Abstract:: Covid-19 not only posed a threat to the bodies of individuals or their mental health but also disrupted routines that are re-producing certain communities every day. This is particularly the case for communities with already securitized identities such as the ultra-Orthodox (Haredi) society in Israel. Its authentic narrative, routines and practices that had been sustained thanks to their decades-long autonomy within the state, faced a substantial challenge when the state-led pandemic measures arrived in Haredi towns. This article seeks to explain the Haredi non-compliance with certain pandemic instructions like closing religious and educational centers, through the conceptual lens of an ontological security approach. It argues that the ontological security concerns of the Haredi leadership hampered them from fully complying with the state-led pandemic measures, even at the expense of risking the lives of individual Haredim.

Abstract:: This article aims to expand the social-theoretical and psychoanalytic range of research on ontological in/ security, by exploring parallel concerns addressed by Beck, Kristeva, Butler and Zizek. These include, first, the psychic roots of othering processes and their encoding into cultural repertoires. Second, the difficulties and possibilities of displacing othering processes within national and international politics. Third, the disruptive effects of globalising processes on the symbolic efficiency of cultures and on their encoded defences against ontological insecurity. Fourth, the crucial significance for political and international relations of the qualitative characteristics of those defences against ontological insecurity that gain predominance within cultural repertoires and their variable norms of recognition. Likewise, the significance of those norms of recognition that challenge established norms and successfully reorganise cultural repertoires.

103. Anxiety, Dissonance and Imperial Amnesia of the European Union

Abstract:: According to the master commemorative narrative of the EU, the European integration project represents a break with the violent European past characterised by fragmentation and nationalism, which culminated in World War Two and the crimes of Nazism and Stalinism. However, recent scholarship has criticised the omission of 19th and 20th-century European colonialism from the memory narratives advanced by the EU. In this article, I use the permanent exhibition in the House of European History (HEH) in Brussels to take this insight one step further and make two arguments. Firstly, I show that it is not only colonialism that is erased from official memory but, more broadly, empires and imperialism, although most European history over the past 2000 years was imperial. Secondly, I understand this “imperial amnesia” as an anxiety-controlling mechanism aimed at reducing the dissonance between the self-proclaimed image of a normative and civilian power on the one hand and imperial-like tendencies in its behaviour on the other.

Abstract:: This study focuses on the cultural diplomacy of Crimean Tatar and Lithuanian American diasporas, who both suffered from deportation at the hands of the Soviets and are conducting anti-Russian diplomacy today. Historical films are useful in terms of showing how the diasporic communities seek to reconstruct a collective memory on a traumatic event and tame their anxieties of death, meaninglessness, and condemnation that constitute “unknown unknowns” by turning them into the fear of a “known unknown” through securitization. Therefore, this study aims to grasp the multiplicity of anxieties reflected upon the Crimean Tatar and Lithuanian diasporas’ recent historical films that demonstrate how diasporas’ varying anxieties translate into diverse strategies of political representation and mobilisation against Russia. It thus reconciles the scholarship on diaspora’s memory politics with anxiety/fear nexus in securitization theory.

105. Identity change, anxiety and creativity: How 19th century Japan sought to leave Asia and become part of the West

Abstract:: Identity change is an important phenomenon in international politics. It can radically alter how states orient themself and act internationally. But how does identity change occur? For some, it is merely an epiphenomenal result of changes in the international distribution of power. Others highlight domestic factors, while still others see it as occurring through a social process of interaction with other states. There are also explanations that combine these and other factors. While existing accounts have pushed the debate on identity change forward, this article suggests that incorporating anxiety into our understanding of identity change would help us better understand two important aspects of it: how an existing identity comes to be doubted and how a new one becomes thinkable and eventually accepted. Drawing on the work of psychologist Rollo May, this article explores the link between identity change, anxiety and creativity. The argument is illustrated through reference to 19th century Japan. For much of its history, Japan was part of the Sino-centric order and looked up to China as a “teacher in the ways of civilization”. However, in the 19th century, Japan radically redefined its identity in relation to China, and Asia more broadly, and rejected the Sino-centric world view as it sought to become a “civilized” state similar to the Western countries.

Abstract:: The main aim of this paper is to contribute to the literature on ontological security by empirically investigating how the European Union (EU), which is perceived as one of the most important actors that provides means and/ or grounds for overcoming antagonisms through transformation of the ‘Self-Other’ dialectics, fails to become an agent of peace. Drawing on the case of Republika Srpska (RS), a political entity in Bosnia and Herzegovina (BiH), we aim to understand how the EU’s post-conflict stabilization efforts, which, among others, presuppose the de-intensification of the antagonistic identity narratives, become entrapped in ethnopolitical narratives, and even ‘ethnicized’ by the ethnopolitical elite in RS. To answer these questions, we analyzed news articles at two critical junctures, namely the negotiations on the Stabilisation and Association Agreement (2005–2007) and the Butmir Process (2009), two of the most important EU-driven initiatives in post-conflict BiH. We find that those initiatives, which promised to make BiH more functional and stable, challenged the existing ethnopolitical narratives in BiH, particularly on the side of the ethnopolitical elite in RS.

Abstract:: Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

Abstract:: This article demonstrates that the authoritarian populist strategy is most appealing when leaders create a sense of crisis and present themselves as having the only solution. The article underlines three performative methods of how Jair Bolsonaro in Brazil offered simple answers for a crisis and portrayed other political actors as the responsible ones to be removed. Firstly, nativism presents a conservative view on how politics should be structured by perceiving all “non-natives” as threatening. Secondly, messianism, the fetishism of Bolsonaro as a “messiah” who leads the way in the battle between “good” and “evil,” serves to reinforce the support of the Evangelist base against “PT members.” Finally, conspiracism provides an easy way to eradicate ambiguities and helps to fuel an antagonism against the “enemy.”

Abstract:: The debate on normative power has mainly been focused on the European Union. This is partly owing to the fact that its conception is very Euro/Western centric. Yet, it is assumed that the concept is applicable to other actors. The aim of this paper therefore is to examine Turkey and whether its actions embody normative power in Syria and Egypt during the Arab Spring. It applies de Zutter’s four-step methodology of identifying normative power. The result is mixed. In the case of the Egyptian Muslim Brotherhood, Turkey tried to be a normative power but failed, due to a lack of recognition. In the case of the Syrian Muslim Brotherhood, Turkey was perceived as a normative power due to the combination of its Islamic identity, adherence to democracy, and the role of religion in its society. The implications of this are significant, since this paper demonstrates that normative power can travel outside of its Euro/Western centric context. At the same time, it also demonstrates that the norms are different and context specific.

Abstract:: The Belt and Road Initiative (BRI) is the largest regional development project in the history of global development. It is estimated that Chinese companies will invest up to $1.2 trillion in infrastructure development in Asia and elsewhere in the coming years. However, there are many obstacles to the successful implementation of this initiative in the host countries, including geographical factors, local culture, geopolitical contestation, public attitudes, institutional capacity, and governance quality. These challenges can substantially diminish the coherence of the BRI and prevent its effective implementation. This study aims to develop an analytical framework for exploring the risks associated with and challenges of executing BRI projects in Iran. To this end, all risks are categorized into three broad groups: operational, financial, and geopolitical. The results show that Iran generally faces many internal and external challenges in attracting foreign investment. The critical question is: Why is Iran receiving substantial investment from Chinese companies despite its unfavorable business environment? A geoeconomic approach is used to develop a theoretical framework to explain Iran-China BRI relations. In this context, Iran’s geoeconomic significance is the main factor encouraging the flow of Chinese investment into the country. The BRI comprises mostly functional cooperation between China and countries along the Silk Road based on a specific geospatial environment. Iran’s geospatial environment encourages Chinese investments in infrastructure, which is the main content of functional cooperation.

Abstract:: The political scene of the European Union (EU) presents a discursive field where identity construction becomes a vital tool for political parties to claim political credit and legitimize themselves. While pro-European parties utilize the narratives of an in-group of European identity, Eurosceptic parties problematize the gap between ‘us’ and ‘them’ by employing narratives of intergroup differentiation as an instrument to re/shape the political reality. The scholarly literature mostly focuses on Eurosceptic populist discourse and right-wing rhetoric relying on discursive socio-political exclusion to form in-group identification of national identities. By adopting a different stance, this article seeks to address the discursive strategies of the pro-European parties employed and mobilized during the 2019 European Parliament election campaigns through the discourse historical approach. It argues that it is of critical importance to reveal the pro-European discourse to reflect the pro-European stance over the debates on the existing identity cleavage within the turbulent European political scene.

Abstract:: This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

Abstract:: The literature on conflict interventions in Nigeria’s Niger Delta region have shown profound interest in Government attempts to prevent ethnic fragmentations and the proliferation of armed militia groups. Legislative structures have often generated the multi-track approaches adopted by government to mitigate the conflicts. Though significant, the results of these efforts have remained unclear. The article explores the role of legislation in designing paths to peace in fragile, ethnically divided communities. Specifically, the article examines the Delta Development Administration Committee Law 2004. The legislative plan to promote the development administration law was to enable the executive, with participatory governance assistance, to implement key strategies for conflict transformation and peacebuilding. The article concludes that, contrary to the fears that the establishment of exclusive ethnic Community Development Committees (CDC) is a dreadful anachronism that will increase the dangers of ethnic exclusivity and offensive actions, the CDC will in fact generate conflict transformation and peacebuilding.

Abstract:: In situations characterised by armed conflict and climate change, can informal institutions resolve conflict around shrinking resources? It is widely acknowledged that low state capacity increases the likelihood of violence in the context of climate change. In such context, informal institutions should play a crucial role in preventing and mitigating violence in the absence of formal institutions. However, little is known of the characteristics of these informal institutions and existing literature on climate change and conflict has examined them in isolation from national contexts and actors. This paper seeks to address this gap and argues that impartiality is essential for the ability of informal institutions to resolve resource-based conflict, a by-product of climate change, and prevent violence escalation. However, when institutions are partial, because of co-option by the state or other external actors, their decisions may further increase communal violence and prolong civil conflict. Partial institutions can encourage people to take justice into their own hands, and push individuals to join rebel groups offering more favourable options in redressing grievances. This theoretical argument is explored through a case study on central Mali, where partial informal institutions, in conjunction with other factors, have led to increased violence in the region.

Abstract:: Nasarawa State in North Central Nigeria has been notorious for communal conflicts. Such conflicts have often assumed complicated dimensions reflective of the social dynamics of the state. Oftentimes, the conflicts are framed in terms of identitarian differences and contestations, whilst the underlying drivers derive essentially from the socio-structural dynamics of the conflict context. By way of mixed research that is predicated on a combination of field and desk sources, this article interrogates the contemporary manifestations of communal conflicts in Nasarawa State through the combined lenses of liberal political ecology and conflict analysis. The article observes that the ethno-primordial cleavages of the focal state have provided veritable pretexts for the prevalence of communal conflicts, making such conflicts problematic to understand as well as resolve. The outcome of the analysis indicates that communal conflicts in the focal state have been both dynamic and opportunistic, often feeding into the existing primordial and structural fault-lines to assume multiple complications. There is therefore a need to understand the peculiar nature and dynamics of such conflicts in order to know how best to interpret, analyse and mitigate them.

Abstract:: National dialogues bring all major political stakeholders, decision-makers, and interest groups together following serious conflicts. In response to political differences that emerged from the 2016 general elections, Zambia enacted a National Dialogue (Constitution, Electoral Process, Public Order and Political parties) Act, 2019, which provided for holding a national dialogue forum (NDF). However, this trajectory has been turbulent and the outcome fiercely contested. This article is an appraisal shedding light on Zambia’s strides in hosting a post-2016 general elections national political dialogue process and an attempt to answer three critical questions. First, how can national political dialogue be best organised to build social cohesion? Second, what has been the Zambian experience with national dialogue, with particular reference to the 2019 NDF? Last, what lessons can be learned for future national dialogues in the country? The article offers some perspectives on how national dialogue can support the broader society to cohere. It also advances descriptive lessons for the future to vouch for an all-inclusive national dialogue process.

Abstract:: For many decades, traditional leaders have been occupied with solving conflicts in African indigenous communities. Nevertheless, their contributions to conflict resolution have not been as widely documented as work in the area of formal conflict resolution. The core of this investigation was to explore the roles traditional leaders play in resolving conflict among indigenous communities in South Africa. The study also explored shortcomings of traditional authority institutions as they carried out their roles in peace building. A qualitative research methodology was adopted to answer the objectives of the article. The research found that conflict remains an element peculiar to communities and, as such, the need for traditional leaders to intervene and maintain peace. Traditional leaders were guided by moral values and belief systems which have been passed down from one generation to the next. These authorities used processes such as mediation and arbitration in achieving peace. However, in some instances, these traditional leaders have experienced disrespect from community members. Most of the participants in this study are knowledgeable about traditional practice and have played vital roles in local conflict situations.

Abstract:: The oil and gas industry is regarded as one of the most dynamic, complex and controversial industrial sectors and involves activities that generate a whole range of diverse viewpoints. This has resulted because the industry has several stakeholders who can influence and, at the same time, be impacted upon by activities associated with the value chain of oil and gas oriented business. However, one extremely important stakeholder is the community. Many researchers (Orsini 2016; Wall 2012; Mascarenhas 2011; Kinslow 2014; Boladeras, Wild and Murphy 2016) agree that the viewpoints of communities where oil and gas operations are carried out should be given high priority due to their significant influence over industry activities in their region, as well as the fact that they are the entities most impacted by these activities. This research examined notable conflicts experienced between oil companies and host communities in Africa with the aim to identify means by which relationships between the two aforementioned parties could be made cordial and sustainable. An integrated literature based research method and a case study strategy were adopted for this research. Two frameworks that will support organisations in effectively engaging and establishing cordial relationships with stakeholders were developed by the author; and the key findings of this research are that an effective means of establishing sustainable cordial relationships with host communities in Africa is by involving them in the ownership of operations in their region. This will naturally instill in them some sense of responsibility over the operations, which will in turn enable oil and gas companies to gain the trust, cooperation and support of host communities, as well as the social license to operate in their region. This relationship can be sustained if both parties work collaboratively to determine ways in which benefits from the operations may be maximised.

119. Resolving the Dagbon chieftaincy crisis and succession to the Ya-Na skin: The role of kingmakers and the electoral college system

Abstract:: One chieftaincy conflict that has engaged the attention of all governments of Ghana since independence has been the Dagbon chieftaincy crisis. An ex-post analysis of the latest state of mediation and intervention efforts to resolve the crisis since the March 2002 eruption of bloody conflict, highlights a political stalemate that has challenged mediator intervention strategies. The Committee of Eminent Chiefs (CEC) appointed to mediate the dispute was stalled from 2009 until November 2018, when the Committee laid out a road map for peace which culminated in the installation of Ya Na Abubakar Mahama Andani. The approaches span 17 years of dealing with the crises – given several weaknesses associated with the resolution regimes. Adopting ethnographic and other qualitative methods of data collection, this article posits that, in spite of the inveterate tendency to resolve traditional political problems through modern democratic systems, the Dagbon crisis could have been resolved as a state-brokered intervention by adopting a modern electoral college system grounded in a ‘Clean Sheet Redesign process’ to pave the way for the restoration of the Andanis and Abudus family gate rotational system.

Abstract:: In November 2017, the government of Malawi launched the country’s first National Peace Policy (NPP) to systematically promote sustainable peace and unity. Malawi already had infrastructures for peace (I4P) that had been developed separately by the state, non-state actors and other stakeholders for various purposes. However, there was no integrated and coherent national peacebuilding framework which was focused on proactive conflict prevention and the promotion of sustainable peace and unity. The outbreak of deadly violence between police and civilians in July 2011 was a major manifestation of shortcomings and failures of the uncoordinated and mainly reactive top-down and bottom-up peace infrastructures established by the state and non-state actors, respectively. In response to the violence, the United Nations’ (UN) preventive diplomacy and facilitation of national dialogue in Malawi helped de-escalate tensions and mitigate conflict risk. This culminated in the development and approval of the NPP. The NPP is a bedrock strategy of a coherent and credible National Peace Architecture (NPA) to serve as the national pillar for peacebuilding. The NPP is being implemented by complementary state and non-state actors working closely with the United Nations Development Programme (UNDP) in compliance with regional, continental and international instruments relating to the NPA. The case of Malawi presents an opportunity for building integrated local, national, regional, continental and international peace architectures.

Abstract:: The Nun River Basin (NRB) has a long history of cross-border conflicts, mostly connected to the impact of climate change on water sources and resources. This article discusses the link between water politics and conflicts among the traditional communities in the NRB. Water scarcity and floods have led to border conflicts among the “traditional states” at the drier edges and in the marshes of the NRB. Initial mappings to determine geopolitical and water security contexts helped identify the areas, including firstly, Bamali, Bamunka, Babungo and Baba I, with maritime border conflicts, and secondly the Babessi and Baba I floods, with access in the NRB. Based on our findings and analysis of existing sources and critical interviews, the recognised and unrecognised links that bind water to the regional politics and relations among the fondoms are central to the conflicts related to the control of water sources and the fertile rice cultivation marshes. The article concludes that although the “traditional states” have been in mutual competition, where food needs accelerate in response to rising populations and economic interest, the traditional method of conflict resolution through consensus has been most effective in achieving peace in the region.

Abstract:: The United Nations Mapping Report on the Democratic Republic of Congo (DRC) is a powerful reminder of the gravity of the crimes committed in this country. This report found that the period between March 1993 and June 2003 is probably one of the most tragic chapters in the recent history of the DRC. A string of major political crises, wars and multiple ethnic and regional conflicts killed millions of people. However, since the publication of this report there has been a shocking lack of justice for the victims because the Congolese justice system has been ineffective in prosecuting the perpetrators. This article is a valuable contribution to ending impunity in that it proposes an alternative approach to justice. This is based on restorative values and principles, such as the Baraza indigenous restorative justice mechanism. This provides justice to victims, restores peace and reconciliation in the region and, most importantly, holds perpetrators accountable for the crimes and human rights violations they have committed.

Abstract:: The article discusses a study conducted in the Chipinge-East District of the Manicaland Province in Zimbabwe. The possibilities of establishing local peace committees in a Zimbabwean context were analysed. The study was as a reaction to the recurring violence affecting Zimbabwean communities along the border with Mozambique. In addition, the absence of comprehensive violence-reduction measures from the Zimbabwean government and communities to address this violence was noted. An action research approach was used to conduct the study. The findings of the study revealed that the Chipinge-East community had the capacity and interest to set up a Local Peace Committee (LPC). The LPC managed to set up an early warning system to mitigate the violence which occurs in the community. The LPC members also managed to travel to other locations in Chipinge District to inform the wider community about the early warning system. Despite its notable achievements, the LPC faced obstacles which included a lack of financial resources, initial resistance, and suspicions from community members and state authorities. Despite the challenges, the LPC continues to forge ahead and serves as a model for peacebuilding in Zimbabwe.

Abstract:: The notion of a country of former habitual residence — as the functional equivalent of a country of nationality for stateless individuals and the reference point for the ‘being persecuted’ inquiry in art 1A(2) of the Convention relating to the Status of Refugees — is an ill fit for stateless children born outside the country of nationality or former habitual residence of their parent(s). On a plain, ordinary reading of the definition, stateless children born in the country of refuge have neither a nationality nor a former habitual residence and fall outside the ambit of the refugee definition. In a similar fashion, stateless children born prior to arrival in the country of refuge (but not in the country of nationality or designated country of former habitual residence of their parent(s)) are unable to establish the country of reference element, as read with all other indicia of refugeehood. In the context of concurrent family claims, this predicament exposes an obvious inequity of access to refugee status and a consequent risk of refoulement to serious harm, as such children may face return to the country of nationality or former habitual residence of their parent(s). While the dominant tide of jurisprudence supports a literal interpretation of the notion, Michelle Foster and Hélène Lambert have identified a purposive pathway, better aligned with the humanitarian scope of the refugee definition. For such applicants, this interpretation allows for the determination of country of reference in combination with forward-looking considerations on their returnability and risk of persecution upon return. This article endorses such an interpretation and comprehensively charts a child-sensitive approach to applying the criteria for refugee status (historically formulated from an adult-oriented perspective), by exploring what child-specific interests might better inform the notion in the context of the individualised refugee assessment of concurrent family claims.

Abstract:: The departure of ‘foreign fighters’ to join terrorist groups in armed conflicts abroad has led many countries to adopt a policy of citizenship deprivation. This paper demonstrates that citizenship deprivation measures do not have the desired effect for national security, while increasing the risk of statelessness for the children of ‘foreign fighters’. Citizenship deprivation laws in Australia, Austria, Belgium, Canada, Denmark, Germany, France, the Netherlands and the UK and the Netherlands are discussed, in order to view them against international obligations. It concludes that current citizenship deprivation measures are mostly problematic regarding the prohibition of arbitrary citizenship deprivation, the principle of non-discrimination and relevant children’s rights.

Abstract:: Birthright citizenship is the subject of intense political debate in the United States because of its connection to the debate over unauthorised immigration and the inclusion of national minorities. Similar debates have taken place in other common law countries, leading to the restriction of jus soli birthright citizenship in the United Kingdom, Australia, New Zealand and Ireland. The Supreme Court of the United States and United States Department of State’s interpretation of the Citizenship Clause in § 1 of the Fourteenth Amendment ensures that all ‘persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States’, including the children of unauthorised immigrants. This article argues that the rule of jus soli birthright citizenship in the United States is rooted in an older understanding of the birthright of native-born British subjects, and later, American citizens, to enjoy the birthright of protections and an ever-expanding set of rights based on where they were born, regardless of the status of their parents. Stated in a way that included the children of slaves and immigrants as citizens based on their birthplace alone, jus soli birthright citizenship in the United States remains a powerful tool of inclusion for marginalised minority groups.

Abstract:: Understanding the key determinants of health of Palestinian children in occupied East Jerusalem is enhanced by analyzing Jerusalem as a settler colonial frontier. Structural racism, prolonged occupation, and settler colonialism shape the social and political determinants of health in Jerusalem, generating ill health and insecurity for Palestinian children who are rendered stateless in their own city. They are “unchilded” and, in fact, treated like enemies of the settler state. Colonial violence penetrates their family stability, homes, classrooms, and targets their bodies and health. In providing a thorough analysis of the lived experience of indigenous Palestinian children in Jerusalem, a broadened understanding of the effects of statelessness on their health can begin to take shape.

Abstract:: In the most recent few years, state practice and opinio juris are increasingly converging to affirm that states must grant nationality to children born in their territory if they would otherwise be stateless. In prior scholarship, this author has argued that there is a customary international law norm requiring states to grant nationality in such cases. Certainly, UNHCR’s #IBelong campaign is a significant part of this development, placing statelessness back on the international agenda, as well as encouraging states to adhere to the statelessness conventions, adopt birth registration and statelessness determination procedures and revise domestic law. Partly due to this campaign, states are increasingly adopting practice and domestic law that provides for nationality from birth for stateless children but are also increasingly stating their opinion that such an approach is desirable, necessary and morally compelling. In fact, it is effectively impossible to identify any state that claims it has the unfettered right to refuse to grant nationality to a stateless child born in its territory. This article will complete a brief survey of recent practice and expressions of opinion, mostly as documented by UNHCR as a part of the #IBelong Campaign to End Statelessness, to confirm that this norm continues to strengthen under customary international law.

Abstract:: InDecember 2021, the UN Human Rights Committee(‘HRC’)published its views in a ground-breaking case (Communication No2918/2016),1finding that the Netherlands had violated a child’s right to a nationality by registeringthem as having‘unknown nationality’in theircivil records. The HRCreasoned that, in so doing, the Netherlands hinderedthe child’s access to international protection as a stateless child.This was the first time that the HRChas ruled on the right of a child to acquire a nationality under art 24(3) of the International Covenant on Civil and Political Rights(‘ICCPR’).FACTSThe case revolved arounda petition by DZ, a child born in Utrecht in 2010 to a Chinese mother. In 2004, she was trafficked to the Netherlands as a minorbut managed to escape her traffickers at the Schiphol Airport in Amsterdam. She then applied for asylum, but her application was unsuccessful. In 2006, DZ’s mother was forced into prostitution. Two years later, she broke out of her captivity and reported the situation to the police, which gave her the right to a temporary status while the investigation was undergoing. Abstract:: The decision of the Supreme Court represents yet another prompt to reflection asto the very wide provision for deprivation of British citizenship bytheSSHD undertheBNA 1981s 40(2). By making clear the paucity of domestic law restraints upon the SSHD, the decision may ultimately have the effect of moving attention to the question—which the Supreme Court did not address —of whether domestic law safeguards, if not reformed, might be found so insufficient as to fall short of the international law norm prohibiting arbitrary deprivation of nationality, which the European Court of Human Rights in recent cases has been willing to find applicable through the broader art 8 ECHRrights. That question looms over the future but will,for the moment,remain unresolved. It also raises important questions concerning the absence of protection from serious harms which may, given the technical nature of the statelessness definition, not be alleviated by protection from statelessness, and leaves to be resolved on the facts of future cases important issues of child law, including the international human rights protections of the CRC89.

Abstract:: Shrinking citizenship is of great concern for those facing the prospect of reduction in citizenship statuses,not from two to one but from some to none—ieto the status of statelessness. Research in South Africa has only recently begun to pay increased attention to the problem of childhood statelessness, itself only seeing sustained interest at the global level for just over a decade.39The DHA does not keep official statistics on statelessness, not mentioning the topic in its annual reports through 2015.40In 2017, one of the leading NGOs addressing the issue provided legal assistance to 92 children (half born in South Africa) with problems of statelessness or at risk of statelessness.41Following a wider human rights definition,rather than the narrower UNHCR approach, South African legislation is mostly in line with international legal standards on the prevention and reduction of statelessness, including for children.42However, the implementation of those laws leaves much to be desired due to the DHA’s tendency to support restrictive interpretations of the provisions in its regulations and policies.43Chisuseclarifies the principle of the statutory interpretive presumption against retrospectivity and its application to legislation in a complex regulatory framework,which could also beinterpreted to extinguish existing citizenship rights. When read in its fullness, the historical approach adopted by the Constitutional Court led to a persuasive decision, handing success to public interest litigants acting on behalf of those faced with adegree of statelessness. Especially when seen in the context of a shrinking bureaucratic regard for citizenship applicants, the Constitutional Court continues to place itself at the centre of the rights-regarding movement within South African citizenship law.44The decision confirms the trend in childhood statelessness cases wherein the lower courts have found against the DHA,45including that of a child born to two Cuban parents where Cuba refused to extend citizenship to the child (instructing the DHA toissue citizenship to the child); a child born to refugees and reaching the age of 18(holding that the DHA’s delay in formulating guidelines for applications was not a sufficient basis to deny children the opportunity for naturalisation); and children with an unmarried South African father and a foreign national mother (ruling that the children should be properly registered so that they could access South African citizenship)

Abstract:: Inspired by the Critical Social Theory put forth by the Frankfurt School, Andrew Linklater has dedicated part of his career to elaborating a critical and emancipatory research agenda for International Relations. However, his recent research on the restriction of violence in international society, mostly influenced by the English School and by Eliasian Sociology, has pushed Linklater away from an explicit engagement with critical epistemologies and theoretical approaches. Although there is a possibility for close dialogue between these theoretical strands, we claim that Linklater did not articulate these approaches as much as he could have done. Therefore, we make an assessment of his work to discuss some of its epistemological and theoretical inconsistencies. Based on this, we provide a way to bridge Linklater’s initial critical agenda with his most recent analyses on processes of violence restriction and regulation of global harm in the international realm. We argue that by focusing on multiple global processes that contributed to the restriction of violence, Linklater failed to consider the particularities, pitfalls and side-effects of allegedly beneficial processes of violence restriction and, as a result, his work lost critical potential. Accordingly, this article demonstrates how Linklater would benefit from going back to his initial critical agenda to address the limitations of his scholarship on global harm.

Abstract:: The article offers a critique of recent efforts to read international relations theory – and its theorists – as especially positioned to offer a critique of international politics. It does so by engaging Daniel Levine’s claim that international relations theory has a special vocation for critique which is unparalleled by other disciplines. By problematizing Levine’s political, ethical and epistemological approach to sustainable critique, I argue that international relations theory has been particularly engaged with a politics of crisis that centers Western modes of subjectivity as the only frame of reference for thinking about politics and history. As a consequence, Western international relations theory has become both inadequate and dispensable for many critical theorists of international politics in much of the world, even when it comes to its most critical approaches. By way of conclusion, I offer an approach to critical international relations theory that starts from the politics of colonialism, instead of crisis.

Abstract:: In the last 40 years, Critical International Relations Theory (CIRT) has influenced scholars in the Global North as well as the South. Latin America shows particular features. On the one hand, conceptualisation did not divorce the domestic from the international, as in dependency theory. On the other, Gramsci was widely read much before Robert W. Cox and even before International Relations was constituted as a discipline in its own right. In this context, this article aims to present possible contributions of (neo)Gramscian approaches to the understanding of Latin America as a region. It does so by establishing a dialectical relationship between a few topics that offer insights (and the theoretical reflection they provoke) and some (neo)Gramscian concepts. Hence, we want to re-read, in a dialectical vein, both CIRT and some aspects of how Gramscian thought has travelled in Latin America. We intend to analyse how such thinking is thriving, if at all, and discuss the possible relevance of rescuing Gramscian international thought to think about the region.

Abstract:: The vigorous debate on global land grabbing within Critical Agrarian Studies contrasts with the incipient analyses from International Political Economy (IPE). This divergence has overshadowed the multi-scalar nature of the power relations that shape land governance, and consequently its effects on land grabbing. For this reason, this paper provides a critical theoretical model of land governance based on Robert Cox’s historical structures approach to understand the causes of land grabbing in Latin American countries. It is argued that this model renders visible the articulation of local and global processes driving land grabbing because it foregrounds the power relations at multiple scales that shape decisions on land access, use and control, as well as the conflicts inherent to them. This demonstrates that, on the one hand, land governance structures in Latin America play a hegemonic role since they express and develop the global agricultural model that promotes land grabbing. On the other hand, social resistance highlights that land governance simultaneously possesses a potential for change. As a result, knowledge about land grabbing is enhanced through a dialogue between the two fields of study.

Abstract:: Sustainable green finance is often promoted as an innovative tool to deal with environmental problems. This paper assesses policy proposals at the level of the EU and UNCTAD’s Green New Deal, specifically regarding its suggestions in the field of sustainable finance. It provides a theoretical framework in the tradition of critical political economy and combines a global perspective with regulation theory in order to assess different strategies in the area of sustainable finance. The respective proposals and initiatives can be considered as possible blueprints for hegemonic strategies within different contexts. However, the analysis suggests both proposals, although substantially different and representing different entities in the international political economy, fail to provide a systematic answer to the problems of a highly unequal over-use of natural and environmental resources at a global level.

Abstract:: LIKE Odysseus, who fell into the clutches of Scylla after escaping the whirlpool Charybdis, countries that have escaped the threat of losing territory as a result of foreign invasion are facing the threat of disintegration from within. The ancient epic by the great Homer about the adventures of the hero Odysseus, who finds himself between a rock and a hard place, involuntarily comes to mind when considering the perennial international legal dilemma about the relationship between the principle of the territorial integrity of states and the right of peoples and nations to self-determination. As Yekaterina Narochnitskaya rightly notes, self-determination, like freedom, has “its limits and its paradox.” “Just as unlimited freedom destroys itself, so the right to self-determination, elevated to an absolute, risks depriving everyone and everything of self-determination, the inevitable outcome being a chain reaction of countless conflicting expressions of will leading to a general collapse.”1 Experience shows that the principle of self-determination is subject to double standards and often politically exploited by certain groups to achieve their economic, social, ethnocratic, religious, and other narrow, sometimes purely selfish goals that contradict the original purpose of this vital international legal and (in most cases) constitutional provision. And it is for these untoward purposes that the artificial “collision” of this principle with the principle of territorial integrity is often used.

Abstract:: ACCORDING to many of our international relations experts, a presidential decree to approve a new edition of the Foreign Policy Concept of Russia will be one of the most significant developments of 2022. It will be the sixth doctrinal document in our country’s recent history: Previous versions of the key diplomatic “manifesto” were issued in 1993, 2000, 2008, 2013, and 2016. The media treat them as routine events when in fact they offer us a unique opportunity to trace all transformations in the foreign policy thinking of the country’s leaders and to analyze the events and trends of the last 30 years. The response to the latter has determined the nature and substance of the conceptual foundations of Russia’s foreign policy. More than 30 years have passed since the breakup of the Soviet Union in 1991. The new generation that grew up, studied at, and graduated from institutions of higher education knows next to nothing about the Soviet superpower, bipolar confrontation, socialist internationalism, and games with “inter-imperialist” contradictions. The system of Russia’s foreign policy priorities has been broken, reestablished, and altered several times. This and the country’s revival inspired us to reassess an article published in 2007 [1] and to correct assessments made then of global processes.

Abstract:: IMPERIAL chutzpah as a phenomenon of international relations has been known since antiquity. It stems from the fact that, as the great Ancient Greek philosopher Thucydides put it back in the 5th century BC: “The strong do what they can and the weak suffer what they must” [1]. Throughout history, the phenomenon of imperial insolence has invariably manifested itself in world politics and diplomacy as a destructive factor that has provoked wars, conflicts, and other calamities. However, one-sided gains and preferences that states on the road of imperial insolence expected to acquire (and did acquire) by disregarding the legitimate interests of other peoples and international security turned out to be fairly limited in the context of history and, in the final analysis, contributed to the downfall of the empire. Imperial arrogance, as embodied in American foreign policy, should never escape our attention and deserves very serious analysis. As an important factor of international relations, it should be resolutely rebuffed by any state that cherishes its sovereignty and seeks to preserve it.

Abstract:: THE POLITICS OF MEMORY is a necessary and very important tool used in shaping statehood, consolidating society around a set of state- forming ideas and interpretations. In practice, these are activities by the state and other interested parties to manipulate social groups by adjusting or changing their values and their images of the past. The symbols that are employed to this end are signs that are clear and easily recognizable within social subgroups, and that embody certain values/qualities, standards of behavior, or goals. By appealing to ideas of a collective past, efforts are made to alter people’s behavior in the present. As a rule, historical events are presented to the public in a simplified, uncontradictory and thus generally accessible manner – in the form of mythologemes. Myth is created by means of signs and symbols and by regular rituals that employ these symbols. Rituals recreate the past, fill it with emotional meaning, and allow participants to “re-live” particular historical events.

Abstract:: In the years preceding the outbreak of the coronavirus pandemic in early 2020, many observers were cheerily optimistic about the decline of coups d’état in the twenty-first century. As late as early 2019, for example, Axios declared confidently that coups—or illegal seizures of power by military or government actors—“are becoming a thing of the past.”1 In early 2022, the same journalist and outlet reported that “coups are making a comeback.”2 Between those three years (January 2019–January 2022), 13 coup attempts occurred, 10 of which succeeded. By contrast, in the three years beforehand (January 2016–January 2019), there had only been five coup attempts, two of which were successful. In other words, the number of coup attempts more than doubled, and the number of successful coups quintupled, according to my updated Colpus dataset of coup types.3 What accounts for the apparent coup comeback? Is the pandemic itself to blame? In this article, I draw on my newly updated Colpus dataset of coup types, documenting all coups through February 2022, to survey the history of recent coups. I first show that after several decades in decline, coups started to make their comeback before the pandemic. I then survey the potential causes of “covid coups” and the factors for why recent coups have been overwhelmingly concentrated in Africa. I conclude by reflecting on the legacy of “covid coups.”

Among many written works, academic and popular is his most recent book (with Selina Ho and Cheng-Chwee Kuik), Rivers of Iron: Railroads and Chinese Power in Southeast Asia (University of California Press, 2020). He received his B.A., M.A., and Ph.D. degrees from Stanford University in political science where, as an undergraduate student, he was a firefighter. Lampton has an honorary doctorate from the Russian Academy of Sciences’ Institute of Far Eastern Studies. Abstract:: The U.S.-Mexico border has always experienced significant migration flows. Migration to the United States from Mexico increased significantly in 1900 due to political unrest in Mexico and the rise of agribusiness in the South- west, an increase that resulted in the creation of the United States Border Patrol in 1924.1 Initially, most migrants who crossed the border were single, adult males, primarily from Mexico. However, since the early 2010s, most migrants apprehended at the border have been families and unaccompanied minors, mainly from Central America, but also from other parts of the world. Many of these immigrants arrive seeking asylum at official ports of entry, as well as between ports of entry.2 Since 2010, approximately 463,773 minors have crossed the U.S.-Mexico border without their parents, with a notable increase from the Northern Triangle states of El Salvador, Honduras, and Guatemala, three of the most violent countries in the world.3 The number of women and girls crossing the U.S.-Mexico border has also increased. In 2011, 42,590 women and girls were apprehended by the U.S. Border Patrol. That number rose to 119,415 in 2014, under the Obama administration, and surged further to 298,489 in 2019, under the Trump administration.4 The last several decades have seen a feminization of migration, with women making the conscious decision to migrate for better opportunities. Latin American states have been leading in having the highest proportion of women among international migrants.5

Two important ones are “do no harm” and “understand the local context.” A third traditional injunction has recently gained even more relevance: “Think globally and act locally.” Yet today, there is a growing need to “think globally and act globally.” Bilateral and multilateral donor agencies like USAID and the World Bank have appropriately focused their work at the national and subnational levels. Abstract:: Canada was founded on enslavement and dispossession. This is most ex- emplified by its assimilationist ideologies and policies, by the displacement, subjugation, and oppression of Indigenous and Black peoples and cultures, and by the expropriation of Indigenous lands. The colonial theft of land and accumulation of capital have been foundational to Canada’s wealth. New op- portunities for Europeans to access resources prompted colonization in North America, which was followed by the creation of a global economy that came to be dominated by Spain, Portugal, Holland, France, and Britain. To access lands in the Americas, Europeans negotiated treaties, dispossessed Indigenous peoples of their lands, waged war to extinguish Indigenous populations, and eliminated or disrupted Indigenous landholding traditions.1 The unique ways in which Black and Indigenous people have been racialized and implicated in white set- tler nations and by capitalist expansion reveal the antithetical roles both groups have played in the formation of settler colonial societies. For example, while the reproduction of Black slaves in the United States was perceived as positive since it increased slave owners’ wealth, the growth of Indigenous populations was seen to jeopardize the accumulation of profit by slave owners because it made access to land more difficult.2

Abstract:: This research examined whether there is an elaborate system of protocols, protection, and prevention in place at the local self-government level in the event of a crisis caused by an epidemic or pandemic. The core idea of this paper was to evaluate the protocol's effectiveness at the local self-government. Analysis was conducted using responses of 16 local self-government authorities. During a crisis caused by an epidemic/a pandemic of infectious illnesses, surveys were done as a cross-section documenting and detecting the current state of local self-government functioning. Methods used in the study are defining the objectives of the research, conceptualization, analysis of legal regulations, economic analysis, and decomposition of the problem. Key results and arguments of this paper expanded existing research thus there are only certain empirical data from areas that have been affected by the infectious disease caused by the epidemic/pandemic. Data was collected, processed, and systematized to serve in model formulation. As a brief conclusion, this study suggested protocol effectiveness at the local self-government level representing the idea that emergency and crisis management should be organized to preserve the health and livelihood of the population in the area affected by the pandemic of infectious diseases and thus enable the functioning of economic activities and society as a whole.

Abstract:: This study aims to analyze the relationships between corporate governance instruments on the wealth of financial intermediaries in wide-ranging. The data employed in this study are secondary data from nine (9) commercial banks and covered the years 2013-2020. The approach used in data processing is a 2SLS estimation and multilevel mixed-effects for the dependent variable natural logarithm of total assets. The results provided by the econometric analysis show that board size, sovereign committees, Net Interest Margin (NIM), Non-Performing Loans (NPL’s), and equity to liabilities have an important impact on the protection of the assets of financial institutions. While surprising results have been generated in the composition of the board structure in terms of gender diversity, they have turned out to be insignificant. The originality and value of this study lie in the approach of including the characteristics of the board, as well as the combination of some financial indicators different from previous studies, which makes more comprehensive the study of the impact of board composition on increasing the wealth of banks.

Abstract:: The purpose of this study is to investigate the factors such as access to finance, legal constraints, and entrepreneurial skill on women's participation in business activities. The mediating effects of self-leadership were also established as an influence on women's participation in business activities. Moreover, the study examined the moderating effect of education among self-leadership and participation of women in entrepreneurial activities. The study selected a quantitative method and structured questionnaire for the data collection. The study found a significant relationship of the effect of access to finance, legal constraints, and entrepreneurial skill with women's participation in entrepreneurial activities. Moreover, the study found a significant mediating effect of self-leadership between factors and women's participation in entrepreneurial activities as well as a significant moderating effect of education between self-leadership and participation of women in entrepreneurial activities. The study suggests that the government and other institutions should take the initiative in women's entrepreneurship that affects women's self-leadership skills. The policymakers should pay attention to the financial concerns of women in business activities.

Abstract:: In this paper, we analyzed the current refugee crisis in Europe by discussing its main characteristics within the European context. A comparison between the different routes in Western, Central, and Eastern Mediterranean, the Western Balkans, and in general in South-Eastern Europe was done. As the main research problem, we focused on Bulgaria as an entry gate for the arriving immigrants and we presented the most recent statistics related to the illegal entries in the country. Among our objectives was the analysis of the current problems at the reception centers in the South-Eastern part of Bulgaria. An important part of our methodology consisted of direct interviews performed with the local and immigrant population at the center of Harmanli. The key results of our analysis showed that despite the attempts on the part of the officials for successful integration of the immigrants, there were still important needs for improvement. In conclusion, we suggested that the use of good practices from other countries with experience in migration policies might contribute to better integration and improvement of the mutual respect between local and migrant populations.

Abstract:: Social capital was the Achilles’ heel of the economic competitiveness of Armenia. In the meantime, the country made significant progress in solidifying it since the Velvet Revolution. In this article, we tried to present and analyze those elements of social capital which demonstrated significant progress in post-revolutionary Armenia, as well as the changes thereof. For that purpose, we have formulated the following research questions: What factors led to this growth, and what factors still lag? What hidden challenges can be observed through factual indicators which probably resulted from the slight decrease in the updated scores? What changes can be expected from the turbulent world and in the post-war society? The applied methodology is quantitative. In particular, to answer the research questions we used index analysis, graphic analysis, and comparison, correlation analysis techniques, pared t-test of the mathematical-statistical significance of changes, and Principal Component Analysis. The results of the analysis showed that a significant increase in the level of social capital was recorded in post-revolutionary Armenia, which was mainly due to the progress in institutional trust. Nevertheless, some revealed anomalies and encountered challenges undermined the archived progress in the growth of trust. Therefore, we put forward several recommendations.

165. The Impact of Demographic Factors in Consumer Purchasing Preferences in Developing Countries: Empirical Evidence From Kosovo

Abstract:: This paper analyses the role and the level of impact that different demographic factors have on buying preferences during the selection process between local and imported goods in developing and emerging economies, with a specific focus on the Kosovo region. A total of 630 questionnaires were distributed, from which 536 valid responses and an empirical study is applied to test the hypothesis. A probability sample (randomly selected), which was stratified by seven regions throughout the country was applied, by covering all levels of the society, cultural background, different locations (urban and rural), different levels of education, and income. Some of the respondents have shown a preference for imported goods and were willing to pay a price premium for it based on the quality offered by top producers (around 41.79%). Whereas, 58.21% of respondents prefer local products. It is proven that there is a correlation between demographic factors and buying preferences process when deciding between local and imported products. Whereas, price is considered as the main factor in the buying process in developing countries, due to the low income, whereas the level of imported products depends on the country’s ability to fulfill the local needs with local products.

Abstract:: As a small state, Cambodia viewed the ASEAN and China as almost equally important pillars of its foreign policy. Amid the intense strategic competition in the Indo-Pacific, Cambodia faced the dilemma of how to maintain the ASEAN centrality without diplomatic cost to its key ally China, and how to balance its national interest with regional interest. In this context, the article aimed to explain the importance of the ASEAN as a cornerstone of Cambodia’s foreign policy, examine the motivations of Cambodia’s deep political embrace of the Asian giant, and underline its implications for the Indo-Pacific from the lens of small state foreign policy. The article was based on qualitative, empirical analysis that comprises primary and secondary data pertinent to the current topic. The article concluded that Cambodia leaned more towards China than it did towards the ASEAN, thus weakening its centrality in driving the broader regional architecture and that domestic politics was the primary driving force of Cambodia’s foreign policy towards that direction. At this juncture, Cambodia should step back from the present degree of its strategic engagement with China and look for ways to diversify its relations with other major powers while getting back on the democratic path and upholding human rights.

Abstract:: The importance of legal regulation of extradition in the system of legal aid in criminal proceedings is determined both by the national interests of states and the interests of international cooperation in combating transnational and international crimes. The objective of this paper was to get the answer to the main question of this research - Did the provisions of the law on extradition in Ukraine meet international standards? A set of general and special scientific, and philosophical methods of scientific research were used while preparing this article, to clarify the approaches to the extradition procedure of different countries and in practice. The results of the research suggested that the current criminal procedure legislation of Ukraine in the sphere of extradition generally meets European standards. Although, there are some gaps in the national legal regulation of extradition that may adversely affect the observance of the rights and freedoms of persons to whom it is applied.

Abstract:: The study aims to explore the divergences around the implementation of the Basel III agreement, since this agreement is considered the core of the international regulatory response to the financial crisis, setting the strictest criteria for capital structure and risk assessment. This paper explains the current level of legislation that applies in Kosovo, as well as possible divergences with the criteria set by Basel III. It is argued that the national authority, explicitly the CBK, to decide on the implementation of Basel III, had to agree on three aspects and potentially conflicting between them: the stability of the banking sector, competition, and care for economic growth. Finally, the study concluded that Kosovo is implementing Basel III regulations with greater ease and attention, contributing to banking sector stability, competitiveness, and economic growth.

Abstract:: The power of individual EU Member States has been changing over the past decades as a result of revisions to the voting systems and the enlargements of the European Union. The present article analyses the development of the voting power of individual Member States in the Council of the European Union before and after the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union. We use the calculation of the standardized Banzhaf power index to calculate the legislative power of the Member States. The calculations recorded in the table point to changes in the weights of national votes caused by Brexit. The article pays special attention to the Visegrad Group, which we define within the European Union as an informal group consisting of four Central European states - the Czech Republic, Hungary, Poland, and the Slovak Republic. The results indicate a significant growth of the voting power in Poland and more moderate growth in the other three Visegrad Group countries which contributes to the shift in the voting equilibrium within the ordinary legislative procedure of the European Union.

Abstract:: Terrorism has emerged as one of the major challenges for the Eurasian regional peace, security, and cooperation. Keeping these challenges in perspective, the Shanghai Cooperation Organization (SCO) was established to eliminate the menace of terrorism, fundamentalism, and secessionism. Against this background, the main objectives of this paper are to examine how terrorism emerged as a major determining factor in the Indo-Pak relations and how the Shanghai Cooperation Organization (SCO), was failed to play its effective role in the Indo-Pak conflict given the Pulwama terror attack. For this research, descriptive and analytical methods were used and the data was collected from secondary sources. The major findings of this article are that terrorism has emerged as one of the major determinants of Indo-Pak relations and the same has become a major challenge for the SCO to resolve the issue. Against the background of terror attacks, it was anticipated that the SCO would play a crucial role to pacify the situation. However, the role played by the SCO in this situation proved marked as a Whack-a-Mole.

Abstract:: The main objective of this study was to examine the situation of depopulation in Spain. Also, to highlight the importance of digital transformation and the funds provided through the Next Generation EU (NGEU) to fight against this phenomenon. Based on data from the National Institute of Statistics (INE), an empirical investigation about the current state of population abandonment in Spain has been carried out. Moreover, the Digitization Index (DiGiX) has been used to obtain a territorial vision about the digitization degree of the Autonomous Communities (CCAA). Finally, the estimates of the Spanish executive set out in the National Recovery, Transformation and Resilience Plan (RTRP) have been used to underline the importance of Next Generation EU resources to fight the problem of ‘empty Spain’. That was to see that mentioned country is currently at the head of the ‘demographic deserts’ of the EU. Likewise, the Recovery Plan for Europe, and its digital axe, constitute one of the key factors to combat the population abandonment of the Spanish rural areas. 172. China's Development Assistance to the Western Balkans and Its Impact on Democratic Governance and Decision-Making

Abstract:: China’s development assistance to the Western Balkans has been little researched and aid-funded projects are often mistermed as Chinese investments. This article aimed to shed light on specific ‘China Aid’ disbursement and management procedures by examining the signed agreements and contracted projects in five countries - Albania, Bosnia and Herzegovina, Montenegro, N. Macedonia, and Serbia during the period 2000-2020. The objective was to determine the impact of China’s development assistance on democratic governance and decision-making. Attride-Stirling’s thematic networks tool was used to analyze the procedures in each project cycle phase and their compliance with the principles of good governance and aid effectiveness. The findings suggest that the assistance, shaped by Chinese rules in combination with Western Balkans domestic agency, is marked by the opacity of the procedures, lack of accountability, disregard for rules in public finance management, and public procurement. Moreover, China could use its grant and loan agreements to influence sovereign decision-making on issues that affect China’s interests. To conclude, although China’s development assistance to the Western Balkans could benefit the recipients’ economic development, it also constrains their democratic governance and decision-making and serves China’s foreign policy interests.

Abstract:: In Africa, radical and extremist Muslims are striving to transform society through violent change, claiming that African rulers are dictatorial and anti-Islamic; as a result, many African countries are experiencing serious human rights violations and abuses. Therefore, this paper examined radical Islamism and its trajectories of human rights violations and abuses in Africa and proffered workable solutions to the dilemma. To achieve the above aim, the paper employed historical and evaluative methods. The historical method was used to critically review the scholarly literature on radical Islamism and its human rights violations and abuses antecedents in Africa. At the evaluative level, the paper critically discussed the impact of human rights violations and abuses on the African nations and their citizens. The paper revealed that radical Islamism in Africa is driven by bad political leadership, poverty, poor education, unemployment, and religious exclusivism among others. The paper concluded that good governance, economic enhancement, and religious inclusiveness are key tools in discouraging and curbing radical Islamists in African countries.

Abstract:: he article considers the phenomenon of collective memory as a resource of social interaction, legitimization of social practices. In particular, attention is paid to aspects of reconfiguration of the content of the collective memory of the Soviet and post-Soviet periods. Societies remember differently. Ukrainian society has a traumatic social experience gained as a result of the transformational processes of the collapse of the Soviet Union, the formation of an independent state, a democratic politicalorder. The phenomenon of memory is considered in more detail on the example of the results of the study of collective memory reflected in anecdotes. The authors noted that the anecdote is a mechanism for translating cultural meanings intothe memory of societies. The anecdote represents the symbolic systems of objective manifestations of collective memory. Based on the analysis of the results of the research by the method of content analysis using the online program Voyant Tools, reconfigurations of the content of anecdotes were recorded: from political to private; from local toponymic discourse to global; from ridiculing the policy of the state to the experience of society through the humor of the historical events of the formation of independent Ukraine.

Abstract:: The purpose of this study was to see whether the Taliban regime poses a threat to the international community. The research primarily examined the threats that the formation of a theocratic regime in Afghanistan poses to neighboring countries and the international community. With regards to research methods, a document analysis method was used to obtain valid information and to analyze and describe the complex situation in Afghanistan. A wide array of documents and scholarly articles were analyzed to obtain reliable and objective information. This research revealed that the Taliban has not changed at all and still rules Afghanistan with medieval methods and strategies. Since the Taliban takeover of Afghanistan, the economic situation has deteriorated considerably and people face severe hardship. Therefore, hundreds of thousands of Afghans want to leave their homeland and migrate to the West. The Taliban violates constantly human rights and discriminates against women, ethnic and religious minorities. The Taliban has transformed Afghanistan into a narco-state. Neighboring countries fear that Afghanistan might become a hotbed of terrorism and extremism again.

Abstract:: The phase of transition and the ambition for EU membership has caused the administration and the Government of Kosovo to act differently, allowing it to address a variety of issues that have brought Kosovo's state administration closer to the European family. Kosovo has not remained indifferent to its claim to join the EU, therefore it has undertaken the public administration reform. The results of the reform are being felt slowly. Problems in administration reform over the past few years have been; political influence on public administration recruitment and independent decision-making, size of administration, lack of professionalism, etc. The objectives of this paper consist of a) reflecting the real situation of the public administration reform process, b) analyzing the results of the administration reform over the years, c) analyzing the harmonization of legal acts and the transformation of the public administration of Kosovo with acts legal and EU policies. The research methods used in this study were normative, analytical, and statistical methods. Reforming and modernizing the public sector remains one of Kosovo's most pressing challenges on the road to EU membership.

177. Towards Gradual Integration of the Western Balkans Into The European Union: The Case of Serbia

Abstract:: This paper examined whether the revised enlargement methodology represented another step in the direction of gradual EU membership of the Western Balkans. The research problem was based on considerations that the EU enlargement domain has for years been characterized by political stagnation. The research aimed to show that a differentiated accession approach might have been beneficial for Serbia, as a front-runner membership candidate. In terms of methods, the author analyzes the concepts and the applicability of the ‘three-tiered accession’ and ‘staged accession’, having in mind the recently altered enlargement methodology. The author argues that the gradual integration would have been beneficial for two reasons: 1) validating the candidates’ already achieved progress, offering tangible incentives, and potentially preventing the democratic backsliding; 2) taking the pre-scheduled accession dates off the table. Considering that the EU is unlikely to expand further, the author concludes that the gradual membership concept might apply solely to the WB, while also reassuring the Member States regarding the primacy of individual merits and excluding the speedy accessions proposals.

Abstract:: The primary language of international relations and diplomacy is English. The representatives of international bodies communicate in the English language. It is vital to establish English as the official language for international organizations in facilitating more efficient collaboration internationally. English dominance in international communication becomes increasingly apparent. This study aimed at gaining a more in-depth understanding of the significance of the English language. It also aimed at identifying, describing, and explaining the importance of the English language in public diplomacy and international relations. The researcher used the descriptive research method in the study, notably; secondary data were used for collecting reliable conclusions for the research. The findings suggested that the adoption of formulaic language, particularly, idioms and idiomatic expressions to further embellish the phrases used in the arena of international relations or policy is a peculiarity of the English language. The study concluded that formulaic language and the adoption and usage of idioms is a distinguishing feature that diplomats and those who have a career in international law and international relations should master.

179. Evaluating Macroeconomic Factors And Their Influence on Economic Growth: Empirical Evidence From Western Balkan Economies

Abstract:: This research aimed to identify and evaluate the impact of some macroeconomic components on economic growth performance. The data applied in the analysis were secondary data, including six countries from 2005 to 2020. The econometric approach applied was the fixed effect regression approach to economic growth as a dependent variable. The study also applied several diagnostic tests and the Hausman test to select between fixed and random effects. The data provided after the analysis show that inflation and foreign direct investment have a significant positive impact, while public debt has a significant negative impact. Moreover, unemployment and population growth have shown statistically insignificant results. The study from the aspect of the original contribution provides arguments and applies two variables that are very little addressed in the context of economic growth. The study results provide critical information for policymakers, economists, and researchers and provide arguments for a sound and proactive debate on these variables.

Abstract:: The processes of objectively conditioned integration in the economic, political, legal, and institutional spheres of the Eurasian Economic Union (EEU) Member States took place step by step, starting from preferential trade agreements, passing to the customs union, the common market and other stages of integration. This process is accompanied by the gradual deepening of trade liberalization with potential partners. The selection of potential partners should be carried out through a comprehensive and detailed analysis of the structure and volumes of foreign trade of the EEU Member States (Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia) with third parties, their markets structure, existing customs regulation, trade barriers, and possible export potential. The research evaluated the EEU's possible enlargement effects on the Member States' economic indicators. The research aimed to assess the possible consequences of EEU expansion and signing free trade agreements, considering Pakistan, Korea, and Malaysia as potential trade partners. Modeling the effect of an FTA assumes horizontal zeroing of tariffs between partners. Then, using the GTAP model, a new state of general equilibrium was calculated corresponding to the changed parameters of customs and tariff regulation. In this case, most variables, such as change in GDP, production output, and export-import volumes, were estimated, manifesting the economic effect of trade liberalization.

Abstract:: This study aimed to examine the impact of health workers' public service motivation during their participation in response to the Covid-19 pandemic at a time of the highest number of infections and deaths in Vietnam. This study was conducted through a cross-sectional survey using an intentional sampling technique (n=200). In addition, Structural Equation Modeling (SEM) was applied to illustrate the proposed hypotheses. We found that compassion in the workplace, self-sacrifice, and attraction to policy-making impacted work enjoyment positively and significantly. In particular, there was a positive and significant relationship between work enjoyment and task performance but no evidence of the relationship between Commitment to the public interest and work enjoyment. This study further demonstrates the importance of public service motivation of health workers in pandemic response, as previous studies have found. This finding suggests that the government and policymakers in Vietnam should develop policies to promote health workers' public service motivation during their engagement in response to the health crisis.

Abstract:: This paper investigates the readiness of customers to shift toward cashless payment by identifying the main factors that impact that shift. The sample consisted of randomly selected individuals identified as potential users of cashless payment and are considered more likely to continue using the new technology. Five hundred eighty-six questionaries were returned and considered complete for the research. The outcomes were assessed employing CFA for validity and determined using Cronbach’s alpha for the reliability of the research, which was stratified by seven regions throughout the country was applied, by covering all levels of the society. The findings show that the perceived risk is connected to the level of correct and believable information offered to customers. It has been confirmed that the respondents trust cashless payment technology, and at the same time, self-efficacy had a lower impact on usage continuance intention. Consequently, the growth of self-efficacy would strengthen the intention to use cashless technologies. Several segments in the financial market may benefit from the results and develop more appropriate and reliable systems and the proper approach toward customers with needed information and insurance related to the security and benefits they may have by adopting the cashless technology.

Abstract:: This research aimed to analyze the Albanian parliamentary elections held in 2013, 2017, and 2021 in order to evaluate the process of development of representative democracy in Albania, one of the post-communist countries of the Western Balkans. The analysis was based on assessing the dynamics of the Electoral Integrity Index (PEI) as a quantitative indicator that reflects the level of fulfillment of international standards for democratic elections. The PEI was evaluated using the average perception values for 11 indicators reflecting the election process. Based on the value of the PEI2013 (54.1 scores), PEI2017 (53.3 scores), and PEI2021 (57.7 scores), the parliamentary elections in Albania were considered as processes that do not exceed the ‘moderate’ level. The non-significant difference between 2013, 2017, and 2021 PEI (p>0.05) demonstrated low progress in developing democratic performances in Albanian society.

Abstract:: Donald J. Trump, one of the 2016 US presidential candidates, is thought to have benefited from political fact-doctoring in his attempt to diminish his adversary's reputation using the post-truth phenomena. This research aimed to identify and analyze post-truth phenomena that infiltrated the political system, media, and the American people during Donald J. Trump's leadership. This study used a qualitative approach with a critical thinking analysis method. The findings found that individual rationality's post-truth disrupted and then directed to online information impulses, in which people tended to seek information that supported their own opinions, particularly on issues connected to Donald J. Trump's leadership in all sectors of policy, including irrelevant facts or reality and the use of language increasingly exploited by hyperbole without a clear basis reference.

Abstract:: The Macedonian election rules, i.e. the setting of the electoral system, produce a double effect, an effect on the voter, and an effect on the party system. Therefore, each change in the electoral regulations would not only alter the voters’ comportment but also impact the political parties. Considering these effects, the paper aimed to compare the attitudes of the citizens and political parties regarding the electoral legislature (both for the parliamentary and local elections); and produce adequate electoral solutions as a corrective for the detected shortcomings of the current regulations. The paper relied on content analysis of theoretical literature and research, empirical qualitative research based on citizens’ focus groups from each region in Macedonia, questioned political parties, and additional data analysis. The ultimate findings propose a way to promote the equal value of each vote, proportional regional representation, and MPs' accountability at the parliamentary elections. For the local elections, the proposed solution referred to reducing the election cost, the possibility of political bargaining, and preserving the legitimacy of elected mayors.

Abstract:: Albania’s national interest is the integration into the European Union. To fulfill this objective, every state component, public institutions, civil society, the media, and the citizens, play a very important role. The main focus of this paper is the public sphere, the attitudes of Albanian citizens toward the EU membership, and their role in the process. By applying qualitative and quantitative methods, the main theories of the field, global and regional indexes, studies, surveys, interviews, and personal observations, we aim to focus on the citizens' attitudes toward the EU membership process. Our in-depth analyses have shown that the Albanian institutions, CSOs, and media to inform and include the citizens in the Europeanization process have not been effective enough. Thus, there is a knowledge gap between sensitive groups and the other part of society.

Abstract:: This paper examined the factors that influenced the Gross Domestic Product growth (GDP) in the post-Covid-19 period in Kosovo. This paper explored the impact of consumption, remittances, exports, imports, and inflation on Kosovo's GDP growth using fixed effects regression analysis with data from various secondary sources to analyze their impact from Kosovo's perspective. The results demonstrated that consumption, remittances, and exports had a statistically significant influence on GDP growth during the post-pandemic economic lockdown stage, whereby imports and inflation had a little inverse relation. Further, the Hausman test statistics on the adequacy of the fixed-effect model selection represent a superior performance compared to the random effect model. The paper is the first that extensively explores the impact of these factors that drove GDP growth in the post-pandemic period in Kosovo's economy. The novelty of this paper is that it recognizes the response of governments to the pandemic and accurately identifies the macroeconomic factors that influenced GDP growth.

Abstract:: Before the Taliban came back to power in Afghanistan in August 2021, India and Afghanistan had cordial bilateral relations and were often described as great friends. Since 2002, India had helped build several infrastructure projects as part of its promised development assistance program of over $2 billion (later increased to $3 billion). Considering India’s investments in Afghanistan, the goodwill it enjoyed among common Afghans was understandable. However, it would be wrong to imply that these unique, multifaceted bilateral relations between the two countries were simply due to India's helping hand. This research paper is one of its kind attempt to explain the perceptions Afghans had about India based on the field survey done in Afghanistan in 2019. Using responses of over 321 Afghan participants, the paper attempts to quantitatively analyze the goodwill and positive vibes that India enticed among Afghans. However, many Afghans felt that India did not do enough during the crisis in August 2021. Based on the survey and the general perceptions of Afghans in the aftermath of the return of the Taliban, this paper argues that the soft power investments in Afghanistan helped India in its nation-branding, making it attractive and creating goodwill. However, New Delhi lacked the will to act smartly and hence did not get the desired strategic influences due to ‘soft power behavior’.

Abstract:: This study examines the normative hypothesis explaining the nexus between terrorism and Abrahamic religious tradition, particularly the Boko Haram Islamic fundamentalist sect in North-Eastern Nigeria. It is methodologically structured in quantitative and qualitative methods, where data and information are retrieved from primary and secondary sources. These were presented in a tabular form and analyzed descriptively within the context of the subject matter under investigation. The findings reveal that, beyond the classical arguments usually provided by the Abrahamic religious tradition school, the real reason behind global terrorism is for some overzealous religious bigots to establish a caliphate that will enable them to influence the international system. Based on these findings, the study concluded that the war against global terrorism would be a mirage unless national governments and international organizations fully address these fundamental issues.

Abstract:: Nuclear, chemical, and biological weapons represent the biggest danger to humanity. During the Cold War, the US and USSR provided ‘umbrella protection’ to convince allies not to acquire nuclear weapons. Most ‘newly’ independent nations never had such security during the Cold War since they were not part of a power bloc. During the Iran-Iraq conflict (1980-1988), the Islamic Republic of Iran was attacked with chemical weapons. Since Mujahedin-e-Khalq (MEK), an Iranian exile organization, exposed Iran's hidden nuclear program in 2002, the topic has gained worldwide attention. Iran's nuclear agenda has produced a worldwide catastrophe despite its NPT membership. Iran says its nuclear program is peaceful and respects Islamic values. Most US politicians and academics consider Iran a rough nation with political and strategic concerns, including regional hegemony, human rights, terrorism, WMD proliferation, and military operations beyond the border. This study examines Iran's nuclear policies to demonstrate its essence, goal, and strategy.

Abstract:: The article examines China’s geo-economic interest in Africa. China intends to exercise its leverage over both coastal frontiers for trade and defense and its hinterland for rich mineral, metal, and fossil deposits. Furthermore, the debt trap seems to be one of the methods through which China intended to bargain with Africa to bag as much advantage as it could gain. The question that emerges from this critical engagement with China-Africa relations is to look into how the reality of Africa’s narrative of development is projected both from outside and within and the contradiction embodied in that projection. China used the narrative of development to set its feet on African soil. This paper discusses China’s penetration into Africa by offering interest-free loans and its gradual emergence as a neocolonial power through expanding its network. The method used in the study to establish China’s monopoly and interfering streak in African affairs through BRI is the analysis of available data based on which the objectives and the conclusions are drawn.

Abstract:: Despite being endlessly debated, a unanimous impetus on the nature of just, justice, and distributive justice appears entirely untouched to the desirable scientific certainty so far. Aristotle asserts treating’ equals equally and un-equals unequally’ but in proportion to their relevant differences. John Rawls says 'justice as fairness.' To both Aristotle and John Rawls, justice meant for the good and a willingness to act by the laws to ensure the highest good of society. Antecedently, both agree that justice is a master imperative for good human relationships and coexistence. However, despite the universal agreement, they differ in many fundamental respects. Aristotle denies the outbound distribution of an individual's rights as only the head of the family has the right to free speech in the family. But, Rawls distributes each right to the individual level. The paper attempts to discuss the similarities and dissimilarities in Aristotle's and John Rawls'ideas of just, justice and distributive justice. It has been argued that the aim of both philosophers was the same, i.e., to find out a theory of justice through which unity, harmony, virtue, and happiness can be attained to the fullest in a nation.

Abstract:: The Covid-19 pandemic has affected most of the world, adding health security as a new challenge. Instead of facing these challenges, some states move towards a system of competition and intolerance, which forms new patterns in the international order. This questions the impact of the pandemic on the strategic dynamics of the international order. This article argues that the global pandemic transforms the political system and the way of governing liberal democracy more than any other factor. Abstract:: Conserving cultural heritage and archaeological sites have become a serious national concern in the Middle East for the war-affected countries, including Iraq and Syria. Because looting and violence have caused massive destruction of cultural heritage and archaeological sites, this study aimed to analyze the legal background concerning the protection of cultural heritage and archaeological sites in the context of Iraq and Syria during 2014 with the rise of the Islamic State of Iraq and Syria (ISIS). This study used the content analysis method and cross-country analyses for Iraq and Syria. The study is guided by two main questions: What is the government's legal role in protecting cultural heritage and archaeological sites? Are there any legal authorities in Iraq and Syria to protect cultural heritage and archaeological sites during war and conflict? In the end, this paper suggests that protecting cultural heritage is the legal responsibility of government which is supposed to be enforced in the legal foundation of the state as a national sovereign power.

Abstract:: The paper analyzed the challenges of poverty in Montenegro. It provided an overview of the structure and scope of UN action in Montenegro and general sustainable development policies and their national implementation. The objective was to research the contributions of the UN system to the sustainable development of Montenegro while focusing on the role of the UNDP in eradicating poverty. The methodology consisted of the literature overview and the case scenario analysis of integrated social protection and employment policies. In addition, secondary data analysis has been employed to complement the research findings. The paper has identified the national socio-economic situation and the contributions of the UNDP in eradicating poverty through the design and implementation of integrative policies. The research proved the importance of the UNDP in fighting poverty in Montenegro and the effective role of the UN in achieving sustainable development.

Abstract:: Using four emerging powers as a case study (China, Russia, Saudi Arabia, and Turkey), this paper examined how the current redistribution of power in the contemporary world has affected the Western Balkan region. The objective was to shed light on the ability of the emerging powers to make use of soft power to increase their influence. This paper demonstrated that the growing presence in the Western Balkan region of these emerging powers occurred to the detriment of traditional actors in the region, in particular to the European Union and the United States. While Russia favored political instability in the region to increase its grip, China proposed a new economic project to reach the European market and expand its own norms. As far as Saudi Arabia and Turkey were concerned, both states privileged the use of religious soft power in Muslim-majority countries. The paper concluded that a rapid European response is required today if the EU wants to remain the most influential actor in the Western Balkans.

198. French Immigration Policy During the COVID-19 Pandemic

Abstract:: Following the start of the European refugee crisis in 2015, France had to modify its immigration and asylum policies. However, France faced two main issues resulting from the pandemic: pandemic control and refugee management. This article examined the reform and adjustment of France's immigration and refugee asylum policies before and after the pandemic outbreak. It concluded that the pandemic had aggravated the problems of refugee management in France. At the same time, refugees in France were in a difficult situation. The French government had imposed restrictions on entry and exit, leaving many refugees stranded in France, unable to return home. Moreover, the high sanitary conditions of accommodation due to the pandemic led to the fact that the health of many refugees could not be guaranteed. Therefore, the French government should enhance the guarantee of a healthy environment for refugees, which is also beneficial to the social management of France.
