Abstract:
Studying the impact of terrorism on international relations is of vital importance due to the implications not only local and regional but also within the international system. The phenomenon of terrorism is not exclusive to a region or a country, it can affect everyone in indirect ways. In this sense, it crosses borders and does not understand nationalities. The most dangerous thing is the treatment given to it in international forums, multilateral orga-nizations, and the media since it is presented as a threat to security, but to legitimize military actions by Western powers or to delegitimize governments “not prone to the West”.This article is based on a conceptual proposal that helps to understand the phenomenon of terrorism from a non-Western perspective, criticizing the positions of the United States in this regard. The main objective is to deepen the debate around the concept of terrorism, its erroneous link to Islam, and to nationalist and/or revolutionary movements. It is also pertinent to see how it has been legally defined by international law, through resolutions, conventions, and protocols of different multilateral organizations, including the African Union (AU).

Abstract:
On December 12, members of the Islamic State Khorasan Province (ISKP) attacked a local hotel in Kabul, where several Chinese nationals were staying. The attack injured five Chinese nationals along with 18 other victims, while the three attackers were killed by security forces (China Daily, December 14, 2022). It was reported that Chinese businesspeople run the hotel, which is frequently visited by Chinese diplomats and business people (Global Times, December 13, 2022). In response, People’s Republic of China (PRC) Foreign Ministry spokesperson Wang Wenbin stated: “China is deeply shocked at the attack, which is highly egregious, and firmly opposes terrorism in any form” (China Daily, December 14, 2022). The ISKP strike in Kabul will further reinforce Beijing’s commitment to giving special attention to the security and stability of Afghanistan. An unstable and volatile Afghanistan threatens Chinese interests and could be a hurdle to the success of the Belt and Road Initiative (BRI). Moreover, Chinese sources have expressed concern that uncertainty and unrest could lead to Afghanistan becoming a hotbed for terrorists “targeting China’s Xinjiang and its interests overseas, such as the China-Pakistan Economic Corridor (CPEC) projects, where enhanced communication and coordination between China and Pakistan is required to tackle potential threats” (Global Times, August 19, 2021). In response to these challenges, China has sought to provide the Taliban with enough support to combat all forms of terrorism and extremism in Afghanistan.

Abstract:
In this study, we aimed to examine the interconnectedness of health and peace, recognizing its significance within global health diplomacy, international relations, and human rights. For that purpose, we used the results from previous and ongoing Global Burden of Disease studies, which represent a comprehensive systematic appraisal of health problems and risks affecting populations worldwide. This paper could use its methodological underpinnings to analyze the impact of war, conflict, and terrorism on mortality and overall human health. In 2000, war and conflict were responsible for an estimated 310,000 deaths globally, compared to 2019, when this number decreased to 69,000. Recent findings reinforced the association between war, conflict, and increased all-cause mortality. Interpersonal violence also significantly contributed to human health loss resulting from disrupted peace. In Europe, disability-adjusted life years due to injury – including those caused by conflict – declined between 2000 and 2019. As we prioritize global health, peace-building initiatives, and global health diplomacy, big data will increasingly play a substantial role in accurately predicting and describing the health effects related to conflicts.

Abstract:
The article presents three significant developments in the global terrorism landscape: Far-right terrorism, the growth of al Qaeda, with Taliban patronage from Afghanistan, and the persistence of the Islamic State as the most dominant threat in the world despite the successive decapitation of its leadership The article notes the importance in this context of political Islam and the spread of "jihadist" doctrines both from the Gulf and from conflict zones supplanting traditional and local Islam. The article also notes the potential impact of the radical environmental movement and the growing problem of the use of violence by other radical groups.

El presente artículo explora las transformaciones producidas en la narrativa de la Al-Qaeda en el Magreb Islámico y su adaptación a la aparición en la escena yihadista global de Estado Islámico y la declaración del restablecimiento del Califato. A través de la compilación, la codificación sistematizada y la explotación de un corpus monolingüe especializado, representativo, equilibrado y diacrónico de todas las publicaciones propagandísticas relevantes de AQMI entre 2004 y 2017, esta investigación pone de manifiesto los cambios producidos en la narrativa de la organización magrebí y la adaptación de su discurso a la aparición de competencia en la contienda actual abierta por el liderazgo de la yihad global.

This article discusses an idea that has been promoted by several scholars in recent decades, namely the possible relationship between terrorism and nihilism. The hypothesis to be tested is that the most active terrorist groups of recent times are on the opposite side of Nietzsche's postulates: if nihilism is the negation and senselessness of all that exists, terrorists act on the basis of clear motives and fundamental meaning. Abstract:
This article deals with the threats posed by international terrorism to the security environment in Kosovo, with a particular focus on the period of the emergence of ISIS, when a large number of fighters from Kosovo joined terrorist organisations in the conflict zone of Syria and Iraq. This article attempts to explain the general factors leading to the rise of violent extremism and religious radicalism in Kosovo, as well as why Kosovar fighters joined ISIS. In particular, it examines the institutional responses to counter-terrorism in Kosovo, the elimination of conditions and factors conducive to extremism and radicalism, and the weaknesses of Kosovo institutions in countering terrorism.

Abstract:
On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

Hukukumuzda temel dayanağını Anayasa’nın 48. maddesinden alan sözleşme serbestisi ilkesi; 6098 sayılı Türk Borçlar Kanunu hükümleri uyarınca da koruma altına alınmış ve İş Hukuku alanında da uygulanan genel bir ilkedir. Söz konusu ilkenin bir gereği de sözleşme tarafını seçebilme serbestisidir. Ancak iş hukukunda sözleşme serbestisi ilkesine sosyal düşünceler ve işçiyi koruma düşüncesinin sonucu olarak birtakım sınırlamalar getirilmiştir. Bu sınırlamalardan birisi de belli niteliklere sahip işverenlerin engelli, eski hükümlü ve terör mağduru istihdam etme yükümlülüğü yüklenmesidir. İşverenler, elli veya daha fazla işçi çalıştırdıkları özel sektör işyerlerinde yüzde üç engelli, kamu işyerlerinde ise yüzde dört engelli ve yüzde iki eski hükümlü isçiyi veya terör mağdurunu çalıştırmakla yükümlüdürler. Dolayısıyla işverenlerin engelli, eski hükümlü ve terör mağduru istihdam etme yükümlülüğü kapsamında ele alınması gereken düzenlemelerin mevzuatta dağınık bir şekilde yer aldığı söylenebilir. Bu çalışmanın amacı ilgili yükümlülüğün kapsamının, uygulanmasının ve sonuçlarının ortaya konulmasıdır. Abstract:
Since the mid-2000s, scholars have been using critical theory, poststructuralism, feminism/ queer theory, and postcolonialism to critique the hegemonic narrative of terrorism. They analyze how terrorism discourse (re)produces global hierarchies and power relations. This involves archeological and genealogical research, assessing the formation of the terrorism discourse by analyzing how the peculiar Western discourse has become hegemonic. By incorporating postcolonial and genealogical studies into critical terrorism studies, McQuade and Martini attempt to explain this process in their respective works. Their books are complementary in that they allow readers to trace the historical development of the concept of terrorism from British India to its ubiquity in international institutions. Although they cover different historical periods, it is still possible to see how the concept of terrorism has been used in both of those historical periods – during British colonialism in India in McQuade’s book and after the 1980s in Martini’s book – to normalize discriminatory practices against (post)colonial societies.

On December 12, 2022, the U.S. Department of Justice announced the arrest and detention of Abu Agila Mohammad Mas’ud Kheir Al-Marimi (Mas’ud), 71, of Tunisia and Libya, the suspected maker of the bomb that destroyed Pan American Flight 103 over Lockerbie, Scotland, 34 years earlier. In addition to being a sharp reminder of the tragic deaths of 270 innocent persons in 1988, the announcement of Mas’ud’s arrest also brought home for me decades-old questions about what was “known in advance” and the birth of the U.S. government’s No Double Standard policy. The news about Mas’ud sent my mind swirling back 34 years to the discussion at our weekly section heads meeting in Moscow in mid-December 1988; I participated in these Country Team meetings as embassy Press Attaché. That day, Administrative Counselor Bill Kelly reported receiving an unclassified Federal Aviation Administration (FAA) “Threat to Civil Aviation” warning, sent to several embassies. By citing Pan American specifically, the warning had special resonance for the official Moscow community. At the time, our usual route to the U.S. under required “Fly America” rules put us on Pan American’s daily flight to Frankfurt or London, then onward to the U.S.

Abstract:
Post-independence Africa has often depicted Southern Africa as a formidable region spared by the calamities of Islamic insurgencies and terrorism. However, unfolding events in the last five years have demonstrated the limitation of SADC to terrorism exceptionalism. A combination of relatively weak states perpetuating poor regionalism, ethnic and religious diversity, poverty and the existence of the ‘ungoverned space’ are possible explanations in making the region a suitable habitat for insurgency groups. The recent invasion by terrorists of Cabo Delgado province in Mozambique has been a critical cause for concern for the stability of the region. The military intervention of the Southern African Development Community Mission in Mozambique (SAMIM) and Rwanda presents an opportunity for academics to explore regional prospects for peace and security. This paper uses insights gained from a qualitative study on terrorism, counterterrorism and regionalism to investigate the concept of regional security cooperation in the SADC region and the authenticity of institutional responses in Northern Mozambique. The study concludes that the launch of the SAMIM, despite several obstacles, represents a step in the right direction. More so, creating durable security institutions is the starting point towards realising meaningful regional security cooperation, which guarantees feasible regional economic integration.

Abstract:
The Indian state has been adopting controversial policies for countering the Maoist insurgency. Even worse, this behaviour seems to mirror British colonial attitudes against India’s population at some level. Consequently, this article attempts to understand this probable ‘paradoxical’ conduct. With the support of the post-structuralist theory, I discuss state and outsourced terrorist practices of the Indian state apparatus against this insurgency. To reach this goal, first, I try to explicate the concept of state terrorism and its application in India. Then, I analyse the historical development of the Maoist movement and India’s concrete policies of state and outsourced terrorism against this counter-hegemonic movement. I believe the British Raj’s colonial practices have had a deep dialectical influence on India’s state apparatus and major political parties to date. So, this inquiry may clarify the persistence of colonial practices within India.

Abstract:
This article tries to examine what terrorists think about their actions. Why did they do the violent action? What are inside their mind? How did they justify their violence? This article tries to answer the question by focusing on three main perpetrators of the Bali bombers 2002, i.e. Imam Samudra, Ali Ghufron and Ali Imron. Except Imron who was sentenced to life imprisonment, Samudra and Ghufron has been sentenced to death by Indonesian authority. The authors analyze their mind by reading the texts written by these three bombers and trying to understand and explain its context. This research reveals that the bombers had different understanding of the religious teachings. Samudra and Ghufron believe that their action is based on the true understanding and true depiction of implementation of jihad in Islam. Ali Imron, who previously had the similar believe, was repentant and believed that their action was based on unjustified interpretations of jihad teaching in Islam.

Abstract:
A hostage crisis is one of the hardest and most dangerous situations in the field of negotiation. For example, it happened in the Mindanao hostage crisis on May 2016 when 10 Indonesian sailors were captured by the Abu Sayyaf militia. The crisis was solved successfully because of a small team of non-government personnel from the Sukma Bangsa Foundation. One of the main factors behind their success was the trust-building process in which the negotiators symbolically showed that they have commonalities instead of differences with the perpetrators especially the religion (Islam), cultural background (Malay) and so forth. This article explains the trust-building process in the first phase of the hostage negotiations between the Sukma Bangsa Foundation and the Abu Sayyaf militia. The article takes a qualitative approach using primary data from an interview with one of the negotiators. Furthermore, this article uses the concept of "relatedness" in the trust-building process to analyze the effect of cultural and religious background in bridging the dialogue.

Abstract:
The first decade of the twenty-first century had, very spontaneously, associated right-wing terrorism mostly with Islamic extremist terrorism. However, events from the second decade of the same century seem to provide a deviation in such a narrative. This is mostly due to the rise in crimes committed by far-right groups that are not Islamist (Blackbourn et al, 2019). Scholars have drawn in particular on the work of Ehud Sprinzak, who describes right-wing terrorism as a particular form of terrorism that is distinctly characterized by split delegitimization. These terrorist groups lead off by developing antagonism and conducting acts of violence against groups that they deem to be ‘illegitimate’ - groups that do not belong to their milieu of humanity. Violent confrontations and threatening the state are secondary; however, once assured that the government in power is being negligent in fulfilling the demands of the ‘legitimate’, they begin to reject the government and flout the laws. They, thus function on a dual process of delegitimization that first delegitimizes the unaccepted aggregate and later delegitimizes the government.

Abstract:
Kidnapping in Nigeria is not a new phenomenon but has assumed an alarming dimension in recent times. Acts of kidnapping are increasingly perpetrated by different criminal elements, such as militias, gangs, ritualists, and terrorists, among others, for a variety of reasons. However, the increased frequency, geographical spread, and operational sophistication of kidnapping for ransom (K4R) is a major source of concern for individuals, organisations, the diplomatic community, and, indeed, the Nigerian Government. Much of the concern is about the safety of the victims as well as the cost of this expanding criminal enterprise. For instance, Nigeria’s main geopolitical intelligence platform, SBM Intelligence, estimated that between 2011 and 2020, Nigerians paid at least US$18.34 million (₦7 billion) in ransoms to kidnappers.[1] In the first half of 2021, 2 371 people were kidnapped and the sum of about US$23.84 million (N10 billion) was demanded in ransoms in Nigeria.[2] The targets are as diverse as the actors who benefit from and the factors that underpin the upsurge in K4R. Expatriates, businesspeople, schoolchildren, women, politicians, government officials, diplomats, and traditional rulers, among others, are increasingly being targeted by criminal gangs.[3] The wanton predation on schoolchildren through mass abduction by armed groups that are ideologically or economically motivated is the latest worrisome trend in the pattern of criminal victimisation in Nigeria. This article examines the trajectory of the mass abduction of schoolchildren in northern Nigeria, highlighting the drivers of mass abduction and evaluating emerging responses by the government.

Terrorism has been used as a form of combat for centuries. Over the years, the tools used by terrorists have evolved. While attacks with cold weapons still take place, nowadays terrorists also use explosives, machine guns, guided missiles and increasingly often drones. The present growth of the arms market has led to terrorist groups being heavily militarized, as they can successfully acquire modern weapons and subsequently use them in their attacks. This state of affairs has directly affected the security of states and societies, and subsequently became a principal subject of discussion on international security forums. Contemporary global terrorist threats also harness artificial intelligence that supports weaponized robots, missiles, as well as clusters of killer drones. This narrative arose a few years ago, indicating that terrorists may have a vastly greater array of options at their disposal because they may cooperate with some states that would back them up. The chance for terrorist organisations to gain access to artificial intelligence technologies only increased due to the global competition surrounding it. Due to this potential spreading, terrorists will have a chance to operate weapons supported by AI. These events then merge into a deeply concerning scenario which conceivably may have to be confronted. The threat of terrorist organisations possessing and using swarms of drones does not seem to be very distant.

The departure of ‘foreign fighters’ to join terrorist groups in armed conflicts abroad has led many countries to adopt a policy of citizenship deprivation. This paper demonstrates that citizenship deprivation measures do not have the desired effect for national security, while increasing the risk of statelessness for the children of ‘foreign fighters’. Citizenship deprivation laws in Australia, Austria, Belgium, Canada, Denmark, Germany, France, the Netherlands and the UK and the Netherlands are discussed, in order to view them against international obligations. It concludes that current citizenship deprivation measures are mostly problematic regarding the prohibition of arbitrary citizenship deprivation, the principle of non-discrimination and relevant children’s rights.

The paper aims to define the psychological foundations of lone wolf activism. The analysis that facilitated attaining this goal was based on the Nietzschean concept of resentment theory of compensatory revaluating values that explain the relationships between inferiority and fundamentalism, fanaticism, and ideologically motivated violence. Based on a phenomenological examination of the phenomenon, the author demonstrates that lone wolf activism is founded on two psychologically and sociologically determined successive processes. The first one occurs when a sense of personal inferiority becomes the source of an envy-based hostile attitude toward the world. Later on, this feeling, due to personality defence mechanisms, which bring about the falsification of “primary desires” and the generation of “secondary desires”, transforms into fundamentalism. The second process takes place when, as the result of fundamentalist legitimisation that arise on the level of social rivalry, given fundamentalism is destituted, resulting in fanaticism. The author believes that the knowledge of both processes is necessary to recognise and combat the terrorist activity of lone ideologically motivated individuals.

The paper refers to the evolution of methods, new technologies, and devices in security control processes in light of civil aviation requirements, procedures, and increased flow of passengers. The research problem has been defined as follows: How shall the international airport security controls function in the context of regulatory and operational conditions and current and future threats? In reference to the problem, the research hypothesis was defined as follows: Security control in civil aviation consists of screening persons and detecting prohibited articles and mainly depends on the professional competence of security staff and the proper selection and maintenance of electronic assistive devices. Professional competences refer to personnel’s knowledge, experience, qualification, monitoring, operational supervision, and quality control as part of their tasks. The development of new technologies requires the appropriate selection, commensurate with risk analysis, of electronic assistive devices, including equipment, methods, technical means, and their maintenance in a proper technical condition. The paper presents the results of empirical research conducted amongst experienced aviation security forums. Because of its complexity and unpredictability, this problem still leaves a wide margin for improvement and efficiency. The following research methods were used to solve the research problem: theoretical methods and empirical methods: diagnostic survey and expert interview.

This paper discusses the use of social media by the ruling party BJP and its opposition, especially Congress, during the pandemic in India. The party at the centre has used social media, especially for two reasons; firstly, the BJP leveraged social media to promote the image of India as a “responsible sovereign” at the global level during the COVID-19 pandemic. The Indian government, under the leadership of Narendra Modi, has exported drugs and medicines to different countries during the first wave of the COVID-19 pandemic. The party has extensively used social media platforms, especially Twitter, to engage with global leaders during the pandemic. Secondly, the party and its right-wing supporters have used social media to highlight the achievements of Modi’s government at the domestic level. The ruling party has used a “free vaccination campaign” for its political gains, and Narendra Modi was portrayed as the “savior” of the Indian people during the pandemic. The BJP and its supporters have also employed social media to target Muslim minorities during the pandemic. This paper also discusses the opposition parties' use of social media, especially Congress, during the pandemic phase in India. The opposition parties have mainly used social media to target and expose the weaknesses of Modi’s government in handling the pandemic in India. This paper analyses the different themes, such as the ruling party’s use of social media to promote its image both at the global and at domestic level, targeting of Muslims for spreading coronavirus, role of opposition parties, internal disputes, international status-seeking, and vaccine diplomacy. To fulfill the requirements of this study, both primary and secondary data collection methods were used.

The widespread suffering caused by terrorism has been discussed at length in the media. Unfortunately, there is a relative paucity of empirical research on the nature and causes of terrorism. The present study examines the issue of terrorism quite modestly, but nonetheless significantly. It finds the root cause that generates numerous other causes which increase the incidence of terrorism. This study is unique in terms of its step-by-step implementation of analysis. In the first phase, the study applies thematic analysis and reveals the general causes of terrorism. In the second phase scrutiny of general causes is done to find the root cause of terrorism and finally, multinomial logistic regression is applied to ensure consistency between the results. Multinomial logistic regression reveals that coefficients of all interaction terms are significant, indicating that the effect of religion, geographic location, international players, and communications technology on terrorism depends on legislation and its strategic implementation. Like Ukraine, Pakistan is geographically significant for international players with respect to the containment of China and trade. Weak legislation in Pakistan facilitates international players not only to change the regime of the country but also to create terror groups that misuse religious schools. This study suggests that legislation must be implemented gradually through strategies; otherwise, policy implementation may have an adverse impact. Legislation helps to protect a country from terrorism in two ways. Firstly, it reduces the likelihood of terrorism entering, and secondly, it helps to combat existing terrorism. Based on the findings, this study also recommends counterterrorism, security officials have to work covertly in the media and other sectors which can impact the severity of terrorism in the country; this entails adopting mimicking factors. We expect that the present study will contribute to social and political improvements and have beneficial effects on the economy.

The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. In more dangerous scenarios, typical military systems, including Very Short-Range Air Defence, Short-Range Air Defence and Medium Range Air Defence systems have to be employed or dedicated kinetic counter-drone systems deployed.

This paper considers terrorism as potentially ‘intelligent’, as a threat capable of abusing the critical infrastructures of societies and the related methods for knowledge production. Respectively, it sees critical infrastructures as attractive mediums for terrorist influence. The paper describes the contrast between the logic of providing security and certainty for critical infrastructures and the threat of terrorism, which is evolving in terms of its systemic capacities and intelligence. The way security is provided within critical infrastructures and the way intelligent terrorism could operate seem to separate from each other, thereby creating vulnerability. The paper seeks to enhance the conceptual understanding of this question by describing and closing the gap created by the intellectual separation. By doing so, the article will shed light on the conceptual dimension of the (in)security that has gone unnoticed in the interface between critical infrastructures and terrorism. It outlines the aforementioned dilemma and provides conceptual understanding that makes it easier to grasp and communicate further. The paper shows that the intellectual separation has weakened the possibilities for theoretically understanding and practically recognising terrorism as a phenomenon that is becoming systemically more conscious, more intelligent and potentially increasingly capable in a form of violence that exploits the basic structures of societies and the related knowledge methods for its own purposes. As a conclusion, the paper stresses the importance of profoundly critical tools. Such tools are often perceived as being undesirable or even counter-productive in figuring out the mechanism through the very means utilised in providing for security.

Keeping these challenges in perspective, the Shanghai Cooperation Organization (SCO) was established to eliminate the menace of terrorism, fundamentalism, and secessionism. Against this background, the main objectives of this paper are to examine how terrorism emerged as a major determining factor in the Indo-Pak relations and how the Shanghai Cooperation Organization (SCO), was failed to play its effective role in the Indo-Pak conflict given the Pulwama terror attack. For this research, descriptive and analytical methods were used and the data was collected from secondary sources. The major findings of this article are that terrorism has emerged as one of the major determinants of Indo-Pak relations and the same has become a major challenge for the SCO to resolve the issue. Against the background of terror attacks, it was anticipated that the SCO would play a crucial role to pacify the situation. However, the role played by the SCO in this situation proved marked as a Whack-a-Mole.

Abstract:
This study examines the normative hypothesis explaining the nexus between terrorism and Abrahamic religious tradition, particularly the Boko Haram Islamic fundamentalist sect in North-Eastern Nigeria. It is methodologically structured in quantitative and qualitative methods, where data and information are retrieved from primary and secondary sources. These were presented in a tabular form and analyzed descriptively within the context of the subject matter under investigation. The findings reveal that, beyond the classical arguments usually provided by the Abrahamic religious tradition school, the real reason behind global terrorism is for some overzealous religious bigots to establish a caliphate that will enable them to influence the international system. Based on these findings, the study concluded that the war against global terrorism would be a mirage unless national governments and international organizations fully address these fundamental issues.

Apartirde esa premisa, este artículo desarrolla un análisis de los contenidos de varios dee llos, planteando hasta qué punto puede hablarse de que existe una ideología detrás de los mismos; hasta qué punto esa ideología es la misma en todos los casos; y hasta qué punto se corresponde con tesis de extremaderechao, más bien, se aproximan más a otras de corte fascista. In the post-Ba’athist era, stability and national security remain the two key goals. Iraq has suffered from many extremist terrorist groups on several separate stages from 2003 to 2017. The most threatening terrorist group was ISIS (the Islamic State of Iraq and the Levant), which has enormous impacts on Iraqi society, given the vast geographical areas that it controlled, and the dangers, crimes and violations suffered by the Iraqi people with all its components. The main aim of this study is to determine the impacts of ISIS on Iraqi national security. The study relied on Content Analysis Method to analyze the collected data and achieve its aims. Also, the primary research question is about the impact of ISIS on Iraq’s national security from 2014 to 2017. Correspondingly, an international coalition of more than a hundred countries was formed to stop the rapid expansion of ISIS. The number of victims who lost their lives and were affected at the psychological and humanitarian levels was explained in this study. According to the research results, ISIS was seeking long-term goals. The most important was the preparation for disseminating this new extremist ideology. The intelligence and the exploitation of poverty, ignorance, and political conflicts that ISIS used aimed to implant the extremist mentality in the most significant number of attention.

The activities of violent extremist and terrorist groups in West Africa have been on the rise since the outbreak of the COVID-19 pandemic. Since January 2021, high-profile attacks by groups affiliated with the Islamic State (ISIS) and Al-Qaeda have been recorded in Burkina Faso, Mali, and Niger. Although the Sahel region of West Africa is currently the epicentre of violent extremism and terrorism (VET), the threat is gradually spilling over into the littoral States along the Gulf of Guinea (GoG).[1] Several coastal States along the GoG have recently either witnessed attacks or identified the presence of terrorist groups in parts of their territory.[2]Ghana provides a clear example of the contagion effects of VET in the coastal States, although the countryhas not witnessed any direct terrorist attacks. In July 2021, the Minister of Information, Kojo Oppong Nkrumah, affirmed this and noted that ‘terrorist groups operating in West Africa have managed to recruit some Ghanaians to aid their cause.’[3] Unlike its neighbouring countries, like Burkina Faso and Côte d’Ivoire that are experiencing terrorist attacks, Ghana has managed so far to prevent attacks despite its vulnerabilities. This raises critical questions about Ghana’s seeming resilience against the risk of VET and how it is responding to the scourge. This article probes these questions by examining the factors that render Ghana vulnerable to, and at the same time resilient to, VET. It also assesses Ghana’s response to the threat and concludes with some policy recommendations.

Abstract:
Afghanistan is important to China not only for curbing religious extremism to prevent its further spread into and beyond Xinjiang, but also for serving its economic interests and making the region safe for the One Belt One Road Initiative now briefly called Belt Road Initiative (BRI). Chinese current engagement in Afghanistan is mainly based on resource exploitation and infrastructure development. With its fast-growing economy, political stability at home and increasingly successful foreign policy, China is in a good position to create the image of projecting stability in this troubled region. Indeed, geo-strategically, China is now in a position to play a decisive role in regional affairs. It has become a solid, stabilizing influence with the power to materially impact the region. This research is conducted through sequential mixed method design with three major phases namely, an initial data gathering stage, a questionnaire survey, and a qualitative data gathering phase. The study concludes that Afghanistan is significant for China because of investment in economic projects and for the success of China Pakistan Economic Corridor and BRI. And next important to it is to counter terrorism for the safeguard of Xinjiang

Abstract:
This article moves around the security of Pakistan and examined the incident of 9/11 and counter-terrorism strategies of civil-military during the war on terror. This study tells us that big attacks increase terrorism. After 9/11 some countries actively supported America in the war against terrorism and faced its negative consequences. Terrorism is a serious issue in the world. Many countries have taken serious actions against this evil. Pakistan faces many security challenges in the war against terrorism. This article is based on qualitative research techniques and secondary data. The massive lesson here is that the decision-making process should not be one-sided otherwise it leads to serious consequences. Pakistan experienced the worst issues in the portfolio of security. This requires a serious action plan on border security. Establish the writ of the state and secure the people from all internal and external threats. Resolve the conflicts between hostile factors peacefully without compromising on rule of law.

El artículo analiza la compleja relación, presente en la esfera internacional,entre política y justicia que queda reflejada en el Tribunal Especial para el Líbano. Se emplean,como líneas argumentales, la problemática de su establecimiento por medio de la resolución 1757 (2007) del Consejo de Seguridad y su carácter selectivo, así como la confrontación jurídico-doctrinal planteada en el caso Ayyash et al., también conocido como asunto Hariri. Se subraya la importancia de los factores contextuales,especialmente aquellosdesencadenados a partir de 2004, con el fin de explicar la división interna —con protagonistas internacionales—del país en dos bloques cuya confrontación serviría de pretexto para la puesta en marcha de un tribunal único que responde a los intereses de una comunidad internacional seducida porla posibilidad de lograr una condena judicial por terrorismo contra Hizballah —y/o Siria—en un momento de preponderancia de la formación chií.La decisión interlocutoria de 2011 de la Sala de Apelaciones pareció manifestarse como un buen augurio en aquella dirección al afirmar la necesidad de interpretar el delito de terrorismo recogido en el artículo 314 del Código Penal del Líbano conforme a un crimen internacional de terrorismo de carácter consuetudinario. La revolucionaria decisión —junto con el proceso que llevó a su publicación—reveló,sin embargo,cierta precipitación y oportunismo que por fortuna y justicia la sentencia de 2020 rechaza por innecesaria e incierta.El artículo sostiene que todo ello ha contribuido a debilitar la credibilidad de un Tribunal,ejemplo de justicia selectiva, y ha mostrado pocadeferencia por la soberanía del Estado libanés.

It has been three months since the Taliban entered Kabul and retook control of Afghanistan. According to the head of the U.N. World Food Programme, “23 million people [are now] marching toward starvation. 95% of Afghans don’t have enough food. The economy is collapsing. Winter is coming. This is going to be hell on earth.” In this month’s feature article, Andrew Watkins assesses the Taliban’s efforts to rule Afghanistan so far. He writes that “The Taliban have busied themselves consolidating control, reacting swiftly and harshly to perceived threats. They have not clearly defined the scope or structure of their state, nor have they shared long-term plans for their rank-and-file, many of which continue to operate as they did before August 15, 2021. Taliban leaders have demonstrated the continued primacy of maintaining internal cohesion, a longstanding trait that will likely stunt the group’s response to Afghanistan’s impending economic and humanitarian crises.” Watkins writes that from their perspective, “accepting aid that might sustain their state would prove worthless if doing so fueled a fissure within their own organization. The Taliban would become the very thing their origin story professes they rose up to eradicate and replace: a fractious constellation of militant bands. To put it another way, if Afghanistan’s compounding crises pose the Taliban with the prospect of either failing to provide for the desperate needs of the Afghan people or their own potential fragmentation, the Taliban will put their own organization first.” This month’s interview is with General Richard D. Clarke, commander of U.S. Special Operations Command. In a commentary, Jerome Bjelopera argues that “given that the U.S. national security establishment has taken up great power competition (GPC) as its primary concern recently, and terrorism has slipped from the top position, it is time for the security policy community to place terrorism within a new conceptual framework, one that combines terrorists, violent criminals, drug traffickers, insurgents, and others under the heading of violent non-state actors (VNSA).” Interviews that Matthew Bamber conducted with 43 former Islamic State civilian employees shed light on two distinct categories: those who became full members of the group and those who did not. He writes that “there are significant differences in how these two categories were treated by the Islamic State, the positions they were able to fill, the financial benefits they received, and the processes through which they joined and left Islamic State employment ... Understanding the nuances is important in assessing the culpability of the Islamic State’s civilian workers and the danger they may pose in the future.”

President Biden soon has to decide whether to withdraw the remaining 2,500 U.S. troops from Afghanistan to meet a May 1 deadline agreed to by the previous administration. With time ticking down, the Biden administration has launched a major diplomatic push to broker a peace settlement for Afghanistan. As noted by Thomas Ruttig in this month’s feature article, “Whether and how much the Taliban have changed since their repressive rule over Afghanistan before the fall of 2001 is key to whether a potential peace settlement can create a social and political landscape in Afghanistan that is acceptable to the people of Afghanistan, as well as the United States and NATO allies.” Ruttig assesses that “While the Taliban have softened their rhetoric on some issues (for example, on women’s rights and education) and there is evidence of real policy change in certain areas (for example, on the use of media, in the education sector, a greater acceptance of NGOs, and an acceptance that a future political system will need to accommodate at least some of their political rivals), their policy adjustments appear to have been largely driven by political imperatives rather than any fundamental changes in ideology.” He assesses that “Whether some changes in approach will be perpetuated will depend on the ability of Afghan communities and political groups to maintain pressure on the Taliban. This, in turn, depends on continued international attention toward Afghanistan.” Brian Michael Jenkins, in a feature commentary, examines several possible courses of action the Biden administration could take if the U.S. efforts to broker a peace settlement in Afghanistan do not result in a major breakthrough in the coming weeks. He writes: “What makes a decision on which path to follow so difficult is that each option carries a high risk of resulting in bad outcomes.” He notes that “Decisive action always looks good, but a turbulent world also means calculating risks, avoiding unintended consequences, and hedging bets.” This month’s interview is with Mary McCord, the executive director of the Institute for Constitutional Advocacy and Protection at the Georgetown University Law Center, whose previous service in government included working as Acting Assistant Attorney General for National Security at the U.S. Department of Justice from 2016 to 2017. She offers insights on the heightened threat of far-right extremist violence in the United States and how the country’s legal architecture could evolve to counter it. Douglas Weeks argues that there is “too much pessimism” in the United Kingdom about the possibility of deradicalizing terrorist offenders. He writes: “To address the root causes of the threat, the United Kingdom needs to learn lessons from what has worked for successful ‘deradicalization’ mentors and empower their efforts.”

Fletcher Security Review (FSR): Thank you for joining FSR today. To begin, what challenges do you believe countries or security practitioners will face in preventing terrorism or countering violent terrorism in a postCOVID-19 world? Raffaelo Pantucci (RP): There are going to be a lot of challenges. The difficulty with trying to make judgments about what is going to happen in a post-COVID world is that we are not in the post-COVID world yet. We are still in the midst of the pandemic, so a lot of this work and assumptions that we look into are based on assessments of what we think could happen. I think a number of things will happen. First, I think we are going to see real pressure on security forces’ resources. On the one hand, kinetic security forces—police and intelligence services—probably will not suffer too much. But the real dilemma will come with some of the upstream funding. Money is being used to try to stop people from being drawn to violent groups in the first place. Countering violent extremism projects will face immense challenges since it is very hard to understand and make direct causal links between the issues the programs are addressing and the ultimate threats. We are going to see a push on budgets and that will result in cuts for security forces. These will have an impact in different ways in different places. Unfortunately, terrorist threats are global. You can have a good grip on your threat matrix, but it has links across borders which are beyond your control. This creates a potential risk if a country you are connected to does not have a grip on their security and are under the same sort of budgetary pressures, then it is possible you will see a negative knockon effect.

42. Reputation Building as a Strategy for Terror Group Survival

Abstract:
In this paper I investigate terror groups' survival. The fate of terrorists hinges heavily on the power the terror group derives from its reputation. The reputation, which depends on policies and actions the group takes within their constituency, determines the degree to which each group can find recruits, resources, and support for its cause. I contend that terror groups investing on positive or negative reputation within their constituency— the people they claim to represent==are likely to survive longer. Yet, I argue, building a positive reputation has a greater impact on a group’s staying power given that this attracts loyal and committed supporters. Conversely, groups with no clearly defined reputation-building policies undergo an organizational change. I find support for my expectations by testing my arguments over all domestic terror groups active between 1980 and 2011 using the RTG and GTD databases. The findings reveal that once a terrorist group is formed, it is exceedingly difficult to obliterate it so long as it follows a clear reputational strategy to achieve their goals.

Abstract:
Afghanistan has been a center of a struggle between major powers since the 19th century. In 2001, the fight against terrorism had sparked a new power struggle among local, regional, and international Afghanistan actors. Various state and non-state players with conflicting perspectives and conflicting approaches are trying to pursue their strategic, political, and economic goals in Afghanistan. Due to similar security threats, complex economic interdependence, and economic liberalism, different scenarios may emerge in Afghanistan, leading to the potential collaboration of major global and regional powers in Afghanistan. This partnership can be expanded for several logics and reasons, among which security comes first. The peace treaty concluded between the United States and the Taliban on February 29, 2020. The continuing peace process via intra-Afghan peace talks with regional states has fortified hopes for peace in Afghanistan through cooperative measures among major regional and international powers.

Abstract:
The pandemic year 2021 is likely to witness an overall decline in global terrorism. While the threat grew in conflict zones, it diminished off-the-battlefields. However, threat groups worldwide are expanding in cyber space during the pandemic. From Indonesia to Pakistan, Muslim majority countries, Arabization and Islamization of Muslim communities during the pandemic is disrupting national cohesion. To prevent, counter and respond to the recent developments of key terrorist organizations, governmental and non-governmental partners should understand the threat. The intelligence services, law enforcement authorities and military forces should move from counter terrorism cooperation to collaboration and partnership. Working with community, academic and private sector partners, governments should build the higher strategic and ground level operational and tactical capabilities.

Abstract:
Since early October 2017, when the Islamist militants or jihadists – identified as the Ansar al-Sunna – launched their first attacks in the villages and towns of Mozambique’s northern province of Cabo Delgado, insurgency and conflict has continued to escalate, targeting civilians, public infrastructure and government buildings. Although the Government of Mozambique continues to make concerted efforts to fight and subdue the terrorist insurgency through its national defence forces, the Forças Armadas de Defesa de Moçambique (FADM), a series of battles with the terrorist militants has resulted in widespread violence, insecurity, the death of over 2 400 people[1] and the displacement of over 500 000 civilians by the end of November 2020.[2] It has also disrupted economic activities, especially farming, thereby worsening food insecurity.

Pushing his $1.9 trillion stimulus package through Congress, President Joseph Biden argued long and hard that the only way to defeat a deadly virus was to go big. Now, he has to go big on another infectious virus: the rising swell of hatred and violence that has ripped through regions as diverse as Europe, Sub-Saharan Africa and North America, where the growing dark forces of hate and extremism led to the deadly January 6, 2021 attack on the U.S. Capitol. Biden and his expert team have first-hand experience with terrorist movements as well as the benefit of the long arc of history. But much has changed in the 20 years since the September 11, 2001 attacks – the last time organized extremists took aim at sacred symbols of America.[1] Looking back at the horror of that day and what it unleashed, we are reminded of the power and malevolence of organized, relentless bad actors and what they can achieve in the name of some twisted ideology. A new federal intelligence report says domestic terrorism in 2021 could likely escalate with “support from persons in the United States or abroad.”[2] It’s why President Biden must be bold, focused and use all instruments of soft power to diminish the appeal of the ideology.

Terrorism with religious ideological background today is a serious global threat. The modern infrastructure and the communications of movement allowed terrorist organizations to be able to attack everywhere in the world. The issue that is a point of interest of this paper is the current situation of returning the foreign terrorist fighters to their home country or third countries and the security consequences that may arise if they are not treated properly. For a more detailed perception of this problem through the case analysis – an operative police action related to the foreign terrorist fighters, the functional aspects of the criminal prosecution bodies of the Republic of North Macedonia will be better perceived and studied. The victory over the territorial rule of the so-called Islamic State provides an opportunity for the government of Iraq to restore its state institutions and reassert its authority. Can the Iraqi leadership step beyond cycles of failure in this transition to tackle the systemic issues that sustain state weakness and promote the emergence of groups like ISIS? This paper aims to enlighten the challenges faced by Iraq after ISIS for the restoration of peace between minorities and religious groups, and coexistence after the myth, so that conflicts are going on between minorities and religious groups, particularly in Mosul and other cities under the control of ISIS, the state could not reconcile the displaced people. Correspondingly, this paper intends the focus and role of local, regional, and international media in the process of peacebuilding and coexistence in Iraq after ISIS.

Abstract:
Terrorism and jihadist propaganda are among the primary threats of the contemporary era. Because of the high number of foreign fighters from the post-Soviet republics among the rank of the Islamic State, there is a general concern about jihadist propaganda in the Russian language. Kavkazcenter has appeared as one of the main websites in the Russian language to support Imarat Kavkaz (Caucasus Emirate) and regional militant groups. Firstly, this paper examines scientific literature useful to classify Kavkazcenter as a jihadist portal or a media agency. Secondly, the research focuses on the website Kavkazcenter investigating its structure, ideologies and connection with the Arab-Muslim world and the international terrorist network. Finally, this investigation intends to describe if Kavkazcenter represents a serious threat not only for the Russian national security but also for the entire post- Soviet space and the European Union itself, where North Caucasian migrants and refugees live.

Abstract:
Academic literature on US Foreign Policy to South America usually states its lack of atten- tion to the region in the post 9/11 period. I aim to problematize this assertion through an analysis of US regional security policy. Therefore, I consider data referring to military and economic assistance, arms transfers, and the SOUTHCOM position towards its area of responsibility, as well as official documents and diplomatic cables. I conclude that, although the region was not a priority, a waning in US actions or a moment of neglect in its policy towards it was likewise not observed. From a historical perspective, the area was never the main focus of attention, but there is a specialized bu- reaucracy that works on the region to maintain US hegemony. Therefore, the investigation indicates that Latin American assertiveness during the 2000s was caused primarily by the conjunction of the ascension of leftist governments and quest for autonomy, as well as by Chinese and Russian involve- ment in Latin America, but not by US neglect. The article is divided into six sections, including the introduction and final remarks. Following the introduction, I analyse the academic literature regarding USA-Latin American relations in the second section, the US assistance in the third, the SOUTHCOM postures in the fourth, and the strategies deployed by the USA regarding great powers and arms transfers in the fifth. Finally, I present the final remarks.
