Abstract:: The term “Indo-Pacific” became increasingly significant and was accepted by several countries, including Indonesia. The government welcomed the term as part of its foreign policy projection, which developed its unique perspective or interpretation, including inclusivity, a rule based on international law, and ASEAN’s centrality and cooperation for regional growth. This study would answer the question of how the concept of Indo-Pacific will be interpreted within Indonesia's unique context compared to other countries. Thus, this research aimed to describe several key factors in constructing the Indonesian perspective on the Indo-Pacific concept, particularly under President Jokowi’s leadership. This research applied qualitative with library methods from the primary and secondary data sources. This paper argued six factors that constructed Indonesia’s perspective on Indo-Pacific: maritime historical legacy; the “Bebas-Aktif” principle; ASEAN values; geographical position; and democratic values. The research concluded that Indonesia is one of the major countries that consistently championed the term “Indo-Pacific” within the regional and international spheres, with a “moderate” status in terms of its foreign policy implementation, which is mainly characterized by inclusivity and cooperation in the economy by constructively engaging all countries.

Abstract:: The purpose of the article is to study the social identity of the Ukrainian soldier under the legal regime of martial law. The social identity of a Ukrainian soldier under martial law determines his characteristics, perception of his role in society, sense of responsibility to it, and willingness to perform courageous actions in the interests of the country. This essential factor helps to raise the morale and motivation of a soldier in a military conflict. The concept of a soldier's social identity is used on the basis of the analysed literature and the survey conducted among military personnel. The authors propose and substantiate the thesis that the social identity of a Ukrainian soldier under martial law can be characterised by a sense of commitment to his nation and his essential role in the defence of the country.

Abstract:: On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

4. Enemy at the Gates: A Strategic Cultural Analysis of Russian Approaches to Conflict in the Information Domain

Abstract:: When studying the strategic behavior of a foreign adversary, the act of mirror imaging one’s own conceptual frames often risks producing inaccurate assessments. To avoid such outcomes, some scholars promote the study of strategic culture as a framework for generating more empathetic analyses of foreign state decision-making. This article maintains that strategic cultural approaches are particularly useful for conceptualizing contemporary Russian understandings of confrontation in the information domain. To this end, it is argued that while contemporary Russian thinkers view information as a crucial asset in their country’s ongoing “struggle” with the West, Moscow’s use of informational nonmilitary means remains ultimately a critical, albeit subordinate element of a broader multidomain coercive strategy.

5. The Human Weapon System in Gray Zone Competition

Abstract:: Russia’s experience in Ukraine highlights the importance of the human weapon system in next generation warfare. They show that despite technological superiority and investment in sophisticated weapons and equipment, such as hypersonic missiles, people are the core of a successful military strategy. While Russia’s invasion of Ukraine has resulted in kinetic and largely conventional warfare, the human weapon system is essential across the range of military operations, particularly in gray zone operations. There may be no place where the human weapon system is more important; strategic and meaningful management of the human weapon system for use in countering gray zone activities may prevent escalation into kinetic operations.

6. Intermediate Force Capabilities: Countering Adversaries across the Competition Continuum

Abstract:: This article outlines the relevance of intermediate force capabilities as a key enabler for North Atlantic Treaty Organization (NATO) operations in the gray zone.1 NATO adversaries, well aware of the NATO thresholds for employment of lethal force, intentionally operate in a way that limits the alliance’s options in crisis and conflict situations. At present, these options are often restricted to two extremes of mere presence or the use of lethal force. Summarizing almost two decades of NATO research into nonlethal/intermediate force capabilities, the article examines the applicability of these capabilities across the competition continuum. Finally, the article makes two key observations. First, it identifies future modeling and simulation requirements to represent employment of intermediate force capabilities, and second, it identifies possible promising research and development of subdomains in directed energy nonlethal weapons.

7. Colonel John Boyd's Thoughts on Disruption A Useful Effects Spiral from Uncertainty to Chaos

Abstract:: A close examination of John R. Boyd’s concept of disruption as recorded in his 1987 presentation, “An Organic Design for Command and Control.” This article draws attention to a series of disruptive actions Boyd lists, including uncertainty, doubt, mistrust, confusion, disorder, fear, panic, and chaos, noting that the list begins with the mildest effect but that it progresses regularly toward collapse and chaos. The author argues that Boyd was specific in listing these effects in order and notes that this cycle could be developed into a useful effects spiral, which, once understood, can be catalyzed to enhance enemy disruption in a Joint all-domain operations (JADO) environment. In the postscript, this article argues that officers seeking to operate in a multi- or all-domain environment can benefit from a broad educational base to unlock creativity in approaching wicked problem sets. This creativity, when coupled with concepts like the effects spiral, can enhance traditional maneuver and combat, triggering an opponent’s collapse without the need for annihilation.

8. The attack-reconnaissance squadron as a new formula and a new quality of the attack helicopter squadron of the Polish Armed Forces

Abstract:: This paper takes a comprehensive look at the current state of army aviation attack helicopter squadrons of the Polish Armed Forces. The aim of the article is to present a concept for the functioning of the attack reconnaissance squadrons of the Polish Armed Forces, which takes into account the identified requirements of the Land Forces of the Polish Armed Forces in relation to army aviation on the battlefield and the current limitations in the functioning of the attack helicopter squadrons of the Polish Armed Forces. To meet this aim, qualitative research included interviewing, observation and the collection and qualitative analysis of texts and documents. The study revealed that it is necessary to organise attack-reconnaissance squadrons with a modular organisational structure including: a headquarters, a command company, three attack-reconnaissance companies, an aviation maintenance company and a supply company, capable of conducting autonomous operations in independent directions (areas). The squadrons should be equipped with new attack-reconnaissance helicopters and unmanned aerial vehicles as well as equipment for their technical and logistical support that will be part of their individual subunits. The results of the research are the basis for further, in-depth research on the issue of improving the functioning of attack helicopter squadrons, so that they are fully capable of supporting the land forces of the Polish Armed Forces in large scale combat operations.

Abstract:: La estrategia y la doctrina militar de la OTAN se han convertido en una de las referencias principales para el pensamiento estratégico occidental y también para el desarrollo de la estrategia y doctrina militar en España. La estrategia de la Alianza partióde un escenario muy específico en la Guerra Fría para ampliarse después de ella hacia un papel de estabilización fuera de Europa, y retornar paradójicamente al punto de partida debido al renacimiento de la amenaza rusa. En ese camino se desarrollaron conceptos clave sobre el empleo del poder militar convencional, de las armas nucleares y de las nuevas formas de conflicto asimétrico o híbrido. Pese a que España ingresó en la OTAN tarde y de una manera muy peculiar, la estrategia y la doctrina OTAN resultaron esenciales para modernizar tanto las fuerzas armadas como el propio pensamiento estratégico denuestro país.

12. China’s 2022 Defense Budget: Behind the Numbers

Abstract:: At the fifth session of the 13th National People’s Congress in early March, the Chinese government announced a defense budget of 1.45 trillion yuan (about $229 billion) for fiscal year 2022, which is a 7.1 percent year-on-year increase from 2021 (Xinhua, March 5). After years of double digit increases in the 2000s and early 2010s, this is the seventh consecutive year that China’s defense spending has grown by single digits. Nevertheless, China has moved up in the global defense spending rankings, and is now second only to the United States in expenditures. In the Indo-Pacific region, China’s military spending increasingly dwarfs that of its neighbors. For example, China now spends more on its military than Japan, South Korea, the Philippines, and India combined (Stockholm International Peace Research Institute [SIPRI], April 2021). For instance, at $229 billion, China’s military spending is three times that of India’s $70 billion figure for 2022 (The Economic Times, March 5). An increase in Beijing’s defense budget raises red flags for China’s neighbors and the U.S. given the growing tensions over Taiwan, the South China Sea, the East China Sea, and the Sino-Indian border dispute in the Himalayas. However, in Chinese eyes, as Beijing-based military expert Wei Dongxu argues, the budget is “proper and reasonable” (Global Times, March 5).

13. Gay in the PLA: Chinese Military Views on Homosexuals Serving in the Armed Forces

Abstract:: Chinese President Xi Jinping has identified the recruitment and retention of top-notch human capital as key to the People’s Liberation Army’s (PLA) transformation into a “world-class military” by mid-century. In late January 2022, under Xi’s guidance as chairman, China’s Central Military Commission (CMC) issued its “Decision on Strengthening Military Talent Work in the New Era” (关于加强新时代军队人才工作的决定, Guanyu jiaqiang xin shidai jundui rencai gongzuo jueding), which calls human talent “a key element driving the Chinese military’s high-quality development and for winning the initiative in military competition and future warfare.” The decision calls on the PLA to develop high quality, professional talent in key areas—joint operations command, new-type combat forces, science and technology innovation, and strategic management—and for these individuals to provide “firm support” for achieving the Chinese Communist Party’s (CCP) military-strengthening goal and building the PLA into a world-class military (Xinhua, January 26). The CMC’s decision echoes similar past statements by Chinese leaders who have emphasized the need for the “right” kind of people to lead and support China’s armed forces (US Army War College, July 23, 2021). A common thread is the requirement for PLA personnel to fill increasingly specialized billets as the force receives and operates new, high-tech information systems, weapons, and equipment (China Brief, January 14). Apart from pronouncements of desired education and experience levels for incoming servicemembers, the PLA also publicizes certain exclusion criteria. The PLA’s official conscription and recruitment website, for example, specifies several physical requirements including minimum height and passable body mass index (Zhongguo Zhengbing Wang, January 14, 2021). However, evidence indicates other potential exclusion criteria for Chinese service members that are less clearly stated. This article offers a preliminary analysis of PLA views on homosexuals—in most cases, gay men specifically—serving in China’s armed forces. [1] The analysis draws upon 12 academic papers published by PLA-affiliated authors between 2009 and 2019 whose research focused on issues related to homosexuality and/or homosexuals serving in China’s armed forces. Ten of the 12 studies involved test subjects. This topic was difficult to explore due to the paucity of primary source material (PLA authorities may deem content on sexual minorities sensitive and unfit for public consumption). Yet it remains an important issue, as it has implications for the talent pool the PLA can draw from and for homosexual servicemembers’ ability to survive, thrive, and contribute to China’s objective of developing a world-class military force.

14. Bureaucratic policy and defense cooperation among the Baltic states

Abstract:: The objectives of this paper are to (1) comparatively analyse defence strategies of the Baltic countries against the theory of institutionalism, focusing on factors that affect policy maintenance or change within defence cooperation and (2) assess the current state of defence cooperation in the Baltic countries. The study gives a theoretical overview, relating the theory of new institutionalism to the subject of debate over bureaucratic institutions, which also plays a role in the regional security politics of the Baltic countries. An empirical study compares the defence strategies of Latvia, Estonia and Lithuania. While few studies have investigated this subject before, that the conclusion reached by this investigation is that administrative bodies in the defence sector of the Baltic countries are affected by politically driven processes pertaining to the foreign affairs domain, which play a key role in matters related to cooperation and synchronisation of the defence and security of the Baltic States. The findings suggest that a more focused analysis of the role of institutions and bureaucratic policy in the policy making of the three Baltic countries needs to take place. The study concludes that (1) the current state of defence cooperation in the Baltic countries can be called “developing”; (2) the operation of defence establishments can be called “path dependent”, which is mainly influenced by “external” factors or pressures.

15. The performance of the Portuguese Armed Forces and the relevance of military capabilities in 21st century: The different perspectives of citizens and militaries

Abstract:: A high performance level in a public organisation is fundamental. The Portuguese Armed Forces can influence the environment, both external and internal, and should therefore have a high performance level and adequate development of military capabilities. For that, it is fundamental to understand the importance of military capabilities for combatting the threats of the 21st century. This paper aims to analyse the influence of military capabilities for combating the current threats and risks in fulfilling the various operations, and for optimising the performance of the Portuguese Armed Forces. A quantitative analysis was carried out from citizen and military convenience samples through correlations between variables, as well as measures of central tendency like mean and standard deviation. The results show that the development of military capabilities has a positive effect on the performance of the Portuguese Armed Forces, combatting conventional threats and risks, as well as threats to civil protection. This capabilities performance is related with the execution of military operations (external and internal). Therefore, a proper development of military capabilities (output) with a special focus on human resources and privilege and the efficiency and quality of the missions (outcomes) are essential to combat the threats of the 21st century.

Abstract:: The XXI is considered by major countries in the Asia-Pacific region as ‘the century of sea and ocean’ and is accompanied by fierce competition among the nations to gain interest in the sea regions. On the basis that previously only considered the competition for military objectives, geostrategic bases and traffic channels through the straits, nowadays, countries worldwide have stepped up the competition for economic interests and marine resources. The development of military power and the competitive activities for resources at sea show clear the tendency to use the sea to contain the continent. In that context, the Indian Ocean, as the world’s third largest ocean, has an important geographic location and rich and diverse natural resources; the arterial sea route is gradually becoming the center of new world geopolitics and an important area in the strategic competition between two ‘Asian giants’ - India and China. The competition between these countries in the Indian Ocean is growing and profoundly impacts the region’s stability and security. This article focuses on the position and important role of the Indian Ocean in the policies of India and China, the fierce competition between the two countries in nearly two decades of the XXI century.

17. Hedging as a Survival Strategy for Small States: The Case of Kuwait

Abstract:: Strategic hedging has not been studied adequately in Middle Eastern countries. This study is an attempt to include hedging into the analysis of a small state’s foreign policy choices. It contends that the hedging strategy can be applied to small states because of its confrontation at three levels: international, regional and sub-regional. It is argued that Kuwait has pursued a hedging policy by taking possible shifts in the global and regional power distribution and the lasting regional security dilemma into consideration. By strengthening military cooperation with China and Turkey, Kuwait has aimed to hedge the risks that could arise from the rise of China and Turkey in the Gulf, the US’ retrenchment from the Middle East, and Saudi Arabia’s aggressiveness. The main purpose of this strategy is analysed as a move to empower the regional alliance with Turkey, ensuring Kuwait’s security and warding off potential risks from the changing dynamics of the Middle East.

Abstract:: The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. A growing number of countries have invested significantly in their capabilities to disseminate online propaganda and disinformation worldwide, while simultaneously establishing information dominance at home. Each of the contributions to this issue addresses the central theme of influencing perceptions and behavior. First, Daniel de Wit draws lessons from a historical analysis of the Office of Strategic Services (OSS), America’s intelligence and special operations organization in World War II. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.

19. High power microwave for knocking out programmable suicide drones

Abstract:: The primary research objective is to reduce the dangers of rogue drones in our lives and the consequences of extremist groups, drug dealers, and organised criminals using them. The growing number of incidents involving modified drones proves the weakness of existing technology in stopping and neutralising errant drones such as the hand-held gun jammer, trained eagle, R.F. jammer, and others. This technology is not very likely to able to knock out a rogue drone and is incapable of stopping programmable drones. This article aims to examine the directed energy of HPM (high power microwaves) in using the electromagnetic field strength energy to damage the drone’s structure or burn its PCB board electronics. It goes on to analyse electronic attack using microwave power with high frequency to immediately switch off drones. The effectiveness of high microwave power for disrupting drones at different distances and in different weather conditions is evaluated. A study of the conical horn antenna of the magnetron coupling system, which has an operating frequency of 2.45 GHz, is also included.

20. Defence diplomatic relations between Poland and China and how they can be improved

Abstract:: The main purpose of the article is to examine diplomatic relations between China (official name: the People’s Republic of China) and Poland with a special focus on defence. It also gives an overall assessment of the relations between the armed forces of the two countries and evaluates what has been achieved so far and possible involvements that the countries (especially Poland) should take. A comparative analysis and a historical approach were used whilst investigating the facts. Qualitative research, including participant observation, archival resources, analysis and selection of studies, reports and expertise were the methods employed for collecting research material. Comparative studies were used to analyse other countries’ relations with China to help come to a conclusion. Based on the research, the author recommends an intensification of defence diplomacy between Poland and China which would bring a number of defence and economic benefit to both Warsaw and Beijing. The latest changes in the global balance of power, especially economic, political and military, should be taken into account in the process of developing and implementing a comprehensive and long-term strategic programme in the field of defence diplomacy between Poland and China.

21. Ottoman Campaigns in the First World War

Abstract:: Unlike the British or the Americans, the Turks do not officially designate or name military campaigns in their official histories. This article presents the author’s appraisal of which operations might be considered as the Ottoman army’s campaigns in the First World War. The Ottomans fought a large number of operations and battles in the war but an analysis of these in terms of defining them at the operational level is absent from the extant historiography. The article also presents an appraisal of the various offensive and defensive campaigns that the Ottoman army conducted in the First World War as well as identifying a new vocabulary that distinguishes the army’s deliberate campaigns from its campaigns of opportunity and expediency.

22. The Canadian Armed Forces Primary Reserves and Aid to the Civil Power

Abstract:: Over the past twenty years, domestic military operations in Canada have seen a dramatic increase in the employment of the Primary Reserve (PRes) alongside the Regular Force. This raises an important question regarding how, in an evolving environment, the PRes can be successfully employed in future aid to the civil power roles? This paper argues that the current organization and terms of service for the PRes are not properly structured and mandated to support any large-scale and sustained aid to the civil power operation - and that this forces Canadians to accept risk when it comes to domestic national security. Theoretically, Canadians have relied for decades on what Sokolsky and Leuprecht have defined as an easy rider approach; where the government contributes just enough resources to ensure that the Canadian public respects and values the military effort. As demands increase, future domestic operations may now have to adapt to a new approach where the criteria for success becomes crisis resolution rather than crisis contribution. By examining the current roles and framework under which the PRes operates, the legal obligations that are currently in force, and the proposal that the PRes assume primary responsibility for domestic response operations, this paper concludes that assigning new roles and responsibilities to the PRes without additional legal obligations will not set the conditions for success should a large scale or lengthy call out be required.

23. Russian Strategic Culture after the Cold War: The Primacy of Conventional Force

Abstract:: This article examines the Russian strategic culture after the Cold War. That is, what perspective on the use of military force is guiding the Russian strategic community? It compares Russian conflict behavior in the 1999 Second Chechen War, the 2008 Russo-Georgian War, and the 2014 Russian Invasion of Crimea to find systematic components of Russian strategic culture. Consequently, this analysis systematically describes the development of Russian conflict behavior after the Cold War and elucidate the underlying and persistent Russian strategic culture. The analysis points to a continuing emphasis on conventional forces. Moreover, the employment of conventional force is enabled by peacetime preparations, and then deception and secrecy in the initial period of the conflict.

24. Leveraging Submarine Cables for Political Gain: U.S. Responses to Chinese Strategy

Abstract:: Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

25. Professionalization, Local Military Context, and Reconstruction of the Army in Afghanistan

Abstract:: Security sector reconstruction is a long-debated topic in the peacekeeping and state-building literature. The primary goal of any reconstruction program in conflict-ridden countries is to build up security institutions, which are prerequisites for sustainable development and democratization. This study aims to examine how security sector institutions, specifically the army, have been reconstructed by intervening actors in post-conflict countries like Afghanistan. It argues that army reconstruction programs that are developed without any elaboration of the peculiar conditions of the related post-conflict countries, are unlikely to be successful. As such, initiatives aimed at security sector reconstruction need to take account of the idiosyncratic characteristics of the conflict affected country and its institutions, and the program should be devised conforming to the case-specific circumstances. This research aims to identify reliable evidence to support this argument by analyzing data collected from both primary and secondary resources. It also aims to contribute methodologically by building upon the first-hand impressions of practitioners from various countries over their reconstruction activities.

Abstract:: Egypt’s defense industry is the oldest and largest in the Arab world. However, most of its military factories have converted into manufacturing consumer goods to the civilian market for profit. Meanwhile, they continue to produce traditional weapon systems that mostly do not respond to urgent needs to combat terrorism in asymmetric warfare. In addition, Egypt is largely dependent on U.S. firms for procurement and co-production. After a political crisis in 2013, the Ministry of Military Production (MoMP) has attempted to revive defense production through new co-production initiatives with international arms firms. The country also attempts to reduce its dependence on the U.S. by seeking procurement from other states such as France, Russia, and Germany. Such efforts remain noticeably limited, because the Egyptian military still focuses on its civilian business enterprises.

Abstract:: In the context of hybrid warfare, an urgent question arises as to the adequacy of responding to its challenges. Ukraine, the EU countries and NATO are facing new threats, which require democracies to make changes in military and political activities, to find new forms and methods of ensuring national security. Hybrid warfare as a form of undeclared war is conducted with the integrated use of military and non-military instruments (economic, political, informational and psychological, etc.), which fundamentally changes the nature of military struggle. Thus, the change in the nature of the current armed conflict and the hybrid aggression of the Russian Federation against Ukraine have created an impetus to accelerate transformations and structural changes in the security and defence sector of Ukraine. One of the priority areas of defence reform is the modernization of the management system of the security and defence sector in order to bring it in line with modern military conflicts, achieve interoperability of Ukraine’s defence forces, systematic transition to NATO standards (STANAG) in the organization, armament and training of troops (forces), as well as in the system of operational decision-making.Russia’s aggression against Ukraine has launched a process of destroying the system of European and transatlantic security. The Kremlin’s hybrid actions against Ukraine and other regional states are undermining stability in the area from the Baltic to the Black Sea, creating a serious challenge to peace and security in the region. Ukraine can become a powerful ally with significant military capabilities and invaluable practical experience, including in the field of combating hybrid threats, with successful reforms for NATO membership and a relevant consensus in NATO.

Abstract:: It has been three months since the Taliban entered Kabul and retook control of Afghanistan. According to the head of the U.N. World Food Programme, “23 million people [are now] marching toward starvation. 95% of Afghans don’t have enough food. The economy is collapsing. Winter is coming. This is going to be hell on earth.” In this month’s feature article, Andrew Watkins assesses the Taliban’s efforts to rule Afghanistan so far. He writes that “The Taliban have busied themselves consolidating control, reacting swiftly and harshly to perceived threats. They have not clearly defined the scope or structure of their state, nor have they shared long-term plans for their rank-and-file, many of which continue to operate as they did before August 15, 2021. Taliban leaders have demonstrated the continued primacy of maintaining internal cohesion, a longstanding trait that will likely stunt the group’s response to Afghanistan’s impending economic and humanitarian crises.” Watkins writes that from their perspective, “accepting aid that might sustain their state would prove worthless if doing so fueled a fissure within their own organization. The Taliban would become the very thing their origin story professes they rose up to eradicate and replace: a fractious constellation of militant bands. To put it another way, if Afghanistan’s compounding crises pose the Taliban with the prospect of either failing to provide for the desperate needs of the Afghan people or their own potential fragmentation, the Taliban will put their own organization first.” This month’s interview is with General Richard D. Clarke, commander of U.S. Special Operations Command. In a commentary, Jerome Bjelopera argues that “given that the U.S. national security establishment has taken up great power competition (GPC) as its primary concern recently, and terrorism has slipped from the top position, it is time for the security policy community to place terrorism within a new conceptual framework, one that combines terrorists, violent criminals, drug traffickers, insurgents, and others under the heading of violent non-state actors (VNSA).” Interviews that Matthew Bamber conducted with 43 former Islamic State civilian employees shed light on two distinct categories: those who became full members of the group and those who did not. He writes that “there are significant differences in how these two categories were treated by the Islamic State, the positions they were able to fill, the financial benefits they received, and the processes through which they joined and left Islamic State employment ... Understanding the nuances is important in assessing the culpability of the Islamic State’s civilian workers and the danger they may pose in the future.”

Abstract:: In this month’s feature article, Michael Knights, Crispin Smith, and Hamdi Malik examine the increased discordance within the Iran Threat Network militias in Iraq (muqawama) based on their detailed tracking of recent dynamics for the “Militia Spotlight” platform at the Washington Institute for Near East Policy. They find that “while the IRGC-QF (Islamic Revolutionary Guard Corps-Quds Force) still runs Iran’s covert operations inside Iraq, they face growing difficulties in controlling local militant cells. Hardline anti-U.S. militias struggle with the contending needs to de-escalate U.S.-Iran tensions, meet the demands of their base for anti-U.S. operations, and simultaneously evolve non-kinetic political and social wings.” The authors assess that, having under-performed in the recent elections, the muqawama will likely prioritize a bottom-up approach to building up their political base. And they warn that “any shift from Iran’s de-escalatory position, perhaps linked to a failure of U.S.-Iran nuclear talks—or a more significant loss of Iranian influence over muqawama factions—could trigger a sustained escalation of muqawama operations against the U.S.-led coalition in 2022 and beyond.” In this month’s interview, former U.S. National Security Advisor Lieutenant General (Ret) H.R. McMaster provides his perspective on what led to the Taliban takeover in Afghanistan. In a commentary, Don Rassler argues that the United States needs to better leverage its vast terrorism data holdings by creating a new terrorism and counterterrorism data action plan that exploits the power of data-science and artificial intelligence driven approaches. That plan, he writes, should include five key precepts: 1) reinvest in and advance core terrorism data, 2) strategically leverage captured material, 3) better develop and utilize counterterrorism data, 4) practice data alchemy, and 5) automate basic and other analytical tasks, and augment data. Jonathan Schroden looks at lessons learned from the 2021 collapse of the Afghan National Defense and Security Forces’ (ANDSF). He writes that six themes that emerge are: “the ANDSF collapse was months—if not years—in the making; the United States did not give the ANDSF everything they needed to be independently successful; the ANDSF did put up a fierce fight in many areas; the ANDSF were poorly served by Afghan political leaders; the ANDSF were poorly served by their own commanders; and the Taliban strategy overwhelmed and demoralized the ANDSF. From these themes, there are three key lessons: the ANDSF’s failure had many fathers; the U.S. model of security assistance requires reform; and greater emphasis on non-material factors (e.g., morale) is needed in future security force assessments.”

Abstract:: “A series of extreme far-right cases among members of Germany’s military and police highlight the threat of the enemy within: radicalized extremists within security services, with access to weapons, training, and confidential information,” Florian Flade writes in this month’s feature article. According to Flade, “The specter of armed underground cells being trained by former or current members of the security services has been a wake-up call for authorities. New measures have already been implemented within Germany’s domestic and military intelligence agencies to more effectively root out enemies of the state wearing uniforms. Nevertheless, the threat will most likely persist in the coming years.” He adds that “with the United States and other countries also grappling with this problem set, it is vital to share lessons learned and best practices at the international level.” This month’s interview is with Idriss Mounir Lallali, the Deputy Director and Acting (Interim) Director of the African Centre for the Study and Research on Terrorism (ACSRT), a structure of the African Union Commission (the secretariat of the African Union). Alex Newhouse examines “the multi-node structure” of a global network of violent neo-fascist accelerationists seeking system collapse. He writes that “evidence from Atomwaffen’s development and collapse reveals that it was not the apex of a hierarchy of groups, but rather one node in a larger network of violent accelerationists. This network is built on membership fluidity, frequent communications, and a shared goal of social destruction. This framework is vital to understanding how and why action against individual groups is not sufficient, and why the threat from Atomwaffen has not faded in spite of its reported ‘collapse.’ The lesson to be drawn from the history of the Atomwaffen Division is that the current threat of neo-fascist accelerationism exists more in the evolution of the network as a whole, rather than in any one individual group.” Peter Kirechu examines “Iran’s Currency Laundromats in the Emirates.” He writes that “Since 2014, the United States has sanctioned dozens of Iranian nationals and commercial entities for the illicit acquisition of U.S. and other foreign currencies. A close review of these designations reveals the organized character of Iran’s illicit currency laundering operations and the role of the Islamic Revolutionary Guard Corps (IRGC) in their orchestration. It also shows that Iran relies on a diverse network of illicit commercial entrepreneurs to covertly access foreign currencies abroad. These actors operate under the cover of legitimate commerce and exploit the vulnerabilities of regional economic centers—such as the United Arab Emirates—to provide covert financial resources to the Revolutionary Guards.”

Abstract:: Ten years ago, the United States launched Operation Neptune Spear, the May 2011 raid on Usama bin Ladin’s compound in Abbottabad, Pakistan, which resulted in the death of al-Qa`ida’s founder. In this issue, CTC Sentinel speaks with Admiral (Retired) William McRaven and Nicholas Rasmussen to compare vantage points of the operation from a military and policy perspective. A decade after the raid, the operation continues to offer practitioners, policymakers, and researchers valuable lessons for the future. While some of their reflections pertain to counterterrorism policies and practices, others speak to the importance of leadership at times of uncertainty, discipline, interagency collaboration, and most of all, commitment to a shared mission. According to Rasmussen what makes it “such a compelling story at the 10-year mark is that it has such an important operational story to tell, but also … it’s a remarkable window into presidential decision-making under extraordinary conditions of uncertainty and risk.” McRaven stresses the mission was about justice for the victims of 9/11 and other al-Qa`ida attacks: “We were honored to have the opportunity to go on the mission, but make no mistake about it, this was about 500,000 plus soldiers, sailors, airmen, Marines that took this fight to al-Qa`ida.” In this month’s feature article, Brian Hughes and Cynthia Miller-Idriss assess that the storming of the U.S. Capitol on January 6, 2021, provided a boost to far-right extremists who seek total political and social collapse, an objective sometimes referred to as “accelerationism.” They write that “although many disagreements and personality clashes continue to emerge within and among groups since the storming of the Capitol, there are increasing indications that the typically fractious world of the extreme far-right is becoming more unified toward an objective of overthrowing the country’s prevailing political and social order.” Tim Lister examines the jihadi threat landscape in Mozambique in the wake of an attack by Islamic State-aligned militants on the town of Palma in March 2021. He writes: “for four days, they were rampant, killing at least dozens of local people and destroying much of the town’s infrastructure, including banks, a police station, and food aid warehouses. The attack reverberated around the world because Palma was home to hundreds of foreign workers, most of them contractors for the Total liquefied natural gas (LNG) project on the nearby Afungi Peninsula.” Abdul Sayed and Tore Hamming warn that “after reabsorbing a number of splinter groups, and addressing internal tensions,” the Pakistani Taliban (TTP) has “intensified its campaign of terrorism in Pakistan and is again growing in strength.” Aaron Edwards argues a new approach toward security in Northern Ireland is necessary in the wake of the April 2021 loyalist violence.

Abstract:: President Biden soon has to decide whether to withdraw the remaining 2,500 U.S. troops from Afghanistan to meet a May 1 deadline agreed to by the previous administration. With time ticking down, the Biden administration has launched a major diplomatic push to broker a peace settlement for Afghanistan. As noted by Thomas Ruttig in this month’s feature article, “Whether and how much the Taliban have changed since their repressive rule over Afghanistan before the fall of 2001 is key to whether a potential peace settlement can create a social and political landscape in Afghanistan that is acceptable to the people of Afghanistan, as well as the United States and NATO allies.” Ruttig assesses that “While the Taliban have softened their rhetoric on some issues (for example, on women’s rights and education) and there is evidence of real policy change in certain areas (for example, on the use of media, in the education sector, a greater acceptance of NGOs, and an acceptance that a future political system will need to accommodate at least some of their political rivals), their policy adjustments appear to have been largely driven by political imperatives rather than any fundamental changes in ideology.” He assesses that “Whether some changes in approach will be perpetuated will depend on the ability of Afghan communities and political groups to maintain pressure on the Taliban. This, in turn, depends on continued international attention toward Afghanistan.” Brian Michael Jenkins, in a feature commentary, examines several possible courses of action the Biden administration could take if the U.S. efforts to broker a peace settlement in Afghanistan do not result in a major breakthrough in the coming weeks. He writes: “What makes a decision on which path to follow so difficult is that each option carries a high risk of resulting in bad outcomes.” He notes that “Decisive action always looks good, but a turbulent world also means calculating risks, avoiding unintended consequences, and hedging bets.” This month’s interview is with Mary McCord, the executive director of the Institute for Constitutional Advocacy and Protection at the Georgetown University Law Center, whose previous service in government included working as Acting Assistant Attorney General for National Security at the U.S. Department of Justice from 2016 to 2017. She offers insights on the heightened threat of far-right extremist violence in the United States and how the country’s legal architecture could evolve to counter it. Douglas Weeks argues that there is “too much pessimism” in the United Kingdom about the possibility of deradicalizing terrorist offenders. He writes: “To address the root causes of the threat, the United Kingdom needs to learn lessons from what has worked for successful ‘deradicalization’ mentors and empower their efforts.”

Abstract:: The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. La dinastía Al Saud defiende y expande el islam sunní en la región y fuera de sus fronteras. Para poder entender los intereses y objetivos de la política exterior saudí, este artículo analiza los principales elementos geopolíticos al servicio de la estabilidad y hegemonía de la casa Al Saud en la región más convulsa de Oriente Medio. Abstract:: The inclusion of the gender perspective in military operations is now a legal requirement. This exigency is mainly consequence of the doption of the UNSCR 1325. But it is also an operational requirement derived from the need to take into account in decision-making processes the human factor in all its dimensions, to ensure that military actions are adapted to the reality of the scenario in which they take place. This article tries to show that, in the process of integrating this aspect in operations, decision makers tend to only consider the legal aspects of this issue, ignoring the operational benefits that it entails. The official documents of organizations such as the UN or NATO, recognize this duality but, in practice, do not develop this perspective in their operating procedures. All this creates significant problems for those responsible for integrating the gender perspective in operations and requires the introduction of regulatory changes along these lines./Integrar la perspectiva de género en la conducción de las operaciones militares es una exigencia jurídica derivada principalmente de la RCSNU 1325. Pero es también una exigencia operativa derivada de la necesidad de tener en cuenta en los procesos de toma de decisiones el factor humano en toda su extensión, para garantizar que las actuaciones propias se adaptan a la realidad del escenario en el que se desarrollan. A lo largo de este trabajo se evidencia que, en la integración de este aspecto en las operaciones, se tiende a incidir únicamente en los aspectos jurídicos de esta cuestión, pasando por alto los beneficios operativos que conlleva. Los documentos oficiales de organizaciones como la ONU o la OTAN, reconocen esta dualidad pero, en la práctica, no la desarrollan en sus procedimientos operativos, lo que supone un problema para los responsables de integrar la perspectiva de género en las operaciones y hace necesario introducir cambios normativos en esta línea.

Abstract:: The study concerns forecasting the number of soldiers in the Saudi Arabian army based on information obtained from the website: https://data.worldbank.org (The World Bank, 9.03.2020). The research began with a comparative analysis of the number of soldiers in the armies of Saudi Arabia and Russia. The idea for a comparative analysis of the number of armies of Saudi Arabia and the Russian Federation arises from Russian policy in the region of the Middle East countries, including the impact on world oil prices. The comparative analysis showed the similarities and differences in the dynamics of changes in the number of both armies dynamically. Subsequently, the primary time series data analysis on the number of Saudi Arabian troops was performed. The study selected methods for predicting raw data: Holt’s exponential smoothing and Klein’s model for the future. The next stage of the research was forecasting and the analysis and evaluation of the obtained forecasts. Klein’s model was the best forecasting model. The forecast of the number of soldiers in the Saudi Arabian army for 2020 is 251454, and for 2021, it has increased to 251006. The study ends with a summary and conclusions.

40. Military Crackdown in Burma and the Massacres of 8/8/88

Abstract:: The February military take-over in Burma called to mind the tragic events of 1988, while I was serving as press attaché at U.S. Embassy Rangoon. During August and September that year, massive pro-democracy demonstrations resulted in the massacre of several thousand Burmese citizens at the hands of the brutal military regime. Previous attempts to throw off the shackles of totalitarianism, usually led by students, had taken place in 1962, when ruling General Ne Win’s police killed several hundred students at the University of Rangoon and dynamited the historic Students’ Union Building, and again in 1974, when the regime shot down several hundred students who marched in support of a general strike, arrested thousands, closed down schools and universities, and declared martial law. In 1988, there had been no major uprisings for 14 years, but astrologers were predicting that dire events would happen on the magical date of 8/8/88—the four eights of August 8, 1988. At the embassy, we knew things were coming to a boil. There were widespread reports of students being beaten, raped and killed in the notorious Insein Prison north of Rangoon. In the ethnic minority areas, rape, beatings, looting, and the burning down of villages were commonplace wherever the Burmese army operated. The country’s economy was in a shambles. In September of 1987 the regime suddenly and without explanation demonetized all 25, 35, and 75 kyat notes (whose strange denominations were established in a previous demonetization), so that people holding cash were wiped out; 80 percent of the money in circulation became worthless. Hundreds of enraged students stormed out of the prestigious Rangoon Institute of Technology, smashed traffic lights, and burned vehicles. The regime’s inevitable response was to close schools and universities.

Abstract:: Russia’s abstention from UNSCR 1973, which allowed a no-fly zone in Libya and ultimately led to the collapse of the Qadhafi regime, has resounded across both Russian foreign policy and the security environment of the Near East. Competing theories claim the abstention was either a carefully-planned strategy or a tactical miscalculation, but the result—Russian rejection of regime decapitation and Western distaste for further intervention—is easily observed. In addition to tangible military and political benefits, the chaotic and unsustainable Libyan status quo bolsters Russia’s political capital by discrediting that of the West. Although Russia is unlikely to intervene kinetically in Libya, it can passively destabilize the country at almost no cost, stymying Western efforts to end the crisis. Only by recognizing and accommodating Russia’s interests in Libya can the West negotiate a lasting settlement for Libya and secure vital U.S. interests in the region.

Abstract:: The armies as one of the proponents of the constant progress and transformation of humanity, continue to exist in parallel to the concept of security of which the meaning, the scope and the parameters evolve continuously. From conquests to independence wars and the protection of the states' territorial integrity, the armies have been functioning as guardians against external threats and internal ones stemming from political crises, social unrest, and economic instabilities. Moreover, during the Cold War, the United States used the armies of less developed and developing countries to overthrow elected leaders to establish anti-communist governments that would work in accordance with the US. This article aims to discuss the common and similar points between Turkey and Latin American countries that have experienced coups and military interventions during the Cold War period. In this respect, the similar political, economic and military reasons that led to the armies’ involvement in politics through coups and interventions are argued even though these countries have historical, cultural, administrative and social differences. | İnsanlığın gelişim ve değişim sürecinin bileşenlerinden biri olan ordular, anlam, kapsam ve parametreleri sürekli dönüşen güvenlik kavramına paralel olarak varlıklarını sürdürmektedir. Fetihlerden bağımsızlık mücadelelerine ve ülke topraklarını korumaya kadar farklı görevler üstlenen orduların, dışarıdan gelen tehditlerin yanı sıra, çeşitli siyasi krizler, toplumsal hareketler ve ekonomik istikrarsızlıklar gibi “iç tehditlere” karşı bir mekanizma olarak da kullanılması söz konusu olmuştur. Öte yandan özellikle Soğuk Savaş döneminde az gelişmiş ve gelişmekte olan ülkelerde orduların, seçilmiş yönetimleri devirerek ABD’nin istediği anti-komünist yönetimlerin işbaşına gelmesini sağlamakta kullanılması da oldukça sık görülen bir olgu haline gelmiştir. Kendilerine özgü tarihsel, kültürel, idari ve toplumsal birtakım farklılıklara sahip olmakla birlikte, Soğuk Savaş döneminde ABD’nin de etkisiyle benzer ekonomik, siyasi ve askeri süreçlerden geçen Latin Amerika ülkeleri ve Türkiye arasında orduların siyasetteki rolü, darbelerin arkasında yatan temel faktörler gibi ortak bazı unsurlar bulunmaktadır. Abstract:: The release of the National Security Strategy (NSS)[i] in 2017 and related National Defense Strategy (NDS)[ii] in 2018 shifted the United States’ strategic focus to what has become known as Great Power Competition (GPC). These strategies acknowledge that the almost 20-year long fight against violent extremist organizations (VEOs) will continue, but add the need to address emerging and enduring threats from near-peer competitors such as Russia and China, and those approaching that status, such as Iran and North Korea. To address these authoritarian competitors requires the seamless integration of all aspects of U.S. power. Specifically, this article seeks to examine the current status of the relationship between U.S. embassies and U.S. Special Operations Forces (USSOF), while Part 2 will propose some specific ways to improve that working relationship.

Abstract:: As the U.S. shifts its focus to Great Power Competition (GPC), the relationship between USSOF and embassies worldwide must likewise shift to reflect a whole-of-government approach. In Part 1, I took stock of the current relationship between U.S. embassies and U.S. Special Operations Forces (USSOF), which, while good overall, is too often geared to separate efforts rooted in the counter-terrorism context, where a USSOF unit’s narrow mission against a terrorist cell requires minimal coordination with the embassy’s broader political and economic missions. There are more ways embassies and USSOF can support each other than are currently being realized. The next step is for both sides to develop a more symbiotic, institutional relationship. To that end, I propose five points to guide the development of USSOF-embassy relations, based loosely on the “Five SOF Truths” that have summarized USSOF philosophy since 1987.

Abstract:: In 2019, the 38th Commandant of the Marine Corps released his planning guidance that laid out the strategic focus and future direction of the Marine Corps. General David H. Berger’s intent for the following four years concurred with the analysis of the previous Commandant and the necessary alignment of the Corps with the National Defense Strategy for the future needs of the Fleet by focusing on five areas: force design, warfighting, education and training, core values, and command and leadership. General Berger cogently noted that the coming decade will be characterized by conflict, crisis, and rapid change—just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. Berger’s primary concern is that the Marine Corps is not fully prepared— equipped, trained, or organized—to support the naval force. To that end, force design became the priority for Marine Corps efforts to fulfill its role for the Fleet as prescribed by the U.S. Congress. The level of change required to integrate the Corps of the future with the naval forces of today would not happen overnight and certainly not without a great deal of growing pains to ensure the Corps is equipped and prepared for the future security environment. When Force Design 2030 was released in March 2020, the Marine Corps was prepared to make the force-wide changes necessary to partner with the Navy and serve as the country’s naval expeditionary force. Our current force design, optimized for large-scale amphibious forcible entry and sustained operations ashore, has persisted unchanged in its essential inspiration since the 1950s. It has changed in details of equipment and doctrine as technology has advanced toward greater range and lethality of weapon systems. In light of unrelenting increases in the range, accuracy, and lethality of modern weapons; the rise of revisionist powers with the technical acumen and economic heft to integrate those weapons and other technologies for direct or indirect confrontation with the U.S.; and the persistence of rogue regimes possessing enough of those attributes to threaten United States interests, I am convinced that the defining attributes of our current force design are no longer what the nation requires of the Marine Corps. Berger’s plan pointed to specific areas of change required to make force design a reality: the size, capacity, and capability of the Corps. In an austere fiscal environment, the Marines must assess their current capabilities to achieve a smaller footprint with broader reach—do more with less. As the reality of COVID-19 and the 2020 U.S. presidential election have so poignantly reminded us all, these tasks cannot and should not rest on any single shoulder and any response should be well considered and intended to benefit the greater good. This issue of the Journal of Advanced Military Studies (JAMS) will address elements of the Commandant’s Planning Guidance, particularly the concept of naval integration and what it means for the Services, especially the Marine Corps. Our authors look to the past for relevant examples of military successes and failures of integration, but they also discuss how future warfare will play out based on these concepts. The authors explore the topic from a variety of perspectives, including those for and against, and they offer analyses of past and current attempts and what naval integration may mean for the future of the Corps. The following articles present the capabilities that will be required to shift from a traditional power projection model to a persistent forward presence and how the Marine Corps can exploit its positional advantage while defending critical regions. Our first author, Dr. Matthew J. Flynn, presents a historical approach to the topic in his article “The Unity of the Operational Art: Napoleon and Naval Integration.” Flynn’s research calls for greater coordination between the sea and land domains to improve U.S. national security. His article draws parallels between Napoleon Bonaparte’s defeat and the importance of naval integration for military success: “Napoleon’s fate reveals a great deal about naval integration and how it explains France’s defeat and, most importantly, that there is but one operational art—not one for land and one for sea.” Our second author, Andrew Rhodes, also relies on a historical example with his discussion of the salient lessons that can be learned from the Sino-Japanese War. Rhodes encourages professional military educators and planners who are developing future operational concepts to look beyond simply retelling history and consider how the legacy of this conflict might shape Chinese operational choices. He reinforces From the Editors 9 Vol. 11, No. 2 the concept that military history is not simply a resource for answering concerns about future conflict, but it encourages us to ask better questions about the role of the sea Services and how they can handle uncertainty when preparing for the future. Lieutenant Colonel Michael F. Manning’s “Sea Control: Feasible, Acceptable, Suitable, or Simply Imperative” offers a historical review of early twentieth century Japanese naval battles as a framework to model possible future contests for control of the maritime domain. Manning believes that control of the maritime domain is a prerequisite for assured access and sets the condition for successful Joint operations. Manning believes that “nations not only have to compete with their enemy’s major air and naval capabilities but must also defend against land-based airpower; missiles; torpedoes; short-range, antisurface warfare assets; and coastal mines.” Colonel Scott Erdelatz (Ret) and his team of coauthors focused on an old approach for a new era of naval integration that acknowledges the long-term threat posed by China but also considers how much of what we know as the Marine Corps should be retained to fulfill other missions. Erdelatz et al. also analyze how radical integration might incur significant risk for the Marine Corps if long-term force structure decisions are based on still-evolving concepts and unproven technologies. Major Michael Kohler’s article, “The Joint Force Maritime Component Command and the Marine Corps: Integrate to Win the Black Sea Fight,” discusses how most current Marine and Navy integration takes place at the Service-chief level and primarily focuses on the Pacific. Kohler, however, believes that naval integration is also an important component of a successful defense against Russian expansion in the Black Sea region. Dr. John T. Kuehn shifts the focus to carriers and amphibious operations with his article “Carriers and Amphibs: Shibboleths of Sea Power.” Dr. Kuehn argues that aircraft carriers and Amphibious Ready Groups (ARGs) with an embarked Marine Expeditionary Unit represent shibboleths of seapower that conflate a deeper understanding of where the U.S. Fleet belongs now and where it needs to go in the future to face the challenges of the twenty-first century. Major B. A. Friedman’s article, “First to Fight: Advanced Force Operations and the Future of the Marine Corps,” then circles back to the traditional Marine Corps stance as always first to fight and the need for advanced force operations in the Corps of the future. Steven A. Yeadon’s article, “The Problems Facing United States Marine Corps Amphibious Assault,” rounds out the current perspective with a review of issues the Marine Corps has faced with amphibious assaults. Yeadon offers actionable information on current limitations and vulnerabilities of U.S. amphibious forces to chart a way forward for a robust forcible entry capability from the sea. The discussion closes with two articles looking to the future of naval in- 10 From the Editors Journal of Advanced Military Studies tegration and the Marine Corps. Major Matthew C. Ludlow’s article, “Losing the Initiative in the First Island Chain: How Organizational Inefficiencies Can Yield Mismatched Arsenals,” presents what may be considered a losing proposition of initiatives in China’s First Island Chain; however, strategic gaps in capabilities have emerged that could dramatically impact the ability to execute an island-defense strategy. The final article by Lieutenant Colonels Terje Bruøygard and Jørn Qviller, “Marine Corps Force Design 2030 and Implications for Allies and Partners: Case Norway,” offers a larger discussion of Force Design 2030 and its future implications for American allies with a case study on Norway. The authors encourage the Department of Defense to consider greater interoperability between and among Services and allies, including increased communication with allies on changes happening at the Service and national level of the U.S. armed forces. The remainder of the journal rounds out with a review essay and a selection of book reviews that continues our focus on naval integration, but it also highlights continuing challenges in national security and international relations. The coming year will be busy for the JAMS editors as we work to provide journal issues on a diverse range of topics relevant to the study of militaries and defense.

46. The Hellenic air – space violations by Turkish aircraft: A statistical assessment and a forecast

Abstract:: This paper aims to assess the extent to which repeated attacks against sovereign Hellenic air space by Turkey along with the inevitably ensuing engagements between aircraft of the two sides follow a certain predetermined pattern of behaviour that can be detected based on a given statistical model, and if so, to what extent this pattern is predictable in terms of its intensity and the frequency of incidents. To this end, we use the Weibull statistical distribution as an appropriate tool for interpreting and quantifying the pattern of aggressive Turkish behaviour and calculating probabilities of occurrences. Based on this choice, we then proceed with a forecast of this behaviour in the near future. We provide specific mathematical formulae that can be readily used to calculate probabilities and forecast air space violations and engagements. Our models, based on historical data, assume that both Hellenic air space violations and engagement incidents will keep increasing but will inevitably reach a monthly maximum, constrained by the availability of property and human resources on the Turkish side. The conclusions drawn point to the fact that Turkey will at some point in the near future reach its capacity limits in terms of property and human resources used in such offensive exercises, and that there is very little that can be done to enhance the margins of such activities given the room provided by the Turkish economy, which seem to be prohibitive

Abstract:: The aim of the article is to present the characteristics of airstrips used by Polish and allied aircraft during military operations in Chad and Afghanistan. The main goal is to examine their organisation and the management of air traffic by Polish ATC staff as well as to answer the question: How did Polish controllers plan the air operation? Answers to this question were sought through empirical and theoretical research. The theoretical methods were a study of literature (analysis, synthesis, abstraction, generalisation, interpretation, analogy and comparison). The empirical method – “opinion poll” took the leading role, which used different techniques conducted in a tested environment to gather the data (interviews with experts and an ex post facto experiment). Consequently, the article looks at the method of planning and preparing air operations and the rules of air traffic organisation in the area of responsibility of Polish controllers. The selected issues discussed herein include the rules of airspace segmentation, the adopted air traffic control solutions and the landing zone infrastructure used. All in all, the experience discussed herein constitutes valuable information regarding air traffic security and may prove helpful in organising landing zones and preparing air personnel for future operations conducted by Polish and allied Military Contingents at home and abroad.

48. Participation of V4 countries in African peacekeeping missions

Abstract:: The article explores the peacekeeping activities of Poland, Hungary, the Czech Republic and Slovakia and the characteristics of their activities on the African continent. The paper examines the African peacekeeping missions carried out by Visegrád countries. The study uses comparative scientific literature and analysis of statements released by these governments and other papers and studies related to the African peacekeeping missions. In addition, I used my own experience from my previous African peacekeeping/peace support missions, and the lessons learned from other African operations published in my previous book about Hungarian peacekeeping missions. In summary, of the Visegrád states with differing levels of training and equipment, Poland was the most active in peace operations in Africa and in the lead, followed by the Czech Republic and Hungary, while Slovakia was the least involved in the African continent. This trend is, moreover, in line with the involvement of the above countries in Africa to date. Although these states cooperate in several areas, this is not the case for African peace operations, although cooperation in this area would be important. The research examines the background to the activities of the V4 countries in peace operations in Africa. The study is particularly important in view of the fact that, for a number of reasons (migration, terrorism), the V4 countries are preparing for greater engagement in Africa, one area of which is peace-support operations.

These norms, based on Samuel Huntington's objective civilian control model, argue that the military should operate in a sphere separate from the civilian domain of policymaking and decisions about the use of force. Abstract:: In 2013, Egypt’s first democratically elected president Mohammed Morsi was overthrown by a military coup. Since then the country has undergone serious setbacks in terms of democracy, individual freedoms, and social justice. Egypt’s failed revolution and the military coup could not be thought independently from the role of external actors - either directly or indirectly involved in this process. Despite their political rhetoric emphasizing democracy promotion and political reforms, both the US and the EU failed to pursue consistent and contributory policies in promoting democratic transition in Egypt out of fear that the electoral victory of Islamist groups would harm their interests in the region. On the other hand, the Gulf Monarchies played a pivotal role in the entrenchment of the military rule by providing financial and political support to the military-backed government as a shield against the democratically elected government in Egypt. This article investigates how the policies adopted by Egypt’s key allies, the European Union, the US and the Gulf Monarchies, impacted the trajectory of Egypt’s political transition in the face of the January 25 revolution and 2013 military coup. The main thesis of the article is that the policies pursued by external actors created a political environment unfavorable for democratic change in Egypt.

Abstract:: The engagement of the international community in dealing with the Nagorno-Karabakh conflict has been somewhat erratic and the efforts to broker a peace deal largely unsuccessful. Short outbursts of violence now regularly alternate with even shorter moments of optimism when peace appears within reach. Since the ceasefire agreement of 1994, geopolitical considerations have contributed to the reinforcement of deeply entrenched local animosities, fears, and distrusts, all of which have reduced the ability of the international community to act as an honest broker. A conflict that many believed could have been defused and resolved 30 years ago now appears intractable and unsolvable.

Es así, que el objetivo planteado fue establecer los resultados de las pruebas de ingreso que predicen el rendimiento académico de los aspirantes a soldados de segundo año militar, promoción 2018-2020, de la Escuela de Formación de Soldados del Ejército Ecuatoriano “Vencedores del Cenepa”. Por lo cual, esta investigación presenta un enfoque cuantitativo, con diseño no experimental, de tipo transversal y un alcance correlacional. Se utilizó los promedios de las pruebas de ingreso y rendimiento académico por períodos académicos y corte anual de cada aspirante a soldado, del archivo y base de datos de la Escuela de Formación de Soldados “Vencedores del Cenepa”, para su tabulación en una matriz de Excel prediseñada y el posterior análisis estadístico en el programa SPSS. De modo que se observa una correlación significativa moderada, entre las pruebas académicas y físicas de ingreso con el rendimiento académico, una correlación baja con la actitud militar de los aspirantes a soldados y la no existencia de correlación con la deserción estudiantil. Además, las pruebas de ingreso que predicen de forma moderada el rendimiento académico y de forma baja la actitud militar de los aspirantes a soldados son las pruebas académicas y físicas de ingreso.

Abstract:: Intermarium is one of the most important Polish geopolitical concepts. This article considers it within the category of militant democracy. It allows to explore the process of militant democracy, that is, introducing restrictions by legal means. Most restrictions have recently been introduced due to a coronavirus pandemic. Therefore, the article undertakes to examine the potential for implementation of the concept of the Intermarium during the pandemic and shortly after its end. The study uses a qualitative analysis of sources. Indicators relevant to the study of the process of militant democracy were distinguished based on the body of literature. Results: The traditional concept of the Intermarium erodes due to natural causes. Currently, Poland is more inclined to the concept of the Three Seas. In addition, in the face of the analysis that was carried out, it seems that in a pandemic situation we are observing the end of the paradigm of liberal democracy in this case.

54. The PLA Navy’s ZHANLAN Training Series: Supporting Offensive Strike on the High Seas

Abstract:: In early 2020, the People’s Liberation Army Navy (PLAN) conducted the fifth iteration of its “ZHANLAN” far seas training series (Ministry of National Defense, February 2, 2019). [1] The PLAN established ZHANLAN in 2016 as an annual far seas training event, with each iteration growing in complexity (Ministry of National Defense, May 27, 2016). Live fire and combat training often draws the most attention during such PLA training events, but the critical highlight of ZHANLAN-2020A was the training focus on combat support, rather than kinetic operations. The key takeaway from this training event is that the PLAN is developing the proficiencies to sustain limited offensive strikes against U.S. forces—perhaps as far out as Hawaii. This article argues that the PLAN is close to being able to execute offensive naval operations outside of the first island chain (and perhaps beyond the second island chain) in a wartime environment. The PLA has long discussed the concept of conducting offensive naval operations beyond the first island chain, and by comparing observables from the ZHANLAN-2020A training event with the list of proficiencies necessary to conduct deep strike, the PLAN is likely close to operationalizing this concept. The ZHANLAN-2020A training task force consisted of four vessels: DONGDIAO-class AGI (AGI-857); FUYU class (Type 901) support ship CHAGAN HU (查干湖) (AOR-967); LUYANG III class (Type 052D) guided missile destroyer HOHHOT (DDG-161); and JIANGKAI II guided missile frigate XIANNING (FFG-500). A fifth vessel, the ocean-going tug NANTUO-195 (南拖-195), took part in a limited role during the task force’s return journey.

55. Facing Up to China’s Military Interests in the Arctic

Abstract:: China’s military ambitions in the Arctic, and its growing strategic partnership with Russia, have rung alarm bells in many governments. In May 2019, for the first time, the U.S. Department of Defense annual report on China’s military capabilities had a section on China’s military interests in the Arctic and the possibility of Chinese submarines operating in the Arctic basin (Department of Defense, May 2019). In August 2019, NATO Secretary General Jens Stoltenberg raised concerns about what he diplomatically referred to as “China’s increased presence in the Arctic” (Reuters, August 7). From a nuclear security point of view, the Arctic is China’s vulnerable northern flank. The flight path of U.S. and Russian intercontinental ballistic missiles (ICBMs) targeted at China transit the Arctic. Key components of the U.S. missile defense system are also located in the Arctic. Chinese submarine-based ballistic missile submarines (SSBNs) operating in the Arctic could restore China’s nuclear deterrence capability (Huanqiu Ribao, October 28, 2013). China currently operates six nuclear-powered attack submarines, four nuclear-powered ballistic missile submarines, and fifty diesel attack submarines, with more under construction. If Chinese nuclear-armed submarines were able to access the Arctic basin undetected, this would be a game-changer for the United States, the NATO states and their partners, and the wider Asia-Pacific (Huanqiu Ribao, April 11, 2012). China would be able to target missiles at the United States and Europe with ease; such ability would strengthen China’s military dominance in Asia and bolster China’s emerging position as a global military power.

Abstract:: China’s national strategy of military-civil fusion (军民融合, junmin ronghe) has highlighted biology as a priority. [1] It is hardly surprising that the People’s Republic of China (PRC) is looking to leverage synergies among defense, scientific, and commercial developments in biological interdisciplinary (生物交叉, shengwu jiaocha) technologies. Chinese military scientists and strategists have consistently emphasized that biotechnology could become a “new strategic commanding heights of the future Revolution in Military Affairs” (军事革命, junshi geming) (PLA Daily, October 2015). Certainly, the PRC is not alone in recognizing the potential of biotechnology on the future battlefield, but the ways in which Chinese research is seeking to integrate developments among industry, academic institutions, and military-oriented programs—including through research collaborations and the procurement of dual-purpose commercial technologies—may prove striking. In particular, China is at the forefront of today’s breakthroughs in CRISPR-Cas, a new technique for gene editing that has demonstrated unique potential and precision despite its current limitations.

57. China’s Future Naval Base in Cambodia and the Implications for India

Abstract:: Recent media reports have indicated that Cambodia signed a “secret agreement” giving the PRC use of Ream, where it may station military servicemen and warships, for 30 years (WSJ, July 22). Although Cambodian and Chinese officials vehemently deny the existence of this agreement, gaining access to Ream is broadly consistent with Chinese foreign policy. The PRC appears to be employing Belt and Road Initiative (BRI) funding to further strategic cooperation with Cambodia through the construction of potential dual-use infrastructure. Ream naval base is the latest in a network of regional security projects—including Cambodia’s Dara Sakor investment zone and Thailand’s Kra Canal—which, taken together, significantly improve Chinese power projection into the Indian Ocean Region (IOR). News of the Ream agreement raises the specter of increasing Chinese maritime militarization at a time of intense unease in Southeast Asia. Conspicuously silent in this latest controversy is India, which has significant economic and military interests in Southeast Asia. This article will discuss the security infrastructure China is building in Cambodia and its implications for Indian interests in the region.

No incident of nuclear terrorism happened yet but terrorist groups are struggling to steal fissile materials, nuclear technology or insiders‟ support to either procure a crude weapon or steal one. International community is concerned with such foreseeable scenario. This research attempts to make a realistic calculation of the hazards of nuclear terrorism. First part of the paper underlines hype of nuclear terrorism and the risks it poses. It also signifies magnitude of reality involving nuclear terrorism. Second part of the paper underscores the response to international media that is frenzy about risk of nuclear terrorism in Pakistan. It also highlights the safety and security measures that Pakistan has adopted under the guidelines of IAEA and Nuclear Security Summits. This paper concludes with the argument that over the years Pakistan has remained relatively open about sharing information regarding how it is making advancements in its command and control system to ward off any risks of nuclear terrorism and has been successful in achieving better levels of security.

Abstract:: This is the first of a three-part essay series on the different paths the U.S. Congress might take to limit Washington’s support for the Saudi-led coalition in Yemen. Congress is considering a range of options to express its displeasure with Riyadh after Saudi agents murdered prominent Saudi journalist and critic Jamal Khashoggi at the Saudi consulate in Istanbul in September 2018, and journalists and NGOs around the world continue to highlight human rights abuses perpetrated by Saudi-led coalition forces in Yemen. Of these options, the most notable is the Saudi Arabia Accountability and Yemen Act of 2019. Congress has already voted to condemn President Donald Trump’s unequivocal support for the Kingdom of Saudi Arabia: the Senate voted March 13th to end US support for the war in Yemen, echoing a measure that passed the House in mid-February. But, the Saudi Arabia Accountability and Yemen Act would go further still, sanctioning those in the Saudi government responsible for Khashoggi’s death and curtailing U.S. arms sales and military aid critical to the Saudi-led coalition’s war in Yemen. The White House vehemently opposes the bill. If it passes, President Trump is expected to veto it, just as he is expected to veto the Senate’s March and House’s February resolutions.

Abstract:: Today, after years of modern terrorism and counterterrorism, the international community still does not agree on a single definition of terrorism. Despite the daily threats posed to many states, the definition conundrum prevents an agreed classification that could better facilitate the fight against terrorism and thwart the public legitimacy that most terrorist organizations seek. When a problem is accurately and acceptably defined, it should be easier to solve. Terrorism is an overly used term often heard in different discourses and contexts. It is used by the general public and in the course of academic, political, and legal debates, not to mention constantly referenced in the media. It may not be feasible to verse one universal definition for all discourses, but the term’s key criteria can and should be agreed upon.

Abstract:: The U.S. Security Coordinator (USSC) mission in Jerusalem was created in 2005 to help implement security sector reform within the Palestinian Authority (PA). With a single-minded focus on “counterterrorism,” Washington considered the USSC an ancillary mechanism to support U.S. diplomatic and political efforts to resolve the Israeli-Palestinian conflict. Despite upending long-standing U.S. policy and cutting all other forms of aid to the Palestinians, the Trump administration has maintained the USSC in the run-up to the “Deal of the Century.” This article draws on original interviews with security personnel responsible for enacting USSC interventions. It uses their insights to highlight how the mission tethered Israeli political aims to its remit, and the distorting ramifications that have ensued for Palestine and the Palestinians. In uncovering the full parameters of Washington’s securitization policy, this history also points to the ways in which the PA has consequently been woven into the U.S.-led “global War on Terror.”

63. The Relationship between the United Nations Command and Japan: 1950 to 2018

Abstract:: The United Nations Command is the multinational headquarters that led the allied forces in the Korean War. The command’s Military Armistice Commission supervises the Armistice Agreement. While the United Nations Command and its activities are common knowledge in the Republic of Korea, the command’s long-standing organization and functions in Japan are less well known. This relationship began in 1950 and is codified in the 1954 United Nations-Japan Status of Forces Agreement. The command’s rear area headquarters, the aptly named United Nations Command-Rear Headquarters, has managed this relationship since 1957. After decades of few changes, the United Nations Command and its Sending States broadened traditional roles and missions from Japan beginning in the early 2000s. This led to expanded activities within the legal framework and security mandate governing the United Nations Command’s relationship with Japan, strengthening Japan’s ties with the command’s member states, and supporting the “maximum pressure” campaign against North Korea. This paper examines the relationship between the United Nations Command and Japan, beginning with the institutions and interests underpinning the relationship. Next, it describes the Status of Forces Agreement and how the relationship functions. The paper concludes with a discussion of relevant policy issues, limitations to greater cooperation, and opportunities for expanded roles within the framework of the relationship.

Abstract:: This article explores the meaning of military service for Indigenous men who volunteered during the Second World War. At its core, this question can help elucidate what is often the “big why?” invariably asked by people encountering this subject for the first time: why did young Indigenous men fight for a freedom, democracy and equality that they had never experienced? Employing a transnational lens, the article seeks to do interrelated things. First, it examines the meaning of military service for Indigenous men in each of three distinct phases: prior to their enlistment, while serving in the army and in combat, and after demobilisation and transitioning to veterans. Second, this study considers Indigenous perspectives and experiences in relation to, and the broader context of, the non-Indigenous comrades-in-arms with whom they enlisted, served, and sacrificed. In the end, this examination reveals a diversity of interpretations amongst Indigenous soldiers at each stage, but cannot be definitive in the face of such complexity and the ultimately idiosyncratic and personal nature of veterans’ lived experiences.

Abstract:: This article builds on a 2007 research on Indigenous peoples in the New Zealand Defence Force (NZDF) which identified best practices from New Zealand that Canada could draw upon to enhance participation of Indigenous peoples within the Canadian Armed Forces. Using organizational culture theory as a conceptual framework, this article further investigates the main approaches and practices that have enabled a positive partnership with Māori and the successful inclusion of Māori culture in the NZDF. Specifically, the paper investigates the mechanisms used by the NZDF and the internal and external environments of the organization supporting the participation of Indigenous groups in the New Zealand military. The discussion explores ways in which Indigenous practices and customs can be incorporated into other military systems and protocols. The paper concludes that, among military organizations, the NZDF is a leader in transforming the organizational culture by enabling the organization to embrace Indigenous culture and empowering Indigenous members within their ranks.

Abstract:: This article critically interrogates the assumptions and critiques levelled at the Canadian Rangers by two ardent media critics: Robert Smol and Scott Gilmore. Situating the Canadian Rangers in the Canadian Armed Forces’ Arctic Operational Picture, it argues that the Rangers are an appropriate and operationally valued component of a Canadian military posture designed to address Northern risks across the defence-security-safety mission spectrum. Rather than seeing the Rangers as a sideline to the “serious” military show that Smol and Gilmore would like to see play out in the North, their proven ability to operate in difficult and austere environmental conditions – often reflecting applied Indigenous knowledge of their homelands – and to maintain interoperability with mission partners to address practical security challenges is highly valuable. By serving as the “Eyes, Ears, and Voice” of the CAF in their communities, the Rangers embody federal approaches to collaboration and partnership predicated on ideas that Northerners are best placed to make decisions in areas that impact them.

Abstract:: During the First World War the culture of the Canadian Army reflected the society of the time. Today Indigenous peoples are welcomed, their cultural heritage appreciated and encouraged. This transformation of the Canadian military can be explained in part by how our society has evolved but even more by how Indigenous members of the CAF have proven that they can ‘do the job.’ This article presents the perceptions of some Indigenous veterans who adapted, in various ways, to military culture while also retaining elements of their own culture. In most histories of Indigenous peoples in the Canadian military, the focus has been on how the Armed Forces changed them; but after a century it is increasingly clear how much Indigenous people have changed the military.

Abstract:: Indigenous peoples continue to be oppressed by racial discrimination enacted through legislation, policies and practices of the Canadian state, including the Canadian Armed Forces (CAF). Systemic racism, practiced through institutionalized policies and customary behaviour affecting people working in organizations, results in inequality for some groups and privileges for others. Since 2002 the CAF has been covered by the federal Employment Equity Act whose purpose is to address systemic discrimination by requiring employers to remove and prevent systemic barriers to equality for Indigenous people, women and “visible minorities” and to maintain a workforce that reflects the diversity of the Canadian population. Aside from its legal obligation, it is in the interest of the CAF to recruit and retain Indigenous People because they are an essential part of Canada’s labour supply. However Indigenous members of the CAF comprise a small and marginalized minority within a rigid, bureaucratic and culturally foreign organization. Implementing the Employment Equity Act could assist the CAF to address the Canadian state’s promise of reconciliation, fairness and equality for Indigenous people. This chapter reviews available evidence bearing on the CAF’s employment equity record, which presents a pattern of resistance to the Act’s requirements and failure to progress toward a representative workforce. In the absence of effective action to implement change, the CAF has yet to find a path from systemic racism toward employment equity for Indigenous People.

Abstract:: In the context of the Truth and Reconciliation Commission's report, the Canadian state is in the process of reaching out to Aboriginal communities. Public organizations must therefore be actively involved in integrating Aboriginal people into their communities so that they are representative of Canadian society as a whole. The question of the perceptions of Aboriginal employees becomes crucial because it may be a factor that facilitates or restricts the access of these people to public organizations. As such, Aboriginal people have a special, complex and rich relationship with the military. It seemed relevant for us to study the perception of the Canadian military with Aboriginal people. Using the theory of social representations, this research exposes the structure of these perceptions. We have discovered that the military perceives the army through the prism of excellence and legal authority. Thus, the perception scheme is not a priori an obstacle to the integration of Aboriginal people, but there are indeed prejudices and stereotypes on the periphery of the representational structure. These prejudices and stereotypes could constitute an obstacle to the effective integration of this population.

Abstract:: This paper discusses and reviews some previous research concerning what we denote as ‘goal-management’, in other words how to set, apply and evaluate goals when conducting military operations planning. We aim to explain and answer the following question: In what way could a review of previous philosophical thoughts on goal-management, decision theory and ethics improve contemporary military operations planning concerning goal-management? We suggest a guideline (a planning tool) for how to conduct goal-management when planning military operations and exemplify our guideline with two fictive examples concerning the development of an Operational advice and Appreciation of Rules of Engagement. The paper concludes that the application of decision theory and ethics, i.e. important parts of philosophy, can contribute to military operations planning by focusing on three perspectives: an axiomatic, an ethical and a deliberative perspective.

Abstract:: The United States Army’s leader development program offers new opportunities to examine how leaders are developed within the traditional workforce. Leader development is at the forefront of Army training and is coordinated through an institutional, operational, and self-development domain. Each domain contributes toward a holistic leader development program which prepares soldiers to be lifelong leaders. Veterans transitioning out of the military are often credited as possessing the leadership skills employers seek, though exploration of the process used to develop leadership attributes in soldiers has been minimal. Upon comparing the Army’s leader development program with other private sector leadership development training, similar goals were identified though the Army’s approach is distinguishable. This paper is an analysis of the U.S. Army’s leader development process and makes comparisons with leadership development in the traditional workplace. Three propositions are presented and discussed for leadership scholars and practitioners to consider. The authors also call for increased research and exploration of leader development in the military for transferability into the traditional workplace.

Abstract:: This article sets out to catalogue narration strategies used in the professional discourse about Effects-Based Operations (EBO). EBO was at the heart of the US military transformation (2001-2008) and is one of few concepts officially discontinued instead of being simply replaced by a successor concept making it a crucial case for analysing its rise and fall. An analytical framework for classifying the rhetoric of military innovations is presented in this article. Based on this framework the debate about EBO in the U.S. military journal Joint Force Quarterly between 1996 and 2015 is assessed with a view to three questions: How was EBO framed by military experts? Was the shift of institutional support for EBO reflected in the discourse? And, is there evidence to suggest that the EBO discourse had an influence on the adoption and later discontinuation of EBO? The analysis shows that in the case of EBO a particularly homogenous discourse pattern existed, which might have contributed to the concept’s quick and ultimate demise.

73. Nigeria's Elections Do Not a Democracy Make

Abstract:: Nigeria is the giant of Africa. Depending on the price of oil, it has sub-Saharan Africa’s largest economy, and UN agencies estimate that its population will reach 450 million by mid-century, displacing the United States as the third most populous country in the world. Nigeria is active diplomatically in international fora such as the UN and the World Trade Organization, and the scope of its diplomatic representation is comparable to that of the United States. Nigeria’s bilateral relations with the United States have been close and productive on African issues of mutual concern. With Nollywood—Africa’s largest film industry—and numerous artists and intellectuals of world stature, Nigeria has considerable soft power in Africa. Hence, the success or failure of its democracy influences the continent as a whole. For such reasons and more, Nigeria’s democratic trajectory and overall stability are in the national interest of the United States. A bargain between the Nigerian military and civilian elites resulted in the restoration of civilian governance in 1999 after a generation of military rule. With their resumption, elections have become important to the competing and cooperating elites (now including senior military officers) who run Nigeria. Elections reaffirm their government’s legitimacy in their own eyes, that of other Nigerians who vote and foreign governments. However, what Nigeria’s elections have in form, they lack in democratic substance. By and large, the nation’s elections are not about Nigerians making a choice among candidates. Instead, these elections are more often a contest between elite networks. Nigerian society is still largely organized by patron and client relationships, and voters cast their ballots as their patrons direct. Extreme poverty—which is on the rise in Nigeria—also provides a bevy of people willing to vote the way someone tells them in exchange for cash; truly independent voters are rare. Elites also present elections to Nigeria’s international partners as evidence that the country is becoming a modern democracy, opening for them the possibility of a personal role on the larger world stage. Hence, national elections have been held regularly every four years, in 1999, 2003, 2007, 2011, 2015, and 2019. The logistical quality of Nigerian elections has been generally poor. The elections of 1999 were so bad that President Jimmy Carter, an election observer, left the country rather than be seen to endorse them. The worst ever were those of 2007, when I was the U.S. Ambassador, with chaos, violence and wholesale rigging. But those elections resulted in the country’s first genuinely civilian president since the end of military rule, Umaru Yar’Adua. (His predecessor, Olusegun Obasanjo, though the country’s first nominally civilian leader, had governed in the style of a military head of state.) The subsequent elections of 2011 were characterized by exceptionally high levels of violence. In their aftermath, domestic and international pressure resulted in the introduction of some reforms in election procedures.

Abstract:: El artículo plantea la tesis de que la oposición de grandes capas de población a prestar el servicio militar fue la principal causa del sentimiento antimilitarista y antibelicista que caracteriza a la sociedad española incluso en la actualidad. A tal efecto, se hará un recorrido de las manifestaciones de dicho rechazo a partir de la Guerra de la Independencia, momento en que aparecieron los primeros síntomas de este fenómeno. Después se contemplará la incidencia de la redención en metálico y la sustitución durante el periodo liberal, la de las guerras de Santo Domingo, Cuba y Filipinas en el último tercio del siglo XIX y de la de Marruecos en el primero del XX. El artículo finalizará con un análisis sobre la repercusión que la objeción de conciencia y la insumisión tuvieron en la suspensión del servicio militar en el año 2000. Finally, it discusses the socio-cultural aspects of bilateral relations, focusing on the movement of people. It shows how conflicting geopolitical interests have overshadowed the increasing economic cooperation and cultural exchange that had marked the previous two decades of bilateral relations. Although Turkey and Russia have competing regional interests, their dissatisfaction with and resentment of Western policies is one of the major reasons for their reluctant geopolitical cooperation. This article emphasizes the need for a multi-causal and analytically eclectic approach to analyzing Turkish-Russian relations that selectively recombines analytic components of causal mechanisms in competing research traditions.

Abstract:: This article traces the reign and downfall of Omar al-Bashir, Sudan’s longtime autocrat. Like other autocrats, al-Bashir attempted to prevent coups against his rule by crafting a personalistic regime that weakened important political actors and tied their fates to his own. But Sudan’s 2018–19 popular uprising, which resulted in al-Bashir’s ousting by his own security forces, suggests that, under pressure, personalistic regimes may quickly evolve in a way that strengthens alternative power centers. In Sudan, the renewed strength of the security forces continues to threaten the nascent democratization process ushered in by the popular uprising.

Abstract:: The seizure of power in Afghanistan by the Mujahiddin (“war- riors of faith”), in 1992, opened a new but certainly not peaceful chapter in the modern history of the country. The new bosses in Kabul, who were linked at one point only by the common interest of overthrowing the pro- communist regime, were now not only unable to consolidate power, but could not get around an almost open split in their leadership. The result- ing wobbly system of rotating leadership was bound to be unable to sat- isfy everyone’s wants. The inability of the Mujahiddin to achieve consensus led to the col- lapse of their hopes to unify even in the face of a direct challenge from the Taliban in the early 1990s. In 1996, in the wake of the popular disappointment with the rule of these “warriors of faith” (with whom the Taliban were connected not only by an ideological umbilical cord, but by some active participants), the Taliban seized Kabul and usurped power with direct support from Pakistan. They pushed supporters of President Burhanuddin Rabbani out to northern regions along the borders with the former Soviet Central Asian republics.

Abstract:: During the past two decades, the U.S. government infrastructure has ground to a halt for a variety of reasons, particularly due to deficit reductions, military spending, health care, and overall party-line budget disagreements, but even more recently on border security and immigration. Regardless of party politics and the daily administrative drama in the White House, how does one of the wealthiest countries in the world prepare for the impact of making war and defending peace within these economic and political constraints? Authors for this issue of MCU Journal address the economics of defense and how those costs impact nations. Aside from the economic costs the United States bears for its defense, the articles in the Spring issue of MCU Journal will demonstrate there are other costs and unique limitations faced by America and other nation-states. For example, smaller nations such as Oman must rely on technologically advanced allies for their defense support. Long-term political costs also may apply to these nations, as James Lockhart’s article on the Central Intelligence Agency’s intervention in Chilean politics discusses. There are also other ways to wage “war” that are discussed in this issue; for example, looking to the past, President Thomas Jefferson attempted to wage a trade war against Great Britain and France to maintain U.S. trade neutrality and, looking to the present and future, governments must address the real costs of cyberwar. Finally, we must consider the political and diplomatic costs associated with U.S. servicemembers and their work in foreign states, but also the relationship repair they must rely on to keep the peace.

Abstract:: This article examines the evolution of Taiwan’s relationship with Singapore since the 1960s as a unique case study in the Asia-Pacific. The theoretical concept of recognition in international relations (IR) and its nexus with international law are used to analyze the conclusion of the bilateral military and trade agreements absent diplomatic relations. The article argues that beyond security dimensions, the two states’ struggles for recognition exhibit the formation of national identities, which invigorate the claims for sovereign state status in global politics. First, this article explores the emerging notion of recognition in IR and sheds light on the significance of Taiwan’s presidential visit to Singapore under its one-China policy. Second, it explains Singapore’s pursuit of external sovereignty that led to substantive defense cooperation with Taiwan, as well as the role of Lee Kuan Yew in facilitating Beijing–Taipei negotiations. Finally, it assesses contemporary developments such as the inking of the Taiwan–Singapore free trade agreement and the first-ever summit between the presidents of China and Taiwan in Singapore. Hence, the political and legal analysis of Singapore–Taiwan relations enriches the study of IR and contributes to the understanding of the foreign policy of China and the Association of Southeast Asian Nations.

Abstract:: Geostrategy can be nebulous in meaning, leading to “concept creep” when applied by theorists. “The concept of geography is perilously all-embracing and, like other factors that purportedly explain everything, has the potential to end up explaining nothing in particular,” Gray warns. “One can speak of physical geography, human geography, economic geography, political geography, cultural geography, military geography, strategic geography, and many more. Unfortunately for neatness of analysis, the geographical setting for international power must embrace all of these.”10Canadian historian C.P. Stacey’s11 approach lends a methodological rigour to avoid conceptual overstretch, while remaining sufficiently expansive in its breadth of interpretation to consider the state actions needed to maintain a constructive world role writ large(clustered around issues such as strategic doctrine, global geopolitical imperatives producing the foci of regional involvement internationally, and global roles shaping how a country should yield its worldwide influence).12Stacey is an original Canadian defence thinker who teaches us that geography matters in strategic analyses and offers a starting point to develop a set of measures with which to appreciate Canada’s position in the international system. Accordingly, we begin this article by outlining how Stacey conceptualized geostrategy in his important, if often overlooked, The Military Problems of Canada.13 Although shifting great power polarity and advances in technology such as the emergence of new and more acute asymmetric threats and new strategic domains (such as space and cyber), require a modest revision of Stacey’s core methodology of military geography, his methodical approach continues to offer relevant insights to the identification and assessment of threats to Canadian defence. Having modernized Stacey’s geostrategic analytics, we then apply them to the Canadian Arctic as a case study. The region is undergoing a massive transformation, with climate change and geopolitical developments ending the region’s “isolation.” Nonetheless, the complex array of variables at play makes it difficult to anticipate what activities are going to happen – and, equally important, whereand when. Our analysis suggests that Stacey’s approach supports official military statements anticipating no near-term conventional military threats to Canada’s Arctic by encouraging a more deliberate parsing and analysis of geographical variables often conflated or overlooked in strategic assessments.

84. The Economic Forces of Victory Versus Those of Defeat: An analysis of the Greek Economic and Military Mobilization of the 1909-1923 Period

Abstract:: The intellectual aspiration of the paper is to highlight the economic forces, which played an immense role in the wars in which Greece participated during the 1909-1923 period. These were four major conflicts: The two Balkan wars of 1912-1913 against the Ottoman Empire and Bulgaria; the First World War (1914-1918) and the Greek-Turkish war of 1919-1922. The tragic period started with Greek victories and ended with the greatest defeat of the modern Greek state. Although these conflicts were different, there is a clear nexus between them. In the Greek as well as the international bibliography, the majority of studies highlight the strategic, tactical, operational, diplomatic, psychological dimensions of the conflicts of the period, as well as, the personal motives of political and military leaders. Under this intellectual framework, the economic forces of the conflict are marginalized by most academics. The final conflict of the period is primarily known as the ‘Campaign of Asia-Minor’ in the Greek bibliography, whereas in the Turkish bibliography it is considered as ‘the Great Patriotic War.’ Thus in this article we aim to demonstrate that the conflicts of the period are connected and also that the Greek defeat of 1922 was the outcome of a chain of miscalculations which the Greek side has made, but above all it was the nexus of limited economic resources, diplomatic errors and wrong tactical decision making in the front. The structure of the article is as follows: The first section highlights the concept of ‘Megali Idea,’ which defined Greek foreign and defence policy during the 1844-1923 period. This section highlights the crucial developments of the 1909-1919 decade just before the war of the 1919-1922 period and demonstrates that the war developments were directly associated with those of the previous decade period. Thesecondsection analyses the strategic and tactical errors by the Greek side during the conflict and associates them with the economic forces. The third section highlights the Turkish tactical, economic and diplomatic advantages and demonstrates how these were associated to economic power. The fourth section provides an analysis based on the options, which the Greek side had but failed to materialize. Conclusions follow. (We point out that all the dates are with the new Gregorian calendar versus the old Julian calendar).

Abstract:: The urgency of this article is based on its focus and locus on the spread out or placement a strategy of the Main Weapons Tool System (Alutsista) in the broad perspective of the territory of the Unitary State of the Republic of Indonesia (NKRI). One of the Alutsista owned by Indonesia is Air Alutsista which is used to maintain the existence of the Indonesian state in the air. The air alutsista manned by the Indonesian National Army (TNI) Air Force (AU) currently has a considerable power posture in Asia and the international world. This study aims to provide an overview of Strategy Placement Alutsista TNI AU seen from the vast territory of the Republic of Indonesia as an archipelago. This study uses normative research methods conducted by reviewing relevant reference content or based on secondary data that is adjusted with factual data of observation and experience of the author. The result of the research shows that faced with the territory of NKRI as an archipelago country, the placement of Alutsista TNI AU is uniformly distributed because it has only been fulfilled 40 percent of the minimum strength and still dominated in Java, Sumatera, Kalimantan and Sulawesi which should be fulfilled for Papua , Maluku, West Nusa Tenggara, East Nusa Tenggara, and Bali. Similarly, the deployment of Radar will be provided at least 23 units because currently placed only amounted to 20 units.

Abstract:: This paper is intended to serve as a show and tell model for graduate students. Sections in parentheses and italics provide a running commentary by the author on the decisions taken throughout the paper. The goal is to permit students to follow the thinking of the researcher and see how it guided the theoretical, methodological and other decisions on content that finally made it into the paper. The paper in question explores how “public” military mobilization can be an attempt by weak actors to trigger intervention by third parties in a dispute with a stronger actor, in the hopes that the third parties will force the stronger actor to accommodate the weaker actor. This attempt is called “compellence via proxy”. In this research I explore why in reaction to failure, some weak actors are able to avoid escalation to war, while others are not. I posit that the flexibility of the decision makers of the weak actors is influenced by their ability to overhaul their winning coalition. A large-n evaluation of 68 cases of “public” mobilization, and an evaluation of six Balkan state mobilizations in the 1878-1909 era, do not support the idea that the size of the winning coalition, a part of the factors determining overhaul, has an association with war onset or its avoidance.

87. Making Sense of Turkey’s Air and Missile Defense Merry-go-round

Abstract:: At some point during 2013, Turkey’s political authority began to treat the in-country development and production of long-range air and missile defense systems as a priority. Soon after, they announced their decision to favor a Chinese offer that came complete with licensed production and the promise of technology transfer. Yet, with this decision came NATO’s objections and challenges around integration and information security. The 2015 decision to rollback the pro-China decision, and opt instead for the indigenous development of air and missile defense systems (in close conjunction with a foreign technological and industrial partner) was triggered by Turkey’s disillusion with the content of China’s technology transfer package. Subsequently, this new partner became a team comprising France and Italy; Turkish industry tied itself to this team in developing Europe’s next-generation missile defense capability. Then came the Turkish government’s 2017 decision to purchase off-the-shelf, standalone S-400 systems from Russia. This decision was an anomaly, and had all the characteristics of a top-down decision cycle running afoul of technical, operational, and industrial criteria. Turkey’s political figures have justified the S-400 order by citing the benefits of in-country production, access to technologies, not to mention the West’s refusal to sell comparable systems; but these justifications have been refuted by the Russian side and/or in discordant statements by Turkish institutions, authorities, and political figures themselves.

Abstract:: The failed military coup of July 15, 2016, led by the Fethullah Terrorist Organization (FETO), indicates that military reform in Turkey at the operational level needs to be re-considered as an extremely urgent issue. The Justice and Development Party (AK Party) governments have made very notable structural changes in the military and have tried to control the military politically and organizationally. The need for military reform in Turkey derives from two primary reasons: the tendency of coup action and the need to improve the military’s effectiveness. This article highlights the importance of reforms actualized at the strategic level during the Justice and Development Party era. It also points out the need for organizational reform in the military; reform which should be done by the civilian government in order to cope with challenges.

89. China in a World of Orders: Rethinking Compliance and Challenge in Beijing's International Relations

Abstract:: Many scholars and policymakers in the United States accept the narrative that China is a revisionist state challenging the U.S.-dominated international liberal order. The narrative assumes that there is a singular liberal order and that it is obvious what constitutes a challenge to it. The concepts of order and challenge are, however, poorly operationalized. There are at least four plausible operationalizations of order, three of which are explicitly or implicitly embodied in the dominant narrative. These tend to assume, ahistorically, that U.S. interests and the content of the liberal order are almost identical. The fourth operationalization views order as an emergent property of the interaction of multiple state, substate, nonstate, and international actors. As a result, there are at least eight “issue-specific orders” (e.g., military, trade, information, and political development). Some of these China accepts; some it rejects; and some it is willing to live with. Given these multiple orders and varying levels of challenge, the narrative of a U.S.-dominated liberal international order being challenged by a revisionist China makes little conceptual or empirical sense. The findings point to the need to develop more generalizable ways of observing orders and compliance.

90. Cautious Bully: Reputation, Resolve, and Beijing's Use of Coercion in the South China Sea

Abstract:: Since 1990, China has used coercion in its maritime territorial disputes in the South China Sea, despite adverse implications for its image. China is curiously selective in its timing, targets, and tools of coercion: China rarely employs military coercion, and it does not coerce all countries that pose similar threats. An examination of newly available primary documents and hundreds of hours of interviews with Chinese officials to trace the decisionmaking processes behind China's use and nonuse of coercion reveals a new theory of when, why, and how China employs coercion against other states, especially in the South China Sea. Contrary to conventional wisdom, the findings show that China is a cautious bully that does not use coercion frequently. In addition, when China becomes stronger, it tends to use military coercion less often, choosing instead nonmilitary tools. Moreover, concerns with its reputation for resolve and with economic cost are critical elements of Chinese decisionmaking regarding the costs and benefits of coercing its neighbors. China often coerces one target to deter others—“killing the chicken to scare the monkey.” These findings have important implications for how scholars understand states' coercive strategies and the future of Chinese behavior in the region and beyond.

Abstract:: By any conventional measure, Chief Justice John Marshall’s Life of George Washington (1804) was a flop. Intended to be the authoritative biography of the nation’s most celebrated general and president, the work was widely derided at the time of its overdue publication, and since then has been largely forgotten. Surely the sense of personal embarrassment Marshall experienced must have been keen, for he admired no public figure more than Washington. Amid his Supreme Court duties, he labored for years on the Life, digging deep into American military and political history in hopes of etching in the minds of his fellow citizens the memory of the republic’s foremost founder. Yet in spite of his efforts, on no other occasion were Marshall’s failures more total and public. At one point, Marshall expressed the desire to publish the work anonymously, and one wonders if his wish was motivated less by self-effacement than a faint premonition of the biography’s failure.

92. Buying Allies: Payment Practices in Multilateral Military Coalition-Building

Abstract:: Many countries serving in multilateral military coalitions are “paid” to do so, either in cash or in concessions relating to other international issues. An examination of hundreds of declassified archival sources as well as elite interviews relating to the Korean War, the Vietnam War, the Gulf War, the Iraq War, the North Atlantic Treaty Organization operation in Afghanistan, the United Nations–African Union operation in Darfur, and the African Union operation in Somalia reveals that these payment practices follow a systematic pattern: pivotal states provide the means to cover such payments. These states reason that rewarding third parties to serve in multilateral coalitions holds important political benefits. Moreover, two distinct types of payment schemes exist: deployment subsidies and political side deals. Three types of states are most likely to receive such payments: (1) states that are inadequately resourced to deploy; (2) states that are perceived by the pivotal states as critical contributors to the coalition endeavor; and (3) opportunistic states that perceive a coalition deployment as an opportunity to negotiate a quid pro quo. These findings provide a novel perspective on what international burden sharing looks like in practice. Moreover, they raise important questions about the efficiency and effectiveness of such payment practices in multilateral military deployments.

Abstract:: The making of the international system from c. 1500 reflected distinctively maritime dynamics, especially “gunboat diplomacy,” or the use of naval force for commercial gain. Comparisons between civilizations and across time show, first, that gunboat diplomacy was peculiarly European and, second, that it evolved through stages. For the majority of the modern era, violence was central to the commercial strategies of European state, private, and hybrid actors alike in the wider world. In contrast, large and small non-Western polities almost never sought to advance mercantile aims through naval coercion. European exceptionalism reflected a structural trade deficit, regional systemic dynamics favoring armed trade, and mercantilist beliefs. Changes in international norms later restricted the practice of gunboat diplomacy to states, as private navies became illegitimate. More generally, a maritime perspective suggests the need for a reappraisal of fundamental conceptual divisions and shows how the capital- and technology-intensive nature of naval war allowed relatively small European powers to be global players. It also explains how European expansion and the creation of the first global international system was built on dominance at sea centuries before Europeans’ general military superiority on land.

Abstract:: Is India shifting to a nuclear counterforce strategy? Continued aggression by Pakistan against India, enabled by Islamabad's nuclear strategy and India's inability to counter it, has prompted the leadership in Delhi to explore more flexible preemptive counterforce options in an attempt to reestablish deterrence. Increasingly, Indian officials are advancing the logic of counterforce targeting, and they have begun to lay out exceptions to India's long-standing no-first-use policy to potentially allow for the preemptive use of nuclear weapons. Simultaneously, India has been acquiring the components that its military would need to launch counterforce strikes. These include a growing number of accurate and responsive nuclear delivery systems, an array of surveillance platforms, and sophisticated missile defenses. Executing a counterforce strike against Pakistan, however, would be exceptionally difficult. Moreover, Pakistan's response to the mere fear that India might be pursuing a counterforce option could generate a dangerous regional arms race and crisis instability. A cycle of escalation would have significant implications not only for South Asia, but also for the broader nuclear landscape if other regional powers were similarly seduced by the temptations of nuclear counterforce.

Abstract:: Can countries easily imitate the United States' advanced weapon systems and thus erode its military-technological superiority? Scholarship in international relations theory generally assumes that rising states benefit from the “advantage of backwardness.” That is, by free riding on the research and technology of the most advanced countries, less developed states can allegedly close the military-technological gap with their rivals relatively easily and quickly. More recent works maintain that globalization, the emergence of dual-use components, and advances in communications have facilitated this process. This literature is built on shaky theoretical foundations, however, and its claims lack empirical support. In particular, it largely ignores one of the most important changes to have occurred in the realm of weapons development since the second industrial revolution: the exponential increase in the complexity of military technology. This increase in complexity has promoted a change in the system of production that has made the imitation and replication of the performance of state-of-the-art weapon systems harder—so much so as to offset the diffusing effects of globalization and advances in communications. An examination of the British-German naval rivalry (1890–1915) and China's efforts to imitate U.S. stealth fighters supports these findings.

Abstract:: These days Generals are thick on the ground in Washington. Not only is the Secretary of Defense a general, but so too are the current and former National Security Advisors to the President and so is the White House Chief of Staff. Military discipline would seem to be the order of the day. Their culture of discipline may seem particularly ironic in one of the most disorganized administrations that we Americans have ever seen. It is nonetheless real.

100. Relearning the Art of Nation State Diplomacy

Abstract:: American foreign policy is complex, and its application by diplomats and military practitioners is challenging in the diverse nature of the current environment. Military and diplomatic advisors during the post-9/11 period have concentrated on non-state threats, conditioning them to resort quickly to military options. In the face of emerging state competitors such as the Russian Federation and People’s Republic of China, a broader range of options beyond only military force is required. This generation of policy advisors must unlearn some of what they have learned over the course of the last fifteen years of conflict, as they shift from dealing with non-state actors to addressing the resurgence of near-peer statecraft based on national security threats. These threats have been long ignored during the war on terror. The diplomatic craft represented during the Cold War must be embraced by both the military and diplomatic personnel in practice, and emphasized by the uniformed armed forces and professional diplomatic advisors to policy and decision makers.
