Abstract:: The COVID-19 pandemic was responsible for an unprecedented crisis in the rental housing market, as families faced eviction as a consequence of pandemic lockdowns and resulting economic recession. In response, for the first time ever in US history, eviction moratoria were introduced to protect renters from being evicted for nonpayment; these were accompanied by several stimulus measures to support renters and the overall economy. This study asks whether these pandemic-era policies had any lingering effects after they had ceased to be implemented, by examining whether renters’ housing vulnerability at the state level saw any improvement in the post-pandemic years of 2022-23. For comparison, the study also evaluates the effects of variables reflecting economic fundamentals and renters’ housing burden. The findings suggest that the included policies had little effect on renters’ post-pandemic housing precarity.

Abstract:: The 1950 Defense Production Act (DPA) is one of the most significant tools the U.S. government uses to mobilize the civilian economy for national defense. As the United States approaches the DPA’s statutory termination and likely reauthorization in 2025, this article surveys its recent employment during the COVID-19 pandemic and potential for policy iteration, assessing its evolution from postwar and early Cold War origins to a broader industrial policy tool. By analyzing DPA usage, legislative actions, and public interest trends, this study aims to extract key lessons from its recent implementation. The article argues that while the DPA has become increasingly central to the government’s industrial policy initiatives, its application has been broadly inconsistent, unevenly coordinated, and insufficiently integrated into broader strategic frameworks. Reauthorization of the DPA could include creating a more permanent and coordinated executive branch infrastructure, clarifying its use as an emergency versus routine policy tool, and identifying gaps in future deployment.

Abstract:: In March 2020, COVID-19 was declared by the World Health Organisation (‘WHO’) as a global pandemic. Since the WHO’s declaration, it has become increasingly clear that the most vulnerable communities have experienced the brunt of the pandemic. Though race, ethnicity and economic status are considered in a majority of reports on the social, physical and financial impacts of COVID-19, there is little to no information on the impact of COVID-19 on stateless communities within the United States (‘US’). This research endeavours to add to the understanding of statelessness in the US by determining the impacts of COVID-19 on stateless people in the US through a survey scoping project. Through anonymous questionnaires completed by stateless individuals (n=19) in the United States, this study explores how stateless individuals have been impacted by the pandemic, including experiencing economic hardships, mental health challenges, physical health concerns and issues with documentation and legal status.

Abstract:: La investigación en psicología ha mostrado que tendemos a dar mayor veracidad a aquella información que recibimos de manera repetida y reiterada. Este sesgo cognitivo, denominado efecto de ilusión de verdad o de verdad ilusoria, se basa en la mayor facilidad que tenemos los seres humanos para procesar cognitivamente la información que nos resulta familiar. En este artículo se describe este sesgo cognitivo y su relación con la propagación de noticias falsas en determinados contextos y acontecimientos sociohistóricos, como instrumento para confundir y manipular a la opinión pública. Entre estos acontecimientos podemos citar las mentiras difundidas por la Administración Bush en 2003 en torno a la supuesta posesión de armas de destrucción masiva por parte de Irak; el uso indiscriminado de fakes por el expresidente de los Estados Unidos, Donald Trump; la campaña de distribución de información falsa por parte del independentismo catalán; y la propagación incontrolada de fakes y bulos en nuestro país durante la pandemia de COVID-19.

5. HIV, the Legacy of America’s Response, and Lessons for Future Outbreaks

Abstract:: As I stood in line (safety distanced) to receive a COVID test before returning home to the US after a trip to Cote d’Ivoire in 2022, I was able to see and reflect upon the enduring legacy of the American public health diplomacy effort to fight the global pandemic of HIV. The testing site had the unmistakable dual-flag PEPFAR (The President’s Emergency Plan for AIDS Relief, announced by George W. Bush in 2003) logo outside, indicating that the testing equipment (and likely the training for the personnel inside) came via a PEPFAR project. I’ve seen similar stamps on rural labs and remote health posts across the countries I’ve worked in (as well as on the airport welcome signs of many a friendly health worker who has readily included me in their work), and it always serves to remind me of the common goals we are working towards in these health diplomacy projects.

6. Using Real-Time Google Search Activity to Target Emergency Fiscal Stimulus

Abstract:: In the aftermath of the COVID-19 pandemic, the U.S. Congress transferred nearly $1 trillion USD to state and local governments between April 2020 and March 2021 to support vaccination efforts, keep schools open, and sustain economic recovery. As of March 2023, much of this money remained unspent, raising questions about the underlying process of determining the size and distribution of aid. This paper explores how Google search data and machine learning models can work in real-time to assist policy makers in evaluating fiscal policy proposals. These results are among the first pieces of evidence that economic models can feasibly integrate alternative sources of data to provide real-time estimates of economic activity at the state level. The author’s models provide reliable and accurate estimates of state and local fiscal need and indicate the states that need relief the most months ahead of official estimates. The more tailored models presented in this paper could lead to more equitable and effective outcomes at a fraction of the cost to taxpayers when used to inform emergency fiscal stimulus distribution in the future.

Abstract:: COVID-19 has had a profound economic and social impact on America, taking over a half million lives—more than all American deaths in World War I, World War II, and Vietnam, combined.1 This article seeks to examine primary and secondary consequences of the pandemic in practical terms for the average citizen and taxpayer, whose personal exposure exceeds 2.5 years of net income based on predictions of a $16 to $35 trillion cost to the nation by 2025. Further, we offer insight into the pandemic’s collateral effects on our citizens and workforce (including often overlooked key stakeholders such as women, children, and minorities), as well as more overt aspects of our national security. History will measure the pandemic’s tragic and overwhelming impact on the world—and our country—in terms of infections, hospitalizations, vaccinations, and deaths. Yet, as COVID-19 extends our quasi-lockdown into its 18th month, we are scarcely beginning to comprehend its profound economic impact. A December 2020 Congressional Budget Office (CBO) report estimates Americans’ costs at nearly $16 trillioni or double its May 2020 projections.2 To a layperson, $16 trillion is the wealth of 16 million millionaires or $110k for each U.S. taxpayer. Analysts expect this number to reach $35 trillion by 20253—a sum that easily exceeds the initiatives Congress has fought over for yearsii. Another study conducted by the Journal of the American Medical Association reached a similar conclusion. “About half of the price tag, $8.6 trillion (about $26,000 per person in the United States), is driven by the long-term health implications and costs for those who contract COVID-19, as well as the statistical estimates for the loss of life.”4 Robert Frost’s words aptly depict society’s effort to overcome the pandemic’s effects, “…miles to go before [we] sleep.” The stock market crash of 1929, in hindsight a predictable occurrence, unleashed a 10-year Great Depression. Likewise, the COVID-19 contagion, an equally predictable event, portends a similar trend. Long term, it compels society to address its socio-economic impact, acknowledge its lack of preparedness, and formulate a realistic action plan for protection against this and future pandemics, as well as potential biowarfare attacks. A similar event is inevitable, whether through malfeasance, rapidly increasing population density, environmental stress, biowarfare attack, or simply bad luck. So is society’s realization of two things: our economy and civilization will struggle to survive another pandemic in the near term, and that “an ounce of prevention is worth a pound of cure.” While one can theoretically shut down the engines and glide a plane to safety in an emergency, there is no substitute for proper planning, operations, and maintenance. Society needs a more proactive and anticipatory approach to national and global security, biodefense, and pandemic prevention and mitigation.5 Leaders need a strategy that leverages the resources of both the public and private sectors, as well as academic and individual initiative. Failure to do this is not an option—it is too costly and could lead to the collapse of entire economies and societies.

8. U.S. SOUTHCOM Fights Through COVID-19

Abstract:: As I boarded my flight in Bogotá, Colombia, to return to the United States on March 14, 2020, after participating in the joint Colombia-U.S. Exercise Vita in the Guajira Peninsula, the reality of how the COVID-19 pandemic was going to affect our lives over the next year began to manifest. Arriving back in Miami, where I was the Military Deputy Commander for U.S. Southern Command (USSOUTHCOM), I went straight home to begin a 14-day quarantine in accordance with new policies from the Department of Defense (DOD) for travelers returning from overseas. It was the first of many adaptations that we would make in the coming months. In May of 2019, shortly after assuming command at USSOUTHCOM, Admiral Craig Faller, USN, established three primary lines of effort to guide our activities: strengthen partnerships, counter threats, and build our team.1 Less than a year later, we were tested in all three areas by the pandemic. One of the great strengths of USSOUTHCOM is the network of engaged and willing partners in the region. We work closely with them as we guide all U.S. military activity across much of Latin America and the Caribbean. We are neighbors and friends who share common values, ties, and interests. Our neighborhood is not only rich in natural resources but also beset by many longstanding challenges and several emerging issues. While there is no current armed conflict between countries in the region, it is one of the most violent areas on the globe, much of it fueled by transnational criminal organizations and longstanding structural, societal issues. According to a 2019 global study on homicide by the United Nations Office on Drugs and Crime, the rate of intentional homicide in Central and South America is four times the global average.2 Particularly virulent, transnational criminal organizations—flush with cash—constantly seek to expand their lethal trade through extortion, corruption, intimidation, and violence. These actions, in turn, erode the power and legitimacy of local, state, and federal governments, reducing their ability to fight this scourge.

9. COVID-19 and Superpower Competition: An Effective American Response

Abstract:: Before COVID-19 became a global pandemic, the growing consensus among analysts was that we were entering a period of deglobalization. According to the economic analyst Mohammed el-Erian deglobalization was taking place because by the 2000s the adverse economic impact of globalization had become apparent to the Western middle class. Secondly, the U.S.-China trade war saw rising tariffs and a call for rebuilding national manufacturing capabilities. The COVID-19 pandemic was the last nail in the coffin as countries adopted highly individualistic and nationalistic policies that put national interest above any global concerns.1 Coupled with the perceived drive to deglobalization is the fact that we have re-entered an era of great power competition with the 2017 National Security Strategy clearly stating that both Russia and China are revisionist powers that challenge American primacy and that, “… want to shape a world antithetical to U.S. values and interests. China seeks to displace the United States in the Indo-Pacific region, expand the reaches of its state-driven economic model, and reorder the region in its favor.”2 What this article argues is that true security in the emerging international system will require precisely those aspects of globalization that the critics decry because no single country can effectively tackle such a complex and deadly threat as the COVID-19 pandemic through strictly national measures. Further, the emerging great power competition is one not just of military and economic rivalry but, much in the same way as during the Cold War, it is a struggle between different ways to organize societies and particularly to deliver goods and services efficiently and justly. With the latter in mind, how the United States and its allies and partners lead the response to COVID-19 will have an impact on the outcome of global power relationships. If China provides better solutions on dealing with the pandemic, then it will be able to undercut the American-created liberal international order. To discuss this issue, we need to first explain what globalization is and why, in a COVID-19 world, it provides the security solutions to the challenge posed by the disease.

Abstract:: The COVID-19 pandemic has imposed a number of challenges on countries and industries, some of which have been partially mitigated by government efforts, medical developments, and corporate strategies. Nevertheless, COVID-19, which, in March 2020, was identified as a pandemic by the World Health Organization and was declared by the U.S. government as a national emergency,1 will likely continue to have after-effects in the coming years. The defense sector, as has been the case with many other sectors, has faced challenges in declining production at manufacturing plants, difficulties with key inputs from sole source suppliers, concerns regarding the financial viability of small businesses within the supply chains, and the impact of different variants of COVID-19 within the global supply chains. Companies which had diversified between commercial and military clients often faced a greater negative impact on their financial strength than companies with largely defense-focused products. This was partially due to the decline in demand within the commercial aerospace sector as a result of COVID-19. The financial health of companies across industries suffered due to COVID-19; indeed, this was reflected in the almost 30 percent increase in commercial chapter 11 filings in 2020 compared to 2019, with bankruptcies reaching their highest levels since 2012.2 The sectors with the greatest number of bankruptcies in 2020 were real estate, oil and gas, restaurants, entertainment, and retail.3 While bankruptcies were lower among firms in the defense sector due to stability in multi-year contracts with the government, as well as support of smaller suppliers by larger suppliers and by the government, defense firms with a greater focus on commercial clients suffered more. Consequently, although funding from the federal government under the $2.2 trillion Coronavirus Aid, Relief, and Economic Security (CARES) Act, as well as funding from the Department of Defense (DOD), provided support for companies within the defense sector and other sectors, defense firms continue to face challenges in the short-term and, potentially, in the longer-term. Moreover, the impact of COVID-19 relief funding could have long-term effects on government deficits and debt, which may reduce defense spending in future years. Indeed, the potential atrophy in the defense industrial base due to the impact of COVID-19 on the financial health of defense companies and on future government spending could lead to national security risks. Production of key defense products—aircraft, ships, tanks, cybersecurity technology, etc.—is vital in supporting national security strategies in various regions and through various types of warfare.

This response amount equates to about 25% of U.S. GDP in 2020. These massive allocations funded direct pandemic public health responses, along with vast fiscal support for households, firms, and state and local governments. This enormous response supported state and local government budgets both indirectly and directly, resulting in a marked budgetary shift from anticipated shortfalls to significant revenue growth and inflationary budget pressures.

Abstract:: In 2021, the State of Alaska faced substantial challenges due to the public health and economic impacts of COVID-19. COVID damaged Alaska’s state revenues by driving down global oil prices. COVID also harmed the state’s economy more broadly, with substantial impacts on some extractive industries and tourism. However, Alaska’s budgetary problems—high expenditures and low revenues—long predate COVID and are related to Alaska’s historical dependence on fossil fuel extraction for state revenue. Alaska’s budget situation has improved somewhat through 2021 as oil prices have risen globally, though this may also complicate budgetary debates in Spring 2022.

Flush with cash, the state was able to make unprecedented investments in education, health, and social welfare programs, provide direct stimulus payments to many California residents, and still set aside money in its rainy-day fund. Governor Newsom handily defeated the recall effort, and the budget outlook for 2022 looks bright. 2021 was a tumultuous year, but California is proving that it’s once again the “Golden State”.

Abstract:: The COVID-19 pandemic was a monumental exogeneous shock to the Colorado economy. Prior to the pandemic’s onset the state reported historically low unemployment alongside robust growth in personal income levels and state revenue. While the negative economic effects of the pandemic were sharp, the state’s economic recovery is outpacing what many economists previously projected. The General Assembly was compelled to impose major cuts to last year’s budget, many of which were restored with the enactment of the budget for the 2021–2022 fiscal year. The General Fund budget of $13.6 billion proposed by Democratic Governor Jared Polis represented a substantial spending increase of 20 percent from the prior year. The enacted $13.1 billion General Fund budget received nearly unanimous approval among Democrats and modest Republican support. Policymakers ultimately sought to balance competing priorities across many issue areas, while also preparing for the future with a major investment of $1.5 billion to the state’s reserve fund.

Abstract:: Hawai‘i’s economy was devastated by the COVID-19 pandemic. The effective closure of the tourism industry created an unemployment crisis and led to a dramatic decline in tax revenues. Nevertheless, Hawai‘i managed to avoid mass layoffs of public employees and draconian cuts in public services because of federal relief funds. The $15.9 billion budget for FY2022 restored funding to most departments, but the state’s dependence on the visitor industry has left it particularly vulnerable to future pandemic travel restrictions.

Abstract:: This paper presents an overview of the State of Idaho’s FY 2022 budget recommendations and appropriations in the context of demographic changes, economic conditions, and politics. The Executive Budget for FY 2022 notes Governor Little’s historical support of education, job growth, economic opportunity, and fostering an environment for Idaho to avoid citizen migration to other states. However, this policy, along with the COVID-19 exodus, has resulted in a large influx of people from other states with the commensurate housing and infrastructure demands. As most Idaho budgets tend to move incrementally in support of education and infrastructure in the context of very healthy revenues, the state is likely to weather, though with some ambivalence, economic fluctuations. However, partisan tensions threaten education and safety net programming.

Abstract:: In the spring of 2020, the global coronavirus pandemic brought deadly disease to New Mexico, a state already struggling with inadequate health care, vulnerable populations and an unreliable state revenue base. A strong executive and mostly willing legislature met multiple times in multiple special sessions to reduce budgets, allocate federal funds, and shore up public finances. They also had to deal with social and cultural fights aggravated by strict public health orders and plunging revenues. By the close of 2020, the state was slowly regaining its fiscal footing and physical health, though the underlying problems of inadequate health care, educational and economic inequality, and a budget overly reliant on extractive industries remain. As a result of the 2020 general election, the public officials chosen to resolve these issues are more likely to be progressive Democrats, more likely to be women, and more demographically reflective of the majority-minority state they call home.

Abstract:: Oregon in 2020 and 2021 resembled other Western states: crisis on crisis. COVID, the COVID recession, forest fires and ice storms, and polarized politics dominated the news. Despite these challenges, the state’s fiscal situation turned out very positively. President Biden’s American Rescue Plan and the bipartisan Infrastructure Investment and Jobs Act signed in November 2021 provided many billions to the state for 2021 and will cover diverse infrastructure needs over the next five years. This paper analyzes the surprisingly strong general fund and federal fund situations created by the COVID era and considers the political implications of the state’s fiscal situation.

Abstract:: Threatening economic impacts from the COVID-19 pandemic on Utah’s economy proved to be short-lived, due in part to early budget cuts, federal economic relief, and an expanding economy that out-performed expectations. Subsequently, FY22 provided the Utah Legislature opportunities to invest in education, infrastructure, and social services. Legislators also used this opportunity to cut taxes for veterans, the elderly population, and families. As the state’s population continues to grow at record rates, Utah decisionmakers must grapple with rising housing prices and record-high rental rates. This report highlights specific challenges and opportunities Utah faced through negotiating a record-high budget of $25.6 billion and provides an overview of Utah’s economy and changing demographic makeup.

Abstract:: The citizens of State of Washington have, like individuals throughout the country, had to navigate unprecedented personal and economic hardship. The supplemental budget passed by the legislature during the 2021 legislative session represents an attempt to address some of the issues that presented as an outgrowth of the pandemic. However, the legislature also considered significant policy changes with respect to, among other items, the environment, taxation, and education. These policy debates were, at times, rather contentious and are indicative of the partisan fault lines existing throughout the state.

21. Time for a Significant Reimagining of Government in Wyoming?

Abstract:: Despite $430 million in spending reductions and the loss of 324 state positions, Wyoming’s 2021 supplemental budget reflected an improved pandemic-driven economic climate. Recent budgetary optimism was attributed to increased performance in energy production and pricing, pent up demand for tourism and travel, and higher than expected sales tax revenues. Continued reliance on Wyoming’s Permanent Mineral Trust Fund, and the state’s attachment to the remainder of its boom-and-bust revenue structure, left surprisingly little appetite for discussions of revenue diversificatioan. Instead, “right-sizing” state government to fit the current revenue stream seems more consistent with the spirit of the times.

Abstract:: “The January 15, 2022, hostage crisis at a Jewish synagogue in Colleyville, Texas, resurfaced a longstanding jihadi cause when the armed hostage-taker demanded the release of Dr. Aafia Siddiqui, a Pakistani neuroscientist-turned-al-Qa`ida-operative currently serving an 86-year-sentence in an American prison for attempting to murder U.S. troops in Afghanistan,” writes Bennett Clifford in this month’s feature article, which looks at how her case continues to motivate jihadi terror plots in the United States. Clifford argues that “the factors that initially skyrocketed her case as a cause célèbre for jihadis have grown in importance. The jihadi movement, particularly in the West, has had a particularly intense focus on the plight of Western women jihadis behind bars during the past several years … [and] Siddiqui is the prototype for the ‘aseerat,’ the female prisoners of the jihadi movement who are constantly the subject of propaganda pushes, crowdfunding campaigns, and jihadi operational activities.” Our interview is with David Caulfield, who served as Chief of the Defense Combating Terrorism Center at the Defense Intelligence Agency before his retirement earlier this year. Daniel Heinke assesses that the Querdenken protest movement in Germany, which emerged in 2020 in opposition to government COVID-19 measures, is “apparently open to conspiracy theories and right-wing extremism” and has become “a serious threat to public security.” He notes that not only did Querdenken protestors attempt to storm Germany’s parliament building in August 2020, prefiguring the January 6 U.S. Capitol riot, but an alleged 2021 plot to assassinate Saxony’s premier was “reportedly fueled by corona-skeptic grievances and apparently had linkages to the broader Querdenken movement.” He writes: “The threat posed by the movement is that it can fuel anti-government sentiments and thus may form a gateway for the acceptance of more extremist views and ultimately for the belief that resorting to violence may be acceptable or even necessary to defend rights.” Audrey Alexander and Teddy MacDonald examine how jihadi terrorists in Syria move, hide, and access funds using digital currencies. They assess that “All in all, digital currencies are not replacing other methods of terror finance. Instead, terrorists in Syria often use digital currencies in conjunction with other money service businesses and transfer methods.”

Abstract:: China’s great power over North Korea eroded when COVID-19 control measures ended most trade with the Kim regime. Moreover, China’s conflicts with various countries mean Beijing cannot afford to alienate any friend, and Kim Jong Un knows that. Beijing is still influential in Seoul, but it lost much of its clout when the conservative-leaning candidate prevailed in the March 2022 presidential election. China will also suffer a loss in standing because it is paying less attention to Korean affairs and is closing itself off to the world.

Abstract:: The U.S. government and Department of Defense (DOD) have plans to counter a pandemic and return the country to normal while reducing the impacts of the disease. These plans address psychological health, but only in a limited manner. The U.S. government and DOD’s response to the COVID-19 pandemic has been primarily focused on containing the virus and reducing the number of deaths and damage to the economy, with very limited attention paid to the mental health impacts in both the population and military. Historical cases suggest that the psychological impacts can be wide-ranging and enduring if not treated properly and the country does not recover from the pandemic in a deliberate fashion. While some emerging research could suggest this for the U.S. population and military, researchers have not conducted specific studies into this particular field. Therefore, the U.S. military’s mental health could be degraded by the COVID-19 pandemic and mitigation measures and may be degraded for a significant period of time, reducing its readiness and ability to aid in the government’s response to the pandemic.

Abstract:: On 15 May 2020, Operation Warp Speed, later renamed the HHS-DOD COVID-19 Countermeasures Acceleration Group (CAG), was a collaboration between the Department of Health and Human Services, the Department of Defense (DOD), and the private sector to accelerate development, production, and distribution of effective vaccines and therapeutics to counter COVID-19 for the American people. The CAG was the nucleus of the “whole-of-America” effort to defeat COVID-19, and DOD’s contribution was essential to the success of the CAG. This article highlights the contributions made by DOD, with a focus on innovative solutions and best practices that might apply to other DOD activities.

Drawing on original surveys fielded in China during the first six months of the global pandemic, they find that ordinary Chinese citizens are optimistic about China’s future global position, and that this optimism corresponds with the widespread perception that the COVID-19 pandemic is accelerating China’s rise relative to the United States.

Abstract:: Natural hazards can have serious implications for national security. The COVID-19 pandemic illustrates how first-order challenges are created for our national security planners, not least maintaining SSBN and SSN submarine crew and air crew rosters during quarantine restrictions, as well as keeping forces operationally effective while establishing social distancing in supply, repair and support facilities, gyms, and mess halls. We must also expect our adversaries to try to exploit the dislocation such events cause to further their own agendas. From our painful experience of COVID-19, we can draw general lessons for planning against the potential impact on national security of a range of natural hazards. In this article, I also want to address some of the less direct second- and third-order effects of COVID-19 that have wider implications for our future national security.1 Those indirect effects prompt the question of whether we have adequately defined the boundaries of what ought to be included within the rubric of planning for national security in the future. That in turn raises the question of where the balance of argument lies in moving in the direction of a Scandinavian-style “total defense” against both threats and natural hazards. That would likely involve some extension of the scope of the funded missions of the armed forces, and enlargement of the responsibilities of defense departments over an expanding national security space. There are important debates to be had drawing on the lessons from the COVID-19 experience, from how best to organize national resources for an all-of-nation response and identifying and analyzing potential natural hazards, to making informed choices as to where best to invest in precautionary measures that will meet with public support.

Abstract:: In a year of COVID-19, racial reckoning and increased reported violence against the Asian American and Pacific Islander (AAPI) community, conversations on race, diversity, equity and inclusion compel our societies and institutions to have difficult —yet necessary— conversations about redressing historical and systematic inequalities. The State Department and the Foreign Service are not exceptions. Many AAPI and historically underrepresented Foreign Service Officers (FSO) who spoke for this interview feel that the Department’s long-touted commitments to diversity and to reflecting America in its diplomatic corps ring hollow. Rhetoric has been slow to translate into action. Systematic challenges impacting these constituencies still continue without remedy. One of the most pressing challenges centers on security clearance and assignment restrictions. The recent wave of reported cases of violence and hate against AAPI in the U.S. have resurfaced longstanding grievances of AAPI Foreign Service Officers (FSO)—primarily, that the Department mistrusts them by often preventing them from serving in or covering issues on their country of heritage through assignment and security clearance restrictions.[1] The State Department must better understand the AAPI experience and enact demonstrable reforms to correct longstanding challenges around representation in leadership positions and security clearance and assignment restrictions impacting this constituency and other historically underrepresented groups. Doing so could honor previous commitments to advance diversity, retain and cultivate diverse talent and make these groups feel like valued members of the Department.

Abstract:: The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Abstract:: Editor’s Note: American Diplomacy Journal asked several foreign policy commentators to address the significance of growing chaos in many parts of the world, as failed and failing states are increasingly unable to perform the fundamental functions of the sovereign nation-state. This is one of five articles looking at those concerns. “The current coronavirus crisis emphasizes the need for the European Union to devote more effort to anticipatory governance, notably through analysis of medium- and long-term global trends, as well as structured contingency planning and the stress-testing of existing and future policies.” – European Parliament study, April 2021 Europe is the spiritual home of anarchism. But it will argue that failed states are a third world phenomenon, while conveniently forgetting that such failure is often, or at least partly, a consequence of its colonial rule. Today’s European Union (EU) is not plagued by anarchy nor by outright failure. But its growth pains, and now the Covid pandemic, have sharpened its strains of governance. There are areas of Europe where anarchy and failure are real and the EU is either unwilling or unable to act in mitigation. A new US administration, seeking fresh partnership with Europe, has a vested interest in looking at what anarchy and failure might do to its European partners. This essay looks too at Europe’s immediate neighbourhood where state failure – and failed European response – are rife. Politics starts at home. So let’s first look at that. President Biden during his June tour of Europe will certainly have done so and wondered how politically solid, predictable and reliable the re-discovered European partners are.

I would love if you could give us a brief introduction and tell me about what your role has been like since the start of the pandemic. Jennifer Nuzzo (JN): I am an assistant professor at the Johns Hopkins Bloomberg School of Public Health. I am also a senior scholar at the Johns Hopkins Center for Health Security and a senior fellow at the Council on Foreign Relations. I have been involved working on COVID-19 since the first news of an outbreak in China. I run a project called the Outbreak Observatory, which does operational research to improve outbreak responses. One of our activities is to publish a weekly blog, which we do to take stock of what is going on in the world and to try to learn about events—even if we are not actively doing research projects on them, just reminding people that things are happening all the time.

Abstract:: National security has been classically conceived as a narrowly military and state-centric concept, especially in the Western industrial world. Security is, generations of strategists and statesmen have told us, a matter of defending core nation-state values and interests by force of arms. Two world wars across the first half of the twentieth century, and a long nuclear confrontation to follow, engrained this military and state-centric conception deeply into global consciousness and public discourse. The tragic COVID-19 crisis now confronting us suggests that this logic may be flawed, or at least oversimplified. Over 2.3 million people worldwide died in the first year of this global pandemic, with well over 100 million infected. These figures are likely understated.44 Untold millions of people continue to suffer from “long COVID” maladies around the world.

Abstract:: The COVID-19 pandemic is an unprecedented and ongoing calamity, laying bare the vulnerabilities of California’s public health and emergency response systems. Although youth confined in juvenile detention facilities are among those at highest risk of suffering from the effects of the virus, the plight of these young people has been largely invisible to the public and overlooked by the state. This article describes the unique dangers posed by the coronavirus to youth incarcerated in county-run detention facilities in California. It summarizes the policies and procedures necessary to protect the health and well-being of detained youth based on the recommendations of public health officials and youth justice stakeholders nationally. It then describes the county and state agencies whose coordinated action is essential to respond to COVID-19, the efforts of the authors and other California advocates to urge these government stakeholders to implement essential health and safety protocols, and the obstacles and challenges encountered. Those efforts met with a range of responses ranging from lack of certainty about authority to act to non-responsiveness. As a result, California failed to provide systematic guidelines for releasing youth from custody, proactively oversee conditions in detention facilities, report data in meaningful ways, or respond to concerns and complaints from youth and families. The article, finally, draws on the experiences of the past year and a half to offer recommendations for the systemic changes necessary to prepare for the next pandemic or similar public health emergency.

Abstract:: The article starts from the hypothesis that the COVID-19 pandemic re-evaluates the concept of multidimensional security, which emerged from the 2003 meeting of the Organization of American States. It is argued that, at the level of hemispheric geopolitics, it is in the three most populous countries, under the nationalist and populist leaderships of Donald Trump, Jair Bolsonaro and Andrés Manuel López Obrador, where the pandemic has wreaked the most havoc. The similarities in the initial handling of the pandemic, its minus-valuation, the so-called Fourth Transformation policy and its characteristics, deployed by President López Obrador in Mexico and its effect on the militarization of the country are analyzed as well as the impact of the pandemic on the population and the great economic crisis induced. It is concluded that Mexico is experiencing a "militarization with popular support", and that the pandemic has favored the public image of the military. / El artículo se desarrolla sobre la hipótesis de que la pandemia COVID-19 revalora el concepto de seguridad multidimensional, desprendido de la reunión de la Organización de Estados Americanos de 2003. Abstract:: As the world continues to recover from the devastating fallout of the COVID-19 pandemic, navigating the harms of misinformation and disinformation remain at the forefront of global conversations on paving the path forward. Preventing the dissemination of false information—particularly during a time where the ways in which we engage with information environments have fundamentally changed—is increasingly complex. Social media platforms have enabled users to not only engage with media but become distributors of it themselves. When coupled with bad actors, limited repercussions, and poor content regulation, social networks are easily weaponized. At all scales of governance misinformation and disinformation campaigns pose a multidimensional threat. In Myanmar and China, disinformation campaigns were leveraged to target minority groups, while in Central and Eastern Europe, they serve as the cornerstone of destabilizing operations between adversarial states. In yet another facet, countries like Turkey, China, Russia, and Iran have embraced digital authoritarianism and restrict policies on internet accessibility under the pretext of stemming the spread of “fake news.” This year’s issue seeks to shed light on the nature of these evolving threats from a variety of innovative and understudied perspectives. This issue explores the causes and effects of the spread of misinformation and disinformation throughout different parts of the world and will be timely for years to come given the ever-increasing role and breadth of new technologies infiltrating people’s everyday lives.

Abstract:: The COVID-19 pandemic has been the most significant economic disruption to the international economy since the Great Depression. The IMF estimates that the global economy contracted by 3.5 percent last year, while the WTO has projected a 5.3 percent decline in global trade. The economic impact on the United States has been significant as well. Early in the pandemic the United States experienced shortages of critical medical supplies and products, while the need to social distance has continued to place restrictions on the overall economy. For 2020, the pandemic saw GDP decline by 2.3 percent, while exports fell by 12.9 percent and imports by 6.4 percent. All of this has resulted an increased focus on supply chains and their vulnerabilities.

Abstract:: The global pandemic caused by the onset of the novel coronavirus known as COVID-19 has tested governance at both the national and international levels by challenging the capacity of nations to provide effective public health solutions to protect their citizenry. The pandemic has deepened preexisting international rivalries while also creating diplomatic opportunities to promote international cooperation and public diplomacy. Rather than serving as a turning point for a new era in international relations, the pandemic and the global response appear primarily to have accelerated preexisting trends. In Northeast Asia, the pandemic has accelerated deepening rivalry between the United States and China, reinforced political paralysis between Japan and South Korea, primarily by providing a pretext for privileging domestic concerns and constituencies at the expense of international relations, and has generated heightened new foreign policy challenges resulting from deepening identity-based major power rivalries. This chapter reviews the deepening of identity-based challenges facing Japan-South Korea relations prior to 2020, examines the conditions generated by leadership responses in both countries to the pandemic, identifies missed opportunities for pandemic-related cooperation between the two countries, and addresses challenges and opportunities facing the Japan-South Korea relationship in the context of anticipated recovery from the pandemic as well as the shifting geopolitical environment as tensions mount between China and the United States.

Abstract:: The COVID-19 pandemic poses significant geopolitical challenges and presents opportunities for the United States in the Indo-Pacific. The Trump administration bungled the crisis, damaging the U.S.’s standing as a paragon of competence in public health, and functional governance more generally. The international face of the U.S. response deepened preexisting concerns—especially significant in the Indo-Pacific—that the U.S. had retreated from its post-Second World War and post-Cold War role of providing international public goods and leadership and supporting international institutions. Opportunities for the U.S. amid the crisis and in its aftermath stem primarily from shortcomings or unappealing features in China’s handling of the epidemic, and stumbles in China’s self-presentation as a provider of foreign assistance and international cooperation, and from U.S. policies—many of them embraced by the Biden administration—that could correct missteps and ameliorate trends that have diminished U.S. standing (especially during Donald Trump’s presidency). For the U.S. to reap potential gains, it also must adapt its policies to the implications of some Indo-Pacific states’ comparatively successful responses to the pandemic, and the pandemic-spotlighted nature of contemporary international problems.

Abstract:: How has the COVID-19 pandemic reshaped or influenced China’s geopolitical outlook and its grand strategy for the years to come? This is a question that will determine China’s relationship with the United States, the Indo-Pacific region, and the rest of the world. In the Chinese strategic community, the pandemic has been regarded as a “watershed” event that has reshaped the structure of the international system and the power equilibrium. Its importance is elevated to the same status as the end of World War II, which determined the bipolar international system between the U.S. and the Soviet Union, and the end of the Cold War which began thirty years of U.S. hegemony in a unipolar world. Although China began as a sheer loser in the pandemic given its culpability in the origin of COVID and its early poor management of the domestic spread of the disease, Beijing believes that it has eventually emerged as a pure winner in the pandemic: the relative gain China has made vis-à-vis the U.S.’s bigger losses in disease control, national power, economic growth, global leadership, and credibility has strengthened Chinese confidence that the tide is turning in China’s favor. The “effectiveness” of the Chinese political system, as manifested in its domestic disease control, has reinforced China’s ideological conviction of its superiority. As China uses COVID diplomacy to demonstrate the superiority and desirability of its political system, the pandemic is perceived as an opportunity for it to shape the new international order and promote China’s desired “Community of Common Destiny.” Challenges remain, as the U.S. revamps its alliance system under the Biden administration and as regional powers and Western countries grow increasingly concerned and anxious about China’s growing confidence and capabilities. However, for China, the pandemic has been a great opportunity, and China has emerged from it as a pure winner. It is an interesting question as to how the pandemic has changed the nature and the dynamics of the great power competition between the U.S. and China. Most would agree that the pandemic exacerbated, accelerated, and aggravated the deterioration of relations that the U.S. and China had already been experiencing before 2020. However, the differences lie in the degree, intensity, velocity, and extensiveness of the damage. Without the pandemic, the downward slope U.S. and China had already been on would not have come to a state of “freefall” in 2020. And that “freefall” period has long-lasting and significant implications for their bilateral relations in the post-COVID world. The damaged trust, confidence, and credibility, and the deeply entrenched sense of hostility, or even antagonism, have made any effort to repair the relations extremely difficult, if not completely impossible. And this reality will affect the regional dynamics in the Indo-Pacific region for the many years and decades to come.

Abstract:: The Covid‐19 pandemic greatly increased the scope and power of the Federal Reserve. The Fed created a number of new emergency lending facilities, which allowed it to make off‐balance sheet loans and buy the debt of corporations and municipalities through special purpose vehicles backstopped by the Treasury under the CARES Act. Meanwhile, the Fed’s large‐scale asset purchase program, known as quantitative easing (QE), was put on steroids after the pandemic struck in March 2020. The Fed has been purchasing longer‐term Treasuries and mortgage‐backed securities amounting to $120 billion per month, pushing the size of its balance sheet to an astonishing $7 trillion.

Abstract:: The worst pandemic in 100 years has hit the United States at a time when economic thinking has become more comfortable with high public debt, facilitating an aggressive response in public spending for relief that has reached a remarkable 27 percent of GDP.1 One reason for the receptiveness to large spending has been the perception that the fiscal stimulus in the Great Recession of 2007–2009 erred on the side of excessive caution and left an aftermath of unduly slow growth. More fundamentally, low real interest rates in recent years have shifted the center of gravity in macroeconomic analysis away from concern about chronic deficits and rising debt toward a certain benign neglect of debt as a problem.

46. Migrant Detention and COVID-19: Pandemic Responses in Four New Jersey Detention Centers

Abstract:: On March 24, 2020, a 31-year-old Mexican national in Bergen County Jail, New Jersey, became the first federal immigration detainee to test positive for the novel coronavirus (COVID-19). By April 10, 2020, New Jersey had more confirmed COVID-19 cases among immigration detainees than any other state in the nation. This article examines the relationship between COVID-19 and processes of migrant detention and deportation through a case study of New Jersey — an early epicenter of the pandemic and part of the broader New York City metro area. Drawing on publicly available reports and in-depth interviews with wardens, immigration lawyers, advocates, and former detainees, we describe the initial COVID-19 response in four detention facilities in New Jersey. Our findings suggest that migrant detention and deportation present distinct challenges that undermine attempts to contain the spread of COVID-19. We provide testimonies from migrant detainees who speak to these challenges in unsettling personal terms. Our interviews highlight the insufficient actions by Immigration and Customs Enforcement (ICE) to contain the spread of the pandemic and a troubling lack of due process in immigration court proceedings. Based on these findings, we argue that reducing the number of migrants detained in the United States is needed not only in the context of the COVID-19 pandemic but also as a preventative measure for future health crises. Reductions can be achieved, in part, by reforming federal immigration laws on “mandatory detention.”

47. A Virus Without Papers: Understanding COVID-19 and the Impact on Immigrant Communities

Abstract:: The COVID-19 pandemic has exposed the inequalities facing vulnerable populations: those living in economically precarious situations and lacking adequate health care. In addition, frontline workers deemed essential to meet our basic needs have faced enormous personal risk to keep earning their paychecks and the economy running. Immigrant communities face an intersection of all three vulnerabilities (e.g., economic precarity, health care barriers, essential workforce), making them one of the most vulnerable populations in the United States. We conducted 26 interviews via Zoom with immigrant service providers in Pennsylvania and New York, including lawyers, case workers, religious leaders, advocates, doctors, and educators in order to gain a better understanding of the impact of COVID-19 on immigrant communities. These interviews affirmed that immigrants are concentrated in essential industries, which increases their exposure to the virus. In addition, they lack access to social safety nets when trying to access health care or facing job/income loss. Last, COVID-19 did not adequately slow the detention and deportation machine in the United States, which led to increased transmission of the virus among not only detainees but also others in the detention system, surrounding communities, and the countries to which people were deported, countries that often lacked an adequate infrastructure for dealing with the pandemic. Based on our interviews, we have a series of specific policy recommendations to diminish the vulnerability of immigrants and create social safety nets that will include them and protect them when the market fails to do so. Immigrants of all types have made indispensable contributions to the US economy during the pandemic and before it. First, Congress and states should pass legislation to provide COVID-19 relief payments to all essential workers, regardless of their status, as compensation for putting their lives on the line to keep the economy running. Second, as a public health imperative, federal and state governments should expand coverage of Medicaid and Children’s Health Insurance Programs (CHIP) to include immigrant essential workers and their children, regardless of their status. Third, DHS should not refer essential workers to removal proceedings, and immigration courts should terminate all removal proceedings for essential workers without criminal records. When it comes to issues of health care affordability and access, Congress must continue to revise the Affordable Healthcare Act to expand coverage for those who do not qualify for Medicaid but earn too little to afford insurance on their own. Finally, there must be a review and rigorous enforcement of workplace health and safety standards, particularly when it comes to farming, meatpacking, food production, and food service industries. Our final recommendations are specific to DHS and two of the primary agencies they oversee: Immigration and Customs Enforcement (ICE) and the Border Patrol. First, there needs to be a review of ICE policies and practices, leading to a shift in policy that keeps mixed-status families intact and minor children out of detention centers and that streamlines and expands the asylum process. Second, both Congress and the administration must create additional paths to legal status where none now exist, including for recipients of Deferred Action for Childhood Arrivals (DACA) and for children who have arrived since June 2007.

Abstract:: COVID-19 onset has questioned the proclaimed notions of Globalization such as shared prosperity and security across the board. The ongoing pandemic once again calls for collective action in men and material terms rather than erecting technology barriers and doubting the intentions of each other. This paper aims to address the following inter-related queries: What is the nature of China‟s health-based assistance to the South Asian states for mitigating the COVID-19 risks? How and why do the United States and India remain skeptical of Chinese anti COVID- 19 Vaccine efforts? And how do other South Asian states perceive Chinese contributions to deal with the ongoing Pandemic? And, finally what lessons can be learned from this divergent debate centered on: Chinese Vaccine Diplomacy? Comparison and contrast of the available information is employed as an analytical technique to determine the nature of skepticism surrounding the Chinese vaccination campaign in South Asia. Consulting data on three various accounts assisted to conclude the findings of this research paper. The findings of this study establish that Western and Indian skepticism, directed against Chinese health diplomacy in South Asia is motivated by their geopolitical contestations with China. In nutshell, the paper‟s main thrust is to stress the essential value of mutual cooperation in dealing with the Pandemic like COVID-19. There is a need to embrace the concept of „holistic security‟ in the highly interconnected world of today and tomorrow.

Abstract:: Across the developing world the United States runs aid programs that have met the laudable goal of reducing infant mortality and maternal death resulting from childbirth. We have done some astonishing things, such as completely eliminating smallpox. Now we are responding to the COVID-19 pandemic by working to equip local communities with the tools needed to fight back against the coronavirus. Effective and inexpensive vaccines are everywhere administered to countless children who would otherwise die or be crippled by disease. More vaccines are on the way, perhaps even one for malaria, one of the biggest killers in the developing world. It is nothing short of a miracle. And yet the impact of these efforts in many countries could well be a legacy of war, famine, misery and the creation of new and even worse diseases.

Abstract:: During the pandemic that swept the world in 2020, President Trump sought to focus major blame on China, where the virus first emerged. At a press conference on March 20, as American cases increased dramatically, he began to call it the “Chinavirus”, crossing out the word “coronavirus” in his prepared text. He continued to use that term, so criticizing China became a central theme in American “public diplomacy”. A new burden was added to the U.S.-China relationship, at the very time we need more, not less, mutual understanding.
