1. The Impact of Occupational Status on Public Attitudes Toward Syrians Under Temporary Protection in Turkey

Abstract:: For many non-immigrants in the United States, adjusting one’s legal status to lawful permanent residence through employment-sponsorship is a unique and attractive pathway to permanent residence and prospective citizenship in the United States. However, amidst an uncertain future for non-immigrant temporary work visas, tech layoffs, and stalled legislative immigration reform, many non-immigrant visa-holders are leaving the United States and taking their talent with them. This paper specifically examines visa and immigration processing delays for employment-sponsored adjustments of status to lawful permanent residence in the United States between 2007 and 2019. Based on descriptive analysis and discrete time event history models of data posted to an online immigration forum I call “Immigration Journey,” I document how immigrant visa-holders’ waiting in the U.S. immigration bureaucracy for employment-based immigrant visa processing reflects and reproduces racial, educational, and socioeconomic hierarchies and inequities. I find that immigrants from countries of origin with smaller populations, higher skill levels, and those able to pay for premium processing have higher likelihoods of a quick adjustment of status decision. Conversely, immigrants from countries of origin with larger populations or those with lower skill levels are left waiting longer for their adjustment of status decisions — even when they pay for premium processing of their petition for an immigrant visa. Based on this finding, I introduce the concept of a hierarchy of waiting to illustrate the ways in which legislation and inequitable administrative policies in U.S. immigrant visa processing become mechanisms of waiting. By doing so, this paper makes a theoretical contribution for understanding stratification within the employment-based immigrant visa pathway and highlights how this hierarchy of waiting exacerbates inequalities in immigration more broadly. The empirical findings and conceptualization of a hierarchy of waiting inform policy recommendations for: 1. legislative reform of country caps for lawful permanent residence; 2. legislative reform of preference category caps for lawful permanent residence; 3. increased funding for United States Citizenship and Immigration Services (USCIS) processing; and 4. increased transparency and communication of USCIS processes. Such policy changes would make immigrant visa availability and USCIS processing more equitable for future lawful permanent residents and citizens who are eligible to adjust their status through employment-based and other immigrant visa preference categories. Streamlined changes to the U.S. immigration legislation and administrative processes are critical for the United States’ future innovation and growth.

Abstract:: South Korea has indispensable military relations with the United States (US), especially in the context of its hostile relations with North Korea. In addition, China’s giant economic power makes South Korea reluctant to abandon its relations with China. Yet another significant factor complicating the regional dynamics for South Korea is the unresolved historical issues inherited from the imperial exploitation by the Japanese Empire on the Korean peninsula. This book aims to replace the narrative of South Korea’s as an “agent” in the global arena, considering its historical values and above-mentioned transforming conditions, with a multifaceted approach called “strategic pragmatism.” The author asks the following questions: what resources does South Korea have in its foreign policy-making processes?, what is its strategy based on these resources?, and what are the sources of the fundamental beliefs that construct the policymakers’ perception of South Korea’s foreign policy strategy?

3. Costly Incrementalism: U.S. PKK Policy and Relations with Türkiye

Abstract:: U.S. policy towards the PKK, a designated Foreign Terror Organization, has varied significantly over four decades, reflecting a clear periodization based on pragmatic policy interests and the interplay of U.S. actions and Turkish responses. Washington has over time supported Turkish counter-PKK actions without direct involvement; actively supported Turkish counter-PKK efforts; tolerated or tacitly supported PKK activities; and directly instrumentalized and supported the PKK in Syria and regionally. Washington’s evolving stance toward the PKK coincided with the rise of Al Qaeda (AQ) and its offshoot, the Islamic State in Iraq and Syria (ISIS) as the focus of U.S. Middle East policy. The evolution reflected an incremental approach that subordinated U.S.-Turkish relations and other regional problems to the campaign against AQ/IS. Bilateral cooperation suffered as incrementalism, low trust, and transactionalism came to characterize the relationship. This paper examines the history, current dynamics, and possible future trajectory of U.S. PKK policy as a problem in U.S. Turkish bilateral relations.

4. The Alliance in the Storm: Geopolitical Representation of the United States in the Turkish Parliament during Détente

Abstract:: This article analyzes how the geopolitical representation of the United States in Turkish political discourse changed during the 1960s and 1970s in the context of deep crises between the two countries, such as the Cyprus question, the opium issue, and the US arms embargo on Türkiye. Within the framework of critical geopolitical theory, it uses the concept of “geopolitical representation.” It examines the changes in the geopolitical representation of the United States in Turkish political life through practical geopolitics. To this end, it evaluates the debates, speeches, and correspondence made by the representatives of the ruling and opposition parties and members of the government in the Turkish Grand National Assembly between 1964 and 1979, within the context of the crises in Turkish-American relations, particularly within the foreign policy framework. It is argued that while the alliance between Türkiye and the United States and Türkiye’s membership in NATO were seen as important symbols of Türkiye’s sovereignty and enjoyed unwavering support in the 1950s, tensions with the US, Türkiye’s “strategic partner,” in the 1960s and 1970s led to notable shifts in the Turkish parliament’s narrative. As a pioneer of anti-NATO and anti-US rhetoric, the Workers’ Party of Türkiye (TİP) played a prominent role in shaping parliamentary discussions.

Abstract:: This article analyzes the underlying wellsprings for the major strains that disrupt the U.S. - Türkiye relationship. These strains arise from the U.S. support of the PYD/YPG/YPJ in Northern Syria as boots on the ground against ISIL; Türkiye’s purchase of the Russian S400 missile defense system; Türkiye’s energy imports from Russia and Iran; the U.S. refusal to extradite Fetullah Gülen; and Washington’s complaints about the AKP government’s anti-democratic tendencies. This article analyzes why and how some of these issues have evoked strong ire and distrust on both sides and others much less so by employing a paradigm based on five integrated variables: Türkiye’s military and economic capabilities; the availability of its natural resources, particularly energy; as well as threats to the legitimacy of the AKP regime and to the society’s ethnic and religious cohesion. Utilizing the paradigm, the article proposes measures that will increase the opportunities to build a firmer partnership between the U.S. and Türkiye.

Abstract:: Türkiye - United States relations have a multifaceted character and have spanned a long period, witnessing ups and downs throughout their historical trajectory. Türkiye’s relations with and foreign policy towards the US have been closely monitored by the public, and diverse perspectives towards the US have emerged within Turkish public opinion over time. This paper investigates the various factors that affect Turkish public opinion towards the US. Previous studies have generally examined public opinion through the demand side, exploring what features of the public predict their behavior towards other countries. In this research, we examine what exactly it is about the US that the public likes or dislikes. The research question of this article is: What are the determinants of the variation in individuals’ foreign policy attitudes towards the US in Türkiye? By answering this question through survey data conducted in 2021, we aim to present the economic, security-related, and political reasons behind the Turkish public’s positive and negative attitudes toward the US. The findings demonstrate that individuals are influenced by various dimensions pertaining to the US and its relations with Türkiye. The respondents’ demographic characteristics and political and foreign policy attitudes have resulted in disparate opinions regarding these multiple dimensions.

Abstract:: Once considered a model partnership, the American-Turkish relationship now elicits ambivalence among scholars and policymakers, calling into question the fundamental interests and assumptions that once undergirded the relationship. Critics attribute the negative trends in the relationship to geostrategic and value-based incompatibilities, but relatively few have examined both factors longitudinally across the entire relationship. This paper does not aim to provide a grand theory of American-Turkish relations. Instead, its goal is to develop a framework illustrating the vital role that strategic, ideational, and domestic political factors have played in shaping macro-level outcomes in the partnership’s cohesion at various junctures. Overall, our paper identifies the positive role of foreign policy bureaucratic elites on both sides acting as an “invisible hand” providing an anchor for the relationship even in the absence of other commonalities. Yet, we also observe the weakening of this hand in recent times as both countries become domestically transformed.

8. The Deinstitutionalization of U.S. and Turkish Foreign Policy: Why Societal Ties Are an Anchor in Bilateral Relations

Abstract:: This paper challenges two prevailing narratives about U.S.-Turkey relations: first, that international and individual-level factors are responsible for volatility in the relationship and second, that bilateral relations are uniformly bleak. In contrast to these perspectives, this paper proposes a domestic and institutional explanation for the rising volatility of U.S.-Turkey relations and conceptualizes societal ties as an anchor in the bilateral relationship. This paper advances two inter-related arguments. First, I argue that a key driver of volatility in U.S.-Turkey relations since 2016 is the deinstitutionalization of U.S. and Turkish foreign policymaking. In the United States, the root cause of deinstitutionalization is intensifying polarization over foreign policy, fueled by the rise of populism. In Turkey, by contrast, foreign policy has deinstitutionalized through personalization: the steady concentration of decision-making power in the hands of President Recep Tayyip Erdoğan. Second, against this backdrop of deinstitutionalization, I show that societal ties between the United States and Turkey provide a uniquely stable and enduring area of bilateral cooperation. I provide evidence for this argument in two key domains: 1) civil society and media and 2) higher education. These societal linkages, I argue, are often resilient precisely because they are disconnected from domestic politics and foreign policy. These societal ties should thus be understood not as agents that can reshape bilateral relations but as anchors that prevent the two nations from drifting apart.

Abstract:: Turkey-US relations in the Middle East have evolved significantly in recent years. Initially based on shared threat perceptions and strategic outlooks during the Cold War, the alignment became characterized by divergences on some issues after the Gulf War in 1991. Their relationship in the Middle East has even become hostile in recent years. Turkey’s increased regional aspirations and evolving threat perceptions in the Middle East, framed within an ontological security narrative, have strained bilateral ties. This shift is compounded by divergent worldviews influenced by domestic political changes in both countries. Despite these challenges, the alliance persists within NATO, albeit with complexities arising from the interplay of external pressures and internal dynamics. This article explores these dynamics using a Neoclassical Realist framework to explain how Ankara’s evolving threat perceptions and ontological security concerns have reshaped Turkey-US relations in the Middle East amid changing global and regional contexts.

Abstract:: The paper, “The Origins of the Second U.S. Civil War”, provides a hypothetical assessment of what might follow a disputed 2024 American election, and outlines three factors that would facilitate a fall into civil violence in such a scenario. Donald Trump has expediated a deterioration of the American political environment, and has targeted a specific subset of American citizenry. This subset has a rich militaristic tradition, and this paper argues that they might be instrumental in the devolution of future US politics. The power of the American military establishment has greatly increased post-WWII, and this paper also argues that the increased institutional pull held by the armed forces might similarly contribute to the outbreak of civil violence.

12. Hypersonic Myths and Strategic Realities

Abstract:: After decades of deterrence preventing nuclear war, hypersonic weapons appear poised to undermine strategic stability due to their speed, manoeuvrability, and potential ability to defeat missile defences. Because of their technological characteristics, Canadian and American discourse largely conclude that they will pose challenges to the international security environment, especially nuclear deterrence. However, the literature’s technical lens provides exaggerated threat assessments that assert hypersonics could disrupt the strategic nuclear balance, without acknowledging the risk of retaliation. Consequently, this paper counters these claims by drawing from Thomas Schelling’s emphasis on mutual vulnerability, and Kenneth Waltz’s insights about counterforce limitations, to demonstrate that hypersonic weapons cannot undermine strategic stability because they are subject to the same constraints that discourage a nuclear attack. It also argues that attacking command-and-control is more dangerous than attempting a counterforce strike, since it does not attempt to physically neutralize a second-strike capability.

Abstract:: This study examines the profound impact of mass media propaganda on American culture, with a particular focus on the iconic Torches of Freedom campaign. Originating in the late 19th century and led by Edward Bernays, this campaign aimed to reshape social norms surrounding women and smoking. Initially, a societal taboo prevailed, suggesting that respectable women did not smoke. Although tobacco consumption was common in America during the late 19th century, women were neither expected nor permitted to partake in the consumption of tobacco products until 1929. Women were eventually allowed the option to smoke discreetly, but even then, it was considered taboo by American society due to its perceived unfeminine nature. Particularly in North America and Europe, women’s smoking had long been associated with immorality and questionable sexual behaviour. Through the analysis of historical documents, media artefacts, and scholarly literature, this research examines the multifaceted impact of the Torches of Freedom campaign on American culture. It explores how mass media, through carefully crafted messages and imagery, played a significant and influential role in shaping public perceptions and behaviour. By examining the campaign’s relationship with dominant cultural ideologies and its effects on gender roles, the research aims to illuminate the complex interplay between propaganda, cultural values, and social change. The study focuses on advertising, consumerism, and cultural practices in the United States by examining the strategies employed in the Torches of Freedom campaign through the lens of propaganda.

14. Superstorm Sandy and Coastal Corralling in New York City

Abstract:: On October 29, 2012, a cyclone and a tropical storm fused under an inauspicious full moon off the Atlantic Northwest of the US to create Hurricane Sandy. It beelined toward the New York City metropolitan area at high tide and became the most destructive and costly hurricane in the City’s history; costing NYC $19 billion in in damages, 43 deaths and the absence of electricity and heat for around two million people. While the impacts were widespread, the neighborhoods of Coney Island and the Rockaways experienced widely disparate impacts which magnified the underlying social vulnerabilities among low-income racialized and ethicized populations. This paper positions Hurricane Sandy as a locus of interrogation to question how discriminatory policies excised low-income and socially vulnerable populations to the environmentally vulnerable lands of Coney Island and the Rockaways at the time of Sandy, and what injustices preceded the event and were engendered as a result. To answer these questions, this paper will examine the sequence of displacement and place-making over time that created channels for populations with existing social vulnerabilities to be thrust into environmentally risky coastal areas in New York City. Ultimately, the process, which I name coastal corralling, created the conditions for the little-discussed post-storm disaster and environmental injustices in Coney Island and the Rockaways, producing chronic issues that continue to persist over a decade after the storm.

15. White Homeowners’ Racialized Opposition to Affordable Housing Development

Abstract:: I investigate the effects of the race of the perceived beneficiaries of an affordable housing development on white homeowners’ support for the project, using an online survey experiment with 520 participants. I find that priming respondents to believe a nearby proposed project’s residents will likely be Black significantly increases opposition compared to the white prime. However, the effect is moderated by respondents’ racial attitudes, such that self-reported racially sensitive individuals instead become more supportive when led to believe a project’s residents will be Black. Despite racial cues increasing opposition, respondents do not express different concerns with development in a racialized context. These results suggest that race is a central factor driving attitudes toward affordable housing; however, racially motivated public commenters mask their concerns behind those ostensibly unrelated to race. Policymakers concerned with advancing equity while addressing the housing crisis may reconsider public comment’s role informing them of the public’s preferences toward development.

16. Two Roads to Reform: Marijuana Policy Changes, Arrest Trends, and Racial Disparities in Chicago and Indianapolis

Abstract:: This paper examines the relationship between marijuana policy changes, arrest trends, and racial disparities in arrests in two major U.S. cities, Indianapolis and Chicago, between 2014 and 2023. Chicago implemented statewide legalization in January 2020, while Indianapolis decriminalized certain marijuana offenses at the county level in September 2019. By analyzing public arrest data from Chicago and the State of Indiana, this research addresses three key questions: whether marijuana-related arrests declined after these policy changes, how racial disparities in arrests changed after these shifts, and how marijuana arrest trends compare with those for other drugs. Our findings reveal significant reductions in marijuana-related arrests in both cities following policy reforms, though the degree of change varied. The results also demonstrate stark racial disparities in marijuana arrest rates both prior to and following policy changes in each city, though racial disparities decreased in both Chicago and Indianapolis following each policy change during the study period. Ultimately, racial disparities in both cities increased again as time after reform passed, signaling the need for policies and practices that sustain decreases in disparities overtime.

Abstract:: This article examines the transformative impact of artificial intelligence (AI) on international relations (IR) and global governance. Abstract:: Using the soft balancing concept and a comparative methodology, I analyze the diplomatic strategies mobilized by Brazil towards the US in South America from 2003 to 2022. The empirical results suggest that in the last two decades, Brazil moved away from the role of “soft balancer” during Lula’s and Rousseff’s mandates (2003–2016) to a “tactical convergence” in Temer's (2016–2018) to “bandwagoning” in Bolsonaro's (2019–2022). The main drivers for these different strategies are domestic and regional changes. Approaching this thematic contributes to a better understanding of Brazilian regional priorities and abilities to deal with the US in the region.

Abstract:: Space has always been a place for geopolitical competition, and concepts such as astropolitics have even emerged in the scientific world. However, in the last two decades, technological advances have led to an increase in interest in space activities and new global space competition involving many public and private organizations. In addition to political and commercial competition in the world, China and America have expanded the scope of their competition to somewhere outside the world, that is, outer space, and they are trying not to lag behind their competitors in this field. A new round of competition between China and the United States to return to space was formed, which was reminiscent of the space program competition between the United States and the former Soviet Union. The purpose of this research is to analyze the space competition between America and China from the perspective of space geopolitics, using the concept of Astropolitics. Therefore, this study illustrates the role of contemporary geopolitics in today’s space based on the dynamic nature of astropolitics, and assesses the emerging geopolitical competition behind the rise of international interest in space.

Abstract:: The study seeks to explain the non-state actors' roles in international climate negotiations. The existence of the Paris Agreement in our view strengthens the hybrid multilateralism architecture that makes it possible encouraging non-state actors to take part in global climate governance, such as Greenpeace. Based on literature research, this study uses qualitative research approaches. In addition, we utilize secondary information relevant to the subjects covered in this research from academic publications and online news sources. From this research, we found that three main key points, authority, legitimacy, and effectiveness in hybrid multilateralism best explain Greenpeace involvement in international climate negotiations. Furthermore, by following certain indicators of non-governmental organizations’ influence, Greenpeace is seen to have succeeded in influencing the Kyoto Protocol yet lost its role in influencing the Paris Agreement upon the United States’ withdrawal under Trump’s administration.

Abstract:: The March issue focuses in particular on the drone threat. In the feature article, Don Rassler and Yannick Veilleux-Lepage examine the evolution of terrorist drone usage and forecast its future trajectory in light of the tactical and technological innovations emerging from the Russo-Ukrainian War. They write that “the conflict has become a critical ‘innovation hub’ for drone warfare, accelerating advancements in the scale, speed, and range of drone operations. These developments are not only transforming the modern battlefield but also creating new opportunities for violent extremist organizations (VEOs) to enhance their operational capabilities.” They assess that “in particular, the war has normalized large-scale drone deployment, demonstrating the feasibility of launching coordinated drone swarms and phased attacks capable of overwhelming existing defenses” and note that the potential future pairing of high-speed First-Person View (FPV) drones with emerging technologies such as AI-assisted targeting “could significantly increase the precision and impact of future attacks.” In a similar vein, Jake Dulligan, Laura Freeman, Austin Phoenix, and Bradley Davis, in assessing the threat posed by commercial drones, write that the biggest concern “is that drone swarms could dramatically increase the impact of bad actor drone operations, be it kinetic strikes, ISR, or psychological warfare.” This month’s interview is with Dr. Christian Klos, the Director General of Public Security at Germany’s Federal Ministry of Interior and Community. He says that “when it comes to the external threat, I would agree with the assessment that ISIS-K is in Germany as well. What we observe from the intelligence side is that there are clear indications that the group intends to conduct attacks in Europe, and this can also include Germany and therefore we are very much aware of this threat, and we have seen also travel activities. So, it’s not just some minor indications.” Aaron Zelin assesses the new Syrian government’s efforts to counter the Islamic State, Hezbollah, and the captagon trade. He writes: “Unlike the Assad regime—which did little to fight the Islamic State, was closely aligned with Hezbollah, and produced captagon on an industrial scale—HTS in its guise as the new government of Syria is taking on these challenges assertively, and has a significant track record in doing so previously. Not only are these efforts a benefit to Syrian society and the security and stability of the country, but they also align with the interests of the United States and U.S. regional allies.” Alexandre Rodde and Justin Olmstead examine the evolution of vehicular ramming attacks and prevention efforts. They write that “when it comes to indicators and warnings of future attacks, the demonstration effect created by high-casualty vehicle-ramming attacks has in the past seemingly produced a surge in copycat attacks, which means the security agencies should be particularly vigilant given the recent uptick in high-profile attacks, including the New Orleans attack.”

Abstract:: In the May 2025 feature article, Daisy Muibu and Yayedior Mbengue examine the evolving counterterrorism challenge in Somalia. They write that “nearly three years after the Somali government launched its offensive against al-Shabaab, the security landscape remains precarious. Al-Shabaab has resurged, coordination between federal and Puntland forces is limited despite Islamic State-Somalia’s growing global remit, and the future of the African Union mission is uncertain. These trends are driven by political discord, a fragmented national landscape, donor fatigue, operational challenges, and al-Shabaab’s resilience.” Our interview is with Christine Abizaid, the former director of the U.S. National Counterterrorism Center. She emphasizes that: “The CT business is still a needles-in-the-haystack business; it’s still one piece of information that can open up a whole new threat network. You have to be digging into and accessing multiple sources of information, collaborating with multiple partners who see things in different ways.” Aymenn Al-Tamimi charts the rise, fall, and dissolution of al-Qa`ida’s loyalist group in Syria Hurras al-Din. He writes that: “The primary ongoing concern from a counterterrorism perspective is that regardless of Hurras al-Din’s own weakness, individuals who were members of the group, particularly leading figures, may try to coordinate with other members of al-Qa`ida or other jihadis outside Syria for the purpose of organizing terrorist attacks abroad.” Saif Tahir and Amira Jadoon examine the geographical origins, mobility patterns, and demographic characteristics of Tehrik-i-Taliban Pakistan (TTP) militants through an analysis of 615 profiles from the organization’s own martyrdom commemorative publications spanning 2006-2025. Julika Enslin outlines the evolution of the Islamist terror threat landscape in Germany since 2020 by taking an in-depth look at all nine executed Islamist terrorist attacks and the 20 publicly reported thwarted attack plots during that time. A personal note: Over the last 10 years, it has been the privilege of a lifetime to serve as the Editor-in-Chief of CTC Sentinel to showcase the best and brightest scholars and practitioners in our field. Abstract:: As the Trump Administration conducts a global survey of strategic opportunities for the United States, it would be well advised to view Central Asia and the South Caucasus (the core subregions of what this journal’s Editorial Statement calls the “Silk Road region” and what is commonly still called “Eurasia” in some circles) as areas where a creative, new approach would yield lasting strategic gains—both for America and those states themselves. To be sure, this region is not and will not become a major priority or a vital interest for the United States—nor is that necessary. But its importance in world politics as an area of strategic competition among many rival states, including Russia and China and several aspirant and rising middle powers, is increasing. Therefore, it should be understood to be beneficial for all the states in Central Asia and the South Caucasus that Washington both enhance and sustain at a higher level its comprehensive, multi-dimensional engagement with them because only America can provide or convene many of the public goods they need.

Abstract:: The notion of food defence emerged in the USA following the terrorist attacks of 11 September 2001, reflecting the idea that the food sector constitutes a critical infrastructure for national security and that the food system must be defended against intentional acts, motivated by political or ideological reasons, that could cause large-scale damage to public health or the economy. This study draws on primary documentary sources on food defence, including government guidelines, laws, norms and regulations issued mainly in the USA, as well as secondary bibliographic sources related to the topic, and draws on insights from securitisation theory in order to show that food defence discourses, norms, guidelines and practices connect to a process of social construction of threats and risks, linked to the frameworks of bioterrorism and biodefence, subjecting the food sector to a process of securitisation. Based on this analysis, we aim to contribute, firstly, by deepening the problematisation of food defence, adding to the debate a political and security dimension. Without this discussion, we argue it is not possible to understand, rigorously and accurately, food defence’s defining core and its specificities within the conceptual constellation of food protection. Secondly, by resorting to the food defence case, we hope to contribute empirically to illustrate an expanded version of securitisation, drawing attention to the importance of a more eclectic and integrated look at the discursive and non-discursive aspects and the different logics that operate in the social construction of security.

Abstract:: On March 15, 2025, the United States launched an offensive against the Houthis in Yemen with the stated goal of restoring “freedom of navigation” in the Red Sea and ending Houthi attacks on commercial shipping. Fifty-two days later, on May 5, the United States ended its operations in Yemen following an agreement with the Houthis that the group would no longer target U.S. military vessels or U.S. flagged ships. This article provides an assessment of that campaign, known as Operation Rough Rider, looking at what the United States hit, who was killed, and what it cost as well as how the Houthis have rebounded and regrouped, the current situation on the ground in Yemen, and what is likely to come next.

This article examines the increased pace of strikes, the rationales that have been cited to explain the increase, and what existing evidence reveals about the potential threat to the U.S. homeland. Abstract:: Possible U.S. military action against Mexico’s drug cartels poses unique challenges. The situation is complicated, and the United States must be prepared for possible counteractions. The cartels are not a single actor. If attacked, they may avoid direct confrontation, accepting temporary losses, anticipating that the United States will not sustain a long campaign. Or Mexico’s cartels may respond violently, exploiting U.S. vulnerabilities in Mexico—and possibly north of the border. The government of Mexico is a separate actor. It can assist or undermine U.S. efforts. Past government campaigns against the cartels led to soaring rates of criminal violence. Chaos in Mexico could have serious implications for U.S. homeland security. The United States needs a ‘Red Team’ to examine a range of scenarios. The article proceeds in six parts: Part I contrasts recent U.S. military actions in Yemen and Iran with possible military action in Mexico. Part II examines perceptions of the threat. Part III examines how the history of U.S.-Mexico relations will shape the battlefield. Part IV reviews our own experience in combating foreign drug traffickers, offering some preliminary takeaways. Part V examines possible options. Part VI looks at how the cartels might react, how the United States might be forced to respond—and how other adversaries of the United States might attempt to exploit the situation.

Abstract:: The 12-day Iran war may be over, but the threat of Iranian reprisal attacks now looms large, and will for the foreseeable future. European authorities exposed plots in Sweden and Germany even as the war was being waged, and Israeli authorities issued a warning over potential attacks in the United Arab Emirates a couple of weeks later, specifically citing heightened concerns in the wake of the war with Iran. Iranian operatives or their agents could also attempt to carry out attacks inside the United States, leveraging what U.S. counterterrorism officials have describe as a “homeland option” developed over years. Given the U.S. role in bombing the Fordow nuclear complex, it should not be a surprise that U.S. authorities quickly issued a terrorism advisory warning of potential Iranian plots in the homeland. Abstract:: The competition between terror movements and counterterrorism forces is an interactive and iterative game, as the actions taken by one side are designed to defeat, circumvent, or shape the activity taken by the opposing players. To better understand these interactive dynamics, it is important to evaluate how terrorism and counterterrorism have been evolving. This article first takes high-level stock of how the spread, structure, scale, and speed of terrorism have been changing in recent years and highlights key challenges and implications for counterterrorism. It then evaluates the United States’ ongoing effort to find a sustainable counterterrorism path, a journey that has been filled with challenges, benefits, dilemmas, and opportunities, and discusses how key factors have been shaping the direction, reach, and pace of change. An important takeaway from these reviews is that while the threat of international terrorism is not what it used to be, there is a lot of change occurring across the terrorism landscape. U.S. counterterrorism has also been undergoing some important shifts, and there are open questions about whether U.S. CT forces and assets will be spread further. If not managed carefully, change taking place across these two ‘systems’ could interact in ways that may disrupt CT progress.

Abstract:: The article aims to analyze new industrial policy based on the example of actions taken by the Joe Biden administration. Their essence is transforming the economy in line with climate goals while stimulating development. The paper will present the main assumptions of the United States’ green industrial policy, its goals, and international implications, which indicate that it is characterized by economic nationalism. The article attempts to answer three main research questions: What is the essence of the new industrial policy? What are the goals of the new industrial policy initiated by the Joe Biden administration? What are the expected international implications of this policy? Answers to the above questions will enable verification of the hypothesis, which states that the Joe Biden administration has initiated a new industrial policy in the spirit of state interventionism based on new environmental protection assumptions. Its goal is to give the U.S. economy new pro-development impulses and increase its competitiveness. The first part of the paper will present assumptions of the new industrial policy, then the goals and measures of the new United States industrial policy, and the third part will show the international implications of the above policy.

Abstract:: The main goal of this article is to analyze American leadership in the context of Russia’s War in Ukraine. Examining the role of the US is important because the results of the study might identify some US strategic and policy weaknesses, which, if applied, might prevent other wars from happening. The main research question has been formulated: Could the Russian War in Ukraine have been prevented? The author’s work is based mainly on the analysis of the interviews with policymakers from the first circle of people in power, mostly the presidents’ advisers who have been particularly involved in implementing American foreign policy towards Russia and Ukraine since the end of the Cold War, as well as Ukrainian officials and those participating in the US-led coalition. US lessons from Russia’s War in Ukraine are of particular significance today, when the world faces a possible confrontation in the Indo-Pacific region between China and Taiwan, as well as the spread of the Middle East turmoil.

Abstract:: A country’s political leadership establishes its foreign policy goals, and its diplomatic service works to achieve them. Ideally, a country’s fundamental foreign policy goals should be so clear and compelling that they transcend specific administrations and provide enduring guidelines for carrying out the work of diplomacy. Previous post-Cold War administrations have made half-hearted, but ultimately unsuccessful efforts to do this. The new administration may want to consider these three strategic objectives: 1) create a more stable international system; 2) avoid an alliance between China and Russia; 3) decrease the likelihood of a nuclear war. These objectives are clear, compelling, and enduring. The benefits of any system adhere disproportionately to those at the top of the system. Since we are at the top of the current international system, no one has a greater interest in its stability than we do. An alliance between the other nuclear superpower and the other economic superpower would represent a clear and present danger to our preeminence. And in all likelihood, we’d all be dead after a major nuclear war. A diplomacy aimed at achieving these objectives should include: 1) prioritizing US interests; 2) talking less and listening more; and 3) leading by example.

Abstract:: In the waning days of the Biden administration, Secretary of State Antony Blinken and National Security adviser Jake Sullivan highlighted the foreign policy achievements of the previous four years including marshaling support for Ukraine, preventing a wider war in the Middle East, and galvanizing Indo-Pacific ties. The outgoing president himself gave a spirited defense of his accomplishments just days before he left office. As a reelected President Trump takes over, however, it seems fair to ask just how sustainable the efforts to “reenergize alliances and partnerships” and America’s global leadership actually were. And in at least one crucial respect, the Biden administration’s “Foreign Policy for the Middle Class” turned out to be more continuity than a break with President Trump’s “America First:” a protectionist national economic security doctrine now appears to be a centerpiece of American foreign policy. The swan song of a certain kind of American internationalism seems at hand, as the incoming administration signals policies which, reflecting the national mood, will prioritize a more unilateralist approach to the outside world.

Abstract:: With its small budget and secluded work, the United States Peace Corps is one of the least conspicuous arms of US foreign policy. Yet the agency, originally founded in 1961 as a way for Americans to work on community development abroad, still exerts a major influence. In many developing countries, such as Madagascar, where I served, volunteers are most people’s only exposure to American diplomacy. And for those volunteers who complete service, the Peace Corps is a proven path into the Foreign Service and foreign policy establishment. I had learned during my pre-departure consultations in Washington that there were still diametrically opposing views among policy-makers and within the intelligence community about whether the reform program that Mikhail Gorbachev had begun was meaningful. The negative view held that the reforms were intended merely to make the Soviet system operate more efficiently and that, if successful, the US would be faced with an equally hostile, but even more dangerous adversary. Abstract:: The American Israel Public Affairs Committee (AIPAC) has been a key player in mobilizing support for Israel’s foreign policy within the US Congress, especially during regional conflicts. While studies have examined the influence of the pro-Israeli lobbies’ donations on US policymakers, the strategic allocation of these funds remains less explored. This study addresses that gap by analyzing factors that influenced variations in AIPAC donations to US Congress members following the 2023 Israel-Hamas war. The findings reveal two main determinants: Congress members' sponsorship of pro-Israel bills and the electoral competition in their constituencies. Those actively supporting pro-Israel legislation receive more financial contributions, indicating a link between legislative support and financial incentives. Additionally, members facing strong electoral competition attract more donations, suggesting AIPAC’s targeted investment in politically secure candidates. This research highlights how the Israeli lobby strategically uses financial contributions to shape US foreign policy, particularly in the context of Israel's military engagements.

Abstract:: Since the overthrow of Saddam Hussein in 2003, Iraq’s political trajectory has been shaped by systemic reforms, security challenges, and external interventions. Parliamentary elections serve as a key measure of Iraq’s democratic governance, revealing persistent issues such as electoral system debates, pre-election violence, political fragmentation, and foreign influence from actors like the US and Iran. Low voter turnout, weak election security, and recurring allegations of fraud have further eroded public trust. The protracted government formation process, driven by sectarian divisions and external meddling, has reinforced political instability. This study examines these patterns by using the process tracing method to provide a comprehensive understanding of Iraq’s electoral landscape and its broader implications for governance. The election process is divided into three timelines and analyzed before, during, and after the elections. Drawing on news and reports on Iraq as well as speeches by Iraqi figures, the study argues that seven patterns embedded in systemic reforms, security challenges, and external interventions have overwhelmed Iraq’s electoral processes and democratic governance since 2003.

54. “Do Not Come”: The US Root Causes Strategy and the Co-optation of the Right to Stay

Abstract:: In 2021, the United States unveiled the Strategy for Addressing the Root Causes of Migration in Central America (“Root Causes Strategy” or “the Strategy”) to improve living conditions in El Salvador, Honduras, and Guatemala as a means to prevent future migration to the US-Mexico border. Through a combination of foreign policy tools and public-private investment, the US administration focused on enhancing economic, security, and governance conditions in the region. Although the Root Causes Strategy has received scrutiny in light of broader research on policies to address the root causes of migration, more attention is needed from the perspective of communities that these strategies target. Therefore, this article assesses the Root Causes Strategy’s alignment with Northern Central American communities’ plans to ensure their right to stay and thrive. It explores three areas of inquiry: the Strategy’s provision of formal engagement and participation mechanisms for local communities; the Strategy’s alignment with local communities’ priorities to ensure their right to stay; and the Strategy’s respect for local communities’ right to migrate in relation to their right to stay according to local projects of thriving. Through critical policy analysis, relying on primary governmental sources and secondary sources on the lived experience of communities in the region, the article argues that the Root Causes Strategy co-opted communities’ right to stay for three reasons. First, Northern Central American communities’ notions of their right to stay were sidelined. Communities did not have a formal role in the design and implementation of the Strategy, which lacked transparency and accountability mechanisms. Second, the Root Causes Strategy did not align its tools with communities’ notions of thriving. Private investments lacked sufficient labor, environmental and human rights protection, and oversight mechanisms to ensure they would not result in more displacement. Funding structures and processes failed to significantly expand access by local communities in support of grass-roots community projects. The US targeted sanctions for human rights violations and corruption followed communities’ cues in some countries and occasions while neglecting them in others. Third, the United States used its root causes policy to justify a restricted notion of the right to migrate. The US administration utilized its root causes policy and the widening of some insufficient legal migration pathways to justify and advance US border externalization policies and limit access to asylum at the US-Mexico border. The paper concludes with policy recommendations for the US administration, the US Congress, and civil society in Central America, Mexico, and the United States. It recommends delinking root causes of migration strategies from the goal of reducing migration to the donor country and foregrounding communities’ participation and perspectives before, during, and after the implementation of root causes policies.

Abstract:: Assessing the impact of policies offering in-state tuition and financial aid to undocumented immigrant youth is highly pertinent from a policy perspective. Eligible immigrants arrived as children and the United States is often the only home they have ever known. Without the right to stay or a path to citizenship, they cannot achieve their full potential as productive members of society. Policies improving access to higher education have the potential to elevate their social mobility and amplify economic contributions by improving job prospects and bolstering tax revenues. Since 2001, roughly half of the U.S. states have expanded in-state college tuition benefits to undocumented immigrants. Around one-third of states have also provided financial aid; yet approximately one-tenth have imposed heightened barriers to accessing higher education. While early studies found an increase in enrollment in states with in-state tuition policies, recent studies accounting for additional state policies found no impact on enrollment. These results mask varying impacts based on gender and marital status. We assess these policies, control for Deferred Action for Childhood Arrivals (DACA), and analyze the impact of in-state tuition on college enrollment, graduation rates, employment, and self-employment. Our analysis relies on data from the 2005 to 2019 American Community Survey. To identify individuals who are the most likely to be undocumented and affected by the policy, we focus on noncitizen Hispanic youth, excluding those likely authorized (e.g., licensed professionals, veterans, and refugees). That said, we are assuming that state policies are the same for all undocumented residents, not just the Hispanics in our sample. Our findings are as follows:

56. Migrant Deaths in California’s Borderlands, 2018–2023

Abstract:: We examine the deaths of undocumented migrants in southern California (i.e., San Diego and Imperial counties) for fiscal years (FYs) 2018–2023 using data obtained from the San Diego County Medical Examiner’s Office (SDCMEO) and Imperial County Coroner’s Office (ICCO). We recorded 314 deaths of undocumented migrants, with 157 in San Diego County (SDC) and 157 in Imperial County (IC). We describe trend fluctuations in migrant deaths and both the overall and county-specific proportions as they relate to causes of death and demographic characteristics (biological sex and age at death). Additionally, to capture the potential effects of the 2019 border wall expansion and COVID-19 pandemic on migrant deaths, we examined differences in these factors between two periods: FY 2018–2019 and FY 2020–2023. We conclude by comparing migrant deaths reported by the medicolegal authorities to estimates published by US Customs and Border Protection’s (CBP) Border Patrol for southern California. From 2018 to 2020, there were approximately 30 known migrant fatalities annually in California. This increased to about 88 deaths per year in 2021 and 2022 before dropping to 50 in 2023. Across the study period, the leading causes of death were drowning (35.4 percent), environmental exposure (23.6 percent), and blunt force trauma (16.9 percent), with the latter cause being largely associated with falls from the border wall. However, we found significant differences between SDC and IC. For instance, 51.6 percent of migrant deaths in IC were due to drowning, compared to 19.1 percent in SDC. Conversely, 21.7 percent of deaths in SDC were due to blunt force trauma, while just 12.1 percent of deaths in IC occurred in this manner. Overall, we found that 75.2 percent of decedents were male, 20.4 percent were female, and 4.5 percent were of unknown sex. Among cases in which a precise age at death was listed, the average age was 34.6 years. Nevertheless, sex and age differed by county in that SDC had a higher proportion of female decedents (28 percent in SDC vs. 12.7 percent in IC) and a higher average age at death (SDC x¯ = 36.8 vs. IC x¯ = 32.0). We also found significant differences between the two periods examined. Perhaps most striking, deaths due to blunt force trauma increased from 3.4 percent of cases in FY 2018–2019 to 19.9 percent of cases in FY 2020–2023. Decedent characteristics also appear to have changed across time. The share of male decedents decreased from 84.5 percent to 73.0 percent, while the share of females increased from 5.2 percent to 23.8 percent between the two periods, while the proportion of decedents ages 50 to 64 years increased significantly (from 4.7 percent to 12.7 percent). Finally, for FYs 2018–2022, CBP reported 25.6 percent fewer migrant deaths than medicolegal authorities in southern California. High numbers of migrant deaths in 2021 and 2022 can be attributed to circumstances during and following the COVID-19 pandemic, including a Trump Administration policy aimed at blocking access to the US asylum system. The expansion of the border wall during the Trump era may also explain increased migrant mortality in 2021 and 2022. Decreases in deaths in California in 2023 may be because of a novel entry location in the San Judas Break or result from a shift in migration trends toward other border states (i.e., Arizona, New Mexico, and Texas). County differences in drowning and blunt force trauma deaths were likely due to the presence of the All-American Canal in IC (drowning), and greater coverage of the pedestrian border wall in SDC (blunt force trauma), respectively. Although speculatory, the higher percentage of female decedents and older age of decedents in SDC may be because these vulnerable individuals perceive San Diego to be a safer route. Changes between FYs 2018–2019 and FYs 2020–2023 in blunt force trauma deaths (3.4 percent to 19.9 percent) are a result of falls from the newly expanded and constructed border wall. We suggest that after more than 30 years of implementation, the United States should eliminate the use of “deterrence” strategies to prevent further and unnecessary loss of life. Additionally, the following actions could reduce migrant mortality in California: installing buoys or other anti-drowning devices in the All-American Canal, making potentially life-saving resources (e.g., blankets and water) available on known migrant routes, and reducing the height of or removing the border barrier. We call for both CBP and medicolegal authorities to provide disaggregated data on migrant fatalities, which would facilitate an accurate accounting these deaths, increase understanding of where and why deaths occur, and therefore be used to support policy changes.

57. Enforced Disappearance as a Border Management Tool: The Case of Border Patrol Detentions of Immigrant and Asylum-Seeking Families in the United States

Abstract:: This study examines the experiences of international migrants and asylum-seeker families recently released from the custody of the United States Border Patrol (BP) to assess their ability to make phone calls while in BP detention. The focus on phone access is critical to determining whether respondents experience enforced disappearance under international law, given that BP custody is usually incommunicado. To determine whether some BP detainees experience enforced disappearance in custody, authors collected and analyzed data from 117 respondents using a novel questionnaire. Respondents were heads of families. These families consisted of at least one adult and at least one minor child who were released to a non-profit short-term shelter in the United States (U.S.). Findings show that 78 percent of the respondents who were in BP custody experienced an enforced disappearance because they were not able to make phone calls and there was no reliable publicly accessible locator system to otherwise locate them. While this study provides critical context to how one distinct group of individuals released from BP custody (i.e., families released into the U.S.) experienced enforced disappearance, we note the importance of future studies that assess the situation of additional groups, including single adults released from BP into the U.S. and groups and individuals forced back (typically) to Mexico upon release from BP custody. We discuss policy recommendations to mitigate and prevent continued enforced disappearances in BP custody and to prevent additional human rights violations that are facilitated by enforced disappearance, including the right to access counsel, the right to due process, the right to seek asylum, the right of non-refoulment, and that may constitute a grave threat to the right to life.

Abstract:: Disengagement of the U.S. from Afghanistan has altered the security situation in South Asia. South Asia has heightened insecurities but also opened new ways for collaboration. This research examines the security situation in the region from three perspectives: Regional Security Complex Theory (RSCT), The Theory of Securitization, and The Dependency Theory. It explains the interaction of local instabilities and the global peace discourse. The research is qualitative and discourse analytical in the description and analytical methods. The economic coherence, counterterrorism, geopolitical realignments, and security discourses are analysed to identify and pattern securitization, articulations of regional threats, and dependency. Interdependence of South Asia‘s security (RSCT) explains South Asia‘s security conundrum. Varying aspects of border disputes, terrorism, and other forms violence are ‗transnational‘. Securitization Theory explains how political leaders and BCEs construct narratives of existential threats (i.e. extremism, insurgency, refugees, and terrorism) to justify fonitization. Dependency Theory explains how the lack of autonomous security postures of South Asian States is framed. These findings suggest that, to achieve sustainable peace in South Asia, there is need to cooperative, regional construct self-dependency, and redeploy the revisited discourses of securitization. The study also adds to the discussion about redefining global peace, which, as the study argues, cannot simply mean the absence of conflict. Global peace must also contain cooperative, just, and desecuritized regional orders. South Asia, thus, teaches valuable lessons on how regional insecurity can be transformed into global peace.

It underscores the U.S.-Pakistan-Afghanistan relations after 9/11 which started in the U.S. invasion of Afghanistan, in operation enduring freedom on allegations that Taliban harbored Osama bin Laden. His subsequent demise in the year 2011 in Abbottabad, Pakistan, aggravated regional intricacies. Presidents of the United States Barack Obama and Donald Trump progressively sought troop withdrawal, which eventually saw the last withdrawal, August 21, 2021. The study examines the strategic and political-economic reactions of Pakistan especially its strategic depth seeking in Afghanistan. It also evaluates the potential of Pakistan to stabilize and contribute towards the political economy of Afghanistan. The methodology of the study is qualitative content analysis, with the help of NVivo-14 software. Under the Rational Choice Theory, the study examines the decision-making processes of states such as Pakistan to make strategic choices through cost-benefit analysis to navigate the region and enjoy the best avenue to foreign policy choices.

China's Belt and Road initiative employs AI surveillance tools to construct new infrastructure as the United States depends on autonomous private enterprise operations without state control and freedom to conduct independent research. The competition between China and the United States targets multiple areas including semiconductor manufacturing technology together with quantum computing research and ethical standards creation which exposes weaknesses for each side. This study qualitatively evaluates the competition between US and China and analytically elucidates the key challenges which are posing threats to the global power hierarchy.AI operates as an accelerating force that shapes future power dynamics while determining digital sovereignty principles and deepening global ideological conflicts.

Abstract:: A decade ago, the terrorist attacks in Paris illustrated the risks and challenges posed by complex coordinated terrorist attacks (CCTA) in a Western capital. These marauding attacks, striking multiple scenes in quick succession, were different from the bombing of public transport in Madrid in 2004 and London in 2005. This article explains the evolution of the Western law enforcement response while facing such attacks, and how the 2008 Mumbai attacks and the 2015 Paris attacks led to operational and tactical evolutions in France, the United Kingdom, and the United States. The 2024 Crocus City Hall attack in Moscow demonstrates the continuing threat posed by CCTA outside of the West. The constantly evolving modus operandi used by terrorists requires a strong anticipation effort by law enforcement agencies in order to prepare for a potential return of CCTA in the West.

Abstract:: This article presents a diverse European perspective on democracy and freedom of expression. The research was conducted on 73 public television materials after the storming of the Capitol in Germany, Poland, and Russia. The content analysis employed 75 categories in the categorization key. The German perspective focused on stabilizing the democratic system after Biden’s win and on respect for democratic values in the USA. The narrative style is centered around change, a natural process in a democracy. Polish public television dominated an atmosphere of anxiety, but the criticism of the democratic opposition in Poland found an analogy between the actions of media corporations and opposition politicians. The materials in the Russian service were biased and directed against American democracy in general. Criticism was levelled at the hypocrisy of the authorities, the inefficiency of democratic procedures, and the lack of respect for political traditions. The portrayal of crisis events in the USA depended on the level of democracy in the country and, to varying degrees, also served as a pretext for criticizing democracy in general and referencing events in the country being analyzed.

Abstract:: Visits by CODELs, or Congressional delegations, long have been an inescapable fact of life for US missions overseas. And serving as “control officer” for legislative visitors is a rite of passage for many Foreign Service officers stationed abroad. There are two main categories of CODEL. First are the boondoggles, during which the Congresspeople visit only developed countries and spend more time on tourism and shopping than anything else. We had more than our fair share of those in London. Then there are what I would call “substantive” CODELs, which visit countries that often are not garden spots and look into issues that are of serious concern to the US, such as human rights abuses and drug trafficking. These are rarer but can be helpful to the posts visited in promoting our foreign policy objectives. A very few CODELs have a third purpose, providing an opportunity for a senator or representative seeking higher office to raise his or her profile, at home and abroad. Among several experiences that I had over the years as a CODEL control officer, two stand out. Both involved Senator Edward “Ted” Kennedy; one had all the earmarks of a boondoggle, while the other seemed to have a profile-raising objective.

Abstract:: Public diplomacy (PD) work in the Soviet Union and Russia from the Cold War to the current time has presented some unique and variable challenges. As an example, during the pre-1985 Cold War years, interaction with in-country media was most often possible only by attending Foreign Ministry press briefings. In the Gorbachev era, 1985-91, this began to change. In the Yeltsin years, 1991-99, the Russian media became much more open to questioning Russia’s own past, and it was also much easier for western journalists to get appointments in the ministries. In the Putin years, 2000 to the present time, independent Russian media have disappeared from Russia and report in Russian to home and abroad readers from exile. PD practitioners have had to adjust across the full range of public diplomacy activities, including dealing with the media. In this article I will draw on my personal and professional experiences from the 1970s to the 2020s to look briefly at some of the challenges of conducting public diplomacy over the years in this closed society and recount how I and my colleagues achieved some successes in our work. I’ll conclude by looking at some of the current challenges public diplomacy faces.

Abstract:: On my first diplomatic assignment in the embassy in Paris, I spent most of my time on Vietnam War issues, in which the French were heavily involved. Shortly after President Johnson’s March 1968 address to the nation, the US and North Vietnamese negotiations opened in Paris. In the first private meetings and press conferences after the talks opened, Le Duc Tho, head of the North Vietnamese delegation, asserted that they came to Paris to talk about “the timing and the manner of the US withdrawal of its forces from Vietnam.” The US delegation heads, Averell Harriman and Cyrus Vance, said they came “to negotiate peace, an end to the war.” After a few weeks of inconclusive talks, Le Duc Tho gave a press conference directly accusing the US of reneging on the agreement to meet in Paris. My boss, Ambassador Sargent Shriver, recently arrived in Paris, called me in, and said: “Find out about this.” Shriver was briefed on the talks. But he paid little attention to Vietnam and was focused on his new job, ambassador to France. I suspect this issue came up in his introductory calls on ministers and parliamentary leaders, who were interested in the negotiations. He needed a response.

Abstract:: The views of the Biden and Trump administrations on diversity, equity, inclusion and accessibility (DEIA) could not be in greater contrast. President Biden issued three Executive Orders (EOs) on the subject, mandating that the federal government support and extend equity to a broad variety of individuals and communities facing poverty and discrimination. His secretary of state, Anthony Blinken, directed the State Department to engage with foreign governments and foreign peoples on equity and justice, calling the EOs “based on hard-nosed self-interest.” On his first day in office, President Trump revoked President Biden’s EOs on equity. His secretary of state, Marco Rubio, introduced three criteria for the State Department: If it doesn’t make America safer, stronger, and more prosperous, don’t do it. Although the current administration is scrubbing all talk of equity, I think using Secretary Rubio’s yardstick to measure whether addressing equity globally will make America safer, stronger, and more prosperous shows that equity considerations do belong in our nation’s foreign policy. Here’s how I came to that conclusion.

76. Assessing Access to Legal Representation for Unaccompanied Migrant Children: National, State, and County-Level Analysis of Free- and Low-Cost Attorney Prevalence in Relation to Children’s Locations

Abstract:: This study presents the first effort to assess unaccompanied migrant children’s access to free and low-cost attorneys in the United States at the national, state, and county levels. Since 2021, over 544,000 unaccompanied children have entered the United States and been apprehended along the southwest border. The vast majority of these children are transferred to the Office of Refugee Resettlement and released to sponsors across the country while their immigration cases are processed. While unaccompanied children are not guaranteed the right to government appointed counsel, a broad body of research indicates that having legal representation greatly increases the likelihood that a child will identify a form of legal relief and will have a legal outcome that allows them to remain in the country. Access to legal representation additionally connects children with trusted adults and increases opportunities to identify and address instances where children are being abused or exploited. However, a large percentage of unaccompanied children still lack legal representation. To date, little research has explored the factors that support or inhibit unaccompanied children’s access to representation. This study draws on research that shows that geographic proximity to attorneys is one key factor affecting the likelihood that immigrants will obtain counsel and research that demonstrates dramatic unevenness in legal counsel nationally to assess the prevalence of free and low-cost immigration attorneys in relation to where unaccompanied children are released to sponsors. Our findings demonstrate an overall lack of free and low-cost immigration attorneys in relation to the number of unaccompanied children in need of legal representation, with only one attorney for every 137 children nationally. Moreover, in assessing attorney to child ratios at the state-scale, we demonstrate that in 43 states (86 percent of the states in the country) the number of children to attorneys exceeds reasonable caseloads. Importantly, these estimates do not account for the fact that not all free and low-cost immigration attorneys take on children’s cases nor for the overall demand for immigration legal services among the more than three million individuals facing deportation in the United States. In turn, while sobering, our estimates likely significantly over-estimate children’s actual access to representation across the United States. Based on these findings, we offer the following policy recommendations: • Federal, state, local, and philanthropic organizations should strategically invest in workforce development to grow the number of free and low-cost immigration attorneys in general and specifically in areas where the lack is particularly high. • Workforce development programs should both engage new law school graduates and individuals working in private practice who may be looking to enter the public interest sector. • Policy makers, funders, and organizational leaders should invest in and support holistic representation models in order to reduce the burdens experienced by attorneys and foster retention in the field. • Governmental and philanthropic organizations should invest in additional research and program evaluation in order to more fully understand the need for representation among unaccompanied children and barriers to and facilitators of accessing representation. These efforts should go hand-in-hand with improvements in data quality and sharing among governmental and non-governmental stakeholders. • The federal government should immediately reinstate all contracts and programs related to providing legal orientation and representation to unaccompanied migrant children in line with Congressionally appropriated funds allocated for these purposes to both ensure children’s rights under the Trafficking Victims Protection Reauthorization Act (TVPRA) are realized and that the existing (already insufficient) workforce of trained and experienced attorneys equipped to represent unaccompanied children is not eroded.

Abstract:: The adoption of the Global Compacts on Migration and Refugees in 2019 by the UN General Assembly marked a significant achievement, providing two essential frameworks from which UN Member States could fashion their future immigration and refugee policies. Since their adoption, however, the number of forcibly displaced in the world has increased significantly, prompting receiving nations, such as the United States and the European countries, to rely more on deterrence-based enforcement initiatives to reduce the number of migrants arriving at their borders. At the same time, the number of migrant deaths, both on sea and land, have increased, as desperate migrants, asylum-seekers, and refugees have attempted to find new homes in industrialized nations. This paper analyzes the migration policies adopted by the United States and Europe in the nearly six years since the Global Compacts were adopted and provides an assessment about how these receiving nations have adapted to the rising number of forcibly displaced in the world, and whether, in doing so, their policies have been consistent with the provision of both Compacts. The paper finds that: • Both the US and Europe have instituted enforcement policies that violate the spirit, if not the intent, of the two Compacts, and, in some cases, undermine international human rights standards; • Both the US and Europe have attempted to balance their enforcement-related approaches with the creation of legal avenues and immigrant integration policies, consistent with the two Compacts, but their efforts, to date, have been insufficient to the need; • The US has made significant strides in introducing policies to protect refugee-like populations, but has failed to protect asylum-seekers in need of protection who arrive at the US-Mexico border; • Europe has relied on bilateral agreements and restrictive laws to deter migrants from reaching European shores, while at the same time supported sending and transit countries with development assistance; • Both the US and Europe have a mixed record with regard to preserving the principles of the right to remain and the right to migrate, a record which must be improved in the years ahead.

Abstract:: The United States requires asylum applicants to provide their own interpreters for their interviews at the Asylum Office, barring exceptional circumstances. Applicants can face significant hurdles in finding suitable interpreters, who play a critical role in giving them a voice in the asylum process. Inaccurate interpretation can have serious ramifications such as denial of an applicant’s asylum claim. Despite the critical need for meaningful language access in the asylum process, interpretation at the Asylum Office remains understudied. This article represents a first attempt at bringing the scholarly and practitioner communities together to rethink interpretation at the Asylum Office, with the goal of identifying feasible steps that the Asylum Office can take to enhance language access. This article proposes the below five holistic policy recommendations to improve interpretation at the Asylum Office, based on data from 28 interviews with attorneys who practiced before either the Arlington or Houston Asylum Offices, as well as the authors’ own prior professional experiences advocating on behalf of asylum seekers. 1. Government provision of telephonic interpreters. 2. Advance notice when a bilingual asylum officer can conduct an asylum interview in a language other than English. 3. Additional institutional support for asylum officers including lunch breaks. 4. Improved data collection regarding interpretation. 5. Additional research including analysis of how the COVID-19 pandemic affected interpretation at the Asylum Office. These recommendations are a starting point to improving language access at the Asylum Office. With this article, the authors hope to spark future research and conversations to ensure that individuals with limited English proficiency have meaningful access to asylum interviews.

Abstract:: In 2023, the US undocumented population reached 12.2 million, exceeding the previous high of 12.0 million in 2008. This report provides estimates of the undocumented population in 2023 based on data collected in the Census Bureau’s American Community Survey (ACS). The report focuses on trends in annual population growth from 2013 to 2023 for the total population and for 17 countries or areas of origin. It also describes trends in the undocumented population in the six states with the largest undocumented population in 2023. The CMS estimates of undocumented residents include immigrants in the Deferred Action for Childhood Arrivals (DACA) and Temporary Protected Status (TPS) programs, and the estimates include most of the people that have entered asylum backlogs or received humanitarian parole status since 2021. The estimates were derived using previous CMS estimation procedures except that higher undercount rates were used to estimate the number of undocumented residents that arrived after 2020. Adjustment for undercount was increased for post-2020 arrivals to account for the unusually large flow across the US/Mexico border in recent years and because relatively more migrants resided in group quarters1 where enumeration can be difficult. The CMS methodology is summarized after the following section, and information about undercount rates for recent arrivals is shown in the Appendix.

Abstract:: This study foregrounds fear as a group emotion shared by members of the Ecuadorian immigrant community in Queens, New York. The study is based on 30 in-depth interviews collected through ethnographic fieldwork in an Ecuadorian enclave in 2022–2023. It illuminates how fear, as a group emotion, instilled by “illegality,” is experienced by first-generation, 1.5-generation, and second-generation immigrants. Group fear experienced by members of the mixed-status immigrant community stems from collective and cumulative fear. This study defines collective fear as an emotion prevailing in mixed-status immigrant communities because of vulnerability from their undocumented status and marginalization passed on to members through socialization. Collective fear affects group dynamics and intergroup interactions, with debilitating effects on its members; however, it has positive functions, cementing social bonds between immigrants and solidifying the community. Another aspect of group fear is cumulative fear, defined in this study as the totality of fears experienced by first-generation, 1.5-generation, and second-generation Ecuadorian immigrants. First-generation immigrants express fear of border crossing, fear of detention and deportation, and fear of uncertainty during the legalization process. Meanwhile, 1.5-generation immigrants convey retrospective fear of crossing the border, fear of detention and deportation, fear of uncertainty during the legalization process, fear of liminal status restrictions, and fear of termination of the temporary protective status granted to Deferred Action for Childhood Arrivals recipients. Second-generation immigrants, as jus-soli citizens of the United States, report fear of family separation and sympathy toward undocumented community members. Collective fear disseminated through numerous in-group (among community members) and inter-group interactions (community members and interior immigration enforcement) and learned through socialization provides empirical evidence of the “top–down” influence of group members’ experiences on emotions. Conversely, cumulative fear is based on individuals’ immigrant experiences cohering through the “bottom–up” influence of shared emotion on group formation. The only way to eradicate this group fear is to adjust one’s undocumented status, leading former undocumented immigrants to feel guilty about their acquired freedom, as their family members may still live in the shadow of “illegality.” This study demonstrates that U.S. President Joe Biden’s executive order aimed at keeping American families together cannot eliminate the overall paralyzing fear in immigrant communities. Given that the policy will affect an insignificant number of people, drastic measures are needed. The following policy recommendations are offered: • Allow non-citizen spouses and children to adjust their unresolved immigrant status unconditionally (removing the requirement of residence in the U.S. for 10 years or more). • Grant all recipients of the Deferred Action for Childhood Arrivals program legal permanent resident status as a pathway to U.S. citizenship. • Allow all liminally legal 1.5-generation immigrants to pursue education and careers through legalization. • Forbid deportation of U.S. citizens’ parents, forgive most undocumented immigrants’ unauthorized entry into the country, and allow them to adjust their status.

Abstract:: In the United States, federal law charges the Office of Refugee Resettlement (ORR) with responsibility for the custody and care of unaccompanied migrant children. Since April 2021, more than 1,250 child migrants have experienced what ORR terms a “Virtual” program placement while in its custody. ORR has not: explained what its use of virtuality means for the children in its care, defined Virtual as a program placement type, set forth parameters for its use, or published the criteria by which it selects children for virtual rather than physical placement. Using administrative data, an online video meeting with ORR personnel, and ORR manuals and documents, this article conceptualizes ORR’s use of virtuality as a bifurcation of a child’s custody: ORR takes technical legal custody but not physical custody of the child. The article recognizes risks this bifurcation poses to the physical well-being of unaccompanied children and how bifurcation complicates ORR’s compliance with minimum legal standards set by federal law. The article likewise identifies benefits some children have received from virtual placement: quick release from ORR custody; the opportunity to remain with accompanying non-parental adults, such as siblings and grandparents, rather than enduring separation from them, as is standard practice in US immigration detention; and privileged entry into the US independent of standard legal authorization procedures. The article urges ORR and other US government entities to account for the risks and benefits virtuality poses to the well-being of unaccompanied migrant children.

Abstract:: The 1950 Defense Production Act (DPA) is one of the most significant tools the U.S. government uses to mobilize the civilian economy for national defense. As the United States approaches the DPA’s statutory termination and likely reauthorization in 2025, this article surveys its recent employment during the COVID-19 pandemic and potential for policy iteration, assessing its evolution from postwar and early Cold War origins to a broader industrial policy tool. By analyzing DPA usage, legislative actions, and public interest trends, this study aims to extract key lessons from its recent implementation. The article argues that while the DPA has become increasingly central to the government’s industrial policy initiatives, its application has been broadly inconsistent, unevenly coordinated, and insufficiently integrated into broader strategic frameworks. Reauthorization of the DPA could include creating a more permanent and coordinated executive branch infrastructure, clarifying its use as an emergency versus routine policy tool, and identifying gaps in future deployment.

Abstract:: Critical and strategic minerals have become increasingly important in U.S. government civilian and military policymaking in recent years. This is demonstrated by the heavy use of such minerals in many critical civilian and military infrastructures. This work will discuss how this subject has been addressed in laws, presidential documents, and works by government agencies along with congressional oversight committees and support agencies. Abstract:: Proxy war has been a dynamic U.S. military strategy since the Cold War. In recent decades, however, artificial intelligence (AI) as a new manifestation of technology has played a significant role in these wars. The United States has been a pioneer in this field, making substantial investments, annually allocates multibillion-dollar budgets to advance robotic and automated weapons to win future wars. Artificial intelligence proxy wars can manage the competition between international actors as a mediating factor without wasting human resources. The main question of this article is as follows: What is the role of artificial intelligence in U.S. military strategy, and how much can this new technology help win proxy wars? The findings indicate that the United States, by applying artificial intelligence technology to its military equipment with remote control capabilities, robots, and automated guided weapons, has reduced human and financial costs while increasing the probability of triumph on the battlefield. However, the obtained data, according to moral and humanitarian criteria, suggest a high rate of civilian casualties in such military conflicts.

Abstract:: In this paper, we examine the geopolitical consequences of China’s enhanced engagement in Latin America. China is increasing its economic weight among Latin American countries, reinforcing its external image to counter the perception that the US is a unique relevant ally. In previous research, some authors have supported the idea that China could become a sort of neocolonial power in Latin America, substituting the hegemony of the United States. In this article, we carry out an in-depth review of Western literature and a comprehensive analysis of the bilateral relationship to discuss China’s role in the region. We apply the principles of the hegemonic stability and the power transition theories, and we also include an assessment of “soft power” components. We conclude that China is eroding US power in Latin America but is still far from becoming the new regional hegemon.

Abstract:: Much ink has been spilled debating the implications of the results of the U.S. November 2024 elections. In Europe, following the June 2024 elections, more than 40 far-right parties hold seats in the European Parliament, a growth from 25 the previous term. The far right also managed to increase its vote share in nine out of the 13 European states that held legislative elections in 2024.1 Compared to a decade ago, analysts understand that these events are not exceptional mo- ments, glitches in the system, or accidents of history. Nonetheless, many still prioritize short-term explanations such as, in the United States’ case, Joe Biden and Kamala Harris’ weak campaign performance, high levels of inflation, and unprecedented influxes of irregular migration. Others attribute far-right victories to either morally unacceptable sentiments such as racism and xenophobia or brainwashing via fake news and social media propaganda—whether through X (in the United States’ case and in Germany’s February 2025 elections)2 or TikTok (as in Romania’s first round of presidential elections).3 In both cases, these explanations provide moral reassurance: only citizens with bad intentions, victims of propaganda, or those unable to appreciate lib- eralism’s idealistic goals could vote for the far right. However, these arguments are insufficient in understanding the wave of rejection that societal order seems to be arousing amongst citizens. If one thinks that Donald Trump won only because his voters are systemic racists or susceptible to fake news, then one does not see that he may have won because his political program spoke to a multiracial coalition of blue-collar and white-collar voters and resonated with a growing number of Hispanics and young African American men.4 Our interpretation of Trump’s victory impacts the search for solutions: in the first scenario, the Democrats are not held responsible for their defeat; in the second, they must engage in a deep rethinking of their political platform. Far-right electoral gains are no accidents of history. Illiberal leaders and parties have expanded electorally worldwide in many countries beyond the United States and Europe in varying cultural contexts, such as in Turkey, India, the Philippines, and El Salvador. This suggests that the explanation for their success must be found in structural transformations of our socioeconomic and political landscape, not in one-off sets of issues or grievances. To truly understand the rise of illiberalism, citizens and activists anxious to defend liberal demo- cratic principles must analyze these broader systemic evolutions be- fore discussing what they mean for our vision of liberalism. They should grasp why these systemic challenges have so far been more successfully addressed, electorally speaking, by the right than by the left. The main argument of this paper is that liberalism’s cultural hegemony is over, and those defending liberal principles must recognize that they are now in genuine competition with other political ideologies. To this end, they must abandon the notion that liberalism represents “common sense,” while its op- ponents embody “nonsense.” Ironically, this very contrast is mirrored by illiberal voters, who see their recent electoral success as a return to politics grounded in reality and opposing liberal “wokeness.”

92. Global Public Opinion and the Growth of Right-Wing Populism

Abstract:: The “super year” of elections in 2024 was unprecedented in voting history, with citizens in more than 60 countries going to the polls. While it was generally a difficult year for incumbents, it was a strong one for challengers, including several from the populist right. Leveraging economic frustrations, divisive cultural issues, and anger at a political class perceived to be out of touch with ordinary citizens, right-wing populist leaders and parties made gains at the ballot box in several nations, building on the growing success they have seen in recent years.1 One of the most high-profile results in 2024 was Republican Donald Trump’s defeat of Democrat Kamala Harris in the United States presidential election, which returned the leader of the populist “Make America Great Again” (MAGA) movement to the White House after four years of Demo- cratic control. Right-wing populists also gained ground in European parlia- mentary elections. Austria’s Freedom Party, for example, had its best election result ever. The Alternative for Germany Party became the first far-right political party to win a state election in the country since World War II. And even though the cordon sanitaire—a bargain among political parties to keep the far right out of governing coalitions—ultimately kept Marine Le Pen’s National Rally out of power in France, the party nonetheless increased the number of seats it holds in the National Assembly. Parties on the right did well outside Europe and the United States too. For example, El Salvador’s incumbent President Nayib Bukele won reelection with over 80 percent of the vote, buoyed by strong support for his crackdown on criminal gangs. In Indonesia, Prabowo Subianto won the presidential election amid public concerns about his human rights record. Abstract:: This scholarly article provides a comprehensive analysis of how Heimans and Timms’s (Heimans, J. and Timms, H. (2018) New power: How power works in our hyperconnected world—and how to make it work for you. New York, NY: Doubleday) principles of “new power” can be applied to enhance the agility and effectiveness of United States national defence strategies and policies. The analysis underscores the critical importance of fostering collective intelligence, adaptability, flexibility, transparency, and inclusion within the operations and decision-making processes of the US military, emphasising transparency and inclusion is crucial in promoting open source and open information exchange that involves service members and defence leaders at all levels in decision-making. This study presents compelling examples of how embracing new power dynamics can improve the agility of US national security efforts in terms of strategies and policies. Improved agility will potentially save lives and provide a competitive advantage over our adversaries. Additionally, the article highlights the significance of adaptability and flexibility in navigating the rapidly changing global landscape, underscoring the need for the US military to adapt to shifting power dynamics and embrace agility as a critical element in achieving success in the face of modern security challenges. Finally, this research delves into two critical areas: First, we explore a new power model for enhancing the agility of US national defence. Second, we discuss how the new power model can facilitate agile decisionmaking for US intelligence, specifically through the practice of open-source Intelligence. We conclude that making American national defence agile in its policies and strategies requires not only the application of new power principles and concepts, as Heimans and Timms (2018) understand them, but also the ability to apply new power in nuanced, incremental, and thoughtful ways that will allow for transformation of the defence and policy-making apparatus in a way that will be accepted and understood by policymakers and service members and leaders themselves.
