Abstract:: The ideological dimension of the bilateral Turkey-Egypt ties constitutes a particular focal point in terms of predicaments, which could be quite tricky to overcome. Yet, it seems that the geopolitical necessities tighten the noose for Turkey to feel obliged in fixing the strained relations with the Sisi administration. It is also evident that the first step towards a compromise is expected to be taken by Ankara. Within this context and providing a brief background, this piece aims to lay out specific policy contexts to discuss the possibility and limits of recalibration between Turkey and Egypt based on a 2016 visit to Cairo in which numerous interviews with the political and academic elite were conducted.

Abstract:: Like many of my contemporaries, both in the U.S. Foreign Service and in the wider international affairs community, who have worked on issues related to Africa since the end of the Cold War, I have seen Washington’s attentiveness to the states and peoples of the continent wax and wane over the years. For example, the probable nadir was in 1995, when the United States Strategy for Sub-Saharan Africa published that year actually declared that America had “very little traditional strategic interest in Africa,” and the hitherto apogee was in 2014, when the first-ever U.S.-Africa Leaders Summit brought leaders from 50 of Africa’s 54 countries, including 37 heads of state, to our nation’s capital. While emphases and resources shifted from time to time and certainly between U.S. Presidents, there has largely been continuity of policy across Democratic and Republican Administrations, even including the last one. Notwithstanding unfortunate remarks attributed to President Donald Trump, I would argue that the Trump Administration’s Africa strategy achieved some significant advances in America’s approach to the continent, which the Biden Administration can harness to achieve some of its top priorities, including geopolitical competition and its ambitious climate-change agenda.

303. The policy of the People’s Republic of China towards Central and Eastern Europe in 2012-2020

Abstract:: In the second decade of the 21st century, the Middle Kingdom, which had huge financial surpluses, became the world’s largest exporter of money capital, which meant that investment policy became the main element of China’s foreign policy. In the case of Central and Eastern Europe, the 16+1 (17+1) format, containing both investment policy and soft power elements, has become the basic tool of the general policy of Middle Kingdom. This article aims to define the basic principles of China’s policy towards Central and Eastern Europe. For this purpose, the following general hypothesis was formulated: Chinese policy in Central and Eastern Europe consists of presenting the countries of this region with initiatives that do not go beyond the sphere of declarations and serve as a bargaining chip in relations with Germany, the country with the greatest potential in the European Union. The general hypothesis gives rise to detailed hypotheses that were verified in individual parts of the article with the use of the comparative method. The reasons most often mentioned in the literature on the subject, such as economic, cultural, social, and political differentiation of Central and Eastern European countries, legal barriers resulting from EU legislation, insufficient recognition of the region’s needs by the Chinese side and asymmetry of expectations of both parties, undoubtedly largely contribute to the lack of effective Sino-CEE cooperation. However, they cannot be considered decisive because similar problems occur wherever Chinese companies appear. However, in many regions of the world, despite these obstacles, mutual economic relations are more dynamic than in CEE. The reasons why the potential of the 16+1 (17+1) format has not been properly used can be found primarily in the context of German-Chinese relations.

Abstract:: The article aims to present and evaluate the activities and politics of the People’s Republic of China in the Middle East, and to define its objectives through the Silk Project. It will provide an overview of the most important changes in the Chinese foreign and political policy, and the importance of the Middle East, particularly the Silk Road to China, and it will try to answer the following questions: How important is the Middle East for the Silk Road? Will the Chinese project bring stability to the region in light of the fierce competition between the great powers? The article adopted the hypothesis that China’s involvement in the Middle East will deepen the conflict between the countries of the region among themselves, and thus become a fertile ground for international conflicts to the international conflict.

Abstract:: The Soviet Union emerged as a superpower in the Cold War, and after the collapse of the Soviet Union in 1991, a new Russia was formed. To achieve the hegemony of power, Russia's security document was given priority. In the first term, Vladimir Putin focused on pragmatism and emphasized the power of domestic politics and the revival of the Russian economy. In his second term, Putin focused on the politics of realism to gain power on the international stage and return to what Moscow is interested in. In his second term, Putin pursued a political (power expansion), security (avoiding differences), and economic (strengthening Russia) view Middle East. Therefore, in this study, Russian foreign policy in the Middle East and its importance The question for this study is: what factors in Russian foreign policy made the Middle East region important for Russia? And the hypothesis for this question: Russia's concern about Islamic fundamentalism (security), economic and political reasons are among the most important factors in directing its foreign policy to the Middle East.

Abstract:: The purpose of this paper is to verify whether “a failed strategy”, a phrase commonly used in the literature, is an adequate description of Barack Obama’s legacy in the Middle East and North Africa. Based on the selected political manifestos and actions in the sphere of diplomacy, it has been proven that the Middle East and North Africa was not a priority to the decision-makers in Washington in the years 2009–2012, unlike in the years 2005–2008. However, although President Obama did not manage to implement most of his original plans, he achieved a few significant successes, the most notable of which is the withdrawal of U.S. troops from Iraq and the conclusion of the nuclear deal with Iran. Authors seek to contextualize and explain Obama’s failures and successes, arguing that using the phrase “a failed strategy” does not reflect the complexity of the problems analyzed.

311. The Russo-U.S. National Identity Gap and the Indo-Pacific in 2021

Abstract:: The start of the Biden administration demonstrated how far Russo-U.S. relations had sunk. On the heels of the massive cyber-hacking of U.S. government files, attributed to Russia, hearings for Biden’s appointees showcased harsh accusations. These were compounded by the arrest of Aleksey Navalny on his return to Moscow from convalescence in Germany after a near fatal poisoning in Russia, arousing severe rebukes in the U.S. Meanwhile, Russian officials and news sources attacked Biden personally as senile or a figurehead, a flawed U.S. system of democracy as a farce and dysfunctional, and U.S. plotting through Navalny as aimed at taking down Putin. Mutual accusations intensified in mid-March 2021 when Biden responded to a query whether he considered Putin a killer by saying, “I do,” which reverberated in sharp retorts by Putin and from many in Russia. In late April, as Russia massed troops on Ukraine’s border, Biden placed new sanctions on Russia, and Russian language grew even more threatening, relations had sunk even further. If there was no direct focus on the Indo-Pacific in such vitriolic exchanges, that can be seen elsewhere, especially in a further tilt toward China in a reputed “strategic triangle.” The Indo-Pacific is where relations between Moscow and Washington have the most potential, spared of the quandaries of NATO expansion and Soviet nostalgia over a sphere of influence or Middle East intrigues leading to shifting alliances. Many in Washington thought that a win-win scenario could be achieved if Moscow accepted integration into a dynamic region, a balance of power welcoming Beijing’s rise but preventing it from domination, the denuclearization and stabilization of Pyongyang, and breakthroughs in bilateral relations with Tokyo and Seoul. All of these objectives appeared consistent with Russian aspirations in the early 1990s, but they were thwarted by the national identity that was being reconstructed in the following quarter century, especially under Vladimir Putin from the mid-2000s. Cooperation in the Indo-Pacific proved to be a casualty of Russian thinking toward the United States, most of all, but also toward China, North Korea, South Korea, Japan, and India. The Russo-U.S. identity gap has widened further in 2021. As Dmitry Medvedev wrote on January 16, the relations of Moscow and Beijing with the new U.S. administration are likely to remain extremely cold after years in which the trajectory of relations between Washington and Moscow had already been heading steadfastly downhill. Russo-U.S. bilateral relations and conflicting agendas in Europe and the Middle East draw avid interest, but the Indo-Pacific appears to be an inconsequential factor in their sharp rivalry. Nor do their differences in this region appear to have much significance for the development of the area, where China casts a broad shadow and U.S. alliances and partnerships are being renewed. To argue to the contrary leads one down several possible pathways: 1) this is the one promising arena for rebuilding relations; 2) Russia has a special role to play, distinct from China’s, due to its ties to India, North Korea, or ASEAN; 3) continued strengthening of Sino-Russian ties adds an element of concern for U.S. policies in the Indo-Pacific; or 4) Russia’s animus toward the U.S. may find an unexpected outlet in this region. Whichever pathway is explored, it is important to grasp how Russians perceive this region and its various sub-regions, while keeping in mind the context of the broader clash of national identities severely affecting the Russo-U.S. relationship. In this chapter, I offer an overview of the Russo-U.S. identity gap, turn to Russian thinking about the Biden administration, review Russian national identity, focus on aspects of Sino-Russian ties and their identity gap, subsequently shift to how Russians have viewed other parts of Asia of late, and conclude with an assessment of the prospects for Russo-U.S. relations in the region.

312. The Sino–U.S. National Identity Gap and Bilateral Relations

Abstract:: The national identity gap between China and the United States has become increasingly apparent. Under Xi Jinping, China has sought to reclaim its historical greatness and proclaimed itself to be a responsible great power that offers a credible alternative to Western values, while also promoting increasingly authoritarian policies at home, complete with extensive repression in Xinjiang and renewed state control of the economy. Assertions of U.S. national identity were somewhat muted under Donald Trump, confused by the battle between those who supported the administration’s “America First” policy, its transactional approach to foreign affairs, and its deemphasis on human rights and democracy promotion in U.S. foreign policy, and those who worried about the global repercussions of an isolationist, nativist policy. For a time, the United States seemed more preoccupied with its trade war with China than with claims that the United States should act as the global protector of human rights and democracy. The COVID-19 pandemic further complicated already tense Sino–U.S. relations and called both countries’ national identities into question. While China had, as of spring 2021, succeeded in keeping its COVID-19 outbreak remarkably small, the damage caused by its initial suppression of medical reports, along with successful virus mitigation in a number of non-authoritarian states, called into question its claim to be a responsible world power on the basis of its pandemic performance. Meanwhile, the Trump administration failed to protect U.S. citizens from catastrophic death tolls and prevented the United States from taking a leading role in resolving this global crisis. In January 2021, the Biden administration took office with a focus on swiftly ending the pandemic, while also reasserting the traditional U.S. global leadership role. When combined with its assessment of U.S. power after the 2008 Global Financial Crisis and of U.S. domestic social and political instability evident throughout 2020-2021, the pandemic has strengthened China’s perceptions of the United States as a country in decline, and of China as a “risen” great power that should now play a major role in shaping the global order. At the same time, although U.S. policy towards China remains firm despite the presidential transition, the underlying rationale has shifted from the “America First” approach of the Trump administration to the democratic values-infused approach of the Biden administration. As the world struggles to move beyond the pandemic, the national identities of China and the United States are increasingly defined in opposition to each other and seem likely to drive an ever more challenging bilateral relationship in the coming years.

Abstract:: The COVID-19 pandemic poses significant geopolitical challenges and presents opportunities for the United States in the Indo-Pacific. The Trump administration bungled the crisis, damaging the U.S.’s standing as a paragon of competence in public health, and functional governance more generally. The international face of the U.S. response deepened preexisting concerns—especially significant in the Indo-Pacific—that the U.S. had retreated from its post-Second World War and post-Cold War role of providing international public goods and leadership and supporting international institutions. Opportunities for the U.S. amid the crisis and in its aftermath stem primarily from shortcomings or unappealing features in China’s handling of the epidemic, and stumbles in China’s self-presentation as a provider of foreign assistance and international cooperation, and from U.S. policies—many of them embraced by the Biden administration—that could correct missteps and ameliorate trends that have diminished U.S. standing (especially during Donald Trump’s presidency). For the U.S. to reap potential gains, it also must adapt its policies to the implications of some Indo-Pacific states’ comparatively successful responses to the pandemic, and the pandemic-spotlighted nature of contemporary international problems.

314. The Pandemic as a Geopolitical Gamechanger in the Indo-Pacific: The View from China

Abstract:: How has the COVID-19 pandemic reshaped or influenced China’s geopolitical outlook and its grand strategy for the years to come? This is a question that will determine China’s relationship with the United States, the Indo-Pacific region, and the rest of the world. In the Chinese strategic community, the pandemic has been regarded as a “watershed” event that has reshaped the structure of the international system and the power equilibrium. Its importance is elevated to the same status as the end of World War II, which determined the bipolar international system between the U.S. and the Soviet Union, and the end of the Cold War which began thirty years of U.S. hegemony in a unipolar world. Although China began as a sheer loser in the pandemic given its culpability in the origin of COVID and its early poor management of the domestic spread of the disease, Beijing believes that it has eventually emerged as a pure winner in the pandemic: the relative gain China has made vis-à-vis the U.S.’s bigger losses in disease control, national power, economic growth, global leadership, and credibility has strengthened Chinese confidence that the tide is turning in China’s favor. The “effectiveness” of the Chinese political system, as manifested in its domestic disease control, has reinforced China’s ideological conviction of its superiority. As China uses COVID diplomacy to demonstrate the superiority and desirability of its political system, the pandemic is perceived as an opportunity for it to shape the new international order and promote China’s desired “Community of Common Destiny.” Challenges remain, as the U.S. revamps its alliance system under the Biden administration and as regional powers and Western countries grow increasingly concerned and anxious about China’s growing confidence and capabilities. However, for China, the pandemic has been a great opportunity, and China has emerged from it as a pure winner. It is an interesting question as to how the pandemic has changed the nature and the dynamics of the great power competition between the U.S. and China. Most would agree that the pandemic exacerbated, accelerated, and aggravated the deterioration of relations that the U.S. and China had already been experiencing before 2020. However, the differences lie in the degree, intensity, velocity, and extensiveness of the damage. Without the pandemic, the downward slope U.S. and China had already been on would not have come to a state of “freefall” in 2020. And that “freefall” period has long-lasting and significant implications for their bilateral relations in the post-COVID world. The damaged trust, confidence, and credibility, and the deeply entrenched sense of hostility, or even antagonism, have made any effort to repair the relations extremely difficult, if not completely impossible. And this reality will affect the regional dynamics in the Indo-Pacific region for the many years and decades to come.

Abstract:: The conventional wisdom is that the foreign policy of Donald Trump’s Administration severely damaged relations with U.S. allies and partners. Commentators point to repeated criticism by the United States of friends in Europe and Asia, as well as the abrupt withdrawal from trade and other arrangements. But such critics overlook the U.S. relationship with India, which made significant advances and will be an area of substantial continuity in Joseph Biden’s Administration. The U.S.-India partnership has grown steadily since the turn of the century, with the past four years seeing major progress in diplomatic, defense, economic, energy and health cooperation. The strengthened bilateral relationship has become the backbone of an Indo-Pacific strategy designed to promote peace and prosperity in a dynamic and contested region. The longstanding U.S. commitment to the Indo-Pacific has underpinned the stability and remarkable economic rise of this region over the last 70 years. While the concept of the Indo-Pacific has been many years in the making, in the past four years the United States and India have turned it into a reality. For the United States, the Indo-Pacific agenda meant working with India to provide coordinated leadership in addressing the threat from an expansionist China, the need for more economic connectivity and other challenges in the region.

316. Cuba’s Unresolved Civil War

Abstract:: The U.S. policy of normalization toward Cuba in the Barack Obama Administration was reversed by President Donald Trump, largely because it failed to address an underlying issue. The Cuban “revolution,” though consolidated on the Island, was soundly rejected by the Cuban exile community who view their country as mired in an unresolved civil war. The importance of the Florida vote was sufficient to prompt President Trump to “cancel” President Obama’s efforts at normalization. Meaningful change will require a more comprehensive approach to the challenge of implementing an effective Cuba policy. In truth, there is no justification for overt hostility toward Cuba. The Cold War is over, and the role that Cuba played in that conflict – an alliance with the Soviets, exporting violent revolution and doctrinaire socialism – has ended, as well. Going forward, the Biden Administration must adjust policies to reflect the fact that Cuba is on the verge of becoming a failed state, which would have negative consequences for the United States.

Abstract:: Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

319. Turkey and Russia in Syrian war: Hostile friendship

Abstract:: This study considers Russian-Turkish relations within the context of the Syrian war. We elaborate on both Russia’s and Turkey’s strategies and their understanding of the Syrian War, and consider how the two countries have managed to stay on the same page despite conflictual strategies and geopolitical interests in Syria. The current literature does not address this question and does not thoroughly compare their actions and engagements in the field. This article aims to clarify Turkey-Russia relations in the Syria and provides evidence of how they are in conflict and cooperate at the same time. In this regard, it is argued that the available evidence indicates that Turkey-Russia relations in Syria operate on the “compartmentalisation” strategy. In order to test this argument, the qualitative research method based on secondary resources is used while the theoretical framework previously formulated by Onis and Yilmaz (2015) is adopted. They conceptualise Turkey-Russia relations as if they do “compartmentalise economic issues and geopolitical rivalries in order to avoid the negative spillover of certain disagreements into areas of bilateral cooperation.” Furthermore, they claim that compartmentalisation can be hindered if there are deepening security concerns in an area like Syria. However, this article underscores that compartmentalisation does not only work by separating the economic issue from geopolitical rivalries; it also makes Turkey and Russia able to cooperate and conflict in a specific and fundamentally conflictual geopolitical issue such as Syria. The convergences and divergences that occurred in the Syrian field are conceptualised under the strategy of compartmentalisation. In this context, the cooperation – the signed agreements and established mechanisms, conflicts, and clashes in the field, are acknowledged as the consequences of the compartmentalisation strategy in Syria. The compartmentalisation strategy is specifically used in Syria in order to avoid the negative impacts of direct clashes in bilateral cooperation and agreements. It can therefore be concluded that the deepening divergence in security related issue does not necessarily prevent compartmentalisation; on the contrary, compartmentalisation paves the way for stabilisation of such deepening divergence.

320. Assessments and foreign policy implications of the national security of the Republic of Serbia

Abstract:: National security determines the degree to which endangering national interests that sublimate national values is absent. With a review of the genesis and framework of the modern interpretation of national security, the paper discusses its approaches to endangerment. A retrospective of the ideas of endangerment in the paradigm of the changed physiognomy of contemporary conflicts and dynamic geopolitical movements creates the need for an innovative approach and prediction in national security strategic assessments. The paper provides an overview of the internal and external political aspects of national security and a framework for the actions of prominent entities according to the perceived foreign policy interests of importance for the Republic of Serbia’s security. By analysing common and conflicting interests of Serbia and forces that have geopolitical interests in the Western Balkans, it is possible to establish the most objective framework for predicting the trend of relationship development and the vector of influence. The paper analyses Serbia’s interactions with Russia, the United States, and the EU. The findings point to a complex situation regarding Serbia’s national security, where Russia seeks to maintain its strong soft power presence, the United States wants close cooperation and insistence on recognising Kosovo’s independence, and the EU does not vigorously stimulate or promote Serbia’s European integration. In that way, a concrete contribution is made to the developing of strategic assessments of possible trends of importance for the Republic of Serbia’s security, as well as to the achievement of declared national goals.

Abstract:: The New Security Legislation (NSL) passed through the Japanese Diet in 2015 has created concerns among the public and some parts of the academia about whether Japan’s potentially unhindered actions will destabilize the region. By adopting a civilian power ontology within the neoliberal framework, this study analyzes the 2015 NSL and its implications through three hallmark civilian power credentials: internationalization; the scope of the use of force; and the autonomy of security policy. The analysis and empirical evidence suggest that even after allowing for collective self-defense through the 2015 constitutional reinterpretation and the ensuing expanded scope for international security activity, Japan can still be narrowly considered a civilian power.

Abstract:: During the last two decades, key reforms in social, economic, and political structures have elevated Turkey into a rising regional power. In the Middle East, the increasing influence of Turkey for a better part of the last two decades has been reinforced by its humanitarian oriented foreign policy. Whereas this transformation is extensively attributed to the reform agenda by the Justice and Development Party (AKP), the last decade has proved to be challenging for Turkey’s foreign policy stance. Regional dynamics, such as the Syrian civil war, Qatar crisis, and the Kurdish question, have influenced Turkey to gradually shift from its previous subtle to a more assertive foreign policy. Additionally, the frequent domestic political challenges and economic pressure on the AKP government have only pushed Turkey further towards a more assertive Middle East foreign policy. This article examines how regional and domestic political developments are influencing Turkish foreign policy approach. The analysis will attempt to provide a comprehensive perspective on why Turkish geopolitical engagement and an increasingly assertive foreign policy that is characterised by unilateralism particularly in the pursuit of national and regional security is leading to its isolation.

Abstract:: Both Brazil and Venezuela structured their foreign policy agendas in the early 21st cen- tury on the projection of their respective leadership in regional schemes such as UNASUR and ALBA, respectively, following an intermediate hegemonic strategy. The loss of dynamism of these post-hegemonic initiatives problematizes the relationship between regional governance and the role of regional powers. ALBA is a scheme contingent on the political cycle and political voluntarism intrinsic in Venezuela’s leadership. The bloc has lost members and relevance in recent years. As for UNASUR, most of its member states have withdrawn from the bloc and it is currently not operating. In short, post-hegemonic proposals lose dynamism and support once the leadership that promoted them weakens. A certain ‘hegemonic stability theory’ contextualized to South America with regard to the leadership of Brazil and Venezuela in recent years seems to be fulfilled: the decline in power of these countries helps to account for political reversals and changes in regional governance.

Abstract:: Academic literature on US Foreign Policy to South America usually states its lack of atten- tion to the region in the post 9/11 period. I aim to problematize this assertion through an analysis of US regional security policy. Therefore, I consider data referring to military and economic assistance, arms transfers, and the SOUTHCOM position towards its area of responsibility, as well as official documents and diplomatic cables. I conclude that, although the region was not a priority, a waning in US actions or a moment of neglect in its policy towards it was likewise not observed. From a historical perspective, the area was never the main focus of attention, but there is a specialized bu- reaucracy that works on the region to maintain US hegemony. Therefore, the investigation indicates that Latin American assertiveness during the 2000s was caused primarily by the conjunction of the ascension of leftist governments and quest for autonomy, as well as by Chinese and Russian involve- ment in Latin America, but not by US neglect. The article is divided into six sections, including the introduction and final remarks. Following the introduction, I analyse the academic literature regarding USA-Latin American relations in the second section, the US assistance in the third, the SOUTHCOM postures in the fourth, and the strategies deployed by the USA regarding great powers and arms transfers in the fifth. Finally, I present the final remarks.

Abstract:: In his foreign policy, President Trump followed new approaches and shaped the international stage in ways that will be hard for the Biden administration to reverse. These approaches, nowhere more apparent than in the Middle East, include, first, focus on near peer competition, in the Middle East, that included containing Russia, Iran, and Islamic violent extremists such as al-Qaida and particularly Daesh or ISIS. The second is reliance upon partners and allies. The Trump administration succeeded by its standards using the above approaches: Iran’s regional advance was contested and to some degree constrained, Teheran is under far greater economic pressure and faced with a regional coalition encouraged by the Abraham Accords. The administration had moved most of the region beyond the endless Palestinian issue as the lodestone of regional diplomacy, destroyed the ISIS territorial state, and with help from Turkey contained Russian advances. With the exception of the Iranian nuclear file, this looks like success. The issue now is whether the Biden administration can build on this success or revert to Obama

Abstract:: The attacks on 11 September 2001 not only shaped the focus of US foreign policy over the last two decades, but also de!ned how a generation of Americans understood the gravity of these policies by bringing the cost and tragedy of con"ict home. For many young Americans, it was the !rst time they became aware of the extent of US interventionism and how it impacts the way other nations and peoples view the United States. But events over the last year in the United States have brought the attitude of US foreign policy—which has long been driven by the idea that problems can be solved exclusively through militarism and force—much closer to home. Images of police violently confronting Black Lives Matter protestors and an insurrection at the Capitol were often likened to images of war zones abroad, the very wars started by the United States.

Abstract:: Ileft Cuba as a young two-year-old child on 9 April 1968 with my parents, an older brother, and sister. My parents were also expecting another child, my younger brother, who was later born in the United States. My parents’ oldest son was of military age and at university and was not granted the exit visa with the rest of the family. He would eventually join us as an adult, ten years later with his own family. We settled in Union City, New Jersey, after a few months at my father's uncle's home in New York. As I recall, the residents of Union City (or at least in my close community) at the time were mostly Cubans; a good number of Italians; a few Puerto Ricans, Dominicans, Germans; and people who practiced conservative Judaism. In our home we only spoke Spanish, but I remember the feeling of not understanding all of the children when I played outside, as they would speak English, the language I was yet to speak or understand. I was pretty much always surrounded by Cubans, the Cuban culture, and an all-Spanish community. Not a day went by in our home when Cuba was not mentioned. My mother had left all of her six brothers behind, and my father, his only sister. Both had left behind numerous nephews and nieces, friends, neighbors, and a whole life's worth of relationships. The main reason for the daily mention, however, was that their eldest son remained there and this separation was too much to bear and very painful for them. All they wanted was to have the family unit together again.

328. American Invasion And Withdrawals Post 9/11

Abstract:: When the United States was hit by al-Qaida's terrorist attack on 11 September 2001 (hereafter 9/11 attacks), not only Americans but the whole world was shocked: The world’s only superpower was attacked at home and had lost more than three thousand people. To take revenge for the attack as well as to prevent new ones, the Bush administration decided to invade both Afghanistan and Iraq, which they claimed were sheltering and supporting al-Qaida. Afghanistan was invaded on 7 October 2001 because the US wanted (1) to eliminate Osama bin Laden (the mastermind of 9/11) and al-Qaida; (2) to remove the Taliban group from power and bring stability to Afghanistan by creating a democratic and peaceful state.[1] The US Army subsequently invaded Iraq in 2003, claiming that Saddam Hussain was supporting terrorism and producing chemical weapons. There were also allegations that the Hussain regime was behind the 9/11 attacks, but it was never proven. The US eventually removed both Taliban and Saddam Hussain from power and captured Hussain, who was later judged and executed by the new Iraqi government on 30 December 2006. US special forces killed Laden on 2 May 2011. As of today, the US has killed its two archenemies and changed regimes allegedly supporting terrorism in both Afghanistan and Iraq, yet could not bring stability. What is more, the remaining US troops are preparing to leave the two countries. Neither Afghanistan nor Iraq is in better condition than the pre-invasion era as both states have failed, lack a strong authority, and cannot !ght terrorism. In Afghanistan, the Taliban was the enemy to be removed, however the US’s recent agreement with the organization has paved the way for re-control of the country by the group. On the other hand, Iraq has become a land of widespread terrorism, and the country is more divided than before, not mentioning Iranian in"uence on Baghdad. Based on the current situation, my arguments are that (1) the US is about to make the same mistake it did in Vietnam, and (2) Afghanistan and Iraq might again become the hub of terrorist organizations as well as regional rivalries. Although I do not approve of the US invasions, as Afghanistan and Iraq saw the worse with its invasion, these countries will face the worst with the US’s withdrawal.

Abstract:: International educational exchange has been used frequently as a foreign policy instrument by leading actors of the international arena since the post-Second World War years. This article on the other hand, aims to throw light on the policies and actions of a middle power; namely, Turkey, which has been designing various international scholarship programs for foreign policy ends since the early 1990s. Following a brief evaluation of the international educational exchange programs launched by the USA, Russia, the UK, the EU and China for foreign policy purposes, the study examines the Great Student Exchange Project introduced by Turkey in 1992 to carve out an influential place for itself in the South Caucasus and Central Asia. It will then delve into the Türkiye Scholarships Program, Mevlana Exchange Program and the scholarship programs of the Türkiye Diyanet Foundation, which have been introduced during the Justice and Development Party period to build up and/or boost friendly ties between Turkey and various targeted countries. The study finalizes by investigating the impact of these scholarship programs on the realization of Turkey’s foreign policy goals by exploring to what extent the sending countries align their foreign policy preferences with those of Turkey through analysis of their voting behaviours in the United Nations General Assembly.

331. The Origins of Russian Conduct

Abstract:: In 1947 George Kennan argued for a policy of U.S. containment of the Soviet Union based on his assessment of the origins of Soviet conduct. Because the Kremlin was ideologically bent on global domination through a zero-sum competition with the West, political accommodation was not an appropriate strategy. Fifty years after the “X” article appeared, Kennan saw in the Russian Federation a wholly different animal than its Soviet predecessor. Russia was in the early stages of democracy, and its development should be shepherded by a magnanimous West. Based on this updated view of Russia, Kennan asserted that the enlargement of NATO would be “the most fateful error of American policy in the entire post-cold-war era.”1 Implicit in Kennan’s argument was that the nature of the new Russian regime was not inherently antagonistic toward the United States and the West. There was not an underlying ideology or feature of the new political and economic system that led him to conclude that confrontation with Russia was unavoidable or that cooperation was impossible. This assumption turned out to be one of the critical dividing lines in the debate on how to deal with the Russians after the Cold War, and it is implicitly found in discourse on Russia policy that continues to this day.2 What are the origins of Russian conduct? Has Russian domestic and foreign policy predominantly been the result of misguided U.S. and European actions? Would the Kremlin have behaved differently if these policies had been more accommodating to Russia as a separate but equal partner in European integration? As in 1947, the answers to these questions are directly tied to current and future U.S. policy toward Russia. Those who believe Russian conduct is largely a reaction to Western actions that threaten Russia’s core strategic interests are likely to promote policies guided by a sense of compromise.3 Those who believe Russia would have acted similarly even if NATO had been disbanded or if the West had been more sensitive to Russian interests likely support a tougher military and diplomatic line with Russia and will be less interested in engagement. Yet there is rarely a full examination of the underlying reasons for promoting a particular approach.4 It is often taken as a given that we can do business with Russia or we cannot. To develop an optimal strategy toward Russia, it is important to clearly articulate a reasoning for coming to one conclusion or the other. Kennan’s reasoning was that Russia in the 1990s was on a path toward becoming a member of the European project. Russian embrace of Western political norms would mitigate the potential for the reemergence of dividing lines and the need for American security guarantees in areas of historical Russian influence. The United States, however, was considering actions that would derail this process by fomenting nationalist and militaristic sentiments within Russia that might otherwise be marginalized due to the lack of a legitimate Western threat. The extent to which this turned out to be the case is difficult to determine. Since the late 1990s, there have been a number of U.S. and Russian actions outside the NATO enlargement dispute that have muddied the analytical waters. But, as Kennan said, “The attempt must be made if [Russian] conduct is to be understood and effectively countered.”5

Abstract:: Mozambique is a country located in southern Africa, it borders to the north to Tanzania, to the northwest to Malawi, to the west to Zambia and Zimbabwe, to the southwest to South Africa and Swaziland, being bathed by the Indian Ocean to the east and south. It was colonized by Portugal, whose presence began in the 15th century. It was only at the end of the 19th century that the effective occupation of the territory occurred. The independence of Mozambique happened in 1975, under the leadership of FRELIMO (Lib-eration Front of Mozambique) and Samora Machel, independent Mozam-bique's first president. FRELIMO resulted from the union of three nationalist movements founded abroad: the National Democratic Union of Mozambique (UDENAMO) created in 1960 in Salisbury, Rhodesia; the Union of the Afri-can Nation of Mozambique (MANU) formed in 1961 by Mozambican workers in Tanzania and Kenya, the majority of the Maconde ethnicity; and the National African Union of Independent Mozambique (UNAMI), created in Malawi by Mozambicans exiled there from the province of Tete (Mondlane 1995).In order to comprehend the international performance of the first independent Mozambican Government (1976-1986), the following questions were established: (i) what were the guidelines for diplomacy and foreign pol-icy of Mozambique during the Samora Machel government? (ii) What was the performance of the Samora Machel Government in the face of national circumstance, dominated by the RENAMO2 destabilization war, and regional circumstance, characterized by aggressions from the Rhodesian regime and South Africa's apartheid?

Abstract:: An odd-sounding title? Bewildering, no doubt, to foreign-policy scholars and activists used to the nomenclature and intellectual emphases of their fields and subfields. But life defies academic and professional boundaries, as does the subject of this article. The following inter-disciplinary examination of a dubious but common notion of persuasion could not be more germane to the study of foreign policy, and yet the problem in question is not being addressed by those most directly concerned. This article will, after introducing the topic of advocacy—specifically, in an area of foreign affairs—give reasons why a widely shared understanding of knowledge and persuasion needs to be reconsidered. If we use measures of quantity and financial expenditure, a very large and important role is being played in American public life by intellectual activism intended to influence public debate and government policy. The vast array of advocacy organizations in the nation’s capital is merely the tip of an iceberg. Enormous sums are spent in what may be called the persuasion or advocacy business. Funders act on the assumption that target audiences can be affected through position papers, policy studies, public events, op-eds, and similar agitation.

Abstract:: Factors such as regional-international developments, political, economic, social conditions and security understanding separate the foreign policies of the states from each other and differentiate the expectations of the countries in mutual relations. Turkish-American relations, which have a history of nearly seventy years, have seen a fluctuating course with sometimes cooperation and sometimes crises. Therefore, identifying the root causes of crises that arise from different reasons and damage bilateral relations gains importance in terms of collaboration between the two countries. In this context, this study argues that the reproduction of Turkey’s state identity in the changing international system after the Cold War caused crises in bilateral relations by differentiating foreign policy visions, threat perceptions and international goals with the United States. Based on this, the four crises, in the bilateral relations between Turkey and the United States, starting with the Syrian Civil War and continuing to the present day, will be examined in the dimensions of perception, discourse and politics. Then, possible policies are discussed through risks and opportunities to eliminate the tense atmosphere in Turkey-US relations. In the study, in addition to the literature review, the content and discourse analysis method is used methodologically by making use of the statements of policy makers.

Abstract:: The aim of this qualitative study is to explore the impacts, challenges, and opportunities for Pakistan and India if United States of America applies full exit policy in Afghanistan. USA invade Afghanistan after 9/11 incident, almost 20 years close to pass, and Barak Obama peace deal withdrawal from Afghanistan is shortly to apply till the 20th anniversary of the said incident. Whole world has fixed her attention on this issue that how would USA successfully exit from Afghanistan by applying adequate intra-Afghan peace deal having a number of interests in the region. Ramification of the study is that USA full exit from Afghanistan is nightmare and for peace process and development of the reign Pakistan and Afghanistan must be cooperate instead of playing in enemy’s hands. It is also recommended that Pakistan need to review foreign policy on sound basis for the preservation of her interests in Afghanistan.

Abstract:: China‟s policy of strategic ambiguity towards the territorial dispute in South China Sea has altered the geopolitical architecture. China‟s use of delaying tactics to appease ASEAN states and methods of distraction in its bilateral relations with competing states has improved the security in the region. However, the Chinese leadership is simultaneously conducting domineering activities in the disputed waters of South China. In this context, the study explores China‟s policies in the South China Sea. Additionally, there is a general understanding of the external motives and domestic sources being behind China‟s policy towards South China Sea, however, these factors are often analyzed and studied in isolation. This research article examines both the factors simultaneously and draws conclusions on the potential of armed conflict in the region, especially with respect to the claimant littoral states and the American pivot.

Abstract:: Belt and Road Initiative is China’s global infrastructure program. This long-term investment strategy is aimed at improving regional cooperation, increased trade and economic integration by linking Asia with Europe and Africa through maritime and land networks. South Asia is vital for Belt and Road Initiative of China. China views South Asia as a priority zone because its geostrategic location will contribute a lot in the preferment of the BRI. This research intends to highlight the geo-strategic and geo-economic implications of BRI on security and economy of South Asian states. This study is carried out using qualitative research methodology. Data was collected through primary and secondary sources including books, journals, research papers, articles and videos of seminars and conferences on the concerned topic and interviews of experts of BRI and CPEC were also conducted. According to the research, BRI is the manifestation of Mackinder’s heartland theory. BRI fortifies intra-state transport connectivity, improves international connectivity, will help to ease power shortages and facilitate economic modernization and industrialization in South Asia. The findings of this research show that China is expanding its diplomatic influence through its economic presence in South Asia causing serious challenges to India’s power in the region and USA’s status of global hegemon. Along with the opportunities of BRI, there are a number of risks of political instability, poor law and order situation, corruption, terrorism and extremism in South Asia, hindering the smooth functioning of BRI projects. Also there is a fear of Chinese debt trap and loss of sovereignty in South Asian states making them reluctant to fully permit the execution of Chinese led projects on their land.

Abstract:: This study analyzes the China‟s foreign policy towards South Asia with the phenomena of strategic stability. South Asia has emerged as progressively vibrant interest to China‟s foreign policy. Chinese administration has showed consent to continue its harmonized policies towards regional states like India and Pakistan. Following the realistic approach, it is quite possible that China may not prove helpful in resolving the chronic regional territorial disputes however; it will be cooperative in bringing peace and stability in this region along with economic boom. The outcome of discussion reflects that the imperatives of regional security added new dimensions such as China‟s peaceful rise under Xi Jinping and China‟s role of strategic balance between India and Pakistan. Due to diverse Chinese interests in this region, it is expected that Beijing will pay more attention towards South Asian affairs in future and will play a role of more responsible stakeholder.

340. The Game of Hidden Interests A Golden Era of U.S.- Pakistan Relations during 1947-52

Abstract:: Every country developed its relations with other states for their interests and purposes. Hence, soon after the independence in 1947, Pakistan enhanced its relations with the United States as response U.S. also responses positive, however, this connotation was totally on the hidden interests. This research shed light on the relationship between the Islamabad and Washington from 1947 to 1952 and its aftermath. A variety of interests have been found with Pakistan such as Pashtunistan issue from Afghanistan, financial aid, and Kashmir issue, whereas, United States utilized Pakistan to punish the communist cause. At beginning, the U.S. was found timid in the emergence of Pakistan considering the communist control over it; however, later seen the goodwill between the two countries. Under the umbrella of friendship, Washington and Islamabad ensured the both countries interests and developed the number of associations such as Middle East Defence Organization (MEDO) beginning in 1952, settlement of Pashtunistan issue, and a positive try of Kashmir issue. These associations provided the opportunities for both the countries where Islamabad received military assistance, billions of dollars, and other fruits, while the Washington used the Islamabad to fight the communist narrative. It is apparent that despite the number of mistrusts, Pakistan and United States relations were tremendous during the investigation era.

Abstract:: Xi Jinping is one of the strongest presidents Socialist China ever has seen. He revolutionized the country's foreign policy soon after he ascended to the President's Office. He revised China‘s foreign policy towards South Asia including Pakistan. During the 20th century, China adopted a principled policy of non-intervention in the internal affairs of Pakistan. However, Jinping‘s rise brought an end to the said policy. This research paper focuses on exploring and analyzing the changes brought by Xi Jinping in the Foreign Policy of China towards Pakistan along with the pros and cons related to the changed foreign policy approach.

Abstract:: South Asia has been a unique geographical region where all member states share commonality of interests in history, politics, economics and socio-cultural aspects due to close geographical proximity. Because of this uniqueness, South Asia is considered a single geographical unit where security issue has a cross border dimension. For Sikh community, Pakistan has opened the Kartar Pur border between India and Pakistan. It is a step forward to bring peace across the region. Though it has also raised many questions on the security of South Asia; would tension between Pakistan and India be diluted or escalated? Would it trigger peace or security threat across the region? What would be behavior of India and Sikh community in the new scenario? How a sovereign state can establish relations with a community group (religious community) of neighboring sovereign state by passing later? How it would affect the pattern of state relations at regional level as well as at international level? The research paper is mainly based on an attempt to answer these queries. The descriptive and analytical method is used along with the primary sources in the form of indepth interviews and focus group activities.

Abstract:: China by launching the multi-trillion dollar Belt and Road Initiative (BRI) has possibly initiated the transformation of the prevailing global political system. The success of the BRI heavily depends upon the neighboring regions of China, as they will provide China with routes to integrate the international markets. In this regard, the China-Pakistan Economic Corridor (CPEC) is the key route; thus, also repeatedly termed as the flagship project of the BRI. The importance of CPEC is crucial for China as Beijing not only needs markets but imports of hydrocarbons from Persian Gulf and Africa. This paper aims to analyze the importance of the CPEC and Gwadar Port vis-à-vis securing China‟s national interests; securing multiple trade routes and attaining the much desired status of Great Power. Furthermore, the paper will shed light on the possible challenges China may face in this regard. The central question of this research is how the CPEC would help China integrate with the Persian Gulf and East-Africa? The nature of this research is critical and analytical; based on primary and secondary sources. The research is supported by theories of Neofunctionalism and Complex Interdependence.

Abstract:: The Chinese government’s treatment of the Uyghurs has gone from a relatively obscure issue in the international press to a central one. It has become the subject of discussion and policymaking in the halls of governments around the world and has gained widespread awareness among the general public. This is because Uyghurs are subject to some of the worst human rights abuses in the world; in many respects, their treatment meets the accepted definition of geno- cide. The fact that these abuses are being perpetrated in the People’s Republic of China (PRC), a nation widely expected to have a major role in shaping the twenty-first century, has contributed to the urgency of the issue. The Uyghur community has welcomed the long overdue response from some governments. An increasing number of parliaments have condemned the Chinese government’s actions as genocide, and some are developing legislation aimed at addressing issues such as forced labor in the supply chain and transnational repression di- rected at Uyghurs living abroad. Although the Chinese government denounces these as attempts to meddle in their internal affairs, the repression of Uyghurs has a global dimension that requires a global response.

Abstract:: The Three Seas Initiative (TSI) is a new Polish-Croatian initiative of regional cooperation in Central Europe, launched in 2016. The goal of TSI was from the beginning cooperation in the areas of: energy, logistics and transport as well as digital cooperation. The aim of the article was to present the conditions of cooperation under TSI, to evaluate the activities of the TSI investment fund, the CEEplus stock index and selected projects implemented under the TSI. Opportunities and challenges currently facing TSI are presented, including the new EU budget, the COVID-19 pandemic and its impact on the region's economy and the influence of external actors. TSI became part of the tradition of Polish political activity in the region of Central and Eastern Europe. From 2018, the Initiative moved from the concept phase to the implementation phase. The concrete “success story” will determine the effectiveness of TSI cooperation.

Abstract:: After the fall of communism, Central Europe (CE) was a region with relatively high US interest and support. Washington supported the NATO membership of CE countries, provided financial as well as technical assistance to the region and several American high-positioned political representatives visited the region. However, during the last few years, it is evident that CE is a space where the Russian and Chinese presence and influence have been risen. The present article analyses several questions aiming to scrutinize the Russian and Chinese presence and activities in CE, particularly, when and how Russia and China penetrated into CE, what are the consequences of the rising Russian and Chinese influence and who are the supporters and opponents of Moscow and Beijing in CE. The article concludes that, the main competing actors in CE are Washington and Russia, while China profits from the US-Russia clash. While the US and Russian interests are dominat in security and political issues, China aims to penetrate CE economics.

Abstract:: This article seeks to examine Indonesia’s foreign policy with Malaysia in the post-Suharto era especially in the Ambalat disputes. The primary objective of this article is to answer questions why the dispute has not been solved for more than half a century? What has been done by both parties? Why the Ambalat Block is still far from been resolved? What kinds of obstacles have been faced by both parties for taking so long on the negotiation process? This article shows that Indonesia’s concern on Ambalat issue is due to losing Sipadan-Ligitan that finally belongs to Malaysia after the International Court of Justice’s decision in 2002. Interestingly, this study revealed that during Ambalat dispute, both countries were involved in a serious tension with the mobilization of soldiers, warships, and fighter jets, despite that Indonesia and Malaysia are both member countries of ASEAN.
