Abstract:
China's resurgence as a global actor has significantly altered international relations, particularly in the Middle East, particularly with Saudi Arabia and Iran. Pakistan's unique geographical location and complex international interactions present an intriguing situation due to these changes. Pakistan's close relations with China, Saudi Arabia, and Iran, along with its shared border and cultural ties with Iran, influence its security concerns, domestic politics, economy imperative, and foreign policy. China's growing relationship with Saudi Arabia is driven by its oil needs, global influence, and regional stability. Iran offers China a valuable counterbalance and potential ally in the Middle East due to its geostrategic position and abundant natural resources. The United States' long-standing hegemony in the Middle East has been put to the challenge by China's growing influence and strategic alliances in the region. This qualitative study investigates the issues relating to Middle East with an objective to evaluate the role of great powers‘ politics in the region. The Middle East's shifting geopolitical environment could be advantageous for projects like the ChinaPakistan Economic Corridor (CPEC), Chabahar Port Development, and Iran-Pakistan Gas Pipeline.

Abstract:
The social and historical investigation of China’s ethnic minorities was a major national political action in 50s-60s of the 20th Century, and it was of particular significance to the governance of the frontier, the maintenance of ethnic equality, and the long-term stability of China. In the era of underdeveloped information technology, the Communist Party of China (CPC) entered ethnic minorities areas, on the one hand, to understand the living conditions of ethnic minorities, and to facilitate the introduction of relevant supporting policies. On the other hand, the investigation process also publicized the CPC’s thought on governing the country, so that the people can more understand and trust the CPC, so as to promote national unity and political stability. Although this investigation has become a history, its significance, value and effect are still prominent for China’s political stability and national development today.Therefore, it is still of important practical significance to study the social and historical investigation of China’s ethnic minorities.

Abstract:
The purpose of this study was to see whether the Taliban regime poses a threat to the international community. The research primarily examined the threats that the formation of a theocratic regime in Afghanistan poses to neighboring countries and the international community. With regards to research methods, a document analysis method was used to obtain valid information and to analyze and describe the complex situation in Afghanistan. A wide array of documents and scholarly articles were analyzed to obtain reliable and objective information. This research revealed that the Taliban has not changed at all and still rules Afghanistan with medieval methods and strategies. Since the Taliban takeover of Afghanistan, the economic situation has deteriorated considerably and people face severe hardship. Therefore, hundreds of thousands of Afghans want to leave their homeland and migrate to the West. The Taliban violates constantly human rights and discriminates against women, ethnic and religious minorities. The Taliban has transformed Afghanistan into a narco-state. Neighboring countries fear that Afghanistan might become a hotbed of terrorism and extremism again.

Abstract:
On March 25, State Councilor and Foreign Minister Wang Yi made a surprise visit to India after stopovers in Pakistan and Afghanistan (Ministry of Foreign Affairs of the People’s Republic of China [FMPRC], March 25). The visit was the first by a high-level Chinese official to India since December 2019 and the ongoing border standoff that broke out in May 2020 along the Line of Actual Control (LAC) in Eastern Ladakh. The sudden stopover, which was not announced in advance, generated speculation over Beijing’s intentions, particularly as it occurred in the immediate aftermath of Russia initiating its “special military operation” against Ukraine on February 24. This resulted in international condemnation and boycotts, and the imposition of economic sanctions by the U.S., the European Union, Japan and others on Russia. However, countries such as China and India, made an exception by choosing neutrality in condemning Russia. But did this shared position make any difference in improving China-India ties? Hitherto, relations have not substantively improved, notwithstanding the modest progress in the recent border talks. Following the 16th round of Corps Commander level talks on July 17, China and India stressed the “four-point consensus” they had reached on the resolution of the border issues (Xinhuanet, July 29). This “consensus” was further cited as the reason for the disengagement of troops from Patrolling Point-15 in Gogra-Hot Springs (Global Times, September 9). Notably, the disengagement followed a year-long impasse in the talks process and coincided with both countries’ participation in the Shanghai Cooperation Organization summit.

Abstract:
In late June, a severe earthquake struck southeastern Afghanistan. In the immediate aftermath of the disaster, the People’s Republic of China (PRC) announced it would provide 50 million RMB ($7.2 million) in emergency aid, including tents, blankets, cots and other sorely needed supplies to the impacted areas (People’s Republic of China Ministry of Foreign Affairs (FMPRC), June 25). Beijing invests in Afghanistan to further its long-term economic, strategic and political interests. Since the U.S. withdrawal last year, China has had an opportunity to advance its interests and deepen its clout in Afghanistan. When Kabul fell, China did not condemn the move and announced that it respected the choice of the Afghan people—a sign of goodwill from Beijing to the Taliban that it subscribes to the narrative that the new government has the full support of the population (Xinhua, August 16, 2021). China has never been militarily involved in Afghanistan. Uyghur militants have found safe-haven in the country for decades, but the level of threat they pose to the PRC is debated even among Chinese analysts (China Brief, February 11). Despite such long-running concerns, Beijing was unperturbed by the Taliban’s return to power in Afghanistan last year. The PRC kept its embassy open through the fall of Kabul, and Beijing has sustained extensive diplomatic contact with the Taliban leadership to safeguard its security, economic and strategic interests in Afghanistan (Global Times, August 17, 2021). In fact, the PRC is seeking to carry out a complex balancing act in Afghanistan. Concerns about Afghanistan becoming a safe haven for extremist groups that could target neighboring states persist, but Beijing also perceives huge opportunities in Afghanistan’s natural resources, markets and potential to serve as a key node linking western China with South and Central Asia. In order to achieve a stable and secure Belt and Road Initiative (BRI), which will advance China’s interests throughout Central Asia, Beijing needs a stable Afghanistan.

Pakistan has been in pursuit for stable democratic system since its creation. The patronclient relationship is shaping and defining the general politics and the biraderi politics of Pakistan. These links also legitimize the politically dynamic biraderies‘ clench on means and resources as well as the transfer of these resources as a bequest to coming generations of biraderies. The process of democratization is directly correlated and undermined due to biraderism that makes its pace very sluggish and inactive. It has been considered irresistible for non-democratic forces. It is generally argued the prehistoric group identities like family, kinship and caste, or biraderi membership, played a more important role in determining voting behaviour than the individual‘s political rational preferences. This phenomenon is overwhelmingly rule in the life of an individual in a society which is still in the transitional phase of democracy. The settlement policies of social engineering of the British had worked very well in the central region Punjab specifically. This is a theoretical and analytical study that presents a conceptual framework between biraderism and democratization process. The process of democratization is a dependent variable and the dynamics of biraderism work as an independent variable.

The political infrastructure of the US, along with its underpinning moral fabric, has been crumbling for some time and is now on the brink of collapse. If it does not restructure and revamp its political system with transparency, accountability, political ethics, and rule of law, the US will be beleaguered by domestic turmoil and be thrusted into a darker hole vis-à-vis rising powers such as China. If the US fails, the whole world will fail. While delving into the systemic issues that plague America’s societal values and political foundation, this article, the first of a two-part article, suggests ways the US can redeem its status as a moral authority on the global stage.

Abstract:
Since the dissolution of the federal system in 1972, Cameroon has been entangled in an internal crisis between the Anglophone region and the government. After four years of violence, the outcome of peace efforts have largely been countered by more incidents of violence. This article traces how the crisis has evolved over the years from a political crisis into a conflict situation. While appreciating the theoretical perspectives of internal colonialism and ethnonationalism in explaining the conflict, the authors highlight that the evolution from a crisis into a conflict has been driven by factors such as the expanding waves of democratisation, the emergence of new actors (militias) and the evolution of the digital space (social media as platform for mobilisation). The article emphasises that whereas grievances over marginalisation form the underlying drivers of the conflict, disagreements over the judicial (common law) and education system in the Anglophone regions exacerbated the crisis, thereby leading to the outbreak of violence. Against this background, the article provides recommendations that may encourage a recourse to peace and stability for a nation previously lauded as one of the (few) stable countries in the Central Africa region.

Abstract:
A significant foundation of European stability after World War II has been the balance of power between the United Kingdom (UK), France, and Germany. The UK’s accession to the European Communities (EC) in 1973 had carried that ‘balance’ into the EC’s institutional framework. In this regard, the UK’s withdrawal from EU structures may lead to an important political and financial vacuum at the center of the Union. In the wake of Brexit, indications of anxiety and concerns about power imbalances have emerged around the question of which country or counties will steer the Union. There exit fresh post-Brexit assessments that indicate that the UK’s departure from the EU may catalyze the differences between Germany and France. This paper will discuss three essential scenarios for the EU’s political and economic future direction, namely, French leadership, German leadership, and a Franco-German partnership, for the post-Brexit period.

Abstract:
Scholarship on the challenges of ethno-linguistic federalism in contemporary Ethiopia is copious; yet a critical analysis of violent ethnic extremism in the country and its implications for the sub-region is rare. This article argues that violent ethnic extremism is a threat to the existence of Ethiopia and a destabilising factor for its neighbours. Based on qualitative empirical data, it attempts to address the knowledge gap and contribute to the literature by examining why violent ethnic extremism has persisted in the post-1991 Ethiopia and how it would impact on the stability of the Horn of Africa. Analysis of the findings indicates that systemic limitations of ethno-linguistic federalism; unhealthy ethnic competition; resistance of ethno-nationalist elites to the current reform; unemployed youths; the ubiquity of small arms and light weapons; and cross-border interactions of violent extremists are the major dynamics propelling violent ethnic extremism in Ethiopia. Thus, Ethiopia and the sub-region could potentially face cataclysmic instabilities unless collective, inclusive, transformative and visionary leadership is entrenched.

Editor’s Note: American Diplomacy Journal asked several foreign policy commentators to address the significance of growing chaos in many parts of the world, as failed and failing states are increasingly unable to perform the fundamental functions of the sovereign nation-state. This is one of five articles looking at those concerns. Historically, the world always has been unstable. Colonialism, the Cold War and the Hyperpower decade (the 1990s) created an illusion of global stability. That moment has gone, hence strategies have to be reconfigured. Global connectivity, the autonomy of capital movement, the uneven spread of technology, the rise of resentful elites – resentful of the West’s hegemony – all combine to resist human rights, the democracy agenda, gender mainstreaming and much else dear to liberals. To complicate matters, two tiers of states have the capacity to resist liberalism. There are the civilisation states – China, Russia, India, which make up their own rules, and large regional powers each believed to be responsible for generating one percent of the world’s GDP. Brazil, Turkey, Mexico, Indonesia, South Africa are in this category. Japan is in a category of its own. Also relevant here is the economic success of non-liberal states as role models, Singapore, most obviously. This is very hard for the West to accept. The legacy of hegemony and empire live on, above all as a kind of low-grade civilising mission. Those who would thus be civilised do not take kindly to this at all. But they may be open to negotiation if treated with parity of esteem. Stability is not just a Western goal, though its definition can vary. The sense of superiority exists in the non-West just as much as in the West. There are non-Western civilising missions too.

Advancement in the field of information and communication technology (ICT) has transformed the world. In the contemporary era, digital technologies are playing an important role in performing daily life operations. This advancement and dependence on ICT also brought with it various types of vulnerabilities. Nowadays, institutions and individuals can be easily targeted by using cyberspace. Dependence on digital infrastructure is also increasing at a very rapid pace in Pakistan. Cyber networks are not only used by common people, but critical institutes like online banking, electric grids, and dams are also connected to digital networks. In the same way, military infrastructures like command and control systems and nuclear power plants are also linked to cyber networks. Due to this reliance on digital technologies, Pakistan is facing a constant threat of major cyber-attacks. So far, Pakistan does not have a proper mechanism to deal with the threat of cyber- attacks. This study analyses the impacts of the possible cyber-attack on the security of Pakistan.

Abstract:
Afghanistan is important to China not only for curbing religious extremism to prevent its further spread into and beyond Xinjiang, but also for serving its economic interests and making the region safe for the One Belt One Road Initiative now briefly called Belt Road Initiative (BRI). Chinese current engagement in Afghanistan is mainly based on resource exploitation and infrastructure development. With its fast-growing economy, political stability at home and increasingly successful foreign policy, China is in a good position to create the image of projecting stability in this troubled region. Indeed, geo-strategically, China is now in a position to play a decisive role in regional affairs. It has become a solid, stabilizing influence with the power to materially impact the region. This research is conducted through sequential mixed method design with three major phases namely, an initial data gathering stage, a questionnaire survey, and a qualitative data gathering phase. The study concludes that Afghanistan is significant for China because of investment in economic projects and for the success of China Pakistan Economic Corridor and BRI. And next important to it is to counter terrorism for the safeguard of Xinjiang

Abstract:
The partnership is underpinned by the twin principles of subsidiarity and complementarity.2 Although the RECs/RMs are not uniform entities, it is well established that neither the AU nor the UN can undertake a successful peacemaking venture without the active involvement of the dominant REC/RM in a particular sub-region. For example, the Intergovernmental Authority on Development’s (IGAD) pivotal role in the mediation efforts that led to the signing of the Revitalised-Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) is the most recent demonstration of this trend.3 Similar examples exist in West, Central and southern Africa, where the RECs/RMs in these sub-regions continue to serve as anchors for security and stability.

Abstract:
Early studies on presidentialism associated the design with political instability and weak democratic credentials, with deeply divided societies being particularly advised not to craft presidential regimes. Practices of presidentialism around the world later reframed the debate, as the focus shifted to variants of presidentialism. Presidentialism, in all its shades and colors, negates a monolithic set of political outcomes as evidenced by the constant experimentation in Latin America. This study scrutinizes how some reforms in Latin America served to pluralize presidentialism whereas other steps reinforced the opposite results. Lessons can be drawn from the two steps forward and one step back advance of presidentialism in the region. While the changing role of vice presidency, the impact of electoral system reform, and allowing for presidential exit through the intervention of the electorate diffuse power, the growing legislative powers of presidents and flexibilization of term limits dent pluralization.

Abstract:
Following the so-called Arab Spring, the strategic situation in the Middle East has been one of disorder. A series of critical, complex and interrelated security failures have resulted in chaos and bloodshed unprecedented even for a region with Middle East’s history and legacy. The demand for intervention has been high but the response has been very low. In such an unchartered and rapidly deteriorating regional security setting, this paper argues that the conspicuous absence of US hegemonic engagement has allowed for the return to overt regional balance of power strategies and proxy conflicts. Our hypothesis is that a regional balance of power and the resulting order (or disorder) heavily depends on the type of great power regional engagement. In such a context, the “hands off” or non-hegemonic approach that characterizes US strategy since the Arab Spring eruption has heavily contributed to a highly disorderly regional balance of power landscape. In the absence of US hegemonic involvement, revisionist threats emerge and local rivalries intensify.

The main subject of interest of this paper is the current situation and the trend of international terrorism in the European Union explained thorough security analysis of the committed terrorist attacks and their influence on the European security and stability. Also, it will be shown the measures and the activities of the anti and contrary terroristic fight against the risks and the threats from terrorism as a result of the recent terroristic attacks. Even though on the international level there isn’t a common definition of terrorism as a criminal act, the European Union and the Council of Europe through their most important documents set the concept for terrorism which has helped in the process of creating national security systems for the fight against the terrorism. The Islamic State’s (IS) territorial losses and military defeat in Iraq and Syria have not weakened the militant landscape in Southeast Asia. Rather, the regional threat landscape has become more resilient and competitive, with pro-IS militant groups exhibiting better operational capabilities, knowledge of explosive-making and networking linkages. Moreover, pro-IS groups in the region have found traction by exploiting local issues to spread the terror group’s extremist ideology. Several major challenges have emerged from the recent setback to IS in the Middle East. First is the issue of returning foreign fighters (FTFs) and how to deal with them. Such returnees pose a plethora of legal, political and security challenges to Southeast countries, particularly Malaysia, Indonesia and the Philippines. A second challenge is IS’ efforts to declare new wilayat (provinces) in different parts of the world. While IS has officially declared the East Asia wilayat based in the Philippines, the declaration of new wilayat cannot be ruled out as witnessed in South Asia and Africa. Further, terrorist groups such as IS constantly require increasing financial resources to expand and sustain their operations. In Southeast Asia, IS-linked groups have set up Islamic charities to raise funds and conceal their activities. Against this backdrop, the September issue of the Counter Terrorists Trends and Analyses (CTTA) features four articles looking at different aspects and dimensions of Southeast Asia’s threat landscape in the post-territorial caliphate environment. The first article by V. Arianti and Nur Aziemah Azman argues that the IS fighters in Indonesia may continue to empower their affiliated groups in the country. According to the authors, this is evident by the apparent attempts by Indonesian IS fighters in Syria to create a wilayah (province) in Indonesia by strengthening two Indonesian militant groups, the Mujahidin Indonesia Timur (MIT, Mujahidin of Eastern Indonesia) and Jamaah Ansharud Daulah (JAD, Congregation of Supporters of IS). IS acknowledged Indonesia as part of its East Asia Wilayah (encompassing primarily the Philippines and Indonesia) in July 2018. In the second article, Sylvia Windya Laksmi examines the nexus between charities and terrorism financing, through the case-study of the IS-affiliated Jamaah Ansharut Daulah (JAD) in Indonesia. Given recent reports of convictions around the world of non-profit organisations that misuse their revenues to finance the activities of terrorists, the article details three themes that emerge from JAD’s activities in Indonesia: (i) sham charities set up by the group as a conduit to generate funds to ensure its sustainability; (ii) funds raised for charitable causes funneled into terrorist activities and (iii) social media used to not only recruit members but also raise funds. Given IS’ focus on global expansion in the post-caliphate era, the multi-pronged threat posed by its affiliate networks in Indonesia and surrounding region, of which terrorism financing is a component, will need to be addressed by policymakers and security agencies going forward. The next article by Amalina Abdul Nasir upholds that despite numerous setbacks in Syria, IS is quite determined to stay alive in Malaysia. The pro-IS Malaysian militant groups are exploiting local issues to advance the terror group’s extremist ideology. In this new phase, according to the author, Malaysian IS supporters have acquired better bomb-making capabilities and fostered deeper operational linkages with foreign militants. Moreover, Malaysia is also dealing with the issue of returning fighters. The Malaysian policymakers need to ensure an effective rehabilitation policy in dealing with returning militants and to continue to carefully manage the ethnic and religious climate in Malaysia so as to minimise exploitation of related local issues by pro-IS groups. Finally, Kenneth Yeo discusses the prospects for a consolidation of foreign terrorist fighters (FTFs) in the Southern Philippines following IS‘ territorial losses this year. According to the author, IS’ weakened presence in the Iraq-Syria theatre has positioned the Philippines as an attractive destination for FTFs in Southeast Asia given its status as an alternate conflict theatre within jihadist discourse. The article argues there could be a consolidation of rebel forces in hotspots such as Mindanao, with IS affiliated groups seeking to complement local fighters with FTFs and youth militants to launch attacks and gain territory. With the added impetus of a leadership transition within IS’ networks in the Philippines, comprehensive counter-terrorism measures are needed to address these developments, which also have regional implications.

Abstract:
Current narratives on terrorism and violent extremism by governments, policymakers and law enforcement agencies are largely Islam-centric with an overt focus on the military defeat of terrorist groups. This issue firstly looks into the assumed link between a reduction or elimination of territorial control by terrorist groups and their so-called ‘defeat’. Using the Islamic State (IS) as a study, this issue explicates further on a group’s cross-border/global networks, linkages and ideological spread to assert that the victory-defeat framework against IS is flawed, as its threat has transformed into a network of smaller cells and geographically dispersed cells. Secondly, this issue looks at the rising threat of far-right extremism and terrorism; a phenomenon which has been under-explored, given the Islam-centric nature of terrorism in recent decades. For instance, it has been reported that 71 percent of fatalities linked to terrorism between 2008 and 2017 in the United States were committed by far-right extremists and white supremacists. This issue specifically examines the recent Christchurch terrorist attack in New Zealand by a far-right extremist and possible implications for the Asia Pacific region. In the first article, Abdul Basit discusses the narrative of defeat against IS after US forces eliminated its last physical stronghold in Syria. It is argued that while IS territory shrank considerably, the group is still active with its ideological appeal attracting smaller networks and cells globally. The author states that IS has managed to remain relevant and active despite losing its physical sanctuaries due to three reasons: (i) revising the ideological narrative; (ii) organisational restructuring; and (iii) forming new networks. This is likely to have far-reaching implications on the global threat landscape that will witness a rise in low-end urban terrorism, more competition from rival groups and reactionary violence from right-wing extremists. Next, Amresh Gunasingham studies the recent attacks in Sri Lanka on Easter Sunday that heightened post-war ethnic tensions and brought forth civil war traumas amidst an ongoing political crisis. The article examines the possibility of a communication gap among security agencies that prevented early detection of one of the deadliest terrorist attacks in the country’s history. It further details the motivations for the attack as: (i) the Wahhabi factor; (ii) anti-Muslim violence furthering radicalization; and (iii) the possible links to IS. Possible implications and responses to the attack include a rise in anti-Muslim sentiments and violence with tightened security measures imposed by the state. In order to ensure long-term stability, the state needs measures to promote ethnic and religious harmony with strong counter-terrorism legislation. Iftekharul Bashar details the threat landscape in Western Myanmar, focusing on (i) Arakan Rohingya Salvation Army (ARSA), an ethno-nationalist group and (ii) IS and Al-Qaeda (AQ), both Islamist terrorist groups. The article argues that the threat brought on by ethnic violence and Islamist terrorism is facilitated by grievances of the local Rohingya Muslims and motivations for revenge and active presence of IS and AQ networks in the South and Southeast Asia region. The exploitation of the local refugee crisis by IS and AQ coupled with ARSA’s resilience requires comprehensive responses that centre on communal harmony in addition to hard-power measures. Lastly, Jade Hutchinson discusses the far-right terrorist threat, specifically in light of the Christchurch shooting at two mosques in New Zealand in March 2019 where 51 people were killed. The article focuses on the attack, the attacker, his links to other far-right extremist groups and the key role the Internet and social media played in facilitating the attack. This incident in New Zealand signals the possibility of further copycat attacks in Australia and other countries, further recruitment towards far-right extremism online and the need to devise policies to effectively counter far-right extremism in the online space.
