Abstract:
One significant impact on the international system of the ongoing Russia-Ukraine War has been Finland’s NATO membership. This article suggests that Baldur Thorhallsson’s shelter theory is the most suitable explanation for Finland’s decision. According to the theory, an alliance relationship with NATO will remedy the lack of hard security shelter of a state categorized as a small state in the literature. Many experts believe that this is a pragmatic choice by Finland against the Russian threat. On the other hand, Finland has a long history with Russia and is known for its neutral and peaceful policies, trying to establish a balance between East and West. For the above-mentioned reasons, membership in NATO is a much more difficult decision than it seems on the surface. In this framework, this article will first explain the place of Thorhallsson’s theory in International Relations. Then, Finland’s general foreign policy choices will be examined in light of current shelter relationships. Finally, in presenting the country’s history with NATO, it will focus on the potential consequences of the membership.

Abstract:
On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

Abstract:
Perhaps more than any other time in their respective histories, the trajectories of China and Russia were separated by choices in national strategy. A year into Russia’s “special military operation” in Ukraine, the war bogged down into a stalemate. Meanwhile, China embarked upon a major peace offensive aimed at Europe and beyond. It was precisely during these abnormal times that the two strategic partners deepened and broadened relations as top Chinese leaders traveled to Moscow in the first few months of the year (China’s top diplomat Wang Yi, President Xi Jinping, and newly appointed Defense Minister Li Shangfu). Meanwhile, Beijing’s peace initiative became both promising and perilous as it reached out to warring sides and elsewhere (Europe and the Middle East). It remains to be seen how this new round of “Western civil war” (Samuel Huntington’s depiction of the 1648-1991 period in his provocative “The Clash of Civilizations?” treatise) could be lessened by a non-Western power, particularly after drone attacks on the Kremlin in early May.

As the Ukraine conflict was poised to expand, the “extremely complicated” situation at the frontline (in Vladimir Putin’s words on Dec. 20) gave rise to intensified high-level exchanges between Moscow and Beijing as they searched for both an alternative to the conflict, and stable and growing bilateral ties. As the Ukraine war dragged on and mustered a nuclear shadow, it remained to be seen how the world would avoid what Henry Kissinger defined as a “1916 moment,” or a missed peace with dire consequences for not only the warring parties but all of civilization.

The 2020s have been characterized by a profound crisis of confidence in international relations and world politics manifested in the use of political, psychological, and rhetorical methods and techniques that are atypical of traditional diplomatic practices and do not correspond to generally recognized norms of diplomatic protocol. Such manifestations include, for example, the use of unverified information and disinformation, the dissemination of deliberately false information (“fake news”), the unilateral disclosure of confidential face-to-face or telephone conversations to the media, and the publication of diplomatic correspondence not only as an unofficial translation but also as direct copies of informational documents (notes, letters, telegrams, and attachments to them). We also see the use of undiplomatic expressions (accusations, insults, namecalling, threats, blackmail, jokes) against counterpart or senior foreign or international officials, albeit primarily behind their backs, as well personal correspondence between such individuals on publicly available electronic mail services, instant messengers, and social networks.

Abstract:
This article explores the correlation between Russian influence and the European Union (EU) integration process in the Western Balkans. The focus is on analyzing the impact of Russian influence expressed through political, economic and cultural means on the region’s integration into the EU. The article argues that the Russian foreign policy toolkit inhibits the EU accession process for the six countries of the Western Balkans, as it interferes with the internal functioning of these countries, which, in turn, affects their ability to fulfill EU requirements. Using a comparative case approach this study has found evidence that Russian cultural, political and financial support negatively affects the Western Balkans’ European integration process, hindering progress towards accession. Additionally, the findings support the argument that Western Balkans countries with Slavic populations are more susceptible to Russian influence. The article highlights the significant impact of Russia on the EU integration process in the Western Balkans and underscores the need for EU policymakers to address this issue to ensure a smooth and successful accession process for the region.

Abstract:
The late General Wayne A. Downing, a former distinguished chair of the Combating Terrorism Center at West Point, used to tell his colleagues at the Center, “Who thinks wins.” In this month’s feature article, Christopher Faulkner, Raphael Parens, and Marcel Plichta argue that smarter counterterrorism in the Sahel, and across sub-Saharan Africa, can pay big dividends for the United States on the field of great power competition. They write that “the United States is at a critical juncture as it looks to adapt its counterterrorism mission. Nowhere is this more evident than in the Sahel region of Africa, where for the past decade, the United States has relied on France to serve as the counterterrorism lead. Those days are over, at least for now, and the United States is left attempting to balance its counterterrorism efforts in the frame of great power competition. However, too often these two strategic objectives are cast as zero-sum. In reality, U.S. counterterrorism in the Sahel, if appropriately reassessed, designed, and implemented, can generate real wins for the United States as it seeks to counter Russian and Chinese influence in the region. Additionally, and most importantly, it can improve the prospects for stability and security for African states in desperate need of both.” Our interview is with two counterterrorism officials at the Catalan Police – Mossos d’Esquadra: Inspector Lluis Paradell Fernandez, head of the Central Analysis Unit, Intelligence and Counterterrorism Service, and Deputy Inspector Xavier Cortés Camacho, head of the Counterterrorism Central Area. They discuss lessons learned as a result of the 2017 Islamic State-inspired attacks in Barcelona and Cambrils, the evolving threats Catalonia faces, and the importance of “a joined-up effort in working to prevent violent extremism.” Lucas Webber and Daniele Garofalo write that “the Islamic State’s leadership and central propaganda apparatus have been pushing to boost the Somalia branch’s profile, while pro-Islamic State-Somalia groups have been producing media content to help the movement’s message reach Somali, Amharic, Oromo, and Swahili speakers to boost fundraising, recruitment, and violent incitement efforts as well as to grow grassroot support in regions populated by these ethnolinguistic communities.” They argue that “these developments could have regional security implications if the Islamic State is able to strengthen the Somalia branch using these means. Bolstered transnational connections could enable violent incitement and attacks directed into neighboring countries.” Nodirbek Soliev examines digital terror financing by central Asian jihadis. He writes that “their online financing efforts tend to involve three stages. The first is the dissemination of fundraising propaganda and contacting prospective donors via online public accounts. The second is communication via encrypted messaging apps to identify a suitable mode of transaction and to provide security protocols. The third is the transaction itself. Understanding these mechanisms can help enhance relevant countries’ response strategies against terrorism financing risks.”

Russia has become Europe’s ogre. Beyond the brutality of Moscow’s onslaught on Ukraine looms a harsher ideological backdrop. Too many Russian citizens have been enticed into seeing this invasion as a defence of Russia’s security, national pride and identity, history, Weltanschauung, international standing, and imperial stature. They eulogise Russia’s national church as a defensive shield despite its abuse of spiritual humanity, its soldiers as crusaders. Europeans, in response to this baggage respond with a mixture of fear or unease. Anger, too, along with frustration and ultimately something akin to hatred. With all this comes an inclination in the western world to reject everything Russian. This rejection of a rich culture risks tarnishing our mindset and that of our children. Russian orchestras, dancers and sopranos have been banned from western stages—largely on the pretext that they have not condemned Putin and his acolytes. Ultimately Russian culture risks being airbrushed out of western European mentalities. It is worth pausing for a moment and just looking at what we are rejecting, perhaps unconsciously. Hitherto—and for many Europeans still —Russian culture has had an important place in our education and upbringing. Tchaikovsky, Borodin, Rimsky Korsakov, Shostakovich and the sublime Prokofiev have delighted our concert audiences for decades. Marc Chagall’s imagination has stimulated ours. Ballet in Europe—or the US, for that matter—would not be what it is without the great influence of the ballet russe. Nor, in a related world, would we be so intellectually rich without the heritage of Russian scientists, physicists and mathematicians.

9. Public Diplomacy Challenges in Reaching Russian Audiences

U.S. government broadcasters—Voice of America (VOA) and Radio Free Europe/Radio Liberty (RFE/RL)—have always faced challenges in reaching Russian audiences, both during the Cold War and today. Just as we did during the Cold War, today’s VOA and RFE/RL must give exiled Russians the opportunity to speak directly to their compatriots and to challenge the lies and distortions in Russian media. Shortly after joining RFE/RL in 1982 as the Assistant Director of the Russian Service, I met with senior RL editors and visiting former dissidents to discuss the most effective ways of reaching Soviet citizens during the coldest years of the Cold War. I began by laying out several key points of the Reagan administration’s approach to public diplomacy, primarily the need to treat Russians as victims of Soviet communism and encourage them to take pride in the major accomplishments of Russian culture, philosophy, and religious traditions that had been ignored or distorted by the Soviet regime. As I cited examples of Soviet suppression of religion, the banning of conservative philosophers, and the exiling of nationalist writers such as Aleksandr Solzhenitsyn, I could tell by the quizzical expressions on the faces of my interlocutors that my passionate advocacy for a new form of public diplomacy was falling on deaf ears. Finally, one of the older editors who had spent time in the gulag said: “Look, we understand the need to present Russian culture that has been suppressed by the Soviet authorities and, yes, we know that Russians have suffered under Soviet repression, but Russians cannot be seen strictly as victims nor can their political culture be treated in the same way that we would treat Ukrainian, Georgian, Baltic or other national cultures of the USSR.” He stressed that Communism was a dying ideology, but an aggressive form of Russian nationalism was rapidly gaining strength, especially in the KGB and miliary services, and the West would rue the day when that surging Russian imperialism would merge with brutal Soviet practice. Quite presciently, he predicted an evolving Russian State that would assert its dominance over the other nationalities of the USSR in the name of imperial greatness, and not communism.

Along with Iran’s increasing involvement in supplying Russia’s war effort against Ukraine, a potential increase in Chinese support for Russia presents a challenge for both Kyiv and NATO (Eurasia Daily Monitor, March 6). Indeed, Western governments have recently expressed alarm over China’s potential provision of dual-use or military equipment to Russia (U.S. Department of Defense, February 28). According to U.S. intelligence, Chinese arms transfers to Russia would probably take the form of artillery and drones (Straits Times, February 26). As both items are badly needed by Russia to sustain its war efforts, the entry of Chinese arms on the Ukrainian battlefield may drastically shift the balance of power in the ongoing conflict. However, in addition to trackable military aid packages, Chinese assistance is manifesting itself more subtly in ways that are often overlooked. Consequently, a forthcoming Chinese aid package to Russia is likely to take several forms.

Abstract:
ACCORDING to many of our international relations experts, a presidential decree to approve a new edition of the Foreign Policy Concept of Russia will be one of the most significant developments of 2022. It will be the sixth doctrinal document in our country’s recent history: Previous versions of the key diplomatic “manifesto” were issued in 1993, 2000, 2008, 2013, and 2016. The media treat them as routine events when in fact they offer us a unique opportunity to trace all transformations in the foreign policy thinking of the country’s leaders and to analyze the events and trends of the last 30 years. The response to the latter has determined the nature and substance of the conceptual foundations of Russia’s foreign policy. More than 30 years have passed since the breakup of the Soviet Union in 1991. The new generation that grew up, studied at, and graduated from institutions of higher education knows next to nothing about the Soviet superpower, bipolar confrontation, socialist internationalism, and games with “inter-imperialist” contradictions. The system of Russia’s foreign policy priorities has been broken, reestablished, and altered several times. This and the country’s revival inspired us to reassess an article published in 2007 [1] and to correct assessments made then of global processes.

The concept of Eurasia is one of the most important elements of geopolitics, dating back to the beginning of the last century, and whose development owes much to the works of geographers and political thinkers alike. Nevertheless, although comprising a big portion of the planet’s political space, this region suffers from a relative ‘organizational gap’, especially if compared with neighboring regions such as Western Europe and Southeast Asia for instance. This paper contends that the lack of an overarching political arrangement in Eurasia owes much to particular aspects of the Russia-China relationship, which encompasses Great Power aspirations and competing organizational schemesin the region. Different views about Eurasia itself, associated with a quest for leadership in regional institution-building, put both Russia and China on competitive tracks, essentially obstructing the formation of a broad political design in the broader continent. To substantiate our point, the present work applies certain concepts from historical institutionalism, whose mechanisms enabled a thorough evaluation of patterns of inception, continuation, and change of political institutions, alliances and principles affecting the Sino-Russian relationship over time, as well as its effects on Eurasia’s ‘organizational gap’ per se.

Hace menos de una década, el continente africano era prácticamente la última prioridad de la política exterior de Rusia. Atrás quedaron las décadas doradas en las que el peso de la URSS se hacía notar en niveles como la ideología, las infraestructuras, la economía, la política o el sector educativo. Ahora bien, ante el creciente aislamiento internacional, Rusia vuelve a apostar por el apoyo del continente mientras Occidente mira con preocupación tales esfuerzos. En 2019 tuvo lugar en Sochi (Rusia) el primer foro económico entre la potencia dirigida por Putin y África, un foro en el que se definieron las líneas maestras en política exterior del Kremlin. Era un claro anuncio: Rusia estaba de vuelta en el continente africano después de una larga ausencia, en concreto desde la disolución de la Unión Soviética en 1991. El artículo analiza si su presencia en África es una presencia tan alarmista como se presenta por la Unión Europea o la Casa Blanca.

When McDonald’s opened its restaurant on Moscow’s Pushkinskaya Square in 1990, a line of thousands of Russians eager to have a taste of the West snaked around several blocks. The company’s recent decision to suspend its operations in Russia is a sad symbol of the rapid deterioration of Russia’s links to the West caused by Vladimir Putin’s invasion of Ukraine. As we watch the increasingly horrific spectacle of Ukrainian soldiers and civilians dying in a senseless war, it may be difficult to think also of the Russian people. Nevertheless, in our support for Ukraine’s fight against its aggressor, we should not overlook their plight. Putin undoubtedly has supporters at home even as he engages in a war proving disastrous for his own country, but even more Russians are victims of a ruthless and relentless dictatorship. In the short term, they are unavoidably suffering as the global community levies harsh sanctions against the Putin regime. In the longer term, that same community should be prepared to offer the Russian people a way back. As a public diplomacy officer at the U.S. Embassy in Moscow during the early 1990s, I saw how many Russians welcomed the prospect of living as people in much of the rest of the world. In those years, a diplomatic tit-for-tat barred Russian nationals from working inside the embassy. American officers consequently not only carried out normal diplomatic functions, but also cleaned offices and cars. One great benefit of the do-everything-yourself period was answering all the phones ourselves, as it put us in direct contact with scores of average Russians. In the public affairs offices, we fielded calls from artists, writers, broadcasters, and educators proposing joint ventures with American counterparts. These budding entrepreneurs had mastered the term “joint venture” but not always the modalities required for a successful business partnership. Sadly, many of these ventures never materialized, but the ideas and enthusiasm were everywhere.

In March, 1999, while serving as the press attache at the U.S. Embassy in Kyiv, I hosted a full-day international conference to mark the 50 years since NATO was established. Speakers included the Secretary of the Ukrainian National Security Council Volodymyr Horbulin, U.S. Ambassador to Ukraine Steven Pifer, U.S. Principal Deputy to the Ambassador at Large for the New Independent States Ross Wilson, the chairman of the British parliamentary committee on national security, and Sergei Karaganov, a leading Russian expert on foreign policy and now a close advisor to Russian President Vladimir Putin. One could argue that the goal of such a conference sponsored by the American Embassy was to promote NATO expansion, particularly to urge Ukraine to join the Western alliance. But that is not how I remember it. Typically, U.S. government public diplomacy like this does not bluntly advocate, but rather presents information or views that would be new to our local audiences. A more forceful NATO appeal for membership for eastern European countries, including Ukraine, emerged from the NATO summit in Bucharest in April 2008.

Abstract:
For the moment as western Europeans watch the nightly media display of Russian brutality in Ukraine, many instinctively feel it’s a long way away. An echo of British Premier Neville Chamberlain’s dismissal of Hitler’s threats to Czechoslovakia in 1938 as a “quarrel in a faraway country, between people of whom we know nothing.” One Czech emigrée saw the fatuousness of Chamberlain’s stance—Madeleine Albright. Balts and Poles, their memories fresh of Russian occupation, are clearly nervous. At greater distance, Portuguese, Greeks and Italians feel less threatened. French people show more concern with cost-of-living hikes—albeit driven by Russia’s actions. Yet the violence is happening on all Europeans’ doorstep. One false move, deliberate or careless, and NATO’s Article 5 activates. Perhaps. Let us look at the complexities of the context in which this war has come to pass.
