1. The Dark Side of the Moon: An Ever-Fragmenting Discipline and Turkish IR in “the Outer Periphery”

Abstract:
A recent debate has emerged in the literature about a need for more global International Relations (IR), one which is truly international, to be worthy of its name. This paper outlines the multi-dimensional fragmentation in IR, which has prevented the emergence of a genuinely integrated and global discipline, and created a context in which the periphery cannot make original contributions to the core. The main purpose of this paper is to point out the major obstacles for such original contributions that emanate from the periphery itself. Aside from the general core-periphery fragmentation in the discipline, the periphery is collapsing within itself. From that perspective, the core and the periphery look more integrated, while the real division is between the periphery and the outer periphery. The outer periphery, while mostly invisible to the core, has real effects in IR practice, yet its nature and problems are not looked upon or handled by the current literature. Based on this observation, and using the Turkish example, four major problems of the outer periphery that affect the periphery and curtail its potential for original contributions are identified: (1) apathy towards western IR; (2) conspiracy theorizing; (3) chronological historicism; and (4) the outer periphery’s influence on the mainstream periphery. After discussing these problems, it is concluded that the periphery can make contributions to the core only after it has helped the outer periphery solve its problems, and integration within the periphery is achieved. Only then can original contributions of the periphery to a truly international IR be possible.

Abstract:
Since the first translation of the concept of civilization into Turkish as “medeniyet” in 1837 by Sadık Rıfat Pasha, the then Ottoman Ambassador to Vienna, this coinage has turned out to be an essential component of Turkish modernization. This paper aims to establish a genealogy of the concept of “medeniyet” to demonstrate the divergences of Ottoman perceptions in different periods throughout the nineteenth and early twentieth centuries. It argues that civilization was first perceived by a group of Ottoman intellectuals as a tool to reach an ideal state of being (c. 1840-1860). The next generation of Ottoman intellectuals (c. 1860-1890) defined civilization as “the” ideal state of being, yet they had different views on the concept, particularly concerning the distinction between material and moral elements of civilization. Finally, the third generation of Ottoman intellectuals (c. 1890-1920), whose thoughts were more or less crystallized under three broad political currents labeled as Westernism, Islamism, and Turkism, had different and sometimes contradicting perceptions of civilization based on their political outlooks. By referring to the writings of these intellectuals, the paper will discuss central debates on civilization in the late Ottoman Empire, such as the singularity/plurality of civilization(s), the existence of Islamic civilization as an alternative to European civilization, the degree of importing from European civilization, and the distinction between culture and civilization. Moreover, it argues that the Turkish perception of “medeniyet” is different from the European perception of “civilization”; in other words, while the Ottoman perception of the concept of civilization is not homeborn, it is homegrown. Accordingly, Ottoman intellectuals not only divided the material and moral elements of civilization and opted for importing the former, but they also questioned the singularity and supremacy of European civilization by referring to “Islamic civilization” either as an extinct yet once-present form of civilization or as a potential rival to European civilization.

Abstract:
Modern Türkiye (the official spelling of Turkey since 2021) sprang like a phoenix from the ashes in 1923, overcoming daunting odds. Its predecessor, the Ottoman Empire, had foolishly joined the war with the Central Powers in 1914 and naively thought its Arab subjects would remain loyal, only to have been utterly defeated and then dismembered. A rebellion led by the empire’s most famous war hero and leader, Kemal Ataturk, overthrew the last sultan, rejected an unjust treaty to divide up the country and repelled the occupying Allies. He established a contemporary republic based on popular will and modern law to begin a new history for the Turkish people. Born from the wreckage of war and national chaos, Türkiye now, one hundred years on, has become a formidable player on the global stage. World War One witnessed four empires – the German, Austro-Hungarian, Russian, and Ottoman – disappear from history. Of the four, the Turks were the most severely treated by the European victors. Little of Germany and none of the Austro-Hungarian states were occupied. Türkiye was. The country also was originally forecast to become a League of Nations mandate, losing its sovereignty, a punishment not assessed against any other Central Power. Türkiye’s victory at the negotiating table in the early 1920’s over the European Allied Powers and on the battlefield principally against the Greeks, who were encouraged by the British to invade Türkiye to recover territories, was a singular achievement. The final agreement – the Treaty of Lausanne – gave Türkiye its complete independence on October 29, 1923, with Mustafa Kemal as its first president. It was the only such treaty negotiated by a WWI Central Power state with the Allies.

Abstract:
While enhancing our economic relations with African countries was positioned as a target within Türkiye’s vision, especially after the Cold War, this could only come true in the first decade of the 21st century. As a result, there have been significant trade volume developments. Although Türkiye had a trade deficit with Africa from the mid-90s to the early 2000s, it became a surplus party in the subsequent period due to stagnation and the impacts of various crises. The trade with Africa is primarily with North African countries due to geographical proximity and historical ties. While Africa's share in Türkiye's total foreign trade volume has been gradually increasing, it remains significantly lower compared to Asia and Europe. Relations between the continent and Türkiye haven’t grown stronger yet, mainly because most African countries were former colonies. On the other hand, Türkiye's geographical proximity to Africa offers a significant opportunity to meet African countries' agricultural and food needs. In this context, this study aims to analyze Türkiye’s trade with the African continent and to reveal the opportunities, threats, strengths, and weaknesses this trade offers for both actors. Furthermore, the study provides recommendations to enhance these relations in this framework.

Türkiye'nin çok partili hayata geçmesiyle Türk siyasi hayatında sahneye çıkan partilerden biri olan Millet Partisi (MP) kısa ömrüne ve sönük geçen siyasi macerasına rağmen incelenmeye değer önemli yönlere sahiptir. II. Dünya Savaşı'nın ardından oluşan uluslararası atmosfer ülkeleri yeni dünya düzeninde kendi yerlerini alma çabasına itmiştir. Bu bakımdan Türkiye'de çok partili hayata geçilmesi dikkat çekicidir. Çok partili hayatın yeni başladığı yıllarda Demokrat Parti (DP) ile birlikte mecliste muhalefet sıralarını işgal eden MP Cumhuriyet’in ilk siyasi partilerinden olmasının yanında kısa ömrüne rağmen, kapatıldıktan sonra da etkisi devam eden bir parti olmaklığıyla önemli bir yere sahiptir. Bu çalışmanın temel amacı MP'yi siyasi partiler hakkında ileri sürülen doğuş teorileri ve parti tipolojileri bağlamında analiz etmektir. Çalışmada esasen "MP doğuş teorileri çerçevesinde nasıl açıklanabilir? Parti tipolojileri bakımından hangi tipe uymakta yahut yakın düşmektedir?" sorularına cevap aranmaktadır. Elde edilen başlıca sonuç olarak MP'nin doğuş teorileri bakımından parlamento içi parti kategorisine dâhil edilebileceği, katılma krizi ve modernleşme teorisi ile de ortaya çıkışının açıklanabileceği hususları gösterilecektir. Tipolojik değerlendirmesi yapıldığında da MP'nin bir yaklaşıma göre kadro partisi özellikleri gösterirken bir başka yaklaşıma göre bireysel temsil partisi özellikleri taşıdığı anlaşılmıştır.

14 Mayıs 1950’de yapılan seçimle “geleneksel kesim” ile “Anadolu köylüsü”nün birlikte hareket etmesi sonucu Demokrat Parti’nin (DP) meydana getirdiği “sessiz yığın”ların başlatmış olduğu iktidar yürüyüşü büyük bir başarı ile kazanılmıştır. Bu başarı “beyaz ihtilal” olarak tanımlanmıştır. Buna halkın Cumhuriyet Halk Partisi’nin (CHP) politikalarına duyduğu tepki neden olmuştur. Böylece “Yeter Söz Milletindir” yaklaşımı halk tarafından karşılık bulmuş ve DP’nin seçimi kazanması ile Türkiye’de iktidar değişikliği beraberinde elit değişimini de getirmiştir. Bu sonuç Şerif Mardin’in ifadesiyle çevrenin merkez üzerindeki zaferidir. Buna karşı çıkanlar ise bunu “karşı devrim” olarak nitelendirmişlerdir. Adalet ve Kalkınma Partisi (AKP) ise 3 Kasım 2002’de “Yeter Karar Milletindir” söylemi ile yola çıkmış ve “geleneksel dindar” kesim ile “Anadolu kaplanları”nın yaptığı güç birliği sonucu “sessiz devrim” yaparak iktidara gelmiştir. AKP’yi 2014 yılına kadar iktidarda tutan kadrolar elitist değillerdi bu nedenle de kimlik siyaseti yapmamışlardır. Kendilerini Türkiye’nin kültür birikimini korumaları anlamında “muhafazakâr”, modern kurum ve değerleri savunma anlamında ise “demokrat” olarak tanımlanmışlardır. “Muhafazakâr demokrat” kimliğin kabul görmesi bu nedenle olmuştur. Nitel araştırma yöntemi kullanılarak yazılan makale Türkiye’de 1950- 2014 yılları arasında sağ muhafazakâr siyasette yaşanan değişimi açıklamaktadır. 1950 yılında iktidara gelen Demokrat Parti ile birlikte Türkiye’de büyük bir değişim başlatılmıştır. Başlatılan bu değişim Adalet ve Kalkınma Partisi iktidarı ile birlikte sağ muhafazakâr siyasette cumhurbaşkanının doğrudan halk tarafından seçildiği 10 Ağustos 2014 tarihine kadar devam etmiştir.

Abstract:
The third party effect in international relations gained popularity in 1990s in the context of conflict resolution. However, the Turkish-Greek relations in the modern era have always been discussed in reference to a third party involvement and Britain has always prevailed over the other countries as the most prominent third party. This study searches for the British influence on the Turkish-Greek rapprochement in 1930s. The British factor influence is usually taken as a matter of Great Power dominance or the “provocateur of rivalries between the two nations” from the Turkish point of view or “cooperation of allies” from the Greek point of view. Whereas, this study focuses on a specific conjuncture in which Britain acted neither as a “provocateur” nor as an “ally” for any party. In reference to the historical sources, it is documented that from the late 1920s the British approach to the Turkish-Greek affairs was altered dramatically, parallel to the overarching systemic changes in the interwar period Specifically, it is argued that the revision of British financial policy in response to the Great Depression and its retreat from the Eastern Mediterranean as a naval power directed Greece to change its foreign policy orientations with a sudden demarche and offer Turkey a peace settlement. Rather than attributing this rapprochement to the efforts of charismatic leaders, this study analyses the issue with a realist mind in reference to the British policies modified in parallel to the systemic changes during the interwar years.

The armies as one of the proponents of the constant progress and transformation of humanity, continue to exist in parallel to the concept of security of which the meaning, the scope and the parameters evolve continuously. From conquests to independence wars and the protection of the states' territorial integrity, the armies have been functioning as guardians against external threats and internal ones stemming from political crises, social unrest, and economic instabilities. Moreover, during the Cold War, the United States used the armies of less developed and developing countries to overthrow elected leaders to establish anti-communist governments that would work in accordance with the US. This article aims to discuss the common and similar points between Turkey and Latin American countries that have experienced coups and military interventions during the Cold War period. In this respect, the similar political, economic and military reasons that led to the armies’ involvement in politics through coups and interventions are argued even though these countries have historical, cultural, administrative and social differences. | İnsanlığın gelişim ve değişim sürecinin bileşenlerinden biri olan ordular, anlam, kapsam ve parametreleri sürekli dönüşen güvenlik kavramına paralel olarak varlıklarını sürdürmektedir. Fetihlerden bağımsızlık mücadelelerine ve ülke topraklarını korumaya kadar farklı görevler üstlenen orduların, dışarıdan gelen tehditlerin yanı sıra, çeşitli siyasi krizler, toplumsal hareketler ve ekonomik istikrarsızlıklar gibi “iç tehditlere” karşı bir mekanizma olarak da kullanılması söz konusu olmuştur. Öte yandan özellikle Soğuk Savaş döneminde az gelişmiş ve gelişmekte olan ülkelerde orduların, seçilmiş yönetimleri devirerek ABD’nin istediği anti-komünist yönetimlerin işbaşına gelmesini sağlamakta kullanılması da oldukça sık görülen bir olgu haline gelmiştir. Kendilerine özgü tarihsel, kültürel, idari ve toplumsal birtakım farklılıklara sahip olmakla birlikte, Soğuk Savaş döneminde ABD’nin de etkisiyle benzer ekonomik, siyasi ve askeri süreçlerden geçen Latin Amerika ülkeleri ve Türkiye arasında orduların siyasetteki rolü, darbelerin arkasında yatan temel faktörler gibi ortak bazı unsurlar bulunmaktadır. Bu çalışmanın amacı, Soğuk Savaş döneminde çok sayıda askeri müdahalenin yaşandığı Latin Amerika ülkeleri ve Türkiye’nin coğrafi uzaklıklarına karşın ortak deneyimlerine yön veren benzer faktörlerin tartışılmasıdır.

Abstract:
Developments in Syria over the past eight years prompted the arguments claiming that Early Republican Turkey had turned her back to the Middle East. However, after a close consideration regarding the discourses of the political elite in Turkey, it becomes evident that Early Republican Turkey’s Middle East policy had been tending to rapprochement with Arab countries rather than avoidance of getting involved in regional issues. This article aims to scrutinize the viewpoints of the outstanding political elite of the Late Ottoman and Early Republican periods like Hüseyin Cahit Yalçın and Falih Rıfkı Atay toward Greater Syria (Bilad-al-Sham) in order to understand the historical and intellectual backgrounds of Early Republican Turkey’s Middle East policy.

Abstract:
The aim of this study is to examine how continuities and discontinuities over a period of nearly half a century have shaped the AKP government’s relationship with the Syrian Muslim Brotherhood and the Assad regime. From the start of the 1980s until the 2011 Arab Uprisings, relations between Turkey, Turkish Islamists, Syria, and the Syrian Muslim Brotherhood remained highly complex. Based on the information available from open sources and newspaper archives, this study terms the conflict between the Turkish and Syrian intelligence services that broke out in the 1980s as an “intelligence war.” Both countries viewed the PKK and the Muslim Brotherhood – domestic enemies which they were trying to stamp out – as useful actors to be played off against the other party. While the Syrian/PKK part of the equation was frequently alluded to by the Turkish media and Turkish academia, Turkey’s relations with the Muslim Brotherhood were gradually forgotten. Though open support for the Brotherhood was never an element in Ankara’s official foreign policy, Turkey’s intelligence and security forces did establish ties to the Brotherhood in order to strengthen Turkey’s hand against Syria and made use of the organization insofar as it was in their interest to do so.

The goal of the paper is to explore how the intensity of the Greco-Turkish rivalry (in the 19th and 20th centuries) was affected by variation in the intensity of rivalries between major powers that have political and military connections to Greece and Turkey. By comparing the effect of relevant major power rivalries with a battery of alternative domestic, dyadic, military, and political variables, the article serves as a deductive evaluation to see how important, if at all, variation in the volatility of intensity of the relevant major power rivalries is on the Greek-Turkish rivalry intensity volatility.

The study of international history largely depends on an exploitation of hitherto unexplored data. The sources of these data could vary from national archives to private papers to semi-structured interviews and so on. An examination of the historiography of Turkish Foreign Policy requires the employing of a rigorous methodology to unearth novel data to feed into current academic debates. Students of international history should be advised of possible logistic and methodological flaws and obstacles in the process. This article examines these logistical and methodological obstacles to conducting archival research for historiographical studies.

Abstract:
This is the first in a three part series on Turkish constitutionalism one year after the 2017 constitutional referendum. Constitutions are nations’ mission statements, and articulate pre-political commitments that turn residents into citizens, and borders into a nation. In Turkey, generations of political leaders have used constitutional reform as an opportunity to set their political agenda and highlight their priorities. The 2017 referendum must be understood in the context of a democracy where voters have experienced successive constitutional reforms aimed at complementing the mission each new generation of leaders gives itself. A view of modern Turkish history reveals the tendency of leaders to use constitutional reform to address deficiencies in their respective administrations, and reflects the latent tension between populism, military intervention, and constitutional integrity.

Abstract:
After the attempted coup d’état of 15 July 2016, discussion inside expert circles about the construction of a “new” Turkey took on a new urgency. The result of the 2017 constitutional referendum remade Turkey’s political institutions, but the events of the 2016 coup attempt also catalyzed changes to the symbolism of the state. The ruling Justice and Development Party, whose slogans had long promised “a new Turkey,” was at the forefront of the surge in hardened messaging. The cornerstone of this “new Turkey” is а classical concentration of political power in the hands of one person, specifically President Recep Tayyip Erdoğan. Kemalism, Turkey’s founding ideology, is in the process of being replaced by the new ideology of the new president. Although it is still early to characterise this new ideology in Turkey as “Erdoğanism”, the similarities and contradictions of Kemalism and Erdoğanism lend insight on the structure of Turkish politics. The era of Erdoğan has been unleashed in Turkey, and moreover, its eponym is eager to not only replace the personality cult of Mustafa Kemal Atatürk, but also to surpass the historic founder’s titanic image.

Abstract:
Russia and Turkey are dancing a complicated pas de deux—for separate and common reasons. The happy couple has captivated global attention. There are reasons today to anticipate greater collaboration between Turkey and Russia in Syria and against Europe and the United States. However, there are also significant contradictions that could weaken the prospects of cooperation between the two countries. For gains against Syrian Kurds and to fan nationalist flames domestically, Turkey may be ignoring longer term needs. Russia is the major partner in the arrangement and sees little reason to sacrifice its interests to please Turkey. One day this unequal relationship may cause Turkey to question its value.

Abstract:
This article aims to provide an alternative critical reading of Turkey-European Union (EU) relations, by contending that Turkey’s EU accession process has been instrumental in changing the contours of the transformation of Turkish economy and its governance as part of its neoliberal restructuring. However, the “transformative power” attributed to the EU’s enlargement strategy by the EU Commission has been somewhat debatable since the 2008 global financial crisis as reflected in the slowdown of the accession process. With the rising authoritarian tendencies in its domestic governance, the protracted saga of Turkey’s quest for the EU membership is back to square one, as the proposal for the modernisation of the Customs Union underlines “respect for democracy and fundamental rights” as an indispensable basis for the future of the relations.

Ülkelerin gelişmiş veya gelişmekte olmasına bakılmaksızın karşılaştığı sorunların başında ekonomik krizler gelir. Dünya ekonomisinin değişimi ile birlikte ekonomilerin kırılganlıklarının artması sonucu yaşanan krizlerin açıklanması daha da önem kazanmış ve krizlerin tahmin edilebilmesi, politikaların belirlenmesi açısından katkılar sağlar olmuştur. Dünya ekonomisi içinde yakalamış olduğu yüksek büyüme oranları ile önemli bir yeri olan Türkiye ekonomisinde iç ve dış kaynaklı birçok kriz yaşamıştır. Bunun yanında son dönemde faiz ve döviz kurundaki artışlar ekonomide kriz ortamının oluşmaya başladığı yönündeki düşünceleri artırmıştır. Kriz ortamının oluşup oluşmadığının değerlendirilebilmesi ve öngörüde bulunabilmek amacıyla reel göstergelerin değerlendirilmesi önem arz etmektedir. Çalışmada ekonomi üzerinde artan baskının ölçülmesi ve politika uygulayıcılarına yön vermek amacıyla krizleri öngörmek için yapılan çalışmalarda başarılı tahmin gücüne sahip olan Kaminsky, Lizondo ve Reinhart tarafından geliştirilen KLR sinyal yaklaşımı ile reel göstergeler değerlendirilmeye alınmıştır. Türkiye ekonomisinin 1999:01- 2017:12 dönemine ait aylık ve üç aylık verilerden yararlanarak uygulanan analiz sonucunda; kriz dönemi için sinyal verme başarısı açısından cari denge / ulusal rezerv, ithalat ve kapasite kullanım oranı göstergeleri başarılı olmuş ve aynı zamanda kriz olduğunda sinyal verme olasılıkları oldukça iyi değerler almıştır. Sinyal yaklaşımı neticesinde anlamlı sinyal veren göstergeler kullanılarak 2016:01-2017:12 dönemi değerlendirilmesi sonucunda cari denge / ulusal rezerv ve ithalat göstergeleri birer sinyal vererek ekonominin kötüleşme eğilimi içinde olduğunu göstermiştir.

The representation of emotions in Early Byzantine historical texts is still a field rich in potential for further investigations and interpretations. In this article, we aim to approach just a small section of this, looking at how some specific emotions: fear, love, anger, sorrow and joy, and their particular expressions, appear in Procopius' History of Wars. We look particularly at manifestations of emotions depicted in military and political contexts and ask how and why these fitted with societal norms and expectations, what were the gender specificities, real or imagined, of expressing emotions.

Abstract:
This article discusses Turkey’s activities after its membership to the League of Nations in 1932 and especially to the Council in 1934 and its ambivalent position towards to the League. This work is based on the archival documents on Turkey at the League of Nations’ Archives in Switzerland. Even though bulk of documents on Turkey has not been classified yet, collection presently available is sufficient to reflect the ambivalent position of Ankara towards the League in the interwar era. Ankara believed that the League could contribute a great deal to the world peace but at the same time it questioned the implementation of its principles.

Abstract:
This article analyzes Turkish civil-military relations with the help of two different models of civil-military relations (separation and concordance) in order to bring a new perspective to the analysis of civil-military relations. The article begins with a short review of the theoretical framework of the separation and concordance models, followed by a brief history of four military interventions that occurred in Turkey in 1960, 1971, 1980, and 1997. The article will then analyze Turkish civil-military relations through the separation and concordance models in an attempt to decide which model would be more appropriate to explain the Turkish case. It reaches the conclusion that the concordance model is more appropriate than the separation model to serve that purpose. However, the concordance model has some methodological weaknesses, requiring modification in order to properly analyze the case of Turkey.

Abstract:
Georgia and Turkey have become important partners in the Caucasus region after the independence of Georgia in 1991. Two countries preferred to follow pro-West policies in their foreign policy against the Russian factor. They have geopolitical importance and geostrategic location for Russia throughout history. This article analyzes the foreign policies of Georgia and Turkey and examines the Baku-Tbilisi-Ceyhan Crude Oil Pipeline as a common foreign policy between them. The paper found out that this kind of project between Georgia and Turkey would make them important actors rising from the regional level to the global level in the future.

Çağdaşı Mehmed Cavid Bey ile pek çok ortak noktaya sahip oluşu dikkat çekmektedir. Selaniklidir, iktisatçıdır ve liberal iktisadi görüşlere sahiptir. İstanbul Üniversitesi’nde hocalık yaptığı sırada, Hukuk Mektebi birinci sınıf öğrencileri için hazırlanan İlm-i İktisad Dersleri, 1914 tarihinde kitap olarak yayınlanmıştır. Kitap ile ders notları arası bir yerde duran eserin başlangıç kısımları, iktisadi düşünce tarihine ayrılmıştır. Bugün için bile pek tanınmayan Fransız ve İngiliz iktisatçılara yapılan atıflar ve ayrıntılı bilgilerle zenginleşmiş kitabın akıcı bir üslûba sahip olduğu aşikârdır.

Currently the Greek and Turkish Cypriots are negotiating a unification of the two populations on the island of Cyprus. The Turkish Cypriots are very optimistic an agreement will be reached, but Greek Cypriot President Anastasiades counsels caution. When the world understands the history of Cyprus, the Greeks and the Turks, then people will understand why the negotiations as they are currently being conducted will fail. Ultimately, Turkey and its client the Turkish Cypriots will lose patience with the Greek Cypriot method of negotiation, and north Cyprus will become a province of the Republic of Turkey. The Greek Cypriots will not like a large influx of Turks to this new Turkish province. A successful conclusion to the negotiations is within the control of the Turkish Cypriots, but their leaders do not comprehend their potential and are not interested in advice. The current political administration of north Cyprus is following the same course as the failed prior political administrations.

Abstract:
The consumption of substances such as coffee is known to have gained popularity in the early-modern period along with increased urbanization and the proliferation of public places such as coffeehouses, and bathhouses in towns. Marshall Hodgson refers to the use of such substances in the Venture of Islam, underlining their increase in popularity in the Islamic world, particularly following the Mongol era.[1] Boza is a sweet and fermented drink made from millet, chickpeas or barley, which is known to have equivalents in the Mediterranean, the Middle East, Crimea and the Balkans. Its consumption partly falls under the category of mood-changing substances along with alcoholic drinks as boza is alcoholic when fermented long enough. This article focuses on boza consumption in seventeenth-century Istanbul based on the travelogue of Evliya Çelebi. I compare this narrative with some aspects of my previous study of bozahane affairs in fifteenth-century Bursa, wherever the contents are relevant.

Abstract:
This article reviews existing comparative literature on Iran and Turkey in terms of their approaches, themes and findings. It extracts and critically analyses two dominant trends in this literature; Comparative Analyses of Cultures and Comparative Analyses of Modernizations. This paper argues that, these two common lines of approaching have serious limitations since they carry the traces of orientalist and ethnocentric assumptions. New literature on this topic however, offers new avenues of research, enabling the debate to avoid the above mentioned pitfalls. As a conclusion, this critical review points to certain dynamics to consider (over-politicization of the Iran-Turkey comparisons and the impact of international developments) in order to facilitate stronger comparative frameworks.

Abstract:
The issue of rapprochement with Kurdish parties in the Northern Iraq turned a discursive battlefield between Turkish Armed Forces (TAF) and the ruling Justice Development Party (AKP) after the 2005 General Elections in Iraq from which Kurdish groups emerged as a strong political actor in Iraqi politics. When the AKP government declared its policy of rapprochement with the Kurdish regional government at the beginning of 2007, the then Chief of General Staff Yaşar Büyükanıt publicly criticized and rejected this new policy. Büyükanıt declined to talk with Kurdish leaders on the grounds that they were supporting for the PKK. This exchange of statements was the part of a political snowball rolling to which other areas of the struggle were included. The rift between the AKP government and the TAF over how to deal with Iraqi Kurds started just as Turkey gears up for key presidential elections. This paper will attempt to analyze the battle over the Northern Iraq between the TAF and the AKP in order to answer the following questions: How the TAF and the AKP came face to face on the issue of the Northern Iraq? Under what conditions the Northern Iraq turned a discursive battlefield between the TAF and the AKP? What was the function of the Northern Iraq in the domestic power struggle between the TAF and the AKP?

The December 17th process was started allegedly by a political move by the Gülen movement, which, until recently, had been seen as a religious organization. As the government and the parliament – institutions of democratic representation – countered this move through the use of their constitutional powers, the debate has turned into a totalistic and ontological struggle. However, very few people argue that the problems are actually not independent of the constitutional system of the Turkish Republic, but rather unavoidable consequences of the existing system. If we consider the political steps and strategies pursued by the Gülen movement, we see that we are faced with the most familiar game in Turkish political history, namely the shaping of politics through the use of state institutions.

Abstract:
The “Promulgation of Freedom” on 23 July 1908 paved the way to the Second Constitutional Period. A clear ideological change occurred in this 10 years period that lasted in 1918. This shift in ideology was a transition from “Islamic-Turkish Synthesis” of Abdülhamid II’s reign to the “Turkish-Islamic Synthesis.” The Committee of Union and Progress could have put into practice “Turkish nationalism” or “militant secularism” as the Republican People’s Party did after 1924 when they took the power after the coup of 23 January 1913. However the Balkan Wars and the World War I enforced them to postpone their will. On the contrary they made use of Islam as a unifying and mobilizing source of power and tried to build Turkish identity between the lines in the education system. That is why, as a result of these circumstances, “Militarist nationalism” and “Militarist Turkish-Islamic Synthesis” came into agenda in the Second Constitutional Period.

AFTER the passing of such researchers in Seljuq history as Osman Turan, İbrahim Kafesoğlu, Mehmet Altay Köymen, Faruk Sümer, Sergei G. Agajanov, Claude Cahen, and Ann K. S. Lambton, there was, from the 1970s onwards, a serious dearth of studies in the field, both in Turkey and Europe. However, it is with great pleasure that we state that from the 2000s on-wards, Seljuq studies have been revivified by the training of new young researchers in the field and by the organisation of symposia and the publication of new books and articles, among which is the book reviewed here.

ALTHOUGH written from a variety of perspectives at different points in history, all three books reviewed here offer penetrating insights into Turkish politics past and present, as well as commenting on how they are interpreted both inside and outside the country. Written in English, while he was guest professor at the University of Marburg, Germany (having quit his post at Boğaziçi University in protest at the law curtailing academic freedom), Gündüz Vassaf's Prisoners of Ourselves comprises a series of meditations mostly written between October 1986 and March 1987. His basic thesis is straightforward enough: although human beings consider themselves members of the free world, they are actually subject to totalitarian rule. He surveys some familiar binaries—for example, madness and sanity—and shows how they are used to curtail individual liberties. Western historians have conventionally accepted that the Nazi period in Germany was one of collective madness. However the validity of that judgment can be called into question in the light of Adorno and Horkheimer's research, which discovered that anti-semitism in the United States was much higher than it had been in Germany after Hitler came to power. Vassaf concludes that everyone is part of that “collective madness,” in which one nation is willfully prioritized over another as a means of sustaining power (p. 35). Anyone questioning that notion is abruptly silenced.

Abstract:
The process of 1711-1821 is a different period in terms of governance of Wallachia and Moldavia. In these years, the Ottoman Empire relinquished to appoint local governors for governance of Wallachia and Moldavia and assigned as voivodes the Greek families from the Phanar working in translations of Supreme Court and navy for years. These voivodes selected from aristocratic families residing in Phanar (Fener) district of Istanbul took many important tasks in both governorship in the region they appointed and correspondences with neighbour states in terms of foreign relations of Ottoman Empire and intelligence of confidential activities of them. In this study, Phanariotes are evaluated under light of original historical sources in terms of their positions in Ottoman Empire, their interpreting activities, their appointment to Wallachia and Moldavia as voivode, their intelligence works during period of governorship for Ottoman Empire on political developments and agreements in Europe by means of their intelligencers.

This article aims to outline the history of Turkey's relations with Russia in the energy sector. The energy relationship between these two competing states dates back to the early 19th century when the Ottoman Empire fulfilled its coal and oil demands with Russian supplies. The history of Ottoman-Russia and later Turkey-Russia energy relations is an important aspect of the aforementioned states' histories that needs to be unearthed and examined to better understand the complex relationship these states currently share. For instance, the complications that surround the recent natural gas pipeline projects such as Nabucco, South Stream, and Blue Stream II, reminiscent of previous projects in the region, can be better understood if one analyzes the semi-successful Baghdad railway project of the early 20th century. This article aims to analyze and highlight the complex relationship of yesterday in Turkey- Russia energy relations in an effort to shed light on the complexities of that same relationship today. The story will sound amazingly similar albeit with different actors.

Bu çalışmada yabancı sermaye kavramı genel anlamıyla her türlü yabancı getiriyi kapsayacak şekilde ele alınmıştır. Tanım ve ayrıntılardan ziyade Türkiye'de yabancı sermayenin hangi aşamalardan geçtiği belirlenmeye çalışılmıştır. Eskiden olduğu gibi bugünde önemli bir yere sahip olan yabancı sermaye tarihsel bakış açısı ile değerlendirilmiştir. Amaç yabancı sermayenin bugün karşımıza çıkan bir olgu olmaktan öte her dönemde önem arz ettiğini ortaya koymaktır. Bu açıdan 1840'lı yıllardan günümüze uzanan bir süreç kapsanmıştır. Eldeki istatistikî rakamlar değişik kaynaklardan derlenerek bir sistematik oluşturulmaya çalışılmıştır. Ayrıca bu rakamlar dönemlere ait iktisat politikaları çerçevesinde yorumlanmıştır. Bu çalışma Türkiye'de yabancı sermayenin uzun bir geçmişe sahip olduğunu göstermektedir. Tüm dünyada olduğu gibi Türkiye'de de ilk zamanlar dışarıdan alınan borçlarla ülkeye gelen yabancı sermaye daha sonraki dönemlerde kabuk değiştirmiştir. Küreselleşmeyle de paralel olarak bugün gelinen süreçte dünyada sermaye hareketleri ülkeler üzerinde büyük etkiler yaratmaktadır. Bu açıdan çalışmada Türkiye'ye gelen yabancı sermayenin etkileri de ortaya konulmaya çalışılmıştır.

Bu çalışmanın amacı, Amerikalı sosyolog Edward Shils tarafından ortaya konmuş olan ve Şerif Mardin tarafından Türk siyaseti'ne uyarlanan merkez-çevre ikiliğini açıklamak ve bu ikiliği 27 Mayıs 1960 Darbesi'nde kullanmaktır. Öncelikli olarak Edward Shils'in merkez ve çevre kavramları ile ne anlatmak istediğine değinilmiş, daha sonra, bu kavramlar ile Türk siyaseti'ne tarihsel bir bakış açısı sunan Şerif Mardin'in merkez ve çevre kavramları anlatılmıştır. Son olarak ise 27 Mayıs 1960 Darbesi'ne giden süreç, darbe ve bu darbenin bir ürünü olan 1961 Anayasası merkez-çevre ikiliği açısından değerlendirilmiştir.

Abstract:
Since the end of the Second World War, millions of immigrants have arrived on French shores. Although such an influx of foreigners has not been unusual in French history, the origin of the postwar migrants was of a different character than that of previous eras. Prior to World War II, the vast majority of immigrants to France came from within Europe. Since 1945, however, an important percentage of migrants have come from non- European sources. Whether from former colonies in North Africa, Southeast Asia, or sub- Saharan Africa, from overseas departments and territories, or from countries such as Turkey or Sri Lanka, recent immigration has created a new ethnic and cultural pluralism in France. At the end of the 1990s, the visibly nonwhite population of France totals approximately five percent of all French residents. With millions of ethnic-minority citizens and denizens, the new France wears a substantially different face from that of the prewar era.
