Abstract:: Xi Jinping’s New Year’s speech hinted at weaknesses in the People’s Republic of China. The speech emphasized the many hardships that people are currently facing at home while acknowledging fears about a turbulent external environment. Xi did not mention “national rejuvenation” and he conceded that the “China dream” was far from being realized. Doubling down on the ideology of struggle, a hard work ethic, and enforcing nationalist sentiment as crucial factors for escaping the current malaise, Xi’s speech suggested a shortage of tangible solutions for the country’s problems.

Abstract:: Japan’s healthcare policy is defined by a universal health insurance system that guarantees affordable healthcare for all citizens at any time and in any location. The system was established in 1961 and has since undergone a process of evolution through the implementation of national healthcare policies. Despite the existence of conflicts and issues, the mechanism of the Central Social Insurance Medical Council (“Chuikyo”) has continued to advance national healthcare interests. Nevertheless, this resulted in the commencement of criminal proceedings in 2004. The current demographic shifts present a challenge to the long-term sustainability of the national health insurance system, the long-term care insurance system, and the public pension system. This is occurring against a backdrop of rising costs associated with healthcare and long-term care, as well as an unsustainable national budget. The Chuikyo system is confronted with a multitude of challenges. This paper analyses the roles of three key actors in the Japanese national healthcare policy-making process. These actors include advisory councils such as Chuikyo, interest groups such as the Japan Medical Agency, and medical officers of the Ministry of Health, Labour and Welfare, who play a pivotal role in the policy-making process. The incremental improvements that Chuikyo produces are insufficient to address the long-term challenges facing the national healthcare policy. Japan’s healthcare model requires reconstruction to align it with the needs of an ageing society with a declining birthrate. Prior to embarking on this important policy work, it is essential to determine who should lead it. It is recommended that the Prime Minister and the Cabinet Office spearhead a study on radical reform, with strong political leadership and a capable technocrat team to facilitate collaboration with the National Diet and the public. Furthermore, it would be crucial to achieve a consensus through national forums on the fundamental concepts that citizens, as consumers, desire and are prepared to forego from a bottom-up approach. It is essential that the governance structure of the national healthcare system is changed to a decentralised structure so that citizens can be proactively involved in healthcare issues and make autonomous decisions.

Abstract:: Africa cannot be looked at as a big country. The Continent is politically organised into 54 states, which are very diverse entities with different histories within and without their borders. Almost all these states are multinational - multiethnic places with different regions, and when emergency or crisis situations arise, people’s “sense of belonging” is usually in the family, in the tribe, in the language, or in the religious group, not in “the state”. However, notwithstanding this reality, many analyses and positions are still based on neo-realist readings, assuming the existence of rationalities that do not exist or are not strong enough to understand the dominant realities. The article applies some of the tools of the Complexity theory to look at the current African situation and politics.

Abstract:: This article delineates the institutional structures established by Mexico, Chile, Colombia, and Costa Rica to facilitate their accession to the Organization for Economic Cooperation and Development (OECD). The analysis delves into the political and economic contexts surrounding each country’s accession process, identifying key institutions and stakeholders domestic reforms required, and particular initiatives from each country, including institutional innovations and adapted procedures. Notably, each country exhibits unique institutional frameworks and adjustments, with varying prominence given to individuals and governmental entities based on constitutional, legal, and political-administrative configurations. We argue that, despite the uniqueness of each process, from an institutional standpoint, decisions concerning accession and the management of the process predominantly revolve around the Presidency and entities corresponding to the Ministry of Finance and the Ministry of Foreign Affairs, with variations in the preponderance of these bodies, and their leadership and coordination roles. Framing entry into the OECD primarily as a technical matter tends to justify the central role of the Ministries of Finance and affiliated bodies within the Presidency, aligned with the OECD’s liberal approach. Moreover, accession to the OECD often complements and/or legitimizes processes of trade openness and structural reforms, spurring consolidation of factions within domestic institutions.

Abstract:: This article uses thematic discursive analysis to examine selected pro-Kremlin populist politicians in Slovakia. The enforcement of one-sided propagandist thoughts and opinions, primarily through radical anti-system politicians and 'alternative' media outlets freely available on the internet, has become one of the most important aspects of hybrid warfare in today's world. This paper aims to identify the specific goals of Russian propaganda and clarify how populist politicians spread propaganda on social media through language resources. The results of the analysis are presented at the end of the paper, along with the word resources used by these politicians. The results prove that pro-Kremlin populist politicians use word and language manipulation to help spread unilaterally focused and distorted information in Slovakia. This article aims to build on and complement existing research on pro-Kremlin anti-system politicians and their role in Russia's hybrid warfare in Europe.

Abstract:: Political humor was an important aspect of daily life in communist Eastern Europe – – simultaneously an emotional escape valve and cris de coeur. Anti-regime jokes of various sorts were exchanged cautiously, within families and among trusted friends. Some ridiculed communism itself, others Russia/the Soviet Union, and in many cases the local dictator, whoever he was. Others focused on the shortages, hardships, and other privations of daily life. Examples of such political humor often appeared, disappeared, and then reappeared in altered form. Many such jokes prevalent in communist Eastern Europe hopped from country to country and were recycled versions of each other, adapted to the circumstances and personalities wherever they circulated. Where any particular witticism originated was impossible to ascertain, and where it would end up, and in what form, were equally unknowable. Extensive scholarly interest has been paid to such Eastern European humor, including multiple analyses and compendia. The flavor and content of at least some of those works are contained in the title of one such volume, First Prize: Fifteen Years! by C. Banc and A. Dundes. That title is drawn from the following Romanian joke: A competition for the best political joke was announced. Do you know what the first prize was? No. Fifteen years! The joke cleverly encompasses both the risk and “rewards” of indulging in such activity.

11. The abuse of a motion of no confidence in Lesotho: Triggers and impact

Abstract:: The article notes that the motion of no confidence in the Prime Minister (PM) in Lesotho is provided for in the Constitution, but different political leaders have abused it on several occasions for various party political and subjective reasons. This article, therefore, explores the abuse of this provision, its triggers, and how they have impacted the political stability and socioeconomic situation in the country. Lesotho is a constitutional democracy governed by a constitution adopted in 1993. One of the provisions of this Constitution is Section 87,1 which deals with a ‘motion of no confidence’. Constitutionally, the government must, at all times, enjoy the confidence of the National Assembly, and Section 87(2) of the Constitution embodies the principle that: The King shall appoint as Prime Minister the member of the National Assembly who appears to the Council of State to be the leader of the political party or coalition of political parties that will command the support of a majority of the members of the National Assembly.2 Similarly, the Constitution gives Parliament the power to withdraw confidence from the government of the day. The passing of the motion of no confidence requires a simple majority, and any member of Parliament can propose it.3 The only precondition for a motion of no confidence in government is the name of a member of the National Assembly for the King to appoint in place of the PM.4

Abstract:: In his book, The Party and the People: Chinese Politics in the 21st Century, Bruce Dickson, Professor of Political Science and International Affairs at George Washington University, thoroughly scrutinizes China’s domestic political system and the inner structure of the Chinese Communist Party (CCP). Dickson largely limits his primer to the post-Mao period, with each of the book’s sections answering specific research questions: “What Keeps the Party in Power?”, “How Are Leaders Chosen?”, “How Are Policies Made?”, “Does China Have a Civil Society?”, “Do Political Protests Threaten Political Stability?”, “Why Does the Party Fear Religion?”, “How Nationalistic Is China?” and “Will China Become Democratic?”. Each question he seeks answers to sheds light on the relationship between the CCP and Chinese society. Dickson argues that the CCP has exercised unopposed authority throughout the country since 1949 despite many elite conflicts, economic catastrophes and social unrests. Nevertheless, the party has not always resorted to repressive methods to stay in power. Rather, it is the author’s main argument that the main survival policy is the party’s ability to be responsive to the demands of Chinese people. For Dickson, the repression-responsiveness dichotomy is the core strategy that made it possible for the CCP to rule China as a single party for decades.

Abstract:: While some degree of competition is present in many authoritarian regimes, the implications of such controlled competition on international issues have not received much consideration, including towards international environmental accords. We attempt to rectify this through a framework where we focus on internal political competition in a hybrid, nondemocratic system where national elections are held regularly. Specifically, we argue that the presence of multiple actors competing in elections in nondemocratic settings results in them assuming positions on various issues, justifying their positions, and attempting to mobilize their supporters with considerable implications for international environmental policies. We display our argument in the context of Iranian debates on the ratification of the Paris Climate Accords. Our findings demonstrate that the competing Iranian sides rely on different justifications for their environmental positions, resulting in extensive (negative) competitions of rhetoric where the international dimension emerges as an important feature in the internal competition. Overall, we show that political competition within non-democracies is likely to add to the complexity of international (environmental) negotiations and cooperation.

Abstract:: This paper delves into an assessment of the impact of Turkey’s quest for status since the 2000s on changes in its foreign policy. In other words, how has Turkey’s search for status influenced its foreign policy stances since the 2000s? And can we consider the changes in Turkey’s foreign policy change transformational or transactional in essence? In this vein, this paper will make essential contributions to the existing literature on Turkey’s status-seeking strategies by using specific cases to link them to changes in Turkey’s foreign policy and assessing the extent to which they are transactional or transformational. The examination of this topic is all the more important in light of internal developments in Turkey, such as democratic backsliding and economic crisis, as well external factors such as its tense relationships with the EU, its rapprochement with Russia and China, and its increasingly proactive profile in regional crises. This paper critically assesses the pattern of Turkey’s foreign policy change from transformational and transactional perspectives.

Abstract:: Nick Onuf’s constructivism is one of the most important contributions to the field of international relations in what regards the interchange between social and political theories, and philosophy. In this text, I engage with Onuf’s body of work taken as a whole. The guiding thread of the problematization I propose is woven through the attention to how Onuf’s craft and creative undertaking sets certain beginnings in the construction of his framework, and how setting them has important implications for (the conception of) ‘politics’. I would argue that Onuf’s conception of politics is sustained on two central beginnings: the conception of humans as ‘rational agents’ and the framing of what has come to be called ‘modernity’. This way, I emphasize what seems to me the most enduring contribution his body of work can provide not only to the field of international relations, but also to contemporary social and political theories more generally. The first section outlines the relation Onuf establishes between rules and rule, while the following two sections deal, in turn, with his conceptions of ‘agency’ and the ‘modern world’. My goal in these first three sections is to reconfigure Onuf’s constructivism. The fourth and final section moves ahead, giving a step further – perhaps too far, perhaps too radical –, paving a critical engagement with his work through peripheral (re)begininngs.

16. Mitigating the Political Cost of Financial Crisis with Blame Avoidance Discourse: The Case of Turkey

Abstract:: How do centralized governments mitigate the political cost of severe financial crises? The economic voting scholarship has established that the clarity of responsibility, i.e., government accountability for economic conditions to the mass public, is a necessity for electoral reward or punishment for economic performance. On the one hand, political centralization, which reduces the number of veto players, may increase the visibility of the role of the executive in policy success or failure. On the other hand, it allows an uncontested blame avoidance discourse, especially when accompanied with democratic backsliding. Furthermore, the recent backlash against globalization has enabled blame shifting to international actors in many countries. Against this theoretical framework, we comparatively analyze the responsibility attribution discourses for the 1994, 2001, and 2018-2022 financial crises in the statements of incumbent presidents, ministers, and parliament members of Turkey. We find that while blame avoidance discursive strategies have been attempted in all three cases, the responsibility attribution for the 1994 and 2001 crises mostly targeted the executive. In contrast, for the ongoing crisis, the responsibility discourse is dominated with blaming international political economy factors, creating ambiguity, and targeting domestic non-governmental actors.

Abstract:: Building upon empirical research, this study examines the socio-economic impact of the Covid-19 pandemic on Syrian refugees in Turkey by analyzing its implications on employment, livelihood opportunities, and social cohesion. More specifically, it focuses on the experiences of Syrian refugees to examine the ways in which they exert their agency to cope with the structural constraints when faced with ‘multiple crises’ in host countries, intersecting with the dynamics of a ‘normalized refugee crisis’. Our findings from fieldwork conducted in the top six refugee-hosting cities reveal that loss of jobs, limited access to decent work, increased dependency on external financial assistance, and social exclusion have been some of the most acute effects of the pandemic on refugees. Meanwhile, the perceived effects that refugees have on the host community’s welfare trigger problems that impede social cohesion. All in all, the study intends to highlight the far-reaching effects of the pandemic beyond its direct health implications by addressing the structural vulnerability of refugees and the importance of providing an enabling environment for socio-economic self-reliance.

Abstract:: Political communication is inherently intertwined with social dynamics and cannot be considered a separate field of study. Symbolic elements, slogans, and the leadership of political figures have permeated human history, influencing and often determining political action. This study has analyzed the phenomenon of personalization as compelling evidence in the field of contemporary political communication. The analysis is based on a study of Italian cases, aiming to provide an in-depth insight into the strategies adopted by political parties to personalize their leaders’ image and engage voters. In particular, the focus has primarily been on party symbols incorporating the leader’s name. The research was conducted to identify party personalization mechanisms and their impact on public opinion. The result highlighted the role of political communication in asserting the individual as a brand at the expense of the party organization, with significant implications for democracy and political participation.

Abstract:: The argument that national inequalities are political and thereby driven by political decisions implies that income distribution is not merely an economic phenomenon but also a political one. Hence, this study explores the impact of populist governance on income inequality in Türkiye. In doing so, this study addresses whether income inequality in Türkiye is a political choice, drawing on economic, social, and political data over the years 2008- 2022. According to the results of the quantitative analysis, the share of income for the working class has fallen, the income gap between the lowest and highest deciles of the working class has narrowed, and the potential for fiscal interventions to reduce income inequality is not realised. In return, the income inequality that existed in 2008 has persisted at the same magnitude over the years. In other words, even if income inequality is not an explicit political choice, the populist governance in Türkiye between 2008 and 2022 has chosen not to contribute to the solution to this prevailing inequality.

Abstract:: In this study, it is aimed to present together the influence of the Ottoman bureaucrats, who were educated in the translation chamber (the institutions where modern Ottoman diplomacy was built) and promoted to important levels of the state, managing the high-level state mechanisms. In the Ottoman Empire, which was governed by the monarchy, the Sultan’s authority was considered the only valid power for centuries. This situation changed during the spread of the Western-centered modernisation process within the empire. In this process, where diplomatic behaviour altered, high-ranking Ottoman bureaucrats began to be very active in state administration, and their authority rose against the power of the sultan. It is important to consider this process in question, together with the important political issues of the period, in terms of giving a clearer meaning to the construction of modern Ottoman diplomacy. In this context, the role of the translation chamber in the formation of modern Ottoman diplomacy will be discussed first, and the political activities and ideological structure of eight statesmen who were educated in this chamber and played important roles in the high level of the state will be discussed within the framework of the important political issues of the period, according to the records in Ottoman archives.

Abstract:: Advertising studies commonly examine the effects of one-sided treatments. However, political communication campaigns are competitive environments where voters are likely to hear more than one perspective. Because of this dynamic, the persuasive effects of single-sided ads may be less likely to hold in a competitive environment. When respondents are exposed to arguments from both sides of a ballot proposition issue, can the disclosure of a credible group help an advertisement overcome prior opinions? I address this question using a randomized experiment that includes ballot proposition campaign ads. In the experiments, I manipulate the pretreatment environment by exposing some respondents to a newspaper editorial in order to provide them with prior opinions that might cause them to resist subsequent advertisements. I also vary the presence or absence of campaign finance disclosure within the advertisements. In all cases, the presence of a credible editorial is associated with a change in support for the initiative. However, the use of a credible campaign finance disclosure has a far less consistent effect. While campaign finance disclosures from credible groups can help counteract prior beliefs that citizens may hold, I find that the magnitude of these changes is somewhat small.

Abstract:: This article examines the current status and challenges of Japan’s hereditary succession system, focusing on the hereditary succession of politicians and medical practitioners. It argues that hereditary succession in these two professions has negative impacts on the political and social structures of Japan and proposes some reforms to address this issue. The following two conclusions were reached through the study. First, the hereditary succession of politicians is undoubtedly one of the root causes of the stagnation in politics, which discourages the young generation from engaging in politics. The time has come to rethink whether this is the right thing to do about hereditary succession from a voter perspective, which is a crucial issue in democracy. Second, the hereditary succession of medical practitioners is due to the three factors pointed out in this article. These factors contribute to the social effect of fixing part of the structure of society, which is undesirable as an obstacle to free occupational choice and equal opportunities for young people. It is, therefore, necessary to change the medical education route from a single track to a multiple track and decrease the proportion of hereditary succession so that a diverse range of people with humanity and compassion may become candidates for medical practitioners. This article suggests some possible ideas for reforms to achieve this goal. It is time to reconsider the hereditary succession of politicians and medical practitioners in Japan because the people need those who have humanity and compassion in their mission spirit to contribute to society over time.

Abstract:: Afghanistan has always been the centre of attention of global powers throughout history due to its strategic location and the presence of substantial natural resources. While the hegemony of the U.K. has a strategic and geopolitical dimension, the hegemony of Russia and the U.S. has a strategic dimension, and it is claimed that one of the reasons for the occupation of Afghanistan by these two superpowers is its underground riches. The struggle of the great powers to seize and dominate the world’s natural resources, scarce earth resources, has continued extensively from the second half of the 20th century to the present day. Afghanistan has been one of the countries significantly affected by this power struggle. Therefore, in this study, by using the concept of “Great Power Politics”, the scope, breadth and seriousness of the struggle between great powers and rising regional powers over Afghanistan’s natural resources have been analysed. In this context, Afghanistan’s rich underground resources and most of the critical contracts signed with foreign and domestic-foreign companies regarding Afghanistan’s natural resources after 2001 were analysed.

Abstract:: Signs of a possible improvement in Sino-Japanese relations followed a meeting between newly elected Prime Minister Ishiba Shigeru and Xi Jinping on the sidelines of Asia-Pacific Economic Cooperation (APEC) gathering in Peru on November, with the two exchanging vague promises of cooperation. Separately, China softened its position on various issues, saying that an unexpected obstruction had accidentally pushed its spy plane into Japanese airspace, allowing the resumption of imports of Nishikigoi tropical fish that had been suspended since November 2023 and reinstating visa-free entry that had been suspended in the wake of CovidCOVID. The government also indicated that it will gradually resume imports of Japanese seafood and remove a buoy in what Japan considers its exclusive economic zone, though neither has happened yet. Japanese skeptics pointed out that with no resolution on these and a number of other issues such as the detention of Japanese nationals on vaguely worded charges and sporadic violent attacks against Japanese children, it is premature to speak of Xi’s long-postponed state visit to Tokyo.

26. Political Changes May Roil Security Dynamics

Abstract:: In the second half of 2024, Southeast Asia faced growing headwinds that challenged its longstanding principles of neutrality in external conflict and, above all, “ASEAN Centrality” in regional affairs. Maritime competition between the Philippines and China around the Second Thomas and Sabina Shoals intensified, causing Philippine President Ferdinand “Bongbong” Marcos, Jr., to warn Beijing that there would be serious repercussions if Chinese naval vessels crossed a “red line” in the Philippines Exclusive Economic Zone (EEZ). Overtures from Moscow to several Southeast Asian nations for increased security cooperation presented two worrisome complications: a more pro-active Russian military role and the implications of the strengthening China-Russia alliance on the region’s security. A threat internal to the region, the civil war in Myanmar, developed new complications when China stepped up its diplomatic and security presence in the country to protect its economic interests. In Indonesia, however, an internal threat may be abating as the Jemmah Islamiyah publicly agreed to dissolve. During these challenges, political shifts could color Southeast Asian responses to security threats. Political transition in Vietnam and Indonesia ushered in new leaders whose geo-political alignments are not yet clear. Thailand underwent a peaceful shift of prime ministers, but the process demonstrated that the country could remain internally focused for the near-term. The political transition in Japan raised questions of whether Prime Minister Ishiba Shigeru would continue Tokyo’s growing security relations with its Southeast Asia partners. Throughout the summer and into the fall, US presidential politics loomed over the region. The election in November of Donald Trump raised concerns in Southeast Asia over Washington’s future relations with its security partners; the impact on Southeast Asia of a stiffer US posture toward China; and blanket tariffs, which could erode bilateral relations and impede cooperation in security and other key policy areas.

27. Strategic Political Sabotage and How to Tackle It

Abstract:: The term sabotage is defined by the Cambridge Dictionary as a deliberate attempt to obstruct, disrupt, or destroy an opponent’s equipment, facilities, policies, or actions. The term can be applied to any number of domains; for example, economic sabotage, where workers deliberately slow production, make mistakes during assembly, or damage equipment; military sabotage that destroys infrastructure critical to the war effort; and environmental sabotage, such as cutting mile-long driftnets that trap protected fish species or spiking trees to prevent deforestation. But there is also strategic political sabotage—sabotage by individuals or a minority group that deliberately acts to disrupt, undermine, or manipulate the political process for strategic political or ideological gains. While such activities often include unethical, if not illegal, behaviors, their perpetrators typically portray themselves as dissidents performing acts of civil disobedience to justify their actions as acceptable and legitimate, even if inconvenient and disagreeable, forms of political expression. The strategic political saboteur’s objective is to obstruct or disrupt political decisions by generating enough opposition to force policymakers to reverse policy decisions. In a globalized world, with ubiquitous and near-instantaneous communications, the dilemma is that what may be legitimate and protected rights of protest in one culture might cause outsized damage to that country’s relations with other nations. Countries hostile to liberal democracies, meanwhile, exploit their adversaries’ democratic freedoms to fuel such sabotage and help undermine foreign policy decisions they consider detrimental to them. It is helpful to acknowledge the similarities between strategic political sabotage and civil disobedience, while explaining why one is not the other, especially when politically motivated dissent—such as Paludan’s and Momika’s—seeks to blur the lines between the two. One of the most important differences is that political sabotage is generally externally focused, seeking to influence another nation’s leadership from afar. Political saboteurs such as Paludan use their legal rights of free expression, often intentionally offensive to the “target audience,” hoping to bring adversary perspectives to the fore of public and governmental consciousness. Civil disobedience, on the other hand, is internally focused, and perpetrators intentionally and publicly break domestic laws they deem immoral. Those engaging in civil disobedience do not impinge on other citizens’ rights but merely conduct their acts of disobedience to attract attention to their causes. Most important, they accept the judicial consequences of their actions.6 While Paludan and Momika styled themselves as civil disobedients, their acts were directed against Islamic regimes but conducted in Sweden and Denmark, where Islamic governments in the Middle East and South Asia were unable to prosecute them. Were they true civil disobedients, they would have publicly burned the Qur’ans in Istanbul, Tehran, or Baghdad and accepted the judicial consequences their actions. Admittedly, there is overlap between political sabotage and civil disobedience, if for no other reason than well-meaning citizens confuse the two. This confusion can create an exploitable opportunity for hostile adversaries and their strategic sabotage, which, in the case of Sweden’s bid to join NATO, Russia is known to have planned and supported. In December, Finnish National Broadcasting (YLE) reported that Finland’s intelligence service knew of Russian plans to undermine Sweden’s NATO accession by fueling disinformation campaigns disguised as legitimate protest.7

Abstract:: Las relaciones entre España y América Latina siempre han conformado un pilar en la estrategia de integración internacional del país ibérico. No obstante, ante la singular coyuntura que supone el auge exponencial de China en la región latinoamericana, ¿qué riesgos afronta hoy España en América Latina? ¿Ha influido dicha coyuntura en las líneas maestras de acción exterior de España hacia la región? Este artículo arroja algo de luz en torno a tales preguntas, y su conclusión es doble. Por un lado, sugiere que el desembarco chino supone un serio desafío para España. Abstract:: Political communication is important in the development of political, social and historical processes of a country. Communication is perhaps a powerful tool that politicians have in their hands. They use it to fight political opponents, and to persuade the masses. This article will address the importance of political communication in post-conflict societies, with a focus on Kosovo society. Political communication and media are crucial for peacebuilding, democracy, and conflict resolution, especially in Kosovo, where emotional and harsh nationalist communication hinders socio-political transformation of deep-rooted conflicts. In this article, authors try to examine the correlation of hatespeech and violence in Kosovo. The results conclude that there is a positive correlation between hatespeech and violence. Without free and independent media, political communication will not be able to free itself from the past that has plagued it for decades.

Abstract:: The objective of this article is to investigate whether Cold War rivalry influenced the development of nuclear programs in Brazil and Argentina. The research employs a qualitative approach and bibliographic analysis of primary sources, including articles, books, and other relevant sources. The main hypothesis is to examine whether the culture of Cold War rivalry stimulated the development of nuclear programs in these countries, analysing the military and civilian intentions behind their nuclear technologies. While it is commonly reported that Latin America was under the influence of the United States (US) and the Soviet Union (USSR) during the Cold War, the cases of Brazil and Argentina show the opposite. Both countries adopted independent nuclear policies, seeking technological transfer through diversified and autonomous partnerships. Additionally, these divergent positions included arguments and actions regarding their respective nuclear policies. However, mutual distrust between Brazil and Argentina regarding the advancement and sophistication of their nuclear programs generated a dynamic similar to the Cold War in the Southern Cone region. This dynamic originated internally based on the logic of the two countries, despite the later creation of joint non-proliferation mechanisms.

Abstract:: Why was the United States, despite its overwhelming superiority in power, unable to prevent North Korea from developing nuclear weapons? Why did North Korea persist in its nuclear pursuit in the face of U.S. opposition? In this article, we represent nuclear proliferation and counter-proliferation as situations of subjective strategic interaction between states. We measure preferences over strategies and outcomes using operational codes of the leaders of each country, derived via linguistic analysis. Our results indicate that neither the U.S. nor North Korea accurately understood the other side’s preference ordering, and that their operational codes interacted in such a way as to produce an outcome favorable to North Korea – the weaker party - and unfavorable to the U.S. – the stronger. The wider contribution is to show that (mis)perceptions of the goals and resolve of the opponent play a crucial role in the success or failure of strong states to compel weak states and vice versa.

32. Do Campaign Speeches Predict Foreign Policy? An Operational Code and Leadership Trait Analysis of Donald Trump’s MENA Policies

Abstract:: This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.

Abstract:: The Kojiki and Nihon shoki have been integral to the formation of Japanese identity, especially since the 18th century. As such, they were constantly exposed to processes of sacralization and desacralization, i.e., the attribution and removal of authority. The research project “Sacred Narrative – The Political Dimension of Japanese Mythology” is concerned with how certain systems of thought or ideology used these texts in a way that raised them to an elevated position or deprived them of it. Organized in three focus areas, the project delves into the topic of the historical change the Kojiki and Nihon shoki underwent in terms of interpretation and instrumentalization from the Edo period up to modern-day Japan. These investigations are integrated into the research group “De/Sacralization of Texts” at the University of Tübingen that started its work in January 2022. In this interdisciplinary context, “Sacred narrative” seeks to promote the integration of East-Asian textuality into general theory formation.

Abstract:: The aim of this article is to analyze the limitations and analytical possibilities offered by the concepts of the Global South and the Geopolitical South for a more accurate understanding of the geopolitical dynamics of international relations in the first decades of the 21st century. In methodological terms, the article is based on an analysis of the history of the concept of the Global South, a critical reflection on the main shortcomings of its definition, a presentation of the concept of the Geopolitical South and, finally, a recognition of its main limitations, in order to indicate suggestions for improvement. In its conclusion, the article argues that the concept of the Geopolitical South generates greater analytical yield compared to the Global South due to its valorization of the agency of the countries of the South, the greater precision of its inclusion and exclusion criteria and its denunciation of the asymmetries and inequalities present in the North-South divide in international relations. However, we also argue that the Geopolitical South needs to be improved so that it is capable of simultaneously contemplating the dimension of the unity of the South, as a counterpoint to the North, the dimension of the diversity of the South, as an ontological phenomenon, and the dimension of change in terms of a state's affiliation to the Geopolitical South over time.

Abstract:: According to the Secretary General of the United Nations (UN), Antonio Guterres, 2021 was a year marked by ‘an epidemic’ of coups.1 The Economist noted that 2021 saw more coups than the previous five years combined.2 Scrutinising the data further reveals that the West African region experienced the largest number of military coups, both successful and failed, during 2021 and 2022. There were four successful coups d’état in Mali, Guinea and Burkina Faso, and failed coup attempts and mutiny in Niger and Guinea Bissau between March 2021 to January 2022. This democratic reversal portends political instability, and its attendant economic consequences for the ECOWAS are concerning considering the developmental agenda of the region.3 The focus of this article is examining measures for strengthening democratic transitions in Mali, Guinea and Burkina Faso by analysing responses at the national, regional and international levels to ensure rapid restoration of constitutional order. It begins by reviewing the experience of the Economic Community of West African States (ECOWAS) in supporting democratic transition in the region, while stressing and recognising the interlinkages between defence, development and peacebuilding in laying the foundation for democratisation, peace and sustainable development. The article will advance certain policy prescriptions that entail long-term investments by the international community, and regional and civil society actors in West Africa in the areas of defence, development and peacebuilding, as part of a comprehensive support towards successful democratic transition in the affected countries.

Abstract:: Lebanon, had non-visible relationships with Turkey after its independence and the post-civil war period. Although it lost the balance of political stability at times, the political affinity that emerged with the participation of Lebanon in the close relations, which Turkey sought to establish with Arab countries in the 2000s, continued with mutual negotiations at the point of cooperation. After the Lebanon-Israel war in 2006, which caused political and economic destruction in the country, Turkey increased its support for Lebanon. Accordingly, the crises appeared after the Arab Spring in the region led Turkey to follow the sensitive policy over the sectarian groups in the country. However, some reactions arose in Lebanon’s political arena against Turkey’s increasing regional activism, bringing several ideological questions on Turkey’s approach towards Lebanon. Regarding the relationship between Turkey and Lebanon, “Does Turkey desire to establish a new Ottoman administration in the Middle East?” was one of the questions asked. Moreover, a negative environment was created and used occasionally as a trump card against Turkey’s approach toward Lebanon, saying that even the Ottoman Empire did not play an active role in the Lebanon region. This study examines whether there are traces of Neo-Ottomanism and sectarianism in the political roadmap followed by the Turkish Government in its Lebanon policy. It discusses, the diplomatic response of Turkey to the anti-Ottoman rhetoric in Lebanese politics and its effect on bilateral relations. Accordingly, the study analyzes Turkey’s effort to maintain the balance against sectarian discourse that shapes Lebanon’s policy.

Mixed method research approach is utilized in the study to examine the role of populism in the political history of Pakistan. To study political dynamics of Pakistan, the works of scholars such as Ernesto Laclau, Chantal Mouffe, Guillermo O'Donnell and Philippe Schmitter are used in the research paper. To gather empirical data, a questionnaire has been employed as a research tool. This enables a deeper understanding of recent developments in populism within Pakistan. Abstract:: This research embarked on an investigation of the factors influencing political tolerance amongst young adults, specifically in the District of Sargodha. The primary focus of this study was to identify both individual and environmental variables associated with political tolerance in this demographic. The exploration scrutinized political tolerance in Sargodha's youth through the lens of various political and socio-economic determinants, including factors such as sexuality, educational attainment, political allegiance, and political mobilization. Furthermore, the study also assessed the influence of social capital, personality traits, and exposure to social media on the political tolerance of young inhabitants in the District of Sargodha. The research employed a quantitative methodology. Data collection was executed via a survey method, with a sample size of 431 students, derived using a multi-stage sampling approach from the target population. Insights gathered from the study reveal that a significant portion of students refrained from engaging in political dialogues with peers who share similar views or from participating in public assemblies organized by their respective political affiliations. Interestingly, these students prefer to utilize social media platforms as a conduit to express their political allegiance and opinions on pertinent political issues. The students also exhibited a substantial understanding and respect for varying political beliefs and ethnic backgrounds, asserting the importance of everyone's right to hold and express their viewpoints. This recognition and appreciation of the cultural diversity of political perspectives amongst different ethnic groups were prevalent amongst the majority of youth participants. Most notably, the consensus amongst these young adults demonstrated an acceptance, appreciation, and respect for diversity, thereby fostering an environment conducive to political tolerance within their society.

Abstract:: The article studies the dynamics of ethnic conflict in Balochistan and its relation to the paradigm of democracy in Pakistan during the first elected government in the Bhutto Era. Like many third-world countries, the language controversies in Pakistan have provoked ethnic and political conflicts. Due to disagreements over the national language, the government was unable to develop a constitution for nearly 9 years after independence. Though the dispute was theoretically resolved in 1956, it continues to haunt the state. Although Bhutto was an elected leader, his rule was not immune to ethnic conflicts. Ethnic sentiments garnered attention in Balochistan, triggering confrontations and secessionist tendencies. An insurgency began in Balochistan, causing harm to both the Baloch and the state, and it still exists. The article affirms that in this context, ethnic conflicts have political objectives; the main causes of such conflicts are political, such as under-representation in state institutions, unequal distribution of resources, economic disparities, and, in many cases, the state elite's reluctance to recognise the identity of a particular ethnic minority.

Abstract:: This qualitative study aims to analyze the impact of Saudi-Israel relations on the Middle East. The study also focused on the reaction of Arab countries to their bilateral ties and incidents that have arisen in the Middle East as a direct result of tensions between Saudi Arabia and Israel. The deteriorating condition of relations between Israel and Saudi Arabia wreaked havoc throughout the region. The United States plays a pivotal role in the politics of the Middle East; therefore, a nation that is willing to operate as the United States' right hand was sorely needed in the region. Israel, a country that is not recognized on a global scale, has set up shop in that vacated seat. Together, they aid proxy wars between Saudi Arabia and Iran, which contributes to instability in the region. The only thing that could diminish the damage would be a concerted effort by Muslim states against Israel.

Abstract:: To undermine U.S. military strength, state actors are increasingly operating in the ambiguous environment between peace and war known as the “gray zone.” These actions test U.S. response by exploiting the West’s rigid notion of conflict. Soviet actions toward the United States and other nations during the Cold War shared many similarities with contemporary Russian strategy. There is no current uniform definition of the gray zone, and the United States has not developed doctrine to address this challenge. Russia has adapted Soviet Cold War techniques for the digital and globalized age and effectively integrates instruments of power against the United States by targeting seams within culture, maintaining ambiguity, and controlling narratives. Countering these tactics requires that the United States modify its mindset toward conflict and improve integration of its own instruments of power.

Abstract:: The International Relations (IR) discipline is ascendant because of the theoretical and methodological divisions and controversies within. As it is mostly placed in the Non-Western IR category, Turkish IR is an interesting case in that it reveals the temporal changes of theoretical debates in IR and their local resonance from the purview of a geography that is jammed between the West and the rest. For this reason, this paper examines the literature on the Turkish School of IR (if there is any) and draws some conclusions regarding its current state. This research first utilizes the Teaching, Research, and International Policy (TRIP) surveys conducted by the International Relations Council of Turkey (IRCT) between 2007 and 2018. More extensively, the top 20 journals categorized under Google Scholar’s “Diplomacy and International Relations” list are coded based on their titles containing “Turkey.” Articles from the 1922–2021 period are then analyzed considering their authors, abstracts, and keywords. From this analysis, the study finds that studies focusing on Turkey have improved over the years, although there is a need for more theoretical and methodological advancements. As a “peripheral” country in IR, Turkey is still a subject of study by the “center” countries.

Abstract:: On 18 December 2019, in its 50th Plenary Session, the United Nations Gen- eral Assembly proclaimed the International Decade of Indigenous Languages (2022–2032) to draw attention to the endangerment and erasure of indigenous languages and to assemble states to allocate funds to revitalize and promote languages.1 This piece will discuss the linguistic policies applied to indigenous peoples and how they have influenced the abandonment of native languages to favor Spanish. Since the Spanish set foot on the lands of the continent, they began to exterminate indigenous languages. The dispossession of the people’s wealth was not only territorial—it was also linguistic and cultural. This piece reflects on the political nature of languages and explains how racism, as part of the colonial paradigm, has contributed to the reduction in the importance of languages and limited our understanding of them to a cultural artifact or folklore.

Abstract:: The role of the geopolitical location of the Hashemite Kingdom of Jordan towards United States (US) foreign policy from 1990 to 2017 is the focus of this study, which addressed the impact of important regional and international political events, positively or negatively, on the development of relations between the two countries in terms of political and security aspects. The study adopted a qualitative approach, and primary data was collected through interviews with 16 participants from political, economic, and security experts in Jordan and the US. Thematic analysis was used to analyze the data obtained. The study concluded that US foreign policy recognizes Jordan as a close ally and considers its stability extremely important; Jordan has a suitable location to defend Israel because critical Arab countries surround it, and Jordan enjoys a unique geographical location in the Middle East. Some political events play an essential role in US foreign policy concerning security aid to Jordan, as the US links its aid to Jordan to political events.

Abstract:: The problem of distribution and consumption of intoxicating substances is considered a socially harmful phenomenon and Southeast Asia is a region particularly affected by drugs. In the face of this challenge, the heads of many states undertake radical actions, going beyond the legal framework, referred to as state vigilantism. Based on the example of three selected political leaders (Thaksin Shinawatra, Rodrigo Duterte and Joko Widodo), the author points out how radical strategies for fighting the drug problem contribute to increasing popularity, even though the problem has not been resolved since the early 1970s. Cross-comparison analysis of the three mentioned cases aims at identifying sources of effectiveness and attractiveness of populist methods that have not changed significantly for fifty years. Among them the author argues that vigilantism grows out of populism and takes the form of a spectacle containing such elements as dehumanising discourse, extrajudicial killings and the theme of the nation’s morality at risk.

Abstract:: This research aims to study how Turkey and Pakistan (the world’s largest refugee hosting countries) have reacted to and managed protracted refugee challenges. In the context of Pakistan, the study explores the Afghan refugee influx since the late 1970, while for Turkey the focus is on the Syrian refugee inflow since 2011. While cognizant of contextual differences (time and space) between these two countries, we aim to comparatively explore policies, best practices, and short and long-term solutions developed to protracted displacement issues in each country. To do this we intend to comparatively explore the role of institutional environments and the international refugee regime in resolving protracted refugee issues in a chronological sequence. First, we investigate how each state’s “open-door policies” toward the first influx of refugees evolved into ad-hoc solutions in the course of protracted displacement. Second, we comparatively assess multilevel integration approaches and solution strategies at the macro (states and their cooperation with countries of origin and inter-governmental organizations such as the UN High Commissioner for Refugees (UNHCR) and International Organization for Migration (IOM)), meso (interventions/implementations), and micro levels (civil society and refugee-led initiatives). Third, we examine how refugee policies in each country are negotiated with national and international humanitarian and refugee agencies, including regional organizations and countries of origin. Theoretically, this article is grounded on a macro structural approach (state’s international humanitarian obligations and responsibilities), refugee diplomacy (state’s use of diplomatic tools, process administering refugees), and management theories.

Abstract:: This article provides an overview of Euroscepticism at the domestic and European levels. The study also aims to explain how the concept of Euroscepticism finds its response in the European parliamentary elections. It aims to make a two-fold contribution to the study of Euroscepticism. First, within the scope of party-based Euroscepticism, the relationship between loyalty to the national party and loyalty to party groups after being elected as a Member of the European Parliament will be examined. Second, these loyalties will be analyzed within the framework of Eurosceptic policy issues. Thus, the stance of Eurosceptic parliamentarians in the roll call votes will be investigated from the perspectives of the arguments of both their national parties and the European Party Groups (EPG). In the study, the voting tendencies of Eurosceptic parliamentarians on issues focusing on Euroscepticism were analyzed. Thus, the level of loyalty of Eurosceptic parliamentarians at the national or European level in the European Parliamentary elections will be examined and tried to be revealed.

Abstract:: In the sole high-level meeting in the reporting period, on the sidelines of the APEC meeting in Bangkok in November, General Secretary/President Xi Jinping and Prime Minister Kishida Fumio essentially talked past each other. At an earlier ASEAN+3 meeting in Phnom Penh, Premier Li Keqiang and Kishida not only talked past each other but pointedly walked past each other. There was no resolution of major issues: the Chinese position is and remains that Taiwan is a core interest of the PRC in which Japan must not interfere. Japan counters that a Chinese invasion would be an emergency for Japan. On the islands known to the Chinese as the Diaoyu and to the Japanese as the Senkaku, Tokyo considers them an integral part of Japan on the basis of history and international law while China says the islands are part of China. On jurisdiction in the East China Sea, Japan says that demarcation should be based on the median line and that China’s efforts at unilateral development of oil and gas resources on its side of the median are illegal. Beijing does not recognize the validity of the median line. Economically, a number of Japanese industries have been decoupling from China out of concern for the integrity of their supply chains and for security reasons while others are planning to expand operations there. Both sides continued their respective defense buildups while accusing the other of military expansionism.

Abstract:: Over the past two months, as the People’s Republic of China (PRC) has rapidly rolled back its strict zero-COVID epidemic prevention policy, COVID-19 has spread rapidly throughout the country. The combination of the PRC reopening its borders to outbound travel on January 8 and the ongoing pandemic has put countries that are major travel destinations for Chinese nationals in a bind. Governments have responded differently to the situation, with some imposing testing and quarantine requirements and others declining to do so. In China, official and social media have generally lauded countries that have desisted from testing requirements and opened their doors to Chinese tourists. Thailand, in particular, has been widely celebrated. Not only did Thailand decline to impose testing requirements on inbound travelers from the PRC, but several senior Thai government ministers went to the airport to welcome the first planeload of Chinese tourists following the lifting of travel restrictions on January 8 (Guangming Daily, January 17). Scenes of smiling Thai officials and airport workers greeting the first group of arriving tourists circulated widely in Chinese media.

52. A Genealogy of the Concept of Civilization (Medeniyet) in Ottoman Political Thought: A Homegrown Perception?

Abstract:: Since the first translation of the concept of civilization into Turkish as “medeniyet” in 1837 by Sadık Rıfat Pasha, the then Ottoman Ambassador to Vienna, this coinage has turned out to be an essential component of Turkish modernization. This paper aims to establish a genealogy of the concept of “medeniyet” to demonstrate the divergences of Ottoman perceptions in different periods throughout the nineteenth and early twentieth centuries. It argues that civilization was first perceived by a group of Ottoman intellectuals as a tool to reach an ideal state of being (c. 1840-1860). The next generation of Ottoman intellectuals (c. 1860-1890) defined civilization as “the” ideal state of being, yet they had different views on the concept, particularly concerning the distinction between material and moral elements of civilization. Finally, the third generation of Ottoman intellectuals (c. 1890-1920), whose thoughts were more or less crystallized under three broad political currents labeled as Westernism, Islamism, and Turkism, had different and sometimes contradicting perceptions of civilization based on their political outlooks. By referring to the writings of these intellectuals, the paper will discuss central debates on civilization in the late Ottoman Empire, such as the singularity/plurality of civilization(s), the existence of Islamic civilization as an alternative to European civilization, the degree of importing from European civilization, and the distinction between culture and civilization. Moreover, it argues that the Turkish perception of “medeniyet” is different from the European perception of “civilization”; in other words, while the Ottoman perception of the concept of civilization is not homeborn, it is homegrown. Accordingly, Ottoman intellectuals not only divided the material and moral elements of civilization and opted for importing the former, but they also questioned the singularity and supremacy of European civilization by referring to “Islamic civilization” either as an extinct yet once-present form of civilization or as a potential rival to European civilization.

Abstract:: The security consequences of disease cannot be doubted, even by hard-core “traditional” security students: the plague in Athens in the early Peloponnesian War, plagues elsewhere in the ancient world, the Black Death, and the role of sickness in Cortez’s conquest of the Aztecs (much less the broader colonization of the New World), are only a few examples which come readily to mind. Whether in their international or in their domestic politics and, in the intertwining of the two, the consequences of disease have affected the affairs of states. While the effects of COVID-19 may not yet rise to the mass deaths of earlier cases (at least in developed and semi-developed states), the mitigating effects of modern science and medicine being as they are, the consequences for state security – much less the security of individuals – are already notable. This alone justifies an examination of the domestic and international effects of COVID-19, not just in terms of health but also in its economic, social and political aspects.

Abstract:: The aim of this paper is to study the phenomenon of latent politics in South Africa’s struggle against apartheid in the period from the second half of the 1970s to the early 1990s. Its methodological basis includes the theory of latent politics and Hegel’s philosophical substantiation of the role of the individual in the historical process. The paradigm that is developed in the article considers real politics as an organic unity of additional parts – hidden (latent) and overt (transparent). The potential theoretical or empirical significance of the work is as follows: at the theoretical level – a more detailed development of the concept of ‘latent policy’ and its use; and at the empirical level – an applied research of specific archival material, recorded oral history testimonies, political speeches and documents that confirm the correctness of the proposed paradigm which focuses on latent politics. We also argue that latent policy is not only the activity of intelligence and special services, but also includes many other unobserved or concealed actions and phenomena in society.

Abstract:: The military has been an important institution for protecting States from external threats since antiquity. In fulfilling this fundamental role, military institutions have also posed security risks to their own governments, given that the ‘ability to use coercive force, though necessary to defend the nation against threats, creates the danger that the military will turn its weapons on the very regime that empowered its existence’.[1] Military personnel can fuel civil conflicts and undermine the stability of political regimes mostly in States with loose political control of the military. As Douglass North, John Wallis and Barry Weingast have argued, ‘Societies experiencing a civil war, by definition, do not have consolidated control of the military’.[2] In Africa, military institutions have, on one hand, helped to protect States from both internal and external threats, including local insurgencies. On the other hand, they have destabilised several political regimes through coup d’états. Military coups – ‘when the military, or a section of the military, turns its coercive power against the apex of the state, establishes itself there, and the rest of the state takes its orders from the new regime’[3] – have been relatively common in post-independent African States,[4] thereby raising several issues, including how to understand the relationship between politics and military coups. This article contributes to the discussion by highlighting how coups are a continuation of politics by other means, particularly in West Africa.

Abstract:: Following Hannah Arendt’s approach, which distinguishes power and violence and claims that violence appears when power is threatened or fails, this paper argues that the use of violence by Islamic State (IS) is a result of its inability to establish a stable power base in the Middle East. It argues, however, that violence has become a form of political conduct for this organisation, which challenges to Arendtian perspective rejecting any role violence plays in politics and has many repercussions in Middle Eastern societies and politics. This paper notes that local people feel hatred and rage against certain developments in the region, such as their countries’ colonial past, the Iraqi invasion and their failed administrations. Analysing how these reactions are directed in the form of violence by IS against some local groups, the paper examines further the regional consequences of the IS’ use of violence.

Abstract:: Nasarawa State in North Central Nigeria has been notorious for communal conflicts. Such conflicts have often assumed complicated dimensions reflective of the social dynamics of the state. Oftentimes, the conflicts are framed in terms of identitarian differences and contestations, whilst the underlying drivers derive essentially from the socio-structural dynamics of the conflict context. By way of mixed research that is predicated on a combination of field and desk sources, this article interrogates the contemporary manifestations of communal conflicts in Nasarawa State through the combined lenses of liberal political ecology and conflict analysis. The article observes that the ethno-primordial cleavages of the focal state have provided veritable pretexts for the prevalence of communal conflicts, making such conflicts problematic to understand as well as resolve. The outcome of the analysis indicates that communal conflicts in the focal state have been both dynamic and opportunistic, often feeding into the existing primordial and structural fault-lines to assume multiple complications. There is therefore a need to understand the peculiar nature and dynamics of such conflicts in order to know how best to interpret, analyse and mitigate them.

Abstract:: “No German I know could have analyzed public life as I have done, having had the advantage of a practical citizen’s life for many years, in a vast republic.”1 Francis Lieber, the stocky, thick-accented German to whom this bold statement belonged, was basking in the positive reception of his recently published Manual of Political Ethics. He considered himself—along with his friend Alexis de Tocqueville—as one of a select few gifted with special insight into a nation’s political life. Joseph Story praised Lieber as even greater than Tocqueville, saying “‘You know ten times as much as he does of the actual workings of our system and of its true theory.’”2 Samuel Taylor agreed and, in an article comparing both men side by side, argued that, while Tocqueville was the better writer, Lieber surpassed him “as a political philosopher, comprehensive in his knowledge of the literatures of history and of politics, and of the practices of government; and profound in understanding the guaranties of liberty, and the institutions and arrangements of governments for their protection.”3 Given this high praise, one might well ask whether Tocqueville was a “French Lieber.” However, given Tocqueville’s modern fame, perhaps it is better to ask whether Lieber should be understood as a kind of “German Tocqueville,” especially regarding his observations about the fledgling United States. In order to assess the significance of Lieber’s understanding of American political institutions for his own political thought, we need to begin with his 1834 travel journal about a trip to Niagara Falls.

Abstract:: This article aims to answer the question about the legality of the selected measures implemented by the Polish government during the first wave of the coronavirus pandemic, which resulted in constitutional rights and freedom restrictions. The study focuses on examining selected restrictions implemented in the spring of 2020 in the light of the Polish Constitution, especially in the light of Article 31 (3), which defines the premises of limitation of citizens’ rights and freedoms. It indicates the lack of legal basis and incompatibility with constitutional premises of many restrictions. The study further examines the premises of the introduction of the state of emergency, indicating that the government's decision not to impose such a state was legal and why. The study considers legal status from March 13 to May 16, 2020.

Abstract:: Well before the Soviet Union collapsed, it was clear that the trajectory of the Baltic states differed greatly from that of the Central Asian Soviet republics. In contrast to the Baltic states clamoring to leave the Soviet Union, Central Asian ones had been pretty satisfied with their lot. Removal of the support they had received from Moscow hurled them spiraling into a vast and unpredictable future. For decades, Moscow had been shifting funds from the “wealthier” European parts of the huge country to its poorer and less industrialized provinces East of the Urals, This helped keep Russian rule in place but it also alienated the European population of the USSR – including those in the Russian Republic – who had a better sense of the country’s profound deterioration and their own personal poverty in comparison with far wealthier neighbors to the West and even those in Eastern Europe.

Abstract:: The article analyses political opposition toward the date of presidential elections and conducting them in the correspondence form on May 10, 2020, in Poland. The study is embedded in the theories of quasi-militant democracy and the emergence of social movements. The method used in the study is the qualitative analysis of media messages of the main news websites in Poland. Mainly in terms of the activity and arguments of citizens against the elections in the form of correspondence. The presidential elections revealed the imperious relationship between the government and citizens in Poland’s becoming quasimilitant democracy. The emphasis was on the elements regarding the organisation of elections on May 10 that could impact a social movement’s emergence. The most significant role in stopping the May 10 elections was played by institutional opposition in the form of local self-governments’ civil disobedience and the Senate’s action, which efficiently blocked the party’s initiative. The article accounts for how election matters determined the social mobilisation and activity of the new social movement. This paper’s main finding is that institutional opposition may prevail over the social one in the pandemic.

69. Will the Xi Jinping Leadership Take Up Reformist Policies After the 20th Party Congress?

Abstract:: That President Xi Jinping and his faction will dominate the 20th Party Congress is apparent from the Politburo announcement that the week-long, five-yearly conclave will take place on October 16. The Politburo meeting, which was held on August 30, said that the guiding principle of the party and country would remain “Xi Jinping Thought on Socialism with Chinese characteristics for a new era” (Gov.cn, October 16). The Politburo reasserted that the Chinese Communist Party (CCP) would follow principles laid down by Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao, and above all, Xi Jinping. However, the dictums on reform and the open door – as well as the “lie low” foreign policy – promulgated by “Chief Architect of Reform” Deng in the 1980s and 1990s were conspicuously absent from the Party Congress announcement. Instead, the communique emphasized the so-called “three continuances” (三个继续, san ge jixu). This is a reference to Xi’s efforts to uphold Mao Zedong-style “common prosperity” (共同富裕, gongtongfuyu); to sustain “party construction” (党的建设 (dang de jianshe) in order to ensure the loyalty of cadres; and to work toward the formation of a “community with a shared future for mankind” (人类命运共同体,renlei mingyun gongtongti) (Xinhua, August 30; Ming Pao, August 30).

70. China and Sri Lanka’s Debt Crisis: Belt and Road Initiative Blowback

Abstract:: Sri Lanka is in the grip of an unprecedented crisis. For several months, the country has been reeling under a severe foreign exchange crisis. In early May, Foreign Minister Ali Sabry said that its usable forex reserves were just $50 million (Daily News, May 5). As a result, Sri Lanka has been forced to suspend repayment of $51 billion worth of debt owed to China, Japan and other foreign creditors (The Hindu, April 12; The Island, April 13). The country has also been unable to pay for imports of essential commodities, and has experienced serious shortages of food, fuel and medicine (The Island, January 15). The economic crisis has in turn triggered a political crisis. Public anger has boiled over onto the streets. Angry protesters have been calling for the resignation of President Gotabaya Rajapaksa and his brother, Prime Minister Mahinda Rajapaksa (Colombo Telegraph, April 7). The Rajapaksa family has dominated Sri Lankan politics for decades and several members of the family are in positions of power as ministers, legislators or heads of corporations and departments. Sri Lankans want the entire clan out. Some of them, including Mahinda, resigned under public pressure in recent months (Island, April 17). Although Gotabaya remains president and under the country’s executive presidential system, continues to wield enormous power, it is evident that the influence of the Rajapaksas has declined. The unfolding crises in Sri Lanka have implications beyond the island. China is among Sri Lanka’s largest bilateral lenders and has played a big role in the island’s infrastructure development. Sri Lanka is a part of China’s Belt and Road Initiative (BRI). Despite China’s pledges that BRI would boost Sri Lanka’s economic and social development by transforming it into “the hub of the Indian Ocean”, Chinese loans are widely believed to have pushed the country into a ‘debt trap’ (Embassy of the People’s Republic of China in Sri Lanka, June 16, 2017). How have the crises impacted China’s image in Sri Lanka and will the decline of the Rajapaksas, widely regarded as ‘pro-China,’ impact Sino-Sri Lankan relations? Finally, will the Sri Lankan crises affect the fate of BRI?

71. Future Global Policeman? The Growing Extraterritorial Reach of PRC Law Enforcement

Abstract:: The recently signed security agreement between the Solomon Islands and the People’s Republic of China (PRC), along with the support of Chinese police to the Solomon Islands government to suppress social unrest in November 2021, highlight the increasing international deployment of PRC law enforcement (China Daily, April 2). This deployment follows several decades of expanding PRC international law enforcement activity, which is intended for extraterritorial enforcement action, seeking the return of fugitives, and as part of China’s engagement with other countries. The 2021 violence in the capital, Honiara, led to destruction in the local Chinatown and the subsequent deployment of Chinese police officers, who have previously provided equipment and training to the Solomon Islands. The China Police Liaison Team is led by Zhang Guangbo, an officer of the rank of Commissioner third class, who stated that the deployment is intended to protect the safety of Chinese communities in the Solomon Islands as well as to contribute to the overall stability in the islands (Embassy of the PRC in the Solomon Islands, March 4). There has been considerable unease in wider region over the expanded deployment of Chinese police officers to the Solomon Islands. The governments of Australia, Japan, and the United States have all criticized the security pact, and have raised concerns that the deployment of Chinese police officers could lead to a future military presence. Australian Minister for Foreign Affairs Marise Payne stated on March 25 that “Australia is aware of the proposed draft Security Cooperation agreement between China and Solomon Islands…We would be particularly concerned by any actions that undermine the stability and security of our region, including the establishment of a permanent presence such as a military base” (Australian Ministry for Foreign Affairs, March 2022). In response to these concerns, the Solomon Islands High Commissioner to Australia has said that if Chinese police officers were called on for assistance they would be under the command of the Royal Solomon Islands Police and stated that “We will try and do our best in terms of dealing with them to make sure that what is happening in other countries where, like Hong Kong, doesn’t happen in our country” (Solomon Times, 6 May 2022).

Abstract:: As the U.S. and other Western nations announced diplomatic boycotts of the 2022 Beijing Winter Olympics, the People’s Republic of China (PRC) frequently exhorted the international community to keep politics out of the games (People’s Daily, December 8, 2021). Spokespersons of the Beijing Organizing Committee also objected to the “politicization” of the Olympic Games, and claimed that the closed loop Olympic bubble was solely a COVID-19 containment measure necessitated by growing concerns over the spread of the Omicron variant in China (Global Times, January 5). Although, the creation of a closed loop bubble was ostensibly undertaken for epidemic prevention purposes, it also had the impact of isolating athletes and journalists, and forestalling unwanted international focus on poor human rights conditions in China.

Abstract:: This paper attempts to analyze the political uncertainty surrounding environmental degradation by means of utilizing the game theoretical model. It challenges the popular opinion that views the political exchanges over climate change as a super game where players will eventually learn to cooperate through repeated interactions. Instead the paper argues that the climate change problem is essentially a case of ‘one-shot prisoner’s dilemma’ irrespective of the number of times the players interact with one another. To demonstrate the one-shot prisoner’s dilemma at play, it employs the comparative method to explain the climate politics between the major polluters of the world (US, China, Brazil and India). The debate is analyzed at two distinct levels: Intergenerational and Intragenerational level. Lastly, the paper notes the significance of ‘the immediate threat factor’, which it argues poses a fundamental challenge to the political resolution of the climate change problem.

Abstract:: Within bounds of the Regional Security Complex, this article assesses key developments in the Indian Ocean and fallout of strategic interests from the Pacific Ocean in maritime convergence. The article argues that maritime interests in the Indian and Pacific Ocean are witnessing convergence as states form coalitions and strategic partnerships to create a balance between USA and China. Strategic choices between principal and peripheral actors is structured in a mix of containment, competition and cooperation. China and its strategic partners understand the momentum of impact if American interests in the Pacific Ocean are merged with its interests in the Indian Ocean. The article argues that China would be opting to go for cooperation strategy as a means to broaden its reach and entangle oncoming contenders. America, on the other hand, is opting to amalgamate both competition and containment in a worst case scenario situation to prevent China from creating an overwatch against global maritime activity. The paper finds that an escalatory environment with spiraling tendencies is forming in and around the Indo-Pacific and its fallout will likely be seen in assessment of magnitude of contending parties. It finds that despite understanding maritime worth of the Indo-Pacific connect, principal and peripheral partners to these strategies might be willing to transform maritime politics to strategic entanglement.

Abstract:: “Nation-building or State-building” has been a 20th century highly complex and controversial concept which taking again center-stage in the post-Cold War era. The idea has generated much heated debate in the world as well as in the academic circles. The notion is a process of constructing or structuring a unification of the people within the state through the state power which can be politically and economically stable and viable in the long run. In the past „nation-building‟ or „state-building‟ approach emphasizes on cultural identity for the newly established „nation-states‟ which lead to self-determination. However, in the contemporary modern world, it is process whereby a diverse society with different languages, cultures and religions come together within the boundaries of a sovereign state with a unified constitutional and legal dispensation. In this regard, Pakistan is multi-ethnic, multi-cultural and multi-religious state where people have less amount of commonality of interests, goals and preferences. It is extremely unlikely that different linguistic communities will agree on the definition of „nation‟. Its complexity and fragility is the product of deep rooted political and economic factors which are the main threats to its domestic security and stability. It is also fact that religion and external threats are no more viable reason for the state and regime survival. So, the guardians of the state remain failed to succeed in „nationbuilding‟ process which is still the biggest challenge to the country‟s solidarity. Modern scholars have views that nation-building cannot complete without economic development, modernization and democratization. Thus, the state is the political regime that operates within an existing nation or nations. It is the role of the state to bring together disparate national communities into a stable political regime. Nonetheless, the model of democratization, expansion of federal structure, economic growth and stable political institutions recognize as the formula of success and this is the only way of nation-building or national integration.

The constitution of the Islamic Republic of Pakistan 1973 emphasizes party-based democracy. It demands the practice of democracy within the political parties to promote democratic norms in political culture and to create a conducive political environment to strengthen the federal system in Pakistan. The second important principle of federation is unity in diversity. A political party in a federation is considered as a bridge between the federal government and its federating units having its roots in the general masses across the federating units. It helps the federating units to have a forum to identify, express, and articulate their interests. But the element of hereditary succession and the presence of affinity networks within political parties is weakening the democratic spirit of the federal Constitution of Pakistan. In major political parties, the only merit to elevate to the highest rank in the party is to be the next heir or to be the close relative of the party leader. The culture of hereditary leadership promotes the norms of kinship politics and nepotism where political decisions are made to protect the vested interests of kinship groups at the cost of the more extensive interests of the federation. This paper is based on three sections; the first section deals with the phenomena of hereditary politics in general; the second section deals with the importance of political parties in a federal system and; the third section of the study deals with hereditary succession and affinity networks in political parties in Pakistan and their impact on the federal system. The study used the desk research method to analyze the data under the qualitative approach. Primary and secondary sources are used to collect the data, however, primary data is collected from various internet sources like official websites of FAFEN, ECP, and Dunya news, etc.

Abstract:: When Muslim Leaders of the Subcontinent of India were trying to create a different independent state for Muslims, the Quaid-e-Azam Muhammad Ali Jinnah repeatedly used the phrase “Separate state for the Minorities of India”. He demanded a state where all types of minorities could live freely according to their religious teachings and norms. These demands were very pleasing for all types of religious minorities of the Subcontinent, so few of them supported the idea of Pakistan where anyone could live freely. The Christian community supported the idea of Pakistan and made efforts to become part of it. There are different speeches of Quaid-e-Azam that consist of praises of Christian leaders who were helping the Muslim leadership. Despite the fact that Pakistan’s Objective Resolution and Constitution of 1956 and 1962 gave equal rights to every citizen and religious liberty to minorities, the Objective Resolution and Constitution of 1956 and 1962 are the most condemned document which made Pakistan a theocracy. After liberty and freedom, political rights are the most important rights for any person. This paper will try to find out the answer to the question of how objective resolution, Constitution of 1956 and 1962 dealt with the minority rights and their political rights. For this purpose in-depth study of all three documents occurred along with different articles, news, research reports and books.

Abstract:: The treatment, image, and issues related to CPEC become significant when this venture is considered a game-changer for the Pakistani economy. This study analyzes the CPEC coverage in Pakistan's highly circulated English newspaper, Daily Dawn, and The News. The quantitative content analysis technique is employed for this study from April 2015 to December 2019. This study aims to explore how news contents of selected newspapers portray the image of CPEC and the treatment of selected newspapers toward this project. The theoretical foundation of this study work under the Grunig models of Public Relations. The findings of this study reveal that both newspapers portray a positive image of CPEC. The primary focus of the news content of selected newspapers is information regarding the economic and political aspects of this project, while inadequate significance is given to strategic, social, and legal aspects. Moreover, from Grunig’s models' perspective, major public relations practices worked under the public information and press agent model.

Abstract:: It is an internationally recognized principle that the prerogative to speak freely is a preliminary human right of the utmost importance. It is a fundamental democratic principle which plays a key role in strengthening other human rights. Concurrently, it is widely accepted that this right is not absolute and the legislature may impose restrictions on it, according to law, for the welfare of the people. The unbridled license may not be given to any person for publishing defamatory material, either libel or slander, which defames the dignity and reputation of others on the plea of the prerogative to speak freely. The prerogative to speak freely must be proportionated against other fundamental rights and constitutional principles. Abstract:: The main goal of this study is to search for new effective mechanisms to assist in preventing the internationalisation of armed conflicts using conventional weapons and the creation of more weapons of mass destruction in the geostrategic region, the Greater Black Sea Region, which includes the countries of the “Five Seas” (Black Sea, Caspian Sea, Arabian Sea, and Mediterranean Sea), positive transformation of conflicts and the creation of a “Black Sea Security Community”. The methodological approach taken is based on the theory of meta-cognitive management, which implies a qualitative expansion of the dimensions for solving those problems that are unsolvable in the dimensions given today; a holistic approach focused on the multi-level and democratic participation of all participants in the process; and the method of geopolitical modelling being applied to discuss new forms and platforms for cooperation between those involved in confrontation in the Black Sea space. Innovation represents a return to the concept of syncretism in the scientific discourse for describing political and geopolitical tasks. The idea of creating a syncretic meta-model of Black Sea security is one way to improve cooperation between parties that have incompatible positions but are aware of common threats and the need to prevent them. Measures need to be taken for the countries of the Five Sea region to be fully integrated into the process and a new architecture created for the Black Sea Security Community. Scientific support is also necessary for the planning and implementation of peacekeeping processes in the Greater Black Sea Region.

Abstract:: IMPERIAL chutzpah as a phenomenon of international relations has been known since antiquity. It stems from the fact that, as the great Ancient Greek philosopher Thucydides put it back in the 5th century BC: “The strong do what they can and the weak suffer what they must” [1]. Throughout history, the phenomenon of imperial insolence has invariably manifested itself in world politics and diplomacy as a destructive factor that has provoked wars, conflicts, and other calamities. However, one-sided gains and preferences that states on the road of imperial insolence expected to acquire (and did acquire) by disregarding the legitimate interests of other peoples and international security turned out to be fairly limited in the context of history and, in the final analysis, contributed to the downfall of the empire. Imperial arrogance, as embodied in American foreign policy, should never escape our attention and deserves very serious analysis. As an important factor of international relations, it should be resolutely rebuffed by any state that cherishes its sovereignty and seeks to preserve it.

Abstract:: THE POLITICS OF MEMORY is a necessary and very important tool used in shaping statehood, consolidating society around a set of state- forming ideas and interpretations. In practice, these are activities by the state and other interested parties to manipulate social groups by adjusting or changing their values and their images of the past. The symbols that are employed to this end are signs that are clear and easily recognizable within social subgroups, and that embody certain values/qualities, standards of behavior, or goals. By appealing to ideas of a collective past, efforts are made to alter people’s behavior in the present. As a rule, historical events are presented to the public in a simplified, uncontradictory and thus generally accessible manner – in the form of mythologemes. Myth is created by means of signs and symbols and by regular rituals that employ these symbols. Rituals recreate the past, fill it with emotional meaning, and allow participants to “re-live” particular historical events.

Abstract:: This article explores the ways in which contemporary Swedish migration politics are manifested and performed in relation to stateless Palestinians. A qualitative case study shows how the migration regime of Sweden aggravates conditions of statelessness through managerial aspects of categorisations, temporalities, passivisation and spatialities. The article illustrates how securitised migration politics are detrimental to how statelessness is lived and experienced but also that stateless migrants actively engage with this regime in order to resist, protest and achieve change. Using counter-conduct as a prism through which to analyse migrant resistance, the article further explores how stateless migrants do not passively submit themselves to the outcome of penalising regimes, but struggle for a right of presence.

Abstract:: With the restoration of democratic order in the Gambia in 2017, the West African region regained the attention of the world with renewed hope and optimism for democratic consolidation in Africa. The Economic Community of West African States’ (ECOWAS) rejection of the undemocratic retention of power by former President Yahya Jammeh and its threat to apply force, coupled with Gambians’ resistance, resulted in the restoration of democratic order in the country. Similarly, ECOWAS’ preventive diplomacy efforts following the recent military incursion in 2021 affirmed the regional body’s zero-tolerance stance for power acquired through unconstitutional means. The practice of accessing political power through credible elections under the watch of civil society and international actors is progressively taking firm root across the region. However, despite these democratic gains, the region is also witnessing setbacks in emerging political developments across Member States. According to the Freedom House ‘Freedom in the World Report 2021’, of the 12 countries with the most significant decline in democracy year-on-year, five are in West Africa.[1] The Economist Intelligence Unit’s Democracy Index (2020) showed that only Ghana and Cabo Verde still qualify as fully-fledged democracies in the region.[2] Recently, the region has also witnessed a resurgence in military interregna in Mali and Guinea. This democracy backsliding portends political instability, and its attendant economic consequences for the ECOWAS is concerning considering the developmental agenda of the region. Central to this negative democratic trend are concerns around political reforms that have undermined electoral integrity, inclusiveness and legitimacy in Member States. The application of some of these reforms has fuelled crises, which have led to the resurgence of coups d’état and threatened stability, peace and security in the region.

87. Self-defence Militias and State Sponsorship in Burkina Faso

Abstract:: Burkina Faso has been engulfed in an ongoing conflict with jihadist insurgent groups active across the Sahel in West Africa. The conflict originally started in Mali in 2012 and later spread to Niger. In June 2021, the worst attack in Burkina Faso since 2015 occurred in the village of Solhan, where suspected jihadists massacred 160 civilians.[1]Naturally, discussions in the media revolved around who perpetrated the attack, but the attack also brought to the forefront the role of self-defence groups or militias in the Burkina Faso conflict. While the use of armed militias in Burkina Faso has become widespread and is actively sponsored by the State, there are concerns that self-defence militias perpetuate conflict. The main reasons are that self-defence militias in Burkina Faso are exacerbating mutual distrust, tension and violence among different communities, while the use and State sponsorship of militias are exposing the civilian population to reprisals from the insurgents who perceive them as a threat. The result is that President Roch Marc Kaboré may be doing more harm than good by creating self-defence militias under the legal framework of the Volunteers for the Defence of the Homeland (VDPs) adopted unanimously by Burkina Faso’s Parliament in January 2020.

Abstract:: In understanding democracy in Africa, it is crucial to locate the process of democratisation in its historical context. The colonial enterprise is important in the understanding of the postcolonial erosion of democratic institutions. Indeed, colonialism was not a democratic system, and its masters were not the mentors of democracy as they propagated. Rather, they took self-governance away from Africans while destroying indigenous democratic values and institutions without building stable replacements. Democracy need not be seen as the exclusive property of the West; it can be found in various African cultural contexts. Defining democracy can be difficult as its expression remains controversial in many African countries and other parts of the world. Does democracy necessarily mean Western ideas of democracy? Is there only a distinct model for every country, irrespective of its traditions and culture? These are some notable questions to address in dealing with democracy in its entirety. Africans must draw on features within their societies to give local relevance to democratic concepts, rather than run the risk of having democracy transplanted without adaptation, as they have done with technology. Although the idea of Africa’s openness to external ideas may not be strange, these external ideas would prove more useful if they were modified to harmonise with African values, ensuring proper understanding by the population at large. If democracy is to exist on the African continent, Africans will have to keep reinventing it. The constant reinvention of democracy based on African initiatives is what is needed in Africa. The Gadaa system among the Oromos highlights that Africans are not just students of democracy but actually owners of democratic ingredients themselves.

Abstract:: Explanations for American voting behavior and attitudes have taken on a curious frame since the election of Barack Obama in 2008, such that there have been growing claims that race is no longer central to American politics. Obama’s election was labeled evidence of a new “post-racial” America. Then, when Donald Trump was elected in 2016, public narratives emphasized the role of social class by pointing to the voting bloc of white, working-class, and rural voters who had helped decide the outcome of the election. Zoltan L. Hajnal’s Dangerously Divided joins an important collection of recent academic work that directly challenges the argument about the reduced role of race in American politics. Hajnal does not sugarcoat his position: “A key aspect of this story is not just that race matters but also that it eclipses the other important dividing lines in American society” (p. 13). Race has always been a core feature of American politics, and it is present even in the constitutional Framers’ debates over the structure of government. The interpretation that recent events indicate a reduced role of race discounts the historical centrality that race has always played in American government. Hajnal offers empirical evidence and an unambiguous argument that race continues to direct most patterns in American politics.

Abstract:: Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

Abstract:: For decades, social scientists have questioned whether women are more politically tolerant, peaceful, and less likely to prefer war to solve international conflict compared to men. Empirical analyses have been limited to a few geographic regions: North America (the United States); the Middle East (Israel and the core Arab World); and Africa (Rwanda). Furthermore, the measurement of the dependent variable, perceptions of war and peace, has been either evaluated with a single item or with a few items tapping on various dimensions of war and peace. This paper extends the geographic coverage in the literature to include a cross-national analysis containing North American, Latin American, Western European, Eastern European, African, Asian and Pacific nations, and utilizes thirteen items measuring gender differences in attitudes towards the perception of war, conflict resolution, foreign policy attitudes, international organizations’ appeal, political tolerance, and international cooperation. The analysis utilizes the most up-to-date data of national representative surveys, the World Values Survey and the Arab Barometer, featuring mean comparison methods to supply readers with simple results informing the relationship between gender and perceptions of war and peace on a global level. The evidence reveals that there is no difference in perceptions between men and women regarding international conflict perceptions across countries.

Abstract:: The cybersecurity issue discussed in the paper is seen from the perspective of political science with the indication that the subject under discussion concerns the multifaceted nature of the state’s actions, which consists of political, economic, social, and cultural factors. At the same time, the work also intends to prove that cybersecurity is not only a domain of technology because it is the mentioned aspects that shape the conditions of stable development of the state and its citizens in a space dominated by cyber technology in a much more decisive way. Given the growing role of cybertechnology in almost all areas of human life, its importance also forces and inspires political science to question the shape and model of modern policy, which is significantly evolving under the influence of new technologies. On the one hand, emerging cyber threats reveal the weakness of the state and the dependence of state institutions on cybertechnologies, but on the other hand, existing cyber incidents may also motivate many governments to take action to increase the level of cybersecurity.

Abstract:: This article aims to indicate the sources of problems in the field of governance and politics in the African Great Lakes Region. The countries of this region play an essential role in the global socio-political and economic system. Their development is hampered by numerous external and internal conflicts resulting from both the historical and contemporary problems of the countries. Colonialism had a major impact on the development of African countries. It manifested itself, among other things, in the spread of political domination. Adopting state management patterns from European culture and attempt to transplant them on African ground without understanding local cultural conditions contributed too much post-colonial fresh and modern conflict. Examples of this are failures to establish liberal democracy and its crises in the African Great Lakes Region.

Abstract:: Applying systems analysis in political science research is still one of the important dimensions of political science methodology. Reconstruction of the functional model of the social system seems to be an attractive proposition for policy researchers. Signed by the name of Jeffrey Charles Alexander, the American version of neofunctionalism is one of the responses to the crisis of traditional forms of structural functionalism. The main purpose of the reconstruction of T. Parsons’s theory was its revitalization consisting in restoring the possibility of its application in contemporary social research. The reinterpretation of the classical approach was to a large extent “forced” by harsh criticism of the current approach and focused especially on attempts to overcome the limitations contained therein, which manifested in the impossibility of correlation of functional theorems with newly developing research currents Jeffrey Alexander restored relevance and emphasizes suitability for interpreting and explaining political processes and phenomena. Understanding the concept of functions and functional relations in the political environment allows for effective application in the analysis of contemporary political systems. Therefore, changing the method of functional analysis is a useful methodological tool in developing a political theory.

97. Dispute over the Powers of the President of the Czech Republic

Abstract:: This article aims to analyze disputes and discussions on the powers of the President of the Republic, which have been happening since the establishment of the Czech Republic in 1993. These occurred when the President tried to interpret the provisions of the Constitution, took actions beyond their framework, or considered that his powers did not impose an obligation to act automatically. The disputes over the President’s powers were, therefore, not the result of theoretical discussions on the constitutional order of the Czech Republic, but were the result of the President’s involvement in the political life of the country, and above all, the decisions that did not correspond to the opinions and actions of the government. Disputes did not have an impact on a permanent change in the constitutional order. For example, there was no reason for an amendment to the Constitution that would extend, restrict, or clarify those powers.

Abstract:: Russia is a state with a multi-ethnic federal structure inherited from the USSR. Implementing an ethnic policy that would unite and integrate its citizens is one of its most important goals. Among Russia’s federal subjects are also national republics pursuing their own ethno-political concepts, either conciliatory or conflictual. Tatarstan and Chechnya are examples of such republics. With the use of the comparative method, the article is an attempt at demonstrating many factors that have an impact on the shaping and implementing of the ethnic policy through such criteria as the status of the republics, the concept of the nation, and ethnocentrism, historical memory, the role of Islam and its politicization, and the language policy. The article also outlines their consequences and possible future scenarios.

Abstract:: The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

100. “Reformed Multilateralism” at the United Nations

Abstract:: Editor’s note: The author was the Indian Ambassador to the UN 2013-2015. Calls for “reformed multilateralism”[1] at the UN’s 75th anniversary session in September 2020 stressed the need for equal participation by member-states in UN decision-making. Five years earlier, when adopting Agenda 2030, the United Nations General Assembly (UNGA) acknowledged the inter-linkage between peace, security, and development.[2] With its universal scope, Agenda 2030 on Sustainable Development has become the central focus of the United Nations (UN) for the foreseeable future. Agenda 2030 requires a paradigm shift in the approach of UN member-states to global issues and underscores the imperative for an inclusive human-centric approach through the participation of multiple stakeholders in UN activities. This would enable the UN to pool resources through partnerships to meet the major challenges in all its three “pillars” – political, human rights, and socio-economic development.
