Abstract:
Consular protection represents a core function through which states uphold their responsibilities and deliver essential services to citizens residing or traveling abroad, particularly during times of crisis. The COVID-19 pandemic posed unprecedented challenges to these efforts, testing the capacity of governments worldwide. Vietnam, despite being a middle-income country with limited resources, mounted an effective response to protect its citizens overseas. This article presents Vietnam’s experience as an instructive case study, analyzed through the lens of Tindall and ’t Hart’s general analytical framework for consular protection in emergency situations. The findings highlight the importance of adapting existing theoretical frameworks to better reflect the constraints faced by developing countries and to address the complexities introduced by globally disruptive crises.

Abstract:
In March 2020, COVID-19 was declared by the World Health Organisation (‘WHO’) as a global pandemic. Since the WHO’s declaration, it has become increasingly clear that the most vulnerable communities have experienced the brunt of the pandemic. Though race, ethnicity and economic status are considered in a majority of reports on the social, physical and financial impacts of COVID-19, there is little to no information on the impact of COVID-19 on stateless communities within the United States (‘US’). This research endeavours to add to the understanding of statelessness in the US by determining the impacts of COVID-19 on stateless people in the US through a survey scoping project. Through anonymous questionnaires completed by stateless individuals (n=19) in the United States, this study explores how stateless individuals have been impacted by the pandemic, including experiencing economic hardships, mental health challenges, physical health concerns and issues with documentation and legal status.

Abstract:
The Covid-19 pandemic has prompted countries to implement a wide range of specific cross-border security measures. The fear and anxiety induced by this crisis have rapidly expanded and contracted countries’ understanding of ‘self’ and ‘other’. This study examines Japan’s shift from liberal pre- Covid-19 border policies to the most stringent border closure measures among the G7 countries during the pandemic. In this study, we argue that the pandemic-induced fear increased anxiety in Japan’s public health safety identity, rapidly reshaping the conceptualization of the ‘self’ and ‘other’ in crisis scenarios. This shift aligns with Japan’s historical narrative of combating unprecedented threats to public health.

Abstract:
Especially in times of crisis, states can influence the public and private spheres by relying on their legitimacy power. Aside from its emergence and importance for humanity, the state reshapes individuals' private and public spheres by influencing them. The reshaped public and private spheres undoubtedly require a new perspective. Whether these areas have changed, the fate of their boundaries and the approach of individuals and the state to these areas may differ between ordinary and extraordinary periods. In the emergence of differences, the current understanding of governance is as important as how the state perceives its people and how the people perceive the state. Because these perceptions affect the parties' expectations in ordinary and crisis periods, criticism or acceptance develops due to the actual practices. In this article, the Covid-19 pandemic has been defined as a crisis period, and the Republic of Türkiye has been chosen as the subject whose policies implemented during the crisis period have been observed. The study examines the state's authority to intervene in the public and private sphere boundaries during the Covid-19 pandemic and the changes in these boundaries. Within the scope of the article, the study carried out in this direction examines how the edges of the public and private spheres were affected by the state's interventions/practices/policies during the Covid-19 crisis.

Abstract:
Building upon empirical research, this study examines the socio-economic impact of the Covid-19 pandemic on Syrian refugees in Turkey by analyzing its implications on employment, livelihood opportunities, and social cohesion. More specifically, it focuses on the experiences of Syrian refugees to examine the ways in which they exert their agency to cope with the structural constraints when faced with ‘multiple crises’ in host countries, intersecting with the dynamics of a ‘normalized refugee crisis’. Our findings from fieldwork conducted in the top six refugee-hosting cities reveal that loss of jobs, limited access to decent work, increased dependency on external financial assistance, and social exclusion have been some of the most acute effects of the pandemic on refugees. Meanwhile, the perceived effects that refugees have on the host community’s welfare trigger problems that impede social cohesion. All in all, the study intends to highlight the far-reaching effects of the pandemic beyond its direct health implications by addressing the structural vulnerability of refugees and the importance of providing an enabling environment for socio-economic self-reliance.

Abstract:
This article analyses the role of skilled migration before and during the Covid-19 pandemic, emphasizing the health sector. Using official statistics, it investigates the evolution of the migrant skilled professionals from this sector over the last decade and the difficulties they face in different European countries. A special analysis is devoted to recognizing and validating the professional credentials of migrant healthcare workers and their crucial importance nowadays. Some comparisons have been made between the health sector in the UK and Spain by pointing out the importance of foreign doctors and nurses in mitigating the pandemic’s effect even during periods of lockdown and border closures. The conclusion of this research confirms the necessity of a collective and sustainable response to address the global shortage of health professional regulations and bureaucratic difficulties related to work permissions and authorizations in the post-Covid-19 recovery era.

Abstract:
In the trade and investment law regimes built in the post-war period, “security exemption clauses” were included within trade and investment agreements as a safety valve, permitting States to deviate from their commitments in the event that their security interests were implicated. Initially, these clauses were understood to be narrowly limited to instances of war and interstate conflict. With the rise of the national security state in the decades since, however, the concept of security interests has ballooned to encompass an ever-growing set of issues, with some fearing that the rules may become irrelevant. This has been particularly facilitated through “third generation” security exemption clauses and their inclusion of self-judging language. The COVID-19 pandemic in particular adds a new dimension to this phenomenon. As a case study analysis of the text of the Chile-Hong Kong, China SAR bilateral investment treaty (BIT) will demonstrate, it may be feasible for States to invoke security exemption clauses to justify measures taken in response to the COVID-19 pandemic in some contexts, particularly with third generation, self-judging security exemption clauses. The expanding notions of security exemption clauses have significant implications for the investor-State dispute system as a whole.

9. Remote work in the Finnish Defence Forces: Employees’ experiences of changes in organisational culture

This paper investigated what changes took place in the organisational culture of the Finnish Defence Forces during the COVID-19 pandemic, and also afterwards when remote work has remained permanently available to staff. A total of 468 employees of the Finnish Defence Forces participated in the study by reporting their experiences of changes in organisational culture. In the analysis of qualitative data, the Gioia methodology, which classifies the data into categories and themes, was used. Remote work creates challenges for leadership, and more equality, changed management competence, and remote work management skills were expected from management. However, it would seem that the organisational culture in the Finnish Defence Forces has developed in such a way that trust within the organisation is even stronger than before. Remote work has developed the personnel’s skills in managing digital tools as well as the employer image of the Finnish Defence Forces in the eyes of their personnel. This is the first study to map employees’ experiences of remote work from the perspective of changes in organisational culture in the Finnish Defence Forces. The research provides novel information that can be utilised in developing the operations and management of organisations. The Finnish Defence Forces have taken significant steps towards a modern work community. There are still some challenges to be solved in terms of how to improve leadership of remote work. A particularly important resource in resilience to change is the trust that is manifested in the organisational culture of the Finnish Defence Forces.

Abstract:
The authors’ purpose in this article is to present the way in which strategic leaders may use analytical tools to operate during crisis. Their actions is based on the idea of six main tasks, the so-called “Six Makings”, that they have to accomplish. The idea of “critical tasks during crisis was presented on the basis of the COVID-19 situation in Poland and the activities carried out by the Polish government and the Polish Health-care System (Strategic Leaders) to neutralize the negative effects of the pandemic, protect the health and lives of citizens, and care for the economic situation. Qualitative data analysis techniques were used in the research process. The authors concluded that in times of crisis, citizens rely on their leaders and believe that they will ensure their security and a swift return to customary. Strategic leaders must guarantee that the organizations and stakeholders they lead are prepared to counter the future challenges — foreseen and unforeseen alike. The “Six Makings” analytical tool, properly used, could significantly improve the accuracy of decisions made and increase the effectiveness of actions taken.

Abstract:
The economic and political insecurity faced by Indonesia's Muslim middle class may create opportunities for the rise of populism in Indonesia. This study aims to examine the potential for populism supported by Indonesia's Muslim middle class in the aftermath of the Covid-19 pandemic. The critical political economy approach, specifically the class-based approach, has been used in this study. This article uses qualitative research methodology and draws on literary sources. The findings suggest the likely emergence of populist politics in Indonesia, triggered by the economic instability caused by the Covid-19 pandemic, which severely affected the Muslim middle class. This has been exacerbated by long-standing socio-economic insecurity caused by unfavorable labor policies. Furthermore, the emergence of Indonesian populist politics is reinforced by the political polarization of the last decade. The mobilization of the vulnerable Muslim middle class by a charismatic leader could fuel the potential rise of populist politics in Indonesia.

Abstract:
From 2018 to 2021, the global landscape was significantly impacted by the COVID-19 pandemic. Indonesia, which faced the highest number of COVID-19 cases in Asia, demonstrated remarkable resilience in maintaining the Sustainable Development Goal 8 (SDG 8) trajectory amidst these challenging times. This study aims to scrutinise Indonesia's sustained commitment to sustainable development during the global economic downturn. Using a qualitative methodology and a comprehensive literature review, this study uses the Voluntary National Review (VNR) reports as its primary source. It assesses the achievement of SDG 8 based on the process step indicators established by Allen et al. (2017). Despite experiencing a recession for four consecutive quarters, the study finds that Indonesia has successfully met all the established indicators, although there are challenges and areas that require further attention.

The Great Reset has had a severe impact on the Chinese economy, with implications domestically, and on the global supply chain. One consequence has been the decline in the overall market demand in China, with a significant negative impact on infrastructure development and the labour industry. A unique aspect is a survey is to analyze the impact of COVID-19 on innovation and integration of digital technologies in China. The authors explicate the impact of the Great Reset on the Chinese economy, the implications on the supply chains that China is a crucial part of, and the global implications thereof.
