Abstract:
La valoración de bajo riesgo de sufrir un ataque con armas biológicas realizada por la estrategia nacional de seguridad resulta errónea ya que España como miembro de la OTAN debería recoger en su estrategia nacional de seguridad del año 2013 esta amenaza ya considerada como tal por la OTAN en el año 2002. Para una valoración efectiva del nivel de esta amenaza resulta preciso considerar que esta ha trascendido el ámbito militar. En el presente artículo se presentará la vulnerabilidad de España derivaba de las políticas y protocolos de seguridad de carácter reactivo y no preventivo establecidas en España así como aspectos mutidimensionales que requieren un replanteamiento y mejoras acordes a una valoración de riesgo más precisa.

Abstract:
Terrorist acts by Boko Haram have attracted enormous scholarly attention in recent years. A majority of the studies have implicated Islam in the emergence and dynamics of the uprising. In contrast to this popular view, this article argues that, despite the strategic role played by Islamic religion in the uprising, terrorism and its security threats in northern Nigeria are more a product of a governance crisis including pervasive corruption, growing youth unemployment and poverty. It further argues that if good governance concurrently with development is not employed as a remedial strategy, the Nigerian State will further create a much more enabling environment for the growth of resistance from below. Thus, it concludes that good governance and credible leadership practices are antidotes to terrorism in Nigeria.

Abstract:
This article critically examines the current developments regarding the religious terrorism of Boko Haram, an extremist Islamist group, which operates largely in the north-east states of Nigeria. Boko Haram’s avowed aim is to wrest control from the Nigerian government and to impose a strict form of Sharia law across a country of about 170 million people. Since 2009, when Boko Haram first launched its Islamic insurgency, over 5 000 Nigerians have lost their lives in bombings and shootings carried out by the group. In addition to a brief discussion of the emergence, demands, ideology and external links of Boko Haram, the article focuses analytic attention on how the Nigerian state has responded to the menacing threat of the group. This is followed by a critical engagement with the current debate in Nigeria regarding what can be said for and against negotiating with Boko Haram members, and for or against fighting them. In conclusion, the article offers some fresh and multifaceted recommendations on how to effectively address the Boko Haram impasse.

Abstract:
This article focuses on the history of terrorism in West Africa in the first half of the 21st Century and attempts by regional and international bodies to combat it. It argues that although recently much attention has been paid to the sub region as a zone of terrorism, such terrorism has deeper historical roots and as such pre-dates the position taken by most contemporary scholars. West Africa has been a victim of terrorism over the years and to take on board only recent happenings is to do injustice to history. What has changed and continued? Who have been the key players? What attempts have been carried out by the respective organizations to stamp out terrorism?

It is important to investigate that how Pakistani society engulfed in extremism? 226. Strategy of Deterrence and Terrorism: Challenges and Opportunities

Abstract:
The article deals with deterrence of terrorism. The aim is to assess validity of a proposition that it is possible to deter terrorist groups, but there are some specifics in comparison to the deterrence of states. First, we determine deterrence threats which can be applied in relation to terrorist groups and discuss possible restraints of their application in practice. This is followed by an analysis of whether deterrence can be applied against all types of terrorist groups without distinction, where we develop a model of classification of terrorist groups according to the goals which they pursue. So far, the topic of deterrence of terrorism has not been discussed in detail in the Czech academic texts. This article thus seeks to fill this lacuna and highlight the benefits of applying deterrence strategy to the terrorist groups.

re world becomes more complicated by the day, and the challenges the military faces as we attempt to operate in the current environment become more complicated also.rere are those who think that, with our involvement in Afghanistan winding down, there will be less for U.S. Armed Forces to do around the world. rey could not be more mistaken. If anything, this issue of the Marine Corps University Journal serves to illustrate the chaos and violence that predominate in perennial hot spots. As our resources continue to dwindle, our options for dealing effectively with these hot spots seem just as limited. It is very likely that we will continue to be asked to do more with less. Doing more with less is even more difficult under challenging circumstances, as is doing the right thing. For instance, when confronted by a morally abhorrent situation, how do we as a nation and as a military force respond? In these situations, nations, leaders, and peacekeeping forces are sometimes required to make the ultimate decision: strictly follow orders or do what is both moral and right. Military personnel have faced this dilemma in hostile places, such as Rwanda and Srebrenica, often with tragic consequences. In the opening article, Paolo Tripodi describes similar challenges faced by United Nations peacekeepers when civilian lives became the responsibility (or not) of force commanders.Tripodi argues that, in spite of their orders, commanders at various levels had (and still have) a moral responsibility to protect the lives of citizens, even at the risk of their own lives.

Abstract:
Ongoing research and discoveries in the life sciences -- the latest and most promising involving synthetic biology -- have led to extraordinary advances that will benefit society. But criminals and terrorists could manipulate such advances to disrupt public safety and national security. Since its founding in 1923, Interpol has learned that the most effective way to keep up with a constantly changing world is by engaging law enforcement and consulting experts in its 190 member countries. Effective solutions to new global security threats require the exchange of information and intelligence. As the methods criminals employ have developed, so, too, has Interpol's capacity for deploying new strategies and offering assistance to stop them.

Abstract:
Consider the artist Michelangelo standing in front of a block of Carrara marble rough-hewn from the quarry. As he later described that moment, “I saw the angel in the marble and carved until I set him free.” Sculptors need the patience to recognize that many small steps will be needed to realize their vision. The sculptor needs a strategic sixth sense that can continuously adapt the design to the conditions of the material while testing whether each small incision, however immediately appealing and easily achieved, will end up weakening the final structure. The sculptor needs the confidence to know that the design can be adjusted in response to the inevitable small slips and misjudgments made along the way. Call it the ability to hold the desired ends in mind while being continuously aware of the ways open for achieving them and the means that are at hand. Even the most technically skilled sculptor equipped with the sharpest chisels needs to have a clear sense of the end state – to see at the outset, “the angel in the marble” – that could be the final result of all the labor to come. That is the strategic cast of mind needed for planning modern counter-terrorism.
