Abstract:
This research examined the effect of Jordan’s humanitarian diplomacy strategy for Syrian refugees on its foreign policy and attempted to determine whether the strategy is financially sustainable. Humanitarian diplomacy is persuading decision-makers and leaders worldwide to act at all times and in all circumstances in the best interest of vulnerable populations by completely respecting fundamental humanitarian principles. Jordan has allowed many Syrian refugees to cross over and settle in Jordan. This study used a qualitative systematic literature review and quantitative data from the UNHCR to determine the effect of the strategy on Jordan’s foreign policy and whether the strategy could be sustained. The findings showed that Jordan’s stature in terms of its foreign policy has grown, leading to bilateral agreements and participation in international negotiations. However, its humanitarian strategy may not be sustainable with the current level of funding. The funding from foreign countries and international organizations has been insufficient to support the growing number of Syrian refugees in Jordan. The literature on this topic is limited, and comprehensive quantitative research is recommended to determine the future effect of the strategy on health care and education for Syrian refugees in Jordan.

In this month’s feature article, Lorena Atiyas-Lvovsky, Eitan Azani, Michael Barak, and Assaf Moghadam find that “jihadi rhetoric is rarely translated into violent attacks against Israeli and Jewish targets … The relative dearth of successful operations, however, has not deterred global jihadi organizations from regularly leveraging the Palestinian issue for political gain, and in order to reinforce their stature as powerful actors in the Middle Eastern and global arenas. Despite jihadi lip service to the Palestinian cause, support for global jihad among Arab Israelis and Palestinians has remained relatively low. Physical and ideological barriers erected by Israel and the Jewish community have so far limited the capacity of global jihadi actors to operate against Israel and the Jewish community.” Christopher Faulkner, Raphael Parens, and Marcel Plichta explore the future of the Wagner Group in Africa after the death of its founder, Yevgeny Prigozhin. They write: “Wagner personnel in Africa appear poised to carry on their original missions given the importance of the continent to Russia’s broader strategic ambitions. Though the mercenary mutiny and Prigozhin’s death may lead clients to raise questions about what a continued partnership with Wagner means for relations with the Kremlin, Moscow has signaled a tolerance, if not need, for Wagner or a Wagner-like entity in Africa. Abandoning Wagner clients would severely undermine Russia’s influence on the continent.” Aaron Zelin and Devorah Margolin explore the Islamic State’s shadow governance in eastern Syria since the group lost its last piece of territory in the country in 2019. They write: “While it is true that the organization’s insurgency has been degraded in recent years, only focusing on the Islamic State’s attack claims and propaganda misses an important trend happening at the local level: … the Islamic State has continued attempts to govern as shadow actors in eastern Syria.” They warn that thanks to these efforts, “even if it sounds far-fetched now, a reasonable worst-case scenario is that the Islamic State could rapidly take advantage of a changed local context to attempt to carve out a small statelet in eastern Syria again.”

As we enter a new era of calibrated counterterrorism 22 years after 9/11, in this month’s feature article senior analysts at the U.S. National Counterterrorism Center provide a unique window into the U.S. government’s continuing efforts to suppress international terrorism. NCTC director Christine Abizaid writes: “It is clear to me that Americans at home and abroad would be confronted with a more severe terrorism threat if it were not for the sustained and focused efforts of the entire U.S. CT community over the past 22 years. As we approach another 9/11 anniversary, I asked senior analysts from NCTC to share more with the public and academic community about the constant, behind-the-scenes work of CT professionals across the government. It is my hope that, through this product, others can gain a greater degree of insight into what this community regularly confronts in its mission to protect innocent civilians from persistent terrorist adversaries.” In the second feature article, Amira Jadoon, Andrew Mines, and Abdul Sayed examine the enduring threat posed by Islamic State Khorasan (ISK). They write: “An analysis of ISK’s operations, outreach, and clashes with the Taliban indicate that the organization remains capable of strategic adaptation and is only broadening and deepening its influence in the region, posturing to become a truly regional organization. And while the Taliban have demonstrated some capacity in targeting ISK commanders, any security gains are unlikely to hold in the absence of sustained counter-ISK operations.” With the Islamic State earlier this month announcing the appointment of its fifth caliph, Abu Hafs al-Hashimi al-Qurashi, Aymenn Al-Tamimi examines what little is known about the group’s recent paramount leaders. He writes: “Despite the fact that the group’s caliphs are now very much ‘men of the shadows,’ there is little evidence pointing to the prospect of the group’s fragmentation in Iraq, Syria, or elsewhere around the world, with the group’s affiliates seemingly willing to accept successor caliphs about whom little or nothing is publicly known.” Lucas Webber and Alec Bertina profile the Russian Imperial Movement (RIM) and its paramilitary wing, the Russian Imperial Legion (RIL), tracing their involvement in the Ukraine conflict since 2014. They write: “With the Wagner Group’s resources waning, there may be an opportunity for RIM/RIL to deepen its involvement in Russia’s efforts in Ukraine. This could bolster the group’s recruitment, paramilitary capabilities, and thus increase the broader threat it poses. However, the organization may face sanctions in the future from the Russian state if the Kremlin continues to clamp down on Russian pro-war ultra-nationalist elements.”

In this month’s feature article, Pierre Boussel provides a deep examination of the Quds Force in Syria. He writes: “The key mission of the Quds Force of the Revolutionary Guards (IRGC) is to defend the Iranian Islamic Revolution and create armed militias in the countries of its ‘Axis of Resistance.’ Its organization is opaque and complex, coordinating combat operations with soft-power actions aimed at, among other initiatives, establishing a Pax Irania in the Middle East, a ‘peace’ of which it is the initiator and guarantor. Although the Quds Force’s apparatus in Syria has been under pressure from Israeli airstrikes, Tehran is sticking to its mission set: infiltrating Syrian civil society and sending fighters to the north, where the civil war will one day end, and to the south, on the edge of the Golan Heights, to establish a base against Israel if necessary.” Our interview is with Brian Nelson, the Under Secretary of the Treasury for Terrorism and Financial Intelligence. He describes how his office “marshals the Department’s intelligence and enforcement functions with the dual aims of safeguarding our financial system against illicit use and also combating corrupt regimes, terrorist facilitators, weapons of mass destruction proliferators, money launderers, drug kingpins, and other national security threats.” On May 6, 2023, Mauricio Garcia, a man with longstanding neo-Nazi views, murdered eight people in a mass shooting at the Allen Premium Outlets mall in Allen, Texas. Ashley Mattheis, Amarnath Amarasingam, Graham Macklin, and Marc-André Argentino look at what led to the attack. They write that the deceased perpetrator “had an ideologically fuzzy tapestry of extreme thoughts tied to rampant violence. He appeared to view neo-Nazis and other members of the extreme far-right as living the ‘real’ masculine ideal in its fullest form by their commitment to generating dominance through violent, radical, racial, and cultural action. This interaction between race and gender is an increasingly present aspect of far-right violence and needs to be better understood.”

With Pakistan engulfed by political and economic turmoil, the Tehrik-i-Taliban Pakistan (TTP)—better known as the Pakistani Taliban—is again growing as a threat. In our feature article, Abdul Sayed and Tore Hamming write: “With the Taliban’s victory in Afghanistan, the TTP has obtained new more sophisticated weapons and relocated fighters from Afghanistan to Pakistan and is now turning its focus back to its war against the Pakistani state. Over the past two years, the group has gone through a series of mergers, strengthened its media and operational activities, moved away from the indiscriminate targeting of civilians in suicide attacks, implemented a range of new internal policies centralizing its organizational structure, and settled on a localized strategy. With a solid organizational foundation and its eyes set on the Pakistani state, the TTP appears ready to follow in the footsteps of the Afghan Taliban and take control of territory in Pakistan’s tribal areas. The Taliban victory in Afghanistan has emboldened and strengthened the TTP. With the Taliban in control of Afghanistan and sympathetic to the TTP, the TTP now enjoys a level of ‘strategic depth’ that is arguably unparalleled in its history.” Our interview is with Robin Simcox, the United Kingdom’s Commissioner for Countering Extremism. He talks about tackling violent and non-violent extremism across the ideological spectrum and the findings of the recent independent review of the United Kingdom’s “Prevent” counter-extremism pillar. Wassim Nasr recounts his journey through Idlib in late April and early May 2023 on a reporting assignment for France24. He met with senior leaders of Hayat Tahrir al-Sham, including its leader Abu Muhammad al-Julani, who told him they have definitively turned away from global jihad. In Nasr’s words: “You have a core jihadi group with core leaders saying, ‘OK, we don’t want anything to do with international jihad anymore.’ This is unique. It’s never happened before.” Colin Clarke, Mollie Saltskog, Michaela Millender, and Naureen Fink examine the recent targeting of infrastructure by America’s violent far-right. They write that “the increased focus and attacks on critical infrastructure by far-right extremists has the potential to wreak extensive, multifaceted societal disruption and damage, impacting communications, the economy, mobility, and basic human necessities.”

Thanks to Editor-in-Chief Paul Cruickshank for allowing me to take over this space this month as we commemorate the 20th anniversary of the founding of the Combating Terrorism Center, established at West Point in February 2003. Originally the vision of Mr. Vinnie Viola, Brigadier General (Retired) Russ Howard, and General Wayne Downing, the CTC has evolved into a trusted global hub for scholars, practitioners, and policymakers. At the heart of what we do are the Cadets of West Point, who have made the Terrorism Studies Minor the number-one choice of minors at West Point over the last 10 years and who graduate to lead our nation’s Soldiers in complex times. This mission is empowered by 20 years of teammates, donors, partners, and stakeholders around the world who ensure the CTC is delivering cutting-edge research and insight in the fight against terrorism. While the CTC has been a mainstay of the CT fight for the last two decades, I posit that the most important time for this team is now. As national security priorities and resources rebalance toward strategic competition, the CTC will maintain its focus on understanding current and future terrorism threats to our nation and to the world, ready to assist our nation and our allies wherever we are called. To all who have made this possible, thank you. In this issue, the directors of the Combating Terrorism Center over the past 20 years—Brigadier General (Retired) Russell Howard, Colonel (Retired) Kip McCormick, Colonel (Retired) Joseph H. Felter, Lieutenant Colonel (Retired) Reid L. Sawyer, Colonel (Retired) Liam Collins, Lieutenant Colonel (Retired) Bryan C. Omer Bar Lev, the former Minister of Public Security of Israel, discusses recent security challenges in Israel and warns that a potential third intifada is “getting closer and closer.” Aaron Zelin examines Hayat Tahrir al-Sham’s ‘counterterrorism’ campaign against the Islamic State in northwestern Syria. As concern rises over the threat posed by older far-right terrorists, David Wells examines relevant data in the United Kingdom.

Abstract:
Türkiye ve dünyada nefret söylemi çalışmaları incelendiğinde, çoğunlukla sosyal medya üzerinden yapılan çalışmalarla toplumdaki nefret söyleminin ölçüldüğü, siyasi parti liderleri özelinde, siyasal iletişimde nefret söylemi çalışmalarının sayıca çok az olduğu söylenebilir. Bu çalışma, Türkiye’de resmi rakamlara göre sayıları 3,5 milyon civarında olan geçici koruma kapsamında bulunan Suriyelilere ilişkin Türkiye’deki milliyetçi siyasal parti liderlerinin nefret söylemini kullanıp kullanmadığını ortaya çıkarma amacındadır. 2011 yılından itibaren Suriyelilerin Türkiye’ye göçü ile birçok şehirde demografik yapının bozulduğu ve çok çeşitli toplumsal sorunların ortaya çıktığı söylenebilir. Ancak nefret söyleminin, toplumda daha derin yaralara yol açılmasına sebep olabilecek olan “nefret suçlarını” ortaya çıkarma potansiyeli bulunmaktadır. Bu bağlamda önem arz eden çalışmada, Devlet Bahçeli, Meral Akşener ve Ümit Özdağ’ın açıklamaları söylem analizi yöntemi ile incelenmiştir. Bu incelemelerin sonucunda, Milliyetçi Hareket Partisi lideri Bahçeli’nin, geçici koruma kapsamında bulunan Suriyeliler ile ilgili söylemlerinde önyargılı aktarımlar ve ayrımcılık yaratıcı unsurlara rastlanmamakla beraber geçici koruma kapsamında bulunan Suriyelilere dostane şekilde yaklaştığı; İyi Parti lideri Akşener’in de ayrımcılık, ötekileştirme veya önyargılı söylemlerden uzak durduğu gözükmektedir. Buna karşın, Zafer Partisi lideri Özdağ’ın, toplumda meydana gelen neredeyse bütün olumsuzlukları geçici koruma kapsamında bulunan Suriyeliler ile ilişkilendirdiği ve yine neredeyse her zaman ayrıştırıcı ve ötekileştirici söylemler kullandığı görülmektedir. Zafer Partisi’nin kuruluşundan sonra söylemleri keskinleşmiş olup, önyargılı aktarımlara da çokça başvurmaktadır. Bu durum da, Özdağ’ın söylemlerinin nefret içerikli oluşu sonucunu beraberinde getirmektedir.

Abstract:
The debate on normative power has mainly been focused on the European Union. This is partly owing to the fact that its conception is very Euro/Western centric. Yet, it is assumed that the concept is applicable to other actors. The aim of this paper therefore is to examine Turkey and whether its actions embody normative power in Syria and Egypt during the Arab Spring. It applies de Zutter’s four-step methodology of identifying normative power. The result is mixed. In the case of the Egyptian Muslim Brotherhood, Turkey tried to be a normative power but failed, due to a lack of recognition. In the case of the Syrian Muslim Brotherhood, Turkey was perceived as a normative power due to the combination of its Islamic identity, adherence to democracy, and the role of religion in its society. The implications of this are significant, since this paper demonstrates that normative power can travel outside of its Euro/Western centric context. At the same time, it also demonstrates that the norms are different and context specific.

Abstract:
While regional instability and upheaval in the Middle East and North Africa may have foreshadowed the complexity and longevity of the crisis that would unfold in Syria in 2011, few anticipated it would exceed ten years, amounting to 6.8 million refugees across the world and 14.6 million people in need of hu- manitarian assistance within the country.1 The crisis has been defined by mass displacements, with large swaths of the population uprooted from their homes and forced to reside in camps and precarious housing; sieges in Aleppo City and Eastern Ghouta; chemical weapons attacks in Khan Shaykhoun and Douma; infectious disease outbreaks, including polio and cholera; food insecurity, notably among children and infants; a rise in persons with disabilities; persecution of aid workers; and both systematic and indiscriminate aerial bombardment of civilian infrastructure—namely hospitals, schools, and marketplaces.

Abstract:
Conserving cultural heritage and archaeological sites have become a serious national concern in the Middle East for the war-affected countries, including Iraq and Syria. Because looting and violence have caused massive destruction of cultural heritage and archaeological sites, this study aimed to analyze the legal background concerning the protection of cultural heritage and archaeological sites in the context of Iraq and Syria during 2014 with the rise of the Islamic State of Iraq and Syria (ISIS). This study used the content analysis method and cross-country analyses for Iraq and Syria. The study is guided by two main questions: What is the government's legal role in protecting cultural heritage and archaeological sites? Are there any legal authorities in Iraq and Syria to protect cultural heritage and archaeological sites during war and conflict? In the end, this paper suggests that protecting cultural heritage is the legal responsibility of government which is supposed to be enforced in the legal foundation of the state as a national sovereign power.

Abstract:
Three trends will characterise the evolving global terror threat landscape in 2022. First, the cascading implications of the return of the Taliban-al Qaeda alliance to Afghanistan on August 15, 2021. Second, the diffusion of the Islamic State threat from the Levant, notably from Iraqi-Syrian theatre. Third, the online surge of extremist and violent content especially of Islamist and Far Right entities on servers in North America and Europe mobilising and radicalizing especially youth. With lockdowns, partial lockdowns and other pandemic restrictions, the challenges facing government security forces - military, law enforcement and intelligence surged and both in resource allocation for training and mobility for operations hampered their performance and efficacy. The focus on humanitarian challenges by governments during the pandemic was ably exploited by threat groups to expand their support bases or capture territory. On the other hand, a range of ideological and material threats manifested in 2021. Some will institutionalise both in the physical and digital spaces in 2022. With radicalisation and reciprocal radicalisation of Islamists and Far Right threat groups, their networks, cells and personalities will stage attacks.

“The January 15, 2022, hostage crisis at a Jewish synagogue in Colleyville, Texas, resurfaced a longstanding jihadi cause when the armed hostage-taker demanded the release of Dr. Aafia Siddiqui, a Pakistani neuroscientist-turned-al-Qa`ida-operative currently serving an 86-year-sentence in an American prison for attempting to murder U.S. troops in Afghanistan,” writes Bennett Clifford in this month’s feature article, which looks at how her case continues to motivate jihadi terror plots in the United States. Clifford argues that “the factors that initially skyrocketed her case as a cause célèbre for jihadis have grown in importance. The jihadi movement, particularly in the West, has had a particularly intense focus on the plight of Western women jihadis behind bars during the past several years … [and] Siddiqui is the prototype for the ‘aseerat,’ the female prisoners of the jihadi movement who are constantly the subject of propaganda pushes, crowdfunding campaigns, and jihadi operational activities.” Our interview is with David Caulfield, who served as Chief of the Defense Combating Terrorism Center at the Defense Intelligence Agency before his retirement earlier this year. Daniel Heinke assesses that the Querdenken protest movement in Germany, which emerged in 2020 in opposition to government COVID-19 measures, is “apparently open to conspiracy theories and right-wing extremism” and has become “a serious threat to public security.” He notes that not only did Querdenken protestors attempt to storm Germany’s parliament building in August 2020, prefiguring the January 6 U.S. Capitol riot, but an alleged 2021 plot to assassinate Saxony’s premier was “reportedly fueled by corona-skeptic grievances and apparently had linkages to the broader Querdenken movement.” He writes: “The threat posed by the movement is that it can fuel anti-government sentiments and thus may form a gateway for the acceptance of more extremist views and ultimately for the belief that resorting to violence may be acceptable or even necessary to defend rights.” Audrey Alexander and Teddy MacDonald examine how jihadi terrorists in Syria move, hide, and access funds using digital currencies. They assess that “All in all, digital currencies are not replacing other methods of terror finance. Instead, terrorists in Syria often use digital currencies in conjunction with other money service businesses and transfer methods.”

Following Hannah Arendt’s approach, which distinguishes power and violence and claims that violence appears when power is threatened or fails, this paper argues that the use of violence by Islamic State (IS) is a result of its inability to establish a stable power base in the Middle East. It argues, however, that violence has become a form of political conduct for this organisation, which challenges to Arendtian perspective rejecting any role violence plays in politics and has many repercussions in Middle Eastern societies and politics. This paper notes that local people feel hatred and rage against certain developments in the region, such as their countries’ colonial past, the Iraqi invasion and their failed administrations. Analysing how these reactions are directed in the form of violence by IS against some local groups, the paper examines further the regional consequences of the IS’ use of violence.

Following the fall of the so-called Islamic State in March 2019, tens of thousands of its fighters, along with their wives and children, were captured and detained in facilities controlled by Syrian Democratic Forces in northeast Syria. Many of which were European. Based on the information provided by scientific institutes and journalists, the outbreak of the Covid-19 pandemic had had a significant impact on the functioning of those facilities. Not only did it aggravate an already severe humanitarian crisis, pushing the detainees to reinforce their attempts of escaping and rioting against the guards, but it also lowered the security level in the controlled facilities, allowing a flourishing of criminal activities. Furthermore, the detainment of ISIS followers turned into a political game between the Kurdish coalition and the United States. The global health crisis put to the test the strategy of many Western governments of keeping European ISIS fighters in the Middle East while pressuring the international community to rethink its approach towards this crescent problem.

As a new but uncertain international system has been operating for decades that can be regarded as a transition from unipolarity to something resembling multipolarity. Therefore, established and possible future great powers have been determining their foreign policies according to their future projections of the regional conflicts. This paper investigates Turkey and Russia’s stances in the Syrian and Ukrainian Crises. It might sound odd that Russia and Turkey are comparable in a struggle for the sphere of influence that intercepts each other. However, their good bilateral relations and different, even conflictual, approaches to regional and international issues provide a suitable ground to claim that a new international system is about to emerge. It will continue until the positions of established and newly emerged great powers are embedded. In practice, Russia's stance in the Ukrainian crisis and Turkey's stance in the Syrian crisis represent ontological threads to the vision of their own countries. However, they can still work together at a certain level because of third-party involvement in the issues

After the beginning of the Arab Spring and the conflict in Syria, researchers worldwide are trying to understand the reasons that led to the civil war in that country. Many hypotheses are raised, from the deterioration of socioeconomic conditions, the increasingly harsh political and police repression against the regime's opponents, to the interest of regional powers in changing the Syrian regime. In this article, we decided to explore another dimension of conflict. After applying a questionnaire to a group of Syrian refugees in Brazil, we sought to understand the perception of respondents about the existence or not of horizontal inequality between the Syrian religious groups, in the economic, social, religious, political and cultural spheres. The result sheds light on the important role of the perception of horizontal inequality between groups as an essential source of discontent and frustration, which may have contributed to the breaking of the Syrian state's social-political pact.

Since September 2015 and the Russian military intervention in the country, the interests in Syria have been numerous and of great importance for the actors involved in this conflict. The interests in Syria are numerous and of great importance for the actors involved in this conflict. Russia, like the Allies and opponents of the Bashar Al-Assad regime, is fighting for geopolitical, geo-economic, or ideological reasons. The Middle East region finds itself shaken by the sharp resurgence of a confrontation between actors allied to the United States, other allies of Russia, and this Syrian crisis thus impacts the geopolitical configuration of the region. This paper presents an analysis of the Russian intervention strategy in Syria. We argue that Russia intervened in Syria to strengthen the already existing Russian-Syrian alliance, to curb extremist proliferation, and to take advantage of Syria's strategic position. The objective is to determine the reasons for the Russian military intervention in Syria related to energy and geo-economic interests. The Russian intervention in Syria was an ideal opportunity to draw closer to several powerful states in the region and a way to benefit from positive spin-offs on its arms market and hydrocarbon road plans. Despite the risks and costs associated with defending the Syrian regime, Moscow has secured its political and economic power in the Middle East.

The number of refugees in Turkey exceeded 4 million in a short period of time due to the civil war in Syria, and Turkey has become the country hosting the largest number of refugees from 2014 onwards. The concerns of Turkish society, which portrayed an extraordinary solidarity initially, have become apparent in terms of refugees, almost all of whom live side-by-side with Turkish society in urban areas. This paper is based on a comprehensive and representative research data about Turkish citizens’ attitudes towards Syrian refugees. This study critically analyses traditional securitisation studies and instead puts forward the concepts of the “securitization from society” and “social acceptance” to be able to analyse the views of Turkish public towards Syrian refugees .

Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

This study problematizes the Sikh’s demand for Khalistan, a separate country of their own. To begin with, they demanded a greater degree of political autonomy within the domains of India. During the colonial period the Sikhs supported the Indian National Congress’s demand for the division of Punjab and inclusion of the East Punjab into Bharat. But soon after the creation of Bharat(India), `the Sikhs realized that they were betrayed and they started to vow for more autonomy. Initially, they felt that PEPSU was a step towards their aspirations but later they felt that they had missed the train and moved for Punjabi Province. After much deliberation and delaying tactics, finally the Punjab emerged on the Indian Territory in the form that always proved a nightmare for the Sikh community.

This study considers Russian-Turkish relations within the context of the Syrian war. We elaborate on both Russia’s and Turkey’s strategies and their understanding of the Syrian War, and consider how the two countries have managed to stay on the same page despite conflictual strategies and geopolitical interests in Syria. The current literature does not address this question and does not thoroughly compare their actions and engagements in the field. This article aims to clarify Turkey-Russia relations in the Syria and provides evidence of how they are in conflict and cooperate at the same time. In this regard, it is argued that the available evidence indicates that Turkey-Russia relations in Syria operate on the “compartmentalisation” strategy. In order to test this argument, the qualitative research method based on secondary resources is used while the theoretical framework previously formulated by Onis and Yilmaz (2015) is adopted. They conceptualise Turkey-Russia relations as if they do “compartmentalise economic issues and geopolitical rivalries in order to avoid the negative spillover of certain disagreements into areas of bilateral cooperation.” Furthermore, they claim that compartmentalisation can be hindered if there are deepening security concerns in an area like Syria. However, this article underscores that compartmentalisation does not only work by separating the economic issue from geopolitical rivalries; it also makes Turkey and Russia able to cooperate and conflict in a specific and fundamentally conflictual geopolitical issue such as Syria. The convergences and divergences that occurred in the Syrian field are conceptualised under the strategy of compartmentalisation. In this context, the cooperation – the signed agreements and established mechanisms, conflicts, and clashes in the field, are acknowledged as the consequences of the compartmentalisation strategy in Syria. The compartmentalisation strategy is specifically used in Syria in order to avoid the negative impacts of direct clashes in bilateral cooperation and agreements. It can therefore be concluded that the deepening divergence in security related issue does not necessarily prevent compartmentalisation; on the contrary, compartmentalisation paves the way for stabilisation of such deepening divergence.

After the breakout and the escalation of the Syrian civil war and because of its humanitarian consequences, Turkey now hosts the largest refugee community worldwide. This paper attempts to investigate the role of the international community in assisting Syrian refugees in Turkey. Beyond looking at the main elements of the Turkish government policies, this study focuses on the Emergency Social Safety Net Programme of the European Union, the World Food Programme and the Turkish Red Crescent. It also reviews the Turkish aspects of the Regional Refugee and Resilience Plan of the United Nations. The primary purpose of the study is to provide a comparative analysis of the two programmes alongside the main objectives, results and difficulties. Beyond reviewing the essential international literature, the examination of this issue is principally based on data analysis of the reports of relevant international organisations. The Turkish government plays an important role in this crisis and the actions of international organisations complement the country’s domestic policies. Two international aid programmes are compared and a conclusion is reached that the Regional Refugee and Resilience Plan tries to balance urgent humanitarian needs with durable solutions, while the Emergency Social Safety Net Programme is determined by humanitarian aspects. Nonetheless, both initiatives address the challenges to the Turkish host community which are posed by the protracted refugee issue. While acknowledging the remaining gaps, challenges and the obvious complexity of the refugee situation in Turkey, it can be concluded that the aid initiatives discussed have developed innovative solutions to address this protracted crisis.

The complications of the Syrian crisis that has extended over six years are overseen on three distinct levels which are national, topographical, and global. A closer look at the situation in Syria in 2010/2011 will help explain why the regime has survived, the complexities of the situation in Syria, and what makes the search for a stable political settlement so difficult. The purpose of the present study is to highlight the nature of US engagement in the Syrian crisis which involves maintaining the US military presence for regional stability, ensuring the enduring defeat of ISIS, countering the future expansion of the Iranian influence and political settlement to the conflict, containing the Assad’s regime in the interim. By outlining various threats, issues, assessing the Syrian conflict and its key actors, this paper seeks to explain the US response to the Syrian crisis on basis of thematic analysis. In conclusion, the United States' foreign policy has continued in a region vital to its national security interests due to available oil, its impetus to protect Israel, to support security by retaining military bases, to preserve the position of the protectorate of client states, and friendly regimes, and to resist Islamic movements and terrorism.

This year 2021 marks the tenth anniversary of the beginning of the armed conflict in Syria which, triggered by graffiti against the government of the al-Assad family, turned into a civil war with at least 390,000 dead, involving numerous States in the Middle East, as well as the major global powers, with their own specific geopolitical interests. This article therefore aims to provide an account of the current situation in Syria and the objectives that these powers still have in this country. Once the two main reasons for intervening in the conflict disappeared, the true nature of this war came to the surface, embedded in the broader contests of historical rivalry between the United States and Russia on the one hand, and Saudi Arabia, Turkey and Iran on the other. Apparently, none of them really wants to end it, without compensation. / En este año 2021 se cumplen diez años del comienzo del conflicto armado en Siria que, desencadenado por unos grafitis en contra del gobierno guiado con mano autoritaria por la familia al-Assad, se ha convertido en una guerra con, al menos, 390.000 muertos, que ha acabado involucrando a numerosos Estados de Oriente Próximo, así como a grandes potencias, cada una portadora de intereses geopolíticos concretos. El presente artículo pretende dar cuenta de la situación actual de Siria y, en particular, de los objetivos particulares que mantienen en el país diversos actores. Después de que desaparecieran las dos razones principales esgrimidas para intervenir en el conflicto, quedó de manifiesto su auténtica naturaleza de guerra subsidiaria y sectaria, que se inserta en las más amplias contiendas entre rivales históricos como los Estados Unidos y Rusia, por una parte, y Arabia Saudí, Turquía e Irán, por otra, y que ninguno entre ellos parece tener interés en acabar sin recibir compensaciones.

It has been 20 years since 9/11. In the wake of the attacks, the Combating Terrorism Center at West Point (CTC) was established to provide cadets and policymakers with best-in-class research so that they could better understand and confront the threat. With the Taliban returning to power in Afghanistan, with Africa emerging as the new epicenter of global jihadi terror, and with it likely becoming more difficult for the intelligence community to track threats in jihadi conflict zones from which the United States has withdrawn militarily, objective and rigorous open-source research is more critical than ever. The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. The Turkish Military Intervention in the Syrian part of the Kurdistan region, known as Rojava, shows that the Syrian Civil War presents a great number of different sides. The objective of the intervention is to create a safe zone where two million syrians could be resettle, expelling from the area the kurd militias that oppose the government in Ankara. The present article wants to deep in the use of frames used by the Spanish written press when covering the Turkish military intervention in the Arab country. Through a classic and cuantitative methodology, named analysis of content, this paper will go into the mediatic discourses of the national press with the purpose of exploring what explanations are having a biggest importance. This contribution tries to explore if the humanitarian question weights more heavily that the ones focused on security./La intervención militar turca en el Kurdistán sirio, conocido como Rojava, demuestra que la guerra civil siria presenta una gran cantidad de aristas. El objetivo de la misma es crear una zona de seguridad donde reasentar a más de dos millones de refugiados sirios y expulsar del lugar a las milicias kurdas, opositoras al gobierno de Ankara. El presente artículo tiene como finalidad ahondar en el uso de encuadres utilizados por la prensa escrita española a la hora de cubrir la intervención militar turca en el país árabe. A través de una metodología clásica y cuantitativa, análisis de contenido, se ahondará en los discursos mediáticos de la prensa nacional con el objetivo de investigar qué narrativas están teniendo mayor peso. Esta contribución intenta explorar si las cuestiones humanitarias presentan mayor relevancia que las explicaciones centradas en la seguridad.

Abstract:
The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Abstract:
Syrian humanitarian sector was limited to two types of NGOs till the Syrian conflict started; traditional charities composing of religious or ethnic focus NGOs, and the Government Organised Non-Governmental Organisations (GONGOs) that were affiliated by governmental figures. They both failed to respond to the needs of civilians in non-governmental controlled areas. This has forced Syrians with limited or no previous experience in this sector to act immediately and independently. However, after the crisis erupted, the commitment to their case, availability of funds, and hospitality from the neighbouring countries evolved them very quickly to become the primarily organised responders in the non-governmental controlled territories. Those newly formed humanitarian groups tried to link humanitarian interventions with early recovery activities without losing the scope of being a voice advocating for the human rights of the innocents. The Syrian Humanitarian NGOs based in Turkey were delivering their assistance to the vulnerable communities inside Syria further than where they physically reach without even evaluating the risks that might affect their lives or their beloved families. In some cases, they were the only humanitarian actors in besieged areas as Rural Damascus or Eastern Aleppo and hard to reach locations as Rural Homs or Northern Hama. Those security threats are now less impactful on their existence compared with the political, economic, social, technological, legal and environmental external challenges that they are facing and can highly affect their presence. The external challenges that they are witnessing that might affect not only the way they are operating but their sustainability as well. Those external challenges were focusing on political, economic, social, technological, legal, and environmental to form the well-known PESTLE analysis that categorises these external threats and risks. As new Syrian NGOs have spread within countries nearby as well as in the diaspora, this article will only focus on those that were based mainly in Turkey due to several reasons explained in the article.

Abstract:
The millions of Syrians born or living in exile as a result of the ongoing conflict has dramatically increased the number of people from Syria with no nationality. In this regard, Syrian nationality law has been criticised for containing discriminatory provisions and failing to address the risk of statelessness. Nonetheless, the responsibility of colonialism in creating such discrimination has been largely overlooked. One decade after the outbreak of the Syrian civil war, this article looks back at the colonial roots of Syrian legislation governing nationality. Through a critical legal and historical analysis, it reveals the hidden colonial legacies of Syrian citizenship, by highlighting the responsibility of European colonial powers in introducing gender-based discrimination in domestic legislation, rendering Kurds and Palestinians stateless, and creating the practice of arbitrary denationalisation. This paper ends with a call for more research on colonial legacies within citizenship and statelessness studies.

This paper employs the term ‘Alawization’ to define the prominence of members of the Alawi community in positions of power across Syria, a process that has already been noticed by some scholars, but that has not been named until now. We intend to answer the following questions: is there a process that can be called Alawization happening in Syria? How could Alawization have become a political process in the country? How could this have evolved over time? And how is it perceived among practitioners of international relations? Essentially, the circumstances that could allow for this process to take place are embedded in Syria’s colonial period and its evolution is closely related to the rise of Hafiz al-Assad to power – launching an “Assad dynasty”, that continues ruling the country. Perception of this ongoing process was based, methodologically, on historical representations and was investigate d through semi-structured interviews with diplomats based at the UN working with Middle Eastern issues and/or that have already been assigned to posts in Syria. It concludes by suggesting that, albeit there’s recognition of this process, there is still disagreement on how it occurs and how widespread it is internally.

This paper analyzes the ways in which the expatriate Syrian business community engages in philanthropic activities to provide help to its fellow countrymen in host countries. Why and how did this group of people, after experiencing the brutal war and losing their assets and families, decide to provide a giving hand to others after relocations? And why did some others not? The mainstream media and reports usually describe the refugees as aid receivers who are disadvantaged or resourceless. However, from the case of the expatriate Syrian businesspeople who fled from Syria to its neighboring countries due to the conflict back home, there are various groups of Syrian philanthropic organizations funded by those businesspeople to give help and aid to other Syrians in the host countries. Their philanthropic aid is not limited to material goods, but also includes religious courses, education, and employee training. The paper argues that although refugees are usually considered to live in a poor or weaker position, the economically strong members (mostly businesspeople) among them can bring positive effects to the difficult humanitarian situations.

COVID-19 is arguably the biggest crisis the planet has faced since the Second World War and will likely have significant impacts on international security in ways which can and cannot be anticipated. For this special issue on COVID-19 and counterterrorism, we convened five of the best and brightest thinkers in our field for a virtual roundtable on the challenges ahead. In the words of Magnus Ranstorp, “COVID-19 and extremism are the perfect storm.” According to another of the panelists, Lieutenant General (Ret) Michael Nagata, “the time has come to acknowledge the stark fact that despite enormous expenditures of blood/treasure to ‘kill, capture, arrest’ our way to strategic counterterrorism success, there are more terrorists globally today than on 9/11, and COVID-19 will probably lead to the creation of more.” Audrey Kurth Cronin put it this way: “COVID-19 is a boost to non-status quo actors of every type. Reactions to the pandemic—or more specifically, reactions to governments’ inability to respond to it effectively—are setting off many types of political violence, including riots, hate crimes, intercommunal tensions, and the rise of criminal governance. Terrorism is just one element of the growing political instability as people find themselves suffering economically, unable to recreate their pre-COVID lives.” The roundtable identified bioterrorism as a particular concern moving forward, with Juan Zarate noting that “the severity and extreme disruption of a novel coronavirus will likely spur the imagination of the most creative and dangerous groups and individuals to reconsider bioterrorist attacks.” Ali Soufan warned that “although the barriers to entry for terrorists to get their hands on bio weapons remain high, they are gradually being lowered due to technological advances and the democratization of science.” The special issue also features five articles. Audrey Alexander examines the security threat COVID-19 poses to the northern Syria detention camps holding Islamic State members, drawing on a wide range of source materials, including recent interviews she conducted with General Mazloum Abdi, the top commander of the SDF, and former U.S. CENTCOM Commander Joseph Votel. Chelsea Daymon and Meili Criezis untangle the pandemic narratives spun by Islamic State supporters online. Christopher Hockey and Michael Jones assess al-Shabaab’s response to the spread of COVID-19 in Somalia. Mark Dubowitz and Saeed Ghasseminejad document how the Iranian regime has spread disinformation relating to the pandemic. The COVID-19 pandemic has renewed concerns over bioterror threats, with Microsoft founder Bill Gates recently warning that a bioterror attack involving a pathogen with a high death rate “is kind of the nightmare scenario” facing the planet. In this month’s feature article, J. Kenneth Wickiser, Kevin J. O’Donovan, Lieutenant Colonel Michael Washington, Major Stephen Hummel, and Colonel F. John Burpo assess the potential future threat posed by the malevolent use of synthetic biology. They write that synthetic biology “is a rapidly developing and diffusing technology. The wide availability of the protocols, procedures, and techniques necessary to produce and modify living organisms combined with an exponential increase in the availability of genetic data is leading to a revolution in science affecting the threat landscape that can be rivaled only by the development of the atomic bomb.” The authors, who all serve at, or are affiliated with, the Department of Chemistry and Life Science at the United States Military Academy, note that synthetic biology has “placed the ability to recreate some of the deadliest infectious diseases known well within the grasp of the state-sponsored terrorist and the talented non-state actor” and that “the techniques used to propagate bacteria and viruses and to cut and paste genetic sequences from one organism to another are approaching the level of skill required to use a cookbook or a home computer.” They argue that “an effective response to the threats posed by those using synthetic biology for nefarious purpose will require vigilance on the part of military planners, the development of effective medical countermeasures by the research community, and the development of diagnostic and characterization technologies capable of discriminating between natural and engineered pathogens.” In our interview, Gilles de Kerchove, the European Union’s longtime Counter-Terrorism Coordinator, speaks to Raffaello Pantucci. Nuno Pinto presents a detailed case study of an alleged Portuguese Islamic State network with strong connections to the United Kingdom that sheds significant light on the foreign fighter recruitment pipeline between Europe and Syria in the last decade. Tomasz Rolbiecki, Pieter Van Ostaeyen, and Charlie Winter examine the threat posed by the Islamic State across Africa based on a study of its attack claims. They write: “As the second half of 2020 unfolds, it is critical that military and counterterrorism policymakers recognize what is at stake in Africa. The Islamic State is not just fighting a low-grade insurgency on the continent; in at least two countries, it has been able to seize and hold territory and subsequently engage in pseudo-state activities.”

Abstract:
This article analyses the evolving discourses over Turkish foreign policy deeply entrenched within the Turkish cultural wars. It demonstrates the process and mechanisms that render Turkish foreign policy an extension of the pursuit of cultural politics and statements of identity. It also assesses how the Middle East was posited not only as a theater of diplomacy but also as a rhetorical gadget over contested Turkish identity, especially pushed by the AKP intelligentsia and policymakers and avidly defied by the secular opposition. Its emphasis is on the Arab Spring and Turkey’s immersion into the Syrian civil war, as these developments exacerbated the overlap between foreign policy making and discourses on foreign policy, particularly since the AKP sought not only diplomatic opportunities but also a regional transnational realignment as a result of the Arab Spring and the regional revolutionary milieu.

Abstract:
In 2015, millions of refugees, mostly Syrians, knocked the door of Europe for protection against war and violence in their home countries. The number of refugees that entered Europe in 2015 made only 0.2 percent of total Europe’s population, considerably low number than other refugee hosting countries. In fact, for a continent as wealthy as Europe, the influx of refugees could be easily managed but European Union was unable to bring a common policy to cope with it. European Union already divided by the Eurozone crisis experienced further divisions due to refugee influx. The polarization in European politics and society reached the highest point since the Second World War. The failure of Social Democracy and center politics in solving the crisis created space for either right-wing or left-wing populist parties that won many seats in both European and national parliaments, while in some countries even managed to make governments.

In 2010, the Arab region was regarded as having very little potential for serious political transformation. The outside world perceived “stable” authoritarian regimes with iron-fist control over citizens who would surely never demand drastic change. Amal Ghadour described the regional landscape best: “These are the lifeless landscapes you are sure to behold if you were standing and peering down. Crouch and you begin to brush against the faint gusts of wind delicately working their way through them.”1 Engagement comes in many forms besides political, and in 2010, countries like Egypt, Tunisia, Jordan, and Syria were seeing significant increases in the number of NGOs, private sector engagement in social development, philanthropy, and youth volunteerism. None of these was viewed as a threat to the existing regimes at the time, but they represented a new coalescence of power amid increasing human rights abuses, youth exclusion, unemployment rates, and social inequity. The ingredients for change were there and finally ignited by the self-immolation of street vendor Mohamed Bouazizi on 17 December 2010 in Tunisia, which launched the cycle of mass uprisings and the falling of dictators in Tunisia, Egypt, and Libya in 2011.

How are refugees responding to protect themselves and others in the midst of the Covid-19 pandemic? How do these responses relate to diverse local, national, and international structures of inequality and marginalization? Drawing on the case of Beddawi camp in North Lebanon, I argue that local responses—such as sharing information via print and social media, raising funds for and preparing iftar baskets during Ramadan, and distributing food and sanitation products to help people practice social distancing—demonstrate how camp residents have worked individually and collectively to find ways to care for Palestinian, Syrian, Iraqi, Kurdish, and Lebanese residents alike, thereby transcending a focus on nationality- based identity markers. However, state, municipal, international, and media reports pointing to Syrian refugees as having imported the virus into Beddawi camp place such local modes of solidarity and mutuality at risk. This article thus highlights the importance of considering how refugee-refugee assistance initiatives relate simultaneously to: the politics of the self and the other, politically produced precarity, and multi-scalar systems that undermine the potential for solidarity in times of overlapping precarities.

The objective of this paper is to demonstrate the possibility of tracking and identifying military and other security personnel, operating in secretive or restricted areas. Such exposure might have dire consequences from the perspective of counterintelligence or physical security. Open Source Intelligence (OSINT) and Social Media Intelligence methods and techniques were employed to gather and analyse information on security and military personnel and expose their activities on-line. The case studies presented in the article exemplify utilisation of the new “Suunto” fitness application for open-source-based intelligence research. Despite general Operational Security rules that require all personal data such as names, pictures and habits to be kept discreet, open-source based research with one of the most popular fitness applications allowed the identification of military personnel and government agents operating in Afghanistan, Mali, Syria or working at national military facilities. In a single case, it took the author less than thirty minutes to identify personal details of a US Army soldier in Afghanistan and a Special Forces officer in one of the European countries and obtain their home addresses and pictures of them and their families. The results of the research show how OSINT techniques concerning fitness applications are useful both for intelligence and counterintelligence, specifically for malicious and terrorist purposes, and how necessary it is to make fitness and other, supposedly personal, activity private, especially for those who carry out sensitive missions and work in a restricted or secretive environment.

The last decade has seen a growing trend towards the use of proxies in the Middle East and North Africa following the outbreak of the Arab Spring. In this context, the issue of Turkey’s approach to proxy war in these regions has received considerable attention since 2016. Thereby, the purpose of this article is to investigate the essential characteristics of Turkish proxy war strategy in Syria and Libya. As such, this study intends to trace the development of Turkish proxy war strategy by making use of the conceptual frameworks proposed by Groh (2019), O’Brien (2012) and Art (1998). The most obvious finding to emerge from the analysis is that Turkey changed its indirect intervention strategy from donated assistance to proxy warfare in Syria and Libya when it saw a greater need to influence the result of the conflicts. In the case of Syria, this study has shown that the controlthrough-centralisation approach towards the Armed Syrian Opposition has enabled Turkey to carry out an effective proxy war strategy from 2016 onwards. In Libya, the results of this investigation have shown that theTurkish Army has pursued a proxy war strategy since Ankara and the Government of National Accord (GNA) signed an agreement on security and military cooperation in December 2019. The article concludes that Turkey has centralised many revolutionary groups under an Islamist-nationalistic vision and partnered them with its own military in order to expand its influence in the Middle East and North Africa.

The objective of the study is to carry out a meaningful comparison that demonstrates the similarities and differences of various conflict theatres where proxy forces were employed. The analyses of the discussed cases focused on different aspects of the conflict and nature of the proxy use. The analyses presented on the following pages were conducted on the basis of the literature on the subject, governmental research and reports, and supporting sources reporting recent developments that complemented academic sources. Various non-state actors such as ethnic militias, paramilitary units, and private military companies have become more and more visible on contemporary battlegrounds. Modern states employ those actors to further their objectives, as this limits their own political and financial costs. This increasingly visible phenomenon points to an emerging new model of warfare where state actors are relying ever more on proxies of various character and nature. It is highly likely that any future conflict will be characterised by a proxy-based model of warfare, which will consist of a limited footprint made by regular forces (or none at all) and, consequently, the extended use of proxies supported by special forces. Because such an approach is less costly, proxies will be more often employed by low-budget states, previously reluctant to carry out such costly military endeavours. Denying the actions and affiliations of these proxies will inevitably follow and, in turn, a lack of political accountability and responsibility for the conflict’s outcome.

Abstract:
The purpose of this article is to assess international negotiation efforts towards ending the civil war in Syria. Although many peace events have been organised since the beginning of the civil war, the existing literature has paid little attention to the impact of international peace efforts in ending the Syrian war. The article aims to close this gap by assessing major peace efforts between 2011 and 2019; The Arab League Peace Plan, the United Nations peace initiatives, and the Geneva, Vienna and Astana peace talks. It analyses these efforts through official reports and documents published by the UN, US, Republic of Turkey, UN Security Council, and members of peace initiatives. These documents are complemented by newspaper articles showing the official views of the regional and global actors as well as the key agents of the conflict. Therefore, the article reveals the reasons for the failure of these conflict resolution efforts. The Syrian government’s reluctance to end the conflict in a non-violent way, the armed groups’ dream of territorial gains and regional and global powers’ involvement in the conflict prevented the solution of the conflict. It utilises official negotiations and ripeness approaches to investigate the insights and contents of peace efforts. The article argues that the regional and global powers have acted as facilitators instead of mediators in the peace talks. It finds that even though these peace events are viewed as official negotiations, they are only pre-negotiation efforts.

Abstract:
Growing anti-Western sentiments around the world are currently manifesting themselves through divergent ways ranging from peaceful resistance movements to various forms of political violence. In the Middle East, unlike the earlier partially secular and nationalist Cold War anti-Americanism, the current popular anti-Western political movements are heavily equipped with Islamism, which appears to be an all-inclusive ideology and political movement for almost all dissidents. This applies to Turkey as well, despite its relatively long history of secularisation. This research particularly aims therefore to discuss the role of nationalism and Islamism on anti-Western sentiments in Turkish foreign policy through the lens of neo-classical realism and a new, broader conceptual framework: The Western Question. The research examines the contours, contents, and consequences of the problem through comparing two cases, namely the Cyprus problem of the 1970s and the crisis with the West that has surfaced after Turkey’s involvement in the Syrian Civil War.

Abstract:
The increase in women’s engagement with jihadi groups around the globe fueled debates regarding women’s incorporation into jihadi organizations. The current trend in the global labor force clearly demonstrates a discriminatory pattern in favor of men. Surprisingly, despite this traditional restrictive view of Islamic jurisprudence on women’s social activities, the level of women’s incorporation into jihadi organizations has grown rapidly both in numbers and roles. Before the defeat of the organization in late 2018, nearly 20 percent of all members of the Islamic State in Iraq and Syria (ISIS) were women. As ISIS morphed beyond a mere militant organization and into a state builder, its utilization of women also transformed accordingly to address the challenges that a functioning state faces. By using primary data collected from several field trips in the Middle East, this article argues the position of women in ISIS and the mechanisms by which they were incorporated.

The decline in the number of Balkan jihad volunteers setting off for the Islamic State over the past couple of years should not lull observers into the belief that the threat posed by the militant Islamist movement in southeastern Europe has declined as well. In fact, the collapse of the Caliphate might increase the threat in the Balkans; as Bajro Ikanović, a Bosnian extremist warned, “your intelligence agencies made a mistake thinking that they would be rid of us, however, the problem for them will be the return of individuals trained for war.” Ikanović himself will not be carrying out this threat, however, because he was killed in Syria, but no doubt many of his comrades feel the same way.

The 2018-2019 school year opened with some worrying figures for Syrian children in Jordan. Over forty percent of an estimated 240,000 registered Syrian school-aged refugees remain out of formal school. Despite ongoing efforts, enrollment levels of about 131,000 in September remained well below the target of 170,000 children. With most refugees unlikely to return to Syria in the immediate future—the number of registered refugees increased in 2018—education while in Jordan remains a pressing concern. Funding cuts, school and teacher quality, documentation barriers, and complex mental health and psychosocial problems among refugee children contribute to education shortfalls, but only partially explain the unexpectedly low enrollment of refugee children. The initial education response was fractured between the immediate imperative of keeping children off the streets and the long-term imperative of integrating children into formal school. As the crisis stretches into its eighth year, however, the impulses of the early education response continue to impede efforts to educate Syrian children in Jordan. Despite the best efforts of donors, NGOs, and the Jordanian government, this early approach may have inadvertently increased time out of school for children who, under government regulations, are not allowed to re-enroll after three years. As a result, many of these children will likely never be able to enroll in school again. Examining the refugee education response in Jordan offers lessons for providing education during the early stages of refugee crises.
