1. It’s All About the Benjamins: Why Banknotes Look As They Do, and Why You Should Care

Abstract:: In his classic treatise The Philosophy of Money, sociologist Georg Simmel asserts that money is “colorless” and “abstract,” a “system of numbers” that relentlessly promotes the rationalization and depersonalization of modern life.1 Simmel might be right about money, but banknotes are a different story. The banknotes of the world contain many colorful images of human beings, animals, landscapes, and other eye-catching features. What are the purposes of banknote iconography? What kinds of images best achieve those purposes? Does the art of the banknote still matter in the digital age? The answers to these questions also speak to broader issues, including the bases of social trust, the content of collective identities, and the power of visual politics. Some people think of physical cash as a relic of the old days of brick-and- mortar retail. It is true that credit and debit cards and digital means of payment are on the rise. Even the Monopoly board game no longer comes with its famous colorful paper money; instead, a voice-activated electronic “banker” processes players’ transactions and keeps track of their balances.2 Yet reports of the death of the banknote are highly exaggerated. Between 1990 and 2020 the value of cash in circulation soared worldwide from about $1 trillion to $7 trillion, and the annual rate of increase has been accelerating over time.3 The coronavirus pandemic that erupted in early 2020 caused a further spike in cash demand all over the world.4 A comprehensive study of 140 currencies found that the value of cash in circulation in 137 of those currencies rose in 2020 over the previous year while it declined in only three.5 The value of U.S. currency in circulation shot up by 16 percent during 2020, double the average increase of the previous 10 years.6 As of the end of June 2023, it stood at $2.3 trillion, or to be more precise, $2,342,265,000,000—almost 10 percent of U.S. GDP.7 In short, banknotes remain greatly in demand almost everywhere; and wherever there are banknotes, there is banknote iconography.

2. A Wall of Separation Between Money and State: Policy and Philosophy for the Era of Cryptocurrency

Abstract:: Throughout history, there have been two fundamental and interrelated debates over the creation and use of money.1 The first debate is whether money should be created by the market or the state.2 When money is created by private markets, individual currencies oper- ate in competition with each other, such that the value of any given currency is measured by its relative strength against the others. In contrast, under a system where the government has a monopoly over the supply of money, the sound- ness of the currency is ensured, if at all, by a set of institutional constraints to prevent its debasement. A second debate arises between those who believe that money should be a tool used by policymakers to achieve certain political, economic, and social ends and those who believe that money should be a neutral unit of measurement, like inches or kilograms.3 Today, central banks are tasked with mandates to achieve full employment, plug budget deficits, and spur real economic growth. The institutional challenge for governments is to decide how to balance these goals with the need for price stability. Discretion by central bankers with respect to these tradeoffs is intended to allow public officials to operate the system for the public benefit. By the same token, government discretion in the management of money creates the possibility of major failures—such as runaway inflation—if that discretion is misused.

3. FACTORS IN CONSTRUCTING INDONESIA’S PERSPECTIVES ON THE INDO-PACIFIC

Abstract:: The term “Indo-Pacific” became increasingly significant and was accepted by several countries, including Indonesia. The government welcomed the term as part of its foreign policy projection, which developed its unique perspective or interpretation, including inclusivity, a rule based on international law, and ASEAN’s centrality and cooperation for regional growth. This study would answer the question of how the concept of Indo-Pacific will be interpreted within Indonesia's unique context compared to other countries. Thus, this research aimed to describe several key factors in constructing the Indonesian perspective on the Indo-Pacific concept, particularly under President Jokowi’s leadership. This research applied qualitative with library methods from the primary and secondary data sources. This paper argued six factors that constructed Indonesia’s perspective on Indo-Pacific: maritime historical legacy; the “Bebas-Aktif” principle; ASEAN values; geographical position; and democratic values. The research concluded that Indonesia is one of the major countries that consistently championed the term “Indo-Pacific” within the regional and international spheres, with a “moderate” status in terms of its foreign policy implementation, which is mainly characterized by inclusivity and cooperation in the economy by constructively engaging all countries.

4. EXAMINATION OF DECISION-MAKING STRUCTURES’ PERCEPTIONS OF COMPONENTS ON THE INFLUENCES OF SME SUCCESS

Abstract:: Small and medium-sized enterprises (SMEs) have succeeded in being the main and dynamic pillar of national and international economies. Education and work experience is essential in increasing SMEs’ efficiency and competitiveness. The changing business environment has created fierce competitiveness among SMEs, requiring active interaction between managers/owners and stakeholders. As a result, this study aims to explore the influence of education, experience, using a business plan, and barriers on the success of small and medium-sized businesses. This research employed an online questionnaire for scientific research. Through ordered logistic modeling, we observed 336 answers from businesses using the qualitative approach. The study’s findings reveal that education and work experience have a statistically favorable influence on the performance of SMEs, whereas barriers have a substantial adverse influence. Findings on barriers are noteworthy in the context of this study since the governing institutions throughout the pandemic and later situations experimented with the measures adopted. The study also benefits SMEs and legislation authorities in understanding the critical concerns that are perceived as barriers to the growth and expansion of SMEs, resulting in the creation of even more sophisticated infrastructures to support sustainable development.

5. RETHINKING STRATEGIC AUTONOMY IN TIMES OF NEXT GENERATION EU: NEW DIGITAL AGENDA

Abstract:: The digital transformation of the global economy and society has accelerated after the Covid-19 pandemic. The European Union (EU), compared to China and the United States, is losing its capacity for innovation and control over data and fundamental raw materials and could even lose ground in the regulatory power it has in the digital realm. This paper pays special attention to the situation and progress toward a new European policy to achieve digital strategic autonomy. It also briefly outlines the Recovery Plan for Europe as a possible incentive for its promotion. Both descriptive and analytical methods were employed to gather the data from secondary sources and provide reliable research results. The major findings of this article are that strategic autonomy is an imperative requirement for sustaining and encouraging European integration, forcing the EU to advance faster toward developing critical digital technologies. There is also an urgent need to secure critical parts of supply chains and data protection, intellectual property, and defense against disinformation. Finally, the European Union must improve its resilience to face new crises and lead the digitalization of its economy.

6. THE IMPACT OF THE RUSSIAN-UKRAINIAN CONFLICT ON ARMENIA'S FOREIGN TRADE: A QUANTITATIVE ANALYSIS

Abstract:: This article aimed to provide a quantitative assessment of the impact of the Russian-Ukrainian conflict on Armenia’s foreign trade. The research problem was to analyze how the conflict influenced Armenia’s export and import patterns regarding geographical directions and product structure. The objectives were to examine the changes in trade turnover and identify shifts in geographical trade directions and trade structure. The study employed various statistical analysis tools, including dynamic series indicators, structural analysis, time series modeling, trend and moving average approximation, and extrapolation. Through these methods, the study evaluated the effects of the conflict on Armenia’s foreign trade. The key results indicated a positive impact of the conflict on trade turnover, with increased trade activity in various geographical directions. Export diversification was also observed as a result of the conflict. Notably, re-export played a significant role in the unprecedented growth of Armenia’s trade turnover during this period. In conclusion, the findings suggest that the Russian-Ukrainian conflict had a discernible influence on Armenia’s foreign trade, leading to changes in trade patterns and increased trade activity. The study highlights the importance of the re-exports role in analyzing trade dynamics.

Abstract:: More than 1,437 million people inhabit China. More than 91% are ethnic Han, leaving the rest divided into more than fifty groups officially recognized as minority nationalities. The history of China has seen clashes between some minority groups and the State, even of a secessionist nature. Some of them reach the present day, as in Xinjiang Uyghur Autonomous Region and Tibet. This article examines the weight that natural resources and other geopolitical benefits for the Chinese State can have in both territories. The working hypothesis is that these resources and benefits are essential for China's economic and geopolitical interests.

8. Comparative Analysis of Hedge Funds and Mutual Funds RiskAdjusted Performances

Abstract:: Collective investment schemes have been utilizing distinct investment strategies to exploit opportunities offered by the financial markets. Among the alternative collective investment schemes, hedge funds and mutual funds have been attracting great interest. The objective of this study is to compare the risk-adjusted performance of hedge fund strategies with mutual funds strategies. The hedge fund indexes and mutual funds indexes, which are calculated by different database providers are utilized for this purpose. In this study, the indexes from three database providers (Eurekahedge, Credit Suisse, Center for International Securities and Derivatives Markets (CISDM)) are analyzed for the 2008-2021 period using distinct performance measurement metrics as Alpha based on the Capital Asset Pricing Model (CAPM), the Sharpe ratio and Sortino ratio; moreover, the MSCI World index has been taken as a benchmark. The findings demonstrated that the majority of hedge fund indices performed better than the benchmark MSCI World and provide better risk-adjusted performance than mutual funds.

Abstract:: The World for Sale: Money, Power, and the Traders Who Barter the Earth’s Resources sheds light on commodity traders, crucial yet often overlooked actors in the global economy. The book is a collection of stories about them, how they get involved in political affairs, where they get their power, and how they work in the shadows. These stories from different times and places show the immense power of commodity traders. Methodologically, the book is mainly based on interviews with more than a hundred traders. Blas and Farchy also collected thousands of pages that detail the finances, business networks, and structure of commodity traders’ organizations (p. 11-12). The book consists of 13 chapters. Chapters 2, 3, and 4 are particularly important since they reveal how commodity traders operate by addressing the energy crisis that arose due to waves of nationalization in the Middle East in the 1970s and 1980s. The book’s main purpose is to reveal the role of despots and tyrants in the global economy by pointing out the unsavory aspects of their businesses, such as bribery and offshore banking. Since most of these methods are illegal and cannot be used by official companies and institutions, such commodity traders come to the fore.

10. Türkiye’s First 100 Years

Abstract:: Modern Türkiye (the official spelling of Turkey since 2021) sprang like a phoenix from the ashes in 1923, overcoming daunting odds. Its predecessor, the Ottoman Empire, had foolishly joined the war with the Central Powers in 1914 and naively thought its Arab subjects would remain loyal, only to have been utterly defeated and then dismembered. A rebellion led by the empire’s most famous war hero and leader, Kemal Ataturk, overthrew the last sultan, rejected an unjust treaty to divide up the country and repelled the occupying Allies. He established a contemporary republic based on popular will and modern law to begin a new history for the Turkish people. Born from the wreckage of war and national chaos, Türkiye now, one hundred years on, has become a formidable player on the global stage. World War One witnessed four empires – the German, Austro-Hungarian, Russian, and Ottoman – disappear from history. Of the four, the Turks were the most severely treated by the European victors. Little of Germany and none of the Austro-Hungarian states were occupied. Türkiye was. The country also was originally forecast to become a League of Nations mandate, losing its sovereignty, a punishment not assessed against any other Central Power. Türkiye’s victory at the negotiating table in the early 1920’s over the European Allied Powers and on the battlefield principally against the Greeks, who were encouraged by the British to invade Türkiye to recover territories, was a singular achievement. The final agreement – the Treaty of Lausanne – gave Türkiye its complete independence on October 29, 1923, with Mustafa Kemal as its first president. It was the only such treaty negotiated by a WWI Central Power state with the Allies.

Abstract:: In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

12. China and Nicaragua’s Deepening Embrace

Abstract:: In October 2023, Nicaragua signed an agreement with China’s CAMC Engineering Company (中工国际工程) for the reconstruction, expansion, and upgrading of the Punta Huete International Airport (Yicai, October 18). The company is a subsidiary of the conglomerate China National Machinery Industry Corporation (国际集团), also known as Sinomach (Sinomach, accessed November 15). Local and Chinese officials are touting the $492 million project as part of China’s Bridge and Road Initiative (BRI), reflecting a deepening of Daniel Ortega’s regime’s ties to the People’s Republic of China (PRC) (Global Times, October 18). Closer links between Beijing and Managua demonstrate that China’s economic statecraft remains central to its strategy to further penetrate Latin America and the Caribbean, a region of significant geopolitical importance to the United States. The sustainability of China’s economic statecraft, and BRI in particular, have come into question in recent months due to the country’s domestic economic problems. However, the Nicaraguan airport announcement signals that the PRC remains economically active in the region, and its ambitions have not wavered. This is something of which the remaining handful of countries that officially recognize Taiwan are well aware: Beijing’s attention to regional infrastructure continues, if more selectively than before, but only to those countries who have decided to forgo relations with Taiwan. Beijing is further extending its reach into the strategic underbelly of the United States. For Nicaragua, the restoration of diplomatic ties with China serves the geopolitical needs of President Daniel Ortega in distancing his regime from the United States and softening the blow of sanctions (imposed due to fraudulent elections and gross human rights violations), while providing a source of non-Western funds to finance infrastructure projects.

13. Hong Kong: The Keystone in China’s Economic Statecraft

Abstract:: The recent decision by Hong Kong to join China in banning Japanese seafood took many observers by surprise (Reuters, August 23). At first glance, the ban seemed an overblown reaction to Japan’s handling of nuclear wastewater, which many international bodies have deemed safe and compliant with established procedures. And while it is commonly understood that Hong Kong’s government is politically influenced by the Chinese Communist Party (CCP), many still believe in its economic autonomy. Considering the significant economic reliance of Japan on Hong Kong for its seafood trade, among other sectors, the ban startled numerous stakeholders (Nikkei Asia, August 25). However, the move is less shocking when Hong Kong is viewed as an integral cog in China’s economic statecraft machine. Traditionally, Western governments lack strategic foresight regarding Hong Kong’s long-term position. Often, this oversight stems from an inadequate comprehension of Hong Kong’s pivotal financial role relative to China, as well as an underestimation of its potential as a node for strategic leverage, both for and against China. China’s rise as a global superpower is inextricably linked to its adept use of economic statecraft, a fusion of economic might and strategic prowess. Its pressure on South Korea to stop the production of Taiwanese military submarines provides a recent example (Reuters, October 16). Hong Kong is a pulsating metropolis at the heart of this strategy. It not only exemplifies China’s ambitions but also acts as a crucial conduit for realizing them. There are two key strands of Hong Kong’s centrality to Beijing: its function as an economic lifeline to the global financial system and its role in the clandestine acquisition of technology and intellectual assets for China from overseas. The US and its allies must focus more on Beijing’s overt and covert leveraging of Hong Kong and think harder about what the city’s function should be in an era of de-risking, geoeconomic competition, and weaponized interdependence.

14. Ten Years On, How is the Belt and Road Initiative Faring in Indonesia?

Abstract:: “It is not merely talk, but it is about actually building something. From airports to railways, these are industries we can see and touch. This is exactly the sort of courage and real action the world needs right now.” So said Indonesian President Joko “Jokowi” Widodo about China’s Belt and Road Initiative (BRI) at the inaugural Belt and Road Forum for International Cooperation (BRF) in 2017 (BRF, May 14, 2017; Jakarta Globe, May 16, 2017). This year marks the tenth anniversary of this ambitious, globe-spanning infrastructure development project. Today, 151 countries and 32 international organizations have joined the initiative, which Foreign Minister Qin Gang recently described as a “global enterprise to build a belt of prosperity and a road to happiness” (Ministry of Foreign Affairs of the People’s Republic of China [PRC], January 20). A decade ago, Chinese President Xi Jinping launched the BRI with a series of speeches in Kazakhstan and Indonesia calling for a “Silk Road Economic Belt” and a “Maritime Silk Road,” respectively (Consulate General of the PRC in Toronto, September 7, 2013; China Daily, October 4, 2013). The following year, China announced the creation of a $40 billion Silk Road fund at the Asia-Pacific Economic Cooperation (APEC) summit in Beijing and a $20 billion Maritime Silk Road fund in Indonesia (China Daily, November 9, 2014). From the BRI’s inception, it has been clear that Southeast Asia and its largest economy— Indonesia—are intended to serve as a centerpiece of the megaproject (Global Times, November 16, 2022). Roughly two-thirds of all people of ethnic Chinese ancestry outside of China are in Southeast Asia. [1] The 142-kilometer (88 mile) Jakarta-Bandung high-speed railway (HSR) is one of the BRI’s flagship projects (China Brief, December 22, 2022). Indonesia also hosts nearly half of the eight overseas industrial parks that China has established across the Association of Southeast Asian Nations (ASEAN) member states: the China-Indonesia Economic and Trade Cooperation Zone, the China-Indonesia Morowali Industrial Park, and the China-Indonesia JuLong Agricultural Industry Cooperation Zone (China Development Institute, June 26, 2019). While Beijing has pulled back its overseas BRI lending—and Xi has exhibited some notable reticence toward hosting a third Belt and Road Forum—Indonesia challenges the broader narrative that the BRI is somehow fading away (Green Finance & Development Center, July 24, 2022). In the world’s fourth-most populous country, Chinese investment has continued apace, and both governments continue to champion the BRI’s ability to deliver “mutual benefit” and “win-win results.” Still, understanding Indonesia’s experience with the BRI requires closer examination of the history behind China-Indonesia infrastructure cooperation, major projects beyond the oft-discussed Jakarta-Bandung HSR and their impacts on the Indonesian public, and the extent of economic engagement between Jakarta and Beijing.

15. Managing the financial impact of cybersecurity incidents

Abstract:: The complex relationships of economic actors and the high dependency on information and communication technologies make it necessary for all relevant entities to develop protection. This protection should include preventive and reactive controls in a risk-proportionate manner in relation to the business value protected. We aimed to develop a solution to support cybersecurity-related business decisions with financial analytics. The risk-based approach helps management find the optimum solution with minimal costs, where protection prevents some incidents from occurring, while the risks associated with other incidents are accepted in an informed way. The security industry developed a number of apparatuses to find the optimum security controls that enforced the fiscal aspects, which typically contain solutions used in planning. However, the actual expenditure often differs from the planned budget for several reasons, one of which is the occurrence of security incidents. We used the common methodology toolset for financial analysis (NPV, NFV, risk assessment). We developed novel metrics based on these that can be used in cybersecurity management. Within the framework thus defined, the article discusses the economic context of the effects of incidents involving Meta (previously Facebook) services from 2016 to 2020. This paper introduces the ‘Effect of incidents’ metric to measure the impact of unplanned incidents’ on actual expenditure compared to the planned budget and the ‘Incidence of incident recognition’ metric to measure deviations of an incident’s impact as perceived by owners relative to the effect on the value of the assets. The paper also proves the applicability of those metrics using the example of Meta.

Abstract:: The ‘soft power’ can be brought forward and achieved for any developing country through softer means. Advertising (both direct and indirect approach) is a powerful tool for disseminating information to various stakeholders concerning the MSME sector. To introspect the potentiality of India’s MSME’s emerging power, the researchers attempted to answer the different components that shaped Indian industrialization over the years and also analyzed the direct and indirect audio-visual advertisements created on MSMEs to encourage entrepreneurial activities throughout the nation. The observation indicates that direct and indirect advertisements that promote and encourage the growth of entrepreneurship have their advantages and disadvantages; however, direct advertisements are proven to be preferred over indirect advertisements, while the reason behind it can be the dilution of concept or the prominence of commercialization.

Abstract:: Free trade is considered to make a positive contribution to both domestic and international economy because of the removal of trade barriers. The importance of free trade can be seen from the increasing free trade agreements between developed and developing countries. The involvement of developing countries in free trade agreements enables them to make efficiency and maximize the benefits of implementing free trade agreements. Developing countries however often do not get results that are as expected in the Free Trade Agreement (FTA). For example, Indonesia has not yet obtained the outcomes that were expected in the implementation of the Indonesia-Japan Economic Partnership Agreement (IJEPA). The results highlight that one fundamental factor for obtaining optimal benefits from a trade agreement is internal coordination prior to the negotiation process.

Abstract:: Hace menos de una década, el continente africano era prácticamente la última prioridad de la política exterior de Rusia. Atrás quedaron las décadas doradas en las que el peso de la URSS se hacía notar en niveles como la ideología, las infraestructuras, la economía, la política o el sector educativo. Ahora bien, ante el creciente aislamiento internacional, Rusia vuelve a apostar por el apoyo del continente mientras Occidente mira con preocupación tales esfuerzos. En 2019 tuvo lugar en Sochi (Rusia) el primer foro económico entre la potencia dirigida por Putin y África, un foro en el que se definieron las líneas maestras en política exterior del Kremlin. Era un claro anuncio: Rusia estaba de vuelta en el continente africano después de una larga ausencia, en concreto desde la disolución de la Unión Soviética en 1991. El artículo analiza si su presencia en África es una presencia tan alarmista como se presenta por la Unión Europea o la Casa Blanca.

Abstract:: This study problematises degrowth’s goal of abandoning economic growth as a policy objective on the grounds that its advocates base their arguments on a binary growth/no-growth dichotomy and unwittingly activate the same economistic frame as the growth paradigm. To explore a remedy against this pitfall arising from the conventional view of plurality that segregates study materials into distinctive categories and prioritises one of them, Bhutan’s policy of Gross National Happiness (GNH) is taken up. The policy does not lapse into the growth/degrowth trap, refrains from rejecting economic growth of all kinds, and instead ascertains its potentially diverse connotations. GNH accordingly weighs growth-related indicators on equal terms with various others concerning social, cultural, spiritual and emotional contentment. The holistic approach of GNH helps rectify the prevailing hegemony of economic growth and thus provides a more effective pathway for attaining a postgrowth order.

Abstract:: Covid pandemisi her alanda olduğu gibi ekonomik düzende de eski düzenden farklılıkları içerisinde barındırmaktadır. Bundan dolayı yatırımcılar, finansal varlık seçiminde daha dikkatli ve seçici davranmak durumundadırlar. Yeni koşullara uyum sağlayan yatırımcıların getirilerini artırabilme uyum sağlayamayanların ise zorluklarla karşılaşabileceği bir dönem içerisinde bulunulmaktadır. Bu yüzden çalışma, Türkiye’deki çeşitli finansal varlıklar arasındaki nedensellik ilişkisinin Covid döneminde farklılaşıp farklılaşmadığını belirleyebilmek için yapılmıştır. 29 Ocak 2018-10 Mart 2020 tarihleri arası Covid öncesi, 11 Mart 2020-22 Nisan 2022 tarihleri arası Covid dönemi olarak belirlenmiştir. Değişkenler arasındaki nedensellik ilişkisi Toda-Yamamoto testi ile araştırılmıştır. Covid öncesi dönemde gösterge faiz oranının diğer tüm değişkenlerin nedeni olarak belirlenirken Covid döneminde bu durumun ortadan kalktığı tespit edilmiştir. Covid döneminde CDS primi ve Euro/TL kuru değişkenlerinin gösterge faiz oranının nedeni olduğu sonucuna ulaşılmıştır. Ayrıca Covid döneminde döviz kurlarının çift yönlü nedensellik ilişkisi içerisine girdikleri belirlenmiştir. Son olarak Dolar/TL kurundan CDS primine doğru tek yönlü nedensellik ilişkisinin hem Covid öncesi hem de Covid dönemlerinde aynı kaldığı tespit edilmiştir. Türkiye’deki finansal piyasa ve varlıklar arasındaki nedensellik ilişkisi üzerinde Covid pandemisinin etkisinin olduğu sonucu ortaya çıkmaktadır. Bundan dolayı piyasa oyuncularının fonlarını yönetirken, ortaya çıkan yeni durumları göz önünde bulundurarak yatırımlarını gerçekleştirmeleri kendi fon getirileri açısından önem arz etmektedir.

Abstract:: Bir ülkedeki gelişmişlik düzeyinin ülke genelinde dengeli bir şekilde dağılması ve bölgeler arası farkın az olması önemlidir. Bunu gerçekleştirmek amacıyla hazırlanan bölgesel kalkınma planlarında, ülkeler bölgelere, bölgeler türlere ayrılmıştır. Bu bağlamda homojen, polarize ve plan bölge şeklinde üç farklı bölge türü vardır. Bölgesel kalkınma, bölgeler arası dengesizliklerin giderilmesi ve bölgede bulunan iktisadi ve toplumsal potansiyellerin faaliyete geçirilmesiyle refah düzeyinin yükseltilmesini ifade etmektedir. Türkiye’de özellikle 1950’li yıllardan itibaren bölgesel politikalar önem kazanmış ve ülkenin kalkınması için çok önemli bir politika olarak görülmüştür. Bu kapsamda ülkedeki bölgeler için birçok proje hayata geçirilmiştir. Güneydoğu Anadolu Bölgesi’nin sahip olduğu kaynaklardan faydalanılması fikriyle, bütünleşik ve çok sektörlü bir kalkınma projesi olarak Güneydoğu Anadolu Projesi (GAP), 6 Kasım 1989’da Resmî Gazete’de yayımlanan Kanun Hükmünde Kararname (KHK) ile başlatılmıştır. Bu proje 9 ili kapsamaktadır ve Cumhuriyet tarihinin en etkin şekilde uygulanan projesidir. Proje kapsamında master plan, bölge kalkınma planı, eylem planları ve kalkınma programları uygulanmaktadır. Günümüzde GAP bölgesindeki illerde başta tarım, enerji ve sanayi olmak üzere birçok sektör için iyileştirme süreçleri devam etmektedir. Bu çalışmada 2000’li yıllardan itibaren GAP kapsamındaki gelişmeler resmi veriler üzerinden incelenmiştir. Ardından seçilen sektörlerdeki gelişmeler ele alınmıştır.

Abstract:: Development professionals follow a few overriding admonitions. Two important ones are “do no harm” and “understand the local context.” A third traditional injunction has recently gained even more relevance: “Think globally and act locally.” Yet today, there is a growing need to “think globally and act globally.” Bilateral and multilateral donor agencies like USAID and the World Bank have appropriately focused their work at the national and subnational levels. Local ownership is still a valid principle of development. However, transna- tional issues and the global economic outlook are now overwhelming local development progress. Particularly in the Least Developed Countries (LDCs), climate-related disasters, the COVID-19 pandemic, and the consequences of the war in Ukraine are quickly erasing development gains and exposing global inequality even more dramatically.

Abstract:: Trinidad and Tobago when I served at Embassy Port of Spain (1977-1980) was a pleasant Caribbean backwater. U.S. interests were minimal—major American companies there, Amoco and Texaco, were well able to look after their own interests. Forty years later, the economy remains heavily dependent on the energy sector. Map of Trinidad & TobagoThe Consular Section, with six officers, was by far the embassy’s largest and busiest. I handled the political reporting on the opposition parties and contacts with the local trade unions, while a colleague was responsible for economic/commercial matters. The Ambassador and Deputy Chief of Mission dealt with the higher levels of the Government of Trinidad and Tobago (GOTT), but in fact their interactions were fairly limited.

Abstract:: Well into its second year, the Biden administration has continued to grapple with persistent foreign policy challenges while new ones have emerged: North Korea has not curtailed its weapons of mass destruction (WMD) programs; negotiations with Iran on resuscitating the Joint Comprehensive Plan of Action (JCPOA) remain stalled; and a Russian troop buildup near Ukraine may signal a potential invasion and full-scale conflict. In confronting these and other challenges, the United States continues to use economic sanctions as a mean of punishing, signaling, and coercing rivals into changing their foreign policy behaviors. As a tool of American economic power, policymakers often see sanctions as “Goldilocks” instruments that are “just right,” albeit ones that require time and patience to facilitate policy change.

Abstract:: Foreign Direct Investment (FDI) has been always associated with a high level of trade openness and freedom environment, and with a lower incidence of institutional corruption. Because it is assumed that a high level of international capital mobility makes foreign investors more cautious when there is a fluctuation in political stability and institutional transparency. Most American countries (except Canada and the USA) have been always related to a lack of transparency in their institutional and bureaucratic procedures, which conduct to important levels of corruption and in consequence, to other serious issues such as prominent level of violence, or even the inequality phenomena. This study investigates whether the variables of corruption indices, trade openness and inflation rates have positive or negative effects on FDI between Turkey and American countries. For analyzing this econometric model, it was gathered information from OECD, COMTRADE, TUIK, Heritage Foundation, UNCTAD, and the World Bank Database. The observed data correspond to a decade (2005-2014) and were only taken a sample of 14 American countries. The empirical results of the present study revealed that there is a positive correlation between the trade openness index and FDI; and, it was found a positive correlation between corruption index, inflation, and FDI. The increase in the corruption index causes a 41% increase in FDI inflow.

Abstract:: Since the beginning of this year, investment banks and international financial organizations, including the International Monetary Fund and the World Bank, have steadily downgraded their forecasts for the People’s Republic of China’s (PRC) GDP growth in 2022 to around 3.2 percent (Nikkei Asia, October 7). Most analysts agree that Beijing is in a difficult economic position, but the situation has the potential to become far worse due to off-balance sheet liabilities. Such debt risks defaulting, or may otherwise need to be covered by the central government. Another drag on the country’s balance sheet that has yet to fully hit home is the impact of Belt and Road Initiative (BRI) financing. Due to economic problems and debt crises in BRI partner countries, a large percentage of the initiative’s loans may have to be forgive or at least restructured. Before looking at its financing and hidden liabilities, it is necessary to establish an overall picture of the current PRC economy across a broad spectrum of indicators.

Abstract:: More than two years have passed since the People’s Republic of China (PRC) began imposing a broad range of restrictions on Australian trade in what is widely regarded to be a campaign of economic coercion. Despite the apparent sanctions affecting numerous Australian export industries with high exposure to the mainland market, there is now a broad consensus that Beijing’s efforts have been unsuccessful. [1] The measures had a negligible impact on the Australian macroeconomy and did not drive Canberra to make any policy concessions to address Beijing’s long list of ostensible grievances (Australian Department of Treasury, September 6, 2021). It is well established that economic sanctions often fail to change state behavior, typically because the political demands of the sanctioning state are too high. But most sanctions still impose significant economic costs on their targets. Curiously—despite a widely held view that Australia was highly vulnerable to Chinese economic pressure (Global Times, June 10, 2020)—Beijing’s campaign fell short and appeared poorly targeted. The overwhelming majority of affected Australian industries were able to redirect their exports to other markets without significant friction.[2] The economic costs of some barriers, such as those on barley, were significantly higher for China than Australia (Australian Bureau of Agricultural and Resource Economics and Sciences, June 2020). Some of Australia’s industries that are most reliant on the Chinese market were left untouched altogether. [3] If—as is widely assumed—China’s objective was to coerce, why did its apparent sanctions not hit the mark and asymmetrically impose politically significant costs on the Australian economy? Exploring this question can yield new insight into the dynamics shaping Chinese economic sanctions—an instrument of statecraft Beijing continues to employ regularly, including recently against Lithuania in 2021 and Taiwan in early August (PRC Charge d’affaires Lithuania, May 3; United Daily News, August 5).

Abstract:: China’s decade-long economic slowdown is accelerating. The pace has picked up since former U.S. President Donald Trump launched his trade war against China in early 2018, and even more so since the COVID-19 pandemic started in early 2020. This year has been particularly difficult as stubborn zero-COVID policies have ground the economy to a halt, further pushed by the bursting of the real estate bubble that had been China’s most important engine of growth for decades. Many ask themselves how much of China’s deceleration is cyclical and how much is structural, but also how much can be reverted. On the first issue, the cyclical element of the ongoing deceleration of the Chinese economy is clearly important and adds additional downward pressure to the well-known structural factors, such as aging and decreasing labor productivity.

Abstract:: Since the opening up of the Chinese economy by Deng Xiaoping in 1979, China has grown wealthy, but corruption has also become pervasive at all levels of the Chinese Communist Party (CCP). Corruption has been a part of Chinese business and governance for millennia, but despite the grand pronouncements of the CCP about eradicating corruption, it has not only endured under the current system but grown to extraordinary heights. Due to deeply entrenched corruption across the government, as well as the variable spread of economic benefits, this issue will remain a severe challenge for the CCP as the Xi Jinping era enters its second decade. The necessity for the state security agencies to support political control by Xi will also ensure that anti-corruption purges continue to impact the police and security agencies.

Abstract:: On June 10, the Foreign Office in Islamabad received a diplomatic communication from the Pakistani ambassador in Beijing (The News, June 13). China assured Prime Minister (PM) Shehbaz Sharif, who replaced former PM Imran Khan in April, that it is eager to work with the present government (PRC Foreign Ministry [FMPRC], June 17). China also confirmed the rollover of a $2.3 billion loan to Pakistan at a reduced rate, which is a great help to the cash-strapped nation (The Express Tribune, June 22). Furthermore, China agreed to extend additional financial assistance between $2.5 to $2.8 billion, and pledged to support Pakistan’s fragile economy through the multi-billion China-Pakistan Economic Corridor (CPEC) (Business Standard, June 29). Chinese leadership also urged the present government to reinvigorate CPEC projects, which were neglected under Imran Khan’s government (The News, June 13; Business Recorder, June 15). However, PM Sharif’s government has inherited a plethora of problems and issues plaguing progress and causing delays in the execution of projects that fall under the umbrella of CPEC.

Abstract:: Pity the class of 2022. The job market in China has long been a gauntlet for college graduates as the country’s largely industrial economy does not generate sufficient opportunities in the knowledge industries to satisfy the career aspirations of its growing number of college graduates. However, prospects for the current crop of jobseekers are particularly grim with a record 10.76 million college students graduating this year (Wuhan Evening News, May 24). Recent graduates must navigate an intensely competitive labor market where demand for jobs greatly outstrips supply due to the negative ramifications of the dynamic clearance zero-COVID policy, which has led to mass hiring freezes and layoffs. Regulatory crackdowns on private businesses, which reached a crescendo last year, have fostered uncertainty in the technology and private education industries, sectors where many graduates had previously found work (South China Morning Post, March 20). According to the annual “College Student Employability Survey Report” released by the recruitment firm Zhaopin (招聘), only 46.7 percent of graduating college students had received job offers as of mid-April, which is down from 62.8 percent last year (Hangzhou Daily, April 28). Not only have fewer graduates found work, but those that have, are earning less this year with an expected monthly salary of 6,295 yuan ($939), a six percent decrease from 2021.

36. China and Sri Lanka’s Debt Crisis: Belt and Road Initiative Blowback

Abstract:: Sri Lanka is in the grip of an unprecedented crisis. For several months, the country has been reeling under a severe foreign exchange crisis. In early May, Foreign Minister Ali Sabry said that its usable forex reserves were just $50 million (Daily News, May 5). As a result, Sri Lanka has been forced to suspend repayment of $51 billion worth of debt owed to China, Japan and other foreign creditors (The Hindu, April 12; The Island, April 13). The country has also been unable to pay for imports of essential commodities, and has experienced serious shortages of food, fuel and medicine (The Island, January 15). The economic crisis has in turn triggered a political crisis. Public anger has boiled over onto the streets. Angry protesters have been calling for the resignation of President Gotabaya Rajapaksa and his brother, Prime Minister Mahinda Rajapaksa (Colombo Telegraph, April 7). The Rajapaksa family has dominated Sri Lankan politics for decades and several members of the family are in positions of power as ministers, legislators or heads of corporations and departments. Sri Lankans want the entire clan out. Some of them, including Mahinda, resigned under public pressure in recent months (Island, April 17). Although Gotabaya remains president and under the country’s executive presidential system, continues to wield enormous power, it is evident that the influence of the Rajapaksas has declined. The unfolding crises in Sri Lanka have implications beyond the island. China is among Sri Lanka’s largest bilateral lenders and has played a big role in the island’s infrastructure development. Sri Lanka is a part of China’s Belt and Road Initiative (BRI). Despite China’s pledges that BRI would boost Sri Lanka’s economic and social development by transforming it into “the hub of the Indian Ocean”, Chinese loans are widely believed to have pushed the country into a ‘debt trap’ (Embassy of the People’s Republic of China in Sri Lanka, June 16, 2017). How have the crises impacted China’s image in Sri Lanka and will the decline of the Rajapaksas, widely regarded as ‘pro-China,’ impact Sino-Sri Lankan relations? Finally, will the Sri Lankan crises affect the fate of BRI?

37. Future Global Policeman? The Growing Extraterritorial Reach of PRC Law Enforcement

Abstract:: The recently signed security agreement between the Solomon Islands and the People’s Republic of China (PRC), along with the support of Chinese police to the Solomon Islands government to suppress social unrest in November 2021, highlight the increasing international deployment of PRC law enforcement (China Daily, April 2). This deployment follows several decades of expanding PRC international law enforcement activity, which is intended for extraterritorial enforcement action, seeking the return of fugitives, and as part of China’s engagement with other countries. The 2021 violence in the capital, Honiara, led to destruction in the local Chinatown and the subsequent deployment of Chinese police officers, who have previously provided equipment and training to the Solomon Islands. The China Police Liaison Team is led by Zhang Guangbo, an officer of the rank of Commissioner third class, who stated that the deployment is intended to protect the safety of Chinese communities in the Solomon Islands as well as to contribute to the overall stability in the islands (Embassy of the PRC in the Solomon Islands, March 4). There has been considerable unease in wider region over the expanded deployment of Chinese police officers to the Solomon Islands. The governments of Australia, Japan, and the United States have all criticized the security pact, and have raised concerns that the deployment of Chinese police officers could lead to a future military presence. Australian Minister for Foreign Affairs Marise Payne stated on March 25 that “Australia is aware of the proposed draft Security Cooperation agreement between China and Solomon Islands…We would be particularly concerned by any actions that undermine the stability and security of our region, including the establishment of a permanent presence such as a military base” (Australian Ministry for Foreign Affairs, March 2022). In response to these concerns, the Solomon Islands High Commissioner to Australia has said that if Chinese police officers were called on for assistance they would be under the command of the Royal Solomon Islands Police and stated that “We will try and do our best in terms of dealing with them to make sure that what is happening in other countries where, like Hong Kong, doesn’t happen in our country” (Solomon Times, 6 May 2022).

38. China and Pakistan: Strains in the All-Weather Partnership?

Abstract:: China and Pakistan have formally launched Phase II of the China Pakistan Economic Corridor (CPEC), a flagship venture in China’s ambitious Belt and Road Initiative (BRI). During Pakistani Prime Minister Imran Khan’s visit to Beijing on February 3-6 for the Winter Olympics, the two sides signed a Framework Agreement on Industrial Cooperation to kick off the second phase of CPEC, which will focus on the development and industrialization of special economic zones (SEZs) (Pakistan Today, February 4). The joint statement issued at the end of Khan’s visit noted that “the two sides signed or concluded a number of agreements / MoUs, covering bilateral cooperation in areas of economic and technical, industry, investment, infrastructure, space, vaccine, digitalization, standardization, disaster management, culture, sports, and vocational education” (for the full text of the China-Pakistan joint statement see People’s Republic of China, Ministry of Foreign Affairs, February 6). According to Pakistan’s Special Assistant to the Prime Minister (SAPM) on CPEC Affairs Khalid Mansoor, CPEC’s second phase will attract multi-billion dollar investments to Pakistan. Representatives of around 500 Chinese companies met with Khan in Beijing, and per the Prime Minister’s remarks to Pakistani media following the visit, expressed interest in investing in industry, agriculture, information technology, infrastructure, housing and construction, mining and oil refining (Business Recorder, February 8). The big question, however, is whether this ostensible interest from Chinese businesses will translate into hard cash commitments. China is concerned over the deteriorating security situation in Pakistan. In the run-up to Khan’s visit, Pakistani militants carried out several major attacks in the country. On January 17, the Tehreek-e-Taliban (TTP), also known as Pakistani Taliban, opened fire on a security checkpoint in Islamabad (Dawn, January 19). A few days later, the newly formed Baluch Nationalist Army (BNA) carried out a bomb attack in a busy market in Lahore (Express Tribune, January 20). Hours before Khan left for China, Baluch militants struck again, this time attacking security forces’ camps in Panjgur and Naushki in Baluchistan province in southwestern Pakistan (Dawn, February 2). Then on February 5, the TTP killed five Frontier Corps personnel at a security checkpoint in Pakistan’s Khyber Pakhtunkhwa province (Dawn, February 7). Last year, Pakistan suffered 207 terrorist attacks, a 42% increase over 2020, according to a study by the Pakistan Institute of Peace Studies, an independent think-tank based in Islamabad. Fatalities from terror attacks increased by 51% over the previous year. [1] Worryingly for Beijing, Pakistani militant groups have increasingly threatened Chinese nationals. Four of the attacks in 2021 targeted Chinese nationals and at least 17 Chinese workers were killed in these attacks. As China and Pakistan move into Phase II of CPEC, the safety of Chinese projects and personnel in Pakistan will be a key concern.

39. The China-Pakistan Economic Corridor Hits Bottom in Balochistan

Abstract:: In early January, several hours of heavy rain exposed poor infrastructure and exaggerated claims of massive development in Gwadar. The largely deserted port city sits on the Iranian border in Pakistan’s southwestern Balochistan province, which is wracked by poverty, militancy, and violence. Despite its challenging location, Gwadar has long been touted as the crown jewel of the much heralded China-Pakistan Economic Corridor (CPEC), the $62 billion megaproject connecting western China with the Arabian sea (China Brief, January 17, 2020). On January 4, heavy rains disrupted routine activities, forcing schools, restaurants, and shops to shut down. The town’s main streets and roads, as well as its tiny airport, were flooded (Twitter/KiyyaBaloch, January 4). Cars floated down roads and people used small wooden dhows to navigate flooded streets. Local reports claimed that in the remote southern parts of Gwadar, thousands of people fled their homes (Dawn, January 5). In the city center, which is about three miles from the seaport where the China Overseas Port Holding Company (COPHC) is building a $250 million coastal port, officials from the Pakistan Disaster Management Authority (PDMA) said floodwaters had reached heights of four to six feet (ARY News, January 4; Balochistan Times, January 4). As Gwadar has fallen on hard times, residents have blamed Beijing and Islamabad for ignoring them in their CPEC megaproject plans. The governments of both China and Pakistan claim that they are modernizing Gwadar by building a well-equipped hospital, parks, technical colleges, modern roads, an industrial park, and a seaport. For years, Chinese and Pakistani officials have claimed that this coastal backwater would soon compete with Dubai, Singapore, and Shenzhen to attract huge foreign investment. However, the currently poor state of Gwadar’s infrastructure underscores that this narrative remains illusory. The rain and flooding have wreaked havoc in Gwadar as it grapples with huge protests demanding better civic facilities and an end to economic injustices. Some have called the recent protests a struggle for civil rights, while others have labeled the movement — the “Baloch Spring” (Dawn, January 2). In December, the protests, which lasted for more than a month, became a heated topic of discussion on Pakistani social media. However, the protests attracted only modest international media attention, and were officially called off on December 16. While it is too early to determine the full impact of the protests, Pakistan Prime Minister Imran Khan and the Chief Minister of Balochistan province have formed a committee to address protesters’ concerns.

40. China-Lithuania Tensions Boil Over Taiwan

Abstract:: After Lithuania decided to open a Taiwanese Representative Office in July 2021, China responded with an all-out diplomatic and economic pressure campaign against the Baltic nation of 2.8 million people. The Chinese government expelled the Lithuanian ambassador, recalled its own ambassador from Vilnius in August, and downgraded Lithuania’s overall diplomatic status in China (Xinhua, August 10, 2021). In response, Lithuania announced a diplomatic boycott of the upcoming Beijing Winter Olympics in protest of China’s human rights abuses, even before the United States, Australia, Canada, and Britain announced their own Olympic boycotts (LRT, December 2, 2021). “Anyone who would choose Lithuania as an enemy has also made an enemy of the United States of America,” former U.S. President George W. Bush told a crowd of thousands gathered in the capital city of Vilnius in 2002 (Radio Free Europe/ Radio Liberty, November 25, 2002). Back then, Bush lauded Lithuania’s entry into NATO and pledged that its people would no longer stand alone against external aggression. Two decades later, rapidly intensifying tensions between Lithuania and China are putting Bush’s famous words to the test. As Lithuania looks to its democratic partners in the EU and U.S. for support amid a firestorm of Chinese sanctions, the response has been mixed and somewhat uncertain.

41. Critical Event Analysis to Terrorism in an Emerging Economy of Pakistan

Abstract:: The widespread suffering caused by terrorism has been discussed at length in the media. Unfortunately, there is a relative paucity of empirical research on the nature and causes of terrorism. The present study examines the issue of terrorism quite modestly, but nonetheless significantly. It finds the root cause that generates numerous other causes which increase the incidence of terrorism. This study is unique in terms of its step-by-step implementation of analysis. In the first phase, the study applies thematic analysis and reveals the general causes of terrorism. In the second phase scrutiny of general causes is done to find the root cause of terrorism and finally, multinomial logistic regression is applied to ensure consistency between the results. Multinomial logistic regression reveals that coefficients of all interaction terms are significant, indicating that the effect of religion, geographic location, international players, and communications technology on terrorism depends on legislation and its strategic implementation. Like Ukraine, Pakistan is geographically significant for international players with respect to the containment of China and trade. Weak legislation in Pakistan facilitates international players not only to change the regime of the country but also to create terror groups that misuse religious schools. This study suggests that legislation must be implemented gradually through strategies; otherwise, policy implementation may have an adverse impact. Legislation helps to protect a country from terrorism in two ways. Firstly, it reduces the likelihood of terrorism entering, and secondly, it helps to combat existing terrorism. Based on the findings, this study also recommends counterterrorism, security officials have to work covertly in the media and other sectors which can impact the severity of terrorism in the country; this entails adopting mimicking factors. We expect that the present study will contribute to social and political improvements and have beneficial effects on the economy.

The present study analyzes how Pakistan‟s conventional economic outlook can be transformed through the CPEC. While harnessing the power of Pakistan as a „trade route‟, the CPEC has the potential to reshape transport & security options, increase the cost-effectiveness of goods, and widen the scope for new and existing businesses. it will develop a networking coherence among agricultural & industrial hubs and connect special economic zones (SEZs) with the rest of the country and beyond. Abstract:: The blue economy is the development of sustainable economic growth preserving the marine ecosystem. The concept of a blue economy emerged after the UN Rio+20 conference held in Rio de Janeiro in 2012. South Asian maritime nations are facing serious economic problems. They all have excessive oceanic resources and different maritime economy sectors like shipping, coastal tourism, fishing, etc. This research explores the challenges which are associated with these maritime economy sectors of South Asian littoral states. This study also intends to find out the possible options available to earn more through the maritime sectors to improve their current social and economic conditions. A case study design has been used in this research. Interviews have been conducted from maritime experts for this case study. India is the largest South Asian country in terms of population and technological advancements. It is investing a lot in the tourism and shipping sector to become a strong blue nation. Pakistan’s blue economy sectors have vast potential, but there is a need to formulate favorable policies and considerable investments to utilize all these resources. Bangladesh is putting positive efforts toward sustainable development in the coastal tourism, fishing, and shipping sectors. Maldives is famous for the best beaches and tourist destinations. Sri Lanka’s maritime economy sectors have faced many ups and downs, which affected her blue economy growth. This research concludes that the future of maritime South Asian states is related to the development of the blue economy. All these littoral states should work together and find out strategies for regional development.

Abstract:: The US withdrawal from Central Asia, Russia-Ukraine conflict and diverted great-powers’ competition from the region necessitate and drive the Central Asian region to revive historical links and open up in southern direction. The circumstances also induce Russia to open up trade routes to South via Central Asia. Central Asia with prudent regional approach may move from a “shatter belt” status (a region torn by internal strife and external intervention) to strengthened regionalism in the absence of direct great powers’ competition. The changed geo-political and geo-economic situation presents new opportunities to Central Asia, Afghanistan and South Asia for developing the Central-South Asia economic corridor, though accompanied with challenges within Afghanistan. The paper argues that the recent changes in the situation of the region provide additional space to the Central Asian countries for political maneuver to address the issues of security and development by materializing Central-South Asia economic corridor.

45. COVID-19 Implications for China's National Security

Abstract:: The COVID-19 pandemic began in March 2020 and China has since been under public scrutiny for neglecting the first signs of this global health challenge and for its lockdown strategy. Although lockdowns have not lasted for long, China needs to confront the political, social, and economic implications for its national security. The paper aims to fill a gap in the knowledge and investigate aspects of China’s national security in light of the pandemic. The study is based on desk research using secondary data and statistical and comparative analysis. It also employs an inductive method to build general theorems. The Chinese government can be seen as successful in dealing with the pandemic because of a low death toll and minimal economic losses. By early February 2022, only 106,863 Chinese had been diagnosed, and 4,636 had died from the virus. China also achieved enviable economic success and, its output grew by 18.3% year on year in the first quarter of 2021, the fastest rate since the 1990s, and it was the first major economy to withdraw its pandemic stimulus. China consolidated its position in low-income countries and improved its image as a global leader in trade by supplying vaccines, masks and ventilators, and strengthened its geopolitical standing. It will face threats from other countries working on a joint approach to the challenges posed by Beijing and while the aftereffects of the crisis can be seen, it also fears that they might further affect China's national security.

46. Evolutionary Possibilities of Democratization and Atavistic Nationalism: A Comparative Study of Unrecognized States

Abstract:: The question of how rising atavistic nationalism will affect democracies worldwide is an essential one of our time. In this paper, I focus instead on conducting a comparative historical analysis of atavistic nationalism in two unrecognized states: North Cyprus and Taiwan. I argue that the democratic crisis of our times is, in its essence, economic and has been precipitated by the failure of democracies to build domestic capacities to support democratic values. Furthermore, I posit that engaging populaces at the local political level will prove essential to preserving democracies around the world. I conclude by underlining that atavistic nationalism is indeed a significant threat to regional and global peace and requires further co-operation on trade and governance, and should be engaged at the local level. Lastly, I suggest that co-creating local cultures that will act to soften atavistic nationalism, which feeds off the perception of threats and fear.

47. Should the State or the Market Provide Digital Currency?

Abstract:: Private commercial banks have been providing trusted money to the public for hundreds of years, in the form of banknotes (where allowed) and transferable deposit balances, as an integral part of their business model. Economically, money balances are a private good: they are rival in consumption (you and I can’t both simultaneously spend a given banknote or deposit balance) and excludable in supply (you and your bank can stop me from spending the funds in your wallet or account) (White 1999: 89). Accordingly, the market does not inherently fail to provide money efficiently.

Abstract:: Conflict is a complex phenomenon that dwells in the domain of human relations. It rears its head when interests clash, opinions differ, needs fail to be met, agreements are breached, and the parties involved fail to find common ground for peace, or to continue relating to one another. Conflict can mutate and develop new dimensions. It can occur at the interpersonal, sectional, racial, ethnoreligious, national, regional, continental and international levels. Wars start as smaller-scale conflicts. Once a certain group in a given population continues to feel aggrieved, marginalised, frustrated or threatened, conflicts will likely arise. But human societies also make efforts to prevent conflicts before they occur, manage them when they do, and resolve them to sustain peace. Conflict handling thus includes the phases of prevention, management, and resolution. Prevention entails early efforts to avoid the occurrence of conflict. Management entails efforts to contain it. Resolution entails the de-escalation of conflict. It involves negotiation on the conditions or materials of dispute, reopening interaction, increasing cooperation, fostering positive attitudes, building trust, and sustaining peace among the parties.

49. The policy of the People’s Republic of China towards Central and Eastern Europe in 2012-2020

Abstract:: In the second decade of the 21st century, the Middle Kingdom, which had huge financial surpluses, became the world’s largest exporter of money capital, which meant that investment policy became the main element of China’s foreign policy. In the case of Central and Eastern Europe, the 16+1 (17+1) format, containing both investment policy and soft power elements, has become the basic tool of the general policy of Middle Kingdom. This article aims to define the basic principles of China’s policy towards Central and Eastern Europe. For this purpose, the following general hypothesis was formulated: Chinese policy in Central and Eastern Europe consists of presenting the countries of this region with initiatives that do not go beyond the sphere of declarations and serve as a bargaining chip in relations with Germany, the country with the greatest potential in the European Union. The general hypothesis gives rise to detailed hypotheses that were verified in individual parts of the article with the use of the comparative method. The reasons most often mentioned in the literature on the subject, such as economic, cultural, social, and political differentiation of Central and Eastern European countries, legal barriers resulting from EU legislation, insufficient recognition of the region’s needs by the Chinese side and asymmetry of expectations of both parties, undoubtedly largely contribute to the lack of effective Sino-CEE cooperation. However, they cannot be considered decisive because similar problems occur wherever Chinese companies appear. However, in many regions of the world, despite these obstacles, mutual economic relations are more dynamic than in CEE. The reasons why the potential of the 16+1 (17+1) format has not been properly used can be found primarily in the context of German-Chinese relations.

Abstract:: The coronavirus pandemic that struck in late 2019 has affected the world profoundly, and Japan is no exception. But the direct impact on Japan has been relatively small considering the number of cases of infections and deaths relative to the size of Japan’s population, particularly considering its elderly population and high density. For instance, among the G7 countries, Japan has had the fewest cases of infections (4,690 per million population as of May 2, 2021) compared to 32,276 in Canada, 40,620 in Germany, 64,804 in the United Kingdom, 66,828 in Italy, 86,283 in France, and 99,652 in the United States. Similarly, among the G7 countries, Japan has had by far the fewest number of deaths (81 per million population as of May 2, 2021) compared to 638 in Canada, 996 in Germany, 1,601 in France, 1,776 in the United States, 1,870 in the United Kingdom, and 2,004 in Italy. This chapter argues that although the direct disruptions to Japan resulting from the pandemic have been less than to the other G7 countries, the effect of the pandemic on other nations with strong geopolitical importance to Japan—in particular, the United States and China—coupled with changes in Japan’s domestic political and economic environment have accelerated changes in geopolitical posture and direction that were already in progress in Japan. The fundamental geopolitical challenge facing Japan is how to ensure its military security, political independence, and economic prosperity in the face of a less reliable and less predictable United States and a more powerful and more assertive China. For Japan, the ideal resolution of this challenge is to maintain positive and constructive relations with both countries, while recognizing the reality that even as economic ties with China—whether in trade, investment, finance, tourism, or the exchange of people—are growing relative to ties with the United States, political and security ties (and the sharing of common values) with the United States remain the centerpiece of Japan’s foreign policy. Given this context, it is only natural that Japan would seek to diversify and strengthen its relationships with other countries, regions, economic arrangements, and international organizations and institutions. This diversification, which could be seen since the end of the Cold War in the early 1990s, has gained momentum in recent years, and the pandemic has served only to accelerate it. The analysis proceeds through the examination of the following: 1) pandemic chronology; 2) Japan’s domestic politics; 3) relations with the United States; 4) relations with China; 5) Japan’s diversification strategy; and 6) conclusions.

Abstract:: After almost 75 years of existence of the State of Israel, its foreign policy has maintained a certain continuity. Some prime ministers such as David Ben Gurion, Menahem Begin, Isaac Rabin have taken some turns in foreign policy that in the long term will condition Israel's future. Last summer Benjamin Netanyahu left the government after more than twelve years in office, becoming the longest-serving Israeli leader. Throughout these years, Benjamin Netanyahu has introduced important structural reforms in the country. One of these fields has been foreign policy, where he has implemented his own doctrine, the Netanyahu Doctrine. This article will try to present the fundamental points that make up this foreign policy doctrine. An interpretative approach will be adopted using the most important speeches of Benjamin Netanyahu. / En los casi 75 años de existencia del Estado de Israel, su política exterior ha mantenido una cierta continuidad. Algunos primeros ministros como David Ben-Gurión, Menahem Begin, Issac Rabín han dado giros a la política exterior que, a largo plazo, han condicionado el futuro de Israel. El pasado verano Benjamín Netanyahu salió del gobierno después de más de doce años en el cargo convirtiéndose en el mandatario israelí que más tiempo ha permanecido en el cargo. A lo largo de estos años, Benjamín Netanyahu ha introducido importantes reformas estructurales en país. Uno de estos campos ha sido la política exterior donde se puede considerar que se ha instalado una doctrina propia, la Doctrina Netanyahu. Este artículo tratará de construir los puntos fundamentales que componen esta doctrina de política exterior. Abstract:: Tax consciousness means to follow the changes in tax legislation and obtain adequate information regarding tax practices. It is not possible to mention tax compliance without having sufficient tax consciousness. Therefore, efforts to increase tax consciousness are important. If attempts start at an early age, it can be beneficial. In this context, this study aims to reveal tax consciousness levels for university students regarding the impact components of tax consciousness. The data was obtained from 385 students who study at the Faculty of Economics and Administrative Sciences at Hitit University through questionnaires. The collected data were analyzed by using the Statistical Package for Social Science (SPSS) version 19. The result of this study demonstrated that 67% of students who participated in the survey believe that education in the family has a substantial role in the improvement of tax consciousness.

Abstract:: For most Russians, the collapse of the Union of Soviet Socialist Republics (USSR) in 1991 was highly disorienting, if not traumatizing. They were sud- denly living in a new world. Many appreciated the newfound freedoms (of speech, association, religion, travel, and limited economic entrepreneurship) bequeathed by Mikhail Gorbachev’s reforms. Still, however much they appreci- ated Gorbachev’s ending of the Cold War, Russians had to get used to a long list of shattering losses. Their country was no longer a distinct, multi-ethnic civilization or an acknowledged “great power” that could take pride in its history. The economy was collapsing amidst deepening shortages of consumer goods, while organized crime climbed above ground to demand protection money and collude with state and party officials to strip state assets.1 Abroad, the country was a lonely “has-been.” The states of Eastern Europe were no longer military allies or vassals, and Russia could no longer claim to be the virtuous leader of an anti-imperialist “world communist movement.” The USSR’s prior claims of being a “global power” were nullified by the parlous state of the Russian military and the country’s economic dependence on the West in the wake of the collapse. The only international status indicator that remained was the claim of being a nuclear “superpower.”

Abstract:: South-South Cooperation (SSC) is an innovative, forthright, and ambitious means to expand collaboration between countries with a similar economic profile. Over the past decade, it straightforwardly imposes within West African states’ practices. Indeed, as time passes, many countries have developed significant technical capacities and know-how that they can share. To formalise such sharing of experiences and best practices and raise it to another and higher level, it was essential to hand over this role to a supranational organisation with more tools and experience to coordinate the exchange. In that effect, In West Africa, states leaned towards the Economic Community of West African States (ECOWAS), which gathers 15 member states and which is the main catalyst for promoting exchanges and sharing within the sub-region. The study provides an overview of the South-South partnership promoted by ECOWAS on the economic and social aspects through an exploratory documentary study while providing the levers of development for this partnership. The study's main aim is to assess the importance of SSC for ECOWAS member states sustainable development. Abstract:: Following the II. World War, there was a huge devastation and without state intervention it was not probable to reconstruct infrastructure and reinvigorate industry. Under these conditions in order to rejuvenate the economy and heal the havoc of the war, state intervention was pleased by large parts of society. Keynesian-Weberian structures accordingly were associated with development until mid 1970’s but in that time Weberian large bureaucracy was connected with poor performance, inefficiency and financial deficit. The proposals to rehabilitate the illnesses of Keynesian Weberian state were based upon neo-liberal principles and called New Public Management which became vogue in Europe and suggested to limit the boundary of state activities. One of its concrete outcome is huge transfers of state owned assets and public services to the private sector. Following the privatization and pervasion of the market, the boundary between public and private blurred which created a growing suspicion upon the violation of public interest on the part of citizens. This article aims at contributing to understand the nature and principles of both sides upon major areas.

60. The Impact of Corruption on Nigerian Enterprises' Performance: An Empirical Study

Abstract:: This study aims to assess the effects of corruption on Nigerian enterprises performance using data from the World Bank's Enterprises Survey, (Panel Data) for the years 2007, 2009, 2014. The Pooled Regression Model was applied. The corruption measured by six indicators divided into two groups, graft incidence and perceived need to make bribe payments. Graft incidence measures enterprises experienced request for a bribe payment across five types of applications, namely (1) an electrical connection, (2) water connection, (3) phone connection, (4) construction-related permit, and (5) total annual informal payment to public officials. While the perceived need to make bribe payments based on the answer to the question: (6) It is said that establishments are sometimes required to give gifts to public officials to ‘get things done’. The study found that the enterprises experienced a statistically insignificant bribe payment for the water connection and construction-related permit are statistically insignificant. Meanwhile, the level of firms expected to give gifts to public officers "to get things done", especially related to the sale and purchase of fixed assets significant and positively affect the enterprises' performance. As for the total payments to the public officers is significant and has negative effects, which indicates the medium or long terms impacts. This may be explained by the fact that developing economies are characterized by formal institutional flaws such as ineffective public administration and weak rule of law. It can also be explained by the theory of transaction cost, which states that the high transaction cost leads to a decrease in profits and thus poor performance. Unlike other studies, this study indicates that corruption represents an obstacle to Nigerian enterprises’ performance. The argument is that public authorities should move away from increasing the costs of corruption by improving the performance of public officials and implementing standards of transparency. Entrepreneurs also must search for alternatives to avoid paying bribes, such as leasing financing and so on.

In this regard, the China-Pakistan Economic Corridor (CPEC) is the key route; thus, also repeatedly termed as the flagship project of the BRI. Abstract:: The estimated world population for 2030 is 8.6 billion people, one billion more than the current 7.6 billion (UN 2017). The same study points out that nine countries will account for more than half of this population growth, with five African nations among them (Nigeria, Democratic Republic of Congo, Ethiopia, Tanzania and Egypt), in addition to three Asian countries (India, Pakistan and Indonesia) and one country in the Americas (The United States). In this work, we present an overview of the megacities, large cities and global cities of seven countries in Sub-Saharan Africa, which, according to the UN, is the continent’s fastest growing region in population terms. These countries, with the cities that stand out on the international scene, according to the analyzed authors. Still in 2030, two thirds of the world population will live in cities, which will produce 80% of the planet’s GDP, with megacities appearing again in Asia, Latin America and Africa (UN 2017). The increase in the cost of living in these superclusters is certain, as well as in small and medium- -sized cities. However, it is in the global and millionaire cities where cutting- -edge urbanization occurs, although they are not the fastest growing cities in population terms, according to the UN (2017). Therefore, we bring here examples of these cities that become increasingly segregated.

Abstract:: For more than twenty-eight years, following the disintegration of the Soviet Union, Russian-Georgian relations have been a substantial ground for mutual confrontation, sharp dispute, and a lack of trust. Continuous tensions and disagreements have adversely affected efforts to achieve a proper balance in bilateral relations between the neighboring countries and resulted in a number of direct and indirect confrontations. Whilst the Russian president seeks to restore Russia’s great power status, regain its past glory and control strategically important regions of the former Soviet space, Georgia, from the very first day of independence, tries to maintain its sovereignty and territorial integrity, develop modern state institutions, strengthen democratic values and integrate into the Euro-Atlantic structures. The paper aims to study Moscow’s current foreign policy strategy towards Georgia following the ‘Rose revolution’ and argues that Russia’s military intervention in Georgia, in August 2008, was a clear illustration of classical realism used by a great power in the XXI century. Russia actively uses hybrid warfare and regularly employs economic leverage on Georgia to eventually achieve its political ends in the Caucasus region.

In this manner, and over a hundred branches throughout Turkey with thirteen commercial banks were included in the study. In the study, the financial performances of deposit banks were calculated using the Total Assets, Total Loans and Receivables, Total Deposits, Total Equity, Number of Branches and Number of Employees used for analysis. According to the analysis results, Ziraat Bank is the best bank in 2018. The best bank in 2019 is Ak Bank. The worst bank in 2018-2019 is Deniz Bank

By assumption, the Walrasian auctioneer knew the appropriate prices necessary to equate quantity supplied with quantity demanded in each market. In addition, the auctioneer knew when and by how much to adjust prices when an exogenous factor changed such as income or production technology. Trade only occurred at equilibrium prices so that markets cleared. No market participant chose or changed prices; it occurred exogenously. Kenneth Arrow recognized the lack of real world mechanisms to determine and adjust prices in competitive markets. He identified a logical gap in the perfectly competitive model. He wrote that “there is no place for a rational decision with respect to prices as there is with respect to quantities” (Arrow 1959: 42). Prices exist independent of consumer and firm behavior. A complete model would have to provide a solution to the conundrum.

Abstract:: In the decades since the founding of the People’s Republic of China (PRC) in 1949, wild swings have occurred in the way that American media outlets view that country. At most times, a herd mentality is evident, as a large percentage of news stories portray China in one particular fashion, although there always are some dissenters from the dominant narrative. The nature of that narrative sometimes shifts rapidly and dramatically, however. During some periods, the prevailing perspective has been extremely hostile, with nearly all accounts seeing the PRC as a monstrous oppressor domestically and an existential security threat to the United States. That was the case for more than two decades following the communist revolution, until Richard Nixon’s administration suddenly altered U.S. policy in 1971–1972, and Washington no longer treated the PRC as a rogue state.

Abstract:: Despite growing recognition that GDP measures everything except deeper and meaningful aspects of life, conventional development approaches continue to centrally measure poverty, implement policy and operationalize practice in narrow economic and technical terms, without adequate attention paid to the holistic and interconnected nature of development as lived and experienced by those intended as its beneficiaries. The Royal Kingdom of Bhutan represents a rare context for the study and operationalization of a living development alternative that challenges GDP-metrics. The nation is best known for the articulation and practice of an innovative alternative and sustainable development path, exemplified in Gross National Happiness (GNH). In the contemporary context, it continues to be at the forefront of developing and advancing GNH as a unique and holistic development approach that values happiness and wellbeing of people and sentient beings. However, GNH is prone to popular misunderstandings of its concept, principles and manifestations within Bhutan, and subject to superficial and problematic scholarly analysis, hurried comprehension and limited due diligence in the international context. This paper makes a modest but concerted effort to respond to the dilemmas and challenges of understanding facing GNH by exploring its epistemological and historical foundations, and disentangling multiple meanings manifested in eight different forms. In doing so, it aims to contribute greater clarity to a growing body of multifarious writings on the subject, and more specifically, to an emerging body of scholarly literature on GNH by shedding explanatory light to the way it is conceptualized, operationalized, practiced, understood, internalized, and continuously undergoing change as it is refined and deepened over time.

Abstract:: At the end of 2019, quasi-revolutionary popular protests forced the resigna- tion of two prime ministers in Lebanon and Iraq. With these protests came the opportunity for political and economic reforms that were as wide-ranging as those called for during the 2011 Arab uprisings. The challenge was to steer the public energy of city squares into policies that would affect genuine institutional change and improve the economies of both states. More recently, the COVID-19 pandemic and the oil price crash have had calamitous consequences for Iraq and Lebanon’s rank and file. Lebanon faces hyperinflation, increasing food insecurity, and the collapse of its middle class. Meanwhile, Iraq’s government cannot meet its monthly payroll, has not fostered an active private sector, and has failed to create robust financial institutions—Iraq’s banking sector has been described as a “monetary dystopia.”1 Although economic prospects look bleak in the Levant, there is still a way out of this. It is time to bring in forensic auditors, apply cur- rency controls, and consider a regional approach to recovery. Those who benefit from the status quo will fiercely resist reform, but they can be circumvented by taking reform plans directly to the people by way of referendum. The future lies in going back to those marching in the squares.

Abstract:: The European Union’s (EU) impact on the political governance of the European neighbourhood is varied and sometimes opposite to the declared objectives of its democracy support policies. The democracy promotion literature has to a large extent neglected the unintended consequences of EU democracy support in Eastern Europe and the Middle East and North Africa. The EU has left multiple imprints on the political trajectories of the countries in the neighbourhood and yet the dominant explanation, highlighting the EU’s security and economic interests in the two regions,cannot fully account for the unintended consequences of its policies. The literature on the ‘pathologies’ of international organisations offers an explanation, emphasizing the failures of the EU bureaucracy to anticipate, prevent or reverse the undesired effects of its democracy support in the neighbourhood.

Abstract:: The following paper studies three main questions: First, What is the association between increasing concentration and labor and profit shares? Second, is this effect different across sectors? Third, is this effect uniform across advanced economies? The paper finds that while there is a negative relationship between concentration and labor share and a positive relationship between concentration and profit share, the result is more pronounced in the United States than in similar advanced European economies. Moreover, the results are stronger for the manufacturing sector than for the services sector. The paper concludes that this evidence suggests that deviations from perfect competition are likely explained by declining competition in the U.S., whereas these secular trends, such as heterogeneous technology adoption and the declining price of capital, are more likely at play in Europe. Consequently, the paper prioritizes pre-distribution over redistribution.

Abstract:: The China-Pakistan Economic Corridor (CPEC), the central component of China’s Belt and Road Initiative (BRI) in South Asia, has been a source of significant attention and controversy (China Brief, January 12, 2018; China Brief, February 15). Parts of South Asia, the Middle East, Central Asia, and Europe, however, are also host to another ambitious infrastructure program: the “International North-South Transport Corridor” (INSTC), a transportation development plan first established in 2000 by Iran, Russia and India. The INSTC envisions a network to connect Indian Ocean and Persian Gulf ports and rail centers to the Caspian Sea, and then onwards through the Russian Federation to St. Petersburg and northern Europe.

Abstract:: In March 2019, Italy and the People’s Republic of China (PRC) signed a broad and comprehensive, albeit not legally binding, Memorandum of Understanding (MoU) for Italy to join the Chinese-led Belt and Road Initiative (BRI). This has triggered a significant debate—in Brussels as well as in Washington—about whether this decision signalled an Italian shift away from its historical pro-European and pro-Atlantic position, to a more nuanced position open to deepening strategic ties with China. The MoU is not definite proof of such a shift, and the Italian government has denied any strategic change. However, Italy is the first major European country, and the first Group of Seven (G7) member, to formalize its participation with the BRI project. As such, this development is particularly remarkable.

Abstract:: Winter 2019 marked the 40th anniversary of the 1979 Islamic Revolution in Iran. The anniversary celebrations occurred in the midst of a difficult era of socio-economic turmoil, the return ofَ U.S. sanctions, and deepening political infighting in the Islamic Republic. Tensions between the government and the people are especially high. The tectonic plates of social change have been shifting below the surface in Iran over the past two decades, with major discontent erupting in the past year. While the country’s political facade appears largely unchanged, tensions and fragmentations among the ruling elite have deepened. Economic conditions are fast deteriorating for the average citizen, while political repression remains a harsh reality. Iran’s citizens, who have clung to hope and the possibility for change through decades of domestic repression and isolation from the global economy, struggle to remain hopeful. Collective fatigue stemming from years of isolation from the global economy, as well as domestic economic hardship, compounds the disappointment Iranians feel from unfulfilled political promises. The Iranian government has repeatedly failed to carry out promised reforms; in recent years alone, President Hassan Rouhani has proven unable to carry out his promises to “open up Iran politically, ease rigid social restrictions and address human rights abuses.” As this situation continues, Iran risks despair and chaos.

Abstract:: This article reviews the ways in which various actors in Turkey have used the terms ‘Eurasia’ and ‘Eurasianism’ since the end of the Cold War. It presents two arguments. First, compared to Russian Eurasianism, it is difficult to talk about the existence of a ‘Turkish Eurasianism’. Yet, the article employs the term Turkish Eurasianism as a shorthand to describe the ways in which Eurasia and Eurasianism are employed in Turkey. Second, Turkish Eurasianism is nothing but the use or instrumentalization of Eurasia to create a geopolitical identity for Turkey that legitimizes its political, economic, and strategic interests primarily in the post-Soviet space, but, from time to time, also in the Balkans and Africa. Various Turkish state and non-state actors have used Eurasia to mean different things and justify different goals: reaching out to Turkic Republics, being pro-Russian, creating a sphere of influence in former Ottoman lands, or, recently, cloaking anti-Western currents.

In her book, Forgotten Americans: An Economic Agenda for a Divided Nation, Isabel Sawhill proposes a “radical centrist” response of promoting social responsibility, increased vocational and private sector training, and social insurance reform. While inequality is an important issue that needs an immediate response, Sawhill misdiagnoses both the economic and political roots of inequality and proposes a narrow solution that ironically is not radical but parallels much of the policy that created current inequality and Trumpism.

Abstract:: During the past two decades, the U.S. government infrastructure has ground to a halt for a variety of reasons, particularly due to deficit reductions, military spending, health care, and overall party-line budget disagreements, but even more recently on border security and immigration. Regardless of party politics and the daily administrative drama in the White House, how does one of the wealthiest countries in the world prepare for the impact of making war and defending peace within these economic and political constraints? Authors for this issue of MCU Journal address the economics of defense and how those costs impact nations. Aside from the economic costs the United States bears for its defense, the articles in the Spring issue of MCU Journal will demonstrate there are other costs and unique limitations faced by America and other nation-states. For example, smaller nations such as Oman must rely on technologically advanced allies for their defense support. Long-term political costs also may apply to these nations, as James Lockhart’s article on the Central Intelligence Agency’s intervention in Chilean politics discusses. There are also other ways to wage “war” that are discussed in this issue; for example, looking to the past, President Thomas Jefferson attempted to wage a trade war against Great Britain and France to maintain U.S. trade neutrality and, looking to the present and future, governments must address the real costs of cyberwar. Finally, we must consider the political and diplomatic costs associated with U.S. servicemembers and their work in foreign states, but also the relationship repair they must rely on to keep the peace.

Abstract:: President Trump has delivered on his promise to shake up Washington, arguably nowhere more so than in the policy space of international trade. President Trump’s trade agenda has challenged more than seven decades of bipartisan policy commitment to seeking lower trade barriers at home and abroad through negotiated agreements. While President Trump pays lip service to pursuing free trade and eliminating tariffs, his trade policies so far have been marked by higher U.S. duties on a range of products, from washing machines to steel. Under Section 301 of the Trade Act of 1974, the administration has imposed duties on $250 billion of imports from China, with those duties set to escalate in 2019 absent an agreement with China. And under Section 232 of the Trade Expansion Act of 1962, the president is threatening to impose a 25 percent duty on imported automobiles in the name of national security. The Trump administration has renegotiated existing trade agreements with Canada, Mexico, and South Korea, but its modifications are as likely to restrict trade as expand it. One of the president’s first actions after assuming office was to withdraw the United States from the pending Trans-Pacific Partnership, which would have eliminated almost all duties with 11 trading partners around the Pacific Rim, including Japan.

84. An Analysis of the PBOC’s New Mobile Payment Regulation

Abstract:: In 2016 alone, China saw $9 trillion in mobile payments—in contrast to a comparably small $112 billion of mobile payments in the United States (Abkowitz 2018). The use of mobile payment systems such as Alipay and WeChat Pay are widespread in China, with users ranging from beggars to lenders to criminals. Previously, the mobile payments landscape was largely untouched and unregulated by the Chinese government because of its relative insignificance in the Chinese economy. However, with the explosive growth in mobile payment transactions, the People’s Bank of China (PBOC) implemented a new mobile payment regulation on June 30, 2018. Most notably, the government will require all mobile payments to be cleared through the PBOC, and hence, all mobile payment transactions will begin to touch the hands of the Chinese Communist Party (CCP) (Hersey 2017). The PBOC’s stated reasoning for implementing this regulation is to curb money laundering and fraud. While those are valid concerns, it is unlikely that there are not additional motivations for the new regulation. In this article, I analyze the effects this new regulation has had and will likely have on the various mobile payment system stakeholders, competitors, and users, and also uncover what underlying motives the PBOC has in implementing the regulation.

Abstract:: Two decades ago, when China economically entered Western Europe for the first time, two dominant narratives emerged. The first one claimed that China’s involvement constitutes a great development opportunity for European continent; the other one declared that it’s a serious security threat. Those two discourses on China remain dominant until now and the opportunity vs. threat dichotomy can now also be applied to Chinese’s policy towards Central and Eastern Europe. Th e answer for the dichotomy is both. China’s engagement means a great opportunity for development for Central and Eastern Europe. Th e success, however, is uncertain. It may never fulfill due to external factors and the drawbacks may overshadow the benefits.

Abstract:: Bhutan is one of the fastest growing economies in the world. Its GDP grew from a $167 million (M) in 1985 to approximately $2.51 billion (B) in 2017. Annual GDP growth rate has been between 6-8 percent in the past decade, and with a per capita GDP of $3,096, the country is expected to graduate from the Least Developed Countries (LDC) by 2021. The traditionally agrarian economy is gradually transforming with the declining share of agriculture in respect to the increasing contributions to GDP from secondary and tertiary sectors (Table 1). High economic growth has been driven largely by investment associated with hydropower development and the share of manufacturing and service industry fall below that of comparable middle-income countries (World Bank, 2017).

Abstract:: It is logical to expect that quantitative and qualitative changes in Bhutan’s export during the period of Ugyen Wangchuck should be corresponded by similar changes in her imports. For one thing, when a country’s export grows over a longer period, the accumulation of foreign exchange in that country enables her to import more. Indeed, since both exports and imports, especially their growth and diversification, depend on the changes in the domestic economy (along with changes in the rest-of-the-world), in most cases do we observe simultaneous changes in both these fronts. The present article seeks to assess to what extent Bhutan’s import changed during the years of the First Monarch. The organisation of the study is as follows. While section I seeks to measure the quantitative aspect of change in Bhutan’s import during the study period, the following two sections discuss the changes in the origin and composition of her import respectively. Section IV gives the summary.

Abstract:: The original Tibetan concept of kidu (skyid sdug 1 or more informally kidu) has been variously considered as welfare, selfhelp and assistance. In the context of Bhutan, the concept has closely linked the moral authority of the monarch with the economic needs of the public. The paper considers both the politicisation of kidu (the competition for political space and authority by politicians of the First Parliament, against the received authority of the monarchs) and the de-politicisation of kidu (by the monarchs, notably through land-grant authority reaffirmed in the 2008 Constitution, the establishment of the Kidu Foundation and in other practical ways). Kidu rights and the authority of the monarch is reviewed, with especial attention to the future prospects of either diminution or extension of these rights in the future, as the kingdom endeavours to establish “Democracy with Bhutan Characteristics.”

89. The China-Russia-North Korea Triangle After Kim Jong-un's Turn to Diplomacy

Abstract:: The triangle of Beijing-Moscow-Pyongyang has great significance for the geopolitics of not only Northeast Asia, but the globe. It played a critical role in the 1950 launching of the Korean War, when the Cold War took shape. It became the subject of much speculation in the 2000s, when the Six-Party Talks offered hope that the post-Cold War framework could become one of trust based on shared interests in peace and stability and joint prosperity focused on Northeast Asia. Today, it is again worthy of close attention, as diplomacy has intensified in an atmosphere of increasing polarization. Various alternatives for the future of this triangle have recently been suggested. The options offered for the emerging China-Russia-North Korea triangle include the following. One, a North Korean defection centered on a deal with the United States and an understanding with South Korea allowing for gradual inter-Korean integration with economics in the forefront. Two, a Chinese sphere of influence, which Russia is too weak to resist and North Korea prefers to the danger of regime change through Korean integration and U.S. demands for openness and human rights. Three, a balanced triangular alliance, where North Korea resumes playing off its allies in Beijing and Moscow without having to take the side of either, but this time without a serious split between the two great powers. Four, maximum autonomy of Pyongyang carving space among the five states most concerned with its destiny, leaving this triangle with no more significance than the triangle with the U.S. and South Korea. Fast-moving, diplomatic developments in 2018-2019 provide some evidence for assessing these alternative outcomes.

Abstract:: In June 2015, prior to the COP21 talks in Paris, China committed to peak its carbon emissions around 2030. For many, China’s commitment was an aggressive move to combat climate change, demonstrating its leadership in the global climate engagement. Yet, more critical voices questioned whether China’s commitment adequately considered global average temperature increase target of 2 degrees Celsius within this century. As the upcoming COP24 talks in Katowice, Poland draw closer, participating countries delegations may focus on the main negotiation objective, an implementation plan of the Paris Agreement. However, in this conference there will be plenty of discussion on how big economies, like China, set Nationally Determined Contributions (NDCs) targets, not only according to their own economic and technological capacities but also based on the precondition of meeting the global carbon emission goal suggested by the Paris Agreement. The following piece will investigate economic factors behind China’s predicted carbon emissions (including GDP, urbanization, and energy consumption), as well as global predicated carbon emissions in 2030 and 2050 to discuss whether China can promise to peak much earlier and begin decreasing its total carbon emissions around 2025.

Abstract:: The purpose of this paper is to examine the prospects of China Pakistan Economic Corridor (CPEC) from a stakeholder’s perspective. The identification and communication of stakeholders can play a vital role in identifying the perceptions of all who are directly or indirectly involved in a project. Moreover, this study focuses on the general nature of stakeholders and their awareness about the mega project. An exploratory study was conducted through a structured survey instrument to tap the awareness and opinions of the stakeholders connected to the likely benefits of CPEC. The results revealed interesting findings relating to their opinions about CPEC. The study further suggests some important implications and future directions to introduce an inclusive approach to mitigate the misconceptions about CPEC.

Abstract:: On November 5th, 2018, the Trump administration re-imposed severe sanctions on Iran. These sanctions, which President Obama called the “toughest sanctions ever faced by the Iranian government,” were lifted by the 2015 Joint Comprehensive Plan of Action (JCPOA), also known as the Iran Deal. The JCPOA was signed with a view to blocking Iran’s alleged pursuit of nuclear weapons, allowing international inspectors into Iran in return for sanctions relief. Withdrawing the United States (US) from the deal was a prominent promise of Donald Trump leading up to the presidential elections of 2016. In a May 2018 speech that described the deal as rooted in “fiction,” President Trump made good on his promise to leave the JCPOA and to move to unilaterally re-impose sanctions on Iran.

Abstract:: For several decades now, global remittances – money that immigrants and citizens send to their families in countries from where they originate – have steadily grown in significance. The World Bank’s Migration and Remittances Unit recently pegged these global flows at $350 billion per year. Some estimates peg them as high as $500 billion annually – particularly when you include unofficial flow estimates and intra-continental transfers.

Abstract:: Putin’s recent expulsion of hundreds of our colleagues serving at our embassy and consulates in Russia reminded me of my own service in Moscow in the 1960s. You may call this ancient history, though it doesn’t seem so ancient to me. Stalin had been in his grave for a decade, and dear Nikita Khrushchev was now in charge. Under Stalin, two and a half million people had been prisoners in the deadly Gulag camps. Thousands of poor haggard people had been released, and some of the system’s more notable deceased victims were even “posthumously rehabilitated.” The Gulag had officially been closed down in 1960—but an estimated three-quarters of a million inhabitants of the USSR were still in the horrid camps. And nothing had been done to lessen the role of the KGB, at least so far as we could see.

Abstract:: The Middle East has several features that distinguish it from the rest of the world. Apart from sitting on the largest proven oil and gas reserves, the region is famous for its complicated politics, challenging demographics and fragile economic structures. For oil- and gas-rich states, limited economic diversification is acute; this is where we find government dependence on hydrocarbon revenues reaching as high as 95 percent in countries like Iraq. This is also where we find a poorly diversified primary energy mix, which is heavily reliant on oil and gas, in a sharp contrast to the norm elsewhere where local energy needs are met by diverse sources of energy, mainly oil, gas, coal, nuclear, and renewable energy. The lack of diversification – both in terms of the economy and energy mix – brings serious challenges for the region. The economic performance of the oil- and gas-rich states has simply mimicked the volatile and unpredictable movement in oil prices: when oil prices are high, these economies grow rapidly, but when oil prices go in the other direction, they shrink in tandem. Additionally, the dependence on oil and gas to meet local energy needs has caused two problems: first, the trade-off between the more lucrative exports and the highly subsidized domestic market, and second, the higher carbon footprint because of the absence of greener sources of energy. In a world where international competition for global market share in oil and gas and the fight against climate change intensify, the region’s leaders seem to be increasingly convinced that the old model of governance is simply not sustainable...

Abstract:: Economic development aims at building a healthy community which in turn strengthens institutions of a state. Economic Development can also be reflected through soft power, which is not only a diplomatic tool but also a booster for a state's economy. Chinese economic development is a synthesis of two ideologies: attributed to Mao Zedong and the other to Deng Xiaoping. Mao and Deng have contributed to Chinese economic development by initiating compatible economic policies in their respective eras. Their economic policies are influenced by Karl Marx and Adam Smith respectively. Mao, a staunch supporter of centralization of economy, opted for the theory of Marxism; ic level. On the other hand, Deng Xiaoping is associated with liberalizing of Chinese economy. The ideas of free trade and facilitation of foreign investors is the mainstay of Deng’s economic policy. In the process of liberalizing the Chinese economy, Deng initiated a paradigm shift from curtailed to liberal approach; he followed the footsteps of Adam Smith, the pioneer of free market economy. Privatization, establishment of exclusive economic zones, introduction of new flexible economic policies are the reforms introduced by Deng under the theory of free market economy. Hence, the modern China we see today is a product of the economic policies envisioned by these two great Chinese leaders. This descriptive research looks into the contribution and implication of these economic policies on the Chinese economic system.

Teoriye ilaveten 2006Q1-2016Q4 dönemleri arasında kamu geliri politikalarıyla istihdam oranları arasındaki ilişki Toda-Yamamoto nedensellik testine göre analiz edilmiş ve kriz sonrası uygulanan kamu geliri politikalarından istihdam oranlarına doğru tek yönlü Toda-Yamamoto (1995) Granger nedenselliği tespit edilmiştir.
