancia la invasión rusa de Ucrania o la emergencia de la ambición militar China, pues ambos países compiten con Estados Unidos por tener una mejor posición en el continente africano.

Abstract:
The departure of ‘foreign fighters’ to join terrorist groups in armed conflicts abroad has led many countries to adopt a policy of citizenship deprivation. This paper demonstrates that citizenship deprivation measures do not have the desired effect for national security, while increasing the risk of statelessness for the children of ‘foreign fighters’. Citizenship deprivation laws in Australia, Austria, Belgium, Canada, Denmark, Germany, France, the Netherlands and the UK and the Netherlands are discussed, in order to view them against international obligations. It concludes that current citizenship deprivation measures are mostly problematic regarding the prohibition of arbitrary citizenship deprivation, the principle of non-discrimination and relevant children’s rights.

54. Psychological Determinants of Individual Radicalisation

Abstract:
The paper aims to define the psychological foundations of lone wolf activism. The analysis that facilitated attaining this goal was based on the Nietzschean concept of resentment theory of compensatory revaluating values that explain the relationships between inferiority and fundamentalism, fanaticism, and ideologically motivated violence. Based on a phenomenological examination of the phenomenon, the author demonstrates that lone wolf activism is founded on two psychologically and sociologically determined successive processes. The first one occurs when a sense of personal inferiority becomes the source of an envy-based hostile attitude toward the world. Later on, this feeling, due to personality defence mechanisms, which bring about the falsification of “primary desires” and the generation of “secondary desires”, transforms into fundamentalism. The second process takes place when, as the result of fundamentalist legitimisation that arise on the level of social rivalry, given fundamentalism is destituted, resulting in fanaticism. The author believes that the knowledge of both processes is necessary to recognise and combat the terrorist activity of lone ideologically motivated individuals.

Abstract:
The paper refers to the evolution of methods, new technologies, and devices in security control processes in light of civil aviation requirements, procedures, and increased flow of passengers. The research problem has been defined as follows: How shall the international airport security controls function in the context of regulatory and operational conditions and current and future threats? In reference to the problem, the research hypothesis was defined as follows: Security control in civil aviation consists of screening persons and detecting prohibited articles and mainly depends on the professional competence of security staff and the proper selection and maintenance of electronic assistive devices. Professional competences refer to personnel’s knowledge, experience, qualification, monitoring, operational supervision, and quality control as part of their tasks. The development of new technologies requires the appropriate selection, commensurate with risk analysis, of electronic assistive devices, including equipment, methods, technical means, and their maintenance in a proper technical condition. The paper presents the results of empirical research conducted amongst experienced aviation security forums. Because of its complexity and unpredictability, this problem still leaves a wide margin for improvement and efficiency. The following research methods were used to solve the research problem: theoretical methods and empirical methods: diagnostic survey and expert interview.

Abstract:
This paper discusses the use of social media by the ruling party BJP and its opposition, especially Congress, during the pandemic in India. The party at the centre has used social media, especially for two reasons; firstly, the BJP leveraged social media to promote the image of India as a “responsible sovereign” at the global level during the COVID-19 pandemic. The Indian government, under the leadership of Narendra Modi, has exported drugs and medicines to different countries during the first wave of the COVID-19 pandemic. The party has extensively used social media platforms, especially Twitter, to engage with global leaders during the pandemic. Secondly, the party and its right-wing supporters have used social media to highlight the achievements of Modi’s government at the domestic level. The ruling party has used a “free vaccination campaign” for its political gains, and Narendra Modi was portrayed as the “savior” of the Indian people during the pandemic. The BJP and its supporters have also employed social media to target Muslim minorities during the pandemic. This paper also discusses the opposition parties' use of social media, especially Congress, during the pandemic phase in India. The opposition parties have mainly used social media to target and expose the weaknesses of Modi’s government in handling the pandemic in India. This paper analyses the different themes, such as the ruling party’s use of social media to promote its image both at the global and at domestic level, targeting of Muslims for spreading coronavirus, role of opposition parties, internal disputes, international status-seeking, and vaccine diplomacy. To fulfill the requirements of this study, both primary and secondary data collection methods were used.

Abstract:
The widespread suffering caused by terrorism has been discussed at length in the media. Unfortunately, there is a relative paucity of empirical research on the nature and causes of terrorism. The present study examines the issue of terrorism quite modestly, but nonetheless significantly. It finds the root cause that generates numerous other causes which increase the incidence of terrorism. This study is unique in terms of its step-by-step implementation of analysis. In the first phase, the study applies thematic analysis and reveals the general causes of terrorism. In the second phase scrutiny of general causes is done to find the root cause of terrorism and finally, multinomial logistic regression is applied to ensure consistency between the results. Multinomial logistic regression reveals that coefficients of all interaction terms are significant, indicating that the effect of religion, geographic location, international players, and communications technology on terrorism depends on legislation and its strategic implementation. Like Ukraine, Pakistan is geographically significant for international players with respect to the containment of China and trade. Weak legislation in Pakistan facilitates international players not only to change the regime of the country but also to create terror groups that misuse religious schools. This study suggests that legislation must be implemented gradually through strategies; otherwise, policy implementation may have an adverse impact. Legislation helps to protect a country from terrorism in two ways. Firstly, it reduces the likelihood of terrorism entering, and secondly, it helps to combat existing terrorism. Based on the findings, this study also recommends counterterrorism, security officials have to work covertly in the media and other sectors which can impact the severity of terrorism in the country; this entails adopting mimicking factors. We expect that the present study will contribute to social and political improvements and have beneficial effects on the economy.

Abstract:
The longstanding question over whether or not terrorism is a unique form of violence that demands its own unique set of responses is one of the most outstanding theoretical and conceptual problems in the terrorism discourse. The contentious debate has generated and actively sustained a number of competing theories and convictions. Amidst all this, the already convoluted concept of terrorism has become all the more peculiar. The attempts to undermine the uniqueness of terrorism, in particular, pose a serious challenge to the chances of terrorism ever becoming an independent field of academic research. Given the fallout, it becomes necessary to especially reassess the critique that strips terrorism of its uniqueness and distinctiveness.
