Abstract:
The NATO partnership is indeed evolving, and some analysts describe a growing rift across the ocean. Yet transatlantic cooperation today is more important than ever. Beyond any disagreement we might have, European and American interests very often coincide. On most foreign policy issues—from Ukraine to Syria, from Africa’s security to North Korea—transatlantic cooperation is in great shape. During the five-year term of the current EU leadership, the European Union and NATO have signed two historic Joint Declarations, which have opened a whole new phase in our partnership. Our two organizations share 22 Members and the same set of values: our mandates are different but—most importantly—they are complementary. While NATO remains the pillar of Europe’s collective defense, there are tasks that can only be performed by an organization of a different nature, such as the European Union (EU). The EU contribution to our common security is unique and increasingly relevant in our dangerous world.

Abstract:
From 2011 to 2017, similar processes played out in Iraq and Afghanistan that are deeply significant yet understudied. Between 2011 and 2014, after much effort and some success, the United States drew down its military forces in both countries. Hopes were high that the Iraqi and the Afghan government could take over. Their armies and police were vastly superior in numbers, equipment, and training to those of their adversaries. Nevertheless, the Iraqi and Afghan states both came to the brink of collapse. Gains that had come at high cost and sacrifice for the United States unraveled. Terrorist threats re-emerged. The United States re-entered the conflicts. So far, it has not fully withdrawn. Why these events came to pass has not yet been fully studied. This article explores what happened and the implications for U.S. strategy.

Abstract:
Hybrid threats and hybrid warfare may occur at the same time, prosecuted by the same adversary, as part of an intense revisionist campaign or during war. For example, the current conflict in eastern Ukraine might be viewed as an example of hybrid warfare that is taking place within a wider Russian campaign of regional revisionism and global influence. Likewise, Iranian proxy militia fighting hybrid wars in Syria and Iraq, and against Israel, are part of a wider regional revisionist challenge. Alternatively, any future large-scale war is likely to involve hybrid warfare operations, in parallel with hybrid threats to the homeland. The challenge will be to fight both in parallel.

Abstract:
Punching above its weight is a sign of strong leadership in the Russian cultural-political-military context. As the past two decades show, the Kremlin has been quite consistent in delivering its promises, especially in the political-military sphere. The West has also been very consistent in dismissing Moscow’s promises, finding itself surprised time after time. Unfortunately, in analyzing how Gerasimov’s latest promise was discussed in the West, it is likely to follow the same path, and we all will be “surprised” in a few years when Russia will deploy an intervention force to “protect” its interests abroad.

Abstract:
Predicting the future of technology is a risky business. We know with certainty that AI is being incorporated into an array of military missions with the intent of improving our knowledge of the operational environment, adversary capabilities, and the speed and precision of offensive and defensive weapons. We can usefully speculate about how these developments are poised to change the face of modern warfare and how those changes might affect regional and strategic deterrence stability, based on our understanding of established political and military realities. More elusive, however, is a clear picture of how AI might converge with other technologies to produce unexpected outcomes, or “unknown unknowns.” Nevertheless, there are a few possibilities that could have major strategic consequences and alter the underlying realities on which regional and strategic stability are founded.

Just as the Maginot Line created an illusion of security, guaranteed standoff, and physical protection that made its shattering during the blitzkrieg of 1940 all the more shocking to the French polity, the pursuit of militarized robotics and autonomous systems (RAS) and artificial intelligence (AI) has led many to believe that the key to a more efficient and secure future lay within these technologies. The United States Armed Forces owe themselves and their civilian leaders honesty regarding a prudent approach to integrating AI and a pragmatic vision of the threats and risks associated with relying on these systems to achieve future policy goals.

Geostrategy can be nebulous in meaning, leading to “concept creep” when applied by theorists. “The concept of geography is perilously all-embracing and, like other factors that purportedly explain everything, has the potential to end up explaining nothing in particular,” Gray warns. “One can speak of physical geography, human geography, economic geography, political geography, cultural geography, military geography, strategic geography, and many more. Unfortunately for neatness of analysis, the geographical setting for international power must embrace all of these.”10Canadian historian C.P. Stacey’s11 approach lends a methodological rigour to avoid conceptual overstretch, while remaining sufficiently expansive in its breadth of interpretation to consider the state actions needed to maintain a constructive world role writ large(clustered around issues such as strategic doctrine, global geopolitical imperatives producing the foci of regional involvement internationally, and global roles shaping how a country should yield its worldwide influence).12Stacey is an original Canadian defence thinker who teaches us that geography matters in strategic analyses and offers a starting point to develop a set of measures with which to appreciate Canada’s position in the international system. Accordingly, we begin this article by outlining how Stacey conceptualized geostrategy in his important, if often overlooked, The Military Problems of Canada.13 Although shifting great power polarity and advances in technology such as the emergence of new and more acute asymmetric threats and new strategic domains (such as space and cyber), require a modest revision of Stacey’s core methodology of military geography, his methodical approach continues to offer relevant insights to the identification and assessment of threats to Canadian defence. Having modernized Stacey’s geostrategic analytics, we then apply them to the Canadian Arctic as a case study. The region is undergoing a massive transformation, with climate change and geopolitical developments ending the region’s “isolation.” Nonetheless, the complex array of variables at play makes it difficult to anticipate what activities are going to happen – and, equally important, whereand when. Our analysis suggests that Stacey’s approach supports official military statements anticipating no near-term conventional military threats to Canada’s Arctic by encouraging a more deliberate parsing and analysis of geographical variables often conflated or overlooked in strategic assessments.

168. The Economic Forces of Victory Versus Those of Defeat: An analysis of the Greek Economic and Military Mobilization of the 1909-1923 Period

The intellectual aspiration of the paper is to highlight the economic forces, which played an immense role in the wars in which Greece participated during the 1909-1923 period. These were four major conflicts: The two Balkan wars of 1912-1913 against the Ottoman Empire and Bulgaria; the First World War (1914-1918) and the Greek-Turkish war of 1919-1922. The tragic period started with Greek victories and ended with the greatest defeat of the modern Greek state. Although these conflicts were different, there is a clear nexus between them. In the Greek as well as the international bibliography, the majority of studies highlight the strategic, tactical, operational, diplomatic, psychological dimensions of the conflicts of the period, as well as, the personal motives of political and military leaders. Under this intellectual framework, the economic forces of the conflict are marginalized by most academics. The final conflict of the period is primarily known as the ‘Campaign of Asia-Minor’ in the Greek bibliography, whereas in the Turkish bibliography it is considered as ‘the Great Patriotic War.’ Thus in this article we aim to demonstrate that the conflicts of the period are connected and also that the Greek defeat of 1922 was the outcome of a chain of miscalculations which the Greek side has made, but above all it was the nexus of limited economic resources, diplomatic errors and wrong tactical decision making in the front. The structure of the article is as follows: The first section highlights the concept of ‘Megali Idea,’ which defined Greek foreign and defence policy during the 1844-1923 period. This section highlights the crucial developments of the 1909-1919 decade just before the war of the 1919-1922 period and demonstrates that the war developments were directly associated with those of the previous decade period. Thesecondsection analyses the strategic and tactical errors by the Greek side during the conflict and associates them with the economic forces. The third section highlights the Turkish tactical, economic and diplomatic advantages and demonstrates how these were associated to economic power. The fourth section provides an analysis based on the options, which the Greek side had but failed to materialize. Conclusions follow. (We point out that all the dates are with the new Gregorian calendar versus the old Julian calendar).

Abstract:
Students of International Relations (IR) and Foreign Policy Analysis (FPA) have been confused as to what factors influence foreign policy. FPA focuses mostly on human decision-makers. However, generally speaking, IR theories, realism in particular, instead have focused mostly on the nation-state as the level of analysis to explain foreign policy or foreign policy behaviour. Both fields have found shortcomings within each other. The author of this article, however, applied a number of decision-making approaches from FPA to inform his study of George W. Bush, Barrack Obama and Donald Trump Administrations’ decision-making towards Afghanistan and the broader region and found the discipline of FPA to be extremely helpful. Based on the personal experience of the author, this article attempts to provide a comprehensive introduction to FPA with the aim that students of IR and FPA learn answers to the following questions: What is FPA? How is FPA different from IR? How can decision- making approaches from FPA be employed to inform a foreign policy choice? What (and how) methods can be used to access primary and secondary sources? What are the weaknesses of FPA and is it applicable as an analytical framework outside of the United States (US) or the West (in a country like Afghanistan)? The main objective is to make it easier for students to learn how to apply approaches from FPA as analytical frameworks to analyse a foreign policy decision.

Abstract:
The urgency of this article is based on its focus and locus on the spread out or placement a strategy of the Main Weapons Tool System (Alutsista) in the broad perspective of the territory of the Unitary State of the Republic of Indonesia (NKRI). One of the Alutsista owned by Indonesia is Air Alutsista which is used to maintain the existence of the Indonesian state in the air. The air alutsista manned by the Indonesian National Army (TNI) Air Force (AU) currently has a considerable power posture in Asia and the international world. This study aims to provide an overview of Strategy Placement Alutsista TNI AU seen from the vast territory of the Republic of Indonesia as an archipelago. This study uses normative research methods conducted by reviewing relevant reference content or based on secondary data that is adjusted with factual data of observation and experience of the author. The result of the research shows that faced with the territory of NKRI as an archipelago country, the placement of Alutsista TNI AU is uniformly distributed because it has only been fulfilled 40 percent of the minimum strength and still dominated in Java, Sumatera, Kalimantan and Sulawesi which should be fulfilled for Papua , Maluku, West Nusa Tenggara, East Nusa Tenggara, and Bali. Similarly, the deployment of Radar will be provided at least 23 units because currently placed only amounted to 20 units.

Abstract:
This paper poses questions about EU soft power, why it is insufficient and how that can be changed. This is done in an attempt to shed light on the current status of the European Union defence sector. The paper specifically addresses political, strategic, structural and organizational challenges. It further proposes development paths for the enhancement of common defence capacities, vis-a-vis the current stage of major threats and the parity of strategic contenders such as the USA, the People’s Republic of China and the Russian Federation. Finally, this paper identifies concrete policy recommendations for a sustainable long-term defence cooperation-integration process, compatible with the exercise of the EU’s 27 national sovereignties. The research methods are undergirded by qualitative research and supported by semi-structured interviews. Seminar discussions and key points were also incorporated into the final version.

Abstract:
Saudi Arabia’s foreign policy is one of the central elements in the analysis of the current dynamics of the Middle East. King Salman and the crown prince, Mohammed bin Salman, are introducing significant changes in the international activities of the kingdom, through a more assertive and militaristic policy, especially to deal with the different outbreaks of the region and the Muslim sphere. This article analyzes the objectives and strategies that support the responses of the Saudi Government, as well as the use of force as a resource for foreign policy. This paper studies the main challenges and resistance to the power of the Saud House. The formulation and development of the current monarch’s doctrine is determined by Saudi interpretations of possible security threats and opportunities at different levels, which may have a direct effect on the interests of the crown.

Abstract:
The knowledge regarding nuclear technology represented a new reality for the generation of energy and international security. The nuclear attacks of Hiroshima and Nagasaki in 1945 represented the beginning of the so-called nuclear era and of the “balance of terror” as presented by many analysts such as Raymond Aron, deepened by the arms race in the US-Soviet bipolarity after 1947. Besides the superpowers, different countries had begun to develop their nuclear programs. The cases of Brazil and India stand out, since they develop their research agendas n the 1950s and 1960s, in the Cold War context, as a path to enhance their autonomy and bargaining power. The spread of the nuclear knowledge represented a challenge for the superpowers, and the talks for mechanisms of nuclear proliferation control such as the Non-Proliferation Treaty (NPT) started. This is the context in which Brazil and India develop their nuclear programs under the impact of its bilateral relations with the US. Although, these programs were convergent at first, in the search for nuclear autonomy, adjustments are going to be observed on both policies after the end of the Cold War. The article aims to understand the importance and history of Brazil and India nuclear programs and US weight on these agendas.

Abstract:
This essay begins by addressing the security context in Africa and the structural violence that is felt throughout the Continent. Later, it addresses the main threats that are manifest in such a differentiated space, emphasizing that in the current context it seems to be the fragility of the States the greatest threat, incapable of guaranteeing their inhabitants the ultimate ends - security, justice and well-being. Despite the failure of the state, people continue to live in these spaces, having various forms of social organization, which subsist and compete with other state structures, in the collection of taxes, in the use of force and also having different forms of social responsibility over the populations they control. The second threat emphasized in the essay, is one of those social structures that seek to impose itself in several geographic spaces: global subversion, which today is materialized in the two main factions of the global jihadist movement (al-Qaeda and Daesh), which seek the conquest of spaces and power also in Africa, using not only political mechanisms, but also, and when necessary, violent actions. Finally, a spectral analysis of other security threats in Africa, whether natural, such as climate change and pandemics, or man-made, such as organized crime and piracy, is presented.

175. Cautious Bully: Reputation, Resolve, and Beijing's Use of Coercion in the South China Sea

Since 1990, China has used coercion in its maritime territorial disputes in the South China Sea, despite adverse implications for its image. China is curiously selective in its timing, targets, and tools of coercion: China rarely employs military coercion, and it does not coerce all countries that pose similar threats. An examination of newly available primary documents and hundreds of hours of interviews with Chinese officials to trace the decisionmaking processes behind China's use and nonuse of coercion reveals a new theory of when, why, and how China employs coercion against other states, especially in the South China Sea. Contrary to conventional wisdom, the findings show that China is a cautious bully that does not use coercion frequently. In addition, when China becomes stronger, it tends to use military coercion less often, choosing instead nonmilitary tools. Moreover, concerns with its reputation for resolve and with economic cost are critical elements of Chinese decisionmaking regarding the costs and benefits of coercing its neighbors. China often coerces one target to deter others—“killing the chicken to scare the monkey.” These findings have important implications for how scholars understand states' coercive strategies and the future of Chinese behavior in the region and beyond.

176. Buying Allies: Payment Practices in Multilateral Military Coalition-Building

Abstract:
Many countries serving in multilateral military coalitions are “paid” to do so, either in cash or in concessions relating to other international issues. An examination of hundreds of declassified archival sources as well as elite interviews relating to the Korean War, the Vietnam War, the Gulf War, the Iraq War, the North Atlantic Treaty Organization operation in Afghanistan, the United Nations–African Union operation in Darfur, and the African Union operation in Somalia reveals that these payment practices follow a systematic pattern: pivotal states provide the means to cover such payments. These states reason that rewarding third parties to serve in multilateral coalitions holds important political benefits. Moreover, two distinct types of payment schemes exist: deployment subsidies and political side deals. Three types of states are most likely to receive such payments: (1) states that are inadequately resourced to deploy; (2) states that are perceived by the pivotal states as critical contributors to the coalition endeavor; and (3) opportunistic states that perceive a coalition deployment as an opportunity to negotiate a quid pro quo. These findings provide a novel perspective on what international burden sharing looks like in practice. Moreover, they raise important questions about the efficiency and effectiveness of such payment practices in multilateral military deployments.

177. Power and Profit at Sea: The Rise of the West in the Making of the International System

Abstract:
The making of the international system from c. 1500 reflected distinctively maritime dynamics, especially “gunboat diplomacy,” or the use of naval force for commercial gain. Comparisons between civilizations and across time show, first, that gunboat diplomacy was peculiarly European and, second, that it evolved through stages. For the majority of the modern era, violence was central to the commercial strategies of European state, private, and hybrid actors alike in the wider world. In contrast, large and small non-Western polities almost never sought to advance mercantile aims through naval coercion. European exceptionalism reflected a structural trade deficit, regional systemic dynamics favoring armed trade, and mercantilist beliefs. Changes in international norms later restricted the practice of gunboat diplomacy to states, as private navies became illegitimate. More generally, a maritime perspective suggests the need for a reappraisal of fundamental conceptual divisions and shows how the capital- and technology-intensive nature of naval war allowed relatively small European powers to be global players. It also explains how European expansion and the creation of the first global international system was built on dominance at sea centuries before Europeans’ general military superiority on land.

Abstract:
Is India shifting to a nuclear counterforce strategy? Continued aggression by Pakistan against India, enabled by Islamabad's nuclear strategy and India's inability to counter it, has prompted the leadership in Delhi to explore more flexible preemptive counterforce options in an attempt to reestablish deterrence. Increasingly, Indian officials are advancing the logic of counterforce targeting, and they have begun to lay out exceptions to India's long-standing no-first-use policy to potentially allow for the preemptive use of nuclear weapons. Simultaneously, India has been acquiring the components that its military would need to launch counterforce strikes. These include a growing number of accurate and responsive nuclear delivery systems, an array of surveillance platforms, and sophisticated missile defenses. Executing a counterforce strike against Pakistan, however, would be exceptionally difficult. Moreover, Pakistan's response to the mere fear that India might be pursuing a counterforce option could generate a dangerous regional arms race and crisis instability. A cycle of escalation would have significant implications not only for South Asia, but also for the broader nuclear landscape if other regional powers were similarly seduced by the temptations of nuclear counterforce.

Abstract:
China’s national strategy of military-civil fusion (军民融合, junmin ronghe) has highlighted biology as a priority. [1] It is hardly surprising that the People’s Republic of China (PRC) is looking to leverage synergies among defense, scientific, and commercial developments in biological interdisciplinary (生物交叉, shengwu jiaocha) technologies. Chinese military scientists and strategists have consistently emphasized that biotechnology could become a “new strategic commanding heights of the future Revolution in Military Affairs” (军事革命, junshi geming) (PLA Daily, October 2015). Certainly, the PRC is not alone in recognizing the potential of biotechnology on the future battlefield, but the ways in which Chinese research is seeking to integrate developments among industry, academic institutions, and military-oriented programs—including through research collaborations and the procurement of dual-purpose commercial technologies—may prove striking. In particular, China is at the forefront of today’s breakthroughs in CRISPR-Cas, a new technique for gene editing that has demonstrated unique potential and precision despite its current limitations.

Abstract:
Recent media reports have indicated that Cambodia signed a “secret agreement” giving the PRC use of Ream, where it may station military servicemen and warships, for 30 years (WSJ, July 22). Although Cambodian and Chinese officials vehemently deny the existence of this agreement, gaining access to Ream is broadly consistent with Chinese foreign policy. The PRC appears to be employing Belt and Road Initiative (BRI) funding to further strategic cooperation with Cambodia through the construction of potential dual-use infrastructure. Ream naval base is the latest in a network of regional security projects—including Cambodia’s Dara Sakor investment zone and Thailand’s Kra Canal—which, taken together, significantly improve Chinese power projection into the Indian Ocean Region (IOR). News of the Ream agreement raises the specter of increasing Chinese maritime militarization at a time of intense unease in Southeast Asia. Conspicuously silent in this latest controversy is India, which has significant economic and military interests in Southeast Asia. This article will discuss the security infrastructure China is building in Cambodia and its implications for Indian interests in the region.
