Abstract:: Public policy formulation is an integral part of the government's role in providing essential services to citizens. Nevertheless, available studies on the policy process in Bangladesh have not thoroughly explored the detailed procedures and tendencies of the policy formulation process. The principal objective of this paper was to investigate the recent trends in the public policy-making process in Bangladesh. Based on secondary data sources, this paper argues that no analogous model can effectively analyze all policies implemented in Bangladesh over the last decade. However, the group interest and political process model is more feasible than other models in the policy formulation process. The implications of this study are to understand the nature of the policies and the role of actors who decide which policies will be developed and whose interests will be served. Moreover, this article will help policymakers and policy theorists make informed decisions, avoiding the weaknesses and drawbacks of previous policies.

2. Diplomacy Meets Paradiplomacy: Unpacking Central Government Responses through Evidence from Turkey’s Paradiplomac

Abstract:: This study examines the central government’s response to the paradiplomacy of sub-state actors through an analysis of the Turkish case, using a qualitative approach. As part of this research, a total of twelve face-to-face or virtual interviews were conducted with the representatives from the Turkish Ministry of Foreign Affairs, the Marmara Municipalities Union, and academics between June 2023 and November 2023. It views paradiplomacy as an outcome of the ongoing trend to localize diplomacy and aims to identify varying central government responses to paradiplomacy. These responses are analyzed using a three-fold categorization: positive, negative and mixed. The characteristics of each category explored in the context of the Turkish case. The study suggests that, despite the central government’s opportunistic approach to paradiplomacy, its response has shown a cyclical tendency. The central government’s stance on paradiplomacy is therefore complex and politically driven. It fluctuates along a broad spectrum, ranging from direct support to outright exclusion. This reflects the shifting political dynamics in Turkey.

Abstract:: This article introduces the concept of transnational government as a potential solution for underdeveloped states to develop themselves and overcome issues such as systemic corruption, maladministration, and dysfunctionality. The introduction defines the central problem and discusses the main idea. Subsequently, theories of development and the problems of accommodating them into the underdeveloped states will be reviewed. The article then presents a non-political inspirational model as a foundation for the discussion. This is followed by an examination of the proposed model’s theoretical underpinnings and its implementation. Finally, the article addresses the significant challenges and obstacles associated with the proposed model.

Abstract:: The article analyzes the influence of internal factors in the Central American integration crisis, based on Guatemalan politics and from a liberal intergovernmental approach. The results confirm the relationship between national preferences, some alignment with the preferences of partner states, and the results and effects of the process. For Guatemala, integration is an ideational commitment conditioned by the absence of negative externalities for the interests of governments and other key actors. National preferences limited the scope and determined the institutional design. The identity commitment and the creation of regional institutions seem to be insufficient for integration.

Abstract:: To what extent were internal wars in African countries after World War II conditioned by their limited levels of governmental entrenchment and statehood? This is the central issue guiding the following research, which focuses on African countries in the post-World War II period, a period in which the system of sovereign States — with its origins in modernity and formally in Europe with the Peace of Westphalia treaties of 1648 — reached the vast majority of the international system. To achieve this objective, the following article is structured as follows.The first section aims to present, in the first instance, empirical information about the relative weight that internal national wars had on the international system in general and in Africa in particular, followed by a presentation of the different propositions about the conditioning factors of this type of war in the international system and African States, and, finally, establish guiding hypotheses for the empirical research of the study. The second section describes the methodological project followed to test the hypo-theses defined in the first section. The third section presents the empirical results of the research and the data analysis. Finally, the article develops a conclusion that systematizes the main aspects of the study.

6. Political and Economic Dimensions of the Dominance of Selected Asian Recycling Yards in the World

Abstract:: India, Bangladesh, and Pakistan have dominated the global ship recycling market in the 21st century. A recycled ship provides steel and other metals for industrial reuse. In addition to economic gains, ship recycling affects the environment and workers’ health. The article compares the changes in the policies of the governments of India, Bangladesh, and Pakistan regarding recycling shipyard operations from 2009-2022 in the context of international and EU law standards. It also shows the impact of international organizations, shipbuilding trade unions, Shipbreaking Platform non-governmental, Maersk shipping company, and Norway on the decisions of South Asian countries to make them ratify the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships. Analysis of the collected research material allows us to conclude that the governments of India, Bangladesh, and Pakistan have shown varying degrees of understanding of introducing legal regulations for safe ship recycling.

7. Is the West Wobbling on its Democratic Pedestal?

Abstract:: The West has been arguing for decades that the Developing World and Post-Soviet World should be democratic. It argues that democracy is the best form of government and that countries around the world should embrace democracy or face certain kinds of punishment such as a reduction in development aid. It is not the purpose of this paper to argue the benefits of democracy over other forms of government but instead to argue that, with democratic norms under attack in much of the West, that the West is no longer in a moral position to claim to be the promoters of democracy internationally. This paper will discuss events, laws, and actions by Western Countries that are inimical to democracy and argue that if the West wants to regain what it sees as the democratic moral high ground it must alter its policies to being more democratic itself.

Abstract:: From the very beginning of human civilization, the ones in power were impacted by the others, who tried to gain from a more favorable decision. In order to achieve that, one could have used the correct arguments based on rationality, which, for instance, could have had an economic background. That demands much effort, meaning we should know the person we are trying to convince, learn about the situation, and gather opinions, evidence, and all sorts of data that could be useful. Others could try something risky and illegal – all sorts of corruption, including bribes, embezzlement, nepotism, extortion, kickbacks, etc. The distinction between the two seems straightforward, but only on the surface. If we get deeper into the issue, things get way more complex, and we might find it difficult to draw a clear line since the gray zone keeps growing. The paper concentrates then on the joint history of corruption and lobbying to give us a broad picture of the issue. Secondly, various concepts of the definition are analyzed to understand where we are in terms of the search between the two phenomena. The article ends with conclusions and further research suggestions.

Abstract:: Although the phenomenon of corruption is sometimes viewed through the prism of legal or economic issues, at its core it is a social phenomenon. Contemporary studies on corruption draw attention to its relationship with the issue of trust. The typological model of the relationship between trust and corruption provided the analytical framework for the described studies. Relating the types of corruption to objects of trust creates a perspective in which the perception of corruption by officials is an area of particular interest. The described research presents the perception of various dimensions of political corruption by local government officials. The juxtaposition of the assessed corruption phenomena indicates their interconnectedness in the perception of the respondents, thereby emphasizing the importance of accountability of political authorities.

Abstract:: Inter-Korean relations, already bad, got worse in 2024. North Korea launched a bizarre new campaign, sending balloons bearing trash. South Korea reacted by fully suspending the already defunct North-South military pact and resuming propaganda broadcasts at the DMZ. In August, ROK President Yoon Suk Yeol announced a new policy of unification under liberal democracy, which despite offering dialogue left no place for the DPRK or Kim Jong Un. The latter took umbrage at Seoul for exaggerating flood casualties in the North, but offered no figure of his own. It is unclear whether North Korea has revised its constitution to declare South Korea irredeemably hostile, as no text has been published. In October the North blew up inter-Korean road and rail links. In December. Yoon blew up his own presidency by briefly declaring martial law, plunging South Korea into political chaos. As of now the North has not taken advantage of this.

Abstract:: This article compares the foreign policy of the governments of Mauricio Macri in Argentina and Jair Bolsonaro in Brazil, based on the positions of the presidents and their representatives on three issues: 1) relations with the United States, 2) with China and 3) regional integration. We suggest that the Macri government has had to adapt its positions and discursive practices throughout its administration to national and international pressures. We understand that Jair Bolsonaro has adopted a similar stance in his foreign agenda and that his discourses, although strongly ideological, are opposed to more pragmatic actions, especially in the Brazilian economic and trade agendas, as in Argentina. The methodology used in this study is content analysis of speeches and reports from the Brazilian and Argentine foreign ministries, and the theoretical contributions of foreign policy analysis.

The political system's stability has a direct impact on the nation and state-building processes. Political stability is essential for both of them to develop successfully. Political stability is crucial to the efficient running of government. Foreign diplomacy and international trade are both hampered by political instability because investors are reluctant to risk their money in countries with uncertain leadership. As a result of breakdown in law and order and rise in illicit activity, the public becomes increasingly worried and insecure when there is political insecurity in a country. Only political maturity and stability will be able to handle these challenges in the nation's best interests.

Abstract:: The COVID-19 pandemic has presented a clear threat to the lives of individual Albertans; together with the measures taken in response, it has posed a clear threat to their economic circumstances while uncovering existing social fissures in terms of the variable vulnerability of sub-populations to both the virus and those response measures. It qualifies as a significant security threat on these levels. In responding to this threat, the Alberta government marshalled its institutional resources and had to adapt them to circumstances of a scale and type last seen one hundred years ago. It had to do so under economic and political conditions that already presented significant challenges, and that were in some cases strongly exacerbated by its policy choices and their consequences. Finally, it had to do so in the face of strong, yet often contradictory, public pressures. These challenges and difficulties found in the microcosm of a single Canadian province in confronting a specific sort of problem may be of interest and use in considering the prospect, particularly of future, especially non-traditional, security challenges.

Abstract:: The celebration of seeming democratic density on the continent is understood against the background of the recent historical past where almost all the states in Africa were under the grip of either a military ruler, or an authoritarian one party despot. At the dawn of the new millennium, military coups and totalitarianism were releasing their grip on the continent as multi-party elections and electoral turnover gained momentum. Indeed, many regional organizations within the continent subscribed to the elimination of military coup and other means of grabbing political power, except the ballot boxes, as well as the full embrace of democratic norms and practices; therefore, there are clauses in regional governance and protocol affirming the primacy of democracy over any other form of government as signed by regional blocs on the continent.

Abstract:: The constitutionally groundless intervention of Indonesian government towards remittances-the financial outputs categorized as private transaction generated from Indonesian Migrant Workers (IMWs) abroad-has occurred since 1983 until the enactment of Law No. 18 Year 2017 on the protection of IMWs. This Law imposes obligations for local and central governments to conduct financial protection through remittance management by involving domestic and IMW`s placement state`s banks or non-bank financial institution. Given to the limited constitutional basis, private nature of remittances and conditional impact of IWM`s state of origin, this article discusses the limits of Indonesian government intervention in the management of migrants' remittances. This doctrinal legal research found that due to natural and technical restrictions, the government intervention is extremely limited.

Abstract:: The common-market project, that after World War II aimed to prevent future wars among European Nations, evolved through crises into a complicated and unstable set of European Union policies and institutions. The COVID-19 pandemic and the war in Ukraine reinforced coordination and added common debt issuance to the supranational policy toolkit. But the NextGenEU program relies heavily on government subsidies rather than on market incentives, and Russia’s invasion of Ukraine shows that economic integration can at most move the boundaries of war to those of the integrated economic area, rather than of Nations. These developments weaken the crucial role of integrated markets as the principal instrument for growth, cohesion, stability, and peace in Europe.

Abstract:: Algorithmic Decision-Making (ADM) and Digital Technologies have created complex and multifaceted challenges for governments and the delivery of public services. Governments must operate simultaneously as the regulator and as a consumer, while maintaining public trust. The roll out of ADM systems has provided significant failures in public policy. For example, the Federal Government of Australia and the New South Wales State Government both deploying systems with significant flaws which led to serious outcomes for both welfare recipients and governments just in the last 10 years. Solutions to confront the failure of ADM systems can be addressed more effectively at a procurement and contract level as well as through the accountability and understanding within the public service. In order to ensure the fair use of digital technologies, governments must be willing to scrutinize their own purchase of technology, ideally through the lens of AI ethical frameworks, and address their own governance and procurement policies, thereby fulfilling their responsibility as service providers to citizens.

Abstract:: Questions about the unity of Italy’s new government on several key foreign policy issues persist, ranging from the extent of its support for Ukraine to its commitment to various European Union institutions. However, on the issue of China, the new government of Prime Minister (PM) Giorgia Meloni appears united. This bodes well for transatlantic cooperation and could spell trouble for Beijing, which not too long ago entertained ideas of using Italy as a friendly counterweight in Europe. Under Meloni, Italian foreign policy, particularly toward China, is unlikely to chart a dramatically new course. This is largely because the current government has prioritized its commitment to NATO and needs to focus on domestic issues rather than risk upsetting the international arena. While openings remain for Sino-Italian cooperation in economic terms, such cooperation will be geared toward supporting Italy’s domestic challenges and is unlikely to provide Beijing with the significant foothold that it has long hoped to gain in Europe.

Abstract:: This research examined whether there is an elaborate system of protocols, protection, and prevention in place at the local self-government level in the event of a crisis caused by an epidemic or pandemic. The core idea of this paper was to evaluate the protocol's effectiveness at the local self-government. Analysis was conducted using responses of 16 local self-government authorities. During a crisis caused by an epidemic/a pandemic of infectious illnesses, surveys were done as a cross-section documenting and detecting the current state of local self-government functioning. Methods used in the study are defining the objectives of the research, conceptualization, analysis of legal regulations, economic analysis, and decomposition of the problem. Key results and arguments of this paper expanded existing research thus there are only certain empirical data from areas that have been affected by the infectious disease caused by the epidemic/pandemic. Data was collected, processed, and systematized to serve in model formulation. As a brief conclusion, this study suggested protocol effectiveness at the local self-government level representing the idea that emergency and crisis management should be organized to preserve the health and livelihood of the population in the area affected by the pandemic of infectious diseases and thus enable the functioning of economic activities and society as a whole.

Abstract:: Mozambique is a country located in southern Africa, it borders to the north to Tanzania, to the northwest to Malawi, to the west to Zambia and Zimbabwe, to the southwest to South Africa and Swaziland, being bathed by the Indian Ocean to the east and south. It was colonized by Portugal, whose presence began in the 15th century. It was only at the end of the 19th century that the effective occupation of the territory occurred. The independence of Mozambique happened in 1975, under the leadership of FRELIMO (Lib-eration Front of Mozambique) and Samora Machel, independent Mozam-bique's first president. FRELIMO resulted from the union of three nationalist movements founded abroad: the National Democratic Union of Mozambique (UDENAMO) created in 1960 in Salisbury, Rhodesia; the Union of the Afri-can Nation of Mozambique (MANU) formed in 1961 by Mozambican workers in Tanzania and Kenya, the majority of the Maconde ethnicity; and the National African Union of Independent Mozambique (UNAMI), created in Malawi by Mozambicans exiled there from the province of Tete (Mondlane 1995).In order to comprehend the international performance of the first independent Mozambican Government (1976-1986), the following questions were established: (i) what were the guidelines for diplomacy and foreign pol-icy of Mozambique during the Samora Machel government? (ii) What was the performance of the Samora Machel Government in the face of national circumstance, dominated by the RENAMO2 destabilization war, and regional circumstance, characterized by aggressions from the Rhodesian regime and South Africa's apartheid?

Abstract:: One of the world’s youngest nations, South Sudan, broke out into civil war in December 2013. The civil war was marked by persistent disregard for the sanctity of civilians, especially women and children. At the time of the conflict, both the ruling Sudan People’s Liberation Movement-in Government (SPLM-iG) and the Sudan People’s Liberation Movement-in Opposition (SPLM-iO) carried out massacres, which spread like wildfire across the country. Troops from both sides raped and slaughtered civilians, while government troops in Juba went door-to-door, seeking out opposition ethnic groups. After several failed regional mediation attempts, neighbouring states and international partners pressured President Salva Kiir, SPLM-iO leader, Riek Machar, and former detainees to sign the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS)[1] in August 2015 in Addis Ababa. The Agreement aimed to end the violent civil war and support comprehensive political reform during a three-year inclusive Transitional Government of National Unity (TGoNU). Additionally, the ARCSS provided a pathway to demilitarise many well-equipped militias and mechanisms for transitional justice and reparation, immediate measures to facilitate humanitarian access, and a programme to redress the economy. Nevertheless, just after the ARCSS was signed, Kiir, by presidential decree, ordered an increase in the number of states from 10 to 28.[2]

Abstract:: The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. Abstract:: This study deals with Turkey’s Iraq War Decision that led up to the March 1 Parliamentary Motion Crisis in 2003 from the perspective of neoclassical realism, which analyzes the interaction between systemic and unit-level variables. The United States requested Turkey’s collaboration in the war against Iraq. The Justice and Development Party (AK Party) government initially sought a peaceful settlement but eventually decided to align with the United States. Systemic and structural factors made cooperation with the United States an imperative for Turkey, which may be classified as a secondary state in the regional context. While the domestic political environment was favorable for the Turkish government to reach such a decision, it was hindered by the Grand National Assembly of Turkey (GNAT). In this framework, the study has two primary purposes. The first is to prove that in restrictive international environments where opportunities and threats are clear and the decision-making process is constrained by time, domestic divisions may matter in foreign policy and prevail over the systemic imperative, contrary to conventional expectations. The second is to demonstrate that in a restrictive international milieu, strong leadership, a factor underappreciated by neoclassical realists, is essential even for single-party governments, which are normally expected to have greater autonomy in democratic parliamentary systems, to formulate foreign policy.

27. How Misaligned Incentives Hinder Foster Care Adoption

Abstract:: Adoption, particularly adoption out of foster care, has not been well studied within the field of economics. Researchers may avoid this topic because the adoption market greatly deviates from a typical market, and the system and data collection are highly fragmented, with relatively little federal coordination. Rubin et al. (2007) and Thornberry et al. (1999) show that instability in foster care placements produces negative welfare outcomes, and Hansen (2006), Barth et al. (2006), and Zill (2011) demonstrate that adoption out of foster care is socially and financially beneficial. Yet, children waiting to be adopted out of foster care are in excess supply, which has been exacerbated in recent years. I hypothesize that this is, in part, due to misaligned incentives of government officials and the contracted foster care agencies. I show that earnings are prioritized over ensuring permanent child placement, which hinders the potential for adoption, and government oversight fails to correct such iniquities because of career interests.

Abstract:: A state-led industrialisation drive inspired by the East Asian ‘developmental state’ ideology is at the core of Ethiopia’s industrial policymaking. Yet, scholarship on the implications of Ethiopia’s state-led industrialisation on the collective voices of local industrial workers is rare. Hence, this article argues that Ethiopia’s state-led industrialisation has firmly stood for strong business-state alliances, thereby curbing the collective voices of local industrial workers. Using qualitative empirical data, the article attempts to address the research gap and contribute to the existing debate by examining why and how the country’s state-led industrialisation has been operating in this context since 2005. Analysis of the findings indicates that facilitating industrial catch-up is at the centre of the country’s industrial development policymaking. Also that, the voice of the workers has been considered as a threat to foreign direct investment (FDI). As a result of the policy, the Ethiopian government employs diverse de facto or de jure labour control mechanisms, exceptionally against the associational rights of workers in the garment exporting industries across the country’s industrial parks (IPs). Moreover, employing industries have enforced various forms of administrative and punitive measures to subdue the collective voices of their workers. Hence, Ethiopia’s activist industrial policy must navigate a reasonable balance between facilitating industrial catch-up and ensuring labour standards for inclusive, peaceful, and sustainable industrial labour relations.

Abstract:: The Coronavirus Disease 2019 (COVID-19) pandemic has redefined almost all spheres of modern life. While states around the world are redeploying their financial resources, energies and military capabilities to cope with the challenge of the coronavirus, terrorist groups across the ideological spectrum have positioned themselves to exploit the gaps created by these policy re-adjustments. Terrorist groups are milking people’s fears amid confusion and uncertainty to promote their extremist propagandas. The rearrangement of global imperatives will push counter-terrorism and extremism down the priority list of the international community. Anticipating these policy changes, existing counter-terrorism frameworks and alliances should be revisited to devise cost-effective and innovative strategies to ensure continuity of the fight against terrorist groups. With these considerations in mind, this special issue of the Counter Terrorist Trends and Analyses (CTTA) features four articles that identify and assess important security risks around COVID-19, given its far-reaching social, economic and geopolitical impact. In the first article, Raffaello Pantucci reasons that COVID-19 will have a deep-seated and prolonged impact across government activity, both in terms of the categorisation of risks, as well as the resources available to tackle other issues. Perceptions of risk around terrorist threats may shift, with states grappling with stark economic, social and political challenges. At the same time, security threats continue to evolve, and may even worsen. According to the author, some of the tools developed to deal with the pandemic can potentially be useful in tracking terrorist threats. However, resource constraints will require states, on a global scale, to think far more dynamically about how to adequately buffer much-needed security blankets both within and beyond their borders. In the second article, Abdul Basit outlines the opportunities and potential implications that COVID-19 has created for terrorist groups across the ideological divide. According to the author, terrorist groups have exploited the virus outbreak to spread racial hatred, doomsday and end-of-times narratives. Among jihadist groups, IS has taken a more totalitarian view of the coronavirus pandemic, while Al-Qaeda (AQ) and the Taliban have used it as a PR exercise to gain political legitimacy. Far-right groups in the West have spun it to promote native nationalism, border restoration and anti-immigration policies. Terrorist groups have increased their social media propaganda to radicalise and recruit vulnerable individuals. At the same time, these groups have urged their supporters to carry out lone-wolf attacks and use the coronavirus as a bioweapon. In the post-COVID-19 world, revisiting existing counter-terrorism frameworks to devise more adaptable and cost-effective strategies would be needed to continue the fight against terrorism. In the next article, V. Arianti and Muh Taufiqurrohman observe that the COVID-19 outbreak has had a varied impact on Indonesia’s security landscape. On the one hand, it has emboldened IS-affiliated Indonesian militant groups to step up calls for attacks, with the government seen as weakened amidst a worsening domestic health crisis. On the other, ongoing indoctrination and recruitment activities of militant groups have also faced disruptions. According to the authors, counter-terrorism strategies will need to be reoriented as circumstances evolve, particularly in dealing with the arrest of militants and the subsequent processes of their prosecution and incarceration. Finally, Kyler Ong and Nur Aziemah Azman examine the calls to action by far-right extremists and the Islamic State (IS), which reveals varying degrees of organisational coherence in the respective movements. According to the authors, such variations influence these two groups’ preferred techniques, tactics and procedures adopted in seeking to exploit the health crisis. For its part, IS has a more organised hierarchical structure, even if it has increasingly granted autonomy to its affiliates to plan and execute attacks. In comparison, the absence of a central authority, or command structure in the far-right, can lead to a fragmentation of interests. These factors invariably create uncertainties in how, when and where extremists of both ilk may seek to operationalise an attack.

And while the first few weeks have been particularly raging, a relative status quo between protesters and the government seems to have prevailed. Abstract:: The rapid-fire overthrow of the theocratic Taliban regime in Afghanistan (2001) and Saddam Hussein’s Baathist dictatorship in Iraq (2003) by the United States—and the disastrous aftermaths of those and other recent interventions (such as the ouster of Libya’s Muammar el-Qaddafi in 2011)— has sparked popular and scholarly interest in the causes and consequences of foreign-imposed regime change (FIRC). One of the enduring puzzles about FIRCs is that, as highlighted in Melissa Willard-Foster’s terrific book Toppling Foreign Governments, three-quarters of them are carried out by great powers against minor powers in situations of extreme power asymmetry. “Though this asymmetry of power makes an imposed change feasible,” writes Willard-Foster, a political scientist at the University of Vermont, “it should also make that change unnecessary” because “militarily weak leaders who are bereft of allies should back down when confronted by stronger states” (pp. 2–3). The 133 regime changes in Willard-Foster’s study, however, testify that the weak regularly defy the strong—and pay the price for it.

Abstract:: In 2017, then Speaker of the House Paul Ryan broke the record for most closed rules in a single session. Ironically, this feat came only two years after vowing to lead the House in a more open and inclusive manner than his recent predecessors had. This about-face was not new or unique to Ryan, though. Indeed, he was simply the next in a string of Speakers over the previous few decades to promise greater debate, only to renege shortly thereafter. Chronicling this decline of deliberation in Congress is the focus of Donald R. Wolfensberger’s work. The former Republican staff director for the House Rules Committee offers a detailed yet accessible insight into how Congress has evolved in recent history. Beginning with a brief discussion of the history of majoritarian politics in Congress, Wolfensberger specifically looks at a litany of case studies from the last two decades. Topics cover a wide range, including health care reform, budgets and deficits, and the Iran nuclear deal, to name a few. Within each, a common theme pervades—the majority party must “rely on extraordinary consultation, pressures, and compromises within its own ranks, as well as on a creative use of the rules, to eke out a victory on contentious legislation” (p. 57).

These norms, based on Samuel Huntington's objective civilian control model, argue that the military should operate in a sphere separate from the civilian domain of policymaking and decisions about the use of force. Abstract:: One of the bequests of the current democratic dispensation in South Africa is the choice by the citizenry to express their feelings without let or hindrance. Since 1994, the people of South Africa have recouped much power as to expressing their grievances towards their government in some of the worst viciously known manners ever recorded among black Africans within the continent-. Since recent times, South Africans have aggravated their protest revolts over what they perceive as government’s failure in the delivery of vital (basic) services, such as electricity, water and sanitation, with some other protests flanking on the provision of quality higher education at affordable cost or possibly no cost at all. With incidents of violent protests almost becoming frequent occurrences, the main aim of this article is to explore the main question that is still remaining “Do South African mega cities really stand to lose much more for not doing enough for their constituencies”? Attempts at providing answers to this question have resulted in an in-depth reviewing of literature into the antecedents of service delivery protests in South Africa. The article reveals that the cost of unaccountability by the failure of megalopolises’ authorities to render adequate municipal services to their people, outweighs by far the very cost of remedying the situational consequences accruing therefrom. Therefore, South African cosmopolitan authorities must be able to deliver based on the expectations of their masses who elect them into power; they also need to put adequate security measures in forceful place to clampdown on civilian protestors in their megalopolises.

Abstract:: The Visegrad region experienced the aging and the decline of its population in the past 30 years, as happened in other Eastern European countries. That development was aggravated by net emigration, the scale of which was overestimated at the time of the political regime changes and underestimated after the EU Eastern expansion. This article presents and analyses the main trends in migration to and from the Visegrad countries, and tries to prove that political considerations and public attitudes often prevented the formulation of appropriate government responses. Research on the motivations for emigration found that economic opportunities prevail as the most decisive factor in individual decisions on migration. Therefore, at the governmental level, the prospect of success to slow down or reverse the flow of net emigration depends on economic convergence between the Visegrad countries and the West.

Abstract:: Contemporary development discourse confers a protuberant role to decentralization and local governance. Abstract:: This article analyzes the interplay of incumbent, political dynasty and corruption in Indonesia from the perspective of good governance. In the last local elections held in Indonesia, three interesting issues came into the limelight: the increasing incumbent power, political dynasty phenomena, and corruption at the local level. Based on the qualitative data analysis, this research shows that the direct local head election provided greater opportunities for incumbents to build their political dynasties to perpetuate their power. Some analysis considered that political dynasties are the cause of corruption. Nevertheless, corruption at the local level is performed by both dynastic and non-dynastic local head. Thus, minimizing corruption is not achieved by the restriction of political dynasties but by strengthening the control of the government. There are five key points in the supervision process to strengthen the control on the government, namely supervision in the political recruitment in the election process, bureaucratic neutrality, transparency and accountability in budgeting, and supervision of local policies to avoid pork barrel policy.

Abstract:: State’s choice for human beings emerged when they realized that wild freedom in the “state of nature” where power is right, failed to achieve life and property independence and protection. Human beings were forced to capitulate for the common good to the abstract government. In what Hobbes (1588-1678) called the “social contract”, the state acknowledged this obligation to be governed by a leader of an all-powerful society. In his Second Treatise of Government (1689), John Locke (1632-1704) also agreed with Hobbes’ notion of a social contract, based on the premise that human beings are born free. Individuals enjoy a natural right to life, freedom and the freedom to own or possess estates.

Abstract:: The recent global initiative towards federalized spending has been gradually justified on the basis that decentralization of resources to sub-national governments level are likely to deliver greater efficiency in the delivery of public goods and services and consequently stimulate economic activities at devolved units (Martinez-Vasquez and McNab 2006). The devolution trend in unindustrialized nations is reinforced by the International Monetary Fund (IMF) and World Bank (WB), which considers expenditure decentralization as a key pillar of its economic growth and poverty eradication strategy (World Bank 2016). But, attention to expenditure transfer has been mainly inspired by local political reasons (Mwiathi 2017). Like the case of Kenya in 2007/2008. The 2007/2008 post-election violence saw the introduction of the new governance system, which entrenched devolved systems (GoK 2010). In a number of nations including Kenya, a devolved system of governance refers to devolution. Essentially devolution is one form of fiscal decentralization. However, devolution is more extensive and includes transfer of both economic and political powers from central government to devolved units (Ezcurra and Rodríguez-Pose 2010).

Abstract:: his paper reveals the structure and trends within Belarus government elites in the period between 1994 and 2017. Belarus remains one of the least free and under-reformed post-Soviet countries yet it seems to have a strong functional bureaucracy. Seventy-еight per- cent of ministers and state committee chairs are employed according to their professional ca- reer background. The share of appointees with specialized education rose from 71.9% to 86% during Lukashenka’s presidency. So the author assumes that in the case of unrest or political transition, a bureaucratic apparatus composed of specialized professionals could play a stabi- lizing role. This research also shows slight indigenization1 and westernization of Nomenklatura2. The number of officials born in Belarus increased from 71.9% to 81.4%, and those from the west- ern Horadnia region increased from 4% to 20%. At the same time, the research revealed, that the Government continues to have an inadequate representation of women (<5%), and other parties (<11%); meanwhile, it has an increasing presence of professional military (from 15% to 20%).

Abstract:: In early July, 1991, the first National conference of the ANC2 after its political admission took place in Durban. There, the party’s new leadership was formed, Nelson Mandela was elected ANC President and Walter Sisulu its Deputy President, both unopposed. However, the race for the next top position, that of Secretary-General, did take place and Cyril Ramaphosa, a long-standing leader of the National Union of Miners (NUM), won by good majority over Alfred Nzo who had occupied this post for 22 years. I had the honor of addressing the conference and, on the way back home, a very fruitful discussion in the ANC Headquarters in Johannesburg with Joe Slovo, then Secretary-General of the South African Communist Party and member of the ANC National Executive Committee. Slovo was quite happy with the results of the conference and in particular with the composition of the NEC3 : “We haven’t made any canvassing, but it’s the best Executive we could have”. Comrade Joe, as we usually called him, was of high opinion of the ANC’s new Secretary-General: “He is not a member of the SACP4 , but we always cooperated well with him”. Abstract:: Indonesia is a unitary state as asserted in Article 1 paragraph (1) of the Constitution of the Republic of Indonesia 1945. As a consequence of this, Indonesia dividing its territory into several regions. This study aims to analyze the form of regulation on financial relations among the central and regional governments, especially those that regulate balance funds to accelerate the equitable distribution of development. Types of normative research with legislative, conceptual, and philosophical approaches were used as the research method. In conclusion, the formulation of balancing funds between the central and regional governments prevailed so far has not yet reflected a sense of justice so that it can obstruct the occurrence of even distribution among regions.

Abstract:: The landmark United Nations Convention on the Rights of the Child (UNCRC) introduced „unique‟ provision of the right to child participation in its Article 12. This Convention, ratified by most states including Pakistan, gives right of participation to children in making decisions on matters related to them and makes it binding for the states to implement it in letter and spirit. The state is responsible for creating enabling environment which includes creation of necessary institutions, enacting or where necessary amending laws, formulating policies and strategies, allocating sufficient budgets, making congenial environment for NGOs and public consultations. This paper argues that state in Pakistan has not been able to sufficiently develop the enabling environment to fulfill the obligations that resulted in the aftermath of ratification UNCRC.

Abstract:: The growing importance of information and communication technologies (ICTs) and egovernment has attracted the attention of policy makers who are committed to increase the GDP per capita of a country. Therefore, this study investigates the growth effects of ICT and egovernment for a sample of eight South Asian economies over the period 1980-2016. To the best of our knowledge, this is the first empirical study, which examines the relationship between economic growth and ICT with a special emphasis on the role of ICT implementation in public sector. In particular, we use diverse indicators of ICT to assess the robustness of empirical findings. Moreover, the study employs instrumental estimation techniques 2SLS and GMM to deal with the possible problem of endogeneity. The empirical findings of our study indicate that growth effects of ICT as well as e-government are positive and significant in all models. Finally, our study concludes that the South Asia region can greatly benefit from the implementation of ICT infrastructure in general and in public sector in particular.

Abstract:: Winter 2019 marked the 40th anniversary of the 1979 Islamic Revolution in Iran. The anniversary celebrations occurred in the midst of a difficult era of socio-economic turmoil, the return ofَ U.S. sanctions, and deepening political infighting in the Islamic Republic. Tensions between the government and the people are especially high. The tectonic plates of social change have been shifting below the surface in Iran over the past two decades, with major discontent erupting in the past year. While the country’s political facade appears largely unchanged, tensions and fragmentations among the ruling elite have deepened. Economic conditions are fast deteriorating for the average citizen, while political repression remains a harsh reality. Iran’s citizens, who have clung to hope and the possibility for change through decades of domestic repression and isolation from the global economy, struggle to remain hopeful. Collective fatigue stemming from years of isolation from the global economy, as well as domestic economic hardship, compounds the disappointment Iranians feel from unfulfilled political promises. The Iranian government has repeatedly failed to carry out promised reforms; in recent years alone, President Hassan Rouhani has proven unable to carry out his promises to “open up Iran politically, ease rigid social restrictions and address human rights abuses.” As this situation continues, Iran risks despair and chaos.

Abstract:: This is the second of a three-part essay series on the different paths the U.S. Congress might take to limit Washington’s support for the Saudi-led coalition in Yemen. As explained in Part 1 of this series, the Trump administration’s continued support for the Saudi coalition’s war in Yemen has triggered a range of Congressional responses. Although Congress faces challenges in passing new legislation to denounce Saudi Arabia’s actions in Yemen and its killing of Jamal Khashoggi, the White House’s Saudi policy implicates at least four pieces of existing legislation: the Arms Export Control Act (AECA), the War Powers Resolution, the Foreign Assistance Control Act (FAA), and the Leahy Laws. These laws were all passed during the Cold War to curtail the executive’s increasing ability to unilaterally sell arms, supply military aid, and order U.S. troops to assist allies in a theater of war. The executive must abide by these laws. If the President refuses or cuts corners, Congress can bring him to heel directly via impeachment, or indirectly through court orders that force executive branch agencies to halt the restricted activity.

Abstract:: This is the third of a three-part essay series on the different paths the U.S. Congress might take to limit Washington’s support for the Saudi-led coalition in Yemen. Credible allegations of Saudi war crimes and human rights abuses in Yemen should trigger the FAA and Leahy Laws to prevent U.S. aid from reaching the Saudi-led coalition, as discussed in part 2 of this series. However, the U.S. Constitution forbids Congress from unilaterally issuing orders to any executive agency, including the Defense and State Departments. Accordingly, both the Foreign Assistance Control Act (FAA) and the Leahy laws place the onus on the executive to identify and respond to gross violations of human rights. Thus far, the executive has turned a blind eye to the Saudi coalition’s actions. Congress could independently find that Saudi Arabia has engaged in a “consistent pattern of gross violations of internationally recognized human rights” by commissioning its own investigations. But if the executive remains unconvinced, Congress only has two options to enforce the FAA and the Leahy laws: impeach the President, or obtain a court order requiring the executive withhold aid and arms pursuant to these laws. The first action is unlikely to occur here, but the second is a viable option. To secure a court order, Congress must show that the executive’s refusal to follow the FAA and the Leahy laws uniquely injures the legislative branch in a way that only the courts can remedy.

Abstract:: This is the first of a three-part essay series on the different paths the U.S. Congress might take to limit Washington’s support for the Saudi-led coalition in Yemen. Congress is considering a range of options to express its displeasure with Riyadh after Saudi agents murdered prominent Saudi journalist and critic Jamal Khashoggi at the Saudi consulate in Istanbul in September 2018, and journalists and NGOs around the world continue to highlight human rights abuses perpetrated by Saudi-led coalition forces in Yemen. Of these options, the most notable is the Saudi Arabia Accountability and Yemen Act of 2019. Congress has already voted to condemn President Donald Trump’s unequivocal support for the Kingdom of Saudi Arabia: the Senate voted March 13th to end US support for the war in Yemen, echoing a measure that passed the House in mid-February. But, the Saudi Arabia Accountability and Yemen Act would go further still, sanctioning those in the Saudi government responsible for Khashoggi’s death and curtailing U.S. arms sales and military aid critical to the Saudi-led coalition’s war in Yemen. The White House vehemently opposes the bill. If it passes, President Trump is expected to veto it, just as he is expected to veto the Senate’s March and House’s February resolutions.

President Trump’s approach to world affairs is different. Although Obama, and to some extent Bush before the September 11, 2001 terror attacks, was starting to withdraw from the U.S. historical position of key global superpower, President Trump’s approach to world affairs is a much more drastic acceleration of this move. Continuing in this direction means we may soon face a collapse of America’s century-long preeminence, and the creation of a new world order in which the U.S. is no longer leading the global power, but only first among sovereigns, if at all.

Abstract:: In his treatise on southern politics, V.O. Key Jr. wrote that “in state politics the Democratic party is no party at all but a multiplicity of factions struggling for office. In national politics, on the contrary, the party is the Solid South; it is, or at least has been, the instrument for the conduct of the ‘foreign relations’ of the South with the rest of the nation” (Southern Politics in State and Nation [New York: Alfred A. Knopf, 1949], 315). In an early (and laudatory) review of that book, Richard Hofstadter suggested that Key missed an opportunity to fully consider whether the South had affected national politics in more ways than through the reliable delivery of Democrats to Washington, but he noted that this might require another book (p. 7). David Bateman, Ira Katznelson, and John S. Lapinski have written that book. Southern Nation examines how the South influenced public policy, Congress, and the development of the American state from the close of Reconstruction to the beginning of the New Deal. The authors focus on the region’s role in national politics at a critical juncture when industrialization and a rapidly changing economy required new policy solutions. They show that the white South used this opportunity to rebuild its place in the federal government, secure home rule, and shape the national agenda.

Abstract:: Emission control and reduction initiatives required to achieve low carbon society necessitate collaboration and capacity building vertically and horizontally between the public and non-public authorities at the international, national and local level. In particular, measures taken at local level are important on the issue of climate change. To this end, this paper examines local climate protection initiatives of the metropolitan municipalities in the framework of modes of governance including self-governance, provision, enabling and regulation in Turkey. In metropolitan cities, content analysis was conducted to the Municipalities' Annual Action Reports and Strategic Plans including different urban policy sectors in order to determine the achievement level of local climate protection actions. The study concludes that the local climate change mitigation activities are frequently implemented by provision modes in the sector of urban infrastructure and transportation in the Turkish metropolitan municipalities.

67. An Analysis of the PBOC’s New Mobile Payment Regulation

Abstract:: In 2016 alone, China saw $9 trillion in mobile payments—in contrast to a comparably small $112 billion of mobile payments in the United States (Abkowitz 2018). The use of mobile payment systems such as Alipay and WeChat Pay are widespread in China, with users ranging from beggars to lenders to criminals. Previously, the mobile payments landscape was largely untouched and unregulated by the Chinese government because of its relative insignificance in the Chinese economy. However, with the explosive growth in mobile payment transactions, the People’s Bank of China (PBOC) implemented a new mobile payment regulation on June 30, 2018. Most notably, the government will require all mobile payments to be cleared through the PBOC, and hence, all mobile payment transactions will begin to touch the hands of the Chinese Communist Party (CCP) (Hersey 2017). The PBOC’s stated reasoning for implementing this regulation is to curb money laundering and fraud. While those are valid concerns, it is unlikely that there are not additional motivations for the new regulation. In this article, I analyze the effects this new regulation has had and will likely have on the various mobile payment system stakeholders, competitors, and users, and also uncover what underlying motives the PBOC has in implementing the regulation.

Abstract:: This article analyzes the defense budgets of the Republic of Korea for 2018, 2019, and 2020 in order to determine if the requirements and objectives articulated in government policy rhetoric are receiving increased fiscal resources. Funding for programs associated with policy objectives indicates the political importance of those objectives. Determination of funding levels for budget programs is based on analysis of documents published by the ROK National Assembly, while identification of defense requirements and objectives is based on a review of statements made by the South Korean government. This research concludes that increases to the defense budget are not driven by changes in the security environment or security policy, but rather are a function of government expansionary fiscal policy. However, increased funding for aircraft programs in conjunction with decreased funding for maneuver and firepower programs does reflect the government’s objective to build a more balanced military force.

Abstract:: The analysis of the results of the elections to regional parliaments of 2018 allows to take a closer look at the current political preferences of the electorate one year before the parliamentary elections. The distribution of support for political parties in individual provinces shows that Law and Justice (PiS) enjoys constant, high and stable support, which will most likely allow this party to extend mandate to rule the country for the next 4 years. The largest opposition party, the Civic Platform (PO), sees the chances of victory in uniting further opposition groups around itself. The common start with Nowoczesna under the name of the Citizens’ Coalition (KO) did not meet the expectations. However, the distribution of support in the local government elections showed that the actions consolidating the opposition are currently the only chance to fight a leveled electoral fight with Law and Justice (PiS).

Abstract:: In this paper I wish to present the complexity of Jewish-Polish relations from the 19th century until the interwar period, with emphasis on sociolinguistic issues. I will illus- trate the circumstances of the contact between the Polish and Hebrew languages. Poles and Jews, who lived side by side, developed successful relationships, but mainly in the criminal underworld. That was reflected in a sociolect – a dialect of criminals that constituted a mix- ture of Polish, Yiddish, Russian, and several other languages, including quite a few Hebrew words, which with time adopted new meanings. Moreover, I will provide some examples of Hebrew words used in Polish criminal jargon, as well as those which have been coined in every-day Polish. Then I will refer to some Hebrew words that are not connected with a world of crime and are still in use in spoken Polish.

Abstract:: One of the essential postulates of political orientation and determination for the building of stable societies and a functioning political system in its content recognizes and imposes the need to examine the relation of relevant political actors to constitutionalism and human rights as concepts and preoccupations for any modern society. Also, constitutionalism and human rights and freedoms as its inseparable category manifest the political values and the corpus of essential and common political goals and commitments of a particular political community. Political Islam as an ideological political subject has its own sources and a valuable orientation framework through which prisms and perceptions can be interpreted or extracted by individual axiological determinants to certain issues. Abstract:: Celebrating the bicentennial birthday of our 16th president seemed like a fairly safe event for our Shanghai consulate to undertake, considering that Abraham Lincoln was popular in China and former President Jiang Zemin was well known for quoting from the Gettysburg Address. And, of course, Lincoln provided us an opening to talk about “government of the people, by the people, for the people”. Sometime after we decided on the program, the State Department announced that Hillary Clinton would travel to Beijing on her first trip as Secretary of State to highlight the importance of the U.S.-China relationship for the new administration. Shanghai wasn’t on her itinerary and yet, somehow, our consulate preparations to hold a 200th birthday party for Abraham Lincoln in February 2009 almost threw a wrench into this important SecState visit.

The intent of the CVRA was to build upon the voting rights protections embodied in the Federal Voting Rights Act (FVRA) by enhancing the influence of minority populations in local government elections. The CVRA has led to multiple legal challenges of at-large electoral systems in dozens of governments in California. Abstract:: This study investigates the South Korean government’s role in the success of the Hallyu [Korean Wave] and the growing global interest in Korean popular culture by examining official news releases on Hallyu issued by the Korean Ministry of Culture, Sports, and Tourism from 2007 to 2017. The author argues that the domestic news releases had a supporting role for artists and cultural products in South Korea; they didn’t directly contribute to Korean industrial economic growth. In contrast, the international news releases tended to play a leading role in promoting Korea’s positive image; they contributed to Korea’s industrial economic growth by means of cultural diplomacy and soft power. Statistical analyses were conducted to determine whether a significant relationship exists between domestic news releases and industrial economic growth. To provide evidence of the Korean Ministry of Culture, Sports, and Tourism’s leading role in promoting artists and cultural products abroad, the author examined and qualitatively analyzed English, Chinese, and Japanese language news releases. The findings revealed that the number of releases had no significant relationship with increased annual economic growth, which seems to come from the power of Hallyu itself, not the government’s support. The qualitative analysis shows that international releases were used as a tool to achieve foreign policy goals and advance a positive national image. This study contributes to the growing literature on Hallyu by discussing the dual role of official news releases.

Abstract:: In recent years, Japan's foreign policy elite has started to increasingly securitize China in their security discourse. The harsher tone from Tokyo is widely evaluated as a direct reaction to China’s own assertive behavior since 2009/2010. Yet, the change in the Japanese government’s rhetoric had started changing before 2010. In order to close this gap, the present article sheds light on an alternative causal variable that has been overlooked in the literature: a change in Japan’s security institutions, more specifically, the upgrade of the Defense Agency to the Ministry of Defense, in 2007. While utilizing discursive institutionalism and securitization-approaches, the present article demonstrates that a strong correlation indeed exists between the institutional shift and the change in Japan’s defense whitepapers in the 2007–10 period. It thus opens up a research avenue for the further scrutiny of the hitherto understudied but significant causal linkage in the study of contemporary Japanese security policy toward China

Abstract:: Maritime territorial disputes in Asia are increasingly contentious, with competing claims and confrontations among numerous states of the region carrying significant implications for the relations among the countries of the region, between the U.S. and the region, and for the broader US-China relationship. This analysis examines the politics of the U.S. approach to the challenge, focusing on the role of Congress as a factor shaping the U.S. response. After establishing an analytical framework that directs attention to legislative-executive interactions and the domestic political/institutional context, it assesses the consequences of this context for U.S. policies and approaches to the problem. The analysis reveals the sequence and dynamics of congressional engagement, by which members moved from indirect and non-legislative approaches to direct and legislative approaches to narrow the boundaries and the shape the direction of US foreign policy. Abstract:: Year 2019 is not going to be easy. Apart from challenges caused by Russian military aggression against Ukraine, the presidential and parliamentary elections scheduled for March and October will be the main internal political factors further aggravating the situation in the country. The 2019 elections will take place in a challenging environment. First of all, this concerns the ongoing war with Russia, which will try to influence the elections results in efforts to bring loyal political leaders and parties to power in Ukraine. Other negative aspects include the society’s disappointment with current government, coupled with low public support of its institutions, individual political leaders and pro-government political forces. The nature and results of the upcoming election will be further affected by the division of supporters of Ukraine’s European path and the political forces declaring the same course into two camps, depending on their attitudes towards the current government. The rise of radicalism in the activities of some opposition parties, as well as significant growth of populism are quite alarming trends in the Ukrainian politics. Holding both elections in one year with brief interval between them is likely to escalate political struggle, which may result in reduced efficiency of the government with further suspension of the reform processes in anticipation of successive change of the President, the Parliament and the Cabinet of Ministers. The results of 2019 elections should give answers to the following key questions: will Ukraine continue its European integration course approved by the people of Ukraine during the Revolution of Dignity? Will newly elected institutions continue reforms? Which political leaders and forces will assume responsibility for the reforms and their results? Answers to these questions primarily depend on the Ukrainian voters, as well as on candidates and political forces competing for public confidence. The Razumkov Centre’s project “Ukraine on the Eve of Election Year: Public Demand, Outline of the New Government, and the Future of Reforms” aims at exploring current sentiments of citizens who will cast ballots on the one hand, and analysing readiness of political actors and suitability of their political “supply” for society’s “demand” on the other. By doing so, the project is set to outline the new Ukrainian government and its potential policies.

Yemen continues to suffer in silence as the world turns away from its ongoing misery. Despite over two and a half years of war, the average American seems oblivious to the United States’ role in fueling the conflict in Yemen. While wealthy Arab states like Saudi Arabia and the United Arab Emirates bombard the Middle East’s poorest country, pushing the country toward famine and an unprecedented cholera outbreak, the US government (beginning with the Obama administration and continuing with Trump) has continued to fully support the Saudi-led coalition through the sale of weapons, mid-air refueling, targeting intelligence, and other logistical support.

Abstract:: In a fairly humid, subtropical section of the United States, there is a site where sporadic gunfire sometimes rattles the windows of buildings nearby. At times, plaintive howls can be heard through those windows: the wails of wounded officers lying on neatly trimmed fields under the bright sun, waving their arms desperately to attract the attention of medics converging on a nearby field ambulance. Meanwhile, scores of military officers, civilian officials and law enforcement personnel inside the buildings barely notice, and all resist the presumably well-ingrained temptation to spring into action. Ignoring the noise outside is certainly understandable, for the sounds are from just some of many training exercises on the Army’s sprawling military base at Fort Benning, Georgia. The military officers, civilian officials and law enforcement personnel are students at one of the base’s facilities, the Western Hemisphere Institute for Security Cooperation (WHINSEC), and are deadly serious about their studies – on countering transnational threats, UN peacekeeping operations, and intelligence analysis of transnational operations, among other courses offered. But, there is one notable feature that distinguishes the educational exercises at this building from any other, and which unites the students in this particular facility: every student in every course begins studies with classes on human rights and democracy, as delineated by the U.S. experience.

89. Re-embracing the Wartime Detention Mission

Abstract:: President Donald Trump has made clear his intent to utilize wartime detention in the fight against al-Qaeda and ISIS. As former Deputy Assistant Secretary of Defense for Rule of Law and Detainee Policy, William Lietzau, and I have argued elsewhere, this could be a positive development in the United States’ evolving approach to the war against al-Qaeda, ISIS, and their associates, so long as it is coupled with a commitment to continuing key detention policies and humane treatment standards developed over the past fifteen years. In recent years, the United States has largely avoided adding to the detainee population at Guantanamo (GTMO) – mainly in reaction to some of the more infamous excesses from the first couple of years after the attacks on September 11, 2001. But failing to capture new enemy fighters has come with an operational and humanitarian cost. The United States should take the opportunity that comes with political transition to re-embrace the wartime detention mission.

90. The United Nations Development Programme and the Two Koreas

Abstract:: This paper examines the United Nations Development Programme’s role in South and North Korea’s economic development. The UNDP is not only the UN’s lead agency for economic and social development, it is one of the few UN organizations to have worked with both countries in traditional bilateral arrangements, as well as a in multilateral initiative. Operating in South Korea from 1963 to 2009, the UNDP contributed to the nation’s economic development by complimenting the government’s policies. However, its role was minor compared to the government’s own actions. Nonetheless, South Korea has served on the UNDP board four times since its UN admission in 1991, raising the country’s diplomatic standing. After North Korea joined the UNDP in 1979, the organization’s work in the country focused on improving food production and supporting industrial development. These activities helped improve the economic crisis since the 1990s. In the 1990s, the UNDP provided humanitarian assistance and scholarships to develop human resources. Pyongyang officials restricted the UNDP’s work throughout the time it was active in North Korea. These violations led the UNDP to suspend operations in 2007. Since the early 1990s, the UNDP has supported the Tumen River Area Development Program, the only initiative that involved the two Koreas, as well as China, Russia and Mongolia. Although the UNDP facilitated initial contacts, it was unable to overcome longstanding animosities and disagreements. The successor Greater Tumen Initiative continues to languish.

Abstract:: U.S. government agencies and military Service branches produce numerous reports and briefs each year that fall in the category of lessons learned. These institutional reports, and the effort that goes into them, play an important role for groups who are responsible for many lives and the nation’s resources. Some of these documents come after extensive investigations related to accidents, such as the loss of the space shuttle Columbia in 2003, or as a part of regular operations, such as after action reports. Moreover, all of the Services set up divisions dedicated to collecting lessons learned reports for internal and external inquiries, including the Army with its Center for Army Lessons Learned, the Navy’s Lessons Learned Information System, whose title mirrors the Joint Lessons Learned Information System, and the Air Force Lessons Learned Program. The United States Marine Corps is, as always, aligned with its sister Services in its efforts to write, publish, and disseminate doctrinal publications. At Marine Corps Base Quantico, Virginia, home of Marine Corps University (MCU), the Corps supports several divisions that house lessons learned. The Marine Corps Center for Lessons Learned (MCCLL) produces a variety of documents to support training and planning for Marine Corps exercises and operations, but also for the warfighting capability development process. Their Marine Corps Campaign of Learning Information System keeps these documents secured and available for those with suitable credentials. The History Division’s Archives Branch, located in the Brigadier General Edwin H. Simmons Marine Corps History Center, is designated by Records, Reports, Directives, and Forms Management (ARDB) to collect, hold, and transfer command chronologies filed by units semiannually (monthly when deployed), which in turn are reported to the Commandant of the Marine Corps and become permanent records of the United States. Command chronologies stand as the official record of a unit and its activities for the reporting period and are used by Headquarters Marine Corps, the Department of Defense, the Department of Veterans Affairs, Congress, and other governmental and nongovernmental entities to understand the activities, procedures, processes, and lessons learned by units. The Archives Branch holds all submitted unit command chronologies from 1976 to the present. In addition, it maintains after action reports, special action reports, and reports on lessons learned for units deployed during World War I, World War II, and the wars in Korea and Vietnam. Archives also maintains reports on major Marine Corps amphibious exercises from 1921 to 1980, major developments in amphibious doctrine between 1935 and 1990, and the development of amphibious technology from 1930 to 2000, many of which contain insight into lessons learned from those activities. These resources, once deposited with the Archives Branch, are useful to commanders and historians, and despite difficulties obtaining high-quality documents, History Division staff encourage Marines to write and deposit command chronologies regularly. Mention the term lessons learned to any Marine, soldier, sailor, or airman, and they will joke about lessons captured, observed, unlearned, or the so-called black box where these reports disappear. There may be some validity to their criticism, yet all of the Services continue to record lessons learned with good reason. Without a record of facts, it is impossible to reflect on how to improve operations from the tactical to the logistical. For this issue of the MCU Journal, the editors—with the guidance of the editorial board and numerous peer reviewers—have assembled different interpretations of lessons learned. Indeed, the authors of these four articles address diverse topics in the pursuit of increasing military readiness and effectiveness. Dr. Nathan Packard looks to the Corps’ relations with Congress, identifying how the Marine Corps, more so than other Services, has gained a reputation with and sometimes the criticism of members of Congress. Colonel Joseph A. Lore, however, sees room for improvement in supporting military efforts by revising a staple in any Marine officer’s library—the Small Wars Manual. Dr. Jonathan Wong extends Packard’s civilian-military relations theme, recommending that the Department of Defense learn from its experiences in Afghanistan and Iraq by adopting some of the rapid acquisition techniques used during Operation Enduring Freedom and Operation Iraqi Freedom to guarantee the future warfighter’s ability to engage in the next generation of war, which will undoubtedly strain the nation’s resources as the fight against terrorism and insurgencies continues.

Abstract:: Tarihsel analizler, Türkiye Ekonomisinin en temel sorununun dış açık olduğunu ortaya koymaktadır. Kalkınma girişimlerini kesintiye uğratan bu sorunu aşmak için 1980’li yılların başında ithal ikameci büyüme modeli terk edilerek ihracata dönük büyüme modeli benimsenmiştir. 1980’li yılların sonuna doğru bu modelin sürdürülebilir olmadığının görülmesi üzerine, 1990’lı yılların başından itibaren yüksek faiz ve düşük kur beklentisine odaklı kısa vadeli sermaye girişlerinin [portföy yatırımları] uyaracağı tüketim talebine dayandırılmış yeni bir büyüme modeli hayata geçirilmiştir. Ne var ki bu model, iktisadi yapının kırılganlığını artırarak 1994, 2000 ve 2001 yıllarında ağır finansal krizler yaşanmasına sebep olmuştur. 2001 Krizi’nin ardından mali disiplin, sıkı para politikası ve bankacılık reformu temelinde kurgulanmış bir program izlenerek yeni bir büyüme dalgası yakalanmıştır. Bu dönemde enflasyonun denetim altına alındığı, bütçeden yapılan faiz ödemelerin azaldığı, devletin borçlanma gereğinin ve toplam borç yükünün hafiflediği görülmektedir. Diğer taraftan 2005’den itibaren doğrudan yatırım girişlerinin keskin bir biçimde artmaya başlaması ile birlikte dış açık’ın finansmanında kısa vadeli sermaye girişlerine duyulan ihtiyaç azalmıştır. Bütün bu gelişmeler sayesinde Türkiye Ekonomisi, 2008’de vuku bulan Küresel Finans Krizi’ni minimum hasar ile atlatmayı başarmıştır. Bu krizin bir sonucu olarak 2008 ve 2009 yıllarında hafif bir sarsıntı geçiren Türkiye Ekonomisi [işsizlik ve dış açık sorunlarını henüz çözememiş olmakla birlikte] 2010’dan itibaren hızlı bir biçimde toparlanmıştır.

93. Russian direction in the paradiplomacy of Polish local governments

Abstract:: Foreign activity (paradiplomacy) of local governments is one of the elements of Polish foreign policy and plays a special, positive role in the process of Polish integration with the European Union. This paper presents the results of the investigations concerning foreign activity of Polish local and regional governments with Russia. In particular, there is intensive cooperation with the Kaliningrad region, the only region bordering Poland and refers to the neighboring provinces of Warmia and Mazury and Pomorskie. Studies have shown, however, that 11 out of the 16 Polish provinces signed agreements with other regions of Russia and only 2 have no cooperation.

Abstract:: This contribution sets out a research agenda that explores the promises of combining theories of hegemony and governmentality in the study of world politics. It is argued that certain forms of governmentality are ‘strategically selected’ and form part of hegemonic strategies while hegemonic strategies are enhanced by techniques of governmentality. It is also important to look at the underlying context that allows for micro practices to be ‘colonised’ by macro actors and which drives such actors to use such techniques. The theory of hegemony is seen as better at highlighting the context in which strategic action takes place, while governmentality is better at showing the workings of the technologies and techniques that are deployed by strategies of governing. Hegemony and governmentality therefore form part of the back and forth between macro and micro, structure and agency, institution and practice, highlighting different aspects of this constant interaction.

Abstract:: It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.

Abstract:: Nothing but a bunch of “cookie pushers” is an ancient slur against diplomats who are thus seen as simply sitting at fine tables sipping tea and offering cookies to equally insipid, wealthy and powerful guests abroad. In fact, diplomatic receptions, lunches, dinners, or simple wine and cheese works are intricate payoffs or seductions and very hard work. The pit face of cookie pushing is when the President visits. Everyone at the Embassy turns out to make sure he and his retinue meet or greet in the right order, time and place everyone of use to American interests. The Ambassador works hardest as any slipups are his responsibility. Even the wealthy, politically appointed Ambassador needs to make the President and his visiting staff happy. The career Ambassador’s next post may be in a steaming jungle if mistakes are made or in an important country if all goes well during the “king’s progress”.

Abstract:: Just a few years ago Brazil was a feel good story. Its economy was soaring at a rate to rival China’s. Its charismatic president, Luiz Inacio “Lula” da Silva, was among the most popular leaders anywhere, a rags-to-riches phenomenon. In 2014, when the Council on Foreign Relations chose its “Great Decisions” topics for the next year, one was “Brazil in Metamorphosis.” Unfortunately, the country has slipped back into its cocoon. The Samba music has stopped. Instead of being on a roll, Brazil is mired in an awful slump. Or as Frank Sinatra put it, riding high in April, shot down in May. What sort of country is this anyway?

98. In Defense of The “Obama Doctrine”

Abstract:: In a series of interviews with Jefferey Goldberg in the April 2016 Atlantic, President Barack Obama provided a much-needed and sober reappraisal of the limits of American power and a realistic view of U.S. foreign policy based on a careful assessment of priorities, or what Goldberg calls the “Obama Doctrine.” The heart of the president’s approach is the rejection of the “Washington Playbook.” Obama told Goldberg, “there’s a playbook in Washington that presidents are supposed to follow. It’s a playbook that comes out of the foreign-policy establishment. And the playbook prescribes responses to different events, and these responses tend to be militarized responses.”1 According to the Playbook, military power and the “creditability” it provides is the principle instrument of American foreign policy; it has been accepted wisdom at think tanks and among foreign policy experts since the end of World War II; Obama has challenged this dictum.

Abstract:: MCU Press (MCUP) proudly offers readers this special issue of MCU Journal (MCUJ) that focuses on the past, present, and future impact of climate change and policy. While it is not our intent to take a political or philosophical stance on the issue, we do intend to use this medium to inspire discussion on how U.S. agencies and Service branches address the subject based on operational demands, political pressure, and public opinion. Readers might wonder how this global topic impacts the U.S. Marine Corps; however, the two are not such disparate concepts, particularly when we consider the connection between climate change impacts and humanitarian aid and disaster relief operations the Corps has supported as early as 1895. This special issue of the journal also represents the strategic direction of the new editorial board and MCUP staff who intend to address topics of value to the Marine Corps, Marine Corps University, and the larger Department of Defense community. Our priority, in addition to timely and relevant content, is to engage civilian scholars and analysts, such as J. Brooks Flippen at Southeastern Oklahoma State University; Michael Reis at History Associates Inc.; our partners at CNA, Ralph Espach, David Zvijac, Ronaldo Filadelfo, Catherine Schkoda, Shawna Cuan, and E. D. McGrady; and professional military education instructors, such as Edward Erickson at MCU and Rebecca Pincus at the U.S. Coast Guard Academy. Future issues of MCUJ also will include articles written by military personnel who understand the value of their perspectives and the importance of that knowledge not being lost once a deployment or active duty ends. 100. Subnational Economic Freedom and Performance in the United States and Canada

Abstract:: During his illustrious career spanning more than half a century, Richard Vedder has tirelessly advocated for limited government and free enterprise. Much of his scholarship has focused on examining how fiscal and labor market policies consistent with the principles of economic freedom are associated with economic and social benefits such as stronger economic performance (Vedder 1981, 1990), lower unemployment (Vedder and Gallaway 1996, 1997), and poverty alleviation (Vedder and Gallaway 2002). Vedder has also examined the impact of government policy on income inequality (Vedder 2006; Vedder and Gallaway 1986, 1999; Vedder, Gallaway, and Sollars 1988), an area that he and I have collaborated to study (Bennett and Vedder 2013, 2015). Thus, Vedder’s scholarship has contributed to our understanding of the impact that economic freedom exerts on economic outcomes.
