Abstract:
Scott Borgerson (“The Coming Arctic Boom,” July/August 2013) is right to argue that “Alaska should invest its considerable wealth in its underdeveloped university system, finance ambitious infrastructure projects, and create policies that attract talented immigrants and encourage them to start new businesses, such as renewable energy ventures.” Unfortunately, the recently passed Alaskan Senate Bill 21 reduces the income Alaskans receive from oil produced on public lands. Alaska has already begun to run deficits, is unable to finance university investments, and, for the fourth straight year, has frozen funding for basic classroom instruction. Oil companies have high profit margins yet pay less for extracting oil in Alaska than in Norway or countless other countries. Alaskan Governor Sean Parnell is squandering an opportunity to convert oil wealth into human and physical capital. Alaska's oil resources are finite, and the state should invest the profits now in capital development and economic diversification.

Abstract:
The article tries to examine Britain's place in EU's policymaking towards Iran. Having in mind the importance of the EU in international stages and also in economic and political matters, the following article has shed light on the ups and downs of Iran's relations with the UK as one of the important EU-nation states and has concluded that an effective but careful and logical relationship with EU member states could expand the space of more collaborations and in this regard Iran can utilize EU's capacities. Britain in contrary to the US has avoided military tools and has chosen a negotiating policy toward Iran and has assured other member states of these negotiations. Iran should choose a definite strategy towards EU based on having a complete knowledge of each member – state and their capabilities and special potentials in cooperation with Iran.

Abstract:
In Great Game, Local Rules the New Great Power Contest in Central Asia, Alexander Cooley develops an excellent analytical framework for looking at the activities of China, Russia and the United States in Central Asia. Cooley offers three broad arguments. First, he observes that the three big powers have pursued different goals in Central Asia, which has meant that their interests do not necessarily conflict. China's main objective has been to stabilize Xinjiang by ensuring cooperative relationships on Xinjiang's border. This prompted beijing to resolve border disputes with kyrgyzstan, Tajikistan and kazakhstan on favorable terms for its Central Asian neighbors. The U.S. has sought to stabilize Afghanistan by establishing supply and base arrangements in Central Asia. Despite the ups and downs with Tashkent which led to the closing of the U.S. base at karshi khanabad in 2005, washington has largely achieved its objectives in the region. Russia has sought to remain the major power or hegemon in the region. Despite this ambitious goal, Moscow has been willing to accept efforts by the U.S. to establish bases in Central Asia because it also is interested in containing, if not defeating the Taliban in Afghanistan.

Abstract:
The twenty-first century began with a vastly unprecedented approach which broke the pattern of EU group enlargements. Three candidates from three different geographical areas of Europe, and with rather divergent political and economic backgrounds, began negotiations with the EU on their future accession: Croatia as a pioneer from the post-war region of the Western Balkans, Turkey as the oldest candidate country (having applied for EU membership in 1987), and Iceland, one of the remaining EFTA states and a member of the European Economic Area. The latest version of the EU's Enlargement Strategy lists all the European states which could be considered for EU membership in the foreseeable future. As Iceland has recently put its accession negotiations on hold, this article focuses on the Western Balkan region and Turkey, giving an overview of some of the specifics of the EU accession process and the actual status of the negotiations under way. Any forecast concerning future EU enlargements with a time horizon of at least ten years from now should consider first of all these countries, with other European states eligible for EU membership being considered only afterward.

Abstract:
Turkish foreign policy toward the Middle East has confronted with more and novel security challenges in 2012. The problematic issues related to Arab revolutions of 2011 have already had negative repercussions for Ankara. As a result of diverging policy choices toward the Arab revolutions, these conflicting issues caused more strained relations between Turkey and its neighbors in the region. Regional actors divided over how to respond to political deadlocks in the Middle East. While Turkey, Egypt and Saudi Arabia have sided together, Iran, Syria and the central government of Iraq have made their policies jointly. This very division between the regional actors has increased the security risks within the Middle East. These two camps have particularly conflicting policy agendas and as a result, they have become part of a “proxy war” in Syria which constitutes the biggest security threat to the whole region. Despite the deteriorating situation in Syria and its own tense political environment domestically, Turkey, has continued to strengthen its economic relations with the Middle Eastern capitals except Damascus. It was partly a result of this policy that Turkey's export toward the Middle East increased significantly.

Abstract:
Termination of the US military presence in Iraq at the end of 2011, bring some problems for Iraq on military, domestic politics and economic area. Just a few months later US military withdrawal, escalating political tension began to delimitate coalition government built on a fragile structure and at the same time has led to emergence of some struggles with in the country. Discourses or expectations of many Iraqi leaders that Iraq will be saved from the problems which he faced and even new independent era will start with the year of 2012 have been turned upside down because of violence and political instability occurring at the beginning of this new independent era. Bombings, political and military strife between ethnic groups, struggle between national government and the Iraqi Kurdish Regional Government (KRG) and particularly worsening of Iraq-Turkey relations forced Baghdad government to waste large part of its energy on these issues. In addition to this, natural resources having strategic importance for economic developments and Iraq's future stand out as a shaping factor of Iraq's foreign and domestic politics.

Abstract:
The Arab Spring has resulted in a shift in the nature of Iran's regional foreign policy from a traditional 'resistance' strategy to a 'new engagement' approach. The new approach aims to strike a balance between strengthening cooperation with states in the region such as Egypt and Saudi Arabia and containing threats through maintaining traditional relations with ideological movements. In addition to the new strategic engagement policy, however, the nuclear issue has been constrained Iran's real economic and foreign policy capacity during 2012. The deepening economic crisis and rising inflation rates have also negatively affect Iran's domestic affairs and caused a new fragmentation among the conservative block. The legislative election held on March 2012 was the best example to understand this separation in Iranian domestic politics. In this article, it is analysed Iranian bilateral and regional relations by particularly focusing on its position regarding Arab Spring, nuclear issue and regional developments during 2012.

Abstract:
Jordan is one of the countries where violence was relatively low but protests still continue during the Arab Spring. The Gulf Monarchies and the Western countries do not favor a regime change as a result of the Arab Spring in Jordan. They, therefore, support Jordanian regime in every angle. Despite this support, Jordanians were eager in their anti-regime protests. The demonstrations against the regime of King Abdallah were especially visible in 2012. One of the most important problems of Jordan in 2012 was the question of refugees who escaped from the civil war in Syria. According to official figures, the number of the refugees has scaled up to 200.000, but informal records claim that there are 400.000 Syrian refugees in Jordan. Fulfilling the economic needs of Syrian refugees is a huge burden on Jordan's economy. Foreign-dependent economic structure of Jordan is still a vital problem for the regime. The attempt to establish a nuclear power station which aimed to reduce the foreign dependency was surprisingly stopped after the nuclear explosion in Fukishima. The events that took place before the general elections of January 2013, were one of the most important processes of the politics of Jordan in 2012. Jordanian regime has accelerated the political reforms after the Arab Spring. In this regard, the assignment of the prime minister in consultation with the parliament, increasing the number of members, and revision of the electoral system were decided by changing the election law. However, the Islamic Action Front, the most powerful opposition party, declared that they would boycott the elections, because the new regime based on the new election law allegedly aimed to strengthen the regime supporters and did not ensure democratic participation.

With the euro in crisis, Germany has come to seem like a lone island of fiscal stability in Europe. Its debt levels are modest, its government bonds are safe havens for investors around the world, and it has avoided the kinds of private credit booms and housing bubbles that have destabilized the rest of the continent. The German economy, fueled by record exports, has grown steadily, expanding by a quarter over the last decade. But beneath the glowing headlines lies a darker story: Germany's economic position is simply unsustainable. For starters, much of its trade surplus has been earned at the expense of the corresponding current account deficits of the European countries in crisis. At the same time, this outsized surplus goes hand in hand with major imbalances within Germany's domestic economy. German businesses have invested their profits abroad, helping finance foreign imports. Meanwhile, as German money has flowed out of the country, domestic investment has languished at unprecedentedly low levels. Germany, like other rich, polluting, and aging countries, faces enormous long-term challenges. Its work force is shrinking, its energy sector needs to be remade, and its public infrastructure has gone too long without improvement. For all the talk of its financial strength, Germany has so far squandered the opportunity to secure long-term economic growth by addressing these challenges through badly needed domestic investments.

The prevailing outlook among analysts before the advent of the recent social movements in North Africa and a number of Arab Middle Eastern countries indicated that the region will continue to resist the wave of democratization. The fall of several authoritarian regimes and continuity of social movements has generated serious doubts in this outlook, leading to the appearance of promising horizons for democratization. This paper argues that these social movements originate from the exacerbating legitimacy crisis of authoritarian governments and rising political, social and economic dissatisfaction of the general public, including the youth and the modern middle class. This work seeks to answer the question: what are the major sociological origins and precipitating factors influencing the advent of social movements in the Middle East and North Africa? In response, it can be argued that the advent of social movements in a number of Middle East and North African countries is rooted in the legitimacy crisis, as well as rising political, social and economic dissatisfaction of the general public, the youth and the modern middle class in recent decades. The web-based social networks and cell phones acted as precipitating factors in the massive mobilization and integration of mass protests and those of the modern middle class and the fall of a number of authoritarian regimes. These movements are notably characterized by being comprehensive, Islamic, democratic, anti-despotic, independence-seeking, and highly reliant on new information and communications technologies. The web-based social networks served as a precipitating factor in massive mobilization of the aforementioned strata within the context of an exacerbated legitimacy crisis and the gap between the state and the society rather than as a structural deep-rooted factor.

Abstract:
This article explores the causes and dynamics impacting the development of the EU's security policy on Africa. The changing global structure in Africa has influenced the EU's foreign and security policy in Africa. The new global actors, such as China, India, Brazil, and Turkey have recently consolidated their political and economic relations with both African states and organisations with an impact on the EU's approach to the continent. At the same time, the new challenges, like international terrorism and immigration, also left their mark on the EU's policy in Africa. This article argues that the EU members' economic interests have played a central role in developing the EU's security policy towards Africa. Is Europe converging in terms of policy development? How has the global financial crisis affected this and policy development in Europe more generally? What policy differences exist between European Union (EU) member states and other European countries? These and other questions posed in this volume are largely motivated by an attempt to understand the implications of the EU's Lisbon Strategy, which the editor, Ipek Eren Vural, defines as “a medium term development plan to facilitate transformation of the European economy, and to coordinate the economic and social policies at the national level” (p. 2). On the basis of this strategy and the Open Method of Coordination (OMC), or “governance tool” to pursue the economic and social “pillars” of the strategy (p. 2), there is reason to expect some convergence in Europe. Focusing primarily on the abovementioned social pillar within what Vural labels as institutional, intergovernmentalist, and neo-Gramscian frameworks in her introduction, this volume explores a wide range of issues/policies, including (un-) employment, poverty, flexicurity, pensions, welfare states, and gender equality. Drawing on time-series data from Eurostat as well as other data sources, the contributors generally find that the Lisbon Strategy was not successful in achieving its social policy aims; it was also undermined by the global financial crisis. There has been some policy convergence in Europe, but this varies by the type of convergence, the time period examined, and the specific policy domain. This review will briefly summarize and analyze the parts of this book and conclude with some final thoughts about the volume as a whole.

One may argue three law-like generalizations in political science: “no bourgeois, no democracy,” “democracies do not go to war with each other,” and “natural resources are a curse.” Although each of these highly contested arguments is important, the last one has the broadest impact—the negative effects of oil, natural gas, and mineral production go beyond authoritarianism and have economic, military, and societal consequences. Recently, some important publications have challenged the “resource curse” argument, creating doubts about these negative effects. In this regard, Michael Ross's book is an extremely timely work. It not only responds to these critiques but also provides a consistent set of explanations about oil and its effects on authoritarianism, patriarchy, inter-state and civil wars, and economic underdevelopment. Ross has already written path-breaking articles on these issues and this magnum opus brings together his previous contributions with updated data, revised arguments, and fresh perspectives. Unlike his earlier publications, Ross's analysis focuses on oil and natural gas, sometimes referring to both as only “oil,” and consistently leaves mineral production aside. His data show how the importance of oil will persist, if not increase, in the near future: “the global market for oil and other liquid fuels will rise from 86.1 million barrels a day in 2007 to 110 million barrel a day in 2035; the market for natural gas will rise from 108 to 156 trillion cubic feet” (p. 251).

It was not so much a review as it was a putdown of Dr. Buechner and his knowledge of economics, its history, and accepted laws. (By the way, there is no law of supply and demand as such in economics.) The list of things Dr. Buechner is criticized for doing, or not doing, seemed to go on endlessly.

Germany has reduced its emissions of greenhouse gases more than almost any other industrialized democracy and is exceeding its ambitious Kyoto commitment. Hence, it is commonly portrayed as a climate-policy success story, but the situation is actually much more complex. Generalizing Germany's per-capita emissions to all countries or its emissions reductions to all industrialized democracies would still very likely produce more than a two-degree rise in global temperature. Moreover, analyzing the German country-case into eleven subcases shows that it is a mixture of relative successes and failures. This analysis leads to three main conclusions. First, high relative performance and high environmental damage can coexist. Second, we should see national cases in a differentiated way and not only in terms of their aggregate performances. Third, researchers on climate policies should more often begin with outcomes, work backward to policies, and be prepared for some surprises. Ironically, the most effective government interventions may not be explicit climate policies, such as the economic transformation of eastern Germany. Moreover, the lack of policy-making in certain areas may undercut progress made elsewhere, including unregulated increases in car travel, road freight, and electricity consumption. Research on climate and environmental policies should focus on somewhat different areas of government intervention and ask different questions.

Running down the list of the U.S. State Department's Latin America policy objectives in El País in September 2010, the economist Moisés Naím noted that they focused almost exclusively on domestic concerns: building democratic institutions, promoting local social and economic opportunity, and so forth. These issues were not only given a higher priority in policy toward Latin America than they were for other regions, but they were also issues largely beyond Washington's ability to control. Naím was correct, but the point can be taken further. The focus on politics within Latin American states rather than on relations between them is characteristic not simply of the State Department but also of the Latin American regional studies community in the United States more generally, from where the U.S. policy and advocacy community absorbs much of its personnel and intellectual orientation. Such attitudes have harmed U.S. policy by focusing excessive attention on small countries with little geostrategic influence and fostering the facile notion that political and economic liberalization are the necessary and sufficient criteria for the advancement of all major U.S. interests. This approach has distorted Washington's calculations of regional politics and hampered its ability to counter outside influences and deal sensibly with rising regional powers. U.S. scholars and policymakers need a reminder that development does not mean the end of politics and that twenty-first-century Latin America has its own, autonomous power dynamics. A little realism would go a long way. THAT '80S SHOW When it comes to Latin America, for decades U.S. universities and regional studies centers have focused almost exclusively on matters of comparative politics and political and economic development. In the 1970s and 1980s, the last time scholars paid much attention to the region's international relations, their chief concern was the workings and implications of U.S. hegemony. The issue facing both scholars and policymakers today, however, is what happens as U.S. power declines and new forces in the region emerge, and unfortunately, when it comes to these questions, there is little intellectual capital on which to draw.

Over the past twenty years, China has experienced dramatic economic growth, transforming itself from a basically agrarian society into the world's second largest economy behind only the United States. Since the initiation of economic and political reforms in 1978, China has produced an average annual growth rate of 10 percent. From 1978 to 2008, China increased its GDP 83 times (NBS, 2009) and lifted over two hundred million of its people out of poverty. This has continued to generate increased energy supply. The Arab revolts have resulted in deposed heads of state in Yemen, Libya, Egypt and Tunisia. Of these countries the latter two—Egypt and Tunisia—saw mass street protestors quickly topple entrenched autocrats without significant violence or foreign intervention. One year on, Egypt is still ruled by elements of the Mubarak regime with vested interests in the former order. It is also racked by political battles and economic troubles that are threatening its transition. Tunisia, on the other hand, is moving steadily closer toward a potential democratic consolidation. What explains the differences? This commentary discusses the prior institutional characteristics of the two countries. It then examines three areas of early transitional choices that contributed to Tunisia's progress and undermined Egypt's. In identifying lessons learned it makes the case that oppositional movements should avoid constitutional and institutional vacuums, establish broadly representative civilian-led transitional planning mechanisms, and follow appropriately-timed, transparent electoral sequencing.

But a midterm primer is nevertheless necessary; it is critical to assess the nature of the crises to ensure that the proper lessons are learned. This article aims to present a history on the causes of the financial crisis that first emerged in the U.S. in 2007. Then it will analyze the roots of the current state of the economic crisis in Europe and the U.S. It will also assess the effects of the crises on the European and American economies. Consequently, a range of topics are discussed in the article, some of which have received deeper treatment elsewhere in economic literature, but have not been pieced together to provide a coherent past and present picture of the situation. Abstract:
This article argues that the origins of the Greek malaise are primarily political rather than economic and rooted in the delay, postponement, and half-hearted implementation of public policy reforms that preceded the crisis. The 2007-08 global economic crisis triggered market scrutiny over Greece, as it brought to an end a period of abundant liquidity and a relaxed attitude by global markets vis a vis Eurozone members. Greece's impossible fiscal position was brutally exposed, and a downward spiral began. The article also argues that although Greece set itself up for failure, the Eurozone's inability to act swiftly and early, to diagnose the problem correctly and to combine a policy mix consisting of budgetary consolidation and policy reform further exacerbated the problem. Despite the fact that disorderly default has been avoided and a sense of normalcy has returned, Greece has to move swiftly on the reforms front to avoid disaster.

This article examines Turkish Iranian relations in the 2000s, when the two countries initiated an unprecedented rapprochement. It argues that modification of foreign policy paradigms in Turkey and Iran led to the rationalization of bilateral relations that paved the way for improvement of economic and political ties between the two states. In addition to the rationalization, a supportive regional context helped them expand their relations. However, structural differences prevent the Turkish-Iranian rapprochement from turning into a strategic partnership. Moreover, restructuring of the regional context and rise of the specter of a conflictual relationship, which is still alive, threaten the future of Turkish-Iranian relations.

The debate on the future of the Turkish-American partnership has puzzled scholars in recent years due to its constant fluctuations. In the first year of the Obama administration, the parties tried to heal relations with high level exchanges and a new conceptual framework to define the relationship. However, in 2010 the discord between the US and Turkey on major policy issues, including Iran and relations with Israel, once again strained bilateral relations. With the Arab Spring, the pendulum swung once again. Since the eruption of the people's movement in different parts of the Middle East, Turkey and the US have acted in coordination, and taken similar positions in debates in international forums. The Obama administration announced a new Asia- Pacific strategy, which will entail the concentration of its diplomatic, military, and economic resources to build partnerships and curb emerging threats in this region. This new doctrine may have a major impact on US relations with Turkey by opening up new opportunities for cooperation and new necessities to deepen the partnership.

Targeting of militant leaders is central to many states' national security strategies, but does it work? What should policymakers expect when armed forces capture or kill militant leaders? Is leadership decapitation more likely to succeed or fail under certain conditions? These questions have never been more pressing than after the May 2011 killing of al-Qaida leader Osama bin Laden. As relevant as these questions are to current U.S. policy and strategy, they are also fundamental questions of asymmetric warfare. They matter because almost all policies of "high-value" targeting require difficult judgments concerning both the potential consequences and the opportunity costs of targeting militant leaders. The decision to target enemy leaders requires that policymakers adjudicate among numerous difficult, and potentially contradictory, choices. Leadership targeting strategies affect how states allocate scarce military, intelligence, and economic resources; how they construct their counterinsurgency or counterterrorism postures; and how interested foreign and domestic audiences react to their behavior.

Support for regional economic integration in Africa runs high amongst the continent's international development partners and African elites. However, its expression in European forms of economic integration is not appropriate to regional capacities and in some cases may do more harm than good. This lacuna is exacerbated by technical and theoretical analyses rooted either in economics or international relations literature. This article sets out to reconceptualise the foundations of African economic integration by reviewing key debates within each literature and comparing the results across disciplinary boundaries. Overall, it is concluded that a much more limited approach is required, one that prioritises trade facilitation and regulatory cooperation in areas related primarily to the conduct of business; underpinned by a security regime emphasizing the good governance agenda at the domestic level. Care should be taken to design the ensuing schemes in such a way as to avoid contributing to major implementation and capacity challenges in establishing viable and legitimate states. In doing so, the presence of regional leaders with relatively deep pockets - South Africa in the Southern African case - points to the imperative of building such limited regional economic arrangements around key states.

Revolving around the concept of 'Community' or 'community', debate on an Asian region has ostensibly pitted those who proposed an entity limited to East Asia (China, Japan, South Korea and the ten countries of the Association of South East Asian Nations, ASEAN) against those who proposed a much wider region embracing India, North (and, perhaps, South) America, as well as Australasia. Previously these two conceptualisations possessed their eponymous translation in the East Asian Economic Caucus (reincarnated as ASEANþ3) and the Asia Pacific Economic Cooperation forum. However, with the creation in 2005 of the East Asian Summit to include India, Australia and New Zealand and, above all, its 2011 enlargement to include the United States and Russia, the contrast between the two conceptualisations of an Asian region has become confused. In order to explain this development, this article suggests that the language of 'region' or 'community' is a discursive smokescreen disguising changes in approaches to multilateralism. An examination of the East Asia Summit, contrasting it with another recent regional project, the Trans Pacific Partnership, suggests that the actors involved are seeking to ensure the primacy of individual nation states in intergovernmental multilateral relations.

This situation, linked to the evolution of the global context, might be indicating that regionalism in Latin America has reached its peak, beyond which it may be difficult to achieve further progress. This paper intends to point out that threats and problems related to security and stability are common and affect the entire sub-regional system, necessitating common responses. The paper is structured in three parts. In the first part this paper intends to analyse and explain the concept of security, demonstrating that from a theoretical point of view, it must not be considered as a univocal problem, but regrouping different aspects. The second part of the paper analyses the many sources of instability affecting the Persian Gulf region today, with unavoidable consequences seen in the neighbouring sub-regional systems, such as the Caucasus, Central Asia, European Union, India and China. In the third part this paper will propose some theoretical ideas and pragmatic mechanisms aimed at suggesting different solutions to the issues analysed above. There will also be a review of the proposal for the creation of a common market involving Iran and the Persian Gulf Cooperation Council (GCC) countries as a prelude to a monetary union modelled on the experiences and results of the Euro. The effects of an end to the embargo on Iran will also be assessed. As for military security, I will assess whether the realisation of a sort of a Persian Gulf version of NATO would be possible.

Legal research conceptualized the relationship between International Investment Law (IIL) and International Human Rights Law (IHRL) until recently rather as opposing fields of law with colliding policy interests as well as contradictory rules and regulations. However, lately a new approach is gaining increasing support in the academic community: Investment protection could be understood as being part of human rights law. Such a conclusion may be perceived as highly controversial, however, from a conceptual perspective IIL and IHRL share more common ground than differences. This article will argue, first, that certain material standards of IIL can be conceptualized to be human rights-like guarantees of a minimum standard of protection and second, that such an understanding does not lead to a neoliberal proliferation of economic rights but, to the contrary, may serve as an important conceptual tool to prevent overly extensive interpretations of investment treaties and to balance economic rights with other human rights in case of norm conflict. After all, IIL could prove to be not more, but also not less, than “One Out of a Crowd” of all other fundamental human rights.

Traditionally, fundamental human rights have occupied an important place in labor law. The ILO constitution of 1919 focuses, for example, on the right of freedom of association. Subsequent ILO documents stress other fundamental rights such as the right to non-discrimination in the field of labor. The fundamental rights of the worker did begin to get some attention in the EU too, especially in non-binding documents such as the Community Charter of the Rights of the Worker from 1989. Since the entry into force of the Treaty of Lisbon in 2009, the Charter of Fundamental Rights introduced at the summit in Nice is legally binding to the same extent as the EU Treaty itself. The Charter includes fundamental rights in the field of labor law under the heading 'solidarity'. In this article two basic questions will be addressed. The first question will address the 'old' issue of the clash between fundamental (labor) rights and the four economic freedoms of the EU, which are seen by the ECJ as of fundamental nature as well. Since the seminal cases of Viking and Laval, a lot has been written about this theme by both European and labor lawyers. I will not revisit the literature that has been written about these cases, but the more dogmatic issue of a (potential) clash between the four economic freedoms and the fundamental rights is still in need of clarification. The second question is whether the fundamental human rights will get a more important place in the case law of the European Court of Justice now that the Charter of Fundamental Rights is of binding character, or, will there be just a continuation of the already developed relationship between fundamental freedoms and rights or between two different kind of fundamental human rights? I will focus here on case law in the field of labor law. The article will finish with a plea for a proportionality test 'light' in order to limit the interference of EU law with the essence of fundamental rights.

The movie Slumdog Millionaire (2008), adapted from Vikas Swarup's 2005 novel Q A, tells the story of Jamal Malik, a vulnerable orphan and street boy exposed to the misery of the world: extreme poverty, disease, lack of education, violence, murder, prostitution in Cherry Street, police brutality, and other misfortunes. Very painful images, but not without promise and determination, show Jamal at five years old, covered in excrement, succeed in reaching the Indian movie star, Amitabah, and receive an autograph. When Jamal starts playing and winning “Who Wants to be a Millionaire,” Sergeant Srinivas and other policemen torture Jamal because they cannot understand how this vulnerable lost child is winning the game. Their conclusion: he must be cheating. The film places us into the dialectic of vulnerability and promise. What we can take from it is that the well-being of a child is not a private affair. It is linked to the order of the economic and the political, with these two words understood in their etymological sense. The fact of being on orphan evokes the oikos and miserable life in the streets, as well as the cops' response referring to the order of the polis. Jamal Malik's exceptional achievement raises the question of how is this possible? What is the correct answer among the four choices in the film: he cheated, he's lucky, he's a genius, it is destiny? There is a risk of celebrating the idea of heroism in Jamal Malik's character and forgetting the call to protect vulnerable children. Any promise is inscribed in a societal project that creates conditions of possibility for the protection and success of children. Tonderai Chikuhwa, senior advisor at the United Nations, discusses the Roundtable theme of “Children of the World: The Dialectic of Promise and Vulnerability” by focusing on particular situations of children involved in armed conflict and he evokes concrete actions/operations by the United Nations to protect such “child soldiers.” The well-being of children has been defined as a “categorical imperative” for the realization of planetary peace and security, which therefore calls for actions from the United Nations Security Council.

We are one humanity, but seven billion humans. This is the essential challenge of global ethics: how to accommodate the tension between our universal and particular natures. This tension is, of course, age-old and runs through all moral and political philosophy. But in the world of the early twenty-first century it plays out in distinctive new ways. Ethics has always engaged twin capacities inherent in every human: the capacity to harm and the capacity to help. But the profound set of transformations commonly referred to as globalization-the increasing mobility of goods, labor, and capital; the increasing interconnectedness of political, economic, and financial systems; and the radical empowerment of groups and individuals through technology-have enabled us to harm and to help others in ways that our forebears could not have imagined. On March 18, 2011, President Barack Obama announced the U.S. government's commitment to an international military intervention in Libya, declaring, "We're protecting innocent civilians within Libya" from Muammar Qaddafi's forces to prevent "a humanitarian crisis." Within days, an international coalition of Western and Arab states launched air strikes that halted the Libyan government forces' offensive against the rebel stronghold of Benghazi and the roughly 2 million people living in the eastern region of the country. Within weeks, major international economic resources began ºowing to rebel-controlled areas to help strengthen their ability to remain independent from Qaddafi's control. Within months, Qaddafi's grip on the western portions of the country crumbled. Now, many policymakers and scholars recognize the Libyan mission as a significant success for international humanitarian intervention according to the main yardstick of saving many lives with no loss of life among the interveners.

In the course of two months in the fall of 2011, the President and his administration—particularly the Secretary of State—conducted a political and diplomatic offensive to prove American staying power in Asia. It marked a 180-degree turn from where the White House had begun three years earlier. The fall offensive began with the long-awaited passage of the Korea-U.S. FTA (KORUS), an agreement of major economic importance. After years of accumulated opportunity costs, in October, the administration finally pushed the agreement forward and arranged for South Korean President Lee Myun-bak to be in Washington for the occasion of its passage. Secretary of State Hillary Clinton framed the new approach in her November “America's Pacific Century” speech, wherein she declared the Administration's “Asia Pivot.”1 President Obama gave the approach authority and economic substance at APEC, where the U.S. secured a game-changing commitment from Japan to join the Transpacific Partnership trade pact (TPP). The President then embarked on his third visit to the Asia Pacific. In Australia, he announced new training rotations of up to 2,500 U.S. Marines through Australia's northern shore, a move with obvious implications for the security of our allies and sea lanes, and in Indonesia, he became the first American president to participate in the East Asian Summit (EAS). At the EAS meeting of 18 regional leaders, President Obama raised the importance of maritime security and freedom of navigation and “expressed strong opposition to the threat or use of force by any party to advance its territorial or maritime claims or interfere in legitimate economic activity”—thereby tying American interests to regional concerns about China. For her part, Secretary Clinton headed to Manila to commemorate the 60th anniversary of the U.S.-Philippines Mutual Defense Treaty (MDT)—and then on to America's other treaty ally in Southeast Asia, Thailand. In Manila Bay, she signed a reaffirmation of the U.S.-Philippines MDT on the deck of a U.S. Navy destroyer and essentially declared America ready to “fight” for the Philippines. She also announced the dispatch to Manila of the second (of what will likely be four) refurbished coast guard cutters. En route to Indonesia, President Obama phoned long-suffering Burmese human rights icon Aung San Suu Kyi to get her blessing for a Burma visit from Secretary Clinton. Clinton arrived in Burma by the end of November, meeting Suu Kyi and the Burmese president and beginning a careful, “action for action” process of normalization that could have major implications for the U.S. strategic position in the region. The Chinese have long taken advantage of Burma's isolation from the U.S. If Burmese political reform proves to be real, it will offer an opportunity for the U.S. to reassert itself there. It will also remove a roadblock in America's relationship with the Association of Southeast Asian Nations (ASEAN) with which it has long disagreed on Burma. A democratic Burma would tip the scales in ASEAN—a hodgepodge of governing systems—in favor of democracy, a state of play that improves the sustainability of American engagement.

During the colonial period, Laos welcomed the smallest overseas Chinese communities in Southeast Asia, communities that almost disappeared after the communist forces seized power in Laos in 1975. Yet, this landlocked country shares a long history with China and even experienced a Golden Age thanks to the thriving caravan trade between Yunnan and mainland Southeast Asia. The Greater Mekong Subregion initiative, a development programme launched by the Asian Development Bank, has revitalized these historical trade routes, causing thousands of Chinese migrants to pour onto the new roads of Laos, channelled through the North–South Economic Corridor linking Kunming to Bangkok. Depicted as “an army of ants” that plunders the natural resources of this poor country, these Chinese migrants are also the main drivers of development. The paper seeks to examine the specificity of China's engagement in Laos. I suggest that this small and forgotten country can provide insightful lessons to better understand the current changes taking place in Chinese migration worldwide.

There has scarcely been a day in the last three years when we have not read depressing headlines in the newspapers about the global economic crisis. The current turmoil, which many experts concur in seeing as the worst jolt to the world economy since the Great Depression, is pushing the parameters of the established system to its limits. One could say that we see, in the short-term measures taken against the crisis at the time, an effective anti-crisis strategy. But ironically, the promptness with which these short-term measures were enacted prevented adequate questioning of the dominant paradigm which had caused the crisis. As a result, the structural problems leading to the crisis were not reduced. Despite the occurrence of the deepest economic crisis to be experienced since the Great Depression, the present economic emergency did not shake the neoclassical economic paradigm as strongly as was needed. A puzzle that this study aims to solve arises here: Why and how has the conventional wisdom survived and reproduced its intellectual hegemony even after the “most devastating economic crisis” since the Great Depression?

This study deals with the relationship between the current account deficit and the budget deficit in Turkey. Artificial Neural Networks are employed to investigate this relationship. According to the results of the application the twin deficits hypothesis which indicates a positive correlation between the two deficits isn’t valid in Turkey. As this paper tries to analyze the factors accounting for the absence of this kind of correlation, it develops a flexible understanding which doesn’t refuse a hypothesis or a theory (the twin deficits hypothesis) completely, on the contrary, emphasizes the importance of investigating the conditions in which a hypothesis, theory or a model is valid.

Korea’s economic development since the 1980s has occurred in the context of capital controls and a strong governmental role in achieving sustained growth. The experiences of two financial crises—the Asian financial crisis (1997–98) and the global financial crisis (2008–09)—confirm the impression of a highly responsive state, although different pictures emerge as to how the Korean government sought to abolish or deploy capital controls in accordance with global consensus and intellectual trends in international political economy. Contrary to the policies of financial liberalization by the Korean government in the aftermath of the Asian financial crisis, the Korean government shifted to a policy direction favoring capital controls following the global financial crisis, as seen in recent Group of 20 proclamations. However, given the necessity of capital inflows for an outward-oriented economy such as Korea’s, which is heavily dependent on foreign capital inflows for investment, it is questionable to what extent Korea can effectively take advantage of capital controls, what the goals of such controls should be, whether there will be strong political backing for implementation of such policies, and what political risks the current government faces in implementing new capital controls. This paper seeks to provide answers to these questions by examining Korea’s initiatives for capital controls in light of its history and the surge of capital inflows to emerging market economies since the global financial crisis.

There is no doubt that the United States has been a dominant economic power in the world. U.S. troops are deployed in the various corners of the world, and their military presence is often a strong force in propping up the status quo or a peaceful co-existence, possibly and hopefully more peaceful than otherwise. The U.S. has held an important role in the international system as a military power. But also in an economic sense, the U.S. has been a dominant leader. As a major consumer market and an investor, U.S. influence on the global economy is significant to say the least. This is especially true in East Asia. Through military alliance and economic aid, the U.S. crafted close relationships with East Asian countries and influenced their domestic policymaking. For example, as a provider of military and economic stability, the U.S. wielded much influence on domestic macroeconomic policies of Korea and Taiwan during the early industrialization years of 1950s-60s. The economic aid came with conditions, and Korea and Taiwan complied. Although explicit economic aid stopped in the late 1960s, other forms of assistance, for example loans, grants and technology transfers continued, and more importantly security alliances remained strong. The U.S. still holds much influence over Korea and Taiwan, as a military ally and a major trade partner. In the present day, Korea and Taiwan closely peg their currencies to the U.S. dollar and hold large currency reserves in dollars. As a result, macroeconomic stability of Korea and Taiwan depends largely on the stability of the dollar. In this way, the dollar’s influence on Korea and Taiwan is quite significant. Similar to but also different from the way that Korea and Taiwan depended on U.S. economic aid, they again depend on the dollar to anchor economic stability.

Abstract:
Democratic People’s Republic of Korea (DPRK) President Kim il-Sung explained to his counterpart Erich Honecker, President of the German Democratic Republic, in 1977 that building socialism in the DPRK is the foundation for establishing a new social order in the entire nation.1 Socialist principles have guided the North Korean political economy since the country was established after World War II. The 1972 constitution repeatedly stressed the achievement of “true socialism” as a goal and declared that the DPRK “exercises the dictatorship of the proletariat.”2 In the North Korean system, urban residents received monthly rations for household goods distributed at nominal prices, while workers on agricultural cooperatives and state farms received consumer goods in return for agricultural output sold to the state at an artificially low price. The government’s top-down central planning set production-based targets for factories and farms.

Recently we have seen that the middle-sized states are coming together in several forums. The WTO meetings and India-Brazil-South Africa (IBSA) dialogue forum are among those to be cited. Such groupings are mainly economy oriented and whether they will have political output needs to be seen, however, in the future if globalization goes in a similar way as today, we might see more groupings. Those groupings should be seen as reactions to unjust and exclusive globalization. The IBSA Dialogue Forum members have enhanced their relations economically by signing bilateral trade agreements and acting together on economic issues in global forums. If they can hold together, they are creating a market more than ¼ of global population and, if successful, it has a chance to be the engine of growth in the South. Moreover if they can create the biggest market in the South, they would also be influential in the being of the voice of the South. In that sense, this paper addresses the possible ways to develop relations between the IBSA members and economic development in the South, furthermore, implication of the IBSA on global governance and development can be as critical as its contribution to economic development, since the global governing bodies have legitimacy crisis.

The story is fairly well known. In 1971, as chairman of the Chicago Mercantile Exchange, I had an idea: a futures market in foreign currency. It may sound so obvious today, but at the time the idea was revolutionary. I was acutely aware that futures markets until then were primarily the province of agriculture and—as many claimed—might not be applicable to instruments of finance. Not being an economist, the idea was in need of validation. There was only one person in the world that could satisfy this requisite for me. We went to Milton Friedman. We met for breakfast at the Waldorf Astoria in New York. By then he was already a living legend and I was quite nervous. I asked the great man not to laugh and to tell me whether the idea was “off the wall.” Upon hearing him emphatically respond that the idea was “wonderful,” I had the temerity to ask that he put his answer in writing. Chicago School economists have come in for criticism since the financial crisis and so-called Great Recession began in 2007. Commentators have blamed recent problems on a laissez-faire faith in the efficacy of markets and simple rules for business-cycle policy—ideas associated with economics as taught and practiced at the University of Chicago. Events over the past four years, we are told, demonstrate the need for a restoration of Keynesian thinking about business cycles and activist government policies to keep markets from failing. However, there is another aspect of Chicago School economics that is commonly overlooked. This is the conviction that economists' understanding of the business cycle is meager in light of the knowledge necessary for activist countercyclical policy to be effective. From this comes the Chicago School concern that economists and policymakers not attempt to do something beyond their capability. Overreaching can make the problems worse.

Let me preface this review with a confession: As an advocate of free trade, I love to link the 1930 Smoot-Hawley tariff bill with the Great Depression at every opportunity. More than 80 years after its passage, the bill still evokes negative feelings about protectionism. After reading Douglas Irwin's Peddling Protectionism: Smoot- Hawley and the Great Depression, I can see I need to curb my enthusiasm. Irwin does not defend the bill, far from it. He concludes that it failed to achieve its objectives and that it did, in an incremental way, make the Great Depression worse. But in the careful language of the professional economist and historian that he is, Irwin documents in rich and often colorful detail that the most infamous trade bill in American history had less impact than either its advocates or its opponents understood at the time or understand today. Even so, the story of Smoot-Hawley offers valuable lessons for today as our politicians seek to craft U.S. trade policy in the 21st century. Irwin is superbly qualified to write the definitive history of what was officially the Trade Act of 1930. A professor of economics at Dartmouth College, he has authored Against the Tide: An Intellectual History of Free Trade (1996), and Free Trade under Fire (3rd ed., 2009).

The paper tries to examine the effects of economic crisis on philosophical considerations of distributive justice. It tackles the problem of a radical increase in scarcity as a condition of justice. Instead of assuming a relatively fixed (“moderate”) level of scarcity as a background against which justice in distribution obtains, the paper examines what happens when this level risks falling below and how does that change our views of distributive justice. It takes upon the recent events in the United States to construe a specific philosophical model and ask how crisis distribution, where that favors wealthier actors, can be justified. By analyzing the crisis distribution principle, it ultimately aims to suggest that moderate scarcity should not be seen as a mere condition, but an important and vital object of justice. As such it falls within, not beyond legitimate obligations of democratic governance.

South Korea and Japan are neighbors that are advanced, technologically sophisticated capitalist economies with capable and well-educated populations, and are fully consolidated liberal democracies. They share an alliance with the US, and generally view themselves as stalwart regional allies. As has been the case for many years, relations between them during the past four months were relatively stable, with increasingly deep economic relations, voluminous cultural flows, and general agreement on a strategy of isolation toward North Korea. They also share a tendency to provoke each other over their shared history and the ownership of several islets that sit between them. When this happens, the media goes into a frenzy, breathlessly reporting the latest incident. But which is reality? Do the historical disputes meaningfully affect their bilateral relations? On the one hand, yes: they could cooperate more closely on issues such as military coordination and a free-trade agreement. On the other hand, no: it's not at all clear that historical issues are holding up cooperation and relations are deeper across a range of issues.

The summer of 2011 marked two anniversaries for China and Russia. In June, the Shanghai Cooperation Organization (SCO) celebrated its 10th anniversary at the annual SCO Summit in Astana, Kazakhstan. Over the past 10 years, the regional security group has grown fed by its “twin engines” of Russia and China. Immediately following the SCO Summit, President Hu Jintao traveled to Moscow, marking the 10th anniversary of the signing of the Friendship Treaty between Russia and China. There was much to celebrate as Moscow, Beijing, and the SCO have achieved stability, security, and sustained economic development in a world riddled with revolutions, chaos, crises, and another major economic downturn. The two anniversaries were also a time to pause and think about “next steps.” While the SCO is having “growing pains,” China and Russia have elevated their “strategic partnership relations” to a “comprehensive strategic cooperation and partnership.”

As an economic historian sympathetic to free markets, McCloskey knows well that for centuries intellectuals have disdained the moneymaking orientation and commercial ethic of capitalism—and to her credit, she disdains this disdain. Capitalism deserves respect, she argues, for it “has not corrupted our souls” but instead “has improved them” (p. 23). McCloskey seeks to defend capitalism, not mainly by recounting what she acknowledges is its indisputable productive prowess, but by patiently explicating what she considers to be the “bourgeois virtues.” Yet her goal is polemical: to refute leftists who today persist in despising capitalism. She is concerned that her critics will find her case defensive, and justifiably, because McCloskey herself accepts certain anticapitalist premises, even summarizing the theme of her book as “an apology for our bourgeois lives” (p. 56). Yet, why would a political-economic system require an “apology” unless it was presumed guilty? Instead, why would it not be positively and resolutely heralded as a moral ideal? Despite McCloskey's view of the bourgeois life as virtuous, she insists that certain of its crucial motivating elements are decidedly un-Christian, hence suspect. Her hodgepodge of virtues makes for her less-than-emphatic case. McCloskey begins her book by recognizing how both Kantian and utilitarian ethics have been unfriendly (if not hostile) to laissez-faire capitalism, the former by requiring man to subordinate his personal pursuit of happiness to self-sacrificial duty, the latter by condoning hedonism while dismissing man's individual rights. For capitalism to survive and flourish, she contends, the ethics of commercialism must be defended. McCloskey attempts this by drawing on the “virtue ethics” arguments developed in academic philosophic circles since the late-1950s, which seek modernized versions of a more secular Greco-Roman ethics. While much can be said for McCloskey's use of “virtue ethics,” her approach does not ground morality in human nature. McCloskey divides an otherwise rambling and wide-ranging discourse of what she calls the seven main virtues into three main sections (pp. 91–302): the “Christian and Feminine Virtues” (faith, hope, and love), the “Pagan and Masculine Virtues” (courage and temperance), and the “Androgynous Virtues” (prudence and justice). The Christian and feminine virtues she also calls “theological” (p. 152) and pertinent to “the transcendent” and “sacred” (p. 304), while the pagan virtues are said to relate to “the self” and the “profane” (p. 304). Despite lengthy and digressive discussions of these seven virtues, McCloskey does not make clear why they are central to a moral case for capitalism, or why some are derivable from one gender versus another. . . .

The Korea–US free trade agreement (KORUS FTA) of 2007 clearly shows how countries simultaneously pursue economic benefits and strategic interests in trade negotiations. This study argues that the surprise launch and the successful conclusion of the KORUS FTA illustrate the joint efforts by the United States and the Republic of Korea to re-securitize their bilateral economic relations. Security and strategic calculations held by top policy-makers on both sides catalyzed the official launch of FTA negotiations by removing a number of longstanding trade irritants such as Korea's screen quotas and ban on US beefs. At the post-negotiation stage, however, the lack of bipartisanship— particularly in the United States—to provide trade liberalization for their allies in favor of their own broader strategic interests has led to the legislative stalemate of executive efforts at re-securitization of trade relations. This study concludes that the stalemated ratification process shows the erosion, not the strength, of US power to provide security and trade liberalization as public goods.

A successful edited volume not only requires that the editors recruit qualified specialists for each chapter but also that those editors integrate the separate analyses so that the book displays a coherence beyond the sum of its individual parts. Michael Green and Bates Gill have succeeded admirably on both dimensions: enlisting renowned Asian country specialists and experts on the various types of cooperation that characterize Asian multilateralism. Moreover, their Introduction illuminates how these types relate to one another. Over the past 45 years, Asia has experienced a plethora of multilateral political, economic, and security arrangements – some long-lived and well-institutionalized (ASEAN) and others formed to deal with a specific situation such as the Core Group that provided aid to those countries devastated by the December 2004 tsunami. There is considerable overlap in states ' memberships among these bodies, though they tend to group in a Southeast Asian-led formation centered in ASEAN and a Northeast Asian coterie dealing with North Korea in the Six-Party Talks. An additional transnational dimension may be found in nontraditional security such as infectious diseases, criminal and terrorist activities, piracy and human trafficking, all of which cross national boundaries and are generally seen by Asian states as susceptible to cooperative action. Traditional, hard security concerns – territorial disputes, historical animosities, and resource conflicts – on the other hand, though discussed in a number of multilateral settings, produce a great deal of rhetoric but very little resolution. Another concern, especially for great powers such as the United States and India, is whether East Asian multilateral groups will be inclusive or exclusive – trans-Pacific or Asia only.

As the US prepares to pull out of Iraq, the 'national reconciliation' process that was launched in the Summer of 2006 remains stalled. The March 2010 legislative elections, which were expected to consecrate the rebuilding of a national pact between Iraqis, have led to even greater fragmentation of Iraq's socio-political landscape. The power sharing agreement ultimately presages more tensions to come. With the essence and reality of the Iraqi 'nation' long debated and subjected to continued deconstruction under the combined effects of authoritarianism, military conflagrations and economic sanctions, it will likely take decades before a genuine reconciliation can come about.

Officials in Ankara are pressing for Turkey to become a key energy hub for the transportation of hydrocarbons from the Caspian region and the Middle East to Europe. It appears that they are seeking to secure certain strategic and economic advantages. Turkey's increasing energy needs could be satisfied, re-export rights obtained, and ambitions to become a significant regional state fulfilled which could facilitate accession to the EU. It seems more likely, though, that Turkey will become an important energy transit state, especially for the Southern Gas Corridor. Here, Turkey could still diversify its gas imports and reduce dependence on Russia.

If the terrorist attacks of 9/11 on New York City and Washington D.C. were a rude wake-up call for potential security threats to continental North America, the reaction on part of Canada has been measured and typically cautious. The acts were of course immediately condemned and temporary refuge given to thousands of travellers stranded by closure of airspace over the United States until declared safe. The federal government and most Canadians extended sympathy and offers of assistance to their closest neighbour and main trading partner. Close cultural and economic ties between the two countries ensured as much. Unease, however, set in about the tough talk and next progression characterized by President George Bush's now famous “You're either with us or against us” speech. Canada's then Liberal prime minister decided not to send the Canadian military wholeheartedly into the invasion of Iraq, though deployment of Canadian troops in Afghanistan duly became a major commitment. Reassuring the United States of Canada's reliability and loyalty as a partner was imperative. To this end, the federal government tightened up financial restrictions on potential fund-raising by identified terrorist groups, introduced new legislation and bureaucratic structures focused on security issues, and better coordinated intelligence gathering and information sharing activities across government agencies and with principal allies. Canadians convinced themselves that any possibility of a 9/11 scale terrorist attack on Canada was unlikely, and even if one was planned or happened, the effect would be minimized by the pro-active measures of authorities. Selected use of security certificates and arrest of home grown Islamic terrorists, the so-called Toronto 18, apparently showed that the police and intelligence agents were up to the task. The threat of terrorism, if not eliminated, could at least be managed and thwarted when required to provide a reasonable level of safety to the Canadian state and society. Ten years on, the course of events has shown the chosen policy decisions to have been mostly sound. Though the highest leadership of Al Qaeda remain at large and defiant as ever in their stated resolve to attack the West, Canada has not yet experienced a major terrorist incident since 9/11.

Economic forces will ultimately determine the destiny of the Canadian Arctic, not displays of military force. Economic opportunity will prove far more cost effective and longer lasting than increasing the visibility, or even effectiveness, of Canada's military in the Arctic. Some observers expect the mounting evidence of a treasure trove of hydrocarbons on land and under the sea in Canada's Arctic to act as the economic catalyst. However crude oil and natural gas exploitation in Canada's North is fraught with a myriad of challenges. This paper will shed light on the harsh climactic, economic and political realities of oil and gas exploration and development in the Canadian Arctic. Climatic conditions, even in the wake of evidence of climate change, will still be extreme as will the distances and the topography. First and foremost the economics have to make sense; a profit has to be available to entice the capital needed for developing the north's vast hydrocarbon potential. Additionally, the political realities include pollution mitigation and outstanding native land claims.

As Greece works out of financial crisis, it should look to Hungary fifteen years ago for part of the answer. Far too large a segment of the Greek economy remains locked up in public hands. Their sale to the private sector, as Hungarians discovered, while not a panacea, will help reduce catastrophic public debts, and salaries and pensions will become the responsibility of private owners rather than the government. The Greek Parliament's austerity plan would raise 70 billion euros from privatization by 2015. The government will sell stakes in banking, airports, water utilities, motorway concessions, port operations, state land, and mining rights. Selling assets to the private sector will also improve managerial know-how, increase transparency, and encourage confidence in a Greek recovery.

The fall of the Ottoman Empire during World War One and the emergence of the modern state system in the Middle East have received significant attention in academic literature. However, the impacts that the proliferation of state borders in the 19th and 20th centuries have had on political and economic integration within the Middle East is often ignored. This study argues that between the mid-19th and mid- 20th centuries the region underwent significant structural changes. Furthermore, these changes were driven by external intervention and internal decline. A number of theoretical assumptions are posited concerning the importance on integration and cooperation of the following: the increase in borders and claims to sovereignty and the separation of peoples/markets. The conclusions drawn are that the change from a system characterised by large political actors and integrated markets to one which is characterised by smaller states and separated markets led to the disintegration of the region's internal relations.

Towards the end of 2008 the effects of global recession started getting reflected in international trade. The fall in global demand and the slowing-down in economic growth translated into a substantial reduction in international trade. It affected the cross-border trade of virtually all countries and economic sectors. Indian exports trade could not remain unaffected in a situation where external demand was dwindling globally. The present paper reviews India's export performance during and following the global financial crisis. Indian exports started to decline in July 2008. It declined from US$ 17,095 million in July 2008 to US$ 11,516 million in March 2009, which accounts for almost 33 per cent decline. This growth contraction has come after a robust 25 per cent-plus average export growth since 2003. But, as a result of government policy measures and recovery in global economy, India's exports growth turned positive and exports grew by a whopping 54.1 per cent in March 2010 and recorded the highest growth rate among the world's top 70 economies in merchandise exports. India's merchandise exports during April 2010 at US$ 16.9 billion recorded a growth of 36.3 per cent as compared with a decline of 32.8 per cent registered in April 2009. Exports witnessed huge annualized growth of 56.9 per cent to $25.9 billion in May 2011 in a bright spot for the Indian economy, which is battling high inflation amid signs of a slowdown.

The pervasive sense of finitude tends to draw attention to (as well as offer a glimpse into) some of the concerns and interests that must have preoccupied the author in his final days. What is particularly challenging is that the work under review is by no other than Fred Halliday – a scholar, commentator, and insatiably curious student of international affairs, whose research has left an indelible mark on the field. At the same time, Fred Halliday has been someone who has constantly strived to escape the straitjackets of mainstream paradigms. This was evident in his 2008 Burton Valedictory Lecture at the London School of Economics and Political Science before moving to take a research professorship at the Barcelona Institute for International Studies. Fred Halliday concluded his speech to the mesmerized audience by insisting that it is music (and, in particular, dance) that can provide the creative platforms for grasping the complexity of global life (or what he called at the time 'the suffering of passions in ideas and in life').

Abstract:
In his book The Invisible Hook: The Hidden Economics of Pirates, Peter T. Leeson uses economics to describe the seemingly bizarre and contradictory behaviour of 17th and 18th century pirates. In the epilogue, Leeson describes pirates as sadistic pacifists, womanizing homosexuals, treasure-lusting socialists and madmen who outwitted the authorities (though apparently not in the end…). The task of making all of those behaviours appear rational seems daunting, but through the skilful implementation of economic reasoning, Leeson does exactly that.
