Abstract:
Over the past decade the international political system has evolved into a state of great power rivalry in which the United States is challenged for international leadership by a rising China and a rapidly re-arming, revanchist Russia. A new militant nationalism is spreading across the globe; democracy appears to be in retreat as aggrieved populations turn to populist authoritarianism as a remedy. This rising political and strategic competition has now crossed over into the international development space.

U.S. national security strategy and defense policy have come to focus on China as the primary emphasis in the “strategic competition” outlined by recent U.S. strategy documents. Outside government, an avalanche of recent reports and essays lays out the China challenge in sometimes fervent terms, depicting an ideologically threatening revisionist state with malign intentions. As the Financial Times columnist Martin Wolf put it recently, “Across-the-board rivalry with China is becoming an organizing principle of U.S. economic, foreign and security policies.

Watford is at first sight an unlikely place for a gathering of world leaders. This nondescript suburb to the north of London found itself briefly in the media spotlight one chilly afternoon in December 2019. Boris Johnson had taken time out from his election campaign just before polling day to host a meeting of NATO leaders. It was intended to be a signal of allied unity in the 70th anniversary year of the 1949 Washington Treaty.

Abstract:
Quantum computing has the potential to bring tremendous advancements to science, including biology, chemistry, physics, and many other disciplines. The practical application will empower a stronger defense against future pandemics similar to COVID-19, not only in the acceleration of the development of vaccines and treatments, but also in optimizing currently unsolvable logistics problems such as how to deliver and route vaccines. In computer science, the “traveling salesman problem” shows it is impractical to find the optimal shortest path to visit cities once the list grows to even a few dozen. This same challenge in delivering vaccines to rural areas during a pandemic is exactly the type of problem that quantum computing will be well suited to solve.

Abstract:
American blood and treasure should be prioritized to secure U.S. national interests. The United States military is not the world’s police force, and where others can share the burden, the United States should add only its unique capabilities. But defending U.S. interests extends even into faraway lands, including Africa. While Africa may never be a top national security concern for the United States, a convergence of gains by state and nonstate actors alike there affect U.S. security and economic interests globally. Yet the Pentagon’s recent effort to rebalance its resources against great power competitors—especially China and Russia—after almost two decades of counterterrorism dominance places the commitment of U.S. military resources to Africa in question. Drawing down too far militarily in Africa risks losing influence on the continent to those very same state actors, erasing hard–fought counterterrorism gains, and compromising U.S. global interests.

Abstract:
The January issue of Prism carried an article titled “The Worst Possible Day”1 that included a discussion of the implications for the United States of banning Chinese company Huawei from networks that the United States and its allies rely on for national security-related communications. A supporter of the ban, the author, Thomas Donahue, emphasized the critical importance of using equipment from trusted sources in U.S. telecom infrastructure and that of its allies. He argued that the consequences of not doing so could be catastrophic when the United States needs to project power, or convincingly threaten the use of force, such as during a military conflict. The article concluded that the United States needs to seriously consider how to assure the use of trusted alternatives to Huawei equipment, whether by supporting the development of a U.S.-based manufacturer or consortium, or spending tens of billions of dollars to acquire either or both the manufacturers Nokia and Ericsson, or investing significantly in the two Nordic firms.

647. Outsourcing warfare: Proxy forces in contemporary armed conflicts

The aim of this article is to provide a comprehensive examination of the different types of armed non-state proxy groups. It discusses their characteristics and sponsorship and how they are employed by states in pursuit of their security and foreign policy objectives. The article also analyses the reasons for the recent increase in the use of proxy forces, including the benefits and risks for states that employ them, as well as the broader impact of proxy forces on the international security environment, including great power competition. Data was collected and analysed from a wide range of secondary source documents. A descriptive, qualitative research methodology was applied to print and on-line publications available from governmental, institutional and academic sources. This involved literature reviews and case studies to provide an in-depth understanding of current thinking on the topic, while also identifying potential areas for further research. The article provides a comprehensive, qualitative analysis of the existing literature and case studies on the topic of proxy forces, which due to the research methodology applied, also relies on the researcher’s judgement, choices and assumptions. Proxy wars will remain the norm for the foreseeable future. Two strategic developments drive this conclusion. Firstly, there is the renewal of great power competition for influence, resources and security, and secondly, the imperative for states to achieve these objectives without employing their military forces in a manner that could cause a major war.

Abstract:
The purpose of the article is to analyse Operation “Olympic Games” including, in particular, to indicate the political background to the activities aimed at preventing the development of Iran’s nuclear programme, and to examine the preparation and conduct of the operation, the involvement of the US and Israeli intelligence services, and the use of intelligence methods and sources. An equally important objective is to indicate the real consequences of the cyberattack with the Stuxnet virus. In the research process, a critical analysis of literature in the field of Intelligence Studies and source materials (including legal acts, strategies, reports, and other official studies of the entities forming the US Intelligence Community) was carried out. The example of Operation Olympics Games shows that complex cyber-sabotage operations resulting in the destruction of critical infrastructure on a large scale require the involvement of numerous state resources and advanced cyber activities, and the use of many different methods and intelligence sources. Thus, strong states with well-developed intelligence capabilities are much more capable of effectively using cyber-sabotage on a large scale.

Abstract:
This paper focuses on Turkey’s foreign policymakers’ attitudes in the context of the 2003 US decision to wage war against Iraq. The main goal is to assess and downplay the impact of religion in relation to security-related concerns. Drawing on official speeches, interviews, declarations by key figures in the foreign policy process, the paper argues that religion is nothing more than an intervening factor in the case of Turkey’s approach to the 2003 war in Iraq. Therefore, notwithstanding the role of Islamist elites in the foreign policy decision-making of Turkey, Turkey’s foreign affairs were rather inspired by realist behaviour, driven by pragmatic considerations, aimed at pursuing rationalist goals.

Abstract:
This is a study of the Fórum da Liberdade (FL), an annual event organised by the Brazilian think tank Instituto de Estudos Empresariais, an Atlas Network partner. Based on critical theory, this study is aimed at casting light on the role played by the FL in promoting US hegemony in the realm of ideas. Drawing on an analysis of all the forums over 30 years from its inception in 1988 until 2018, we demonstrate that this hegemony is based on the neoliberal economic model. We ex- amine the presenters, the sponsors, the main themes and the award winners. We find that a) the FL privileges speakers who support the neoliberal ideal – mostly male politicians, entrepreneurs, and members of neoliberal think tanks in Brazil and elsewhere; b) the FL has been internationalising, embracing an absolute majority of speakers from the USA, and strengthening ties with its major partner, the North American Atlas Network; c) the FL helps build electoral platforms by privileging politicians who support its economic ideals; and d) the FL promotes the US neoliberal agenda via financial support from the entrepreneurs who fund the annual events, and an ‘intelligentsia’ that legitimises the ideas presented at those events.
