Abstract:
Istanbul Journal of Economics-İstanbul İktisat Dergisi is an open access, peer-reviewed, scholarly journal published two times a year in June and December. It has been an official publication of Istanbul University Faculty of Economics since 1939. The manuscripts submitted for publication in the journal must be scientific and original work in Turkish or English. Being one of the earliest peer-reviewed academic journals in Turkey in the area of economics, Istanbul Journal of Economics-İstanbul İktisat Dergisi aims to provide a forum for exploring issues in basicly economics and publish both disciplinary and multidisciplinary articles. Economics is the main scope of the journal. However, multidisciplinary and comparative approaches are encouraged as well and articles from various social science areas such as sociology of economics, history, social policy, international relations, financial studies are welcomed in this regard. The target group of the journal consists of academicians, researchers, professionals, students, related professional and academic bodies and institutions.

How can we locate the position of Artificial Intelligence when it comes to democracy? Rather than trying to put a framework built on an agent-based or globalization contexed approach, this paper aims to evaluate the Artificial Intelligence from a contextual perspective. While doing so an attempt on understanding how it can function within a community gains a considerable foothold. To achieve a success in such an attempt, two of the most important democratic discourses that resonate on this ground emerge critical: rule of law and the sustainable development goals. Especially, the recent Covid pandemic gave a considerable case study through which we can completely comprehend both of the matters of how AI can be used in surveillance and how can we be sure that it can be democratized.

Desde el fin de la Guerra Fría, cuatro grandes prioridades definieron la estrategia de la República Popular China hacia África: el acceso a recursos naturales y materias primas; la consecución de mercados para sus exportaciones de manufacturas; la obtención de apoyo a sus objetivos políticos; y la consolidación de un estatus como líder del mundo en desarrollo. A partir de la primera década del siglo XXI China se ha convertido asimismo en un importante socio financiero y en impulsor del desarrollo de infraestructuras en el continente, a la vez que ha adquirido una creciente presencia militar. Abstract:
This paper is going to explore the world beyond democracy and the shrouded concept of freedom. In the world of 'globalution' where revolution comes through Multinational Corporations and any specific form of government does not work but tolerance. Tolerance for this paper is all about respect for each other’s' ideology, opinion, and status. It makes us wise enough to make our surroundings a harmonized and liveable place. The dichotomous nature of societies demands space for each other. However, we humans are supposed to respect each other's existence without any specifications. We are just human beings instead of Confucianists, Communists, Capitalists, Hindus, Christians, and Muslims. Humans are born free but their specifications have made them intolerant towards each other. Tolerance is a basic ingredient of democracy, which is a means to an end, not an end itself. Freedom can only be observed with impositions and impositions are against the concept of freedom. Thus, this paper will conclude the outcome of the nature of the modern sovereign state system. It is teemed with liberalism (a mixture of liberalism and realism) and liberacantilism (a mixture of liberalism and mercantilism). Misinterpretations of the West have made certain errors during the post 9/11 socalled war against terrorism. These errors cumulatively transform terrorism into 'errorism'. This 'errorism' is bringing home the world that inequality and imbalances are occurring horizontally and vertically making this world disorder. Industrialization is going on in the West and the population is increasing in the rest, breaking the "iron cage of liberalism." It demands a glocal system of governance that could sustain people's co-existence at home and abroad. The triangulation method with primary and secondary sources would be used in the process of this research.

Abstract:
Globalization, one of the important phenomena of today, has led to political, social and economic changes in both regional and national scale. These rapid changes seriously affect the phenomenon of migration, its target and the quality of life. Especially in EU and OECD countries, various policies have been implemented to prevent the increasing migration rate, fulfill the requirements of the global economy, and to eliminate the developmental differences between countries, regions and sub-regions. Thus, it is of great importance to investigate the causes of international migrant mobility that deeply affects the economic and social structure of nations. The present study aimed to determine the factors that affect international migration towards the OECD countries. A current data set consisting of 79 variables defining the social, economic, environmental structure was created and correlation and regression analysis methods were used to determine the factors that affected international migration in OECD countries. With this work; it has been observed that there are strong relationships between international migration and various economic and social development variables. Hence, it is envisaged to make a descriptive and statistically valid, reliable assessment, to make predictions, and to contribute to the scientific literature in the context of international migration policies.

Abstract:
Elimination of the trade barriers and stimulation of business activity through trade liberalization led to the expansion in the field of the global economy. There are plentiful hesitations about who gains the highest benefit from free trade, especially when it comes to the Comprehensive Economic and Trade Agreement (CETA) between Canada and the European Union. Analogously, the previous mention guides to the dilemma about the trade negotiations and their position in the same agreement in which are the labor standards. Additionally, trade liberalization has influenced the creation of a close link connection between trade, labor, and globalization. This paper focuses on the effects of globalization and trade liberalization with their connection apropos the provisions from CETA; especially with an emphasis on Chapter 23: 'Trade and Labour’.

Abstract:
This study examines the effects of the proliferation of SALWs on the security of the Nigerian state. Although this issue has seldom been tackled in regular or academic literature, it reflects the author’s keen awareness that, in an era of globalization, migrants have been identified as important agents in the proliferation of SALWs into third-world countries. The paper seeks to provide an insight into the socio-economic and political variables operating in the source and destination of such movements, with particular emphasis on migrants and arms proliferation. The study uses the qualitative approach for data analysis, it relies on upon, data gathered through secondary sources, and is reinforced with the argument on the liberal theoretical framework of analysis. The paper concludes that, while weapons play a significant role in intensifying conflict that exerts enormous human and economic costs, the causes of such conflicts lie in political, economic, ethnic, and religious differences and disparities. Finally, the paper looks at the appropriateness of examining the full implications of SALWs as a border management theme and the role of complementary measures for facilitating border control.

Editor’s Note: American Diplomacy Journal asked several foreign policy commentators to address the significance of growing chaos in many parts of the world, as failed and failing states are increasingly unable to perform the fundamental functions of the sovereign nation-state. This is one of five articles looking at those concerns. Historically, the world always has been unstable. Colonialism, the Cold War and the Hyperpower decade (the 1990s) created an illusion of global stability. That moment has gone, hence strategies have to be reconfigured. Global connectivity, the autonomy of capital movement, the uneven spread of technology, the rise of resentful elites – resentful of the West’s hegemony – all combine to resist human rights, the democracy agenda, gender mainstreaming and much else dear to liberals. To complicate matters, two tiers of states have the capacity to resist liberalism. There are the civilisation states – China, Russia, India, which make up their own rules, and large regional powers each believed to be responsible for generating one percent of the world’s GDP. Brazil, Turkey, Mexico, Indonesia, South Africa are in this category. Japan is in a category of its own. Also relevant here is the economic success of non-liberal states as role models, Singapore, most obviously. This is very hard for the West to accept. The legacy of hegemony and empire live on, above all as a kind of low-grade civilising mission. Those who would thus be civilised do not take kindly to this at all. But they may be open to negotiation if treated with parity of esteem. Stability is not just a Western goal, though its definition can vary. The sense of superiority exists in the non-West just as much as in the West. There are non-Western civilising missions too.

Abstract:
In practice, shaking off unhelpful ideas about stability does not necessarily mean abrupt policy reversals; nor does it solve thorny dilemmas in which immediate security interests dictate one course, while commitment to sustainable and accountable governing regimes dictates another. But rethinking stability should inform diplomatic strategies that pay more careful attention to the tensions between the governed and the governing and the degree to which governing institutions are responding to or resisting popular demands. The United States should take care to conceive of, implement and publicly frame our partnerships on the continent as relationships with societies, not with specific leaders. Finally, if every challenge to a given leader or party is understood as a harbinger of chaos, alarms should be going off in Washington. Evidence of growing state fragility is not a reason to double down on supporting an individual or system of governance that engendered that weakness. When a head of state or government is deemed indispensable, policy has lost its way. Policymakers need to reckon with the truths that change is not synonymous with instability, and that the apparent safety of working with known quantities is often a costly illusion.

Abstract:
Africa’s existential situation in the prevailing global order is such that no state thereof can afford to take national sovereignty too seriously. Apart from the myriad of structural challenges imposed on the continent by globalization, Africa is faced with a gamut of political and economic problems that can only be meaningfully addressed through some form of strategic multilateral collaboration. Africa’s aspiration to economic sovereignty has been constrained by the structural conditionalities of globalization, which have kept the continent overly weak, dependent and underdeveloped. The constraint is so immanent that individual African states can hardly afford even the relative sovereignty to harness a strategic balance in the fast ossifying asymmetries of interdependence that characterize the contemporary global political economy. It is posited in this paper that the remedy for Africa lies in the ability of her states to transcend their disempowering territorial-cum-nationalistic divides and capitalize on the existing continental multilateral mechanisms towards mainstreaming collective sovereignty, based on the principle of pan-African supranationalism. To that end, leveraging and maximizing the gains and prospects of extant regional and continental supranational organisms would become both salient and expedient.

Abstract:
The revitalization of the Silk Road as a trade route, cultural exchange, religion, science and civilization based on the “Maritime Silk Road” (MSR) is the focus of strategic studies and international relations. ASEAN countries, including Indonesia in the MSR route and the contestation of the United States and China who are fighting for dominance in the Indo-Pacific region, face challenges and opportunities. The results of this research, which uses a normative approach, show that the revitalization of the MSR may give positive impacts to China’s foreign affairs for the good interaction and communication among people by economic trade.

Abstract:
North Atlantic Treaty Organization (NATO) has been the most important and successful multilateral military cum political organization, pursuing the agenda of exporting democracy globally and ensuring the mutual defense of its allies. Historically, NATO was formed against the threat of communism emanating from USSR (Russia). The alliance did not use military option till the end of the cold war between the west and USSR, but post-cold war, it transformed and operated in Balkans, South Asia, Horn of Africa, and Middle East. The 9/11 incident further enhanced the military role of the organization and gave it ample reason to act internationally for ensuring the global security. America, being the leader of the alliance used it for fighting the so-called global war on terrorism and its adventures in Middle East. Nevertheless, in the last two decades the organization went through various changes and is now continuously in the state of transformation. The wave of populism which had influenced the very concept of globalization has posed serious challenges for the alliance. The Trump rhetoric of “America first”, BREXIT, challenges of migration, changing demography of Europe, assertion of Russia in global politics, confrontation between the NATO allies like Turkey and France, and rise of China are few factors which may affect the future of the so-called intergovernmental military alliance. This article concurrently discusses the new challenges for the NATO and sheds light on the possible options to the strategy of Biden administration to reverse the policies of its predecessor which have influenced the cooperation of different allies of NATO. In the end researcher has tried to put forth few recommendations which may help the policy makers to cope with the challenges NATO is facing. The study is qualitative and analytical in nature whereas primary as well as secondary sources are used for data collection.

Abstract:
This study aims to analyze the dynamic effect of renewable energy use and globalization on the environmental quality in Turkey by utilizing quarterly time series data spanning the period 1990- 2017. After identifying the series order of stationarity by utilizing ADF test, this study makes use of SVAR model. The reason is that SVAR is powerful method in testing contemporaneous and past shock among the variables. In addition, SVAR is the powerful in variance decomposition and the possibility of observing long run forecast. The results disclose that environmental quality reacts negatively to the shocks in hydro energy and economic growth, while the globalization seems positively impact the degradation of the environment. These outcomes are consistent with relevant theories and empirical findings. The only striking result is the positive impact of biofuel and waste energy on the environment. Although Turkey has recently implemented a range of energy policies to promote renewables but some challenges still there, future policymaking should enhance the development in renewables and create more competitive environment for investment in the renewables market.

COVID-19 onset has questioned the proclaimed notions of Globalization such as shared prosperity and security across the board. The ongoing pandemic once again calls for collective action in men and material terms rather than erecting technology barriers and doubting the intentions of each other. This paper aims to address the following inter-related queries: What is the nature of China‟s health-based assistance to the South Asian states for mitigating the COVID-19 risks? How and why do the United States and India remain skeptical of Chinese anti COVID- 19 Vaccine efforts? And how do other South Asian states perceive Chinese contributions to deal with the ongoing Pandemic? And, finally what lessons can be learned from this divergent debate centered on: Chinese Vaccine Diplomacy? Comparison and contrast of the available information is employed as an analytical technique to determine the nature of skepticism surrounding the Chinese vaccination campaign in South Asia. Consulting data on three various accounts assisted to conclude the findings of this research paper. The findings of this study establish that Western and Indian skepticism, directed against Chinese health diplomacy in South Asia is motivated by their geopolitical contestations with China. In nutshell, the paper‟s main thrust is to stress the essential value of mutual cooperation in dealing with the Pandemic like COVID-19. There is a need to embrace the concept of „holistic security‟ in the highly interconnected world of today and tomorrow.

İşsizlik bütün toplumların üstesinden gelmeye çalıştığı öncelikli ve önemli bir sorundur. İşsizlik, bir taraftan ülke ekonomisinin âtıl kapasitede çalışıyor olmasını göstermesi diğer taraftan da psikolojik, sosyal, ekonomik ve politik yönler barındırıyor olması bakımından çok boyutlu bir kavramdır. Bu nedenle işsizlik ve etkileri çok farklı disiplinlerce sürekli incelenmektedir. Çalışma kapsamında, finansal liberalizasyon sonrasında Türkiye’de ekonomik büyümenin işsizlik türleri üzerindeki etkisi Okun Yasası ve istihdamsız büyüme hipotezi merkezinde incelenmektedir. Veriler Dünya Bankası veri tabanından derlenmiştir ve 1988-2018 yıllarını kapsamaktadır. İşsizlik oranları olarak; toplam, erkek, kadın, genç, genç-erkek ve genç-kadın verileri ele alınmaktadır. Değişkenler arasındaki nedensellik ilişkisi Hatemi-J ve E. Roca tarafından geliştirilen asimetrik nedensellik testiyle incelenmektedir. Elde edilen sonuçlara göre; içsel ve dışsal nedenlerden kaynaklanan ekonomik şoklar işsizlik serilerinde yapısal kırılmalara neden olmakta ve da histeri etkisinin ortaya çıkmasını sağlamaktadır. Değişkenler arasında asimetrik ilişki vardır. Ekonomik büyümenin artması, genel, genç ve kadın işsizlik oranlarında azalmaya neden olmaktadır ve Okun Yasası bu seriler için geçerlidir. Ekonomik büyümeden genel erkek ve genç erkek işsizlik oranları için istihdamsız büyüme yaklaşımı öne çıkmaktadır. Sonuç olarak; -diğer şeyler sabitken- Türkiye’nin bir taraftan histeri etkisini gidermek diğer taraftan da işsizlik oranlarını düşürmek için ekonomik büyümeyi destekleyici mahiyetteki makroekonomik politikalara yönelmesi gerektiği düşünülmektedir. | Unemployment is a preferential and important problem for all societies to overcome. Unemployment causes loss in the economic potential and in addition to this, unemployment has psychological, social, economic, and political aspects, so the problem becomes multidimensional. In this study, the effect of economic growth on the types of unemployment is examined in the scope of Okun's Law and Jobless Growth hypothesis. The data was compiled from the World Bank database and covers the years 1988-2018. As unemployment rates; total, male, female, youth, young-male, and young-female data are taken. After unit root tests, the causality relationship between the variables is examined with the asymmetric causality test developed by Hatemi-J and E. Roca. According to the results obtained; internal and external economic shocks cause structural breaks and so hysteresis effect becomes valid on the unemployment series. There is an asymmetrical relationship between the variables. Economic growth causes a decrease in general, youth, and female unemployment rates and Okun's Law is valid to these series. The Jobless growth approach applies for relations from economic growth to general-male and young-male unemployment rates. As a result; Turkey may/should apply macroeconomic policies focused on economic growth in order to eliminate hysteresis effect and reduce unemployment rates.

Abstract:
Coronavirus Pandemic has generated a discussion regarding the future of globalization. This article places this new wave of pessimism regarding the future of globalization in the broader tension surrounding globalization that has existed in international relations discourse since the end of the Cold War. The article points out some of the previous challenges endured by globalization. It also points out that whereas at this point popular media and news commentary portray pessimism as the dominant feeling, the trend towards multilateralism and global cooperation is also discernable in other responses to the pandemic.
