1. Women Labour in Call Centres: Understanding Characteristics of Work

Abstract:: This paper is concerned with the work experiences of women employees in info- service-based offices as telephone call centres. Call centres have grown rapidly in Turkey in recent years, creating a large number of new jobs. In particular, it is concerned with the question of whether call centre jobs are offering women new opportunities for career progression, or whether a more common bias is taking place in which women are being drawn into highly routinized jobs. The collection of data was carried out sourcing a heterogeneous plurality of instruments. Our research confirms that work processes in call centres are close association of surveillance technologies (technologic panoptican), exploitation and high levels of discipline, highly repetitive and heavily monitored, and that the association with the assembly line and Taylorism have dominated much of the rhetoric on call centres. In addition, we have observed that, the structure of women’s employment in the call centre industry tends to polarise.

Abstract:: Terrorism and jihadist propaganda are among the primary threats of the contemporary era. Because of the high number of foreign fighters from the post-Soviet republics among the rank of the Islamic State, there is a general concern about jihadist propaganda in the Russian language. Kavkazcenter has appeared as one of the main websites in the Russian language to support Imarat Kavkaz (Caucasus Emirate) and regional militant groups. Firstly, this paper examines scientific literature useful to classify Kavkazcenter as a jihadist portal or a media agency. Secondly, the research focuses on the website Kavkazcenter investigating its structure, ideologies and connection with the Arab-Muslim world and the international terrorist network. Finally, this investigation intends to describe if Kavkazcenter represents a serious threat not only for the Russian national security but also for the entire post- Soviet space and the European Union itself, where North Caucasian migrants and refugees live.

Abstract:: During the last two decades, key reforms in social, economic, and political structures have elevated Turkey into a rising regional power. In the Middle East, the increasing influence of Turkey for a better part of the last two decades has been reinforced by its humanitarian oriented foreign policy. Whereas this transformation is extensively attributed to the reform agenda by the Justice and Development Party (AKP), the last decade has proved to be challenging for Turkey’s foreign policy stance. Regional dynamics, such as the Syrian civil war, Qatar crisis, and the Kurdish question, have influenced Turkey to gradually shift from its previous subtle to a more assertive foreign policy. Additionally, the frequent domestic political challenges and economic pressure on the AKP government have only pushed Turkey further towards a more assertive Middle East foreign policy. This article examines how regional and domestic political developments are influencing Turkish foreign policy approach. The analysis will attempt to provide a comprehensive perspective on why Turkish geopolitical engagement and an increasingly assertive foreign policy that is characterised by unilateralism particularly in the pursuit of national and regional security is leading to its isolation.

4. Foreign Direct Investment, Gross Domestic Product, and Export Nexus in Turkey: Autoregressive Distributed Lag Bounds Model and Granger Causality Approach

Abstract:: The relationship among the FDI, GDP and Export has gained vast attention among the researchers and policy-makers. There are many studies on the interaction of these variables using various econometric approaches in the literature. However, it has seen that the findings have been different from country by country. Therefore, this study's main problematic is to estimate the coefficients that show the interaction among the FDI, GDP and Export covering 1980-2019 in Turkey. The ARDL Bounds Model and Granger Causality approach were selected to measure the coefficients statistically. Three models were executed to calculate the short-run and long-run coefficients. While the Model 1 and Model 3 were found statistically significant to explain the dependent variables, the Model 2 was found statistically insignificant. Because of this, the Model 2 was excluded from the study. The short- run coefficients were also found statistically significant to explain the dependent variables of the Model 1 and Model 3. While GDP affects the FDI positively in Model 1, GDP affects the Export negatively in Model 2. The ECT was found statistically significant at 0.01. The speeds of adjustment of the Model 1 and Model 3 were calculated as approximately 93% and 16% levels, respectively. Unlike the ARDL Bounds Model, the Granger Causality test was implemented to measure the variables' causal relationship. It was seen that there is only a unidirectional Granger causal relationship running from GDP to FDI in the Model 1 and from GDP to Export in the Model 2.

Abstract:: The South China Sea is a contested region between China and different smaller states ( Vietnam, the Philippines, T aiwan, Malaysia, and Brunei) of the Asia Pacific region. The United States is acting as a balancer by supporting smaller nations against assertive Chinese policies. Moreover, the United States has a military presence in the region. According to the US, it has a military presence to protect its allies and freedom of navigation. China considers these US designs as a threat to its interest in the region. The United State who was once considered the sole superpower in the world is now challenged by China in the South China Sea. Power Transition theory explains if the emerging superpower does not follow the rules established by the existing superpower then the conflict is inevitable. As China is building artificial islands, it could invite a strong response from the United States that could eventually lead to a major conflict. This Study analyzes the conflict in the South China Sea by using the lens of Power Transition Theory.

6. Possibilities for Epistemic Violence in Asylum Process: Lessons From the Case of Finland

Abstract:: In 2015, Europe noticed that the Common European Asylum System malfunctions in “crises”-like-situations. With the New Pact on Migration and Asylum, the European Union (EU) tries to ensure an efficient and humane migration management. Migration being a highly polarising issue, fuelled by populist rhetoric, migration policies must be founded on scientifically discovered implications of the policies. Here, we evaluate the Finnish asylum process through analysing the legislation, legal practice and 70 former asylum seekers’ experiences. We merge these viewpoints through the concept of epistemic violence understood as failures in linguistic exchanges harming the speaker. We examine whether the legal amendments in Finland, increased the possibilities for epistemic violence in the asylum process. At worst, epistemic violence results wrongly motivated decisions in asylum cases. Based on the case of Finland, this paper argues that more research is needed in times of efficiency pressure regarding asylum processes and overall contestation related to the legitimacy of the EU migration policies.

7. The Clash of Japan’s FOIP and China’s BRI?

Abstract:: Since the late 2010s, the concept of the “Indo-Pacific” has been becoming increasingly significant in the international political arena. In August 2016, Japanese Prime Minister Shinzo Abe proposed a policy of “Free and Open Indo- Pacific” (FOIP) as Japan’s new diplomatic vision at the Tokyo International Conference on African Development (TICAD) VI held in Kenya. The FOIP strategy was supported by the Donald Trump administration followed by the renaming of the United States Indo-Pacific Command. However, China has viewed the FOIP as a containment strategy against the Chinese Belt and Road Initiative (BRI). The FOIP vision is unclear for general observers, and it might cause a security dilemma with the Chinese BRI. Is it possible for the FOIP vision to coexist with China’s BRI, or are these two strategic visions destined to clash with each other? In an attempt to answer these questions, the article aims to provide multiple perspectives of the FOIP concept by applying international relations (IR) theory. This article warns that the FOIP and the BRI are likely to bring about diplomatic tension that could be escalated into a military skirmish over the territorial dispute. In order to avoid the possible military clash, it finally seeks to explore possible future pathways of the peaceful coexistence of the two visions in the Indo-Pacific region.

8. The Evolution of the Syrian Humanitarian NGOs and External Challenges

Abstract:: Syrian humanitarian sector was limited to two types of NGOs till the Syrian conflict started; traditional charities composing of religious or ethnic focus NGOs, and the Government Organised Non-Governmental Organisations (GONGOs) that were affiliated by governmental figures. They both failed to respond to the needs of civilians in non-governmental controlled areas. This has forced Syrians with limited or no previous experience in this sector to act immediately and independently. However, after the crisis erupted, the commitment to their case, availability of funds, and hospitality from the neighbouring countries evolved them very quickly to become the primarily organised responders in the non-governmental controlled territories. Those newly formed humanitarian groups tried to link humanitarian interventions with early recovery activities without losing the scope of being a voice advocating for the human rights of the innocents. The Syrian Humanitarian NGOs based in Turkey were delivering their assistance to the vulnerable communities inside Syria further than where they physically reach without even evaluating the risks that might affect their lives or their beloved families. In some cases, they were the only humanitarian actors in besieged areas as Rural Damascus or Eastern Aleppo and hard to reach locations as Rural Homs or Northern Hama. Those security threats are now less impactful on their existence compared with the political, economic, social, technological, legal and environmental external challenges that they are facing and can highly affect their presence. The external challenges that they are witnessing that might affect not only the way they are operating but their sustainability as well. Those external challenges were focusing on political, economic, social, technological, legal, and environmental to form the well-known PESTLE analysis that categorises these external threats and risks. As new Syrian NGOs have spread within countries nearby as well as in the diaspora, this article will only focus on those that were based mainly in Turkey due to several reasons explained in the article.

9. The Composition of Multiple Times and Spaces in the Protests

Abstract:: This paper demonstrates how the interactions of diverse people with Taksim, Gezi Park, and one another, as well as with material practices and events constructed the Gezi protests’ spaces and times. While the Gezi protests began as a reaction against the uprooting of trees in the park, the excessive use of the police force turned the protests into national unrest. Gezi Park and Taksim Square witnessed a 15-days occupation, which provided countless potentials for bodily actions in material spaces. By looking at the moment in which the protests occurred and exploring the embodied performance of politics in Gezi Park, this paper argues that the Gezi protests created their own times and spaces, in which bodies performed, acted and experienced a different kind of sociality. The paper calls attention to how the protests produced such unique spaces and how internal and external dynamics shaped these spaces. To explore such multiplicity and diversity of the moments, the concepts of “politics of encounter,” “performativity” and “carnivalesque” will be deployed in separate sections. In using these concepts, this paper elucidates the different narratives of the protesters, captured in the moments and practices of the protests.

10. An Overview of Agricultural Support Policies in Turkey: A Comparative Regional Analysis

Abstract:: The agricultural sector is seriously affected by changes in many economic, social, or environmental factors. Hence, the necessity of supporting the sector by governments in various ways has become an indisputable reality. However, regional characteristics must be taken into account in order for these supports to reach their goals. Using a dataset spanning from 2002 to 2020, the current study comparatively analyses the changes in the agricultural support and agricultural production, income, and the value of products in two agricultural regions of Turkey, Central Anatolia and Southeast Anatolia regions. The results highlight that the increase in agricultural income is very low in both regions compared to the substantial changes in agricultural support policies. Additionally, the increase in the values of agricultural products in both regions is much higher than the increase in agricultural income, suggesting that the costs in agricultural activities are too high in the analysed regions.

Abstract:: The only legitimate way for the political parties to get power in democratic countries is to achieve victory in the elections. In order to get more votes than the rival parties and thus win the election, political parties must offer political products that will meet the needs of the voters. In terms of determining the right political products, political parties need to be in constant communication and interaction with the voters to understand the needs of the voters. With the developing technology, new communication channels have emerged. Digital marketing channels, which are widely used mainly in marketing, attracted the attention of political parties over time and started to be used to communicate with their voters. Digital marketing channels, used extensively, present a significant opportunity for political parties to reach current and potential voters. In this study, digital marketing channels used by all political parties represented in the Turkish Grand National Assembly will be examined by the content analysis method. Thus, the usage rates of digital marketing in the political field will be comparatively revealed.

Abstract:: Advancement in the field of information and communication technology (ICT) has transformed the world. In the contemporary era, digital technologies are playing an important role in performing daily life operations. This advancement and dependence on ICT also brought with it various types of vulnerabilities. Nowadays, institutions and individuals can be easily targeted by using cyberspace. Dependence on digital infrastructure is also increasing at a very rapid pace in Pakistan. Cyber networks are not only used by common people, but critical institutes like online banking, electric grids, and dams are also connected to digital networks. In the same way, military infrastructures like command and control systems and nuclear power plants are also linked to cyber networks. Due to this reliance on digital technologies, Pakistan is facing a constant threat of major cyber-attacks. So far, Pakistan does not have a proper mechanism to deal with the threat of cyber- attacks. This study analyses the impacts of the possible cyber-attack on the security of Pakistan.

Abstract:: This paper focuses on Turkey’s foreign policymakers’ attitudes in the context of the 2003 US decision to wage war against Iraq. The main goal is to assess and downplay the impact of religion in relation to security-related concerns. Drawing on official speeches, interviews, declarations by key figures in the foreign policy process, the paper argues that religion is nothing more than an intervening factor in the case of Turkey’s approach to the 2003 war in Iraq. Therefore, notwithstanding the role of Islamist elites in the foreign policy decision-making of Turkey, Turkey’s foreign affairs were rather inspired by realist behaviour, driven by pragmatic considerations, aimed at pursuing rationalist goals.

Abstract:: This paper argues that two incidents in the terrorism of Boko Haram primarily attracted the attention of the international community. First, the mass abduction of the Chibok schoolgirls by the group and secondly, the pledge of allegiance by Islamist sect to the Islamic State group in the Middle East. It is against this background that this study examines the interventions of the United States, France and Russia in the counterterrorism operation in Nigeria. It contends that while their responses have only had a slight impact on the war against terrorism in the country, they have had ramifications for Nigerian foreign relations. The paper shows that the wavering attitude of the United States to the war based on human rights issues, strained US- Nigerian diplomatic relations, while France’s participation further helped to improve Franco-Nigerian relations.The involvement ofRussia, which primarily revolved around economic imperative, reignited the largely lukewarm Russo-Nigerian relations.

Abstract:: Turkey’s immigration policies have experienced several changes over the last century. The 2016 agreement between Turkey and the European Union has not only had a significant impact on how Turkey and the European Union deal with asylum seekers, but also revived the debate on the EU’s externalisation of immigration issues. This study aims to examine the impact of the agreement on Turkey’s immigration policymaking process. It identifies that while the European Union may seek to externalise immigration by entering into agreements with third-party states, Turkey’s immigration policies are largely influenced by a complex balance of domestic, regional, and political interest.

16. Intellectual Capital in Islamic Banking Sector: Evidence from Turkey

Abstract:: The Islamic banking sector has experienced a rapid development both in Muslim and non-Muslim geographies. In this study, using a panel dataset spanning the time period 2005-2018 and several econometric estimations, how intellectual capital affects the financial performance of the participation banks, as Islamic banks are called in Turkey is analysed. The Value-Added Intellectual Coefficient model (VAIC), a well-known methodology, is utilised as a measure for intellectual capital performances and return on assets (ROA) and return on shareholders’ equity (ROE), in general, financial performances of the banks. The results of the analyses provide evidence for a positive and statistically significant impact of intellectual capital on financial performances of Islamic banks operating in Turkey. The results also suggest that employed capital efficiency and structural capital efficiency in the operations of Islamic banks are the two crucial factors for their profitability, while human capital efficiency has no statistical relationship with their financial performances. The current study contributes to the relevant literature since there is no study on Islamic banks of Turkey in the aspect of intellectual capital and helps Islamic bankers, such as executives, investors and shareholders, or policymakers in understanding and determining their positions regarding intellectual capital.

Abstract:: In a moment of great global uncertainty, the BRICS countries (Brazil, Russia, India, China, and South Africa) are increasing their standing worldwide. Despite several areas that still undermine their credibility on the world stage and which make them appear to seem irrelevant as a group in the view of some scholars, we try to analyze and evaluate if they are really accountable as a group and what impact they could have on global governance and, in general, on the global order. We depart from previous research accomplishments and, following certain classical theories of International Relations such as those of Critical and Dependence, we consider three aspects of the BRICS growth that could influence the current international framework: 1) the emergence of institutions outside the Bretton Woods system; 2) an interest in improving their “soft power” (for example, climate change may play a decisive role here); 3) the growth of their presence in different parts of the world which have so far experienced a subordinated or marginal role. The paper considers both the limitations of and the potential for BRICS countries in the reshaping of the international framework. Moreover, we provide some interpretations to the current situation, especially in light of the prospective impact that COVID-19 may have on these three fields.

Abstract:: There is a nexus between the state, resource mobilisation and the national development of any nation. The capacity of the state is measured by its ability to effectively harness and optimally utilize and allocate the commonwealth of the nation. The Nigerian state has not been able to effectively convert the abundant human and natural resources to wealth for the people. This paper therefore interrogates the capacity and willingness of the Nigerian state to effectively explore and manage the abundance resources to improve the life of the people as a way of enhancing the national development of the Nigerian state. The paper adopted qualitative technique of research with extensive use of secondary data sourced from national and international data banks, the internet, the library and national dailies. The paper followed the logic of neo-Marxism to question the nature of capital accumulation in Nigeria with its attendant (under)development implications. It therefore recommends active state engagement with the private sector to ensure effective use of the abundant resources for the overall development of other critical sectors of the Nigeria’s economy.

Abstract:: This paper aims to provide a critical review of the proposed National Health Insurance Bill in South Africa with reference to the finance mechanisms and implications within the development context. This starts with a brief analysis of health coverage, looking at the international and local context and describes the development benefits of the NHI. The paper reviews the funding mechanisms with particular reference to the tax incidence of the different types of taxes that could be used to raise funds for the NHI. Fiscal policy implications of the proposed health care provision changes are also discussed, and the proposed NHI Fund evaluated, focusing on the impact on the achievement of a performance-based budgeting system. The paper concludes that the increase of income and consumption-based taxes could result in loss of welfare to society, as labour is discouraged from working and the poor are further disadvantaged through increases in taxes such as value- added tax.

Abstract:: One of the bequests of the current democratic dispensation in South Africa is the choice by the citizenry to express their feelings without let or hindrance. Since 1994, the people of South Africa have recouped much power as to expressing their grievances towards their government in some of the worst viciously known manners ever recorded among black Africans within the continent-. Since recent times, South Africans have aggravated their protest revolts over what they perceive as government’s failure in the delivery of vital (basic) services, such as electricity, water and sanitation, with some other protests flanking on the provision of quality higher education at affordable cost or possibly no cost at all. With incidents of violent protests almost becoming frequent occurrences, the main aim of this article is to explore the main question that is still remaining “Do South African mega cities really stand to lose much more for not doing enough for their constituencies”? Attempts at providing answers to this question have resulted in an in-depth reviewing of literature into the antecedents of service delivery protests in South Africa. The article reveals that the cost of unaccountability by the failure of megalopolises’ authorities to render adequate municipal services to their people, outweighs by far the very cost of remedying the situational consequences accruing therefrom. Therefore, South African cosmopolitan authorities must be able to deliver based on the expectations of their masses who elect them into power; they also need to put adequate security measures in forceful place to clampdown on civilian protestors in their megalopolises.

Abstract:: Over the years, Africa has been noted for its socio-economic turmoil, and one of the decisive factors responsible for its dwindling economic fortune has been the lack of industrialization or de-industrialization experienced in the region. Africa is not lacking in both human and natural resources required for the attainment of socio- economic greatness; however, the lack of will-power and necessary policies to spur industrial growth have been evident. Although, Africa had recorded economic growth indicators decades ago, but the lack of its industrial prowess to sustain such has had a debilitating effect on its economy. This has made it imperative to acknowledge the policy-gaps in the industrialization question and explore the factors responsible for the lull in its industrial growth. Western scholarship holds that corruption and rent seeking hurts Africa’s quest for industrialization, but I contend with ascribing the same understanding to the two concepts and argue that rent seeking is required to drive the industrial agenda of African states. Through the case study of Dangote’s investment in the Cement industry in Africa, and unstructured interview of key players in the industrialization project, the article examines the place of rent-seeking in Africa’s industrial growth. Rents is essential in developing economies to spur the development of infant industries; thus, the implementation of ‘conditional’ rents- friendly policy remains the answer towards achieving industrial growth and development in Africa.

Abstract:: Indonesia is one of the largest countries in the world in demographic, geographical and economic terms. Rich in natural resources, it is a member of the G20 and one of the fastest-growing economies in the world. From its independence in 1949, Indonesia lived dramatic changes in its political and economic system, moving from being an authoritarian state with a quasi-planned economy to being a (albeit flawed) democracy with a free market system. This paper is aimed to analyse briefly the most important phases of the post-colonial development path of the country, trying to highlight the events which mainly changed Indonesian economy and from this understand which are its sources of strength and weakness. The paper is therefore divided into three main parts. The first covers the most salient events that occurred in the country from its independence till mid-1990s, with a particular emphasis on Suharto’s “New Order” regime. The second part mainly focuses on the Asian Financial Crisis, explaining its causes and its political and economic effects on Indonesia. Finally, the last part deals with Indonesia in XXI century, focusing on the similarities and differences with the previous period and on the effects of the Global Financial Crisis on Indonesia.

Abstract:: Terrorist violence led by the Kurdistan Workers’ Party (PKK) is one of the major issues of Turkey since the 1980s. This violence is based upon Kurdish ethnic identity aimed towards establishing an independent Kurdish state in Turkey’s southeast, northern Iraq, northern Syria and north-western Iran. Despite this aim, the terrorist campaign of the PKK predominantly targets security forces and civilians in Turkey. However, the existence of a terrorist group such a long time raises a question of the impact of external support on the formation and maintenance of the PKK. While Turkey has criticised constantly its southern neighbours on the PKK’s activities and tactics, the regional approaches have been largely neglected in the existing scholarly literature. This article aims to close this gap by focusing on the role played by Iraq, Iran and Syria in the PKK terrorism and Turkey’s counter-terrorism policies. The article argues that the major reasons for the unsuccessful result of Turkey’s effort to destroy the PKK were the approaches of ignorance of the PKK activities and the use of the group as a trump card by the three neighbours and insufficient policies to keep under control the regional dimension of the conflict. The article critically analyses historical relationships between these three states and Turkey to explore how the regional dimension has affected the resolution of this conflict.

Abstract:: Students of International Relations (IR) and Foreign Policy Analysis (FPA) have been confused as to what factors influence foreign policy. FPA focuses mostly on human decision-makers. However, generally speaking, IR theories, realism in particular, instead have focused mostly on the nation-state as the level of analysis to explain foreign policy or foreign policy behaviour. Both fields have found shortcomings within each other. The author of this article, however, applied a number of decision-making approaches from FPA to inform his study of George W. Bush, Barrack Obama and Donald Trump Administrations’ decision-making towards Afghanistan and the broader region and found the discipline of FPA to be extremely helpful. Based on the personal experience of the author, this article attempts to provide a comprehensive introduction to FPA with the aim that students of IR and FPA learn answers to the following questions: What is FPA? How is FPA different from IR? How can decision- making approaches from FPA be employed to inform a foreign policy choice? What (and how) methods can be used to access primary and secondary sources? What are the weaknesses of FPA and is it applicable as an analytical framework outside of the United States (US) or the West (in a country like Afghanistan)? The main objective is to make it easier for students to learn how to apply approaches from FPA as analytical frameworks to analyse a foreign policy decision.

26. The Role of Social and Economic Factors on Fast Food Restaurant Chains

Abstract:: This paper explores how supply of the fast food restaurants is distributed in the US metropolitan areas by using spatial and count data models at the census-tract level. We empirically investigate the relationship between the number of fast food restaurants and socioeconomic status (i.e., race, gender, income inequality, educational attainment, and unemployment) in US cities. Findings suggest that income inequality stimulates the prevalence and the density of the fast food restaurants. Among the other neighbourhood and demographic characteristics, low income and black population dominated census-tracts are more attractive for fast food chains. Another key finding is the number of the fast food restaurants increases around the public and private schools in the census tracts.

Abstract:: Scholars are increasing focused on how and why states design international institutions. International relations theories have historically guided research on these institutions, but have not provided adequate insights into the theoretical bases for their design. Rationalists’ theories of domestic politics offer an alternative approach to understanding institutional design. This study utilizes the positive theory of public bureaucracies to examine the design of an international institution, the North American Commission on Environmental Cooperation (CEC), and contends that the institutional choices states make are ultimately strategic choices about anticipated institutional outcomes. Research results demonstrate that institutional choices for bureaucratic structure, organizational mandates, and decision-making authorities for CEC are consistent with the theory of public bureaucracies. Politicians, interest groups, and bureaucrats sought or supported specific institutional features that were driven by their preference for the content and direction of policy that would emerge out of the institution.

28. Explaining Bank Stability Using Bank Specific Factors in Zimbabwe

Abstract:: This study examined the role played by bank specific factors in explaining bank stability in Zimbabwe. A panel data set was compiled covering 15 CAMEL type ratios from all 26 banking institutions which were operational in Zimbabwe between 2009 and 2014. The Principal Component Analysis (PCA) and Random Effects (RE) model were applied to establish the statistically significant CAMEL type bank distress prognosticators in Zimbabwe. This study revealed that Capital, Asset Quality and Earnings (CAE), are the most statistically significant bank specific factors which influence distress in the Zimbabwean market. On the macroeconomic front, statistical significance was established on the ‘end-period Consumer Price Index (CPI)’ in determining bank stability in Zimbabwe. This implies that a deteriorating asset quality base in a bank with a feeble capital base and weak earnings in a market dogged by inflation instability is a classic precursor to bank distress in Zimbabwe.

Abstract:: Since the end of the Cold War, old-fashioned power plays have been back in international relations, as confirmed by recent events and trends. Despite the growth of interdependence among states, borders are not crumbled and international actors continue to pursue their interests through the use of all the necessary means. Paradoxically, the liberal order has strengthened some realist principles and confirmed realism as a practical theory that has not necessarily a state -centric vision and does not deny any progress in international cooperation and change resulting from interdependence. The ability of governments to pursue domestic policies effectively is increasingly influenced by developments in the international system. Moreover, the return of geopolitics and power politics supports the (neo)realist postulate according to which the system tends towards the balance of power between the declining hegemon (U.S.) and the rising powers (China, Russia, India, Japan, Brazil, Germany, etc), given the fact that every rising power is used to seeking to revise the status quo. This article provides an empirical explanation of the (proto)multipolar order in the light of the assumptions of political realism in its neoclassical declination.

Abstract:: Thailand has long been a destination for South Asian migrants as well as a second home for Indian Diaspora. Recent migrations such as the post-partition period have been relatively understudied, however. In this paper, I focus upon the migration of Indian community to Thailand in the late 1940s to understand how recent arrivals influenced and integrated into existing transnational communities. I am specifically interested in the trajectories of individual migrants and the public representation and organization of Thailand’s evolving Indian diasporic community. A historical linkage lies between South and Southeast Asia and as a result, the Indians moving to Southeast Asia are not entirely ‘foreigners’. This paper explores the trajectories of the more recent Indian diasporic community in an attempt to analyze the aspirations of the newer migrants and their social life outside of the homeland. The findings in this paper are based on past literature, personal observations, and interviews with Indians residing in Bangkok.

Abstract:: Current politics in Turkey proves that the roots of the Kurdish question have to be taken under strict examination in order to diagnose the problem so that a permanent solution might be found. With this in mind, this paper tries to explain the emergence of the pro-Kurdish nationalist movement, the PKK, via social movement theories. What makes this paper significant is that it examines the process of emergence in three phases via three different social movement theories. For Turkey’s single party era (1923-1950), relative deprivation theory is applied. In the second phase, political opportunity theory is matched with the onset of the multi-party system under the rule of the Democrat Party (1950-1960). Finally resource mobilization theory is applied to the time period between 1960 and 1980. In general, the theoretical approaches chosen are selected in accordance with certain socio-political realities of Turkey. This helps to explain how an ethnic minority ended up with a socially – but not legally – representative organization when they are relatively deprived and obstructed politically. If not all, a certain amount of mobilization of the Kurdish people could result in a social movement, be it is legal or illegal.

33. Human rights treaty ratification behavior: An ASEAN Way of creating regional standards

Abstract:: The signing of the ASEAN Human Rights Declaration in 2012 supposedly provides a long awaited triumph for human rights in the region and a measure by which regional human rights can finally prevail in parallel with the new ASEAN Intergovernmental Commission on Human Rights. It is my argument that there are two primary challenges to realizing universal regional human rights standards; ASEAN’s constitutive norms/identity and fragmentation of human rights understandings in national legal interpretations of international human rights instruments. To substantiate this I will analyze treaty ratification behavior of ASEAN states to find out what are interests and preferences of ASEAN states in terms of human rights by analyzing treaties and reservations/ declaration/statements which are attached to international human rights instruments that ASEAN states sign/accede to. Furthermore, I will demonstrate that treaty ratification behavior of ASEAN states is consistent with two strains of regional thought: sovereignty fears and cultural resistance to human rights norms and standards.

34. Continuity or Change in Turkish Foreign Policy? Analyzing the Policy Fluctuations during the Justice and Development Party Era

Abstract:: For decades, change in Turkish foreign policy has remained as “a neglected phenomenon” in the literature while continuity is explained with two main pillars: Westernization and preference for the status quo. The topic started gaining popularity at the end of 2000s when some conflicts of interest emerged between Turkey and its traditional partners. Scholars mainly explained this change as the result of the new Turkish leadership under Recep Tayyip Erdoğan’s Justice and Development Party (AKP). While the debate in this period provided extensive literature on the subject, the arguments created could not explain the policy fluctuations during the AKP era. In this article, the change in AKP foreign policy is examined during three time periods that show different characteristics in terms of domestic and international opportunities/constraints. It is argued that while Westernization still remains an important pillar in Turkish foreign policy, the main change seems to be in Turkey’s traditional preference for the status quo.

Abstract:: Academic scholarship on Nigeria’s regional credentials and influence has focused on its hard power (economic and military capability). Despite the increasing relevance given to soft power in the 21st century, this aspect of the country’s status has been neglected. This article contributes to the literature on Nigeria’s foreign policy by engaging the currencies of its power of attraction and the limitations that constrain the optimization of this source of power. It employs constructivism as its theoretical lens and concludes that addressing challenges such as ubiquitous corruption and Boko Haram terrorism would enhance Nigeria’s credibility and ultimately its soft power projection in the international arena.

Abstract:: There is no doubt that Nigerians conceive their country as the giant state in Africa, principally for the country’s human and material endowments. In the realm of foreign policy, it is Nigeria’s status more than that of any other black African country, that most determines Africa’s collective future. Nigeria is determined not just to play its leadership role in Africa, but to also build upon it.1 It is against this background that Nigeria’s problem of capability comes in. A country that utilizes less than 10% of total steel used in Africa, less than 12% of all the power generated in Africa, a country that is associated with institutional failings and where social upheavals threatens the polity because of inept and corrupt leadership, it is doubtful if Africa will entrust its destiny to the crippled state. Using the “leadership role conception”2 as the theoretical framework, this paper examines the successes and challenges in this monumental task of leading Africa in the 21st century.

Abstract:: This essay classifies Waltz’s theory into a functionalist framework, very much like the economic theories it is inspired by. Waltz assumes that structure has primacy not because this is the case, but because it helps to theorize upon. His theory should therefore be measured by its predictive fruitfulness and simplicity, not by the empiric truth of its assumptions. Constructivist criticism, which mistakes Waltz’s concept of primacy as ontological primacy and not epistemological, therefore makes a categorical mistake. Anarchy might be what states make of it, but what states make of it is broadly shown by his Theory of International Politics (TIP). By viewing TIP as a functionalist macro-theory it can incorporate constructivist theories as control- theories and creates a powerful synthesis for future research.

38. The Global Politics of Gay Rights: The Straining Relations between the West and Africa

Abstract:: This article analyses the contemporary global politics of gay rights as it relates to the straining relations between the Western powers and many African states that oppose sexual minorities’ rights. While the West (with emphasis on the United States, EU, and Britain) advocates for the protection of gay rights in the world, Africa provides the largest concentration of states opposed to them. Therefore, there has been rising tension between both regions. This became more apparent after Nigeria and Uganda, respectively, signed their anti-gay bills into law in January and February 2014. In response to this, the Western powers decided to take some punitive measures, especially imposition of sanctions, against the countries to pressurise them to repeal their laws. In an unusual manner, the African states are radically determined to go ahead with their anti-gay laws in open defiance to the demands of the Western powers. This development, which is informed by a number of factors, shows a rather new pattern of behaviour by African states in global politics.

39. Financial Development and Economic Growth in European Countries: Bootstrap Causality Analysis

Abstract:: In the present study, it was investigated whether there was a causality relationship between financial development and economic growth for sixteen European countries. Data from the period of 1988-2012 was analyzed using the bootstrap panel causality test, which takes cross-section dependence and heterogeneity into account. The results of the test showed that there was a strong causality relationship between financial development and economic growth in European countries. In European countries, there was a causality relationship from economic growth to financial development and from financial development to economic growth. These results support both the supply-leading and the demand-following hypotheses. Therefore, it can be said that the feedback hypothesis is valid for European countries.

Abstract:: The paper estimates dishwasher demand and supply in Turkey. The constructed Stackelberg type oligopolistic competition, with its strong testable implications is demonstrated to be consistent with a stable market composed of a leader firm and followers. The paper has an important contribution to demand estimation literature as well. The complaint calls rate for a product is offered and shown to be a valid proxy to help the problem of omitted variable bias due to the unobserved characteristics as perceived quality or after sale service quality. Elasticities calculated for each demand determinant can help durable good firms in emerging countries to use their investment and marketing resources more efficiently.

Abstract:: This study briefly discusses three case studies of regional integration, namely the Indonesia-Malaysia-Singapore Growth Triangle (IMS-GT), the South African Development Community (SADC) and the Asia Pacific Economic Cooperation (APEC), to critically examine contemporary integration project as a phenomenon in which sovereignty, identity and boundary/territory are constructed and confirmed. Poststructuralist approaches reconsider regional communities as pre-given institutes, practices and actors, and inspire to focus on how these categories are constructed and implemented. I am concerned with two important questions: what are the central theoretical dilemmas concerning the concept of regional integration; and how can critical geopolitics employ the integration project and constructive discourses to form a broader view of regional integration?

Abstract:: In South Asia the notion of intrastate wars are prevalent and prolonged. Most of the countries in the region have faced or are still struggling with such wars. Liberation Tigers of Tamil Eelam (LTTE) rebellion movement in Sri Lanka, till very recently, violent Nexal movement and Maoist insurgency in India and sectarian violence in Pakistan, Taliban and Al-Qaida in Afghanistan have all been the part of intra-state wars. These wars challenge the authority and the integrity of the state. The state’s monopoly over the means of violence seems eroded in South Asia due to certain developments in the international system. The issue of intra-state war has become major problem for the states in South Asia to deal with. This paper argues that these intra-state wars challenge and influence the power of the state particularly in South Asia. It further analyses the state capacity and tries to look that how state finds itself constrained to in dealing with such intrastate wars. In a precise manner this paper also attempts to understand the changing conceptions of security due to the changed nature of modern warfare.

Abstract:: The paper aims to put the limelight on the growth dynamics of public and private investment in South Africa from the apartheid period through to 2012. With the adopted inward-looking growth policy during the apartheid, massive economic infrastructure public investment stimulated private investment. Growth buoyancy of private investment continued with the implementation of the market system in 1994, complemented by the core infrastructure growth. While the South African investment climate is considered to be competitive, at least in comparison to other African economies, there are areas that still need further improvement to unlock higher investment growth potential that includes non-all-inclusive infrastructure.

44. The Role of Contesting Ideologies: Civil-Military Relations in Turkey

Abstract:: Civil-military relationship is generally examined through the use of an institutional approach or theories (concordance) that emphasise the salience of power struggles and social cohesion. These contributions are important but often exclude the role of contesting ideologies. To address this gap, this paper takes an ideological approach to address civil-military relations in Turkey. The analyses commence with the military reforms of the Ottoman Empire in the late 19th century and the Republican period. The paper argues that modernization projects of the Empire paved the way for military superiority which turned into being saviour and founders of the Republic. It then moves to consider the ideological parameters that coloured the military establishment, arguing that the target of modernization was itself systemized and internalized into Kemalist ideology and the duty to preserve this remains inculcated in the contemporary military establishment.

45. Growth Dynamics in South Africa: Key Macroeconomic Drivers and Policy Challenges

Abstract:: In this paper we examine which key factors at the macroeconomic level are associated with the economic growth performance of the South African economy. These drivers have been identified by assessing the economic events that occurred during the period 1960-2013. During this period, the South African economy went through two economic and political systems: an apartheid system that covered the period 1948-1993; and a democratic system from 1994 to date. Regardless of the economic system implemented, we find the accumulation of physical capital, human capital development, international trade, real exchange rate growth, and inflation as the most significant macroeconomic drivers of economic growth in South Africa. We also find that the weak performance of the South African economy in recent years has been grossly affected by declining trends in the accumulation of capital stock, low quantities and quality of human capital, worsening balance of payments position, and real exchange rate instability.

46. Changing Dynamics of Turkish Regional Policy: Resistance for Multilevel Governance?

Abstract:: This article is concerned with the relationship between Europeanization and regionalization processes in Turkey in the post-Helsinki Era of 1999. By considering European regional policy and its related pre-accession financial incentives as the most useful and appropriate empirical lenses, it offers an analysis of the causes and mechanisms encouraging regionalization process in Turkey during the EU accession process. Through the analysis of official documents and of in-depth interviews with relevant actors in the EU and Turkey, findings suggest that while some of the changes are considered as direct effects of Europeanization, such as the creation of territorial system according to NUTS classification, other developments are invoked by indirect mechanisms of Europeanization, such as the creation of regional development agencies (RDAs) and their role in regional planning and allocation of national funds. More importantly, the findings illustrate that although the EU’s credibility has declined after 2005 and its regional policy, in the sense of the implementation of regional policies and management of structural funds, have shifted towards the more centralized model in the post-Lisbon era (for the 2007-2013 structural fund programme), developments in these areas in Turkey have gone to opposite directions, more accurately, through the more regionalized model. These changes not only reflect the pre-Lisbon practices of EU regional policy and structural funds underlining a spill-over effect resulting from the dissemination of EU practices and policies, but also contain the spices of Turkish administrative tradition.

47. Testing the Rentier State Theory: The Case of Azerbaijan

Abstract:: This article shall focus on the political aspects of the resource curse theory, in particular the rentier state theory as a sub-theory of the resource curse. The rentier state is a political economy theory that seeks to account for state society relations in states that get most of their revenues, in the form of rents, from resource sector. Besides, the theory asserts that these rents have an effect on democracy, economic growth and security matters of the resource rich countries. Applying this theory to Azerbaijan shall contribute to Azerbaijan's political economy literature. In this paper, I argue that revenues generated from energy exports hinder democracy in Azerbaijan since they are used for fulfilling pockets of political elites and hampering emergence of any opposition to the dominant groups. In the very first part of the paper, the rentier state theory will be elaborated. More specifically, the concept of rentier state and how a rentier state behaves will be explained in detail so as to provide a framework for the case study of this paper. In the second part after giving a short brief about Azerbaijan's energy reserves and societal problems the rentier state theory will be applied to Azerbaijan in order to find out whether it suffers from the rentier state deficiencies. Indeed, the rentier effect and the repression effect of the theory will be analysed. In the final part, concluding remarks will be delivered with a laconic summary of the paper.

Abstract:: Today, capital, people and information flows have increased more than ever before among different regions in the world. Every flow creates a different local-global interaction in its own social environment. One of social environments in which this kind of interactions occurs is property markets. There are some theories to explain the nature of local and global interactions in social sciences literature. However, the success of these theories in explaining the nature of local-global interactions in a property market became subject to a research very few. This research aims to make a contribution to this area. The study also intends to find general answers to some important questions emerge in the internationalization process of property markets. The study focuses on the three well-accepted interaction theories of social sciences, which are imperialism, globalisation and glocalisation. The validity of the assumptions of these theories in the case of Istanbul’s retail property market is questioned in this research. The emergence of social structures and the specific behaviours of these structures in local property markets may be understood better when true point of view is found out about interactions. The early presidency of Obama has been marked by vicious attacks from the right, deep disappointment from the left, and something like indifference from the international community. This is understandable when the main argument is entertained: the ex- pectations of Obama’s global positions have not met reality mainly because they are more closely aligned with a cautious and considered ‘true’ conservatism, something no side (left, right, international) anticipated. Abstract:: Since the collapse of the Soviet Union function and mission of the United States in the contemporary world system is one of the most debatable problems of academic litera- ture. This article is an attempt to analyze most recent socioeconomic and political tendencies of the USA for better understanding the scale of ongoing transformation of the society. As the level of integration of contemporary world is very high, transfor- mation of the USA provokes tectonic changes and transformation of the world system, its structure and nature. This study argues that, although the US primacy in the world is significantly challenged and shaken by external and internal factors, the USA still preserves its traditional function of economic, financial, military and political superpow- er, but in a quite different environment.
