Abstract:: While some degree of competition is present in many authoritarian regimes, the implications of such controlled competition on international issues have not received much consideration, including towards international environmental accords. We attempt to rectify this through a framework where we focus on internal political competition in a hybrid, nondemocratic system where national elections are held regularly. Specifically, we argue that the presence of multiple actors competing in elections in nondemocratic settings results in them assuming positions on various issues, justifying their positions, and attempting to mobilize their supporters with considerable implications for international environmental policies. We display our argument in the context of Iranian debates on the ratification of the Paris Climate Accords. Our findings demonstrate that the competing Iranian sides rely on different justifications for their environmental positions, resulting in extensive (negative) competitions of rhetoric where the international dimension emerges as an important feature in the internal competition. Overall, we show that political competition within non-democracies is likely to add to the complexity of international (environmental) negotiations and cooperation.

Abstract:: Pollution is not a new marvel, yet it is still one of the world's most prominent human issues, with its driving reasons for sickness and demise. Human activities through urbanization, industrialization, and mining are major factors of worldwide Pollution. Both advanced and developing states share this impulse, even though cognizance and flexibility in advanced states primarily affect the security of their current situation. Although worldwide attention regarding Pollution, the effect is as yet felt because of its drawn-out adverse consequences. All kinds of pollution are discussed in this study. The majority of researchers emphasize the study of water pollution. The fundamental changes it makes to humans, animals, plants, soil, and the environment as a whole are what give it significance. The study discusses water pollution caused by dumping solid, carbon-based, and liquid materials into lakes and waterways that comprise toxic chemicals like lead, mercury, and metals. One of the most significant kinds of pollution from nuclear activity is harmful pollution, which occurs when materials flow into the water and become toxic and polluting substances. The majority of factories do not use pesticides and fertilizers to industrial drainage regulations, so the waste reaches the water. Additionally, home waste outflows contribute to water pollution. In addition, it focuses on the most significant causes of groundwater pollution and the stages of its usage and distillation, highlighting hygiene sources as the most significant sources of water pollution.

Abstract:: In this paper, we adopt Walter Carlsnaes’ tripartite approach in order to scrutinize the consistency of Türkiye’s climate policy with changing climate regimes. We explain the actor-structure duality in climate policy through the interaction of climate regimes and Türkiye's climate policy. The paper reveals the causality behind the policies implemented by Türkiye as a result of its core values and preferences, and explains their continuities. Finally, we address the potential of the European Green Deal to influence Türkiye's preferences, and therefore its climate policy.

Abstract:: The now‑liberated areas of Azerbaijan are contaminated by mines and explosive remnants of war (ERW), the clearance thereof being one of Baku’s highest post‑conflict priorities. Before proceeding any further, we must provide proper definitions of these terms, since they are technical in nature and thus may not be familiar to the general reader. According to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti‑Personnel Mines and on Their Destruction that was adopted in Oslo in 1997 and entered into force in 1999 (it is colloquially called the AntiPersonnel Mine Ban Convention, or APMBC), an anti‑personnel mine “means a mine designed to be exploded by the presence, proximity or contact of a person and that will incapacitate, injure or kill one or more persons.” An antivehicle or antitank mine is effectually the same thing, except that it is designed to explode when triggered by a vehicle. Together, they fall under the catchall term mine, which the same document defines as a “munition designed to be placed under, on, or near the ground or other surface area and to be exploded by the presence, proximity, or contact of a person or a vehicle.” Furthermore, explosive remnants of war (ERW) are defined as explosive munitions left behind after a conflict has ended. They include unexploded artillery shells, grenades, mortars, rockets, air‑dropped bombs, and cluster munitions. If such weapons fail to detonate as intended for whatever reason, they are called unexploded ordnance (UXO); if, on the other hand, they have not been used during an armed conflict and have been left behind by the party that brought them to the battlefield, they are called abandoned explosive ordnance (AXO). Lastly, cluster bombs or cluster munitions, which are defined as weapons containing from several to hundreds of explosive submunitions. They are dropped either from the air or fired from the ground and are designed to break open in mid‑air, releasing submunitions and saturating an area that can be as wide as several football pitches. Based on past practice, the failure rate of cluster munitions to explode as intended stands at between 10 and 30 percent.

Abstract:: This paper attempts to analyze the political uncertainty surrounding environmental degradation by means of utilizing the game theoretical model. It challenges the popular opinion that views the political exchanges over climate change as a super game where players will eventually learn to cooperate through repeated interactions. Instead the paper argues that the climate change problem is essentially a case of ‘one-shot prisoner’s dilemma’ irrespective of the number of times the players interact with one another. To demonstrate the one-shot prisoner’s dilemma at play, it employs the comparative method to explain the climate politics between the major polluters of the world (US, China, Brazil and India). The debate is analyzed at two distinct levels: Intergenerational and Intragenerational level. Lastly, the paper notes the significance of ‘the immediate threat factor’, which it argues poses a fundamental challenge to the political resolution of the climate change problem.

Abstract:: A transdisciplinary research project investigated the idea of framing climate and environmental change (CEC) as a new type of threat: a hyperthreat. Traditional military analytical methods were used to assess the hyperthreat and its context and develop ideas about how an adequate response could be conceived. This approach contrasts to prior literature and longstanding geopolitical discourse that identify the risks of taking a securitization approach. Instead, the author argues that it is now riskier not to consider CEC within a mainstream geopolitical and nation-state security strategy. When the hyperthreat of CEC is centered as the main threat to be contained, and its relationship to other threats is analyzed, startling new pathways to stability emerge. The research developed a new theoretical approach called “entangled security” to develop an initial new “grand narrative” and “grand strategy” (PLAN E). This article offers a vision of how military theory can be reimagined to support new policy directions and security priorities.

Abstract:: The oil and gas industry is regarded as one of the most dynamic, complex and controversial industrial sectors and involves activities that generate a whole range of diverse viewpoints. This has resulted because the industry has several stakeholders who can influence and, at the same time, be impacted upon by activities associated with the value chain of oil and gas oriented business. However, one extremely important stakeholder is the community. Many researchers (Orsini 2016; Wall 2012; Mascarenhas 2011; Kinslow 2014; Boladeras, Wild and Murphy 2016) agree that the viewpoints of communities where oil and gas operations are carried out should be given high priority due to their significant influence over industry activities in their region, as well as the fact that they are the entities most impacted by these activities. This research examined notable conflicts experienced between oil companies and host communities in Africa with the aim to identify means by which relationships between the two aforementioned parties could be made cordial and sustainable. An integrated literature based research method and a case study strategy were adopted for this research. Two frameworks that will support organisations in effectively engaging and establishing cordial relationships with stakeholders were developed by the author; and the key findings of this research are that an effective means of establishing sustainable cordial relationships with host communities in Africa is by involving them in the ownership of operations in their region. This will naturally instill in them some sense of responsibility over the operations, which will in turn enable oil and gas companies to gain the trust, cooperation and support of host communities, as well as the social license to operate in their region. This relationship can be sustained if both parties work collaboratively to determine ways in which benefits from the operations may be maximised.

Abstract:: Canada was founded on enslavement and dispossession. This is most ex- emplified by its assimilationist ideologies and policies, by the displacement, subjugation, and oppression of Indigenous and Black peoples and cultures, and by the expropriation of Indigenous lands. The colonial theft of land and accumulation of capital have been foundational to Canada’s wealth. New op- portunities for Europeans to access resources prompted colonization in North America, which was followed by the creation of a global economy that came to be dominated by Spain, Portugal, Holland, France, and Britain. To access lands in the Americas, Europeans negotiated treaties, dispossessed Indigenous peoples of their lands, waged war to extinguish Indigenous populations, and eliminated or disrupted Indigenous landholding traditions.1 The unique ways in which Black and Indigenous people have been racialized and implicated in white set- tler nations and by capitalist expansion reveal the antithetical roles both groups have played in the formation of settler colonial societies. For example, while the reproduction of Black slaves in the United States was perceived as positive since it increased slave owners’ wealth, the growth of Indigenous populations was seen to jeopardize the accumulation of profit by slave owners because it made access to land more difficult.2

Abstract:: The relationship between climate change and deadly conflict is complex and context-specific, but it is undeniable that climate change is a threat multiplier that is already increasing food insecurity, water scarcity and resource competition, while disrupting livelihoods and spurring migration. In turn, deadly conflict and political instability are contributing to climate change.[2] Darfur captured international headlines in 2004 when United States (US) Secretary of State Colin Powell declared that genocide was occurring in Sudan in his testimony to the US Senate.[3] The early-2000s conflict in Darfur between rebel groups on one side and government forces and allied militias on the other caused an estimated 300 000 deaths, and about 2.5 million people live in displacement camps across Darfur.[4] Most observers agree that the immediate cause was a regional rebellion, to which Khartoum responded by recruiting Arab militias, known as the Janjaweed, to wage a campaign of ethnic cleansing against African civilians.[5] They also argue that the three core drivers of violence in Darfur at present are disputes over land and resources, the complex network of militias and paramilitary forces, and the weakness of the rule of law and security institutions.[6] Eighteen years after the eruption of the conflict in Darfur, these conclusions regarding the main causes and triggers of the conflict remain valid. In 2021, despite the signed Juba Peace Agreement, the security situation in Darfur remained volatile, with significant inter-communal violence and fighting between government forces and rebels in the Jebel Marra area. The instability in the region continues to cause large-scale displacement, with more than 200 000 people displaced in Darfur since the beginning of 2021.

Abstract:: The term ‘natural resource (in)justice’ has been used in various contexts by various scholars. Contemporary resource justice scholarship highlights several different areas of debate, including power and inequality in resource access, control, ownership, greening, eco-efficiency, feminist ecology, resource transparency, just transitions,[1] resource equity, resource rights, and fairness with regards to global inequality in North/South natural resource policies.[2] Resource injustice underlines two dynamic and interwoven contexts. First, there is the anthropogenic context, which examines the adverse effects of natural resource extraction on humans, including exclusion, degradation, inequality, and unfair treatment in natural resource allocation. Second, there is the eco-centric context, which explores the adverse effects of natural resource extraction on the ecosystem or the natural environment. The broader terrain within which natural resource justice is being pursued is rapidly changing. With the rise of natural resource justice movements, new ecological threats, the ongoing Covid-19 pandemic, and lethal feedback with deleterious capitalist resource extraction in the global South, resource justice is confronted with new challenges, notably resource conflict. Since the end of the Cold War, there has been a considerable and increasing number of studies on natural resource conflict, including on questions of resource appropriation or what has become known in resource conflict debates as the ‘resource curse’, which points out the paradox of poverty among resource-rich countries.[3] Conflict and poverty are intertwined. In 2013, 471 million people lived in fragile and conflict-affected countries, while 78% of the world’s poor lived in these countries (181 million people).[4] Natural resources – land, water, forests, air – are essential to life on Earth.[5] Natural resource conflict accounts for the incompatibility of goals in natural resource use or appropriation. The rural poor in developing countries remain the most vulnerable, as they directly depend on natural resources for their food and livelihood security, while the livelihoods of 2.5 billion people depend wholly or partly on agriculture.[6] The dynamics of fair and equitable resource allocation in contexts associated with resource injustice are largely unknown. This is true especially where the resource-bearing local population is either marginalised or excluded in decision-making processes regarding natural resources.

Abstract:: A push for inclusion has been one of the most striking features of space programs in recent years, with a diverse range of agents going up to the Inter- national Space Station. NASA has been promoting the recognition of the early, but hidden, role of black scientists such as Katherine Johnson within its pro- grams of the 1960s (Johnson was celebrated in the 2016 7lm Hidden Figures).1 Beyond this, private sector activities are emerging with some built-in elements of inclusion. In 2021, Wally Funk fially could make it into space on a private sector Blue Origin suborbital flight, 60 years after being part of the privately trained female Mercury 13 group. These women were not part of the official NASA program, and they never made it into space, despite public criticism and the advantages of sending women in the cramped capsules given their generally smaller size. The women had what Margaret Weitekamp has referred to as “right stu:, wrong sex.”2

Abstract:: It has been argued that the U.S. shale revolution, the Trump Administration’s energy policies, and the global shift towards low‑carbon energy sources and renewables have contributed to shape a new energy order—one that challenges the market power traditionally enjoyed by petro‑states. Nowhere are these developments more relevant than in Azerbaijan, as the country’s expensive investments in the Southern Gas Corridor come under increasing pressure. Unless Azerbaijani gas can be decarbonized at a competitive cost, it may risk becoming redundant within a couple of decades as Europe embraces a greener future. Geopolitics and Geo‑economics The Southern Gas Corridor (SGC) is a $45bn mega‑project ($25bn for the development of the Shah Deniz II field and at least $15bn for the delivery system) to supply natural gas from the Caspian Sea to Europe and, by so doing, reduce reliance on Russian imports. This is a priority that has taken on urgency in the wake of Russia’s 2014 annexation of Crimea and the sharp deterioration in relations between Moscow and Brussels that ensued. Currently, the SGC is made up of two pipelines to deliver gas from Azerbaijan’s Shah Deniz II field to Turkey and Europe—one called TANAP that is already operational and runs the length of Turkey, and another known as TAP stretching from Turkey’s border with Greece across Albania to Italy, which started pumping gas in late 2020. This is how a leading ADA University policy expert described the situation to me in October 2020, in light of technical delays in the pipeline’s inauguration and the big changes in energy markets described above: “the TAP pipeline is 90 percent completed and will be inaugurated soon. Unlike oil pipelines, whose flexible delivery to the end‑consumer can be sorted out once they are built— as oil travels via tanker, rail, etc.— gas pipelines are more rigid investment endeavors. [...] You don’t agree on a gas pipeline unless you have secured a buyer on the other end.” While natural gas supplies from Azerbaijan’s Shah Deniz field are already contracted, the project has seen numerus twists and turns since it was signed with great fanfare at the end of 2013. The SGC is an expensive endeavor and the institutions that lined up to finance it are a testament to the degree of strategic importance it carries for the EU. The project has, indeed, been designated as one of the EU’s “priority projects.”

Abstract:: This article aims to indicate the sources of problems in the field of governance and politics in the African Great Lakes Region. The countries of this region play an essential role in the global socio-political and economic system. Their development is hampered by numerous external and internal conflicts resulting from both the historical and contemporary problems of the countries. Colonialism had a major impact on the development of African countries. It manifested itself, among other things, in the spread of political domination. Adopting state management patterns from European culture and attempt to transplant them on African ground without understanding local cultural conditions contributed too much post-colonial fresh and modern conflict. Examples of this are failures to establish liberal democracy and its crises in the African Great Lakes Region.

Abstract:: This article draws attention to the need of a reform of the environmental protection by means of international criminal law as enshrined in the Rome Statute of the International Criminal Court. After giving a short overview of the contemporary environmental protection in war- and peacetime offered by international criminal law, it becomes clear that international criminal law fails to succeed at offering sufficient environmental protection. This paper outlines that there is no convincing reason for a differentiated approach in international criminal law to environmental damage in wartime and in peacetime, and that a shift from an anthropocentric to an ecocentric approach would positively contribute to a more effective protection of the environment. It is therefore argued for the introduction of a new integral and ecocentric international crime against the environment in the Rome Statute. The paper then elaborates on existing proposals on such a new crime against the environment before some proper observations on the exact contours of the crime are made. A focus lies on the new crime’s threshold of seriousness as well as on the necessary mens rea requirements. The insufficiency of the contemporary legal framework and the merits of a new crime against the environment are exemplified by an archetype example of peacetime environmental damage, the Chevron/Texaco oil spill scenario in Ecuador.

Todavía escasas, la mayor parte de las reflexiones se circunscriben a trabajos de orientación teórica, aunque cada vez son más los que exploran su potencial para comprender casos, desafíos y conflictos concretos. Partiendo de la aceptación de que la actividad humana tiene un variado y profundo impacto sobre la ecología y la geología del planeta y, al mismo tiempo, del convencimiento de que la comprensión de la seguridad internacional contemporánea exige analizar la conflictividad con una nueva mirada que se haga eco de esta realidad, este artículo ofrece una aproximación eco-crítica a la dimensión medioambiental de los conflictos del Mar de China meridional. El análisis arroja dos conclusionesprincipales. La primera es que la naturaleza no sólo no está siendo objeto de protección en el Mar deChina meridional, sino que a menudo está siendo sacrificada en aras de acciones ligadas a la conflictividad (como la construcción de islotes artificiales o la militarización) y, lo que resulta más paradójico, de iniciativas orientadas al fomento de la cooperación y la resolución de los conflictos existentes (como los acuerdos para la explotación conjunta de las reservas pesqueras o de los recursos de petróleo y gas natural). Abstract:: This study aims to analyze the dynamic effect of renewable energy use and globalization on the environmental quality in Turkey by utilizing quarterly time series data spanning the period 1990- 2017. After identifying the series order of stationarity by utilizing ADF test, this study makes use of SVAR model. The reason is that SVAR is powerful method in testing contemporaneous and past shock among the variables. In addition, SVAR is the powerful in variance decomposition and the possibility of observing long run forecast. The results disclose that environmental quality reacts negatively to the shocks in hydro energy and economic growth, while the globalization seems positively impact the degradation of the environment. These outcomes are consistent with relevant theories and empirical findings. The only striking result is the positive impact of biofuel and waste energy on the environment. Although Turkey has recently implemented a range of energy policies to promote renewables but some challenges still there, future policymaking should enhance the development in renewables and create more competitive environment for investment in the renewables market.

Abstract:: The election of Donald Trump brought disarray to the climate change regime. The changes in what was up to then a promoter of the liberal international order (LIO) exacerbated existing tensions while creating new ones. This paper investigates how that challenge impacted the behaviours of Brazil, China and the European Union (EU) by comparatively analysing their dissimilar positions with respect to three indicators before and after Trump’s coming into power. These indicators are individual pledges and climate-related policies; approaches to climate finance; and the principle of common but differentiated responsibilities and respective capabilities (CBDR-RC). The analysis first shows how the US started eroding the broader LIO and the climate change regime to then delve into the behaviours of the three respective key players concerning climate talks. I sustain that the EU, despite its inner divisions, is already counteracting Washington, whereas China is combining a pro-status quo position based on a rhetorical condemnation of the United States. Brazil, in turn, had a transition towards a climate-sceptic government, shifting from being a cooperative actor to abdicating hosting the COP25.

Abstract:: A condition of underdevelopment has marked the nations of the Global South since the Second World War. The search for development and for economic growth has made countries in the Global South dependent on global markets and international investment, and have made their environment and nature hostage to capitalist exploration. The process of development and of economic growth, coupled with the history of colonization and dependency present violent processes and structures that are source to conflict and instability all over the Global South. This article critically assesses the relationsh ip between underdevelopment and the exploitation of the environment in the Global South and the violent outcomes that it reproduces. It finds that conflict and violence are inherent to the capitalist model of development, instead of anomalies to the system. Building from the field of critical development and decolonial studies, this article proposes ways to overcome dependency to extractivism by looking at the alternatives ofanti-extractivism, degrowth and buen vivirto free both people and the planet.

Abstract:: Issues concerning global climate change – by objective criteria, one of the most serious environmental threats of our time – have for many years been filling the top slots of the international agenda, and the political tem- perature of debates on this topic remains at the highest degree. Soon a new milestone will be reached on the thorny path of the inter- national climate process: on December 31, 2020, the Doha Amendment to the kyoto Protocol of the united nations Framework Convention on Climate Change (unFCCC) comes into force.1 this document extends the time frame of the kyoto Protocol from 2013 to 2020 (hence its unofficial title, kyoto-2) and contains a whole set of amendments to the kyoto guidelines, including updated quantitative criteria for greenhouse gas emission reductions for developed countries. Climate activists will probably schedule their next mass marches for this date, in order to mark this "historic" stage in the fight against global warming. Leaders from a number of states are expected to make bold new calls to “set the bar high” for the sake of averting a global climate col- lapse. But what remains hidden behind the scenes? What are the root caus- es of such a paradoxical situation, in which kyoto-2 is going into effect at the very end of its second commitment period?

Abstract:: Globalization, one of the important phenomena of today, has led to political, social and economic changes in both regional and national scale. These rapid changes seriously affect the phenomenon of migration, its target and the quality of life. Especially in EU and OECD countries, various policies have been implemented to prevent the increasing migration rate, fulfill the requirements of the global economy, and to eliminate the developmental differences between countries, regions and sub-regions. Thus, it is of great importance to investigate the causes of international migrant mobility that deeply affects the economic and social structure of nations. The present study aimed to determine the factors that affect international migration towards the OECD countries. A current data set consisting of 79 variables defining the social, economic, environmental structure was created and correlation and regression analysis methods were used to determine the factors that affected international migration in OECD countries. With this work; it has been observed that there are strong relationships between international migration and various economic and social development variables. Hence, it is envisaged to make a descriptive and statistically valid, reliable assessment, to make predictions, and to contribute to the scientific literature in the context of international migration policies.

Abstract:: Since the Fifth World Parks Congress in Durban (2003) and the Seventh COP on Biological Diversity in Kuala Lumpur (2004), the definition of protected areas has evolved. Now, the definition incorporates principles of participation and inclusion, as well as traditional and local knowledge. This newfound recognition on the international scene shed light on the role of non-state actors, including indigenous peoples and local communities, as guarantors of conservation, and marked a decisive turning point in the evolution of international policies on this issue. Despite the growing awareness of the importance of biodiversity conservation and the role played by local communities to this end, national legislation and policies in Morocco do not yet give due recognition to areas conserved by local communities. Developed around the case study of a traditional natural resource management regime—the agdal—practiced by communities of the Moroccan Atlas, this piece highlights the extent to which traditional modes of managing common-pool resources (CPR) are compatible with a government’s strategy to decentralize natural resource management. Despite the benefits that community conserved areas and territories represent for maintaining ecosystems, traditions, and livelihoods, as well as their advantages in terms of decentralization, these practices are under threat due to a lack of policies and programs directly supporting or recognizing communities' agency over local natural resources.

Abstract:: Managing and adapting to flood risk is an increasing concern of policymakers globally, as anthropogenic climate change contributes to sea level rise and the rising intensity and frequency of coastal storms. Moreover, it is critically important that policymakers design and implement equitable adaptation processes that are based in environmental justice principles. In the United States, the primary instrument for flood risk management is the National Flood Insurance Program (NFIP)—but the program already suffers from debt, low participation rates, outdated flood risk assessments, and myriad other structural issues. By integrating several models of policy development, this analysis offers explanations for why NFIP reform attempts of the past decade have repeatedly failed and offers the present moment (in the early months of the Biden Administration and as the pandemic crisis continues) as a potential policy window for realigning reform efforts. Achieving true NFIP reform remains crucial to ensuring that all coastal residents have affordable options for low-risk housing, despite the expected growth in high-risk flood zones.

Abstract:: This paper discusses Brazil’s role in climate governance, methodologically and metaphor- ically comparing it to chess pieces moves, based on national and regional official documents, com- mitments and data. Unlike other IR studies, our proposal suggests different behaviours at different levels of analysis for the same country. Nationally, the country played the role of pawn. Regionally, there is no unitary behaviour: in international cooperation (carbon pricing case), it moves like a queen; in the regional integration process (energy integration case), like a king. The current scenario raises doubts about these roles, suggesting that Brazil has been presenting an increasingly moderate and conservative behaviour in the past years.

Abstract:: The agricultural sector is seriously affected by changes in many economic, social, or environmental factors. Hence, the necessity of supporting the sector by governments in various ways has become an indisputable reality. However, regional characteristics must be taken into account in order for these supports to reach their goals. Using a dataset spanning from 2002 to 2020, the current study comparatively analyses the changes in the agricultural support and agricultural production, income, and the value of products in two agricultural regions of Turkey, Central Anatolia and Southeast Anatolia regions. The results highlight that the increase in agricultural income is very low in both regions compared to the substantial changes in agricultural support policies. Additionally, the increase in the values of agricultural products in both regions is much higher than the increase in agricultural income, suggesting that the costs in agricultural activities are too high in the analysed regions.

Abstract:: The effects of climate change are felt globally in frequent and severe disasters, increasing temperatures, and changing rainfall, with significant implications for society. Climate security acknowledges that climate change can undermine peace and increase levels of violence by affecting the drivers of conflict.[1] Somalia, South Sudan, and Mali are all exposed to climate change, face complex security challenges, and host large peacekeeping forces. Increasing temperatures, changing rainfall patterns, droughts, and floods have disrupted livelihoods and forced migration in three African countries. Climate change contributes to farmer-herder competition over land and water. Elites take advantage of climate-related disruptions by exploiting marginalised groups, as do armed groups seeking to recruit youth. The relationship between climate change and insecurity has been recognised in multilateral organisations with a mandate in climate, peace and security (CPS) in Africa. The United Nations Security Council (UNSC) has included climate security-specific language in country situation and peacekeeping mission resolutions, which has led to the creation of an Environmental Security Advisor position in the UN Assistance Mission in Somalia (UNSOM).[2] The African Union (AU) is advancing analysis and responses to CPS across Africa, including in high-level fora and in coordination with Regional Economic Communities (RECs).[3] The European Union (EU) is a global leader in development aid and climate finance, and several of its Member States have been instrumental in international climate diplomacy and CPS discussions.[4] This article[5] discusses climate change and conflict and describes a risk-based approach to investigating links between the two.[6] It further outlines relevant climate data and context-specific climate vulnerabilities in Somalia, South Sudan, and Mali and analyses five themes in CPS in the three countries. The article concludes with recommendations for institutional responses. The research is based on a review of academic literature and institutional reports. Early versions of case studies formed the basis of consultations with government ministries, thematic experts, and CPS practitioners.[7]

Abstract:: The article’s purpose is the multidimensional analysis of the evolution of Australia and India’s maritime policies and their impact on the endeavors to develop their maritime cooperation in the 21st century. Two research questions are to be answered in that connection: what changes and why India and Australia introduced to enhance their maritime security doctrines in the 21st century and why those changes contributed to the more in-depth cooperation in the second decade of the 21st century. The hypothesis based on those questions argues that not only the rise of China but also global processes in maritime affairs - such as the growing number of state and non-state actors, as well as the interdependence between the fields of human activities at sea - pushed the littorals like India and Australia to turn their maritime strength from coastal to oceanic and convinced them too to cooperate. That process was accompanied by the convergence of the security perceptions by both countries (India and Australia) and the mutual understanding of common interests in all the elements of modern maritime security. The Christian Bueger’s matrix serves as an explanatory framework to highlight the dynamics and broader context of the changes in India and Australia’s maritime security doctrines in the 21st century. It provides the conceptual framework for explaining closer cooperation between these two countries. The article analyzes India and Australia’s maritime strategies, focusing on four variables from Bueger’s matrix: national security, economic development, marine environment, and human security. In those dependent variables, particular elements of their activities serving as sub-variables are highlighted: in national security - shaping the seapower; in economic development - Illegal, Unreported, and Unregulated (IUU) fishing; in the marine environment - climate change mitigation; in human security - the fight against piracy and human trafficking. The choice of the mentioned elements is justified by their role in Australia and India’s activities within maritime strategies and their influence on other elements of the maritime security matrix. The article starts with a description of Bueger’s matrix in the context of the evolution of the maritime security concept in international relations. The second part outlines the centrality of the Indian Ocean in Indian and Australian modern military and economic security. The third part explores and explains the roots of Indian maritime security thinking, and the fourth investigates the evolution in Australia’s attitude toward maritime affairs. The final part presents the developments in Indo-Australian bilateral cooperation in the 21st century.

Abstract:: Traditional economic growth models damage natural resources to which humanity depends, causing important environmental, social and economic problems, especially climate change. Today, it is understood by countries that a new growth approach should be applied in order to ensure the sustainable use of scarce natural resources, combatting negative effects of climate change and reduce poverty while realizing economic development. The view that environmentally friendly investments aren’t cost effective is changing and countries want to take advantage of the opportunities offered by green growth. However, this process also requires a just transition. Abstract:: THe RAPID DeVeLOPMeNT of the nuclear industry in the 20th cen- tury, the widespread use of radioactive isotopes in medicine and in mili- tary programs, the usage of nuclear submarines, as well as the operation of radiochemical plants, factories, nuclear power plants, and scientific research centers all around the world are accompanied by a constant accu- mulation of radioactive waste (RW) and spent nuclear fuel (SF). Mishandling of RW and SF could possibly inflict significant damage on the whole planet, not merely a single nation. Thus, the question of plac- ing RW and SF in storage is the main component of an environmental issue shared by the whole planet due to the use of nuclear energy. Disposal of RW is a touchy issue for any nation that has a nuclear industry. Handling RW and SF – i.e., obtaining them, ensuring safe and final safe isolation (disposal), transportation, warehousing, and storage – all require specific legal regulation and control, on the part of both the state and the international community via international organizations. What is most crucial are the actions of specific individuals, companies, transnational corporations (TNCs), state corporations and state entities, and international organizations (eURATOM, IAeA, UN, CIS), as well as laws and juridical acts on the national level and international treaties.

Abstract:: The aim of this article is to examine two treaties which are often presented by scholars as potential models for a maritime regime in the South China Sea, namely the Svalbard Treaty and the Antarctic Treaty System. The work concludes that even though both of the treaties have resolved equally complex territorial disputes, their importance as a role model for the SCS is limited due to the unique political condition in the Asia-Pacific. However, the solutions within the sphere of environmental protection and the structure of decision-making institutions developed by the abovementioned treaties present a valuable lesson and a potential example for the countries involved in the South China Sea dispute to emulate. The article argues that cooperation within environmental protection and fisheries management, as a low-profile endeavour, is easier to be put into practice than the joint development of highly contested hydrocarbon resources of the SCS. Furthermore, it can potentially lay foundation for the future high profile collaboration. The paper also presents a model of a maritime regime for the South China Sea.

Abstract:: Prior to the advent of so-called scientific knowledge and systems, indigenous knowledge was the single-most important aspect of human development utilised by communities across the world to sustain their well-being. With the advance of technology, indigenous knowledge is often mistakenly labelled as unscientific, illogical, irrational, traditional and a development impediment.1 Such conceptions of indigenous knowledge resulted in the favouring of scientifically driven approaches, which are mainly Eurocentric, as the main solutions to the development–democracy challenges of underdeveloped nations. Indigenous knowledge is also usually viewed as valueless to sustainable development. Consequently, newly independent states in Africa, South America and Asia have followed the adoption of a “one-fits-all” approach to development. Unfortunately, the adoption of foreign-born and -grown development and democracy models without integration into indigenous development and values creates political and development uncertainties in Third World countries. Policymakers and development planners have thus failed to achieve sustainable development. A dependency syndrome of developing states on Western fabricated development models has thus emerged. Nevertheless, the last three decades have witnessed a paradigm shift from the total sidelining of indigenous knowledge to the importance of promoting, empowering and linking it to solutions. A new area of interest is indigenous natural resource management mechanisms. As mentioned previously, conservationists and policymakers downgraded indigenous resource management mechanisms. According to Zelealem and Williams:2 “[R]ecent interest by conservationists in indigenous resource management systems, however, has arisen from the failure of many other types of conservation initiatives and the search for viable and sustainable alternatives to current models for managing resource use.” In this regard, Ethiopia is very rich in indigenous knowledge systems, practice, knowledge creation (such as Qine), architecture, medicine, agriculture, cottage industry, conflict resolution, governance, natural resource management mechanisms, terracing experience (of the Konso people) and building (of houses from stone in North Shewa and Tigray). However, these indigenous knowledge systems and practices are not systematically identified, studied, documented and utilised in a manner that meets sustainable development goals and improves quality of life. The indigenous knowledge system in Ethiopia is an unseen, underutilised and neglected resource with incomparable potential for development.

Abstract:: n 2011, the UN International Law Commission (ILC) took up the topic Protection of the Environment in Relation to Armed Conflicts.1 The decision was triggered by a joint report issued by the UN Environment Programme and the Environmental Law Institute in 2009 recommending the ILC to “[...] examine the existing international law for protecting the environment during armed conflicts [...] [including] how it can be clarified, codified and expanded [...]”.2 Since the inclusion of the item on the ILC’s agenda, the Commission has published five reports3 by the two special rapporteurs, Dr. Marie Jacobsson (2011-2016) and Dr. Marja Lehto (2017-). In 2019, the plenary adopted 28 Draft Principles on first reading.4 The ILC has touched on highly controversial issues such as reprisals,5 corporate liability,6 indigenous peoples’ rights,7 among others. Nevertheless, it was clear from the beginning that the ILC would not be able to exhaustively deal with the topic for two main reasons. First, the Commission has a limited mandate that is restricted to “[...] initiate studies and make recommendations for the purpose of [...] encouraging the progressive development of international law and its codification [...]”.8 Enhanced legal protection of the environment, as one of the purposes of the Draft Principles,9 must therefore be based on existing customary international law and its progressive development. The Commission decided to also include recommendations to account for the uncertain legal status of some of the Draft Principles.10 Second, some related issues touch upon controversial and political matters, as mentioned earlier. Consequently, the ILC has been reluctant to include some of these issues in its workflow.11 Therefore, the adoption of the Draft Principles should be regarded as a starting point for shaping and developing the legal framework for environmental protection in relation to armed conflicts. As a part of that process, Hamburg University and Lund University organized an international workshop in March 2019 in Hamburg. Several members of the ILC, including two special rapporteurs, academic legal experts, and practitioners, attended the workshop to discuss the Draft Principles. The discussion also focused on some issues not covered by the ILC, such as the implications for gender and climate security. The engaging dialogue in Hamburg has inspired the publication of this Special Issue of the Goettingen Journal of International Law (GoJIL) to ensure that the outcomes and ideas of the workshop reach a wider audience. It has also contributed to maintaining the momentum of this topical area of international law by inviting contributions from researchers not present during the workshop in Hamburg.12

Abstract:: The paper examines the concept of belligerent reprisals and assesses the legality of attacking the environment by way of reprisals. The law of belligerent reprisals, which is linked to the principle of reciprocity, allows one belligerent State unlawfully injured by another to react by means of what under normal circumstances would constitute a violation of the jus in bello, so as to induce the violating State to comply with the law. The instances of lawful recourse to reprisals have been considerably limited, since their application is either explicitly prohibited against certain protected persons and objects, including against the natural environment, or is subject to stringent conditions according to customary International Humanitarian Law (IHL). Despite its narrowing scope, the doctrine of reprisals remains a valid concept under the existing legal framework. For one, the state of affairs under customary international law with respect to reprisals directed at civilian objects (including against parts of the environment), subject to certain rigorous conditions, remains unclear. To complicate matters even further, any proposition on the status of reprisals in the context of a non-international armed conflict (NIAC) is shrouded in controversy, as there is no relevant treaty provision. In this regard, the present author endorses the approach espoused in the International Committee of the Red Cross (ICRC) Study on Customary IHL, namely to altogether prohibit resort to reprisals in the context of a NIAC. Turning to the status of reprisals against the natural environment under customary IHL, it is argued that a prohibition of attacks against the natural environment by way of reprisals is in the process of formation with respect to the use of weapons other than nuclear ones. All things considered, the International Law Commission (ILC) was confronted with an uncomfortable situation in the context of its work on the ‘Protection of the Environment in Relation to Armed Conflicts’. By sticking to the verbatim reproduction of Article 55(2) of Additional Protocol I, the ILC chose the proper course of action, since any other formulation would not only undercut a significant treaty provision, but might also result in the normative standard of conduct being lowered.

53. Protecting Protected Areas in Bello: Learning From Institutional Design and Conflict Resilience in the Greater Virunga and Kidepo Landscapes

Abstract:: It has often been cited that major armed conflicts (>1,000 casualties) afflicted two-thirds (23) of the world’s recognized biodiversity hotspots between 1950 and 2000.1 In 2011, the International Law Commission (ILC) included in its long-term work program Protection of the Environment in Relation to Armed Conflict.2 This led to the adoption of twenty-eight Draft Principles, including designation of protected zones where attacks against the environment are prohibited during armed conflict.3 Protected zone designations apply to places of major environmental and cultural importance, requiring that they “[...] shall be protected against any attack, as long as it does not contain a military objective.”4 Most research on armed conflict and protected areas has focused on impacts to wildlife and less on how to protect these natural habitats from the ravages of armed conflict.5 This article highlights some of the gaps in the ILC Draft Principles towards protecting protected zones in bello. It uses transboundary protected areas (TBPAs) formalized through multilateral agreements to illustrate challenges on the ground. TBPAs are internationally designated “[...] protected areas that are ecologically connected across one or more international boundaries [...]” and sometimes even established for their promotion of peace (i.e., Parks for Peace).6 There is little legal research on how to design TBPA agreements for conflict resilience, conflict sensitivity, and ultimately positive peace.7 The research draws from two case studies in Africa’s Great Rift Valley: the Greater Virunga Landscape (GVL) between the Democratic Republic of the Congo (DRC), Rwanda, and Uganda, and the Kidepo Landscape, which forms part of the broader Landscapes for Peace initiative between South Sudan and Uganda. Both suffer from armed conflicts of various types and present two of the only TBPAs in the world that have incorporated environmental peacebuilding into their transboundary agreements.8 The case studies illustrate different approaches to TBPA design and the pros and cons of each modality in the context of conflict resilience and conflict sensitivity. This guides us on how to better protect protected areas in bello, ensuring that protected zones endure on the ground and not just in principle.

Abstract:: The protection of the environment in relation to armed conflict, in particular during armed conflict is a complex problem as it involves at least two different fields of international law, the law of armed conflict (international humanitarian law) and international environmental law. Their mutual relationship is a delicate issue. International humanitarian law is not necessarily lex specialis. Three principles deserve particular attention in this connection: as to general international environmental law, the principle of prevention and the precautionary principle, as to international humanitarian law the duty to take precautions. The terms prevention and precaution are used in different contexts in environmental law (both national and international) and in the law of armed conflict. The duty, imposed by international humanitarian law, to take precautions has much in common with, but must be distinguished from, the precautionary approach of general environmental law. This paper shows what these principles mean and how they relate to each other. It answers the question to what extent the rules based on these concepts are effective in restraining environmental damage being caused by military activities. The application of these principles in peace and war serves intergenerational equity and is thus an important element of sustainable development.

Abstract:: Transnational networks of non-state actors are using ILO Convention No. 169 as a powerful instrument of environmental governance. The treaty promotes the norm of Free, Prior and Informed Consultation (FPIC), empowering local communities to influence infrastructure projects that impact their livelihoods and natural resources. However, there is a disconnect between the Brazilian government’s discourse and the effective implementation of this norm. Using document analysis and process tracing, this article investigates this rhetoric-practice gap. It argues that these transnational networks are diffusing the FPIC norm through Consultation Protocols, slowly bridging the gap.

Abstract:: This paper concentrates on a particular example of cooperation between European cities and indigenous peoples of the Amazon river basin, namely that of Climate Alliance. The New Urban Agenda adopted at the UN Habitat III conference in October 2016 emphasizes that cities and other human settlements should meet the challenges and take advantage of the opportunities for current and future sustainable and economic inclusive development. Cities should also take measures to address climate change and protect and manage their ecosystems, water resources, the environment and biodiversity. Indigenous peoples, just like cities play a crucial role in the fight against climate change. 80 % of the territories with high biodiversity level are indigenous lands. Their indigenous ecological knowledge may serve as a valuable tool in initiatives aimed at fighting climate change. The aim of the paper is to show whether there are any benefits of such cooperation and what is its significance in the fight against climate change. The main research question is: what are the forms of cooperation between European cities and Amazonian indigenous peoples in the framework of Climate Alliance? In which way can European cities support indigenous peoples in their fight for their rights and consequently for the nature’s preservation? The hypothesis is that European cities may learn from indigenous peoples of the Amazon how to combat climate change.

Abstract:: This paper explores the engagement and mobilization of an affluent community in relation to a known environmental hazard. It extends our understanding of individual responses to environmental risk and provides at least one response to the long-unanswered question: how would affluent communities respond to hazardous sites? Despite the contention that these resource-rich communities will respond differently than the less affluent communities that traditionally have these environmental hazards, we find no meaningful difference in their mobilization and engagement. Despite their perception of risk associated with the Ascon landfill in Huntington Beach and relatively little trust in government to clean up the site, the community is largely unwilling to engage in activities related to site cleanup. This is an important contribution to our understanding of what generates individual action for environmental hazards and compels us to re-examine our understanding of what (if any) role socio-economic status plays in an individual’s response.

Starting from the presentation of recent data about these issues in Italy, considered as a good example of a liberal democracy country, the article is set to discuss their social and political consequences, focusing in particular on the so-called “NIMBY syndrome”, its development and the strategies elaborated by public and private actors to cope with it.

Abstract:: Scientific prognoses have shown that by the year 2100, several low-lying island states such as Tuvalu and Kiribati will disappear due to rising sea levels. The submergence of whole territories will have consequences including the displacement of a huge number of islanders. In that context, the question of how to protect their human rights in their future host states is of great importance. In fact, their human rights protection will most likely prove even more difficult if disappearing island states are considered to have lost statehood. Without the nationality of any state, those displaced islanders will be stateless under international law. In this article, the author assesses whether displaced island populations are sufficiently protected by existing international law norms or whether the international community is called upon to create new rules addressing these future challenges.

Abstract:: Four years after the Paris Agreement, atmospheric carbon dioxide (CO2) concentration continues to rise at the same speed as it did before, reflecting unabated growth in global CO2 emissions. In the meantime, CO2 concentration reached 415 parts per million (ppm), a level not found on Earth for15 million years, since the Miocene era, when the average global temperature was at least 4 degrees Celsius higher and sea levels were at least 25 meters higher than today. Further rises in global temperature are unavoidable. The speed and maximum reached will, however, depend on how successful humankind is in achieving carbon neutrality within the coming years and decades. Many cities and towns, especially in subtropical and tropical climate zones, are already being confronted with the devastating effects of climate instability manifested in more frequent, widespread or intense droughts, wildfires, floods, heatwaves, storms and other phenomena, which lead to crop failure, water scarcity, economic devastation and socio-political and security instability. Cities and towns in Europe and other moderate climate regions will soon be confronted with similar situations, and these will make it difficult to fulfil the needs at the base of the Maslow pyramid of human needs. Now is the time for deep climate adaptation and resilience building, while European societies are still rich and stable. The failure to understand the causes and consequences of the climate crisis brings with it the risk of widespread disasters, including the potential collapse of urban centers.

Analizlerde yatay kesit bağımlılığını dikkate alan ikinci nesil testler tercih edilmiştir. Çalışma sonuçlarına göre çevre kirliliği ve çevre koruma harcamaları arasında uzun dönemde eşbütünleşme ilişkisi vardır. Bununla birlikte, çevre koruma harcamalarından çevre kirliliğine bir nedensellik ilişkisi söz konusudur.

And climate change is just one of about five topics I talked about in that book, but it's a particularly useful case to make the main point of the book, and that is that it's not enough in these days to talk about rights. We have a big gap in implementation with rights. And in order to implement rights more fully, we have to think simultaneously about rights and responsibilities. And that when we think of responsibilities, it's not enough to think just about state responsibilities. Of course, and of course with climate change, we want to think about state responsibilities for mitigating climate change, we want to think about corporate responsibilities. But we also want to think about responses of other nonstate actors. And in that I include—I include not just corporations for nonstate actors, but also NGOs, also universities, also individuals.

Abstract:: The problem of human-wildlife conflict (HWC) in Africa – meaning the interaction between humans and wildlife that results in negative effects for both humans and wildlife – poses risks to the preservation of livelihoods as well as wildlife conservation. HWC affects the food security of people, it decreases their physical and psychological well-being and increases their workload.1 In Botswana, for example, where the largest concentration of elephants on the continent can be found (estimated at 126 114 in October 2018),2 the significant number of elephants is not only putting pressure on the ecosystem, but has also led to increased HWC. The wildlife numbers pose a threat to human life, with official statistics indicating that between February 2018 and June 2019, 20 deaths by elephants and several injuries were recorded.3 Elephants encroach on communities, not only killing people but also destroying crops, thereby impoverishing the rural communities who rely on farming for their livelihood. Hidden costs in the form of diminished psychosocial well-being and disrupted social activities raise additional concerns.

Abstract:: The protracted conflict since 2003 in Darfur, Sudan, has resulted in massive loss of human lives and assets, disrupted livelihoods and led to severe food insecurity in some areas. Some 1.6 million internally displaced persons (IDPs) are registered as living in camps. For unregistered IDPs – that is, displaced people living in rural settlements and urban areas – estimates vary considerably, especially as there is no systematic registration of displacement outside of camps.1 IDPs and their host communities have limited livelihood options and often rely on unsustainable coping strategies, such as unmanaged cutting of trees and shrubs for fuelwood and charcoal production. This places an additional burden on Darfur’s fragile ecosystem and related livelihoods.2

Abstract:: The Arctic region has not traditionally been the focus of international politics and world economics; however, recently environmental scientists have flooded the news with the effects of global warming in the region concerning the significant melting ice caps, dramatic ecological degradation, and potential irreversible loss of many species. Climate change is manifesting around the world through floods, ecological degradation, and potentially driving violence and conflict; in the Arctic, all these risks are compounded. The nature of the Arctic pole means that what will happen in the region is guaranteed to have an impact elsewhere. While environmentalists have sounded the alarm about the risks to the environment in the region, there is an ever-growing security danger that faces the Arctic. With ice caps melting and retreating to unprecedented levels, the arctic seabed is now open for nations to explore its reported vast amount of natural resources. This article will identify issues that will shape the twenty-first century of the Arctic. The scope of the article is not meant to be exhaustive of the problems and challenges but offer a thematic overview of the problems. There are three broad categories covered in this article. First, an overview of the changing climate, its ecological and environmental impact, and the challenges of operating in the Arctic. Abstract:: Every day, in countries around the planet, government employees are working on plans that will reduce greenhouse emissions, as each nation promised to do at the 2015 United Nations Climate Change Conference in Paris. Here in Washington? No one has such an assignment. Global leadership used to be an American staple. In fact, we were in the vanguard a couple of years ago when 195 nations assembled in Paris to finalize the climate change accord. In a 180-degree reversal, President Donald Trump opted to withdraw from this pact. But since the rules do not allow that withdrawal to become official until November 4, 2020, there is time for our government to regain its leadership role as the world struggles to meet this fundamental challenge. And the President can do so in a way that strengthens the global competitiveness of the U.S. economy. How? Ask almost any economist what is the quickest, most efficient and least expensive way to reduce greenhouse gas emissions, and he or she will say, “a carbon tax.” Carbon has benefited from a subsidy from day one. Yes, fossil fuels have played a critical role in U.S. prosperity, but they also have driven up the rates and severity of lung cancer, asthma, heart disease and other ailments. In addition, they are the leading cause of climate change, which scientists have concluded is running up the frequency and intensity of wildfires, superstorms and other natural disasters. Yet the price we pay for carbon does not cover any of these costs; all of us pick up that tab. If the price of carbon incorporated such costs, then clean energy sources such as the wind, the sun and nuclear energy could compete on a level playing field. It is true that tax incentives have helped renewable sources develop, and loan guarantees have helped nuclear energy, but each has had less help than fossil fuels have received in direct and indirect subsidies. And yet despite the unlevel playing field, renewables have been a tremendous source of job growth in recent years. Solar now employs over 260,000 in the United States, enjoying a double-digit rate of growth in recent years, and wind energy employs over 100,000. Wind already provides 30 percent of Kansas’ electricity. Though Governor Sam Brownback is a longtime member of the GOP’s right flank, he is a true believer in renewables. Wind energy has drawn $7 billion in capital investment to the state and supports, directly or indirectly, 5,000 to 6,000 jobs.

Abstract:: My wife Barbara and I, and our children, were fortunate to work closely with Dr. Jane Goodall during our 1987-1991 tour in the Democratic Republic of the Congo (DRC). In 1989 Goodall called on Secretary of State James Baker in order to enlist him in her new cause of trying to save chimpanzees in the wild. After discussing her many years of groundbreaking chimpanzee research in Gombe, Tanzania, Goodall explained that, in addition to destruction of habitat, a major problem was the bushmeat trade. She noted that ten adult chimps were killed in the wild protecting every infant captured, and only one out of ten infant chimps survived the journey to the marketplace after being taken from their mothers. Secretary Baker offered the Department’s assistance to her effort. As the largest chimpanzee population was in the DRC, Kinshasa was her first stop in this new endeavor.

Abstract:: This paper analyses the gendered organisational practices of Environmental Non-Governmental Organisations (ENGOs) in the United Kingdom (UK) and Turkey and the possible outcomes of these practices on gender compositions in senior roles. Since gender is an important element in organisations, it is expected to have implications for policies of ENGOs. The research on which this paper is based was undertaken as part of a Ph.D. which examined the gendered nature of ENGOs in Turkey and the UK. The research revealed how and why ENGOs are gendered especially in positions of power and influence. This is an important question because of pressure groups’ influence on environmental decision-making, and yet it has largely been neglected until now. This research revealed that while the ENGO sector is dominated by young single middle-class female employees, white, middle class men are in charge of the decision-making. It showed that the ENGOs reflect the rest of the society and its dominant patriarchal values. The research concluded that gender-biased working practices such as culture of long working hours, lack of formal recruitment and promotion procedures and short-term contract work relations limit career progression of women. This is due to the gendered roles and the traditional division of work in society (the gender division of labour), where triple workload of women remains invisible as a result of patriarchal and capitalist relations existing in both societies.

Abstract:: Scholars are increasing focused on how and why states design international institutions. International relations theories have historically guided research on these institutions, but have not provided adequate insights into the theoretical bases for their design. Rationalists’ theories of domestic politics offer an alternative approach to understanding institutional design. This study utilizes the positive theory of public bureaucracies to examine the design of an international institution, the North American Commission on Environmental Cooperation (CEC), and contends that the institutional choices states make are ultimately strategic choices about anticipated institutional outcomes. Research results demonstrate that institutional choices for bureaucratic structure, organizational mandates, and decision-making authorities for CEC are consistent with the theory of public bureaucracies. Politicians, interest groups, and bureaucrats sought or supported specific institutional features that were driven by their preference for the content and direction of policy that would emerge out of the institution.

Abstract:: Globally, mining and combustion of fossil fuels, especially coal, have resulted in various environmental problems. The adverse effects of these industries on human health, agriculture and the general ecosystem, and how they could result in conflict, have been widely reported. Firstly, this study examines the current state of environmental pollution at a few places in South Africa, and how it could possibly result in environmental conflict between the affected communities and the polluting industries. Secondly, using Nigeria as a case study, it suggests pre-emptive measures that can be taken to forestall such conflict. The issues raised in this study are supported by findings from previous studies conducted at Emalahleni, in the Mpumalanga Province of South Africa. This study used a mixed-methods approach involving interviews with relevant stakeholders and scientific analysis to prove the levels of pollution in the Emalahleni area. The levels of certain air pollutants which are commonly linked with coal combustion and mining activities were assessed at five different schools around mines. Based on these scientific and qualitative results and other issues raised in this study, a number of recommendations are made. It was found that air pollution is a problem which cannot be ignored and immediate action should be taken to avoid future problems.

Abstract:: Analysis of the wildlife-trafficking-militancy-nexus are often shrouded in unproven assumptions and myths. Crucially, they divert attention from several uncomfortable truths with profound policy implications: First is that the nexus of militancy in wildlife trafficking constitutes only a sliver of the global wildlife trade and countering it will not resolve the global poaching crisis. Second, counterterrorism and counterinsurgency forces, even recipients of international assistance, also poach and smuggle wildlife and use anti-poaching and counterterrorism efforts as covers for displacement of local populations and land grabbing. Third, corruption among government officials, agencies, and rangers has far more profound effects on the extent of poaching and wildlife trafficking. And finally, local communities are often willing participants in the global illegal wildlife trade.

80. The United States and Namibia: Promoting Success in a Young African Democracy

Abstract:: Just 27 years old, the Republic of Namibia is among Africa’s youngest countries, but one that stands out on the continent for its functioning multiparty democracy, open market economy and history of peaceful transitions of presidential power. The reasons for Namibia’s success lie in the international process that created it and in the pragmatism of its people. That international process and the United States’ involvement in it have also complicated the U.S.-Namibia relationship in the last three decades. But the United States has long recognized that an investment in the success of a country like Namibia is a strategic long-term investment in our own security. With that in mind, the United States has invested heavily since Namibian independence in 1990 to help ensure that the young country succeeds. In many respects, Namibia is a country of extremes. It is both the driest African country south of the Sahara and, with an area twice the size of California’s and a population of just 2.4 million, the world’s second-least densely populated nation. Namibia is home to the desolate Skeleton Coast, to one of the world’s driest deserts and to the world’s oldest sand dunes, but also to lush, flood-prone forestland lying along some of Africa’s great rivers. Namibia is a major source of diamonds and uranium, but has one of the highest income inequality rates in the world. And Namibia’s people are a multiethnic, multiracial mix that encompasses everything from descendants of German colonists to the San, the world’s most ancient human population. Namibia’s colonial experience featured similar extremes. After one of the First World War’s early military campaigns ended 30 years of German colonial rule in 1915, the League of Nations placed the former German South West Africa under the mandate of the Union of South Africa. The successor Republic of South Africa later refused to surrender that mandate, instead imposing the full oppression of apartheid and seeking to incorporate South West Africa into its territory. The South West African People’s Organization (SWAPO), a Marxist liberation movement formed in 1960, carried on an insurgency against the apartheid regime for three decades as the United States and other Western nations sought a negotiated route to independence. In 1978 the United States co-sponsored United Nations Security Council Resolution 435 to establish a framework for Namibian independence, but an eight-year mediation begun by the Reagan administration in 1981 linked independence to the withdrawal of Cuban troops from Angola. That linkage is still viewed by many Namibians as having delayed their country’s independence for a decade. Thirty years later, the United States continues to confront perceptions that Namibia would have achieved independence years earlier if not for Cold War concerns in the West about Communist influence and support to SWAPO from the old Eastern Bloc. Namibian independence in 1990 was the culmination of a unique negotiation and self-determination process administered by the United Nations pursuant to UNSCR 435. Nearly 25 years later, I presented my credentials as the tenth U.S. Ambassador to the Republic of Namibia, just two days before general elections that would sweep the country’s third president, Dr. Hage Geingob, into office with 87 percent of the popular vote. No stranger to government, Dr. Geingob chaired the assembly that drafted the Namibian constitution in 1989 and served as the country’s first prime minister. Harkening back to the international effort that created what Namibia is today, President Geingob likes to say that his country is “a child of international solidarity, midwifed by the United Nations.” At independence, the SWAPO liberation movement became the popular political party that has ruled Namibia continuously since 1990. While the restyled Swapo Party put aside most of its Marxist principles when faced with the reality of governing, Namibia’s foreign policy has remained strongly shaped by gratitude to its erstwhile allies and adherence to its non-aligned, liberation-era ideals. At the same time, however, Namibia’s approach to its foreign development partners has generally been marked by pragmatism and a desire to be, as the country’s current president puts it, “friend to all and enemy to none.” The United States has sought since Namibia’s founding to support the new country in its building of a modern, democratic state. Even before the Namibian flag was raised for the first time, the United States offered major assistance in removing the explosive remnants of war—an intense effort that required more than a decade to complete. The Peace Corps answered a plea for help from Namibia’s new leaders in 1990 by sending a cadre of education volunteers. In the quarter-century since, Peace Corps has maintained and expanded its presence in Namibia. More than 1,600 volunteers have served in the country since 1991, offering their skills in education, health and community economic development. The Peace Corps was not the only U.S. government agency that lent a hand with education. A decision at independence by Namibia’s new leaders to make English the national language prompted a 15-year, USAID-administered assistance program to convert the national education system from Afrikaans, train the country’s teachers to instruct in English and improve school infrastructure. Namibians say theirs was the first country in the world to enshrine environmental protection in its constitution. Support provided by the United States through USAID in the 1990s helped establish Namibia’s internationally renowned, community-based conservation system. The country has a larger wildlife population now than at any time in the past century and is home to nearly half of the world’s remaining black rhinos and most of the world’s cheetahs. The Namibian conservation model built together with USAID created 82 registered communal conservancies that allow local communities to benefit from the sustainable use of wildlife through tourism and sport hunting. In 2013, the conservancies generated about $7 million in direct revenue and in-kind benefits. The success of the model has created a powerful incentive for those living within conservancies to protect wildlife and manage natural resources responsibly. Indeed, the conservancies are largely responsible for the rebound in Namibia’s elephant population from 7,500 in 1995 to more than 20,000 in 2016. In 2007, Namibia qualified for an assistance compact with the Millennium Challenge Corporation (MCC). Negotiations on the details of the compact took more than 18 months, but ultimately produced a blueprint for spending $305 million on an array of infrastructure and other development projects focused on education, tourism and agriculture. The five-year compact, which ended in 2014 having met or exceeded all of its targets, was regarded by both the Namibians and the MCC as a signal success. As it was underway, Namibia also achieved upper-middle income (UMI) status according to the World Bank—one of the indirect effects the MCC compact was intended to achieve. Ironically, that success meant the country was not eligible for another compact. The crown jewel of U.S. government assistance to Namibia remains our support in fighting HIV/AIDS. When the President’s Emergency Plan for AIDS Relief, better known as PEPFAR, began working with the Namibian government in 2004, the country had one of the highest HIV burdens in the world. More than 23 percent of the population was infected, and more than 15,000 Namibians were getting infected with HIV each year. More than 30 percent of babies born to HIV-positive mothers were infected with the virus, and nearly 10,000 Namibians were dying from AIDS every year—out of a population of just 2 million. Our success in working with the Namibian government to fight HIV/AIDS has been nothing short of remarkable. Last year, fewer than 8,000 Namibians were newly infected with HIV, less than 5 percent of babies born to HIV-positive mothers became infected and fewer than 3,200 patients died from HIV/AIDS. Currently, more than 70 percent of Namibians have been tested for HIV and know their status. Free antiretroviral treatment is widely available across the country; 67 percent of infected adults and 90 percent of infected children are on it. Most striking, an estimated 100,000 Namibian lives—nearly 5 percent of the country’s total population—have been saved. The United States has played an integral role in these achievements, and it has required a major investment. Of the more than $1.1 billion in foreign assistance the U.S. government has invested in Namibia since 2006, the majority has been dedicated to the fight against HIV/AIDS. But our investment has been dwarfed by the Namibian government’s own contribution to the fight. Namibia’s government directly funds two-thirds of the national HIV response, demonstrating to the world its leadership and commitment to its citizens. Our shared success in fighting HIV/AIDS has not come easily. Widely scattered populations, distances between health facilities, shortages of skilled health care providers, limited infrastructure and difficult terrain contribute to the reality that not all Namibians have access to the same health services. To meet the challenge, our work through PEPFAR in Namibia has required innovation and flexibility. It has also necessitated a model of government-to-government cooperation in which U.S. resources have supplemented and expanded upon the Namibian government’s efforts rather than leading them. Our support has helped move Namibia within realistic reach of achieving the UNAIDS 90/90/90 targets* for HIV epidemic control by 2020. This means Namibia has the potential to be among the first high-burden countries in Africa to reach the targets and, if the epidemiologists are right, to achieve an AIDS-free generation. As the size of Namibia’s younger population increases, so do their demands for education, social services and jobs. The country’s UMI status means that international development assistance once aimed at bolstering Namibia’s young democracy is now going to countries in greater need. And as Namibia’s liberation-heroes-turned-graying-politicians seek to respond to the demands of the younger population, they also face the inevitable reality of transition to a post-liberation-era generation of leaders. Navigating that transition is the most significant political challenge the country will face in the next decade. Cognizant of their legacy and committed to an enduring democracy, Namibia’s leaders are working to ensure that their country maintains its standing as a haven of peace and stability. It remains in the national interest of the United States to help them—and Namibia—succeed.

Abstract:: Sooner rather than later, policymakers around the world will need to confront an uncomfortable reality: that despite the best efforts of national governments and thousands of mayors and other civic leaders, we can no longer contain global average temperatures to below 1.5–2 degrees Celsius above preindustrial levels through mitigation of carbon emissions alone. It is widely acknowledged that even if the world stopped all emissions today, there would still be a rise in global temperatures to a level that would stay for hundreds of years (the lifetime of the carbon dioxide already in the atmosphere) before temperatures began to drop, thus constituting a temperature “overshoot.” For many experts the question is no longer whether the world can keep the temperature rise below the goals stipulated in the Paris Agreement, but by how much will the world miss that target and how long will the overshoot last. The acknowledgement of this temperature overshoot—alongside a growing appreciation of its devastating impact on people’s lives, the global economy, and the environment—may mark a new inflection point in our efforts to manage the risks of climate change.1 When you add to this the U.S. president’s announcement in June 2017 that the nation would withdraw from the Paris Agreement, it comes as no surprise that a growing number of scientists are thinking about additional approaches to managing the risks of an overshoot. Perhaps most dramatically, we have seen a resurgent interest in a field that once resided at the fringes of science or on the pages of sci-fi novels, but which is now being taken quite seriously in academic circles: geoengineering. As this interest develops, it is becoming more likely that a group of countries or cities or even one or more wealthy individuals might decide to deploy geoengineering technologies during the coming decades. We need to be ready for any such eventuality; and being ready means considering a host of pressing questions. How would we govern such actors? Who assesses the balance of risks and rewards when deploying geoengineering technologies? What safeguards and what compensation mechanisms need to be built in? If we start deliberately altering global temperatures, who controls the global thermostat? It was to address these questions that the Carnegie Climate Geoengineering Governance Initiative was born: to bring the profoundly complex issues of geoengineering governance and ethics to a much wider audience.2 We are potentially at the dawn of an age of geoengineering. It is time for policymakers to start discussing whether geoengineering is to go forward and, if so, how.

Abstract:: At the end of August, Chinese and Indian troops both pulled back from the Doklam region in Bhutan after weeks of tense posturing. The face off began in June when Chinese construction crews accompanied by soldiers began building a road. The area is sensitive to Indian national interests not only because of its ally Bhutan, but also due to area’s proximity to a narrow corridor connecting eastern India with the rest of the country. Beijing repeatedly ratcheted up the messaging to India, including the release of a Ministry of Foreign Affairs legal justification of China’s territorial claims against India (China Daily, August 3, 2017). If the two sides decide to face off again, forces on both sides will need to contend with the difficult mountain terrain and complex weather conditions. To prepare for such a contingency, both India and China have invested significantly in units capable of mountain and high-altitude warfare. An examination of the Chinese Military’s doctrine and training of such units provides important insights into how such a conflict would be conducted.

Abstract:: In February 2017, California’s Oroville Dam threatened to collapse due to an unprecedented level of water in its reservoir. Faced with the possibility of calamity (Oroville Dam is the nation’s tallest at 770 feet), state officials evacuated 200,000 people from downstream areas.[1] The Oroville incident followed another high-profile water tragedy in the United States. In December 2015, Flint, Michigan Mayor Karen Weaver declared a state of emergency because lead contamination from Flint’s ancient water pipes poisoned the city’s water supply, making it unsafe to drink.[2] Michigan’s governor, Rick Snyder, and President Obama both followed with similar declarations. Flint sadly became a national symbol of incompetence, to some even proof of deliberate malfeasance by public officials. Despite remedies to fix the problem, Flint’s water remains unsafe, and the city’s residents continue to go about their lives drinking bottled water. These cases are more than just poignant demonstrations of the truism that water is life. They show that even in advanced societies, there is a fine line between water security and insecurity, between having and not having on-demand clean water in exactly the right quantities at precisely the right moment. In the United States, we are the beneficiaries of past investments in water infrastructure that have removed water insecurity from our lives. We believe that simply turning a tap provides clean, drinkable water as a free good of nature, as readily available to everyone as it is to us. Unfortunately, this assumption is not only untrue, it is dangerous to boot. A great many societies around the world are water insecure, meaning their inhabitants do not enjoy what Americans take as a given. As water is fundamental to public health, economic activity, energy and agricultural production, and countless other uses, the poor supply of water or disruption in that supply is a serious threat to domestic and international security...

Abstract:: Despite a profound global impact over the first half of the twentieth century, polio is largely an afterthought throughout the developed world. Vaccines engineered in the late 1950s paved the way for a precipitous drop in global disease burden with the onset of the World Health Organization-led (WHO) Global Polio Eradication Initiative (GPEI) starting in 1988. Recent indicators of the program’s success include a declaration of eradication in India[1] and a teeteringly low infection rate in Nigeria;[2] two of the disease’s last bastions. This progress, however, has been notably stifled by the steady persistence of a wild poliovirus reservoir centered in northern Pakistan along the Afghanistan-Pakistan (Af-Pak) border. Throughout significant portions of recorded history this region’s volatility has been well-documented, including a currently sustained network for the training of terrorist fighters dating back to the period of the 1979 Afghan-Soviet War.[3] These networks serve to both attract fledgling radical jihadist recruits and supply fighters globally, markedly providing many of the transnational fighters taking part in the Syrian Civil War. Their movement in and out of the Af-Pak region has provided a major disease vector for poliovirus. The location of a terrorist network transit hub in by far the world’s largest remaining reservoir of wild poliovirus poses a major challenge for policymakers. Due to several factors, including a decline in healthcare infrastructure throughout the western world, the situation presents a legitimate epidemiological threat. However, the issue is more importantly an exemplar of the morphing nature of multidimensional threats, which are likely to become more prevalent in an era of globalization, failed states, and an inability to effectively address social issues amidst the threat of kinetic warfare...

Abstract:: China is currently experiencing its fifth epidemic of “bird flu,” or avian influenza H7N9, since 2013 when it was first noted to cause human infections. The virus, which is mainly transmitted from poultry to humans, is also prone to limited human-to-human transmission. To date, there have been 1,258 human cases, with one-third of those cases (460) occurring during this year’s epidemic alone.[1] There are many “subtypes” of avian influenza circulating in birds around the world and most of these viruses cause limited or no human infections. However, two avian influenzas subtypes causing high human mortality have jumped from birds to humans in the last decade, H5N1 and then H7N9. The significant potential of this class of viruses to cause a human pandemic is a global public health concern, particularly because the conditions leading to the rise of these infections are becoming more favorable — for the viruses.

Abstract:: The year of 2015 was an important milestone in terms of new progresses in development and climate change areas. Adopted Sustainable Development Goals (SDGs) and the Paris Agreement for climate change were two successful issues because of country-driven and comprehensive processes. SDGs which replaced to Millennium Development Goals (MDGs), includes 17 goals and 169 targets. The Paris Agreement aims to reduce greenhouse gas emissions. There are significant direct and indirect interconnections between SDGs and the Paris Agreement. Due to negotiations of the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC) and SDGs continued in different platforms, both the Agreement and SDGs could not sufficiently provide input for each other. There is still room to ensure alignment between these two processes and outcomes while implementation, monitoring and reporting of the Paris Agreement and SDGs. In this paper, the key elements of the Paris Agreement, namely, adaptation, mitigation, finance, capacity building, technology transfer, cooperation and partnerships are determined, then these elements are tracked under the SDGs in order to analyze the connections and missing parts between SDGs and Paris Agreement. The findings present that the direct linkages between SDGs and Paris Agreement were not strong but, there are substantial and implicit interconnections among the Agreement and SDGs. This paper evaluates these decisions in light of the existing general practice on expropriation and Fair and Equitable Treatment, as well as from a pragmatic perspective in the context of climate change. Abstract:: Environmental issues have been on the international agenda for so long. However, International Relations (IR) theory acknowledged the environmental problem belatedly. When dealing with it, IR theory generally saw this problem as an annex to its central concerns. So, the environment as a research subject is considered either an issue of conflict or of cooperation from the perspectives of realism and liberal institutionalism respectively. By questioning this sort of consideration as a starting point, this article discusses the international environmental problem within the context of complexity and multiplicity of structural contradictions and overlapping and opposing interests of actors. The first section reveals the impasses of mainstream IR theory. The second section explores different aspects of the internationalization of the environment through a critical reassessment of state-centric understandings and problem-solving strategies. The interactions between national and international domains are also argued by employing normative environmental regulations. The last section examines the effects of corporations, states, international institutions and NGOs as main actors on the internationalization of the environment. This examination needs to take into consideration actor-structure relations. In other words, instead of separating politics from economics, and actors from capitalist structures at the domestic and international levels as does mainstream IR theory,

Abstract:: MCU Press (MCUP) proudly offers readers this special issue of MCU Journal (MCUJ) that focuses on the past, present, and future impact of climate change and policy. While it is not our intent to take a political or philosophical stance on the issue, we do intend to use this medium to inspire discussion on how U.S. agencies and Service branches address the subject based on operational demands, political pressure, and public opinion. Readers might wonder how this global topic impacts the U.S. Marine Corps; however, the two are not such disparate concepts, particularly when we consider the connection between climate change impacts and humanitarian aid and disaster relief operations the Corps has supported as early as 1895. Brooks Flippen at Southeastern Oklahoma State University; Michael Reis at History Associates Inc.; our partners at CNA, Ralph Espach, David Zvijac, Ronaldo Filadelfo, Catherine Schkoda, Shawna Cuan, and E. Future issues of MCUJ also will include articles written by military personnel who understand the value of their perspectives and the importance of that knowledge not being lost once a deployment or active duty ends. MCUJ offers readers truly engaged authors from a myriad of backgrounds, with a variety of professional experience, and whose perceptions are important in the policy world.

96. Exercising or Evading International Public Authority? The Many Faces of Environmental Post-Treaty Rules

Abstract:: Post-treaty instruments (PTIs) are informal instruments adopted by consensus of the treaty parties as follow-up decision to a particular provision in a treaty. PTIs are potentially significant instruments for advancing environmental global governance, as the treaty parties may use them to transform indeterminate treaty provisions into more specific environmental rules and decisions. While a number of PTIs are rightly characterized as exercises of authority, this article seeks to demonstrate how certain environmental PTIs with rule-setting character (‘PTRs’) amount to evasions of authority by reducing international authority over States’ environmental policies, or alleviate rather than tighten the treaty parties’ obligations, through their content or legal status. First, some PTRs avoid authoritative language, requiring little or no concrete action by the treaty parties. Some treaty-based assignments to adopt PTRs are never even acted upon. Other PTRs simply water down the obligations of the treaty parties compared to the underlying treaty provisions. Second, PTRs possess an ambiguous legal status both in legal doctrine and in the practice of domestic and EU courts. The article further argues that consensual decision-making may well be at the root of this ambivalent practice. As a broader contribution to the debate about International Public Authority (IPA), the proposition is advanced that we need to scrutinize more carefully what kind and degree of authority an instrument exercises exactly – or not. Evasions of authority and alleviations of obligations – which can be conceived as a special type of exercising authority through inaction – have important implications for what future legal frameworks of international public law must deliver in terms of effective and legitimate procedural design.

97. Towards a New International Law of the Atmosphere?

Abstract:: Inclusion of the topic ‘protection of the atmosphere’ in the current work programme of the UN International Law Commission (ILC) reflects the long overdue recognition of the fact that the scope of contemporary international law for the Earth’s atmosphere extends far beyond the traditional discipline of ‘air law’ as a synonym for airspace and air navigation law. Instead, the atmospheric commons are regulated by a ‘regime complex’ comprising a multitude of economic uses including global communications, pollutant emissions and diffusion, in different geographical sectors and vertical zones, in the face of different categories of risks, and addressed by a wide range of different transnational institutions. Following several earlier attempts at identifying cross- cutting legal rules and principles in this field (by, inter alia, the International Law Association, the UN Environment Programme, and the Institut de Droit International), the ILC has now embarked on a new codification/restatement project led by Special Rapporteur Shinya Murase – albeit hamstrung by a highly restrictive ‘understanding’ imposed by the Commission in 2013. This article assesses the prospects and limitations of the initial ILC reports and debates in 2014 and 2015, and potential avenues for progress in the years to come.

98. The EU Commission and the Fragmentation of International Law: Speaking European in a Foreign Land

Abstract:: The debate on the fragmentation of International Law has been relatively dormant in recent years. However, recent events demonstrate not only that this debate should be re-awoken, but also that some key elements of this debate must be reconsidered. Notably, while the fragmentation of International Law has often been discussed from the perspective of courts and judges, this article examines the view and the impact of a different institutional actor – the Commission of the European Union. This contribution analyzes a series of amicus briefs that were submitted in a number of investment treaties-based cases. These briefs, which were recently disclosed to the author, reflect a certain radicalization of the European Court of Justice’s view concerning the place and the role of the EU’s legal system within the international legal order. This article discusses the problematic implications that the Commission’s approach may have on the international legal order, as well as possible future pathways.

Abstract:: Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries. Abstract:: If there is one issue in contemporary international relations that continues to provoke interest in academic and policy making circles alike it is how states, regions and the world should react to a rising China. While the influence of the People's Republic is being felt from Africa and the Global South through to the developed economies of North America and Europe, it is in East Asia where a re-emerging China has most focused the minds of diplomats and strategists, leaders and scholars and, indeed, the military men and women who must navigate this increasingly precarious great power polity. Within this East Asian context this new volume by David Martin Jones, Nicholas Khoo and MLR Smith delivers thoughtful and attentive analysis to the problem of responding to China's rise. The book is neither a historical account of the rise of China, though it does offer sufficient historical contextualisation for the reader, or another collection of prescriptive policy suggestions, though there are clear conclusions made about which regional and state strategies have best dealt with the rise of the Sinic superpower. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.
