Abstract:: On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

Abstract:: JOSHUA BYUN, D.G. KIM, and SICHEN LI examine the impact of the COVID-19 pandemic on the Chinese public’s foreign policy attitudes. Drawing on original surveys fielded in China during the first six months of the global pandemic, they find that ordinary Chinese citizens are optimistic about China’s future global position, and that this optimism corresponds with the widespread perception that the COVID-19 pandemic is accelerating China’s rise relative to the United States.

Abstract:: This paper uses a wide array of original documents collected from Bulgarian, Czech, German, Hungarian, Polish, Romanian and Serbian diplomatic, party and security services archives, reflecting Havana’s foreign policy during the Cold War. The article’s narrative follows Cuba’s Cold War foreign policy in the 1970s. Through its multipolar archival research methodology, the paper aims to help us acquaint a more nuanced and fuller picture of the complex and evolving character of Cuba’s Cold War internationalism as seen through the eyes of Moscow’s East European allies, marking a clear departure from existing literature mostly engaging Soviet or American sources.

Abstract:: The hour of reckoning is when one confronts past mistakes and decides what to do next. Russia’s war in Ukraine reveals numerous European mistakes in the past and accelerates the development of a new foreign policy paradigm. The article examines the emerging policy paradigm and how it organizes the politics of EU foreign policy. Moreover, the article argues that the emerging paradigm is closely connected to, if not dependent on, the ongoing processes of reckoning, that is, to the degree that past mistakes are acknowledged. Finally, the article argues that the twin processes of reckoning and paradigm change make a determining factor for the future of Europe

Abstract:: Despite being the prevailing emotion of our times, anxiety has received scant attention in the inter- national relations discipline. While political theorists and philosophers have long paid attention to anxiety as distinct from and constitutive of fear, international relations theory has assumed that much of international behavior is guided by fears of specific threats to state survival.1 However, today, the uncertainties surrounding the future of the world order, unanticipated crises like the COVID-19 pan- demic that radically change our lives, unforeseeable terrorist attacks, and the unexplainable lure of radical fundamentalist ideologies all evoke a pervasive anxiety about what we do not know and what we cannot control, rather than the fear of a specific and known enemy. This special issue joins a growing set of recent publications employing a theoretically informed notion of anxiety and highlighting its distinct effects on international politics.2 This emerging research program shares a number of common premises. The first is the conceptual distinction between fear and anxiety. The second is an interest in how international actors manage anxiety and how various anxiety management techniques and practices affect international outcomes. Thirdly, anxiety research in IR is interested in exploring the distinct potential in anxiety to be a force for emancipatory and /or radical change. Fourthly, anxiety scholarship in IR is interested in theorizing how anxiety is manifest not solely as an individual-level but also as a social and collective phenomenon. Finally, scholars are building on the neglected insights of existentialist and psycho-analytical thought, where anxiety fig- ures prominently and underscoring their relevance for IR.

Abstract:: Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

Abstract:: ACCORDING to many of our international relations experts, a presidential decree to approve a new edition of the Foreign Policy Concept of Russia will be one of the most significant developments of 2022. It will be the sixth doctrinal document in our country’s recent history: Previous versions of the key diplomatic “manifesto” were issued in 1993, 2000, 2008, 2013, and 2016. The media treat them as routine events when in fact they offer us a unique opportunity to trace all transformations in the foreign policy thinking of the country’s leaders and to analyze the events and trends of the last 30 years. The response to the latter has determined the nature and substance of the conceptual foundations of Russia’s foreign policy. More than 30 years have passed since the breakup of the Soviet Union in 1991. The new generation that grew up, studied at, and graduated from institutions of higher education knows next to nothing about the Soviet superpower, bipolar confrontation, socialist internationalism, and games with “inter-imperialist” contradictions. The system of Russia’s foreign policy priorities has been broken, reestablished, and altered several times. This and the country’s revival inspired us to reassess an article published in 2007 [1] and to correct assessments made then of global processes.

Abstract:: The concept of Eurasia is one of the most important elements of geopolitics, dating back to the beginning of the last century, and whose development owes much to the works of geographers and political thinkers alike. Nevertheless, although comprising a big portion of the planet’s political space, this region suffers from a relative ‘organizational gap’, especially if compared with neighboring regions such as Western Europe and Southeast Asia for instance. This paper contends that the lack of an overarching political arrangement in Eurasia owes much to particular aspects of the Russia-China relationship, which encompasses Great Power aspirations and competing organizational schemesin the region. Different views about Eurasia itself, associated with a quest for leadership in regional institution-building, put both Russia and China on competitive tracks, essentially obstructing the formation of a broad political design in the broader continent. To substantiate our point, the present work applies certain concepts from historical institutionalism, whose mechanisms enabled a thorough evaluation of patterns of inception, continuation, and change of political institutions, alliances and principles affecting the Sino-Russian relationship over time, as well as its effects on Eurasia’s ‘organizational gap’ per se.

Abstract:: In the context of Brazil-Paraguay historical relations, the construction of the Itaipu hydroelectric dam on the Paraná River – on the border between the two countries – was one of the most important initiatives (in political, economic and energy terms). The events between Brazil and Paraguay involving the Itaipu project are part of South America's geopolitics. In this sense, the present article will focus on the negotiations that preceded and continued throughout the construction of the plant and the treaties and main events and agreements that established the criteria for the operation of the hydroelectric power plant. The Itaipu Treaty, signed in 1973, provides for the revision of financial clauses by 2023. Thus, the present work aims to examine the relations between Brazil and Paraguay throughout history and analyze the impacts of the Itaipu Dam on this relationship. This article is qualitative research, from the perspective of International Relations and Political Geography, enriched with cartography created by the authors with Arc GIS software.

Abstract:: According to the current literature, since the redemocratization, Brazilian foreign policy has been marked by a process of increasing politicization. This article’s main objective is to verify the relation between administrative shifts and Brazilian nuclear diplomacy. Accordingly, the question dealt with in the article is: since Brazil joined the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), have administration variations interfered with the formulation of Brazilian nuclear diplomacy? This article argues that Brazilian nuclear diplomacy has been an exception to this trend. No matter how innovative some administrations have been in foreign policy, nuclear diplomacy has been insulated from governmental changes, having consolidated a coherent and stable rhetoric internationally. The research was carried out by analyzing the Brazilian rhetoric between 1998 and 2019 in the NPT Review Conferences and Preparatory Committees, vis-à-vis different administrations, through the method of substantive content analysis. The result consisted in the verification that the majority of the rhetorical issues used were present in all studied administrations, indicating the absence of correlation between administration shifts and the Brazilian stance in the Global Nonproliferation Regime.

15. CPLP: the first twenty-five years

Abstract:: The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

Abstract:: El interés de América Latina por África se renovó a comienzos del presente siglo. Las transformaciones globales, el liderazgo de Brasil y la emergencia del regionalismo impulsaron una asociación basada en el diálogo político y la cooperación cuyo objetivo era alcanzar una mayor incidencia sobre el sistema internacional. Sin embargo, el déficit de interdependencia, la debilidad de la institucionalización interregional y la vulnerabilidad de los actores involucrados limitaron el alcance de esta estrategia sin alcanzar su verdadero potencial. En un escenario de incertidumbre que anuncia cambios en el orden mundial y consolida una gobernanza fragmentada, la posibilidad de restablecer esta relación encuentra nuevos incentivos. El artículo analiza los factores catalizadores de este proceso concluyendo que, pese a la oportunidad, su materialización sigue sin contar con las condiciones ni capacidades necesarias para competir geopolíticamente por África.

Abstract:: La política francesa en el Norte de África y África Occidental se caracteriza por su carácter continuista con pocos elementos novedosos en la última década. La llegada del Presidente Macron al Elíseo estuvo marcada por una reafirmación del compromiso con África (2017-2022) que ha tenido resultados limitados. El artículo examina la posición de Francia hacia África en el marco de las relaciones de cooperación establecidas a través de diversos instrumentos bilaterales y multilaterales. Primero, el artículo estudia el carácter unilateral de la política francesa en África y su relevancia como actor con capacidad de influencia sobre las dinámicas regionales. Segundo, se analiza la posición de Francia en el marco Vecindad Europea y su postura en relación a la reconfiguración de la política regional. Por último, el artículo profundiza en dinámicas regionales que modulan o condicionan la respuesta de Francia hacia el la región norte y occidental de África, con especial relevancia de la creciente rivalidad entre Argelia y Marruecos como eje vertebrador de las relaciones internacionales en la región.

Abstract:: El artículo explora la importancia antigua y nueva que para estos países de Oriente Medio tiene el continente africano a principios del siglo XXI. Para algunos de ellos es un interés histórico arraigado como es el caso de Egipto y su presencia en Sudán y las fuentes del Nilo, el de Turquía ligado al Imperio otomano o el de Omán, cuya vieja relación se remonta al comercio de esclavos y al control de Zanzíbar desde finales del siglo XVII, mientras que para Arabia Saudí o Irán esa relación data de los años 70 y para Emiratos Árabes Unidos y Catar este interés es mucho más reciente y arranca en el siglo XXI. Intereses que tienen múltiples vectores, entre los que destacan la competencia por la hegemonía regional de Oriente Medio, el prestigio, la intermediación y, en menor medida, pero también la compra de tierras cultivables en suelo africano. Por su parte, Israel, aunque es un actor que tratamos secundariamente, persigue también desde hace poco una agenda propia que resulta claramente distinguible del resto.

Abstract:: Hace menos de una década, el continente africano era prácticamente la última prioridad de la política exterior de Rusia. Atrás quedaron las décadas doradas en las que el peso de la URSS se hacía notar en niveles como la ideología, las infraestructuras, la economía, la política o el sector educativo. Ahora bien, ante el creciente aislamiento internacional, Rusia vuelve a apostar por el apoyo del continente mientras Occidente mira con preocupación tales esfuerzos. En 2019 tuvo lugar en Sochi (Rusia) el primer foro económico entre la potencia dirigida por Putin y África, un foro en el que se definieron las líneas maestras en política exterior del Kremlin. Era un claro anuncio: Rusia estaba de vuelta en el continente africano después de una larga ausencia, en concreto desde la disolución de la Unión Soviética en 1991. El artículo analiza si su presencia en África es una presencia tan alarmista como se presenta por la Unión Europea o la Casa Blanca.

Abstract:: Desde el fin de la Guerra Fría, cuatro grandes prioridades definieron la estrategia de la República Popular China hacia África: el acceso a recursos naturales y materias primas; la consecución de mercados para sus exportaciones de manufacturas; la obtención de apoyo a sus objetivos políticos; y la consolidación de un estatus como líder del mundo en desarrollo. A partir de la primera década del siglo XXI China se ha convertido asimismo en un importante socio financiero y en impulsor del desarrollo de infraestructuras en el continente, a la vez que ha adquirido una creciente presencia militar. Abstract:: With debate over proposals to restructure U.S. foreign policy becoming ever more urgent, DACOR’s annual conference in 2021 focused on “Rebuilding Diplomacy.” The Washington-based organization of foreign affairs professionals convened experts from the State Department, academia, and Congress to discuss how U.S. foreign policy could be rebuilt after the drastic budget cuts and disregard for international cooperation of the previous administration. Three panels at the one-day conference centered on: strengthening the Foreign Service; the State Department’s role in the foreign affairs community; and strengthening the actual practice of diplomacy in the field – the critical “last three feet.”

Abstract:: We were in the dark. Launching an aid program as the Soviet Union collapsed, covering 12 countries across 11 time zones from Kiev to Vladivostok, took the U.S. Agency for International Development (USAID) into totally new territory. Most of us had spent careers in the tropics. Almost no one in USAID knew anything about Russia or the former Soviet Union. No one spoke Russian. In June 1992, I joined USAID’s recently formed New Independent States (NIS) Taskforce as Russia Desk Officer. My knowledge of Russia consisted of what I had learned from “Russian Lit in Translation” sophomore year and a one-week trip with the University of California to see about a possible partnership with the university in Puschino, a small town dedicated to microbiology 90 kilometers south of Moscow. Concerned that Puschino, formerly a closed city, might be a center for research on biological warfare, we went to the CIA for reassurance—they said it wasn’t.

Abstract:: The U.S. raised its flag in Alma-Ata in February 1992, the first country to do so after the Republic of Kazakhstan succeeded the Kazakh SSR with the dissolution of the Soviet Union. Following two years at Embassy Moscow supporting broadcast media throughout the USSR with satellite dishes and new programming as glasnost relaxed control over media, I arrived in Alma-Ata in late summer of 1992 for a new adventure as the first permanent Public Affairs Officer in newly independent Kazakhstan. Under the leadership of Ambassador Bill Courtney and DCM Jackson McDonald, the American diplomatic team pioneering our efforts there was energetic, inventive, and full of can-do spirit. Everything was possible, and a lot was difficult. And, I fell in love with this beautiful country and people.

25. Telling America’s Story in Communist Times

Abstract:: During my three tours of duty in communist Eastern Europe (USSR 1960s, Romania 1970s, and Bulgaria 1980s), U.S. diplomats were inhibited in their contacts with local citizens. Most of us spoke the local languages and longed to establish links with a broader range of people. Although that was not impossible, any relationship that was outside of accepted channels was likely either terminated by the local authorities or came to be controlled by them. Visits to post by American experts in the cultural, educational, scientific, and other fields were always welcome, since they helped open doors to people whom it would have been difficult, if not impossible, to meet otherwise. In the case of the USSR, the 1958 U.S.-Soviet Cultural Agreement was a great boon. The size and importance of the Soviet Union meant that relatively large numbers of prominent Americans, including politicians, passed through Moscow. Those visits gave at least some local citizens a window on our country that helped to contradict the pervasive anti-American propaganda that the government promoted. Traveling U.S. exhibitions during my time there, such as “Hand Tools U.S.A.”, exposed ordinary citizens in provincial cities to Russian-speaking American guides and to our culture and values.

26. Democracy in Africa is Like a Flashlight without Batteries

Abstract:: Promoting democracy has been a central pillar of U.S. foreign policy for decades. This has been true for the dozen U.S. missions in which I have served in Africa over the past half century. Unfortunately, my experiences have left me doubtful about the results achieved by the hundreds of millions of dollars the U.S. has invested to promote democracy in Africa. I arrived in 1970 as a U.S. Peace Corps Volunteer, West Africa. In my village, I learned that you obeyed the chief’s decisions no matter how illogical they might be. I also learned that it was considered impolite to criticize any of the chief’s decisions. Today it is still best to obey the chief, although he is now influenced by the central government. The overriding concern of the chief and his representative council of elders was to maintain a peaceful and stable environment, acknowledging that no progress could be achieved without stability. As central government influence increased, local leaders offered their support in return for new schools, water wells and health clinics. The goal of this tribute system of “patronage governance” was not democracy but justice, a concept embedded in the local culture while “democracy” was an imported notion.

27. Don’t Leave the Russian People Behind

Abstract:: When McDonald’s opened its restaurant on Moscow’s Pushkinskaya Square in 1990, a line of thousands of Russians eager to have a taste of the West snaked around several blocks. The company’s recent decision to suspend its operations in Russia is a sad symbol of the rapid deterioration of Russia’s links to the West caused by Vladimir Putin’s invasion of Ukraine. As we watch the increasingly horrific spectacle of Ukrainian soldiers and civilians dying in a senseless war, it may be difficult to think also of the Russian people. Nevertheless, in our support for Ukraine’s fight against its aggressor, we should not overlook their plight. Putin undoubtedly has supporters at home even as he engages in a war proving disastrous for his own country, but even more Russians are victims of a ruthless and relentless dictatorship. In the short term, they are unavoidably suffering as the global community levies harsh sanctions against the Putin regime. In the longer term, that same community should be prepared to offer the Russian people a way back. As a public diplomacy officer at the U.S. Embassy in Moscow during the early 1990s, I saw how many Russians welcomed the prospect of living as people in much of the rest of the world. In those years, a diplomatic tit-for-tat barred Russian nationals from working inside the embassy. American officers consequently not only carried out normal diplomatic functions, but also cleaned offices and cars. One great benefit of the do-everything-yourself period was answering all the phones ourselves, as it put us in direct contact with scores of average Russians. In the public affairs offices, we fielded calls from artists, writers, broadcasters, and educators proposing joint ventures with American counterparts. These budding entrepreneurs had mastered the term “joint venture” but not always the modalities required for a successful business partnership. Sadly, many of these ventures never materialized, but the ideas and enthusiasm were everywhere.

Abstract:: In March, 1999, while serving as the press attache at the U.S. Embassy in Kyiv, I hosted a full-day international conference to mark the 50 years since NATO was established. Speakers included the Secretary of the Ukrainian National Security Council Volodymyr Horbulin, U.S. Ambassador to Ukraine Steven Pifer, U.S. Principal Deputy to the Ambassador at Large for the New Independent States Ross Wilson, the chairman of the British parliamentary committee on national security, and Sergei Karaganov, a leading Russian expert on foreign policy and now a close advisor to Russian President Vladimir Putin. One could argue that the goal of such a conference sponsored by the American Embassy was to promote NATO expansion, particularly to urge Ukraine to join the Western alliance. But that is not how I remember it. Typically, U.S. government public diplomacy like this does not bluntly advocate, but rather presents information or views that would be new to our local audiences. A more forceful NATO appeal for membership for eastern European countries, including Ukraine, emerged from the NATO summit in Bucharest in April 2008.

Abstract:: For the moment as western Europeans watch the nightly media display of Russian brutality in Ukraine, many instinctively feel it’s a long way away. An echo of British Premier Neville Chamberlain’s dismissal of Hitler’s threats to Czechoslovakia in 1938 as a “quarrel in a faraway country, between people of whom we know nothing.” One Czech emigrée saw the fatuousness of Chamberlain’s stance—Madeleine Albright. Balts and Poles, their memories fresh of Russian occupation, are clearly nervous. At greater distance, Portuguese, Greeks and Italians feel less threatened. French people show more concern with cost-of-living hikes—albeit driven by Russia’s actions. Yet the violence is happening on all Europeans’ doorstep. One false move, deliberate or careless, and NATO’s Article 5 activates. Perhaps. Let us look at the complexities of the context in which this war has come to pass.

Abstract:: The Russian invasion of Ukraine is the most powerful and destructive example in generations of a nation-state attempting to recreate its lost imperial history. This is not a defense of empire. It is Russia’s rejection of nationhood as a legitimate basis for sovereign existence in the world order. That this is being done by a major power with a long history of imperial ambition, expansion, and domination makes it a serious global issue. Putin’s actions are his rejection of the 20th century decline and extinction of empires and a challenge to the international order founded on and by nation-states.

31. Playing the Kinship Card in Communist Bulgaria

Abstract:: In 1986, Secretary of State George Shultz tasked Deputy Secretary John Whitehead with responsibility for overseeing U.S. relations with Eastern Europe. Following the advent of Mikhail Gorbachev’s tenure as General Secretary of the Communist Party of the Soviet Union in 1985, there were some hints of a possible adjustment of Soviet policies toward the so-called “satellite” countries of Eastern Europe. The naming of Whitehead to oversee U.S. relations with the region demonstrated the importance the administration placed on it and the hope that we could promote, encourage, or induce some positive changes there. As Whitehead described it in his autobiography, A Life in Leadership, his initial plan for fulfilling his mandate was “to visit those countries, tell the governmental leaders our concerns about their undemocratic conduct and their human rights violations, listen to their concerns, and, of course, dutifully show them that we regarded them as ‘differentiated’ countries in accordance with official policy.” It was in this context that he arrived in Sofia, Bulgaria, where I was serving as Deputy Chief of Mission, at the end of an initial swing through the area that had taken him to Hungary, Poland, and Romania in November 1986.

32. Restarting Educational Exchanges with China after the Cultural Revolution

Abstract:: When I arrived in Beijing in June 1978, foreign diplomats were forbidden to visit any schools or universities and they had minimal contact with government organizations. Although both the U.S. and China were interested in resuming academic exchanges, the obstacles were daunting. I was assigned to the U.S. Liaison Office (USLO), an unofficial organization representing U.S interests in the People’s Republic of China (PRC) in the absence of an official embassy. After establishment of formal diplomatic relations between the two countries in January 1979, I became part of the newly opened U.S. embassy in China, the successor to the Liaison Office. I am pleased to have worked directly on the restoration of U.S.-PRC educational exchanges after a hiatus of 30 years that followed the communist take-over in 1949.

Abstract:: U.S. missions abroad tend to adhere to a basic organizational structure, with an ambassador, deputy chief of mission, political, economic, management, consular and public diplomacy offices. While many embassies, especially those in Least Developed Countries (LDCs), also include development specialists from the U.S. Agency for International Development (USAID), more focus on high-impact development assistance is needed by the poorest countries. Ideally, U.S. missions in seriously underdeveloped countries should be organized in such a way as to focus on developmental progress. For example, when it comes to appointing ambassadors to LDCs, consideration should be given to those qualified to oversee and participate in a development program aimed at moving the host country up the ranks of the UN’s human development index (HDI).

Abstract:: A recent RAND Report on “The Foreign Service and American Public Opinion” (https://www.rand.org/pubs/research_reports/RRA1845-1.html) reveals how little the American public knows about diplomacy and foreign affairs. For the report, which goes much deeper than most foreign policy polls, RAND surveyed representative samples of Americans over a two-year period (2020-2021). The results are not surprising, but they are worrisome for anyone interested in national security policy and prosperity. This report and conclusions highlight the deep ignorance of Americans about diplomacy, its policies, and its practice. The “no opinion” responses in some polls and the “I-never-knew-that” replies in some focus groups—even on basics—can range from 25% to 50%.

Abstract:: Trinidad and Tobago when I served at Embassy Port of Spain (1977-1980) was a pleasant Caribbean backwater. U.S. interests were minimal—major American companies there, Amoco and Texaco, were well able to look after their own interests. Forty years later, the economy remains heavily dependent on the energy sector. Map of Trinidad & TobagoThe Consular Section, with six officers, was by far the embassy’s largest and busiest. I handled the political reporting on the opposition parties and contacts with the local trade unions, while a colleague was responsible for economic/commercial matters. The Ambassador and Deputy Chief of Mission dealt with the higher levels of the Government of Trinidad and Tobago (GOTT), but in fact their interactions were fairly limited.

36. Fighting Corruption in the Arab World Should Be a U.S. Priority

Abstract:: In June of 2021, the Biden administration announced that it would be establishing the fight against corruption as a core concept in US national security and a pillar of its foreign policy.1 The following December, it launched the “US Strategy on Countering Corruption” as a “whole-of- government” initiative to, among other objectives, curb illicit financing, hold corrupt actors accountable, and improve diplomatic engagement and leverage foreign assistance in the pursuit of its policy goals.2 With the United States the premier actor in international politics and influence, the administration set out to formulate strategies, lay down markers, and implement policies that can help at least make a dent in the scourge of corruption around the world. Today, the task of fighting international corruption must include the countries of the Arab world, most of which are close political, economic, and strategic partners of the United States. Corruption in the region is eroding what little is left of social and political stability. From bribery to influence peddling, and from the use of public and official power for private gain to interference with the judiciary, the region’s corruption requires diligent internal and international efforts to address it. Democracy and economic development depend first on the striving of the region’s populations to ensure and protect their human rights, but also on an active role played by the United States government and its many institutions.

Abstract:: Kleptocracies seem to enjoy powerful coherence between their domestic and foreign policies, given that they wield power at home and abroad through the same corrupt assemblage of actors, networks, tactics, and resources. By prioritizing the fight against corruption and kleptocracy, the United States can similarly pursue the most internally coherent grand strategy since it combined the containment of communism with neoliberal deregulation to win the Cold War. Doing so will require deeply reorienting foreign and domestic policy priorities by featuring the opposite side of the U.S. economic model, with less cowboy and more sheriff: well-regulated clean capitalism under the rule of law.

Abstract:: Well into its second year, the Biden administration has continued to grapple with persistent foreign policy challenges while new ones have emerged: North Korea has not curtailed its weapons of mass destruction (WMD) programs; negotiations with Iran on resuscitating the Joint Comprehensive Plan of Action (JCPOA) remain stalled; and a Russian troop buildup near Ukraine may signal a potential invasion and full-scale conflict. In confronting these and other challenges, the United States continues to use economic sanctions as a mean of punishing, signaling, and coercing rivals into changing their foreign policy behaviors. As a tool of American economic power, policymakers often see sanctions as “Goldilocks” instruments that are “just right,” albeit ones that require time and patience to facilitate policy change.

Abstract:: Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

Chinese President Xi Jinping’s early December visit to Saudi Arabia, upon King Salman’s invitation, exemplifies the recent improvement in Sino-Arab ties (Xinhua, December 8). While in Saudi Arabia, Xi initiated two new multilateral forums intended to strengthen engagement between China and the Arab world: the China-Arab States Summit and the China-Gulf Cooperation Council summit (Xinhua, December 11). In addition to deepening political rapprochement between Beijing and several regional countries, China is simultaneously establishing crucial military-strategic ties with key Middle Eastern states. Chinese-made drones are already present in the arsenals of multiple Arab countries and technological cooperation between Beijing and its regional counterparts is rapidly increasing. The most striking example in this regard was the United Arab Emirates’ (UAE) revocation of the F-35 deal that constrained its cooperation with the Chinese tech and telecommunications giant Huawei over 5G technology (Al Arabiya News, December 14, 2021). As many Arab countries’ doubts about Washington’s commitment to regional security grow, more and more countries are increasingly open to entreaties from China.

Abstract:: Only a short time ago, considerable enthusiasm existed in Finland regarding Beijing’s efforts to forge an “Arctic corridor” of railroads and undersea tunnels, satellite ground stations, an airport for scientific expeditions, and massive biorefineries. In this, Finland was not alone but represented only a small branch of China’s comprehensive thrust to permanently establish a presence above the Arctic Circle. Yet, with the recently emerging geopolitical turbulence, China’s Arctic expansion is facing a standstill, even in Finland, which long seemed like its most viable partner in the region. By applying for NATO membership along with Sweden, Finland is turning westward, practically closing the gates on China’s Arctic expansion beyond Russia. Its story serves as an interesting microcosm on the rise and demise of China’s Arctic policy.

Abstract:: Questions about the unity of Italy’s new government on several key foreign policy issues persist, ranging from the extent of its support for Ukraine to its commitment to various European Union institutions. However, on the issue of China, the new government of Prime Minister (PM) Giorgia Meloni appears united. This bodes well for transatlantic cooperation and could spell trouble for Beijing, which not too long ago entertained ideas of using Italy as a friendly counterweight in Europe. Under Meloni, Italian foreign policy, particularly toward China, is unlikely to chart a dramatically new course. This is largely because the current government has prioritized its commitment to NATO and needs to focus on domestic issues rather than risk upsetting the international arena. While openings remain for Sino-Italian cooperation in economic terms, such cooperation will be geared toward supporting Italy’s domestic challenges and is unlikely to provide Beijing with the significant foothold that it has long hoped to gain in Europe.

Abstract:: General Secretary Xi Jinping did not mention “America” in his opening report to the 20th Party Congress (Xinhua, October 16). Nevertheless, Xi made clear that China faces a difficult international environment, precipitated in large part by the U.S. challenge, which threatens the realization of national rejuvenation. For Xi, the threat appears particularly acute in two areas: technology and Taiwan. He called for winning the “battle of key core technologies” by building on breakthroughs in areas such as supercomputing and quantum computing, space exploration, nuclear energy, satellite navigation and biomedicine (Xinhuanet, October 16). On Taiwan, Xi issued a thinly veiled ultimatum to Washington, stating that the People’s Republic of China (PRC) will strive for “peaceful reunification” to incorporate Taiwan into the Motherland, which he called “an inevitable requirement for realizing the great rejuvenation.” Should this approach fail, Beijing reserves the right to employ military force to counter “interference by external forces” and “Taiwan independence” separatists (Central Committee Taiwan Work Office, October 16).

47. China’s Interests in Afghanistan One Year After the U.S. Withdrawal

Abstract:: In late June, a severe earthquake struck southeastern Afghanistan. In the immediate aftermath of the disaster, the People’s Republic of China (PRC) announced it would provide 50 million RMB ($7.2 million) in emergency aid, including tents, blankets, cots and other sorely needed supplies to the impacted areas (People’s Republic of China Ministry of Foreign Affairs (FMPRC), June 25). Beijing invests in Afghanistan to further its long-term economic, strategic and political interests. Since the U.S. withdrawal last year, China has had an opportunity to advance its interests and deepen its clout in Afghanistan. When Kabul fell, China did not condemn the move and announced that it respected the choice of the Afghan people—a sign of goodwill from Beijing to the Taliban that it subscribes to the narrative that the new government has the full support of the population (Xinhua, August 16, 2021). China has never been militarily involved in Afghanistan. Uyghur militants have found safe-haven in the country for decades, but the level of threat they pose to the PRC is debated even among Chinese analysts (China Brief, February 11). Despite such long-running concerns, Beijing was unperturbed by the Taliban’s return to power in Afghanistan last year. The PRC kept its embassy open through the fall of Kabul, and Beijing has sustained extensive diplomatic contact with the Taliban leadership to safeguard its security, economic and strategic interests in Afghanistan (Global Times, August 17, 2021). In fact, the PRC is seeking to carry out a complex balancing act in Afghanistan. Concerns about Afghanistan becoming a safe haven for extremist groups that could target neighboring states persist, but Beijing also perceives huge opportunities in Afghanistan’s natural resources, markets and potential to serve as a key node linking western China with South and Central Asia. In order to achieve a stable and secure Belt and Road Initiative (BRI), which will advance China’s interests throughout Central Asia, Beijing needs a stable Afghanistan.

Abstract:: At the Shanghai Cooperation Organization (SCO) foreign ministers’ meeting in late July, which included China, India, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan, People’s Republic of China (PRC) State Councilor and Foreign Minister Wang Yi exhorted member states to uphold the “Shanghai Spirit” (上海精神, Shanghai Jingshen) of mutual trust, mutual benefit, equality, mutual consultations, diverse civilizations, and the pursuit of common development (Gov.cn, July 29). He then presented a “five-point proposal” for building an SCO community “with a shared future” (CGTN, July 30). In doing so, Wang echoed President Xi Jinping’s call in his four-point proposal at the BRICS (Brazil-Russia-India-China-South Africa) summit in June —albeit via a rather elemental poetic allegory of fire, wind, and water –to embark on a “righteous course” toward a shared global future premised on inclusive, comprehensive and close win-win cooperation (Qiushi, June 24). BRICS already has a “Plus” mechanism and is mulling an expansion to include “like-minded” partners.

Abstract:: U.S. Under Secretary of State for Civilian Security, Democracy, and Human Rights Uzra Zeya’s three-day visit to Nepal in May evoked a strong reaction from China. During the visit, Zeya, who is also President Joseph Biden’s Special Coordinator for Tibetan Issues, met with an array of high-level Nepali officials, including Prime Minister Sher Bahadur Deuba as well as Nepali human rights activists. She also visited two Tibetan refugee settlements in Nepal where she interacted with refugees and enquired about their problems (Kathmandu Post, May 22). Zeya had arrived in Kathmandu after meeting the Dalai Lama, senior officials of the Tibetan exile government as well as officials and representatives of the Tibetan refugee community in India (The Hindu, May 18). The Chinese response was swift. The U.S. “should stop meddling in China’s internal affairs under the pretext of Tibet-related issues, and offer no support to the anti-China separatist activities of the Dalai clique,” People’s Republic of China (PRC) Foreign Ministry Spokesperson Zhao Lijian said in a press conference (PRC Ministry of Foreign Affairs, May 19). At the 14th meeting of the Nepal-China Bilateral Consultative Mechanism, which was held a few days after Zeya’s visit, Chinese officials reportedly expressed their misgivings over her engagements to their Nepali counterparts (Kathmandu Post, August 4). Then in July, Liu Jianchao, the head of the International Liaison Department of the Chinese Communist Party (CCP) visited Kathmandu, where at meetings with leaders of Nepal’s major political parties, he asked them to reaffirm their commitment to the ‘One-China’ policy (Nepal Foreign Affairs, July 14).

50. Security Dialogues with Chinese Characteristics

Abstract:: This summer, the People’s Republic of China (PRC) organized two multilateral security dialogues with African nations, which highlight Beijing’s efforts to promote an alternative model of international security. In June, representatives of the PRC and six East African states convened in Addis Ababa, Ethiopia for the first China-Horn of Africa Peace, Governance and Development Conference, which is an initiative that was originally proposed by Foreign Minister Wang Yi during his January visit to Kenya (Guangming Daily, June 27; PRC Foreign Ministry, January 7). At the meeting, PRC Special Envoy to the Horn of Africa Xue Bing said that Beijing sought a greater role in the region, “not only in trade and investments but also in the area of peace and development” (South China Morning Post, June 23). The conference resulted in a joint statement committing to utilize confidence building, dispute resolution, dialogue and negotiation to achieve a “lasting peace” in the region (China News Service, June 23). In doing so, the parties pledged to uphold the “common, comprehensive, cooperative and sustainable security concept,” which was first laid out by President Xi Jinping in 2014 as a core element of his vision for a new international security architecture (Xinhua, May 24). Xi cited the need to remain committed to this concept as motivation for the PRC’s new Global Security Initiative, which he introduced in April (China Brief, May 13). Earlier this week, the Ministry of National Defense (MND) hosted the second “China-Africa Peace and Security Forum,” which was virtually attended by senior defense leaders from nearly fifty African countries (Gov.cn, July 26). In his keynote remarks, State Councilor and Defense Minister Wei Fenghe read a congratulatory letter from Xi, which hailed the resilience of Sino-African friendship in a challenging international landscape and called for the implementation of the Global Security Initiative (People’s Daily, July 26). Although somewhat short on specifics, Beijing has promoted the Global Security Initiative as a positive-sum, “common security” model in contrast to the militaristic, zero-sum approach it ascribes to the United States (China Brief, July 15).

51. China’s Shifting Approach to Alliance Politics

Abstract:: For decades, the People’s Republic of China (PRC) has abstained from seeking formal alliances. Chinese leaders often invoke the principle of advancing state-to-state relations through “dialogue rather than confrontation [and] partnerships rather than alliances” (对话不对抗、结伴不结盟, duihua bu duikang, jieban bu jiemeng) (Xinhuanet, June 23; Gov.cn, November 22, 2021). The PRC highlights its multitude of strategic partnerships and lack of official alliances as emblematic of its self-proclaimed anti-hegemonic approach to international relations, which is predicated on inclusivity, mutual respect and “win-win cooperation.” Chinese Communist Party (CCP) propaganda regularly juxtaposes this purportedly positive-sum approach to world politics with its stock depiction of the United States as a decaying but violent empire, which practices a ruthless brand of power politics based on zero-sum thinking. For the CCP, America’s “cold war mentality” manifests in its global military presence and formal security alliances in Europe and Asia, which Beijing characterizes as “closed and exclusive cliques” (PRC Foreign Ministry [FMPRC], April 12; China Brief, October 22, 2021).

52. 16 + 1: China’s Push Into Central and Eastern Europe Loses Momentum

Abstract:: Since its inception in 2012, the Cooperation between China and Central and Eastern European Countries (China-CEEC; 中国—中东欧国家合作, Zhongguo—Zhong Dong Ou Guojia Hezuo), better known as the 16+1 or 17+1 initiative, has often been described as a security risk with the potential to divide European structures and make them serve the interests of the People’s Republic of China’s (PRC). The 16+1 is a Sinocentric economic cooperation initiative comprising China and 16 Central and Eastern European (CEE) countries, which share only a mutual Communist past as a common denominator (in 2019, Greece, which is heavily indebted to China, joined, and the platform was briefly renamed to 17+1). Apart from several different formats such as inter-party dialogues and think tank conferences, the 16+1 holds annual summits attended by state heads, with Premier Wen Jiabao (温家宝) and then Li Keqiang (李克强) the official highest-ranking PRC representatives in attendance. In comparison, two other, similar, Sinocentric regional platforms — China-CELAC Forum (中国-拉共体论坛, Zhongguo- Lagongti Luntan); and the Forum on China-Africa Cooperation (FOCAC: 中非合作论坛, Zhongfei Hezuo Luntan) — are regularly attended by President and General Secretary Xi Jinping (习近平) (China-CELAC Forum, March 1, 2018). Thus far, FOCAC has generated the greatest level of interest from participating regional countries (China Brief, December 3, 2021). By contrast, several CEE countries have distanced themselves from the 16+1 platform: in 2021, Lithuania quit the group and this May, a Czech parliamentary committee urged the government to consider making the same move.

Abstract:: The People’s Republic of China (PRC) is closely monitoring the rapidly developing political crisis in Pakistan. The current upheaval stems from the introduction in Parliament of a no-confidence vote against Prime Minister Imran Khan, and his subsequent allegation that the motion is due to a foreign conspiracy to topple his government. On Sunday, the Deputy Speaker of the National Assembly (the lower house of parliament), who is a member of Khan’s Pakistan Tehreek-e-Insaf party (PTI) party, dismissed the no-confidence vote as a violation of Article 5 of the Constitution, which establishes loyalty to the state as the basic duty of every citizen (Dawn, April 3). Following the dismissal, President Arif Alvi dissolved the National Assembly on the Prime Minister’s advice (The News , April 3). These developments are unfolding in the context of “letter gate,” which refers to Khan’s recent allegations that the no-confidence motion introduced by the opposition is driven by the efforts of a foreign power, which he later claimed was the US, to induce regime change in Pakistan. Yesterday, Pakistan’s Supreme Court declared both the Deputy Speaker’s dismissal of the motion again Khan, and the president’s decision to dissolve parliament unconstitutional. The Supreme Court restored the National Assembly and ordered it to reconvene on Saturday to hold a vote on the no-confidence motion (Dawn, April 7). China’s state-run media has reported extensively on the whole drama from the deputy speaker’s ruling to the Supreme Court’s verdict (Xinhua, April 8; NDTV, April 3).

54. China and Russia: Shackled to a Corpse?

Abstract:: Almost as soon as Russian tanks began their bloody crawl toward Kyiv, debate ensued over whether Chinese leaders had advance knowledge of the Kremlin’s war plans. The broader Chinese foreign policy community was certainly dumbstruck as U.S. warnings of an imminent Russian attack on Ukraine were discounted as geopolitical ploys (Global Times, February 18; Stimson, February 28). However, given the highly personalized nature of the Sino-Russian strategic partnership— President Xi Jinping has met with his counterpart Vladimir Putin 38 times since 2013 — the top leadership was assuredly not entirely in the dark (FMPRC, December 15, 2021). As competition with the U.S. has intensified under Xi, Russia has consolidated its position as China’s most consequential strategic partner. However, China is increasingly concerned that Putin’s war and the resultant international backlash are severely damaging Russia. Some elites have also condemned Russia’s brutality and unilateral aggression, which underscores mounting anxiety that China is tied to a partner that is both weaker and more belligerent than it had previously realized (China Times, March 1). In the current situation, Xi comes off poorly regardless of how much foreknowledge he possessed. If he was naïve about Putin’s designs, he looks weak for allowing a lesser partner to drag China into a confrontation with the West. If Xi cut Putin a blank check for aggression, this may intensify muted but pointed domestic criticism of his foreign policy acumen including his decision to privilege ties with Russia over relations with the West, which are more integral to China’s economic and technological development.

55. What is at Stake in China-Bhutan Boundary Negotiations?

Abstract:: Satellite imagery reveals that China has recently accelerated construction along its border with Bhutan. Underway since 2020, the project includes over 200 structures, with several two-story buildings in six locations (Times of India, January 13). Bhutan has not commented on the situation in keeping with its policy to refrain from public discussion of border issues, whereas Beijing has framed the development as “normal construction activities on its own territory” (The Hindu, January 13). India’s Ministry of External Affairs (MEA) has acknowledged that it is monitoring China’s bridge-building activities over the Pangong Tso lake (India MEA, January 6). In late December, China’s Ministry of Civil Affairs announced the “standardization” of the names of 15 places (eight residential areas, four mountains, two rivers, and one mountain pass) in the Northeast Indian state of Arunachal Pradesh that China also claims and calls “Southern Tibet” (藏南, Zangnan). This is the second instance of China renaming localities in Arunachal Pradesh; the first occurred in 2017 (Global Times, December 30, 2021). India called it a “ridiculous exercise to support untenable territorial claims” (Indian MEA, January 6). Though 2022 has only begun, China’s various intimidation tactics against India are already in full swing: from renaming places and circulating videos of People’s Liberation Army soldiers raising the five-starred red flags of China, supposedly, in the Galwan Valley as part of their New Year celebrations, to expanding its dual use infrastructure along the Himalayan border (Global Times, January 1; The Print, January 13). According to state media, China has been strengthening infrastructure-related projects in the Tibet Autonomous Region (TAR). Beijing claims its infrastructure push in Tibet is intended to support economic development, but the Indian side interprets the projects as serving dual use, or, military purposes (China Brief, November 19, 2021). While Chinese sources claim that India was making a “fuss,” they did not, however, entirely deny these reports (Global Times, January 19).

56. China-Lithuania Tensions Boil Over Taiwan

Abstract:: After Lithuania decided to open a Taiwanese Representative Office in July 2021, China responded with an all-out diplomatic and economic pressure campaign against the Baltic nation of 2.8 million people. The Chinese government expelled the Lithuanian ambassador, recalled its own ambassador from Vilnius in August, and downgraded Lithuania’s overall diplomatic status in China (Xinhua, August 10, 2021). In response, Lithuania announced a diplomatic boycott of the upcoming Beijing Winter Olympics in protest of China’s human rights abuses, even before the United States, Australia, Canada, and Britain announced their own Olympic boycotts (LRT, December 2, 2021). “Anyone who would choose Lithuania as an enemy has also made an enemy of the United States of America,” former U.S. President George W. Bush told a crowd of thousands gathered in the capital city of Vilnius in 2002 (Radio Free Europe/ Radio Liberty, November 25, 2002). Back then, Bush lauded Lithuania’s entry into NATO and pledged that its people would no longer stand alone against external aggression. Two decades later, rapidly intensifying tensions between Lithuania and China are putting Bush’s famous words to the test. As Lithuania looks to its democratic partners in the EU and U.S. for support amid a firestorm of Chinese sanctions, the response has been mixed and somewhat uncertain.

57. The U.S.-China Perception Gap: A Recipe for Disaster?

Abstract:: In December, a war of words raged across the Pacific over the very meaning of the word “democracy” (China Brief, December 14, 2021). The United States held its Summit for Democracy, inviting other democracies of various stripes, while China convened its own competing “Dialogue on Democracy,” calling out the U.S. for fomenting a cold war-style global geopolitical split (CGTN, December 2, 2021; U.S. Department of State). This discourse battle exemplifies a trend in Chinese views of the U.S. that has been gradually forming over the past 15 years. The 2008 global financial crisis, ill-fated American military campaigns, and mismanagement of the COVID-19 pandemic have led Chinese leaders to doubt U.S. power and capabilities. Yet, Washington has held on to the belief that it is capable of shaping China’s behaviors, either through inducement or deterrence. Even as the U.S. recognizes the limits of its influence and the recent relative decline in prestige, it still sees tremendous strengths in its military and economic prowess, alliance networks, democratic values, and soft power. The perception gap between China and the U.S. concerning American power is a potential recipe for disaster. While this does not imply that conflict is imminent or unavoidable, it does make miscalculations and miscommunications in the U.S.-China relationship both more likely and more dangerous.

Abstract:: Energy in the context of foreign policy has become a major political concern for the stability of the country. Pakistan’s energy and foreign policy experts paid less attention to strengthening its relationship on the basis of energy with the energyrich countries. Despite its geographical significance as a potential energy corridor between the Middle East and Central Asia, Pakistan’s energy sector fails to secure its energy needs. This research study focuses on energy dynamics in the foreign policy of Pakistan and regional energy projects like the IP gas Pipeline, have been studied in detail. The study found that Pakistan is left with no other option but to execute regional energy projects if the country needs to overcome the energy crisis. The study also found that the major obstacles to executing these projects in Pakistan are a lack of financial resources, lack of investments, international pressure, the country’s internal issues, regional issues and the changing regional situation. This study is proposed to be useful for policymakers to evaluate the impact of energy import dependency and to formulate foreign policy.

Because of the presence of misperceptions as well as miscalculations the possibility of an accidental clash between both nuclear powers was high. So, through the crisis management technique possible armed collision is controlled. The primary purpose of the study is to analyze the American mediation in the India-Pakistan crises. The nature of the study is qualitative because qualitative research supports explaining comprehensively and helps interpretive objectives to understand the role of America in the India-Pakistan crises. The case study method is applied for the present study and the selected era is from 2001 to 2019. Being a review study descriptive, exploratory and historical approaches are applied to discover the answers of the research questions. This research would offer a guiding structure for studying third-party mediation in the management of the crisis. Consequently, an analysis of this research will support to discover several potential finding of the American involvement in crisis management to keep strategic stability and peace in the South Asian region. But, there is no assurance that the findings and conclusions of this crisis management case study are applied to other contexts or crises.

Abstract:: Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.

Abstract:: Following the Russian meddling in the 2016 US elections, disinformation and fake news became popular terms to help generate domestic awareness against foreign information operations globally. Today, a large number of politicians, diplomats, and civil society leaders identify disinformation and fake news as primary problems in both domestic and foreign policy contexts. But how do security institutions define disinformation and fake news in foreign and security policies, and how do their securitization strategies change over years? Using computational methods, this article explores 238,452 tweets from official NATO and affiliated accounts, as well as more than 2,000 NATO texts, news statements, and publications since January 2014, presenting an unsupervised structural topic model (stm) analysis to investigate the main thematic and discursive contexts of these texts. The study finds that NATO’s threat discourse and securitization strategies are heavily influenced by the US’ political lexicon, and that the organization’s word choice changes based on their likelihood of mobilizing alliance resources and cohesion. In addition, the study suggests that the recent disinformation agenda is, in fact, a continuity of NATO’s long-standing Russia-focused securitization strategy and their attempt to mobilize the Baltic states and Poland in support of NATO’s mission.

Abstract:: Democracy promotion emerged as a US foreign policy priority during the late 20th century, especially after the Cold War. Scarce resources, however, require policymakers to make difficult choices about which countries should receive democracy aid and which ones should not. Previous studies indicate that a variety of factors shape democracy aid allocations, including donor strategic interests and democratic openings within potential recipient states. Research has also shown that media coverage plays a significant role in these decisions. We model the conditional effects of media attention and regime shifts on US democracy aid decisions, controlling for other recipient and donor variables. We argue that these factors are contingent on the salience, in terms of broad interest profiles, of a particular country for policymakers. The donor’s overall level of interest in a potential recipient systematically shapes the effects of media attention on democracy assistance. Broadly speaking, low-interest conditions elevate the agenda-setting impact of media attention and regime conditions/shifts while high-interest conditions reduce that effect. To assess these contingent relationships, we examine US democracy aid from 1975-2010. Our results support our argument and present a more nuanced explanation of the relationship between the media’s agenda-setting role, recipient characteristics and donor interests.

Abstract:: From the point of view of International Relations theory, understanding “America and the world” is mostly about the world: the U.S. is an important actor, but it acts mostly in response to international trends. However, from the point of view of theories of American politics and domestic politics theories of foreign policy, “America and the world” is mostly about America: American actions are primarily the result of domestic political institutions and the political processes they help to structure. In that manner, this articles surveys three selected theories of International relations namely, realism, liberalism and constructivism and three selected theories of American politics namely, mass politics, psychological explanations, and institutional approaches to provide a thorough analysis of US foreign policy studies. Further, it argues that international relations theories usually explain why US foreign policy acts in a particular way while American politics theories explain why US foreign policy specifically acts that way and why it does not act in an alternative way. Hence, this article argues that while international relations theories are useful to explain general trends in US foreign policy, American politics theories are better to capture the complexity of US foreign policy.

Abstract:: This paper seeks to understand if the political, legal and ethical imperatives of a humanitarian war justified Indian military intervention in East Pakistan. It examines the asymmetric, dynamic national power equations that shaped the Bangladesh Liberation War and the genocide that preceded the conflict. At the height of the Cold War between the United States and the Soviet Union, this conflict was a key flashpoint in South Asia. This research was undertaken through a qualitative literature review with the help of declassified archival documents and media from numerous national archives and government databases across the world. Aided by emerging insights, perspectives and research, this paper seeks to evolve, extend and expand our existing understanding of events as they unfolded within the overall matrix of this conflict. The results show that India’s ability to align its foreign policy and media narratives to its military objectives while adroitly managing big power rivalry holds lessons for how smaller states might compel strategic concessions from big powers and global institutions. This requires them to navigate both the asymmetry of national power and the asymmetry of attention during a conflict to secure their interests. In conclusion, recent times have seen an increasing trend for major global powers and alliances to declare war in the name of humanitarianism. The political and ethical imperatives of a humanitarian war in 1971 dovetailed seamlessly with larger Indian strategic goals and was one of the catalysts for the eventual unanimous adoption in 2005 of the global political commitment known as Responsibility to Protect (R2P) in the United Nations.

Abstract:: In this article, the author wants to test the impact of economic nationalism on the change in Russia’s foreign policy. The author will refer to neoclassical realism, which shows how to combine the issues of power distribution in international relations with the influence of the domestic level of the state on the process of creation of the foreign policy. In terms of neoclassical realism, economic nationalism is a variable that shapes the perception of the economic challenges facing Russia. The author also points out that economic nationalism is also related to the protectionist policy of the Russian Federation. Thus, it influences the shaping of processes within and outside the country. The author recognizes that in the process of creating the Russian foreign policy decisions, economic nationalism should be linked to other factors, especially security issues and Russia’s general strategic culture, in order to obtain the final set of premises that will determine Russia’s shifts in foreign policy. The tensions related to the role of the EU and NATO in the countries of Eastern Europe clearly influenced the level of cooperation between Russia and the West. Nevertheless, economic issues in this regard were also extremely important. Russia’s power position was based on the economic potential.

Abstract:: With the Russian invasion of Ukraine in February 2022, Moscow’s foreign policy towards the post-Soviet space has become an even greater area of concern. In order to better understand Russia’s behaviour in the post-Soviet space, it is worth analysing what led to Moscow’s renewed interest in this area. There are numerous accounts explaining Russia’s policies towards its neighbourhood, but they often focus on material factors or Russian imperial complexes. To address the existing gap and examine changes in Moscow’s attitude towards the region, this paper will use role theory and analyse shifts in Russia’s national role conceptions. It argues that the combination of important external and internal factors led to changes in perception of Russia’s international duties and responsibilities between Putin’s rise to power and his return to the presidency in 2012. Consequently, these changes resulted in different understanding of Russia’s role in the post-Soviet space, which had implications for Russia’s increasingly aggressive actions in the region afterwards.

Abstract:: The scientific aim of this paper is to analyse and evaluate actions taken by Turkey’s leading politicians with regard to the Western Balkan states (i.e. Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia) during the COVID-19 pandemic. Since the Justice and Development Party came to power in 2002, Turkey has attempted to increase its international influence through diplomatic, economic and cultural measures. Western Balkans region, with which Turks have historical and ethnic ties, is one of the key areas in AKP’s doctrine. Adopting image theory in international relations as the theoretical foundation, this research examines implementation of Turkish foreign policy in the Western Balkans in times of SARS-CoV-2 coronavirus pandemic. By employing available original Turkish sources (academic publications, public reports, press releases), the main objectives of Turkey’s political strategy towards the region have been determined. Detailed analysis of official statements and speeches of Turkish policy-makers was also fundamental for this study. In this context, the values and symbols to which the AKP government refers in its activities in the Western Balkans have been identified. Based on content analysis, comparative analysis and political discourse analysis, this research seeks to explain the rationale of Turkish actions in recent months. As a conclusion, future prospects for Turkey’s involvement in the Western Balkans have been presented and discussed.

Abstract:: Like many of my contemporaries, both in the U.S. Foreign Service and in the wider international affairs community, who have worked on issues related to Africa since the end of the Cold War, I have seen Washington’s attentiveness to the states and peoples of the continent wax and wane over the years. For example, the probable nadir was in 1995, when the United States Strategy for Sub-Saharan Africa published that year actually declared that America had “very little traditional strategic interest in Africa,” and the hitherto apogee was in 2014, when the first-ever U.S.-Africa Leaders Summit brought leaders from 50 of Africa’s 54 countries, including 37 heads of state, to our nation’s capital. While emphases and resources shifted from time to time and certainly between U.S. Presidents, there has largely been continuity of policy across Democratic and Republican Administrations, even including the last one. Notwithstanding unfortunate remarks attributed to President Donald Trump, I would argue that the Trump Administration’s Africa strategy achieved some significant advances in America’s approach to the continent, which the Biden Administration can harness to achieve some of its top priorities, including geopolitical competition and its ambitious climate-change agenda.

Abstract:: In the second decade of the 21st century, the Middle Kingdom, which had huge financial surpluses, became the world’s largest exporter of money capital, which meant that investment policy became the main element of China’s foreign policy. In the case of Central and Eastern Europe, the 16+1 (17+1) format, containing both investment policy and soft power elements, has become the basic tool of the general policy of Middle Kingdom. This article aims to define the basic principles of China’s policy towards Central and Eastern Europe. For this purpose, the following general hypothesis was formulated: Chinese policy in Central and Eastern Europe consists of presenting the countries of this region with initiatives that do not go beyond the sphere of declarations and serve as a bargaining chip in relations with Germany, the country with the greatest potential in the European Union. The general hypothesis gives rise to detailed hypotheses that were verified in individual parts of the article with the use of the comparative method. The reasons most often mentioned in the literature on the subject, such as economic, cultural, social, and political differentiation of Central and Eastern European countries, legal barriers resulting from EU legislation, insufficient recognition of the region’s needs by the Chinese side and asymmetry of expectations of both parties, undoubtedly largely contribute to the lack of effective Sino-CEE cooperation. However, they cannot be considered decisive because similar problems occur wherever Chinese companies appear. However, in many regions of the world, despite these obstacles, mutual economic relations are more dynamic than in CEE. The reasons why the potential of the 16+1 (17+1) format has not been properly used can be found primarily in the context of German-Chinese relations.

Abstract:: The article aims to present and evaluate the activities and politics of the People’s Republic of China in the Middle East, and to define its objectives through the Silk Project. It will provide an overview of the most important changes in the Chinese foreign and political policy, and the importance of the Middle East, particularly the Silk Road to China, and it will try to answer the following questions: How important is the Middle East for the Silk Road? Will the Chinese project bring stability to the region in light of the fierce competition between the great powers? The article adopted the hypothesis that China’s involvement in the Middle East will deepen the conflict between the countries of the region among themselves, and thus become a fertile ground for international conflicts to the international conflict.

Abstract:: After almost 75 years of existence of the State of Israel, its foreign policy has maintained a certain continuity. Some prime ministers such as David Ben Gurion, Menahem Begin, Isaac Rabin have taken some turns in foreign policy that in the long term will condition Israel's future. Last summer Benjamin Netanyahu left the government after more than twelve years in office, becoming the longest-serving Israeli leader. Throughout these years, Benjamin Netanyahu has introduced important structural reforms in the country. One of these fields has been foreign policy, where he has implemented his own doctrine, the Netanyahu Doctrine. This article will try to present the fundamental points that make up this foreign policy doctrine. An interpretative approach will be adopted using the most important speeches of Benjamin Netanyahu. / En los casi 75 años de existencia del Estado de Israel, su política exterior ha mantenido una cierta continuidad. Algunos primeros ministros como David Ben-Gurión, Menahem Begin, Issac Rabín han dado giros a la política exterior que, a largo plazo, han condicionado el futuro de Israel. El pasado verano Benjamín Netanyahu salió del gobierno después de más de doce años en el cargo convirtiéndose en el mandatario israelí que más tiempo ha permanecido en el cargo. A lo largo de estos años, Benjamín Netanyahu ha introducido importantes reformas estructurales en país. Uno de estos campos ha sido la política exterior donde se puede considerar que se ha instalado una doctrina propia, la Doctrina Netanyahu. Este artículo tratará de construir los puntos fundamentales que componen esta doctrina de política exterior. Se adoptará una aproximación interpretativa usando los discursos más importantes de Benjamín Netanyahu.

Abstract:: The purpose of this article is to analyse the European Union's policies and activities in relation to the Armenia-Azerbaijan Nagorno-Karabakh conflict. To this end, the article first describes the broad outline of the conflict. Secondly, the article analyzes the role of the European Union in the conflict and the policies and measures it proposes for its resolution within the framework of the Neighborhood Policy and the Eastern Partnership the Union maintains with the two States involved in the conflict, Finally, the article concludes with a series of considerations highlighting the role that the EU can play in the future in relation to this conflict./El presente artículo tiene por objeto analizar la actuación de la Unión Europea en relación con el conflicto entre Armenia y Azerbaiyán sobre Nagorno-Karabaj. Con este fin, el trabajo describe, en primer lugar, la evolución a grandes rasgos del conflicto. En segundo lugar, el artículo analiza el papel de la Unión Europea en el conflicto y las medidas que propone para contribuir a su resolución en el marco de la relación que la Unión mantiene con los dos Estados implicados en el mismo, con los que colabora a través de la Política de Vecindad y la Asociación Oriental. Finalmente, el trabajo presenta una serie de consideraciones a modo de conclusión en las que se destaca el papel que la Unión Europea puede desempeñar en el futuro en relación con este conflicto.

Abstract:: This article analyses the Euro-Mediterranean relations in its twenty-fifth anniversary since the launch of the Barcelona Process in 1995 until its last review, the New Mediterranean Agenda. The EuroMediterranean policy is characterised by the search for an appropriate cooperation model and due to that fact, it has gone through different stages without achieving tangible results. The successive initiatives, the European Neighbourhood Policy and the Union for the Mediterranean, are mainly based on internal events that required updating their relationship with the region, including parameters that were difficult to reach as well. After examining the different policies, the article tries to explain whether the New Agendal will continue to make a contribution to its decline or can reactivate the common vision for a stable, secure and prosperous Mediterranean./El presente artículo analiza las relaciones euro-mediterráneas en los veinticinco años transcurridos desde el lanzamiento del Proceso de Barcelona en 1995 hasta su última revisión, la Nueva Agenda Mediterránea. La política euro-mediterránea se caracteriza por la búsqueda de un modelo apropiado de cooperación que ha pasado por distintas etapas desde la Conferencia de Barcelona sin lograr resultados tangibles. Las sucesivas iniciativas, la Política Europea de Vecindad y la Unión por el Mediterráneo, parten principalmente de acontecimientos internos que exigen actualizar su relación con la región, así como de parámetros de difícil alcance. Tras examinar las distintas políticas, el trabajo aborda si la Nueva Agenda continuará incurriendo en el declive o puede reactivar la visión común de un Mediterráneo estable, seguro y próspero.

Abstract:: The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. La dinastía Al Saud defiende y expande el islam sunní en la región y fuera de sus fronteras. Para poder entender los intereses y objetivos de la política exterior saudí, este artículo analiza los principales elementos geopolíticos al servicio de la estabilidad y hegemonía de la casa Al Saud en la región más convulsa de Oriente Medio. El Gobierno saudí está desarrollando una política exterior, insospechada en el pasado para mantener su histórica alianza con Washington, a pesar de los altibajos, y transformar las viejas rivalidades entre Riad y Teherán en nuevas oportunidades, incluso con Israel. Este cambio en la política exterior saudí se debe al controvertido Príncipe Heredero Mohamed bin Salmán que sabe aprovechar la cambiante geopolítica regional y los instrumentos financieros saudíes, pero también los militares y tecnológicos a favor de una Arabia Saudí más proactiva y moderna, a pesar de sus debilidades.

Abstract:: This research article examines the diplomatic efforts at the highest level carried out by José María de Areilza (1909-1998), who served as a Spanish ambassador to the United States between 1954 and 1960, in order to advance Francoist Spain entry into NATO. Drawing on diplomatic documents, primarily letters and reports, the article outlines that from the very moment he took office, Ambassador Areilza openly advocated before the Spanish Ministry of Foreign Affairs the entry of Spain into the North Atlantic Alliance as a means to both strengthen military and economic ties with the United States and to foster the slow international rehabilitation of the Franco regime. However, the Spanish Government’s reluctance to push for NATO membership, which prompted a severe admonition from Minister Martín Artajo to his ambassador, along with the inability of US diplomacy to overcome the resistance of those allies which opposed the candidacy of Spain, ultimately led Areiza’s efforts to failure./Este artículo aborda las gestiones diplomáticas al más alto nivel efectuadas por José María de Areilza (1909-1998), quien se desempeñó como embajador español en los Estados Unidos entre 1954 y 1960, a fin de facilitar el ingreso de la España de Franco en la OTAN. Mediante el apoyo en documentos diplomáticos, primordialmente cartas e informes, se expone cómo desde el mismo momento en que tomó posesión de su puesto, el embajador Areilza propugnó abiertamente ante el Ministerio de Asuntos Exteriores la entrada de España en la Alianza Atlántica como medio para fortalecer los vínculos militares y económicos con los Estados Unidos y avanzar en la lenta rehabilitación internacional del régimen franquista. Sin embargo, las reticencias que el Gobierno español abrigaba a propósito del ingreso en la OTAN, las cuales motivaron una severa admonición del ministro Martín Artajo a su embajador, unidas a la incapacidad de la diplomacia estadounidense para vencer la resistencia de los aliados que se oponían a la candidatura española, condujeron las diligencias llevadas a cabo por Areilza al fracaso.

Abstract:: The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Abstract:: In June, European leaders rolled out a plush (some have said “gush”) welcome mat for President Biden when he arrived for G7, NATO, and U.S.-EU meetings with his message that America was back to strengthen alliances. Broad smiles among participating leaders trumpeted similar world views and were in sharp contrast with the sour notes of unpredictable meetings with President Trump. European Commission President Ursula von der Leyen conveyed the general warm embrace for the U.S. prodigal son: “Well, Mr. President, dear Joe, we are so pleased to welcome you in Brussels,” von der Leyen said. “You are back in Brussels and America is back on the global scene. It’s great news. It’s great news for our alliance. It’s also great news for the world. And we are really delighted to work with you to tackle together some global challenges.” Upbeat communiqués following the meetings with NATO and the EU outlined a staggering number of areas of transatlantic cooperation, from geopolitical engagement to trade, climate, and cybersecurity. Even the European Parliament expressed optimism in an opinion indicating great expectations for U.S.-EU cooperation with a detailed list of tasks, not least deliverables for the upcoming WTO ministerial meeting at the end of the year, such as “the green and digital transition; a fisheries agreement; a declaration on trade and health; work programmes for the reform of the Dispute Settlement Body for industrial subsidies and state-owned enterprises; and negotiations on electronic commerce.”

84. Dealing with Violence in the Democratic Republic of the Congo

Abstract:: Editor’s Note: American Diplomacy Journal asked several foreign policy commentators to address the significance of growing chaos in many parts of the world, as failed and failing states are increasingly unable to perform the fundamental functions of the sovereign nation-state. This is one of five articles looking at those concerns. Because of its vast size, about equal to the U.S. east of the Mississippi, and its large deposits of strategic minerals, the Democratic Republic of the Congo is of special interest to American and western national security. In the current rush to develop renewable energy, for example, the minerals cobalt and lithium are essential. The DRC is the most important source of these minerals outside of Russia. The DRC is also one of the few countries that produces columbite and tantalum that are necessary for the world’s portable phones. The DRC is also host to the second largest tropical rain forest in the world after the Amazon. Preservation of this carbon sink is essential to the worldwide effort to limit global warming. The maintenance of stability in the DRC, a country that has seen long periods of instability in its sixty-year history, is therefore an international priority. With the end of the Kabila regime in the Democratic Republic of the Congo came new hopes for peace and progress in one of Africa’s most historically violent and corrupt nations. Yet since President Felix Tshisekedi’s administration formally assumed power in January 2019, the eastern DRC has seen thousands of murders and kidnappings, in a dramatic escalation of violence. The second quarter of 2021 was the deadliest in recent history, according to the nonprofit Kivu Security Tracker: 564 killings over just the past three months. Hundreds of discrete militias and insurgencies operate in the area – rendering a negotiated settlement unlikely – but the single worst offender is the Allied Democratic Forces (ADF), a decades-old Ugandan group responsible for 37% of civilian killings, far more than any other faction. President Tshisekedi pledged to “definitively exterminate” the ADF during a “final offensive” shortly after his inauguration, but so far this initiative has been met with failure, while massacres and other human rights abuses increase in frequency and brutality. With international aid dwindling under pandemic pressures, how can the Tshisekedi administration rein in the ADF and other militant groups, and get the violence under control? Insurgencies can be intractable even for the world’s largest and best equipped militaries. But Congo’s militants have three unique advantages: a steady source of finance, infighting in Congo’s civilian government, and corrupt allies in the Congolese armed forces (FARDC).

Abstract:: With calls for greater racial and ethnic diversity within the State Department, a new partnership promises to open a little wider the talent pipeline for minorities leading to diplomatic careers. In early September, the Washington-based DACOR organization and the University of the District of Columbia (UDC) signed a mentoring partnership aimed at expanding the flow of women and minorities to diplomatic careers in the U.S. Foreign and Civil Service. The agreement between DACOR, an organization of foreign affairs professionals, and UDC, one of 51 public historically Black colleges and universities, comes at a time of increased attention by the Biden administration, Congress, and foreign affairs organizations to achieving a more diverse and inclusive State Department workforce.

Abstract:: This year marks the 30th anniversary of the Paris Peace Agreement on Cambodia. That accord closed the door on years of war, during which the Khmer Rouge “Killing Fields” caused the deaths of up to two million persons (out of a population of seven million) and brought the 1,000-year- old civilization to the point of obliteration. When I landed in Phnom Penh in 1996 to begin my term as U.S. Ambassador, the country was in the fifth year of implementing that 1991 agreement. Looking back on this improbable diplomatic success offers a chance to assess the effectiveness of American diplomacy in the 1990s, and how, despite one extremely unfortunate regression, Indochina and Southeast Asia were irrevocably changed by that accord.

His passing has brought into sharp focus the difference between the America he believed in and the America we face today. The son of immigrants, his drive to overcome, his respect for all who labor, his belief in the power of the community, and his ability to see what mattered all made him who he was and made us believe in what he believed. The odd thing was that we all thought that world was not only the normal world but also the world that would remain normal—because we lived in America, because we were Americans, because we believed we had a national destiny that was still unfulfilled, that our country was a force for good on the planet and that Americans would always strive to keep it so. The legacy first framed by our Founding Fathers and brought into being over succeeding generations was the vision we inhabited and believed.

Abstract:: There’s no question that this program’s theme, what diplomacy does for Americans, is on the front of everyone’s minds especially given the current challenges in Afghanistan and the fast-paced events around the world. In recent weeks in Afghanistan, our diplomats have been on the front lines working overtime to orchestrate the safe evacuation of Americans and many of our closest Afghan partners. Even though the last American soldier has left Afghanistan, America’s diplomats are still working around the clock in capitals around the world to bring people to safety. I believe we have an obligation to ensure the safety and help those Afghans who for years have worked closely in support of our common mission. Our nation’s diplomats display extraordinary courage each and every day, often putting themselves in harm’s way for the rest of us.

90. Multilateral Training and Work at Foreign Ministries

Abstract:: Editor’s note: The author was India’s Permanent Representative to the UN Environment Program and to UN Habitat at Nairobi, 1984-86. In foreign ministries, as in all organizations, training has risen to the top of the institutional agenda.[1] ‘Life-long training’ has taken root. In the past, most foreign ministries believed that diplomats needed training on entering the profession, and thereafter learnt on the job. In the past 20 years, at least 30 foreign ministries have established training institutes, including the British Foreign, Commonwealth and Development Office, which had managed without one for over two centuries.[2] Thanks to increased work demands (new issues on the international agenda, the range of official and non-official partners involved, and concepts like public and diaspora diplomacy), the pace of work, especially multilateral, is more frenetic, complexified. Another question comes up: is multilateral work a speciality, or is it just a different diplomatic setting, compared with work in a bilateral embassy or consulate? For most countries, around 85 to 90% out of the diplomatic staff based abroad (as distinct from those in the foreign ministry), engage in bilateral work, also working in embassies and consulates, i.e. handling relations with individual foreign states. The balance are to be found in ‘multilateral missions’, accredited to international or regional organisations. But this is an oversimplification. At around 20 capitals, find the headquarters of multilateral and regional organizations, and the diplomatic missions at such places double as permanent missions accredited to that entity; examples: Addis Ababa (AU), Brussels (EU, NATO), Jakarta (ASEAN), Manilla (ADB), Nairobi (UNEP, Habitat) Paris (OECD, UNESCO), Rome (FAO), Vienna (IAEA, UNIDO). At the headquarters, multilateral and regional affairs may occupy around 10 to 15%. In this essay, we will subsume regional work with multilateral affairs. Other questions come up. How should diplomats be trained for multilateral work? Who should be selected for this work? What are the contemporary trends? We look also at senior management at the US State Department, and professionalization, related to multilateral work. These issues are interconnected.

One major event I organized was a public symposium entitled “Holding Elections in a Free Society”. We featured American government and academic experts on topics such as how to maintain a level playing field among competing political parties, registering to vote, ensuring fairness in the counting of ballots, election monitoring, equal access to the media, and similar features of our electoral system. The implicit message, of course, is that our election system is worthy of emulation. But our experience in last November’s presidential election, and the groundless objections about its integrity and result raised by President Donald Trump, culminating in a pro-Trump mob’s attack on the U.S. Capitol on January 6, did not resemble the exemplary depiction in my symposium. How could American diplomats justify holding such programs today, after the president himself condemned our Federal elections as rigged and massively fraudulent, our national government as corrupt, federal bureaucrats as members in a disloyal or self-serving Deep State, and the federal and state courts as biased institutions? The world has noted the deterioration in America’s democratic culture. In the 2019 Index of Democracy published by the Economist Intelligence Unit, the rating of the U.S. on its democracy scale fell from 8.05 in 2015 to 7.96 in 2019 (with 10 as the top score), dropping it further into the “flawed democracy” from the “full democracy” category. The U.S. now ranks 25th of 167 countries rated. American diplomats might be shocked to learn that the Economist team now grades U.S. democracy lower than Mauritius, Chile, and Uruguay according to its measures of features such as the electoral process and pluralism, and the functioning of government.

92. Can the U.S. Still Be an Example to the World?

Abstract:: Between January 6 and January 20, disbelieving viewers in America and throughout the world watched two weeks of American history, unlike any before, cascade across their TV screens like a 33vinyl record played at 78 RPMs. Cameras recorded the dizzying transformation of the Capitol from take-for-granted placidity, to unimaginable desecration, and finally to a stage festooned to welcome the inauguration of a new president. Foreign Service friends and colleagues in Washington, DC and abroad wondered what the world would take away from these images. We had often encountered military and armed police patrolling cities in other countries—but never in OUR capital. A Department of Justice colleague worried that our work abroad, such as justice system reform in countries from Colombia to Afghanistan, might now be at risk. After witnessing the January 6 events on Capitol Hill, would our overseas partners embrace us with as much confidence? The Constitution and citizen participation in a democracy played a large role in my career abroad as a public diplomacy foreign service officer with the State Department. In the years after the Berlin Wall and Iron Curtain fell, supported by the FAS (Freedom Support Act) and SEED (Support for East European Democracy) Congressional appropriations, helping the people of Central Europe and the former Soviet Union construct, or reconstruct, democratic institutions and practice was an important focus for our embassies in East and Central Europe. These programs were broadly welcomed by our host countries.

Abstract:: The main assistance theme of the U.S. Agency for International Development (USAID), U.S. embassies, other donors, and host government agencies in the impoverished Sahel Region of Africa has been focused for a decade on strengthening the resilience of rural households eking out a living on the edge of the Sahara Desert. More than 40 million people reside in this marginal arid geographic area, mostly pursuing subsistence agricultural and pastoral livelihoods. The countries most concerned by this effort to build rural resilience are Burkina Faso, Mali and Niger.

Abstract:: Within hours of being sworn in, President Joe Biden put the United States on track to rejoin the Paris Climate Accord and the World Health Organization. A week later, he signed a new START Accord with Russian President Vladimir Putin, extending the nuclear missile nonproliferation treaty for another five years. These actions—along with many others—were important messages to a world that had grown accustomed to seeing America walk away from treaties. Why would Biden prioritize the international community? Americans are far more concerned about the pandemic, the events of January 6, the faltering economy, and scores of pressing domestic issues. Clearly, the early attention was a chance to give substance to his inaugural promise that “we will repair our alliances and engage with the world once again.” Biden underscored the change of focus in a speech to the State Department in which his now-familiar line, “diplomacy is back,” has become a rallying cry for a crowd eager to resume the day-to-day operations that underpin diplomacy. They can now proceed with the confidence that their work will be valued by the boss.

96. William Rockhill, The Man Who Shaped China Policy a Century Ago

Abstract:: Linguist, author, explorer, and diplomat, William Woodville Rockhill is best known as the author of the Open Door policy toward China put forth by the United States in 1899. In between his first diplomatic assignment in China and his later role as the top U.S. diplomat there, he trekked for months across North Asia, and recorded meticulous observations of climate, geography, and local people in a book published in 1894 by the Smithsonian Institution. In his two decades of service to the United States, Rockhill served both in Washington and as the American envoy to several major countries. He was, however, not just a diplomat. He lived a life uniquely diverse for an American of his or any day. When a boy, he moved with his widowed mother to France. In his teens he entered St. Cyr, the French military academy, where he found time to study Tibetan, the first American to do so. After St. Cyr he became an officer of the French Foreign Legion, and served in Algeria, where the French administration was taking stern measures to control the native Muslim majority.

97. Win-Win Cooperation: Welcoming Hong Kong Refugees Would Benefit the United States

Abstract:: In his first address to employees of the U.S. State Department, President Joe Biden promised to “take on directly the challenges posed [to] our prosperity, security, and democratic values by our most serious competitor, China.” One of the best ways for the United States to show support for democratic values is to welcome victims of repression in Hong Kong to America. Such a step would not only signal America’s commitment to protecting freedom and democracy abroad, but would also strengthen the U.S. economy. Over the last few years, the Communist Party of China has systematically unwound the freedoms the people of Hong Kong once enjoyed. The United States and likeminded partners have responded by placing sanctions and other economic and financial restrictions on the Chinese officials who direct this repression. Yet, Beijing continues to undercut the “one country, two systems” model, which was supposed to guarantee that the rights and liberties of Hongkongers would be protected after the 1997 handover. Indeed, in the last days of the Trump administration, Chinese authorities arrested over 50 key figures in Hong Kong, including an American lawyer and numerous politicians and activists. Although these arrests were appalling, they did not come as a surprise. Since the passage of the national security law on June 30, 2020, the Chinese government has engaged in a series of increasingly harsh crackdowns on pro-democracy forces in Hong Kong. In August, media mogul Jimmy Lai, social activist Agnes Chow, and other prominent dissidents were swept up in a series of arrests. Months later, the central government dismissed four pro-democracy lawmakers from the city legislature, prompting the remaining 15 to resign in protest. This repressive campaign is aided by the vague language of the national security law, which gives mainland authorities great leeway to define the now criminal acts of secession, subversion, terrorism, and collusion with foreign powers.

98. Forget China: A Policy for an Interconnected Region

Abstract:: The United States (U.S.) must approach the growing assertiveness and revisionism of the People’s Republic of China (PRC) by deemphasizing its importance to U.S. policy formation. Although this will seem counterintuitive to most observers, it is an important first step in placing the very real challenges posed by the PRC in their appropriate context. Neither is this to suggest the intentions and actions of the PRC do not pose a serious threat to the interests of the U.S., for in many areas they do. However, in crafting foreign policy, the U.S. government must first focus on promoting and defending its own interests. By contrast, the popular emphasis on “countering” other states is a second-handed approach that cedes the initiative and allows one’s adversary to control one’s policy. That is not to say that U.S. policy should not, where appropriate, be confrontational. Washington should not feel the need to kowtow or appease an increasingly aggressive Beijing. However, any action—cooperative or confrontational—must be taken in pursuit of a larger, positive purpose. The starting point for any policy towards the PRC, therefore, is a grand strategic approach to the Indo-Pacific as a region. It lies in a positive, provalue orientation towards building the world in which the U.S. wants to live.

Abstract:: Fletcher Security Review (FSR): Dr. Gordon, it’s a pleasure to introduce you to our audience. Your new book, Losing the Long Game: The False Promise of Regime Change in the Middle East, is fascinating and we are excited to hear about it. To get us started, could you briefly describe your argument? Philip Gordon (PG): In briefest form, as the title of the book indicates, the argument is that regime change in the Middle East doesn’t turn out very well. I’ll just unpack that a little bit. First, by “regime change” what I’m talking about is when the United States sets out as a matter of policy to bring about a different government and political system in a country for whatever reason. It’s not when it happens naturally or internally. We have to have it as a policy and we have to do something about it. It turns out that we’ve done this fairly regularly in the post-World War II period. In fact, we’ve done it on average about once per decade. In the book, I look back all the way to the first time in 1953, to the CIA-backed coup in Iran, and look at all the episodes for the track record. I started thinking about this in particular as the Trump administration was pivoting towards what looked like a regime-change policy in Iran. It wasn’t their official, announced policy, but it looks like that’s what they were trying to achieve in Iran. That led me to think more about the track record: when have we done this before, why have we done it, and how it has turned out?...

100. Hedging as a Survival Strategy for Small States: The Case of Kuwait

Abstract:: Strategic hedging has not been studied adequately in Middle Eastern countries. This study is an attempt to include hedging into the analysis of a small state’s foreign policy choices. It contends that the hedging strategy can be applied to small states because of its confrontation at three levels: international, regional and sub-regional. It is argued that Kuwait has pursued a hedging policy by taking possible shifts in the global and regional power distribution and the lasting regional security dilemma into consideration. By strengthening military cooperation with China and Turkey, Kuwait has aimed to hedge the risks that could arise from the rise of China and Turkey in the Gulf, the US’ retrenchment from the Middle East, and Saudi Arabia’s aggressiveness. The main purpose of this strategy is analysed as a move to empower the regional alliance with Turkey, ensuring Kuwait’s security and warding off potential risks from the changing dynamics of the Middle East.
