Abstract:
On December 12, members of the Islamic State Khorasan Province (ISKP) attacked a local hotel in Kabul, where several Chinese nationals were staying. The attack injured five Chinese nationals along with 18 other victims, while the three attackers were killed by security forces (China Daily, December 14, 2022). It was reported that Chinese businesspeople run the hotel, which is frequently visited by Chinese diplomats and business people (Global Times, December 13, 2022). In response, People’s Republic of China (PRC) Foreign Ministry spokesperson Wang Wenbin stated: “China is deeply shocked at the attack, which is highly egregious, and firmly opposes terrorism in any form” (China Daily, December 14, 2022). The ISKP strike in Kabul will further reinforce Beijing’s commitment to giving special attention to the security and stability of Afghanistan. An unstable and volatile Afghanistan threatens Chinese interests and could be a hurdle to the success of the Belt and Road Initiative (BRI). Moreover, Chinese sources have expressed concern that uncertainty and unrest could lead to Afghanistan becoming a hotbed for terrorists “targeting China’s Xinjiang and its interests overseas, such as the China-Pakistan Economic Corridor (CPEC) projects, where enhanced communication and coordination between China and Pakistan is required to tackle potential threats” (Global Times, August 19, 2021). In response to these challenges, China has sought to provide the Taliban with enough support to combat all forms of terrorism and extremism in Afghanistan.

Abstract:
One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

Abstract:
As energy insecurity remains an imminent characteristic of energy security, it can simultaneously influence the securitization of non-energy referent objects in other sectors (Adamides and Odysseas 2015). This leads one to examine the geopolitical underpinnings behind the formation of the EMGF which by and large has affected the region as a whole. Egypt, the region’s star player has always played a fundamental role in harbouring relations based on energy and regional security and hence its relations with Greece, Cyprus, Israel, France, Italy and the EU needs examination in the wake of the establishment of the EMGF. The EMGF has been kept as the central pillar in understanding the international political economy behind the energy and regional security convergences by the above-mentioned member states. The objective behind undertaking this study has been to point out the inadequacies in establishing the EMGF which has inevitably shaped the geopolitics of the region.

Abstract:
Foreign policy cannot be dissociated from what we call the theory of international relations (Holsti, 2015). Relations between Jordan and the United States go back to 1949 when diplomatic relations were first established. The United States contributed to providing economic and military assistance to Jordan for the first time since 1951 and 1957, respectively, and has continued until now. The United States and Jordan share the common goals of a comprehensive, just, and lasting peace in the Middle East and to end violent extremism that threatens the security of Jordan, the region, and the world at large. The peace process and counterterrorism between the two countries aid American interests. The United States has helped Jordan maintain its stability and prosperity through military assistance and close political cooperation (Bush, 2009).This study examines the United States foreign policy towards Jordan from 1990 to 2017. This period witnessed important regional and international political events that significantly impacted American foreign policy in the Arab region and the United States - Jordan in particular. The political events covered in the study have the greatest impact on the development or decline of relations between the two countries in terms of politically and security aspects.

Abstract:
The direction of the Islamic Republic of Iran’s foreign policy has been a source of argument among scholars since the establishment of the revolutionary regime in 1979. Iran’s foreign policy just like its revolution is still a mystery to many researchers as it is difficult to find an appropriate theoretical framework for it. Revolution and how revolutionary states such as China and Cuba view the world and build their foreign relations with other nations have been long discussed in the works of prominent scholars including Leng (1972), Armstrong (1993), Walt (1996), Halliday (2002), and Doma-Nguez & Domínguez (2009). However, what makes the foreign policy of revolutionary Iran different from other revolutionary states (mostly Marxist revolutions) and, therefore, more confusing to study, is the Shi’a Islamic nature of it.

Among the many competing narratives that drive the war in Ukraine, the healing of the Ukrainian people themselves is often overlooked. That is because current Western policy overlooks the Other Ukraine, whose disagreement with the policies of the Ukrainian government since 2014 led up to this conflict. The Western response to Russia’s invasion has been tailored to punishing Russia, but not necessarily to healing the domestic tension within Ukraine. This article suggests that only a reconciliation within Ukrainecan bring lasting social harmony to Ukraine and peace to Europe as a whole.

After a geopolitical phase of peace and international cooperation, the Arctic is witnessing renewed military tensions, particularly between Russia, NATO, and European Union (EU) member countries. The multilateral governance that has so far governed the fate of the Arctic is being challenged by the confrontation between Russia and the West. In addition, climate warming opens up new trade routes. It provides access to immense deposits of raw materials, accelerating competition among actors partly by including external players such as China. To assess the future trajectory of European defense governance on the northern flank, it is necessary to view the Arctic and Baltic as a single region in light of common critical factors.

When Russia’s invasion of Ukraine resumed after a hiatus of many months, it prompted the European Union and 17 other countries to cut off relations with Russia and Belarus. Most of the goods and food that people in the West use now come from foreign plantations and factories. The length of the war will significantly affect the extent to which it disrupts global food supplies and the intensity of the resulting food crisis. A symptom of this movement, and a warning against overreliance on Russian energy supplies, is the European Political Community. While the article’s focus is on the potential impact of the war between Russia and Ukraine on food supplies throughout the world, it also serves to remind readers that there is more to a crisis than a shortage of Russian oil and gas.

NATO’s eastward expansion was a fundamental geopolitical process that allowed countries to be prepared for the worst, the Russian revanche, by pursuing the best, the most successful path for democracy. Romania, which emerged from the tremendous communist Ceausescu regime, strongly wanted NATO membership and, after the first encouraging meetings in 1990, officially entered in 2004. However, Romania has been already back then contributed to many Western missions. Due to its geographical position, Romania is central to all NATO objectives. Now, Romania and Poland are the pivots of NATO’s defensive complex in the “postsoviet space”: Poland protects the Baltic Sea, Romania the Black Sea, where the Russian old-imperial appetites remain; Romania still defends the precious grain corridor. Furthermore, Romania is a “model ally”. There is a solid pro-Atlantic and pro-American sentiment in the country.

Abstract:
Bi-polarity, multi-polarity, the end of globalization, or Cold War v. 2.0. New explanations of world order abound. Often, they are asserted rather than reasoned by pundits looking for their 15 minutes of fame. This paper is much more modest. It eschews grand statements about world order. Rather we demonstrate that the future is far less clear cut and predetermined. Yes, a global binary is emerging around U.S.-China competition, but it is what we describe as fuzzy bifurcation. If our analysis is accurate, then it affects the behavior of other actors differently than a tight bi-polar system. In this paper we look at the implications of a fuzzy bifurcation of world order for that most important of alliances – NATO.

Abstract:
This article examines Vladimir Putin's commitment to rebuilding "Greater Russia" and its implications in the context of the invasion of Ukraine. Putin's vision involves re-establishing the former Soviet Union and extending Russian dominance beyond its borders, fueled by a belief in the historical and cultural ties between Russians and Ukrainians. The article explores Russia's assertive and unilateralist approach to international politics, its military interventions in neighboring countries, and the justifications used to expand Moscow's control over former Soviet territories. Highlighting the invasion of Ukraine in 2014 and its devastating consequences, the author raises questions about Putin's long-term goals and whether they involve recreating "Greater Russia" or countering perceived threats from the West and neighboring states. The author contends that despite other factors that might play a role in influencing Russian policy, the re-establishment of Moscow’s influence/ control over as much post-Soviet territory as possible – the recreation of “Greater Russia” -- is the most important role – not NATO expansion, although it no doubt was an issue. If the Russians are successful in dominating Ukraine, other former Soviet areas – for example, the Baltics – are likely to become targets of future expansion.

Abstract:
The debate around viable global governance has become increasingly topical, particularly from the perspective of countries in the Global South. Concerning Africa, despite the continent’s quest to reform the United Nations Security Council (UNSC), existing research has failed to comprehensively address the topic. Consequently, this article explores the arguments and challenges surrounding Africa’s drive to secure a permanent voice in the UNSC. It argues that despite the enduring legacies of colonialism, neocolonial interventions, and being the primary concern of the UNSC agenda, Africa’s claim for fair representation in the Council remains. The article attempts to address the research gap and contribute to the existing debate by examining why Africa has failed to be represented in the UNSC. Africa’s collective initiative towards reforming the UN system is instrumental in ensuring inclusive and sustainable global governance. Nonetheless, Africa’s insistence on immediate and full veto power for new entrants and its demand for representation merely through numbers inside the UN are unfeasible.

With an apparent renaissance in the US-Philippine alliance, spurred by rising tensions in the South China Sea and the Taiwan Strait, the Biden administration ramped up diplomatic activity with Manila as the two countries moved toward an official visit from President Ferdinand “Bongbong” Marcos, Jr., in May. At the same time, the 42nd iteration of Cobra Gold, which returned to full strength for the first time since the 2014 coup in Bangkok, suggested momentum in the US-Thailand alliance, albeit with a lower profile. While the international environment continued to be roiled by US-China rivalry, the Russian war in Ukraine, and high food and commodity prices, Southeast Asia’s own internal turmoil was evident. The junta in Myanmar extended the state of emergency and stepped up aerial bombing of areas held by the opposition and armed ethnic groups. As Indonesia takes up the ASEAN chair, prospects for implementing the Five-Point Consensus Plan are dim, if not dead. Vietnam and Thailand began leadership transitions—Hanoi with an anti-corruption purge and Bangkok with the launch of general elections—while Cambodian Prime Minister Hun Sen continued to eviscerate the opposition ahead of his near-certain re-election in July. As Southeast Asian leaders work to grow their economies in the wake of the COVID-19 pandemic, competition among them to attract foreign domestic investment is intensifying, particularly in technology and electric vehicles. In the meantime, the region awaits the conclusion of negotiations for the Indo-Pacific Economic Framework (IPEF), which will offer insight into Washington’s vision of an economic order for the region.

17. US-Korea Relations: Nuclear New Year

South Korean president Yoon Suk-yeol has tried to make a priority of transforming the traditional US-South Korea military alliance into a “global, comprehensive strategic alliance” with increasing ambitions beyond hard security issues on the Korean Peninsula and in Northeast Asia in general. Yoon and his foreign policy team get an “A” for vision and effort—joining the NATO Asia-Pacific Four (AP4) and releasing an Indo-Pacific Strategy in 2022 are evidence. But, like Michael Corleone trying to go legit in The Godfather III, every time they make progress getting out, they get pulled back into the Peninsula. To wit, during the first trimester of 2023 Korean Peninsula security issues again commanded disproportionate attention from Seoul and Washington. The proximate cause for this dynamic is North Korea’s mafioso-in-chief, Kim Jong Un, who started 2023 with a January 1 missile launch and kept at it throughout the winter. This, of course, followed record-breaking 2022 North Korean missile tests and demonstrations, which totaled approximately 70 launches of around 100 projectiles. Given the near-zero prospects for North Korean denuclearization and the growing arsenal at Pyongyang’s disposal, it is understandable that any South Korean president would be distracted from interests further afield. The audacious nature of Yoon’s re-focusing on South Korean security was surprising and controversial, however. On January 11, apparently fed up with perceived South Korean vulnerability to its nuclear-armed consanguine, and perhaps irritated with the Biden administration’s slow realization of this South Korean sentiment, he made a pronouncement that no democratic leader in Seoul has ever made publicly before: he stated that South Korea—which benefits from US extended nuclear deterrence—could still consider acquiring its own nuclear weapons, if “North Korean provocations continued intensifying.” This set off a diplomatic kerfuffle that resonated—on both sides of the 38th parallel, as well as in Washington and Beijing—for much of the rest of the January-April reporting period. Given the provocative nature of Yoon’s statement, the South Korean presidential office later backtracked, “clarifying” that Yoon was simply expressing his “firm commitment to defending the nation” against North Korea’s nuclear threats, and while the “worst case scenario must be taken into consideration,” “the principle of abiding by the [Nuclear] Nonproliferation Treaty holds.” In any event, Washington took notice of its anxious ally, responding with demonstrations of commitment to extended deterrence for South Korea—including a visit by Secretary of Defense Lloyd Austin and strategic asset deployments to South Korea. All this was in addition to regular combined military exercises and naval exercises featuring US aircraft carrier strike groups. Washington also consented to more bilateral consultation with Seoul regarding the US nuclear umbrella. The saga has concluded—at least for now—with the Washington Declaration promulgated at the Biden-Yoon summit in late April. The Washington Declaration promises tightened US-South Korea extended deterrence coordination and consultation, while the leaders’ summit—in the context of Yoon’s state visit to celebrate 70 years of US-South Korea alliance relations—functioned as a renewal of Washington-Seoul ties. These ties are now perhaps as strong as they have ever been. If Pyongyang has reckoned that increased belligerence would decouple the US-South Korea alliance, it has seemingly miscalculated.

18. US-China Effort to Set “Guardrails” Fizzles with Balloon Incident

The proposed “guardrail” that Joe Biden and Xi Jinping sought to erect last fall in Bali failed to emerge in the bitter aftermath of a wayward Chinese surveillance balloon that overflew the United States and violated its sovereignty. Though Antony Blinken and Wang Yi met on the sidelines of the Munich Security Conference afterward, aspersions cast by each side against the other, including a series of disparaging Chinese government reports, fed the chill in ties. Taiwan President Tsai Ing-wen’s meeting with House Speaker Kevin McCarthy during the return leg of her US transit added to bilateral and cross-strait tensions and were met with Chinese sanctions. Issues pertaining to Taiwan, be it arms sales or a speculated Chinese invasion date of the island, remained contentious. The administration’s attempt to restart constructive economic reengagement with China, including via an important speech by US Treasury Secretary Janet Yellen, appears to have fallen on deaf ears in Beijing. Following the Biden-Xi meeting on Nov. 14 on the sidelines of the G20 Leaders Summit in Bali, Indonesia, US-People’s Republic of China relations were transitioning to an improving track—or so it seemed. US Defense Secretary Lloyd Austin met with his Chinese counterpart, Defense Minister Wei Fenghe, on the sidelines of the ASEAN Defense Ministers” Meeting-Plus meeting in Cambodia on Nov. 22. On Dec. 11-12, US Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink held “candid, in-depth and constructive” talks in Beijing. On Jan. 18, Secretary Yellen had a “candid, substantive, and constructive conversation” with departing Vice-Premier Liu He in Zurich ahead of the World Economic Forum in Davos. Hours before Secretary Blinken was due to board a flight to Beijing on Feb. 3, which would have been the highest-ranking contact between the two sides since the Bali meeting, the budding rapprochement came to a screeching halt.

2023 brings a renewed focus on the US-Japan partnership as a fulcrum of global and regional diplomacy. With an eye to the G7 Summit in Hiroshima in mid-May, Prime Minister Kishida Fumio began the year with visits to G7 counterparts in Europe and North America. Later in the spring, he toured Africa in an effort to gain understanding from countries of the Global South. The Joe Biden administration looks ahead to a lively economic agenda, as it hosts the APEC Summit in November on the heels of the G20 Summit in New Delhi in September. National Security Advisor Jake Sullivan laid out in detail the economic ambitions of the Biden national strategy on April 27, giving further clarity to how the administration’s foreign policy will meet the needs of the American middle class. Regional collaboration continues to expand. Both leaders will gather in Australia on May 24 as Prime Minister Anthony Albanese hosts the third in-person meeting of the leaders of the Quad. Also noteworthy in this first quarter of 2023 is the progress in ties between Japan and South Korea. Trilateral consultations began early in the Biden administration, and after the election of President Yoon Suk Yeol last spring, the groundwork for resolving the many difficulties in the bilateral relationship began. This spring, President Yoon and Prime Minister Kishida revealed their progress in a set of visits to each other’s capitals. A trilateral summit is planned for the G7 Summit, which Yoon will attend as an observer. Overshadowing this active multilateral calendar is the continuing war in Ukraine. Both Kishida and Biden have visited President Volodymyr Zelenskyy in his capitol. The United States and Japan remain stalwart supporters of the Ukrainian defense effort as Ukrainians prepare for the spring counteroffensive against Russian forces. Yet questions have arisen within the US Congress over the scale and duration of military aide provided to Zelenskyy. Interestingly, there remains little doubt about the Kishida Cabinet’s support of Ukraine. While Japan does not provide lethal aid, it has joined in solidarity with European nations to contribute to the complex humanitarian relief needed by the Ukrainian people. Political choices will also shape the remainder of the year. President Biden on April 25 announced his run for a second term in the 2024 election. The Republican field of candidates begins to emerge with former UN Ambassador Nikki Haley officially declaring her candidacy on Feb. 14, and Florida Gov. Ron DeSantis, while not yet official, has been the center of media attention. Former President Donald Trump has already begun his rallies, having announced his candidacy on Nov. 15. In Tokyo, talk of a national snap election continues, with the latest rumors suggesting that Kishida, coming off his party’s good showing in local elections in April, might opt for a ballot after the G7 Summit in Hiroshima.

The last four months of 2022 saw a flurry of bilateral diplomatic activities between Japan and South Korea in both nations’ capitals and around the world. They focused on 1) North Korea, 2) the issue of wartime forced labor, and 3) the future of Seoul-Tokyo cooperation in the Indo-Pacific region. Despite mutual mistrust and the low approval ratings of Prime Minister Kishida Fumio and President Yoon Suk Yeol, both leaders had the political will to see a breakthrough in bilateral relations. Another signal came in the form of new strategy documents in which Seoul and Tokyo explained their foreign and security policy directions and goals. On Dec. 16, the Kishida government published three national security-related documents—the National Security Strategy (NSS), the National Defense Strategy (NDS), and the Defense Buildup program. On Dec. 28, the Yoon government unveiled South Korea’s Strategy for a Free, Peaceful, Prosperous Indo-Pacific Region, its first-ever Indo-Pacific strategy. Although each document serves a somewhat different purpose, it is now possible to gauge how similarly or differently Japan and South Korea assess challenges in the international security environment, and how they plan to respond to them. Importantly, they signal the other, the United States, and the world that they acknowledge the strategic and economic importance of their partner in their vision of the future. In the sole high-level meeting in the reporting period, on the sidelines of the APEC meeting in Bangkok in November, General Secretary/President Xi Jinping and Prime Minister Kishida Fumio essentially talked past each other. At an earlier ASEAN+3 meeting in Phnom Penh, Premier Li Keqiang and Kishida not only talked past each other but pointedly walked past each other. There was no resolution of major issues: the Chinese position is and remains that Taiwan is a core interest of the PRC in which Japan must not interfere. Japan counters that a Chinese invasion would be an emergency for Japan. On the islands known to the Chinese as the Diaoyu and to the Japanese as the Senkaku, Tokyo considers them an integral part of Japan on the basis of history and international law while China says the islands are part of China. On jurisdiction in the East China Sea, Japan says that demarcation should be based on the median line and that China’s efforts at unilateral development of oil and gas resources on its side of the median are illegal. Beijing does not recognize the validity of the median line. Economically, a number of Japanese industries have been decoupling from China out of concern for the integrity of their supply chains and for security reasons while others are planning to expand operations there. Both sides continued their respective defense buildups while accusing the other of military expansionism.

In November three ASEAN states—Cambodia, Indonesia, and Thailand—drew favorable marks for their chairmanship of high-profile regional and global meetings: the East Asia Summit and ASEAN Leaders Meeting; the G20 Summit; and the Asia Pacific Economic Cooperation (APEC) meeting, respectively. Helming these meetings was particularly challenging for Southeast Asian leaders—who are naturally inclined to avoid strong alignments with external powers—in the current global environment of heightened tensions between the United States and China in the Taiwan Strait and the war in Ukraine. However, the year was a difficult period for ASEAN internally, with uneven economic recovery from the COVID-19 pandemic and the intractable conflict in Myanmar. The last quarter of 2022 saw two political shifts in the region: in general elections in Malaysia, Anwar Ibrahim achieved a longstanding ambition to become prime minister but will have to manage a difficult coalition to retain power. At the year’s end, Laos changed prime ministers, but it is not clear if the transition will solve the country’s debt problems, which were revealed to be more dire than estimated.

2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

Continuing a trend from the May-August reporting period, the final reporting period of 2022 in US-Korea relations was marked by an accelerated ratcheting up of tension. In short, numerous problems reared up on the Korean Peninsula from September-December, and good solutions have been few. And not only does this describe relations between the US and North Korea, but in their own, friendly way also the situation between Washington and Seoul, whose frequent invocations of rock-solid alliance cooperation belie unease about crucial areas of partnership. Two critical issues have been increasingly affecting the US-South Korea alliance in 2022, with the September-December period no exception. First, South Korea desires ever more alliance-partner defense and security reassurance from the US in the face of a growing North Korean nuclear threat and Chinese revisionism. Yet the US has downward-trending limits on credible reassurance as North Korea masters nuclear weapons technology that threatens US extended nuclear deterrence for South Korea. The US also faces less geopolitical pressure to effusively reassure its Indo-Pacific allies—including South Korea—as China grows to menace the regional order and the US consequently faces lower risk of ally hedging or realignment.

In July 2021, Russia submitted its first inter-state complaint against Ukraine to the European Court of Human Rights. It was an unexpected and intriguing step of the Russian government, especially since many of the presented allegations are linked to the events that initiated the Russian-Ukrainian conflict. Referring to the hostilities that began in 2014, the international community was, in principle, unanimous in assessing who the aggressor was. The focus of this research is the strategy of the Russian Federation in its recently initiated legal battle before the Strasbourg Court. This paper presents an attempt to outline the possible motives for taking such a step. Moscow's position on this case is particularly puzzling, as some of the allegations concern the Crimean Peninsula, widely recognized under international law as territory occupied by Russia. In spite of that, doubt arises about the strategic objectives of the Russian authorities in the conflict with Ukraine; the question is whether the actions taken by Russia fall within the scope of its previous strategy or if there has been a new turn in the matter. The first part of this paper outlines the background of the given conflict, the second details Russian policy after the annexation of Crimea, and the third, which is crucial for the formulating of conclusions, presents considerations on Russia's possible motivation and goals in filing a complaint to the European Court Human Rights. The research was conducted mainly based on the merits of the complaint, the statements of the representatives of Russia and Ukraine in the matter, the author's observations, and practitioners' considerations.

Abstract:
Strategic ambiguity, or the deliberate policy of uncertainty as to whether the United States would use force to defend Taiwan against an invasion by the People's Republic of China, has been the centrepiece of US policy towards the Taiwan issue for decades. This paper discusses the factors driving the redefinition of strategic ambiguity and its recalibration throughout Donald Trump's presidency (2017–2021). The fundamental driver of this change was to balance the rising power of the People’s Republic of China (PRC). The paper applied offensive realism as a theoretical framework for its analysis. Under President Donald Trump, Washington modified its policy of strategic ambiguity, explicitly framing relations with Taiwan within a broader Indo-Pacific strategy. While the US retained key elements of strategic ambiguity, including the 'One China' policy, it added new features to deploy it offensively against Beijing's growing regional hegemony. The increased dynamism and unpredictability of relations with Taiwan were matched by a welcoming attitude towards strengthening Taiwanese identity and highlighting the systemic differences between communist China and democratic Taiwan. America stepped up arms sales and encouraged Taiwan to build its self-defence capabilities. Washington engaged in countering Chinese attempts to isolate Taiwan internationally and included it in restructuring global supply chains. Although the United States has not formally revised the boundaries of the 'One China' policy, the modification of strategic ambiguity increased Taiwan's prominence in US-China power competition and pushed back the prospect of peaceful unification.

The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

Apart from benefits, internet voting security is most frequently discussed by opponents and supporters of this form of electoral participation. Although this voting method is not available in Poland, the debate on the implementation of i-voting appears in each election. The COVID-19 pandemic showed a great need to implement additional remote voting methods in the elections, and increasingly more countries are considering the introduction of i-vote in the future. Although there is no plan for the nearest future in Poland, citizens' opinions suggest that this voting procedure would meet many of its users. The paper's main aim is to analyse Poles' opinions about the risks and benefits of internet voting. The results of our own studies are based on a survey among Poles regarding their views on internet voting. The main goal is to verify if Poles more often highlight the benefits than risks of i-voting, and if the opinions about risks and benefits of i-voting differ depending on respondents’ sex, age, education and domicile.

The paper refers to the evolution of methods, new technologies, and devices in security control processes in light of civil aviation requirements, procedures, and increased flow of passengers. The research problem has been defined as follows: How shall the international airport security controls function in the context of regulatory and operational conditions and current and future threats? In reference to the problem, the research hypothesis was defined as follows: Security control in civil aviation consists of screening persons and detecting prohibited articles and mainly depends on the professional competence of security staff and the proper selection and maintenance of electronic assistive devices. Professional competences refer to personnel’s knowledge, experience, qualification, monitoring, operational supervision, and quality control as part of their tasks. The development of new technologies requires the appropriate selection, commensurate with risk analysis, of electronic assistive devices, including equipment, methods, technical means, and their maintenance in a proper technical condition. The paper presents the results of empirical research conducted amongst experienced aviation security forums. Because of its complexity and unpredictability, this problem still leaves a wide margin for improvement and efficiency. The following research methods were used to solve the research problem: theoretical methods and empirical methods: diagnostic survey and expert interview.

The article aims to describe the regional security challenges to India in South Asia. Since the partition of India in 1947, the country has continuously been under external threat as a form of proxy warfare and terrorism. For this purpose, the article highlighted the core hotspots where India has major border issues with China in the Himalayan terrain. India has been facing a bigger security challenge from China and Pakistan in the South Asia region. This article analyses the defence ties between India and France in the context of security. India's neorealist approaches expand its strategic partnership in global politics. Therefore, India has been getting strategic support from the French side whenever India seeks support in a critical situation. The article uses the methods of case study and discourse analysis to answer the question and find out the study's relevance. As a result of severe security threats, India had to negotiate the purchase of defence equipment from France. India had to buy Rafael fighter jet, submarine and other heavy military weapons. Indo-French relations are stronger than in the past and will develop as friendly relations in the future.

Using the Ishikawa diagram and the value chain, the authors presented the shortcomings of the national security system and a sequence of actions that can improve it. This article presents the research results, which set out to explain the mechanisms leading to the achievement of dominance by the Russian Federation in the international security environment. In the research process, the systemic approach was applied. Analysis and criticism of the literature, non-participatory observation and case study elements were used to solve the research problems. As a result, it was determined that the theoretical basis for the Russian Federation's achievement of international dominance is the concept of new generation war. The model of the strategic influence of the Russian Federation is directed at the shaping of the security environment and includes the synchronisation of kinetic and non-kinetic measures, indirect and direct effects, the blurring of the boundaries between war and peace and the application of pressure and aggression. The Russian Federation achieves strategic dominance through asymmetry, chaos, reflexive control, and strategic deterrence. Armed forces provide a key role in asserting dominance, focused on conducting offensive activities and inflicting losses with conventional and nuclear weapons.

In this study, it is aimed to examine the relationship between energy security, growth and exports for 16 Middle Eastern countries between 1980 and 2016 by taking into account the 4 dimensions of energy security (4 A's of energy security). Unlike other studies on the subject of Middle Eastern countries, this study covers more Middle Eastern countries and a wider period, and takes into account the cross-sectional dependency. The results of empirical analysis conducted by using second-generation unit-root and cointegration methods demonstrate that there is cointegration relationship between the variables. According to the results obtained from AMG estimator, which also considered cross-section dependence; the 1% increase in energy security risk level reduces the economic growth by approximately 0.66%, while the 1% increase in exports increases the economic growth by 0.41%. Finally, Granger non-causality test results demonstrate that there is a bi-directional causality relationship between variables. The results highlight the importance of policies to be implemented policies to ensure energy security such as choosing safe trade routes in oil and gas trade, ensuring the security of the major crossing points in the region, developing policies to decrease the share of energy revenues/expenses in the region economies, implementing policies for country and route diversification, ensuring energy efficiency and the use of renewable energy sources to prevent environmental pollution.

Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

Only a short time ago, considerable enthusiasm existed in Finland regarding Beijing’s efforts to forge an “Arctic corridor” of railroads and undersea tunnels, satellite ground stations, an airport for scientific expeditions, and massive biorefineries. In this, Finland was not alone but represented only a small branch of China’s comprehensive thrust to permanently establish a presence above the Arctic Circle. Yet, with the recently emerging geopolitical turbulence, China’s Arctic expansion is facing a standstill, even in Finland, which long seemed like its most viable partner in the region. By applying for NATO membership along with Sweden, Finland is turning westward, practically closing the gates on China’s Arctic expansion beyond Russia. Its story serves as an interesting microcosm on the rise and demise of China’s Arctic policy.

Since the opening up of the Chinese economy by Deng Xiaoping in 1979, China has grown wealthy, but corruption has also become pervasive at all levels of the Chinese Communist Party (CCP). Corruption has been a part of Chinese business and governance for millennia, but despite the grand pronouncements of the CCP about eradicating corruption, it has not only endured under the current system but grown to extraordinary heights. Due to deeply entrenched corruption across the government, as well as the variable spread of economic benefits, this issue will remain a severe challenge for the CCP as the Xi Jinping era enters its second decade. The necessity for the state security agencies to support political control by Xi will also ensure that anti-corruption purges continue to impact the police and security agencies.

This summer, the People’s Republic of China (PRC) organized two multilateral security dialogues with African nations, which highlight Beijing’s efforts to promote an alternative model of international security. In June, representatives of the PRC and six East African states convened in Addis Ababa, Ethiopia for the first China-Horn of Africa Peace, Governance and Development Conference, which is an initiative that was originally proposed by Foreign Minister Wang Yi during his January visit to Kenya (Guangming Daily, June 27; PRC Foreign Ministry, January 7). At the meeting, PRC Special Envoy to the Horn of Africa Xue Bing said that Beijing sought a greater role in the region, “not only in trade and investments but also in the area of peace and development” (South China Morning Post, June 23). The conference resulted in a joint statement committing to utilize confidence building, dispute resolution, dialogue and negotiation to achieve a “lasting peace” in the region (China News Service, June 23). In doing so, the parties pledged to uphold the “common, comprehensive, cooperative and sustainable security concept,” which was first laid out by President Xi Jinping in 2014 as a core element of his vision for a new international security architecture (Xinhua, May 24). Xi cited the need to remain committed to this concept as motivation for the PRC’s new Global Security Initiative, which he introduced in April (China Brief, May 13). Earlier this week, the Ministry of National Defense (MND) hosted the second “China-Africa Peace and Security Forum,” which was virtually attended by senior defense leaders from nearly fifty African countries (Gov.cn, July 26). In his keynote remarks, State Councilor and Defense Minister Wei Fenghe read a congratulatory letter from Xi, which hailed the resilience of Sino-African friendship in a challenging international landscape and called for the implementation of the Global Security Initiative (People’s Daily, July 26). Although somewhat short on specifics, Beijing has promoted the Global Security Initiative as a positive-sum, “common security” model in contrast to the militaristic, zero-sum approach it ascribes to the United States (China Brief, July 15).

On June 10, the Foreign Office in Islamabad received a diplomatic communication from the Pakistani ambassador in Beijing (The News, June 13). China assured Prime Minister (PM) Shehbaz Sharif, who replaced former PM Imran Khan in April, that it is eager to work with the present government (PRC Foreign Ministry [FMPRC], June 17). China also confirmed the rollover of a $2.3 billion loan to Pakistan at a reduced rate, which is a great help to the cash-strapped nation (The Express Tribune, June 22). Furthermore, China agreed to extend additional financial assistance between $2.5 to $2.8 billion, and pledged to support Pakistan’s fragile economy through the multi-billion China-Pakistan Economic Corridor (CPEC) (Business Standard, June 29). Chinese leadership also urged the present government to reinvigorate CPEC projects, which were neglected under Imran Khan’s government (The News, June 13; Business Recorder, June 15). However, PM Sharif’s government has inherited a plethora of problems and issues plaguing progress and causing delays in the execution of projects that fall under the umbrella of CPEC.

44. Future Global Policeman? The Growing Extraterritorial Reach of PRC Law Enforcement

The recently signed security agreement between the Solomon Islands and the People’s Republic of China (PRC), along with the support of Chinese police to the Solomon Islands government to suppress social unrest in November 2021, highlight the increasing international deployment of PRC law enforcement (China Daily, April 2). This deployment follows several decades of expanding PRC international law enforcement activity, which is intended for extraterritorial enforcement action, seeking the return of fugitives, and as part of China’s engagement with other countries. The 2021 violence in the capital, Honiara, led to destruction in the local Chinatown and the subsequent deployment of Chinese police officers, who have previously provided equipment and training to the Solomon Islands. The China Police Liaison Team is led by Zhang Guangbo, an officer of the rank of Commissioner third class, who stated that the deployment is intended to protect the safety of Chinese communities in the Solomon Islands as well as to contribute to the overall stability in the islands (Embassy of the PRC in the Solomon Islands, March 4). There has been considerable unease in wider region over the expanded deployment of Chinese police officers to the Solomon Islands. The governments of Australia, Japan, and the United States have all criticized the security pact, and have raised concerns that the deployment of Chinese police officers could lead to a future military presence. Australian Minister for Foreign Affairs Marise Payne stated on March 25 that “Australia is aware of the proposed draft Security Cooperation agreement between China and Solomon Islands…We would be particularly concerned by any actions that undermine the stability and security of our region, including the establishment of a permanent presence such as a military base” (Australian Ministry for Foreign Affairs, March 2022). In response to these concerns, the Solomon Islands High Commissioner to Australia has said that if Chinese police officers were called on for assistance they would be under the command of the Royal Solomon Islands Police and stated that “We will try and do our best in terms of dealing with them to make sure that what is happening in other countries where, like Hong Kong, doesn’t happen in our country” (Solomon Times, 6 May 2022).

The People’s Republic of China (PRC) is closely monitoring the rapidly developing political crisis in Pakistan. The current upheaval stems from the introduction in Parliament of a no-confidence vote against Prime Minister Imran Khan, and his subsequent allegation that the motion is due to a foreign conspiracy to topple his government. On Sunday, the Deputy Speaker of the National Assembly (the lower house of parliament), who is a member of Khan’s Pakistan Tehreek-e-Insaf party (PTI) party, dismissed the no-confidence vote as a violation of Article 5 of the Constitution, which establishes loyalty to the state as the basic duty of every citizen (Dawn, April 3). Following the dismissal, President Arif Alvi dissolved the National Assembly on the Prime Minister’s advice (The News , April 3). These developments are unfolding in the context of “letter gate,” which refers to Khan’s recent allegations that the no-confidence motion introduced by the opposition is driven by the efforts of a foreign power, which he later claimed was the US, to induce regime change in Pakistan. Yesterday, Pakistan’s Supreme Court declared both the Deputy Speaker’s dismissal of the motion again Khan, and the president’s decision to dissolve parliament unconstitutional. The Supreme Court restored the National Assembly and ordered it to reconvene on Saturday to hold a vote on the no-confidence motion (Dawn, April 7). China’s state-run media has reported extensively on the whole drama from the deputy speaker’s ruling to the Supreme Court’s verdict (Xinhua, April 8; NDTV, April 3).

Energy in the context of foreign policy has become a major political concern for the stability of the country. Pakistan’s energy and foreign policy experts paid less attention to strengthening its relationship on the basis of energy with the energyrich countries. Despite its geographical significance as a potential energy corridor between the Middle East and Central Asia, Pakistan’s energy sector fails to secure its energy needs. This research study focuses on energy dynamics in the foreign policy of Pakistan and regional energy projects like the IP gas Pipeline, have been studied in detail. The study found that Pakistan is left with no other option but to execute regional energy projects if the country needs to overcome the energy crisis. The study also found that the major obstacles to executing these projects in Pakistan are a lack of financial resources, lack of investments, international pressure, the country’s internal issues, regional issues and the changing regional situation. This study is proposed to be useful for policymakers to evaluate the impact of energy import dependency and to formulate foreign policy.

The widespread suffering caused by terrorism has been discussed at length in the media. Unfortunately, there is a relative paucity of empirical research on the nature and causes of terrorism. The present study examines the issue of terrorism quite modestly, but nonetheless significantly. It finds the root cause that generates numerous other causes which increase the incidence of terrorism. This study is unique in terms of its step-by-step implementation of analysis. In the first phase, the study applies thematic analysis and reveals the general causes of terrorism. In the second phase scrutiny of general causes is done to find the root cause of terrorism and finally, multinomial logistic regression is applied to ensure consistency between the results. Multinomial logistic regression reveals that coefficients of all interaction terms are significant, indicating that the effect of religion, geographic location, international players, and communications technology on terrorism depends on legislation and its strategic implementation. Like Ukraine, Pakistan is geographically significant for international players with respect to the containment of China and trade. Weak legislation in Pakistan facilitates international players not only to change the regime of the country but also to create terror groups that misuse religious schools. This study suggests that legislation must be implemented gradually through strategies; otherwise, policy implementation may have an adverse impact. Legislation helps to protect a country from terrorism in two ways. Firstly, it reduces the likelihood of terrorism entering, and secondly, it helps to combat existing terrorism. Based on the findings, this study also recommends counterterrorism, security officials have to work covertly in the media and other sectors which can impact the severity of terrorism in the country; this entails adopting mimicking factors. We expect that the present study will contribute to social and political improvements and have beneficial effects on the economy.

The US withdrawal from Central Asia, Russia-Ukraine conflict and diverted great-powers’ competition from the region necessitate and drive the Central Asian region to revive historical links and open up in southern direction. The circumstances also induce Russia to open up trade routes to South via Central Asia. Central Asia with prudent regional approach may move from a “shatter belt” status (a region torn by internal strife and external intervention) to strengthened regionalism in the absence of direct great powers’ competition. The changed geo-political and geo-economic situation presents new opportunities to Central Asia, Afghanistan and South Asia for developing the Central-South Asia economic corridor, though accompanied with challenges within Afghanistan. Abstract:
A transdisciplinary research project investigated the idea of framing climate and environmental change (CEC) as a new type of threat: a hyperthreat. Traditional military analytical methods were used to assess the hyperthreat and its context and develop ideas about how an adequate response could be conceived. This approach contrasts to prior literature and longstanding geopolitical discourse that identify the risks of taking a securitization approach. Instead, the author argues that it is now riskier not to consider CEC within a mainstream geopolitical and nation-state security strategy. When the hyperthreat of CEC is centered as the main threat to be contained, and its relationship to other threats is analyzed, startling new pathways to stability emerge. The research developed a new theoretical approach called “entangled security” to develop an initial new “grand narrative” and “grand strategy” (PLAN E). This article offers a vision of how military theory can be reimagined to support new policy directions and security priorities.

This article outlines the evolving geopolitical situation in the Black Sea in the context of Russia’s recent invasion of Ukraine. It establishes a historically rooted pattern in Russian strategy tied to the region that runs through most recent acts of Russian aggression against its neighbors. It illustrates how after each Russian conflict with its neighbors in the last 20 years Russia has gained more physical coastline on the Black Sea. It roots this behavior in a centuries-long pattern of Russian behavior grounded in practical and ideational motivations. Accordingly, it establishes that Russian aggression in the Black Sea is likely to be a persistent fixture of global great power competition for the near future. The author then proposes a sustainable solution to counter Russian aggression in the theater through U.S. support of the current trend toward increased European “strategic autonomy” within the bounds of the NATO alliance.

The Andaman and Nicobar Islands (ANI) are some of the most neglected maritime terrain in the world despite their proximity to one of the busiest maritime chokepoints on Earth. Strategic competition in the Bay of Bengal and around the Strait of Malacca necessitates that U.S. strategy carefully considers the implications of having a U.S. presence on the ANI. The United States has the capacity to assist in international law enforcement of illegal, unreported, unregulated (IUU) fishing and piracy as well as ensure the security of international shipping through the Strait of Malacca. The possibility of bilateral exercises that introduce concepts such as expeditionary advanced base operations (EABO) and the use of the U.S. Coast Guard in multiple capacities are real possibilities as well. Perhaps most importantly, the United States can partner with India to leverage China’s Malacca Dilemma and constantly threaten a blockade of Chinese shipping through the Strait of Malacca in a potential conflict. China also aspires to alleviate its Malacca Dilemma.

This article attempts to answer the question of why Iran is reluctant to discuss its missile program. Unlike other studies that focus on the importance of Iran’s missile program in providing deterrence for the country and establishing a balance of military power in the region, or that view the missile program as one of dozens of post-revolutionary contentious issues between Iran and the United States, this article looks into Iran’s ontological security. The paper primarily argues that the missile program has become a source of pride for Iranians, inextricably linked to their identity. As a result, the Iranian authorities face two challenges when it comes to sitting at the negotiation table with their Western counterparts: deep mistrust of the West, and the ensuing sense of shame over any deal on the missile issue. Thus, Iranian officials opted to preserve the identity components of the program, return to normal and daily routines of life, insist on the missile program’s continuation despite sanctions and threats, and emphasize the dignity and honor of having a missile program. The article empirically demonstrates how states can overcome feelings of shame and mistrust. It also theoretically proves that when physical security conflicts with ontological security, governments prefer the former over the latter, based on the history of Iran’s nuclear negotiations. They appeal to create new narratives to justify changing their previous policies.

The main goal of this study is to search for new effective mechanisms to assist in preventing the internationalisation of armed conflicts using conventional weapons and the creation of more weapons of mass destruction in the geostrategic region, the Greater Black Sea Region, which includes the countries of the “Five Seas” (Black Sea, Caspian Sea, Arabian Sea, and Mediterranean Sea), positive transformation of conflicts and the creation of a “Black Sea Security Community”. The methodological approach taken is based on the theory of meta-cognitive management, which implies a qualitative expansion of the dimensions for solving those problems that are unsolvable in the dimensions given today; a holistic approach focused on the multi-level and democratic participation of all participants in the process; and the method of geopolitical modelling being applied to discuss new forms and platforms for cooperation between those involved in confrontation in the Black Sea space. Innovation represents a return to the concept of syncretism in the scientific discourse for describing political and geopolitical tasks. The idea of creating a syncretic meta-model of Black Sea security is one way to improve cooperation between parties that have incompatible positions but are aware of common threats and the need to prevent them. Measures need to be taken for the countries of the Five Sea region to be fully integrated into the process and a new architecture created for the Black Sea Security Community. Scientific support is also necessary for the planning and implementation of peacekeeping processes in the Greater Black Sea Region.

Terrorism has changed the national and international security milieu over the last few years; however, there have been metamorphoses in the phenomenon of defining security in light of new threats of terrorism. This research critically evaluates the anti-terrorism legal regime of Pakistan along with its structural flaws. While vigorous efforts to defeat terrorism have taken place in Pakistan, much needs to be done to achieve de-radicalisation along with identifying and addressing areas of vulnerability. This research moves in three directions: firstly, it looks into the background of extremism in terms of ethnic and sectarian conflicts that led Pakistan to embark on the journey to combat terrorism; secondly, it evaluates how these laws aimed exclusively at countering terrorism have not been as effective as hoped; and thirdly, it offers an in-depth analysis of flaws in the judicial system and analysis of capacity gaps in relation to prosecution of terrorist offences in Pakistan. Lastly, this research makes recommendations for eliminating the causes of institutional and legal inefficiencies that feed and nurture terrorism in Pakistan. The qualitative method is used in this research, which holds that Pakistan needs to make effective structural changes to implement counterterrorism strategies constructively, such as, capacity-building of judiciary and law enforcement agencies, acceptance of innovation in investigation methods, amendments in procedural laws and comprehensive, unambiguous and detailed legislation. Amendments to existing anti-terrorism laws need to be adapted to the changing security trends in the region. In order to combat the high rate of acquittal under these laws, a strong and focused approach is required.

The purpose of this article is to examine the significance of the flood hazard for the functioning of the critical infrastructure in Poland and to suggest adequate methods and strategies for reducing the vulnerability of critical infrastructure to flooding. The main research method used is institutional and legal analysis, which shows how critical infrastructure is protected in Poland. The context of climate change is taken into account, the consequences of which may trigger increased threat, and its significance is discussed. It is also shown that river floods of a pluvial character constitute the greatest hazard in Poland, as they pose a threat to urban areas where most critical infrastructure is located. The author lists methods which can be used to protect critical infrastructure from flooding. Examples of systems are also provided. A conclusion is formed that the approach to this problem should be comprehensive and make use of methods related to flood prevention, flood defence and flood mitigation, and above all, the relocation of elements of the critical infrastructure. It is evident that the best time to reduce the susceptibility of specific systems to floods is when they are developed or modernised by taking into account the flood risk. Lastly, the biggest problem of the critical infrastructure in Poland is highlighted, namely its identification once it is already built, which means its location had not been thought through.

Unmanned aerial vehicles (UAVs) pose a threat to buildings and facilities important to the security of the state. As they are able to operate like individual aircraft, the number of ways they can be used for terrorist activity is practically unlimited. Anyone in charge of a facility that is crucial for the reliable functioning of a state is obliged to ensure an acceptable level of security. Since drones can be used to attack protected structures, they need to be protected by an anti-drone system. The paper proposes a method for assessing the effectiveness of systems for detecting and neutralising unmanned aerial vehicles. In order to suggest a new method for assessing the effectiveness of anti-drone systems, an analysis of the scientific literature and other documents describing existing anti-drone systems has been carried out. Attacks involving the use of drones, both in wartime and in incidents of terrorism, are also analysed and existing anti-drone solutions assessed. Because there are a variety of technical solutions for the detection and neutralisation of drones, and different location and weather conditions, a universal method is proposed based on probability calculations and neutralisation of drones, using mathematical formulas. This method allows for the effectiveness of the entire anti-drone system to be assessed on the basis of measuring the probability of detection and neutralisation of drones in real conditions. The proposed method allows the effectiveness of the currently existing anti-drone systems to be evaluated and for new methods for detecting and neutralising drones to be proposed. This method, based on mathematical calculations, enables software to be written for simulating anti-drone systems on computers and for the effectiveness of these systems to be confirmed before their construction in a protected facility.

The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. In more dangerous scenarios, typical military systems, including Very Short-Range Air Defence, Short-Range Air Defence and Medium Range Air Defence systems have to be employed or dedicated kinetic counter-drone systems deployed.

Against a background of contemporary security challenges such as terrorism, violent extremism, insurgency, armed banditry, and separatist movements across the country, the study attempts to examine critical infrastructure protection. With the aid of largely secondary data, the study finds that there is an inextricable link between CIP and institutional corruption in Nigeria. Institutional corruption has been a major factor inhibiting effective critical infrastructure protection in Nigeria. This is because funds meant for the strengthening of operational effectiveness of the agencies are often diverted to other expenditure that does not have an effect on the operational strength of the agencies, thereby undermining their capacity to deliver on their mandates and increasing the vulnerability of the infrastructures to vandalism. The study recommends the adoption of a whole-of-society approach to CIP in Nigeria, because of its ability to block leakages and ensure transparency in the business of government as well as encouraging all stakeholders, the state, private, CSOs, the media, traditional institutions and all others involved, to share responsibilities in the protection of infrastructures as part of their concerns.

This paper considers terrorism as potentially ‘intelligent’, as a threat capable of abusing the critical infrastructures of societies and the related methods for knowledge production. Respectively, it sees critical infrastructures as attractive mediums for terrorist influence. The paper describes the contrast between the logic of providing security and certainty for critical infrastructures and the threat of terrorism, which is evolving in terms of its systemic capacities and intelligence. The way security is provided within critical infrastructures and the way intelligent terrorism could operate seem to separate from each other, thereby creating vulnerability. The paper seeks to enhance the conceptual understanding of this question by describing and closing the gap created by the intellectual separation. By doing so, the article will shed light on the conceptual dimension of the (in)security that has gone unnoticed in the interface between critical infrastructures and terrorism. It outlines the aforementioned dilemma and provides conceptual understanding that makes it easier to grasp and communicate further. The paper shows that the intellectual separation has weakened the possibilities for theoretically understanding and practically recognising terrorism as a phenomenon that is becoming systemically more conscious, more intelligent and potentially increasingly capable in a form of violence that exploits the basic structures of societies and the related knowledge methods for its own purposes. As a conclusion, the paper stresses the importance of profoundly critical tools. Such tools are often perceived as being undesirable or even counter-productive in figuring out the mechanism through the very means utilised in providing for security.

The objective of this paper is to provide a view on the problem of insufficient state protection of critical infrastructure throughout the Covid-19 crisis. The paper looks at this problem with regard to the definition of critical infrastructure, its content, and also the limitations of current approaches to critical infrastructure protection. The examples relating to the Covid-19 crisis show the practices adopted and suggest possible steps forward. The research methodology implemented in this research is based on a critical analysis of the existing literature. The themes described in this paper show there is an urgent need to change current critical infrastructure protection approaches to a resilience-based modus operandi. Specifically, this paper highlights the need to shift the understanding of critical infrastructure from an object-oriented approach towards essential services/functions and to highlight its complex, socio- technical nature. It also highlights the deficiencies of current, prevention-based approaches to critical infrastructure protection such as the insufficient focus on identification and management process of vulnerabilities, especially in relation to (inter)dependencies resulting from interconnections with other systems. The gravity of the situation caused by the Covid-19 pandemic, despite its negative connotations, can be used as an opportunity to examine the real condition of protection of critical infrastructure. The pandemic suggests that there is much left to be done and because of the unpredictability of the future, we need to start acting as soon as possible.

The objective of this work has been to propose a framework that will aid governments with the development of more coherent and effective infrastructure planning and resilience policies through a system-of-systems approach that is grounded in theory for complex sociotechnical systems. The framework has been developed by using a work domain analysis (WDA). The WDA consists of an abstraction hierarchy analysis and a part-whole decomposition. Together, the abstraction hierarchy and the part-whole description form the abstraction-decomposition space (ADS) for which the system constraints apply. By imposing constraints, the WDA promotes design for adaptation where actors within the system are allowed to adapt their behaviour as they find appropriate without violating the system’s constraints. The proposed ADS consists of five levels of abstraction and four levels of decomposition. By applying the ADS, it will aid decision making related to the overall purposes of the critical infrastructure system, the values and priority measures that are used to assess the system’s progress towards the functional purposes, as well as formulation of infrastructure needs that are necessary to achieve the functional purposes. The framework is formative in the sense that it reveals how work can be done in the critical infrastructure system. This is important because it is not feasible to prescribe, describe and risk assess all possibilities for action that are available in complex sociotechnical systems, especially when dealing with unforeseen events. Future research should focus on finding science-based yet useful in practice ways for establishing values and priority measures that encompass sustainability issues and resilience standards.

62. The evolution of the Hungarian Defence Forces’ volunteer reserve component after the Cold War

When Hungary transformed to an all-volunteer force in 2004, most attention was given to the regular component and very little mention was made of reservists. The main goal of this study is to draw attention to the importance of, and the potential, in the reserve component using historical research to produce an overview of how the reserve component of the Hungarian Defence Forces has evolved since the end of the Cold War. Information was collected and analysed from the discussed time period and interpretations were made of the collected evidence through systematic methods appraising all available studies to synthesise the findings. Similarly to other countries in the region, more than a century of conscription and the Warsaw Pact legacy still haunts the Hungarian Defence Forces. Fortunately, Hungary’s NATO membership spearheaded the drive for qualitative change within the armed forces and more attention was paid to a volunteer reserve system. Hungary’s NATO membership has ushered in a new era of security guarantees and obligations which, among other things, brought with it the realisation that the time for qualitative change in the armed forces had come. Among other changes, an initial shift of emphasis towards a reserve system – followed by the adoption of the all-volunteer force model – made it clear that a new basis had to be provided upon which to address the reserve issue in Hungary.

The rapidly changing security environment has brought a plethora of non-military measures to the fore. These measures have completely changed the nature of hostilities by giving them a hybrid character. With regard to the South Caucasus region, the chasm among the political courses pursued by particular states makes the overall region more susceptible to diverse external threats of a political, economic, military and cultural nature. This paper focuses on the economic component of the hybrid warfare in the South Caucasus region. The issues are considered from a security point of view and not from an economic perspective. The vulnerabilities of particular nations in the region to economic coercion are highlighted in the paper and suggestions for improving them made. The authors underscore the regional unity in the South Caucasus as a prerequisite for eliminating or at least mitigating economic dependence and healing the “regional fracture” that has lasted for decades.

The purpose of this paper is to generate a model of the interplay between the main actors in the Western Balkans region in order to try to highlight major switch-factors and pathways for future evolution of the system. The study was carried out using MACTOR software developed by Laboratoire d’Investigation en Prospective, Stratégie et Organisation and École Pour l’Informatique et les Techniques Avancées. This computer-assisted method creates a hierarchy of objectives based on the mobilisation rates and gives some insight into what is at stake and the interested parties. The paper calculates the competitiveness index of each actor included in the model and the weighted valued position matrix showing both valence and mobilisation rate of actor-objective pairs. Valued convergence and divergence matrices (with graphic representation) outline the structure of the region. The results obtained can be used to develop possible scenarios. The structure of the Western Balkans region is subordinated to a single major divergence which is translated to the internal actors. Insulator states are losing relative weight with a narrowing field of manoeuvres. Bosnia and Herzegovina has become a focal point of polarity with a distinct vulnerability to the future line of behaviour of the Croatian element in the country

A significant challenge for the military lab is to reduce the weight of a combatant’s battery on the battlefield. Soldiers use electronic devices powered by wearable batteries in landings, operational combat with the enemy, and defensive exercises. Soldiers should always fully charge their wearable batteries before carrying them. The average weight of the battery is approximately 20 kilograms. During military operations, fighters have numerous electronic devices, such as night-vision goggles, headphones, LMR, navigation systems, VHF radios, and sensors. There is a high probability that fighters will lose their lives if the battery they take is uncharged or empty. Many research studies have tried to increase fighting time and maintain soldier life and links based on these devices. In this work, a wireless power transmission system with an RF microwave station and RF/DC converter circuit incorporated into a bulletproof vest will be designed. This system can harvest RF microwave energy to recharge or energize the wearable battery during a military operation. The challenge here is to develop a compact device that can capture the maximum RF strength to charge batteries carried by soldiers. The proposed device therefore considers all parameters to provide sufficient energy to power a computer at 13 watts. The strength of the RF power varies with the distance between the microwave power station Pin = 100 W and the receiver circuit.

The EU and Africa’s African Union held their sixth summit on 17-18 February 2022: a week later Russia invaded the Ukraine. In the short-term, European focus shifted from Africa but increasingly EU officials and member states are looking towards Africa. The EU seeks to step up cooperation with some African countries to help replace imports of Russian natural gas and reduce dependence on Moscow by almost two-thirds in 2022. The EU has also revised its list of critical minerals, which it is members seek to guarantee supply chains. This article assesses the evolution of EU-Africa relations, particularly since December 2007 with the launch of the Joint Africa-EU Strategy. The EU’s Africa focus is increasingly more strategic, and coherent, this is still not the case for Africa whose common interests towards Europe remain fragmented although the launch of the continental African Free Continental Trade Area (AfCTA) is a positive development. Looking forward it will be reinvigorated trade and investment that needs to become the heart of Africa-EU relations if this partnership is to prosper – not security, aid and countermigration that has framed past EU focus.

Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. The OSCE is the largest regional security organization globally, but a common understanding of the institution and the security it seeks to promote has been in decline since roughly 2008. The political discourse on the problem of state survival in Turkey is hegemonic. What is central to this discourse is Sévresphobia: the idea that Turkey is surrounded by internal and external enemies who are ready to destroy it. This article aims to explain why the political discourse on the problem of state survival in Turkey sustains itself over time and how it captures the collective mode of being. The article argues that fantasmatic narratives play an important role in maintaining the hegemonic discourse and governing collective anxiety. First, fantasmatic narratives simplify the socio-political space by offering a comforting explanation for the ongoing insecurities and making anxiety tolerable. Second, they act as an ideological force by keeping the political dimension of the discourse on ontological security at bay. This study focuses on the cultural diplomacy of Crimean Tatar and Lithuanian American diasporas, who both suffered from deportation at the hands of the Soviets and are conducting anti-Russian diplomacy today. Historical films are useful in terms of showing how the diasporic communities seek to reconstruct a collective memory on a traumatic event and tame their anxieties of death, meaninglessness, and condemnation that constitute “unknown unknowns” by turning them into the fear of a “known unknown” through securitization. Therefore, this study aims to grasp the multiplicity of anxieties reflected upon the Crimean Tatar and Lithuanian diasporas’ recent historical films that demonstrate how diasporas’ varying anxieties translate into diverse strategies of political representation and mobilisation against Russia. It thus reconciles the scholarship on diaspora’s memory politics with anxiety/fear nexus in securitization theory.

Identity change is an important phenomenon in international politics. It can radically alter how states orient themself and act internationally. But how does identity change occur? For some, it is merely an epiphenomenal result of changes in the international distribution of power. Others highlight domestic factors, while still others see it as occurring through a social process of interaction with other states. There are also explanations that combine these and other factors. While existing accounts have pushed the debate on identity change forward, this article suggests that incorporating anxiety into our understanding of identity change would help us better understand two important aspects of it: how an existing identity comes to be doubted and how a new one becomes thinkable and eventually accepted. Drawing on the work of psychologist Rollo May, this article explores the link between identity change, anxiety and creativity. The argument is illustrated through reference to 19th century Japan. For much of its history, Japan was part of the Sino-centric order and looked up to China as a “teacher in the ways of civilization”. However, in the 19th century, Japan radically redefined its identity in relation to China, and Asia more broadly, and rejected the Sino-centric world view as it sought to become a “civilized” state similar to the Western countries.

The main aim of this paper is to contribute to the literature on ontological security by empirically investigating how the European Union (EU), which is perceived as one of the most important actors that provides means and/ or grounds for overcoming antagonisms through transformation of the ‘Self-Other’ dialectics, fails to become an agent of peace. Drawing on the case of Republika Srpska (RS), a political entity in Bosnia and Herzegovina (BiH), we aim to understand how the EU’s post-conflict stabilization efforts, which, among others, presuppose the de-intensification of the antagonistic identity narratives, become entrapped in ethnopolitical narratives, and even ‘ethnicized’ by the ethnopolitical elite in RS. To answer these questions, we analyzed news articles at two critical junctures, namely the negotiations on the Stabilisation and Association Agreement (2005–2007) and the Butmir Process (2009), two of the most important EU-driven initiatives in post-conflict BiH. We find that those initiatives, which promised to make BiH more functional and stable, challenged the existing ethnopolitical narratives in BiH, particularly on the side of the ethnopolitical elite in RS.

Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

This article demonstrates that the authoritarian populist strategy is most appealing when leaders create a sense of crisis and present themselves as having the only solution. The article underlines three performative methods of how Jair Bolsonaro in Brazil offered simple answers for a crisis and portrayed other political actors as the responsible ones to be removed. Firstly, nativism presents a conservative view on how politics should be structured by perceiving all “non-natives” as threatening. Secondly, messianism, the fetishism of Bolsonaro as a “messiah” who leads the way in the battle between “good” and “evil,” serves to reinforce the support of the Evangelist base against “PT members.” Finally, conspiracism provides an easy way to eradicate ambiguities and helps to fuel an antagonism against the “enemy.”

This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

ACCORDING to many of our international relations experts, a presidential decree to approve a new edition of the Foreign Policy Concept of Russia will be one of the most significant developments of 2022. It will be the sixth doctrinal document in our country’s recent history: Previous versions of the key diplomatic “manifesto” were issued in 1993, 2000, 2008, 2013, and 2016. The media treat them as routine events when in fact they offer us a unique opportunity to trace all transformations in the foreign policy thinking of the country’s leaders and to analyze the events and trends of the last 30 years. The response to the latter has determined the nature and substance of the conceptual foundations of Russia’s foreign policy. More than 30 years have passed since the breakup of the Soviet Union in 1991. The new generation that grew up, studied at, and graduated from institutions of higher education knows next to nothing about the Soviet superpower, bipolar confrontation, socialist internationalism, and games with “inter-imperialist” contradictions. The system of Russia’s foreign policy priorities has been broken, reestablished, and altered several times. This and the country’s revival inspired us to reassess an article published in 2007 [1] and to correct assessments made then of global processes.

The fight for women’s rights in the Democratic Republic of the Congo (DRC) originated in the 1950s with the creation of young women’s social centers in local Catholic churches. In the early 1980s, challenges within the fight grew with the emergence of the NGO system, which brought non-state actors into activism for social change. As a small state, Cambodia viewed the ASEAN and China as almost equally important pillars of its foreign policy. Amid the intense strategic competition in the Indo-Pacific, Cambodia faced the dilemma of how to maintain the ASEAN centrality without diplomatic cost to its key ally China, and how to balance its national interest with regional interest. In this context, the article aimed to explain the importance of the ASEAN as a cornerstone of Cambodia’s foreign policy, examine the motivations of Cambodia’s deep political embrace of the Asian giant, and underline its implications for the Indo-Pacific from the lens of small state foreign policy. The article was based on qualitative, empirical analysis that comprises primary and secondary data pertinent to the current topic. The article concluded that Cambodia leaned more towards China than it did towards the ASEAN, thus weakening its centrality in driving the broader regional architecture and that domestic politics was the primary driving force of Cambodia’s foreign policy towards that direction. At this juncture, Cambodia should step back from the present degree of its strategic engagement with China and look for ways to diversify its relations with other major powers while getting back on the democratic path and upholding human rights.

Terrorism has emerged as one of the major challenges for the Eurasian regional peace, security, and cooperation. Keeping these challenges in perspective, the Shanghai Cooperation Organization (SCO) was established to eliminate the menace of terrorism, fundamentalism, and secessionism. Against this background, the main objectives of this paper are to examine how terrorism emerged as a major determining factor in the Indo-Pak relations and how the Shanghai Cooperation Organization (SCO), was failed to play its effective role in the Indo-Pak conflict given the Pulwama terror attack. For this research, descriptive and analytical methods were used and the data was collected from secondary sources. The major findings of this article are that terrorism has emerged as one of the major determinants of Indo-Pak relations and the same has become a major challenge for the SCO to resolve the issue. Against the background of terror attacks, it was anticipated that the SCO would play a crucial role to pacify the situation. However, the role played by the SCO in this situation proved marked as a Whack-a-Mole.

The purpose of this study was to see whether the Taliban regime poses a threat to the international community. The research primarily examined the threats that the formation of a theocratic regime in Afghanistan poses to neighboring countries and the international community. With regards to research methods, a document analysis method was used to obtain valid information and to analyze and describe the complex situation in Afghanistan. A wide array of documents and scholarly articles were analyzed to obtain reliable and objective information. This research revealed that the Taliban has not changed at all and still rules Afghanistan with medieval methods and strategies. Since the Taliban takeover of Afghanistan, the economic situation has deteriorated considerably and people face severe hardship. Therefore, hundreds of thousands of Afghans want to leave their homeland and migrate to the West. The Taliban violates constantly human rights and discriminates against women, ethnic and religious minorities. The Taliban has transformed Afghanistan into a narco-state. Neighboring countries fear that Afghanistan might become a hotbed of terrorism and extremism again.

Before the Taliban came back to power in Afghanistan in August 2021, India and Afghanistan had cordial bilateral relations and were often described as great friends. Since 2002, India had helped build several infrastructure projects as part of its promised development assistance program of over $2 billion (later increased to $3 billion). Considering India’s investments in Afghanistan, the goodwill it enjoyed among common Afghans was understandable. However, it would be wrong to imply that these unique, multifaceted bilateral relations between the two countries were simply due to India's helping hand. This research paper is one of its kind attempt to explain the perceptions Afghans had about India based on the field survey done in Afghanistan in 2019. Using responses of over 321 Afghan participants, the paper attempts to quantitatively analyze the goodwill and positive vibes that India enticed among Afghans. However, many Afghans felt that India did not do enough during the crisis in August 2021. Based on the survey and the general perceptions of Afghans in the aftermath of the return of the Taliban, this paper argues that the soft power investments in Afghanistan helped India in its nation-branding, making it attractive and creating goodwill. However, New Delhi lacked the will to act smartly and hence did not get the desired strategic influences due to ‘soft power behavior’.

Cuatro décadas es tiempo suficiente para realizar un balance de la relación de España con la OTAN, como miembro de pleno derecho.Balance de particular interés en este periodo en el que hemos asistido a tantos cambios en el contexto internacional; cambios que han afectado a nuestra percepción de amenazas y a los modos de hacerles frente.Este trabajo analizará desde dos enfoques la experiencia española como miembro de la Alianza y los distintos estados de la relación, tanto con la Organización, como con su principal socio. El primero tomará en consideración los condicionantes domésticos de cada una de las partes. El segundo, atenderá a los condicionantessistémicos que tanto han variado desde la época de la guerra fría. Particular atención merecerá el siempre mejorable enfoque del denominado “flanco Sur”, con la vista puesta en la elaboración del nuevo concepto estratégico de la OTAN. Al respecto, se atenderá a las distintas sensibilidades dentro de la Alianza y la reivindicación de un trato análogo al recibido por el tradicional “flanco Este”. El contenido del documento de reflexión para la elaboración del nuevo concepto estratégico OTAN respecto a la proyección sur, puede implicar un cambio en la naturaleza de la relación con esta zona de operaciones. La metodología de investigación de basará en una serie de entrevistas sobre la base de una encuesta previa a oficiales españoles con experiencia práctica en la OTAN, tanto en operaciones como en diversos puestos directivos. Se incluirán también elementos de la consideración norteamericana respecto a la participación española. Combinados los resultados con el apoyo científico de académicos, foros de defensa y contribuciones de think tanks, se extraerán las conclusiones y recomendaciones para una mayor y mejor comprensión en los próximos cuarenta años.

La Conferencia sobre la Seguridad y la Cooperación en Europa (convertida luego en la Organización para la Seguridad y la Cooperación en Europa) nació con el objetivo de constituir un foro de diálogo entre actores con opciones políticas y concepciones de laseguridad radicalmente diferentes. Luego del final de la Guerra Fría, el discurso de la Organización se orientó hacia la promoción de un ideal democrático robusto. Sin embargo, los hechos mostraron los límites del optimismo inicial. El rol efectivo de la Organización siguió vinculado a un concepto tradicional de seguridad como seguridad interestatal, con cierta atención a la dimensión de los derechos humanos, pero también con una alta tolerancia a los regímenes no democráticos que persistían en su seno. Esta geometría variableentre los componentes del concepto de seguridad se relaciona con la naturaleza misma de la Organización: ella nació como forma de garantizar un modus vivendientre Estados con intereses e ideologías enfrentados y mantiene en buena medida este carácter, aunque la oposición no sea hoy entre dos modelos económicos diferentes sino entre Estados con grados variables de democratización.

La radicalización constituye una de las mayores problemáticas a nivel securitario y social. No obstante, el número de detenciones en los últimos años han llevado a replantearse reforzar los modelos de intervención en su relación con la desvinculación y la desradicalización. Como consecuencia, la atención está cambiando hacia los procesos de desvinculación/desradicalización. Tratando de aunar los conocimientos sobre la temática, en el presente manuscrito se realiza una revisión de la literatura que trata de identificar y valorar algunos de los factores y modelos de desvinculación, desradicalización y/o reinserción desarrollados en estas últimas décadas. En primera instancia se conceptualizan la desradicalización, entendida como un proceso social y psicológico por el que el compromiso de un individuo con la radicalización violenta y su participación en ella se reducen hasta el punto de que ya no corre el riesgo de implicarse y participar en actividades violentas, y la desvinculación, proceso mediante el cual un individuo experimenta un cambio de rol o función que suele ir asociado a una reducción de la participación en la violencia. Posteriormente, se analizan los principales factores de empuje y atracción que se han encontrado en la literatura, destacando, por un lado, la desilusión con la estrategia o las acciones del grupo radical y, por otro lado, las relaciones con personas fuera del grupo y las demandas familiares. A continuación, se hacen explícitos siete modelos teóricos propuestos desde distintas disciplinas que tratan de explicar los procesos de desvinculación, desradicalización y/o reinserción social. Entre estos modelos, encontramos la trayectoria de desvinculación,el modelo de inversión,el modelo 3N,el modelo pro-integración,los bucles de refuerzo,el modelo de las dinámicas de la desvinculación y el modelo fénix de desvinculación. Finalmente, se discuten algunas de las similitudes y diferencias de estos modelos y sus principales limitaciones.

95. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

Abstract:
The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

Abstract:
The crisis over Ukraine reinforces the view that, despite progress in many areas on the international agenda in recent years, the number of people affected by conflict and violence keeps growing. In the past 20 years, the number of forcibly displaced people has doubled, reaching over 80 million. According to United Nations data, over 60 percent of conflicts have relapsed in the last decade, a staggering figure that testifies of the difficulty of conflict resolution in this context. More than 80 percent of conflicts over the past 30 years involve militias and non‑state actors, while the more recent rise in transnational violent extremist groups has increased the challenges for conflict resolution. Civil wars are leading to more protracted conflicts with ethno‑cultural components, which complicate the traditional political approach. Existing multilateral mechanisms and diplomatic negotiations are increasingly ineffective, and a new toolbox for conflict resolution is more urgent than ever. The combination of great power competition, regional struggles for hegemony, and the proliferation of non‑state actors create interlocking and multi‑layered conflicts that impact international peace and stability. At the same time, these elements are challenging the traditional approaches whilst further putting the achievement of the Sustainable Development Goals at risk, as recognized inter alia by the latest Strategic Plan of the UN Department of Political and Peacebuilding Affairs. The international multilateral order is being questioned from many different quarters, while the wave of global protests shows the exhaustion of existing economic and political models, as well as the need for a new social contract. The impact of the pandemic and the measures taken to control it are also having a profound impact on these new political and economic dynamics, laying bare the growing inequalities of the new digital economy as well as the weakening of solidarity and common action. The increasingly intricate fabric of peace and conflict and the multiplicity of actors involved have made conflict resolution more complex, as stated in the December 2020 Concept on EU Peace Mediation. Terrorism and radicalization have become a more imminent security threat and tensions related to environmental degradation, irregular migration and forced displacement, are affecting the social fabric in fragile states in unprecedented manners.

97. Tying Human Rights to U.S.-DPRK-ROK Negotiations

Abstract:
For over three decades, the United States and the international community has been attempting to engage North Korea diplomatically, aiming for the complete, verifiable, irreversible denuclearization of North Korea. The Kim family regime has been committing crimes against humanity, but human rights concerns have been discounted by U.S. and other negotiators, fearing they would be an obstacle to a negotiated solution to the grave military and security challenges Pyongyang poses. North Korea has breached each and every one of the international obligations it has assumed, from imembership in the Treaty of Non-Proliferation of Nuclear Weapons to the 1994 Geneva Agreed Framework to the Six Party Talks to the 2012 Leap Day Agreement. While its negotiating counterparts have neglected human rights concerns in multilateral and bilateral talks, North Korea has continued to develop and test its nuclear and ballistic missile programs. It is time for a new paradigm, that brings human rights into the conversation, in a bilateral or multilateral setting.

Abstract:
China’s great power over North Korea eroded when COVID-19 control measures ended most trade with the Kim regime. Moreover, China’s conflicts with various countries mean Beijing cannot afford to alienate any friend, and Kim Jong Un knows that. Beijing is still influential in Seoul, but it lost much of its clout when the conservative-leaning candidate prevailed in the March 2022 presidential election. China will also suffer a loss in standing because it is paying less attention to Korean affairs and is closing itself off to the world.

Abstract:
The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

Abstract:
Timor-Leste during and after the process of disarmament, demobilization, and reintegration (DDR) in the years 2000-2004 did not achieve an acceptable level of security. This article, using a DDR maximalist perspective and a liberal perspective in security studies, examines the UN limitations in providing a solid problem-solving process and its implications for DDR. The qualitative data collected from several personal interviews to different stakeholders is analyzed using thematic analysis. Based on these interviews and observations this research finds that the UN had several limitations to carry out DDR in Timor-Leste, being the most salient, the weak legitimacy and the lack of professionalism in human resources.
