191. The Rise and Consolidation of Islamic State: External Intervention and Sectarian Conflict

Abstract:
This research paper examines the extent to which both the United States (US) intervention in 2003 and sectarian conflict in Iraq and the region contributed to the rise and consolidation of the Islamic State (IS). It is argued that the US intervention contributed to the rise of IS by creating a strategic cause for mobilization of insurgency while insufficient counterinsurgency resources and doctrine, and the lack of a post-war plan enabled the insurgency to consolidate. Although the US adapted its strategy and deployed additional resources as part of the “surge,” which succeeded in weakening of the insurgents significantly, the premature withdrawal of US troops allowed for a revival of the insurgency which eventually evolved into IS. The sectarian conflict in Iraq and the region further contributed to the rise and consolidation of IS by helping in prolif-eration of the group’s underlying ideology, increasing funding opportunities for the insurgents and driving the Sunni communities to support the Islamic State

Abstract:
Art theft, particularly the looting of works of art from antiquity, is an element of today’s terrorism. Stealing and looting art works, including theft by destruction, are ancient and continuing practices. To counter art theft, modern hybrid, multifaceted or multidimensional warfare requires innovation. Integrated with the human dimension in countering art theft, there is an enduring moral imperative to combat and contain the worst effects of looting and the theft of art through anti-terrorism work. The idea of a European Army may be better thought of and developed as a Euro Border Guard, a gendarmerie with anti-smuggling art and antiquities training, leaving NATO to continue its mission

Abstract:
Following the uprisings in the Arab world, the region has lurched into a period of massive change and instability. An unfortunate consequence of this change has been the rise and proliferation of militant groups such as ISIS (Islamic State in Iraq and al-Sham) and Jubhat al-Nusra in Iraq and Syria. These militant groups successfully recruit members from the region and beyond, fueling conflict in countries that have witnessed unrest, such as Libya, Tunisia, Egypt, Yemen, Iraq, and Syria. Although Jordan has long been seen as a regional hub of stability and security, especially by its Western allies, it increasingly exhibits symptoms of the long-standing pressures exerted upon it by the surrounding conflicts, resulting refugee crises, and pre-existing domestic challenges. Jordan’s hypothetical fall into instability could have catastrophic consequences for the region, exacerbating the crises in Syria and Iraq, empowering ISIS and other militant groups, and threatening regional and global security. In response, this article offers a general framework for the expansion of the country’s nascent Counter Violent Extremism (CVE) program, including both preventative and remedial measures. Beginning with an overview of the processes of radicalization and de-radicalization, this article proceeds with a brief discussion of Jordan’s current situation before synthesizing scholarly articles and analyses of other CVE programs in order to establish a framework to guide Jordan’s developing CVE interventions.

Abstract:
The UN Declaration on the rule of law at the national and international levels seems to open new possibilities for listed terrorist suspects claiming legal protection or those seeking damages for harm caused by UN peacekeepers because the Declaration provides that the rule of law applies to the United Nations itself. However, the Declaration raises questions regarding the elements of the rule of law, its legal basis, and binding nature. This paper attempts a reconstruction of the UN Declaration and relevant UN practice under an international public authority perspective to explain and develop elements of the rule of law applicable to the UN, to determine its legal basis, and to investigate its binding nature. It argues, that since measures under Chapter VII must be effective if the UN wants to fulfil its purpose (Article 1 (1) UN Charter), the UN is bound by the rule of law insofar as “effective” measures require that related legitimacy concerns are addressed by rule of law safeguards.

Abstract:
A paradox in the study of violent radicalization is that while each of the empirical findings can be explained with multiple theories, very few theories can explain a relevant number of these findings simultaneously. This paper conducts a functional behavior assessment of violent radical behavior, investigating the factors responsible for its initial learning and subsequent maintenance. Specifically, a model of radicalization is proposed that can explain a wide range of observed phenomena, accommodate apparent exceptions, and obtain testable consequences. It also challenges some firmly rooted ideas, as the alleged existence of aggressive influence practices, or brainwashing. Finally, the model can also provide valuable predictions for subsequent research, such as those related to the reversibility of the process of radicalization.

Abstract:
There has been a shift in the intelligence and security strategies of the states since 9/11. The attacks created a new security environment in which intelligence has become increasingly significant. Not only have the responsibilities and tasks of intelligence agencies become more important, but the necessity for intelligence and security service cooperation among nations has also increased. Accordingly, intelligence agencies had to update their strategies to put more emphasis on collaboration. This article analyzes the current EU intelligence network and tries to answer whether full intelligence cooperation in the EU could develop into a discrete organization in the aftermath of 2004 Madrid, 2005 London and the 7 January 2015 Charlie Hebdo attacks, or whether it is an impossible dream to have concerted action whereby states acknowledge their mutual alliances, interests, and strategies.

Abstract:
The growth in acts of international terrorism endangers the lives of people worldwide, as well as threatens the peace and security of all states. The September 23, 1999 Statement on Combating International Terrorism issued by the ministers for foreign affairs of the five permanent members of the Security Council has stressed that it is vital to strengthen, under the auspices of the United Nations, international cooperation to fight terrorism in all its forms. Such cooperation must be firmly based on the principles of the UN Charter and norms of international law, including respect for human rights.

Abstract:
The summer of 2014 was a fatal summer, not only for the Iraqi Kurdistan Region but also for the Middle East and the rest of the world. It witnessed the rise of one of the deadliest terrorist groups: the Islamic State of Iraq and the Levant (ISIL). The Kurdistan Regional Government and its Kurdish military forces, the peshmerga, have been instrumental in deterring ISIL’s further encroachment However, the author argues that the peshmerga cannot fight ISIL alone and calls upon the international community to provide unified support in the form of arms, equipment, and training. The author makes the case that this virulent terrorist group can only be destroyed through a coordinated strategy and support given by an international coalition.

Abstract:
La unión de espacios subgobernados, la corrupción, el crimen organizado y terrorismo es la amenaza a la que se enfrenta la UE y sus estados miembros en el Gran Magreb, el cual está recreando un nuevo y diferente Flanco Sur al que existía durante la Guerra Fría. El aumento de la actividad extremista en la región del Sahel-Sáhara a partir de 2005 ha ido en paralelo con el crecimiento de las redes de crimen organizado transnacional a través del área. Aunque hay un intenso debate sobre su relación, intensidad e impacto, es una dinámica innegable en el área. La UE no tiene realmente una política unificada Magreb-Sahel y en términos de crimen organizado y terrorismo, el Sahel no se puede separar del Magreb. Hay una comprensión limitada y parcial del problema tanto en términos de amenazas como en soluciones viables, ampliado irremediablemente por la acción de Boko Haram y desbordando la visión, proyección y estrategia de la UE. A pesar del "Sahel Regional Action Plan 2015-2020", las medidas tomadas son reducidas, muy recientes y probablemente insuficientes y tardías desde el punto de vista de la dinámica y sinergia entre terrorismo-crimen organizado en un contexto de corrupción. La UE sigue manteniendo un enfoque seguridad-desarrollo, básicamente en una concepción de seguridad humana, a pesar de que este enfoque es altamente discutible para enfrentarse a este tipo de amenazas.
