1. Emerging Challenges and Opportu-Nities in Humanitarian Assistance in Mozambique: A Case Study from Cabo Delgados

Abstract:: This paper aims to analyze the emerging challenges and opportuni-ties derived from the humanitarian assistance actions applied in Cabo Del-gado in the context of violent extremism that has been ravaging the province since 2017. This topic is relevant because the traditional concept of huma-nitarian assistance presupposes support for victims of a disaster caused by nature or man-made, and the province of Cabo Delgado presents a growing demand for humanitarian assistance due to the ongoing prolonged violent conflict. In Cabo Delgado, there are victims of a violent, unconventional, low-intensity conflict. More than 1 million people are in need of humanita-rian assistance, of which more than 50% are women and children (OCHA 2021). Along with terrorism, climate disasters, such as Cyclone Keneth in 2019, and the COVID-19 Pandemic, which began affecting Mozambique in 2020, are exacerbating the state of vulnerability of humanitarian victims. Combined, these events force non-state humanitarian actors to operate in an environment characterized by uncertainty, insecurity, and unpredictability. Nevertheless, these humanitarian actors may operate beyond what is defined by traditional humanitarian principles, which concern saving lives and allevia-ting the suffering of humanitarian victims, including developmental actions that may result in the reduction of state power in the humanitarian space and that lead to the implementation of political action by external forces. If prolonged, this scenario may accentuate the weakening of state power. Given this context, one wonders what challenges and opportunities are derived from the humanitarian support process in Cabo Delgado. This paper seeks to reflect on the emerging challenges and oppor-tunities arising from the humanitarian assistance process in Cabo Delgado. Specifically, it sought to a) define what humanitarian assistance is; b) analyze the emerging challenges for humanitarian actors in Cabo Delgado; and c) analyze the emerging opportunities for humanitarian actors within the pro-cess of humanitarian assistance in the region. We started from the hypothesis that the problem of the humanitarian assistance process in the context of violent extremism creates emerging challenges and opportunities for non--state humanitarian actors that are linked to human security, management, and coordination of humanitarian actions.

2. Situation Analysis of the Chissano Government: Domestic Transitions and Economic Pragmatism in Mozam-Bique (1986–2004)

Abstract:: This article analyzes the political situation of Mozambique during Chissano’s Government between 1986 and 2005, as well as the internal and external factors that contributed to the fulfillment or unfulfillment of the government’s objectives. Political, economic, and historical events are observed in order to evaluate the Chissano Government. Situation analysis is a plural methodology that allows interpreting events, facts, and causes, as well as describing the behavior of the actors involved, the correlations of force, and the internal and external interests that influence the course of politics. Another aspect that justifies using this tool is the historical time involved – 18 years between the end of the 20th century and the beginning of the 21st century – characterized by transformations, transitions, and dis-tinct domestic, regional, and international political-economic changes. The situation analysis proved to be an effective tool to reach a broader and deeper perspective of the Chissano Government and the national and international context in which it developed. This methodology requires historical knowle-dge of the object of study, its context and political dynamics, the organization of local society, its behavior patterns and social values, as well as its politi-cal groups, their objectives, and interests. The text constitutes a subjective perspective, a point of view on the “Chissano era”, a political, economic, and social period in the history of Mozambique. It is an ex-post-facto analysis, as it is written decades after the events have occurred, and although it limits its scope to a short period of time, it nonetheless covers long and complex socio-economic transformations. Despite systemic changes in Mozambican society, the structure of the country’s politics has remained almost the same, led by the party-state.

Abstract:: The question of Western Sahara, “Africa’s last colony”, is quite pecu-liar in the context of United Nations (UN) peacekeeping operations, when compared to other ongoing missions, and it is also quite unique from a geo-political point of view since the international community differs regarding this territory (Barros 2020).In this context, this article seeks to address the following issue: why didn’t the evolution of UN peace operations, which occurred after the expan-sion of the international security agenda and the emergence of the concept of human security, provide any significant change in the United Nations Mission for the Referendum in Western Sahara (MINURSO)? We will consider the hypothesis that, although there is a consensus at the international level on the importance of the concept of human security, there has been no significant change in MINURSO’s mandate, such as the incorporation of new assign-ments, due to Morocco’s close relationship with some permanent members of the UN Security Council (UNSC), namely France and the United States.

Abstract:: Studying the impact of terrorism on international relations is of vital importance due to the implications not only local and regional but also within the international system. The phenomenon of terrorism is not exclusive to a region or a country, it can affect everyone in indirect ways. In this sense, it crosses borders and does not understand nationalities. The most dangerous thing is the treatment given to it in international forums, multilateral orga-nizations, and the media since it is presented as a threat to security, but to legitimize military actions by Western powers or to delegitimize governments “not prone to the West”.This article is based on a conceptual proposal that helps to understand the phenomenon of terrorism from a non-Western perspective, criticizing the positions of the United States in this regard. The main objective is to deepen the debate around the concept of terrorism, its erroneous link to Islam, and to nationalist and/or revolutionary movements. It is also pertinent to see how it has been legally defined by international law, through resolutions, conventions, and protocols of different multilateral organizations, including the African Union (AU).

5. Asia’s Growing Global Influence: A Study of India’s Africa Policy

Abstract:: The 21st century could become an Asian and African century, which will result in a radical global transformation of the world. Thus, the past decade has witnessed a large Asian presence in Africa, especially, China, India, Japan, and South Korea. Not surprisingly that the rise of Asia in global politics has worried the traditional Western powers. Analyzing contemporary Asian approaches to Africa should be performed through their historical contexts, in particular the history of competition and rivalry between Asian rising powers. It is no secret that this point has not been adequately addres-sed in previous studies on African-Asian relations (Iwata 2019). This state of rivalry is reflected in the African policies of major Asian countries. For example, the Sino-Indian conflict and the Sino-Japanese conflict, in addition to the Taiwan issue, have definitely affected these countries’ interactions with Africa. In contrast to European policies towards Africa after the founding of the European Union, there is no consensus framework for Asian international relations. The experience of struggle against colonialism and engagement in the Non-Aligned Movement represented the most prominent components of the mutual relations between Asia and Africa, especially since the Ban-dung Conference in 1955 (Adem 2017). When the Cold War ended, Asian countries began to achieve high and rapid rates of economic development. Hence, the Asian countries that previously received development aid have become among the most important international donors. This means that the concept of “donor powers” has undergone a major change that it is not limited to Western industrialized countries (including Japan). Perhaps all of this requires studying and analyzing Asian-African relations.

6. Military Implications of PLA Aircraft Incursions in Taiwan’s Airspace 2024

Abstract:: In 2024, the number of days and sorties involving Chinese military aircraft crossing the Taiwan Strait median line reached a peak, but the total sorties of Chinese aircraft around Taiwan and the number of peak incursion periods were not significantly higher than in 2023. While the number of Chinese military aircraft incursions into Taiwan’s airspace has surged, the operational capacity of the PLA Eastern Theater Command Air Force is likely already at its maximum peacetime readiness level. The sharp increase in Chinese military aircraft incursions targeting Taiwan is not solely aimed at President Ching-te Lai but also reflects changes in the scope and intensity of the PLA’s training and exercises around Taiwan. Unless new airbases are constructed or logistical support capabilities are significantly improved within the PLA Eastern Theater Command, the number of sorties into Taiwan’s airspace is unlikely to increase substantially in 2025.

7. Dreams Deferred in Xi’s New Year’s Speech

Abstract:: Xi Jinping’s New Year’s speech hinted at weaknesses in the People’s Republic of China. The speech emphasized the many hardships that people are currently facing at home while acknowledging fears about a turbulent external environment. Xi did not mention “national rejuvenation” and he conceded that the “China dream” was far from being realized. Doubling down on the ideology of struggle, a hard work ethic, and enforcing nationalist sentiment as crucial factors for escaping the current malaise, Xi’s speech suggested a shortage of tangible solutions for the country’s problems.

8. Costly Incrementalism: U.S. PKK Policy and Relations with Türkiye

Abstract:: U.S. policy towards the PKK, a designated Foreign Terror Organization, has varied significantly over four decades, reflecting a clear periodization based on pragmatic policy interests and the interplay of U.S. actions and Turkish responses. Washington has over time supported Turkish counter-PKK actions without direct involvement; actively supported Turkish counter-PKK efforts; tolerated or tacitly supported PKK activities; and directly instrumentalized and supported the PKK in Syria and regionally. Washington’s evolving stance toward the PKK coincided with the rise of Al Qaeda (AQ) and its offshoot, the Islamic State in Iraq and Syria (ISIS) as the focus of U.S. Middle East policy. The evolution reflected an incremental approach that subordinated U.S.-Turkish relations and other regional problems to the campaign against AQ/IS. Bilateral cooperation suffered as incrementalism, low trust, and transactionalism came to characterize the relationship. This paper examines the history, current dynamics, and possible future trajectory of U.S. PKK policy as a problem in U.S. Turkish bilateral relations.

Abstract:: This article analyzes how the geopolitical representation of the United States in Turkish political discourse changed during the 1960s and 1970s in the context of deep crises between the two countries, such as the Cyprus question, the opium issue, and the US arms embargo on Türkiye. Within the framework of critical geopolitical theory, it uses the concept of “geopolitical representation.” It examines the changes in the geopolitical representation of the United States in Turkish political life through practical geopolitics. To this end, it evaluates the debates, speeches, and correspondence made by the representatives of the ruling and opposition parties and members of the government in the Turkish Grand National Assembly between 1964 and 1979, within the context of the crises in Turkish-American relations, particularly within the foreign policy framework. It is argued that while the alliance between Türkiye and the United States and Türkiye’s membership in NATO were seen as important symbols of Türkiye’s sovereignty and enjoyed unwavering support in the 1950s, tensions with the US, Türkiye’s “strategic partner,” in the 1960s and 1970s led to notable shifts in the Turkish parliament’s narrative. As a pioneer of anti-NATO and anti-US rhetoric, the Workers’ Party of Türkiye (TİP) played a prominent role in shaping parliamentary discussions.

10. Challenging Friends: Türkiye-U.S. Relations

Abstract:: This article analyzes the underlying wellsprings for the major strains that disrupt the U.S. - Türkiye relationship. These strains arise from the U.S. support of the PYD/YPG/YPJ in Northern Syria as boots on the ground against ISIL; Türkiye’s purchase of the Russian S400 missile defense system; Türkiye’s energy imports from Russia and Iran; the U.S. refusal to extradite Fetullah Gülen; and Washington’s complaints about the AKP government’s anti-democratic tendencies. This article analyzes why and how some of these issues have evoked strong ire and distrust on both sides and others much less so by employing a paradigm based on five integrated variables: Türkiye’s military and economic capabilities; the availability of its natural resources, particularly energy; as well as threats to the legitimacy of the AKP regime and to the society’s ethnic and religious cohesion. Utilizing the paradigm, the article proposes measures that will increase the opportunities to build a firmer partnership between the U.S. and Türkiye.

Abstract:: Türkiye - United States relations have a multifaceted character and have spanned a long period, witnessing ups and downs throughout their historical trajectory. Türkiye’s relations with and foreign policy towards the US have been closely monitored by the public, and diverse perspectives towards the US have emerged within Turkish public opinion over time. This paper investigates the various factors that affect Turkish public opinion towards the US. Previous studies have generally examined public opinion through the demand side, exploring what features of the public predict their behavior towards other countries. In this research, we examine what exactly it is about the US that the public likes or dislikes. The research question of this article is: What are the determinants of the variation in individuals’ foreign policy attitudes towards the US in Türkiye? By answering this question through survey data conducted in 2021, we aim to present the economic, security-related, and political reasons behind the Turkish public’s positive and negative attitudes toward the US. The findings demonstrate that individuals are influenced by various dimensions pertaining to the US and its relations with Türkiye. The respondents’ demographic characteristics and political and foreign policy attitudes have resulted in disparate opinions regarding these multiple dimensions.

Abstract:: Once considered a model partnership, the American-Turkish relationship now elicits ambivalence among scholars and policymakers, calling into question the fundamental interests and assumptions that once undergirded the relationship. Critics attribute the negative trends in the relationship to geostrategic and value-based incompatibilities, but relatively few have examined both factors longitudinally across the entire relationship. This paper does not aim to provide a grand theory of American-Turkish relations. Instead, its goal is to develop a framework illustrating the vital role that strategic, ideational, and domestic political factors have played in shaping macro-level outcomes in the partnership’s cohesion at various junctures. Overall, our paper identifies the positive role of foreign policy bureaucratic elites on both sides acting as an “invisible hand” providing an anchor for the relationship even in the absence of other commonalities. Yet, we also observe the weakening of this hand in recent times as both countries become domestically transformed.

13. The Deinstitutionalization of U.S. and Turkish Foreign Policy: Why Societal Ties Are an Anchor in Bilateral Relations

Abstract:: This paper challenges two prevailing narratives about U.S.-Turkey relations: first, that international and individual-level factors are responsible for volatility in the relationship and second, that bilateral relations are uniformly bleak. In contrast to these perspectives, this paper proposes a domestic and institutional explanation for the rising volatility of U.S.-Turkey relations and conceptualizes societal ties as an anchor in the bilateral relationship. This paper advances two inter-related arguments. First, I argue that a key driver of volatility in U.S.-Turkey relations since 2016 is the deinstitutionalization of U.S. and Turkish foreign policymaking. In the United States, the root cause of deinstitutionalization is intensifying polarization over foreign policy, fueled by the rise of populism. In Turkey, by contrast, foreign policy has deinstitutionalized through personalization: the steady concentration of decision-making power in the hands of President Recep Tayyip Erdoğan. Second, against this backdrop of deinstitutionalization, I show that societal ties between the United States and Turkey provide a uniquely stable and enduring area of bilateral cooperation. I provide evidence for this argument in two key domains: 1) civil society and media and 2) higher education. These societal linkages, I argue, are often resilient precisely because they are disconnected from domestic politics and foreign policy. These societal ties should thus be understood not as agents that can reshape bilateral relations but as anchors that prevent the two nations from drifting apart.

Abstract:: Turkey-US relations in the Middle East have evolved significantly in recent years. Initially based on shared threat perceptions and strategic outlooks during the Cold War, the alignment became characterized by divergences on some issues after the Gulf War in 1991. Their relationship in the Middle East has even become hostile in recent years. Turkey’s increased regional aspirations and evolving threat perceptions in the Middle East, framed within an ontological security narrative, have strained bilateral ties. This shift is compounded by divergent worldviews influenced by domestic political changes in both countries. Despite these challenges, the alliance persists within NATO, albeit with complexities arising from the interplay of external pressures and internal dynamics. This article explores these dynamics using a Neoclassical Realist framework to explain how Ankara’s evolving threat perceptions and ontological security concerns have reshaped Turkey-US relations in the Middle East amid changing global and regional contexts.

Abstract:: The European Union (EU) has been promoting its norms, values, and rules for decades. However, in the current international environment, the EU’s normative power is not being received well outside the EU, particularly in reference to the growing power of illiberal states. Within that context, this study explores EU-China relations across time and unpacks the position of normative power Europe towards China and the Chinese response. The study foregrounds the fruitless attempts of the EU to project its transformative power onto China and the growing resistance by China against this, which it expresses by presenting itself to the West as an alternative power with an alternative understanding of international politics.

Abstract:: Relations between Russia and Türkiye have developed considerably since the end of the Cold War. What began as energy trade in the late 1980s evolved into cooperation in business, energy, construction, tourism, politics and even security. Behind the ever-expanding cooperation lies a mistrust fueled by historical enmity and regional rivalry that occasionally leads to confrontation. As the two countries seek to shape their competitive cooperation beyond the current geopolitical challenges and constraints of regional security and alliances, the question of whether they could find ways to advance their partnership is of paramount importance and has regional and global implications. This paper seeks to understand how they have managed their conflict-ridden past to develop a modus operandi in the post-Cold War world by proposing a new conceptual model, namely “competitive cooperation” or “coopetition”, to understand the relationship that developed over the last 30 years in different geographical regions.

17. Schengen Visa Deadlock: The Unresolved Case of Turkish Citizens

Abstract:: The visa policy of the European Union (EU) member states against Turkish citizens has been a controversial topic for decades. Millions of Turkish citizens suffer from serious restrictions before their travel to the Schengen area for the purpose of their non-gainful activities. In time, two main options appeared before the visa-free travel of Turkish citizens, namely the opportunity brought by the interpretations of the Court of Justice of the EU (CJEU) based on the “stand-still clause” and secondly the Visa Liberalisation Dialogue. The objective of the article is to discuss whether the visa regime against Turkish citizens is justified or politically motivated. It connects the technical/legal analysis to a political analysis through the securitization theory. Security framing practices of the European actors at various policy levels are analyzed to explain the continuation of the restrictive visa regime against Turkish citizens despite two strong options that could have ensured visa-free travel. This article concludes that as a result of developments following the failed coup attempt in 2016, visa-free travel of Turkish citizens which was framed through the perceived threat of Turkish migration has transformed into a real threat.

Abstract:: The Ottoman Foreign Ministry underwent profound adjustments and transformations during the institutionalization process in the late Ottoman Empire. These developments significantly influenced the training of diplomats within the Ministry of Foreign Affairs, particularly from the latter half of the nineteenth century onwards, enhancing the professional competence and training of Ottoman diplomats. In this sense, this article aims to thoroughly examine the impact of institutionalization process within the Ottoman Foreign Ministry on diplomats’ acquisition and learning of foreign languages. The primary source for this study will be the registry files (sicill-i ahval) from the Ottoman Archives. Employing a prosopographic approach, the study will analyze the foreign language proficiency of late Ottoman ambassadors and consuls, along with their methods of language acquisition. Abstract:: Russia’s ongoing military intervention in Ukraine since February 24, 2022, has attracted considerable attention from International Relations specialists, analysts, intellectuals, and academics. Russia's decision to go to war has been interpreted in a variety of ways. Some scholars have linked it to the country's imperial and Soviet history (Mankoff 2022; Rojeck 2022; Trenin 2022; Timothy 2022; Van Harpen et al. 2023), while others have seen it as a deliberate distraction from internal problems (Torbakov 2022). Paul D’Anieri’s second edition of “Ukraine and Russia: From Civilized Divorce to Uncivilized War”, which consists of ten chapters, challenges prevailing views by providing a comprehensive analysis of the historical context of the conflict. D’Anieri contends that the origins of the Ukrainian war of 2022 go beyond the immediate crises of late 2021 or the events of 2014. Instead, he identifies three post-Cold War dynamics - the security dilemma, democratization, and domestic politics - as the primary drivers of the war. According to D’Anieri, these factors strained ties between Russia, Ukraine, and the West, leading to the conflict (pp. 2-3). Chapters three, four, and five meticulously dissect each dynamic, offering a detailed analysis of the intricate relationships between the United States (US), Russia, Ukraine, and Europe from 1989 to the present conflict.

Abstract:: There is a growing body of literature in the social sciences that suggests that we live in a world surrounded by narratives that construct and interpret particular understandings of reality, that serve to make sense of the world. Following the understanding that everyone and everything has a narrative in the world we live in; it would not be wrong to say that these narratives appear in every shape and dimension. For instance, since the media also has a story to tell, we hear, watch, see and witness a wide variety of stories from the media. The media is therefore the producer and distributor of narratives. However, this emphasis has a deeper implication, namely that news stories are not simply a spiral of words describing events. This is because the media convey news to the receiving public by representing, constructing, and reconstructing it (through narratives). We frequently witness about various terrorist acts across the world via media. Saira Ali accurately examines this particular topic. Her book is for those who are concerned about how terrorism news is presented to audiences through the media and how it is made sense of in a country-specific and context-specific way. This approach also allows for a contextualisation of the construction of terrorism news narratives, within different cultural, social, and political contexts (p.5,10). The author embarks on an intellectual journey of curiosity regarding the mediatisation of terrorism in two distinct worlds. These worlds are Australia, where the risk of terrorism is quite low but it has taken drastic legal measures out of fear of global terrorism after 9/11, and Pakistan, with a more grey policy altough caught in the spiral of a complex terrorist atmospher. In this way, Ali’s intellectual effort is to interrogate the narrative that global terrorism is mostly damaging to Western civilisation by including the East in her analysis. Ali’s analysis is basically founded on an argument that “the reality of terrorism is constructed through discourse” (p. 6).

Abstract:: Diasporas and their organisations, which traditionally aimed to serve their interest in the homeland and abroad, have long been studied under several social science disciplines, such as anthropology, sociology, political science, and geography. At the beginning of the 2000s, for instance, human and political geographers started to focus on diaspora realizing that it is a geographical concept, which addresses various geographical themes such as dispersion, boundaries, territory (as homeland), and identity. The “geographical turn” contributed to the concept theoretically, and also to transnationalism and migration studies empirically by which cases were reconsidered through the lens of geographical concepts, such as space, place, and time. Similar to geographers’ arguments, diaspora organisations (DO) -as a distinct form of collectivity- and their activities are very relevant to what we study in International Relations (IR), especially when it comes to exploring DOs’ role that transcends state borders in development, human rights, conflict, and peace. In that regard, attempts to introduce novel contributions from various disciplines have the potential to significantly enhance our comprehension of the theory of diaspora and its associated organizations.

Abstract:: It is almost always the case that any Introduction to International Relations course teaches the contributions of Kenneth Waltz to the field, firstly through his grandiose formulation of a theory: it should be simple, parsimonious, abstract, and accordingly, one needs to move away from reality as much as possible to increase the theory’s explanatory and predictive capacity.1 Moving the individual and state level of analyses aside, Waltz simplifies his theory of international politics at the system/structural level and, with his neorealist theory becoming the dominant approach for a large part of the twentieth century, it put the state in a sort of black box, purposefully ignored individual actors, and targeted the maximum degree of abstraction as possible. In Leaders in the Middle East and North Africa: How Ideology Shapes Foreign Policy, which consists of seven chapters (one introduction chapter, four empirical chapters, one theoretical conclusions chapter and one policy implications chapter), Özdamar and Canbolat aim to shed light on foreign policy belief patterns of leaders in the Middle East and North Africa (MENA), highlighting divergences across them and comparing them to the average world leadership. In the process, and in total opposition to Waltz’s claim, the authors argue that advancing “the actor-specific empirical studies zeroing in on agent behaviors and decisions in the future” is “the only way for IR to establish itself as a scientific discipline” (p. 148). In other words, as opposed to the structural approaches, the authors propound that less abstraction and a more actor-specific, nuanced, and tailored approach would provide significant opportunities for the IR discipline to be scientific.

Abstract:: RUSSIA’S official position on nuclear deterrence is outlined in several strategic planning documents concerning national security and defense. The deterioration of the international situation, worsening Russian- American and Russian-European relations, and the escalation of the Russia-Ukraine crisis in 2013-2014 prompted Moscow to revise its Military Doctrine in 2014. This document places significant emphasis on the increased activity of military forces unfriendly to Russia and foreign nations operating in territories adjacent to the Russian Federation and its allies. Among the key external military dangers are threats to global stability (which is primarily based on the possession of nuclear weapons) and regional stability through the development and deployment of strategic missile defense systems that disrupt the established balance of power in the nuclear missile domain. Other threats include the implementation of the “global strike” concept, intentions to deploy weapons in space, the proliferation of high-precision nonnuclear strategic systems, and the spread of weapons of mass destruction, missiles, and missile technologies.

Abstract:: RECENT developments surrounding Russia’s nuclear deterrence policy have sparked widespread reactions in Russia and abroad, ranging from belligerent and aggressive to eschatological and apocalyptic. On November 19, 2024, official guidelines were unveiled in the updated document titled Fundamentals of the State Policy of the Russian Federation on Nuclear Deterrence1 (hereinafter referred to as the Fundamentals). Several factors compelled Russia to revise its approaches to nuclear deterrence policy: the erosion of strategic stability, provocations and nuclear blackmail by Ukraine, and Western encouragement of the latter’s irresponsible and reckless leadership. The increasingly adversarial nature of global relations has brought the international system to the brink of large-scale war. The release of this new doctrinal policy provides a critical opportunity to analyze various aspects of Russia’s nuclear deterrence strategy.

Abstract:: Kinmen County (金门县) and Lienchiang County (连江县; also referred to as Matsu (马祖)) are a crucial site of activity for cross-Strait relations. Over the last year, Beijing has renewed its calls for using the islands to promote “cross-Strait integrated development (两岸融合发展)” (Taiwan Affairs Office, September 12, 2023). It has also expended considerable effort pushing to integrate the islands, which sit just off the shore of Fujian Province, with its own economy through a range of commercial and infrastructural initiatives (China Brief, July 2, 2021). Meanwhile, politicians in Taiwan who support a return to greater engagement with the People’s Republic of China (PRC) have put forward plans to deepen ties between the islands and the PRC, while Taipei has stressed national security concerns (Taipei Times, August 23, 2023; Mainland Affairs Council, June 21, 2022). China will want to see greater cross-Strait engagement following Taiwan’s elections on January 13. This is a very real possibility, as all candidates have expressed openness to allowing some degree of increased cross-Strait integration. As such, the outcome of the election could herald changes for the islands, potentially advancing the PRC’s influence over these two Taiwan constituencies. The islands’ ties with the PRC and recent developments on further integration since the pandemic are therefore important to consider.

Abstract:: The Politburo held a “democratic life meeting (民主生活会)” on December 21–22, 2023, in which President Xi Jinping gave an internal, unpublished speech. According to accounts provided to the author by three officials at the rank of department head or above, Xi admitted that he had repeatedly postponed the Third Plenum of the 20th Central Committee (which according to Party norms should have taken place in October) because he “could not offer any viable solution for the nation’s problems.” Xi, who is general secretary of the Chinese Communist Party (CCP) and commander-in-chief, went on to blame the other 23 Politburo members and other senior cadres, not only for failing to give him good advice but also for demonstrating signs of disobedience. Reports of Xi’s frank admission of the dire straits of the Party’s leadership were widely circulated on social media. The official Xinhua read-out of the Politburo meeting also cited Xi as demanding “unison of thought” among top-tier officials. This entails adhering closely to the instructions of the “core leadership”—in other words, to Xi himself (Xinhua, December 25, 2023). The supreme leader raised the “two safeguards (两个维护),” a slogan that refers to “safeguarding the authority of comrade Xi Jinping as core of the party” and “safeguarding Xi Jinping Thought on socialism with Chinese characteristics for a new era.” President Xi also admonished his close advisors to “take a firm grip on the internal laws of developments [of issues]; accurately distinguish between events and trends, crises and opportunities, and benefits and harms … and effectively combat risks and take action on the basis of stability” (People’s Daily, December 23, 2023). This instruction tallies with caveats given by Xi throughout the past year, in which he has warned that China faces unprecedented challenges and that the party-state apparatus must ready itself to tackle “black swans and gray rhinos.”

Abstract:: On December 29, 2023, Chinese Communist Party (CCP) General Secretary Xi Jinping addressed a gathering of People’s Republic of China (PRC) diplomatic personnel in Beijing’s Great Hall of the People. He instructed his audience to compose a “diplomatic iron army (外交铁军)” representing China’s interests. Notably, Xi emphasized the need for correct political thinking: asserting that they must “persist in our revolution (坚持自我革命),” “be steadfast in political conviction (政治信念坚定),” and “build a sturdy ideological line of defense (筑牢思想防线)” about themselves in the performance of their work (Yang Guang Wang, December 30, 2023). These comments are the latest example of an extensive series of efforts by the CCP leadership in late 2023 to reinforce ideological regimentation within the Party. On October 16, 2023, the CCP Central Committee promulgated a new document titled the National Cadre Education and Training Plan (2023-2027) [全国干部教育培训规划 (2023-2027年)] (hereafter “2023 Cadre Plan”), which laid out extensive new requirements for ideological study on the part of CCP officials (PRC Government, October 16, 2023). This move had been signaled at a CCP Politburo meeting at the end of August, which was reportedly convened to deliberate on new draft documents related to ideological training for Party members. The official coverage of the August meeting emphasized that forthcoming Party directives would further scrutinize “political judgment (政治判断力)”—signifying loyalty and obedience to the central Party leadership—and “strengthen political gatekeeping (加强政治把关)” for cadre reliability (PRC Government, August 31, 2023).

Abstract:: On New Year’s Eve, a prerecorded address from Chinese President Xi Jinping was broadcast across the Party’s global network of official media outlets (Youtube, December 31, 2023). The speech is an annual tradition, delivered from behind a wooden desk in rhetoric that is at once paternalistic and triumphalist, in which Xi surveys the high points of the outgoing year and looks to the year ahead. The form of this year’s set-piece was no different, but the content departed from previous years in ways that are indicative of Xi’s shifting priorities, and the Party’s growing concerns about the state of the nation. The most significant section of the speech addressed the economic difficulties that China has weathered in the last year: “On the road ahead, trials and hardships [lit. ‘wind and rain’] will be the norm. 39. China’s Anti-Corruption Efforts Gain Momentum in Finance and Healthcare

Abstract:: On September 27, Chinese President Xi Jinping presided over a meeting of the Politburo, where he announced the end of the current round of finance inspections but suggested that more were to follow (Xinhua, September 27). The authorities may have chosen to focus on financial corruption to coincide with the restructuring of financial regulators in March, in which a central finance commission was created to give the Party center more direct control over the finance sector. This move indicates that the Party has taken a greater interest in the sector. So far in 2023, China’s anti-corruption organs, the Central Commission for Discipline Inspection (CCDI, 中国共产党中央纪律检查委员会) and the National Supervisory Commission (NSC, 中华人民共和国国家监察委员会), have intensified investigations across both the healthcare and finance sectors. Authorities have investigated at least 180 hospital chiefs and 80 senior employees in financial institutions between January and early September. [1] By comparison, the CCDI and NSC only targeted 12 hospital leaders from 2019-2022 (CCDI). Through the anti-corruption campaigns, the party leadership is likely to bolster support among certain demographics, eliminate political opponents, and address some real instances of graft. However, due to the absence of robust institutions and transparency, systemic corruption will persist after the current drives wind down. The Party and state organs carry out anti-corruption in healthcare regularly, but in 2023 they have elevated the importance of this work. This is the first time the CCDI and NSC were involved in the National Health Commission’s annual conference on anti-corruption, where a national centralized campaign to crack down on graft was launched. The campaign will continue until mid-2024 (National Health Commission, July 21). [2] One motivation may be to address public frustrations with healthcare from the COVID-19 pandemic. There was an uproar over incidents like hospitals turning away ER patients for not having negative Covid tests and testing centers generating huge profits but producing fraudulent test results (Joint Prevention and Control Mechanism of the State Council, December 9 2022 Credit China, December 23 2022). Another reason may be to combat illegal healthcare charges in order to boost household consumption, one of the government’s top economic targets for 2023 (Xinhua, March 14).

Responding to questions about the incident, PRC Foreign Ministry spokesperson Wang Wenbin (王文斌) maintained that “China Coast Guard did what was necessary to block and drive away the Philippine vessel,” and that “Huangyan Dao has always been China’s territory. What the Philippines did looks like nothing more than self-amusement” (FMPRC, September 26; FMPRC, September 27). Earlier in September, New Delhi’s Ambassador to the Philippines Shambu Kumaran expressed solidarity with Manila by pointedly rejecting the Chinese Communist Party (CCP)’s new extended ten-dash map of its sovereignty claims in the South China Sea (SCS) and Line of Actual Control (LAC). He criticized the move from Beijing as unhelpful “cartographic expansionism” (Manila Times, September 3). These two incidents, occurring in the space of less than a month, are only the most recent in a string of aggressive acts in recent years. The reactions of both India and the Philippines are indicative of growing unity among some of China’s neighboring countries as a direct response to the security threat that China poses. In recent years, these two partners have increased the areas of engagement for security collaboration and expressed an intent to further such initiatives. The PRC lambasts the Philippines for choosing “to ignore China’s goodwill and sincerity” (MOFA, August 8), but this rhetoric only reaffirms Manila’s shifting calculus. There are limits to how close the Indo-Philippines defense relationship will get, but there is still ample room to explore various forms of cooperation short of a mutual defense treaty. The coming years will see much more of that exploration start to materialize. The PRC has several options in terms of responding to this emerging dynamic. These range from economic coercion, influence operations, and leveraging its relationship with Russia to put pressure on India. It is unclear which combination of these the PRC will ultimately pursue, though the PRC has made it abundantly clear that backing down in the South China Sea is not an option it is willing to entertain.

Abstract:: Our basic expectations vis-à-vis ‘the international’ have turned our phenomenal existence into two seemingly irreconcilable cognitive prisons: ‘one world’ with homogenizing propensities (dominated by the West) and ‘many worlds’ with heterogenizing predispositions (embodied by the non-West). Every so often, these cognitive prisons—oscillating between the extreme homogenizing propensities of the West and heterogenizing predispositions of the non-West— become obstacles in implementing effective global partnerships that are required to tackle the challenges thrown by global crisis-situations, e.g., the likelihoods of world war, financial crisis, climate change, pandemic, and the like. The agenda of the ‘Global IR research programme’ has emerged to demolish these cognitive prisons. To this end, this agenda finds rational support from multiple auxiliary theories that derive stimulus from hitherto denigrated knowledge-forms thriving in different corners of the world: e.g., Tianxia (all-under-heaven) from China, Advaita (non-duality) from India, and Mu No Basho (place of nothingness) from Japan. Nevertheless, the conditioned reflexes of many IR researchers compel them to receive the emergent knowledge-forms by correlating their ‘source’ and ‘scope’: generally, the knowledge-forms having their source in the West are granted a global scope, whereas the knowledge-forms having their source in the non-West are given a local scope; it is often suspected that the local non-Western knowledge-forms cannot grasp the larger global scenario. Philosophically, these conditioned reflexes emanate from Kantian dualism, which forms disconnected opposites of phenomena-noumena, science-metaphysics, West–non-West etc. This article reveals how the Global IR research programme—inspired by the Chinese, Indian and Japanese cosmovisions—strives to demolish the cognitive prisons of ‘one world versus many worlds’, thereby ensuring the prospective progressions of this research programme.

Abstract:: Online social networking services (Facebook, Twitter, YouTube, etc.) have altered the way we engage with individuals, groups, and communities by profoundly changing our everyday information and communication habits on a global scale. Today, social media has also grown into a massive data repository providing very detailed information on the opinions, beliefs, and communications of millions of individuals. Similarly, social media analysis has grown into an essential method for various fields, including political science and international relations. The purpose of this study is to undertake a nuanced social media analysis using Twitter data to contextualize and assess the context, scope, and impact of Turkish IR scholars’ interactions on Twitter. Within the scope of the paper, network analysis, topic modeling, descriptive statistics, and regression analysis approaches will be employed to draw meaningful interpretations about their Twitter interactions. Our basic premise is that among Turkish IR scholars, there is a collective network that connects them in terms of interactions, attitudes, and opinions, and that network may be found by analyzing their Twitter data. This working assumption is not supported by the findings.

Abstract:: This study aims to present a critical portrayal of teaching geopolitics at Turkish universities by assessing both undergraduate and graduate levels of Political Science and International Relations (IR) curricula. Geopolitical analysis has gone through several phases and traditions by conceiving space as a crucial element for representing world politics. In addition to interstate rivalries, geopolitics also refers to many conflicts and rivalries within an intrastate framework in the context of multiple territorial scales. While geopolitics seems to be falsely perceived as something equal to a state-centric and hard realist academic subfield under a strong military tutelage in Turkey, it lacks a broad multi-level analysis, as well as geographical and historical reasoning. In this study, I propose to consider cartography, territoriality, and geopolitical representations, which form the basis of contemporary geopolitical analysis. The article evaluates weekly schedules, learning outcomes, content, and objectives of the courses available on the European Credit Transfer and Accumulation System (ECTS) information packages on university websites. Based on a qualitative case study, it eventually aims to improve the methodological character of geopolitics teaching, indirectly influencing the level and quality of geopolitics in Turkey.

Abstract:: Since the numerous calls for developing a truly global and plural IR discipline, a growing spate of IR studies have sought to contextualize and critique the Euro-centeredness of the field. One of the most significant problems scholars have pointed out is the hegemonic status of Anglo-American IR theories, which seemingly assert an ontological preeminence and universality at the expense of local knowledge and homegrown theories. While the present article shares many of global IR’s concerns, it nevertheless proposes that in our quest to teach IR and develop homegrown theories, we should not lose sight of the importance of traditional contributions to the field. Our argument is based on a series of reflections about the relevance of realist scholarship for the developing world. Through an analysis of the major criticisms of classical IR theories, we seek to show that classical and, to a lesser extent, structural and neoclassical realism contain several and diverse arguments that speak directly to audiences in the global South. Classical realism, in particular, shares some interesting commonalities with postcolonial theory, which could pave the way for a more systematic engagement between the two approaches. Therefore, we argue that a global IR founded only on critiquing classical theories would be an impoverished IR, and “the thousand small steps to” a globalized discipline ought not neglect the valuable insights and reflections of traditional theory.

Abstract:: A recent debate has emerged in the literature about a need for more global International Relations (IR), one which is truly international, to be worthy of its name. This paper outlines the multi-dimensional fragmentation in IR, which has prevented the emergence of a genuinely integrated and global discipline, and created a context in which the periphery cannot make original contributions to the core. The main purpose of this paper is to point out the major obstacles for such original contributions that emanate from the periphery itself. Aside from the general core-periphery fragmentation in the discipline, the periphery is collapsing within itself. From that perspective, the core and the periphery look more integrated, while the real division is between the periphery and the outer periphery. The outer periphery, while mostly invisible to the core, has real effects in IR practice, yet its nature and problems are not looked upon or handled by the current literature. Based on this observation, and using the Turkish example, four major problems of the outer periphery that affect the periphery and curtail its potential for original contributions are identified: (1) apathy towards western IR; (2) conspiracy theorizing; (3) chronological historicism; and (4) the outer periphery’s influence on the mainstream periphery. After discussing these problems, it is concluded that the periphery can make contributions to the core only after it has helped the outer periphery solve its problems, and integration within the periphery is achieved. Only then can original contributions of the periphery to a truly international IR be possible.

Abstract:: It is now rather well established that most International Relations (IR) theories are predicated on Western knowledges. This potentially limits their analytical capacity to explain international relations beyond Western ideological values or interests. However, in recent years there has been a substantial increase in scholarship not only critiquing the Western centric nature of International Relations theory but also exploring the contributions that knowledges from the global South make to the field of IR theory. Thus, the status quo is shifting, albeit slowly. Nevertheless, the impact as well as the implication of this shift toward knowledge plurality for the IR theory curricula has not been paid adequate attention. Consequently, this article investigates whether the demand for knowledge plurality in the realm of IR theory research has made inroads into the arena of pedagogy resulting in the generation of knowledge plural IR theory curricula. Moreover, it examines the different choices and interpretations made by educators in endeavouring to create knowledge plural IR theory curricula in various global contexts. Further, it endeavours to discern the factors that have informed and/or shaped respondents’ curricula and pedagogical choices pertaining to the selection, structuring and transmission of IR knowledge at tertiary education institutions in different geographical contexts. Ultimately, it reflects on the implications of the increase in knowledge plural curricula for the development of greater knowledge plurality within the discipline.

Abstract:: The modern international system has been shaped by long-standing historical practices of unequal power relations, which have positioned the Western world at the center of the political universe. Due to the centrality of the Global North in the international system, any IR theory that aims to portray a true picture of the “globe” necessarily situates the West at the center of scientific inquiry. Furthermore, the form of universality generated by Western hegemony has been diffused throughout the world over centuries, spreading Western political institutions, economic structures, and ideological norms in an uneven setting. As a result, the social structures of the Global South have developed through an uneven form of relationship and dialectical interaction with the West. Therefore, homegrown IR theories, which uncover local political, philosophical, or cultural motives as sources for theory-making, in fact, concentrate on stratified forms of the universal reality that is diffused through the uneven spread of Western social structures. In this sense, there is a Western-centric moment in any homegrown IR theory. Accordingly, this article develops a scientific realist account of the structure/agent relationship in order to analyze the material grounds of Western-centrism in the field of international politics and to evaluate the role of non-Western actors. Additionally, it critically evaluates distinctive homegrown theories produced on three different continents to reveal the aforementioned Western-centric moments in these theoretical initiatives. Namely, the Dependency School of Latin America, the Chinese School of International Relations, and the African School are respectively scrutinized to disclose the embedded Western-centrism in these theoretical initiatives.

Abstract:: State fragility has received increasing attention in recent decades as a result of the nexus between development and international stability. This study investigates the empirical drivers of state fragility in sub-Saharan Africa from 2007 to 2019. We shed light on the explanatory variables of government effectiveness, political stability, per-capita GDP, grow GDP%, International Monetary Fund loans, and official development assistance. Using panel data analysis and a 39-country sample, our study finds that government efficiency and political stability, in contrast to foreign aid, has a significant effect on reducing fragility in sub-Saharan Africa. In light of these findings, the article proposes delivering foreign aid in ways that strengthen state capacity.

Abstract:: In his book, The Party and the People: Chinese Politics in the 21st Century, Bruce Dickson, Professor of Political Science and International Affairs at George Washington University, thoroughly scrutinizes China’s domestic political system and the inner structure of the Chinese Communist Party (CCP). Dickson largely limits his primer to the post-Mao period, with each of the book’s sections answering specific research questions: “What Keeps the Party in Power?”, “How Are Leaders Chosen?”, “How Are Policies Made?”, “Does China Have a Civil Society?”, “Do Political Protests Threaten Political Stability?”, “Why Does the Party Fear Religion?”, “How Nationalistic Is China?” and “Will China Become Democratic?”. Each question he seeks answers to sheds light on the relationship between the CCP and Chinese society. Dickson argues that the CCP has exercised unopposed authority throughout the country since 1949 despite many elite conflicts, economic catastrophes and social unrests. Nevertheless, the party has not always resorted to repressive methods to stay in power. Rather, it is the author’s main argument that the main survival policy is the party’s ability to be responsive to the demands of Chinese people. For Dickson, the repression-responsiveness dichotomy is the core strategy that made it possible for the CCP to rule China as a single party for decades.

Abstract:: The Covid-19 pandemic has prompted countries to implement a wide range of specific cross-border security measures. The fear and anxiety induced by this crisis have rapidly expanded and contracted countries’ understanding of ‘self’ and ‘other’. This study examines Japan’s shift from liberal pre- Covid-19 border policies to the most stringent border closure measures among the G7 countries during the pandemic. In this study, we argue that the pandemic-induced fear increased anxiety in Japan’s public health safety identity, rapidly reshaping the conceptualization of the ‘self’ and ‘other’ in crisis scenarios. Abstract:: While some degree of competition is present in many authoritarian regimes, the implications of such controlled competition on international issues have not received much consideration, including towards international environmental accords. We attempt to rectify this through a framework where we focus on internal political competition in a hybrid, nondemocratic system where national elections are held regularly. Specifically, we argue that the presence of multiple actors competing in elections in nondemocratic settings results in them assuming positions on various issues, justifying their positions, and attempting to mobilize their supporters with considerable implications for international environmental policies. We display our argument in the context of Iranian debates on the ratification of the Paris Climate Accords. Our findings demonstrate that the competing Iranian sides rely on different justifications for their environmental positions, resulting in extensive (negative) competitions of rhetoric where the international dimension emerges as an important feature in the internal competition. Overall, we show that political competition within non-democracies is likely to add to the complexity of international (environmental) negotiations and cooperation.

Abstract:: After the waters of the Mediterranean Sea washed the dead body of Alan Kurdi ashore in 2015, issues of migration, border security, and European Union (EU) migration policy gained more widespread interest. Although many scholars deal with the issue from different angles by focusing on the roles of different ‘agents’ and their roles in the politics of the EU’s 2015 ‘migration crisis’, Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’ argues that there is no comprehensive study analyzing the EU citizens itself (p. 4). Problematizing the passive recipient role given to the EU citizens, Nick Vaughan-Williams critically intervenes, problematizing contemporary scholarship’s “propensity to speak for, rather than to (or, perhaps better, with) ‘ordinary people’…”.1 Asking “[w]hy is it that the intensification of EU border security appears to have heightened rather than diminished border anxieties among EU citizens?” (p. 3), Vaughan- Williams highlights a theoretical and methodological shift in studying border security, one that juxtaposes ‘top-down’ elite narratives of border security with ‘bottom-up’ investigations of ordinary EU citizens’ knowledge on the issue. Chapter 1 justifies this unique theoretical shift, namely the ‘vernacular turn’ in critical security studies. Connecting elite and vernacular narratives becomes a must if we are to transcend dominant securitizing narratives of migration and see alternative ways of ‘living with’ strangers (p. 3-4). Forming such a connection allows us to understand better the interconnected relationship between the macro-level of national border security and border anxieties at the micro-level of citizens. And, in the final analysis, it is important to see how these elite narratives are both reproduced and contested locally in citizens’ everyday lives. Chapter 1 also contributes to vernacular security studies by conceptualizing ‘vernacular narratives’, which has been absent so far in the theoretical discussion (p.12).

Abstract:: One significant impact on the international system of the ongoing Russia-Ukraine War has been Finland’s NATO membership. This article suggests that Baldur Thorhallsson’s shelter theory is the most suitable explanation for Finland’s decision. According to the theory, an alliance relationship with NATO will remedy the lack of hard security shelter of a state categorized as a small state in the literature. Many experts believe that this is a pragmatic choice by Finland against the Russian threat. On the other hand, Finland has a long history with Russia and is known for its neutral and peaceful policies, trying to establish a balance between East and West. For the above-mentioned reasons, membership in NATO is a much more difficult decision than it seems on the surface. In this framework, this article will first explain the place of Thorhallsson’s theory in International Relations. Then, Finland’s general foreign policy choices will be examined in light of current shelter relationships. Finally, in presenting the country’s history with NATO, it will focus on the potential consequences of the membership.

Abstract:: The onset of the present stage in the conflict over Ukraine in February 2022 further heightened an already tense geopolitical standoff. Although this war has now entered into its third year, there is no clear sign that a peaceful settlement could be within reach. Rather, each passing day makes the situation more complicated and drags both sides towards a dead end in which neither one nor the other of the two direct belligerents is likely to emerge better off than each was before the full-scale fighting began again in earnest. Today, this war in which two major geopolitical actors—the West and Russia—have become trapped is also having an impact on other regions around the globe. The European Union is one, obviously: its ambitions to achieve geopolitical autonomy (at least within the West, as a distinct pole), for instance, have been set back, and Brussels has had to scramble mightily to reconfigure the terms of its energy security. Another is the Silk Road region in general, and the South Caucasus in particular. This essay will examine the latest developments in this latter area through an inquiry into whether (and how) the evolving geopolitical rivalry between the West and Russia affects that part of the world. It will culminate with a consideration of whether there is any silver lining that could result from this situation, whereby the South Caucasus could become a politically and economically united region in the time ahead.

Abstract:: Tension between China and the Western world has been a characteristic of global affairs for the better part of the last decade. Notwithstanding Russia’s full-scale invasion of Ukraine in February 2022, the United States continues to view China as its greatest global rival and competitor. In fact, many policymakers in Washington (though by no means all of them) view China as an existential threat to America’s global influence and predominance. As the European Union and its 27 member states are not among the world’s superpowers, the Europeans have a somewhat more relaxed attitude toward China. Still, according to an important policy statement issued by the EU Commission in 2019, Brussels has come to see Beijing not only as a “partner and competitor” but also as a serious “systemic rival.” This refers less to geopolitical concerns but very much to global governance issues and geoeconomic, trade, and investment relations with China. The EU is deeply concerned about the continuing lack of reciprocity of market access, intellectual property theft, and China’s frequently state-subsidized competition regarding cutting-edge technology products, including solar panels, EV vehicles, and many other products, which may soon swamp the EU market. The EU Commission has launched an investigation into China’s production of EV vehicles and also Beijing’s shipbuilding industry, which it suspects may well work on the basis of rather unfair and highly subsidized support from the Chinese state.

60. Pivotal States, Not Swing States

Abstract:: The United States, in particular, is grappling with the challenges posed by the emerging multipolar order and the need to secure a favorable position in this evolving global landscape. As part of this contemplation, there is a growing recognition of the significance of “swing states” like India, Türkiye, Indonesia, Vietnam, Brazil, and Saudi Arabia in shaping the outcome of the postCold War order and the broader global system. However, framing these consequential states as “swing states” in and of itself carries significant risk, as it implies that the only choice they have is a binary one: pick the U.S.-led West or the China and Russia axis. In reality, their strategic posture is far away from choosing one side over the other; at the same time, they are not behaving similarly to the Cold War-era non-aligned movement that was inherently anti-Western and leaned towards the Soviet-led block under the disguise of anti-colonialism solidarity. The appropriate strategic name for this growing list of countries in the present-day is “pivotal states,” and includes Brazil, India, Indonesia, Saudi Arabia, and Türkiye, chosen for their strategic geography, demography, and overall strength. Alongside these, there are other pivotal states with unique roles, such as Vietnam due to its position in the global supply chain and Egypt as a maritime bottleneck between the East and West. It is now widely acknowledged that international stability and the outcome of the U.S.-China neoCold War are influenced by factors beyond the behavior of Russia and China. But one crucial factor that remains underappreciated is that the behavior of pivotal states— which are determined to chart an independent course—will play vital roles in shaping the future of the international system. It is essential to recognize that these pivotal states inherently reject the bipolarity and “Cold War 2.0” framing that dominates the perspectives of, for example, Washington, Brussels, and Tokyo.

Abstract:: What if most people are wrong about the future? The presumption—the conventional view, both in the policymaking world and in academia—is that great powers have the greatest influence in shaping geopolitics. There is also a presumption that great power competition will inevitably lead to dividing the world into hard spheres of influence, and that there will be an inevitable competition over dominating the “commons,” the routes of air, land, sea, space, and cyberspace that unite the world. We think all these assumptions are wrong. We think there is evidence to the contrary. Indeed, when great powers compete most, this often creates more space for other states to exercise influence. We argue that the countries spanning the traditional pathways of the Silk Road region from Europe and Türkiye to the Caucasus and Central Asia have that power in their hands, if, that is, they are wise in how they wield it. This essay will outline, in broad strokes, the genesis of our argument.

Abstract:: Climate change is the supreme challenge of our times, poised for human civilization. Its facets are diverse: the rise of temperatures, trending natural disasters and enduring weather extremes, droughts and floods, fluctuations of the sea level and hydrographic regimes, distressed ecosystem balances, and other aberrations. Climate change affects human health and demography, increases food and water insecurity, accelerates environmental degradation (such as deterioration of arable and grazing lands, deforestation, or desertification), shrinks biodiversity, and produces other similar effects. Climate change escalates competition for dwindling resources and, subsequently, generates frictions and tensions between states and within individual groups of populations, thus forming a stage for geopolitical and geoeconomic rivalry as well as potential violent conflicts and wars. The snowballing impact of climate change on a global scale steadily approaches the point of irreversibility. The grim irony is that climate change, in many ways, represents a result of different forms of anthropogenic activity, including increased carbon emissions. Although the climatic transformation is already acknowledged as the ultimate challenge of global magnitude, one particular aspect remains often overlooked. Warfare is one of the countless varieties of human performance. Wars and armed conflicts naturally yield an enormous impact on the anthroposphere and habitat. Beyond that, the existing military forces and their routine activities unwillingly affect the environment even in peacetime. Therefore, this essay examines different patterns related to the damaging impact of wars and military activities on the climate and the environment, with a particular focus on carbon emissions. Furthermore, it addresses the subject of climate changedriven conflicts and evaluates measures taken at the international and national level to mitigate the effects projected by military forces on the environment. The overall objective of this paper is to provide analytical support in the course of preparations for the 2024 United Nations Climate Change Conference (COP29) in Azerbaijan.

Abstract:: Observe the bee as it pollinates flowers, fruits, vegetables, and a wide variety of other crops; according to the United Nations’ Food and Agriculture Organization, around one-third of the world’s food production depends on their little wings. Watch as the beaver builds its dam, shaping the landscape of its local environment. Its pond stores carbon, improves water quality, creates a suitable habitat to support biodiversity, and helps reduce climate impacts. One cannot help but conclude that some higher order guides the work of these and other creatures; someone or something seems to be managing the delicate ecology of our world. Unfortunately, human beings are not as adept at such complex environmental management. As the world increasingly bears witness to the dramatic effects of climate change, the urgency for decisive action has never been more critical. With the planet’s average temperature continuing to rise, resulting in more frequent, severe, and unusual weather events, the global community faces a stark reminder of the imperative to mitigate this environmental degradation. The upcoming UN Climate Change Conference in Baku (COP29) represents a pivotal moment for states to commit to ambitious strategies and deepen international collaboration in the fight against climate change. At the forefront is the pressing need to explore and affordably implement effective mechanisms that can significantly reduce carbon emissions on a global scale.

64. The Genius Legacy of Ibn Sina and Biruni: The Contemporary Fruits of a Two-Man Renaissance

Abstract:: Two of the most outstanding thinkers to have lived between ancient Greece and the European Renaissance are Ibn Sina (Avicenna) and Biruni. Both were born in the tenth century within the borders of what is now Uzbekistan and spent the entirety of their lives there and surrounding areas (today’s Turkmenistan, Afghanistan, Iran, and Pakistan). Neither ever set foot in Greece, Rome, or even Baghdad. Neither Ibn Sina nor Biruni were Arabs; both were Central Asians of Persianate stock. This meant that their native languages were part of the diverse group of languages that dominated Central Asia, Afghanistan, and what is now Iran. Both became known by their Arabic names because they wrote mainly in Arabic, the language of learning in the Muslim world, just as Latin was in the West. Lastly, both were larger-than-life figures who embodied the highest achievements of a moment when Central Asia and the Middle East were the global epicenter of intellectual achievement—what some have called the Muslim Renaissance.

Abstract:: We are going to deal with peace in relation to law in the broad context of the Western philosophic tradition, presented in these pages through a traditional Catholic prism rooted in what one can characterize as Thomistic realism. Naturally, when defining peace, war appears by comparison or opposition. And, naturally, it is therefore also necessary to deal with war in some detail in order to contribute to a better definition of peace. First of all, some doubt arises about this relationship. For if peace is—in St. Augustine’s definition—the tranquillity of order, it is not only the absence of war, but something positive: order, hierarchy, harmony, etc. But if, on the other hand, it is the neutralization of conflict, as Italian academician Danilo Castellano says, that war must somehow make its presence felt again, even if its disappearance is postulated. We shall deal briefly with both in what follows, concluding with a reminder of “just war” and a conclusion on “just peace."

Abstract:: Lately one of the most discussed political issues related to the South Caucasus region is Armenia’s attempt to incline towards the West by trying to move away from Russia’s sphere of influence. This has been manifested both geopolitically and geoeconomically. However, Armenia’s potential strategic shift away from its centuries-old political alignment with Russia raises questions about the future of the overall relationship between the two countries. A key concern revolves around the challenges Armenia may face due to its significant economic dependence on Russia. For such a shift to occur successfully, Armenia would have to not only strengthen its political and security ties with the West, but also develop the ability to replace Russia with Western partners in key economic sectors. Thus, the primary objective of the essay is to assess the degree to which Armenia could economically substitute Russia with the West, determining the feasibility of this transition. To achieve this, we should identify the critical level of Armenia’s reliance on Russia across diverse economic sectors and assess the extent to which the West can mitigate this dependency in anything resembling a realistic timeframe, without, that is, critically endangering Armenia’s economic wellbeing.

67. Revitalizing the 3+3 Platform: A Formula for a New Regional Security Order?

Abstract:: On 23 October 2023, the second meeting of the 3+3 Consultative Regional Platform took place in Tehran, Iran. This platform is built upon the idea of bringing together Armenia, Azerbaijan, and Georgia ‘plus’ Iran, Russia, and Türkiye for regional cooperation had been introduced by the presidents of Azerbaijan and Türkiye after the Second Karabakh War. Georgia, owing to its ongoing territorial conflict with Russia, refused to participate in the platform, though its leaders signaled that they might reconsider this position in the future. The initiative, even in the 2+3 format (i.e., without Georgia), has faced several challenges, including Russia’s war in Ukraine and Iran’s mercurial policies in the region. The first meeting within this initiative (without Georgia’s participation) was held in Moscow on 10 December 2021 at the level of deputy foreign ministers. At that inaugural meeting, each side expressed optimism regarding the future of this framework. However, this optimism did not materialize for a long time. While Moscow and Tehran remained supportive of the 3+3 initiative, it mostly lost its relevance and importance for the other actors, including Azerbaijan. Despite repeated announcements by Russian and Iranian officials regarding preparations for the second meeting in this format, it took nearly two years for the meeting to actually occur. Abstract:: The South Caucasus—a region at the intersection of Europe and Asia and a constituent part of what the editors of Baku Dialogues call the Silk Road region—is rich in history and cultural diversity, yet marked by complex geopolitical challenges. Comprising Armenia, Azerbaijan, and Georgia, this region is not only a mosaic of cultures and languages but also a nexus of strategic interests for global powers. The intricate landscape of the South Caucasus is defined by its history of territorial disputes, ethnic tensions, and the influence of neighboring powers, notably Russia, Türkiye, and Iran. These factors and the region’s significant energy resources have made it a focal point of international diplomacy and regional power struggles. The present-day dynamics in the South Caucasus are shaped by the legacies of the Soviet era and more recent territorial disputes, notably the conflict between Armenia and Azerbaijan over the former Nagorno-Karabakh Autonomous Oblast (and surrounding areas) and the conflict between Georgia and Russia over Abkhazia and South Ossetia. As these states navigate their post-Soviet identities and relationships, the potential for a cooperative, shared future presents itself as both a monumental challenge and a transformative opportunity. This article explores the prospects for peace, cooperation, and regional integration in the South Caucasus, delving into the complex interplay of historical legacies, current tensions, and future possibilities for a region at a crossroads. Geography is one of the critical features of nations and states for their peace, prosperity, and culture. However, geography is not the only determinant that dictates how countries live in peace and security. Climate, landscape, and natural resources are essential, but also political factors such as governance, corruption, trade laws, and political stability. Being landlocked does not mean a country cannot build a strong economy and trade with the rest of the world. There are many examples of countries in challenging geographies that have still developed strong economies with high levels of human development. The Netherlands is a small country, where around 20 percent of its current land has been reclaimed from the sea or lakes, but it is one of the world’s largest exporters of agricultural products. Costa Rica is surrounded by countries torn apart by armed conflict, but it does not even have an army. Similarly, although history is a critical defining factor in forming political, social, and economic relations, it does not need to dictate whether nations live in peace or conflict with each other in the same geographical regions. The legacy of the past can be transformed to generate new ideas and opportunities for living in peace in the future. There are many examples of regions where countries experienced historical enmities but built new types of relations to live side by side and prosper together. They even managed to form alliances and economic cooperation organizations, such as the European Union.

69. What Is Public Diplomacy? Fostering Cooperation, Countering Disinformation

Abstract:: Among the various kinds of diplomacy, one of the newest to be designated with a distinct name is “public diplomacy.” This is a supportive function, for like an actor in the theatre, the public diplomat plays a part. It may be a significant part, but rarely if ever is it the ‘lead.’ Public diplomacy assists leaders and senior officials of governments and of international organizations by presenting and explaining their policies and, more broadly, managing the communications aspects of their strategies. Public diplomacy work—the role of which is mainly informational—nowadays has included cultural interaction and educational exchange as well. For some countries, those functions have been handled somewhat separately, even at arm’s length, from political representation and policy promotion (e.g., the British Council, Alliance Française, Goethe Institut, Instituto Cervantes, and Confucius Institute). Public diplomacy is not, I wish to emphasize, merely instrumental—a means to any end. It is a purposeful activity, with qualities that are inherent, the aims of which are not arbitrarily chosen. There are objective standards in the world, including those of natural science and scholarly knowledge, to which it may owe its convincingness. Because public diplomacy operates in the judgmental realm of popular opinion, which in the globalized world of today is more and more universal in scope, it must, in order to be effective, appeal to the reason, tastes, values, and aspirations of peoples of different traditions in distant s o c i e t i e s — o v e r whom no formal or direct political authority is held or control exercised. Its objectives must be achieved noncoercively and for the most part openly, through public media and transparent private communication. It works primarily through persuasion and attraction, rather than by command, employment of force, or subterfuge. That is not to deny that manipulation can occur, as with military “information operations.” Insofar as public diplomacy succeeds in assisting a government or an organization to achieve its purposes, it is, despite its noncoerciveness, powerful. Influence over minds, from the level of the individual to that of society, is an ultimate arbiter. “Public opinion,” as Napoleon Bonaparte famously advised, “is the thermometer a monarch should constantly consult.” Today’s leaders, irrespective of the type of regime or political form in which they operate, can rise or fall according to it

71. Statesmanship in the Silk Road Region: Reflections on Heydar Aliyev’s Achievement

Abstract:: I began writing this essay near the end of a triple jubilee year for Heydar Aliyev: the centenary of his birth, the thirtieth anniversary of his return to Baku (celebrated as National Salvation Day), and the twentieth anniversary of his death. Heydar Aliyev was a significant leader who left a lasting impact in the Caucasus region—not just in Azerbaijan. Heydar Aliyev was indispensable in shaping Azerbaijan’s vision for the future and establishing the country as a vital player in the Silk Road region. Several key traits (in the final part of this essay, I identify nine such traits) characterized his leadership style and contributed to his success, particularly in navigating the complex dynamics of the region between East and West, oil and energy, and its future development. Heydar Aliyev’s presence in Azerbaijan’s history represents a leader who was able to quell civil war and unrest and offer stability to the country, which became instrumental in launching the economic growth, and development of the country—and eventually of the region. These, in turn, enabled several things, including improved living standards, putting Azerbaijan on the global energy map, and significantly modernizing its military. Azerbaijan has demonstrated to the world that sustained economic efforts, accompanied by political patience and apt international analysis and evaluation of the world’s political situation, made true—in the middle of the COVID-19 pandemic—the “day for which all Azerbaijani people were waiting,” namely the return of Karabakh.

Abstract:: National Leader Heydar Aliyev had an exceptional understanding of foreign policy and national security dynamics. Through his strategic vision, he was able to lead the Republic of Azerbaijan from a situation of state collapse at independence to one characterized by political, economic, and security viability. Moreover, Heydar Aliyev’s geopolitical strategy enabled Azerbaijan to conduct independent policies, not dictated by any regional or global power. In support of his geopolitical strategic vision, Heydar Aliyev conceived of and executed an energy and infrastructure strategy that enabled Azerbaijan to become a major oil and natural gas producer and, in turn, to change the energy map of the Caspian region and the European continent. The core of this policy was the establishment of the East-West corridor from the Caspian region through Georgia and Türkiye to the West.

Abstract:: This article examines a pathway of the Japan-Australia “special strategic partnership” in recent years. Both countries have developed a special strategic partnership, referred to as a “quasi-alliance”. Hence, the purpose of this research is to contextualise the development of the Australia-Japan quasi-alliance from global, regional, and bilateral perspectives. Globally, the quasi-alliance has been influenced by power transition and hegemonic competition in global politics. Regionally, the quasi-alliance has been embedded into the trilateral and multilateral strategic frameworks in the Indo-Pacific. Bilaterally, the quasi-alliance has been shaped by the Joint Declaration on Security Cooperation (JDSC). Nonetheless, close security ties were temporarily adrift over Australia’s submarine deal and realigned by tangible milestones, such as the Reciprocal Access Agreement (RAA) and the new JDSC signed off in 2022. Abstract:: This study explores the application of the regional security complex theory (RCST) to the energy relations between the European Union (EU), Russia, and Turkey. It underscores the critical role of energy security in shaping international relations and highlights the mutual interdependence among these actors in the energy issue. The study sheds light on the impact of the Russia-Ukraine war on energy security and emphasizes the need for diversification of energy sources to reduce dependency on Russian natural gas. Turkey's active and neutral policy with Russia has formed a security complex in energy relations among these three actors. The claim that shared concerns or threat perceptions among actors assumed by the regional security complex theory constitutes a security complex has been used within the framework of this study to justify the existence of an energy security complex between Turkey, Russia, and the EU. Furthermore, given its strategic geographical position and energy infrastructure projects, this research outlines Turkey's potential as a critical isolator actor and energy hub in the region. Overall, this study offers valuable insights into the complex dynamics of energy relations and the evolving regional energy security landscape in the EU-Russia-Turkey triangle.

Abstract:: Article 2 of the North Atlantic Treaty, also known as the Washington Treaty, stipulates that international relations between member states should be conducted peacefully and with mutual respect, based on free institutions, thus creating conditions of stability, security, and satisfaction within the Alliance. It also promotes the elimination of opposition factors about international economic policies, which, in turn, are based on a collaborative foundation. Despite this more peaceful premise, the North Atlantic Treaty Organisation (NATO) is, above all, a collective defence alliance, and over its 74-year history, there have been no further commitments that would allow for more integration despite the shared common values that were at its inception. The Parliamentary Assembly of the North Atlantic Treaty Organisation (NATO PA) is an Interparliamentary Organisation (IPO) that acts independently of the North Atlantic Alliance but brings together parliamentarians from its member states and associates. Although its resolutions are merely recommendatory and advisory in nature, they have provided crucial strategic input into NATO's action, allowing parliaments to properly reflect on the organization's interests and strategies in national debates.

Abstract:: Climate change is a global phenomenon that has significant implications for food security, particularly in developing countries like Nigeria. This study is set to explore the nature of the relationship between climate change and food security and the various ways to address the impact of climate change on food availability in Ogun State, Nigeria. Relying on the green theory, this study investigated climate change's impact on the agricultural sector, compromising food security in Ogun State, Nigeria. This study's qualitative data collection methods include primary and secondary data sources. This study adopted the exploratory research design. Interviews were used to gather primary data, and existing literature was used to collate secondary data. This work covered the staff of the Ministry of Agriculture in the selected state, lecturers in the Department of Economics, Covenant University, and the faculty of agriculture at Obafemi Awolowo University. The thematic content analysis was adopted in analyzing the data in this study. The findings from the data revealed that there is a clear relationship between climate change and food security. It also revealed that climate change has a negative impact on food availability in Ogun State, Nigeria. In addition, strategies and policies put in place to address the issues of climate change and food security were discussed. It was concluded that climate change has affected Ogun State's food security between 2019 and 2023.

Abstract:: Especially in times of crisis, states can influence the public and private spheres by relying on their legitimacy power. Aside from its emergence and importance for humanity, the state reshapes individuals' private and public spheres by influencing them. The reshaped public and private spheres undoubtedly require a new perspective. Whether these areas have changed, the fate of their boundaries and the approach of individuals and the state to these areas may differ between ordinary and extraordinary periods. In the emergence of differences, the current understanding of governance is as important as how the state perceives its people and how the people perceive the state. Because these perceptions affect the parties' expectations in ordinary and crisis periods, criticism or acceptance develops due to the actual practices. In this article, the Covid-19 pandemic has been defined as a crisis period, and the Republic of Türkiye has been chosen as the subject whose policies implemented during the crisis period have been observed. The study examines the state's authority to intervene in the public and private sphere boundaries during the Covid-19 pandemic and the changes in these boundaries. Within the scope of the article, the study carried out in this direction examines how the edges of the public and private spheres were affected by the state's interventions/practices/policies during the Covid-19 crisis.

Abstract:: Since the beginning of the Russian invasion of Ukraine in 2022, many political leaders have vowed to settle this conflict. Although Brazil, China, and the European Union were among these voices, some have accused these international actors of propelling the war. This study offers a content analysis of the speeches proffered by Lula da Silva, Ursula Von der Leyen, and Xi Jinping, the political leaders of these three actors. This analysis concluded that Ursula Von der Leyen mentions peace fewer times, accounts solely for Russia’s responsibility for the war, and presents a perspective akin to International Relations neoliberal theory. Meanwhile, Lula da Silva provides some views closer to Johan Galtung’s theories. Nevertheless, the Brazilian president does not clearly explain the beginning of the war, affirming that negotiation is the pathway to peace. Finally, Xi Jinping stresses his Global Security Initiative and avoids calling “war” what is happening in Ukraine.

79. A Subdued Environment and Missed Opportunities

Abstract:: Chinese diplomacy toward the Korean Peninsula in late 2023 sputtered forward, driven more by a calendar of bilateral anniversaries with North Korea and multilateral gatherings involving South Korea than any sense of strategic purpose. Both relationships seemed preoccupied with off-stage developments such as the September summit between Kim Jong Un and Vladimir Putin and the momentum of US-Japan-South Korea trilateral relations, rather than any inherent dynamism of their own. Still, regular Sino-North Korean bilateral exchanges ahead of the 75th anniversary of the bilateral relationship and Sino-South Korean bilateral economic dialogues provide opportunities to overcome resistance and sustain progress in the face of deepening major power rivalries. Senior-level dialogues between China and North Korea occurred on North Korea’s 75th founding anniversary in September, with the visit of Chinese Vice Premier Liu Guozhong to Pyongyang, a visit that occurred against the backdrop of the second US-South Korea Nuclear Consultative Group meeting, North Korea’s first successful indigenous satellite launch, and North Korean Vice Foreign Minister Pak Myong Ho’s visit to Beijing. Meanwhile, ministerial and working-level economic dialogues on issues such as supply-chain stability, export controls, and trade facilitation continued between China and South Korea, punctuated by a notable bilateral exchange between Chinese President Xi Jinping and South Korean Prime Minister Han Duck-soo in late September on the 19th Asian Games in Hangzhou. But these exchanges did not generate the traction necessary for South Korean President Yoon Suk Yeol to have substantive bilateral meetings with President Xi on the sidelines of the APEC meeting in San Francisco in November. Bilateral and trilateral foreign ministerial meetings in Busan between South Korean Foreign Minister Park Jin and counterparts Wang Yi and Kamikawa Yoko—the first in four years—failed to generate sufficient momentum to set a date for the resumption of China-Japan-South Korea summitry. Instead, the resumption of China-South Korea or China-Japan-South Korea summitry will depend on developments in 2024.

Abstract:: The last third of 2023 was eventful in Korea, especially the two final months. Fall found South Koreans preoccupied with events elsewhere, and their implications for the peninsula. In September, Kim Jong Un’s Siberian summit with Vladimir Putin prompted worries as to how closer Pyongyang-Moscow military ties might affect the ROK. In October, Hamas’ shocking attack on Israel added a new layer of alarm, warranted or otherwise. President Yoon Suk Yeol was among those expressing fear that the DPRK might launch a similar surprise assault. He soon had less hypothetical concerns. In November, in response to Pyongyang’s successful launch (following two earlier failures) of a military reconnaissance satellite, Seoul partially suspended 2018’s inter-Korean military accord—whereupon the North predictably scrapped it entirely. Tensions grew as both sides rearmed at the ironically named Demilitarized Zone (DMZ), and talked tough — none tougher than Kim Jong Un, who spoke openly of occupying the South. As the year ended, Kim declared a major change in DPRK doctrine. Dropping its longstanding lip service to reunification, the North now regards the peninsular situation as “relations between two belligerent states.” The implications of this shift remain to be seen.

81. Taiwan Voters Choose Independence

Abstract:: Taiwan’s election campaign has concluded. Voters went to the polls on Jan. 13. As has been the case in almost every election, cross-Strait relations with China were the central issue, a secondary issue being President Tsai Ing-wen’s management of the economy. The outcome of the election will largely dictate the course of Taiwan-China relations over at least the next four years. The Democratic Progressive Party (DPP) candidate and President Tsai Ing-wen’s chosen successor, William Lai Ching-te, the eventual winner, proclaims that Taiwan is already independent as the Republic of China. It should continue to diversify economic linkages away from China, strengthen military deterrence, and hope that China will eventually offer talks without one-China preconditions. The opposition Kuomintang candidate, Hou Yu-ih, called for expanded cross-Strait economic ties and dialogue with China under the one-China banner to reduce tensions while Taiwan also builds its military deterrence. China has deployed economic sticks, gray-zone military intimidation, and fake news to influence the election. Washington has expanded its support for Taiwan’s self-defense, though less vigorously than Republican critics in Congress would like. Taiwan and the US have continued to expand trade ties in ways that will benefit Taiwan businesses though without tariff concessions that Taiwan eagerly wants. Now that Taiwan voters have elected William Lai, as the polls predicted, China will likely respond with increasing coercion. Had Hou Yu-ih been victorious, his challenge would have been to navigate between Beijing’s pressure for cross-Strait concessions and Washington’s suspicions of any such steps by Taiwan.

82. Biden-Xi Woodside Summit and the Slow Rehabilitation of US-PRC Ties

Abstract:: The “guardrails” that President Biden and President Xi envisaged in Bali in November 2022 began to be emplaced at their November 2023 summit in Woodside, California. In-person, leader-led communication was deepened, reassurances exchanged, and practical—albeit modest—“deliverables” locked down on several fronts, including restarting mil-mil communications, cracking down on fentanyl precursors, addressing the national security harms of artificial intelligence (AI), and increased people-to-people exchanges. The establishment of numerous bilateral working groups will ensure an almost full plate of across-the-board consultations in 2024 as well as the means to troubleshoot irritants on short notice. As stabilizing as the Woodside summit was, it failed to deflect the US-PRC relationship from its larger overall trajectory of “selective decoupling” across a range of advanced technologies and frontier industries (microelectronics; quantum; AI; biomanufacturing; clean energy). Strategic trade controls and other competitive actions were doubled down upon. With a pivotal US presidential election looming in 2024, questions abound on the longer-term durability of a rehabilitating US-PRC relationship.

83. Beijing Moderates Criticisms Selectively

Abstract:: Beijing in this reporting period moderated often shrill rhetoric of the past two years criticizing Joseph Biden administration advances and regional governments cooperating with the US. Emphasizing China’s positive contributions to regional economic growth, Beijing stressed its flexibility, said to be different from Washington in not pressing regional states to choose between the US and China, even as it demonstrated ambitions to develop a new regional and global order favorable to itself. Nevertheless, glaring exceptions included egregious pressures to compel deference to China’s claims in the South China Sea, harsh criticism of the Philippines and Japan cooperating closely with the United States, as well as authoritative foreign policy statements giving regional governments little choice between two paths forward: cooperation with an avowedly beneficial China or America’s purported exploitative, divisive and destructive initiatives. Regarding the Philippines, an unprecedented show of support by the US for the territorial claims of its treaty ally resulted in an equally unprecedented pushback from Beijing.

Abstract:: Japan-Southeast Asia relations marked two milestones in 2023-24. The first was the 50th anniversary of Japan-ASEAN Relations, during which Japan and ASEAN emphasized an equal partnership by adopting the keyword “co-creation” to promote economic prosperity and security stability in Southeast Asia and beyond. The second is strengthening Japan-Philippines bilateral strategic ties, not only bilaterally, but also trilaterally with the United States and quadrilaterally with Australia. Japan continuously engages with other Southeast Asian states and strengthens ties with ASEAN to reinforce ASEAN Centrality and unity, yet a challenge remains: how Japan can design a regional architecture in East Asia and the Indo-Pacific by clarifying the roles and division of labor among those institutions.

85. Taiwan and China—Steady As She Goes

Abstract:: As 2024 dawned, Chinese President Xi Jinping reiterated in his New Year Address that Taiwan must unify with China. In her New Year Address, Taiwan President Tsai Ing-wen, with the election of her successor only 14 days away, repeated her offer to meet China on the basis of equality, mutual respect, and without preconditions, echoing themes dating back to her first inaugural address in 2016. On Jan. 14, Tsai’s chosen successor, Vice President Lai Ching-te, won an unprecedented third successive term for the Democratic Progressive Party, promising to uphold the independence of the Republic of China, but the party lost its majority in the legislature. A month later, two Chinese fishermen operating illegally near Kinmen Island died when their boat capsized as they were pursued by the Taiwan Coast Guard. Five days later, a Chinese Coast Guard vessel boarded and inspected a Taiwanese tour boat near Kinmen. Tensions grew but they did not boil over. On Jan. 30, China unilaterally moved its M503 civil aviation flight route closer to the median line of the Taiwan Strait. Premier Li Qiang included the obligatory call for Taiwan reunification in his Work Report to China’s National People’s Congress (NPC). Some analysts found that and other NPC references to Taiwan more strident than in recent years, but any change in tone was subtle. In apparent retaliation for Lai’s electoral victory, China persuaded Nauru to switch diplomatic ties from Taiwan to China even as Taiwan continued to strengthen unofficial relations with larger powers. These Taiwan efforts were supported by US President Biden, who used a trilateral meeting with Japan and the Philippines to call for cross-Strait stability. Taiwan’s continuing negotiation with the US of a 21st Century Trade Initiative and TSMC’s decision to expand new facilities under construction in Arizona exemplified Taiwan’s continuing diversification of economic linkages away from China. President-elect Lai will be inaugurated on May 20; his inaugural speech and China’s response could portend the future course of cross-Strait relations.

86. China’s New Foreign Policy Moderation—Mixed Regional Implications

Abstract:: Incorporating major foreign policy initiatives of leader Xi Jinping, Beijing completed its effort from the past two years with instructions in January on China’s new approach to foreign affairs to Chinese foreign policy officials and others concerned. The new approach added authority and momentum to Beijing’s emphasis since Xi’s summit with US President Joe Biden last November on greater Chinese moderation and restraint as a “responsible” great power pursuing peace and development in dealing with Southeast Asian neighbors and elsewhere. Nevertheless, Beijing remains selective in how it applies moderation, and the record of the past two years shows great swings between moderation and truculence in its approach to foreign affairs, depending on circumstances which remain subject to change. The success of China’s regional importance showed in Singapore’s Institute of Southeast Asian Studies annual survey of regional elites with China viewed as both the leading economic and political-security power, overshadowing the United States, and the judgment that if forced to choose between them, more respondents would select China than the United States. Caveats to these positives for China include continuing strong regional concerns over China’s ambitions in Southeast Asia and the fact that the survey came during the height of the war in Gaza by Israel, which is supported by the US and viewed very negatively in the region. Meanwhile, the defiance of the Philippines, with strong military and political support from the United States, Japan, Australia, India, and other allies and partners, against coercive measures in the disputed South China Sea represented a major test of China’s avowed “restraint” in dealing with foreign differences.

87. Weathering the Crisis

Abstract:: For the US-India bilateral relationship, the first four months of 2024 was a repeat of the quarters of the last three years. Differences in attitudes toward Cold-War era partnerships surfaced and upset the calm in bilateral relations. Still, there were significant strides in the economic and trade front. The dispute over the killing in Canada of a Khalistan separatist designated a terrorist by India marred the security partnership. Still, Washington continued diplomatically to support India vis-à-vis China’s provocations such as bestowing Chinese names on Indian towns. Visits by top American military brass underscored the growing security cooperation between the two democracies. The nature of electoral democracy, though, created some diplomatic tension. While heated rhetoric and polemical campaign statements in India provided fodder for the Western press to question the supposed “values-based” partnership with India, President Joe Biden’s suggestion that Japan and India were as xenophobic and anti-immigrant as Russia and China angered many in India. These episodes were minor squalls compared to the hurricanes the bilateral relationship has endured over the last 50 or 60 years. While elections and security divergences made headlines, the relationship continued to build on pillars of trade and technology cooperation.

88. Ties Stabilize While Negative Undercurrents Deepen

Abstract:: US-China relations were marked by a paradox during the first trimester of 2024. On the one hand, a distinct stabilization was evident in ties. The two sides made concerted efforts to translate their leaders’ ‘San Francisco Vision’ into reality. Cabinet officials exchanged visits across the Pacific, working groups and dialogue mechanisms met in earnest and produced outcomes, functional cooperation was deepened, sensitive issues such as Taiwan were carefully managed, and effort was devoted to improving the relationship’s political optics. On the other hand, the negative tendencies in ties continued to deepen. Both sides introduced additional selective decoupling as well as cybersecurity measures in key information and communications technology and services sectors, with US actions bearing the signs of desinicization—rather than mere decoupling—of relevant supply chains. The chasm in strategic perception remained as wide as before. In sum, the “new normal” in US-China relations continued to take form, one piece at a time. What a difference a year makes. At this time in late-April last year, the US and China were barely communicating, still smarting from the balloon incident of February 2023. It was not until US National Security Advisor Jake Sullivan and CPC Central Foreign Affairs Commission Director Wang Yi met in Vienna in mid-May 2023 that a semblance of normality began to be restored to the relationship. Twelve months on, there has been an almost across-the-board restoration of communication channels, a deepening of functional cooperation across issues areas, and a concerted effort to manage the political optics of the relationship for the better – this, despite deep differences in strategic perception between the two sides.

Abstract:: This paper examines the behaviour of credit rating agencies (CRAs) during the ebbing ‘pink tide’. It claims that the actions of S&P Global, Moody’s and Fitch contributed to dismantling left-wing regimes in Latin America, to the benefit of their right-wing competitors. The methodology draws on case studies of Brazil and Argentina, where the governments of Dilma Rousseff and Cristina Fernández de Kirchner were replaced by those of Michel Temer and Mauricio Macri, respectively. The research is based on sovereign ratings, reports and press releases the agencies issued during those transitions, which are analysed in the light of critical theories of their modus operandi and confronted with the political processes unfolding in both countries. This allows us to draw conclusions that are consistent with the presented argument, thereby contributing to advance the research agenda around the CRAs and to shed light on Brazil and Argentina’s recent critical presidential transitions.

90. Dynamics and Mechanisms of Reproduction of the Ideology of Consumerism by Transnational Data Firms

Abstract:: Through the literature review method, this research identifies a non-exhaustive series of dynamics and mechanisms used by data companies such as Google, Facebook, Amazon, and also by the group of companies known as ‘data brokers’, for the reproduction of the ideology of consumerism. A definition for such ideology is also presented. Five dynamics and 17 mechanisms are described within these two categories. The combination of subsets of elements in the second categorization gives rise to the first. The research question addressed here is: how do transnational data companies act in the international reproduction of the ideology of consumerism? It is argued that they take advantage of a deliberate lack of interest, mainly state interest, in regulating how they operate in the International Political Economy, to capture data through general dynamics that result from the articulation of specific data capture mechanisms. Thus, these companies manage to naturalise, ideologically, the act of consuming. The general dynamics identified by the paper were five: personalisation, web concentration, architecture of choice, infrastructural imperialism, and lock-in. The phenomenon is discussed in the light of the Critical Theory of International Relations

91. America First: Foreign Aid in the Trump Administration

Abstract:: The US has led the way building the international development cooperation system and been the largest single donor for the last seven decades. Foreign aid has gone through different phases during the post-World War II period and remains an important geopolitical and geo-economic tool for 21st century USA. The Bush and Obama administrations, despite different nuances in terms of discourse and aid practices, invested in reforms to modernise aid programmes, increased funding for USAID, and created new global health, food security, and climate change programmes. Contrary to the historical trend, the Trump administration submitted budget requisitions characterised by a 30% reduction for State Department and USAID allocations. It is noteworthy that the Trump administration questioned the costs of global leadership, criticised international organizations and the sectoral allocation of funds, and made threats of cuts in aid to countries that opposed Washington’s interests. The purpose of this article is to understand how the strategy of ‘America First’ changed the strategic tripod of defence, diplomacy, and development, by analysing changes in US foreign aid in terms of available resources, recipient countries, aid modalities, and multilateral engagement.

92. The Politics of Inclusion in Peace Negotiations

Abstract:: The article analyses the notion of societal inclusion in peace negotiations, a subject that has gained increasing importance in politics, policy, norm, and scholarship over the last few decades. It argues that inclusion has gone from being considered an unnecessary disturbance to a necessary one in peace processes, especially due to its growing association with the fostering of political legitimacy and peace sustainability. Reducing inclusion to its usefulness, however, obscures its fundamentally political nature and implications. The article thus tracks and unpacks the discussion on societal inclusion, drawing in particular from Chantal Mouffe’s reading of political agonism and the more recent literature about agonistic peace. Ultimately, it argues that instrumentalizing and depoliticizing political inclusion is hurtful for the democratic safeguarding of previously denied rights and counter-productive even for minimal legitimizing ends. Peacebuilding benefits from agonistic standpoints of analysis by introducing, from the negotiation stage, a political model of engagement that allows in conflict by peacefully tackling it instead of sweeping it under the rug.

93. Understanding Muslim Countries’ Support for China’s Actions in Xinjiang: A Qualitative-Comparative Analysis

Abstract:: This study examines why 23 Muslim-majority countries supported China at the United Nations Human Rights Council (UN/HRC) in 2019, despite allegations of human rights abuses against the Uyghurs in Xinjiang. Using a fuzzy-set qualitative-comparative analysis (fsQCA), we compared the factors that led Muslim-majority and non-Muslim countries to support China. Our analysis found that Political Regime Affinity (PRA) was a necessary but not a sufficient condition for Muslim-majority countries to support China, while China’s Foreign Aid (ODA) was a necessary but not sufficient condition for non-Muslim countries. These findings suggest that ideological factors, related to the autocratic political regime (PRA), played a significant role in Muslim-majority countries’ decision to support China in the UN/HRC in 2019. However, it is important to note that other factors may have also been involved. These findings have important implications for understanding the complexities of international relations and the factors that shape states behaviour.

94. Metaphoricizing Modernity

Abstract:: We of the modern world tell stories about being modern, becoming modern. We ask where modernity is going. Two metaphorical complexes dominate these stories: We favour metaphors of life and growth; modernity has a life of its own. Or we prefer metaphors of motion and direction; modernity is a journey that takes many paths. The two complexes coexist uneasily even as they feed on each other; together they mark the modern conceit that modernity has left tradition behind. Those whom modern society has victimized, uprooted or abandoned may resist both complexes, often seeking to retrieve the metaphors of a lost, broken, misremembered or invented past. Most beneficiaries of modernity favour the metaphorical complex of life and growth—or merely take it for granted. Scholars with a critical attitude toward modernity often favour many paths and thus the metaphorical complex of motion and direction—without realizing it. Seven metaphors reveal these tendencies: boundary, break, juncture, limit, rupture, stage, transition. They also hint at a third, distinctively modern metaphorical complex. In our stories about modernity, we deploy plural versions of spatial metaphors sequenced in time: frames, boxes, compartments, or containers, and mark the sequence with metaphorical signposts: age, stage, wave, or period.

Abstract:: Nick Onuf’s constructivism is one of the most important contributions to the field of international relations in what regards the interchange between social and political theories, and philosophy. In this text, I engage with Onuf’s body of work taken as a whole. The guiding thread of the problematization I propose is woven through the attention to how Onuf’s craft and creative undertaking sets certain beginnings in the construction of his framework, and how setting them has important implications for (the conception of) ‘politics’. I would argue that Onuf’s conception of politics is sustained on two central beginnings: the conception of humans as ‘rational agents’ and the framing of what has come to be called ‘modernity’. This way, I emphasize what seems to me the most enduring contribution his body of work can provide not only to the field of international relations, but also to contemporary social and political theories more generally. The first section outlines the relation Onuf establishes between rules and rule, while the following two sections deal, in turn, with his conceptions of ‘agency’ and the ‘modern world’. My goal in these first three sections is to reconfigure Onuf’s constructivism. The fourth and final section moves ahead, giving a step further – perhaps too far, perhaps too radical –, paving a critical engagement with his work through peripheral (re)begininngs.

Abstract:: In this Dossier, four scholars reflect on Nicholas Onuf’s leading article, ‘Metaphoricizing modernity’, (re)engaging with – and celebrating – more broadly Onuf’s groundbreaking work from different places, perspectives, and angles. Part II rethinks (with) Onuf from Latin America, questioning and provincializing (certain) metaphors and metaphoricizing. Manuela Trindade Viana analyzes the conditions of possibility and the effects of ‘Colombianization’ as a powerful metaphor that came to circulate in Latin America since the late 2000s, in reference both to a specific diagnosis of a problem of violence and the solutions implemented to confront it. Challenging (certain) aspects of Onuf’s account about what metaphors do in our worlds, she argues that the security policy domain valorizes the universal push underlying the imperative to make models travel as a condition for the legitimation of their work in crafting solutions that fit to ‘similar problematically violent’ situations in Latin America. Roberto Vilchez Yamato offers an-other (re)reading of Onuf’s work. (Re)turning to Onuf’s World of Our Making, he (re)thinks the correlation(s) between metaphors, rules, and the conditions of rule, drawing attention to the crucial place of language within Onuf’s work. Supplementarily, Yamato engages with Onuf’s more recent The Mightie Frame, ‘the second half’ of his ‘decades-long project’, suggesting a certain rethinking of the ‘microphysics’ of language, the conditions of thought, and the conditions of rule, within which metaphors and metaphorical complexes are given center stage. (Re)reading (some of) Onuf’s work, he concludes his article wondering about how Onuf would respond to the question of provincializing metaphors.

Abstract:: In this Dossier, four scholars reflect on Nicholas Onuf’s leading article, ‘Metaphoricizing modernity’, (re)engaging with – and celebrating – more broadly Onuf’s groundbreaking work from different places, perspectives, and angles. Part III (re)engages with (his) reconfigurations of Modernity and/as metaphor(s), including an extensive, and much careful response from Onuf to those four scholars and their (re)readings published in this Dossier: Celebrating Nicholas Onuf. Michael Marks is the fourth scholar to engage with and reflect on Onuf’s leading article, and his work more broadly. Marks reads Onuf’s essay on metaphoricising modernity as an invitation to see modernity in terms of its metaphorical qualities; that is, as an opportunity to reflect not only on modernity, but on the nature of metaphors and how they figure in scholarly inquiry. More specifically, for him, Onuf’s characterization of modernity as embodying notions of forward motion and territorial physicality is one of the main insights of his essay that could be further explored with additional theoretical analysis. Nicholas Onuf closes this Part and the Dossier more broadly, carefully engaging with and responding to the contributions of Victor Coutinho Lage (in Part I), Manuela Trindade Viana (in Part II), Roberto Vilchez Yamato (in Part II), and Michael Marks (in Part III). Rethinking reconfiguration as a general, constitutive process, Onuf (re)engages with modernization and modernity’s universal ethos, while responding to his postcolonial critics and their (re)readings of his highly generalized model of world-making. In so doing, Onuf also (re)engages with the concept and conceptualization of metaphors, repositioning his work and stance as a form of ‘embodied anti-realism’. For him, old ontologies never die; like metaphors, they just layer up.

98. Chinese Double Effect on Brazilian Foreign Policy (2003-2018)

Abstract:: This research examines contemporary Brazilian foreign policy, and its central concern is to explore how China’s global rise has impacted the general guidelines of Brazilian foreign policy from 2003 to 2018. We argue that China has had a double impact on Brazilian foreign policy: (i) restraining its scope due to the restrictive nature of Sino-Brazilian relations, primarily via commerce and political divergence, and (ii) enhancing Brazil’s autonomous insertion in the international system due to the structural gaps produced by Chinese diplomatic support in the global sphere and from the convergence of specific agendas. A case study on Sino-Brazilian relations is conducted with typologies on foreign policy actions elaborated by Schweller (1994). Then, we propose that Brazilian foreign policy, through the ‘bandwagoning for profit’ strategy, sought to interpret a Jackal position within the international system. Our variables are defined based on Ripsman, Taliaferro and Lobell (2016), considering the structural stimulus of China’s rise as the independent variable, the permissiveness, and clarity of the international system as the intervening variable, and the behaviour of Brazilian foreign policy as a dependent variable.

99. Operation Car Wash beyond Borders: The Making of a Transnational Policing Field

Abstract:: Investigations by the press have revealed that Operation Car Wash, an anti-corruption task force, received support from the FBI, the American federal agency of criminal investigation. This paper analyses the transnational connections between Brazilian and American law enforcement officers, which led to the formulation and conduction of Operation Car Wash, reconstituting its transnational dimensions, which have yet to receive much attention in the specialised literature. To accomplish this, we have mobilised the field thinking tool developed by Pierre Bourdieu and his interpreters in International Relations, enabling us to reflect on the interactions between police within a specialised social space promoter of socialisation, competition, and cooperation. Beginning with documental research, we have identified the national and international actors involved in the operation, the power relationships between them, their patterns and spaces of interaction, and potential political impacts.

100. Bolsonaro’s Foreign Policy and the Brazilian Bourgeoisie

Abstract:: This article analyses the Bolsonaro government’s foreign policy and the interests of the Brazilian internal bourgeoisie. The hypothesis is that the internal bourgeoisie supported the 2016 coup d’état and the 2018 election of Jair Bolsonaro but, over the years, they started to exhibit resistance to the government’s political practices and responded to the external pressures related to environmental policy and threats to democracy. The empirical research analysed the position papers of the internal bourgeoisie’s main employer organisations, focusing on the following agendas: i) the Mercosur-EU agreement; ii) entry into the OECD; iii) reformulation of Mercosur’s Common External Tariff (CET); and iv) environmental policy. The study concludes that there were conflicts within the internal bourgeoisie throughout the Bolsonaro administration and, in the end, there was a change in their interests that, alongside other elements, can explain Jair Bolsonaro’s 2022 electoral defeat.
