Abstract:: Dissertations are among the most important elements of academic production, along with scientific research articles and books. They not only reveal an academic’s field of research, but also provide clues as to what research methods and tools scholars will employ in postdoctoral studies. Moreover, and crucial to this paper, they are important indicators of the trajectory of research fields, as well as their general roles in the academic world. This study aims to reveal general trends/indicators in Turkish International Relations (hereafter IR) dissertations through an analysis of IR dissertations written in various Turkish universities between 2000 and 2020. There is a rather widespread claim among IR academics in Turkey that this particular community largely contributes to the Western-oriented discipline of IR as local or regional experts, dealing mainly with Turkish foreign policy and regional problems rather than with theoretical concerns in IR. A further aim of this study is to test whether this claim remains valid with the analysis of recent IR dissertations produced in Turkish universities.

Abstract:: This article aims at evaluating three International Relations (IR) journals in Turkey, namely, All Azimuth, Insight Turkey, and Uluslararası İlişkiler Dergisi. The scholarly contributions of these three journals to Turkish IR is worthy of exploration since together they constitute ‘the mainstream’ of Turkish IR journals. To this end, this article applies a bibliometric analysis in surveying all three journals' publication records in order to provide a general picture of the field in the last decade. When we consider an evaluation of the Turkish IR community, these three journals are also important and represent different sub-groups and interests among Turkish IR scholars. The field orientations and organization of the IR discipline in a given country may be understood by studying the leading journals of the field in that country. With this assumption in mind, this paper attempts to distinguish certain characteristic differences and similarities among these three journals by surveying their materials and authorships using comparative bibliometric analysis. While there are several articles in the literature that discuss the contents of these publications, no comparative bibliometric analysis has ever been conducted on them.

Abstract:: This study examines the usage of non-Western theories in research and education by International Relations (IR) scholars in Turkey. Our primary purpose is to understand the level of engagement with the non-Western IR debate, with its prospects and variations, in Turkish academia, and to evaluate the familiarity of Turkish IR scholars from different schools with non-Western IR theories. Relevant data were obtained from a questionnaire with 47 items designed to let participants, consisting of 116 academicians at IR departments from 57 Turkish Universities, provide their teaching experiences, views, and perceptions concerning non-Western IR Theory. While our findings based on this data confirm the literature on the scarcity of non-Western theories in Turkish IR scholarship, we have also furthered it with many details. Firstly, according to the findings, respondents who study and teach IR Theory at Turkish universities think that the IR theories of Western origin dominating the literature are not universal or objective in terms of their function as interpreters of IR issues. But interestingly, those considerations direct scholars to Western critical IR Theory schools rather than non-Western theories. The other key conclusion of this study confirms our expectations. The thoughts, concepts and theories emanating from the Turkish-Islamic world have much more recognition than other non-Western IR theories among Turkish IR scholars.

4. Sea Blindness in Turkish International Relations Literature

Abstract:: The oceans and seas cover 72% of the Earth’s surface, and 85% of global trade is done by maritime transportation. Moreover, 40% of the world’s population lives on or near coastlines. Also, the oceans play a crucial role in Earth’s biosphere. Recently, by desalination techniques, the seas have become a potable water resource. Therefore, one can say that the oceans and seas are indispensable for mankind. However, international disputes and collaboration efforts between states regarding the seas are not widely studied by scholars of international relations (IR). This can be referred to as sea blindness, and it may be defined as an inability to appreciate the importance of seas and naval power, particularly with regards to strategic security and economic prosperity. A country with sea blindness is not aware of maritime supremacy as an important foreign policy tool. Similarly, IR scholars mostly focus on land conflicts and not on sea issues when they study international politics. This is particularly true in Turkish IR literature as issues on land are again the focus areas for Turkish scholars. In this context, this article makes an analysis of the articles in peer-reviewed journals and books published by well-known publishers in Turkey, providing statistics about the issues covered. Also, for comparison, major political science and IR journals published abroad are analysed with regards to publications related to the seas. This statistical analysis elucidates whether there is sea blindness in Turkish IR literature. The number of articles and books that cover the seas as crucial study areas of IR in Turkey, as well as their broad focus areas and perspectives, are revealed by this study.

Abstract:: The essay addresses an outsider's perception of the characteristics and dynamics of the IR field/discipline in Turkey. How may this country serve as a role model or, at the very least, as a source of inspiration, reflection, or evaluation of the field's development in other local/national settings? In this respect, Greece is chosen as a case study. Βy addressing and assessing Turkish self-reflection and the search for disciplinary identity within Turkish IR scholarship, what can be learned, on behalf of Greek IR scholarship, regarding both Greece's and Turkey's social scientific development regarding foreign affairs/policy? A major theme discovered is the acknowledgement of the limitations of the dependency/vulnerability-centered explanations for the development of IR.

Abstract:: This essay is based on the author’s long-time observation of the International Relations discipline and the repeated crises it has experienced. The piece identifies ‘event-drivenness’ as the structural reason behind these crises, in other words, the course of the discipline naturally follows global IR events and, depending on how transformative these events are, when responding to them, is more likely to fall into an existential crisis—with the most recent one being potentially fatal. By discussing in detail the a) science-statecraft relationship; b) scholar-practitioner disconnect; c) distortion of theories by scholars and practitioners; d) paradoxical relationship between rationality and irrationality; and e) theory-practice disconnect, the essay seeks to operationalize these crisisgenerated processes when responding to major events. In order to show these crisis generation processes in detail, it uses the theories of political realism and, to a lesser degree, classical liberalism, as case reflections. As a possible solution to the reciprocal condescension between scholarship (theory-making) and statecraft (practice), the essay proposes a “Clausewitzian” modus vivendi that aims at creating a culture of synthesis between the presumed producers and consumers of IR knowledge.

Abstract:: On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

Abstract:: The Troubles period in Northern Ireland (1968 to 1998) left victims, their families, and the region with a legacy of trauma that has remained unaddressed for the past 24 years. Despite various legislative proposals to provide victims with forms of recourse, leaders have yet to implement justice provisions detailed in political agreements. As a result of government inaction, victims and survivors have lived without the truth of the past and without the ability to seek criminal charges against perpetrators who inflicted violence against them and/or their loved ones. This paper explores why civil society organizations are the best option to meet victims’ needs in the absence of government intervention.

Abstract:: The COVID-19 pandemic has revealed the influence that private pharmaceutical companies and philanthropic foundations have on global health governance. Private actors have been able to maintain the norm of intellectual property rights, despite opposition from developing countries and growing opposition from powerful actors in developed countries. This article examines how private actors have wielded their material resources, expert authority, and discursive powers to overrule the wishes of governments. It concludes by exploring the public health consequences of their growing hold on international governance and offers some policy recommendations to mitigate distorted public health outcomes.

The International Criminal Court is presently underprepared to meet the challenges of authenticating digital evidence. Abstract:: This article examines how the state, its core characteristics, domestic and international agential capacities are conceptualized by the realist paradigms of IR and Weberian Historical Sociology (WHS) as its critique. 12. ‘Global’ IR and Self-Reflections in Turkey: Methodology, Data Collection, and Data Repository

Abstract:: This article covers the disciplinary debates on ‘global’ IR and the self-reflections of IR scholars about the state of the discipline in Turkey. It argues that high quality methodological training can contribute to overcoming the dissatisfaction felt by scholars of IR in Turkey. It suggests that inclusion of IR knowledge produced in the non-core into the ‘Global’ pool can be achieved through local ‘revolutions’, and that the potential for progress in this direction lies in methodological improvement and data-collection projects. The article offers three exemplary data projects to crystalize the argument: the Social Sciences Data Repository, the Global Security Database (GloSec) and the Global Risk Assessment Dataset (GRAD). These projects aim to: disseminate data-based research and encourage data sharing among scholars in Turkey, train prospective IR scholars to produce research based on clear, replicable, and rigorous methodology in Turkey, encourage graduate students in Turkish universities to have a global scholarly outreach and talk to the global scholarly community, and contribute to IR scholarship with these local pedagogical and academic experiences. Two separate groups of researchers composed of graduate students from various universities across Turkey are trained in the ways of research design, the fundamentals of data collection, and writing research papers based on rigorous methodological design, data, and replicable findings. Thus, the paper not only discusses the diagnoses in the literature regarding the shortcomings of the International Relations discipline in Turkey, but also offers concrete directions for a potential treatment.

13. Reflexive Solidarity: Toward a Broadening of What It Means to be “Scientific” in Global IR Knowledge

Abstract:: This article shows that the problem of “West-centrism” in the study of International Relations (IR) is synonymous with the problem of the dominance of positivism, a particular version of science that originated in the modern West. How can we open up this double parochialism in IR? The article calls for reflexive solidarity as a way out. This indicates that on-going Global IR projects need to revamp their geography-orientated approaches and instead seek solidarity with other marginalised scholars irrespective of their geographical locations or geocultural backgrounds to build wide avenues in which not only positivist (i.e., causal-explanatory) inferences but also normative theorising and ethnographically attuned approaches are all accepted as different but equally scientific ways of knowing in IR. As a useful way of going about this reflexive solidarity, this article suggests autobiography.

Abstract:: This paper explores the different ways in which the English School of International Relations (ES) can contribute to the broader Global IR research agenda. After identifying some of the shared concerns between the ES and Global IR, such as the emphasis placed on history and culture, the paper proceeds with discussing what the authors believe to be the areas in which the ES can align itself more closely with the ideas and values underpinning Global IR: a more thorough engagement with the origins of global international society rooted in dispossession, violence, and colonialism; a more localised and diverse understanding of ‘society’; a sharper and more grounded conceptualisation of ‘the state’ as a basic ontology; an embracement of the interpretivist principle of charity; and a problematisation of assumptions of ‘globality’ of international society. The paper concludes with a tentative research agenda, emphasising the value of fieldwork, local practices and languages, archives, and a theorisation of international society that is grounded in the very social contexts being investigated.

Abstract:: In recent years, the “relational turn” in International Relations (IR) theory has attracted extensive attention. However, the limitations of the substantialist ontology of mainstream (Western) IR theory means that it encounters difficulties and dilemmas in interpreting the evolving international system. Against the background of the rapid development of globalization and regional integration, the reality of world politics is constantly changing, and increasingly shows obvious characteristics of interconnection and high interdependence. In this context, there is insufficient research comparing the Western and non-Western versions of the “relational turn”. Relational ontology may be able to provide a bridge between Chinese Confucian philosophy, Western philosophy, Western sociology, and mainstream western IR theories capable of generating productive synergies. However, there are major theoretical and cultural obstacles to be overcome if a reconciliation of the Western and Chinese versions of relationalism is to be achieved.

Abstract:: Global International Relations (IR) research promotes more spaces for a broader spectrum of histories, insights, and theoretical perspectives beyond the conventional dominant Western ones in the IR discipline. The primary goal of this paper is to highlight that the study of Regionalism has a significant role in supporting the initiative of ‘globalizing IR’ by representing a sub-discipline that is open to new ideas, theories and methods, especially those emanating from non-Western contexts. As such, Regionalism is one of the sub-disciplines of IR and International Political Economy (IPE) with a tremendous potential to showcase global-IR trends. This article utilizes a bibliometric analysis as a proxy for mapping out the diverse and complex intellectual structure of Regionalism as a sub-discipline of IR. Our findings indicate that the remarkable rise in the total number of contributions from non-Western scholars to the Regionalism literature in the last decade suggests that unlike the theory generating mainstream studies Regionalism studies have become dominated by non-European/non-Western contexts.

17. Methodological Nationalism in International Relations: A Quantitative Assessment of Academia in Turkey (2015-2019)

Abstract:: This article seeks to expand the discussion on Methodological Nationalism (MN)within the discipline of International Relations (IR), to contribute to MN literature from the perspective of IR studies and to evaluate the prevalence of MN in the field by the quantification of selected works. To achieve these goals, the article, firstly, recapitulates the general MN literature and critically evaluates this discussion in IR. Later, it identifies the forms of MN as they appear in IR with two faces: Level of analysis (nation-as-arena) and unit of analysis (nation-as-actor). Secondly, the article proposes a method to assess the prevalence of MN through quantification. Finally, the article applies its method to IR works to address the question of how widespread MN is in academia in Turkey. The findings demonstrate the proportional pervasiveness of MN within the IR community of Turkey, which is part of the “periphery” in the discipline. The findings also let us draw some hypothetical conclusions.

18. The Global Division of Labor in a Not So Global Discipline

Abstract:: Several studies have pointed to an unproductive ‘division of labor’ in the International Relations discipline (IR), notably its publication patterns, in which scholars based in a ‘core’ publish theory-building work while scholars based in a ‘periphery’ publish mainly empirical, area-oriented, or theory-testing work. The latter would thus mainly act as ‘local informants’ feeding empirical material on ‘their own’ country or region into the theorizing efforts of the ‘core’. We investigate this argument empirically using the dataset compiled by the Global Pathways (GP) project that studies the content in both ‘core’- and ‘periphery’-based and edited journals. Overall, our findings corroborate the argument about a core-periphery division of labor. Our main findings are threefold: (1) In terms of theory, we find that ‘core’ journals publish a larger proportion of theory-developing (and statistical) work and a lower proportion of analytical case studies and descriptive work than do ‘periphery’ journals. Scholars based in the ‘periphery’ are rarely published in these more theoretical ‘core’ journals (accounting for just 5.5% of articles in the journals studied here), but the published articles tend to apply theory. The main division of labor is thus not playing out within ‘core’ journals, but across the ‘core’ and ‘periphery’ worlds of publishing. In the ‘periphery’ journals, we actually find that scholars tend to publish a significant proportion of work using theory. (2) In terms of regional focus, we find that all journals and authors tend to have an empirical ‘home bias’, i.e. focus their empirical work on the region in which they are based, but that this is stronger for ‘periphery’-based journals and authors. This provides some confirmation of an unproductive division of labor where ‘core’ authors publish works about all regions of the globe, while 'periphery' authors have a stronger regional orientation. (3) Finally, we find evidence that some journals and authors – particularly those based in Sub-Saharan Africa and East Asia – tend to be more policy-oriented, but we find no conclusive evidence of a core-periphery gap in this context.

Abstract:: Despite being the prevailing emotion of our times, anxiety has received scant attention in the inter- national relations discipline. While political theorists and philosophers have long paid attention to anxiety as distinct from and constitutive of fear, international relations theory has assumed that much of international behavior is guided by fears of specific threats to state survival.1 However, today, the uncertainties surrounding the future of the world order, unanticipated crises like the COVID-19 pan- demic that radically change our lives, unforeseeable terrorist attacks, and the unexplainable lure of radical fundamentalist ideologies all evoke a pervasive anxiety about what we do not know and what we cannot control, rather than the fear of a specific and known enemy. This special issue joins a growing set of recent publications employing a theoretically informed notion of anxiety and highlighting its distinct effects on international politics.2 This emerging research program shares a number of common premises. The first is the conceptual distinction between fear and anxiety. The second is an interest in how international actors manage anxiety and how various anxiety management techniques and practices affect international outcomes. Thirdly, anxiety research in IR is interested in exploring the distinct potential in anxiety to be a force for emancipatory and /or radical change. Fourthly, anxiety scholarship in IR is interested in theorizing how anxiety is manifest not solely as an individual-level but also as a social and collective phenomenon. Finally, scholars are building on the neglected insights of existentialist and psycho-analytical thought, where anxiety fig- ures prominently and underscoring their relevance for IR.

Abstract:: Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

Abstract:: The article offers a critique of recent efforts to read international relations theory – and its theorists – as especially positioned to offer a critique of international politics. It does so by engaging Daniel Levine’s claim that international relations theory has a special vocation for critique which is unparalleled by other disciplines. By problematizing Levine’s political, ethical and epistemological approach to sustainable critique, I argue that international relations theory has been particularly engaged with a politics of crisis that centers Western modes of subjectivity as the only frame of reference for thinking about politics and history. As a consequence, Western international relations theory has become both inadequate and dispensable for many critical theorists of international politics in much of the world, even when it comes to its most critical approaches. By way of conclusion, I offer an approach to critical international relations theory that starts from the politics of colonialism, instead of crisis.

Abstract:: In the last 40 years, Critical International Relations Theory (CIRT) has influenced scholars in the Global North as well as the South. Latin America shows particular features. On the one hand, conceptualisation did not divorce the domestic from the international, as in dependency theory. On the other, Gramsci was widely read much before Robert W. Cox and even before International Relations was constituted as a discipline in its own right. In this context, this article aims to present possible contributions of (neo)Gramscian approaches to the understanding of Latin America as a region. It does so by establishing a dialectical relationship between a few topics that offer insights (and the theoretical reflection they provoke) and some (neo)Gramscian concepts. Hence, we want to re-read, in a dialectical vein, both CIRT and some aspects of how Gramscian thought has travelled in Latin America. We intend to analyse how such thinking is thriving, if at all, and discuss the possible relevance of rescuing Gramscian international thought to think about the region.

Abstract:: IMPERIAL chutzpah as a phenomenon of international relations has been known since antiquity. It stems from the fact that, as the great Ancient Greek philosopher Thucydides put it back in the 5th century BC: “The strong do what they can and the weak suffer what they must” [1]. Throughout history, the phenomenon of imperial insolence has invariably manifested itself in world politics and diplomacy as a destructive factor that has provoked wars, conflicts, and other calamities. However, one-sided gains and preferences that states on the road of imperial insolence expected to acquire (and did acquire) by disregarding the legitimate interests of other peoples and international security turned out to be fairly limited in the context of history and, in the final analysis, contributed to the downfall of the empire. Imperial arrogance, as embodied in American foreign policy, should never escape our attention and deserves very serious analysis. As an important factor of international relations, it should be resolutely rebuffed by any state that cherishes its sovereignty and seeks to preserve it.

Abstract:: The primary language of international relations and diplomacy is English. The representatives of international bodies communicate in the English language. It is vital to establish English as the official language for international organizations in facilitating more efficient collaboration internationally. English dominance in international communication becomes increasingly apparent. This study aimed at gaining a more in-depth understanding of the significance of the English language. It also aimed at identifying, describing, and explaining the importance of the English language in public diplomacy and international relations. The researcher used the descriptive research method in the study, notably; secondary data were used for collecting reliable conclusions for the research. The findings suggested that the adoption of formulaic language, particularly, idioms and idiomatic expressions to further embellish the phrases used in the arena of international relations or policy is a peculiarity of the English language. The study concluded that formulaic language and the adoption and usage of idioms is a distinguishing feature that diplomats and those who have a career in international law and international relations should master.

Abstract:: International Relations (IR) are an interdisciplinary field of study; however, mainstream IR possesses a Western and North-centric focus that neglects or unequivocally reflects Global South perspectives and realities. Global events, including those related to transboundary water relations, are told from a Western and North perspective. That does not provide enough knowledge to understand developments occurring in the Global South, understood here as less economically developed countries, comprising a variety of states with diverse levels of economic, cultural, and political influence in the international order. In this sense, the article exposes some Latin American IR thinking, to offer new contributions to the process of theorizing transboundary water relations and broaden the field of view within IR and transboundary water. Following a qualitative methodology, based on the bibliographic revision of authors from the Global South in IR and hydropolitics, the paper argues that it is necessary to incorporate non-Western and non-Northern actors and thinking to explore how different actors challenge, support, and shape global and regional hydropolitics. The paper calls for more attention to how the analytical framework on transboundary water interactions can include Global South perspectives. The paper concludes with some suggestions for future research and policy discussions.

Abstract:: This research paper identifies the instrumental role of the integrative perspective in international procurement negotiations and evaluates how, in the specific case of BPN’s purchase by BIC, the long-term relationship approach provided the maximization of opportunities in international relations. The research applied a qualitative method that explored the case of BIC internationalization project within the CPSC (Community of Portuguese Speaking Countries) space and resorted to techniques of documentary observation, collected through interviews, official statements and communications. The study demonstrates that BIC strategy gave rise to subsequent negotiations with the same international partner, under conditions of a more cooperative perspective. Findings validate the relevance of an integrative perspective, but suggest that it is instrumental to competitive purposes and demonstrates that the entry into action of business economic actors is not unrelated to a strong involvement of States, through their governments

Abstract:: The field of international relations centers on the problem of war and peace. For many decades nuclear weapons have given great urgency to dealing wisely with the subject. Countries having sometimes very tense relations with each other possess these weapons. Nevertheless, because they have not been used since World War II, the threat of nuclear war has appeared distant. We tell ourselves that no sane, rational leader would resort to these weapons. Self-preservation and enlightened self-interest forbid their use. And yet history is full of evidence that human beings often act not prudently but out of the intense passion of the moment—out of hatred, fury, wild abandon, sheer desperation, or boundless ambition. Nuclear weapons are but one of the reasons why theories of international relations should include as complete and subtle an understanding as possible of what might induce prudence and restraint. Realism is certainly needed, but the belief that human beings are rational actors pursuing self-interest and that states behave in a quasi-mechanical manner needs to be revised and supplemented. Because of the potentially disastrous consequences of flawed assumptions in international relations, simplified theories of human nature are out of place. Even more than other fields, international relations needs in-depth reflection on subjects that some may consider too subtle, esoteric, or “philosophical.”

Abstract:: Foreign Direct Investment (FDI) has been always associated with a high level of trade openness and freedom environment, and with a lower incidence of institutional corruption. Because it is assumed that a high level of international capital mobility makes foreign investors more cautious when there is a fluctuation in political stability and institutional transparency. Most American countries (except Canada and the USA) have been always related to a lack of transparency in their institutional and bureaucratic procedures, which conduct to important levels of corruption and in consequence, to other serious issues such as prominent level of violence, or even the inequality phenomena. This study investigates whether the variables of corruption indices, trade openness and inflation rates have positive or negative effects on FDI between Turkey and American countries. For analyzing this econometric model, it was gathered information from OECD, COMTRADE, TUIK, Heritage Foundation, UNCTAD, and the World Bank Database. The observed data correspond to a decade (2005-2014) and were only taken a sample of 14 American countries. The empirical results of the present study revealed that there is a positive correlation between the trade openness index and FDI; and, it was found a positive correlation between corruption index, inflation, and FDI. The increase in the corruption index causes a 41% increase in FDI inflow.

Abstract:: With a well-planned strategy and a careful exploitation of the gaps opened by U.S. foreign policy shifts, China has successfully increased its role as a strategic actor in the Middle East, including by gaining a foothold in the regional arms market. Chinese President Xi Jinping’s early December visit to Saudi Arabia, upon King Salman’s invitation, exemplifies the recent improvement in Sino-Arab ties (Xinhua, December 8). While in Saudi Arabia, Xi initiated two new multilateral forums intended to strengthen engagement between China and the Arab world: the China-Arab States Summit and the China-Gulf Cooperation Council summit (Xinhua, December 11). In addition to deepening political rapprochement between Beijing and several regional countries, China is simultaneously establishing crucial military-strategic ties with key Middle Eastern states. Chinese-made drones are already present in the arsenals of multiple Arab countries and technological cooperation between Beijing and its regional counterparts is rapidly increasing. The most striking example in this regard was the United Arab Emirates’ (UAE) revocation of the F-35 deal that constrained its cooperation with the Chinese tech and telecommunications giant Huawei over 5G technology (Al Arabiya News, December 14, 2021). As many Arab countries’ doubts about Washington’s commitment to regional security grow, more and more countries are increasingly open to entreaties from China.

Abstract:: For decades, China has made systematic efforts to internationally isolate Taiwan through a mix of coercion and diplomatic enticement. Taiwan, however, has broken through this isolation by engaging with other nations through robust parliamentary diplomacy in order to expand its international space and legitimacy. It is indeed an irony of contemporary history that although Taiwan fulfills the main requisites for statehood, such as territory, population and an effective governance structure, it is deprived of its rightful place in the community of nations multilaterally and also bilaterally at the behest of China. Most countries’ “One China” policies and state-to-state relationships with China preclude them from engaging in official interaction with Taipei, but the trend of parliamentary outreach between Taiwan and the rest of the world is gaining momentum. Such interactions provide opportunities for Taiwanese parliamentarians to interface with their counterparts from abroad, particularly with fellow democratic countries with which Taiwan lacks formal diplomatic relations. Moreover, these delegations have created something of an informal international parliamentary fraternity in support of Taiwan, which underscores a broader groundswell of goodwill in the international community. This article surveys some notable recent interactions in Taiwan’s expanding parliamentary diplomacy with the U.S. and other fellow democracies.

Abstract:: Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.

Abstract:: In the second decade of the 21st century, the Middle Kingdom, which had huge financial surpluses, became the world’s largest exporter of money capital, which meant that investment policy became the main element of China’s foreign policy. In the case of Central and Eastern Europe, the 16+1 (17+1) format, containing both investment policy and soft power elements, has become the basic tool of the general policy of Middle Kingdom. This article aims to define the basic principles of China’s policy towards Central and Eastern Europe. For this purpose, the following general hypothesis was formulated: Chinese policy in Central and Eastern Europe consists of presenting the countries of this region with initiatives that do not go beyond the sphere of declarations and serve as a bargaining chip in relations with Germany, the country with the greatest potential in the European Union. The general hypothesis gives rise to detailed hypotheses that were verified in individual parts of the article with the use of the comparative method. The reasons most often mentioned in the literature on the subject, such as economic, cultural, social, and political differentiation of Central and Eastern European countries, legal barriers resulting from EU legislation, insufficient recognition of the region’s needs by the Chinese side and asymmetry of expectations of both parties, undoubtedly largely contribute to the lack of effective Sino-CEE cooperation. However, they cannot be considered decisive because similar problems occur wherever Chinese companies appear. However, in many regions of the world, despite these obstacles, mutual economic relations are more dynamic than in CEE. The reasons why the potential of the 16+1 (17+1) format has not been properly used can be found primarily in the context of German-Chinese relations.

Abstract:: This article analyses the Euro-Mediterranean relations in its twenty-fifth anniversary since the launch of the Barcelona Process in 1995 until its last review, the New Mediterranean Agenda. The EuroMediterranean policy is characterised by the search for an appropriate cooperation model and due to that fact, it has gone through different stages without achieving tangible results. The successive initiatives, the European Neighbourhood Policy and the Union for the Mediterranean, are mainly based on internal events that required updating their relationship with the region, including parameters that were difficult to reach as well. After examining the different policies, the article tries to explain whether the New Agendal will continue to make a contribution to its decline or can reactivate the common vision for a stable, secure and prosperous Mediterranean./El presente artículo analiza las relaciones euro-mediterráneas en los veinticinco años transcurridos desde el lanzamiento del Proceso de Barcelona en 1995 hasta su última revisión, la Nueva Agenda Mediterránea. La política euro-mediterránea se caracteriza por la búsqueda de un modelo apropiado de cooperación que ha pasado por distintas etapas desde la Conferencia de Barcelona sin lograr resultados tangibles. Las sucesivas iniciativas, la Política Europea de Vecindad y la Unión por el Mediterráneo, parten principalmente de acontecimientos internos que exigen actualizar su relación con la región, así como de parámetros de difícil alcance. Tras examinar las distintas políticas, el trabajo aborda si la Nueva Agenda continuará incurriendo en el declive o puede reactivar la visión común de un Mediterráneo estable, seguro y próspero.

41. The Sino–U.S. National Identity Gap and Bilateral Relations

Abstract:: The national identity gap between China and the United States has become increasingly apparent. Under Xi Jinping, China has sought to reclaim its historical greatness and proclaimed itself to be a responsible great power that offers a credible alternative to Western values, while also promoting increasingly authoritarian policies at home, complete with extensive repression in Xinjiang and renewed state control of the economy. Assertions of U.S. national identity were somewhat muted under Donald Trump, confused by the battle between those who supported the administration’s “America First” policy, its transactional approach to foreign affairs, and its deemphasis on human rights and democracy promotion in U.S. foreign policy, and those who worried about the global repercussions of an isolationist, nativist policy. For a time, the United States seemed more preoccupied with its trade war with China than with claims that the United States should act as the global protector of human rights and democracy. The COVID-19 pandemic further complicated already tense Sino–U.S. relations and called both countries’ national identities into question. While China had, as of spring 2021, succeeded in keeping its COVID-19 outbreak remarkably small, the damage caused by its initial suppression of medical reports, along with successful virus mitigation in a number of non-authoritarian states, called into question its claim to be a responsible world power on the basis of its pandemic performance. Meanwhile, the Trump administration failed to protect U.S. citizens from catastrophic death tolls and prevented the United States from taking a leading role in resolving this global crisis. In January 2021, the Biden administration took office with a focus on swiftly ending the pandemic, while also reasserting the traditional U.S. global leadership role. When combined with its assessment of U.S. power after the 2008 Global Financial Crisis and of U.S. domestic social and political instability evident throughout 2020-2021, the pandemic has strengthened China’s perceptions of the United States as a country in decline, and of China as a “risen” great power that should now play a major role in shaping the global order. At the same time, although U.S. policy towards China remains firm despite the presidential transition, the underlying rationale has shifted from the “America First” approach of the Trump administration to the democratic values-infused approach of the Biden administration. As the world struggles to move beyond the pandemic, the national identities of China and the United States are increasingly defined in opposition to each other and seem likely to drive an ever more challenging bilateral relationship in the coming years.

42. The Pandemic as a Geopolitical Game Changer in the Indo-Pacific: The View from Japan

Abstract:: The coronavirus pandemic that struck in late 2019 has affected the world profoundly, and Japan is no exception. But the direct impact on Japan has been relatively small considering the number of cases of infections and deaths relative to the size of Japan’s population, particularly considering its elderly population and high density. For instance, among the G7 countries, Japan has had the fewest cases of infections (4,690 per million population as of May 2, 2021) compared to 32,276 in Canada, 40,620 in Germany, 64,804 in the United Kingdom, 66,828 in Italy, 86,283 in France, and 99,652 in the United States. Similarly, among the G7 countries, Japan has had by far the fewest number of deaths (81 per million population as of May 2, 2021) compared to 638 in Canada, 996 in Germany, 1,601 in France, 1,776 in the United States, 1,870 in the United Kingdom, and 2,004 in Italy. This chapter argues that although the direct disruptions to Japan resulting from the pandemic have been less than to the other G7 countries, the effect of the pandemic on other nations with strong geopolitical importance to Japan—in particular, the United States and China—coupled with changes in Japan’s domestic political and economic environment have accelerated changes in geopolitical posture and direction that were already in progress in Japan. The fundamental geopolitical challenge facing Japan is how to ensure its military security, political independence, and economic prosperity in the face of a less reliable and less predictable United States and a more powerful and more assertive China. For Japan, the ideal resolution of this challenge is to maintain positive and constructive relations with both countries, while recognizing the reality that even as economic ties with China—whether in trade, investment, finance, tourism, or the exchange of people—are growing relative to ties with the United States, political and security ties (and the sharing of common values) with the United States remain the centerpiece of Japan’s foreign policy. Given this context, it is only natural that Japan would seek to diversify and strengthen its relationships with other countries, regions, economic arrangements, and international organizations and institutions. This diversification, which could be seen since the end of the Cold War in the early 1990s, has gained momentum in recent years, and the pandemic has served only to accelerate it. The analysis proceeds through the examination of the following: 1) pandemic chronology; 2) Japan’s domestic politics; 3) relations with the United States; 4) relations with China; 5) Japan’s diversification strategy; and 6) conclusions.

43. How COVID-19 Has Affected the Geopolitics of Korea

Abstract:: COVID-19 has not gone away, and observers are now discussing possible long-term effects of the pandemic, including on geopolitics. A report by the European Parliament discussed five COVID-generated factors that could impact the geopolitical environment, i.e., supply chains, health multilateralism, digital diplomacy, climate change, and democratic activism. It predicted a reshuffling of value chains, where cooperation within the same “bloc” would be strengthened, while states continue their reshoring efforts, consequently shifting the current geopolitical environment. The report pointed out that the pandemic necessitated thorough scientific cooperation and information sharing beyond the level that the WHO had initially offered, suggesting changes in patterns of behavior, as in adapting to digital platforms while opening opportunities for nations to counter climate change and strengthen their geopolitical positions. Moreover, it also looked at the number of protests resulting from the pandemic and its economic effects and suggested that such pressure would encourage governments to mollify inequality. Missing is optimism that countries will be stirred to pursue common interests. Missing too is the geopolitical fallout from acutely worsening Sino-U.S. relations, as in South Korea, which stands at the forefront of states facing pressure from both sides. With the unforeseen disruption in both global and domestic economies, much attention has been paid to the effect of COVID-19 on the economic side rather than the political side, perhaps because many did not expect that the pandemic would last this long. However, recent disruptions are clearly rife with serious political implications, both domestically and globally. Above all, as seen from Seoul, their impact on the relationship between Beijing and Washington demonstrated how much the economic forces could spill into geopolitics. Koreans follow this impact attentively, realizing that worsening Sino-U.S. ties may reverberate on one or both powers, increasing pressure on Seoul’s efforts to sustain a precarious balance for the sake of its North Korean policy and its hope for regional stability. Many nations in the Indo-Pacific have recently struggled between the United States and China, trying to find the most advantageous equilibrium between security and economy. South Korea has uniquely stood on the frontlines, as in 2016-17 when it bowed to the U.S. and deployed the Terminal High Altitude Area Defense (THAAD) missile defense targeting North Korea, which was met with strong Chinese pressure—strict economic sanctions through unofficial channels and demands to promise the “three noes” that restricted further missile defense deployment to deescalate the tension. President Biden’s new measures to bridge security and economy through multilateralism call for Seoul to choose between acceding to U.S. requests or risking China’s threats to respond aggressively—even as some anti-THAAD sanctions remain in place. President Xi Jinping’s warnings point to China’s harsh response. South Korean concerns have grown because of the relationship between the current global supply chains and geopolitics, which is a preoccupation of the Biden administration. Situated at the juncture of supply networks centering around China, South Korea’s economy is almost certain to be heavily hit. Furthermore, the pandemic brought ongoing pressures for de-globalization and de-dollarization to the forefront with major ramifications for Seoul. Much of the anxiety has focused on the geopolitics of deteriorating relations between Beijing and Washington. The former is warning Seoul against joining the Quad, agreeing to trilateralism with Japan and the U.S., and tilting the balance away from China in the Sino-U.S.-ROK triangle. Meanwhile, the Biden administration, even before it clarifies its regional strategy, is nudging Seoul in precisely the opposite direction. The year 2020 raised challenging issues for Seoul, which loom in 2021 as more severe geopolitical tests for the Moon administration. To properly gauge the effect of COVID-19 on South Korea’s geopolitics, it is crucial to understand the world before the pandemic. Has COVID-19 functioned as an independent variable in South Korean geopolitics? If there is a discernable difference, we have to see whether that difference was caused by COVID-19. This paper proceeds in four parts: 1) outlining the pre-pandemic status quo up until 2020; 2) assessing how COVID-19 affected international geopolitics; 3) examining how it influenced South Korea’s supply chain and geopolitics; and 4) analyzing ongoing discourse on South Korea’s strategic choice amid the U.S.-China rivalry. These sections are followed by brief conclusions on implications for policy choices.

44. China, ASEAN, and the Covid-19 Pandemic

Abstract:: For Southeast Asia, the COVID-19 pandemic was not only a public health crisis. It also provided an occasion for China to deepen its engagement in the region by dint of its own successful containment of the virus within its borders, and the resources it possessed to extend help to regional countries battling COVID-19 and its consequences, including economic, on their own shores. While Chinese help was welcomed, Southeast Asia also sought to avoid being beholden to any single external power. To that end, Southeast Asian states have actively pursued such diversification not only through efforts at reinforcing cooperation within ASEAN but also by using ASEAN as a vehicle to engage external powers. At the end of 2019, Chinese health authorities reported a cluster of pneumonia cases that had emerged in Wuhan, in the province of Hubei, which eventually led to the confirmation of a novel coronavirus. Several weeks later in January, the pandemic struck Southeast Asian shores when the first case outside of China was detected in Thailand. Within a few months, the world found itself in the grip of a global pandemic. By the end of January 2021, there were more than 100 million recorded cases of the COVID-19 infection, with over two million deaths. While the fatality rates are lower than those of previous pandemics of the SARS (Severe Acute Respiratory Syndrome) strain, it has by far been the most infectious, prompting Singapore foreign minister Vivian Balakrishnan to opine that with the pandemic “we are facing a global life and death crisis which requires extraordinary measures.” Threats posed by pandemics are not new to Southeast Asia. In the last two decades alone, the region had been beset by several transnational health crises, of which SARS and the H5N1 Avian Flu were arguably the most lethal. What is striking about the current climate, however, is the backdrop against which the pandemic is playing out: the COVID-19 pandemic has hastened the further bifurcation of an international order that was already threatening to come undone because of the intensification of Sino-U.S. rivalry and American withdrawal from multilateralism under Donald J. Trump. Southeast Asian states found themselves increasingly compelled to reassess their relationships with external powers. Taking the present pandemic as a point of entry, this paper considers its impact on Southeast Asia’s relations with China and the U.S. The paper makes three main arguments. First, it contends that Sino-U.S. rivalry has sharpened over the COVID-19 pandemic by dint of the politicization of this public health crisis by both parties. Second, it argues that China has identified and seized upon opportunities presented by the pandemic to enhance its regional and global standing through continued support for multilateralism and economic engagement through initiatives such as the BRI, in turn creating favorable conditions for the advancement of its foreign policy interests. Conversely, because of the severe deficiencies in how the Trump administration handled the pandemic domestically, the Biden administration will have to prioritize its domestic challenges at the expense of greater bandwidth and resources for foreign policy, especially in Southeast Asia, a region that since the end of the Vietnam War has never featured prominently in Washington’s pursuit of its overseas interests. Third, it posits that while Southeast Asia has doubtless benefited from Chinese support during this crisis, the region remains skeptical of Chinese strategic intent and concerned about overreliance. States have tried to diversify relations with regional powers while strengthening cooperation within ASEAN. The paper first looks, by way of background, at how the pandemic emerged as the latest arena of Sino-U.S. rivalry. It then explores how China has handled the pandemic domestically, where its success has allowed it to expand its influence as a putative provider of “global public goods.” In the interest of brevity, the paper then focuses on ASEAN by documenting collective regional efforts and strategies to navigate great power rivalry in the realm of global public health.

Abstract:: The COVID-19 pandemic poses significant geopolitical challenges and presents opportunities for the United States in the Indo-Pacific. The Trump administration bungled the crisis, damaging the U.S.’s standing as a paragon of competence in public health, and functional governance more generally. The international face of the U.S. response deepened preexisting concerns—especially significant in the Indo-Pacific—that the U.S. had retreated from its post-Second World War and post-Cold War role of providing international public goods and leadership and supporting international institutions. Opportunities for the U.S. amid the crisis and in its aftermath stem primarily from shortcomings or unappealing features in China’s handling of the epidemic, and stumbles in China’s self-presentation as a provider of foreign assistance and international cooperation, and from U.S. policies—many of them embraced by the Biden administration—that could correct missteps and ameliorate trends that have diminished U.S. standing (especially during Donald Trump’s presidency). For the U.S. to reap potential gains, it also must adapt its policies to the implications of some Indo-Pacific states’ comparatively successful responses to the pandemic, and the pandemic-spotlighted nature of contemporary international problems.

Abstract:: How has the COVID-19 pandemic reshaped or influenced China’s geopolitical outlook and its grand strategy for the years to come? This is a question that will determine China’s relationship with the United States, the Indo-Pacific region, and the rest of the world. In the Chinese strategic community, the pandemic has been regarded as a “watershed” event that has reshaped the structure of the international system and the power equilibrium. Its importance is elevated to the same status as the end of World War II, which determined the bipolar international system between the U.S. and the Soviet Union, and the end of the Cold War which began thirty years of U.S. hegemony in a unipolar world. Although China began as a sheer loser in the pandemic given its culpability in the origin of COVID and its early poor management of the domestic spread of the disease, Beijing believes that it has eventually emerged as a pure winner in the pandemic: the relative gain China has made vis-à-vis the U.S.’s bigger losses in disease control, national power, economic growth, global leadership, and credibility has strengthened Chinese confidence that the tide is turning in China’s favor. The “effectiveness” of the Chinese political system, as manifested in its domestic disease control, has reinforced China’s ideological conviction of its superiority. As China uses COVID diplomacy to demonstrate the superiority and desirability of its political system, the pandemic is perceived as an opportunity for it to shape the new international order and promote China’s desired “Community of Common Destiny.” Challenges remain, as the U.S. revamps its alliance system under the Biden administration and as regional powers and Western countries grow increasingly concerned and anxious about China’s growing confidence and capabilities. However, for China, the pandemic has been a great opportunity, and China has emerged from it as a pure winner. It is an interesting question as to how the pandemic has changed the nature and the dynamics of the great power competition between the U.S. and China. Most would agree that the pandemic exacerbated, accelerated, and aggravated the deterioration of relations that the U.S. and China had already been experiencing before 2020. However, the differences lie in the degree, intensity, velocity, and extensiveness of the damage. Without the pandemic, the downward slope U.S. and China had already been on would not have come to a state of “freefall” in 2020. And that “freefall” period has long-lasting and significant implications for their bilateral relations in the post-COVID world. The damaged trust, confidence, and credibility, and the deeply entrenched sense of hostility, or even antagonism, have made any effort to repair the relations extremely difficult, if not completely impossible. And this reality will affect the regional dynamics in the Indo-Pacific region for the many years and decades to come.

47. Rethinking the Regional Security Complex Theory: A South American view between 2008-2016

Abstract:: With this article, we propose to reformulate the Regional Security Complex Theory, by Buzan and Waever, through a South American vision, with the time frame 2008-2016. To this end, we will analyse South America through Argentina, Brazil, and Colombia, and their forms of intra and extra-regional interaction, highlighting the Colombia-United States relations, and the South American Defence Council, of the Union of South American Nations. This article is divided into a first section marked by an understanding of the Regional Complex Theory, in which we present and discuss its theoretical elements and weaknesses, and propose theoretical changes that will guide our analysis. The second section contains information about the South American Complex in the academic view, focusing on the arguments of Buzan and Waever. In the third section, we present the South American Regional Security Complex restructured, as well as the analysis of its dynamics. The central argument of the article is the need to reformulate the Theory in question for a better understanding of the complexities and unique characteristics of South America.

Abstract:: The geological era of the Anthropocene is expected to trigger a paradigm shift across the natural and social sciences. Within International Relations(IR), the arrival of the planetary has generated various debates that range from questioning the very future of the discipline to proposals for how to fix IR. This article takes stock of different research perspectives from three disciplines, namely IR, Earth System Sciences and New Materialism/Posthumanism. With reference to these different perspectives, it examines the ways in which peace, conflict and security are related to the Anthropocene. This panoramic overview reveals also certain demarcations between the research approaches, disciplines and study fields, and aims to trigger future research on overcoming these boundaries of thought and push the research on Anthropocene thinking further.

Abstract:: The racial hierarchy underscoring colonialism persists, organises core-periphery interactions and so undermines International Relations’ (IR’s) purpose of accounting and explaining to mitigate violence. Despite IR’s awareness of its colonialism, it reconstitutes in the hermeneutic’s deductive and inductive method via aphasia (calculated forgetting) about its heuristic: diplomacy. The result, analytic-violence or the core’s heuristic corrupting interaction with the periphery. Yet, its evasiveness testifies to a meaningfulness beyond IR’s hermeneutic. Irretrievably corrupted by its heuristic, IR’s hermeneutic is ejected for an altogether new hermeneutic: Producer-Centred Research (PCR). Eschewing deduction and induction, and so colonialism, PCR initiates with abduction or a problem arising from theory and practice to resolve it in terms of rationality because of its, and the problem’s, significance. Changing “rationality” to “rationalities” registers the core’s rationality as colonialism while preventing it from contaminating PCR’s collection and assessment of peripheral practices to determine if they cohere into another rationality. Moreover, treating peripheral practitioners authoritatively, as capable of rationalising themselves and thus equal to rationality, further protects PCR from aphasia. Verifying efficacy shows PCR’s decolonisation of the hermeneutic is not entirely replicated externally, amongst IR scholars. The core engages PCR, but it incites violence in the periphery which defends rationality and so is colonialism’s bastion, now.

Abstract:: Strategic hedging has not been studied adequately in Middle Eastern countries. This study is an attempt to include hedging into the analysis of a small state’s foreign policy choices. It contends that the hedging strategy can be applied to small states because of its confrontation at three levels: international, regional and sub-regional. It is argued that Kuwait has pursued a hedging policy by taking possible shifts in the global and regional power distribution and the lasting regional security dilemma into consideration. By strengthening military cooperation with China and Turkey, Kuwait has aimed to hedge the risks that could arise from the rise of China and Turkey in the Gulf, the US’ retrenchment from the Middle East, and Saudi Arabia’s aggressiveness. The main purpose of this strategy is analysed as a move to empower the regional alliance with Turkey, ensuring Kuwait’s security and warding off potential risks from the changing dynamics of the Middle East.

51. A Government Devoid of Strong Leadership: A Neoclassical Realist Explanation of Turkey’s Iraq War Decision in 2003

Abstract:: This study deals with Turkey’s Iraq War Decision that led up to the March 1 Parliamentary Motion Crisis in 2003 from the perspective of neoclassical realism, which analyzes the interaction between systemic and unit-level variables. The United States requested Turkey’s collaboration in the war against Iraq. The Justice and Development Party (AK Party) government initially sought a peaceful settlement but eventually decided to align with the United States. Systemic and structural factors made cooperation with the United States an imperative for Turkey, which may be classified as a secondary state in the regional context. While the domestic political environment was favorable for the Turkish government to reach such a decision, it was hindered by the Grand National Assembly of Turkey (GNAT). In this framework, the study has two primary purposes. The first is to prove that in restrictive international environments where opportunities and threats are clear and the decision-making process is constrained by time, domestic divisions may matter in foreign policy and prevail over the systemic imperative, contrary to conventional expectations. The second is to demonstrate that in a restrictive international milieu, strong leadership, a factor underappreciated by neoclassical realists, is essential even for single-party governments, which are normally expected to have greater autonomy in democratic parliamentary systems, to formulate foreign policy.

Abstract:: Tianxia is considered as an alternative institutionalization to govern the international system. It refers to world governance that is regulated by a world institution. Accordingly, a world institution plays the harmonizer role under this system. States, on the other hand, choose their economic models and the leader organizes the relations among different units. This paper thus argues that Tianxia is an alternative framework to Western-oriented IR theories. In that sense, this article aims to explore the similarities between the philosophical idea of Tianxia and Western-oriented IR Theory. More specifically, the article explores the issue from the international system perspective. The epistemological gaps and ontological similarities between the two frameworks will be demonstrated.

Abstract:: Recent studies in nuclear deterrence show that nuclear punishment is infeasible in most cases due to the opponent’s second-strike capability, tactical redundancy, and the logic of self-deterrence. However, if the challenge against nuclear deterrence is expected to go unpunished, the deterrent policy is not credible and will likely fail. Can the defender violently punish the challenger possessing nuclear weapons? If it can, under what conditions? Thanks to President Kennedy’s tape recordings, the Cuban Missile Crisis provides researchers an exceptional laboratory for testing various theories on the defender’s policy choices after deterrence failure. This article derives a research hypothesis and its competing counterpart and examines their respective explanatory power via a process-tracing analysis of key members within the Executive Committee during the crisis. The study finds that the challenger’s feasibility of retaliating with atomic weapons is a crucial predictor for the defender’s policy choices.

54. Leveraging Submarine Cables for Political Gain: U.S. Responses to Chinese Strategy

Abstract:: Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

Abstract:: This paper examines whether frequent engagement with the Committee on the Elimination of Discrimination Against Women, the body of independent experts monitoring the implementation of the Convention of the Elimination of All Forms of Discrimination Against Women, is linked to improved compliance with women’s rights commitments. It further explores whether the relationship between treaty body interaction and compliance holds for states that have made reservations to articles concerning women’s rights. Data from state reports submitted to the Committee on the Elimination of Discrimination Against Women and indicators from the Social Institutions and Gender Index show that frequent engagement with the body is associated with improved equality for women, irrespective of state reservations. The results from this study challenge the idea that reservations undermine global governance regimes and are detrimental to human rights. Finally, this paper illustrates how compliance mechanisms work using a case study from Iraq. Through participation in the report-and-review process, states engage in negotiation around contentious areas of women’s rights with experts, civil society and the public, which facilitates respect for women’s rights.

Abstract:: As countries across the world intensify their commitments to mitigating the worst effects of climate change, activists, scholars, and regular citizens are demanding more from this transition than the mere substitution of fossil fuels with low-carbon forms of energy. Increasingly, many call for an energy system that better distributes the benefits that energy provides and more fairly spreads the costs that its production and use creates. However, it is not only those seeking to right past inequities that call for a just transition: justice is a rhetorical device that opponents of the clean energy transition can use to slow its progress. This paper will engage with the conflicting roles that various actors’ sense of justice plays in Canada’s transition to a decarbonized economy. First, it will consider how opposition to Canada’s carbon price was fueled by a sentiment that it would unjustly destroy an industry that many Canadians depend on for employment. The following section explores how the strategic use of energy democracy, or the involvement of people in the decision-making and ownership of clean energy infrastructure, could build political will for the clean energy transition across Canada. This paper ultimately argues that by designing this transition so that it directly benefits as many Canadians as possible, and ensuring that every citizen understands those benefits, Canadian decision-makers can fortify climate policies to withstand false claims and perceptions of injustice.

Abstract:: One in five children lives in a country affected by conflict (Save the Children 2019). Despite concerted international and national efforts to protect children, these 415 million children face grave human rights violations that continue to rise. More political will and resources are needed from governments and parties to the conflict to prevent such violence against children and protect children in armed conflict. However, research confirms that out of 431 ceasefire and peace agreements, less than 18 percent of peace agreements included child protection provisions (Watchlist on Children and Armed Conflict). Often, peace-related documents that mention child protection issues do not mention integrating children's participation into peace processes, which is essential to understanding and addressing children's needs during and after the conflict. To end the cycle of violence against children, a paradigm shift must be made in the way peace agreements address children’s issues and rights. Guided by the “Global Policy Paper on Youth Participation in the Peace Process,” commissioned by the United Nations Envoy on Youth, this paper recommends that mediators and child protection actors employ three integrated but non-hierarchical layers for including child protection issues and children’s participation in the peace process: “in the room,” “around the room,” and “outside the room” of formal peace negotiations. This multi-layered, inclusive approach may help achieve the desired results: preventing violence against children and reaching a sustainable peace.

Abstract:: The discipline of International Relations is increasingly paying attention to nationalism, although this attention is mostly limited with the role of nationalism on international system. By presenting an approach born out of the intersection of Historical Sociology in International Relations (HSIR) and the Modernist School of Nationalism, this paper aims at expanding the terrain of nationalism studies in International Relations (IR). Using Iran as an example, it demonstrates that three basic premises of HSIR—the interaction between domestic and international dynamics, historicization, and multi-causality—are central to analysing nationalism, which is only associated with the domestic level. It argues that HSIR has much to offer not only to studies of nationalism and/in the Middle East but also to the discipline of IR by elucidating the international connections of this seemingly domestic issue.

Abstract:: Scholars who adopted de-centring as a strategy for globalising IR have embraced the notions of ‘centre’ and ‘periphery’ to highlight structural inequalities between North America and Western Europe and the rest of the world in the production of knowledge about world politics. In doing so, however, de-centring IR scholarship has portrayed the ‘periphery’ as if it is a new entrant to the ‘international’. Yet, such a presumption is not in the spirit of globalising IR, which views the periphery as the ‘constitutive outside’. By re-visiting the 1970s’ centre-periphery approaches, the paper highlights the limitations of the de-centring approaches insofar as they have not always been attentive to the critical concerns of earlier theorisations about ‘centre’ and ‘periphery’, and underscores the need for studying the periphery as ‘constitutive outside’. The periphery is ‘outside’ by virtue of having been left out of those mainstream narratives that the centre tells about the international; it is also ‘constitutive’ because those ideas, practices, and institutions that are typically ascribed to the ‘centre’ have been co-constituted by centre and periphery in toto.

Abstract:: The contemporary IR craft homogenizes a pluriverse of time-spacescapes as if it were a “one-world world.” We propose a strategy of recrafting to engender a nimble discipline for actively encountering ‘the world multiply’ and a generation of scholars capable of engaging various forms of knowing/being/sensing/doing. Worlding multiply requires: (1) taking seriously the plurality of worlds that emerge through distinct existential assumptions and (2) learning how to translate/read across time-spacescapes built through incommensurate ways of doing/being without reducing one to the other. We suggest conscientiously developing tools—new skills, concepts, ways of being—for encountering complexity in both pedagogy and scholarship.

Abstract:: One of the critiques of International Relations (IR) is that the discipline’s discursive boundaries are particularly rigid and continue to be shaped and maintained by dominant Western-centric concepts and discourses. This paper explores the apparent dichotomy between how concepts like ‘the international’ are interpreted by IR scholars and the experiences of ordinary people on which these concepts are imposed. How people engage with borders will be used as an illustration, with borders being regarded by IR scholars as constituting important boundaries that are essential to the field’s understanding of the world as consisting of neatly separated sovereign, territorial states. Two examples that highlight the arbitrary nature of national borders in Africa draw these assumptions into question and suggest that defining what does or does not constitute the international is, in reality, much more complex than suggested by the theoretical abstractions found in standard IR texts.

Abstract:: There have been tectonic shifts in the Indo-Pacific region, impacting relations among international actors, including traditionally close partners like Vietnam and India. By using the approach of realism and constructivism in international relations, this paper discusses Vietnam and India’s approach to the Indo-Pacific region to expand their substantive strategic relationship. The paper finds out that geopolitical changes in the Indo-Pacific directly influence the bilateral relation and create challenges as well as opportunities. By using the SWOT model, the paper analyzes driving factors and challenges to the Vietnam- India relations. Abstract:: Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

Abstract:: My main argument in this article is that there have been at least three important barriers to the development of non-Western international relations theory (NWIRT): intellectual barriers (traumatizing effects of the imposition of the “standard of civilization”); ideational barriers (dominance of Western concepts and contexts); and scientific barriers (imposition of the standard of science). I argue that the silence of NWIRT is substantially a side effect of the strategy of mimicking the West, which was developed as an intellectual defense mechanism or as a camouflage strategy for the (re)establishment and the survival of non-Western states after their traumatic encounter with the Western states. Therefore, the surfacing of NWIRT discussions in the last decades can be attributed primarily to the maturation of an internal condition that is the revival of self-confidence in the residuals of former empires due to their regaining of rising power status and, thus, can be seen as a new phase of the ‘revolt against the West.’ On the other hand, I argue that the rise of NWIRT discussions are also related to the ripening of an external condition: some European schools of IR have been attempting to intellectually balance against the hegemony of American mainstream IRT, therefore, publication of edited books and special issues on NWIRT can also be read as searching for intellectual alliance with NWIRT.

Abstract:: Labor market and cultural disruptions in the United States are real and important, as is China’s current and unfortunate turn toward illiberalism and empire. But pretending today that there was a better trade policy choice in 2000—when Congress granted China “permanent normal trade relations” (PNTR) status and paved the way for broader engagement—is misguided. It assumes too much, ignores too much, and demands too much. Worse, it could lead to truly bad governance: increasing U.S. protectionism; forgiving the real and important failures of our policymakers, CEOs, and unions over the last two decades; and preventing a political consensus for real policy solutions. Abstract:: This paper identifies changes in the center-periphery structure due to transformations in capitalism since 1970. In its new configuration, capitalism not only altered center-periphery relations but also exerted impact upon peripheral units that affect the system structure itself. This paper aims to apply Ruggie’s famous critique of Waltz in International Relations to analyse global capitalism and show how the changes in the center-periphery cleavage is affecting its systemic reconfiguration in the 21st century. This research identifies the boomerang effect as a new systemic element, that is, as a byproduct of the interaction of units of the global capitalist system in the 21st century.

Abstract:: An odd-sounding title? Bewildering, no doubt, to foreign-policy scholars and activists used to the nomenclature and intellectual emphases of their fields and subfields. But life defies academic and professional boundaries, as does the subject of this article. The following inter-disciplinary examination of a dubious but common notion of persuasion could not be more germane to the study of foreign policy, and yet the problem in question is not being addressed by those most directly concerned. This article will, after introducing the topic of advocacy—specifically, in an area of foreign affairs—give reasons why a widely shared understanding of knowledge and persuasion needs to be reconsidered. If we use measures of quantity and financial expenditure, a very large and important role is being played in American public life by intellectual activism intended to influence public debate and government policy. The vast array of advocacy organizations in the nation’s capital is merely the tip of an iceberg. Enormous sums are spent in what may be called the persuasion or advocacy business. Funders act on the assumption that target audiences can be affected through position papers, policy studies, public events, op-eds, and similar agitation.

Abstract:: The third party effect in international relations gained popularity in 1990s in the context of conflict resolution. However, the Turkish-Greek relations in the modern era have always been discussed in reference to a third party involvement and Britain has always prevailed over the other countries as the most prominent third party. This study searches for the British influence on the Turkish-Greek rapprochement in 1930s. The British factor influence is usually taken as a matter of Great Power dominance or the “provocateur of rivalries between the two nations” from the Turkish point of view or “cooperation of allies” from the Greek point of view. Whereas, this study focuses on a specific conjuncture in which Britain acted neither as a “provocateur” nor as an “ally” for any party. In reference to the historical sources, it is documented that from the late 1920s the British approach to the Turkish-Greek affairs was altered dramatically, parallel to the overarching systemic changes in the interwar period Specifically, it is argued that the revision of British financial policy in response to the Great Depression and its retreat from the Eastern Mediterranean as a naval power directed Greece to change its foreign policy orientations with a sudden demarche and offer Turkey a peace settlement. Rather than attributing this rapprochement to the efforts of charismatic leaders, this study analyses the issue with a realist mind in reference to the British policies modified in parallel to the systemic changes during the interwar years.

71. The two Koreas´ Relations with China: Vision and Challenge

Abstract:: The relationship between China and the two Koreas can be considered as a friendship that is not completely reliable. North Korea and China have been considered strong allies by the outside world, but questions arise nowadays about whether that relationship is based on a true friendship. The relationship between South Korea and China is a somewhat ambiguous one. There exists a complex situation and dilemmas in that trilateral relation. This article examines the current trilateral relations between China and the two Koreas in order to draw the position of each other. For this purpose, we explore three different approaches: China´s position toward North Korea and South Korea; the position of the two Koreas toward China and their defence; and the regime survival of North Korea and the political and economic interests of South Korea. Abstract:: The pace and effectiveness of Kyiv’s European integration course depends on many internal and external factors. The key ones being the political will of Ukrainian government, ability to implement and dedication to real pro-European changes in the country that would be tangible for Ukrainian citizens. This is the internal factor that is the main issue on the path to integration into the European community. That being said, European integration is a two-way street. The quality and level of Kyiv-Brussels relations to a great extent depend on the position and engagement of the European side, including EU’s internal processes and trends, which are rather complex, controversial and sometimes centrifugal in their nature at the moment. We are talking about an increased sentiment of restoring partnerships with Russia in the “business as usual” format inside the EU’s business and political circles. Russian hybrid aggression is a dangerous factor. For the Russian leadership that views post-Soviet countries as its zone of “privileged” interest, an independent Ukraine headed towards Europe and NATO is both a challenge and a threat. Firstly, Kyiv’s successful European integration is an incentive for other post-Soviet countries to step up, which means a failure for Russia’s plans of “forced” reintegration of Eurasian countries. Secondly, Kyiv achieving success in its European project is a model for Russian citizens and a convincing evidence of the inability of Russia’s authoritarian regime to offer an attractive democratic model of social development. This is why the Russian regime is using all of its available “hybrid warfare” to prevent Ukraine from integrating into Europe – from political and diplomatic pressure, economic blockade, information warfare to military intervention – occupation of Crimea and Donbas. Currently, Ukraine is a training ground and a testing area for Russia’s massive purposeful expansion into the EU territory. In particular, this includes discrediting the unifying European values and institutions, disorienting public opinion, interfering with elections, formation of pro-Russian lobby within the European establishment, support of radical movements, etc. The goal of this influence is to disintegrate the EU, reform Europe’s political system in line with the Russian scenario. An important factor is the EU member states’, institutions’ and other countries’ assistance and solidarity with Ukraine, as well as sanctions introduced by the West. Regrettably, over the period of almost six years, the sanctions have failed to stop Russia’s war against Ukraine, failed to change the nature of Kremlin’s aggressive foreign policy. Yet it is certainly crucial that the EU and other countries uphold a common course of conduct in regard to Russia, maintain and strengthen the “sanctions frontline”. At the same time, assessing the current confrontation in the notional Ukraine-EU-Russia “triangle”, it is worth noting that these problems have been temporarily overshadowed by the global COVID-19 pandemic. On the one hand, the pandemic has affected internal and external priorities of different countries, has shaken the global economy. On the other – it has “hit the pause button” for Ukraine’s European integration, made adjustments to EU-Ukraine Association Agreement implementation plans. Obviously, the problems that have been temporarily postponed will later resurface again – this time in the new circumstances and in the new form.

Abstract:: The European Union, established after World War II, has strengthened the revival of Europe, which has suffered greatly due to the war in many areas, including economic, political and socio-cultural. At the same time, the European Union overtook the conflicts between states. The European Union, which has occasionally passed through major breaks since its foundation, has recently begun to evolve into a new structure called multispeed Europe. On the 60th anniversary of the signing of the Treaty of Rome, the member states, for the first time, have mentioned this new structure in an official publication. This structure has led to disagreements 13 among EU member states. On the other hand, it is also a matter of curiosity how the candidate countries will follow once this structure is created. This study assesses the potential effects of a a multi-speed European Union on Turkey-EU relations. In addition, it tries to evaluate whether the EU’s new structure will be an advantage for Turkey or not. In other words, this study aims to explore the possibility of Turkey’s EU full membership in the EU’s new model.

Abstract:: The information war is beginning to play a dominant role in international relations. It is important because it occurs intensively in peacetime and determines the results of international clashes. This article aims to identify offensive elements in Russian theoretical and doctrinal views on the role and content of the information offensive in international relations. To meet this aim, a comparative analysis of research studies, documents and official statements was carried out. The study sets out to investigate how Russia assesses the usefulness of the information offensive for conducting international policy. The study revealed that the information war and information warfare in modern conditions in the Russian scientific debate occupy a prominent place. Regardless of the declared defensive nature of the Russian information offensive, both the scientific and doctrinal views emphasise the value of the information offensive for conducting international policy. Russia takes the information offensive in international relations very seriously and treats it as one of the main forms of international confrontation. This has serious consequences for countries close to Russia as it creates a new threat to their national security in peacetime

Abstract:: Responsibility to Protect (R2P) brought about new challenges for research on norms in International Relations, mainly due to the actions of emerging powers. These states have exhibit- ed complex behaviour towards norms. Rather than classifying them as simple norm-rejecters or norm-takers, current literature on norms in International Relations has classified them as norm- shapers. In their behaviour, emerging powers seek to shape the norm from various angles. In this sense, the need arises to theoretically frame these types of engagement. This essay aims to analyse the action of normative shapers through the lens of the English School of International Relations, combined with constructivism. After presenting the norm-shapers and characterising them theoret- ically, a new concept is introduced, called pluralist norm-shapers.

Abstract:: This article is based on the premise that the increasing human interaction in cyberspace elevates it to the level of a strategic domain and, as such, raises theoretical and practical challeng- es for International Relations. It is founded on an epistemological reflection on the fundamental assumptions of the paradigms that permeate International Relations. The main objective is to con- ceptualise cyberspace as the strategic domain in the 21st century, as well as to develop an analytical framework that will both provide evidence and investigate the resilience of the foundations of cur- rent International Relations, these being specifically, the following precepts: i) sovereignty based on territoriality, ii) state monopoly of power, and iii) accountability between international actors. With this in mind, the approach refers to defence documentation and scientific sources in order to reach a definition that will characterise cyberspace, considering its technical, scientific and strategic aspects. At the same time, the bibliographic work underpins the development of the analytical tool known as the Fundamental Conceptual Trinity of Cyberspace, based on the characteristics of the cyberspace domain: i) deterritoriality, ii) multiplicity of actors, and iii) uncertainty.

Abstract:: The China–Pakistan Economic Corridor (CPEC) holds the potential to transform Pakistan along with its turbulent regional environment. In the short run, the multiple networks of infrastructure that the project provides will eventually improve Pakistan–European Union (EU) trade. Moreover, while the CPEC is unlikely to bring an immediate strategic shift in the bilateral dialogue, which is particularly lacking in political dynamics, its long-run promises can help to foster such dynamics. The project, if successful, can help Pakistan to establish a peaceful domestic environment and subsequently promote the country’s fresh image to reverse its soft power losses in Europe and beyond. This paper investigates contemporary Pakistan–EU relations, which have so far attracted little attention from international relations scholars. It presents the bilateral dynamics in the context of the CPEC, which is an unprecedented investment by China in Pakistan. The paper concludes by shedding light on the differences between China’s and the EU’s strategies vis-à-vis Pakistan. Despite the fact that the study focuses on one particular South Asian state, it can serve as a case study for the comparative analysis of China’s and the EU’s presence in third countries, especially those that, like Pakistan, have joined the Belt and Road Initiative.

Abstract:: This paper provides a gender analysis of the 2018-2019 Sudanese Revolution, its goals and outcomes, and the strategies employed by protestors and state security forces. To do so, it sheds a light on how protesters drew on, emphasized, and mobilized along gendered identities. It pays particular attention to the part women played in mobilization efforts in the revolution and historic (dis)continuities of their role in mass mobilization. An analysis of protest spaces brings to light the way gender roles were practiced and negotiated within the movement. Examining the state’s response to the demonstrations, the paper highlights state forces’ gender-specific strategies to intimidate protesters and their practice of sexual violence. Lastly, the analysis turns to the first months of political transition. Women’s important roles in the revolution and their challenging of traditional gender roles have not yet translated into equal political representation in the transition, although some of their human rights demands have been met. The paper concludes by urging the Sudanese interim government to include the grievances and perspectives of women and marginalized groups in the negotiation of the country’s future both at the negotiation table and in the transitional legislative body.

Abstract:: Women make up more than 80 percent of North Korean migrants to South Korea. This paper provides a gendered analysis of their migration and offers recommendations to address the systematic oppression and abuse of North Korean migrant women and girls. Gendered human rights abuses and societal shifts in gender roles due to famine contributed to women leaving in record numbers. On the journey, often via China, women face human trafficking fueled by China’s skewed sex ratios, sexual violence, and the threat of extradition back to North Korea where defectors are imprisoned, tortured, or killed. Even those who successfully complete the journey suffer from post-traumatic stress disorder, discrimination, and difficulty adjusting into South Korean society. Interventions and policies must acknowledge the gendered dimension of migration to effectively address the harm North Korean women and girls experience.

Abstract:: Ukrainian surrogacy companies now hold over a quarter of the global surrogacy market since a series of human rights violations caused India, Thailand, and Nepal to close their borders. Similar violations are occurring in Ukraine, including the abandonment and trafficking of children and the abuse of surrogates. The Ukrainian government is not taking action, despite concerns expressed by both lawmakers and surrogates that the industry engages in unethical practices. This paper proposes that the Hague Conference’s Experts’ Group on the Parentage/Surrogacy Project spearhead international ratification of a holistic series of policies focused on protecting women and children from exploitation.

Abstract:: This paper aims to analyze Britain’s relations with the former colonies in the Gulf after the termination of the British protectorate in the Persian Gulf and discuss how the British colonial ties influenced the post-colonial relations with the Arab Gulf States. Archive documents, official papers and secondary sources were used in order to determine and compare the relations in pre/post withdrawal periods and the results were analyzed in frame of the Post-colonial theory. The main argument of this study is that the British colonial relations and ties, which had been constructed in political, military, economic and institutional spheres in the colonial era, were significant determinants in reshaping the new British foreign policy towards the Arab Gulf States. Britain, who successfully adopted the colonial relations in the new term, managed to preserve its interests after the withdrawal and even extended some of them in certain fields such as the oil sector.

Abstract:: The development of world politics has produced conflicts and war in several countries giving rise to a new form of migration, the migration from conflicts and war. This article analyzes the impact of the modern migration in Indonesia. It found that Indonesia is a transit country “invaded” by those migrants who pose serious dilemmas for humanitarian reasons. On the other hand, Indonesia has a limited obligations for dealing with migrants and refugees becasuse it is not part of the 1951 Convention relating to the Status of Refugees and of the following 1967 Protocol, and enconunter some thorny probloems such as some rejection from the local population and finally the limited ability to finance and hospitalize migrant and refugees. The article also explains that for solving the problem, cooperation with other parties, such as International Organizations, and Regional and Bilateral cooperation is needed.

Abstract:: Throughout the history of inter-Korean relations, the process of engagement between 1984 and 1985 has been of little focus among studies. Yet it is worthy of close analysis as it occurred during a critical time when Cold War tensions were mounting with shifts in the balance of power between the Soviet Union and the United States as well as the upcoming Summer Olympics in Seoul. This article reveals the way in which the complex international environment shaped inter-Korean dialogue, particularly within the context of how each side was also seeking support from the Soviet Union. Crucially, it will show that inter-Korean dialogue formed an important source of legitimacy for the two Koreas, both domestically and internationally. This has ramifications for today where the two Koreas are seeking out contacts with one another within a regional order increasingly being shaped by China.

Abstract:: International Security developed after the World War II, under the aspect of state protection. Traditional security currents have developed their theories in a Cold War environment, thus, there are epistemological elements of Rationalism and Positivism (Barrinha 2013; Lasmar 2017). The goal of this study is to observe the influence of diplomacy on international controversies, analyze real situations where diplomacy influenced the mediation choice and the armed conflict choice, and finally, deepen the knowledge of the consequences of war and mediation. The article has its theoretical framework on Post-Structuralism, characterized by Lasmar (2017) by the conditioning of the human being as meaning and attributor of the facts (social construction). In the International Security sphere, Post-Structuralism must nominate the threat or the protection as also the means for this. Therefore, it can expose the hidden intentions in the act of political construction (including political speech). The authors and researchers Christer Jönsson and Karin Aggestam question the preference of the states for mediation or war, and, given that, we intend to contribute with analysis under the diplomatic prism. Thus, we can align the revisited theory to the diplomatic actions, collaborating with the international security system.

Even though Africa is a continent with alarming poverty indexes, it is not a stagnant one. Abstract:: A few weeks ago, on July 4, we Americans celebrated our country and its freedoms, and we clearly have much to be grateful for – and also much to ponder. Seen both from within the U.S. and from much of the rest of the world, early Massachusetts Colonialist John Winthrop’s idealized “city on the hill” where “the eyes of the people will be upon us,” no longer looks as bright, and this should worry us. Much has been written to lament America’s retreat from the world stage during the current administration, which has been driven apparently by the mistaken notion that the U.S. can escape what affects the rest of the world simply by opting out or by saber rattling to get its way. But the longer the U.S. continues down this path, the question changes from whether the U.S. will want to reassume its 20th century role to whether the rest of the world will be willing to welcome back the America it perceives today. To watchers around the globe the America that led the world to increases in stability, prosperity, democracy, and human rights has disappeared in the trashing of international treaties and trade agreements, riots against racial discrimination, police violence, and our inability to deal effectively with the corona virus pandemic.

93. Immigration Policy as Foreign Policy

Abstract:: Immigration policy has taken centre stage in the social sciences over the past 20 years. Despite the proliferation of articles and books in this field, very little attention has been paid to immigration policy as foreign policy. It is domestic policy that prevails in the literature, most notably about the effects of immigration on destination societies. This article distinguishes the domestic and foreign policy aspects of immigration policy, acknowledging as it does so that foreign policy is virtually always an expression of national self-interest. It concludes with observations on the realist and idealist/liberal approaches to international relations theory including with respect to the recently adopted United Nations Global Compact for Safe, Orderly, and Regular Migration and the United Nations Global Compact on Refugees. Its purpose is to draw attention to this neglected aspect of immigration policy and to encourage others to explore it in greater detail, from the perspectives of both individual states and the world’s international institutions.

Abstract:: The BRICS is a group of countries formed by Brazil, Russia, India, China and South Africa that began to operate formally in 2009 as a legitimate, efficient and durable agent of governance in the world order (ACHARYA 2016: 1-27). Scholars all over the world –many of them cited here in this article –have painted the image of the BRICS as an ‘economic colossus’, assuming an underdeveloped intra-bloc cooperation restricted to economic issues. Nonetheless, from an economic starting point, the BRICS has evolved in the last years expanding its cooperation capabilities to a huge array of issues that encapsulates innovation and sensitivity.

96. Reassessing U.S.-Azerbaijani Relations: A Shared Imperative to Look Ahead

Abstract:: The U.S.-Azerbaijan relationship remains important to both countries, but it is time to reevaluate and update how they engage with each other. The Second Karabakh War is the most visible of the reasons for such a reassessment, given Azerbaijan’s military successes, Russia’s headline role in securing the November 2020 agreement that halted the fighting, and the need to undertake the extremely difficult work of avoiding a new war and building a peace. But China’s high profile economic, diplomatic, and security activities across Eurasia, coupled with the results of the November 2020 election in the United States, have also significantly altered the diplomatic environment. Lastly, multinational challenges—such as the economic, social, and other ramifications of the COVID-19 pandemic or the realities of climate change—make the need for revaluation, dialogue, and mapping out new directions in the two countries’ relations even more apparent.

97. While You Were Sleeping: Winds of Change in the South Caucasus

Abstract:: The flaring up of active combat in the Southern Caucasus in late September 2020 between Azerbaijan and Armenia initially seemed to catch many by surprise. An immediate upside of this turn of events was seen in the rekindled interest it generated in the three decade-old conflict in and around Nagorno-Karabakh, which was often misleadingly labeled as being “frozen.” It also acted as a crude reminder of the need for consistency in advocating respect for a rulesbased international order.

Abstract:: The experts in this volume have thoughtfully addressed themes that are pervasive throughout Asia and are timely for the U.S.-Korea alliance. With the future of Northeast Asia in flux, political leaders are hoping to transform their respective visions into the path forward for the region. Authors in the first section analyze the frameworks of U.S. President Donald Trump, Chinese President Xi Jinping, Russian President Vladimir Putin, Japanese Prime Minister Abe Shinzo, and South Korean President Moon Jae-in to discern the currents underlying geopolitical developments in the region. The second section examines the role of national identity in key bilateral Indo-Pacific relationships where geopolitical fault lines have become clearer. Chapters in this section cover the India-China, U.S.-China, South Korea-China, and South Korea-Japan dyads. The final section provides insights into how several of China’s neighbors and the United States are responding to its economic rise, which, of course, are also guided by strategic concerns. Considering how COVID-19 has exacerbated the rivalry between Washington and Beijing as well as the influence this relationship carries in shaping the future of the region, the contributions here are particularly relevant and timely.

99. ASEAN’s Looming Anxiety

Abstract:: The rise of China generally presents both opportunities and challenges, particularly in economic terms. In the past several years, new kinds of challenges have been emerging and are looming larger in ASEAN countries. While ties with Beijing are, by and large, cordial, there are several signs that relations below the state level are increasingly worrisome. First, Chinese foreign direct investment (FDI) is largely not oriented towards manufacturing. A considerable amount tends to be in non-real sectors, such as real estate and casinos, which may not generate much employment and can be unhealthy to local economies. Second, the way Chinese businesses expand tends to be predatory, as demonstrated in tourism-related businesses and the acquisitions of fruit businesses in Thailand. As a consequence, new Chinatowns are emerging as more Chinese are moving into the region. Third, even business expansion through the Chinese government, e.g., the train projects, is far from smooth. ASEAN countries find themselves in uneasy deals – including onerous loan terms, undue requests for land usage along the train lines, stringent technology transfers, and imported Chinese labor. Moreover, the recent COVID-19 outbreak reveals not only the fragility of economic overdependence on China, but also public resentment towards the Chinese. Overall, the relations at the level of business and the people are far from promising, which can become a risk factor in state-to-state relations. The situation apparently demands good management from both Beijing and the counterpart governments.

100. Is China’s Innovation a Threat to the South Korea-China Economic Relationship?

Abstract:: This paper reviews China’s technological rise and assesses whether it poses a threat to the South Korean economy. In terms of comparative advantage between the two countries, many experts have long believed that China’s strength is low-cost labor and Korea’s is technology and capital. However, this has changed as China’s economy grows. Now China has enough capital to invest in its economy. Some scholars even argue that China has the potential to meet its “innovation imperative” and emerge as a driving force in innovation on a global level.1 This paper examines the Korea-China economic relationship from the innovation productivity perspective, organized into sections: briefly introducing the Korea- China economic relationship; describing the technological rise of China, based on recent data; developing the model to analyze the innovation productivity of China and report the estimation results; evaluating the concern of the South Korean semiconductor industry; and presenting conclusions.
