Abstract:
This article aims to unfold what sort of ideological representation the Iranian nuclear program has had in two of America's predominant newspapers, the New York Times and the Washington Post (through their headlines). The study, which sets out for this objective, concentrates on Edward Said's work titled "Orientalism", an exclusive theorist of post-colonial theory. In other words, this article will examine the "Islamic Threat" generally described in the West in conjunction with the theoretical framework of Orientalism and the reflection of the Iranian nuclear program in these two newspapers in terms of controlling it. Consequently, in this media news, the Iranian nuclear program is described as an object that might cause harm at any moment through the discourse of the Islamic enemy. Therefore, it is represented that the subject must control this dangerous object.

Last fall, China suffered extensive power outages due to a combination of surging electricity demand and tight supply. A confluence of factors contributed to the energy supply shortage, but nearly all traced back to China’s struggle to manage its overdependence on coal for power generation: rising global coal prices; shuttering of old power plants as part of a push to enhance energy efficiency; emission-reduction efforts; an “unofficial” embargo on Australian coal imports due to geopolitical strife between Beijing and Canberra; and disparities in government price controls (power plants must purchase coal at market rates, but consumer prices are set in a narrow band) that incentivized plants to cease or slow operations rather than produce electricity at a financial loss (Caixin, October 12, 2021; Zaobao, July 14). In 2022, China has avoided a replay of last year’s energy crunch despite the supply shocks in the energy markets induced by the Ukraine conflict by increasing domestic coal production, exploiting the opportunity to import Russian oil and coal at discounted rates and continuing to steadily increase its renewable energy capacity. Boosting domestic coal production has been particularly essential to meet demand. This month, the National Energy Administration (NEA) reported that during the second quarter, China’s raw coal output rose 10 percent year-on-year, which the NEA highlighted as particularly noteworthy given it came on the basis of 16 percent growth in coal output in the same quarter last year (NEA, August 2). Another mitigating factor for China on the energy front has been heavy spring rainfall in many areas of the country that has increased hydropower output over 20 percent in the first half of this year—a substantial boost as hydroelectricity already accounts for about 15 percent of China’s overall energy mix (NEA, August 2; Global Times, May 5).

Abstract:
The danger of nuclear terrorism has heightened significantly in the recent years largely because of the transnational terrorist networks and their unrelenting efforts to acquire nuclear technology. The menace of nuclear terrorism is alarming and should be calculated as credible source of emerging trends in terrorism. No incident of nuclear terrorism happened yet but terrorist groups are struggling to steal fissile materials, nuclear technology or insiders‟ support to either procure a crude weapon or steal one. International community is concerned with such foreseeable scenario. This research attempts to make a realistic calculation of the hazards of nuclear terrorism. First part of the paper underlines hype of nuclear terrorism and the risks it poses. It also signifies magnitude of reality involving nuclear terrorism. Second part of the paper underscores the response to international media that is frenzy about risk of nuclear terrorism in Pakistan. It also highlights the safety and security measures that Pakistan has adopted under the guidelines of IAEA and Nuclear Security Summits. This paper concludes with the argument that over the years Pakistan has remained relatively open about sharing information regarding how it is making advancements in its command and control system to ward off any risks of nuclear terrorism and has been successful in achieving better levels of security.

Abstract:
The protracted conflict between the US and the former USSR demonstrated that deterrence stability is improved by détente. South Asia‟s environment is characterized by mutual hostility; conventional military balance tilting in favor of India; and lack of a transparent and nonaggressive nuclear doctrine. The aforementioned factors are the missing components of détente. Both the provocative Indian expansion in its nuclear weapons programme, and Pakistani retaliatory notion of the short-range weapons option, is problematic not only in the South Asian context, but also contradictory to the decades-long experience acquired during the Cold War. Pakistan and India must move towards nuclear CBMs, doctrinal clarity, and risk-reduction measures in the light of new technological advancements, and changing US role in the region.

Abstract:
Winter 2019 marked the 40th anniversary of the 1979 Islamic Revolution in Iran. The anniversary celebrations occurred in the midst of a difficult era of socio-economic turmoil, the return ofَ U.S. sanctions, and deepening political infighting in the Islamic Republic. Tensions between the government and the people are especially high. The tectonic plates of social change have been shifting below the surface in Iran over the past two decades, with major discontent erupting in the past year. While the country’s political facade appears largely unchanged, tensions and fragmentations among the ruling elite have deepened. Economic conditions are fast deteriorating for the average citizen, while political repression remains a harsh reality. Iran’s citizens, who have clung to hope and the possibility for change through decades of domestic repression and isolation from the global economy, struggle to remain hopeful. Collective fatigue stemming from years of isolation from the global economy, as well as domestic economic hardship, compounds the disappointment Iranians feel from unfulfilled political promises. The Iranian government has repeatedly failed to carry out promised reforms; in recent years alone, President Hassan Rouhani has proven unable to carry out his promises to “open up Iran politically, ease rigid social restrictions and address human rights abuses.” As this situation continues, Iran risks despair and chaos.

Abstract:
This paper presents an application of the concept of strategic culture as a possible way to analyze North Korea’s nuclear program. The goal is to illustrate that the strategic culture approach is a useful method to understand North Korea’s determination to develop nuclear capability, demonstrating the link between culture and behavior through Alastair Johnston’s methodology. The question of the formation of a North Korean strategic culture will be scrutinized through scoring the speeches and written messages of three North Korean leaders in terms of the presence of key cultural assumptions. Then, it will accordingly suggest that North Korea’s strategic culture, affecting the practices of its security policy, leads this country toward an active defense strategy, which implies a credible nuclear deterrence.

8. Dangerous Confidence? Chinese Views on Nuclear Escalation

Abstract:
Chinese views of nuclear escalation are key to assessing the potential for nuclear escalation in a crisis or armed conflict between the United States and China, but they have not been examined systematically. A review of original Chinese-language sources and interviews with members of China's strategic community suggest that China is skeptical that nuclear escalation could be controlled once nuclear weapons are used and, thus, leaders would be restrained from pursuing even limited use. These views are reflected in China's nuclear operational doctrine (which outlines plans for retaliatory strikes only and lacks any clear plans for limited nuclear use) and its force structure (which lacks tactical nuclear weapons). The long-standing decoupling of Chinese nuclear and conventional strategy, organizational biases within China's strategic community, and the availability of space, cyber, and conventional missile weapons as alternative sources of strategic leverage best explain Chinese views toward nuclear escalation. China's confidence that a U.S.-China conflict would not escalate to the use of nuclear weapons may hamper its ability to identify nuclear escalation risks in such a scenario. Meanwhile, U.S. scholars and policymakers emphasize the risk of inadvertent escalation in a conflict with China, but they are more confident than their Chinese counterparts that the use of nuclear weapons could remain limited. When combined, these contrasting views could create pressure for a U.S.-China conflict to escalate rapidly into an unlimited nuclear war.

The evolution of the nuclear market explains why there are only nine members of the nuclear club, not twenty-five or more, as some analysts predicted. In the absence of a supplier cartel that can regulate nuclear transfers, the more suppliers there are, the more intense their competition will be, as they vie for market share. This commercial rivalry makes it easier for nuclear technology to spread, because buyers can play suppliers off against each other. The ensuing transfers help countries either acquire nuclear weapons or become hedgers. The great powers (China, Russia, and the United States) seek to thwart proliferation by limiting transfers and putting safeguards on potentially dangerous nuclear technologies. Their success depends on two structural factors: the global distribution of power and the intensity of the security rivalry among them. Thwarters are most likely to stem proliferation when the system is unipolar and least likely when it is multipolar. In bipolarity, their prospects fall somewhere in between. In addition, the more intense the rivalry among the great powers in bipolarity and multipolarity, the less effective they will be at curbing proliferation. Given the potential for intense security rivalry among today's great powers, the shift from unipolarity to multipolarity does not portend well for checking proliferation.

For nearly five decades, Washington and Moscow have engaged in negotiations to manage their nuclear competition. Those negotiations produced a string of acronyms—SALT, INF, START—for arms control agreements that strengthened strategic stability, reduced bloated nuclear arsenals and had a positive impact on the broader bilateral relationship. That is changing. The Intermediate-range Nuclear Forces (INF) Treaty is headed for demise. The New Strategic Arms Reduction Treaty (New START) has less than two years to run, and the administration of Donald Trump has yet to engage on Russian suggestions to extend it. Bilateral strategic stability talks have not been held in 18 months. On its current path, the U.S.-Russia nuclear arms control regime likely will come to an end in 2021. That will make for a strategic relationship that is less stable, less secure and less predictable and will further complicate an already troubled bilateral relationship.

Abstract:
After 11 September, Iran's nuclear energy program turned into an international crisis. However, Iran did not give up its nuclear energy program despite the pressure on it in the world public opinion. This crisis, which occurred in the early 2000s, did not cause a negative impact on relations between Iran and Russia. Russia continued to help Iran to develop its nuclear program. One of the main points of the Joint Comprehensive Plan of Action (JCPOA) signed between P5+ 1 countries and Iran in 2015 is that Iran limited its nuclear energy development for ten years. However, Iran could be a regional rival for Russia, especially in terms of energy and gas exports, after a decade. In this context, the focus of the study is to analyse whether there was any change in the good relations between the two countries after JCPOA. The study seeks answers to specific questions: How does Russia look at JCPOA? Why does Russia stand for a rival Iran? Are there any changes in the relations between Russia and Iran in the post-2015 period? According to the results, JCPOA did not have any negative effect on Russia-Iran relations. | 11 Eylül sonrası İran’ın nükleer enerji programı uluslararası bir krize dönüşmüştür. Ancak İran, uluslararası kamuoyunda kendisine yönelik baskılara rağmen nükleer enerji programından vazgeçmemiştir. 2000’li yılların başlarından itibaren ortaya çıkan bu kriz Rusya İran ilişkilerinde olumsuz bir etkiye neden olmamıştır. Rusya İran’a nükleer programını geliştirmesi için yaptığı yardımlara devam etmiştir. 2015 yılında P5+1 ülkeleri ve İran arasında imzalanan Kapsamlı Ortak Eylem Planı’nın (KOEP) temel noktalarından biri İran’ın nükleer enerji gelişimini on yıllık bir süre için sınırlandırmış olmasıdır. Ancak İran on yılın sonunda kendisine yönelik yaptırım ve ambargolardan kurtulmuş bir ülke olarak Rusya’ya özellikle enerji ve gaz ihracı noktasında bölgesel bir rakip olabilecektir. Bu bağlamda çalışmanın odak noktası, bütün bunlar göz önünde bulundurularak iki ülkenin KOEP sonrası iyi ilişkilerinde değişme olup olmayacağını analiz etmektir. Çalışma belli sorulara cevap aramaktadır: Rusya KOEP’e nasıl bakmaktadır? Rusya neden kendisine rakip olabilecek bir İran’ı göze almaktadır? 2015 sonrası dönemde Rusya-İran ilişkilerinde değişiklik olmuş mudur? Abstract:
TENSION around the Korean Peninsula is one of the main threats to international security. North Korea’s acquisition of nuclear and missile weapon systems has become a new serious factor in global strategic sta- bility. Previously, during the cold war era, the only tool of control over strategic weapons was the relationship between Moscow and Washington. At present, the international situation has radically changed. New nuclear powers – India, Pakistan, Israel, and North Korea – regard- less of whether or not the original five members of the Nuclear Nonproliferation Treaty (NPT) acknowledge them as such, are not under the control of either Washington or Moscow or Beijing: they act at their own discretion, as they see fit. The current polycentrism of nuclear proliferation is based on region- al rivalry. India has created its nuclear arsenal as a counterweight to China; Pakistan, as a counterweight to India; and Israel, as a shield against Arab states. None of these states, however, are seeking global supremacy and so their nuclear status is taken by the world community more or less in stride.

Abstract:
The knowledge regarding nuclear technology represented a new reality for the generation of energy and international security. The nuclear attacks of Hiroshima and Nagasaki in 1945 represented the beginning of the so-called nuclear era and of the “balance of terror” as presented by many analysts such as Raymond Aron, deepened by the arms race in the US-Soviet bipolarity after 1947. Besides the superpowers, different countries had begun to develop their nuclear programs. The cases of Brazil and India stand out, since they develop their research agendas n the 1950s and 1960s, in the Cold War context, as a path to enhance their autonomy and bargaining power. The spread of the nuclear knowledge represented a challenge for the superpowers, and the talks for mechanisms of nuclear proliferation control such as the Non-Proliferation Treaty (NPT) started. This is the context in which Brazil and India develop their nuclear programs under the impact of its bilateral relations with the US. Although, these programs were convergent at first, in the search for nuclear autonomy, adjustments are going to be observed on both policies after the end of the Cold War. The article aims to understand the importance and history of Brazil and India nuclear programs and US weight on these agendas.

Abstract:
This article provides an introduction to the theoretical underpinnings of expected utility and game theory approaches in IR studies. It goes on to explore their application to a specific research subject, international bargaining on Iran’s nuclear program. In this application, the article presents forecasts about Iran’s nuclear program using a game theoretic, bounded rationality model called the expected utility model (Bueno de Mesquita 2002). Three analyses were made in December 2005, September 2006 and March 2007. All three forecasts appear to be in line with real-life developments regarding the issue. The results show that Iran has been losing international support since the analyses started, and the last forecast suggests a pro-US position supported by all major international actors. Also, all three analyses suggest that Russian and Chinese support is vital to curb the Iranian nuclear program.

Nuclear weapons revolutionized security affairs after Hiroshima and Nagasaki annihilation. States went nuclear eventually after the United States, Russia, UK, France and China but India and Pakistan joined that exclusive club too in 1974 and 1998 respectively. Nuclear weapons a source of security motivated Israel, Iran and North Korea too. Another development that started undermining nuclear security itself was cyber warfare. Pakistan being developing country in the list of Global Innovation Index finds it hard to catch up with other leading nations in science and technology. Leading countries including US, Russia, China, UK, Germany, France etc are not safe from cyber-threats they face then how Pakistan can be considered safe against cybersabotaging to its strategic weapons. Pakistan‟s nuclear security though has gained better levels but cyber security is the field that requires comprehensive strategy to establish cyber nuclear doctrine. China being reliable strategic partner can be a resourceful partner unlike other great powers. This strategy would add much security to Pakistan‟s already existing nuclear security and would open new avenues of cooperation with international organizations to gain next milestone of Nuclear Suppliers‟ Group membership.

Nuclear security has always been a sensitive area for international cooperation and even for sharing the best practices. States have been guarding the information about their nuclear security measures. With the introduction of terrorism phenomenon after 9/11 incident, the international community has been conscious about possibility of an act of nuclear or radiological terrorism. The US President Barack Obama undertook the task of securing the world from this new kind of terrorism and initiated process of Nuclear Security Summits (NSS)from 2010-2016 in which 53 heads of states were invited. It was the highest forum at which nuclear security was discussed; although, cautiously. NSS entrusted IAEA with the lead role in nuclear security at parallel with the nuclear safety. How the IAEA stands up to its added responsibilities in the post NSS process has to be seen in times to come. Pakistan has also come a long way in perfecting its nuclear security measures especially under the challenging scenario of Global War on Terror (GWOT) being contested within and around Pakistan’s geographical borders. Despite the challenging security environments, Pakistan’s nuclear security measures remained steadfast and not a single terrorist act happened. An appraisal of Pakistani nuclear security approach would be useful for nuclear technology aspirant states as a model of nuclear security best practices.

On November 5th, 2018, the Trump administration re-imposed severe sanctions on Iran. These sanctions, which President Obama called the “toughest sanctions ever faced by the Iranian government,” were lifted by the 2015 Joint Comprehensive Plan of Action (JCPOA), also known as the Iran Deal. The JCPOA was signed with a view to blocking Iran’s alleged pursuit of nuclear weapons, allowing international inspectors into Iran in return for sanctions relief. Withdrawing the United States (US) from the deal was a prominent promise of Donald Trump leading up to the presidential elections of 2016. This ideology leads to one-man rule in the political area and highly statist and isolationist structure in the economic realm in North Korea. The successful test of a US thermonuclear weapon in 1954 raised a compelling question as to the worldwide dispersion of radioactive fallout. This article reexamines the Eisenhower administration's test-ban policy in the context of global radioactive contamination. To explain the shifting public discourse of the global fallout hazards and its impact on the test-ban debate, the article focuses on epistemic frictions, seeking to demonstrate how a variety of expert bodies evaluated scientific uncertainty and moral ambiguity concerning the biological effects of fallout from different sets of concerns, and how the resulting incongruence both within and between the scientific advisory committees fueled the fallout controversy and affected the Eisenhower administration’s test-ban policy leading toward the test moratorium in 1958.

North Korea has become a de facto nuclear power. Regardless of one’s views about the regime and its treatment of the country’s ordinary citizens, its nuclear and weapons of mass destruction (WMD) programs, and its illegal activities ranging from proliferation of WMD to currency counterfeiting, the international community has to accept that it is dealing with a nuclear North Korea. This means that stopping and rolling back Pyongyang’s nuclear programme is no longer a realistic goal, at least in the short term. Both in public and in private, the regime has clearly indicated that the program itself is not a bargaining tool. Rather, the Kim Jong-un regime considers a nuclear deterrent the best means to avoid the same fate as the Muammar Gaddafi and Saddam Hussein regimes: military strikes led or supported by the U.S., followed by the execution of their leaders at the hands of their former citizens. The debate has to now shift towards how to deal with a nuclear North Korea. Sanctions have clearly not worked. The current round of UN and bilateral sanctions implemented from July 2006 onwards has failed. Pyongyang had not even conducted a nuclear test when sanctions were first implemented. Today, it is believed to be in possession of dozens of nuclear devices.3 Isolation of the Kim Jong-un regime has not worked either. Two consecutive South Korean conservative governments led by Lee Myungbak and Park Geun-hye dismantled many of the cooperation mechanisms set up by their predecessors. The Barack Obama administration refused to countenance diplomatic engagement with Pyongyang unless it changed its behavior. Xi Jinping is yet to meet with Kim Jong-un, even though they sit less than two hours away from each other. In return for sanctions and isolation, North Korea has pressed ahead with its nuclear and ballistic missile programs. Deterrence is a useful way to prevent a North Korean attack on Seoul, Tokyo or the U.S. mainland. Nevertheless, few experts think that Pyongyang would strike first.4 Engagement thus seems to be the only viable option to deal with Pyongyang.

When I welcome visitors to the U.S. Ambassador’s Residence in Beijing, they often comment on a black-and-white photo of my first meeting with Xi Jinping. In the picture, the members of the 1985 Chinese agriculture delegation to Iowa stand calmly behind my desk, peering into the camera, as Xi Jinping stands unobtru­sively to my right. Some visitors ask, “Ambassador Branstad, did you know this young man would become President of China?” Indeed, I did not—I treated him with the same Iowa hospitality with which I welcome all my guests. His importance as a rising leader of China, though, became increasingly apparent over the course of six gubernatorial visits I made to China during the subsequent 30 years. The same is true of U.S.-China relations. Today, I have the honor of representing the United States in the most consequential bilateral relationship in the world, one that we absolutely have to get right. During President Donald Trump’s November 2017 state visit to China, the President identified three priority tasks for the two nations’ relationship. First, work with the Chinese govern­ment to address the North Korean nuclear and missile threat. Second, seek a more balanced and reciprocal trade and investment relationship. And third, partner with Chinese authorities to reduce the flow of illicit opioids from China to the United States. Each task presents its own unique challenges and opportunities.

Nuclear terrorism has emerged as one of the principal concerns for states maintaining nuclear weapons technology as well as states maintaining peaceful nuclear programs. The idea is that non-state entities, in pursuance of their goals of achieving maximum tactical leverage over states, aspire to either jeopardize nuclear facilities as a means to warrant a radiological anomaly or would, in worst case scenario, acquire or construct weaponized devices. The concept of Improvised Nuclear Device (IND) or Radiological Dispersal Device (RDD) is both argued as a plausibility and as a reality in current global technological layout. More specified to South Asia, where non-state entities are allegedly employed for transnational target acquisition and the where the security paradigms are hampered by technological inferiority, it is speculatively concluded that chances of such occurrences are marginally higher as compare to other nations. Vulnerabilities of South Asia pertaining to radiological terrorism are extended internationally based upon proliferation patterns in South Asia, utilization of proxies for achievement of leverage, comparative technological inferiority of nuclear facilities and auxiliary systems, spread and introduction of terrorism in South Asia, lack of understanding of nuclear terrorism and inability to proactively participate in international non-proliferation regimes and designs. Important considerations in these regards would then have to focus on efficacy of security infrastructure from production to disposal and from civilian to military nuclear installations. Where in South Asia, states have maintained secrecy and state control over nuclear installations, radiological terrorism seems a highly unlikely scenario postulation but being cautious is still operationally necessary.

North Korea's nuclear weapons and ballistic missile tests during the Kim Jong-un era have strengthened the country’s military power, deterring South Korea, Japan and, in particular, the United States. While North Korea's nuclear and missile capabilities are rapidly improving, parallel developments aren’t occurring in the traditionally technical air and air defense forces. Plagued with aging airframes, technical problems, parts shortages and budget shortfalls, the North Korean Air Force no longer challenges the South Korean and American air forces. This paper examines the North Korean Air Force, analyzing its organization and deployment, air defense and early warning capabilities, aircraft acquisition, and aircraft production. Shortfalls in each of these areas caused Pyongyang to develop, test, and operate an increasingly sophisticated drone fleet. While North Korea won’t be able to build a state-of-the-art aircraft industry, it will nonetheless find creative ways to strengthen its air force capabilities.

Managing a nuclear-armed North Korea is South Korea’s grand strategy to protect the nation’s vital security interest in the short term and achieve peaceful unification in the long term. Its foundation rests on two pillars of containing the North’s military expansion and nuclear coercion, and promoting constructive changes in North Korean society. This strategy of management is neither appeasement based on unfounded optimism of the North Korean leadership nor an intimidation tactic to overthrow the Kim Family Regime. Under the assumption that genuine peace or national integration is not possible unless North Korea is denuclearized and its society transformed, it is a strategy that exercises full vigilance toward the North and applies all available means and methods to reduce political and military threats from Pyongyang. It also patiently encourages gradual and fundamental changes in North Korea as the ultimate path to a denuclearized and unified Korean peninsula. The management strategy understands that no dialogue with North Korea could resolve the nuclear problem at a single stroke, and thus, it keeps expectations low and objectives achievable. It does not anticipate a sweeping deal to denuclearize North Korea.

As the 72nd session of the United Nations General Assembly convened on September 19, 2017, in New York to address issues with worldwide implications, significant attention was paid to nuclear nonproliferation and the threat that possession of nuclear weapons presents to the security of the entire interna­tional community. Addressing the Security Council, U.S. Secretary of State Rex W. Tillerson con­veyed a comprehensive vision of reducing the threats emanating from weapons of mass destruction. First and foremost, Secretary Tillerson outlined the importance of highlighting the positive trajectories of nations that have voluntarily renounced their nuclear weapons. In this context, he said, “Kazakhstan is a particularly illustrative example of the wisdom of relinquishing nuclear weapons. In partnership with the United States, and aided by the Cooperative Threat Reduction Act spearheaded by U.S. Senators Sam Nunn and Richard Lugar, Kazakhstan opted to remove from its territory former Soviet weapons and related nuclear technologies, and [it] joined the Non-Proliferation Treaty as a non-weapons state.” This courageous decision by the leaders of Kazakhstan greatly reduced the prospect of nuclear weapons, components of nuclear weapons or nuclear materials and dual-use technologies from falling into the wrong hands. Nuclear weapons introduced complexity into relations with other countries, and they introduced the risk of miscalculation, accident or escalation. Kazakhstan’s actions represented a key step in that country’s becoming part of the community of nations. As a result of Kazakhstan’s letting go of nuclear weapons, the world does not look on Kazakhstan as a potential nuclear aggressor or a rogue state. It did not make enemies of its nuclear neighbors, Russia or China. Today Kazakhstan has overwhelmingly been at peace with its neighbors, and its trade relations are robust. This year, it hosted World Expo 2017, an event in Astana that showcased the sources of future energy and investment opportunities in Kazakhstan to attendees from around the world. This demonstrates that Kazakhstan is a modern nation making a substantial contribution to regional and international peace and prosperity. Kazakhstan has only benefitted from its early decision. In my previous career, I met President Nursultan Nazarbayev, the founding president of Kazakhstan, on many occasions and had the opportunity to ask him about this decision. He is more at peace with his choice than ever. He once remarked to me, “It was the best thing I ever did for our young country.” Indeed, the international community is well aware of the fact that one of the legacies of the former Soviet Union’s policy strategy in the aftermath of World War II and as a result of the Cold War arms race was building the new nuclear-weapons complex on Kazakhstan soil. The USSR leadership sought to use the country’s central geographical location to deploy Soviet nuclear missiles in a way that would reach even the most remote parts of the world and lead to the most devastating outcomes in affected areas.

In the wake of 9/11 incident for joining the US led Global War on Terror, General Musharraf had announced that his objective was to save the nuclear and missile assets of Pakistan. This paper analyses that how Pakistani governments of General Musharraf, and Zardari from 2001 to 2013, had been under immense pressure through different coercive tactics ( from Dr. A. Q khan’s network to safety of nuclear program) to ruin the Pakistani nuclear program which had proved to prevent wars between India and Pakistan since 1999 to 2013. The future of nuclear energy use has become increasingly contentious across the world. This is especially the case in Taiwan, which simultaneously suffers from the instabilities associated with fossil fuel imports and widespread public doubts about the government's ability to handle a Fukushima-scale disaster, while also being increasingly dependent on nuclear energy. This study employs the 2013 Taiwan Election and Democratization Study (TEDS) survey on the Lungmen Nuclear Power Plant to gauge public opinion on the nuclear issue. The results demonstrate that while the public tends to be pro-nuclear when they are informed about the financial consequences of abandoning nuclear power and reassured about safety concerns, opponents of nuclear power, though numerically fewer, tend to be more vocal. Further research is needed to determine the exact logic of the public's decision making, based on a more precise set of preconditions.

Contrary to claims by opponents of nuclear energy that it is "unsafe," "unclean," and thus "unacceptable," nuclear energy is the safest, cleanest, and among the most practical forms of power generation today. Unfortunately, opponents of this wonderful source of power are succeeding in their efforts to deceive people about it; and the deceived, in turn, are fueling legislation and regulations that shackle the nuclear industry. It is time to set the record straight and to defend this life-serving industry. Let us begin with a summary of the nature of nuclear energy. Nuclear power is generated by a controlled chain reaction involving the splitting of atoms. A modern nuclear power plant uses the intense heat created by this reaction to heat water and create steam, which turns a turbine and generates electricity. Whereas a coal-fired plant heats water by burning coal, a nuclear plant heats it by splitting atoms. This process is called nuclear fission. Nuclear fission, in simple terms, occurs when an atom splits in two, releasing a massive amount of energy and several subatomic particles called neutrons. These neutrons, in turn, hit and split other atoms, beginning and sustaining the chain reaction. Reactor operators control this reaction in a variety of ways and thus regulate the amount of heat generated and energy produced. The raw fuel for this process is the metal uranium, which must be enriched before it can be used for producing energy in commercial reactors. Enrichment is necessary because mined uranium ore is around 99.3 percent uranium-238, which, in today's commercial power plants, does not readily split upon exposure to neutrons from the fission chain reaction, and thus makes poor fuel. The other 0.7 percent of mined uranium is uranium-235, which makes excellent fuel. The number refers to the atomic mass, or the total mass of protons and neutrons that make up the atomic nucleus. This difference in mass of the same element makes them two different isotopes of uranium. The enrichment process consists essentially of increasing the percentage of uranium-235 by decreasing the percentage (via removal) of uranium-238. The fuel manufacturing process ultimately yields black, pinky-sized pellets of usable nuclear fuel. These pellets are stacked in tubes of a special metal alloy, and thousands of these fuel rods are placed in a reactor core. The rods are arranged in a very specific geometric configuration to enable a sustained nuclear reaction to occur. The nuclear fission reaction is controlled by inserting or removing a separate set of rods made of neutron-absorbing metal or by adding neutron-absorbing chemicals to the water that cools the reactor. The nine articles in this volume were chosen from over 150 submissions through a blind-selection process in Princeton. After individually reading a large number of submissions, attending editors first voted for their favorite papers via secret ballot, and we then facilitated an open debate to winnow down these choices to the cream of the crop. In the intervening months before publication, editors in Princeton from relevant policy areas worked with the authors to fact-check their work and fine-tune their arguments. While their geographic foci and policy subjects are multifarious, all the authors in this edition share a passion for changing the world through better policy. Less than one hour after the March 11, 2011 earthquake a massive tsunami inundated the nuclear site at Fukushima Daiichi with seawater. The damage caused by the flooding of the site resulted in loss of cooling to the three reactor units causing release of radioactive material to the environment. The nuclear accident was classified at Level 7. There are no doubts that many countries after the detailed analyze of Fukushima accident reconsider their energy policy and the oldest nuclear power plants will be closed or new projects will be postponed. Very important in these considerations will be the industrial status and outlook to the next decades.

This article examines the rising prominence of strategic nuclear deterrence in Sino-US relations. China is the only major nuclear power that has been actively expanding its offensive capabilities. Its nuclear modernization has inevitably caused concerns in the United States. The article suggests that China's nuclear programme is driven significantly by US missile defence, which has fundamentally altered the incentive structures for Chinese nuclear deterrence. The article also assesses the latest Chinese perception of US strategic adjustment under the Obama administration and its potential impact on arms control. It reveals that recent measures by the United States to restrain its missile defense could be conducive for achieving a strategic nuclear understanding between the two countries. The article then suggests a number of concrete actions for China and the United States to realize such an understanding.

In the years following the major accidents at Three Mile Island in 1979 and Chernobyl in 1986, nuclear power fell out of favor, and some countries applied the brakes to their nuclear programs. In the last decade, however, it began experiencing something of a renaissance. Concerns about climate change and air pollution, as well as growing demand for electricity, led many governments to reconsider their aversion to nuclear power, which emits little carbon dioxide and had built up an impressive safety and reliability record. Some countries reversed their phaseouts of nuclear power, some extended the lifetimes of existing reactors, and many developed plans for new ones. Today, roughly 60 nuclear plants are under construction worldwide, which will add about 60,000 megawatts of generating capacity -- equivalent to a sixth of the world's current nuclear power capacity. But the movement lost momentum in March, when a 9.0-magnitude earthquake and the massive tsunami it triggered devastated Japan's Fukushima nuclear power plant. Three reactors were severely damaged, suffering at least partial fuel meltdowns and releasing radiation at a level only a few times less than Chernobyl. The event caused widespread public doubts about the safety of nuclear power to resurface. Germany announced an accelerated shutdown of its nuclear reactors, with broad public support, and Japan made a similar declaration, perhaps with less conviction. Their decisions were made easier thanks to the fact that electricity demand has flagged during the worldwide economic slowdown and the fact that global regulation to limit climate change seems less imminent now than it did a decade ago. In the United States, an already slow approach to new nuclear plants slowed even further in the face of an unanticipated abundance of natural gas.

Abstract:
Using data for 67 countries for the period 1980-2005, we analyze to what extent do the decisions of having nuclear power and the share of nuclear energy in total energy use depend on economic, political, social and geographic factors. Our econometric model that takes the selectivity problems of the sample into consideration reveals a positive relationship between per capita real income and the probability of selecting to have nuclear power. This relationship, however, weakens as the level of income further increases. We also find that, the probability of opting for nuclear power continuously increases for Turkey starting from 1990s and becomes approximately 45 per cent by 2007. When we use the new GDP series of Turkish Statistical Institute in our estimations, the estimated probability of selection of nuclear energy for Turkey increases to approximately 60 per cent. Finally, we find that if Turkey had a nuclear power generator today, the share of nuclear energy in total energy would be approximately between 14 to 16 percent.
