The article focuses on the role of the Second Nagorno-Karabakh War in shaping the balance of power in the Lesser Caucasus as a prelude to the Russian invasion of Ukraine. It argues that Russia implemented a “bait and bleed” strategy to discipline Armenia for its pro-Western agenda. In addition, it focuses on Turkey’s role as a supportive apparatus for Azerbaijan’s military efforts against Armenia, evaluating the connection established between Moscow and Ankara. The Nagorno-Karabakh case marked a new manipulative Russian strategy to influence the balance of power in regions with geostrategic significance for the Kremlin.

Abstract:
The Turkish Military Intervention in the Syrian part of the Kurdistan region, known as Rojava, shows that the Syrian Civil War presents a great number of different sides. The objective of the intervention is to create a safe zone where two million syrians could be resettle, expelling from the area the kurd militias that oppose the government in Ankara. The present article wants to deep in the use of frames used by the Spanish written press when covering the Turkish military intervention in the Arab country. Through a classic and cuantitative methodology, named analysis of content, this paper will go into the mediatic discourses of the national press with the purpose of exploring what explanations are having a biggest importance. This contribution tries to explore if the humanitarian question weights more heavily that the ones focused on security./La intervención militar turca en el Kurdistán sirio, conocido como Rojava, demuestra que la guerra civil siria presenta una gran cantidad de aristas. El objetivo de la misma es crear una zona de seguridad donde reasentar a más de dos millones de refugiados sirios y expulsar del lugar a las milicias kurdas, opositoras al gobierno de Ankara. El presente artículo tiene como finalidad ahondar en el uso de encuadres utilizados por la prensa escrita española a la hora de cubrir la intervención militar turca en el país árabe. A través de una metodología clásica y cuantitativa, análisis de contenido, se ahondará en los discursos mediáticos de la prensa nacional con el objetivo de investigar qué narrativas están teniendo mayor peso. Esta contribución intenta explorar si las cuestiones humanitarias presentan mayor relevancia que las explicaciones centradas en la seguridad.

Abstract:
This study aims to expose the ways in which leading officials of the Committee of Union and Progress (the CUP) interpreted, internalized, and questioned the conditions of their mission in Arab lands during World War I (WWI). It builds on the memoirs of Falih Rıfkı, aide-de-camp of Commander-in-Chief Cemal Pasha, and Halide Edip, an ardent supporter of the social and educational reforms of the CUP government. Both written after the war, these memoirs reflect not only nostalgia and regret but also the complicated relationship between Turkish officials and Arabs on the eve of their breakup from one another as citizens of the Ottoman State. The study also questions the orthodox argument that the Turkist and anti-Arabic ideology of the CUP government in general and Cemal Pasha’s wartime crusade against Arab nationalists in particular triggered the emergence of Arab nationalism. By contemplating the memoirs of CUP members in Arab lands, this study argues that Falih Rıfkı, Cemal Pasha, and Halide Edip tried to understand the region and its people in order to create a mutual future for Turks and Arabs within the Ottoman Empire.

Abstract:
This paper focuses on Turkey’s foreign policymakers’ attitudes in the context of the 2003 US decision to wage war against Iraq. The main goal is to assess and downplay the impact of religion in relation to security-related concerns. Drawing on official speeches, interviews, declarations by key figures in the foreign policy process, the paper argues that religion is nothing more than an intervening factor in the case of Turkey’s approach to the 2003 war in Iraq. Therefore, notwithstanding the role of Islamist elites in the foreign policy decision-making of Turkey, Turkey’s foreign affairs were rather inspired by realist behaviour, driven by pragmatic considerations, aimed at pursuing rationalist goals.

Abstract:
Terrorist violence led by the Kurdistan Workers’ Party (PKK) is one of the major issues of Turkey since the 1980s. This violence is based upon Kurdish ethnic identity aimed towards establishing an independent Kurdish state in Turkey’s southeast, northern Iraq, northern Syria and north-western Iran. Despite this aim, the terrorist campaign of the PKK predominantly targets security forces and civilians in Turkey. However, the existence of a terrorist group such a long time raises a question of the impact of external support on the formation and maintenance of the PKK. While Turkey has criticised constantly its southern neighbours on the PKK’s activities and tactics, the regional approaches have been largely neglected in the existing scholarly literature. This article aims to close this gap by focusing on the role played by Iraq, Iran and Syria in the PKK terrorism and Turkey’s counter-terrorism policies. The article argues that the major reasons for the unsuccessful result of Turkey’s effort to destroy the PKK were the approaches of ignorance of the PKK activities and the use of the group as a trump card by the three neighbours and insufficient policies to keep under control the regional dimension of the conflict. The article critically analyses historical relationships between these three states and Turkey to explore how the regional dimension has affected the resolution of this conflict.

The representation of emotions in Early Byzantine historical texts is still a field rich in potential for further investigations and interpretations. In this article, we aim to approach just a small section of this, looking at how some specific emotions: fear, love, anger, sorrow and joy, and their particular expressions, appear in Procopius' History of Wars. We look particularly at manifestations of emotions depicted in military and political contexts and ask how and why these fitted with societal norms and expectations, what were the gender specificities, real or imagined, of expressing emotions.

Abstract:
The Arab Spring gave rise to a variety of transitions in the Middle East. Although initial developments in Tunisia and Egypt created optimism, tragic events in Egypt, Syria, Tunisia and elsewhere revived fears about a return to authoritarian governments, failed states and civil war. With no foreseeable change in the UN Security Council with regard to Syria, the country's neighbors, including Turkey, face the risk of instability. Although a recent agreement between the US and Russia marked a major step toward destrying the regime's chemical stockpile, it fails to address the conflict itself. As such, spillover effects continue to threaten Syria's neighbors. This paper highlights the critical nature of the situation and the international community's role in finding a solution.

Early on in this slim account of 1,300 years' of Turkish history, Norman Stone suggests: "If you are Turkish you have to ask what you owe to: (1) the ancient native Turkish tradition; (2) Persia; (3) Byzantium; (4) Islam; (5) what sort of Islam; and (6) conscious westernization." It would be far-fetched to imagine that every modern Turk self-consciously ratiocinate these things and comes up with their own credit-debit account of historical heritage. This book's major strength, however, is to demonstrate the lesser-appreciated continuities-as well as sudden changes-that do make up so much of Turkish history. The Ottoman Empire, Stone tells us, initially saw itself as an inheritor of both the Seljuk Turk and Byzantine Greek traditions. Until the conquest of Constantinople in 1453, for example, the Ottomans had thrived as a cavalry-based nomadic "military empire" in the Seljuk tradition; indeed, the plan of the Topkapı Palace they built soon after the conquest-with its modest, low-rise pavilions and courtyards-deliberately imitates the tented headquarters of a nomadic Turkish chieftain. On the other hand, Mehmet II (the conqueror of Constantinople) spoke fluent Greek and was "in effect set upon retaking the eastern Roman Empire that Justinian had made great in the sixth century." There is also the fact that, at the time of the taking the city, the population of the Ottoman lands was 75 percent Christian.

In the aftermath of the First World War, Britain aimed to create an autonomous Kurdish state – or states – in northern Mesopotamia to be governed under its protection. It therefore experimented with various different methods between the years 1918 and 1920. All those attempts were proven futile. Using mainly the British and Ottoman archival material it has been inquired how the British authorities had developed the plan for Kurdistan, how they tried to implement it in the northern Iraq (then the Mosul vilayet) and the southeastern Anatolia respectively, and how they failed. The reasons for Britain's failure had been discussed. After the failure new policy options had been given consideration among which, the debates on retreat came into prominence. The diplomatic negotiation process between the allies and the legal arrangements on Kurdistan that took pace in the Treaty of Sevres was of a nature of keeping up appearances. Kurdistan plan, though failed in 1920's, gained ground in the following years as the international conditions became more convenient. As the Kurdish problem has once again become an issue of worldwide concern, it will be interesting to see how the British government dealt with this complicated problem when it first emerged, some ninety years ago.

Abstract:
German-Turkish relations in the twentieth century were at times very good and very close, at times cold, semi-colonial, and often difficult, but always complex and never black and white. Even when relations were friendly, as before and during World War One, the German side often tried to dominate the Ottoman Empire in some way which led to resentment among those who became aware of this—most prominently perhaps Atatürk. And at times when interactions between the two peoples seemed to focus prominently on such aspects as education and academia, as during the National Socialism period when a number of German academics found a temporary home in Turkey, some Germany were not happy about this new kind of closeness between the two peoples. A good history of German-Turkish relations still needs to be written, and there is much to disentangle and uncover until then, but this edited volume by Şen and Halm is another step towards a better understanding of this highly entangled history and inserts itself into the ever growing body of literature on the subject.

Abstract:
The closure case against the ruling AK Party pending before the constitutional court occupied the center stage of Turkish politics throughout the summer. After months of speculation on the fate of the party, the court finally reached a verdict in late July, deciding not to close down the AK Party, and averting what had otherwise promised to be an unprecedented level of political uncertainty, social and economic turmoil, and potential chaos. With the closure case now behind it, the AK Party is expected to be more restrained, and to act responsibly – as it did during the proceedings of the case – while building up its democratic and secular credentials through a reform policy in keeping with the EU accession process. For some time, the ruling AK Party had been under pressure for neglecting, if not abandoning, the EU membership process. In response to critics the government may refocus its energy on the issues that have stalled Turkey's accession.

Increasing numbers of Turks have come to recognize that their country's traditionally hesitant and circumspect foreign policy no longer serves its interests, and is incommensurate with Turkey's regional weight. Accordingly, the governing Justice and Development Party has attempted to shed that tradition by seeking to engage Turkey's neighbors proactively in recent years. In the Caucasus, Ankara has taken steps that may lead to the normalization of relations with Yerevan and the breaking of the stalemate over Nagorno-Karabakh. The Russo-Georgian War of 2008, however, demonstrates that Turkish diplomacy faces a severe test for which it may not be prepared. The war revealed that old institutional practices continue to constrain Turkey's diplomacy; moreover, the war restored Russia to the position of spoiler in the Caucasus. The return of Russia may mean that Turkey's new diplomacy will be too little, too late.

The Cyprus tragedy of the past and the Iraq predicament of our times bear striking similarities. Cyprus of the 1960s and 1970s is not too far from Iraq in 2008. The main thrust of this article is that Cyprus presents a useful case study for contemporary decision-makers in the United States, Turkey, and Iraq. Just like the Cyprus question, which has caused nearly irreparable damage to the relations between Turkey, Greece, and the United States, policies that are not carefully crafted by Washington, Ankara, Erbil, and Baghdad could lead to a very problematic future for the Middle East. In a nutshell, this article offers a cautionary analysis by drawing on the experiences of the Cyprus tragedy for the purpose of avoiding a similar one in Iraq.

This study analyses the foreign policies of Turkey and Germany toward the Bosnian War, that took place between 1992-1995, in a comparative perspective. Both states had to face an identity crisis in the wake of the phasing out of the bipolar system. Whilst Turkey, all of a sudden, lost its former status within the Western Bloc, Germany could be reunified in a relatively short period of time. The war in Bosnia took place at the very time when an important discussion was continuing about the new position of these aforementioned countries. In view of traditional International Relations theories Turkey, on the one hand, was expected to focus on its internal problems; Germany, on the other hand, was foreseen to pursue an active foreign policy thanks to the new dynamism acquired by reunification. However, what happened in the case of Bosnia was, in fact, the reverse. The main argument of this study is that one of the main factors shaping the foreign policies of Ankara and Berlin toward Bosnia was the ultimate intention to maintain their former state identities in the new era.

Northern Iraq has seen ethnic mobilization and violent political conflict since the creation of the current state system in the interwar period. Throughout this period, Iraq's Kurds have rejected attempts of various governments to assimilate and absorb them into their pan-Arab ideologies. The underlying fear on behalf of Turkey's government is that an independent Kurdistan would have an osmotic effect and automatically strengthen irredentist and pan-Kurdish segments and sentiments among Turkish Kurds and in a worst case scenario lead to a renewed intra-state conflict between separatists and the state on the scale of the early 1990s.

In an age of war on terror, Turkey pursues its own war against the escalating PKK (Kurdistan Workers' Party) terror. The dynamics that led to a parliamentary motion for a cross border operation into Northern Iraq will have implications for Turkey's relations with Washington, Baghdad and other capitals in the region. The Expanded Meeting of the Neighboring Countries of Iraq held in Istanbul on 2-3 November 2007 coincided with Turkey's intensive regional diplomacy. There are serious challenges to ending PKK terrorism and finding a lasting solution to the Kurdish problem. The Erdogan Government must fight terrorism in a way that will not jeopardize the process of democratization and political reforms in Turkey.

Abstract:
This article aims to analyze the relations between Turkey and Tajikistan in the aftermath of the dissolution of the Soviet Union. The relations between these two countries remained rather limited in the period of 1991-1994 because Tajikistan was not Turkic, faced negative economic conditions, went through a civil war, and had closer ties with Iran and Russia. Between 1995 and 2003, however, these relations improved as Turkey better realized the fact that Tajikistan was both an inseparable part of Central Asian geography and critical for regional stability. Furthermore, in this period, Tajik Civil War ended with an important political reconciliation. It is concluded that although there has been a relative improvement in Turkish-Tajik relations since Tajikistan's independence, it has not yet reached to a satisfactory level.
