Abstract:: “Understanding EU-NATO Cooperation: How Member States Matter” by Nele Marianne Ewers-Peters conducts a distinctly member-state based theoretical examination of interorganizational cooperation between the EU and NATO. Ewers-Peters mainly intends to demonstrate member states’ foreign/security policy orientations, roles and positions affecting the functionality and dys-functionality of Euro-Atlantic security, between the period of the end of the Cold War and 2021. The book is composed of seven chapters including conclusion and implications. By providing 28 face-to-face semi-structured interviews carried out in Berlin and Brussels between February 2017 and February 2018, with different member states’ representatives (see Appendix A.), as well as document analysis of primary and secondary sources, the book relies on well-designed qualitative research.

Abstract:: After a geopolitical phase of peace and international cooperation, the Arctic is witnessing renewed military tensions, particularly between Russia, NATO, and European Union (EU) member countries. The multilateral governance that has so far governed the fate of the Arctic is being challenged by the confrontation between Russia and the West. In addition, climate warming opens up new trade routes. It provides access to immense deposits of raw materials, accelerating competition among actors partly by including external players such as China. To assess the future trajectory of European defense governance on the northern flank, it is necessary to view the Arctic and Baltic as a single region in light of common critical factors.

3. A "Civil Association" Between the European Union and Russia

Abstract:: Contradicting political worldviews of the EU and Russia contribute to their conflictual relations much more than the attention currently given to this facet of the relations. Each of their solidarist worldviews creates an ideological wall severing their communication that is essential for possible peaceful solutions. However, shifting toward a pluralist worldview inspired by conceptual tools of the English School and Michael Oakeshott’s theory of civil association could be an alternative to the current situation of conflict. Building on this theoretical framework, we also attempt to explain the significance of Türkiye’s mediation efforts along the way and present a constructive criticism of today’s norms-based international law.

A partir de su comprensión, se describe la estrategia del océano rojo frente a la estrategia del océano azul, contraponiendo unaEuropa en el seno de la OTAN y con dependencia de EEUU ante una Europa como A²E (actor estratégico y autonomía estratégica).Posteriormente, se elabora el esquema de cuatro accionesen la construcción de una política común de defensa en Europa. Se estructura la matriz del océano azul, donde se analiza la construcción de una política común de defensa en Europa, presentando aquello que debería eliminarse de la política de defensa, lo que debería reducirse, lo que se debería incrementar y, finalmente, lo que se crearía para alcanzar una política común de seguridad y defensa de la Unión Europea (UE). Luego, se plantean las cuatro barreras organizacionales para alcanzar unas Fuerzas Armadas Europeasy los tres componentes clave del cambio a las Fuerzas Armadas Europeas.

6. Incivility in Diplomacy as a Reflection of the Crisis in Foreign Policy Culture

Abstract:: The 2020s have been characterized by a profound crisis of confidence in international relations and world politics manifested in the use of political, psychological, and rhetorical methods and techniques that are atypical of traditional diplomatic practices and do not correspond to generally recognized norms of diplomatic protocol. Such manifestations include, for example, the use of unverified information and disinformation, the dissemination of deliberately false information (“fake news”), the unilateral disclosure of confidential face-to-face or telephone conversations to the media, and the publication of diplomatic correspondence not only as an unofficial translation but also as direct copies of informational documents (notes, letters, telegrams, and attachments to them). We also see the use of undiplomatic expressions (accusations, insults, namecalling, threats, blackmail, jokes) against counterpart or senior foreign or international officials, albeit primarily behind their backs, as well personal correspondence between such individuals on publicly available electronic mail services, instant messengers, and social networks.

Abstract:: The digital transformation of the global economy and society has accelerated after the Covid-19 pandemic. The European Union (EU), compared to China and the United States, is losing its capacity for innovation and control over data and fundamental raw materials and could even lose ground in the regulatory power it has in the digital realm. This paper pays special attention to the situation and progress toward a new European policy to achieve digital strategic autonomy. It also briefly outlines the Recovery Plan for Europe as a possible incentive for its promotion. Both descriptive and analytical methods were employed to gather the data from secondary sources and provide reliable research results. The major findings of this article are that strategic autonomy is an imperative requirement for sustaining and encouraging European integration, forcing the EU to advance faster toward developing critical digital technologies. There is also an urgent need to secure critical parts of supply chains and data protection, intellectual property, and defense against disinformation. Finally, the European Union must improve its resilience to face new crises and lead the digitalization of its economy.

Abstract:: Companies must continually adapt to technological advancements to gain a competitive edge and enhance performance. Active employee engagement plays a crucial role in achieving and improving performance, necessitating promoting motivation and job satisfaction. This study explores the relationship between motivation, job satisfaction, and employee performance, with employee engagement as a mediator. Specifically, the research focuses on Information Technology (IT) companies in Kosovo and various locations across the European Union involved in different projects. The sample for this study comprises 112 respondents selected through convenient sampling. The research model is analyzed using Partial Least Square (PLS) analysis with SmartPLS 3.0 software. The empirical findings indicate that motivation positively influences employees’ engagement and performance in various IT positions. However, job satisfaction has no direct impact or exerts a relatively low influence. Nonetheless, employee engagement significantly enhances employee performance by mediating the effects of motivation and job satisfaction. The research findings have significant managerial implications, emphasizing the importance of actively promoting motivation, innovation, and job satisfaction to increase employee involvement and achieve desired outcomes.

9. Russian influence on the European Integration process of the Western Balkan countries: A comparative analysis

Abstract:: This article explores the correlation between Russian influence and the European Union (EU) integration process in the Western Balkans. The focus is on analyzing the impact of Russian influence expressed through political, economic and cultural means on the region’s integration into the EU. The article argues that the Russian foreign policy toolkit inhibits the EU accession process for the six countries of the Western Balkans, as it interferes with the internal functioning of these countries, which, in turn, affects their ability to fulfill EU requirements. Using a comparative case approach this study has found evidence that Russian cultural, political and financial support negatively affects the Western Balkans’ European integration process, hindering progress towards accession. Additionally, the findings support the argument that Western Balkans countries with Slavic populations are more susceptible to Russian influence. The article highlights the significant impact of Russia on the EU integration process in the Western Balkans and underscores the need for EU policymakers to address this issue to ensure a smooth and successful accession process for the region.

Abstract:: Tucked between Russia, Iran, and China, Central Asia is now desperately looking for solutions to cushion the impacts of global tension on its fragile economies, which are deeply tied to sanctions against Russia and a local production slowdown as China recovers from its zero COVID policy. While European diplomacy has come at a crucial time, its Central Asian policy is ambiguous, and commitments misplaced. Central Asia is continuously perceived by the EU as a region in need of developmental assistance, which leads to European regional policies that focus on digitalization and climate issues. What Central Asia needs is the establishment of concrete logistical connectivity that will enable efficient flow of products across Eurasia.

Yöntem/Metodoloji/Dizayn- Çalışmada, nitel analiz yöntemi kullanılmıştır. 2023 yılında yayınlanan en güncel Küresel İnovasyon Endeksi raporundaki göstergeler incelenmiştir. 2023 yılı raporuna göre genel endeks puanı en yüksek ve en düşük olan AB ülkeleri ile Türki-ye arasında karşılaştırma yapılmıştır. En yüksek puan İsveç’e, en düşük puan ise Romanya’ya aittir. Sonuçlar- Türkiye’nin dijital ekonomiye adaptasyon sürecinde özel-likle kurumsal kaliteyi artırması gerektiği ifade edilebilir Politik ve operasyonel istikrar, işten çıkarma maliyeti, iş yapma politikaları Türkiye’nin kurumlar boyutundaki zayıf yönlerini oluşturmaktadır. Ayrıca Türkiye’nin ekolojik sürdürülebilirlik konusunda AB ülkelerinin geri-sinde kaldığı, çevreye duyarlı bir ekonomik yapı oluşturma konusunda daha somut adımlar atması gerektiği görülmektedir. Katkı/Farklılıklar- Küresel İnovasyon Endeksi, ele alınan göstergelerin çeşitliliği ve inceleme yapılan ülke sayısı ile dijital ekonomiyi bütünsel olarak yansıtan ölçüm yöntemlerinden biridir. Abstract:: The European Union (EU) and its predecessor, the European Community (EC), is not only well known as the most important regional organization; it is a model for regional integration, which promotes regionalism (Börzel and Risse, 2013) as a distinct European idea (Bicchi 2006). Moreover, the literature has stressed European support for regional integration, which became an objective of its external policy, as shown in the publications of the Directorate Generals (Farrell 2009). Furthermore, some authors underline that Europe has had an influence on regionalism in other parts of the world. For example, Lenz argues that Europe has an ideational influence on regionalism, which consists of an indirect process through socialization and emulation (Lenz 2013). With that in mind, the EU has facilitated regional efforts by supplying aid and by acknowledging other regional groups. Nevertheless, it is essential to ask: Does the EU always act accordingly? As noted above, most of the literature about European influence focuses on how the EU supports regional integration, understanding it in a broader manner “as a multidimensional process which may take the form of coordination, cooperation, convergence and deep integration initiatives and whose scope extends not only to economic and trade issues but to political, social, cultural and environmental ones as well.” (Rosales, Herreros, and Durán 2014, 9) and especially regionalism, defined by Hurrell as constituted by societal integration, regional awareness interstate cooperation, regional integration, and cohesion (Hurrell 1995, 41-44). Nevertheless, it is necessary to consider that external actors, like the EU/EC, can also undermine regional integration, specifically interstate cooperation, a fundamental element of regionalism. For example, by offering extra-regional options which offer benefits for bilateral cooperation, like in Southern Africa (Muntschick 2013, 4). Other examples can be found in EU bilateral agreements signed because of failed interregional negotiations (Dongo 2011). Although there is some literature about the European influence on regional integration, whether positive or negative, there is still a knowledge void about the European influence on this matter. Is it possible that the EU/EC can support and, at the same time, undermine integration efforts?

Abstract:: Implausible might be the hyperbole of “once in a generation.” Occasionally, overstatement is legitimate and necessary. Just as the Baku‑Tbilisi‑Ceyhan (BTC) pipeline revolutionized development and income in the South Caucasus a generation ago, so too (and more) are the prospects of reconstruction in the region due to Azerbaijan’s victory in the Second Karabakh War. The possibilities for win‑win progress and growth are truly unprecedented. Hyperbolic hope faces challenges, and they need reconciliation with the unprecedented opportunities now recasting the South Caucasus— with potential betterment of the peoples and countries of the region, and even for the wider world. This essay first considers the momentous changes already underway as well as the significances they portend. It then assesses obstacles, and thereafter suggests ‘Strasbourg’ as a multi‑faceted label for contributions both to overcome them and help to realize fully the ambitions for this region. To be precise: ‘Strasbourg’ here means the physical, technological, and financial involvement of the EU in regional infrastructural development, including linkages of the South Caucasus more widely, and also as a metaphor for deep‑seated, historically truthful reconciliation. (In the Summer 2021 edition of Baku Dialogues, elements of both meanings were put forward by F. Murat Özkaleli in an article titled “Winning the Peace” and are built upon here.) This thinking takes even greater significance as Euro‑Atlantic planning will concentrate on redefining relations in this region due to conflict over Ukraine.

Abstract:: Russia’s war of aggression on Ukraine launched on 24 February 2022 upended Europe’s security order. The invasion was a wake-up call that peace in the continent should not be taken for granted and a catalyst for change at European and transatlantic level. The EU adopted a long-term Strategic Compass for security and defense. NATO, no longer “braindead,” issued a new Strategic Concept for the coming decade and is expanding. While there is convergence in strategic outlooks, questions remain on how both organizations will cooperate and coordinate their actions, implement the investment, troops and capabilities’ goals set in each document as well as deal with countries such as China.

Abstract:: At the time of the outbreak of the migration crisis in Europe, the Visegrad Group gained the status of the EU troublemaker due to its opposition to the solidarity and cohesion mechanisms adopted on the European level. The migration strategies (not only) of the individual states of the grouping proved insufficient and unfeasible in times of crisis. However, in the case of the Czech Republic, Hungary, Poland and the Slovak Republic, the absence of national mechanisms and solutions was partially replaced after 2015 by joint declarations and statements rejecting active cooperation in resolving migration and asylum pressures within the EU Single Market. Despite failing to manage migratory pressures since 2015, four Central European countries have not learned their lessons and will face unprecedented crises in 2022 again. This time, however, Visegrad countries became the first-line countries affected by the refugee crisis. The migration and asylum agenda is thus becoming an extremely complex problem within the Visegrad Group region due to the initially intense politicization of the topic by the government elites in individual states. The paper analyses the migration strategies of individual states and the migration and asylum management-related positions after the migration crisis in 2015 and the sequence of events associated with the outbreak of armed conflict in Ukraine in early 2022.

Abstract:: In this article, the author wants to test the impact of economic nationalism on the change in Russia’s foreign policy. The author will refer to neoclassical realism, which shows how to combine the issues of power distribution in international relations with the influence of the domestic level of the state on the process of creation of the foreign policy. In terms of neoclassical realism, economic nationalism is a variable that shapes the perception of the economic challenges facing Russia. The author also points out that economic nationalism is also related to the protectionist policy of the Russian Federation. Thus, it influences the shaping of processes within and outside the country. The author recognizes that in the process of creating the Russian foreign policy decisions, economic nationalism should be linked to other factors, especially security issues and Russia’s general strategic culture, in order to obtain the final set of premises that will determine Russia’s shifts in foreign policy. The tensions related to the role of the EU and NATO in the countries of Eastern Europe clearly influenced the level of cooperation between Russia and the West. Nevertheless, economic issues in this regard were also extremely important. Russia’s power position was based on the economic potential.

Abstract:: The Eastern Partnership is a part of the European Neighbourhood Policy focusing on the EU’s Eastern neighbours. Its main objective is to deepen the political and economic integration of the EU with six countries in Eastern Europe and the South Caucasus: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The aim of this paper is to assess the development of EU trade relations with Eastern Partnership Countries from 2002 to 2021 and to indicate its prospects. The results show that the EU is in a group of main trading partners of the Eastern Partnership countries. The EU noticed both: a trade surplus with Belarus, Georgia, Moldova, Ukraine and Armenia (except in 2005); and a trade deficit with Azerbaijan. The volumes of imports and exports had increased over the years which also led to better economic integration with the EU. However, the future EU-Eastern Partnership trade characteristics and dynamics remain unknown due to the Russian invasion on Ukraine that caused troubles in trade flows in Ukraine and economic sanctions on Russia and Belarus.

Abstract:: La región del Sahel se ha convertido en una prioridad estratégica para la Unión Europea (UE). Bruselas ha desplegado en la última década diversas misiones en el marco de su llamada Política Común de Seguridad y Defensa en países como Mali o Níger, a la vez que ha ofrecido un respaldo directo y masivo a nuevos actores regionales como el G5 Sahel, contribuyendo así a la proliferación de iniciativas militares impulsadas por diferentes actores globales que han convertido esta región en un espacio cada vez más militarizado y securitizado. El artículo analiza el contexto y las características de esta estrategia, considerando que escenifican un giro sustancial del papel tradicionalmente más normativo de la UE en el continente africano a una estrategia mucho más “pragmática”. Se argumenta que este cambio no responde a una única lógica sino a factores de diferente naturaleza y, a su vez, que presenta múltiples problemas, implicaciones y dilemas para la agenda europea en África en el corto, medio y largo plazo.

Abstract:: The common-market project, that after World War II aimed to prevent future wars among European Nations, evolved through crises into a complicated and unstable set of European Union policies and institutions. The COVID-19 pandemic and the war in Ukraine reinforced coordination and added common debt issuance to the supranational policy toolkit. But the NextGenEU program relies heavily on government subsidies rather than on market incentives, and Russia’s invasion of Ukraine shows that economic integration can at most move the boundaries of war to those of the integrated economic area, rather than of Nations. These developments weaken the crucial role of integrated markets as the principal instrument for growth, cohesion, stability, and peace in Europe.

Abstract:: The EU and Africa’s African Union held their sixth summit on 17-18 February 2022: a week later Russia invaded the Ukraine. In the short-term, European focus shifted from Africa but increasingly EU officials and member states are looking towards Africa. The EU seeks to step up cooperation with some African countries to help replace imports of Russian natural gas and reduce dependence on Moscow by almost two-thirds in 2022. The EU has also revised its list of critical minerals, which it is members seek to guarantee supply chains. This article assesses the evolution of EU-Africa relations, particularly since December 2007 with the launch of the Joint Africa-EU Strategy. The EU’s Africa focus is increasingly more strategic, and coherent, this is still not the case for Africa whose common interests towards Europe remain fragmented although the launch of the continental African Free Continental Trade Area (AfCTA) is a positive development. Looking forward it will be reinvigorated trade and investment that needs to become the heart of Africa-EU relations if this partnership is to prosper – not security, aid and countermigration that has framed past EU focus.

Abstract:: The article explores the conception of European integration and enlargement that was consistently proposed by leading British politicians in the post-War period prior to Brexit. Two basic themes are identified in that conception: first, a clear preference for a project of both integration and enlargement; and second, an equally clear resistance to the formation of a European superstate as the final goal of that project. Abstract:: Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. Abstract:: Europe was marginalized in the Libyan conflict, not the least because the conflict exposed foreign policy flaws concerning a lack of coherence and cohesion. Working at cross purposes, European states were more interested in fulfilling their parochial interests than making an effort to give a typical response to the Libyan conflict. At the same time, the shortcomings related to tools and strategies in the European Neighborhood Policy (ENP) helped prevent the EU from adopting an influential position. This lack of a joint European position enabling it to play a significant role in the Libyan civil strife facilitated the functions of rival countries, such as Russia in Libya, leaving the EU sidelined.

Abstract:: According to the master commemorative narrative of the EU, the European integration project represents a break with the violent European past characterised by fragmentation and nationalism, which culminated in World War Two and the crimes of Nazism and Stalinism. However, recent scholarship has criticised the omission of 19th and 20th-century European colonialism from the memory narratives advanced by the EU. In this article, I use the permanent exhibition in the House of European History (HEH) in Brussels to take this insight one step further and make two arguments. Firstly, I show that it is not only colonialism that is erased from official memory but, more broadly, empires and imperialism, although most European history over the past 2000 years was imperial. Secondly, I understand this “imperial amnesia” as an anxiety-controlling mechanism aimed at reducing the dissonance between the self-proclaimed image of a normative and civilian power on the one hand and imperial-like tendencies in its behaviour on the other.

Abstract:: The main aim of this paper is to contribute to the literature on ontological security by empirically investigating how the European Union (EU), which is perceived as one of the most important actors that provides means and/ or grounds for overcoming antagonisms through transformation of the ‘Self-Other’ dialectics, fails to become an agent of peace. Drawing on the case of Republika Srpska (RS), a political entity in Bosnia and Herzegovina (BiH), we aim to understand how the EU’s post-conflict stabilization efforts, which, among others, presuppose the de-intensification of the antagonistic identity narratives, become entrapped in ethnopolitical narratives, and even ‘ethnicized’ by the ethnopolitical elite in RS. To answer these questions, we analyzed news articles at two critical junctures, namely the negotiations on the Stabilisation and Association Agreement (2005–2007) and the Butmir Process (2009), two of the most important EU-driven initiatives in post-conflict BiH. We find that those initiatives, which promised to make BiH more functional and stable, challenged the existing ethnopolitical narratives in BiH, particularly on the side of the ethnopolitical elite in RS.

Abstract:: The political scene of the European Union (EU) presents a discursive field where identity construction becomes a vital tool for political parties to claim political credit and legitimize themselves. While pro-European parties utilize the narratives of an in-group of European identity, Eurosceptic parties problematize the gap between ‘us’ and ‘them’ by employing narratives of intergroup differentiation as an instrument to re/shape the political reality. The scholarly literature mostly focuses on Eurosceptic populist discourse and right-wing rhetoric relying on discursive socio-political exclusion to form in-group identification of national identities. By adopting a different stance, this article seeks to address the discursive strategies of the pro-European parties employed and mobilized during the 2019 European Parliament election campaigns through the discourse historical approach. It argues that it is of critical importance to reveal the pro-European discourse to reflect the pro-European stance over the debates on the existing identity cleavage within the turbulent European political scene.

Abstract:: The importance of legal regulation of extradition in the system of legal aid in criminal proceedings is determined both by the national interests of states and the interests of international cooperation in combating transnational and international crimes. The objective of this paper was to get the answer to the main question of this research - Did the provisions of the law on extradition in Ukraine meet international standards? A set of general and special scientific, and philosophical methods of scientific research were used while preparing this article, to clarify the approaches to the extradition procedure of different countries and in practice. The results of the research suggested that the current criminal procedure legislation of Ukraine in the sphere of extradition generally meets European standards. Although, there are some gaps in the national legal regulation of extradition that may adversely affect the observance of the rights and freedoms of persons to whom it is applied.

Abstract:: The power of individual EU Member States has been changing over the past decades as a result of revisions to the voting systems and the enlargements of the European Union. The present article analyses the development of the voting power of individual Member States in the Council of the European Union before and after the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union. We use the calculation of the standardized Banzhaf power index to calculate the legislative power of the Member States. The calculations recorded in the table point to changes in the weights of national votes caused by Brexit. The article pays special attention to the Visegrad Group, which we define within the European Union as an informal group consisting of four Central European states - the Czech Republic, Hungary, Poland, and the Slovak Republic. The results indicate a significant growth of the voting power in Poland and more moderate growth in the other three Visegrad Group countries which contributes to the shift in the voting equilibrium within the ordinary legislative procedure of the European Union.

Abstract:: The main objective of this study was to examine the situation of depopulation in Spain. Also, to highlight the importance of digital transformation and the funds provided through the Next Generation EU (NGEU) to fight against this phenomenon. Based on data from the National Institute of Statistics (INE), an empirical investigation about the current state of population abandonment in Spain has been carried out. Moreover, the Digitization Index (DiGiX) has been used to obtain a territorial vision about the digitization degree of the Autonomous Communities (CCAA). Finally, the estimates of the Spanish executive set out in the National Recovery, Transformation and Resilience Plan (RTRP) have been used to underline the importance of Next Generation EU resources to fight the problem of ‘empty Spain’. That was to see that mentioned country is currently at the head of the ‘demographic deserts’ of the EU. Likewise, the Recovery Plan for Europe, and its digital axe, constitute one of the key factors to combat the population abandonment of the Spanish rural areas. Abstract:: The phase of transition and the ambition for EU membership has caused the administration and the Government of Kosovo to act differently, allowing it to address a variety of issues that have brought Kosovo's state administration closer to the European family. Kosovo has not remained indifferent to its claim to join the EU, therefore it has undertaken the public administration reform. The results of the reform are being felt slowly. Problems in administration reform over the past few years have been; political influence on public administration recruitment and independent decision-making, size of administration, lack of professionalism, etc. The objectives of this paper consist of a) reflecting the real situation of the public administration reform process, b) analyzing the results of the administration reform over the years, c) analyzing the harmonization of legal acts and the transformation of the public administration of Kosovo with acts legal and EU policies. The research methods used in this study were normative, analytical, and statistical methods. Reforming and modernizing the public sector remains one of Kosovo's most pressing challenges on the road to EU membership.

Abstract:: This paper examined whether the revised enlargement methodology represented another step in the direction of gradual EU membership of the Western Balkans. The research problem was based on considerations that the EU enlargement domain has for years been characterized by political stagnation. The research aimed to show that a differentiated accession approach might have been beneficial for Serbia, as a front-runner membership candidate. In terms of methods, the author analyzes the concepts and the applicability of the ‘three-tiered accession’ and ‘staged accession’, having in mind the recently altered enlargement methodology. The author argues that the gradual integration would have been beneficial for two reasons: 1) validating the candidates’ already achieved progress, offering tangible incentives, and potentially preventing the democratic backsliding; 2) taking the pre-scheduled accession dates off the table. Considering that the EU is unlikely to expand further, the author concludes that the gradual membership concept might apply solely to the WB, while also reassuring the Member States regarding the primacy of individual merits and excluding the speedy accessions proposals.

41. A Comparative Analysis of Human Rights Protection in European Union and African Union Countries: An fsQCA Approach

Abstract:: This study contributes to the human rights protection literature by using Fuzzy-set Qualitative Comparative Analysis (fsQCA) in the analysis of 76 cases composed of European Union and African Union countries. Results indicate that the ratification of treaties, establishment of human rights institutions, and high GDP per capita in the absence of rule of law, play crucial roles in the high rate of protection of human rights in Europe. In Africa, however, the low GDP per capita and absence of rule of law significantly weaken human rights protection. The analysis reveals that the establishment of human rights institutions is essential to protect human rights in Europe, while high GDP per capita and rule of law are paramount to improving human rights protection in Africa in relation to any institutional configuration, approach, or policy.

Abstract:: The aim of the article is to present a conceptual approach to the use of the EU-SENSE system in exercises based on Kolb’s learning cycle. The methodology of the research conducted in 2018–2021 was based on an analysis of literature in the field of teaching adults and conducting training, chemical and ecological rescue, analysis of domestic and foreign materials and procedures in the field of chemical and ecological rescue, direct observation of the way of the State Guard Fire Service respond to CBRNe threats, taking place in the measurement test dams of the EU-SENSE system and for the analysis of the training module, which is an element of the EU-SENSE system. After completing the exercises, the participant should achieve learning outcomes in terms of knowledge, abilities and skills. The acquired knowledge and practical skills will allow firefighters and civilians to conduct effective and safe rescue operations in the field of chemical rescue during incidents involving hazardous chemicals in the future. Exercises in the field of chemical rescue with the use of the EU-SENSE system will lead to an improvement of skills within the State Fire Service and make it possible for it to cooperate and coordinate activities with entities cooperating in the field of crisis management activities.

43. Improved detection of chemical threats by sensor data fusion

Abstract:: This paper presents some aspects of sensor data fusion that were derived from the EU-SENSE project of the European Commission (Horizon 2020, Grant Agreement No 787031). The aim of EU-SENSE was to develop a novel network of sensors for CBRNe applications through the exploitation of chemical detector technologies, advanced machine-learning and modelling algorithms. The high-level objectives of the project include improving the detection capabilities of the novel network of chemical sensors through the use of machine learning algorithms and reducing the impact of environmental noise. The focus in this paper is on the detection and data fusion aspects as well as the machine learning approaches that were used as part of the project. Detection (in the sense of detectto-warn) is a classification task and improvement of detection requires enhancing the discriminatory power of the classifier, that is reducing false alarms, false positives, and false negatives. This was achieved by a two-step procedure, that is a sensitive distance-based anomaly/change detection followed by downstream classification, identification and concentration estimation. Bayesian networks proved to be useful when fusing information from multiple sensors. For validation purposes, experimental data was gathered during the project and the developed approaches were applied successfully. Despite the development of several new, helpful tools within the project, the domain of chemical detection remains challenging, particularly regarding provisioning of the necessary prior-knowledge. It might make sense from a coverage point of view to look into integration of stand-off detection techniques into a sensor network, including data fusion too.

44. Preparing youth for defence: Socialisation, education, and training of young people in Europe for national security

Abstract:: This article compares military and defence-oriented training, education, and socialisation in seven European countries—Sweden, Germany, France, Latvia, Lithuania, Estonia, and Poland. The comparative case study approach has been employed to identify the systemic solutions employed in the defence education of young people in those European Union countries. The criteria that have guided the analysis of defence education in each country include purpose, characteristics, duration and possible shortcomings. The results identify common content and alternative delivery patterns and establish a research agenda for further study based on gaps in policy knowledge and programme evaluation. The defence education solutions implemented in each of the countries under analysis lead to conclusions and recommendations regarding the need to create common solutions in the area of cooperation between the armed forces and the civilian population of EU countries. The experience of each country shed light not only on defence-oriented training of young people but also on the potential of various activities aimed at strengthening national security.

Abstract:: The relationship between academics and policymakers has a complex and multi-layered structure, and there are different views on how this relationship should be. While discussing the political processes in the context of Turkey’s membership, the interactions between academics and policymakers in the relations between Turkey and the EU have the potential to provide solutions in the steps that need to be taken. However, the academic tendency of EU studies in Turkey will be revealed by answering questions such as what subjects are preferred by academics working on the EU in Turkey to study in the knowledge-production process, which subjects they prioritize in EU studies, what the effects of the ups and downs in Turkey-EU relations are on the academy, and how the academy positions itself in the field of EU studies. It is considered that such a study will contribute to further studies on how the academy’s relations with policymakers are and how they should be in studying Turkey-EU relations

Abstract:: Immigration, foreign policy and international relations have become embedded fields of study over the last few decades. There is a growing stream of research stressing how foreign policy impacts international migration, and how past migration flows impact foreign policy. This article reveals how the Justice and Development Party government in Turkey has leveraged migration as a tool in international relations. Based on the application of the findings of three different Horizon 2020 research projects, this article will depict the ways in which various domestic and international political drivers have so far impacted Turkey’s migration policy and relationship with the EU.

Abstract:: This study offers critical analysis on the role of surveillance technologies in the securitization of migration policies and the impact of such practices on the EU’s international identity. The EU member states have adopted various technological instruments that have serious consequences both for the course of the EU’s migration policies and its normative international identity. The findings of this research suggest that by securitizing its migration policies through new surveillance technologies, the EU may risk violating its founding norms and principles. These violations are, in turn, likely to have serious political repercussions for the global image and credibility of the EU in the years to come.

Abstract:: Addressing a close relationship between the EU’s role as a global actor and migration management, this article covers the 2016 EU-Turkey migration deal and endeavors to go beyond simple criticism of its efficiency. Following a review of the relevant literature and critical analysis of recent migration management process, interviews with field experts and policymakers were utilized to assess the policy dilemmas of the EU’s approach to the pressure from migration. The pressure the EU has long been experiencing is not a challenge that can be solved by asymmetric cooperation with third countries, characterized by an ignorance of divergences in perceptions and expectations. This may have subsequent impact on the EU’s enlargement policy and thereby on the stability of the region.

Abstract:: This study problematizes the Sikh’s demand for Khalistan, a separate country of their own. To begin with, they demanded a greater degree of political autonomy within the domains of India. During the colonial period the Sikhs supported the Indian National Congress’s demand for the division of Punjab and inclusion of the East Punjab into Bharat. But soon after the creation of Bharat(India), `the Sikhs realized that they were betrayed and they started to vow for more autonomy. Initially, they felt that PEPSU was a step towards their aspirations but later they felt that they had missed the train and moved for Punjabi Province. After much deliberation and delaying tactics, finally the Punjab emerged on the Indian Territory in the form that always proved a nightmare for the Sikh community.

50. Assessments and foreign policy implications of the national security of the Republic of Serbia

Abstract:: National security determines the degree to which endangering national interests that sublimate national values is absent. With a review of the genesis and framework of the modern interpretation of national security, the paper discusses its approaches to endangerment. A retrospective of the ideas of endangerment in the paradigm of the changed physiognomy of contemporary conflicts and dynamic geopolitical movements creates the need for an innovative approach and prediction in national security strategic assessments. The paper provides an overview of the internal and external political aspects of national security and a framework for the actions of prominent entities according to the perceived foreign policy interests of importance for the Republic of Serbia’s security. By analysing common and conflicting interests of Serbia and forces that have geopolitical interests in the Western Balkans, it is possible to establish the most objective framework for predicting the trend of relationship development and the vector of influence. The paper analyses Serbia’s interactions with Russia, the United States, and the EU. The findings point to a complex situation regarding Serbia’s national security, where Russia seeks to maintain its strong soft power presence, the United States wants close cooperation and insistence on recognising Kosovo’s independence, and the EU does not vigorously stimulate or promote Serbia’s European integration. In that way, a concrete contribution is made to the developing of strategic assessments of possible trends of importance for the Republic of Serbia’s security, as well as to the achievement of declared national goals.

Abstract:: This study aims to explore the influence of the European Union (EU) and Common Security and Defence Policy (CSDP) on non-EU countries and the foreign and security policies of associated states. It argues that the scope of EU’s transformative impact is not limited to the EU members and their economy, rule of law and democracy. Although it is at a relatively few and new, the EU has an increasing impact on non-EU countries and the security, defence and foreign policies of EU members. The findings of study reveals that the influence of the EU on non-EU members and on the security, defence and foreign policies of EU members occurs in four ways: a) adaptation to the EU/CSDP norms and values through socialisation and experimental learning, b) adaptation to the EU/CSDP requirements, norms and values as an outcome of the EU calls and conditionality, c) adaptation to the EU/CSDP requirements, norms and values to achieve diplomatic and national goal at international level and d) adaptation to the EU/CSDP requirements, norms and values as an outcome of the effect of the EU on the domestic balance of power and the ‘domestic sources’ of external policy.

Abstract:: Solidarity is one of the oldest but still ambiguous principles of the European Union (EU). In the year 2020, COVID-19 took its place among many other previous litmus tests over solidarity. Initial reluctance of European instutions and lack of effective joint counter-disaster mechanisms, to cope with the unprecedented social and economic devastation caused by the pandemic, triggered once more a wave of harsh criticism of solidarity principle. Although the pandemic did not reach to its end, and it is still too early to measure its overall results in the EU, the article asserts that, a positive tendency for European members’ adherence to solidarity principle is on rise.

Abstract:: A significant foundation of European stability after World War II has been the balance of power between the United Kingdom (UK), France, and Germany. The UK’s accession to the European Communities (EC) in 1973 had carried that ‘balance’ into the EC’s institutional framework. In this regard, the UK’s withdrawal from EU structures may lead to an important political and financial vacuum at the center of the Union. In the wake of Brexit, indications of anxiety and concerns about power imbalances have emerged around the question of which country or counties will steer the Union. There exit fresh post-Brexit assessments that indicate that the UK’s departure from the EU may catalyze the differences between Germany and France. This paper will discuss three essential scenarios for the EU’s political and economic future direction, namely, French leadership, German leadership, and a Franco-German partnership, for the post-Brexit period.

Abstract:: In 2015, Europe noticed that the Common European Asylum System malfunctions in “crises”-like-situations. With the New Pact on Migration and Asylum, the European Union (EU) tries to ensure an efficient and humane migration management. Migration being a highly polarising issue, fuelled by populist rhetoric, migration policies must be founded on scientifically discovered implications of the policies. Here, we evaluate the Finnish asylum process through analysing the legislation, legal practice and 70 former asylum seekers’ experiences. We merge these viewpoints through the concept of epistemic violence understood as failures in linguistic exchanges harming the speaker. We examine whether the legal amendments in Finland, increased the possibilities for epistemic violence in the asylum process. At worst, epistemic violence results wrongly motivated decisions in asylum cases. Based on the case of Finland, this paper argues that more research is needed in times of efficiency pressure regarding asylum processes and overall contestation related to the legitimacy of the EU migration policies.

Con este fin, el trabajo describe, en primer lugar, la evolución a grandes rasgos del conflicto. En segundo lugar, el artículo analiza el papel de la Unión Europea en el conflicto y las medidas que propone para contribuir a su resolución en el marco de la relación que la Unión mantiene con los dos Estados implicados en el mismo, con los que colabora a través de la Política de Vecindad y la Asociación Oriental. Abstract:: In the troubled and insecure global and regional international systems, the European Union is committed to become an operational, autonomous and credible actor in the present international relations, despite a certain internal erosion of the pillars of integration, the lack of a common strategic culture that prevents a clear identification of political and security priorities, plus the new US approaches towards the European Union, no longer its strategic priority. The US would only provide assistance to the EU when its national interests are affected. Consequently, Europe must modify its approaches to face contemporary geopolitical and strategic changes and perhaps the change of paradigm in world governance. This study tries to explain the current policies and initiatives of the Union in the field of security and defense, questioning its consistency./En el convulso e inseguro contexto global y regional, la Unión Europea apuesta por reivindicarse como un actor operativo, autónomo y creíble en las actuales relaciones internacionales, pese al cierto desgaste interno que acusan los pilares que cimentan la integración, la falta de una cultura estratégica común que impide una clara identificación de prioridades políticas y de seguridad y la nueva actitud de EE.UU. hacia el concierto europeo, que deja de ser una prioridad para sólo aportar asistencia cuando sus intereses nacionales se vean afectados. Consecuentemente, Europa debe modificar sus planteamientos para enfrentarse a las coordenadas geopolíticas y estratégicas contemporáneas, y quizás al cambio de paradigma en la gobernanza mundial. 57. Integrated Space Situational Awareness Systems: SDA and SSA – Advantages and Limitations

Abstract:: SDA (Space Domain Awareness) and SSA (Space Situational Awareness – SSA) have been defined as comprehensive knowledge of space objects and the ability to track, understand, and predict their future location. The purpose of the article is to present SSA initiatives to protect space systems, which are now recognized as fundamental assets of the sustainable development of each country. The destruction of even a part of the space infrastructure can have severe consequences for the security of citizens and economic activity. These systems assume the combination of all data obtained by various entities operating in space and Earth to create a common database. The SSA system was created based on the US military programme SDA (Space Domain Awareness); SSA and SDA are almost similar, but SDA is a new term replacing SSA, which existed previously. SDA is a better and improved SSA. Increasingly, the SSA programme is part of national and EU space strategies, but it is not yet possible to include it in international space law.

Abstract:: National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

Abstract:: In this paper, the authors attempt to prove that the Polish position on developing the EU’s Common Security and Defense Policy (CSDP) was skeptical, despite entries in political and strategic documents which emphasized its great significance for Polish security policy. It is evidenced by Poland’s low level of involvement in EU missions and operations and other undertakings in the CSDP area. The central hypothesis adopted at the beginning of the research is that Poland has always treated security and defense within the European Union as a kind of complement to the potential and capabilities developed within the framework of the North Atlantic Alliance, and the Polish involvement in CSDP has never been adequate to the provisions contained in political and strategic documents. Poland’s stance resulted, on the one hand, from the weakness of the CSDP’s political framework, which was shaped by numerous compromises among its member states, and on the other hand, from the political elite’s conviction that only NATO’s, and de facto the United States’, security guarantees are credible. In this paper, the authors analyze Poland’s previous experience resulting from polish participation in the policy in question and the evolution of Poland’s position toward its development in the context of the Republic of Poland’s security interests formulated in political and strategic documents.

Abstract:: Although the rule of law is a normative notion, it requires a multidimensional approach. It speaks to important issues of law and politics, and its respect is essential for both legal and social security. It can be observed within the European Union (EU) where the issue of respect for the rule of law by its Member States has gained particular importance. The main goal of our study is to contribute to the academic discourse concerning the EU rule of law. The analysis particularly considers the approaches adopted by the EU institutions to the definition of this concept. Consequently, the first part of the article concentrates on difficulties in defining the rule of law. The second part presents the evolution of the Court of Justice approach toward this concept. The next part contains the analysis of the attitudes presented by other EU institutions in their documents. Abstract:: In June, European leaders rolled out a plush (some have said “gush”) welcome mat for President Biden when he arrived for G7, NATO, and U.S.-EU meetings with his message that America was back to strengthen alliances. Broad smiles among participating leaders trumpeted similar world views and were in sharp contrast with the sour notes of unpredictable meetings with President Trump. European Commission President Ursula von der Leyen conveyed the general warm embrace for the U.S. prodigal son: “Well, Mr. President, dear Joe, we are so pleased to welcome you in Brussels,” von der Leyen said. “You are back in Brussels and America is back on the global scene. It’s great news. It’s great news for our alliance. It’s also great news for the world. And we are really delighted to work with you to tackle together some global challenges.” Upbeat communiqués following the meetings with NATO and the EU outlined a staggering number of areas of transatlantic cooperation, from geopolitical engagement to trade, climate, and cybersecurity. Even the European Parliament expressed optimism in an opinion indicating great expectations for U.S.-EU cooperation with a detailed list of tasks, not least deliverables for the upcoming WTO ministerial meeting at the end of the year, such as “the green and digital transition; a fisheries agreement; a declaration on trade and health; work programmes for the reform of the Dispute Settlement Body for industrial subsidies and state-owned enterprises; and negotiations on electronic commerce.”

Abstract:: Editor’s Note: American Diplomacy Journal asked several foreign policy commentators to address the significance of growing chaos in many parts of the world, as failed and failing states are increasingly unable to perform the fundamental functions of the sovereign nation-state. This is one of five articles looking at those concerns. “The current coronavirus crisis emphasizes the need for the European Union to devote more effort to anticipatory governance, notably through analysis of medium- and long-term global trends, as well as structured contingency planning and the stress-testing of existing and future policies.” – European Parliament study, April 2021 Europe is the spiritual home of anarchism. But it will argue that failed states are a third world phenomenon, while conveniently forgetting that such failure is often, or at least partly, a consequence of its colonial rule. Today’s European Union (EU) is not plagued by anarchy nor by outright failure. But its growth pains, and now the Covid pandemic, have sharpened its strains of governance. There are areas of Europe where anarchy and failure are real and the EU is either unwilling or unable to act in mitigation. A new US administration, seeking fresh partnership with Europe, has a vested interest in looking at what anarchy and failure might do to its European partners. This essay looks too at Europe’s immediate neighbourhood where state failure – and failed European response – are rife. Politics starts at home. So let’s first look at that. President Biden during his June tour of Europe will certainly have done so and wondered how politically solid, predictable and reliable the re-discovered European partners are.

Abstract:: The article aims to analyze Brexit from the perspective of the Visegrad Group countries in the context of the future of the European Union. Addressing this issue is important from the point of view of assessing the role of the EU for the Visegrad countries. The main thesis of the research is that Brexit will not lead to a reform of the EU in the coming years, which is what some of the Visegrad Group countries are trying to do. The article is provocative, because, during the migration crisis, the Visegrad Group was shown as a brake on the European integration process. After Brexit, it was considered that some of EU Member States could follow Great Britain and leave the EU. The article complements the scientific achievements in this field, as it presents the view from the country of Central and Eastern Europe.

Financial services and banking products are also ‘complicated’ for professionals, not to mention the ordinary client. As a result of the features of financial products and services, especially banking, information is required as an initial form of knowledge of these services and products, and this information is intensified through a constant process such as education. Hence, this article argues how financial education is performed in Southeast Europe and even in the EU. Abstract:: With the entry into force of the Interim Agreement in 2005 between the EU and Albania, Albanian judges had the obligation to partly apply several provisions of the agreement (the EU law) even in the pre-accession stage. This position was reinforced in 2009, with the ratification of the Stabilisation and Association Agreement, which laid down the obligation of the Albanian government to approximate its existing and future legislation in line with EU acquis and ensure proper implementation. Consequently, as of 2009, Albanian courts had to apply the EU law. The application of the EU law by Albanian courts entails the duty of judges with a twofold task: firstly, to construe their arguments in line with EU law or as close as possible, and secondly, to set aside the domestic law which is found to be incompatible with the EU law. This paper outlines some Albanian courts' decisions concerning applying the EU Law before accession to the European Union. The paper argues that Albanian judges have adopted a ‘Euro-friendly’ approach by referring to the EU Law and SAA agreement even in the pre-accession period. Nevertheless, looking closely at court decisions, the EU law is applied as a persuasive source of law to support the court’s decision and not to explain the importance of relying on EU law or CJEU case law.

Abstract:: The Eurozone sovereign debt crisis represented an occasion to assess whether the international, European Union, and national systems provide adequate remedies for violation of socio-economic rights caused by austerity measures. Victims of these violations tried to obtain a remedy by lodging complaints before national judicial organs, the Court of Justice of the European Union, international human rights bodies (such the UN Committee on Economic, Social and Cultural Rights, the ILO Committee on Freedom of Association and the European Committee on Social Rights), and the European Court of Human Rights. This article addresses whether one (or more) of these venues indicted adequate remedies of violations of socio-economic rights and whether these mechanisms could have adopted a different (and more human rights- oriented) adjudicative approach with the view of enhancing the effectiveness of socio-economic rights enshrined in international treaties. The paper assumes that the adequacy of the relief depends on two elements. The first is the collective nature of socio-economic rights, which requires structural or systemic remedies rather than individual ones. The second is the need to preserve States’ economic soundness in order to allow Countries to satisfy their international obligations, namely securing a minimum essential level of socio- economic rights and their progressive realization. Against these assumptions, remedies should benefit the victimized class as a whole, alongside avoiding major distributional or unintended consequences to the detriment of public finances. The investigation focuses on the case law and pronouncements concerning Greece, Portugal, and Spain. The paper reaches the conclusion that constitutional review of austerity measures is the most adequate and effective venue to address such sensitive matters. This is especially true where constitutional courts rely on international conventions protecting socio-economic rights as per se parameters of constitutionality or through consistent interpretation – viz. by construing the national bill of rights in line with treaty-based socio-economic rights.

Abstract:: In the context of hybrid warfare, an urgent question arises as to the adequacy of responding to its challenges. Ukraine, the EU countries and NATO are facing new threats, which require democracies to make changes in military and political activities, to find new forms and methods of ensuring national security. Hybrid warfare as a form of undeclared war is conducted with the integrated use of military and non-military instruments (economic, political, informational and psychological, etc.), which fundamentally changes the nature of military struggle. Thus, the change in the nature of the current armed conflict and the hybrid aggression of the Russian Federation against Ukraine have created an impetus to accelerate transformations and structural changes in the security and defence sector of Ukraine. One of the priority areas of defence reform is the modernization of the management system of the security and defence sector in order to bring it in line with modern military conflicts, achieve interoperability of Ukraine’s defence forces, systematic transition to NATO standards (STANAG) in the organization, armament and training of troops (forces), as well as in the system of operational decision-making.Russia’s aggression against Ukraine has launched a process of destroying the system of European and transatlantic security. The Kremlin’s hybrid actions against Ukraine and other regional states are undermining stability in the area from the Baltic to the Black Sea, creating a serious challenge to peace and security in the region. Ukraine can become a powerful ally with significant military capabilities and invaluable practical experience, including in the field of combating hybrid threats, with successful reforms for NATO membership and a relevant consensus in NATO.

Abstract:: Latin America is the most violent region in the world. Yet, decades of political and financial investment by the international community have not had the desired results. Using the work of the European Union in the Northern Triangle of Central America as a case study, this article asks what explains this failure. Utilizing the conceptual framework of Complexity and Human System Dynamics, it argues that current policies actually entrench the pattern of conditions which lead to, and sustain, violence. It shows how, by reconceptualizing this problem using the concepts of Complexity, policies could be made more effective and sustainable.

La crisis se produce en un momento de caída generalizada de los presupuestos de defensa que dificultabaabordar grandes programas de forma individual por las naciones. Cobra valor la necesidad de disponer de una base industrial competitiva que respalde las operaciones autónomassin dependencias externas.Eneste marco se promulga la Estrategia Global de2016,de la que derivan la aplicación a defensa de la iniciativa PESCOy el Plan Europeo de Defensa, en el que se incluye un fondo dirigidoa incentivar la cooperación industrial.La dotación del fondo entre2021 –2026 se ha rebajado, pero se ha mantenido a pesar de las presiones por reducirlo a niveles mínimos o incluso suprimirlo.Las iniciativas de los últimos años para propiciar la cooperación en defensa, con especial atención al componente industrial, están en marcha y será difícil volver atrás,aunque los europeos estén inmersos en el dilema entre proteccionismo y cooperación, y en el debate sobre el papel de la Unión en el escenario global.La crisis COVID 19 ha desviado la atenciónhacia otras políticas, pero no ha relegado la actuación en defensa. El futuro presenta un escenario de mayor inestabilidad, y mayor competencia entre grandes potencias en el que Europa no presenta una voz única. En esas condiciones se enfrenta a la necesidad de decidir entre disponer de capacidades adecuadas a sus objetivos políticos o mantener los modelos actuales.Si el objetivo es contar con autonomía suficiente para abordar acciones independientes, el desarrollo de una política industrial de defensa resultará un elementobásico y estará condicionado por las visiones de los estados, el esfuerzo presupuestario, y lacoordinación entre oferta ydemanda.

Abstract:: Globalization and trade liberalization have wide-ranging effects on employment, labor security, the environment, leading to processes with uneven gender consequences. Departing from a feminist approach, this study analyzes the potential impact of the latest EU-Mercosur Agreement on gender inequality. This research conducts a qualitative case-study focusing on the Mercosur, where women face already strong structural economic inequality . It argues that the adoption of a gender mainstreaming approach is essential for promotion of an interregional trade instrument that contributes to women’s economic empowerment. The main findings reveal that the sectors affected by trade liberalization are sensitive to female participation. Yet, the analysis has shown that the draft text negotiated is blind the unequal opportunities that interregional trade liberalization poses to men and women, at least in the case of the Mercosur. As the document is pending ratification, it can be modified. Therefore, the EU and Mercosur still could adopt provisions that account for the uneven gender impact of the agreement, fostering gender equality in the global South.Keywords: Trade liberalization;Gender inequality;EU-Mercosur agreement;ResumoGlobalização e liberalização comercial têm consequências abrangentes para o emprego, segurança do trabalho, meio ambiente, levando a processos com impactos de gênero desiguais. Esta pesquisa realiza um estudo de caso qualitativo com foco no Mercosul, onde as mulheres enfrentam já fortes desigualdade s econômicas estruturais. Este artigo argumenta que a adoção de uma abordagem de integração de gênero é essencial para a promoção de um instrumen to comercial inter-regional que contribua com o empoderamento econômico das mulheres. As principais conclusões revelam que os setores afetados pela liberalização do comércio são sensíveis à participação feminina. Ainda assim, a análise mostrou que o texto negociado é cego no que tange às oportunidades e desafiosque a liberalização do comércio inter-regional representa para homens e mulheres, pelo menos no caso do Mercosul. Como o documento está pendente de ratificação, ele pode ser modificado. Abstract:: The COVID-19 pandemic has renewed concerns over bioterror threats, with Microsoft founder Bill Gates recently warning that a bioterror attack involving a pathogen with a high death rate “is kind of the nightmare scenario” facing the planet. In this month’s feature article, J. Kenneth Wickiser, Kevin J. O’Donovan, Lieutenant Colonel Michael Washington, Major Stephen Hummel, and Colonel F. John Burpo assess the potential future threat posed by the malevolent use of synthetic biology. They write that synthetic biology “is a rapidly developing and diffusing technology. The wide availability of the protocols, procedures, and techniques necessary to produce and modify living organisms combined with an exponential increase in the availability of genetic data is leading to a revolution in science affecting the threat landscape that can be rivaled only by the development of the atomic bomb.” The authors, who all serve at, or are affiliated with, the Department of Chemistry and Life Science at the United States Military Academy, note that synthetic biology has “placed the ability to recreate some of the deadliest infectious diseases known well within the grasp of the state-sponsored terrorist and the talented non-state actor” and that “the techniques used to propagate bacteria and viruses and to cut and paste genetic sequences from one organism to another are approaching the level of skill required to use a cookbook or a home computer.” They argue that “an effective response to the threats posed by those using synthetic biology for nefarious purpose will require vigilance on the part of military planners, the development of effective medical countermeasures by the research community, and the development of diagnostic and characterization technologies capable of discriminating between natural and engineered pathogens.” In our interview, Gilles de Kerchove, the European Union’s longtime Counter-Terrorism Coordinator, speaks to Raffaello Pantucci. Nuno Pinto presents a detailed case study of an alleged Portuguese Islamic State network with strong connections to the United Kingdom that sheds significant light on the foreign fighter recruitment pipeline between Europe and Syria in the last decade. Tomasz Rolbiecki, Pieter Van Ostaeyen, and Charlie Winter examine the threat posed by the Islamic State across Africa based on a study of its attack claims. They write: “As the second half of 2020 unfolds, it is critical that military and counterterrorism policymakers recognize what is at stake in Africa. The Islamic State is not just fighting a low-grade insurgency on the continent; in at least two countries, it has been able to seize and hold territory and subsequently engage in pseudo-state activities.”

Abstract:: The European Union was established after the Second World War by countries that wanted to maintain their presence in the global arena as a whole and reorganise economic structures. The rising powers challenged the European Union with the start of the millennium. In order to counter challenges, the European Union has developed a number of mechanisms for its institutional structure and its relations with other actors. These mechanisms included the concept of strategic partnership and summit diplomacy. The mechanisms started with cooperation frameworks such as trade. The mechanisms were thought to reduce the intensity of the challenges and further the relations between the states. Abstract:: In 2015, millions of refugees, mostly Syrians, knocked the door of Europe for protection against war and violence in their home countries. The number of refugees that entered Europe in 2015 made only 0.2 percent of total Europe’s population, considerably low number than other refugee hosting countries. In fact, for a continent as wealthy as Europe, the influx of refugees could be easily managed but European Union was unable to bring a common policy to cope with it. European Union already divided by the Eurozone crisis experienced further divisions due to refugee influx. The polarization in European politics and society reached the highest point since the Second World War. The failure of Social Democracy and center politics in solving the crisis created space for either right-wing or left-wing populist parties that won many seats in both European and national parliaments, while in some countries even managed to make governments.

79. COVID-19 as a prestige-promoting mechanism: PESCO framework as an opportunity for EU member states

Abstract:: The goal of this study is to identify whether PESCO can be one of the tools for future projects in medicine and whether it can be used to strengthen the military medicine of the EU and, simultaneously, be in synergy with the civilian sector by providing support to the civilian field, and, finally, can EU member states increase their prestige through PESCO. The study, which is based on qualitative research methods, shows that based on Latvia’s case, strengthening the medical field by participating in PESCO can lead to countries promoting their prestige on the international stage, as well as strengthening civil-military cooperation to build much stronger policies within the EU member states. Firstly, the findings showed that from all 47 PESCO projects, only two are related to the field of medicine. Secondly, with the whole world being affected by COVID-19, PESCO can be used for new projects related to the field of medicine. Thirdly, different types of projects can be initiated under PESCO, for example, a new kind of transport for evacuation, new types of medical devices, the creation of new regional laboratories and research centres, development of new analytical and biotechnological equipment, improvement of logistic chains, the establishment of unique and specific training institutions for civilian and military medics, and the development and use of robotic technologies or drones. Finally, countries that engage in epidemiological security measures during COVID 19 are clearly enhancing their prestige by not only demonstrating their readiness to react to the current situation, but also by taking practical action.

80. Participation of V4 countries in African peacekeeping missions

Abstract:: The article explores the peacekeeping activities of Poland, Hungary, the Czech Republic and Slovakia and the characteristics of their activities on the African continent. The paper examines the African peacekeeping missions carried out by Visegrád countries. The study uses comparative scientific literature and analysis of statements released by these governments and other papers and studies related to the African peacekeeping missions. In addition, I used my own experience from my previous African peacekeeping/peace support missions, and the lessons learned from other African operations published in my previous book about Hungarian peacekeeping missions. In summary, of the Visegrád states with differing levels of training and equipment, Poland was the most active in peace operations in Africa and in the lead, followed by the Czech Republic and Hungary, while Slovakia was the least involved in the African continent. This trend is, moreover, in line with the involvement of the above countries in Africa to date. Although these states cooperate in several areas, this is not the case for African peace operations, although cooperation in this area would be important. The research examines the background to the activities of the V4 countries in peace operations in Africa. The study is particularly important in view of the fact that, for a number of reasons (migration, terrorism), the V4 countries are preparing for greater engagement in Africa, one area of which is peace-support operations.

Abstract:: In 2013, Egypt’s first democratically elected president Mohammed Morsi was overthrown by a military coup. Since then the country has undergone serious setbacks in terms of democracy, individual freedoms, and social justice. Egypt’s failed revolution and the military coup could not be thought independently from the role of external actors - either directly or indirectly involved in this process. Despite their political rhetoric emphasizing democracy promotion and political reforms, both the US and the EU failed to pursue consistent and contributory policies in promoting democratic transition in Egypt out of fear that the electoral victory of Islamist groups would harm their interests in the region. On the other hand, the Gulf Monarchies played a pivotal role in the entrenchment of the military rule by providing financial and political support to the military-backed government as a shield against the democratically elected government in Egypt. This article investigates how the policies adopted by Egypt’s key allies, the European Union, the US and the Gulf Monarchies, impacted the trajectory of Egypt’s political transition in the face of the January 25 revolution and 2013 military coup. The main thesis of the article is that the policies pursued by external actors created a political environment unfavorable for democratic change in Egypt.

Abstract:: Turkey’s immigration policies have experienced several changes over the last century. The 2016 agreement between Turkey and the European Union has not only had a significant impact on how Turkey and the European Union deal with asylum seekers, but also revived the debate on the EU’s externalisation of immigration issues. This study aims to examine the impact of the agreement on Turkey’s immigration policymaking process. It identifies that while the European Union may seek to externalise immigration by entering into agreements with third-party states, Turkey’s immigration policies are largely influenced by a complex balance of domestic, regional, and political interest.

Abstract:: On 25 March 2017, the European Union celebrated the 60th anniversary of the Treaties of Rome, which established ‘an ever-closer union’ as a fundamental principle for European region- al integration. Only four days later, the United Kingdom delivered an official letter triggering its withdrawal process from the Community. How could we comprehend Brexit integrative and dis- integrative dynamics to the EU? The UK’s decision to leave the EU alongside recent crises in the Community and the spread of Eurosceptic movements fostered studies about disintegration dynam- ics. This article presents the current debate about differentiated (dis)integration based on up-to-date related literature. Next, it proposes a framework to assess the recent shifts in the UK-EU relationship and its contradictory effects on the EU project. The main argument of the paper is that the UK’s relationship with the European Union moved from an internal differentiated integration to a pro- posal of internal differentiated disintegration and, thereafter, to a process of external differentiated disintegration. Moreover, although Brexit means disintegration by one Member State, its effects on the EU project are mixed, initially promoting an integrative boom among the EU27 members, while at the same time neglecting disintegrating forces that could undermine the traditional European integration model.

Abstract:: The China–Pakistan Economic Corridor (CPEC) holds the potential to transform Pakistan along with its turbulent regional environment. In the short run, the multiple networks of infrastructure that the project provides will eventually improve Pakistan–European Union (EU) trade. Moreover, while the CPEC is unlikely to bring an immediate strategic shift in the bilateral dialogue, which is particularly lacking in political dynamics, its long-run promises can help to foster such dynamics. The project, if successful, can help Pakistan to establish a peaceful domestic environment and subsequently promote the country’s fresh image to reverse its soft power losses in Europe and beyond. This paper investigates contemporary Pakistan–EU relations, which have so far attracted little attention from international relations scholars. It presents the bilateral dynamics in the context of the CPEC, which is an unprecedented investment by China in Pakistan. The paper concludes by shedding light on the differences between China’s and the EU’s strategies vis-à-vis Pakistan. Despite the fact that the study focuses on one particular South Asian state, it can serve as a case study for the comparative analysis of China’s and the EU’s presence in third countries, especially those that, like Pakistan, have joined the Belt and Road Initiative.

Abstract:: Growing anti-Western sentiments around the world are currently manifesting themselves through divergent ways ranging from peaceful resistance movements to various forms of political violence. In the Middle East, unlike the earlier partially secular and nationalist Cold War anti-Americanism, the current popular anti-Western political movements are heavily equipped with Islamism, which appears to be an all-inclusive ideology and political movement for almost all dissidents. This applies to Turkey as well, despite its relatively long history of secularisation. This research particularly aims therefore to discuss the role of nationalism and Islamism on anti-Western sentiments in Turkish foreign policy through the lens of neo-classical realism and a new, broader conceptual framework: The Western Question. The research examines the contours, contents, and consequences of the problem through comparing two cases, namely the Cyprus problem of the 1970s and the crisis with the West that has surfaced after Turkey’s involvement in the Syrian Civil War.

Abstract:: Since the end of the Cold War, advanced democracies have enacted explicit strategies of democracy promotion by providing assistance to governments, political parties, and other non-governmental groups and organizations all over the world. This paper examines the factors shaping European Union democracy aid allocation decisions from 1990-2010, weighing the relative impact of ideational concerns (regime type, human rights) and self-interests (political, security, economic). We argue that EU democracy aid reflects a “democracy-security dilemma” as the EU balances ideational reasons for promoting democracy with concerns over political and economic relationships, regional stability, and security. We test our hypotheses with a series of random effects, generalized least squares and Heckman selection models, which provide support for our argument. The paper concludes with a discussion of the implications of these findings for the impact and explanation of EU democracy promotion policies.

Abstract:: The problem caused by the growing migratory pressure has caused the European Union (EU) one of its most significant crisis of late. A crisis without precedent. Existing asylum and migration policies have not been able to give the necessary and adequate response due to the serious pre-existing migratory problem. A large number of infringement procedures have also been opened against European Union Member States due to this situation, some of them still are still unresolved and submitted to the Court of Justice of the European Union (CJEU). This article analyzes EU's active policies on migration and asylum from a descriptive point of view as a starting point for the study of the implementation problems of these regulations in the wake of the governance crisis caused by the massive entry of immigrants in 2015 as a consequence of the war in Syria and the massive exodus of its refugees. In addition, the crucial role of the EU Council in this matter is studied through the analysis of its growing role and its active intervention policies against migration problems. The EU legislation is also analyzed as well as the United Nations rules on the matter through the study of the conventions on transnational organized crime and human trafficking. The article finally reviews the infringement procedures on the matter, taking as a comparative basis the reports on compliance with EU law from the last two years, concluding with the need to reformulate the aforementioned policies and the degree of member states' involvement, so as to create a common front against the problem analyzed in this article and its future development.

While the EU has established itself as an important partner for all three states over the past three decades, the South Caucasus is certainly not a top foreign policy priority for Brussels. Despite hopes that EU policies could act as transformative tools to help strengthen stability, security, and democracy as well as bring about a more cohesive and resilient region, the results have been rather patchy from the EU’s perspective. Abstract:: The pace and effectiveness of Kyiv’s European integration course depends on many internal and external factors. The key ones being the political will of Ukrainian government, ability to implement and dedication to real pro-European changes in the country that would be tangible for Ukrainian citizens. This is the internal factor that is the main issue on the path to integration into the European community. That being said, European integration is a two-way street. The quality and level of Kyiv-Brussels relations to a great extent depend on the position and engagement of the European side, including EU’s internal processes and trends, which are rather complex, controversial and sometimes centrifugal in their nature at the moment. We are talking about an increased sentiment of restoring partnerships with Russia in the “business as usual” format inside the EU’s business and political circles. Russian hybrid aggression is a dangerous factor. For the Russian leadership that views post-Soviet countries as its zone of “privileged” interest, an independent Ukraine headed towards Europe and NATO is both a challenge and a threat. Firstly, Kyiv’s successful European integration is an incentive for other post-Soviet countries to step up, which means a failure for Russia’s plans of “forced” reintegration of Eurasian countries. Secondly, Kyiv achieving success in its European project is a model for Russian citizens and a convincing evidence of the inability of Russia’s authoritarian regime to offer an attractive democratic model of social development. This is why the Russian regime is using all of its available “hybrid warfare” to prevent Ukraine from integrating into Europe – from political and diplomatic pressure, economic blockade, information warfare to military intervention – occupation of Crimea and Donbas. Currently, Ukraine is a training ground and a testing area for Russia’s massive purposeful expansion into the EU territory. In particular, this includes discrediting the unifying European values and institutions, disorienting public opinion, interfering with elections, formation of pro-Russian lobby within the European establishment, support of radical movements, etc. The goal of this influence is to disintegrate the EU, reform Europe’s political system in line with the Russian scenario. An important factor is the EU member states’, institutions’ and other countries’ assistance and solidarity with Ukraine, as well as sanctions introduced by the West. Regrettably, over the period of almost six years, the sanctions have failed to stop Russia’s war against Ukraine, failed to change the nature of Kremlin’s aggressive foreign policy. Yet it is certainly crucial that the EU and other countries uphold a common course of conduct in regard to Russia, maintain and strengthen the “sanctions frontline”. At the same time, assessing the current confrontation in the notional Ukraine-EU-Russia “triangle”, it is worth noting that these problems have been temporarily overshadowed by the global COVID-19 pandemic. On the one hand, the pandemic has affected internal and external priorities of different countries, has shaken the global economy. On the other – it has “hit the pause button” for Ukraine’s European integration, made adjustments to EU-Ukraine Association Agreement implementation plans. Obviously, the problems that have been temporarily postponed will later resurface again – this time in the new circumstances and in the new form.

Abstract:: The European security environment has changed and the EU has become more independent in its security policy. New threats faced by the EU in 2014 (the migration crises) and other remaining threats (such as terrorism, organised crime, piracy) need solving by its greater involvement in the region. One problem that the EU tries to solve is the inconsistency of member states in security issues. In this article, we focus on the V4 group and their opinions towards EU security. This article examines strategies adopted by small/new EU member states to protect European borders and European territories and regions outside the EU that affect their security. For a long time, the V4 countries only participated sporadically in EU missions. The article shows what changes took place and what were the reasons for the decision to participate or not in the EU activities. The article raises the question of whether the showthe-flag strategy adopted by the V4 countries and their participation in EU missions is relevant for ensuring European security nowadays.

Abstract:: Europe has undergone various security changes in the past and needs to prepare itself for managing the present and future security challenges appearing on the horizon. Within Central Europe, we can see a significant change in its security orientation and a gradual development by continuous involvement in security initiatives such as the current EU-led PESCO. This article aims to show the present Visegrad Group (V4) interest in maintaining an autonomous European security, as well as to analyse the current possibilities and security capabilities of Central European countries. The V4 countries are an important part of NATO and the European Union, even though they are small to medium-sized countries with limited security capabilities. Participation in the creation of collective security under NATO has a stable, several-year position in the countries, but the European Union is on the rise in its security agenda, and that is assumed by the V4 countries with its participation in EU initiatives such as PESCO and the integrated involvement of the V4 in ongoing military projects.

Abstract:: This article analyses the 2019 European Parliament (EP) election manifestos of populist parties in V4 countries as a contribution to the contemporary discussion on political populism. The aim of the study is to analyze the election campaign programs which populist parties operating in individual V4 countries presented for EP elections in 2019, using a qualitative content analysis of the official election programs of relevant populist parties and other sources of their communication. It tries to identify topics that have been framed as a problem or risk by Central European populists and how these topics have been interpreted in their programs. The so-called “immigration crisis” and the contemporary state of the European Union are seen as the most problematic topics by a majority of the populists. On the other hand, the majority of these parties do not want some Central European version of Brexit. Their rhetorical goal is rather the reform the Union.

Abstract:: Continuing tension and competition among Northeast Asian countries complicate the degree to which North and South Korea can actively garner support from regional powers. The involvement of regional powers has not been effective means to overcome the status quo. Bilateral negotiations between North Korea and the United States, while critical for tension reduction in the region, have not been able to produce an agreement. Instead, international institutions from outside the region may be able to help negotiate a peace agreement that brings acceptable levels of security to all parties involved. This article examines the past and future roles of international institutions located outside of the region -- notably the European Union (EU) and the Association of Southeast Asian Nations (ASEAN). Exploring the relations of the EU and ASEAN with the two Koreas, the article assesses their potential as mediators in the process of creating a lasting peace between the Koreas.

In light of this event, this study looks into why the positions of South Korea and the EU differ on the Korean peace process to gain a better understanding of the EU’s approach. Specifically, this study examines how, for the EU, the Korean Peninsula is a topic to be approached within the EU’s multilateral principle framework on external relations, unlike the approach taken by the United States. Through a review of the EU’s multilateral approach, this study suggests how South Korea may be able to request the EU to take a more active role, albeit a limited role due to the US’s powerful influence over the Korean peninsula, in supporting South Korea’s peacebuilding process such as the Northeast Asia Plus Community of Responsibility.

98. Measuring the Progress in Realizing the Strategy “Europe 2020” in 2010-2016 in 28 European Union Member States

Abstract:: The paper presents the results of the research over the measurement of the progress in the realization of the objectives specified in “Europe 2020 - a strategy for smart, sustainable and inclusive growth” in 2016 in comparison with 2010. The analysis availed itself of the statistical data of Eurostat which describes the main indicators of the strategy for all member states of the European Union. The available empirical data allowed for constructing a synthetic measure reflecting the progress in realizing the objectives specified in the Strategy. The analysis of the values that the said measure assumed became a basis for creating a rating of EU member states for two distinct years that were subject to scrutiny. Also, there was specified the variation in the value of the said measure and the changes in the positions occupied by particular states in the mentioned rating. What was also conducted was a cluster analysis, which allowed for dividing the scrutinized countries into groups in case they are described by more than one property. Except for this and as compared to all the previous works on the subject, the method of the construction of the synthetic measure was considerably sharpened.

99. Directions of Poland’s Energy Security Policy in the Natural Gas Sector

Abstract:: Poland has insufficient natural gas resources to satisfy its needs. That is why it has been dependent on the imports of that raw material. One of the challenges facing the Polish government is limiting Poland’s dependency on Russian gas. The objective of the paper is to present the directions of the Polish government’s energy security policy in terms of natural gas in the years of 2015-2018. Particular attention was paid to the assumptions and the implementation of the government’s gas policy in terms of the situation in the European Union gas market. An attempt was made to answer the question: To what extent have the assumptions of policy of the government of the Law and Justice party regarding Poland’s gas security been realized? In an attempt to answer the question so formulated, the following methods were used in the study: a decision-making method, formal-legal method, statistical and comparative methods. On the grounds of the conducted research, it needs to be concluded that after 2015, as a result of the government’s policy, the imports of natural gas from the east to Poland were reduced with a simultaneous diversification of the direction from which this raw material was delivered. The resignation from the deliveries of Russian gas to Poland after 2022 will be possible thanks to putting Baltic Pipe gas pipeline into operation and raising the flow capacity of Świnoujście LNG terminal. The implementation of these investments will have a positive impact on the improvement of Poland’s gas security. Failure to launch the investments and an increase of gas consumption in Poland will make it necessary to conclude a short-term Polish-Russian agreement for imports of that fuel to Poland.

100. Where Does the Buck Stop with the Backstop? The Irish-UK Border in Brexit Negotiations: June 2016-January 2019

Abstract:: The abject failure of British Prime Minister Theresa May to get the United Kingdom’s (UK) Withdrawal Agreement from the European Union (EU) through Parliament on 15 January 2019, with MPs overwhelmingly rejecting it by 432 votes to 202, has been put down to a variety of reasons. Primary among them has been the question of the post-Brexit status of the land border between the Republic of Ireland and the UK’s province of Northern Ireland. Although an issue which was initially seen as of minor importance, the significance of the Irish border steadily grew over time until it became the main stumbling block in UKEU Brexit negotiations brought about by the decision of the British people to leave the EU in a referendum held on 23 June 2016. Indeed, the key term of the ensuing debate, namely ‘the Irish backstop’, produced such confusion among politicians, political pundits and the general public that the House of Commons, split between so-called Brexiteers and Remainers, decided to reject May’s deal out of hand. This article seeks to argue that, from June 2016 (the time of the referendum) up to January 2019 (the time of the first vote on May’s Brexit deal in Parliament), the issue of the Irish backstop was seriously underestimated before suddenly taking centre stage and ultimately sabotaging the Withdrawal Agreement from within.
