1. Emerging Challenges and Opportu-Nities in Humanitarian Assistance in Mozambique: A Case Study from Cabo Delgados

Abstract:: This paper aims to analyze the emerging challenges and opportuni-ties derived from the humanitarian assistance actions applied in Cabo Del-gado in the context of violent extremism that has been ravaging the province since 2017. This topic is relevant because the traditional concept of huma-nitarian assistance presupposes support for victims of a disaster caused by nature or man-made, and the province of Cabo Delgado presents a growing demand for humanitarian assistance due to the ongoing prolonged violent conflict. In Cabo Delgado, there are victims of a violent, unconventional, low-intensity conflict. More than 1 million people are in need of humanita-rian assistance, of which more than 50% are women and children (OCHA 2021). Along with terrorism, climate disasters, such as Cyclone Keneth in 2019, and the COVID-19 Pandemic, which began affecting Mozambique in 2020, are exacerbating the state of vulnerability of humanitarian victims. Combined, these events force non-state humanitarian actors to operate in an environment characterized by uncertainty, insecurity, and unpredictability. Nevertheless, these humanitarian actors may operate beyond what is defined by traditional humanitarian principles, which concern saving lives and allevia-ting the suffering of humanitarian victims, including developmental actions that may result in the reduction of state power in the humanitarian space and that lead to the implementation of political action by external forces. If prolonged, this scenario may accentuate the weakening of state power. Given this context, one wonders what challenges and opportunities are derived from the humanitarian support process in Cabo Delgado. This paper seeks to reflect on the emerging challenges and oppor-tunities arising from the humanitarian assistance process in Cabo Delgado. Specifically, it sought to a) define what humanitarian assistance is; b) analyze the emerging challenges for humanitarian actors in Cabo Delgado; and c) analyze the emerging opportunities for humanitarian actors within the pro-cess of humanitarian assistance in the region. We started from the hypothesis that the problem of the humanitarian assistance process in the context of violent extremism creates emerging challenges and opportunities for non--state humanitarian actors that are linked to human security, management, and coordination of humanitarian actions.

2. The Yemeni Civil War: Territorial Partition as the Path to Peace

Abstract:: The Yemeni Civil War is a conflict that bears crucial regional significance due to its destabilising effect on the Middle East, with the country also being home to one of the world’s worst humanitarian disasters. The conflict is characterised by a complex web of regional rivalries, sectarian tensions, and international interventions. This research paper offers a comprehensive assessment of the conflict by outlining its background, key actors and main conflict drivers, and hence proposes a theoretically, historically and contextually informed strategy for resolution- the peaceful territorial partition of Yemen into the historical entities of North Yemen and South Yemen. The paper outlines short-term, medium-term and long-term priorities that the ideal territorial partition plan would focus on, including and accounting for relevant primary, secondary and tertiary actors. The paper aims to showcase that through a nuanced understanding of Yemen’s demographic dynamics and history, a roadmap to ending the conflict focused on territorial partition can be charted out in collaboration with regional actors and the international community, hence leading to stable Yemens that can heal from the humanitarian catastrophe caused by the conflict.

Abstract:: The global terrorist threat remains persistent and pervasive as the world moves into 2025. Armed conflicts from Ukraine to Gaza and destabilisation by both State and non-State actors are redefining international stability. The influence of groups such as Islamic State, al-Qaeda and Iranian-backed militias underscores the enduring risks. Key challenges include geopolitical rivalries, radicalisation and increasingly sophisticated cyber and physical attacks. With the Middle East at the epicentre of escalating tensions and Africa emerging as a new hotspot, coordinated international efforts are essential to prevent and counter threats. States must strengthen cooperation in intelligence, security and strategic foresight to deal with a volatile, uncertain, complex and ambiguous global landscape.

Abstract:: The roots of the ongoing civil conflict in Yemen lie in the inability of Yemeni society to address and resolve the frustration arising from political marginalization, economic deprivation and the effects of an extractive, corrupt and rent-seeking state. By definition, such systems are characterized by the concentration of power in the hands of a restricted elite and impose few restrictions on their exercise of power. This systemic failure has produced a cycle of violence, political upheaval, and institutional collapse since the creation of the modern Yemeni state in the 1960s, of which the current conflict appears to be only the latest eruption. We propose, as a way of accessing potential possible results for resolving the contradiction, a proposal based on the combination of policies based on Peace Studies, understanding that the mechanisms of the Security Sector Reform processes and transitional justice are crucial for the construction and peacebuilding in the Republic of Yemen. This work analyzes how structural violence has perpetuated in recent years in Yemen and how we can direct the conflict towards positive peace.

Abstract:: China has accelerated its naval modernization in recent years. There are multiple factors behind this modernization drive. The rise of China in many ways is impacting political, economic, and security dynamics around the world but particularly in Asia-Pacific (Indo-Pacific). Australia is one of the country in this region which is not an exception in this regard. This study looks for implications of China’s naval modernization on Australia. The study makes an important contribution to the literature because this part of the world has not been looked into while analyzing Chinese naval modernization. Data is collected through primary and secondary sources. Besides reviewing the existing literature data is collected through key informant interviews and policy documents of China and Australia. Australian threat perception is evaluated by analyzing Australian Defense White Papers, speeches of Australian leaders and analysis of the country’s security analysts. The study finds that challenges posed by other nations in the region is prompting China to modernize its navy. This in turn enhances security concerns in Australia which is always wary of securing its territorial integrity, economic interests, and global liberal world order which has contributed to its development and security. Australia, in response to these developments, has embarked on the path of modernizing its own forces. It has bolstered its alliances with the US and other partners.

Abstract:: “Understanding EU-NATO Cooperation: How Member States Matter” by Nele Marianne Ewers-Peters conducts a distinctly member-state based theoretical examination of interorganizational cooperation between the EU and NATO. Ewers-Peters mainly intends to demonstrate member states’ foreign/security policy orientations, roles and positions affecting the functionality and dys-functionality of Euro-Atlantic security, between the period of the end of the Cold War and 2021. The book is composed of seven chapters including conclusion and implications. By providing 28 face-to-face semi-structured interviews carried out in Berlin and Brussels between February 2017 and February 2018, with different member states’ representatives (see Appendix A.), as well as document analysis of primary and secondary sources, the book relies on well-designed qualitative research.

7. Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’

Abstract:: After the waters of the Mediterranean Sea washed the dead body of Alan Kurdi ashore in 2015, issues of migration, border security, and European Union (EU) migration policy gained more widespread interest. Although many scholars deal with the issue from different angles by focusing on the roles of different ‘agents’ and their roles in the politics of the EU’s 2015 ‘migration crisis’, Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’ argues that there is no comprehensive study analyzing the EU citizens itself (p. 4). Problematizing the passive recipient role given to the EU citizens, Nick Vaughan-Williams critically intervenes, problematizing contemporary scholarship’s “propensity to speak for, rather than to (or, perhaps better, with) ‘ordinary people’…”.1 Asking “[w]hy is it that the intensification of EU border security appears to have heightened rather than diminished border anxieties among EU citizens?” (p. 3), Vaughan- Williams highlights a theoretical and methodological shift in studying border security, one that juxtaposes ‘top-down’ elite narratives of border security with ‘bottom-up’ investigations of ordinary EU citizens’ knowledge on the issue. Chapter 1 justifies this unique theoretical shift, namely the ‘vernacular turn’ in critical security studies. Connecting elite and vernacular narratives becomes a must if we are to transcend dominant securitizing narratives of migration and see alternative ways of ‘living with’ strangers (p. 3-4). Forming such a connection allows us to understand better the interconnected relationship between the macro-level of national border security and border anxieties at the micro-level of citizens. And, in the final analysis, it is important to see how these elite narratives are both reproduced and contested locally in citizens’ everyday lives. Chapter 1 also contributes to vernacular security studies by conceptualizing ‘vernacular narratives’, which has been absent so far in the theoretical discussion (p.12).

Abstract:: This article examines a pathway of the Japan-Australia “special strategic partnership” in recent years. Both countries have developed a special strategic partnership, referred to as a “quasi-alliance”. Hence, the purpose of this research is to contextualise the development of the Australia-Japan quasi-alliance from global, regional, and bilateral perspectives. Globally, the quasi-alliance has been influenced by power transition and hegemonic competition in global politics. Regionally, the quasi-alliance has been embedded into the trilateral and multilateral strategic frameworks in the Indo-Pacific. Bilaterally, the quasi-alliance has been shaped by the Joint Declaration on Security Cooperation (JDSC). Nonetheless, close security ties were temporarily adrift over Australia’s submarine deal and realigned by tangible milestones, such as the Reciprocal Access Agreement (RAA) and the new JDSC signed off in 2022. While investigating these footsteps of the quasialliance formation, this article considers whether both countries have moved beyond the quasi-alliance toward a full military alliance in the changing strategic environment in the Indo-Pacific region

Abstract:: Article 2 of the North Atlantic Treaty, also known as the Washington Treaty, stipulates that international relations between member states should be conducted peacefully and with mutual respect, based on free institutions, thus creating conditions of stability, security, and satisfaction within the Alliance. It also promotes the elimination of opposition factors about international economic policies, which, in turn, are based on a collaborative foundation. Despite this more peaceful premise, the North Atlantic Treaty Organisation (NATO) is, above all, a collective defence alliance, and over its 74-year history, there have been no further commitments that would allow for more integration despite the shared common values that were at its inception. The Parliamentary Assembly of the North Atlantic Treaty Organisation (NATO PA) is an Interparliamentary Organisation (IPO) that acts independently of the North Atlantic Alliance but brings together parliamentarians from its member states and associates. Although its resolutions are merely recommendatory and advisory in nature, they have provided crucial strategic input into NATO's action, allowing parliaments to properly reflect on the organization's interests and strategies in national debates.

Abstract:: Children, or people under 18 years-old, represent 30% of the world population. While Childhood Studies gained attention in the last decades, in Brazil this topic remains incipient. In 2022 the Group of Studies on Childhoods and International Relations (GEIRI) mapped the open depositories for dissertations of Brazilian universities with IR programmes to understand how children appear as an IR issue. Using the framework of Global IR, this article presents two main contributions by analysing this novel data: a) ontological contribution by understanding Childhood Studies as a Global IR topic and Brazilian practices and interactions to see IR outside of a Western perspective and b) methodological contribution by analysing how students contribute to the IR knowledge production on Children and IR in Brazil mostly as international security and human rights issues.

Abstract:: I would like to highlight the fact that Russia is notably absent, it would seem, from the “South-West” paradigm. This is because our country cannot be fully categorized as either Western or Southern. We exist everywhere, and yet we do not fit neatly into these constructs. Some perspectives associate Russia with the Global North, while others link us to the Global East. However, [Russia’s] 2023 Foreign Policy Concept, which Alexander Vladimirovich Yakovenko referenced, defines the Russian Federation as a “unique state-civilization and a vast Eurasian and Euro-Pacific power” – a scope broader than these conventional classifications. And in the context of our discussion today, it is imperative to acknowledge Russia’s influence on global affairs. The concept of the Global West is relatively straightforward; it encompasses the US, the EU countries, and to some extent the Asia- Pacific region, knit together by American-centric military, political, and economic alliances – what they call Euro-Atlantic values. This is a product of the historical West, which has been extending its influence over the non-Western world for around five centuries, starting from the Age of Discovery, in an attempt to dominate it by all possible means. However, it is worth noting that calling the current era neocolonialism may be overly generous. I would refrain from such a characterization, as it gives too much credit. While there are undoubtedly flaws in these cultures, they also have rich cultural histories. In recent decades, individuals have risen to power in the US and Britain whose thinking is characterized more by piracy and banditry than by a philosophical understanding of colonialism, which is by no means good. But this is worse than neocolonialism – it is outright robbery. To illustrate, I once used the analogy of the US acting like a cowboy in the Louvre who simply shoots everything in sight, unaware that the objects before him are valuable works of art.

13. A security dilemma during Disarmament, Demobilisation and Reintegration in the Lake Chad Basin

Abstract:: The security crisis in the Lake Chad Basin (LCB) region has been of great concern since its turning point in 2009 due to the expansion of Boko Haram (BH) as one of the deadliest terrorist groups in the continent. This crisis is characterised by complex causes, including a development deficit, the lack of a social contract between the state and the population, weak governance structures, and a consequent violent extremist insurgency that has emerged and grown from and within the instability. While the efforts of those tasked to fight against the spread of these threats are numerous and commendable, much still needs to be done to ensure a safe and secure environment for all populations in the region. Through kinetic operations and non-kinetic interventions, the four governments of Cameroon, Chad, Niger and Nigeria, with the support of the Multinational Joint Task Force (MNJTF), the Lake Chad Basin Commission (LCBC), the African Union (AU), United Nations (UN) agencies, and other critical partners have scaled up their interventions in the region. The scaled-up interventions include the Disarmament, Demobilisation and Reintegration (DDR) processes as part of the Regional Strategy for the Stabilisation, Recovery and Resilience (RS-SRR) of the Boko Haram-affected areas. However, it is common knowledge that these four countries are faced with challenges in the handling and treatment of individuals associated with BH – and other affiliated groups – when they surrender or exit these groups. First and foremost, these challenges include the lack of pre-conditions for traditional DDR to take place. A further challenge is the proliferation of arms and ammunition in the region among the civilian population due to a lack of security and safety provision.

Abstract:: Conflict refers to actual or perceived incompatibility of interests, goals, and actions in relationships between individuals or groups. It is a dynamic process where attitudes, behaviours, contexts and structures are constantly changing and influencing one another.1 Conflict in pastoral areas has long been linked to the need to gain control of scarce and strategic resources, particularly water and pasture. However, the key issues here are not merely scarcity, which, as highlighted above, has always been a determining feature of life in the rangelands, but also the increased inability to manage scarcity.2 In the Horn of Africa, there are common factors contributing to conflict and violence within and between pastoralists, such as inappropriate government policies, socio-economic and political marginalisation, inadequate land tenure policies, insecurity, intensified cattle rustling, proliferation of small arms and light weapons, weakened traditional governance in pastoral areas, vulnerability to climatic variability, and competition with wildlife.3 In Ethiopia, the pattern and forms of the recent violent conflicts in pastoral areas indicate that they have been involved in resource control and utilisation competition.4 Conflicts are a common phenomenon in the South Omo Zone pastoralist and agro-pastoral communities due mainly to resource competition (pasture and water-points) and negative perceptions.5 However, conflict, by its nature, is dynamic; the drivers or causes and their nature are changeable through time due to many natural and human-made phenomena. Accordingly, an in-depth investigation of natural resource-based conflict and its dynamics in the South Omo Zone in Ethiopia is the focus of this article. This article is based on a study conducted in the Dassanech, Hammer and Nyangatom Woreda collective pastoralist community, and based on empirical primary and secondary data sources. Primary data were collected through semi-structured interviews, document analysis and focus group discussion (FGD).

15. The Western Sahara conflict on an evolving African security landscape

Abstract:: The Western Sahara conflict has been described as a ‘frozen conflict’ and as ‘decolonisation’s last stand.’ Despite the multiple ceasefires throughout its history, the conflict has not been fully resolved. Since 1974, Western Sahara has been on the shortlist of non-self-governing territories. However, it is the only one on the list that has not condoned this status. The Polisario Front spent 50 years fighting for the independence of the Sahrawi Arab Republic from Morocco, mostly using arms and guerrilla warfare. This period of violence was followed by a ceasefire between the two stakeholders. Nonetheless, in 2020, Morocco’s response to the Sahrawi protests resulted in a resumption of fighting by the Polisario Front, essentially reopening ‘Pandora’s Box’ and showing that, despite the ceasefire, a permanent solution is urgently needed. This would need to happen within the broader African security landscape, which is currently experiencing a shift amidst the weakening of United Nations (UN) peacekeeping operations, the growing presence of various private military companies (PMC), and the emerging role of countries such as Russia and Türkiye in African conflict situations. Considering the aforementioned changes, this article seeks to assess whether these shifts in the African security landscape will influence the situation in Western Sahara by maintaining the status quo or revitalising the efforts to resolve or exacerbate the existing tensions.

16. The role of traditional healers in conflict resolution in Zimbabwe, 1890‒1980

Abstract:: This paper analyses the historical role of traditional healers (n’anga/chiremba) in conflict resolution in Zimbabwe. Historically, traditional healers occupied a powerful position in Zimbabwean society. Not only were they healers but they also handled social problems and contributed to peace and reconciliation. However, colonial rule in Zimbabwe (1890‒1980) ushered in a spirited challenge to the authority of traditional healers. They were ridiculed as fraudsters who perpetuated unfounded superstitions. Colonial legal and justice systems replaced traditional conflict resolution institutions that had been manned by traditional healers. Nonetheless, traditional healers continued to exist underground. Notwithstanding that, their role and contribution to peacebuilding remains on the fringe of academic inquiry. The key question that this paper addresses is how and under what conditions traditional healers contributed to conflict resolution at the grassroots level. The paper focuses mostly on records of conflict and violence in court cases, underscoring how witnesses’ evidence brought attention to the role of traditional healers in reconciliation. It demonstrates the various contexts in which traditional healers’ interventions were alluded to but ignored in the state’s attempts to administer justice. By digging up obscured and misrepresented evidence of traditional healers’ practices in conflict resolution in the colonial archive and in-depth interviews, we unravel this understated but most crucial element in the process of conflict resolution in Zimbabwe since 1890.

Abstract:: Japan-Southeast Asia relations marked two milestones in 2023-24. The first was the 50th anniversary of Japan-ASEAN Relations, during which Japan and ASEAN emphasized an equal partnership by adopting the keyword “co-creation” to promote economic prosperity and security stability in Southeast Asia and beyond. The second is strengthening Japan-Philippines bilateral strategic ties, not only bilaterally, but also trilaterally with the United States and quadrilaterally with Australia. Japan continuously engages with other Southeast Asian states and strengthens ties with ASEAN to reinforce ASEAN Centrality and unity, yet a challenge remains: how Japan can design a regional architecture in East Asia and the Indo-Pacific by clarifying the roles and division of labor among those institutions.

Abstract:: For the US-India bilateral relationship, the first four months of 2024 was a repeat of the quarters of the last three years. Differences in attitudes toward Cold-War era partnerships surfaced and upset the calm in bilateral relations. Still, there were significant strides in the economic and trade front. The dispute over the killing in Canada of a Khalistan separatist designated a terrorist by India marred the security partnership. Still, Washington continued diplomatically to support India vis-à-vis China’s provocations such as bestowing Chinese names on Indian towns. Visits by top American military brass underscored the growing security cooperation between the two democracies. The nature of electoral democracy, though, created some diplomatic tension. While heated rhetoric and polemical campaign statements in India provided fodder for the Western press to question the supposed “values-based” partnership with India, President Joe Biden’s suggestion that Japan and India were as xenophobic and anti-immigrant as Russia and China angered many in India. These episodes were minor squalls compared to the hurricanes the bilateral relationship has endured over the last 50 or 60 years. While elections and security divergences made headlines, the relationship continued to build on pillars of trade and technology cooperation.

Abstract:: The primary objective of this study is to elucidate the impact of ontological security on states’ foreign policy preferences. The study posits that foreign policy preferences are closely related with their basic trust, a product of the intricate interplay between actor’s agentic capacity and its internal and external environment. This theoretical proposition is subsequently subjected to comparative examination within the contexts of Saudi Arabia and Kuwait. The study contends that despite sharing similar concerns regarding physical and ontological security, these two actors have pursued distinct foreign policy trajectories regarding the Arab uprisings and normalization with Israel that owe to differing types of basic trust. In doing so, the study aims to contribute to the ontological security literature from two perspectives: 1) to refine and elucidate the scope of the basic trust concept by reinterpreting it and highlighting its central role in ontological security analysis, and 2) to contribute to the practical applications of the field by applying the concepts developed in the ontological security literature to case studies of Saudi Arabia and Kuwait.

Abstract:: This moment is an opportunity for us islanders of the Pacific to shape a common destiny built around peace...” asserted Fiji’s Prime Minister Sitiveni Rabuka on 10 November 2023.1 Addressing his counterparts at the 52nd Pacific Islands Forum, he advocated for the Pacific to become a “zone of peace,” echoing an ambition he had declared before the United Nations General Assembly only two months earlier.2 Island leaders today dub their region a “Blue Pacific,” a strategic identity that conceives of their people as a mega-continent bound together not just by geography and common cultural referents, but also by shared threats ranging from climate change to great-power competition. Due to its sheer size and deep connections with Asia and the Americas, war in this region would inevitably implicate much of the globe—so would peace. “Our nations,” Rabuka reminded his islander brethren, “...have sovereign rights over 32 million square kilome- ters... only slightly smaller than the combined land areas of Russia, China, and the United States.” Leaders attending the Pacific Islands Forum endorsed Rabuka’s call for establishing a zone of peace, building on a long tradition of peace activism in the Pacific.3 Rabuka and Pacific Island leaders rightfully see their very survival as contingent on the region becoming a beacon of light in a dark world. But foreign continental powers have previously ensured that the Blue Pacific does not act as the expansive, unified, strategically vital site that it must be in order to foster peace. The geopolitical circumstances facing the Pacific directly threaten Rabuka’s vision. This essay argues that the security-first fixation driving the continental powers’ engagement with the Pacific makes the region both less secure and more vulnerable to outside predation. Contrary to Western rhetorical visions of a “free, open, and inclusive Indo-Pacific,” a large area of the Blue Pacific region does not even exercise national sovereignty.4 This Non-Sovereign Pacific—which includes Guam, the Commonwealth of the Northern Mariana Islands (CNMI), American Samoa, New Caledonia, French Polynesia, and the semi-sovereign “freely associated” states of Palau, the Marshall Islands, and the Federated States of Micronesia—is a reality reproduced and exploited by great-power rivalry.5

Abstract:: The subject of this paper is irregular migration and modern models of preventing the smuggling of migrants on the part of the Western Balkan route through the Republic of Serbia. The goal is to show how the new strategic approach of the Serbian police in this area can give excellent results, that the application of modern methods of policing and technical means are aimed at preventing the smuggling of migrants, i.e., the illegal movement and transport of migrants across the state border and state territory to go to countries of the European Union. Based on the conducted research, the authors have drawn certain conclusions: 1) effectiveness, efficiency, and economy in the area of suppression of irregular migration can be achieved by applying an adequate criminal strategy, 2) the new strategic approach led to the discovery and arrest of a large number of people smugglers and the discovery of illegal firearms, 3) the use of modern technical means, coordinated, joint work of different police units and management from a single center by a strategic level manager directly in charge of combating irregular migration and human smuggling in a particular area (territory) which is estimated to be a hotspot of criminal activity, is a prerequisite for success.

Abstract:: This article analyses the maritime security pillar of India’s Indo-Pacific Outlook Initiative (IPOI) in Southeast Asia and its far-reaching impact on Vietnam. The study utilizes the analytical framework of neorealism, liberalism, and constructivism to examine the objectives and intentions of India’s IPOI and ASEAN’s AOIP in the context of strategic competition in the Indo-Pacific. The author’s findings reveal a significant convergence of strategic interests between IPOI and AOIP, which brings numerous and tremendous benefits to Vietnam, such as fostering the Vietnam-India comprehensive strategic partnership and equipping Vietnam to tackle challenges from the rise of China. The rise of China, strategic competition among major powers, and the increasing significance of the Indo-Pacific have spurred India and ASEAN to develop their visions to adapt to the Indo-Pacific concept. However, the implementation of IPOI in Southeast Asia still faces several limitations, primarily due to the divergent understanding and goals of IPOI, which places a premium on maritime security, and AOIP, which is more focused on naval cooperation. Furthermore, differences in the perceptions of India and ASEAN on maritime security also contribute to these limitations, highlighting the need for further research and development.

Abstract:: In the trade and investment law regimes built in the post-war period, “security exemption clauses” were included within trade and investment agreements as a safety valve, permitting States to deviate from their commitments in the event that their security interests were implicated. Initially, these clauses were understood to be narrowly limited to instances of war and interstate conflict. With the rise of the national security state in the decades since, however, the concept of security interests has ballooned to encompass an ever-growing set of issues, with some fearing that the rules may become irrelevant. This has been particularly facilitated through “third generation” security exemption clauses and their inclusion of self-judging language. The COVID-19 pandemic in particular adds a new dimension to this phenomenon. As a case study analysis of the text of the Chile-Hong Kong, China SAR bilateral investment treaty (BIT) will demonstrate, it may be feasible for States to invoke security exemption clauses to justify measures taken in response to the COVID-19 pandemic in some contexts, particularly with third generation, self-judging security exemption clauses. The expanding notions of security exemption clauses have significant implications for the investor-State dispute system as a whole.

Abstract:: Russia's invasion of Ukraine is an extraordinarily serious violation of the prohibition on the use of force that was embodied in Article 2.4 of the UN Charter after a long historical process. The fact that it was perpetrated by one of the permanent members of the Security Council implies a breach of the consensus among the Allies in World War II that gave rise to the United Nations and the system of international peacekeeping and security that it brought with it. The final outcome of the war in Ukraine may mean that the blow to the system of collective security envisaged in the Charter may be fatal, should the outcome be favourable to Russian interests, or that, despite being badly damaged, it may continue to exist, should the final outcome of the conflict be favourable to Ukrainian interests.

Abstract:: Russia’s invasion of Ukraine in 2022 triggered a conflict that has transformed international relations through drastic impacts on policymaking, energy politics, and alliances. Such impacts have produced severe multi-dimensional consequences for African countries that have yet to be sufficiently interrogated in the literature. In response to this gap, this paper examined the security implications of the conflict for African countries to offer a comprehensive analysis that considers the intersection of the conflict with contemporary economic, human, social, and political issues confronting Africa. In discourse using a qualitative approach and rooted in a theoretical perspective drawn from the Copenhagen School, the paper underlined the security implications as evident in the areas of food security and governance, buttressing that the proxy conflicts and power struggles associated with this war have exacerbated existing challenges related to food availability and interfered with the consolidation of democracy in Africa. The paper concluded that the war’s multi-dimensional impact potentially compounds political instability vectors. It generates dynamics capable of eroding social cohesion and fomenting social unrest in Africa, meriting its designation as an issue of great concern to African policymakers.

Abstract:: The war in Ukraine brought the collective security system towards a dead-end street. After raising the question of nuclear threat, another long-time forgotten question arises again, waking up the ghosts that slept for more than a half-century- the use of cluster bombs. Although an international convention prohibits this type of weapon, neither Ukraine, Russia, nor the United States are part of it, which leads back to the agony of fragmentation of international law versus the erga omnes concept of universally applicable norms and customary rules. Since the war is official and intensive, the law of armed conflict applies no matter which of the states involved denies it or names it differently. The use of cluster munitions from both sides is highly contested in international law—the paper aimed to provide an overview of the applicable legal framework through analytical and comparative methods. Although there is a general notion that cluster munition is banned under international law, the paper’s results show this is not the ultimate case. Contextualisation relies on the four basic principles of humanitarian law.

Abstract:: Abdullah Hamidaddin edited a comprehensive study published by Bloomsbury in cooperation with King Faisal Research and Islamic Studies. The book provides outstanding research on the Huthi movement including sections on its ideology, belief system; and role in reconfiguring one of the oldest and strongest culture and history in the region. The current state of the Yemeni government, that is the divided and insecure rule of country since the Arab revolts in 2011 poses military and political threats to the Arab Gulf States and the Horn of Africa. Yemen hosts paramilitary groups like the Huthis and Al-Qaeda in the Arabian Peninsula along with unorganized groups belonging to Islamic State of Iraq and Syria (ISIS) as well as military groups with links to the Southern secessionists. Yemen is a failed state that poses serious insecurities for its citizens and for other states in the region. The underlining socio-economic problems of Yemen in terms of lack of economic activities, food insecurity, and the security of civilians are closely related with the ongoing proxy war between Saudi Arabia and Iran; the military intervention led by Saudi Arabia since 2015; the internal conflict among three major groups including Huthis, the Central government and the Southern secessionists. Amid all these overlapping elements of the conflict, the nature of the Huthi movement and how it has evolved to be major actor in Yemen require further attention. The purpose of the book is to illustrate the nature and impacts of the Huthi movement in Yemen. A multi-layered and multi-disciplined analysis of the movement in the volume edited by Hamidaddin divides and categorizes the overall content. The research, thus, is a significant and meaningful academic effort as it fills in a valid gap on the Huthi movements in the literature for this closed religious and political group operating in Yemen. The book is also important for understanding the current form and content of the war in Yemen because the case studies in the volume focus on quite recent issues like the education and media policies of Huthis.

29. The Power Vertical: Centralization in the PRC’s State Security System

Abstract:: Centralizing reforms to the Ministry of State Security probably constitute the most important development in China’s civilian intelligence system since its establishment in 1983. These reforms instituted “vertical leadership,” under which the MSS is empowered to control local bureaus’ personnel affairs, budgets, and oversight. Structural changes that began in 2016–2017 mean that local state security bureaus are no longer subject to the authority of local party committees, and so are freer to impose a security-first agenda on other government agencies, leading to a more oppressive political environment. The ministry is now better able to direct joint operations between bureaus, exploit pockets of regional expertise, and ensure that local activities serve the strategic intelligence and security requirements of the central government. The reforms are part of Xi Jinping’s broader efforts to ensure that the “party center has supreme authority over state security.” The state security system’s further empowerment suggests it is likely to remain a powerful and durable interest group in PRC politics beyond the Xi era.

Abstract:: For some 20 years after regaining its independence in 1991, Ukraine wavered in how far to take its relationship with NATO. That changed following Russia’s illegal seizure of Crimea and engagement in fighting in Donbas in 2014. Ukraine’s leaders and people increasingly came to view the alliance as the best answer for their country’s security needs. A growing number of NATO allies support Ukraine’s membership as important for Europe’s security and are ready to extend Kyiv an invitation to join. Other allies, however, are reluctant to take that step now, particularly while Ukraine remains at war with Russia. Division within NATO over this issue broke into the open in the run-up to the alliance’s July 2023 summit in Vilnius. Allies seemed determined to avoid a repeat at the July 2024 summit in Washington. That summit described Ukraine’s path to membership as “irreversible,” and NATO decisions focused on providing Kyiv the military wherewithal to defend itself against Russia’s continuing assaults. The “when” of Ukraine’s membership remains a question for the future.

Abstract:: The 75th anniversary summit of the North Atlantic Treaty Organization (NATO), celebrated in July in Washington, dwelt on bolstering its eastern flank and supporting Ukraine. The eastern flank has long been at the center of the alliance’s exertions. NATO emerged in 1949 in great part because of the 1948 Berlin crisis and the communist takeover of Czechoslovakia. Chief among the alliance’s original purposes was deterring Soviet aggression. Reinvigorated in large part because of Russian aggression against Ukraine, NATO is stronger now than at any time since the end of the Cold War. Modern Russia has never been more repressive at home, or more aggressive abroad, than now. As long as Russia uses force to pursue imperial, revanchist goals, ensuring allied security against its threats may require greater exertions and acceptance of higher risks.

Abstract:: This paper sheds light on the often-overlooked intersectionality of armed conflict, displacement, and sexual and gender identity, with a focus on the experiences of LGBTIQ+ internally displaced persons (IDPs) from South Lebanon amidst the ongoing armed conflict between Israel and Hezbollah. Employing a qualitative research approach, the study conducted 18 in-depth interviews with members of the displaced LGBTIQ+ community to capture the nuances of their lived experiences. Through thematic and narrative analysis, the research aims to uncover the multifaceted challenges faced by LGBTIQ+ individuals who have been internally displaced due to the protracted conflict. The findings highlight the intricate interplay between the external conflict dynamics and the internal struggles of sexual and gender minorities navigating displacement. Themes such as resilience, identity negotiation, discrimination, and community building emerge from the narratives, providing a rich and textured understanding of the intricate fabric of their lives. This study aims to find out Iranian involvement in the war as Iran is vocal supporter of Hamas attack. Objective of this study is to identify the threats to regional security particularly Iran. Iranian involvement is visible, no doubt China has brokered the peace between Iran and Saudi Arabia but long-standing rivalry cannot be overcome overnight. Iran is anti-American since 1979; it has rivalry with both Saudi Arabia and USA. To destroy U.S. brokered Abraham Accords between Israel and Saudi Arabia, Iran allegedly urged Hamas to attack on Israel. This study suggests that Iran often sacrifice its interests over the lives of hundreds of thousands of people’s securities in the region. This study recommended that to stop terrorist financing and by not proving them safe sanctuaries is the only way to de-escalate war and make this region prosperous.

Abstract:: This study aims to enhance the effectiveness of international organizations in promoting peace and security in the Middle East. It examines current international cooperation and the growing hesitance of states towards these organizations. The research evaluates how international governmental organizations contribute to world peace, the validity of their claims, and the theories explaining their actions. It also explores the role of these organizations in regional security and recommends ways to improve their effectiveness. Using the "shorthand to absurd" method, the study highlights that international actors often face complex situations without clear solutions and cannot rely on force. Instead, it advocates for a peaceful approach by simplifying these complexities. Abstract:: This article aims to analyse how the theory of economic and institutional liberalism applies to the Three Seas Initiative (3SI) and its Investment Fund (3SIIF), particularly in the context of Ukraine, which was attacked by Russia in February 2022. The study integrates theoretical perspectives from security studies, political science, and international relations with the practical implementation of the 3SI and 3SIIF. It uses scholarly literature on liberalism along with official 3SI and 3SIIF documentation. By comparing the theoretical principles of liberalism with the operational practices of the 3SI, the article draws conclusions about the alignment of these practices with liberal theory. The findings indicate that the theory of liberalism can be used to explain and describe forms of regional cooperation such as the 3SI, which reflects its relevance across various operational and conceptual dimensions. The acceptance of Ukraine as a participating 3SI partner was one of the signals to Russia that Ukraine is a part of the Western world, where goals are achieved through voluntary integration, trade and investment cooperation, free market, and democratic principles, and not through dependency, violence, and military action. Finally, the paper illustrates the application of liberalism theory to the geopolitical realities of the 3SI and draws attention to its effectiveness in achieving economic and regional security goals. The research may influence future regional policies and strategies, especially in the context of Ukraine’s integration into Western structures.

Abstract:: The paper examines China’s increasing security interests in Africa. It seeks to understand the nature and scope of Chinese engagement in peace and security issues on the continent based on its engagement in international and domestic (African) politics. Through literature analysis and logical reasoning, the author intends to define the implications of China’s new role as a security provider. The paper is based on desk research using primary and secondary data and statistical and comparative analysis of official documents, academic research, and media sources. The methods include literature analysis, logical reasoning, statistical research, comparative analysis, and the inductive method to build general theorems. The paper analyses aspects of China’s security engagement on the African continent: its participation in the United Nations Peacekeeping Operations, small arms exports, and Beijing’s sharing of technology with African partners. China’s engagement in Africa’s security helps to advance its vital economic and political interests, with limited impact on African security. Key lessons for African partners are offered. The last decades have seen an extraordinary increase in China’s economic and political ties with Africa. Security cooperation followed massive Chinese investments and thousands of Chinese nationals working on the continent. China’s security engagement in Africa protects Beijing’s interests regarding access to resources, markets, political influence, and social credibility. It has little to do with a benevolent will to help Africa deal with instability or economic underdevelopment. African partners must make necessary efforts to avoid further dependence on China.

Abstract:: This paper discusses Poland’s involvement in “Operation Bridge,” which aimed to transport Jewish citizens from the Soviet Union to Israel between 1989 and 1992. The study is based on recently declassified documents from the former intelligence and counterintelligence services, the Foreign Ministry, and the Prime Minister’s Office, supplemented by accounts of policymakers, secret service officers, and militia involved in protecting Soviet Jews during transit operations. The author argues that this operation was not just a humanitarian effort but also had significant geopolitical implications. The newly elected non-communist government under Tadeusz Mazowiecki saw this as a critical move to establish stronger ties with the United States and Israel. The author also highlights how the cooperation between Poland and the United States in intelligence sharing, counterterrorism, and security operations paved the way for Poland’s strategic partnership with the United States and its eventual entry into NATO. The paper contributes significantly to our understanding of the role played by Poland in the post-Cold War era and sheds new light on the development of US–Polish relations.

Abstract:: This paper focuses on the principles and values that guide human behaviour as well as judgements about what is considered ethical. The objectives of this analysis are threefold: (1) to explore the role of morale as an essential dimension of combat power, (2) to identify perceptions and representations related to the importance of military morale in managing stress during wartime or on a field mission, and (3) to identify possible ways to improve the resilience of military personnel deployed on the battlefield within the organisational culture. This study adopts a mixed-methods approach, including qualitative methodologies to examine the role and impact of psychological training and self-confidence in military settings along with quantitative methodologies that include specific questions regarding demographics and military experiences. Semi-structured interviews were conducted with thirty-two military personnel with direct experience in missions, conflict zones, or theatres of operations. Soldiers’ perceptions, formed by their states of necessity and subjective character, contribute to satisfaction, shaping the scope of motivation, and confirming that soldiers’ morale directly influences their actions on the battlefield. Accomplishing a mission requires not only the precise definition of objectives and the provision of the necessary tools but also an appeal to factors that stimulate, raise awareness, and activate personnel. The findings reveal measures that can be taken to manage stress in combat, including subjective ones, deriving from the military’s confidence and conviction in the legitimacy of the cause and the justice of the war, group integration, personal beliefs and hopes as well as objective ones, such as external mass influences, the media or the states involved, which affect the security of the military. The results of the study emphasise the importance of the initial training of the military at individual and group levels, or under leadership of superiors, together with the solidarity of the North Atlantic Treaty Organization and European Union member states in supporting the families of the military and improving their situation from various perspectives: economic, material, orale, civil protection, and child protection.

Abstract:: The aim of this study was to determine possible future scenarios if 3D printed firearms were to be manufactured in society. These scenarios provide a closer examination of the factors influencing the use of this relatively new method of firearms production. We reviewed the factors in 3D printed firearms that are relevant to various security authorities. Scenario analysis enables the examination of problem-solving for this multi-dimensional, multi-layered and multi-scale phenomenon. The topic was approached from a systemic perspective based on complexity thinking. The scenario-creation method employed five forecasting techniques applicable to the Playbook for Strategic Foresight and Innovation (Carleton, 2013). A context map created the basis for factor analysis, generational arcs, white spots and expert panel. The scenarios were developed into a structural format, allowing for the description of coherent entities. Upon analysing the scenarios, it was found that the ease of manufacturing 3D printed firearms could lead to a rapid increase in their numbers, potentially resulting in decreased internal and external security. The networking of manufacturers could also enable the production of weapons for individuals who previously did not have access to firearms. On the other hand, 3D printed firearms could open up new legal uses and possibilities. Abstract:: This paper critically examines the relationship between cybersecurity and Copenhagen School’s widening security theory, with the aim of assessing the possibility of applying this theoretical framework to the cyber realm. As cybersecurity is a relatively recent addition to the security discourse, this research explores whether the Copenhagen School’s traditional framework, which was primarily focused on securitisation processes in the five main sectors (military, political, economic, environmental, and societal), adequately encompasses the unique aspects and dynamics of cyber domain. The research question is: Why the cybersecurity field can’t become a separate constructivist sector? The study begins with a detailed overview of both cybersecurity landscape and Copenhagen School’s fundamental principles to provide the context for a comparative analysis of the Copenhagen theory and contemporary cybersecurity literature. In doing so, the research delves into the features of cybersecurity, with a focus on the evolving nature of cyber threats and vulnerabilities. By performing a qualitative analysis of the existing literature, the paper assesses the limitations of integrating these two concepts, ultimately concluding that cybersecurity lacks the distinct characteristics required to be considered a separate sector under the Copenhagen School’s framework. The findings contribute to the ongoing discussions regarding the adaptation of traditional security theories to address contemporary security challenges in the digital age.

Abstract:: Canada has traditionally pursued a policy of limited formal engagement within the Indo-Pacific region, preferring to focus on economics rather than security, and to prioritise other regions and pre-existing commitments. As the Indo-Pacific has become a region of increasing importance to Canada, this approach has become decreasingly viable, and Canada announced a new Indo-Pacific Strategy in late 2022. The Strategy has not alleviated concerns about Canada’s full participation in the formal regional institutions. This paper explores the potential for Canada to participate in the Quadrilateral Security Dialogue (the Quad), an arrangement between Australia, India, Japan, and the United States. Such participation would enable Canada to balance its increased interest in the region with a less formal or extensive institutional commitment.

Abstract:: The phenomenon of corruption is becoming more and more common in Poland as much as it is throughout the world. The topic returns and it is still relevant. For the average person, this issue is often not entirely clear and requires a moment of reflection and analysis. Historical events often prevail when carefully assessing corruption. Many people do not understand that the abuse of public figures’ positions to achieve private gains, both financial and personal, is a crime. We deal with many types of corruption in today’s world. Corruption is present not only in central administration, but also in local government, where conflicts of interest deeply rooted in local economic, political, or official activities, are a frequent occurrence. The desire to improve one’s social or economic status often leads to committing crimes. The problem should worry and motivate us to take extensive actions to combat its mechanisms. It is worth emphasizing that public awareness of corruption activities, especially among the generation who lived in the times of the Polish People’s Republic, is low. Assessments and attitudes towards corruption change with age. The younger generation sees a connection between corruption and the actions of local government officials in many aspects. As a result, they associate corruption with a threat to their own security.

Abstract:: Este artículo trata de demostrar que la situación de inseguridad en el golfo de Guinea constituye un problema de importancia para la seguridad de la Unión Europea, y más concretamente para la seguridad de España. En este sentido, se defiende que la forma en la que la Unión se ha aproximado a este problema de seguridad, no ha sido ni es el adecuado ya que, a pesar de reconocer la situación de inseguridad en esta región, no se han aplicado los mismos parámetros a la hora de evaluar la necesidad de implementar una operación militar en el Cuerno de África y en el golfo de Guinea. El resultado ha sido el mantenimiento de la operación “Atalanta” en una zona sin ataques piratas desde 2019 hasta finales del 2023, y la ausencia de una misión similar en el golfo de Guinea.

Abstract:: The influx of Chinese migrant workers in Indonesia has become a contentious debate and is perceived publicly as a threat. Chinese migrant workers are accused of seizing local occupational employment amidst high local unemployment. The government has repeatedly told people that Chinese workers are not a threat. In fact, several issues involving Chinese workers have arisen, for example, related to residence permits, involvement in smuggling, involvement in crime, even suspicion that Chinese workers were members of security forces. This article examines two competing representations of Chinese migrant workers in Indonesia. First, a public representation which is negative and strongly attempts to securitize Chinese migrant workers. Second, the government representation that views Chinese migrant workers in a more positive light and that acts as a form of counter-securitization. The paper argues that the failure of securitization of Chinese migrant workers by the public is due to staunch counter-securitization carried out on a massive scale by the government through political apparatus, mainstream media and social media influencers.

Simultaneously, the Brazilian President advocates terminating dollar supremacy. In a bold affront, Russia challenges the US world order through its Ukrainian incursion. Notably, Emmanuel Macron declares Taiwan beyond the West's scope, potentially puncturing American hegemony. This paper fervently explores how the burgeoning multipolar world order engenders arenas for regional powers, scrutinising the prospects and hurdles that confront New Delhi as it navigates India’s foreign policy.

Abstract:: Beginning in late July, the world’s attention will focus on Paris for the 2024 Summer Olympic Games, followed by the Paralympics. In our cover article, Petter Nesser and Wassim Nasr describe a threat landscape facing the Games that is “diverse and multifaceted” with “both known and predictable terror threats and others that are less likely on paper but hold the potential for surprise.” “Jihadism,” they write, “remains the main non-state terror threat to Western Europe, France, and the Olympics, with Islamic State Khorasan posing a clear and present danger to the Games.” Richard Walton, former head of the London Metropolitan Police’s Counter Terrorism Command who led its counterterrorism efforts during the 2012 Olympics, offers insights into what security services are facing with the Paris Games. “This will be France’s biggest peacetime security policing challenge,” he surmises. “It will be France’s biggest test of their new intelligence infrastructure since they reviewed it post-2015 after the Paris attacks.” The stakes will be high throughout the entire country for the duration of the Olympics and Paralympics, he notes. “Any attack in France during the Games is an attack on the Games.” Alexandre Rodde, David Mcilhatton, John Cuddihy, and Rachel Monaghan describe the attractiveness of sports venues as terrorist targets as well as the associated public spaces that support these competitions, such as hotels, restaurants, and public transportation—what they refer to as the events’ “supply chain.” While security at venues is always robust during competitions, they warn that “what is left more exposed is the supply chain to these events. There are simply too many locations and businesses to provide protective security measures at scale … significant importance must be placed on engaging as many of those locations as possible, by providing training for businesses to help them understand the threats they might face, what to do if something does happen, and how to recover.” Finally, Yannick Veilleux-Lepage examines right-wing extremists’ use of 3D-printed firearms (3DPF). Utilizing an original dataset of 35 incidents worldwide, he investigates “the geographical and temporal spread of 3DPF use by RWE” and outlines several of the main motivations for their use. He finds “a troubling increase in the incidents involving 3DPF across multiple regions, indicating a spread beyond isolated communities into more mainstream adoption among right-wing extremist factions” with the number of cases rising from just one incident in 2017 to 11 in 2023. This data-driven article will serve as an important foundational piece of work upon which other researchers and practitioners can build so that the CT community can better track the evolution of this important and evolving threat area.

Abstract:: On December 12, members of the Islamic State Khorasan Province (ISKP) attacked a local hotel in Kabul, where several Chinese nationals were staying. The attack injured five Chinese nationals along with 18 other victims, while the three attackers were killed by security forces (China Daily, December 14, 2022). It was reported that Chinese businesspeople run the hotel, which is frequently visited by Chinese diplomats and business people (Global Times, December 13, 2022). In response, People’s Republic of China (PRC) Foreign Ministry spokesperson Wang Wenbin stated: “China is deeply shocked at the attack, which is highly egregious, and firmly opposes terrorism in any form” (China Daily, December 14, 2022). The ISKP strike in Kabul will further reinforce Beijing’s commitment to giving special attention to the security and stability of Afghanistan. An unstable and volatile Afghanistan threatens Chinese interests and could be a hurdle to the success of the Belt and Road Initiative (BRI). Moreover, Chinese sources have expressed concern that uncertainty and unrest could lead to Afghanistan becoming a hotbed for terrorists “targeting China’s Xinjiang and its interests overseas, such as the China-Pakistan Economic Corridor (CPEC) projects, where enhanced communication and coordination between China and Pakistan is required to tackle potential threats” (Global Times, August 19, 2021). In response to these challenges, China has sought to provide the Taliban with enough support to combat all forms of terrorism and extremism in Afghanistan.

Abstract:: One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

Abstract:: As energy insecurity remains an imminent characteristic of energy security, it can simultaneously influence the securitization of non-energy referent objects in other sectors (Adamides and Odysseas 2015). This leads one to examine the geopolitical underpinnings behind the formation of the EMGF which by and large has affected the region as a whole. Egypt, the region’s star player has always played a fundamental role in harbouring relations based on energy and regional security and hence its relations with Greece, Cyprus, Israel, France, Italy and the EU needs examination in the wake of the establishment of the EMGF. The EMGF has been kept as the central pillar in understanding the international political economy behind the energy and regional security convergences by the above-mentioned member states. The objective behind undertaking this study has been to point out the inadequacies in establishing the EMGF which has inevitably shaped the geopolitics of the region.

Abstract:: Foreign policy cannot be dissociated from what we call the theory of international relations (Holsti, 2015). Relations between Jordan and the United States go back to 1949 when diplomatic relations were first established. The United States contributed to providing economic and military assistance to Jordan for the first time since 1951 and 1957, respectively, and has continued until now. The United States and Jordan share the common goals of a comprehensive, just, and lasting peace in the Middle East and to end violent extremism that threatens the security of Jordan, the region, and the world at large. The peace process and counterterrorism between the two countries aid American interests. The United States has helped Jordan maintain its stability and prosperity through military assistance and close political cooperation (Bush, 2009).This study examines the United States foreign policy towards Jordan from 1990 to 2017. This period witnessed important regional and international political events that significantly impacted American foreign policy in the Arab region and the United States - Jordan in particular. The political events covered in the study have the greatest impact on the development or decline of relations between the two countries in terms of politically and security aspects.

Abstract:: The direction of the Islamic Republic of Iran’s foreign policy has been a source of argument among scholars since the establishment of the revolutionary regime in 1979. Iran’s foreign policy just like its revolution is still a mystery to many researchers as it is difficult to find an appropriate theoretical framework for it. Revolution and how revolutionary states such as China and Cuba view the world and build their foreign relations with other nations have been long discussed in the works of prominent scholars including Leng (1972), Armstrong (1993), Walt (1996), Halliday (2002), and Doma-Nguez & Domínguez (2009). However, what makes the foreign policy of revolutionary Iran different from other revolutionary states (mostly Marxist revolutions) and, therefore, more confusing to study, is the Shi’a Islamic nature of it.

Abstract:: Among the many competing narratives that drive the war in Ukraine, the healing of the Ukrainian people themselves is often overlooked. That is because current Western policy overlooks the Other Ukraine, whose disagreement with the policies of the Ukrainian government since 2014 led up to this conflict. The Western response to Russia’s invasion has been tailored to punishing Russia, but not necessarily to healing the domestic tension within Ukraine. This article suggests that only a reconciliation within Ukrainecan bring lasting social harmony to Ukraine and peace to Europe as a whole.

Abstract:: When Russia’s invasion of Ukraine resumed after a hiatus of many months, it prompted the European Union and 17 other countries to cut off relations with Russia and Belarus. Most of the goods and food that people in the West use now come from foreign plantations and factories. The length of the war will significantly affect the extent to which it disrupts global food supplies and the intensity of the resulting food crisis. A symptom of this movement, and a warning against overreliance on Russian energy supplies, is the European Political Community. While the article’s focus is on the potential impact of the war between Russia and Ukraine on food supplies throughout the world, it also serves to remind readers that there is more to a crisis than a shortage of Russian oil and gas.

Abstract:: NATO’s eastward expansion was a fundamental geopolitical process that allowed countries to be prepared for the worst, the Russian revanche, by pursuing the best, the most successful path for democracy. Romania, which emerged from the tremendous communist Ceausescu regime, strongly wanted NATO membership and, after the first encouraging meetings in 1990, officially entered in 2004. However, Romania has been already back then contributed to many Western missions. Due to its geographical position, Romania is central to all NATO objectives. Now, Romania and Poland are the pivots of NATO’s defensive complex in the “postsoviet space”: Poland protects the Baltic Sea, Romania the Black Sea, where the Russian old-imperial appetites remain; Romania still defends the precious grain corridor. Furthermore, Romania is a “model ally”. There is a solid pro-Atlantic and pro-American sentiment in the country.

Abstract:: Bi-polarity, multi-polarity, the end of globalization, or Cold War v. 2.0. New explanations of world order abound. Often, they are asserted rather than reasoned by pundits looking for their 15 minutes of fame. This paper is much more modest. It eschews grand statements about world order. Rather we demonstrate that the future is far less clear cut and predetermined. Yes, a global binary is emerging around U.S.-China competition, but it is what we describe as fuzzy bifurcation. If our analysis is accurate, then it affects the behavior of other actors differently than a tight bi-polar system. In this paper we look at the implications of a fuzzy bifurcation of world order for that most important of alliances – NATO.

Abstract:: This article examines Vladimir Putin's commitment to rebuilding "Greater Russia" and its implications in the context of the invasion of Ukraine. Putin's vision involves re-establishing the former Soviet Union and extending Russian dominance beyond its borders, fueled by a belief in the historical and cultural ties between Russians and Ukrainians. The article explores Russia's assertive and unilateralist approach to international politics, its military interventions in neighboring countries, and the justifications used to expand Moscow's control over former Soviet territories. Highlighting the invasion of Ukraine in 2014 and its devastating consequences, the author raises questions about Putin's long-term goals and whether they involve recreating "Greater Russia" or countering perceived threats from the West and neighboring states. The author contends that despite other factors that might play a role in influencing Russian policy, the re-establishment of Moscow’s influence/ control over as much post-Soviet territory as possible – the recreation of “Greater Russia” -- is the most important role – not NATO expansion, although it no doubt was an issue. If the Russians are successful in dominating Ukraine, other former Soviet areas – for example, the Baltics – are likely to become targets of future expansion.

Abstract:: The debate around viable global governance has become increasingly topical, particularly from the perspective of countries in the Global South. Concerning Africa, despite the continent’s quest to reform the United Nations Security Council (UNSC), existing research has failed to comprehensively address the topic. Consequently, this article explores the arguments and challenges surrounding Africa’s drive to secure a permanent voice in the UNSC. It argues that despite the enduring legacies of colonialism, neocolonial interventions, and being the primary concern of the UNSC agenda, Africa’s claim for fair representation in the Council remains. The article attempts to address the research gap and contribute to the existing debate by examining why Africa has failed to be represented in the UNSC. Africa’s collective initiative towards reforming the UN system is instrumental in ensuring inclusive and sustainable global governance. Nonetheless, Africa’s insistence on immediate and full veto power for new entrants and its demand for representation merely through numbers inside the UN are unfeasible.

68. Washington Zeroes in on Manila

Abstract:: With an apparent renaissance in the US-Philippine alliance, spurred by rising tensions in the South China Sea and the Taiwan Strait, the Biden administration ramped up diplomatic activity with Manila as the two countries moved toward an official visit from President Ferdinand “Bongbong” Marcos, Jr., in May. At the same time, the 42nd iteration of Cobra Gold, which returned to full strength for the first time since the 2014 coup in Bangkok, suggested momentum in the US-Thailand alliance, albeit with a lower profile. While the international environment continued to be roiled by US-China rivalry, the Russian war in Ukraine, and high food and commodity prices, Southeast Asia’s own internal turmoil was evident. The junta in Myanmar extended the state of emergency and stepped up aerial bombing of areas held by the opposition and armed ethnic groups. As Indonesia takes up the ASEAN chair, prospects for implementing the Five-Point Consensus Plan are dim, if not dead. Vietnam and Thailand began leadership transitions—Hanoi with an anti-corruption purge and Bangkok with the launch of general elections—while Cambodian Prime Minister Hun Sen continued to eviscerate the opposition ahead of his near-certain re-election in July. As Southeast Asian leaders work to grow their economies in the wake of the COVID-19 pandemic, competition among them to attract foreign domestic investment is intensifying, particularly in technology and electric vehicles. In the meantime, the region awaits the conclusion of negotiations for the Indo-Pacific Economic Framework (IPEF), which will offer insight into Washington’s vision of an economic order for the region.

69. US-Korea Relations: Nuclear New Year

Abstract:: South Korean president Yoon Suk-yeol has tried to make a priority of transforming the traditional US-South Korea military alliance into a “global, comprehensive strategic alliance” with increasing ambitions beyond hard security issues on the Korean Peninsula and in Northeast Asia in general. Yoon and his foreign policy team get an “A” for vision and effort—joining the NATO Asia-Pacific Four (AP4) and releasing an Indo-Pacific Strategy in 2022 are evidence. But, like Michael Corleone trying to go legit in The Godfather III, every time they make progress getting out, they get pulled back into the Peninsula. To wit, during the first trimester of 2023 Korean Peninsula security issues again commanded disproportionate attention from Seoul and Washington. The proximate cause for this dynamic is North Korea’s mafioso-in-chief, Kim Jong Un, who started 2023 with a January 1 missile launch and kept at it throughout the winter. This, of course, followed record-breaking 2022 North Korean missile tests and demonstrations, which totaled approximately 70 launches of around 100 projectiles. Given the near-zero prospects for North Korean denuclearization and the growing arsenal at Pyongyang’s disposal, it is understandable that any South Korean president would be distracted from interests further afield. The audacious nature of Yoon’s re-focusing on South Korean security was surprising and controversial, however. On January 11, apparently fed up with perceived South Korean vulnerability to its nuclear-armed consanguine, and perhaps irritated with the Biden administration’s slow realization of this South Korean sentiment, he made a pronouncement that no democratic leader in Seoul has ever made publicly before: he stated that South Korea—which benefits from US extended nuclear deterrence—could still consider acquiring its own nuclear weapons, if “North Korean provocations continued intensifying.” This set off a diplomatic kerfuffle that resonated—on both sides of the 38th parallel, as well as in Washington and Beijing—for much of the rest of the January-April reporting period. Given the provocative nature of Yoon’s statement, the South Korean presidential office later backtracked, “clarifying” that Yoon was simply expressing his “firm commitment to defending the nation” against North Korea’s nuclear threats, and while the “worst case scenario must be taken into consideration,” “the principle of abiding by the [Nuclear] Nonproliferation Treaty holds.” In any event, Washington took notice of its anxious ally, responding with demonstrations of commitment to extended deterrence for South Korea—including a visit by Secretary of Defense Lloyd Austin and strategic asset deployments to South Korea. All this was in addition to regular combined military exercises and naval exercises featuring US aircraft carrier strike groups. Washington also consented to more bilateral consultation with Seoul regarding the US nuclear umbrella. The saga has concluded—at least for now—with the Washington Declaration promulgated at the Biden-Yoon summit in late April. The Washington Declaration promises tightened US-South Korea extended deterrence coordination and consultation, while the leaders’ summit—in the context of Yoon’s state visit to celebrate 70 years of US-South Korea alliance relations—functioned as a renewal of Washington-Seoul ties. These ties are now perhaps as strong as they have ever been. If Pyongyang has reckoned that increased belligerence would decouple the US-South Korea alliance, it has seemingly miscalculated.

70. US-China Effort to Set “Guardrails” Fizzles with Balloon Incident

Abstract:: The proposed “guardrail” that Joe Biden and Xi Jinping sought to erect last fall in Bali failed to emerge in the bitter aftermath of a wayward Chinese surveillance balloon that overflew the United States and violated its sovereignty. Though Antony Blinken and Wang Yi met on the sidelines of the Munich Security Conference afterward, aspersions cast by each side against the other, including a series of disparaging Chinese government reports, fed the chill in ties. Taiwan President Tsai Ing-wen’s meeting with House Speaker Kevin McCarthy during the return leg of her US transit added to bilateral and cross-strait tensions and were met with Chinese sanctions. Issues pertaining to Taiwan, be it arms sales or a speculated Chinese invasion date of the island, remained contentious. The administration’s attempt to restart constructive economic reengagement with China, including via an important speech by US Treasury Secretary Janet Yellen, appears to have fallen on deaf ears in Beijing. Following the Biden-Xi meeting on Nov. 14 on the sidelines of the G20 Leaders Summit in Bali, Indonesia, US-People’s Republic of China relations were transitioning to an improving track—or so it seemed. US Defense Secretary Lloyd Austin met with his Chinese counterpart, Defense Minister Wei Fenghe, on the sidelines of the ASEAN Defense Ministers” Meeting-Plus meeting in Cambodia on Nov. 22. On Dec. 11-12, US Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink held “candid, in-depth and constructive” talks in Beijing. On Jan. 18, Secretary Yellen had a “candid, substantive, and constructive conversation” with departing Vice-Premier Liu He in Zurich ahead of the World Economic Forum in Davos. Hours before Secretary Blinken was due to board a flight to Beijing on Feb. 3, which would have been the highest-ranking contact between the two sides since the Bali meeting, the budding rapprochement came to a screeching halt.

Abstract:: 2023 brings a renewed focus on the US-Japan partnership as a fulcrum of global and regional diplomacy. With an eye to the G7 Summit in Hiroshima in mid-May, Prime Minister Kishida Fumio began the year with visits to G7 counterparts in Europe and North America. Later in the spring, he toured Africa in an effort to gain understanding from countries of the Global South. The Joe Biden administration looks ahead to a lively economic agenda, as it hosts the APEC Summit in November on the heels of the G20 Summit in New Delhi in September. National Security Advisor Jake Sullivan laid out in detail the economic ambitions of the Biden national strategy on April 27, giving further clarity to how the administration’s foreign policy will meet the needs of the American middle class. Regional collaboration continues to expand. Both leaders will gather in Australia on May 24 as Prime Minister Anthony Albanese hosts the third in-person meeting of the leaders of the Quad. Also noteworthy in this first quarter of 2023 is the progress in ties between Japan and South Korea. Trilateral consultations began early in the Biden administration, and after the election of President Yoon Suk Yeol last spring, the groundwork for resolving the many difficulties in the bilateral relationship began. This spring, President Yoon and Prime Minister Kishida revealed their progress in a set of visits to each other’s capitals. A trilateral summit is planned for the G7 Summit, which Yoon will attend as an observer. Overshadowing this active multilateral calendar is the continuing war in Ukraine. Both Kishida and Biden have visited President Volodymyr Zelenskyy in his capitol. The United States and Japan remain stalwart supporters of the Ukrainian defense effort as Ukrainians prepare for the spring counteroffensive against Russian forces. Yet questions have arisen within the US Congress over the scale and duration of military aide provided to Zelenskyy. Interestingly, there remains little doubt about the Kishida Cabinet’s support of Ukraine. While Japan does not provide lethal aid, it has joined in solidarity with European nations to contribute to the complex humanitarian relief needed by the Ukrainian people. Political choices will also shape the remainder of the year. President Biden on April 25 announced his run for a second term in the 2024 election. The Republican field of candidates begins to emerge with former UN Ambassador Nikki Haley officially declaring her candidacy on Feb. 14, and Florida Gov. Ron DeSantis, while not yet official, has been the center of media attention. Former President Donald Trump has already begun his rallies, having announced his candidacy on Nov. 15. In Tokyo, talk of a national snap election continues, with the latest rumors suggesting that Kishida, coming off his party’s good showing in local elections in April, might opt for a ballot after the G7 Summit in Hiroshima.

Abstract:: The last four months of 2022 saw a flurry of bilateral diplomatic activities between Japan and South Korea in both nations’ capitals and around the world. They focused on 1) North Korea, 2) the issue of wartime forced labor, and 3) the future of Seoul-Tokyo cooperation in the Indo-Pacific region. Despite mutual mistrust and the low approval ratings of Prime Minister Kishida Fumio and President Yoon Suk Yeol, both leaders had the political will to see a breakthrough in bilateral relations. Another signal came in the form of new strategy documents in which Seoul and Tokyo explained their foreign and security policy directions and goals. On Dec. 16, the Kishida government published three national security-related documents—the National Security Strategy (NSS), the National Defense Strategy (NDS), and the Defense Buildup program. On Dec. 28, the Yoon government unveiled South Korea’s Strategy for a Free, Peaceful, Prosperous Indo-Pacific Region, its first-ever Indo-Pacific strategy. Although each document serves a somewhat different purpose, it is now possible to gauge how similarly or differently Japan and South Korea assess challenges in the international security environment, and how they plan to respond to them. Importantly, they signal the other, the United States, and the world that they acknowledge the strategic and economic importance of their partner in their vision of the future. When one considers the future of Japan-South Korea relations, what are some of the most important takeaways?

Abstract:: In the sole high-level meeting in the reporting period, on the sidelines of the APEC meeting in Bangkok in November, General Secretary/President Xi Jinping and Prime Minister Kishida Fumio essentially talked past each other. At an earlier ASEAN+3 meeting in Phnom Penh, Premier Li Keqiang and Kishida not only talked past each other but pointedly walked past each other. There was no resolution of major issues: the Chinese position is and remains that Taiwan is a core interest of the PRC in which Japan must not interfere. Japan counters that a Chinese invasion would be an emergency for Japan. On the islands known to the Chinese as the Diaoyu and to the Japanese as the Senkaku, Tokyo considers them an integral part of Japan on the basis of history and international law while China says the islands are part of China. On jurisdiction in the East China Sea, Japan says that demarcation should be based on the median line and that China’s efforts at unilateral development of oil and gas resources on its side of the median are illegal. Beijing does not recognize the validity of the median line. Economically, a number of Japanese industries have been decoupling from China out of concern for the integrity of their supply chains and for security reasons while others are planning to expand operations there. Both sides continued their respective defense buildups while accusing the other of military expansionism.

Abstract:: In November three ASEAN states—Cambodia, Indonesia, and Thailand—drew favorable marks for their chairmanship of high-profile regional and global meetings: the East Asia Summit and ASEAN Leaders Meeting; the G20 Summit; and the Asia Pacific Economic Cooperation (APEC) meeting, respectively. Helming these meetings was particularly challenging for Southeast Asian leaders—who are naturally inclined to avoid strong alignments with external powers—in the current global environment of heightened tensions between the United States and China in the Taiwan Strait and the war in Ukraine. However, the year was a difficult period for ASEAN internally, with uneven economic recovery from the COVID-19 pandemic and the intractable conflict in Myanmar. The last quarter of 2022 saw two political shifts in the region: in general elections in Malaysia, Anwar Ibrahim achieved a longstanding ambition to become prime minister but will have to manage a difficult coalition to retain power. At the year’s end, Laos changed prime ministers, but it is not clear if the transition will solve the country’s debt problems, which were revealed to be more dire than estimated.

Abstract:: 2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

Abstract:: Continuing a trend from the May-August reporting period, the final reporting period of 2022 in US-Korea relations was marked by an accelerated ratcheting up of tension. In short, numerous problems reared up on the Korean Peninsula from September-December, and good solutions have been few. And not only does this describe relations between the US and North Korea, but in their own, friendly way also the situation between Washington and Seoul, whose frequent invocations of rock-solid alliance cooperation belie unease about crucial areas of partnership. Two critical issues have been increasingly affecting the US-South Korea alliance in 2022, with the September-December period no exception. First, South Korea desires ever more alliance-partner defense and security reassurance from the US in the face of a growing North Korean nuclear threat and Chinese revisionism. Yet the US has downward-trending limits on credible reassurance as North Korea masters nuclear weapons technology that threatens US extended nuclear deterrence for South Korea. The US also faces less geopolitical pressure to effusively reassure its Indo-Pacific allies—including South Korea—as China grows to menace the regional order and the US consequently faces lower risk of ally hedging or realignment.

Abstract:: El presente estudio aborda el derecho humano a la seguridad desde el enfoque de la Prevención del Extremismo Violento. La Prevención del Extremismo Violento (PEV) es una estrategia en el marco de Naciones Unidas enfocada a fortalecer el respeto de los derechos humanos. La PEV aborda el extremismo violento que conduce al terrorismo desde el enfoque de la prevención y de los derechos humanos. Lo más relevante de esta perspectiva es su innovación para garantizar la seguridad como derecho humano. Es más, la PEVsurge como respuesta a las políticas de seguridad antiterroristas que se consideran insuficientes para erradicar este fenómeno. Las medidas de acción de la PEV, por tanto, van más allá de lo que en sentido estricto se conoce como política securitaria. La educación y la cultura tiene así una función importante en la PEV, como también ponen de relieve las políticas de la UNESCO. El análisis que se desarrolla expone una propuesta de espacio dialógico que aplica la medida de educación, cultura y sensibilización a través de la literatura. Se reflexiona así, a partir del diálogo con Vida y destino de Vasili Grossman, sobre el extremismo violento y los derechos humanos.

Abstract:: Local self-governments (LSGs) cannot effectively manage emergencies. To overcome this problem, it is necessary to find action policies that would facilitate the increase of capacities of LSGs in such situations. The starting point for defining the policy was collecting data on the current abilities and capacities of LSGs in AP Vojvodina. The research covered 40% of the total number of LSGs and more than 64% of the population in the AP of Vojvodina. A combined open-ended survey questionnaire was constructed for data collection. The data was collected in field conditions through online procedures, direct sending of written surveys, and direct discussion of project implementation leaders. The statistical analysis of data identified that the legal aspect of LSGs and emergencies was not harmonized with other institutional documents at the level of LSGs. Most LSGs had serious difficulties in managing emergencies, especially civil protection. The platform is envisaged to facilitate raising the prevention capacity of LSGs by integrating all relevant information to provide early warnings and indications for implementing corresponding organizational, technical, and economic measures to deal with emergencies.

Abstract:: España, puente de unión entre los continentes africano y europeo, tiene como objetivo preferente de su política exterior mantener estrechas y profundas relaciones de cooperación con los dos vecinos situados en la orilla sur del Mediterráneo y actores esenciales del Magreb: Marruecos y Argelia. Este artículo intenta explicar si la recomendación hecha por el Emperador Carlos V a su hijo Felipe, “dos países vecinos no pueden ni deben ser enemigos”, ha sido la tónica general en los vínculos entre los dos Estados; así como los factores que han condicionado el contenido de sus relaciones de cooperación en las últimas décadas, y también los vaivenes o momentos de tensión vividos, junto con las causas específicas que los produjeron. España y Argelia son dos países vecinos y muy próximos geográficamente, pero representan realidades políticas, culturales y religiosas diferentes que explican, en buena medida, la distancia que existe entre los dos países y la complejidad de sus relaciones. Esta diferenciación exige una mayor atención a iniciativas de sociedades civiles.

Abstract:: As we enter a new era of calibrated counterterrorism 22 years after 9/11, in this month’s feature article senior analysts at the U.S. National Counterterrorism Center provide a unique window into the U.S. government’s continuing efforts to suppress international terrorism. NCTC director Christine Abizaid writes: “It is clear to me that Americans at home and abroad would be confronted with a more severe terrorism threat if it were not for the sustained and focused efforts of the entire U.S. CT community over the past 22 years. As we approach another 9/11 anniversary, I asked senior analysts from NCTC to share more with the public and academic community about the constant, behind-the-scenes work of CT professionals across the government. It is my hope that, through this product, others can gain a greater degree of insight into what this community regularly confronts in its mission to protect innocent civilians from persistent terrorist adversaries.” In the second feature article, Amira Jadoon, Andrew Mines, and Abdul Sayed examine the enduring threat posed by Islamic State Khorasan (ISK). They write: “An analysis of ISK’s operations, outreach, and clashes with the Taliban indicate that the organization remains capable of strategic adaptation and is only broadening and deepening its influence in the region, posturing to become a truly regional organization. And while the Taliban have demonstrated some capacity in targeting ISK commanders, any security gains are unlikely to hold in the absence of sustained counter-ISK operations.” With the Islamic State earlier this month announcing the appointment of its fifth caliph, Abu Hafs al-Hashimi al-Qurashi, Aymenn Al-Tamimi examines what little is known about the group’s recent paramount leaders. He writes: “Despite the fact that the group’s caliphs are now very much ‘men of the shadows,’ there is little evidence pointing to the prospect of the group’s fragmentation in Iraq, Syria, or elsewhere around the world, with the group’s affiliates seemingly willing to accept successor caliphs about whom little or nothing is publicly known.” Lucas Webber and Alec Bertina profile the Russian Imperial Movement (RIM) and its paramilitary wing, the Russian Imperial Legion (RIL), tracing their involvement in the Ukraine conflict since 2014. They write: “With the Wagner Group’s resources waning, there may be an opportunity for RIM/RIL to deepen its involvement in Russia’s efforts in Ukraine. This could bolster the group’s recruitment, paramilitary capabilities, and thus increase the broader threat it poses. However, the organization may face sanctions in the future from the Russian state if the Kremlin continues to clamp down on Russian pro-war ultra-nationalist elements.”

Abstract:: Riding the Afghan tiger has always been an incredibly risky venture, as history is witness, and getting off safely has almost always been impossible. There is no reason to believe that the new political dispensation in Afghanistan will not experience or exercise more violent changes in the near future. This is a tinderbox situation, and as always, Afghanistan is serving as a proxy for external neo-imperial ideologies and political maneuvers. This genealogical pattern is not unfamiliar to historians—Afghanistan served the same purpose in the nineteenth century between Britain and Russia, in the twentieth century between the USSR and the United States at the height of the Cold War, and in the twenty-first century between the so-called enlightened and liberal Western world order led by the United States and the dark forces of “jihadi” terrorism. China, India, and Pakistan are perhaps setting the board for a new iteration of this eternal “Great Game.”

Abstract:: Cyber deterrence needs to rely on a combination of deterrence by punishment of select attacks and deterrence by denial. By definition, punishment means that deterrence has failed, but given that it’s impossible to deter all cyber attacks and intrusions, Western governments with offensive cyber capabilities could retaliate against specific cyber attackers. The harm done to targets of such retaliation and the arbitrary nature of how they’re selected for punishment would increase the cost in most cyber attackers’ cost-benefit analysis. The public also expects the government to avenge, particularly egregious cyber attacks.

Abstract:: Despite the distance, outer space and Earth are linked. However, our increasing dependence on space-based assets makes parsing the multitude of challenges and tradeoffs more difficult. Amidst talks of great power competition, space weapons, and commercialization there are equally pressing issues concerning production of knowledge, truth, and accountability. Though these topics sometimes overlap with national security (as with arms treaties or interstate war), they also affect the broad concept of human security—the wellbeing and safety of individuals and communities. As states and international organizations consider what to do to ensure the sustainable development and use of outer space, concerns should go well beyond simply reducing the level of debris, whether asteroids should be mined, or what qualifies as a space weapon.

Abstract:: The escalating trend in China’s assertion operations is unmistakable, and it would not be unreasonable to expect that in the near future the next escalatory step would be to engage in a limited application of force as a demonstration of its intent and resolve. This could perhaps take place in relation to the tenuous hold of the Philippines on Second Thomas Shoal, about which China has clearly displayed increasing belligerence and employed steady pressure to expel the token Philippine presence on it. Another possible scenario may involve a provocative warning shot or actual ramming of government ships. As such, other contingencies within the realm of possibility should be seriously contemplated and prepared for.

Abstract:: In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

Abstract:: In the event of a Taiwan contingency, PLA airborne troops are likely to assume a substantial role. Decapitation strike scenarios and the prospects of an airborne invasion are widely discussed by analysts, scholars, and policy practitioners in both the US and Taiwan. Despite PLA ambitions to rapidly expand their airborne capabilities, there are a growing number voices that downplay the threat or likelihood of an airborne assault across the Taiwan Strait. Taiwanese security analysts such as Liu Tai-ying (劉泰英), founder of the Taiwan Research Institute, have stated that “if paratroopers were used, the losses for China would be very high” and minimized their threat by stating that there are few landing spots available to PLA airborne forces (Taipei Times, September 26, 2022). Notably, many of these conclusions revolve around the viewpoint held by a growing number of military experts, who contend that “mass airborne operations are a thing of the past” (Modern War Institute, December 10, 2016). These views, however, fail to consider the robust drive on part of the PLA to improve the combat readiness and capabilities of its airborne troops. They also ignore substantial progress the PLA has already made towards that goal, both in terms of the training and preparation of its paratroopers and in decisive factors such as heavy airlift. In short, documenting the progress of PLA airborne troops’ capabilities may play a crucial role in assessing Chinese deployment strategies during a potential Taiwan invasion scenario.

95. The Long Arm of the Law(less): The PRC’s Overseas Police Stations

Abstract:: In April, the FBI charged two Chinese-Americans, both U.S. citizens, with conspiring to act as agents of the government of the People’s Republic of China (PRC) by establishing an “overseas police station” on behalf of the Fujian Public Security Bureau in New York. The defendants allegedly organized counter-protests against the Falun Gong, harassed a Chinese fugitive to return to the PRC and hassled a pro-democracy activist living in California. On June 6, the UK Government Minister of State for Security, Tom Tugendhat, made a statement with an update on Chinese “Overseas Police Service Stations” reportedly located in Croydon, Glasgow and Hendon (UK Parliament, June 6). He stated that “the Police have visited each of the locations identified by Safeguard Defenders [the NGO that reported the locations], and carefully looked into these allegations to consider whether any laws have been broken and whether any further action should be taken. I can confirm that they have not, to date, identified any evidence of illegal activity on behalf of the Chinese state across these sites.” The reactive approach in the UK is notably different from the US, where proactive intelligence led investigations by the FBI have led to multiple arrests. International concern regarding the extent of law enforcement activity by Chinese agencies outside of their home country jurisdiction has recently increased. Such activity has been reported as “Chinese Overseas Police Service Centers” (Safeguard Defenders, September 2022), “Chinese Assistance Centers” (China Brief, January 5, 2019), joint patrols in Italy with local police, structured training to local police such as in the Solomon Islands, harassment and intimidation of Chinese dissidents, and extra-judicial action to return fugitives from overseas that effectively constitutes extraordinary rendition. These activities are characterized by their diversity and, as a result, should not be considered part of a single strategy. Rather, the multiple purposes served by Chinese police forces’ expanding overseas activities can be better understood by tracing how these efforts have evolved over the past decade.

Abstract:: It has been suggested that China intends to unify Taiwan through a military operation within the next five years. However, based on the Chinese Communist Party’s (CCP) actions during the 1945-1949 civil war, military means may not be the most effective way for the People’s Republic of China (PRC) to achieve its longstanding goal of unification with Taiwan. Since its inception in 1921, the CCP has relied on producing and disseminating disinformation to advance its policy objectives. This strategy is also frequently employed by China towards Taiwan, with the aim of undermining the morale of Taiwanese society through the spread of certain kinds of false information, for example, by claiming that the U.S. will eventually betray Taiwan. In fact, the CCP’s military tactics during the civil war share some similarities with its current Taiwan policy, particularly with regard to the so-called “Peiping Mode” (北平模式). This approach seeks to achieve its goals through a combination of deterring the opponent through superior force and employing United Front work, including deploying agents and spreading fake news to persuade opponents.

97. Central African Republic Mine Attack: Can China Protect its Overseas Nationals?

Abstract:: On March 19, gunmen stormed a gold mine near Bambari, in the heart of the Central African Republic (CAR), killing nine Chinese workers. The People’s Republic of China (PRC) Embassy in the CAR issued successive warnings for Chinese nationals to evacuate all areas outside of Bangui, the capital. On the same day as the attack, the Embassy called on Chinese citizens in the CAR’s external provinces to immediately evacuate themselves and report their whereabouts (PRC Embassy in CAR, March 19). A subsequent Embassy warning on March 22 went further, stressing that the situation in the CAR is now “red” or “extremely high risk,” emphasizing that the March 19 attack demonstrated the “extreme necessity of evacuating Chinese companies and nationals” in areas outside the capital “as soon as possible” (PRC Embassy in CAR, March 22). Foreign Ministry spokesperson Wang Wenbin stressed that General Secretary Xi Jinping was closely monitoring the situation and had instructed that immediate action be taken to ensure the safety of Chinese nationals in the CAR and to “severely punish the murderers” (严惩凶手) (PRC Foreign Ministry [FMPRC], March 20). Exactly who perpetrated the attack remains, however, unclear. The CAR government faulted the rebel alliance, the Coalition of Patriots for Change, for the gold mine attack. However, the rebel group blamed Russia’s Wagner Group, which has been deployed in the country to protect the central government since 2018 (South China Morning Post [SCMP], March 20). The timing of the attack and subsequent allegations of Wagner’s involvement was inopportune for Xi as he prepared to travel to Moscow the following day for meetings with Russian leader Vladimir Putin, as Beijing sought to position itself as a mediator in the Russia-Ukraine War (Xinhuanet, March 21). In a blog post on the CAR attack, the well-known nationalist firebrand and former Global Times editor Hu Xijin observed that in “the chaotic situation in CAR anything can happen,” but rejected Western media conjecture concerning the Wagner Group’s involvement as an attempt to “undermine Sino-Russian relations” (Sohu, March 22). He even claimed that due to Wagner’s cooperative relationship with the CAR government, its operators reportedly “helped the authorities deal with the aftermath of the situation and evacuate the bodies of the dead Chinese miners back to Bangui.” Finally, Hu averred that in the “2020s anyone who kills a Chinese national will face severe punishment and retribution.” A post on Tencent echoed these sentiments, stating: “the Central Africa Republic owes us nine lives” before castigating the U.S.-led West for treating Africa as a “modern colonial territory” and creating conditions for “vicious attacks” on Chinese companies to drive them out of emerging markets (Tencent, March 28). Putting aside the murkiness of the March 19 mine attack in the CAR, the incident highlights a growing problem for China, which is the sheer proliferation of state-owned and private businesses operating overseas, either in conflict zones or in areas with chronic political instability. The population’s widespread expectation that the government will exact swift retribution against the perpetrators of attacks on Chinese nationals overseas also puts Xi in a difficult position, as popular assumptions about the People’s Liberation Army’s (PLA) ability to target armed groups in distant and difficult operational environments do not align with its actual capabilities.

In the last few years, several events have been described in terms of cyber warfare or the use of cyber weapons, leading to critical international security concerns. At the same time, there is little research on the definitions and power of what constitutes a cyber weapon and how it can be profiled. In the age of globalization and with the dynamic digital environment a new way of strategy and thinking is developing to introduce the new weapons, which has challenged the strategic environment around the globe and changing the concept of warfare in 21st century. The present article is to develop a preliminary hypothesis for to identifying the power of cyber weapon and how it relates with the nuclear weapon to examining the changing landscape of modern warfare. The comparative analysis of cyber weapons and nuclear weapons will help to understand the exact nature of cyber weapons with comparison of nuclear weapons to conclude which one is more preferable and dangerous in modern warfare techniques. The paper is divided into three sections. First part is brief introduction of genesis of cyber weapons, nature, evolution and its different types. The second part is comparison of cyber weapons to the nuclear weapons based on diverse characteristics (developing of weapons, security, arsenal, uses, target etc.). The third part is an analysis cyber weapon vis-a-vis nuclear weapon on the impact level. The paper conclude that the development of cyber-nuclear weapons has significantly altered the nature of contemporary warfare techniques. As technology continues to advance, the use of a cyber weapons has becomes increasingly likely, which could result in devastating consequences. Abstract:: Roads were developed by humans in ancient times. With the passage of time these structures went through development and took form of modern highways. A complex structure of road network existed in Indian sub-continent during imperialism in South Asia. When Mughals developed their Empire, they further developed that road network. These routes were used for various purposes like local as well as interstate trade, postal services, and movement of royal army. Individual travelers and caravans also moved on those roads. Valuable items were carried by travelers on these routes hence various groups of professional robbers, thieves and thugs were gradually formed who robbed and killed travelers. Mughal Emperors took various measures to address this issue. Administrative officers were given the task to make arrangements to provide security to travelers. Rest houses (Sarai) were made, check posts were created and local responsibility law was continued which required local village heads to provide security on roads which were present near their villages. A strong spying network was established which kept the emperor well informed about the happenings in the state. Culprits were either killed in encounters with Mughal troops or captured by the village vigil force or they were presented before Emperor and Judges who punished these criminals.
