Abstract:
After the independence of South Sudan from Sudan on 9 July 2011, the Japanese government decided to dispatch its Self-Defence Forces (SDF) to South Sudan under the auspices of the United Nations Mission in the Republic of South Sudan (UNMISS). Despite the post-conflict military clashes in South Sudan, the Japanese government did not withdraw the SDF, but instead, the Abe administration assigned a new mission, the so-called ‘kaketsuke-keigo’ (‘rush and rescue’), to rescue staff of international organisations and non-governmental organisations (NGO) in preparation for possible armed attacks during peacekeeping operations. The new mission can be regarded as Prime Minister Abe’s ‘proactive contribution to peace’ (proactive pacifism) in action, and the policy is congruous with the purpose of ‘human security’ and ‘protection of civilians’. This paper aims to investigate Japan’s contribution to peacekeeping operations in South Sudan and examine associated dilemmas facing the United Nations, the Japanese government, and the Japanese peacekeepers in UNMISS – which need to be overcome for future international peace operations.

Abstract:
Since independence in 1960, insecurity has been a feature of the Nigerian State as conflicts in different parts of the country have continued to make life insecure. In the Niger Delta, violence has been the bane of the region where conflicts have been occurring for over four decades. Beginning from the pre-colonial period, the region has witnessed a series of conflicts, which had their roots, initially in the protest against injustice, and in recent years in the quest for resource control. All efforts to resolve conflict in the region failed until 2009 when amnesty was declared by the Yar’adua/Jonathan administration and some form of uneasy peace prevailed. However, seven years down the line, there is renewed militancy in the region and effort is once again geared towards finding lasting peace. This article assesses the efforts made by the Federal Government of Nigeria to address conflicts in the region from the early 1960s to date. It is based on a literature study and on the author’s knowledge of the issues in the Niger Delta. Findings from the work show that the Federal Government’s approach to resolving conflict in the region has not been successful because it has not adequately addressed the issues that gave rise to the conflict, and because of its emphasis on the use of force. The article therefore recommends a Collective Non-violent Conflict Management approach – involving a group of negotiators, both international and local, an international mediator, as well as all the parties to the conflict – as the means for resolving conflict in the region. There is no doubt that a viable resource conflict strategy based on an alternative framework of multilateral cooperation is necessary for resolving and preventing a recurrence of future conflict in the Niger Delta region.

263. Beyond the Buzzword: The Three Meanings of “Grand Strategy”

The questions of how to define grand strategy and whether it “exists” continue to vex the study of grand strategy, despite the ever-increasing popularity of the term. Scholars broadly agree that grand strategy refers to something that has the characteristics of being long-term in scope, related to the state's highest priorities, and concerned with all spheres of statecraft (military, diplomatic, and economic). The precise entity or phenomenon that manifests these characteristics is less clear, indicating deficiencies in the methods used by scholars—usually implicitly—to define and operationalize concepts. This article traces the intellectual history and contemporary usage of the concept of grand strategy to identify the phenomenon or object to which the concept refers. This analysis demonstrates that there is no single concept of grand strategy. Instead, there are three, which are labelled “grand plans,” “grand principles,” and “grand behavior,” respectively. Each concept provides a distinct, valuable framework for research and policy prescription.

Abstract:
Senior State and Defense Department officials made several visits to Southeast Asia over the summer months, assuring their hosts that the US remained committed to a robust air and naval presence in the region, and assisting the littoral countries of the South China Sea in developing maritime security capacity. Washington is particularly focused on providing a rotational military force presence in Southeast Asia. On the South China Sea territorial disputes, US officials emphasized the need for peaceful approaches to conflict settlement among the claimants, pointing to arbitration and negotiation based on the 1982 UN Convention on the Law of the Sea. Washington has also accentuated the importance of security partners for burden-sharing, noting the potential for an enhanced role for Japan’s Maritime Self-Defense Force in South China Sea patrols. Efforts to involve Southeast Asian states in negotiating the Trans-Pacific Partnership (TPP) have elicited candidates from only four of the 10 ASEAN states – Malaysia, Vietnam, Singapore, and Brunei. Others have problems meeting several requirements associated with the partnership.

Abstract:
North Korea opened the final months of 2016 with a bang by conducting its fifth nuclear test on Sept. 9. It followed up with a series of rocket and missile tests, culminating the year with Kim Jong Un’s claim of an imminent long-range ballistic missile capability. Yet, political transition in South Korea and the United States proved the hallmarks of late 2016, suggesting potential shifts in the approaches on the Peninsula, while underscoring the firm commitment of the US and ROK to their alliance. The Park-Choi scandal led to massive protests the final two months of the year and an impeachment vote on Dec. 9 by the National Assembly, confusing political observers about the implications for South Korean political stability. Donald Trump’s surprise victory in the US raised questions among Koreans about US reliability as an alliance partner.

Abstract:
After President Tsai’s inauguration, Beijing continued to press her to accept the 1992 Consensus on one China. When China blocked ICAO from inviting Taipei in September, Tsai reacted sharply. In her “Double Ten” remarks, she reaffirmed her cross-strait policy and said she would neither give in to pressure nor return to past confrontational actions. In October, CCP General Secretary Xi Jinping made remarks implying Beijing’s understanding that Tsai would not endorse one China. The election of Donald Trump created in Taipei both hope of friendship from Republicans and concern Taipei could become a pawn in Trump’s bargaining with China. Trump’s tweets about his telephone conversation with Tsai and comments about one China and trade have sparked intense speculation and uncertainty about their implications for cross-strait and US relations with Taiwan and China.

Abstract:
South Korea’s hardline response to North Korea’s nuclear and missile tests earlier in the year, which led to a complete severing of all inter-Korean contact, meant there was effectively no relationship between the two Koreas in final months of 2016. With the stalemate in relations coupled with the political turmoil in both Washington and Seoul, Aidan Foster-Carter provides his analysis to help understand how we got here by looking back and, even more importantly, looking forward. While North Korea watches and waits, there is a worrying power vacuum in Seoul in the wake of “ChoiSunsil-gate.” The next move largely depends on how South Korea responds to the impeachment of President Park Geun-hye.

Abstract:
North Korea’s fifth nuclear test on Sept. 9 and the intensified test-firing of a range of missile types throughout 2016 underscored existing weaknesses in using dialogue and sanctions as a response. The timing of Pyongyang’s latest provocations coincided with the G20 Summit in Hangzhou and ASEAN-related meetings in Vientiane. President Park Geun-hye used the venues for sideline talks with President Xi Jinping and President Obama. The nuclear test directly challenged a nonproliferation statement adopted by East Asia Summit (EAS) members on Oct. 8, which urged North Korea to abandon its weapons programs. Following extended negotiations with the US, China finally joined the international community in adopting UN Security Council Resolution 2321 on Nov. 30. In addition to strains in the China-DPRK relationship, regional coordination on North Korea remains challenged by disputes between China and the ROK over THAAD and illegal Chinese fishing.

Abstract:
Going into the final months of 2016, Seoul-Tokyo relations had been on a positive trajectory, creating that ill feeling that it was time for things to go awry. While the relatively calm period witnessed palpable results with the signing of the General Security of Military Information Agreement (GSOMIA) and solidarity against North Korea’s provocations, the political chaos in South Korea that climaxed with the impeachment of President Park Geun-hye in December put the brakes on further developments. The scandals surrounding the abuse of power involving a shadowy confidante made it difficult to shake off the feeling that the administration’s deals with Japan have become tainted. Now, South Korean presidential hopefuls are tapping into public discontent to undermine the “comfort women” deal reached in December 2015, and there is high skepticism in the media over the implementation of GSOMIA.

North Korea tested President Trump’s new administration with a New Year promise of imminent ICBM capability and subsequent missile launches. Tensions rose to the highest level since 1993/1994 with missile launches, the assassination of Kim Jong Nam, and a possible ICBM on display at a military parade to celebrate the 85th anniversary of the DPRK’s Korean People’s Army. Washington offered Seoul assurances of support, sending Defense Secretary Mattis, Secretary of State Tillerson, and Vice President Pence in early 2017. Yet, Trump’s comments about sending an “armada” with the dispatch of the USS Carl Vinson carrier strike group led South Koreans to fear blowback if the US conducted a preemptive or preventive strike against DPRK facilities. South Korea saw deployment of the first stages of THAAD, but the missile defense system and broader policy differences with May 9 ROK presidential victor Moon Jae-in will be challenges for US-South Korea relations.

Abstract:
Expert observers have written reams of material concerning the never-ending confrontation between India and Pakistan over Kashmir. The issue leaves the radar screen during quiet periods, only to return when an incident touches-off another cycle of violence. The two countries are currently in the midst of another confrontation that again threatens to escalate into open military conflict. This latest round started on September 18, when four terrorists from Jaish e Mohammed – JeM (an Islamist group based in Pakistan), attacked an Indian Army base in Uri, just 10 kilometers from the Line of Control (LoC) that divides Indian and Pakistani controlled Kashmir. The terrorists killed 18 Indian soldiers before being killed in a protracted firefight. The Indian government states it has conclusive proof that the terrorists infiltrated into India from Pakistan with assistance provided by the Pakistan Army.

Abstract:
The study developed in this paper aims to analyze how the protection of Brazil’s critical energy infrastructure is dealt with under the national defense policy in order to better understand how the military dimension of energy security is outlined in Brazil. With the intention of achieving this goal, it seeks, initially, to identify which are and where are located the main Brazilian critical energy infrastructure relating to the oil chain, petroleum products and natural gas. Next, it aims to examine the extent to which the protection of such structural complexes is provided for in the national defense policy, particularly in the main documents dealing with the subject in the country. Finally, it observes how is the planning of the Brazilian offensive and defensive military power in the prevention and response to threats against the infrastructure related to the above-mentioned sources.

Abstract:
This work aims to analyze the current situation and future prospects of an integrated defense logistics in South America, with emphasis on the defense industries of South American countries. To do so, it was made a wide bibliographical and documentary review on the subject in question. The South American Defense Council (SADC), established in 2008, has as one of its objectives the creation of an integrated defense industrial base in South America, in order to achieve greater regional autonomy and reduce the costs of R&D and production of defense products. However, while analyzing the literature, it is observed that currently there is still a shy interaction between countries, summing up to a few bilateral agreements or arrangements between small groups. On the other hand, when picturing the future scenario, it appears that the rhetoric is likely to be realized, which would benefit the entire region, with the possibility of real political and economic gains to the States. There seems to be room for integration and the development of a regional synergy, for which it becomes critical that the larger countries support smaller countries, disadvantaged economically, but still with great potential and consumer realities and close geostrategic threats.

As the post-cold-war unipolar system transforms into a polycentric one, it becomes more complex and less predictable. The new system may be crushed with less effort than needed to keep it on track. The polycentric international system, as it emerges, suffers from hybrid threats. They are difficult to identify and predict. Russia pioneered exploiting the new vulnerabilities to gain unilateral advantages. Russia's hybrid war against Ukraine was just a starting episode of her wider attempt to crush the whole world order. Responsible world powers have either to fix the vulnerabilities of the polycentric world, or to block malicious attempts to exploit it.

Abstract:
The military conflict in Southeastern Ukraine provides vast research opportunities in most diverse areas and in a zone of ongoing combat with all its attendant social ramifications. This article provides a review of some key questions of this war: why volunteer battalions conduct some harmful and inhumane acts and what may be done next to prevent violence after the war. Because war creates big areas without any control, there are huge non-transferable investments, incidents like torturing civil people, etc. The authors try to explain what conditions may impact the behavior of battalions and what should the governments do after the war ends.

Abstract:
This article argues that Clausewitz’s writing on war nearly 200 years ago is still relevant for contemporary conflict resolution from at least three aspects: his idea that war is “the continuation of policy by other means”; secondly his analysis of the nature of war and the trinity theory; and finally his understanding of the nature of the strategy. The analysis in this article found that, if there is good policy from which to derive a strategy, and if we are able to apply it efficiently, with support of the people and international community, we have created solid preconditions to win the war. In addition, Clausewitz’s view of the issues associated with war, strategy and conflict resolution is important for understanding the major issues and decision making even while history and reality constrain his abstractions with today’s experience. His theories and concepts are as relevant today as they were two hundred years ago. Therefore, the twenty-first century strategists and leaders are recommended to take into consideration Clausewitz’s theories on war and strategy because they are still applicable today. In short, Clausewitz is a theorist for the twenty-first century.

Abstract:
The idea that international conflict might be seeing more hybrid warfare and hybrid threats has animated debate among security and defense establishments in the run-up to NATO’s 2016 Warsaw Summit. While the Alliance has located the issue of hybrid war in the specific context of the Russia/Ukraine crisis and in 2014 triggered efforts to prepare NATO to effectively meet hybrid warfare threats, the scope of the challenge is much wider and the core dynamics are often located outside of the military realm. The article reviews the recent conceptual debates about hybrid warfare, suggesting that hybrid conflicts defy our attempts to press them into known categories and locate them clearly on a spectrum of war and peace. NATO Member States will have to invest in resilience and conventional deterrence to counter hybrid threats.
