Abstract:
Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. The war in Ukraine might be the EU’s last chance to reinvigorate its enlargement policy and reposition itself geopolitically in eastern and southeastern Europe.

Abstract:
Russia’s war against Ukraine has created a watershed moment for Europe. The coming weeks and months will decide what kind of peace and security order will shape the old continent. The prominence of nuclear weapons will likely increase in the years ahead. Mutual deterrence between NATO and Russia will be the military component to what may soon turn out to be a new Cold War dividing Europe. While this is already bad news news, Ukraine’s fate has again exposed the system of nuclear deterrence as highly unjust and precarious. The consequences of that sorry state of affairs might soon create additional injustices on a global scale. A realistic view must come to the conclusion that we do not have the time to fight another Cold War

Abstract:
Russia’s war of aggression in Ukraine has opened up an opportunity for the United States to assert international leadership once again and even recapture some trappings of hegemony, which have been eroded in recent years. As the war has upended the old international order, the Biden administration is facing questions regarding the future direction of America’s global engagement in the “post-February 24, 2022” world. This article zooms in on five sets of challenges that the U.S. needs to deal with if it wants to sustain the “hegemonic moment” brought about by the war in Ukraine. Without attention and resolve to mitigate these challenges, the re-emergence of U.S. leadership in the transatlantic domain, not to mention any visions of reasserting U.S. hegemony more broadly, may prove but a flash in the pan.

This “weaponization” of currencies raises both challenges, and opportunities for the EU as the digitalization of finance accelerates globally, raising question marks over the dominant role of the U.S. dollar in international geo-politics.

Abstract:
This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

Abstract:
The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

Abstract:
Following the fall of the so-called Islamic State in March 2019, tens of thousands of its fighters, along with their wives and children, were captured and detained in facilities controlled by Syrian Democratic Forces in northeast Syria. Many of which were European. Based on the information provided by scientific institutes and journalists, the outbreak of the Covid-19 pandemic had had a significant impact on the functioning of those facilities. Not only did it aggravate an already severe humanitarian crisis, pushing the detainees to reinforce their attempts of escaping and rioting against the guards, but it also lowered the security level in the controlled facilities, allowing a flourishing of criminal activities. Furthermore, the detainment of ISIS followers turned into a political game between the Kurdish coalition and the United States. The global health crisis put to the test the strategy of many Western governments of keeping European ISIS fighters in the Middle East while pressuring the international community to rethink its approach towards this crescent problem.

Abstract:
Within the context of increasingly digital work, it appeared interesting to look at how military leaders and their leadership style will have to adapt to remain “up-to-speed” with current challenges. It is qualitative research based on interviews with military and civilian experts. Four interviews have been conducted, but there would be the potential to interview many more experts and look deeper into the matter. Within the context of digitalised military leadership, the importance of communication and mutual trust has been underscored by the experts. They agreed that leaders nowadays must embrace digital developments and include them in their leadership styles. The civilian world can learn from the military when it comes to leadership approaches, which is happening at the time of publication of this article with practical examples (senior military leaders assigned to lead the pandemic task force in some countries). Overall, the outcome of the research is that a relevant and resilient military leadership style in the 21st century resembles the elements of the situational leadership style developed by Hersey-Blanchard.

This article presents the research results, which set out to explain the mechanisms leading to the achievement of dominance by the Russian Federation in the international security environment. In the research process, the systemic approach was applied. Analysis and criticism of the literature, non-participatory observation and case study elements were used to solve the research problems. As a result, it was determined that the theoretical basis for the Russian Federation's achievement of international dominance is the concept of new generation war. The model of the strategic influence of the Russian Federation is directed at the shaping of the security environment and includes the synchronisation of kinetic and non-kinetic measures, indirect and direct effects, the blurring of the boundaries between war and peace and the application of pressure and aggression. The Russian Federation achieves strategic dominance through asymmetry, chaos, reflexive control, and strategic deterrence. Armed forces provide a key role in asserting dominance, focused on conducting offensive activities and inflicting losses with conventional and nuclear weapons.

Abstract:
A transdisciplinary research project investigated the idea of framing climate and environmental change (CEC) as a new type of threat: a hyperthreat. Traditional military analytical methods were used to assess the hyperthreat and its context and develop ideas about how an adequate response could be conceived. This approach contrasts to prior literature and longstanding geopolitical discourse that identify the risks of taking a securitization approach. Instead, the author argues that it is now riskier not to consider CEC within a mainstream geopolitical and nation-state security strategy. When the hyperthreat of CEC is centered as the main threat to be contained, and its relationship to other threats is analyzed, startling new pathways to stability emerge. The research developed a new theoretical approach called “entangled security” to develop an initial new “grand narrative” and “grand strategy” (PLAN E). This article offers a vision of how military theory can be reimagined to support new policy directions and security priorities.

The interchange that drives world economics in the past now intersects with and will rest on the electromagnetic spectrum’s (EMS) structure that includes cyberspace. Historically, the world’s oceans played this crucial role in great power competition, but today that key geography now sits within the EMS’s exponential exchange in services between nations for maximal productivity output in free and open markets. The U.S. military must help sustain these crucial lines of communication to channel the spirit and capacity of their nation’s people into the new activities that war calls for and efficiently employ them against a threat. Sea lines of communication were of foremost importance in this regard until now, when the EMS, tapped by cyberspace, connects the most amount of people and their productivity to win the next conflict. This article outlines the evolving geopolitical situation in the Black Sea in the context of Russia’s recent invasion of Ukraine. It establishes a historically rooted pattern in Russian strategy tied to the region that runs through most recent acts of Russian aggression against its neighbors. It illustrates how after each Russian conflict with its neighbors in the last 20 years Russia has gained more physical coastline on the Black Sea. It roots this behavior in a centuries-long pattern of Russian behavior grounded in practical and ideational motivations. Accordingly, it establishes that Russian aggression in the Black Sea is likely to be a persistent fixture of global great power competition for the near future. The author then proposes a sustainable solution to counter Russian aggression in the theater through U.S. support of the current trend toward increased European “strategic autonomy” within the bounds of the NATO alliance.

From 1986 to 1994, U.S. Navy declassified strategy documents necessarily shifted in both form and function as the Cold War ended. However, this transition also evidenced a diminished inclusion of allied navies in the Navy’s strategic conceptions. Departing from the global deterrence in the maritime strategy and pivoting toward the power projection in “. . . From the Sea,” an aloofness to alliances emerged. Reflecting on this period through the example of Germany, U.S. naval strategy will be shown to be made more “whole” when it more overtly accounts for allied naval partnership.

Nuclear, chemical, and biological weapons represent the biggest danger to humanity. During the Cold War, the US and USSR provided ‘umbrella protection’ to convince allies not to acquire nuclear weapons. Most ‘newly’ independent nations never had such security during the Cold War since they were not part of a power bloc. During the Iran-Iraq conflict (1980-1988), the Islamic Republic of Iran was attacked with chemical weapons. Since Mujahedin-e-Khalq (MEK), an Iranian exile organization, exposed Iran's hidden nuclear program in 2002, the topic has gained worldwide attention. Iran's nuclear agenda has produced a worldwide catastrophe despite its NPT membership. Iran says its nuclear program is peaceful and respects Islamic values. Most US politicians and academics consider Iran a rough nation with political and strategic concerns, including regional hegemony, human rights, terrorism, WMD proliferation, and military operations beyond the border. This study examines Iran's nuclear policies to demonstrate its essence, goal, and strategy.

La estrategia y la doctrina militar de la OTAN se han convertido en una de las referencias principales para el pensamiento estratégico occidental y también para el desarrollo de la estrategia y doctrina militar en España. La estrategia de la Alianza partióde un escenario muy específico en la Guerra Fría para ampliarse después de ella hacia un papel de estabilización fuera de Europa, y retornar paradójicamente al punto de partida debido al renacimiento de la amenaza rusa. En ese camino se desarrollaron conceptos clave sobre el empleo del poder militar convencional, de las armas nucleares y de las nuevas formas de conflicto asimétrico o híbrido. Pese a que España ingresó en la OTAN tarde y de una manera muy peculiar, la estrategia y la doctrina OTAN resultaron esenciales para modernizar tanto las fuerzas armadas como el propio pensamiento estratégico denuestro país.

Advancement in the field of information and communication technology (ICT) has transformed the world. In the contemporary era, digital technologies are playing an important role in performing daily life operations. This advancement and dependence on ICT also brought with it various types of vulnerabilities. Nowadays, institutions and individuals can be easily targeted by using cyberspace. Dependence on digital infrastructure is also increasing at a very rapid pace in Pakistan. Cyber networks are not only used by common people, but critical institutes like online banking, electric grids, and dams are also connected to digital networks. In the same way, military infrastructures like command and control systems and nuclear power plants are also linked to cyber networks. Due to this reliance on digital technologies, Pakistan is facing a constant threat of major cyber-attacks. So far, Pakistan does not have a proper mechanism to deal with the threat of cyber- attacks. This study analyses the impacts of the possible cyber-attack on the security of Pakistan.

It is important that disengagement from Afghanistan does not now foreshadow a lack of commitment to any nation in the Indo-Pacific that might be deemed by the U.S. President as not being of “vital national interest” to the U.S. With a focus on economic and trade engagement, China may well view nations differently than if it had a mindset shaped purely by military interests. Southeast Asia is at the dynamic heart of the Indo-Pacific. To America, we say, “Go Southeast, my friends.” The United States needs to up economic involvement in the region to make a sustainable and lasting presence in Southeast Asia. The Congolese people have endured a tragic history, first at the hands of a colonial power and, since gaining independence, from its own homegrown rulers. A country with ample supplies of strategic minerals and natural resources has become dependent on considerable international humanitarian assistance and peacekeeping support to avoid a further calamity. Yet out of an imperfect electoral transition in 2019, the Democratic Republic of the Congo can break with the past and achieve substantial progress. Despite Congo’s unpredictability and legendary challenges, one constant has been clear throughout my time in Kinshasa: there is presently an opportunity for real change. One can envision how sustained good governance that channels resources toward development could rapidly transform this struggling nation. If President Tshisekedi can embody the vision he has ambitiously laid out, it is possible to achieve a rapid transformation of this struggling nation. But DRC cannot do it alone. Since the U.S. is a committed, reliable and long-term partner of the Congolese people and their government, it is incumbent on us to step up and make a difference. Still, given the enormity of the task at hand, U.S. interagency efforts in support of the DRC must be sustained over time even if there are setbacks and if progress is painfully slow. This is an investment well worth making!

In his studies on development, international relations and national defense issues, political scientist Hélio Jaguaribe reflected on Brazil’s “autonomy” since the country is inserted in the interstate capitalist system. First approved in 2008, the National Defense Strategy was created with the aim of promoting a modernization of the Brazilian defense structure. This article proposes to understand the meanings of “autonomy” in the strategic thinking of Jaguaribe. In addition, it presents a potential dialogue between his formulations and the guidelines of the National Defense Strategy in its different versions.
