In this month’s feature article, Moustafa Ayad examines 93 unofficial Islamic State groups and outlets operating across social media platforms and messaging applications to understand how the Islamic State’s digital ecosystem is fostering teenage terrorism. He writes that an “ecosystem of unofficial Islamic State groups and their supporters are continuing to flaunt their ability to use social media platforms for recruitment and propaganda” with youngsters “interacting with and producing Islamic State content in new shapes and forms.” He adds that the unofficial Islamic State propagandists are “finding innovative, low budget hacks to the hurdles placed in their way by social media companies and messaging applications. The Islamic State’s digital ecosystem is thriving, and the outlets within it are not just flaunting an ability to game platforms, but are similarly expanding their presence onto new emerging applications, allowing them to fight off coordinated efforts and automated approaches intended to stop their spread.” Our interview is with Deputy Chief David Kowalski, the commanding officer of the Counter-Terrorism and Special Operations Bureau at the Los Angeles Police Department. His department is increasingly focused on keeping the upcoming Olympics in the city safe. He says: “We’ve been preparing for the 2028 Olympics for the past seven years. Each year, our preparation and development becomes more advanced. We work closely with all the agencies throughout the city, which includes our mayor’s office, the fire department, our federal agencies, the emergency management department of the city, and it’s a whole regional approach to making sure these games are successful.” He adds: “We’ve worked very closely with our partners in Paris this past summer. … From a counterterrorism point of view, we’ve had the opportunity to look at what worked in Paris and in lessons learned, and that’s been very beneficial to us as we move into 2028.” He further notes that “the threats to Los Angeles and the rest of the country continue to become more sophisticated. Over the past six years working in the field, the threat environment has never been so diverse and changing, and we must remain ahead of how these threats can impact our cities.” Munira Mustaffa provides a case study of the May 2024 Ulu Tiram attack in Malaysia. She writes that the attack “illuminates how an isolated familial environment, driven by a fanatical father’s extreme religious ideology, systematically groomed the attacker through a distorted theological narrative that reframed violence as a spiritual purification ritual and pathway to salvation.” She adds that the case study demonstrates “how self-imposed ideological exiles can create significant challenges for monitoring and intervention, thus underscoring the urgent need for sophisticated approaches that move beyond simplistic categorizations of terrorist sympathizers.”

The March issue focuses in particular on the drone threat. In the feature article, Don Rassler and Yannick Veilleux-Lepage examine the evolution of terrorist drone usage and forecast its future trajectory in light of the tactical and technological innovations emerging from the Russo-Ukrainian War. They write that “the conflict has become a critical ‘innovation hub’ for drone warfare, accelerating advancements in the scale, speed, and range of drone operations. These developments are not only transforming the modern battlefield but also creating new opportunities for violent extremist organizations (VEOs) to enhance their operational capabilities.” They assess that “in particular, the war has normalized large-scale drone deployment, demonstrating the feasibility of launching coordinated drone swarms and phased attacks capable of overwhelming existing defenses” and note that the potential future pairing of high-speed First-Person View (FPV) drones with emerging technologies such as AI-assisted targeting “could significantly increase the precision and impact of future attacks.” In a similar vein, Jake Dulligan, Laura Freeman, Austin Phoenix, and Bradley Davis, in assessing the threat posed by commercial drones, write that the biggest concern “is that drone swarms could dramatically increase the impact of bad actor drone operations, be it kinetic strikes, ISR, or psychological warfare.” This month’s interview is with Dr. Christian Klos, the Director General of Public Security at Germany’s Federal Ministry of Interior and Community. He says that “when it comes to the external threat, I would agree with the assessment that ISIS-K is in Germany as well. What we observe from the intelligence side is that there are clear indications that the group intends to conduct attacks in Europe, and this can also include Germany and therefore we are very much aware of this threat, and we have seen also travel activities. So, it’s not just some minor indications.” Aaron Zelin assesses the new Syrian government’s efforts to counter the Islamic State, Hezbollah, and the captagon trade. He writes: “Unlike the Assad regime—which did little to fight the Islamic State, was closely aligned with Hezbollah, and produced captagon on an industrial scale—HTS in its guise as the new government of Syria is taking on these challenges assertively, and has a significant track record in doing so previously. Not only are these efforts a benefit to Syrian society and the security and stability of the country, but they also align with the interests of the United States and U.S. regional allies.” Alexandre Rodde and Justin Olmstead examine the evolution of vehicular ramming attacks and prevention efforts. They write that “when it comes to indicators and warnings of future attacks, the demonstration effect created by high-casualty vehicle-ramming attacks has in the past seemingly produced a surge in copycat attacks, which means the security agencies should be particularly vigilant given the recent uptick in high-profile attacks, including the New Orleans attack.”

In the May 2025 feature article, Daisy Muibu and Yayedior Mbengue examine the evolving counterterrorism challenge in Somalia. They write that “nearly three years after the Somali government launched its offensive against al-Shabaab, the security landscape remains precarious. Al-Shabaab has resurged, coordination between federal and Puntland forces is limited despite Islamic State-Somalia’s growing global remit, and the future of the African Union mission is uncertain. These trends are driven by political discord, a fragmented national landscape, donor fatigue, operational challenges, and al-Shabaab’s resilience.” Our interview is with Christine Abizaid, the former director of the U.S. National Counterterrorism Center. She emphasizes that: “The CT business is still a needles-in-the-haystack business; it’s still one piece of information that can open up a whole new threat network. You have to be digging into and accessing multiple sources of information, collaborating with multiple partners who see things in different ways.” Aymenn Al-Tamimi charts the rise, fall, and dissolution of al-Qa`ida’s loyalist group in Syria Hurras al-Din. He writes that: “The primary ongoing concern from a counterterrorism perspective is that regardless of Hurras al-Din’s own weakness, individuals who were members of the group, particularly leading figures, may try to coordinate with other members of al-Qa`ida or other jihadis outside Syria for the purpose of organizing terrorist attacks abroad.” Saif Tahir and Amira Jadoon examine the geographical origins, mobility patterns, and demographic characteristics of Tehrik-i-Taliban Pakistan (TTP) militants through an analysis of 615 profiles from the organization’s own martyrdom commemorative publications spanning 2006-2025. Julika Enslin outlines the evolution of the Islamist terror threat landscape in Germany since 2020 by taking an in-depth look at all nine executed Islamist terrorist attacks and the 20 publicly reported thwarted attack plots during that time. A personal note: Over the last 10 years, it has been the privilege of a lifetime to serve as the Editor-in-Chief of CTC Sentinel to showcase the best and brightest scholars and practitioners in our field. It’s time for me to pass the baton. The publication will be in great hands with my brilliant colleagues Kristina Hummel and Don Rassler. I look forward to continuing my close association with the Combating Terrorism Center and CTC Sentinel. The faculty and staff at the center, past and present, are the very best of America. Tension between China and the Western world has been a characteristic of global affairs for the better part of the last decade. Notwithstanding Russia’s full-scale invasion of Ukraine in February 2022, the United States continues to view China as its greatest global rival and competitor. In fact, many policymakers in Washington (though by no means all of them) view China as an existential threat to America’s global influence and predominance. As the European Union and its 27 member states are not among the world’s superpowers, the Europeans have a somewhat more relaxed attitude toward China. Still, according to an important policy statement issued by the EU Commission in 2019, Brussels has come to see Beijing not only as a “partner and competitor” but also as a serious “systemic rival.” This refers less to geopolitical concerns but very much to global governance issues and geoeconomic, trade, and investment relations with China. The EU is deeply concerned about the continuing lack of reciprocity of market access, intellectual property theft, and China’s frequently state-subsidized competition regarding cutting-edge technology products, including solar panels, EV vehicles, and many other products, which may soon swamp the EU market. The EU Commission has launched an investigation into China’s production of EV vehicles and also Beijing’s shipbuilding industry, which it suspects may well work on the basis of rather unfair and highly subsidized support from the Chinese state.

34. Pivotal States, Not Swing States

The United States, in particular, is grappling with the challenges posed by the emerging multipolar order and the need to secure a favorable position in this evolving global landscape. As part of this contemplation, there is a growing recognition of the significance of “swing states” like India, Türkiye, Indonesia, Vietnam, Brazil, and Saudi Arabia in shaping the outcome of the postCold War order and the broader global system. However, framing these consequential states as “swing states” in and of itself carries significant risk, as it implies that the only choice they have is a binary one: pick the U.S.-led West or the China and Russia axis. In reality, their strategic posture is far away from choosing one side over the other; at the same time, they are not behaving similarly to the Cold War-era non-aligned movement that was inherently anti-Western and leaned towards the Soviet-led block under the disguise of anti-colonialism solidarity. The appropriate strategic name for this growing list of countries in the present-day is “pivotal states,” and includes Brazil, India, Indonesia, Saudi Arabia, and Türkiye, chosen for their strategic geography, demography, and overall strength. Alongside these, there are other pivotal states with unique roles, such as Vietnam due to its position in the global supply chain and Egypt as a maritime bottleneck between the East and West. It is now widely acknowledged that international stability and the outcome of the U.S.-China neoCold War are influenced by factors beyond the behavior of Russia and China. But one crucial factor that remains underappreciated is that the behavior of pivotal states— which are determined to chart an independent course—will play vital roles in shaping the future of the international system. It is essential to recognize that these pivotal states inherently reject the bipolarity and “Cold War 2.0” framing that dominates the perspectives of, for example, Washington, Brussels, and Tokyo.

Abstract:
Despite their known and indisputable need for protection, North Koreans often have their applications for asylum rejected. This paper outlines the differing interpretations of North Koreans’ right to asylum and investigates the rationales and justifications behind them through the case studies of the United Kingdom, the United States, Germany, France, the Netherlands, and China (PRC). The paper argues that the rationale of the European countries analyzed is based on their generally restrictive view on asylum, independent from their political positioning on the Democratic People's Republic of Korea (DPRK). Contrastingly, the rationales of the United States and the PRC are grounded in interests directly related to the Korean peninsula and Cold War narratives.

36. Revising Organ Procurement Organization Guidelines to Obtaining Family Consent for Deceased Donation: An Anthropologically Informed Policy Proposal

Abstract:
Organ transplantation has become a widespread medical practice with public policy designed to increase rates of deceased donation. When individuals have not registered as organ donors, next-of-kin are called on to make donation decisions—requiring families to grapple with the often-confusing concept of ‘brain death’ and parse their understanding of what the deceased would have wanted. Current public policy is explicitly designed to promote high donation rates without clear regard to the experiences of donor-families; at best, these policies prime donation conversations to involve unethical practices, while at worst, the disregard of kin’s experiences may also diminish deceased donation rates. Anthropological literature has documented the often aggressive tactics used by transplant organizations that demonstrate a disregard for the emotional experiences of kin. In 2023, Congress passed the Securing the U.S. Organ Procurement and Transplantation Network Act, prompting the United States Department of Health and Human Services (HHS) to reevaluate organ donation policies and solicit requests for proposal for a new federal contractor to take over the network responsible for overseeing all organ sharing. This article leverages the relevant anthropological literature to provide guiding principles and proposed language amending the Centers for Medicare & Medicaid Services (CMS) Interpretive Guidance that HHS could implement as part of its modernization initiative. These principles aim to improve experiences for kin without lowering donation rates. The article recommends that HHS and its contractors collect metrics to measure the quality of Organ Procurement Organization (OPO) interactions, counterbalancing current benchmarks focused on procurement rates. It also recommends improved protocols to empathically and systematically support kin’s understanding of brain death.

Abstract:
Contrary to the long-held logic that giving Guam a stronger, more autonomous voice will undermine U.S. strategic interests, failing to provide Guam with a stable pathway of interest advancement beyond Congress hinders its development and with it the federal government’s ability to achieve soft-power advantages and basic military readiness in the Indo-Pacific theater. Since the United States assumed responsibility for administering the territory of Guam in 1898, it has treated the prospect of Guam’s status improvement as detrimental to U.S. strategic interests. This has informed its chosen method of territorial administration, which places U.S. territories under the authority of the Department of the Interior. Each territory is then given only one formal representative in Congress, specifically the U.S. House of Representatives, but without full-voting rights. This paper will explore how Guam has managed to advance its interests in Washington since 1972, highlighting how congressional representation has become Guam’s most successful pathway of interest advancement with the federal government to date. However, the agency and success of Guam’s congressional delegates must be framed within a broader discussion of the fragility of the U.S. approach to territorial administration, which has relegated Guam to a pathway of interest advancement incredibly vulnerable to political sea change. Ultimately, this paper will illustrate how Guam’s main pathway of interest advancement in Washington is quickly narrowing at the expense of U.S. strategic interests in the Indo-Pacific.

Abstract:
In recent years, U.S. government agencies have defined the Chinese presence in Latin America as a challenge, which has organized foreign policy towards the region. Departing from a neo-Gramscian approach, this paper investigates the bibliographical production of U.S. think tanks and seeks to understand the construction of consensus about the Chinese presence in Latin America. The methodology is based on content analysis and we identified two main narratives: in the first, the Chinese presence is presented as a threat to U.S. regional hegemony; in the second, the Chinese adaptation to liberal precepts is sought. There are therefore nuances in how the Chinese power is perceived, although the discourses remain restricted to the promotion of capitalism and neoliberalism under U.S. leadership.
