Abstract:: The Ukrainian conflict has paved the way to re-examine the geopolitical implications of Russian Neo-Eurasianism, which has challenged the Liberal International Order. The implications of such a development will have global implications for Russia. Indications of Putin's renewed mission, infused by restrategising the Russian position in Eurasia coupled with cultural exceptionalism based on messianic identity, are observable in recognition of Donbas and Luhansk as separate territories and the invasion of Ukraine. The conflict has allowed the US to lead as an Atlanticist player and regain its slipping position in the international system. Therefore, following exploratory research methodology, the paper examines Dugin’s geopolitical model based on neo-Eurasianism. The paper concludes that the model will observe major setbacks in the post-Ukrainian conflict order as the proposed alliances by Dugin’s model with Moscow, Tokyo, and Tehran face several challenges. Consequently, the invasion has pushed Atlanticist pre-eminence back on track across Eurasia.

Abstract:: This article aims to present a descriptive study from a qualitative perspective through a bibliographical analysis, according to Coutinho (2014), which aims to discuss the political process of purchase and Technology Transfer (TT) of GRIPEN NG fighters. For this, we resort to the study of the decision-making process involving interrelationships between the main actors, consensus, interests and values. Abstract:: Cold War has returned to dominate international politics. Expectations that the end of the Cold War in 1989 would lead to a more inclusive and comprehensive peace seems to be practically failed, and instead, by 2014, the centenary of the start of the First World War, Europe was once again wracked by conflict. On the one side, the U.S.-led Political West shaped by the Cold War remained the main protagonist. In contrast, on the other hand, a much-weakened Russia took the place of the former Soviet Union, now accompanied by a China intent on restoring its status as a great power. The article examines why a new cold war emerges again, and analyses how such a ‘Cold War II’ differs from the original.

Abstract:: The Russian invasion of Ukraine intensified the defining conflict of the new age, the conflict between democratic and authoritarian capitalism. The unified Western response to the war highlighted the revitalization of the democratic club of Western states and their allies (G7 plus). Another critical implication of the War has been that a clear divide has emerged between “the West” and “the Rest” in their reactions to the War. The Russian War on Ukraine signals the beginnings of a new phase of the post-Western world, where territorial conquests could be considered the new normal, paving the way for further military confrontations in a conflict-ridden World.

Abstract:: Among the many competing narratives that drive the war in Ukraine, the healing of the Ukrainian people themselves is often overlooked. That is because current Western policy overlooks the Other Ukraine, whose disagreement with the policies of the Ukrainian government since 2014 led up to this conflict. The Western response to Russia’s invasion has been tailored to punishing Russia, but not necessarily to healing the domestic tension within Ukraine. This article suggests that only a reconciliation within Ukrainecan bring lasting social harmony to Ukraine and peace to Europe as a whole.

Abstract:: The Cold War bipolar order was characterized by two camps isolated from each other, competing along four dimensions: global governance, security, economics, and ideology. The end of the Cold War, with the Soviet Bloc collapsing, did not produce a U.S.-dominated unipolar but a multi-centered world. The Americans, losing power and influence and the Russians to restore their superpower status have been trying to reconstruct bipolarity. If reconstructed China, not Russia, would likely constitute the other pole, an outcome Russia does not want. Economic relations and Chinese disinterest currently prevent a bipolar world like the one we have left behind. We may be moving toward a multi-centered world with many unpredictable aspects, including armed conflicts such an order may entail.

Abstract:: The War in Ukraine signals a return to the sphere of influence politics and great powers’ use of military instruments against their weaker neighbors. The consequences for small states are negative. Although some small states will find new opportunities for hedging and brinkmanship, most small states will see their chances of shaping international agendas reduced as they increasingly focus on defensive aims. To meet these challenges small states must work together to promote their shared interests: 1) A modus vivendi between the great power, which minimizes the risk of great power war as well as the annexation and invasion of smaller states, 2) a rule-based international order; 3) a relaunch the United Nations as the central arena for debates on international society among sovereign states.

Abstract:: Western officials and media have portrayed Russia as a rogue state that seeks to undermine the fundamental foundations of the Western lifestyle, which are based on democratic and liberal principles, especially more since the invasion of the remaining Ukrainian territories began on 24 February 2022. According to this perspective, Russia allegedly launched its strike to prevent Ukraine from joining the club of liberal nations. This move would have been a clear message to any other post-Soviet countries, further strengthening Russian control over them. It would be unfair to completely dismiss this argument, yet, justifying the simplification of the procedure and the continuation of conflict on these reasons goes much beyond presenting the facts. A thorough examination of the many issues involved is necessary to comprehend the Russian motivations for the ongoing war. This calls for an in-depth analysis of the Crimean Question, focusing on how Russia uses demographics in its foreign strategy. In addition, within the broader context of The Russian World (Russkiy Mir) Vision, it is crucial to understand the relevance of Russia’s unique perspective on Ukraine. The objective of this study is to provide an analytical framework concentrating on these apparently most visible factors for Russia’s willingness to raise tensions in Eastern Europe further and invade the remaining territory under the sovereignty of Ukraine.

Abstract:: Contradicting political worldviews of the EU and Russia contribute to their conflictual relations much more than the attention currently given to this facet of the relations. Each of their solidarist worldviews creates an ideological wall severing their communication that is essential for possible peaceful solutions. However, shifting toward a pluralist worldview inspired by conceptual tools of the English School and Michael Oakeshott’s theory of civil association could be an alternative to the current situation of conflict. Building on this theoretical framework, we also attempt to explain the significance of Türkiye’s mediation efforts along the way and present a constructive criticism of today’s norms-based international law.

13. Impact of the Church on Conflict Transformation of Political Crises at Community Level: A Case Study of two Church Denominations in Dzivarasekwa, Harare

Abstract:: This study, based on Lederach’s conflict transformation (CT) theory, analyses the participation of the local church in CT of political crises in Zimbabwe at the grassroots level – from 2005 to 2020. It compares the CT interventions of one Pentecostal church denomination and of one African Independent Church denomination in the Dzivarasekwa suburb of Harare. A convergent parallel mixed methods design was used. SPSS software was used to analyse quantitative data while the NVivo application was used for qualitative data analysis. One key finding is that both denominations believe CT entails community engagement. Major challenges to local churches’ CT participation include financial constraints, repressive laws and church executives’ fear of victimisation. The study concludes that the impact of the local churches is low because their interventions are limited to congregation members and their immediate neighbours. Another conclusion is that CT is politicised in Zimbabwe, which restricts effective church participation. The study makes some recommendations to address this.

Abstract:: Farmer-herder conflict is an age-old phenomenon, which is widely spread in the West African sub-region. Current studies on the Ghanaian farmer-herder conflict have emphasised the land-related conflicts between indigenous farmers and nomadic herders. It has focused especially on environmental scarcity and climate change approaches. However, this study adopts the political ecology framework to highlight land conflicts between migrant farmers and nomadic herders, two migrant groups that are considered “strangers” to the Kwahu Afram Plains District. The study contributes to the broader debates on farmer-herder conflict. It provides contrary evidence with regard to the popular notion in literature and theory about the prevalence of land insecurity among nomadic herders. The study argues that migrant farmers in the study area experience more land insecurity compared to the nomadic herders. This is because of their history of immigration, their relationship with the Kwahu landowners, which is driving the escalating cost of accessing land, and disputes between landowning groups.

Abstract:: How does the 2020–2022 civil war in Ethiopia contribute to our understanding of the Responsibility to Protect (R2P) doctrine? This study seeks to revisit the debate over the effectiveness of the R2P doctrine in the wake of increased intrastate conflicts. The objective is to assess the dilemma that arises with the implementation of R2P when governments are involved in the conflict and the international community is reluctant or unable to intervene. The study adopts the systematic review approach (PRISMA) to identify the shortcomings, trends, and debates around R2P. It uses the Ethiopian civil war to contribute further to the existing body of literature. The paper finds that, indeed, the R2P doctrine is facing serious challenges with its implementation. It shows that when governments fail to acknowledge the other actors as legitimate combatants and instead describe them as terrorist groups, it becomes difficult to uphold the R2P doctrine. The paper also identifies a lack of leadership and coordinated efforts at regional and international levels as contributing factors, which further undermine the effectiveness of R2P. The paper concludes that the Ethiopian civil war exposes serious shortcomings in the R2P doctrine that need to be reviewed and reformed urgently. It proposes the adoption of a systems-thinking approach that can streamline the actors and processes of response during civil wars.

Abstract:: As the Ukraine conflict was poised to expand, the “extremely complicated” situation at the frontline (in Vladimir Putin’s words on Dec. 20) gave rise to intensified high-level exchanges between Moscow and Beijing as they searched for both an alternative to the conflict, and stable and growing bilateral ties. As the Ukraine war dragged on and mustered a nuclear shadow, it remained to be seen how the world would avoid what Henry Kissinger defined as a “1916 moment,” or a missed peace with dire consequences for not only the warring parties but all of civilization.

17. MILITARY SANCTIONS: THE WAR ON TERROR AND THE CASE OF UZBEKISTAN

Abstract:: States frequently find themselves disbursing or receiving military aid, cooperation, and access to military products. Using foreign policy options like "military sanctions" (the suspension of military projects, aid, cooperation, and access) is a desirable, widely publicized way for one state to express its discontent to another while presumably influencing desired policy changes in the client state. However, the small amount of evidence on military sanctions indicates that they are ineffective, short-lived, and may even be counterproductive. This analysis attempted to elucidate this subject by advancing a theory stating that states will impose military sanctions in response to domestic audience pressures shortly after high-profile examples of undesirable behavior by client states. However, military sanctions will be eased as time progresses and public attention has waned. This analysis qualitatively examined Uzbekistan and its relationship with the US, finding support for this theory. It concluded that following high-profile incidents and periods of undesirable behavior by an aid-recipient state, military sanctions would likely be employed by the state providing the military aid and programs. Further, military sanctions are eased or scrapped as time moves from public incidents and attention involving human rights abuses.

Abstract:: In this study, we aimed to examine the interconnectedness of health and peace, recognizing its significance within global health diplomacy, international relations, and human rights. For that purpose, we used the results from previous and ongoing Global Burden of Disease studies, which represent a comprehensive systematic appraisal of health problems and risks affecting populations worldwide. This paper could use its methodological underpinnings to analyze the impact of war, conflict, and terrorism on mortality and overall human health. In 2000, war and conflict were responsible for an estimated 310,000 deaths globally, compared to 2019, when this number decreased to 69,000. Recent findings reinforced the association between war, conflict, and increased all-cause mortality. Interpersonal violence also significantly contributed to human health loss resulting from disrupted peace. In Europe, disability-adjusted life years due to injury – including those caused by conflict – declined between 2000 and 2019. As we prioritize global health, peace-building initiatives, and global health diplomacy, big data will increasingly play a substantial role in accurately predicting and describing the health effects related to conflicts.

19. Coopetition and Non-Profit Performance in War-Torn Region: Role of Outside Knowledge and Innovative Climate

Abstract:: The inconsistent findings on the association between non-profit coopetition and performance are complicated and contingent on essential factors. However, our current understanding of the circumstances under which non-profit coopetition matters to performance is limited. We take a novel context to address this question and build on the combined literature from the emerging non-profit coopetition literature. This study conceptualises and tests the impact of coopetition (simultaneous cooperation and competition) on the organisational performance of non-profit organisations in a war-torn region. Notably, it investigates the simultaneous cooperation and competition in non-profits’ social and financial performance via outside knowledge and innovative climate. An in-person survey with 158 executives and board members was conducted in Baghdad Governorate, Iraq. The survey adopted reliable and valid scales to measure the variables. Structural equation modelling was applied to test the mediation model. The proposed sequential mediating model has a good model fit with all four hypotheses statistically significant. Nonprofit engagement in coopetition positively affects organisation performance via mediators: use of outside knowledge and innovative climate. Cooperation with competitors helps non-profits to effectively use the outside knowledge that forms an innovative climate at the organisational level. Additionally, the use of outside knowledge has a direct effect on performance. Non-profits should integrate outside and internal knowledge to generate sustainable financial and social performance opportunities, especially in turbulent or war-torn regions. Moreover, context is imperative for non-profit leaders to identify themselves and seek inter-organisational relationships. The study also provides theoretical and practical implications that help non-profit leaders innovate and increase organisational performance.

Abstract:: The contemporary trends of Indian foreign policy cannot be studied without understanding the extension of New Delhi’s strategic collaborations with different stats beyond its traditional bilateral and multilateral cooperative frameworks. The prevalence of a minilateral approach to New Delhi's foreign relations has started focusing on creating different trilateral and quadrilateral engagements with diverse states to address the emerging security challenges of contemporary global power politics. These security challenges are fundamentally linked with the emerging role of China in the international system and New Delhi’s longstanding confrontational ties with Beijing. The position of the United States, and its strategic support to New Delhi, cannot be ignored in the evolving India-China confrontations in economic and strategic domains. The continuation of cooperation against common security threats originating from China has witnessed a bilateral Indo-US strategic collaboration against China in the broader Asian balance of power. Thus, the increasing shadows of minilateralism on Indian foreign policy cannot be treated separately from South Asian regional politics, where India has created a security dilemma parallel to introducing various new trends in the regional arms race of South Asia. This new strategic alignment of New Delhi with the international community tries to counter the increasing role of China in the South Asian region, where Pakistan provides a gateway to China for its South Asian entry. Therefore, the central theme of this paper revolves around the newly evolved era of minilateralism in New Delhi's foreign relations and their impacts on the politics of nuclearized subcontinent due to Islamabad's strong trading ties with China. This paper is an academic endeavour to provide a comprehensive understanding of New Delhi's increasing reliance on minilateralism and its relevance with the decades-long India-Pakistan rivalry.

Abstract:: This paper argues that Somalia's Weberian state apparatus and legal-rational bureaucratic model need revision. Given the country's clan -based societal organization and dominant agrarian and pastoral economy, an alternative form of government that includes clan leaders, businesspeople, and urban-based nongovernmental organizations works best for Somalia. In such a system, the central government is a moderator articulating and aggregating diverse demands instead of power monopolizing. The success of the Islamic Courts and alShabaab Movement in working with the local population in their areas of control suggests that an informal form of government is more suitable for Somalia's traditional society than a formal system based on the concept of anonymous citizenship that is alien to the local value system. Abstract:: To undermine U.S. military strength, state actors are increasingly operating in the ambiguous environment between peace and war known as the “gray zone.” These actions test U.S. response by exploiting the West’s rigid notion of conflict. Soviet actions toward the United States and other nations during the Cold War shared many similarities with contemporary Russian strategy. There is no current uniform definition of the gray zone, and the United States has not developed doctrine to address this challenge. Russia has adapted Soviet Cold War techniques for the digital and globalized age and effectively integrates instruments of power against the United States by targeting seams within culture, maintaining ambiguity, and controlling narratives. Countering these tactics requires that the United States modify its mindset toward conflict and improve integration of its own instruments of power.

Abstract:: This article outlines the policy suggestion for Moldova and Ukraine to bilaterally invade the Pridnestrovian Moldavian Republic (PMR) to strengthen their respective national security interests. The article examines the historical background of Moldova and the PMR, otherwise known as Transnistria, to provide context for the relationship between the two actors. As the PMR has acted as a tool of covert foreign influence for Russia, it is recommended that Moldova and Ukraine act now to eliminate the risk of Russian influence and interference from posing a larger threat in the future for these states. This article conveys the reasons, risks, and benefits for a joint invasion of Transnistria. It details the justifications for such a proposed action, but it also outlines its possible consequences. The policy suggestion is further justified when viewed under the lens of defensive realism, contrasted with Russia’s aggressive expansionist actions under President Vladimir Putin. Finally, the article gives basic strategic and tactical suggestions on how to accomplish this task.

Abstract:: There is a compelling need to address the protracted and recurring multidimensional insecurity in Nigeria. The prevalence of insecurity in the country is multipronged and caught in a cyclic web. Insecurity in Nigeria comprises insurgency, killer herdsmen, extrajudicial killings, ethnoreligious conflict, armed robbery, militancy, banditry, cybercrime and attacks by unknown gunmen, among other things. The incidence of attacks by unknown gunmen is pervasive and symptomatic of a fragile state where the government’s monopoly of force is challenged and where marginalisation, crises and contested spaces are ubiquitous. The thrust of this paper is that the menace of unknown gunmen is pervasive and threatens to plunge Nigeria into a cesspit of fragility. The argument is predicated on the conceptual and theoretical suppositions of a fragile state. To this end, the paper adopts the documentary method of data collection and uses qualitative descriptive analysis to expound on the phenomenon. The findings reveal that the words unknown gunmen – terminology that is used to describe the spate of insecurity in the country – are a bane to peaceful coexistence. The paper also shows that the insecurity caused by these armed attacks and other forms of threat is emblematic of a fragile state. Consequently, policy recommendations – state-building and peace-building – are proffered.

Abstract:: In the first two weeks of 2022, Kazakhstan was ravaged by an unprecedented scale of protests, violence, and repression. While it is still very much difficult to know what exactly caused the clashes, what seems to be the case is that it involved the meeting of two different and separated dynamics. The first was peaceful protest, which originated in the west of the country because of the doubling of LPG prices alongside the solidarity expressed with the protesters in other parts of the country, i.e., in the north as well as in the east and the south. The second was the presence of violent bandits, criminals, and hooligans that in less than perfect coordination set ablaze Almaty, Taraz, Shymkent, and other centers in the south, which led to the bloodiest clashes in the history of independent Kazakhstan. In a series of rapid escalations, which even those inside the Central Asian nation are still struggling to understand, the initially peaceful marches descended into violence. On 5 January 2022, the Kazakhstani authorities, fearing for the collapse of the constitutional order and for the state to spiral into country‑wide bloodshed, decided to request the intervention of the Collective Security Treaty Organization (CSTO) to protect sensitive and strategic infrastructural objectives such as power grids and airports so to allow to the internal security forces to repress and quell the violence. On 6 January 2022, the CSTO Collective Security Council issued a statement indicating its decision to “send the CSTO Collective Peacekeeping Forces to the Republic of Kazakhstan for a limited period of time to stabilize and normalize the situation in that country.” The same day, these forces began to arrive in Kazakhstan. On 19 January 2022, the CSTO Secretary General informed the CSTO Collective Security Council that all contingents of its Collective Peacekeeping Forces have been withdrawn from the territory of Kazakhstan. Much ink has been spilled in writing about why these events took place, what caused them, who was behind them, and who or what favored them. Most of what has appeared in print has not been particularly coherent or accurate. The truth is that too little is known at the moment: much time will need to pass for scholars to gain a clear understanding of what exactly happened within the Kazakhstani security and elite apparatus so that these violent dynamics could be unleashed.

35. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

Abstract:: The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

36. Repatriating Azerbaijani IDPs Policy Priorities and Recommendations

Abstract:: The conflict over Karabakh between Azerbaijan and Armenia, which started in 1988 and resulted in the occupation of some 20 percent of Azerbaijan’s internationally recognized territories, produced a massive humanitarian catastrophe in the region. Around 350,000 ethnicAzerbaijanis were driven from their homes in the Republic of Armenia in 1988‑1989, becoming refugees in the Republic of Azerbaijan. At the same time, the armed conflict in and around the former Nagorno‑Karabakh Autonomous Oblast (NKAO) resulted in the ethnic cleansing of an additional 650,000 ethnicAzerbaijanis from their homes in 1992‑1993. By some estimates, back in 1993 Azerbaijan was one of the largest refugee‑ and IDPhosting countries in the world, given that 1 out of every 7 of the country’s Azerbaijani population fell into one of those two categories. In addition to that, Azerbaijan also hosted large numbers of Chechen, Afghan, and Meskheti Turks. Azerbaijani refugees and IDPs mostly came from towns and villages outside the former NKAO part of the Karabakh region. Forcibly driven from their homes, they first settled in temporary tent camps, railway wagons, university dormitories, public buildings, and old sanatoriums. After being ethnically cleansed, their houses in Karabakh were looted and destroyed by Armenian occupational forces. Towns like Fuzuli, Jabrayil, Agdam, Gubadly, and Zangelan were entirely raised to the ground. During the last 30 years, refugees and IDPs received significant humanitarian assistance from various foreign donors, a plethora of national charity organizations, and, of course, the Azerbaijani government. The latter had even launched a housing program for them with the funds accrued by the State Oil Fund, the country’s sovereign wealth fund, which enabled many families to move from tent camps into purpose‑built single‑family home developments that oftentimes included land plots for agricultural activities. When Ilham Aliyev first ran for president in 2003, he had promised to eliminate the need for all tent camps in the country—a promise that he fulfilled in 2007 thanks to the priority allocation of resources from increasing oil revenues. Nevertheless, large number of refugees and IDPs continued to live in temporary housing in Baku and other urban centers that sometimes had significant safety issues and subpar sanitation facilities. Despite the fact that refugees and IDPs receive many welfare benefits from the government of Azerbaijan (e.g., free education, free utilities, monthly remuneration for food and other social payments), their living standards remain suboptimal, and the rate of poverty, health risks, and other social problems among the refugee and IDP community remains higher than the country’s average. At the same time, serious concerns remain regarding the employability and religious education of young people belonging to refugee and IDP communities, with many analysts fearing that this part of the population can be more susceptible to recruitment by foreign radical sects and similar such groups.

37. Armenia Adapts to New Postwar Realities

Abstract:: To many observers, Armenia’s non‑violent change of government in 2018 represented an unusual victory of “people power.” In what became heralded as Armenia’s “Velvet Revolution,” Armenian opposition leader Nikol Pashinyan surprised many with the relative ease with which he displaced an entrenched elite and emerged as the new Prime Minister of the Republic of Armenia. After an important free and fair election in December 2018 cemented Pashinyan as Armenia’s new leader, the country ushered in a new period of democracy and reform. Endowed with a rare degree of legitimacy bolstered by popular support, the new democratically‑elected government promised a critical reassessment of a number of critical issues, ranging from Armenian relations with Russia to its policy regarding the conflict over Karabakh. Yet despite these important gains in democratic change and advances in reform, the Armenian leadership faced a looming challenge that was largely obscured by a legacy of arrogance and complacency. With a focus overwhelmingly devoted to domestic reform priorities, the Pashinyan government seemed increasingly ill‑prepared for the inescapable geopolitical and foreign policy demands that loomed large over Armenia. And through much of the period between mid‑2018 and early 2020, Armenia embarked on a foreign policy course characterized more by overconfidence than any realistic reassessment, marked by sporadic mistakes and missteps in its approach toward Russia but also Azerbaijan. Although somewhat explainable by a combination of inexperience and simplistic idealism, Armenia greatly overvalued the advantages of democracy and reform while also overstating its strategic significance. Against that backdrop, such diplomatic overconfidence only exacerbated a mounting crisis over Karabakh, as tensions increased and vulnerability intensified.

Abstract:: The Second Karabakh War was more than a war between two belligerents; essentially, it represented a war between two strategic paradigms: one belonging to the twenty‑first century and the other a relic of twentieth‑century military thinking. Azerbaijan’s achievement of air supremacy with the help of drones was not only one of the crucial factors that decided the outcome of that particular war; it will almost certainly contribute to the further development of the military art in armed conflicts of various scopes across various theaters in the time ahead. At the same time, referring to this war as a “drone war” does not reflect reality. In this, as in much else, impressionable journalists got it wrong: this could be a proper designation only if the drones had fought also on the ground instead of soldiers. Certainly, the use of drones was decisive; but the laurels of victory in this war do not belong solely to this contingent of the Azerbaijani military: the mobile groups of special forces were also decisive. Each played a critical part in the country’s military achievement. We begin with an examination of the area of hostilities and the respective dispositions of the parties to the conflict before getting into a discussion about some relevant aspects of Operation Iron Fist—the official designation used by Azerbaijan for the Second Karabakh War. We conclude with remarks of a more geopolitical nature.

Abstract:: Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. The war in Ukraine might be the EU’s last chance to reinvigorate its enlargement policy and reposition itself geopolitically in eastern and southeastern Europe.

Oftentimes, the conflicts are framed in terms of identitarian differences and contestations, whilst the underlying drivers derive essentially from the socio-structural dynamics of the conflict context. By way of mixed research that is predicated on a combination of field and desk sources, this article interrogates the contemporary manifestations of communal conflicts in Nasarawa State through the combined lenses of liberal political ecology and conflict analysis. The article observes that the ethno-primordial cleavages of the focal state have provided veritable pretexts for the prevalence of communal conflicts, making such conflicts problematic to understand as well as resolve. The outcome of the analysis indicates that communal conflicts in the focal state have been both dynamic and opportunistic, often feeding into the existing primordial and structural fault-lines to assume multiple complications. There is therefore a need to understand the peculiar nature and dynamics of such conflicts in order to know how best to interpret, analyse and mitigate them.

Abstract:: The Nun River Basin (NRB) has a long history of cross-border conflicts, mostly connected to the impact of climate change on water sources and resources. This article discusses the link between water politics and conflicts among the traditional communities in the NRB. Water scarcity and floods have led to border conflicts among the “traditional states” at the drier edges and in the marshes of the NRB. Initial mappings to determine geopolitical and water security contexts helped identify the areas, including firstly, Bamali, Bamunka, Babungo and Baba I, with maritime border conflicts, and secondly the Babessi and Baba I floods, with access in the NRB. Based on our findings and analysis of existing sources and critical interviews, the recognised and unrecognised links that bind water to the regional politics and relations among the fondoms are central to the conflicts related to the control of water sources and the fertile rice cultivation marshes. The article concludes that although the “traditional states” have been in mutual competition, where food needs accelerate in response to rising populations and economic interest, the traditional method of conflict resolution through consensus has been most effective in achieving peace in the region.

Abstract:: LIKE Odysseus, who fell into the clutches of Scylla after escaping the whirlpool Charybdis, countries that have escaped the threat of losing territory as a result of foreign invasion are facing the threat of disintegration from within. The ancient epic by the great Homer about the adventures of the hero Odysseus, who finds himself between a rock and a hard place, involuntarily comes to mind when considering the perennial international legal dilemma about the relationship between the principle of the territorial integrity of states and the right of peoples and nations to self-determination. As Yekaterina Narochnitskaya rightly notes, self-determination, like freedom, has “its limits and its paradox.” “Just as unlimited freedom destroys itself, so the right to self-determination, elevated to an absolute, risks depriving everyone and everything of self-determination, the inevitable outcome being a chain reaction of countless conflicting expressions of will leading to a general collapse.”1 Experience shows that the principle of self-determination is subject to double standards and often politically exploited by certain groups to achieve their economic, social, ethnocratic, religious, and other narrow, sometimes purely selfish goals that contradict the original purpose of this vital international legal and (in most cases) constitutional provision. And it is for these untoward purposes that the artificial “collision” of this principle with the principle of territorial integrity is often used.

Abstract:: Terrorism has emerged as one of the major challenges for the Eurasian regional peace, security, and cooperation. Keeping these challenges in perspective, the Shanghai Cooperation Organization (SCO) was established to eliminate the menace of terrorism, fundamentalism, and secessionism. Against this background, the main objectives of this paper are to examine how terrorism emerged as a major determining factor in the Indo-Pak relations and how the Shanghai Cooperation Organization (SCO), was failed to play its effective role in the Indo-Pak conflict given the Pulwama terror attack. For this research, descriptive and analytical methods were used and the data was collected from secondary sources. The major findings of this article are that terrorism has emerged as one of the major determinants of Indo-Pak relations and the same has become a major challenge for the SCO to resolve the issue. Against the background of terror attacks, it was anticipated that the SCO would play a crucial role to pacify the situation. However, the role played by the SCO in this situation proved marked as a Whack-a-Mole.

Abstract:: Algeria and Morocco have for centuries kept an uneasy relationship of conflict and doubt which shaped the Maghreb region history. In fact, both states shared the same borders but never shared same policies. This caused the relational gap at both governmental level and social grounds. As a result, the hostility and continuing tension has remained at top in their foreign policies for most of their mutual history. Abstract:: The article tries to present a theoretical-legal and international-practical analysis of the migration crisis as a tool for hybrid warfare, analysing the features of such a war and the peculiarities of using the flow of migrants and refugees as "living" weapons in a military conflict. The authors try to prove that a migration crisis can be provoked by an aggressor country using the hybrid warfare methodology attempting to destabilize the political situation, avoiding the resistance of the civil society of the target country without engaging in open hostilities. The authors stress the uncertainty surrounding the term "hybrid warfare" and propose their own classification of the modern hybrid warfare´ features. Based on the analysis of the use of migration crisis in Syria, Venezuela and Belarus, the article singles out the stages of employment of such a tool for warfare.

Abstract:: In July 2021, Russia submitted its first inter-state complaint against Ukraine to the European Court of Human Rights. It was an unexpected and intriguing step of the Russian government, especially since many of the presented allegations are linked to the events that initiated the Russian-Ukrainian conflict. Referring to the hostilities that began in 2014, the international community was, in principle, unanimous in assessing who the aggressor was. The focus of this research is the strategy of the Russian Federation in its recently initiated legal battle before the Strasbourg Court. This paper presents an attempt to outline the possible motives for taking such a step. Moscow's position on this case is particularly puzzling, as some of the allegations concern the Crimean Peninsula, widely recognized under international law as territory occupied by Russia. In spite of that, doubt arises about the strategic objectives of the Russian authorities in the conflict with Ukraine; the question is whether the actions taken by Russia fall within the scope of its previous strategy or if there has been a new turn in the matter. The first part of this paper outlines the background of the given conflict, the second details Russian policy after the annexation of Crimea, and the third, which is crucial for the formulating of conclusions, presents considerations on Russia's possible motivation and goals in filing a complaint to the European Court Human Rights. The research was conducted mainly based on the merits of the complaint, the statements of the representatives of Russia and Ukraine in the matter, the author's observations, and practitioners' considerations.

Abstract:: For the moment as western Europeans watch the nightly media display of Russian brutality in Ukraine, many instinctively feel it’s a long way away. An echo of British Premier Neville Chamberlain’s dismissal of Hitler’s threats to Czechoslovakia in 1938 as a “quarrel in a faraway country, between people of whom we know nothing.” One Czech emigrée saw the fatuousness of Chamberlain’s stance—Madeleine Albright. Balts and Poles, their memories fresh of Russian occupation, are clearly nervous. At greater distance, Portuguese, Greeks and Italians feel less threatened. French people show more concern with cost-of-living hikes—albeit driven by Russia’s actions. Yet the violence is happening on all Europeans’ doorstep. One false move, deliberate or careless, and NATO’s Article 5 activates. Perhaps. Let us look at the complexities of the context in which this war has come to pass.

Abstract:: Secularization versus religious revival debate has been shifted to another dimension with the mass migration targeting Europe because of the conflicts in the Middle East. The literature concerning secularism was expecting a linear trend in line with the modernization and Europe was considered to be the nexus of both. This study delineates the secularization debate for evaluating the recent trend of migration within this rather neglected scope. The main argument is that among the secularization theories, religious market model and existential security paradigm have a greater explanatory power for the future state-religion relations in Europe. They indicate that as a result of migration, contrary to the expectation of classical secularism theories, the overall religiosity might increase in Europe due to the pluralization of the religious realm as well as the fact that Muslim migrants who are more religious also have higher fertility rate than Europeans. In that sense, Europe, which seemed to settle the dispute concerning religious realm for years now might be faced with a new challenge due to the migration phenomenon.

Abstract:: The article presents Systemic Geopolitical Analysis, which as a scientific method can be an important tool for studying the distribution of power in Eastern Europe, supporting the assumptions of structural realism with an element of quantitative research. This region, as a place where spheres of influence and the ensuing economic and potentially military conflicts meet, is an area where the knowledge of the most precise distribution of power may be a crucial element in the analysis of the genesis of conflicts, the shifts in power distribution during their course, as well as in the prediction of future flashpoints. Being the first attempt to correlate Systemic Geopolitical Analysis with the issue of conflicts in Eastern Europe, the paper contains a hypothesis that Systemic Geopolitical Analysis is a research method that enables an effective analysis of the geopolitical reality in the region because of: 1) the conflicts occurring in the system due to differences in power distribution; 2) the nature of the components of power, measurable by the means of Systemic Geopolitical Analysis. Confirming the above hypothesis, the article points to the economic aspect, linked to the Russian natural gas exports, and the military aspect, by taking into account the characteristics of contemporary tensions in the region, which reduce the role of supra-systemic reserves.

Abstract:: America’s unipolar balance of power created after the end of the Cold War is inevitably coming to an end. The dynamic economic growth of the People’s Republic of China, lasting uninterruptedly since the 1980s, the reconstruction of spheres of influence by the Russian Federation, the world war on terrorism with the accompanying costly wars in Iraq and Afghanistan, economic crises systematically weakening the economies of Western countries in 2001, 2007 and 2020, and the COVID-19 pandemic – these are just some of the many causes of geopolitical changes. Parallel to the weakening position of the United States, countries such as the Russian Federation are increasingly boldly challenging the current balance of power, provoking armed conflicts and destabilizing countries located in Central and Eastern Europe. The purpose of this article is to present the American Multi-Domain Operation concept as a response to the Russian concept of new generation warfare by which the country successfully led to the annexation of Crimea, the war in Donbas, and the political destabilization of Ukraine. The main research problem resulting from the assumed goal was to answer the following question: what is a Multi-Domain Operation and how do the United States intend to compete and win in the armed conflict taking place in Central and Eastern Europe with the Russian Federation? The following research methods were used to solve the research problems: the method of cause-effect and institutional-legal analysis, method of examining documents, and the method of analysis and criticism of literature. The monographic and comparative methods were also used. However, the main role was played by deductive reasoning which enables the identification of facts based on an in-depth analysis of source data. Taking into account the preliminary research, the author proposed the following research hypothesis: a Multi-Domain Operation is another American operational concept describing the security environment, and the Russian and American way of war. The USA will achieve victory in a possible armed conflict by locating and neutralizing the enemy’s anti-access – area denial capabilities, and then destroying its forces in the disputed area.

Abstract:: Since the outbreak of the Yemeni war in 2015, the Sultanate of Oman has been keen to adhere to a policy of neutrality and has refrained from the option of engaging in any military action, convinced of the futility of this option and its inability to resolve and change the reality on the ground. Instead, the Omani conviction was directed towards the option of dialogue and activating channels of negotiation and diplomatic communication, which is what the Sultanate has devoted its policy in Yemen towards, and it has tended to play the role of mediator between the conflicting parties.With the escalation of the war in Yemen, the Sultanate of Oman adhered to its neutral position with its quest for positive neutrality by activating and exercising the role of mediation, a role that came in line with the premises and principles of its foreign policy, and for which it had several qualifications. However, other factors, such as the nature of the crisis and conflict in Yemen, and the continued hardening of positions, remained an obstacle to the development of mediation and reaching the stage of a comprehensive settlement.

Abstract:: The first decade of the twenty-first century had, very spontaneously, associated right-wing terrorism mostly with Islamic extremist terrorism. However, events from the second decade of the same century seem to provide a deviation in such a narrative. This is mostly due to the rise in crimes committed by far-right groups that are not Islamist (Blackbourn et al, 2019). Scholars have drawn in particular on the work of Ehud Sprinzak, who describes right-wing terrorism as a particular form of terrorism that is distinctly characterized by split delegitimization. These terrorist groups lead off by developing antagonism and conducting acts of violence against groups that they deem to be ‘illegitimate’ - groups that do not belong to their milieu of humanity. Violent confrontations and threatening the state are secondary; however, once assured that the government in power is being negligent in fulfilling the demands of the ‘legitimate’, they begin to reject the government and flout the laws. They, thus function on a dual process of delegitimization that first delegitimizes the unaccepted aggregate and later delegitimizes the government.

Abstract:: The trigger of the Ukraine-Russia war is the enlargement of NATO, essentially a Western exploitation of Russian weakness emanating from Soviet Union’s dissolution. Russia has communicated her reactions to the enlargement peacefully until the prospect of Ukraine becoming a NATO member. The second wave of enlargement coming from the direction of neutral states such Finland and Sweden originates from Finnish and Swedish fears of being the next targets of Russian military campaigns. NATO enlargement to Ukraine has caused Russia-Ukraine war that in turn has caused some neutral states to leave their neutrality and become NATO members. Therefore, NATO expansion efforts has led to a further expansion through war. However, the exclusion of and warring with Russia only obliterates the opportunity to form a large alliance to balance China. The West should understand that it is not wise to create incentives for the formation of a Sino-Russian alliance.

Abstract:: Israelis and Gulf Arabs became closer amid shared fears of an aggressive and powerful administration in Tehran, which boasted of its influence over four Arab capitals (Baghdad, Damascus, Beirut, and Sana’a). With the signing of the Abraham Accords, states on the periphery of the Israeli-Palestinian conflict decided that the benefits of establishing relations with Israel outweighed the risks. They reasoned that if they advocated for increased coordination between Israel and the Arab world, it would increase pressure on the Palestinians to negotiate with Israel. This article focuses on the regional factors that led to the signing of the Abraham Accords and carefully reviews this important historical document.

Abstract:: In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

In turn, deadly conflict and political instability are contributing to climate change.[2] Darfur captured international headlines in 2004 when United States (US) Secretary of State Colin Powell declared that genocide was occurring in Sudan in his testimony to the US Senate.[3] The early-2000s conflict in Darfur between rebel groups on one side and government forces and allied militias on the other caused an estimated 300 000 deaths, and about 2.5 million people live in displacement camps across Darfur.[4] Most observers agree that the immediate cause was a regional rebellion, to which Khartoum responded by recruiting Arab militias, known as the Janjaweed, to wage a campaign of ethnic cleansing against African civilians.[5] They also argue that the three core drivers of violence in Darfur at present are disputes over land and resources, the complex network of militias and paramilitary forces, and the weakness of the rule of law and security institutions.[6] Eighteen years after the eruption of the conflict in Darfur, these conclusions regarding the main causes and triggers of the conflict remain valid. In 2021, despite the signed Juba Peace Agreement, the security situation in Darfur remained volatile, with significant inter-communal violence and fighting between government forces and rebels in the Jebel Marra area. The instability in the region continues to cause large-scale displacement, with more than 200 000 people displaced in Darfur since the beginning of 2021.

Abstract:: The term ‘natural resource (in)justice’ has been used in various contexts by various scholars. Contemporary resource justice scholarship highlights several different areas of debate, including power and inequality in resource access, control, ownership, greening, eco-efficiency, feminist ecology, resource transparency, just transitions,[1] resource equity, resource rights, and fairness with regards to global inequality in North/South natural resource policies.[2] Resource injustice underlines two dynamic and interwoven contexts. First, there is the anthropogenic context, which examines the adverse effects of natural resource extraction on humans, including exclusion, degradation, inequality, and unfair treatment in natural resource allocation. Second, there is the eco-centric context, which explores the adverse effects of natural resource extraction on the ecosystem or the natural environment. The broader terrain within which natural resource justice is being pursued is rapidly changing. With the rise of natural resource justice movements, new ecological threats, the ongoing Covid-19 pandemic, and lethal feedback with deleterious capitalist resource extraction in the global South, resource justice is confronted with new challenges, notably resource conflict. Since the end of the Cold War, there has been a considerable and increasing number of studies on natural resource conflict, including on questions of resource appropriation or what has become known in resource conflict debates as the ‘resource curse’, which points out the paradox of poverty among resource-rich countries.[3] Conflict and poverty are intertwined. In 2013, 471 million people lived in fragile and conflict-affected countries, while 78% of the world’s poor lived in these countries (181 million people).[4] Natural resources – land, water, forests, air – are essential to life on Earth.[5] Natural resource conflict accounts for the incompatibility of goals in natural resource use or appropriation. The rural poor in developing countries remain the most vulnerable, as they directly depend on natural resources for their food and livelihood security, while the livelihoods of 2.5 billion people depend wholly or partly on agriculture.[6] The dynamics of fair and equitable resource allocation in contexts associated with resource injustice are largely unknown. This is true especially where the resource-bearing local population is either marginalised or excluded in decision-making processes regarding natural resources.

Abstract:: Peacebuilding is both a contested and evolving concept,with no universally accepted definition.[1] Despite being a broadly fluid term without clear guidelines or goals, most scholars agree that the fundamental task of peacebuilding is to improve human security.[2] The term first emerged through Johan Galtung’s peace work. He advocated for the establishment of a peacebuilding system to stimulate long-lasting peace by finding a solution to sources of violent conflicts and enhancing local capacities for conflict resolution and peace management.[3] A report by Boutros Boutros-Ghali entitled ‘An Agenda for Peace: Preventive Diplomacy, Peacemaking and Peace-Keeping’ refers to peacebuilding as ‘an action to identify and support structures which will tend to strengthen and solidify peace to avoid a relapse into conflict’.[4] A peacebuilding agenda is critical in the realisation of the Sustainable Development Goals (SDGs) which advocate for ‘peaceful and inclusive societies for sustainable development, access to justice for all and building effective, accountable and inclusive institutions at all levels’.[5] In the Kenyan context, peacebuilding activities and regulatory frameworks are recognised as vital processes and instruments that are necessary for the achievement of Vision 2030, which is the country’s new development blueprint that aims to transform Kenya into a new industrialising middle-income country providing a high quality of life to all its citizen by 2030. On the one hand, the peacebuilding, conflict management, and security strategy of the political pillar of Vision 2030 underscores the need for promoting peacebuilding and reconciliation, deepening policies and legal and institutional frameworks that promote order in society, as well as institutionalising dialogue between and among communities to promote harmony among racial, ethnic and other interest groups. On the other hand, the social pillar aims at establishing ‘a just and cohesive society that enjoys equitable social development in a clean and secure environment’.[6] Nyambura Githaiga observes that from a cursory glance, Kenya is not an immediate or apparent choice for a peacebuilding case study.[7] This can be attributed to the fact that peacebuilding studies primarily focus on nations that experienced highly destructive and horrific civil wars and require international intervention. However, Kenya has suffered intermittent and localised destructive conflicts, such as the 1992, 1997, and 2007-2008 election-based violence. Therefore, Kenya offers a peacebuilding case study which is not related to civil war, but part of a tactical response to repeated incidents of local destructive conflicts.[8]

Abstract:: Northeast Nigeria is the epicentre of violent extremism in the country. Borno, Yobe, and Adamawa states, in particular, record high incidences of extremism regularly. Extremists have been responsible for various killings and wanton destruction in the north and other parts of Nigeria. At the centre of the violence are youths, who constitute the majority of the members of these extremist groups. Young people are easier targets for recruitment by extremist groups because of peer pressure, drug use, gang involvement, prior delinquency, family member gang-involvement, membership in a cult, and the quest for adventure, among others. In spite of their involvement in violent extremism, it is recognised globally that the youth can be equal partners in its prevention. The youth should be considered a country’s asset, as the future of the country as well as having the potential to be leaders of today. However, a growing ‘youth bulge’ of unemployable young people trying to survive – and subject to recruitment by armed extremist groups – is problematic, and can even present a threat to prosperity and peace.

Abstract:: Has Central America always been a dangerous place? During the early 1980s, in the provincial city of Chichigalpa, Nicaragua, one could walk anywhere and at any time without fearing crime. The Frente Sandinista de Liberación Nacional (FSLN), a leftist guerrilla organization founded in 1961 that had led the Ni- caraguan Revolution to triumph in 1979, ruled the country.1 Remarkably, its police force, the Policía Sandinista, was neither feared nor scorned, even by the anti-Sandinista sectors of the community. Neither crime nor its absence were a topic of conversation in Chichigalpa, nor were they a concern in the U.S. media, despite the media’s obsession with all things Sandinista.2 If the media or the Reagan administration had commented on the low levels of crime in Nica- ragua, they likely would have criticized the FSLN for that too, citing a highly regimented surveillance society as its cause.3 On the contrary, any surveillance that did exist in Nicaragua in the early 1980s derived from enhanced forms of solidarity against what was largely perceived as an external threat: the Contras— the United States-backed, counter-revolutionary forces composed of former Somoza supporters, Nicaraguan-dictatorship exiles, and ex-Guardia o:cers. 9is military force eventually received signi5cant peasant support in the central and eastern parts of the country.4 One institution that fomented solidarity was the Comités de Defensa Sandinista (CDS). Organized immediately preceding and following the revolutionary triumph of July 1979, the CDS began as a group of relatively democratic organizations that promoted community development as well as security.5 Over the next few years, through nightly patrols, they increas- ingly focused on the surveillance of potential Contra terrorist activities. While such e;orts certainly contributed to crime reduction, the democratic character of the organizations also eroded, as a top-down emphasis on national defense became predominant among the CDSs.

Abstract:: Over the past decades, foreign interventions in internal conflicts upon the request of host governments have turned into a common practice. These instances have proved to be particularly challenging both from a jus ad bellum and a jus in bello point of view. On the one hand, it is often unclear whether the intervention is lawful; on the other hand, the classification of these armed conflicts is equally problematic. In both cases, the key to answer these questions is the identification of the organ capable of speaking on behalf of the state: who is the government? Considering the pivotal relevance of the identification of the government both in jus ad bellum and jus in bello, it is crucial to determine the criteria for identifying the authority capable of issuing a valid invitation. This article seeks to clarify these criteria. Ultimately, it will demonstrate that jus ad bellum and jus in bello reach different conclusions on the matter and it will argue that this should not be the case.

Abstract:: This article explains why it is so difficult to achieve peace in Nagorno-Karabakh and what factors prevent the peaceful resolution of the conflict. This conflict is very difficult to resolve because the conflicting parties have contradictory geopolitical interests and cannot achieve consensus during negotiations. We have to take into account Russia’s geopolitical interests in South Caucasus that Kremlin is interested in freezing this conflict to weaken both states, Azerbaijan and Armenia, and bring them back to Russia’s orbit. Moscow aims to establish firm control over South Caucasus which was viewed in the past as a ‘Russian backyard’. Abstract:: This study considers Russian-Turkish relations within the context of the Syrian war. We elaborate on both Russia’s and Turkey’s strategies and their understanding of the Syrian War, and consider how the two countries have managed to stay on the same page despite conflictual strategies and geopolitical interests in Syria. The current literature does not address this question and does not thoroughly compare their actions and engagements in the field. This article aims to clarify Turkey-Russia relations in the Syria and provides evidence of how they are in conflict and cooperate at the same time. In this regard, it is argued that the available evidence indicates that Turkey-Russia relations in Syria operate on the “compartmentalisation” strategy. In order to test this argument, the qualitative research method based on secondary resources is used while the theoretical framework previously formulated by Onis and Yilmaz (2015) is adopted. They conceptualise Turkey-Russia relations as if they do “compartmentalise economic issues and geopolitical rivalries in order to avoid the negative spillover of certain disagreements into areas of bilateral cooperation.” Furthermore, they claim that compartmentalisation can be hindered if there are deepening security concerns in an area like Syria. However, this article underscores that compartmentalisation does not only work by separating the economic issue from geopolitical rivalries; it also makes Turkey and Russia able to cooperate and conflict in a specific and fundamentally conflictual geopolitical issue such as Syria. The convergences and divergences that occurred in the Syrian field are conceptualised under the strategy of compartmentalisation. In this context, the cooperation – the signed agreements and established mechanisms, conflicts, and clashes in the field, are acknowledged as the consequences of the compartmentalisation strategy in Syria. The compartmentalisation strategy is specifically used in Syria in order to avoid the negative impacts of direct clashes in bilateral cooperation and agreements. It can therefore be concluded that the deepening divergence in security related issue does not necessarily prevent compartmentalisation; on the contrary, compartmentalisation paves the way for stabilisation of such deepening divergence.

Abstract:: This paper examines the intersection between the modern state, chieftaincy, and international borders in governance in post-independence Ghana. It draws on a chieftaincy conflict in Ghana between Ave-Dzalele and Ave-Atanve, both Ewe-speaking communities in the Volta Region of Ghana and reflects in some detail on the involvement of the paramount chief of Edzi, whose is based in Togo, to show the complexities of governance in post-independence Ghana. The study highlights the tensions between the formal citizenship rules and traditional, informal rules of affiliation and explores the existing mechanisms for the resolution of such cross-border conflicts. It argues that modernist discourses on the sovereignty of the state and territorial integrity that ignore cross-border cultural ties limit effective approaches to the resolutions of these conflicts. This paper contributes to bridging the gap between country-specific chieftaincy research and research on cross-border chiefs in Africa through critical reflection on the limited literature on issues of governance that relate to the co-existence of modern states and international/cross-border chieftaincies. Ultimately, it calls for a decolonisation of African governance that recognises 'international chieftaincies' and formalises their roles in governance in cross- border areas around the continent.

Abstract:: Pushing his $1.9 trillion stimulus package through Congress, President Joseph Biden argued long and hard that the only way to defeat a deadly virus was to go big. Now, he has to go big on another infectious virus: the rising swell of hatred and violence that has ripped through regions as diverse as Europe, Sub-Saharan Africa and North America, where the growing dark forces of hate and extremism led to the deadly January 6, 2021 attack on the U.S. Capitol. Biden and his expert team have first-hand experience with terrorist movements as well as the benefit of the long arc of history. But much has changed in the 20 years since the September 11, 2001 attacks – the last time organized extremists took aim at sacred symbols of America.[1] Looking back at the horror of that day and what it unleashed, we are reminded of the power and malevolence of organized, relentless bad actors and what they can achieve in the name of some twisted ideology. A new federal intelligence report says domestic terrorism in 2021 could likely escalate with “support from persons in the United States or abroad.”[2] It’s why President Biden must be bold, focused and use all instruments of soft power to diminish the appeal of the ideology.

Abstract:: The U.S. policy of normalization toward Cuba in the Barack Obama Administration was reversed by President Donald Trump, largely because it failed to address an underlying issue. The Cuban “revolution,” though consolidated on the Island, was soundly rejected by the Cuban exile community who view their country as mired in an unresolved civil war. The importance of the Florida vote was sufficient to prompt President Trump to “cancel” President Obama’s efforts at normalization. Meaningful change will require a more comprehensive approach to the challenge of implementing an effective Cuba policy. In truth, there is no justification for overt hostility toward Cuba. The Cold War is over, and the role that Cuba played in that conflict – an alliance with the Soviets, exporting violent revolution and doctrinaire socialism – has ended, as well. Going forward, the Biden Administration must adjust policies to reflect the fact that Cuba is on the verge of becoming a failed state, which would have negative consequences for the United States.

Abstract:: Available on publicly accessible websites, interactive documentaries are typically free to use, allowing audiences to navigate through amounts of information too large for standard film or television documentaries. Media literacy, however, is needed to understand the ways that interactive documentaries reveal or conceal their power to narrate. Examining ARTE France’s Gaza Sderot (2008–9), Zochrot’s iNakba (2014), and Dorit Naaman’s Jerusalem, We Are Here (2016), this article discusses documentaries that prompt audiences to reflect upon asymmetries in the power to forget history and the responsibility to remember it by mapping Palestinian geographies that have been rendered invisible. Since media ecologies are increasingly militarized, particularly in Palestine/Israel, interactive documentaries like iNakba and Jerusalem, We Are Here can disrupt Israeli state branding as technologically innovative while minimizing risk of surveillance by avoiding the use of location-aware technologies that transform interaction into tracking.

Abstract:: Unlike the British or the Americans, the Turks do not officially designate or name military campaigns in their official histories. This article presents the author’s appraisal of which operations might be considered as the Ottoman army’s campaigns in the First World War. The Ottomans fought a large number of operations and battles in the war but an analysis of these in terms of defining them at the operational level is absent from the extant historiography. The article also presents an appraisal of the various offensive and defensive campaigns that the Ottoman army conducted in the First World War as well as identifying a new vocabulary that distinguishes the army’s deliberate campaigns from its campaigns of opportunity and expediency.

Abstract:: Over the past twenty years, domestic military operations in Canada have seen a dramatic increase in the employment of the Primary Reserve (PRes) alongside the Regular Force. This raises an important question regarding how, in an evolving environment, the PRes can be successfully employed in future aid to the civil power roles? This paper argues that the current organization and terms of service for the PRes are not properly structured and mandated to support any large-scale and sustained aid to the civil power operation - and that this forces Canadians to accept risk when it comes to domestic national security. Theoretically, Canadians have relied for decades on what Sokolsky and Leuprecht have defined as an easy rider approach; where the government contributes just enough resources to ensure that the Canadian public respects and values the military effort. As demands increase, future domestic operations may now have to adapt to a new approach where the criteria for success becomes crisis resolution rather than crisis contribution. By examining the current roles and framework under which the PRes operates, the legal obligations that are currently in force, and the proposal that the PRes assume primary responsibility for domestic response operations, this paper concludes that assigning new roles and responsibilities to the PRes without additional legal obligations will not set the conditions for success should a large scale or lengthy call out be required.

Abstract:: In the 21st century, China’s rise has been shifting global and regional geopolitical scenari- os. Faced with its growth and fears of being perceived as a threat, China sought to associate its eco- nomic and political emergence with the preservation of the current international system, empha- sizing speeches about a peaceful development and harmonious world in which it would be an actor who wants to grow and accommodate the world order. However, changes in the balance of power and its continued rise have caused China’s behaviour to change in its own region, especially regard- ing maritime disputes and affecting other countries’ perceptions. By applying Neoclassical Realism, this paper analyses the Chinese foreign policy in the 21st century, elucidating its behaviour in terms of the country’s action and reactions regarding the dispute over the Senkaku/Diaoyu Islands and shows the perceptions of other countries to that behaviour. The article concludes that perceptions concerning the balance of power, Chinese capabilities, nationalism, regime legitimacy, and on lead- ership images affect the intensity of Beijing’s responses and foreign policy about maritime territorial disputes. Also, the article shows that China’s growing assertiveness in both the East China Sea and the South China Sea is pushing countries that have territorial disputes with China to grow closer

It contends with the theoretical limits of the settler-colonial framework, pushing back against narratives of settler success, and shows how anti-colonial resistance accelerated economic crises that led both settler states to enter into “negotiations” with the colonized (reconciliation in one case, and peace talks in the other) as a strategy to maintain capitalist settler control over stolen lands. The analysis also sheds light on a praxis of solidarity that has implications for movement building and joint struggle.

Abstract:: By the end of the inter-ethnic conflict in 1974, there were over 2000 people who were reported as missing in Cyprus. Since 2005, with the efforts of the Committee of Missing Persons (CMP), 870 remains of the missing persons have been discovered, exhumed and returned back to their families. Although there exist several studies focusing on disappearances during violent conflicts, there is a dearth of academic research that investigates the reconciliation at the grassroots level, particularly for the families of the missing persons. The aims of this paper are twofold. Utilizing twenty two in-depth interviews with the families of Greek and Turkish Cypriots who experienced ‘ambiguous losses’ in the 1963 and 1974 conflicts in Cyprus, the paper firstly aims at improving the understandings of how disappearances shape the perceptions of ‘the other’ group in a post-conflict society. Secondly, the paper also aims to investigate the potential role of CMP on trust building and reconciliation efforts in Cyprus. The paper reveals that there is a subtle step forward for reconciliation among the families of missing persons, which were clear in the narratives of the families who started showing empathy towards the other. While both Greek Cypriots and Turkish Cypriots showed very little hatred towards each other and noted that there were no problems at the individual level, they continued to blame the politicians and radical groups for their losses. The opening of borders and the contributions of the Committee of Missing Persons (CMP) in reducing the pain of relatives and helping to bond relations in line with trust building and reconciliation efforts were also acknowledged by both sides.

Abstract:: For decades, social scientists have questioned whether women are more politically tolerant, peaceful, and less likely to prefer war to solve international conflict compared to men. Empirical analyses have been limited to a few geographic regions: North America (the United States); the Middle East (Israel and the core Arab World); and Africa (Rwanda). Furthermore, the measurement of the dependent variable, perceptions of war and peace, has been either evaluated with a single item or with a few items tapping on various dimensions of war and peace. This paper extends the geographic coverage in the literature to include a cross-national analysis containing North American, Latin American, Western European, Eastern European, African, Asian and Pacific nations, and utilizes thirteen items measuring gender differences in attitudes towards the perception of war, conflict resolution, foreign policy attitudes, international organizations’ appeal, political tolerance, and international cooperation. The analysis utilizes the most up-to-date data of national representative surveys, the World Values Survey and the Arab Barometer, featuring mean comparison methods to supply readers with simple results informing the relationship between gender and perceptions of war and peace on a global level. The evidence reveals that there is no difference in perceptions between men and women regarding international conflict perceptions across countries.

Abstract:: This article makes a comparison between the challenges faced by the US to maintain its hegemonic position at the end of the 1970s and in the 2010s. To do so we review Robert Gilpin’s writing during the first period. He suggested the US had three options: 1) a defensive protectionist reaction 2) fragmentation of the international system 3) a new wave of innovation, (“rejuvenation”). It is argued that the Reagan administration was able to establish support for the third option. We argue the US is now faced with the same dilemma again, but with a different kind of challenger: China.

Abstract:: Scholarship on the challenges of ethno-linguistic federalism in contemporary Ethiopia is copious; yet a critical analysis of violent ethnic extremism in the country and its implications for the sub-region is rare. This article argues that violent ethnic extremism is a threat to the existence of Ethiopia and a destabilising factor for its neighbours. Based on qualitative empirical data, it attempts to address the knowledge gap and contribute to the literature by examining why violent ethnic extremism has persisted in the post-1991 Ethiopia and how it would impact on the stability of the Horn of Africa. Analysis of the findings indicates that systemic limitations of ethno-linguistic federalism; unhealthy ethnic competition; resistance of ethno-nationalist elites to the current reform; unemployed youths; the ubiquity of small arms and light weapons; and cross-border interactions of violent extremists are the major dynamics propelling violent ethnic extremism in Ethiopia. Thus, Ethiopia and the sub-region could potentially face cataclysmic instabilities unless collective, inclusive, transformative and visionary leadership is entrenched.

Abstract:: Since the beginnings of the anti-colonial struggle, Madagascar, a former French colony and an island in the Indian Ocean, has gone through nine episodes of conflict, ranging from political tension to high intensity conflicts. These changes of conflict intensity demonstrate that the proclivity towards conflict may take different forms in various episodes of violence and conflicts in the country. This phenomenon may be explored by examining the causal configurations and the co-existence of positive and negative processes and mechanisms which are interacting and co-constructing each other. Abstract:: Nhimbe is an endogenous knowledge practice used in community-based development for community members to provide socio-economic assistance as required. The practice is couched in people’s socio-cultural and moral compass. Households in rural areas use it to assist one another on a wide range of development initiatives, especially agricultural activities to promote and sustain food security and community values. In Africa, practices similar to nhimbe are Harambee in Kenya, Chilimba in Zambia and Letsema in South Africa and Botswana. Since the 1800s or earlier, economic and social benefits have been the known key motivations for the practice of nhimbe. This paper is a re-visit of nhimbe from the perspective of its contribution to conflict prevention and peacebuilding in the communities where it is practised. No in-depth studies have been published concerning the conflict and peacebuilding potentials of nhimbe, but it is quite clear that it plays a fundamental role which emanates from its relatedness to social dimensions and community cohesiveness. The analysis here shows that the practice has inherent capacities for pre-conflict prevention, in-conflict mitigation, conflict management, conflict resolution, conflict transformation and post-conflict peacebuilding.

Abstract:: Terrorism with religious ideological background today is a serious global threat. Abstract:: Since 2009 Russia has increased its military forces in Abkhazia and South Ossetia and pursued the policy of ‘creeping annexation in the occupied territories of Georgia. Today, 20% of Georgian territories are occupied by the Russian Federation. The Russian-baked separatists continuously erect barbed-wire border posts in one of the occupied regions of Georgia-South Ossetia and detain Georgian people, under the pretext of ‘illegally crossing the border’. Fundamental rights of the local population are violated daily since the occupants install barbers through people’s houses, gardens, and cultivated lands. Innocent citizens are forced to leave their homes, belongings, and cultivated lands that are left beyond the occupants’ demarcation line. The paper argues that along with other global challenges of the world, the USA-Russia clashes of interests are also found with the Georgian conflicts. While Washington hugely supports Georgia’s territorial integrity and welcomes its Euro-Atlantic aspirations, the Russian Federation, on the contrary, prevents the aforementioned process and directly opposes Georgia’s integration into NATO. The USA condemns Russia’s creeping annexation of Georgian territories and continuously calls on Russia to respect the sovereignty and territorial integrity of an independent country. Furthermore, the USA-Russia relations have considerably deteriorated following Russia’s military intervention in Georgia and the recognition of Abkhazia and South Ossetia as independent states.

Abstract:: The issue of the sea between Albania and Greece has been and continues to be an object of study for various authors. Research shows so far that many studies have tried to go slightly from the descriptive to the explanatory and analytical framework and have generally fallen into the ‘trap’ of subjective approaches creating the phenomenon of nationalism. That appears in different forms, damaging the spirit of friendship and cooperation between both countries. This paper analyzes relations between Albania and Greece and their evolution based on international acts until the decision of the Albanian Constitutional Court annulling the agreement between them on the issue of the sea as incompatible with the constitution in terms of absolute objectivity. The demands of the Greek state for extension with 12 miles under the magnifying glass of the interpretation of the norms of the international law of the sea, the principle of equality and equity are part of the insistence on gaining superiority in the sea area vis-à-vis Albania. All this leading to the dialogue for another treaty cooperation and friendship occupy a vital part of the facts, which constitute an ongoing open discussion about the future of the sea issue on the Hague International Court.

Abstract:: The complications of the Syrian crisis that has extended over six years are overseen on three distinct levels which are national, topographical, and global. A closer look at the situation in Syria in 2010/2011 will help explain why the regime has survived, the complexities of the situation in Syria, and what makes the search for a stable political settlement so difficult. The purpose of the present study is to highlight the nature of US engagement in the Syrian crisis which involves maintaining the US military presence for regional stability, ensuring the enduring defeat of ISIS, countering the future expansion of the Iranian influence and political settlement to the conflict, containing the Assad’s regime in the interim. By outlining various threats, issues, assessing the Syrian conflict and its key actors, this paper seeks to explain the US response to the Syrian crisis on basis of thematic analysis. In conclusion, the United States' foreign policy has continued in a region vital to its national security interests due to available oil, its impetus to protect Israel, to support security by retaining military bases, to preserve the position of the protectorate of client states, and friendly regimes, and to resist Islamic movements and terrorism.

Abstract:: Egypt and Turkey makeup about half of the whole population of the Middle East and are the two leading nations in the eastern Mediterranean, including Iran as a whole. Both countries are now recognized as the two most tremendous modern military forces in the Middle East. Besides, Cairo and Ankara are major Muslim centers: the Al-Azhar Mosque in Egypt is the largest Islamic University in the world and a significant feature of Egyptian soft power; the historical association between Turkey and the last Islamic Caliphate is viewed in the region with great nostalgia. Given these similarities, a deep rivalry between the two countries exists around the world, while Ankara and Cairo have increasingly prevented overt aggression or conflicts. After the Arab Spring, tensions have intensified and, in effect, impacts Libya, Sudan, and the Eastern Mediterranean region. Along with the increased risk of an overt war between the two nations, the rivalry between Turkey and Egypt also challenges the delicate security of the Middle East. It indicates that it needs an international mediator to answer this thorny problem.

Abstract:: In the context of hybrid warfare, an urgent question arises as to the adequacy of responding to its challenges. Ukraine, the EU countries and NATO are facing new threats, which require democracies to make changes in military and political activities, to find new forms and methods of ensuring national security. Hybrid warfare as a form of undeclared war is conducted with the integrated use of military and non-military instruments (economic, political, informational and psychological, etc.), which fundamentally changes the nature of military struggle. Thus, the change in the nature of the current armed conflict and the hybrid aggression of the Russian Federation against Ukraine have created an impetus to accelerate transformations and structural changes in the security and defence sector of Ukraine. One of the priority areas of defence reform is the modernization of the management system of the security and defence sector in order to bring it in line with modern military conflicts, achieve interoperability of Ukraine’s defence forces, systematic transition to NATO standards (STANAG) in the organization, armament and training of troops (forces), as well as in the system of operational decision-making.Russia’s aggression against Ukraine has launched a process of destroying the system of European and transatlantic security. The Kremlin’s hybrid actions against Ukraine and other regional states are undermining stability in the area from the Baltic to the Black Sea, creating a serious challenge to peace and security in the region. Ukraine can become a powerful ally with significant military capabilities and invaluable practical experience, including in the field of combating hybrid threats, with successful reforms for NATO membership and a relevant consensus in NATO.

Todavía escasas, la mayor parte de las reflexiones se circunscriben a trabajos de orientación teórica, aunque cada vez son más los que exploran su potencial para comprender casos, desafíos y conflictos concretos. Partiendo de la aceptación de que la actividad humana tiene un variado y profundo impacto sobre la ecología y la geología del planeta y, al mismo tiempo, del convencimiento de que la comprensión de la seguridad internacional contemporánea exige analizar la conflictividad con una nueva mirada que se haga eco de esta realidad, este artículo ofrece una aproximación eco-crítica a la dimensión medioambiental de los conflictos del Mar de China meridional. El análisis arroja dos conclusionesprincipales. La primera es que la naturaleza no sólo no está siendo objeto de protección en el Mar deChina meridional, sino que a menudo está siendo sacrificada en aras de acciones ligadas a la conflictividad (como la construcción de islotes artificiales o la militarización) y, lo que resulta más paradójico, de iniciativas orientadas al fomento de la cooperación y la resolución de los conflictos existentes (como los acuerdos para la explotación conjunta de las reservas pesqueras o de los recursos de petróleo y gas natural). La segundaes que, pese a la mayor sensibilidad que los Estados de los actores no estatales locales y regionales frente ala agenda de la transnacionalidad y a su énfasis retórico en los aspectos no convencionales de la seguridad, las diferentes estrategias de gestión y resolución de conflictos que han impulsado estos actores durante los últimos años también han relegado a la naturaleza y a las consideraciones ecológicas a una posición marginal.

Abstract:: The geological era of the Anthropocene is expected to trigger a paradigm shift across the natural and social sciences. Within International Relations(IR), the arrival of the planetary has generated various debates that range from questioning the very future of the discipline to proposals for how to fix IR. This article takes stock of different research perspectives from three disciplines, namely IR, Earth System Sciences and New Materialism/Posthumanism. With reference to these different perspectives, it examines the ways in which peace, conflict and security are related to the Anthropocene. Abstract:: Throughout the last two decades, numerous disciplines across the natural and social sciences have witnessed the increasing influence of an emerging set of contemporary theoretical trends that delve into the entanglements between the human and its material milieu (see Haraway, 2016; Latour, 2005).Beyond rigid attributed labels, including new materialisms,Actor-Network theory, speculative realisms and object-orientedontology, amongst others, the genealogy of these theoretical movements arguably traces back to the confluence of two mutually reinforcing processes. On the one hand, the current unprecedented techno-scientific progress in areas such as Earth System Sciences and Science and Technology Studies has led to compelling narratives on unsettling events, including the potential effects of global warming as well as the uncertain future implications of developments in fields as, for instance, Artificial Intelligence. As a result of these challenges and speculations, the hypothetical finitude of the human being on the planet, far from abstract apocalyptic discourses, has become a strikingly perceptible experience. In other words, the stories about the distinctive, superior and masterful character of the human on Earth increasingly seem to fade, and its future seems unquestionably inextricable from broader beyond-the-human phenomena(see Tsing, 2015).The present age in which the human has compromised its own existence, or at least its position of dominance, to anthropogenic processes that surpass the sphere of human control has been defined by many scholars as the Anthropocene (see Crutzen &Stoermer, 2000).On the other hand, the tenets of this growing theoretical rubric claim the exhaustion and incapacity of the post-positivist paradigm, arguably the dominant register within critical theory over the last forty years, as unable to provide analytical tools that enhance the comprehensive understanding of the repositioning of the human in the Anthropocene era(see Bryant, Srnicek &Harman, 2011).To be precise, the limits of textual, discursive and semiotic methodological techniques are exposed as insufficient to capture and examine how Anthropocenic processes of transformation are reconfiguring the role of the human on the planet, let alone the relations with its environment.

This research paper focuses on comparing the Maritime Strategy of India and Pakistan in terms of their capabilities, strengths, weaknesses, threats, and challenges. Further in the paper with the help of literature review and interviews it is discussed how both the countries differ majorly and have more or less similar threats to face from each other whereas the ultimate goal of maritime strategy remains to be different for both. As the growing importance of sea is realized by the world leaders, Pakistan still faces a sea blindness in terms of resources and equipment. With this paper an analysis of budget, fleet and a comparison of objectives of both the navies is presented with a clear conclusion of who is winning the battle in the Indian Ocean. Robust and Multifaceted Pakistan Navy still has a long way to go to reach competitiveness able to be compared with India and should focus more on research, coordination, and planning.

Economic, political and strategic complementarities between Russia and China plus geography are the integrative forces compelling both the powers to accommodate each other‘s interests and provide indispensable benefits to each other in the context of Eurasian integration. By developing both the components of cross border connectivity infrastructure i.e. hardware (Roads, Railways, Pipelines, Ports) as well as software (harmonization and coordination of policies, regulations) the dyad is turning the 21st Century into ―Eurasian Century‖. Historically, with the inventions of maritime (Sea lanes of Communication) transportation, the power shifted to Sea powers(West) as they controlled the main transportation routes. The development and hence control over the transportation routes over Eurasia will result into a power shift from Sea powers to land powers (Russia & China). Therefore the stakes are high for both the continental powers in integrating Eurasia. One is World‘s largest energy producer while the other is largest energy consumer. All this mean a permanent need for each other and long-term engagement for at least the rest of 21st century. This complementarily between Russia and China is also turning the heartland i.e. landlocked geography of Central Asian Republics into a blessing for these republics as opposed to the landlocked Afghanistan for which its geography turned to be a curse. Both consider Central Asia as their backyard and therefore unanimous on keeping the backyard stable and developed.

Abstract:: This year 2021 marks the tenth anniversary of the beginning of the armed conflict in Syria which, triggered by graffiti against the government of the al-Assad family, turned into a civil war with at least 390,000 dead, involving numerous States in the Middle East, as well as the major global powers, with their own specific geopolitical interests. This article therefore aims to provide an account of the current situation in Syria and the objectives that these powers still have in this country. Once the two main reasons for intervening in the conflict disappeared, the true nature of this war came to the surface, embedded in the broader contests of historical rivalry between the United States and Russia on the one hand, and Saudi Arabia, Turkey and Iran on the other. Apparently, none of them really wants to end it, without compensation. / En este año 2021 se cumplen diez años del comienzo del conflicto armado en Siria que, desencadenado por unos grafitis en contra del gobierno guiado con mano autoritaria por la familia al-Assad, se ha convertido en una guerra con, al menos, 390.000 muertos, que ha acabado involucrando a numerosos Estados de Oriente Próximo, así como a grandes potencias, cada una portadora de intereses geopolíticos concretos. El presente artículo pretende dar cuenta de la situación actual de Siria y, en particular, de los objetivos particulares que mantienen en el país diversos actores. Después de que desaparecieran las dos razones principales esgrimidas para intervenir en el conflicto, quedó de manifiesto su auténtica naturaleza de guerra subsidiaria y sectaria, que se inserta en las más amplias contiendas entre rivales históricos como los Estados Unidos y Rusia, por una parte, y Arabia Saudí, Turquía e Irán, por otra, y que ninguno entre ellos parece tener interés en acabar sin recibir compensaciones.

Abstract:: The conflict between Armenia and Azerbaijan over Nagorno-Karabakh has deep historical roots and has been exacerbated by the armed conflict of 2020. In this context, the human rights situation of those affected, and especially of women and girls, is often left invisible. Thus, this article analyses the conflict by referring to the general position of the UN and public international law and by widening the lens, in particular, on international human rights law and the UN mechanisms articulated for the protection of those rights. A distinct focus on the human rights of women and girls is presented, giving an account of the empirical situations they face, to then study them through the lens of human rights with a gender perspective, emphasizing what the main international protection mechanisms dedicated to the issue have expressed in this regard./El conflicto entre Armenia y Azerbaiyán sobre el Nagorno-Karabaj presenta hondas raíces históricas y se ha visto exacerbado por el conflicto armado de 2020. En este contexto, a menudo la situación de los derechos humanos de las personas afectadas y, en particular, los de las mujeres y niñas, queda invisibilizada. Así, este artículo analiza el conflicto refiriendo la postura general de la ONU y el Derecho Internacional Público y ampliando el lente, en especial, sobre el Derecho internacional de los derechos humanos y los mecanismos de Naciones Unidas articulados para su protección. Se presenta un enfoque específico sobre los derechos humanos de las mujeres y niñas, dando cuenta de las situaciones empíricas que enfrentan, para estudiarlas después bajo la mirada de los derechos humanos con una perspectiva de género, poniendo énfasis en lo que al respecto han manifestado los principales mecanismos de protección internacional dedicados al tema.

Abstract:: The purpose of this article is to analyse the European Union's policies and activities in relation to the Armenia-Azerbaijan Nagorno-Karabakh conflict. To this end, the article first describes the broad outline of the conflict. Secondly, the article analyzes the role of the European Union in the conflict and the policies and measures it proposes for its resolution within the framework of the Neighborhood Policy and the Eastern Partnership the Union maintains with the two States involved in the conflict, Finally, the article concludes with a series of considerations highlighting the role that the EU can play in the future in relation to this conflict./El presente artículo tiene por objeto analizar la actuación de la Unión Europea en relación con el conflicto entre Armenia y Azerbaiyán sobre Nagorno-Karabaj. Con este fin, el trabajo describe, en primer lugar, la evolución a grandes rasgos del conflicto. En segundo lugar, el artículo analiza el papel de la Unión Europea en el conflicto y las medidas que propone para contribuir a su resolución en el marco de la relación que la Unión mantiene con los dos Estados implicados en el mismo, con los que colabora a través de la Política de Vecindad y la Asociación Oriental. Finalmente, el trabajo presenta una serie de consideraciones a modo de conclusión en las que se destaca el papel que la Unión Europea puede desempeñar en el futuro en relación con este conflicto.

The final conclusion shows the challenges that Argentina has to face to operate in this strategic field, under the uncertainties of the world to come./El artículo versa sobre los efectos que tuvo la pandemia en la Argentina y hace un foco especial en las áreas de seguridad y defensa; además sus efectos en la política exterior del país, en vistas del escenario regional y global que enfrenta. La conclusión final da cuenta de los desafíos que enfrenta Argentina para desenvolverse en este campo estratégico, en la incertidumbre del mundo que viene.
