Abstract:: The Covid-19 pandemic has prompted countries to implement a wide range of specific cross-border security measures. The fear and anxiety induced by this crisis have rapidly expanded and contracted countries’ understanding of ‘self’ and ‘other’. This study examines Japan’s shift from liberal pre- Covid-19 border policies to the most stringent border closure measures among the G7 countries during the pandemic. In this study, we argue that the pandemic-induced fear increased anxiety in Japan’s public health safety identity, rapidly reshaping the conceptualization of the ‘self’ and ‘other’ in crisis scenarios. This shift aligns with Japan’s historical narrative of combating unprecedented threats to public health.

Abstract:: Especially in times of crisis, states can influence the public and private spheres by relying on their legitimacy power. Aside from its emergence and importance for humanity, the state reshapes individuals' private and public spheres by influencing them. The reshaped public and private spheres undoubtedly require a new perspective. Whether these areas have changed, the fate of their boundaries and the approach of individuals and the state to these areas may differ between ordinary and extraordinary periods. In the emergence of differences, the current understanding of governance is as important as how the state perceives its people and how the people perceive the state. Because these perceptions affect the parties' expectations in ordinary and crisis periods, criticism or acceptance develops due to the actual practices. In this article, the Covid-19 pandemic has been defined as a crisis period, and the Republic of Türkiye has been chosen as the subject whose policies implemented during the crisis period have been observed. The study examines the state's authority to intervene in the public and private sphere boundaries during the Covid-19 pandemic and the changes in these boundaries. Within the scope of the article, the study carried out in this direction examines how the edges of the public and private spheres were affected by the state's interventions/practices/policies during the Covid-19 crisis.

Abstract:: In March 2020, COVID-19 was declared by the World Health Organisation (‘WHO’) as a global pandemic. Since the WHO’s declaration, it has become increasingly clear that the most vulnerable communities have experienced the brunt of the pandemic. Though race, ethnicity and economic status are considered in a majority of reports on the social, physical and financial impacts of COVID-19, there is little to no information on the impact of COVID-19 on stateless communities within the United States (‘US’). This research endeavours to add to the understanding of statelessness in the US by determining the impacts of COVID-19 on stateless people in the US through a survey scoping project. Through anonymous questionnaires completed by stateless individuals (n=19) in the United States, this study explores how stateless individuals have been impacted by the pandemic, including experiencing economic hardships, mental health challenges, physical health concerns and issues with documentation and legal status.

5. The Socio-Economic Impact of the Covid-19 Pandemic on Syrian Refugees in Turkey

Abstract:: Building upon empirical research, this study examines the socio-economic impact of the Covid-19 pandemic on Syrian refugees in Turkey by analyzing its implications on employment, livelihood opportunities, and social cohesion. More specifically, it focuses on the experiences of Syrian refugees to examine the ways in which they exert their agency to cope with the structural constraints when faced with ‘multiple crises’ in host countries, intersecting with the dynamics of a ‘normalized refugee crisis’. Our findings from fieldwork conducted in the top six refugee-hosting cities reveal that loss of jobs, limited access to decent work, increased dependency on external financial assistance, and social exclusion have been some of the most acute effects of the pandemic on refugees. Meanwhile, the perceived effects that refugees have on the host community’s welfare trigger problems that impede social cohesion. All in all, the study intends to highlight the far-reaching effects of the pandemic beyond its direct health implications by addressing the structural vulnerability of refugees and the importance of providing an enabling environment for socio-economic self-reliance.

6. Warnings and Welcomes: China’s Reopening and the Politics of International Travel

Abstract:: Over the past two months, as the People’s Republic of China (PRC) has rapidly rolled back its strict zero-COVID epidemic prevention policy, COVID-19 has spread rapidly throughout the country. The combination of the PRC reopening its borders to outbound travel on January 8 and the ongoing pandemic has put countries that are major travel destinations for Chinese nationals in a bind. Governments have responded differently to the situation, with some imposing testing and quarantine requirements and others declining to do so. In China, official and social media have generally lauded countries that have desisted from testing requirements and opened their doors to Chinese tourists. Thailand, in particular, has been widely celebrated. Not only did Thailand decline to impose testing requirements on inbound travelers from the PRC, but several senior Thai government ministers went to the airport to welcome the first planeload of Chinese tourists following the lifting of travel restrictions on January 8 (Guangming Daily, January 17). Scenes of smiling Thai officials and airport workers greeting the first group of arriving tourists circulated widely in Chinese media.

Abstract:: This essay aims to clarify the most popular impacts of the COVID-19 pandemic and examine a future projection of Post-COVID-19 in Japan. This is based on interdisciplinary studies, particularly the literature survey on global governance in English and Japanese. Japan has consistently lived after WWII under the principles of freedom, democracy, human rights, and the rule of law. Given the challenges caused by the pandemic, it is unpredictable how much conflict between multiple powers will hinder national security and economic globalization. The following five actions should be executed: Japan should participate in international research activities to envision a future society, Japan should adopt a unique future concept to address ageing populations and social security reform in their international cooperation, a review of neoliberalism, construction of a society that can respond to societal risks, and political leadership and freedom of speech to deal with serious social risks should be championed.

Abstract:: The current Ukrainian-Russian war has far greater-reaching effects than what is typically reported in much of the international news media. The war has significantly impacted African development, which was already harmed during the global Covid-19 pandemic. With the pandemic seemingly over, African nations such as Rwanda hoped for increased economic development. However, the current war in Ukraine sparked increased fuel and food prices throughout the continent, which has impacted expected growth rates. This article reviews the war’s impact on the central African nation of Rwanda. It illustrates Rwandan anger about the economic implications of the war and the frustration from the nation’s inability to stop its effects.

Este sesgo cognitivo, denominado efecto de ilusión de verdad o de verdad ilusoria, se basa en la mayor facilidad que tenemos los seres humanos para procesar cognitivamente la información que nos resulta familiar. En este artículo se describe este sesgo cognitivo y su relación con la propagación de noticias falsas en determinados contextos y acontecimientos sociohistóricos, como instrumento para confundir y manipular a la opinión pública. Entre estos acontecimientos podemos citar las mentiras difundidas por la Administración Bush en 2003 en torno a la supuesta posesión de armas de destrucción masiva por parte de Irak; el uso indiscriminado de fakes por el expresidente de los Estados Unidos, Donald Trump; la campaña de distribución de información falsa por parte del independentismo catalán; y la propagación incontrolada de fakes y bulos en nuestro país durante la pandemia de COVID-19.

10. Coming to Grips with Poverty in Africa

Abstract:: Reducing poverty has been at the heart of U.S. foreign assistance in dozens of low-income countries for more than a half-century. Despite U.S. foreign policy objectives, much work, and hundreds of billions of assistance dollars expended, the poorest of the poor have not advanced. While some low-income countries have made some small progress, after decades of aid most are still in the bottom ranks of absolute poverty. All the countries in the Least Developed Country (LDC) category have more poor people than ever before. Thirty-seven of forty-seven of these LDC countries are in Africa. Although a handful of countries have graduated from LDC status, this disturbing ranking remains basically unchanged since the LDC list was established by the UN General Assembly in 1971. This unchanging list of extremely poor countries tells us that a better understanding of poverty is needed, especially in Africa, to make U.S assistance programs more effective. While Asian countries have made remarkable progress over the past 50 years in reducing the number of poor, the absolute number in sub-Saharan Africa (SSA) continues to grow. People in SSA are more than twice as likely to live in poverty than in South Asia, the next poorest region in the world. The World Bank reported there were 284 million Africans living in extreme poverty in 1990; this number had risen to 433 million in 2018 and continues to rise. The percentage of the population living in poverty in SSA is slowly decreasing, but this decline is overcome by population growth. The COVID-19 pandemic pushed tens of millions of people below the poverty line of $1.90 per day. Climate change, rising crime, inflation, and violent conflict are forcing many more millions below this line. Governments that are unable to provide basic services and struggle to cope with high levels of national debt compound the problem. The 2030 UN targets for eradicating poverty will not be met.

11. HIV, the Legacy of America’s Response, and Lessons for Future Outbreaks

Abstract:: As I stood in line (safety distanced) to receive a COVID test before returning home to the US after a trip to Cote d’Ivoire in 2022, I was able to see and reflect upon the enduring legacy of the American public health diplomacy effort to fight the global pandemic of HIV. The testing site had the unmistakable dual-flag PEPFAR (The President’s Emergency Plan for AIDS Relief, announced by George W. Bush in 2003) logo outside, indicating that the testing equipment (and likely the training for the personnel inside) came via a PEPFAR project. I’ve seen similar stamps on rural labs and remote health posts across the countries I’ve worked in (as well as on the airport welcome signs of many a friendly health worker who has readily included me in their work), and it always serves to remind me of the common goals we are working towards in these health diplomacy projects.

12. China’s New Historic “Leap” Narrative: Coverup for the Zero-COVID Policy Failure?

Abstract:: With Chinese authorities having shifted away from a zero-COVID policy at the end of November, the country now faces an unresolved dilemma as to its future approach to economic development and public health policies. A critical question is: will the Dengist doctrine of “Reform and Opening-up” return to the political discourse? But the most critical issue revealed by People’s Daily is how Chinese propaganda has portrayed the recent chaos, as well as how it has promoted General Secretary Xi Jinping’s image in spite of the failure of the zero-COVID policy. These questions are of particular importance ahead of the second plenum of the 20th Party Congress, which is planned for February 2023. A brief analysis of the theoretical section of the People’s Daily, “An Intersection of Thoughts” (思想纵横), throughout December 2022, may offer some preliminary answers. The critical points introduced in People’s Daily indicate how China is likely to be led moving forward, with major features such as governing within a “one way” approach and a Chinese-style modernization process representing what is seen as a rational path of development going forward.

Abstract:: Through the ‘game changer’ project of China Pakistan Economic Corridor, China is aiming to stabilize its western part by promoting investment and economic development in its neighbour to the West, Pakistan, which will lead to a boost in the Pakistani economy through investments in infrastructure and construction of gas and oil pipeline. There is also the aim of reducing extremism in the Xinjiang region. However, there are several social, cultural and political changes that the project has the potential to bring about in Pakistan. This research work has made an attempt to understand the variousimplications of the China Pakistan Economic Corridor on Pakistan as well as how the COVID-19 pandemic impacted CPEC and the path ahead as the world slowly transitions out of COVID-19. 14. Using Real-Time Google Search Activity to Target Emergency Fiscal Stimulus

Abstract:: In the aftermath of the COVID-19 pandemic, the U.S. Congress transferred nearly $1 trillion USD to state and local governments between April 2020 and March 2021 to support vaccination efforts, keep schools open, and sustain economic recovery. As of March 2023, much of this money remained unspent, raising questions about the underlying process of determining the size and distribution of aid. This paper explores how Google search data and machine learning models can work in real-time to assist policy makers in evaluating fiscal policy proposals. These results are among the first pieces of evidence that economic models can feasibly integrate alternative sources of data to provide real-time estimates of economic activity at the state level. The author’s models provide reliable and accurate estimates of state and local fiscal need and indicate the states that need relief the most months ahead of official estimates. The more tailored models presented in this paper could lead to more equitable and effective outcomes at a fraction of the cost to taxpayers when used to inform emergency fiscal stimulus distribution in the future.

Abstract:: The article addresses the problem of the limited effectiveness of the perception of warning signals related to threats. The subject is an element of the search for methods to improve the efficiency of risk monitoring systems. The problem with these systems is the fact that, despite the existing standards, binding norms and regulations, as well as numerous organisational, technological, and institutional security measures, unexpected negative events still occur, and their consequences include not only significant losses but also numerous human tragedies. The article presents a model of the efficiency of the perception of threats that identifies a 9-dimensional vector of the “significance of the perceived threat”. Each of the presented dimensions reflects a specific factor that influences the significance of the perceived threat. The research was based on the feeling of endangerment caused by the COVID-19 pandemic among the citizens of Poland. The threat was particularly noticeable in the first phases of the pandemic, i.e., in March and April 2020 and October-December (the second wave of the pandemic).

Abstract:: COVID 19 affected the projection of the SDGs, with debates on a post-pandemic "green" exit. With a multilevel perspective, this paper addresses the evolution of energy policies in MERCOSUR countries, focusing on renewable energies and climate change. Uruguay's case is discussed, in contrast with Argentina and Brazil. Points of convergence in divergent situations are considered, given the commercial exchanges of electric energy between Uruguay and its MERCOSUR partners. Investments in renewable energies in Uruguay, its current situation, and its prospects are analyzed, considering the position of the Block and an eventual scheme of regional climate governance in the future.

Abstract:: With more than a million Americans dead from COVID-19 and the pandemic associated directly or indirectly with around 15 million deaths globally by the end of 2021 according to World Health Organization estimates, it is essential to reassess the global biological threat landscape, including the possibility that bioterrorists or other bad actors might seek to exploit advances in biotechnology to engineer a future pandemic. In a joint effort, the Combating Terrorism Center and the Department of Chemistry and Life Science at West Point have assembled some of the best and brightest thinkers in the counterterrorism, policy, and scientific communities around the world for their perspectives and analysis on the evolution of the biological threat picture. The result is a two-volume set of special issues, with the second volume being published this month. In the feature article, Gary Ackerman, Zachary Kallenborn, and Philipp Bleek present a bioterrorism classification schema to evaluate the pandemic’s impact on bioterrorism. They assess that “when it comes to bioterrorism, the pandemic probably has not moved the needle much. Although COVID-19 might encourage apocalyptic cults, some radical environmentalists, some extreme right-wing groups, and some Islamist extremist groups toward biological weapons, most other terrorist groups are more likely to be discouraged. The pandemic has bolstered some terrorists’ bio-related capabilities but in at most modest ways. At the same time, lessons from the COVID-19 experience may both help reduce the consequences of a future attack and heighten perceptions of bioterrorism risk.” Our interview is with Shmuel Shapira, who served as Director General of the Israel Institute for Biological Research between 2013 and 2021. Audrey Kurth Cronin argues that “the most significant new risks of [biological] attacks come largely from insider threats by knowledgeable scientists with questionable motives, proxy actors backed by adversarial states, or even those experimenting with new biotechnologies irresponsibly.” She writes that “the old threats of bioterrorism remain, but they are joined by new ones that are falling between the seams of biology and other disciplines, especially engineering, data science, and computer science, and especially at the intersection between molecular biology and artificial intelligence.” Jaime Yassif argues it is vital to “take action to safeguard the life sciences to prevent biotechnology catastrophe, in addition to bolstering law enforcement and intelligence capabilities to more effectively anticipate and prevent bioterrorism and other biological threats.” She writes: “In biosecurity, there is no single solution or intervention that can eliminate all risk. That is why a layered defense is needed, in which multiple interventions in aggregate add up to substantial risk reduction.”

Abstract:: “The January 15, 2022, hostage crisis at a Jewish synagogue in Colleyville, Texas, resurfaced a longstanding jihadi cause when the armed hostage-taker demanded the release of Dr. Aafia Siddiqui, a Pakistani neuroscientist-turned-al-Qa`ida-operative currently serving an 86-year-sentence in an American prison for attempting to murder U.S. troops in Afghanistan,” writes Bennett Clifford in this month’s feature article, which looks at how her case continues to motivate jihadi terror plots in the United States. Clifford argues that “the factors that initially skyrocketed her case as a cause célèbre for jihadis have grown in importance. The jihadi movement, particularly in the West, has had a particularly intense focus on the plight of Western women jihadis behind bars during the past several years … [and] Siddiqui is the prototype for the ‘aseerat,’ the female prisoners of the jihadi movement who are constantly the subject of propaganda pushes, crowdfunding campaigns, and jihadi operational activities.” Our interview is with David Caulfield, who served as Chief of the Defense Combating Terrorism Center at the Defense Intelligence Agency before his retirement earlier this year. Daniel Heinke assesses that the Querdenken protest movement in Germany, which emerged in 2020 in opposition to government COVID-19 measures, is “apparently open to conspiracy theories and right-wing extremism” and has become “a serious threat to public security.” He notes that not only did Querdenken protestors attempt to storm Germany’s parliament building in August 2020, prefiguring the January 6 U.S. Capitol riot, but an alleged 2021 plot to assassinate Saxony’s premier was “reportedly fueled by corona-skeptic grievances and apparently had linkages to the broader Querdenken movement.” He writes: “The threat posed by the movement is that it can fuel anti-government sentiments and thus may form a gateway for the acceptance of more extremist views and ultimately for the belief that resorting to violence may be acceptable or even necessary to defend rights.” Audrey Alexander and Teddy MacDonald examine how jihadi terrorists in Syria move, hide, and access funds using digital currencies. They assess that “All in all, digital currencies are not replacing other methods of terror finance. Instead, terrorists in Syria often use digital currencies in conjunction with other money service businesses and transfer methods.”

19. Covid Döneminde Finansal Varlıklar Arasındaki Nedensellik Farklılaşması (Causality Differentiation Between Financial Assets During COVID Era)

Abstract:: Covid pandemisi her alanda olduğu gibi ekonomik düzende de eski düzenden farklılıkları içerisinde barındırmaktadır. Bundan dolayı yatırımcılar, finansal varlık seçiminde daha dikkatli ve seçici davranmak durumundadırlar. Yeni koşullara uyum sağlayan yatırımcıların getirilerini artırabilme uyum sağlayamayanların ise zorluklarla karşılaşabileceği bir dönem içerisinde bulunulmaktadır. Bu yüzden çalışma, Türkiye’deki çeşitli finansal varlıklar arasındaki nedensellik ilişkisinin Covid döneminde farklılaşıp farklılaşmadığını belirleyebilmek için yapılmıştır. 29 Ocak 2018-10 Mart 2020 tarihleri arası Covid öncesi, 11 Mart 2020-22 Nisan 2022 tarihleri arası Covid dönemi olarak belirlenmiştir. Değişkenler arasındaki nedensellik ilişkisi Toda-Yamamoto testi ile araştırılmıştır. Covid öncesi dönemde gösterge faiz oranının diğer tüm değişkenlerin nedeni olarak belirlenirken Covid döneminde bu durumun ortadan kalktığı tespit edilmiştir. Covid döneminde CDS primi ve Euro/TL kuru değişkenlerinin gösterge faiz oranının nedeni olduğu sonucuna ulaşılmıştır. Ayrıca Covid döneminde döviz kurlarının çift yönlü nedensellik ilişkisi içerisine girdikleri belirlenmiştir. Son olarak Dolar/TL kurundan CDS primine doğru tek yönlü nedensellik ilişkisinin hem Covid öncesi hem de Covid dönemlerinde aynı kaldığı tespit edilmiştir. Türkiye’deki finansal piyasa ve varlıklar arasındaki nedensellik ilişkisi üzerinde Covid pandemisinin etkisinin olduğu sonucu ortaya çıkmaktadır. Bundan dolayı piyasa oyuncularının fonlarını yönetirken, ortaya çıkan yeni durumları göz önünde bulundurarak yatırımlarını gerçekleştirmeleri kendi fon getirileri açısından önem arz etmektedir.

Abstract:: The COVID-19 pandemic has revealed the influence that private pharmaceutical companies and philanthropic foundations have on global health governance. Private actors have been able to maintain the norm of intellectual property rights, despite opposition from developing countries and growing opposition from powerful actors in developed countries. This article examines how private actors have wielded their material resources, expert authority, and discursive powers to overrule the wishes of governments. It concludes by exploring the public health consequences of their growing hold on international governance and offers some policy recommendations to mitigate distorted public health outcomes.

Abstract:: This article argues the need for complementarity between emergency and structuring international cooperation in scenarios of health crises in developing countries. Through a review of contemporary literature and document analysis, it analyzes some aspects of the performance of global and Latin American institutions in the Covid-19 pandemic in light of this argument. It also makes a brief survey of forms of international cooperation that emerge from Brazil, with BRICS and Latin American partners, to fight the pandemic, which have a local and sectoral character: paradiplomacy, structuring networks and the role of local agents and health experts.

Abstract:: China’s great power over North Korea eroded when COVID-19 control measures ended most trade with the Kim regime. Moreover, China’s conflicts with various countries mean Beijing cannot afford to alienate any friend, and Kim Jong Un knows that. Beijing is still influential in Seoul, but it lost much of its clout when the conservative-leaning candidate prevailed in the March 2022 presidential election. China will also suffer a loss in standing because it is paying less attention to Korean affairs and is closing itself off to the world.

Abstract:: Covid-19 not only posed a threat to the bodies of individuals or their mental health but also disrupted routines that are re-producing certain communities every day. This is particularly the case for communities with already securitized identities such as the ultra-Orthodox (Haredi) society in Israel. Its authentic narrative, routines and practices that had been sustained thanks to their decades-long autonomy within the state, faced a substantial challenge when the state-led pandemic measures arrived in Haredi towns. This article seeks to explain the Haredi non-compliance with certain pandemic instructions like closing religious and educational centers, through the conceptual lens of an ontological security approach. It argues that the ontological security concerns of the Haredi leadership hampered them from fully complying with the state-led pandemic measures, even at the expense of risking the lives of individual Haredim.

Abstract:: JOSHUA BYUN, D.G. KIM, and SICHEN LI examine the impact of the COVID-19 pandemic on the Chinese public’s foreign policy attitudes. Drawing on original surveys fielded in China during the first six months of the global pandemic, they find that ordinary Chinese citizens are optimistic about China’s future global position, and that this optimism corresponds with the widespread perception that the COVID-19 pandemic is accelerating China’s rise relative to the United States.

26. Coups D’état in the Covid-19 Era

Abstract:: In the years preceding the outbreak of the coronavirus pandemic in early 2020, many observers were cheerily optimistic about the decline of coups d’état in the twenty-first century. As late as early 2019, for example, Axios declared confidently that coups—or illegal seizures of power by military or government actors—“are becoming a thing of the past.”1 In early 2022, the same journalist and outlet reported that “coups are making a comeback.”2 Between those three years (January 2019–January 2022), 13 coup attempts occurred, 10 of which succeeded. By contrast, in the three years beforehand (January 2016–January 2019), there had only been five coup attempts, two of which were successful. In other words, the number of coup attempts more than doubled, and the number of successful coups quintupled, according to my updated Colpus dataset of coup types.3 What accounts for the apparent coup comeback? Is the pandemic itself to blame? In this article, I draw on my newly updated Colpus dataset of coup types, documenting all coups through February 2022, to survey the history of recent coups. I first show that after several decades in decline, coups started to make their comeback before the pandemic. I then survey the potential causes of “covid coups” and the factors for why recent coups have been overwhelmingly concentrated in Africa. I conclude by reflecting on the legacy of “covid coups.”

Abstract:: This research examined whether there is an elaborate system of protocols, protection, and prevention in place at the local self-government level in the event of a crisis caused by an epidemic or pandemic. The core idea of this paper was to evaluate the protocol's effectiveness at the local self-government. Analysis was conducted using responses of 16 local self-government authorities. During a crisis caused by an epidemic/a pandemic of infectious illnesses, surveys were done as a cross-section documenting and detecting the current state of local self-government functioning. Methods used in the study are defining the objectives of the research, conceptualization, analysis of legal regulations, economic analysis, and decomposition of the problem. Key results and arguments of this paper expanded existing research thus there are only certain empirical data from areas that have been affected by the infectious disease caused by the epidemic/pandemic. Data was collected, processed, and systematized to serve in model formulation. As a brief conclusion, this study suggested protocol effectiveness at the local self-government level representing the idea that emergency and crisis management should be organized to preserve the health and livelihood of the population in the area affected by the pandemic of infectious diseases and thus enable the functioning of economic activities and society as a whole.

28. Social Capital And Its Changes In Armenia: Challenges and Expectations

Abstract:: Social capital was the Achilles’ heel of the economic competitiveness of Armenia. In the meantime, the country made significant progress in solidifying it since the Velvet Revolution. In this article, we tried to present and analyze those elements of social capital which demonstrated significant progress in post-revolutionary Armenia, as well as the changes thereof. For that purpose, we have formulated the following research questions: What factors led to this growth, and what factors still lag? What hidden challenges can be observed through factual indicators which probably resulted from the slight decrease in the updated scores? What changes can be expected from the turbulent world and in the post-war society? The applied methodology is quantitative. In particular, to answer the research questions we used index analysis, graphic analysis, and comparison, correlation analysis techniques, pared t-test of the mathematical-statistical significance of changes, and Principal Component Analysis. The results of the analysis showed that a significant increase in the level of social capital was recorded in post-revolutionary Armenia, which was mainly due to the progress in institutional trust. Nevertheless, some revealed anomalies and encountered challenges undermined the archived progress in the growth of trust. Therefore, we put forward several recommendations.

29. The Factors Influence Gross Domestic Product

Abstract:: This paper examined the factors that influenced the Gross Domestic Product growth (GDP) in the post-Covid-19 period in Kosovo. This paper explored the impact of consumption, remittances, exports, imports, and inflation on Kosovo's GDP growth using fixed effects regression analysis with data from various secondary sources to analyze their impact from Kosovo's perspective. The results demonstrated that consumption, remittances, and exports had a statistically significant influence on GDP growth during the post-pandemic economic lockdown stage, whereby imports and inflation had a little inverse relation. Further, the Hausman test statistics on the adequacy of the fixed-effect model selection represent a superior performance compared to the random effect model. The paper is the first that extensively explores the impact of these factors that drove GDP growth in the post-pandemic period in Kosovo's economy. The novelty of this paper is that it recognizes the response of governments to the pandemic and accurately identifies the macroeconomic factors that influenced GDP growth.

Abstract:: The Covid-19 pandemic has affected most of the world, adding health security as a new challenge. Instead of facing these challenges, some states move towards a system of competition and intolerance, which forms new patterns in the international order. This questions the impact of the pandemic on the strategic dynamics of the international order. This article argues that the global pandemic transforms the political system and the way of governing liberal democracy more than any other factor. It took the form of a variable, driver, and accelerator, and the established world order transformed into a new form of order. Using the descriptive-analytical method and the theories of international relations, the current study examined the impact of the pandemic on the strategic dynamics of the international order.

Abstract:: The primary burden of tackling the pandemic COVID-19 lies with the state as the entity responsible for protecting the health and life of its citizens. Hence, it can be argued that the focus of the pandemic-induced changes to the Polish legal order was on administrative law, which not only sets out the principles of the functioning of the State as the executive power but also governs the relations between the government, local government and citizens, which had to be significantly modified during the pandemic. It would be impossible to analyse and discuss all the emergency measures that appeared in Poland’s administrative law due to the threats posed by the pandemic. The subject matter of the present study is the analysis of the legal solutions adopted in the Republic of Poland in the sphere of public law in connection with the spread of the virus and particular provisions shaping relationships between the two basic structural branches of Polish public administration, viz. the government administration and the local-government administration. The following part of this study will accordingly be devoted to the analysis of the legislative solution contained in Article 11h of the COVID-19 Act, establishing a legal framework for issuing binding instructions to, among others, the various bodies of local governments, local-government legal persons and local-government organisational entities without legal personality.

Abstract:: This paper aims to point to the transition from international law to transnational law that, on the one hand, is caused, and on the other, is strengthened by the growing role of cities in the fight against COVID-19. Various interactions between cities and other international actors give rise to new trends and challenges on the international plane. One of such terms, transnational law, refers to developments beyond the nation-state and includes “all law which regulates actions or events that transcend national frontiers”. It is characterized by a plurality of overlapping normative systems and a growing role of new actors in the international arena, which are cities. The authors give examples of cities bypassing or complementing states with special emphasis on European cities (Polish including) as well as of cities’ transnational cooperation to fight COVID-19 pandemic, filling the gaps in inter-governmental multilateral cooperation.

34. COVID-19 as a Green Light for the Regeneration of ISIS’ Forces in North-East Syria

Abstract:: Following the fall of the so-called Islamic State in March 2019, tens of thousands of its fighters, along with their wives and children, were captured and detained in facilities controlled by Syrian Democratic Forces in northeast Syria. Many of which were European. Based on the information provided by scientific institutes and journalists, the outbreak of the Covid-19 pandemic had had a significant impact on the functioning of those facilities. Not only did it aggravate an already severe humanitarian crisis, pushing the detainees to reinforce their attempts of escaping and rioting against the guards, but it also lowered the security level in the controlled facilities, allowing a flourishing of criminal activities. Furthermore, the detainment of ISIS followers turned into a political game between the Kurdish coalition and the United States. The global health crisis put to the test the strategy of many Western governments of keeping European ISIS fighters in the Middle East while pressuring the international community to rethink its approach towards this crescent problem.

Abstract:: The article aims to analyse the potential role that hydrogen could play in the post-pandemic recovery of Portugal and its climate policy. The article focuses on reducing greenhouse gas emissions and creating new workplaces. The basis for analysis is the Portuguese hydrogen strategy, published in May 2020 and other strategic documents. In the first part of the article, climate goals adopted by the European Union and Portugal are described and analysed. Then the hydrogen strategy of Portugal was analysed from the perspective of hydrogen contribution to the emission reduction by 2030. The article describes the role of hydrogen in the Portuguese economy, paying particular attention to the 2020–2030 horizon, but also covers a period till 2040. The second part analyses the impact of COVID-19 on the Portuguese economy. Based on the International Energy Agency’s estimates, the potential for creating new workplaces is described.

Abstract:: This article aims to answer the question about the legality of the selected measures implemented by the Polish government during the first wave of the coronavirus pandemic, which resulted in constitutional rights and freedom restrictions. The study focuses on examining selected restrictions implemented in the spring of 2020 in the light of the Polish Constitution, especially in the light of Article 31 (3), which defines the premises of limitation of citizens’ rights and freedoms. It indicates the lack of legal basis and incompatibility with constitutional premises of many restrictions. The study further examines the premises of the introduction of the state of emergency, indicating that the government's decision not to impose such a state was legal and why. The study considers legal status from March 13 to May 16, 2020.

Abstract:: The article consists of two parts. The first part describes the essence of the national security system and its structure. Using the Ishikawa diagram and the value chain, the authors presented the shortcomings of the national security system and a sequence of actions that can improve it. The second part of the article is devoted to material stocks and their role in the analyzed system. The survey research presented in this part of the article confirmed the importance of material stockpiles in ensuring national security. In addition, the research highlighted the need for government organizations to cooperate in the continuous replenishment of material stocks during a crisis.

Abstract:: This paper aims to indicate the changes in Polish criminal law introduced in the COVID-19 acts. The text identifies the new regulations of most importance to society. For this reason, the initial focus is on the issue of suspension of procedural time limits and some substantive law time limits from the Criminal Code. It must be stated that, from the perspective of the legal certainty principle, precisely these provisions are of the most significant importance for the defendant. Next, the changes in the Electronic tagging concerning the possibility of interrupting the execution of an imprisonment sentence and serving an imprisonment sentence were discussed. From a criminal policy point of view, higher penalties for the offences of exposure to infection and stalking should also have been mentioned. A new offence of particularly aggravated theft has appeared in the Penal Code and a new offence of obstructing a Police or Border Guard officer in performing official duties. For a more effective fight, it is also vital to provide for the possibility of imposing a new preventive measure and confiscating objects important to public health. The indicated legal developments are presented in the context of human rights protection and in light of recent literature and judicial decisions.

Abstract:: The apparent failure by Beijing to determine new ways to handle the COVID-19 pandemic given what many consider the largest mass protests since the student movement of 1989 has exposed the limited abilities of the new Chinese Communist Party (CCP) leadership to handle unexpected events despite its extensive security and surveillance apparatus. CCP General Secretary Xi Jinping, who gained near-total control of the party apparatus at the 20th Party Congress late last month, is nowhere to be seen after tens of thousands of students on at least 50 campuses in a dozen-odd cities staged protests against the three-year-long pandemic-related lockdowns on Sunday, November 27. Crowds on the streets of cities including Shanghai, Beijing, Guangzhou, Wuhan, Chengdu and Urumqi also held impromptu demonstrations (Chinese New York Times, November 28; Deutsche Welle Chinese, November 28). The protestors demanded not only an end to Xi’s signature “zero tolerance” COVID regime but also called for the introduction of universal values banned by the party, such as personal liberty, freedom of expression and the rule of law. Some demonstrators even shouted incendiary slogans such as “CCP, step down” (共产党下台, Gongchandang xiatai) and “Xi Jinping, step down” (习近平下台, Xi Jinping xiatai) (Liberty Times, November 28). Many held aloft pieces of white paper, which simultaneously symbolized press censorship in China and the fact that their protests had nothing to do with “color revolutions” supposedly spread by “hostile foreign forces” (Radio French International, November 27; Voice of America, November 27).

The Chinese government has pursued this objective through the “dynamic clearance” (动态清零, dongtai qing ling) policy, which is predicated on keeping China’s international borders largely closed, and rapidly detecting, isolating, and eliminating domestic outbreaks (People’s Daily, January 7). Dynamic clearance relies on digital monitoring, mass testing, and controlling population movement to achieve early detection and reduce of COVID-19 transmission. Responses to even single-digit case clusters include mandatory lockdowns, and centralized quarantines in government health centers for potentially infected or exposed groups (Xinhua, August 19, 2021).

Abstract:: The U.S. government and Department of Defense (DOD) have plans to counter a pandemic and return the country to normal while reducing the impacts of the disease. These plans address psychological health, but only in a limited manner. The U.S. government and DOD’s response to the COVID-19 pandemic has been primarily focused on containing the virus and reducing the number of deaths and damage to the economy, with very limited attention paid to the mental health impacts in both the population and military. Historical cases suggest that the psychological impacts can be wide-ranging and enduring if not treated properly and the country does not recover from the pandemic in a deliberate fashion. While some emerging research could suggest this for the U.S. population and military, researchers have not conducted specific studies into this particular field. Therefore, the U.S. military’s mental health could be degraded by the COVID-19 pandemic and mitigation measures and may be degraded for a significant period of time, reducing its readiness and ability to aid in the government’s response to the pandemic.

Abstract:: The COVID-19 pandemic began in March 2020 and China has since been under public scrutiny for neglecting the first signs of this global health challenge and for its lockdown strategy. Although lockdowns have not lasted for long, China needs to confront the political, social, and economic implications for its national security. The paper aims to fill a gap in the knowledge and investigate aspects of China’s national security in light of the pandemic. The study is based on desk research using secondary data and statistical and comparative analysis. It also employs an inductive method to build general theorems. The Chinese government can be seen as successful in dealing with the pandemic because of a low death toll and minimal economic losses. By early February 2022, only 106,863 Chinese had been diagnosed, and 4,636 had died from the virus. China also achieved enviable economic success and, its output grew by 18.3% year on year in the first quarter of 2021, the fastest rate since the 1990s, and it was the first major economy to withdraw its pandemic stimulus. China consolidated its position in low-income countries and improved its image as a global leader in trade by supplying vaccines, masks and ventilators, and strengthened its geopolitical standing. It will face threats from other countries working on a joint approach to the challenges posed by Beijing and while the aftereffects of the crisis can be seen, it also fears that they might further affect China's national security.

Abstract:: The objective of this paper is to provide a view on the problem of insufficient state protection of critical infrastructure throughout the Covid-19 crisis. The paper looks at this problem with regard to the definition of critical infrastructure, its content, and also the limitations of current approaches to critical infrastructure protection. The examples relating to the Covid-19 crisis show the practices adopted and suggest possible steps forward. The research methodology implemented in this research is based on a critical analysis of the existing literature. The themes described in this paper show there is an urgent need to change current critical infrastructure protection approaches to a resilience-based modus operandi. Specifically, this paper highlights the need to shift the understanding of critical infrastructure from an object-oriented approach towards essential services/functions and to highlight its complex, socio- technical nature. It also highlights the deficiencies of current, prevention-based approaches to critical infrastructure protection such as the insufficient focus on identification and management process of vulnerabilities, especially in relation to (inter)dependencies resulting from interconnections with other systems. The gravity of the situation caused by the Covid-19 pandemic, despite its negative connotations, can be used as an opportunity to examine the real condition of protection of critical infrastructure. The pandemic suggests that there is much left to be done and because of the unpredictability of the future, we need to start acting as soon as possible.

Abstract:: In 2021, the State of Alaska faced substantial challenges due to the public health and economic impacts of COVID-19. COVID damaged Alaska’s state revenues by driving down global oil prices. COVID also harmed the state’s economy more broadly, with substantial impacts on some extractive industries and tourism. However, Alaska’s budgetary problems—high expenditures and low revenues—long predate COVID and are related to Alaska’s historical dependence on fossil fuel extraction for state revenue. Abstract:: The COVID-19 pandemic was a monumental exogeneous shock to the Colorado economy. Prior to the pandemic’s onset the state reported historically low unemployment alongside robust growth in personal income levels and state revenue. While the negative economic effects of the pandemic were sharp, the state’s economic recovery is outpacing what many economists previously projected. The General Assembly was compelled to impose major cuts to last year’s budget, many of which were restored with the enactment of the budget for the 2021–2022 fiscal year. The General Fund budget of $13.6 billion proposed by Democratic Governor Jared Polis represented a substantial spending increase of 20 percent from the prior year. The enacted $13.1 billion General Fund budget received nearly unanimous approval among Democrats and modest Republican support. Policymakers ultimately sought to balance competing priorities across many issue areas, while also preparing for the future with a major investment of $1.5 billion to the state’s reserve fund.

Abstract:: This paper presents an overview of the State of Idaho’s FY 2022 budget recommendations and appropriations in the context of demographic changes, economic conditions, and politics. The Executive Budget for FY 2022 notes Governor Little’s historical support of education, job growth, economic opportunity, and fostering an environment for Idaho to avoid citizen migration to other states. However, this policy, along with the COVID-19 exodus, has resulted in a large influx of people from other states with the commensurate housing and infrastructure demands. As most Idaho budgets tend to move incrementally in support of education and infrastructure in the context of very healthy revenues, the state is likely to weather, though with some ambivalence, economic fluctuations. Abstract:: In the spring of 2020, the global coronavirus pandemic brought deadly disease to New Mexico, a state already struggling with inadequate health care, vulnerable populations and an unreliable state revenue base. A strong executive and mostly willing legislature met multiple times in multiple special sessions to reduce budgets, allocate federal funds, and shore up public finances. They also had to deal with social and cultural fights aggravated by strict public health orders and plunging revenues. By the close of 2020, the state was slowly regaining its fiscal footing and physical health, though the underlying problems of inadequate health care, educational and economic inequality, and a budget overly reliant on extractive industries remain. As a result of the 2020 general election, the public officials chosen to resolve these issues are more likely to be progressive Democrats, more likely to be women, and more demographically reflective of the majority-minority state they call home.

Abstract:: Despite $430 million in spending reductions and the loss of 324 state positions, Wyoming’s 2021 supplemental budget reflected an improved pandemic-driven economic climate. Recent budgetary optimism was attributed to increased performance in energy production and pricing, pent up demand for tourism and travel, and higher than expected sales tax revenues. Continued reliance on Wyoming’s Permanent Mineral Trust Fund, and the state’s attachment to the remainder of its boom-and-bust revenue structure, left surprisingly little appetite for discussions of revenue diversificatioan. Instead, “right-sizing” state government to fit the current revenue stream seems more consistent with the spirit of the times.

Abstract:: Since the turn of the century, we have seen conflicts emerge, stabilize, and deteriorate as the world has shifted towards a period of post-colonization and globalization. In the past two decades, we have seen the rise, fall, and resurgence of the Taliban in Afghanistan. We have seen the near-century-old conflict in Palestine-Israel and Jammu-Kashmir heighten with civilian lives at stake. Myanmar marched forward with a democratically elected leader yet fell victim to a military coup d’état. The COVID-19 pandemic brought a multitude of conflicts, impacting individual countries and the global world on three levels: political, economic, and social. This global health crisis brought to the forefront a new type of diplomacy: health diplomacy. The current status of these conflicts, amongst others, pushes us to question the traditional nature of diplomacy and understand what must be done to reconfigure diplomacy for the next era. This year’s issue seeks to serve as a discourse on the failures and the future of diplomacy processes. The twenty-third volume of the Journal contains seven articles on a variety of different conflicts and current diplomacy processes, serving either as case studies or recommendations. The first four articles focus on traditional diplomacy processes and the last four focus on health diplomacy. Richard M. O’Meara analyzes the cases of wars in Afghanistan and Ukraine, arguing that not only is it crucial for practitioners and scholars to understand the beginning and end of war, but that we they must also understand as well as the conduct of battle. Examining the historical and legal definition of preventative diplomacy, Sylvia Paola evaluates the contemporary approaches and non-traditional security threats to preventative diplomacy, focusing on Mexico’s strategy for preventive diplomacy during its time as a United Nations Security Council member. Alluding to the possibility of peace in the South Asian subcontinent, Claude Rakisits outlines a three-step grand plan to carve the path to a free and demilitarized Jammu and Kashmir. Utilizing a 1½ track dialogue, focusing on the rights of self-determination, Rakisits posits that the resolution of the issue of Jammu and Kashmir, as a result, lead to peace between Pakistan and India. William Maley explores why “regional solutions” to refugee crises, especially in the case of Australia, may not be the answer to solving the refugee problem because of the influence of a state’s domestic politics favoring itself over the good of the people. When these traditional modes of diplomacy fail, what comes next? As Stephen F. Sener and Matthew J. Martin explore this same question, their answer is: health diplomacy. Focusing on past efforts of health diplomacy, Sener and Martin offer solutions to contribute to global health diplomacy and expand on how this will become a lifeline for state relations. As vaccination continues to be a key driver in the discourse of health diplomacy, Ivelaw Lloyd Griffith studies the gap in vaccine diplomacy dynamics in relation to the power players and the nature of their investment in a combination of humanitarianism and geopolitics. With the diplomatic arena expanding beyond nation-states, it is key to take into consideration the influence of non-state actors such as pharmaceutical companies and multi-lateral organizations. Ilan Kelman examines the potential for health diplomacy during the COVID-19 pandemic from a disaster diplomacy perspective, analyzing its impact on peace, cooperation, and diplomacy between countries. His analysis suggests that while pandemic-related actions may complement existing peace and cooperation efforts, COVID-19 alone is unlikely to lead to new and sustainable diplomatic initiatives for a more peaceful future. Abstract:: The scientific aim of this paper is to analyse and evaluate actions taken by Turkey’s leading politicians with regard to the Western Balkan states (i.e. Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia) during the COVID-19 pandemic. Since the Justice and Development Party came to power in 2002, Turkey has attempted to increase its international influence through diplomatic, economic and cultural measures. Western Balkans region, with which Turks have historical and ethnic ties, is one of the key areas in AKP’s doctrine. Adopting image theory in international relations as the theoretical foundation, this research examines implementation of Turkish foreign policy in the Western Balkans in times of SARS-CoV-2 coronavirus pandemic. By employing available original Turkish sources (academic publications, public reports, press releases), the main objectives of Turkey’s political strategy towards the region have been determined. Detailed analysis of official statements and speeches of Turkish policy-makers was also fundamental for this study. In this context, the values and symbols to which the AKP government refers in its activities in the Western Balkans have been identified. Based on content analysis, comparative analysis and political discourse analysis, this research seeks to explain the rationale of Turkish actions in recent months. As a conclusion, future prospects for Turkey’s involvement in the Western Balkans have been presented and discussed.

Abstract:: The COVID-19 pandemic has presented a clear threat to the lives of individual Albertans; together with the measures taken in response, it has posed a clear threat to their economic circumstances while uncovering existing social fissures in terms of the variable vulnerability of sub-populations to both the virus and those response measures. It qualifies as a significant security threat on these levels. In responding to this threat, the Alberta government marshalled its institutional resources and had to adapt them to circumstances of a scale and type last seen one hundred years ago. It had to do so under economic and political conditions that already presented significant challenges, and that were in some cases strongly exacerbated by its policy choices and their consequences. Finally, it had to do so in the face of strong, yet often contradictory, public pressures. These challenges and difficulties found in the microcosm of a single Canadian province in confronting a specific sort of problem may be of interest and use in considering the prospect, particularly of future, especially non-traditional, security challenges.

67. “Open for Summer:” The Political Failure of Alberta’s COVID-19 Response

Abstract:: This paper assesses the response by the Alberta government. This case was chosen because Alberta, outside of the first wave, has been hit harder from a per capita basis (and sometimes in absolute terms) by COVID-19 than other provinces. Alberta, despite a good performance in the first wave, has been harder hit in terms of cases, hospitalizations, those in intensive care, and deaths than other provinces (especially the disastrous fourth wave). This paper argues that this performance can be traced to two inter-related factors: 1) the ideology of Premier Jason Kenney (and many of his UCP MLAs, cabinet ministers, and political staffers) and 2) the desire of Kenney to keep the UCP united and himself as leader. Ultimately then, it is politics that best explains why Alberta, despite its wealth and education levels, has done worse responding to the health aspects of COVID-19.

Abstract:: The critical infrastructure and public order dimensions of pandemic response provide subplots to the ends-ways-means calculations made by Alberta’s policymakers to supress and mitigate COVID-19. Commencing from a strategic studies perspective, key drivers of pandemic decision making that encroaching on the security sphere are explored. Security realm considerations are found to be interwoven three broad undertones, précised as a preappointed evidence problem, a Cynefin circumstance, and a collective-to-individual cognitive arc. Rather than being a report card on pandemic response strategies, sensitivity to the range and complexity of factors that decision-makers were forced to contend with is projected towards the discovery of some strategic principles of pandemic response. Paramount among these is an appreciation for understanding as being something beyond mere situational awareness. This is recognition of a particular knowledge and application problem that parallels military strategic theory and is heavily reliant on insight and foresight as foundations for complex decision making. Potential areas of focus for further strategic studies inquiry are presented, with a view to addressing indicators of concern relevant to longer-term pandemic recovery.

Abstract:: COVID-19 has galvanized changes in the economy of patient-doctor relationships and technological interfaces across the healthcare system. A rapid adoption of technologies that were previously slow to take hold opened more diverse and accessible spaces for care. At the same time, some persistent barriers in pivoting to scientific-medical advances in managing the pandemic revealed stark inequities in both access to care and exposure to risk. Political and organizational responses to the crisis often excluded the perspectives of vulnerable groups bearing more burdens than others. Some patients and healthcare providers suffered in isolation, however these experiences have escaped public attention due to the fragmented Canadian health information infrastructure. The social meanings of and collective responses to the pandemic nationally are rooted in historical developments. Comparative analyses of epidemic crises along with their consequences have the potential to inform our critical evaluations of problem-solving approaches and policymaking when what we do not know about the issue exceeds what we know. This article demonstrates that historical analysis serves an important role in examining the complex interaction of social and biological forces that constitute epidemic disease. By linking the past and present of epidemic crises we can better understand how social and scientific-medical responses to epidemics shift following the epidemic experience. To be forewarned is to be forearmed acquires a definite meaning as historical contexts set a background for assessing new situations. The COVID-19 pandemic has not emerged out of thin air, so tracing its origin and development is simultaneously a scientific and an historical undertaking.

Abstract:: The security consequences of disease cannot be doubted, even by hard-core “traditional” security students: the plague in Athens in the early Peloponnesian War, plagues elsewhere in the ancient world, the Black Death, and the role of sickness in Cortez’s conquest of the Aztecs (much less the broader colonization of the New World), are only a few examples which come readily to mind. Whether in their international or in their domestic politics and, in the intertwining of the two, the consequences of disease have affected the affairs of states. While the effects of COVID-19 may not yet rise to the mass deaths of earlier cases (at least in developed and semi-developed states), the mitigating effects of modern science and medicine being as they are, the consequences for state security – much less the security of individuals – are already notable. This alone justifies an examination of the domestic and international effects of COVID-19, not just in terms of health but also in its economic, social and political aspects.

Abstract:: The COVID-19 pandemic is the most globally disruptive event since the terrorist attack against the United States in 2001. Originating in China in late 2019 the disease rapidly spread throughout the international transportation network to every region and every country. Neither its velocity nor its magnitude were initially understood. In 2020 the entire world seemed to come to a standstill. International and even domestic travel came to an abrupt halt. Normally teeming cities were silenced. Streets, markets, and even schools were empty. The gravity of the pandemic was perceived differently in different countries, and at different times, and the subsequent disruption uneven. Each country responded in a unique way, though general response patterns are discernable. Importantly the pandemic revealed significant vulnerabilities caused by the juxtaposition of private sector globalization in the context of national governance. That is what this special issue of PRISM is about; the different perceptions and reactions to COVID-19 as people and governments experienced the disease, and their diverse understanding of its implications for national and international security.

Abstract:: COVID-19 has had a profound economic and social impact on America, taking over a half million lives—more than all American deaths in World War I, World War II, and Vietnam, combined.1 This article seeks to examine primary and secondary consequences of the pandemic in practical terms for the average citizen and taxpayer, whose personal exposure exceeds 2.5 years of net income based on predictions of a $16 to $35 trillion cost to the nation by 2025. Further, we offer insight into the pandemic’s collateral effects on our citizens and workforce (including often overlooked key stakeholders such as women, children, and minorities), as well as more overt aspects of our national security. History will measure the pandemic’s tragic and overwhelming impact on the world—and our country—in terms of infections, hospitalizations, vaccinations, and deaths. Yet, as COVID-19 extends our quasi-lockdown into its 18th month, we are scarcely beginning to comprehend its profound economic impact. A December 2020 Congressional Budget Office (CBO) report estimates Americans’ costs at nearly $16 trillioni or double its May 2020 projections.2 To a layperson, $16 trillion is the wealth of 16 million millionaires or $110k for each U.S. taxpayer. Analysts expect this number to reach $35 trillion by 20253—a sum that easily exceeds the initiatives Congress has fought over for yearsii. Another study conducted by the Journal of the American Medical Association reached a similar conclusion. “About half of the price tag, $8.6 trillion (about $26,000 per person in the United States), is driven by the long-term health implications and costs for those who contract COVID-19, as well as the statistical estimates for the loss of life.”4 Robert Frost’s words aptly depict society’s effort to overcome the pandemic’s effects, “…miles to go before [we] sleep.” The stock market crash of 1929, in hindsight a predictable occurrence, unleashed a 10-year Great Depression. Likewise, the COVID-19 contagion, an equally predictable event, portends a similar trend. Long term, it compels society to address its socio-economic impact, acknowledge its lack of preparedness, and formulate a realistic action plan for protection against this and future pandemics, as well as potential biowarfare attacks. A similar event is inevitable, whether through malfeasance, rapidly increasing population density, environmental stress, biowarfare attack, or simply bad luck. So is society’s realization of two things: our economy and civilization will struggle to survive another pandemic in the near term, and that “an ounce of prevention is worth a pound of cure.” While one can theoretically shut down the engines and glide a plane to safety in an emergency, there is no substitute for proper planning, operations, and maintenance. Society needs a more proactive and anticipatory approach to national and global security, biodefense, and pandemic prevention and mitigation.5 Leaders need a strategy that leverages the resources of both the public and private sectors, as well as academic and individual initiative. Failure to do this is not an option—it is too costly and could lead to the collapse of entire economies and societies.

73. U.S. SOUTHCOM Fights Through COVID-19

Abstract:: As I boarded my flight in Bogotá, Colombia, to return to the United States on March 14, 2020, after participating in the joint Colombia-U.S. Exercise Vita in the Guajira Peninsula, the reality of how the COVID-19 pandemic was going to affect our lives over the next year began to manifest. Arriving back in Miami, where I was the Military Deputy Commander for U.S. Southern Command (USSOUTHCOM), I went straight home to begin a 14-day quarantine in accordance with new policies from the Department of Defense (DOD) for travelers returning from overseas. It was the first of many adaptations that we would make in the coming months. In May of 2019, shortly after assuming command at USSOUTHCOM, Admiral Craig Faller, USN, established three primary lines of effort to guide our activities: strengthen partnerships, counter threats, and build our team.1 Less than a year later, we were tested in all three areas by the pandemic. One of the great strengths of USSOUTHCOM is the network of engaged and willing partners in the region. We work closely with them as we guide all U.S. military activity across much of Latin America and the Caribbean. We are neighbors and friends who share common values, ties, and interests. Our neighborhood is not only rich in natural resources but also beset by many longstanding challenges and several emerging issues. While there is no current armed conflict between countries in the region, it is one of the most violent areas on the globe, much of it fueled by transnational criminal organizations and longstanding structural, societal issues. According to a 2019 global study on homicide by the United Nations Office on Drugs and Crime, the rate of intentional homicide in Central and South America is four times the global average.2 Particularly virulent, transnational criminal organizations—flush with cash—constantly seek to expand their lethal trade through extortion, corruption, intimidation, and violence. These actions, in turn, erode the power and legitimacy of local, state, and federal governments, reducing their ability to fight this scourge.

Abstract:: Before COVID-19 became a global pandemic, the growing consensus among analysts was that we were entering a period of deglobalization. According to the economic analyst Mohammed el-Erian deglobalization was taking place because by the 2000s the adverse economic impact of globalization had become apparent to the Western middle class. Secondly, the U.S.-China trade war saw rising tariffs and a call for rebuilding national manufacturing capabilities. The COVID-19 pandemic was the last nail in the coffin as countries adopted highly individualistic and nationalistic policies that put national interest above any global concerns.1 Coupled with the perceived drive to deglobalization is the fact that we have re-entered an era of great power competition with the 2017 National Security Strategy clearly stating that both Russia and China are revisionist powers that challenge American primacy and that, “… want to shape a world antithetical to U.S. values and interests. China seeks to displace the United States in the Indo-Pacific region, expand the reaches of its state-driven economic model, and reorder the region in its favor.”2 What this article argues is that true security in the emerging international system will require precisely those aspects of globalization that the critics decry because no single country can effectively tackle such a complex and deadly threat as the COVID-19 pandemic through strictly national measures. Further, the emerging great power competition is one not just of military and economic rivalry but, much in the same way as during the Cold War, it is a struggle between different ways to organize societies and particularly to deliver goods and services efficiently and justly. With the latter in mind, how the United States and its allies and partners lead the response to COVID-19 will have an impact on the outcome of global power relationships. If China provides better solutions on dealing with the pandemic, then it will be able to undercut the American-created liberal international order. To discuss this issue, we need to first explain what globalization is and why, in a COVID-19 world, it provides the security solutions to the challenge posed by the disease.

75. The Impact of COVID-19 on the U.S. Defense Industrial Base

Abstract:: The COVID-19 pandemic has imposed a number of challenges on countries and industries, some of which have been partially mitigated by government efforts, medical developments, and corporate strategies. Nevertheless, COVID-19, which, in March 2020, was identified as a pandemic by the World Health Organization and was declared by the U.S. government as a national emergency,1 will likely continue to have after-effects in the coming years. The defense sector, as has been the case with many other sectors, has faced challenges in declining production at manufacturing plants, difficulties with key inputs from sole source suppliers, concerns regarding the financial viability of small businesses within the supply chains, and the impact of different variants of COVID-19 within the global supply chains. Companies which had diversified between commercial and military clients often faced a greater negative impact on their financial strength than companies with largely defense-focused products. This was partially due to the decline in demand within the commercial aerospace sector as a result of COVID-19. The financial health of companies across industries suffered due to COVID-19; indeed, this was reflected in the almost 30 percent increase in commercial chapter 11 filings in 2020 compared to 2019, with bankruptcies reaching their highest levels since 2012.2 The sectors with the greatest number of bankruptcies in 2020 were real estate, oil and gas, restaurants, entertainment, and retail.3 While bankruptcies were lower among firms in the defense sector due to stability in multi-year contracts with the government, as well as support of smaller suppliers by larger suppliers and by the government, defense firms with a greater focus on commercial clients suffered more. Consequently, although funding from the federal government under the $2.2 trillion Coronavirus Aid, Relief, and Economic Security (CARES) Act, as well as funding from the Department of Defense (DOD), provided support for companies within the defense sector and other sectors, defense firms continue to face challenges in the short-term and, potentially, in the longer-term. Moreover, the impact of COVID-19 relief funding could have long-term effects on government deficits and debt, which may reduce defense spending in future years. Indeed, the potential atrophy in the defense industrial base due to the impact of COVID-19 on the financial health of defense companies and on future government spending could lead to national security risks. Production of key defense products—aircraft, ships, tanks, cybersecurity technology, etc.—is vital in supporting national security strategies in various regions and through various types of warfare.

Abstract:: Much like competition between the United States and the former Soviet Union, the rivalry between the United States and China is not only one of military-strategic and economic challenges but also one of ideas. The West, particularly the United States, has had the advantage of presenting the more compelling image to the rest of the world in the form of what Joseph Nye, Jr., dubbed soft power. The argument goes that while China makes propaganda efforts, the United States enjoys soft power—the attractiveness of its culture, political ideas, and policies—and this gives America an international advantage. As the Australian security analyst Hugh White put it, “Everybody admires China, but no one wants to be China.”1 While this was true in the early years of the post–Cold War era, the Chinese have since used their newfound wealth to create a more friendly image for themselves. If they are able to successfully distribute their version of the COVID-19 vaccine around the world, we may see Beijing benefiting from a boost in its image—despite the abrasive “wolf warrior diplomacy” of the past few years, its military forays in the East and South China seas, and the fact that the Chinese government was initially less than forthcoming in sharing data on the pandemic.2 With a recent analysis suggesting that China’s economy will overtake that of the United States in 2028, China’s attempts to rebrand its image will not only have more resources but also find an increasingly eager international audience that seeks to engage the newly emerging number one global economy.3 Soft power, after all, means little without an economic and a military capability to back it up, and China has both. To discuss the Chinese challenge, this article makes its argument in three parts: first, it argues that Nye’s definition of soft power has limitations, and in fact, the Chinese can influence global public opinion with a mixture of propaganda and soft power. Second, it describes China’s attempts to influence global public opinion and the extent to which it may succeed. Finally, it examines the possible future of the Chinese soft power challenge and what the United States can do to counter it.

Abstract:: In a year of COVID-19, racial reckoning and increased reported violence against the Asian American and Pacific Islander (AAPI) community, conversations on race, diversity, equity and inclusion compel our societies and institutions to have difficult —yet necessary— conversations about redressing historical and systematic inequalities. The State Department and the Foreign Service are not exceptions. Many AAPI and historically underrepresented Foreign Service Officers (FSO) who spoke for this interview feel that the Department’s long-touted commitments to diversity and to reflecting America in its diplomatic corps ring hollow. Rhetoric has been slow to translate into action. Systematic challenges impacting these constituencies still continue without remedy. One of the most pressing challenges centers on security clearance and assignment restrictions. The recent wave of reported cases of violence and hate against AAPI in the U.S. have resurfaced longstanding grievances of AAPI Foreign Service Officers (FSO)—primarily, that the Department mistrusts them by often preventing them from serving in or covering issues on their country of heritage through assignment and security clearance restrictions.[1] The State Department must better understand the AAPI experience and enact demonstrable reforms to correct longstanding challenges around representation in leadership positions and security clearance and assignment restrictions impacting this constituency and other historically underrepresented groups. Doing so could honor previous commitments to advance diversity, retain and cultivate diverse talent and make these groups feel like valued members of the Department.

Abstract:: In contemporary conversations around Israel/Palestine, the Gaza Strip is construed as a state of exception, rendering the territory either hypervisible or entirely invisible. Through the prism of the Covid-19 pandemic and Israel’s possible de jure annexation of portions of the West Bank, this piece argues that rather than being exceptional, the Gaza Strip represents the very embodiment of Israeli settler colonialism in Palestine. Its isolation and de-development constitute the endpoint of Israel’s policies of land theft and Palestinian dispossession. This endpoint, referred to as Gazafication, entails the confinement of Palestinians to urban enclaves entirely surrounded by Israel or Israeli-controlled territory. The Trump plan, otherwise known as the “deal of the century,” along with the Covid- 19 crisis, have inadvertently exposed the reality of Gaza as an enclave of the one-state paradigm.

Abstract:: This article addresses the degree of institutional preparedness of Peru to deal with the effects of the pandemic COVID-19. It is argued that the country was not in the best condition to face this health phenomenon, in a context of institutional weakness, economic stagnation and the inability to overcome some of its historical and permanent structural deficiencies. Despite the political efforts made and the measures adopted, all these have failed to have a positive impact on the population due to the structural fragility of the health system. In addition, Peru had to face an internal political crisis that negatively affected the strategic direction of the pandemic. The armed forces have played a limited role essentially reduced to logistical support. Pese a los esfuerzos políticos desarrollados y las medidas adoptadas, estas no han logrado tener un impacto positivo en la población por la fragilidad estructural del sistema de salud. Adicionalmente, el Perú ha debido enfrentar una crisis política interna que ha afectado negativamente el direccionamiento estratégico de la pandemia en que las fuerzas armadas han tenido un papel limitado a capacidades logísticas. Abstract:: This article tries to reflect on the situation experienced by the security sector in Ecuador during the first 3 months of the COVID-19 pandemic. In this sense, it starts presenting the diffuse strategic planning, the weakness of the strategic intelligence system existing in Ecuador and how as a consequence of the events experienced in October 2019, the security sector was hit by a “strategic surprise” when the pandemic occurred and, as a result, short-term responses were produced without an adequate planning process. It is concluded that although the country has overcome the moment of "strategic surprise", the main challenge lies in the necessity to discuss and make a diagnosis of the situation, through lessons learned, to achieve an understanding of security as a state policy./El presente artículo tiene como principal objetivo reflexionar sobre la situación vivida por el sector securitario en Ecuador, durante el contexto de los primeros 3 meses que el país experimentó los efectos de la pandemia del COVID-19. En este sentido, parte de la hipótesis de que, como consecuencia de los acontecimientos vividos en octubre de 2019, una planificación estratégica difusa, y la debilidad del sistema de inteligencia estratégica, el ámbito securitario se vio envuelto en un proceso de “sorpresa estratégica”, lo que dio como resultado respuestas coyunturales sin el marco de un adecuado proceso de planificación. Se concluye que, si bien el país superó el momento de “sorpresa estratégica”, el principal desafío recae en la necesidad de contar con una discusión sobre el diagnóstico de la situación, por medio de lecciones aprendidas, con el principal objetivo de concebir a la seguridad como una política de Estado.

Abstract:: The purpose of the following article is to present the main dynamics of criminal activities and violence produced by the armed conflict in Colombia during the pandemic caused by COVID-19. After a review of the most relevant literature produced in 2020, this study presents trends in criminal violence, lato sensu, and those associated with the internal armed conflict. The situation of paralysis that the confinement produced has not translated into a mitigation of the phenomenon of violence. Thus, the massacres and murders of social leaders, activists, human rights defenders or ex-guerrillas of the FARC-EP has remained constant if not increasing during this time. This must also be related to a context of difficulty added to a Peace Agreement signed with the FARC-EP in November 2016. Tras una revisión de la literatura más relevante producida en 2020, se presentan las tendencias de la violencia delictiva, lato sensu, y las asociadas con el conflicto armado interno. La situación de parálisis que produjo el confinamiento no se ha traducido en una mitigación del fenómeno de la violencia. Así, las masacres y asesinatos de líderes sociales, activistas, defensores de derechos humanos o exguerrilleros de las FARC-EP se ha mantenido constante cuando no creciente durante este tiempo. Ello debe relacionarse, además, con un contexto de dificultad añadida a un Acuerdo de Paz suscrito con las FARC-EP en noviembre 2016, que además de por las resistencias gubernamentales e incumplimientos, se encuentra superado por una geografía de la violencia cada vez más intensa, que aleja los visos de un escenario de construcción de paz en el país.

Abstract:: The COVID19 pandemic has hit Chile in the midst of a social outbreak, consequently, its impact and effect has also had a degree of politicization among the various political actors. Nonetheless, the health crisis has been skillfully managed by the current authorities, with Chile´s efforts being internationally prominent, both in obtaining supplies and in handling the crisis. The foregoing has presented risks, threats and also opportunities, which in the national case have been overcome thanks to the integration and effective coordination of the various state and non-state actors. In this, the participation of the armed forces has played a crucial role together with other organizations, in the search for solutions that in the case of Chile have allowed to adequately face the pandemic. Notwithstanding, at the regional level, cooperation efforts have not been adequately reflected since an individualistic and competitive attitude has prevailed, without prejudice to the existence of some specific actions or events of interstate solidarity./La pandemia COVID19 ha golpeado a Chile en pleno desarrollo de un estallido social, en consecuencia, su impacto y efecto también ha tenido un grado de politización entre los diversos actores políticos. Sin embargo, la crisis sanitaría ha sido hábilmente manejada por las actuales autoridades, siendo el esfuerzo de Chile destacado internacionalmente, tanto en la obtención de insumos, como en el manejo de la crisis. Lo anterior, ha presentado riesgos, amenazas y también oportunidades, que en el caso nacional se han podido sortear gracias a la integración y efectiva coordinación de los diversos actores estatales y no estatales. En ello, la participación de las fuerzas armadas (FFAAs) ha sido clave junto a otros organismos, para la búsqueda de soluciones que han permitido en el caso de Chile enfrentar adecuadamente la pandemia. Sin embargo, en el plano regional no se han podido plasmar adecuadamente los esfuerzos de cooperación ya que ha primado una actitud individualista y de competencia, sin perjuicio de existir algunas acciones o hechos específicos de solidaridad interestatal.

Abstract:: This article argues that Bolivia has been affected, at the same time, by two pandemics, the political and the sanitary. It also argues that institutional fragility and the weakness of health structures and organizations have been a disadvantage in the management of the pandemic, which has not been free of political influences for the benefit of one or the other side, aggravating and harming, in the end, the most disadvantaged population. This, additionally in an economic context of great informality that has been seriously damaged, affecting the weakest who earn their living in this informal sector of the economy. The internal power struggles in Bolivia have been in practice a factor that has negatively affected the management of the pandemic at the national level./Este artículo plantea que Bolivia ha sido afectada, al mismo tiempo, por dos pandemias, la política y la sanitaria. Adicionalmente plantea que la fragilidad institucional y la debilidad de las estructuras y organizaciones sanitarias han sido una desventaja en el manejo de la pandemia, la que no ha estado exenta de influencias políticas para beneficio de uno u otro bando, agravando y perjudicando al final, a la población más desfavorecida. Ello, adicionalmente en un contexto económico de gran informalidad que se ha visto seriamente dañado, afectando a los más débiles que se ganan la vida en este sector informal de la economía. Las luchas internas de poder en Bolivia han sido en la practica un factor que ha afectado negativamente el manejo de la pandemia a nivel nacional.

Abstract:: Brazil has been hit hard by the new coronavirus pandemic. In such a context, there has been an increasing transference of decision-making and policy-making power to the military, and the Brazilian national response to COVID-19 has eventually come under military authority. Based on the current debate on the on-going securitization of public health in the world following the outbreak of the new coronavirus, we engage with recent literature in an attempt to demonstrate Brazil’s singular pattern of military interference in public health. It is our hypothesis that in Brazil there is a process of militarization of the responses to the pandemic without, however, a concomitant process of securitization. This is possible because the Bolsonaro Administration combines denialism toward the COVID-19 pandemic with the gradual delegation of key political roles to the military. We claim, finally, that the Brazilian case of military response to COVID-19 offers analytical instruments to study other cases of imbalance in civil-military relations throughout the Global South./La pandemia del nuevo coronavirus ha impactado severamente a Brasil. En este contexto, las fuerzas armadas han recibido sustancial aumento en su capacidad de decisión y de elaboración de políticas públicas de respuesta a la COVID-19. A partir del presente debate sobre la creciente securitización de la salud pública global en tiempos de pandemia, nosotros convocamos a la literatura reciente sobre el tema con el objetivo de demostrar la originalidad del caso brasileño respeto a la interferencia militar en salud pública. Nuestra hipótesis destaca que en Brasil ha existido un proceso de militarización de las respuestas a la pandemia sin que haya un simultaneo proceso de securitización. Ello es posible porque el Gobierno Bolsonaro combina negacionismo respeto a la pandemia con una gradual delegación a los militares de puestos claves en la toma de decisiones. Argumentamos que el caso brasileño ofrece instrumentos de análisis importantes para el estudio de otros casos de desequilibrio de las relaciones cívico-militares en el Sur Global.

Abstract:: The COVID-19 pandemic occurred in Poland during the campaign before the presidential election scheduled for May 10. This non-military threat changed the election campaign’s dynamics, leading to an unprecedented failure to hold elections and postponing them. Around the changes in the election procedure, many constitutionalists and political scientists voiced their inconsistency with the law and the provisions of the Constitutional Tribunal. Both the proposed provisions and the manner of their organization raised objections. The article classifies these changes as manifestations of democratic backsliding, weakening democratic institutions and leading to a decline in the quality of democracy. The research goal is to analyze the records in the selected source material and relate them to the selected theoretical category (democratic backsliding). In the course of the research, the following hypothesis is verified: in the face of the COVID-19 epidemic in Poland, attempts by the ruling elite to change the provisions related to organizing the presidential elections scheduled for May 10 are an example of democratic backsliding, which, by weakening democratic institutions, has threatened the constitutional provisions and the essence of the democratic system.

Abstract:: In the modern world, the development of technology has a significant impact on various areas of human functioning. However, the appearance of the COVID-19 coronavirus pandemic and the need to implement numerous restrictions resulted in an even greater increase in the importance of new technologies, especially in such sectors as education, administration, or finance. In Poland, the introduction of the remote work system encountered many difficulties related to the unpreparedness of previous structures to implement such solutions. An example of a country where they operate efficiently, responding to the problems that Poland faces today, is Estonia, in which, beginning from 2004, the state administration sector has been gradually replaced by a digital system based on Blockchain technology. At present, in Poland, appropriate steps are already taken by the Ministry of Digitization to digitize public administration in the form of a plan of four streams. Given the protracted pandemic, the possibilities for immediate solutions and considering the advantages and disadvantages of digitizing the state seem worth attention.

Abstract:: The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Abstract:: Editor’s Note: American Diplomacy Journal asked several foreign policy commentators to address the significance of growing chaos in many parts of the world, as failed and failing states are increasingly unable to perform the fundamental functions of the sovereign nation-state. This is one of five articles looking at those concerns. “The current coronavirus crisis emphasizes the need for the European Union to devote more effort to anticipatory governance, notably through analysis of medium- and long-term global trends, as well as structured contingency planning and the stress-testing of existing and future policies.” – European Parliament study, April 2021 Europe is the spiritual home of anarchism. But it will argue that failed states are a third world phenomenon, while conveniently forgetting that such failure is often, or at least partly, a consequence of its colonial rule. Today’s European Union (EU) is not plagued by anarchy nor by outright failure. But its growth pains, and now the Covid pandemic, have sharpened its strains of governance. There are areas of Europe where anarchy and failure are real and the EU is either unwilling or unable to act in mitigation. A new US administration, seeking fresh partnership with Europe, has a vested interest in looking at what anarchy and failure might do to its European partners. This essay looks too at Europe’s immediate neighbourhood where state failure – and failed European response – are rife. Politics starts at home. So let’s first look at that. President Biden during his June tour of Europe will certainly have done so and wondered how politically solid, predictable and reliable the re-discovered European partners are.

Abstract:: While the U.S. has made major advances against COVID, it is imperative that much more be done as quickly as possible to end a disease that threatens our health, our economy and our leadership in the world. We need to go on the offense world-wide and become the world’s arsenal for vaccines. Without such an offensive, it is only a matter of time before the virus mutates into a form that is resistant to our current vaccines. As we have seen repeatedly, no matter where it starts, a new variant always finds its way into communities everywhere. Only the United States is uniquely positioned to lead the world out of this crisis.

94. Transitions in Global Health Diplomacy: Views of Donors During the COVID-19 Pandemic

Abstract:: Sickening and killing people worldwide, the COVID-19 pandemic is disrupting national and international economies and creating enormous human suffering. Current and future geopolitical implications are substantial, requiring long term attention by national security policymakers in the United States and elsewhere.245 Central among these foreign policy concerns is the capacity of states across the globe to deliver health care (and other services) to their populations and the role of health and human security in promoting national security.246 Prior to the pandemic, interest in Global Health Diplomacy (GHD) as a foreign policy tool was growing, reflecting the recognition of border crossing health concerns and the effectiveness of health-focused development aid. Health assistance provided through GHD enables improvements in the quality of life, expansion of infrastructure, and strong donor-recipient ties, each of which can contribute to recipient state capacity. Emerging impacts of the COVID-19 pandemic increase the importance of international health assistance.247 The value of health assistance in generating grassroots aid recognition, thereby capturing “hearts and minds,” is a potent means of building international recognition of both a state’s humanitarian mission and building a positive reputation in recipient state public opinion. In the American context, the four years of the Trump administration were marked by a decline in American bilateral and multilateral engagement in terms of GHD, specifically its stated intention to withdraw from the World Health Organization (WHO).248 Importantly, this coincided with a period of rising efforts in this area by China and Russia. These changes highlight the importance of understanding how changes in GHD participation emerge and enable stronger linkages between GHD studies and global rivalries (more common in the field of International Relations).249 We set out to explore how transitioning patterns of GHD engagement inform the positioning priorities of the United States, Russia, China, and multinational organizations such as the European Union. How have the acute health, economic, and in some cases political crises of the global COVID-19 pandemic altered donor engagement in GHD? What are the effects of changes in the perceptions of their engagement in recipient states? We incorporate data from three strategically important post-Soviet countries—Estonia, Ukraine, and the Republic of Georgia—to illustrate how major players in GHD are viewed on the ground. Situated on a long arc from the Baltic Sea to the Black Sea and beyond to the Caucasus, these states neighbor Russia proper. Proximity to Russia itself implies a core national security problem: Moscow has actively undermined the territorial integrity of Georgia and Ukraine, seizing parts of both via kinetic warfare while causing massive infrastructure damage (including healthcare infrastructure), thousands of deaths, and the internal displacement of millions.250 Estonia has been the target of cyberattacks emanating from Russia, and all three countries must cope with relentless disinformation campaigns intended to destabilize their governments and societies. These three cases provide insights into how citizens in recipient states view GHD engagement in a time of crisis.

I would love if you could give us a brief introduction and tell me about what your role has been like since the start of the pandemic. Jennifer Nuzzo (JN): I am an assistant professor at the Johns Hopkins Bloomberg School of Public Health. I am also a senior scholar at the Johns Hopkins Center for Health Security and a senior fellow at the Council on Foreign Relations. I have been involved working on COVID-19 since the first news of an outbreak in China. I run a project called the Outbreak Observatory, which does operational research to improve outbreak responses. One of our activities is to publish a weekly blog, which we do to take stock of what is going on in the world and to try to learn about events—even if we are not actively doing research projects on them, just reminding people that things are happening all the time.

96. Economic Crisis and Elections: A Recipe for Turbulence in Latin America

Abstract:: Latin America experienced the second biggest pandemicinduced economic contraction of any region in 2020, just behind the Euro-zone, and Verisk Maplecroft’s Recovery Capacity Index—which measures more than a dozen factors that determine a region’s ability to recover from the crisis—puts Latin America below all but Africa in recovery capability. The resulting social and economic distress has worsened longstanding inequalities and acted as a catalyst for civil unrest. Despite restrictive lockdowns, the pandemic crisis and economic shock sparked demonstrations across the region throughout 2020 as governments proved unable to meet even the most basic needs of their populations. A string of general elections scheduled for 2021 will take place against a backdrop of a surge in poverty and unemployment, setting the stage for another unstable year. With forecasts from the International Monetary Fund projecting the regional economy unlikely to recover to pre-pandemic levels until 2023, and household incomes not until 2025, this situation will continue. Falling tax receipts will cripple governments’ ability to address spiralling demands from already impoverished workers likely to be pushed into even lower-paid, unstable, and informal jobs. Young people and informal workers who average 60 percent of the regional labour force, on data from the Organization for Economic Cooperation and Development, will continue to be disproportionately affected. Dissatisfied and often disenfranchised, these sections of society can be particularly restive, able to mobilise fast in political or anti-establishment protests.

Abstract:: National security has been classically conceived as a narrowly military and state-centric concept, especially in the Western industrial world. Security is, generations of strategists and statesmen have told us, a matter of defending core nation-state values and interests by force of arms. Two world wars across the first half of the twentieth century, and a long nuclear confrontation to follow, engrained this military and state-centric conception deeply into global consciousness and public discourse. The tragic COVID-19 crisis now confronting us suggests that this logic may be flawed, or at least oversimplified. Over 2.3 million people worldwide died in the first year of this global pandemic, with well over 100 million infected. These figures are likely understated.44 Untold millions of people continue to suffer from “long COVID” maladies around the world.

Abstract:: Fletcher Security Review (FSR): Thank you for joining FSR today. To begin, what challenges do you believe countries or security practitioners will face in preventing terrorism or countering violent terrorism in a postCOVID-19 world? Raffaelo Pantucci (RP): There are going to be a lot of challenges. The difficulty with trying to make judgments about what is going to happen in a post-COVID world is that we are not in the post-COVID world yet. We are still in the midst of the pandemic, so a lot of this work and assumptions that we look into are based on assessments of what we think could happen. I think a number of things will happen. First, I think we are going to see real pressure on security forces’ resources. On the one hand, kinetic security forces—police and intelligence services—probably will not suffer too much. But the real dilemma will come with some of the upstream funding. Money is being used to try to stop people from being drawn to violent groups in the first place. Countering violent extremism projects will face immense challenges since it is very hard to understand and make direct causal links between the issues the programs are addressing and the ultimate threats. We are going to see a push on budgets and that will result in cuts for security forces. These will have an impact in different ways in different places. Unfortunately, terrorist threats are global. You can have a good grip on your threat matrix, but it has links across borders which are beyond your control. This creates a potential risk if a country you are connected to does not have a grip on their security and are under the same sort of budgetary pressures, then it is possible you will see a negative knockon effect.

99. COVID-19 and California’s Detained Youth: Vulnerable and Overlooked

Abstract:: The COVID-19 pandemic is an unprecedented and ongoing calamity, laying bare the vulnerabilities of California’s public health and emergency response systems. Although youth confined in juvenile detention facilities are among those at highest risk of suffering from the effects of the virus, the plight of these young people has been largely invisible to the public and overlooked by the state. This article describes the unique dangers posed by the coronavirus to youth incarcerated in county-run detention facilities in California. It summarizes the policies and procedures necessary to protect the health and well-being of detained youth based on the recommendations of public health officials and youth justice stakeholders nationally. It then describes the county and state agencies whose coordinated action is essential to respond to COVID-19, the efforts of the authors and other California advocates to urge these government stakeholders to implement essential health and safety protocols, and the obstacles and challenges encountered. Those efforts met with a range of responses ranging from lack of certainty about authority to act to non-responsiveness. As a result, California failed to provide systematic guidelines for releasing youth from custody, proactively oversee conditions in detention facilities, report data in meaningful ways, or respond to concerns and complaints from youth and families. The article, finally, draws on the experiences of the past year and a half to offer recommendations for the systemic changes necessary to prepare for the next pandemic or similar public health emergency.

100. Predictors of Fake News Sharing on Social Media during COVID-19 in South Asia: Evidence from Pakistan

Abstract:: Spread of fake news has been rapidly increased in recent months and the determinants that lead the sharing of misleading information is not well studied. Henceforth, this study analyzes the result of a Pakistani sample (n=385) regarding proliferation of fake news regarding COVID-19. This phenomenon was studied by using uses and gratification framework it was extended by the altruistic motivation. An explanatory research design was followed, data was collected through questionnaire based on prior studies and respondents were approached through different social media websites and answers were collected through Google forms by following convenient sampling technique. Acquired responses were analyzed through regression model to investigate the magnitude of effects among the six categories of study on the result of fake news sharing. Findings showed that altruistic motivation was the main predictor of fake news sharing of COVID-19. Furthermore, other predictors i.e. motivation for information sharing, socialization gratification, motivation for seeking information and passing time were contributing in sharing fake news about COVID-19, while no relationship was found between entertainment motivation. This research suggested some theoretical and practical implications.
