1. The Trajectory of International Relations Dissertations in Turkish Academia Between 2000 and 2020

Abstract:: Dissertations are among the most important elements of academic production, along with scientific research articles and books. They not only reveal an academic’s field of research, but also provide clues as to what research methods and tools scholars will employ in postdoctoral studies. Moreover, and crucial to this paper, they are important indicators of the trajectory of research fields, as well as their general roles in the academic world. This study aims to reveal general trends/indicators in Turkish International Relations (hereafter IR) dissertations through an analysis of IR dissertations written in various Turkish universities between 2000 and 2020. There is a rather widespread claim among IR academics in Turkey that this particular community largely contributes to the Western-oriented discipline of IR as local or regional experts, dealing mainly with Turkish foreign policy and regional problems rather than with theoretical concerns in IR. A further aim of this study is to test whether this claim remains valid with the analysis of recent IR dissertations produced in Turkish universities.

Abstract:: This article aims at evaluating three International Relations (IR) journals in Turkey, namely, All Azimuth, Insight Turkey, and Uluslararası İlişkiler Dergisi. The scholarly contributions of these three journals to Turkish IR is worthy of exploration since together they constitute ‘the mainstream’ of Turkish IR journals. To this end, this article applies a bibliometric analysis in surveying all three journals' publication records in order to provide a general picture of the field in the last decade. When we consider an evaluation of the Turkish IR community, these three journals are also important and represent different sub-groups and interests among Turkish IR scholars. The field orientations and organization of the IR discipline in a given country may be understood by studying the leading journals of the field in that country. With this assumption in mind, this paper attempts to distinguish certain characteristic differences and similarities among these three journals by surveying their materials and authorships using comparative bibliometric analysis. While there are several articles in the literature that discuss the contents of these publications, no comparative bibliometric analysis has ever been conducted on them.

Abstract:: This study examines the usage of non-Western theories in research and education by International Relations (IR) scholars in Turkey. Our primary purpose is to understand the level of engagement with the non-Western IR debate, with its prospects and variations, in Turkish academia, and to evaluate the familiarity of Turkish IR scholars from different schools with non-Western IR theories. Relevant data were obtained from a questionnaire with 47 items designed to let participants, consisting of 116 academicians at IR departments from 57 Turkish Universities, provide their teaching experiences, views, and perceptions concerning non-Western IR Theory. While our findings based on this data confirm the literature on the scarcity of non-Western theories in Turkish IR scholarship, we have also furthered it with many details. Firstly, according to the findings, respondents who study and teach IR Theory at Turkish universities think that the IR theories of Western origin dominating the literature are not universal or objective in terms of their function as interpreters of IR issues. But interestingly, those considerations direct scholars to Western critical IR Theory schools rather than non-Western theories. The other key conclusion of this study confirms our expectations. The thoughts, concepts and theories emanating from the Turkish-Islamic world have much more recognition than other non-Western IR theories among Turkish IR scholars.

4. A Genealogy of the Concept of Civilization (Medeniyet) in Ottoman Political Thought: A Homegrown Perception?

Abstract:: Since the first translation of the concept of civilization into Turkish as “medeniyet” in 1837 by Sadık Rıfat Pasha, the then Ottoman Ambassador to Vienna, this coinage has turned out to be an essential component of Turkish modernization. This paper aims to establish a genealogy of the concept of “medeniyet” to demonstrate the divergences of Ottoman perceptions in different periods throughout the nineteenth and early twentieth centuries. It argues that civilization was first perceived by a group of Ottoman intellectuals as a tool to reach an ideal state of being (c. 1840-1860). The next generation of Ottoman intellectuals (c. 1860-1890) defined civilization as “the” ideal state of being, yet they had different views on the concept, particularly concerning the distinction between material and moral elements of civilization. Finally, the third generation of Ottoman intellectuals (c. 1890-1920), whose thoughts were more or less crystallized under three broad political currents labeled as Westernism, Islamism, and Turkism, had different and sometimes contradicting perceptions of civilization based on their political outlooks. By referring to the writings of these intellectuals, the paper will discuss central debates on civilization in the late Ottoman Empire, such as the singularity/plurality of civilization(s), the existence of Islamic civilization as an alternative to European civilization, the degree of importing from European civilization, and the distinction between culture and civilization. Moreover, it argues that the Turkish perception of “medeniyet” is different from the European perception of “civilization”; in other words, while the Ottoman perception of the concept of civilization is not homeborn, it is homegrown. Accordingly, Ottoman intellectuals not only divided the material and moral elements of civilization and opted for importing the former, but they also questioned the singularity and supremacy of European civilization by referring to “Islamic civilization” either as an extinct yet once-present form of civilization or as a potential rival to European civilization.

5. Sea Blindness in Turkish International Relations Literature

Abstract:: The oceans and seas cover 72% of the Earth’s surface, and 85% of global trade is done by maritime transportation. Moreover, 40% of the world’s population lives on or near coastlines. Also, the oceans play a crucial role in Earth’s biosphere. Recently, by desalination techniques, the seas have become a potable water resource. Therefore, one can say that the oceans and seas are indispensable for mankind. However, international disputes and collaboration efforts between states regarding the seas are not widely studied by scholars of international relations (IR). This can be referred to as sea blindness, and it may be defined as an inability to appreciate the importance of seas and naval power, particularly with regards to strategic security and economic prosperity. A country with sea blindness is not aware of maritime supremacy as an important foreign policy tool. Similarly, IR scholars mostly focus on land conflicts and not on sea issues when they study international politics. This is particularly true in Turkish IR literature as issues on land are again the focus areas for Turkish scholars. In this context, this article makes an analysis of the articles in peer-reviewed journals and books published by well-known publishers in Turkey, providing statistics about the issues covered. Also, for comparison, major political science and IR journals published abroad are analysed with regards to publications related to the seas. This statistical analysis elucidates whether there is sea blindness in Turkish IR literature. The number of articles and books that cover the seas as crucial study areas of IR in Turkey, as well as their broad focus areas and perspectives, are revealed by this study.

Abstract:: The essay addresses an outsider's perception of the characteristics and dynamics of the IR field/discipline in Turkey. How may this country serve as a role model or, at the very least, as a source of inspiration, reflection, or evaluation of the field's development in other local/national settings? In this respect, Greece is chosen as a case study. Βy addressing and assessing Turkish self-reflection and the search for disciplinary identity within Turkish IR scholarship, what can be learned, on behalf of Greek IR scholarship, regarding both Greece's and Turkey's social scientific development regarding foreign affairs/policy? A major theme discovered is the acknowledgement of the limitations of the dependency/vulnerability-centered explanations for the development of IR.

Abstract:: Türkiye has been a challenging actor in the regional and global politics since the early 2010s, which relies on its imperial past and soft power. This paper argues that Türkiye has embraced a conventional foreign policy principle, pursuing the balance of power, to adapt to the new multipolar world in the contemporary period, which can be defined as “the new nineteenth century.” The country can only exploit its power and resilience to the utmost extent after realizing its limitations to accomplish its regional and international foreign policy goals. Then, it might emerge as a dependable crisis mediator and a significant player in world politics.

Abstract:: When Russia’s invasion of Ukraine resumed after a hiatus of many months, it prompted the European Union and 17 other countries to cut off relations with Russia and Belarus. Most of the goods and food that people in the West use now come from foreign plantations and factories. The length of the war will significantly affect the extent to which it disrupts global food supplies and the intensity of the resulting food crisis. A symptom of this movement, and a warning against overreliance on Russian energy supplies, is the European Political Community. While the article’s focus is on the potential impact of the war between Russia and Ukraine on food supplies throughout the world, it also serves to remind readers that there is more to a crisis than a shortage of Russian oil and gas.

Abstract:: Throughout its history, Europe has never been simply a place but a complex set of ideas and aspirations in continual evolution—of which the European Union of 2022 is only the most recent iteration. As a result, while history cannot predict the future of Europe and its relationship to Turkey, what it can do is identify clearly recurrent patterns that are likely to continue. With this in mind, the present article provides a very long view—almost as old as history itself—of the evolution of the European idea as seen from Turkey, to provide a more rooted perspective on current debates about Turkey, Europe, and where the two are headed at a moment of dynamic change for both.

Abstract:: The political discourse on the problem of state survival in Turkey is hegemonic. What is central to this discourse is Sévresphobia: the idea that Turkey is surrounded by internal and external enemies who are ready to destroy it. This article aims to explain why the political discourse on the problem of state survival in Turkey sustains itself over time and how it captures the collective mode of being. The article argues that fantasmatic narratives play an important role in maintaining the hegemonic discourse and governing collective anxiety. First, fantasmatic narratives simplify the socio-political space by offering a comforting explanation for the ongoing insecurities and making anxiety tolerable. Second, they act as an ideological force by keeping the political dimension of the discourse on ontological security at bay. Drawing on the Post-foundational Theory of Discourse (PTD) and Ontological Security Theory (OST), the article problematizes and analyzes the political discourse on the problem of state survival in Turkey.

Abstract:: Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

12. Turkey as Normative Power: Connections with the Muslim Brotherhood during the Arab Spring

Abstract:: The debate on normative power has mainly been focused on the European Union. This is partly owing to the fact that its conception is very Euro/Western centric. Yet, it is assumed that the concept is applicable to other actors. The aim of this paper therefore is to examine Turkey and whether its actions embody normative power in Syria and Egypt during the Arab Spring. It applies de Zutter’s four-step methodology of identifying normative power. The result is mixed. In the case of the Egyptian Muslim Brotherhood, Turkey tried to be a normative power but failed, due to a lack of recognition. In the case of the Syrian Muslim Brotherhood, Turkey was perceived as a normative power due to the combination of its Islamic identity, adherence to democracy, and the role of religion in its society. The implications of this are significant, since this paper demonstrates that normative power can travel outside of its Euro/Western centric context. At the same time, it also demonstrates that the norms are different and context specific.

Abstract:: This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

14. ‘Global’ IR and Self-Reflections in Turkey: Methodology, Data Collection, and Data Repository

Abstract:: This article covers the disciplinary debates on ‘global’ IR and the self-reflections of IR scholars about the state of the discipline in Turkey. It argues that high quality methodological training can contribute to overcoming the dissatisfaction felt by scholars of IR in Turkey. It suggests that inclusion of IR knowledge produced in the non-core into the ‘Global’ pool can be achieved through local ‘revolutions’, and that the potential for progress in this direction lies in methodological improvement and data-collection projects. The article offers three exemplary data projects to crystalize the argument: the Social Sciences Data Repository, the Global Security Database (GloSec) and the Global Risk Assessment Dataset (GRAD). These projects aim to: disseminate data-based research and encourage data sharing among scholars in Turkey, train prospective IR scholars to produce research based on clear, replicable, and rigorous methodology in Turkey, encourage graduate students in Turkish universities to have a global scholarly outreach and talk to the global scholarly community, and contribute to IR scholarship with these local pedagogical and academic experiences. Two separate groups of researchers composed of graduate students from various universities across Turkey are trained in the ways of research design, the fundamentals of data collection, and writing research papers based on rigorous methodological design, data, and replicable findings. Thus, the paper not only discusses the diagnoses in the literature regarding the shortcomings of the International Relations discipline in Turkey, but also offers concrete directions for a potential treatment.

15. Methodological Nationalism in International Relations: A Quantitative Assessment of Academia in Turkey (2015-2019)

Abstract:: This article seeks to expand the discussion on Methodological Nationalism (MN)within the discipline of International Relations (IR), to contribute to MN literature from the perspective of IR studies and to evaluate the prevalence of MN in the field by the quantification of selected works. To achieve these goals, the article, firstly, recapitulates the general MN literature and critically evaluates this discussion in IR. Later, it identifies the forms of MN as they appear in IR with two faces: Level of analysis (nation-as-arena) and unit of analysis (nation-as-actor). Secondly, the article proposes a method to assess the prevalence of MN through quantification. Finally, the article applies its method to IR works to address the question of how widespread MN is in academia in Turkey. The findings demonstrate the proportional pervasiveness of MN within the IR community of Turkey, which is part of the “periphery” in the discipline. The findings also let us draw some hypothetical conclusions.

16. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

Abstract:: The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

17. Turkey’s Changing Posture on Russia and America

Abstract:: As of this writing, tensions between Russia and Ukraine appeared to continue unabated, despite the Putin‑Biden online meeting and the exchange of several messages between Washington and Moscow aimed at reducing them. The crisis has kept almost everyone guessing as to where all this is heading: will they subside or spiral out control? Will Russia invade Ukraine? If it does, how will America and its allies respond? As things stand at present, it sure seems as though Russia and the U.S. and its allies have gridlocked themselves into a crisis without any sensible way out. The former was emboldened by the feckless handling of the crisis by the Biden Administration such that Moscow now wants to dictate terms to America and NATO that amount to something like this: “give us proper, preferably written assurances that Ukraine and Georgia will not be admitted to NATO.” Team Biden, which has inadvisably goaded Ukraine against Russia for a second time in less than a year with its much‑hyped ‘America is back’ slogan cannot simply comply with the request. At the same time, America cannot stand up to Russia militarily in that part of the world. Moreover, neither the United States nor its NATO allies that have considerable military clout are prepared to make a promise to Ukraine regarding admission to NATO. Indeed, just as this edition of Baku Dialogues was going to press, the hectic diplomacy between NATO and Russia on the one hand and the U.S. and Russia on the other, climaxing in the latest meetings of 11‑12 January 2022, broke up with no agreement. This has given rise to further concern that the ongoing conflict is going to perpetuate. From Turkey’s perspective, the conflict between Russia and Ukraine has turned insoluble— akin in not unimportant ways to the Turkish‑Greek dispute, with its clusters of psychologically combustible elements freely circulating across the board. Should Russia invade Ukraine, it would presumably trigger a harsh package of sanctions by both the EU and the U.S.; this would likely hurt Moscow considerably, albeit hardly enough to budge it from staying the course. Should the U.S. and NATO simply give in to Russia’s ultimatum, then this would amount to a complete surrender of the Western powers— particularly after the disastrous U.S. debacle in Afghanistan. At the same time, the likelihood that Russia will step back entirely from its position—that, in other words, it will calmly accept the prospect of the admission of Ukraine and Georgia to NATO—is close to zero. Thus, it is possible to conclude that the conflict between Russia and Ukraine on the one hand, and the U.S.‑led West and Russia on the other, will perpetuate.

It is predicated on the assessment that, starting in July 2020, Turkey became more proactive and involved in the region, which in turn laid the foundation for a game‑changing development; Turkey’s stature then grew even further in the wake of the 10 November 2020 tripartite statement between Armenia, Azerbaijan, and Russia that ended the Second Karabakh War. Now Ankara is taking on a balancing role—if not quite a mediating one—in the region. The situation is not straightforward: the well‑consolidated empowerment of the Russian Federation in the wake of the war has ensured its continuing status as the main mediator in conflict resolution as well as open the possibility for it to become a genuine peacemaker. Turkey is considered the main balancing power to potentially check or restrain Russia’s dominant position, at least down the road. But for now, Russia can be considered as “being fully back” on the ground: its armed forces are present in each of the three South Caucasus states—by invitation or otherwise. This lends a certain pallor of instability to the newly achieved status quo, although this is not widely recognized, much less pronounced in Turkey and in Azerbaijan. It is thus too early to speak about full‑on regional integration, which will take time to bring about. Yet already today there is potential for the realization of regional cooperation. The ideas related to the latter are being discussed in various fora, yet the feasibility of the implementation of these ideas remains open to interpretation.

This study aims to answer the main question of this research - Do the above-mentioned soft power policy tools play a vital role in the further development of Turkey-Balkan countries relations? Abstract:: Following Hannah Arendt’s approach, which distinguishes power and violence and claims that violence appears when power is threatened or fails, this paper argues that the use of violence by Islamic State (IS) is a result of its inability to establish a stable power base in the Middle East. It argues, however, that violence has become a form of political conduct for this organisation, which challenges to Arendtian perspective rejecting any role violence plays in politics and has many repercussions in Middle Eastern societies and politics. This paper notes that local people feel hatred and rage against certain developments in the region, such as their countries’ colonial past, the Iraqi invasion and their failed administrations. Analysing how these reactions are directed in the form of violence by IS against some local groups, the paper examines further the regional consequences of the IS’ use of violence.

Abstract:: This paper studies the changes in education inequality in the youth population (15-29 age group) in Turkey using the Household Labour Force Survey data for the 1988-2020 period. The average year of schooling is calculated to investigate the changes in the level of educational attainment, and standard deviation in years of schooling and education Gini coefficient are calculated to examine how within-group education inequality changes over time. These statistics are calculated for young men and young women separately to also find out how gender inequality in educational attainment and education inequality changes over time. The findings of this study show that the average years of schooling increases for both young men and young women in Turkey while education inequality measured by the Gini coefficient decreases for both groups between 1988 and 2020. This seems to reflect the positive implications of the expansion in compulsory education for both average years of schooling and education inequality. Average years of schooling is higher for young men while education Gini is higher among young women despite the closing of the gender gap in both measures over time.

Abstract:: Covid pandemisi her alanda olduğu gibi ekonomik düzende de eski düzenden farklılıkları içerisinde barındırmaktadır. Bundan dolayı yatırımcılar, finansal varlık seçiminde daha dikkatli ve seçici davranmak durumundadırlar. Yeni koşullara uyum sağlayan yatırımcıların getirilerini artırabilme uyum sağlayamayanların ise zorluklarla karşılaşabileceği bir dönem içerisinde bulunulmaktadır. Bu yüzden çalışma, Türkiye’deki çeşitli finansal varlıklar arasındaki nedensellik ilişkisinin Covid döneminde farklılaşıp farklılaşmadığını belirleyebilmek için yapılmıştır. 29 Ocak 2018-10 Mart 2020 tarihleri arası Covid öncesi, 11 Mart 2020-22 Nisan 2022 tarihleri arası Covid dönemi olarak belirlenmiştir. Değişkenler arasındaki nedensellik ilişkisi Toda-Yamamoto testi ile araştırılmıştır. Covid öncesi dönemde gösterge faiz oranının diğer tüm değişkenlerin nedeni olarak belirlenirken Covid döneminde bu durumun ortadan kalktığı tespit edilmiştir. Covid döneminde CDS primi ve Euro/TL kuru değişkenlerinin gösterge faiz oranının nedeni olduğu sonucuna ulaşılmıştır. Ayrıca Covid döneminde döviz kurlarının çift yönlü nedensellik ilişkisi içerisine girdikleri belirlenmiştir. Son olarak Dolar/TL kurundan CDS primine doğru tek yönlü nedensellik ilişkisinin hem Covid öncesi hem de Covid dönemlerinde aynı kaldığı tespit edilmiştir. Türkiye’deki finansal piyasa ve varlıklar arasındaki nedensellik ilişkisi üzerinde Covid pandemisinin etkisinin olduğu sonucu ortaya çıkmaktadır. Bundan dolayı piyasa oyuncularının fonlarını yönetirken, ortaya çıkan yeni durumları göz önünde bulundurarak yatırımlarını gerçekleştirmeleri kendi fon getirileri açısından önem arz etmektedir.

24. Role of Perceived Intergroup Difference on Stereotype Content

Abstract:: People tend to categorize others as ingroup or outgroup. Social psychology literature attributes this distinction to similarity; similar people are supposed to be ingroup and different people are supposed to be outgroup. Similarly, people’s attitudes, perceptions, and attributions towards others easily change depending on whether they are ingroup or outgroup. Moreover, studies investigating ethnic group relations showed that perceived intergroup difference is an important variable that influences stereotype content and other intercultural attitudes in the European context. This study measured the role of perceived intergroup differences towards three ethnic minorities (Circassian, Kurdish, and Armenian) by the Turkish participants on stereotype content. The study results showed that participants perceived ethnic minorities differently from one another in terms of perceived intergroup differences. The Turkish participants evaluated three ethnic groups as ‘significantly different from themselves and also from one another. Furthermore, there might be credence to the idea of perceived intergroup difference having an influence on stereotype content since the outgroup that is rated as the most similar (Circassian) was significantly rated higher on warmth and competence dimensions as compared to other outgroups

Abstract:: Bir ülkedeki gelişmişlik düzeyinin ülke genelinde dengeli bir şekilde dağılması ve bölgeler arası farkın az olması önemlidir. Bunu gerçekleştirmek amacıyla hazırlanan bölgesel kalkınma planlarında, ülkeler bölgelere, bölgeler türlere ayrılmıştır. Bu bağlamda homojen, polarize ve plan bölge şeklinde üç farklı bölge türü vardır. Bölgesel kalkınma, bölgeler arası dengesizliklerin giderilmesi ve bölgede bulunan iktisadi ve toplumsal potansiyellerin faaliyete geçirilmesiyle refah düzeyinin yükseltilmesini ifade etmektedir. Türkiye’de özellikle 1950’li yıllardan itibaren bölgesel politikalar önem kazanmış ve ülkenin kalkınması için çok önemli bir politika olarak görülmüştür. Bu kapsamda ülkedeki bölgeler için birçok proje hayata geçirilmiştir. Güneydoğu Anadolu Bölgesi’nin sahip olduğu kaynaklardan faydalanılması fikriyle, bütünleşik ve çok sektörlü bir kalkınma projesi olarak Güneydoğu Anadolu Projesi (GAP), 6 Kasım 1989’da Resmî Gazete’de yayımlanan Kanun Hükmünde Kararname (KHK) ile başlatılmıştır. Bu proje 9 ili kapsamaktadır ve Cumhuriyet tarihinin en etkin şekilde uygulanan projesidir. Proje kapsamında master plan, bölge kalkınma planı, eylem planları ve kalkınma programları uygulanmaktadır. Günümüzde GAP bölgesindeki illerde başta tarım, enerji ve sanayi olmak üzere birçok sektör için iyileştirme süreçleri devam etmektedir. Abstract:: Bu araştırmanın amacı, anne baba eğitim düzeyine göre okul öncesi dönem çocuklarının sosyal-duygusal yeterliliğinin incelenmesidir. Araştırmada genel tarama modeli kullanılmıştır. Araştırmanın örneklemini Manisa ili Soma İlçesi’nde okul öncesi eğitime devam eden 188 çocuk, 188 anne ve 188 baba oluşturmuştur. Araştırmada veri toplama araçları olarak Kişisel Bilgi Formu ve Okul Öncesi Çocuklar İçin Sosyal-Duygusal Beceriler ve Psikolojik Dayanıklılık Ölçeği (SDBPDÖ-Okul Öncesi) kullanılmıştır. Veri toplama araçları, her bir çocuk için okul öncesi öğretmenleri tarafından yaklaşık 7 aylık gözleme dayalı olarak doldurulmuştur. Normal dağılımla ilgili bulgulardan yola çıkarak parametrik olan Tek Yönlü Varyans Analizi (ANOVA) tekniği ile analizler gerçekleştirilmiştir. Gruplar arasındaki farklılıkların belirlenmesine ilişkin eğitim seviyeleri için post-hoc tekniklerinden Bonferroni uygulanmıştır. Araştırmanın bulgularına göre okul öncesi dönem çocuklarının duygu bilgisi/duygu ifadesi, empati, öz düzenleme, sosyal yetkinlik alt boyutlarının ve SDBPDÖOkul Öncesi düzeyinin, anne-babaların eğitim seviyesine göre istatistiksel olarak anlamlı farklılık gösterdiği görülmüştür. Bu sonuca göre okul öncesi dönem çocuğu olan anne-babaların eğitim seviyeleri, çocuklarının sosyal-duygusal yeterliliği ile ilişkilidir.

Abstract:: Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

Abstract:: Foreign Direct Investment (FDI) has been always associated with a high level of trade openness and freedom environment, and with a lower incidence of institutional corruption. Because it is assumed that a high level of international capital mobility makes foreign investors more cautious when there is a fluctuation in political stability and institutional transparency. Most American countries (except Canada and the USA) have been always related to a lack of transparency in their institutional and bureaucratic procedures, which conduct to important levels of corruption and in consequence, to other serious issues such as prominent level of violence, or even the inequality phenomena. This study investigates whether the variables of corruption indices, trade openness and inflation rates have positive or negative effects on FDI between Turkey and American countries. For analyzing this econometric model, it was gathered information from OECD, COMTRADE, TUIK, Heritage Foundation, UNCTAD, and the World Bank Database. The observed data correspond to a decade (2005-2014) and were only taken a sample of 14 American countries. The empirical results of the present study revealed that there is a positive correlation between the trade openness index and FDI; and, it was found a positive correlation between corruption index, inflation, and FDI. The increase in the corruption index causes a 41% increase in FDI inflow.

Abstract:: Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.

Abstract:: As a new but uncertain international system has been operating for decades that can be regarded as a transition from unipolarity to something resembling multipolarity. Therefore, established and possible future great powers have been determining their foreign policies according to their future projections of the regional conflicts. This paper investigates Turkey and Russia’s stances in the Syrian and Ukrainian Crises. It might sound odd that Russia and Turkey are comparable in a struggle for the sphere of influence that intercepts each other. However, their good bilateral relations and different, even conflictual, approaches to regional and international issues provide a suitable ground to claim that a new international system is about to emerge. It will continue until the positions of established and newly emerged great powers are embedded. In practice, Russia's stance in the Ukrainian crisis and Turkey's stance in the Syrian crisis represent ontological threads to the vision of their own countries. However, they can still work together at a certain level because of third-party involvement in the issues

Abstract:: The scientific aim of this paper is to analyse and evaluate actions taken by Turkey’s leading politicians with regard to the Western Balkan states (i.e. Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia) during the COVID-19 pandemic. Since the Justice and Development Party came to power in 2002, Turkey has attempted to increase its international influence through diplomatic, economic and cultural measures. Western Balkans region, with which Turks have historical and ethnic ties, is one of the key areas in AKP’s doctrine. Adopting image theory in international relations as the theoretical foundation, this research examines implementation of Turkish foreign policy in the Western Balkans in times of SARS-CoV-2 coronavirus pandemic. By employing available original Turkish sources (academic publications, public reports, press releases), the main objectives of Turkey’s political strategy towards the region have been determined. Detailed analysis of official statements and speeches of Turkish policy-makers was also fundamental for this study. In this context, the values and symbols to which the AKP government refers in its activities in the Western Balkans have been identified. Based on content analysis, comparative analysis and political discourse analysis, this research seeks to explain the rationale of Turkish actions in recent months. As a conclusion, future prospects for Turkey’s involvement in the Western Balkans have been presented and discussed.

Abstract:: Turkish foreign policy under Recep Tayyip Erdogan has gone through a number of turns since 2003, characterized by the country’s leader continuously taking stock of domestic and global dynamics whilst navigating between the U.S. and Europe, Russia, and the Middle East. He came to power in Ankara 19 years ago after rising through Türkiye’s political Islamist movement, serving first as prime minister and since 2014 as president. Erdogan’s foreign policy approach over two decades can be divided into a number of periods: an initial era of aspirational multilateralism with a strong pro‑EU tilt, until roughly 2009; an ambitious period of regional assertion marked by failed support for the Muslim Brotherhood and the Arab uprisings, until around 2015; an increasingly unilateral, hard‑power driven period through 2020; and what appears to be a new era blending hard power—enabled and symbolized by Turkish drones—and a Ukraine war, in which Türkiye is, simultaneously, selling drones to Kyiv and courting Washington while implementing the 1936 Montreux Treaty to limit its frenemy Moscow’s access to the Black Sea. Together with recent steps aimed at rapprochement with Israel and Gulf Cooperation Council (GCC) states like Saudi Arabia and the United Arab Emirates (UAE), these last factors encapsulate the new era of Turkish foreign policy—albeit one overshadowed at the moment by Ankara’s unwillingness to unconditionally approve Swedish and Finnish accession to NATO.

Abstract:: The review of the constitution emanates from the constitution, from the institute of constitutional review of which the latter is closely related to the dynamic processes in society as well as with the demand for sustainable stability, stability which very well it may be economic, political or social, national or international, the stability that affects even the constitutional order itself in a state. Abstract:: Egypt and Turkey makeup about half of the whole population of the Middle East and are the two leading nations in the eastern Mediterranean, including Iran as a whole. Both countries are now recognized as the two most tremendous modern military forces in the Middle East. Besides, Cairo and Ankara are major Muslim centers: the Al-Azhar Mosque in Egypt is the largest Islamic University in the world and a significant feature of Egyptian soft power; the historical association between Turkey and the last Islamic Caliphate is viewed in the region with great nostalgia. Given these similarities, a deep rivalry between the two countries exists around the world, while Ankara and Cairo have increasingly prevented overt aggression or conflicts. After the Arab Spring, tensions have intensified and, in effect, impacts Libya, Sudan, and the Eastern Mediterranean region. Along with the increased risk of an overt war between the two nations, the rivalry between Turkey and Egypt also challenges the delicate security of the Middle East. It indicates that it needs an international mediator to answer this thorny problem.

Abstract:: The number of refugees in Turkey exceeded 4 million in a short period of time due to the civil war in Syria, and Turkey has become the country hosting the largest number of refugees from 2014 onwards. The concerns of Turkish society, which portrayed an extraordinary solidarity initially, have become apparent in terms of refugees, almost all of whom live side-by-side with Turkish society in urban areas. This paper is based on a comprehensive and representative research data about Turkish citizens’ attitudes towards Syrian refugees. This study critically analyses traditional securitisation studies and instead puts forward the concepts of the “securitization from society” and “social acceptance” to be able to analyse the views of Turkish public towards Syrian refugees .

Abstract:: Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

45. Political Participation and Party Preferences among Immigrants of Turkish Origin in Germany

Abstract:: This article analyses the political participation of Turkish migrants in Germany within a transnational context. This issue is highly eminent for democracy and integration and it constitutes the fundamentals of political sovereignty. Therefore, explaining the diverse political mindsets as well as the grade of interest and participation in political issues is of high importance. This article analyses the findings of the empirical study conducted with Turkish migrants in Germany focussing on their political interests and party preferences in both countries. The survey results show at first higher interest for political processes in Turkey than in Germany; but with rising legal participation, higher citizenship rights and higher education, the interest for German politics increases. But however, throughout the different groups, a transnational orientation is the main observable factor. The apparent contradiction of the party preferences (in Germany more left wing oriented parties, in Turkey more conservative-religious parties) can be explained with pragmatic setting of priorities.

Abstract:: Addressing a close relationship between the EU’s role as a global actor and migration management, this article covers the 2016 EU-Turkey migration deal and endeavors to go beyond simple criticism of its efficiency. Following a review of the relevant literature and critical analysis of recent migration management process, interviews with field experts and policymakers were utilized to assess the policy dilemmas of the EU’s approach to the pressure from migration. The pressure the EU has long been experiencing is not a challenge that can be solved by asymmetric cooperation with third countries, characterized by an ignorance of divergences in perceptions and expectations. This may have subsequent impact on the EU’s enlargement policy and thereby on the stability of the region.

47. Hedging as a Survival Strategy for Small States: The Case of Kuwait

Abstract:: Strategic hedging has not been studied adequately in Middle Eastern countries. This study is an attempt to include hedging into the analysis of a small state’s foreign policy choices. It contends that the hedging strategy can be applied to small states because of its confrontation at three levels: international, regional and sub-regional. It is argued that Kuwait has pursued a hedging policy by taking possible shifts in the global and regional power distribution and the lasting regional security dilemma into consideration. By strengthening military cooperation with China and Turkey, Kuwait has aimed to hedge the risks that could arise from the rise of China and Turkey in the Gulf, the US’ retrenchment from the Middle East, and Saudi Arabia’s aggressiveness. The main purpose of this strategy is analysed as a move to empower the regional alliance with Turkey, ensuring Kuwait’s security and warding off potential risks from the changing dynamics of the Middle East.

Abstract:: This study deals with Turkey’s Iraq War Decision that led up to the March 1 Parliamentary Motion Crisis in 2003 from the perspective of neoclassical realism, which analyzes the interaction between systemic and unit-level variables. The United States requested Turkey’s collaboration in the war against Iraq. The Justice and Development Party (AK Party) government initially sought a peaceful settlement but eventually decided to align with the United States. Systemic and structural factors made cooperation with the United States an imperative for Turkey, which may be classified as a secondary state in the regional context. While the domestic political environment was favorable for the Turkish government to reach such a decision, it was hindered by the Grand National Assembly of Turkey (GNAT). In this framework, the study has two primary purposes. The first is to prove that in restrictive international environments where opportunities and threats are clear and the decision-making process is constrained by time, domestic divisions may matter in foreign policy and prevail over the systemic imperative, contrary to conventional expectations. The second is to demonstrate that in a restrictive international milieu, strong leadership, a factor underappreciated by neoclassical realists, is essential even for single-party governments, which are normally expected to have greater autonomy in democratic parliamentary systems, to formulate foreign policy.

Abstract:: Do leadership attributes change/persist with experience in office, and after a dramatic event? Answers to this agent-structure question represent the main division line between dispositional and situational theorists. While the first posits that leader’s actions are a product of configuration imposed by experience, and traumatic events, the latter focuses on persistent set of beliefs in leaders. This paper aims at testing the role of these two variables, experience, and traumatic event, on the personality of political leaders with a special focus on Recep Tayyip Erdogan. To recover the personality attributes of Erdogan, and measure their resilience or weakness against experience and traumatic events, the paper uses Leadership Trait Analysis (LTA) developed by Margaret Hermann. LTA assumes that leaders’ choice of certain words in public speeches reflects their personality traits, through which they can be compared with other leaders, and even themselves in different roles and times.

50. The City and the Citizen: Breaking Down Barriers to Active Citizenship

Abstract:: Ideally, democracies are built on the ability of all segments of society to participate in civil society to enhance their community’s well-being or to claim rights. Participation in civic and political activities is a key feature of equal citizenship. Sociopolitical features of a city may influence participation, developing different citizenship practices at the local level. Cities will differ in the types of CSOs that thrive, the particular grievances that CSOs address and the types of civic activities that prevail. This study examines how different sociopolitical settings in Turkey impact the development of active citizenship practices among participants in civil society organizations (CSOs). The conditions under which CSO participation may develop active citizenship is key to understanding the potential transformation of hierarchical and passive conceptualizations and practices of citizenship at the national level in Turkey. The study is based on semi-structured interviews conducted in three cities in Turkey. Findings reveal that sociopolitical differences foster the development of different dimensions of active citizenship at the urban level and hence challenge different legacies of citizenship in Turkey.
