Abstract:
It is an internationally recognized principle that the prerogative to speak freely is a preliminary human right of the utmost importance. It is a fundamental democratic principle which plays a key role in strengthening other human rights. Concurrently, it is widely accepted that this right is not absolute and the legislature may impose restrictions on it, according to law, for the welfare of the people. The unbridled license may not be given to any person for publishing defamatory material, either libel or slander, which defames the dignity and reputation of others on the plea of the prerogative to speak freely. The prerogative to speak freely must be proportionated against other fundamental rights and constitutional principles. The basic purpose of this article is to explore the “defamatory statement” which harms the reputation of others in the light of UDHR, ICCPR and the Constitution of Pakistan, particularly in the recent political landscape.

The main goal of this study is to search for new effective mechanisms to assist in preventing the internationalisation of armed conflicts using conventional weapons and the creation of more weapons of mass destruction in the geostrategic region, the Greater Black Sea Region, which includes the countries of the “Five Seas” (Black Sea, Caspian Sea, Arabian Sea, and Mediterranean Sea), positive transformation of conflicts and the creation of a “Black Sea Security Community”. The methodological approach taken is based on the theory of meta-cognitive management, which implies a qualitative expansion of the dimensions for solving those problems that are unsolvable in the dimensions given today; a holistic approach focused on the multi-level and democratic participation of all participants in the process; and the method of geopolitical modelling being applied to discuss new forms and platforms for cooperation between those involved in confrontation in the Black Sea space. Innovation represents a return to the concept of syncretism in the scientific discourse for describing political and geopolitical tasks. The idea of creating a syncretic meta-model of Black Sea security is one way to improve cooperation between parties that have incompatible positions but are aware of common threats and the need to prevent them. Measures need to be taken for the countries of the Five Sea region to be fully integrated into the process and a new architecture created for the Black Sea Security Community. Scientific support is also necessary for the planning and implementation of peacekeeping processes in the Greater Black Sea Region.

Abstract:
IMPERIAL chutzpah as a phenomenon of international relations has been known since antiquity. It stems from the fact that, as the great Ancient Greek philosopher Thucydides put it back in the 5th century BC: “The strong do what they can and the weak suffer what they must” [1]. Throughout history, the phenomenon of imperial insolence has invariably manifested itself in world politics and diplomacy as a destructive factor that has provoked wars, conflicts, and other calamities. However, one-sided gains and preferences that states on the road of imperial insolence expected to acquire (and did acquire) by disregarding the legitimate interests of other peoples and international security turned out to be fairly limited in the context of history and, in the final analysis, contributed to the downfall of the empire. Imperial arrogance, as embodied in American foreign policy, should never escape our attention and deserves very serious analysis. As an important factor of international relations, it should be resolutely rebuffed by any state that cherishes its sovereignty and seeks to preserve it.

Abstract:
THE POLITICS OF MEMORY is a necessary and very important tool used in shaping statehood, consolidating society around a set of state- forming ideas and interpretations. In practice, these are activities by the state and other interested parties to manipulate social groups by adjusting or changing their values and their images of the past. The symbols that are employed to this end are signs that are clear and easily recognizable within social subgroups, and that embody certain values/qualities, standards of behavior, or goals. By appealing to ideas of a collective past, efforts are made to alter people’s behavior in the present. As a rule, historical events are presented to the public in a simplified, uncontradictory and thus generally accessible manner – in the form of mythologemes. Myth is created by means of signs and symbols and by regular rituals that employ these symbols. Rituals recreate the past, fill it with emotional meaning, and allow participants to “re-live” particular historical events.

Dr. Togzhan Kassenova is a Washington, DC-based senior fellow with the Project on International Security, Commerce, and Economic Statecraft (PISCES) at the Center for Policy Research, SUNY-Albany and a nonresident fellow in the Nuclear Policy Program at the Carnegie Endowment for International Peace. She is an expert on nuclear politics, WMD nonproliferation, strategic trade controls, sanctions imple- mentation, and financial crime prevention. She currently works on issues related to proliferation financing controls, exploring ways to minimize access of proliferators to the global financial system. Kassenova holds a Ph.D. in Politics from the Univer- sity of Leeds and is a Certified Anti-Money Laundering Specialist (CAMS). From 2011 to 2015 Kassenova served on the UN secretary general’s Advisory Board on Disarmament Matters. Kassenova is the author of Atomic Steppe: How Kazakhstan Gave Up the Bomb (forthcoming, Stanford University Press, 2022).

Abstract:
This article explores the ways in which contemporary Swedish migration politics are manifested and performed in relation to stateless Palestinians. A qualitative case study shows how the migration regime of Sweden aggravates conditions of statelessness through managerial aspects of categorisations, temporalities, passivisation and spatialities. The article illustrates how securitised migration politics are detrimental to how statelessness is lived and experienced but also that stateless migrants actively engage with this regime in order to resist, protest and achieve change. Using counter-conduct as a prism through which to analyse migrant resistance, the article further explores how stateless migrants do not passively submit themselves to the outcome of penalising regimes, but struggle for a right of presence.

Abstract:
With the restoration of democratic order in the Gambia in 2017, the West African region regained the attention of the world with renewed hope and optimism for democratic consolidation in Africa. The Economic Community of West African States’ (ECOWAS) rejection of the undemocratic retention of power by former President Yahya Jammeh and its threat to apply force, coupled with Gambians’ resistance, resulted in the restoration of democratic order in the country. Similarly, ECOWAS’ preventive diplomacy efforts following the recent military incursion in 2021 affirmed the regional body’s zero-tolerance stance for power acquired through unconstitutional means. The practice of accessing political power through credible elections under the watch of civil society and international actors is progressively taking firm root across the region. However, despite these democratic gains, the region is also witnessing setbacks in emerging political developments across Member States. According to the Freedom House ‘Freedom in the World Report 2021’, of the 12 countries with the most significant decline in democracy year-on-year, five are in West Africa.[1] The Economist Intelligence Unit’s Democracy Index (2020) showed that only Ghana and Cabo Verde still qualify as fully-fledged democracies in the region.[2] Recently, the region has also witnessed a resurgence in military interregna in Mali and Guinea. This democracy backsliding portends political instability, and its attendant economic consequences for the ECOWAS is concerning considering the developmental agenda of the region. Central to this negative democratic trend are concerns around political reforms that have undermined electoral integrity, inclusiveness and legitimacy in Member States. The application of some of these reforms has fuelled crises, which have led to the resurgence of coups d’état and threatened stability, peace and security in the region.

109. Self-defence Militias and State Sponsorship in Burkina Faso

Abstract:
Burkina Faso has been engulfed in an ongoing conflict with jihadist insurgent groups active across the Sahel in West Africa. The conflict originally started in Mali in 2012 and later spread to Niger. In June 2021, the worst attack in Burkina Faso since 2015 occurred in the village of Solhan, where suspected jihadists massacred 160 civilians.[1]Naturally, discussions in the media revolved around who perpetrated the attack, but the attack also brought to the forefront the role of self-defence groups or militias in the Burkina Faso conflict. While the use of armed militias in Burkina Faso has become widespread and is actively sponsored by the State, there are concerns that self-defence militias perpetuate conflict. The main reasons are that self-defence militias in Burkina Faso are exacerbating mutual distrust, tension and violence among different communities, while the use and State sponsorship of militias are exposing the civilian population to reprisals from the insurgents who perceive them as a threat. The result is that President Roch Marc Kaboré may be doing more harm than good by creating self-defence militias under the legal framework of the Volunteers for the Defence of the Homeland (VDPs) adopted unanimously by Burkina Faso’s Parliament in January 2020.

Abstract:
In understanding democracy in Africa, it is crucial to locate the process of democratisation in its historical context. The colonial enterprise is important in the understanding of the postcolonial erosion of democratic institutions. Indeed, colonialism was not a democratic system, and its masters were not the mentors of democracy as they propagated. Rather, they took self-governance away from Africans while destroying indigenous democratic values and institutions without building stable replacements. Democracy need not be seen as the exclusive property of the West; it can be found in various African cultural contexts. Defining democracy can be difficult as its expression remains controversial in many African countries and other parts of the world. Does democracy necessarily mean Western ideas of democracy? Is there only a distinct model for every country, irrespective of its traditions and culture? These are some notable questions to address in dealing with democracy in its entirety. Africans must draw on features within their societies to give local relevance to democratic concepts, rather than run the risk of having democracy transplanted without adaptation, as they have done with technology. Although the idea of Africa’s openness to external ideas may not be strange, these external ideas would prove more useful if they were modified to harmonise with African values, ensuring proper understanding by the population at large. If democracy is to exist on the African continent, Africans will have to keep reinventing it. The constant reinvention of democracy based on African initiatives is what is needed in Africa. The Gadaa system among the Oromos highlights that Africans are not just students of democracy but actually owners of democratic ingredients themselves.

Abstract:
Explanations for American voting behavior and attitudes have taken on a curious frame since the election of Barack Obama in 2008, such that there have been growing claims that race is no longer central to American politics. Obama’s election was labeled evidence of a new “post-racial” America. Then, when Donald Trump was elected in 2016, public narratives emphasized the role of social class by pointing to the voting bloc of white, working-class, and rural voters who had helped decide the outcome of the election. Zoltan L. Hajnal’s Dangerously Divided joins an important collection of recent academic work that directly challenges the argument about the reduced role of race in American politics. Hajnal does not sugarcoat his position: “A key aspect of this story is not just that race matters but also that it eclipses the other important dividing lines in American society” (p. 13). Race has always been a core feature of American politics, and it is present even in the constitutional Framers’ debates over the structure of government. The interpretation that recent events indicate a reduced role of race discounts the historical centrality that race has always played in American government. Hajnal offers empirical evidence and an unambiguous argument that race continues to direct most patterns in American politics.

113. Leveraging Submarine Cables for Political Gain: U.S. Responses to Chinese Strategy

Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

For decades, social scientists have questioned whether women are more politically tolerant, peaceful, and less likely to prefer war to solve international conflict compared to men. Empirical analyses have been limited to a few geographic regions: North America (the United States); the Middle East (Israel and the core Arab World); and Africa (Rwanda). Furthermore, the measurement of the dependent variable, perceptions of war and peace, has been either evaluated with a single item or with a few items tapping on various dimensions of war and peace. This paper extends the geographic coverage in the literature to include a cross-national analysis containing North American, Latin American, Western European, Eastern European, African, Asian and Pacific nations, and utilizes thirteen items measuring gender differences in attitudes towards the perception of war, conflict resolution, foreign policy attitudes, international organizations’ appeal, political tolerance, and international cooperation. The analysis utilizes the most up-to-date data of national representative surveys, the World Values Survey and the Arab Barometer, featuring mean comparison methods to supply readers with simple results informing the relationship between gender and perceptions of war and peace on a global level. The evidence reveals that there is no difference in perceptions between men and women regarding international conflict perceptions across countries.

The cybersecurity issue discussed in the paper is seen from the perspective of political science with the indication that the subject under discussion concerns the multifaceted nature of the state’s actions, which consists of political, economic, social, and cultural factors. At the same time, the work also intends to prove that cybersecurity is not only a domain of technology because it is the mentioned aspects that shape the conditions of stable development of the state and its citizens in a space dominated by cyber technology in a much more decisive way. Given the growing role of cybertechnology in almost all areas of human life, its importance also forces and inspires political science to question the shape and model of modern policy, which is significantly evolving under the influence of new technologies. On the one hand, emerging cyber threats reveal the weakness of the state and the dependence of state institutions on cybertechnologies, but on the other hand, existing cyber incidents may also motivate many governments to take action to increase the level of cybersecurity.

This article aims to indicate the sources of problems in the field of governance and politics in the African Great Lakes Region. The countries of this region play an essential role in the global socio-political and economic system. Their development is hampered by numerous external and internal conflicts resulting from both the historical and contemporary problems of the countries. Colonialism had a major impact on the development of African countries. It manifested itself, among other things, in the spread of political domination. Adopting state management patterns from European culture and attempt to transplant them on African ground without understanding local cultural conditions contributed too much post-colonial fresh and modern conflict. Examples of this are failures to establish liberal democracy and its crises in the African Great Lakes Region.

The COVID-19 strongly affected the states all over the world in several aspects, Spain, being an inglorious leader in terms of the number of infections in Europe, was highly afflicted by the coronavirus and further consequences. After problems with forming the government, which was caused by substantial political polarization, a new incumbent coalition needed to face new challenges, which was strictly connected with managing the coronavirus crisis. The article’s main aim is to present how the COVID-19 pandemic impacted the political situation in Spain by analyzing the relations between the ruling government and the parliamentary opposition.

Abstract:
Applying systems analysis in political science research is still one of the important dimensions of political science methodology. Reconstruction of the functional model of the social system seems to be an attractive proposition for policy researchers. Signed by the name of Jeffrey Charles Alexander, the American version of neofunctionalism is one of the responses to the crisis of traditional forms of structural functionalism. The main purpose of the reconstruction of T. Parsons’s theory was its revitalization consisting in restoring the possibility of its application in contemporary social research. The reinterpretation of the classical approach was to a large extent “forced” by harsh criticism of the current approach and focused especially on attempts to overcome the limitations contained therein, which manifested in the impossibility of correlation of functional theorems with newly developing research currents Jeffrey Alexander restored relevance and emphasizes suitability for interpreting and explaining political processes and phenomena. Understanding the concept of functions and functional relations in the political environment allows for effective application in the analysis of contemporary political systems. Therefore, changing the method of functional analysis is a useful methodological tool in developing a political theory.

This article aims to analyze disputes and discussions on the powers of the President of the Republic, which have been happening since the establishment of the Czech Republic in 1993. These occurred when the President tried to interpret the provisions of the Constitution, took actions beyond their framework, or considered that his powers did not impose an obligation to act automatically. The disputes over the President’s powers were, therefore, not the result of theoretical discussions on the constitutional order of the Czech Republic, but were the result of the President’s involvement in the political life of the country, and above all, the decisions that did not correspond to the opinions and actions of the government. Disputes did not have an impact on a permanent change in the constitutional order. For example, there was no reason for an amendment to the Constitution that would extend, restrict, or clarify those powers.

Abstract:
Russia is a state with a multi-ethnic federal structure inherited from the USSR. Implementing an ethnic policy that would unite and integrate its citizens is one of its most important goals. Among Russia’s federal subjects are also national republics pursuing their own ethno-political concepts, either conciliatory or conflictual. Tatarstan and Chechnya are examples of such republics. With the use of the comparative method, the article is an attempt at demonstrating many factors that have an impact on the shaping and implementing of the ethnic policy through such criteria as the status of the republics, the concept of the nation, and ethnocentrism, historical memory, the role of Islam and its politicization, and the language policy. The article also outlines their consequences and possible future scenarios.

The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Editor’s note: The author was the Indian Ambassador to the UN 2013-2015. Calls for “reformed multilateralism”[1] at the UN’s 75th anniversary session in September 2020 stressed the need for equal participation by member-states in UN decision-making. Five years earlier, when adopting Agenda 2030, the United Nations General Assembly (UNGA) acknowledged the inter-linkage between peace, security, and development.[2] With its universal scope, Agenda 2030 on Sustainable Development has become the central focus of the United Nations (UN) for the foreseeable future. Agenda 2030 requires a paradigm shift in the approach of UN member-states to global issues and underscores the imperative for an inclusive human-centric approach through the participation of multiple stakeholders in UN activities. This would enable the UN to pool resources through partnerships to meet the major challenges in all its three “pillars” – political, human rights, and socio-economic development.

Abstract:
The paper explores the application of behavioural data analysis in the credibility assessment of a speaker. It presents how researchers investigate non-verbal communication, expressions of emotions or indicators of arousal to evaluate congruency using audiovisual material. Furthermore, the case study of Polish political activist Kaja Godek’s explanatory statement of an anti-LGBT bill on October 28, 2021, suggests possible ways, in which the automated system FaceReader (and Facial Action Coding System as its theoretical background) may enrich methods of social science. As a result, it offers an example of an innovative approach towards political communication and the credibility of an argument.

Abstract:
The aim of the paper is to examine the status and role of the young generation in the social and political space of Georgia. The paper states that the young generation of Georgians does not enjoy high social status, even though the young can and probably will constitute the future elite of Georgian society. To analyze this research problem, I have used a number of research methods based partly on secondary sources. Three main research methods have been used in the study-desk research method, comparison, and the statistical method based on secondary data that have been extracted from the Caucasus Research Resource Center (CRRC) database. The paper is a snapshot of studies on the theory of notions of “status” and “role”, and it presents the work of Polish scholars. Moreover, the paper opens the door to further research on the young and democracy in Georgia. The studied issue is essential for analyzing the perception of democracy and democratization among the generations in Georgia. The paper is part of a series of articles on the opinion of the young generation of Georgians about democracy and democratization.

Abstract:
Since 1992, bilateral relations between China and South Korea have sustained a state of positive development, although there have naturally been some moments of friction and contradictions. Amid the COVID-19 pandemic in 2020, a number of disputes arose between netizens in China and South Korea over such things as the origin of pickled vegetables (paocai in Chinese, kimchi in Korean) and the Van Fleet award acceptance speech of South Korea’s BTS singing group. Different interpretations of a few thousand years of bilateral interactions—cultural, political, military, historical, and other topics mutually entangling the two—have led to some sharply vitriolic disputes between netizens in the two neighboring countries. Today’s tensions over national identity issues are rooted in how history is understood in the two countries and the enduring salience of cultural symbols of identity tied to history. Nobody could have anticipated that pickled vegetables would, ultimately, become a focus of the 2020 dispute between netizens of China and South Korea. Since over a decade ago when the Gangneung Danoje (端午祭) was granted UNESCO recognition and other developments occurred, all the way up to today’s pickles, it seems that almost all ongoing Sino-South Korean identity disputes are connected to the entangled histories of the two sides. Seen from the history of cultural exchanges from long ago, is traditional medicine, after all, your Chinese medicine or my Korean medicine? Is traditional dress our Han Chinese clothing or your Korean clothing? Is the May 5 festival our Duanwujie (端午節，Dragon Boat Festival) or your Danoje? Are vegetables marinated by pickling, our “paocai” or your “kimchi”? A thousand-year cultural legacy should be a factor to strengthen shared identity and tighten cultural connections in Sino-South Korea relations. However, against the current geopolitical and geo-economical background, shared cultural connections unexpectedly became the focus of contention between the two neighbors. Geopolitically, China and South Korea have been involved in different political camps since World War II. During the decades of Cold War, these two countries unfortunately fell into hot war although they were not each other’s main enemy. Each country describes the war and justifies its actions through its own lens. Was the war, after all, our “War to Resist U.S. Aggression and Aid Korea” or your “Korean War”? Different memories of the war led to widespread, fervent protest from Chinese fans against South Korea’s popular singing group BTS’s acceptance speech in receiving the Van Fleet Award by the Korea Society. Sensitivity toward remarks about the war some 70 years ago has unexpectedly heightened recently. Geo-economically, China and South Korea have been interdependent over the past three decades. China has been the biggest trade partner of South Korea for many years. The Chinese market is bigger than the U.S. and Japanese ones combined for Korean products. The market matters. The Samsung Group and Hyundai Group have had to react to the voices of customers and stop showing an advertisement performed by BTS. Also, when Seoul and Washington decided to deploy THAAD in South Korea, Seoul had to face the negative economic consequences of its deteriorating bilateral relationship with China. Both geopolitical differences and historical memories are now capable of arousing economic retaliation. This chapter analyzes from the angle of how history and the present are linked the current identity conflicts between China and South Korea. It recognizes that using today’s concepts to evaluate history leads clearly to tearing asunder Sino-South Korean mutual historical recognition. At the same time, the influence of values, geopolitics, differences in level of development, and other factors, along with cultural clashes between China and South Korea intersecting with political and security topics mutually arouse and even worsen relations between the two peoples. Security confrontations and ideological divergence have severely worsened public relations between the Chinese and South Koreans. These disputes, such as the Korean War and THAAD, have become important backdrops for the emergence and exacerbation of cultural rifts.

This article investigates the dynamics of individual economic well‐​being in Estonia and Finland over three periods: (1) 1923–1938, when both countries were similarly situated; (2) 1960–1988, during which Estonia was under Soviet control; and (3) 1992–2018, after Estonian independence. Economic well‐​being is calculated using the purchasing power of wages in terms of the affordability of a minimal food basket. The results show that, in 1938, the purchasing power of wages in Estonia was 4 percent lower than in Finland; in 1988, it was 42 percent lower; and, by 2018, the gap had fallen to 17 percent. Consequently, as measured by the purchasing power of wages, well‐​being in Estonia and Finland was similar before the Soviet occupation, widely diverged during Soviet rule, and converged after Estonian independence, with the transition from plan to market.

Abstract:
We identified “Conspiracy Buffs” and “Skeptics” based on two conspiracy theory items included in the 2016 American National Election Survey. We then compared these two groups, and the much larger group we called the “Uncertains”, on a large number of closed and open-ended survey items. The Conspiracy Buffs had lower levels of education than the Skeptics, had less facility with language, and were more likely to state that they had not thought much about whether they were liberal or conservative. They expressed strongly angry feelings about Hillary Clinton, often citing the Benghazi incident and her use of a private email server. The Skeptics were just as angry at Donald Trump as the Buffs were at Hillary Clinton, but they did not use arguments drawn from conspiracy theories. They referred to his widely acknowledged personality traits and personal behaviors. These traits were also mentioned by many Buffs, but more in disappointment than in anger.

People engage in online political debates through Facebook and online political information sharing leads to offline political participation. This study aims to analyse the use and influence of Facebook on the information-sharing practices of Pakistani netizens. A quantitative research design based on an online questionnaire survey was used to collect data from Pakistani netizens who were also active users of Facebook. Data showed that the majority of the respondents positively used Facebook during an election to enhance their political knowledge and participation. They also forwarded political information and influenced their friends to vote for a specific candidate in the election. The Facebook campaign had a positive influence on election results as well as the turnout of the election. Findings also revealed that demographic factors of respondents did not have any effect on their information sharing practices during a general election. Moreover, caution should be exhibited to avoid posting derogatory and appalling comments and fake news. The use of Facebook among educated netizens in the Pakistani General election may fill the gap in the psephology and context of a developing country. Findings may apply to other developing countries with similar contexts.

The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. A growing number of countries have invested significantly in their capabilities to disseminate online propaganda and disinformation worldwide, while simultaneously establishing information dominance at home. Each of the contributions to this issue addresses the central theme of influencing perceptions and behavior. First, Daniel de Wit draws lessons from a historical analysis of the Office of Strategic Services (OSS), America’s intelligence and special operations organization in World War II. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.

This paper aims to examine how specific domestic social, political, and cultural motives affect the formation and implementation of national security agendas. The following assumptions drive the research rationale behind this essay: Security-making processes are considered non-similar among states due to different domestic political processes, cultural discourses, and socialisation patterns. Therefore, national security agents are constantly being guided by various intrastate settings, which construct attitudes that are ultimately reflected in policy formation and implementation through strategic behavioural manifestations. The realisation of national security is thus dependent on each state actor’s existent strategic culture, and given that, such choices cannot be contemplated in a strictly rational way. The methods of literature review and multi-layered analysis are applied throughout this study. In particular, this text’s reasoning is based on contextualisation, identification, categorisation of variables, and correlational implications. In relation to the findings, the theoretical examination of the objects assessed provides adequate clarification on the interaction between the domestic motives, decision-makers’ perspectives, and strategic cultural manifestations. Specifically, it was critically identified that the two last concepts can have a complementary function during security-making processes, hence producing unique outcomes for each state actor. Consequently, this paper wishes to contribute by giving direction for future research and broader methodological implications on the role of intrastate socio-political and cultural motives as sources of strategic culture and determinants of national security-making attitudes; without ignoring other factors that can respectively affect the aforementioned schemes.

Abstract:
The purpose of this article is to identify the policy orientations of Russia in the Balkans. The historical aspects of Russia’s political and cultural ties with the Balkan region and Russia’s policy towards the Balkans during the USSR period will feature. As the Balkans are an important factor in Russia’s geopolitical game to retain influence in Europe, the author analyses Russia’s contemporary policy in the Balkans, its interests and the measures taken to achieve its specific goals. It can be concluded that Russian involvement in some Balkan countries is exhausting the elements of a hybrid war. Two possible models of geopolitical behaviour in relation to Russia can be distinguished. The first is to continue trying to stay as far away from Russia, the second is to build effective mechanisms for socioeconomic cooperation. It can be implied that Russia will not hesitate to repeat the hybrid war scenario from Ukraine in order to maintain its political influence in the region. Only the EU returning to a consistent policy of enlargement involving the Balkan countries and the economic strengthening of the Member States from the Balkan region can weaken Russia’s political influence in the region.

Abstract:
This article investigates the effect of the politicisation of land on the social capital and agricultural livelihoods of beneficiaries of the A1 villagised model of the Fast Track Land Reform Programme (FTLRP). The model allocates individual arable and residential plots to beneficiaries, while they share grazing land, social infrastructure and services. Beneficiaries rely on social capital to access resources for agricultural production. Proponents of the FTLRP have portrayed the model as successful because it creates livelihoods. Missing in these studies is the politicisation of land through reallocation of land within the model to advance individual political interests, and its effect on livelihoods. The resultant strain on social capital negatively affects agricultural production, which depends on it heavily. The article argues that Zimbabwe’s top-down land governance system leaves it open to manipulation by politically connected individuals in the service of their own personal and political interests. It further argues that this weakness in the governance system is due to the fact that the state owns the land, which means that beneficiaries of the programme do not have the power to challenge the decisions of politicians and bureaucrats.

Abstract:
On 23 December 2020, Northern Ireland turned one hundred years old— that is, if its birthday is dated by the ratification of the Government of Ireland Act by King George V. Officially titled “An Act for the better Government of Ireland,” it became known to Irish nationalists and republicans as the partition act.1 The U.K. Parliament passed the act without a single vote in its favor from a member of Parliament elected in Ireland. The proposed British “solution” to Ireland’s right to self-determination was the invention of two Irelands, “Northern Ireland” and “Southern Ireland,” each scheduled to be a devolved government within the Union of Great Britain and Ireland. The proposal was enacted during what we Irish call the “War of Independence.”2

At a lavish ceremony last year commemorating a millennium-old Turk- ish victory over Byzantine forces, President Recep Tayyip Erdogan delivered a warning to his adversaries: heed the lesson of the medieval battle or risk devas- tation for challenging Turkey. Turkey had recently dispatched warships to hunt for hydrocarbons in internationally recognized Greek waters.1 The maneuver thrust the two NATO members into a dangerous confrontation that unnerved both the European Union and the United States.

Abstract:
This paper provides a gender analysis of the 2018-2019 Sudanese Revolution, its goals and outcomes, and the strategies employed by protestors and state security forces. To do so, it sheds a light on how protesters drew on, emphasized, and mobilized along gendered identities. It pays particular attention to the part women played in mobilization efforts in the revolution and historic (dis)continuities of their role in mass mobilization. An analysis of protest spaces brings to light the way gender roles were practiced and negotiated within the movement. Examining the state’s response to the demonstrations, the paper highlights state forces’ gender-specific strategies to intimidate protesters and their practice of sexual violence. Lastly, the analysis turns to the first months of political transition. Women’s important roles in the revolution and their challenging of traditional gender roles have not yet translated into equal political representation in the transition, although some of their human rights demands have been met. The paper concludes by urging the Sudanese interim government to include the grievances and perspectives of women and marginalized groups in the negotiation of the country’s future both at the negotiation table and in the transitional legislative body.

Abstract:
This article focuses on the problematic nexus migration-security, which calls into question classical philosophical-legal and political categories (State, law, territory) dating back to the origins of the modernity. The analysis of Hobbes’ and Grotius’ insights allows to grasp the distance between the modern framework and the post-modern scenarios. The contemporary complex societies are characterized by fundamental socio-legal transitions, in particular as regards the notion of “privacy”, and by the progressive implementation of a new model of law and politics relations that is closely connected to the crucial role played by technology. In the light of this horizon, the migration issue, and its relations with the political phenomenon called “populism”, should be fundamentally understood in a cultural perspective even before its immediate sociological, political and legal projections.

Matt Grossmann analyzes the policy consequences of increasing Republican control of U.S. state governments since the 1990s. He finds that Republican states have enacted some new conservative policies, but many other liberal policy revolutions have continued unabated. He argues that conservative policymaking is difficult because federal policy and electoral incentives incentivize continued government expansion.

Abstract:
It would be easy to read David Heidler and Jeanne Heidler’s study of the improbable rise of Andrew Jackson to the nation’s highest political office and equate it with the even more improbable rise of the current occupant of the Oval Office. Indeed, the text is littered with quotations that make it nearly impossible not to draw parallels to contemporary politics. As early as 1822, for example, the influential editor of the Richmond Enquirer, Thomas Ritchie, admitted that a Jackson presidency had not been taken “by anyone, seriously,” until the Tennessee legislature nominated Jackson (p. 131). Such a myopic reading would be a mistake, though, for the Heidlers have written a book that transcends our current political situation and speaks more directly to the power of communicating myths about political candidates by a committed group of supporters whose machinations can propel their favorites to the highest levels of success in American electoral politics.

Abstract:
As the 2020 presidential campaign heats up, the issue of billionaires ascendant within American politics will once again take center stage. The country could see another billionaire candidate challenge the incumbent billionaire president, whose many informal advisers and cabinet members run in similar circles. Several ultrarich elites will inevitably break new records with their individual campaign contributions. A voter could be forgiven for thinking that billionaires have publicly co-opted the political system. In a much-needed new book Billionaires and Stealth Politics, Benjamin I. Page, Jason Seawright, and Matthew J. Lacombe argue that these public actions are just the tip of the iceberg. For all the money billionaires invest in campaigns, parties, and issues, only rarely do they say anything in public to explain their preferences or reasons for pursuing specific aims. Billionaires engage in what the authors term stealth politics: they are extremely active in politics but remain intentionally quiet about the extent of their activities and influence. That silence is even more deafening with regard to issues where billionaires diverge from their less affluent fellow citizens, such as tax rates and redistributive policies.

Türkiye, 2017 yılında, 1876 yılından beri uygulamada olan Parlamenter hükümet sistemine son vererek, Başkanlık sistemine geçti. Uzun süreden beri yaşanan politik, ekonomik ve toplumsal sorunlar, Başkanlık sistemine geçişin gerekçesi olarak sunuldu. Parlamenter sistemden Başkanlık sistemine geçiş sürecinde, yeterli olmasa da, konu tartışıldı. Birçok konuda olduğu gibi bu konuda da baskın iki görüş ortaya çıktı. Başkanlık sisteminden yana olanlar, genellikle Türkiye’de yürürlükteki Parlamenter sistemin sonuçları üzerinden konuya yaklaştılar. Parlamenter sistemden yana olanlar ise Başkanlık sisteminin özellikle Latin Amerika’daki uygulamaları üzerinden konuyu ele aldılar. Artık Türkiye, Başkanlık sistemine geçtiğine göre yapılması gereken, Başkanlık sisteminin zayıf noktalarına ve yürürlükteki Cumhurbaşkanlığının eksiklerine odaklanmaktır. Böylece yürürlükteki sistem, daha güçlü hale gelebilir ve sistemden kaynaklanan sorunlar bir nebze olsun giderilebilir. Bu bağlamada çalışmada, hükümet sistemlerinin doğuşu, aralarındaki farklar, yaygınlıkları ele alındıktan sonra Başkanlık sisteminin zayıf noktaları ortaya konularak yürürlükteki Cumhurbaşkanlığı sisteminin eksiklikleri üzerinde durulmuştur. Buna göre, daha önceki Hükümet sistemi gibi, yeni Hükümet sisteminin de zayıf halkası yasama organıdır. Bu bağlamda Türkiye, yasama organını güçlendirilerek, muhtemel sorunların üstesinden gelebilir.

Özet Bu çalışmada “kirli eller” kavramı siyaset felsefesinin en çok tartışılan konularından biri olan siyaset-ahlak ilişkisi çerçevesinde ele alınacaktır. Bu amaçla öncelikle deontolojik ve teleolojik ahlak anlayışlarına değinilecek daha sonra kirli eller kavramı örnekler üzerinden analiz edilecektir. Weber’in sorumluluk ahlakı dediği şeyin kirli eller kavramına benzerliği gösterilecek; kirli ellerin siyaset ahlak geriliminde bir orta yol olduğu Walzer’ın görüşleri bağlamında temellendirilecektir. Sonuç olarak Kavramın siyaset ve ahlak arasındaki gerilimi azaltan bir yönünün olduğu; ne deontolojik ne de teleolojik bakış açısı içinde değerlendirilemeyeceği gösterilecektir.

Abstract:
This article investigates the impact of interpreters on the US foreign policy that is defined with a tradition of anti- diplomacy in the Trump era. The literature in both International Relations and Translation Studies often overlooks the impact of interpreters on diplomacy and fails to consider interpreter as an actor per se. In this context, the study will investigate the initiatives undertaken by interpreters in order to fill the emerging gap in the diplomatic sphere in terms of diplomatic language, customs and actors in the Trump era. Accordingly, the article first comparatively examines the role of interpreters and diplomats and then, discusses the key roles of interpreters in diplomacy under two main categories: “communication filter” involving time-gaining strategy, moderation and gatekeeping and “conciliation” that includes the roles of scape goat, crisis prevention and mediation. Overall, this study demonstrates that interpreters have a greater space of manoeuvre than is generally assumed in terms of influencing diplomatic processes. By establishing the missing link between International Relations and Translation Studies, this study aims to become a pioneering work that contributes to the debate about whether interpreters can be considered as an important diplomatic actor.
