Abstract:: This paper argues that Somalia's Weberian state apparatus and legal-rational bureaucratic model need revision. Given the country's clan -based societal organization and dominant agrarian and pastoral economy, an alternative form of government that includes clan leaders, businesspeople, and urban-based nongovernmental organizations works best for Somalia. In such a system, the central government is a moderator articulating and aggregating diverse demands instead of power monopolizing. The success of the Islamic Courts and alShabaab Movement in working with the local population in their areas of control suggests that an informal form of government is more suitable for Somalia's traditional society than a formal system based on the concept of anonymous citizenship that is alien to the local value system. The unpropitious legacy of colonialism, and the failure of its democracy during the 1960s, leading to civil strife, wars, foreign intervention, and state failure that continue to grip Somalia validate the paper's research approach.

352. 18TH Constitutional Amendment: Implications for the Federation of Pakistan

Abstract:: Eighteenth Amendment to Pakistan’s Constitution has made the Prime Minister of Pakistan, and hence the parliament, stronger instead of the President by abolishing Article 58(2) (b) just as the ‘Glorious Revolution’ of 1688-1689 in England made the parliament stronger by abolishing ‘Divine Rights’ of the kings and paving the way towards the constitutional monarchy by passing the ‘Bill of Rights’ in 1689. Just as the ‘Bill of Rights’ constituted a new era of democracy in England, the 18th constitutional amendment has promised the same. Furthermore, this constitutional software has removed the Concurrent List from the Constitution of 1973, thereby assigning more administrative, legislative and fiscal responsibilities to the federating units. The paper finds that by the passage of the 18th amendment, concrete constitutional measures were taken to transform a ‘centralized federation’ into a ‘participatory federation’ and now it is the constitutionally-driven responsibility of the provinces to chalk out development projects, addressing the people’s demands through enhanced fiscal discipline and well-coordinated public policies at their levels. In addition, consensus over the 7th NFC award was an historically important event in the politicoconstitutional annals of the federation of Pakistan.

Abstract:: The manner at which public officials manipulates and won elections in Nigeria deeply depreciates the political value of the electorate and embolden such officials to refuse to be accountable to the masses. Thus, democracy in Nigeria has been profoundly endangered since Nigeria returned to democratic system of government in 1999 as a result of undemocratic practices, chiefly, the aspects that relates to elections and public accountability. At the center of these democratic misdemeanors in Nigeria is inherent lack of transparency and accountability of public leaders. This study therefore investigates perceptions of public accountability and its impacts on democratic stability in Nigeria with observations from Akwa Ibom State. The study articulated four objectives which translated into four research questions and four hypotheses. The Social Contract Theory was adopted for this study. The study also adopted descriptive research design and chi-square statistical technique to analyze the data collected. Research questionnaire was distributed to sample of 200 participants randomly selected from each of the three senatorial districts of Akwa Ibom State, totaling 600, which the researcher only retrieved 570 of it. The findings revealed among others that citizens’ views about the electoral processes influence their perceptions of democratic stability. The study recommended among others that the electoral processes should be very transparent to all citizens to enlist their trust and confidence in the political system.

354. Tolerance on Trial: Unearthing the Determinants of Political Tolerance among Youth

Abstract:: This research embarked on an investigation of the factors influencing political tolerance amongst young adults, specifically in the District of Sargodha. The primary focus of this study was to identify both individual and environmental variables associated with political tolerance in this demographic. The exploration scrutinized political tolerance in Sargodha's youth through the lens of various political and socio-economic determinants, including factors such as sexuality, educational attainment, political allegiance, and political mobilization. Furthermore, the study also assessed the influence of social capital, personality traits, and exposure to social media on the political tolerance of young inhabitants in the District of Sargodha. The research employed a quantitative methodology. Data collection was executed via a survey method, with a sample size of 431 students, derived using a multi-stage sampling approach from the target population. Insights gathered from the study reveal that a significant portion of students refrained from engaging in political dialogues with peers who share similar views or from participating in public assemblies organized by their respective political affiliations. Interestingly, these students prefer to utilize social media platforms as a conduit to express their political allegiance and opinions on pertinent political issues. The students also exhibited a substantial understanding and respect for varying political beliefs and ethnic backgrounds, asserting the importance of everyone's right to hold and express their viewpoints. This recognition and appreciation of the cultural diversity of political perspectives amongst different ethnic groups were prevalent amongst the majority of youth participants. Most notably, the consensus amongst these young adults demonstrated an acceptance, appreciation, and respect for diversity, thereby fostering an environment conducive to political tolerance within their society.

Abstract:: Through the ‘game changer’ project of China Pakistan Economic Corridor, China is aiming to stabilize its western part by promoting investment and economic development in its neighbour to the West, Pakistan, which will lead to a boost in the Pakistani economy through investments in infrastructure and construction of gas and oil pipeline. There is also the aim of reducing extremism in the Xinjiang region. However, there are several social, cultural and political changes that the project has the potential to bring about in Pakistan. This research work has made an attempt to understand the variousimplications of the China Pakistan Economic Corridor on Pakistan as well as how the COVID-19 pandemic impacted CPEC and the path ahead as the world slowly transitions out of COVID-19. Abstract:: Contemporary geo-political and geo-economics potentialities creates new horizons for the bilateral relations between states. These potential arrangements require security as a pre-requisite, both traditional and nontraditional domain. Pakistan Navy is dealing with these security threats from a comprehensive security approach. Through Task Force-88 and Task Force-150 as well as the Force Protection Battalion (FPB) for the security of CPEC from foreign actors, it has made enormous efforts to protect the China Pakistan Economic Corridor (CPEC) from new challenges and threats. This demonstrates that the People's Liberation Army Navy (PLAN) and the Pakistan Navy might accomplish compressive security through joint efforts. The protection and defence of sea lanes of communication (SLOCs) and the maritime-based economy are also enshrined in Pakistan's maritime doctrine. The Pakistan Navy's active engagement in Pakistan's security sector has also opened doors for the improvement of bilateral ties between various countries through the AMAN Exercises, a global collaboration of 45 nations to combat rising security threats.

Abstract:: Pollution is not a new marvel, yet it is still one of the world's most prominent human issues, with its driving reasons for sickness and demise. Human activities through urbanization, industrialization, and mining are major factors of worldwide Pollution. Both advanced and developing states share this impulse, even though cognizance and flexibility in advanced states primarily affect the security of their current situation. Although worldwide attention regarding Pollution, the effect is as yet felt because of its drawn-out adverse consequences. All kinds of pollution are discussed in this study. The majority of researchers emphasize the study of water pollution. The fundamental changes it makes to humans, animals, plants, soil, and the environment as a whole are what give it significance. The study discusses water pollution caused by dumping solid, carbon-based, and liquid materials into lakes and waterways that comprise toxic chemicals like lead, mercury, and metals. One of the most significant kinds of pollution from nuclear activity is harmful pollution, which occurs when materials flow into the water and become toxic and polluting substances. The majority of factories do not use pesticides and fertilizers to industrial drainage regulations, so the waste reaches the water. Additionally, home waste outflows contribute to water pollution. In addition, it focuses on the most significant causes of groundwater pollution and the stages of its usage and distillation, highlighting hygiene sources as the most significant sources of water pollution.

Abstract:: The article studies the dynamics of ethnic conflict in Balochistan and its relation to the paradigm of democracy in Pakistan during the first elected government in the Bhutto Era. Like many third-world countries, the language controversies in Pakistan have provoked ethnic and political conflicts. Due to disagreements over the national language, the government was unable to develop a constitution for nearly 9 years after independence. Though the dispute was theoretically resolved in 1956, it continues to haunt the state. Although Bhutto was an elected leader, his rule was not immune to ethnic conflicts. Ethnic sentiments garnered attention in Balochistan, triggering confrontations and secessionist tendencies. An insurgency began in Balochistan, causing harm to both the Baloch and the state, and it still exists. The article affirms that in this context, ethnic conflicts have political objectives; the main causes of such conflicts are political, such as under-representation in state institutions, unequal distribution of resources, economic disparities, and, in many cases, the state elite's reluctance to recognise the identity of a particular ethnic minority.

Abstract:: The study discusses about the emerging security challenges to Pakistan after NATO withdrawal from Afghanistan and Re-emergence of Taliban. After 19 years US signs an agreement and leaves Afghanistan in 2021. After withdrawal of NATO forces from Afghanistan, country faces alarming security concerns due to extreme hunger and poverty. To understand Pakistan's security dilemma, it is essential to analyze the Afghanistan’s current security scenario under the Talban government, foreign intervention in Afghanistan, Humanitarian crises, Pak-afghan relation, boarder issue, the movements in Pakistan and refugee crises, and then assess the security concerns of Pakistan due to Afghanistan crises after US withdrawal. Certainly, the Indian factor cannot be discounted during the study of Pakistan's security dilemma or south Asian security environment. Abstract:: In this age of social media and technological advancement, people are more connected than ever. People are connected to each other, to their physician, grocery and clothing store. They are shopping online and sending personal and intimate messages. People are being tracked wherever they go simply from their phones. These are the foot prints which they are leaving. The foot prints through CCTV cameras, their social media and their internet searches. Spy agencies use these foot prints for profiling and to keep citizens safe from antisocial elements. There is a draw back of these measures as they cost citizens of their fundamental right of privacy and most importantly, the breach of trust. Analytical approach has been employed to identify the risks involved into mass surveillance and data breach of the citizens. Right activists believe that this data is at risk and it might go into the hands of terrorists, populist far-right or authoritarian governments who in turn might use this data to target political opponents. In this fast-changing environment, national security paradigm is shifting in these recent times.

Abstract:: The social and historical investigation of China’s ethnic minorities was a major national political action in 50s-60s of the 20th Century, and it was of particular significance to the governance of the frontier, the maintenance of ethnic equality, and the long-term stability of China. In the era of underdeveloped information technology, the Communist Party of China (CPC) entered ethnic minorities areas, on the one hand, to understand the living conditions of ethnic minorities, and to facilitate the introduction of relevant supporting policies. On the other hand, the investigation process also publicized the CPC’s thought on governing the country, so that the people can more understand and trust the CPC, so as to promote national unity and political stability. Abstract:: All colonies got independence in the twentieth century through fighting or political movements against the colonizers or got independence without any struggle. mostly in these (post-colonial) states, military is dominant where political institutions are weak. Pakistan is one of these states, where army waged war against the democracy successfully and ruled directly half of the independence period. It indirect ruled the country through installing or dissolution of civilian governments. Now, they run the state from behind through giving instructions to the civilians, legalized its power using rivalry with India (Shah, 2020). Coincidently, during the military rule, Pakistan got economic well-being and remained stable (Burkey, 2010). It is now ray of hope that the military will disassociate itself from politics and become neutral. Abstract:: This qualitative study aims to analyze the impact of Saudi-Israel relations on the Middle East. The study also focused on the reaction of Arab countries to their bilateral ties and incidents that have arisen in the Middle East as a direct result of tensions between Saudi Arabia and Israel. The deteriorating condition of relations between Israel and Saudi Arabia wreaked havoc throughout the region. The United States plays a pivotal role in the politics of the Middle East; therefore, a nation that is willing to operate as the United States' right hand was sorely needed in the region. Israel, a country that is not recognized on a global scale, has set up shop in that vacated seat. Together, they aid proxy wars between Saudi Arabia and Iran, which contributes to instability in the region. Abstract:: The post-World War II era has seen a significant increase in peacekeeping missions, crucial in preserving international harmony and resolving conflicts in nebulous regions and states. Some United Nations members, including Pakistan, have made contributions to assist these operations. This study's main goal is to gain insight into Pakistan's participation in and commitment to UN peacekeeping efforts. The following article uses the qualitative research methodology. This paper aims to explain Pakistan's participation in United Nations peacekeeping Operations (UNPKOs) and the successes Pakistan has achieved in these operations. One of Pakistan's top foreign policy priorities under Article 40 of Constitution of Pakistan 1973 is to maintain international stability and security. Because of this, it has actively participated in United Nations peacekeeping missions since its creation. Pakistan has been an active member of the world community by contributing to 46 missions in 28 different countries and areas. Due to their calm demeanors and outstanding competence, Pakistani peacekeepers have been widely praised for their many successful operations and for winning the support of local populations. To date, 157 Pakistanis have also died in the service for this worthy purpose.

Abstract:: Western nations enacted harsh sanctions against Russia after its 2022 invasion of Ukraine. However, sanctions are rarely successful and policy makers should not expect sanctions to coerce Russia into a withdrawal. This article examines several concepts including the instrumental effectiveness of sanctions, the significance of state identity, the pitfall of mirror imaging, and aspects of prospect theory as they relate to the effectiveness of sanctions. Additionally, the weakness of sanctions used for moral signaling and the notion of sanctions as an act of war are considered. Recommendations are offered should policy makers continue to view economic sanctions as an attractive policy choice.

367. Plan Z: Reassessing Security-Based Accounts of Russia's Invasion of Ukraine

Abstract:: The debate on the origins of the Russia-Ukraine War is at an impasse. Many prominent realist scholars argue that Russia’s government chose to invade Ukraine as a last resort to reverse Ukraine’s Euro-Atlantic integration, which it viewed as a major or “existential” national security threat. Critics of this contend that Ukrainian accession did not seriously threaten Russian security, and that Putin launched the invasion in the hope of achieving one or more nonsecurity objectives. This article surveys the current debate, before evaluating one of Moscow’s key stated security concerns. It then identifies four empirical issues on which security and nonsecurity accounts make substantially different predictions. It concludes that in each case, the available evidence is difficult to reconcile with a primarily security-seeking interpretation of the Russian government’s war aims.

Abstract:: To undermine U.S. military strength, state actors are increasingly operating in the ambiguous environment between peace and war known as the “gray zone.” These actions test U.S. response by exploiting the West’s rigid notion of conflict. Soviet actions toward the United States and other nations during the Cold War shared many similarities with contemporary Russian strategy. There is no current uniform definition of the gray zone, and the United States has not developed doctrine to address this challenge. Russia has adapted Soviet Cold War techniques for the digital and globalized age and effectively integrates instruments of power against the United States by targeting seams within culture, maintaining ambiguity, and controlling narratives. Countering these tactics requires that the United States modify its mindset toward conflict and improve integration of its own instruments of power.

Abstract:: This article outlines the policy suggestion for Moldova and Ukraine to bilaterally invade the Pridnestrovian Moldavian Republic (PMR) to strengthen their respective national security interests. The article examines the historical background of Moldova and the PMR, otherwise known as Transnistria, to provide context for the relationship between the two actors. As the PMR has acted as a tool of covert foreign influence for Russia, it is recommended that Moldova and Ukraine act now to eliminate the risk of Russian influence and interference from posing a larger threat in the future for these states. This article conveys the reasons, risks, and benefits for a joint invasion of Transnistria. It details the justifications for such a proposed action, but it also outlines its possible consequences. The policy suggestion is further justified when viewed under the lens of defensive realism, contrasted with Russia’s aggressive expansionist actions under President Vladimir Putin. Finally, the article gives basic strategic and tactical suggestions on how to accomplish this task.

Abstract:: The Cold War computer arms race illustrates the military’s role in strategic competition. The Soviets bought and stole, versus creating computer technology themselves. A U.S.-led coalition integrated economic, diplomatic, and information mechanisms, embargoing computer technology to disadvantage the Soviets. President Ronald W. Reagan’s offset strategy integrated military power, openly demonstrating computer-infused weapons lethality that jeopardized Soviet quantitative military advantage. Abstract:: Cyber weapons have the potential to achieve strategic military aims in a manner that reduces physical harm, but they can also be used to enhance and expand the lethality of conventional weapons and tactics. When designed to collect private data, cyber weapons can facilitate assassination, kidnapping, torture, and other severe violations of human rights and international law. Russia’s invasion of Ukraine is not the first time that cyber weapons have been deployed for military purposes; however, it is likely the first example of cyber warfare tactics being deployed in a sustained and strategically significant manner in the context of conventional war. To assess the ethical character of Russia’s offensive cyber operations against Ukraine, it is helpful to leverage the principle of double effect, which enables a more precise evaluation of the relationship between the intentions that motivate an act and the effects of the act once it has been taken. Drawing on this principle, this article argues that Russia’s offensive cyber operations in Ukraine represent an unjust use of force and proposes ways of enhancing the ethical character of cyber warfare in future conflicts.

Abstract:: This article revisits the 2021 Global Posture Review’s determination for a status quo European force posture in the wake of the Russian invasion of Ukraine. Considering the poor Russian performance and attrition in the war, and the likely frozen conflict that will emerge, the article lays out the process by which the United States can draw down its permanent presence in Europe to refocus on the Pacific and restructure its relationship with the North Atlantic Treaty Organization (NATO), all while maintaining alliance unity. The article has two main recommendations. The first is a time line for a reduced U.S. force posture in Europe from the present to 2035 while placing more emphasis on a European role in NATO leadership. The second is focused on how to maintain strategic flexibility while reassuring NATO allies of U.S. commitment. It then identifies and provides mitigations for the anticipated risks associated with the recommendations.

Abstract:: When studying the strategic behavior of a foreign adversary, the act of mirror imaging one’s own conceptual frames often risks producing inaccurate assessments. To avoid such outcomes, some scholars promote the study of strategic culture as a framework for generating more empathetic analyses of foreign state decision-making. This article maintains that strategic cultural approaches are particularly useful for conceptualizing contemporary Russian understandings of confrontation in the information domain. To this end, it is argued that while contemporary Russian thinkers view information as a crucial asset in their country’s ongoing “struggle” with the West, Moscow’s use of informational nonmilitary means remains ultimately a critical, albeit subordinate element of a broader multidomain coercive strategy.

Abstract:: This article examines the threat analysis across Africa that should be included in Force Design 2030 for the United States Marine Corps to be deployed landward to Africa or seaward of the continent. It is a strategic guidance document examined from a threat analysis of China, Russia, Korea, Iran, and violent extremist organizations. Africa is not mentioned, and this is a notable omission given that high level interventions in the past to Africa have not been overtly successful. Given geostrategic significances and hot spots it is inevitable that the Marines will be deployed there again. This article examines lessons learned from failures in Somalia, Libya, and Lebanon and successes in Syria and Iraq as well as the experiences of others—France in Mali and Burkina Faso and United States Africa Command. Abstract:: The cyber domain emerged as a perfect platform for international struggle over power and influence. International powers are actively engaged in cyber proxy warfare due to the relatively low risk of escalation, various enforcement challenges, and the vagueness of international law within this realm. These indirect conflicts might lead some global powers to close or restrict their virtual borders to avoid or reduce the plausibility of cyber proxy warfare or unwanted foreign influence in general. The formation of such restricted networks, articulated in this article as “internet bubbles,” is already shaping within the realm of actors like Russia, China, North Korea, and Iran. The authors argue that liberal democracies like the United States might be at a severe disadvantage to fight against cyber proxy warfare due to legal and constitutional barriers. But at the same time, the emergence of platform governance and self-regulation might be proven as a new force within these proxy wars and reshape its boundaries.

Abstract:: A close examination of John R. Boyd’s concept of disruption as recorded in his 1987 presentation, “An Organic Design for Command and Control.” This article draws attention to a series of disruptive actions Boyd lists, including uncertainty, doubt, mistrust, confusion, disorder, fear, panic, and chaos, noting that the list begins with the mildest effect but that it progresses regularly toward collapse and chaos. The author argues that Boyd was specific in listing these effects in order and notes that this cycle could be developed into a useful effects spiral, which, once understood, can be catalyzed to enhance enemy disruption in a Joint all-domain operations (JADO) environment. In the postscript, this article argues that officers seeking to operate in a multi- or all-domain environment can benefit from a broad educational base to unlock creativity in approaching wicked problem sets. This creativity, when coupled with concepts like the effects spiral, can enhance traditional maneuver and combat, triggering an opponent’s collapse without the need for annihilation.

Abstract:: The application of artificial intelligence (AI) technology for military use is growing fast. As a result, autonomous weapon systems have been able to erode humans’ decision-making power. Once such weapons have been deployed, humans will not be able to change or abort their targets. Although autonomous weapons have a significant decision-making power, currently they are not able to make ethical choices. This article focuses on the ethical implications of AI integration in the military decision-making process and how the characteristics of AI systems with machine learning (ML) capabilities might interact with human decision-making protocols. The authors suggest that in the future, such machines might be able to make ethical decisions that resemble those made by humans. A detailed and precise classification of AI systems, based on strict technical, ethical, and cultural parameters would be critical to identify which weapon is suitable and the most ethical for a given mission.

Abstract:: Current human-machine dynamics in security affairs positions the human operator in the loop with artificial intelligence to conduct decisions and actions. As technological advancements in AI cognition, speed, and weapon sophistication increase, human operators are increasingly being shifted to an on the loop where AI takes more responsibility in warfare and defense decisions, whether tactical or even strategic. Abstract:: Technological innovation has historically been applied in war and security affairs as a new tool or means to accomplish clear political or societal goals. The rise of artificial intelligence posits a new, uncharted way forward that may be entirely unlike previous arms races and advancements in warfare, including nuclear weapons and quantum technology. This article introduces the concept of a singleton as a future artificial intelligent entity that could assume central decision making for entire organizations and even societies. Abstract:: The most recent surveys on the study of the connection between mutual military buildups, arms races, and military interstate disputes (MID) warn of research projects, especially in the case of the Greece-Turkey dyad, that have reached a stalemate. This is due to the difficulty of capturing motivations, which constitute the main variable that turns mutual military buildups into arms races. Using the Greece-Ottoman Empire and Greece-Turkey dyads as proof-of-concept cases, we advance a novel approach for analyzing the interrelation between mutual military buildups, arms races, and MIDs that can overcome that stalemate. We suggest a two-stage approach that focuses on the dyad as a unit of analysis. In the first stage, which we preset here, we use rivalry to divide dyad history into periods of differing subsistence military spending. We then locate periods of mutual military buildups in the different rivalry periods of a dyad history. We argue that this process provides a more nuanced and detailed grasp on the presence of mutual military buildups in a dyad. It also provides the foundation for the future second stage of analysis, where qualitative research can focus on the specific periods of mutual military buildups to unearth indicators of motivation.

Abstract:: Multiple-actor reality and the impact of different units, except the states in stratified structural relations, have become more apparent in recent international relations. Specifically, the rising role of Violent Non-State Actors (VNSA) in regions like the Middle East and North Africa, and their challenges to the sole and central position of states, reinforced this idea. Hence, comprehending the possible actorhood of these groups within the structural relations consisting of internal and external realms necessitates alternative concepts and challenging arguments. The Neo-Weberian approach, inspired by historical sociology, offers a grounded and balanced analysis of actors. This approach puts state-society at the center of attention and, thus, looks at all dimensions (both actor and structure) of social relations as ingrained in the theory of structuration. In this way, it seems to capture the complex interactions between actors and structural dynamics, as well as the dynamic transformation of both ontological realities. Along this line, this study intends to illuminate the intriguing aspects and certain advantages of the structuration approach by scrutinizing Hezbollah’s agency, which is a critical VNSA in the Middle East, and its impact on structural relations, as well as its evolution over time. In other words, as a modest contribution to the structuration literature, the mutual interaction between agent and structure is explored via a unique case. This study argues that Hezbollah emerged as a result of the preexisting structural realities and, during the process, it proved its agency and influential role on these stratified structural dynamics. To substantiate these theoretical arguments, the permissive structural conditions in the region and in Lebanon will be explained, and then Hezbollah’s impact as an actor on these structural realities will be surveyed with a special emphasis on Hezbollah’s role over two regional dynamics: Arab uprisings, particularly the Syrian internal war, and its now hegemonic position in Lebanese politics.

Abstract:: The end of the Cold War brought about new challenges and opportunities for Turkey in redesigning its foreign policy. The independence of the Central Asian countries, with which Turkey shares common cultural, historical, and linguistic features, prompted Turkey to rapidly adapt to the new environment in the post-Cold War world order. After three decades, Turkey’s engagement with the Central Asian republics has gradually increased and reached a level at which Turkey is capable of effectively combining its soft and hard power capabilities within regional parameters. Abstract:: The International Relations (IR) discipline is ascendant because of the theoretical and methodological divisions and controversies within. As it is mostly placed in the Non-Western IR category, Turkish IR is an interesting case in that it reveals the temporal changes of theoretical debates in IR and their local resonance from the purview of a geography that is jammed between the West and the rest. For this reason, this paper examines the literature on the Turkish School of IR (if there is any) and draws some conclusions regarding its current state. This research first utilizes the Teaching, Research, and International Policy (TRIP) surveys conducted by the International Relations Council of Turkey (IRCT) between 2007 and 2018. More extensively, the top 20 journals categorized under Google Scholar’s “Diplomacy and International Relations” list are coded based on their titles containing “Turkey.” Articles from the 1922–2021 period are then analyzed considering their authors, abstracts, and keywords. From this analysis, the study finds that studies focusing on Turkey have improved over the years, although there is a need for more theoretical and methodological advancements. As a “peripheral” country in IR, Turkey is still a subject of study by the “center” countries.

Abstract:: International Relations (IR) in Turkey has been assessed by scholars on topics, including but not limited to the need to increase contributions from Turkish IR scholars to theoretical discussions, the need for homegrown theorizing, and to improve the methodological quality of IR research originating in Turkey. This literature has revolved around the diagnosis of and prescriptions for what is referred to as the ‘disciplinary underachievement’ of IR in Turkey. Recently, an increasing number of scholars have focused on disciplinary self-reflection discussing the limitations and prospects in the state of the IR discipline in Turkey. Adding to this emergent literature, this paper identifies the reasons for the ‘disciplinary underachievement’ in Turkish IR. The paper discusses the conditions that hamper IR education in Turkey under three groups: 1) the structure and content of undergraduate and graduate curricula, 2) the state of IR as an academic discipline in Turkey, and 3) the state of IR literature in Turkish. The paper also offers suggestions for a prospective treatment to improve the state of the IR discipline and pedagogy in Turkey. It argues that an improvement in the quality of IR education has significant potential to contribute to further inclusion of locally produced IR knowledge into ‘global IR,’ which is widely cited in the existing literature as a significant sign of ‘disciplinary progress.

Abstract:: Aral: Pre-2020 strategies of misinformation and disinformation have evolved over the last 5 years but they have not been any less intense. In fact, they have potentially been at least as intense and sometimes more intense. The tactics have changed. Before 2020, the western world was not as cognisant or prepared to deal with Russian dis- and misinformation online. And so, Russian tactics were much more overt. In particular, what they would do was use bots and human trolls and sock pockets to spread mis- and disinformation. And bots were a big part of it.3 I think that now what you see more of is the amplification of real voices because those are harder to take down. So instead of putting a false narrative out there, they would do a search for real people creating the narrative they want to promote and then amplify that narrative through reshares, retweets, likes, and amplifications as best as they can. And when the platforms look at that, they say ‘we can’t take this down because the originator of the post is a real human being that we can verify as real, not a Russian spy etc.’

395. The attack-reconnaissance squadron as a new formula and a new quality of the attack helicopter squadron of the Polish Armed Forces

Abstract:: This paper takes a comprehensive look at the current state of army aviation attack helicopter squadrons of the Polish Armed Forces. The aim of the article is to present a concept for the functioning of the attack reconnaissance squadrons of the Polish Armed Forces, which takes into account the identified requirements of the Land Forces of the Polish Armed Forces in relation to army aviation on the battlefield and the current limitations in the functioning of the attack helicopter squadrons of the Polish Armed Forces. To meet this aim, qualitative research included interviewing, observation and the collection and qualitative analysis of texts and documents. The study revealed that it is necessary to organise attack-reconnaissance squadrons with a modular organisational structure including: a headquarters, a command company, three attack-reconnaissance companies, an aviation maintenance company and a supply company, capable of conducting autonomous operations in independent directions (areas). The squadrons should be equipped with new attack-reconnaissance helicopters and unmanned aerial vehicles as well as equipment for their technical and logistical support that will be part of their individual subunits. The results of the research are the basis for further, in-depth research on the issue of improving the functioning of attack helicopter squadrons, so that they are fully capable of supporting the land forces of the Polish Armed Forces in large scale combat operations.

396. The Zangezur corridor as part of the global transport route (against the backdrop of power games in the South Caucasus region)

Abstract:: The restoration of historical transport routes and the creation of new ones is a strategic objective of most states in modern times. Located at the intersection of the North–South and East–West transport routes, Azerbaijan is currently recognised as an important transport and logistics hub. Successful cooperation with European Union countries in this field is taking place. The East–West and North–South international transport routes passing through the territory of Azerbaijan are very convenient for cargo transportation in terms of distance and duration. This paper discusses the plausibility of the Zangezur corridor being used (which is mentioned in the tripartite agreement that dates back to 10 November 2020) and highlights its importance as an integral element of the global transit route. A comparative analysis of different transit routes was carried out, and the advantages of opening this corridor for all stakeholders was justified.

397. Managing the financial impact of cybersecurity incidents

Abstract:: The complex relationships of economic actors and the high dependency on information and communication technologies make it necessary for all relevant entities to develop protection. This protection should include preventive and reactive controls in a risk-proportionate manner in relation to the business value protected. We aimed to develop a solution to support cybersecurity-related business decisions with financial analytics. The risk-based approach helps management find the optimum solution with minimal costs, where protection prevents some incidents from occurring, while the risks associated with other incidents are accepted in an informed way. The security industry developed a number of apparatuses to find the optimum security controls that enforced the fiscal aspects, which typically contain solutions used in planning. However, the actual expenditure often differs from the planned budget for several reasons, one of which is the occurrence of security incidents. We used the common methodology toolset for financial analysis (NPV, NFV, risk assessment). We developed novel metrics based on these that can be used in cybersecurity management. Within the framework thus defined, the article discusses the economic context of the effects of incidents involving Meta (previously Facebook) services from 2016 to 2020. This paper introduces the ‘Effect of incidents’ metric to measure the impact of unplanned incidents’ on actual expenditure compared to the planned budget and the ‘Incidence of incident recognition’ metric to measure deviations of an incident’s impact as perceived by owners relative to the effect on the value of the assets. The paper also proves the applicability of those metrics using the example of Meta.

398. Defence expenditure and public debt in Greece: A non-linear relationship

Abstract:: The aim of this paper is to consider and evaluate the widely–used argument attributing the growth of the public debt of Greece in recent decades to the country’s defence expenditure. We employ a two-equation model that focuses on the determinants of the military debt and how this has affected the public debt. The source of our military debt data is the Hellenic General Accounting Office, an option taken to cope with confidentiality issues. Finally, we insist on focusing on the expenditure on defence equipment imports rather than the total defence spending that the literature mostly covers, for reasons extensively analysed. Our methodology firstly assumes a linear relationship between military debt and public debt. We solve the system using 3SLS to obtain consistent and efficient estimates to derive interesting policy implications. The employment of a non-linear quadratic form not previously adopted proves to be superior in terms of performance and reveals the complexity of the above relationship. These point to the conclusion that the defence equipment purchases made since the beginning of the eighties have not had a decisive impact on the public debt of Greece. The defence equipment purchases made since the beginning of the eighties represent a very low percentage of the total public debt of Greece. Moreover, these are considered to be an investment activity rather than consumer spending, which has been acknowledged in the literature as the primary cause of Greece’s high indebtedness and the ensuing economic crisis.

399. Conclusions from the use of aviation in the first half of the first year of the Ukrainian-Russian war

Abstract:: The aim of the article is to suggest a desirable direction in which the Polish air force, and indeed the air forces of other NATO countries, should develop so that they are better prepared for the challenges identified in the conflict in Ukraine so far. In order to achieve the aim of the research and answer the formulated research question, the collection and qualitative analysis of texts and documents, observation and interviewing took place. In order to have the ability to deter and gain air superiority during a defensive operation, the Polish air force, and air forces of other NATO countries, should have a large resource of fighter, multi-role, and fighter-bomber aircraft. An object-oriented multi-layer air defence of every military airfield needs to be organised and certain roads reconstructed as runways in the event of war. In turn, helicopter aviation units should be able to organise forward arming and refuelling points for helicopters to effectively support land forces. Attack helicopters should also have integrated fire systems that allow them to attack from a distance beyond the range of man-portable air-defence systems. All warplanes should be equipped with proven and modern systems of active and passive self-defence to make them less susceptible to enemy influence. To sum up, in light of the war in Ukraine, the article explains what aviation equipment is necessary and what actions should be taken to increase both Polish air force’s ability and other NATO air forces’ ability to perform tasks during wartime.

400. Defensive lawfare and deterrence: Analysis of Latvia’s approach to legal bases in the context of hybrid warfare (2014-2022)

Abstract:: Following the ‘hybrid form’ of Russian aggression in Ukraine that emerged in 2014, the period after February 24th, 2022 is referred to as the ‘new reality’. Hence, the question that needs to be addressed is how to deter and prevent Russian aggression of this kind. The national legal framework against the aggressor is a part of the deterrence policy and can be construed as defensive lawfare. Focusing on Latvia, the aim of the paper is to analyse defensive lawfare and deterrence in the context of hybrid warfare. The following research question has been identified: What is Latvia’s approach to establishing defensive lawfare in terms of hybrid warfare? For the empirical analysis, the chronological framework has been set from 2014 to 2022. To complete the empirical analysis of the present paper, both qualitative and quantitative research has been implemented comprising document analysis and semi-structured interviews, as well as content analysis, respectively. The improvement of a regulatory base and the development of deterrence, whilst using regulatory acts, is an element of deterrence and a way to act legally. The law can be used as a weapon. Lawfare, a concept with three definitions, has two forms: defensive a nd offensive. Latvia’s legal base includes a regulation to overcome hybrid threats and to implement a broad-spectrum of defence measures. Latvia’s regulatory framework is designed for defence purposes, whilst also being a way of promoting deterrence. Decision makers must be able to manoeuvre with the powers assigned to them.
