Abstract:: Terrorism has emerged as one of the major challenges for the Eurasian regional peace, security, and cooperation. Keeping these challenges in perspective, the Shanghai Cooperation Organization (SCO) was established to eliminate the menace of terrorism, fundamentalism, and secessionism. Against this background, the main objectives of this paper are to examine how terrorism emerged as a major determining factor in the Indo-Pak relations and how the Shanghai Cooperation Organization (SCO), was failed to play its effective role in the Indo-Pak conflict given the Pulwama terror attack. For this research, descriptive and analytical methods were used and the data was collected from secondary sources. The major findings of this article are that terrorism has emerged as one of the major determinants of Indo-Pak relations and the same has become a major challenge for the SCO to resolve the issue. Against the background of terror attacks, it was anticipated that the SCO would play a crucial role to pacify the situation. However, the role played by the SCO in this situation proved marked as a Whack-a-Mole.

2. Critical Event Analysis to Terrorism in an Emerging Economy of Pakistan

Abstract:: The widespread suffering caused by terrorism has been discussed at length in the media. Unfortunately, there is a relative paucity of empirical research on the nature and causes of terrorism. The present study examines the issue of terrorism quite modestly, but nonetheless significantly. It finds the root cause that generates numerous other causes which increase the incidence of terrorism. This study is unique in terms of its step-by-step implementation of analysis. In the first phase, the study applies thematic analysis and reveals the general causes of terrorism. In the second phase scrutiny of general causes is done to find the root cause of terrorism and finally, multinomial logistic regression is applied to ensure consistency between the results. Multinomial logistic regression reveals that coefficients of all interaction terms are significant, indicating that the effect of religion, geographic location, international players, and communications technology on terrorism depends on legislation and its strategic implementation. Like Ukraine, Pakistan is geographically significant for international players with respect to the containment of China and trade. Weak legislation in Pakistan facilitates international players not only to change the regime of the country but also to create terror groups that misuse religious schools. This study suggests that legislation must be implemented gradually through strategies; otherwise, policy implementation may have an adverse impact. Legislation helps to protect a country from terrorism in two ways. Firstly, it reduces the likelihood of terrorism entering, and secondly, it helps to combat existing terrorism. Based on the findings, this study also recommends counterterrorism, security officials have to work covertly in the media and other sectors which can impact the severity of terrorism in the country; this entails adopting mimicking factors. We expect that the present study will contribute to social and political improvements and have beneficial effects on the economy.

Abstract:: The longstanding question over whether or not terrorism is a unique form of violence that demands its own unique set of responses is one of the most outstanding theoretical and conceptual problems in the terrorism discourse. The contentious debate has generated and actively sustained a number of competing theories and convictions. Amidst all this, the already convoluted concept of terrorism has become all the more peculiar. The attempts to undermine the uniqueness of terrorism, in particular, pose a serious challenge to the chances of terrorism ever becoming an independent field of academic research. Given the fallout, it becomes necessary to especially reassess the critique that strips terrorism of its uniqueness and distinctiveness.

Abstract:: Swat and Dir valleys in Pakistan have seen the brunt of post 9/11 violent extremism in the recent past. Because this extremism was generated and exploited by a few religiously motivated violent organizations, a popular perception emerged that all religious leaders of the society were involved in terrorism. Therefore, this research focuses on the role played by those religious leaders who involved themselves in mobilizing local communities against violent extremism. Employing a mixed-method research approach and sequential analysis strategy our data shows that most of the common local religious leaders played positive role inbuilding community resilience to countering violent extremism during the early phase of the War on Terrorism in these two valleys.

Abstract:: The pandemic year 2021 is likely to witness an overall decline in global terrorism. While the threat grew in conflict zones, it diminished off-the-battlefields. However, threat groups worldwide are expanding in cyber space during the pandemic. From Indonesia to Pakistan, Muslim majority countries, Arabization and Islamization of Muslim communities during the pandemic is disrupting national cohesion. To prevent, counter and respond to the recent developments of key terrorist organizations, governmental and non-governmental partners should understand the threat. The intelligence services, law enforcement authorities and military forces should move from counter terrorism cooperation to collaboration and partnership. Working with community, academic and private sector partners, governments should build the higher strategic and ground level operational and tactical capabilities.

This study tells us that big attacks increase terrorism. After 9/11 some countries actively supported America in the war against terrorism and faced its negative consequences. Terrorism is a serious issue in the world. Many countries have taken serious actions against this evil. Pakistan faces many security challenges in the war against terrorism. This article is based on qualitative research techniques and secondary data. The massive lesson here is that the decision-making process should not be one-sided otherwise it leads to serious consequences. Pakistan experienced the worst issues in the portfolio of security. This requires a serious action plan on border security. Establish the writ of the state and secure the people from all internal and external threats. Resolve the conflicts between hostile factors peacefully without compromising on rule of law.

Abstract:: This article focuses on the clandestine role of women in aiding and abetting terrorism in the valley of Swat, Pakistan. It is based in extensive ethnographic fieldwork in the valley. The article investigates how women got involved in colluding with the Taliban when they took over the valley. Focusing on the class structure of the semi-tribal society of Swat Pushtuns, especially the segregation between men and women, the article suggests the Taliban exploited the long-built tension between the poor landless class and the rich landed class to convince the women of the former to collude with them with the promise of ameliorating their condition.

Abstract:: The US-Taliban peace agreement has rekindled hopes for peace in Afghanistan. After fighting for almost two decades, the US has agreed to enter into a peace deal with its one time worst enemy i.e. Taliban. Pakistan has been a facilitator in bringing a peace deal to Afghanistan. Its role has been well recognised by both US and Taliban. Pakistan has long been associated with this issue; first as US partner in the war against Taliban and now as a facilitator to bring US and Taliban to a peace deal. It seems quite pertinent to re-evaluate Pakistan„s role in war against terrorism and its repercussions for Pakistan. The present research has explored the effects that Pakistan has faced after becoming the partner of war on terror initiated by the then American President George Walker Bush in 2001 soon after the incident of 9/11. It has explained how this participation of Pakistan has caused a colossal damage to the social, economic, religious and political domains of Pakistan and how the partnership has tarnished the image of Pakistan in the comity of nations. Additionally, impact of war on terror has been judged through examining the current status of internal and external security threats, soaring poverty, restrained development policies, increased hatred against the Americans and national disintegration. The methods of describing the facts and figures in the existing body of knowledge i.e published books, research articles, newspapers and published theses and then comparing and analysing them on the basis of personal opinion and other data, have been used to conclude the topic.

Abstract:: Extremism in Pakistan has been the outcome of so-called Jihadists who wanted continuous recruitment for the Afghan-Soviet war(1979-89) and madrassas were settled with primary aim of propagation of so-called Jihad. Pakistan, being an Islamic Republic had already fertile ground for the promotion of Islamic ideology but this unfortunately was misconstrued by U.S. funded war which later turned Pakistani society into an abyss of extremism. Wave of sectarianism, drugs and political instability fomented extremism in the society. Internal strife coupled with international dynamics, badly distorted Pakistan‟s image internationally. That is the reason terrorists enjoyed support of masses despite military operations against them. This paper highlights that how the extremism rooted into Pakistani society caused wave of extremism, terrorism and hate. Pakistan faced serious challenges to economy and internal stability. Pakistan waged counterterrorism operations under the National Action Plan (NAP) but there is a need of counter-extremism policy that will normalize the society and regain its potential to excel.

Abstract:: The danger of nuclear terrorism has heightened significantly in the recent years largely because of the transnational terrorist networks and their unrelenting efforts to acquire nuclear technology. The menace of nuclear terrorism is alarming and should be calculated as credible source of emerging trends in terrorism. No incident of nuclear terrorism happened yet but terrorist groups are struggling to steal fissile materials, nuclear technology or insiders‟ support to either procure a crude weapon or steal one. International community is concerned with such foreseeable scenario. This research attempts to make a realistic calculation of the hazards of nuclear terrorism. First part of the paper underlines hype of nuclear terrorism and the risks it poses. It also signifies magnitude of reality involving nuclear terrorism. Second part of the paper underscores the response to international media that is frenzy about risk of nuclear terrorism in Pakistan. It also highlights the safety and security measures that Pakistan has adopted under the guidelines of IAEA and Nuclear Security Summits. This paper concludes with the argument that over the years Pakistan has remained relatively open about sharing information regarding how it is making advancements in its command and control system to ward off any risks of nuclear terrorism and has been successful in achieving better levels of security.

Abstract:: The study aims to express counter-terrorism situation in Pakistan where terrorism has prevailed in last two decades. There have been more than 100,000 fatalities, the government bears 126 billion US dollars financially, 92 billion US dollars in terms of indirect losses and overall an estimated 10 million people nationally are affected by terrorism. NACTA was formed under National Action Plan to counter terrorism, it was the first step toward concrete anti-terrorism policy. This secondary data based qualitative research highlights efficacy of counter- terrorism policies. The results show the strengths and weaknesses of NACTA framework and its performance. The counter- terrorism strategies minimized security threats demonstrating considerable decrease in numbers of suicide attacks and violent activities.

Abstract:: The Islamic State’s (IS) territorial defeat reflects a shift in the epicentre of violence from Iraq and Syria to the peripheries (countries with an active presence of IS cells or other insurgent and terrorist threats). In the study of terrorism and insurgency, age-old threats can persist while new threats are always emerging, either due to policy shifts that give rise to new opportunities for insurgents to exploit, or due to changes in the political climate of societies. As such, the May issue deals with three key thematic challenges in a post-IS threat landscape. First, it looks at returning foreign terrorist fighters (FTFs), who after IS’ territorial defeat have either traveled to or attempted to return to their home countries. According to the United Nations (UN) more than 40,000 FTFs from 110 countries had traveled to Iraq and Syria to join IS. The return of segments of the FTFs indicates escalation of threats in their home countries as they come armed with operational skills and could possibly regroup, establish local cells and engage in violence. In this case, a high number of FTFs travelled to Iraq and Syria from Tunisia despite the country’s peaceful transition towards a participatory democracy, in the aftermath of the 2011 Arab uprisings. Second, in order to deal with the shifting threat landscape, it is necessary to develop new and strengthen existing de-radicalisation programmes. De-radicalisation is a smaller part of broader counter-terrorism and counter-radicalisation efforts that focus on terrorists or returning FTFs in custody. Effective de-radicalisation programmes will provide detainees with opportunities to reintegrate back into the society by rejecting violence and promoting peaceful coexistence. This issue critically evaluates de-radicalisation as a concept and specific programmes in Yemen, Pakistan, Indonesia and Saudi Arabia, while extoling the need for holistic approaches for effective outcomes. Lastly, beyond the Islamist extremist threat emanating from IS and other affiliated or local groups, other non-Islamist threats continue to persist. This includes far-right extremists gaining traction and engaging in violence in parts of United States, Europe, Australia and New Zealand. In addition, ethno-separatist groups (Baloch Liberation Army in Pakistan) and communist groups (The New People’s Army in Philippines and the Naxalites in India) also have a strong support structure and operational presence. According to the Global Terrorism Index, the Communist Party of India (Maoist) or Naxalites killed 205 people in 190 different incidents across 2018. This issue specifically delves into the Naxalite insurgency in India, which has evolved from a mass-mobilisation movement to a militant insurgency over the last few decades. The article advocates for institutional reforms to address various grievances to reduce the agency to violence. In the first article, Natasha Quek and Syed Huzaifah Bin Othman Alkaff explore the causal factors behind Tunisia contributing one of the highest numbers of FTFs in theatres of conflict in the Middle East and beyond. The authors contend that the proliferation of Tunisian FTFs and surge in jihadist-linked violence domestically in recent years, poses a threat to long term stability, and could also fuel conflict in the wider region. Tunisia’s strong history of secularism provides an advantage, as the government can rely on a robust civil society rather than adopt a purely security-based approach. However, additional policy responses are needed to curtail jihadist activities and safeguard the country’s democratic achievements. Md. Didarul Islam then assesses various definitional aspects and theoretical models of de-radicalisation programmes. The author further provides observations on the gains, limitations and local context of de-radicalisation programmes, gleaned from four country case studies, which suggest that effective de-radicalisation of individuals necessitates a holistic approach focused on three key areas: (i) re-education or ideological interventions; (ii) vocational training or financial support; (iii) and a viable reintegration environment. Isolated approaches towards de-radicalisation that discount these variables are likely to only bring short-term success and a higher likelihood of recidivism. Lastly, Naman Rawat then examines different factors and underlying causes which have sustained the Naxalite insurgency in India for over fifty years. The author argues that since the 1960s, the lack of legitimate political institutions as well as corrupt practices of the government and bureaucracy have contributed to the Naxalites’ socio-political alienation in India. Additionally, the ineffective implementation of land reform laws, which prohibit acquisition of the tribal lands by non-Adivasis, has pushed the more extreme sections of tribal and peasant people to revolt against the government. Though the insurgency has been weakened in recent years, it is far from over.

14. Counter Terrorist Trends and Analyses (CTTA) – Volume 11 Issue 04: South Asian Militant Landscape in the Context of the Pulwama Attack and its Aftermath

Abstract:: The suicide attack on India’s paramilitary Central Reserved Police Force (CRPF) in Kashmir’s Pulwama district has once again exposed the sharp fault-lines between India and Pakistan, pushing them to the brink of war. The February 2019 attack, claimed by Pakistan-based anti-India militant group, Jaish-e-Muhammad (JeM), killed 40 CRPF personnel. This attack and its aftermath underscores a new phase of militancy in violence-ridden Kashmir and renewed hostilities between India and Pakistan. India’s retaliatory airstrikes on alleged JeM camps inside mainland Pakistan (after a hiatus of five decades) have redefined the conflict threshold. In 1999, even at the height of the Kargil crisis between the two states, the Indian air force did not cross the Line of Control. Indian airstrikes signal a qualitative shift in the Indian position from the strategy of deterrence-by-denial to deterrence-by-punishment. Consequently, this will result in a new unstable equilibrium, lowering the threshold of a low-intensity, limited conflict between India and Pakistan over Kashmir. Moreover, the absence of a functional India-Pakistan crisis management mechanism further increases the probability of a limited conflict. The United States (US) and international community’s response to the Pulwama attack and its aftermath is also pertinent. Instead of urging both India and Pakistan to desist from escalation, for the first time, the US and international community acknowledged India’s right of self-defence and emphasised de-escalation only after Indian airstrikes on alleged JeM camps in Balakot. Barring China, no other country condemned India’s violation of Pakistani sovereignty. This will have long-term implications on strategic stability and balance of power in South Asia. The Pulwama attack has also witnessed emergence of new interlocutors in India-Pakistan tensions such as China, the United Arab Emirates (UAE) and Saudi Arabia. JeM has 40,000 trained militants in its ranks and returned to Kashmir in 2016 with the Pathankot air base attack. Between then and the Pulwama attack, it has increased its activities and presence in parts of Indian Administered Jammu & Kashmir (IAJK). The use of a Vehicle Borne Improvised Explosive Device (VBIED) to hit a military convoy in a highly-militarised zone like Kashmir shows JeM’s enhanced operational capabilities. Accumulating 80 kilograms of highly explosive ‘RDX’ and preparing a VBIED signify the expertise of JeM’s cadres. The suicide bomber Adil Rashid Dar was a local Kashmiri, whom JeM had recruited by exploiting his anger and quest for revenge against the Indian state to serve its agenda of ‘liberating’ Kashmir. After witnessing a dip between 2008 and 2013, violence and militant recruitment have spiked in Kashmir since 2015. The number of militants killed in Kashmir rose from 130 in 2016 to 200 in 2017 and 240 in 2018. In the first two months of 2019, 31 militants have been killed in Kashmir. At the policy level, Pakistan’s response to the JeM threat is critical. Kinetic measures against militant groups such as sanctions, arrests and crackdowns, helpful in the short-term, need to be supplemented. Non-kinetic measures like an effective counter ideological narrative and a comprehensive de-radicalisation and rehabilitation plan would be necessary to create incentives for JeM members to shun militancy. The larger question is how will Pakistan create a counter ideological narrative against JeM without compromising on the state’s identical stance on Kashmir? Moreover, effective rehabilitation of a large number of militants will require massive time and resources and a strong political will by the Pakistani military and political leadership. In 2002, when the military regime of General Pervez Musharraf banned JeM and took action against its cadres, the group retaliated with two assassination attempts on him, alongside several high-profile attacks inside Pakistan. In the event of another round of crackdowns initiated against JeM, a serious backlash cannot be ruled out. Moreover, if JeM splinters as a result of heavy-handed crackdowns, some of its members might gravitate towards terror groups like Islamic State of Khorasan (ISK), Al-Qaeda in the Indian Sub-continent (AQIS) or Tehrik-e-Taliban Pakistan (TTP). India and Pakistan, beyond proxy warfare, will have to dispassionately discuss the security challenges arising out of various terrorist groups operating in the region. India and Pakistan will have to create joint counter-terrorism and counter-extremism frameworks to overcome the challenge of militancy, notwithstanding who launched and supported these groups since the 1980s. Against this backdrop, the current issue features four articles looking at different aspects of the Pulwama attack and its aftermath. In the first article, Farhan Zahid traces the background and current status of JeM and its founder Maulana Masood Azhar. The author maintains that Azhar’s ideology had a significant impact on the evolution of Kashmir’s militant landscape. Headquartered in Pakistani Punjab’s Bahawalpur province, JeM has longstanding ties and nexuses with other militant groups in the region such as Al-Qaeda (AQ), the Afghan and Pakistani Taliban and Lashkar-e-Jhangvi (LeJ). These ties have allowed JeM to evade bans and crackdowns from the Pakistani security forces in the past. Notwithstanding information that Azhar is critically ill and his brother Mufti Abdul Rauf Asghar and brother-in-law Qari Talha are running JeM’s day-to-day operations, the author emphasises the need to create counter-narratives against Azhar’s violent ideology. The second article by Muhammad Sinan Siyech dissects the Pulwama attack using Louise Richardson’s conceptual framework of the Three Rs (Revenge, Renown and Reaction). According to the author, the Pulwama attack manifested all three Rs making it a highly successful attack for the JeM. The suicide bomber was seeking revenge for repeated arrests and humiliation faced at the hands of Indian security forces. JeM also drew maximum attention from mainstream and social media in the aftermath of the attack. The attack centre-staged Kashmir as a core dispute between India and Pakistan and a nuclear flashpoint that needed serious international attention. It also prompted immediate reactions from India in the form of retaliatory airstrikes on JeM camps in Balakot, escalation of India-Pakistan tensions and stringent security measures in Kashmir. The author argues that such security measures in Kashmir would likely provide JeM with fresh recruits and funding. To mitigate this likelihood, there is need to examine India’s domestic responses in Kashmir, with continued diplomatic pressure on Pakistan to take action against anti-India militant groups. It is also necessary to strengthen international ties to ensure timely information and intelligence sharing to curtail terrorist networks and their financing. The next article by Damien Chong and Neo Loo Seng discusses whether Kashmir could turn into a future bastion for the Islamic State (IS) akin to Marawi in the Philippines in the aftermath of the Pulwama terrorist attack. Various arguments are discussed for and against such a scenario. On one hand, continued violence, socio-economic and political instability in Kashmir, similar to the situation in Marawi in 2017, are pull factors for transnational threat groups such as IS. This is particularly in light of the recent collapse of IS’ territories in Syria/Iraq prompting it to re-group elsewhere. Proponents of the contending view argue that such an outcome is implausible as threat groups have thus far failed to effectively exploit the Kashmir conflict, given it is framed as a territorial and political dispute as opposed to an Islamist conflict. By assessing a broad spectrum of scenarios, the article discusses the pitfalls of the Marawi case and how they can be avoided in Kashmir. The last article by Abdul Basit and Sara Mahmood looks at the security and geopolitical implications of possible US withdrawal from Afghanistan on South Asia’s complex and diverse militant landscape in the context of the Pulwama attack. After 9/11, the US presence in Afghanistan had kept India-Pakistan tensions under control to ensure Islamabad’s cooperation in the border areas to track and hunt AQ remnants. A case in point is the US-brokered 2003 cease fire agreement between India and Pakistan. Now that the war in Afghanistan is nearing its end, tensions between the two South Asian nuclear rivals over Kashmir threaten to provide fresh fuel for regional militancy and bilateral tensions to persist. It seems that several militant groups like JeM which diverted their fighters to Afghanistan after 9/11 to assist the Afghan Taliban in fighting the US are now returning to their old conflict zones through incidents like the Pulwama attack. The Afghan Taliban’s perceived victory in Afghanistan will create a triumphant jihadist narrative for a plethora of militant groups in the region, giving them new zeal and fervour which will make the South Asian militant landscape more lethal and violent.

15. “We Have Captured Your Women”: Explaining Jihadist Norm Change

Abstract:: In recent years, jihadists across the world have transformed their gendered violence, shocking the world by breaking from prior taboos and even celebrating abuses that they had previously prohibited. This behavior is surprising because jihadists represent a class of insurgents that are deeply bound by rules and norms. For jihadists, deviating from established Islamist doctrines is no easy feat. What then explains these sudden transformations in the rules and norms governing jihadist violence? An inductive investigation of contemporary jihadist violence in Pakistan and Nigeria reveals a new theory of jihadist normative evolution. Data from these cases show that dramatic changes in jihadist violence occur when an external trigger creates an expanded political space for jihadist entrepreneurs to do away with normative constraints on socially prohibited types of violence. As these jihadist leaders capitalize on the triggers, they are able to encourage a re-socialization process within their ranks, resulting in the erosion of previously held taboos, the adoption of proscribed behaviors, and the emergence of toxic new norms.

Abstract:: Is India shifting to a nuclear counterforce strategy? Continued aggression by Pakistan against India, enabled by Islamabad's nuclear strategy and India's inability to counter it, has prompted the leadership in Delhi to explore more flexible preemptive counterforce options in an attempt to reestablish deterrence. Increasingly, Indian officials are advancing the logic of counterforce targeting, and they have begun to lay out exceptions to India's long-standing no-first-use policy to potentially allow for the preemptive use of nuclear weapons. Simultaneously, India has been acquiring the components that its military would need to launch counterforce strikes. These include a growing number of accurate and responsive nuclear delivery systems, an array of surveillance platforms, and sophisticated missile defenses. Executing a counterforce strike against Pakistan, however, would be exceptionally difficult. Moreover, Pakistan's response to the mere fear that India might be pursuing a counterforce option could generate a dangerous regional arms race and crisis instability. A cycle of escalation would have significant implications not only for South Asia, but also for the broader nuclear landscape if other regional powers were similarly seduced by the temptations of nuclear counterforce.

Abstract:: Between 2006 and 2012, two men working on opposite sides of the struggle between global jihadis and the United States faced off in New York City. Jesse Morton was the founder of Revolution Muslim, a group that proselytized—online and on New York City streets—on behalf of al-Qa`ida. Mitchell Silber led efforts to track the terrorist threat facing the city as the director of intelligence analysis for the NYPD. After serving a prison sentence for terrorist activity, Morton now works to counter violent extremism. In our feature article, they tell the inside story of the rise of Revolution Muslim and how the NYPD, by using undercover officers and other methods, put the most dangerous homegrown jihadi support group to emerge on U.S. soil since 9/11 out of business. As the Islamic State morphs into a ‘virtual caliphate,’ their case study provides lessons for current and future counterterrorism investigations. Five years ago this month, terror came to Boston, and Boston stood strong. Nicholas Tallant interviews William Weinreb and Harold Shaw on the lessons learned. Weinreb stepped down as Acting United States Attorney for the District of Massachusetts in January 2018. He was the lead prosecutor of the 2015 investigation and trial of Boston Marathon bomber Dzhokhar Tsarnaev. Shaw has served as the Special Agent in Charge of the Federal Bureau of Investigation’s Boston Division since 2015. Between July and October 2017, a team of researchers conducted field interviews with young Sunni Arab men coming out from under Islamic State rule in the Mosul area. The resulting study by Scott Atran, Hoshang Waziri, Ángel Gómez, Hammad Sheikh, Lucía López-Rodríguez, Charles Rogan, and Richard Davis found that “the Islamic State may have lost its ‘caliphate,’ but not necessarily the allegiance of supporters of both a Sunni Arab homeland and governance by sharia law.” Amira Jadoon, Nakissa Jahanbani, and Charmaine Willis examine the evolving rivalry between the Islamic State and other jihadi groups in the Afghanistan-Pakistan region. Nafees Hamid profiles Junaid Hussain, a hacker from the United Kingdom, who until his death in August 2015 was the Islamic State’s most prolific English-language social media propagandist and terror ‘cybercoach.’

Abstract:: After its pivot to insurgency, is the Islamic State losing power or preserving strength in Iraq? This is the research question posed by Michael Knights in this month’s cover article. Attack metrics, he writes, “paint a picture of an insurgent movement that has been ripped down to its roots,” but also one that is vigorously working to reboot by focusing “on a smaller set of geographies and a ‘quality over quantity’ approach to operations.” Knights warns that “the Iraqi government is arguably not adapting fast enough to the demands of counterinsurgency, suggesting the need for intensified and accelerated support from the U.S.-led coalition in order to prevent the Islamic State from mounting another successful recovery.” Our interview is with Mark Mitchell, Principal Deputy Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict, who was among the first U.S. soldiers on the ground in Afghanistan after 9/11. Mitchell previously served as a Director for Counterterrorism on the National Security Council where he was intimately involved in significant hostage cases and recovery efforts in Syria, Yemen, Afghanistan, Pakistan, and Somalia. He was also instrumental in establishing the framework for the landmark Presidential Policy Review of Hostage Policy. Dan Joseph and Harun Maruf, the authors of the recently published book Inside Al-Shabaab: The Secret History of Al-Qaeda’s Most Powerful Ally, explain why the group remains a significant threat inside Somalia. Amira Jadoon and Sara Mahmood examine recent plans circulated by the Pakistani Taliban under its new leader Mufti Noor Wali Mehsud to try to reverse the group’s decline. Bennett Clifford and Seamus Hughes document the case of Aws Mohammed Younis al-Jayab, a returned foreign fighter to the United States who pleaded guilty in October 2018 to material support to a terrorist organization. His case sheds new light on cross-border foreign fighter recruitment networks in the United States and Europe, and the potential threat they pose.

20. Afghanistan Imbroglio: The Unintended Consequences of Foreign Interventions

Abstract:: The war-torn Afghanistan has long suffered from the dynastical contests and fraught economic strategies of foreigners, which instigated constant internal strife and regional instability. The foreign interventions have made this land a sphere of influence and initiated the great game politics sporadically. This paper attempts to examine the historical geostrategic tussles in Afghanistan between international players on the one hand and regional actors on the other hand over control and manipulation of Afghanistan and its surrounding regions through the lens of conceptual framework of unintended consequences approach, which deals with irrational aspect of foreign policy of the states. This study makes interesting contribution to the existing literature of the [old] Great Game of the late 19th century between Czarist Russia and Great Britain or New Great Game by re-conceptualizing this idea into a new concept of the Grand Great Game or the 3G in place of explaining the unintended consequences of the historical events i.e. the Soviet invasion of Afghanistan of 1979, the post-Cold War era when the regional players Pakistan and India got involved in Afghanistan; and the US invasion of Afghanistan of 9/11 incident. The findings of the paper suggest that the unintended consequences of these historical events are bitter than the reality. The foreign interventions have paralyzed the Afghan society and made it more insecure by promoting clandestine terrorist activities and proxies. The interview technique helps to verify the 3G concept and present its unintended consequences. The critical content analysis of the primary and secondary data is of assistance to understand that the current 3G to be not only multidimensional competition, embodying multiple stakeholders but also incorporating complex self-defined rational as well as irrational foreign policy objectives and national interests.

Abstract:: The purpose of this study was to identify the factors that affect the performance of primary school teachers in terrorism affected areas. The main objective of the study was to measure and summarize the perceptions of teachers themselves about the factors that affect teachers’ performance in terrorism affected areas. The study was descriptive in nature. All the primary school teachers in district Swat constituted the population of the study. Hundred teachers, fifty male and fifty female were randomly selected. In this study five factors were identified. The first factor focuses on the financial position of teachers in terrorism affected areas. The second factor focuses on the environment of schools. The third factor discusses the parents’ cooperation during the terrorism. The fourth factor focuses on the security of schools and teachers and the fifth factor focuses on the psychological effect of terrorism on the performance of teachers. A self-developed closed ended questionnaire on five point rating scale was developed, and collected data regarding the five factors, financial resources of teachers, physical environment of school, security, parents involvement in teaching and learning process, psychological effects of terrorism on teachers. The collected data were tabulated, analyzed and interpreted by using statistical techniques as percentage of the responses .The main findings of the study were that mostly teachers faced the economic challenges in terrorism affected areas. Financial resources of teachers were destroyed. Salaries were delaed. Side businesses were destroyed. Continuous attacks on school affected the learning ability of students that affected the performance of teachers. Mostly parents became IDPs and the remaining did not take interest in the education of children. Teachers were not safe in school neither security was provided to teachers. Due to fear of attacks on school the teachers gave less time to teaching. Anxiety and emotional complained of teachers increased. There was no significant differences in the opinion of male and female teachers. It was recommended that the government should provide security to teachers, parents and schools. So that to reduce the depression and anxiety of teachers. The government should support the teachers financially.

The research is helpful for the students of foreign policy of Pakistan, current affairs and the American Studies. In addition to that, the reader will be able to know about the initiatives taken by the Pakistani and the US leadership that have caused deterioration to the cordial relationship of cold war, of late 1980s and mutual concerns to get rid of terrorism and militancy in the 21st century. Abstract:: Though Tehrik-e-Taliban Pakistan (TTP) is significantly weakened and dislodged from former Federally Administered Tribal Areas (FATA) yet, it has relocated to bordering areas in Afghanistan under ideological umbrella of the Islamic State in Iraq and Syria (ISIS) and gets operational and logistics support through Afghan and Indian intelligence agencies. ISIS, having been greatly marginalized in the Middle East is struggling to gain foothold in Afghanistan with TTP as its proxy to execute the deadly terrorist attacks in Pakistan. The presence of ISIS in Afghanistan not only poses threat to Afghanistan but its collusion with TTP threatens Pakistan’s internal security as well. Pakistan’s sacrifices go in vain if cooperation from Afghanistan and the US forces is not forthcoming in defeating ISIS and TTP operating from Afghanistan. The article argues while domestic reforms and effective implementation of National Action Plan (NAP) by Pakistan is important to quell extremism and terrorism from urban centres, the cooperation from regional countries, harbouring TTP is vital for the elimination of scourge of terrorism from the region.

Abstract:: Twenty first century has witnessed a new kind of war, “War on Terror”. Pakistan joined this war after the terrorist attacks of 9/11 and became a front line state in this war. Resultantly, Pakistan had to end its support for the Taliban regime in Afghanistan. The Afghan Taliban did not accept that policy shift and in reaction began attacking almost every place and segment of society right from military to politicians, mosques to parks, and hospitals to schools. The relationship between media and terrorism is indispensable because terrorists need media coverage and publicity, and media needs shocking and sensational news stories. Given this backdrop, this study intends to investigate two research questions. First, “What reasons of terrorist attacks were discussed in the editorials of major Urdu and English newspaper of Pakistan?” and second, “What solutions were suggested in the major Urdu and English newspaper of Pakistan?” Two newspapers, daily Dawn (English Newspaper) and daily Jang (Urdu Newspaper) have been selected for this study. Content analysis has been used as methodology and editorials published during 2001 to 2016 constitute the population for this research study. The results show that shift in foreign policy of Pakistan towards Afghanistan was discussed as a major reason of terrorist attacks and similarly, as solution, review of foreign policy of Pakistan towards Afghanistan was discussed in highest number of editorials.

Abstract:: This issue of CTTA observes three critical case studies of political violence and terrorism that highlight either countering terrorism or preventing violent extremism (PVE) policies as the key takeaways. Research has highlighted that improved and innovative counter-terrorism and PVE policies can mitigate the long-term effects of terrorism and extremism, and possibly prevent conflicts from occurring in the first place. Through the case study of the Philippines, this issue discusses identity-driven conflicts and the need for ‘hearts and minds’ driven approaches by the state for conflict resolution. In order to ensure long-term peace, the state should look into culturally-sensitive approaches that don’t alienate aggrieved groups and instead attempt to mainstream and integrate them into the broader society. Further, the issue delves into the influence and ideology of radical ideologues in the case of the Afghanistan -Pakistan region. The article highlights a national counter-narrative campaign can play a role in decreasing and countering the reverence and following of religious figures preaching intolerance and extremism. Lastly, the issue observes intelligence failures in terrorist attacks and recommends an improvement in related counter-terrorism policies through increased focus on cognitive analysis. This would allow states and related security agencies to respond better to emerging terrorist threats and prevent violent attacks from occurring. In the first article, Anushka D. Kapahi and Gabrielle Tañada analyse the interplay of history, religion and identity to explain the Bangsamoro people’s uprising in Mindanao, Southern Philippines. The authors argue that despite legal advancements, the Bangsamoro people’s demand for autonomy and self-governance still exists due to a lack of recognition of their cultural identity. This has obstructed conflict resolution, attempts at assimilation and overall development within the region, necessitating a culturally-sensitive approach that gives due consideration to locals’ identity for long-term peace. Farhan Zahid sheds light on the impact of influential Pakistani militant ideologue Mufti Nizam-ud-Din Shamzai’s worldview — in the form of fatwas, speeches, sermons and books — on various militant groups in the Af-Pak region. Shamzai is a celebrated scholar among Af-Pak militants and they continue to draw inspiration from his writings and teachings even after his assassination in 2004. However, Shamzai’s personality and works remain under -researched. The author recommends that formulating a national counter narrative against violent extremism while understanding the impact of his ideology on Af-Pak militant discourse is essential for policymakers in Pakistan. In the last article, Shane Britten reviews the importance of cognitive analytical techniques for accurate intelligence analysis in counterterrorism. He contends that lack of training in the art of cognitive analysis has been a major factor in various counter-terrorism intelligence failures in recent years. These intelligence failures are not of information-collection, but reflect the inability to adequately analyse the collected information. The author suggests that by improving the cognitive capabilities of intelligence analysts involved in counterterrorism through training and capacity building, the percentage of intelligence failures could be minimised.

Articles in this issue give an insight into the roles played by social media and madrassas as well as religious leaders and extremists in Sri Lanka, Pakistan and Indonesia. The first article by Rohan Gunaratna analyses the recent riots between the Sinhalese and Muslim communities in Sri Lanka. It observes the historical development of relations between the two communities, specifically focusing on the role of Sinhala ultra-nationalists in advancing their communal and political agenda in the island state. In 2012 and 2013, the ultra-nationalists’ intolerant rhetoric against Muslims and Christians emboldened supporters to engage in mob violence targeting both minorities. Communal riots had erupted in 2014 and intermittent bomb attacks on Muslim establishments occurred in 2017. To restore communal harmony, the author prescribes a cohesive approach that combines laws criminalising intolerant rhetoric and propaganda in cyber and physical space, arrests of those involved in mob violence, and building structures at national and grassroots level to foster communal harmony. In the second article, Hussain Mohi-ud-Din Qadri examines the madrassa (Islamic seminaries) education system in the context of growing radicalisation and religious extremism in Pakistan. The piece studies the madrassas’ relationship with various political groups, and their local and foreign funding sources. The study relies on published reports as well as quantitative data collected from over one hundred madrassas in Punjab. The study finds that several madrassas in Punjab have links with local and foreign militant organisations that render them vulnerable to external manipulations and interference. However, madrassas which purely dedicate their energies to learning and teaching are generally free of such manipulations. To meet the challenges and overcome the controversies facing the religious seminaries, the article recommends reforming the educational curriculum, providing quality education, reviewing funding sources of madrassas, banning political affiliations of madrassas and monitoring foreign influences on them. Lastly, V. Arianti probes the use of sharp weapons in terrorist attacks by Indonesia militant groups. She argues that IS’ emphasis on knife attacks in its online publications, frequent employment of vehicle-ramming and stabbing by lone-wolf attackers in Europe and local jihadist groups’ efforts to seek recognition from IS central contributed to the steady rise of knife attacks in Indonesia. The author believes that while knife attacks will continue to be an attack tactic in Indonesia militant landscape, bombings and shootings will be the preferred tactics because of their relative potential to cause mass casualties.

Abstract:: Extremism, though not a new phenomenon, has undergone complete metamorphosis in the South Asian context. While in Sri Lanka, the discriminatory policy of ruling Sinhalese towards Tamil minority was reason of latter’s taking up arms to assert their identity, India is inflicting war on the assertive Kashmiris who are struggling for the recognition of their right of self-determination. At the same time, the ultra-right government of the BJP is encouraging religious extremism. With his baggage of Gujarat pogrom, Prime Minister Modi is treading a dangerous path of fanning Hindu nationalism. Afghanistan was subjected to the communist elements under the Babrak Karmal regime which had the backing of the Soviet Union and the traditional Afghan society was not receptive to the foreign ideology. People stood up against the direct Soviet intervention which they took as heretic. They were supported in their armed struggle by the US and Pakistan. As Soviets withdrew ignominiously from Afghanistan, the warlords went into civil war to assert themselves which created a vacuum filled by the Taliban. The US attacked Afghanistan to remove Taliban who were thought to have be harbouring the perpetrators of September 11, 2001 attack. The Kabul government however couldn’t win the confidence of the people and Taliban resurgence has cost the country dearly with ramifications for Pakistan. The element of extremism and violence was introduced in Pakistan was in Afghanistan after the Soviet intervention in Afghanistan in 1979 and got different and colossal dimensions post September 11, 2001 tragedy. In Pakistan, the Tehrik i Taliban Pakistan were formed after the Lal Masjid operation. There is hardly any parallel in history to match the devastating terrorist rampages costing huge loss of life and property. Unfortunately, the neighbouring India is fishing in the troubled waters to achieve some petty gains. While Afghanistan has its own circumstances and hence its responses to end the imbroglio, Pakistan has a long way to go end the menace of extremism as well as terrorism, of course in conjunction with Afghanistan, without which peace cannot return to the region.

Abstract:: Sixteen years after 9/11, al-Qa`ida has a new figurehead (if not a new face) in the form of Hamza bin Ladin. On September 14, the group released an audio statement from Usama bin Ladin’s son calling for jihadis to double down on jihad in Syria and against what he depicted as an American-Russian-Shi`a conspiracy against Islam. It is not clear where Hamza, who is now in his late 20s, is currently based. So protective has al-Qa`ida been that the group has not circulated images of him since he was a child. In our cover article, Ali Soufan tells Hamza’s life story based on a wide range of sources, including recently declassified documents from Abbottabad. He argues that Hamza bin Ladin has not only emerged as al-Qa`ida’s leader in waiting, but is also the figure best placed to reunify the global jihadi movement as the Islamic State’s fortunes wane. Soufan points out Hamza’s hardening rhetoric toward Shi`a may represent an effort to attract deflated Islamic State fighters back into the al-Qa`ida fold. In our interview, Brian Fishman, Facebook’s Counterterrorism Policy Manager, provides a detailed description of how Facebook is using artificial intelligence and a dedicated team of counterterrorism specialists to remove terrorism content from its platform. Given the emergence of a new generation of leadership within al-Qa`ida, it is critical to understand the evolving threat from the group in the Afghanistan-Pakistan region. Don Rassler outlines how arrest metrics in the mega-city of Karachi point to an uptick in activity by the resilient group. Abstract:: Nuclear terrorism has emerged as one of the principal concerns for states maintaining nuclear weapons technology as well as states maintaining peaceful nuclear programs. The idea is that non-state entities, in pursuance of their goals of achieving maximum tactical leverage over states, aspire to either jeopardize nuclear facilities as a means to warrant a radiological anomaly or would, in worst case scenario, acquire or construct weaponized devices. The concept of Improvised Nuclear Device (IND) or Radiological Dispersal Device (RDD) is both argued as a plausibility and as a reality in current global technological layout. More specified to South Asia, where non-state entities are allegedly employed for transnational target acquisition and the where the security paradigms are hampered by technological inferiority, it is speculatively concluded that chances of such occurrences are marginally higher as compare to other nations. Vulnerabilities of South Asia pertaining to radiological terrorism are extended internationally based upon proliferation patterns in South Asia, utilization of proxies for achievement of leverage, comparative technological inferiority of nuclear facilities and auxiliary systems, spread and introduction of terrorism in South Asia, lack of understanding of nuclear terrorism and inability to proactively participate in international non-proliferation regimes and designs. Important considerations in these regards would then have to focus on efficacy of security infrastructure from production to disposal and from civilian to military nuclear installations. Where in South Asia, states have maintained secrecy and state control over nuclear installations, radiological terrorism seems a highly unlikely scenario postulation but being cautious is still operationally necessary.

Abstract:: Despite a profound global impact over the first half of the twentieth century, polio is largely an afterthought throughout the developed world. Vaccines engineered in the late 1950s paved the way for a precipitous drop in global disease burden with the onset of the World Health Organization-led (WHO) Global Polio Eradication Initiative (GPEI) starting in 1988. Recent indicators of the program’s success include a declaration of eradication in India[1] and a teeteringly low infection rate in Nigeria;[2] two of the disease’s last bastions. This progress, however, has been notably stifled by the steady persistence of a wild poliovirus reservoir centered in northern Pakistan along the Afghanistan-Pakistan (Af-Pak) border. Throughout significant portions of recorded history this region’s volatility has been well-documented, including a currently sustained network for the training of terrorist fighters dating back to the period of the 1979 Afghan-Soviet War.[3] These networks serve to both attract fledgling radical jihadist recruits and supply fighters globally, markedly providing many of the transnational fighters taking part in the Syrian Civil War. Their movement in and out of the Af-Pak region has provided a major disease vector for poliovirus. The location of a terrorist network transit hub in by far the world’s largest remaining reservoir of wild poliovirus poses a major challenge for policymakers. Due to several factors, including a decline in healthcare infrastructure throughout the western world, the situation presents a legitimate epidemiological threat. However, the issue is more importantly an exemplar of the morphing nature of multidimensional threats, which are likely to become more prevalent in an era of globalization, failed states, and an inability to effectively address social issues amidst the threat of kinetic warfare...

Abstract:: In the last several weeks, the Islamic State (IS) terrorist group and its affiliates have demonstrated their continued ability to direct and conduct high-casualty and high-impact attacks in and outside their strongholds in Iraq and Syria. On 10 February, a car bomb struck Baghdad killing 10 people and wounding 33 others. Six days later, a suicide bombing at a Sufi shrine in Sindh (Pakistan) killed over 80 people and injured 250. The latest (8 March) is the attack on a military hospital in central Kabul which killed 49 people and injured over 60. The global terrorism situation remains grim as IS continues to plot more attacks and exploits social media to subvert the alienated and disgruntled to its jihadist cause. On the battlefields in Iraq and Syria, however, IS is on the retreat, pounded by the US-led Coalition as well as Russian and Syrian forces. The Coalition forces are making significant progress in their offensive to retake western Mosul, capturing its airport, military base and main government complex. IS fighters are outnumbered and experts expect western Mosul to fall in coming months. On the Syrian front, IS has lost Palmyra again, after recapturing it in December last year, and is coming under attack in its de facto capital Raqqa. Some 400 US Marines have been sent to assist in the allied operation to retake Raqqa. It would not be long before more comprehensive, co-ordinated and forceful plans are implemented to defeat IS as well as other jihadist groups. With the likely imminent defeat of IS on the battlefronts, it is timely to discuss the global threat landscape in a post-caliphate scenario. Marcin Styszynski, in his article, highlights four factors that will influence the threat trajectory: the strategic withdrawal of IS into smaller Sunni strongholds to carry out operations and attacks, the expansion of threat frontlines by IS’ associated networks and returning fighters, the rise of sectarian and religious tensions, as well as the competition between Al Qaeda and IS. The author concludes by emphasising the need to address the root causes of political conflict and instability if the significant successes of the Coalition forces in the last two years are not to be in vain. This March issue also examines IS jihadist propaganda and information warfare in cyberspace. Remy Mahzam highlights the great emphasis IS places on online propaganda, and the significance of its propaganda magazine Rumiyah (Rome). He looks at IS calls for various forms of attacks to be executed, and attempts to influence specific groups of readers through exploitation of religious texts and powerful emotional and spiritual messaging. He concludes by spelling out what needs to be done to counter IS digital warfare. Iftekharul Bashar looks at the threat in Bangladesh, six months after the Dhaka Café attack and argues that even though the security establishment has weakened IS through hard approaches, the group is far from eliminated. In his view, the current administration needs to adopt a long-term approach to tackle the broader issue of radicalisation and the diverse threat emanating from IS, Al Qaeda and other associated groups in the country.

Abstract:: On 16th December 2014, Army Public School and College (APSAC), Warsak road, Peshawar, located in the Khyber Pakhtunkhwa Province of Pakistan, was attacked by more than six militants dressed as Pakistan Army Soldiers which resulted in killing of 149 people, mostly innocent children. After this attack, Government with the collaboration of Military took immediate steps for the eradication of terrorists from Pakistan and announced National Action Plan (NAP). Based on Master’s Fieldwork in Rawalpindi city, this study explores peoples’ reasoning to why such an attack took place? The paper further investigates whether the citizens of Rawalpindi are satisfied with the counter-terrorism steps taken immediately after the Peshawar incident. The locale of the study was Rawalpindi’s Union Council number 30. This qualitative study used purposive sampling techniques to draw a heterogeneous sample of 31 participants in order to conduct In-depth interviews.

Abstract:: The Islamic State (IS) movement has opened a new chapter in the Afpak region, changing the landscape of militant movements in the area. This article looks at the patterns of rivalry and collaboration between the Islamic State on one side and Al-Qaeda and Taliban-related movements on the other. It also surveys the way Al-Qaeda has developed during the past years where most of the international attention has been devoted to the formation of IS in Iraq/Syria, and shows that Al-Qaeda is still active, though it has become more locally oriented. Finally, the article looks at the prospects for the further expansion of IS especially in Pakistan where, on one side, a range of sectarian anti-Shia movements that resonate with parts of the IS agenda while, on the other side, there is no ideological tradition for embracing the kind of caliphate-jihadism that the IS advocates.

Abstract:: This paper seeks to analyze that why some nations to nuclear in the international structure for the sake of national security when nuclear is an expensive and hard option? Due to fragile geopolitical position of Pakistan,security concerns have always forced her to find balance of power in the south Asian region through different ways. Having fought three major wars with India in 1948, 1965 and 1971 in an asymmetric military environment, Pakistan had been in disadvantageous position. War of 1971 in which Pakistan lost its Eastern wing (now Bangladesh, as an independent state) and nuclear explosion by India in 1974 forced Pakistan to follow the nuclear path. This paper analyzes the results of nuclear policy in the form of economic sanctions imposed by US and its allies, and reversal of US policy after 9/11 regarding sanctions against Pakistan. In the wake of 9/11 incident for joining the US led Global War on Terror, General Musharraf had announced that his objective was to save the nuclear and missile assets of Pakistan. This paper analyses that how Pakistani governments of General Musharraf, and Zardari from 2001 to 2013, had been under immense pressure through different coercive tactics ( from Dr. A. Q khan’s network to safety of nuclear program) to ruin the Pakistani nuclear program which had proved to prevent wars between India and Pakistan since 1999 to 2013. What costs Pakistan had to pay and what benefits Pakistan gained due to nuclear program.

36. Countering Pakistan-Supported Terrorism: The Military Options

Abstract:: Expert observers have written reams of material concerning the never-ending confrontation between India and Pakistan over Kashmir. The issue leaves the radar screen during quiet periods, only to return when an incident touches-off another cycle of violence. The two countries are currently in the midst of another confrontation that again threatens to escalate into open military conflict. This latest round started on September 18, when four terrorists from Jaish e Mohammed – JeM (an Islamist group based in Pakistan), attacked an Indian Army base in Uri, just 10 kilometers from the Line of Control (LoC) that divides Indian and Pakistani controlled Kashmir. The terrorists killed 18 Indian soldiers before being killed in a protracted firefight. The Indian government states it has conclusive proof that the terrorists infiltrated into India from Pakistan with assistance provided by the Pakistan Army.

Abstract:: Crime and terror groups are key non-state actors in Karachi and employ crime and violence to achieve political and economic gains. They have a different relationship with the state than crime groups in Italy where the state has more resources to share with the crime groups. Instead, much more complex relationships exist between the state and the non-state actors in this difficult environment where crime and terror groups have become a part of diffuse governance of the city, including provision of housing and water. Our analysis differs from others who suggest that crime and terror groups have stepped into a power void. We suggest that the political parties rather than the crime and terror groups are at the forefront of violent and criminalized politics. Therefore, violent non-state actors are not the ultimate arbiters of the political order. Crime and terror groups remain vulnerable as they may lose the state’s support and without this they face difficulty surviving in this highly competitive environment.

38. Anti-terrorism Legal Regime of Pakistan and the Global Paradigm of Security: A Genealogical and Comparative Analysis

Abstract:: Pakistan is often criticized for its anti-terrorism legal regime—which institutionalizes preventive indefinite detention, special courts, and speedy trials. Pakistani officials, on their part, rebut this criticism by pointing to the Anglo-American anti-terrorism legal regimes, and generally to “the global paradigm of security.” Interestingly, should we trace the genealogy of the anti-terrorism legal regime of Pakistan, we find rich historical-juridical linkages between the Pakistani and Anglo-American regimes. These linkages converge on, or at least begin from, the British law of high treason. This law was adopted in certain colonial regulations in the early 19th century. In this article I demonstrate how the legal form and substance of the high treason law and of certain other colonial regulations traveled through colonial and post-colonial security laws, such that they have recently come to converge with the global paradigm of security.

39. Does Al Qaeda Central Still Matter?

Abstract:: This article examines whether Al Qaeda Central are still relevant or not. By investigating Al Qaeda Central’s activities, which are aimed at provoking violence in Afghanistan and Pakistan, as well as its continuous plots of direct attacks against the US, this article shows that Al Qaeda’s operational capability is stronger than anticipated by the US and other scholars. In addition, Al Qaeda affiliates maintain a close relationship with the group which in turn facilitates Al Qaeda Central’s resiliency. Moreover, Al Qaeda in the Arabian Peninsula (AQAP)’s aggressive support and contribution to the Al Qaeda network indicates that Al Qaeda Central’s longevity depends on its relationship with affiliates. The article concludes that under these conditions, Al Qaeda Central still has a place in global security discussions.

40. “Divine Violence” After the Kharotabad Killings

Abstract:: In 2011 the law enforcement agencies of Pakistan killed a group of foreigners traveling across Pakistan-Afghanistan border. The agencies then tried to cover up the incident by calling it a potential suicide-bombing attack. However, they could not succeed in the cover-up plan primarily due to a photograph of one of the killed aliens—a woman—that appeared on local media. In this photograph the alien woman is shown lying on the ground near a sandbag-covered check-post waving for mercy/justice. The photograph becomes viral on both electronic news and social media and impels the government to order an inquiry. In this article, I engage the concept of “divine violence” and explore the photograph’s politics of aesthetics, which I argue contextualizes the photograph’s meaning during a creative moment for human rights.

Abstract:: India's nuclear breakout in 1998, foreshadowed as early as 1974, may have been understandable for reasons of global nuclear politics, a triangular regional equation between China, India and Pakistan, and domestic politics. Nuclear weapons are not usable as weapons of compellence or defence. They failed to stop the Pakistani incursion in Kargil in 1999 or the terrorist attack on Mumbai in 2008. They will not help India to shape the military calculations of likely enemies. And India's global status and profile will be determined far more crucially by its economic performance than nuclear weapons. Meanwhile, they do impose direct and opportunity costs economically, risk corrosion of democratic accountability, add to global concerns about nuclear terrorism, and have not helped the cause of global nuclear non-proliferation and disarmament. Because the consequences of a limited regional war involving India could be catastrophic for the world, others have both the right and a responsibility to engage with the issue. For all these reasons, a denuclearized world that includes the destruction of India's nuclear stockpile would favourably affect the balance of India's security and other interests, national and international interests, and material interests and value goals.

Abstract:: American counterterrorism officials recently warned that al-Qa`ida in the Arabian Peninsula (AQAP) is trying to produce the lethal poison ricin to be packed around small bombs for use in attacks against the U.S. homeland. This latest development is further evidence of AQAP's growing threat to the United States. The group has demonstrated remarkable resiliency and adaptability in its history, surviving several leadership changes and major crackdowns in both Saudi Arabia and Yemen. Its success in the face of adversity is a model for other al-Qa`ida units now threatened. In particular, with al-Qa`ida's core in Pakistan under severe pressure due to Usama bin Ladin's death in May 2011, AQAP provides insights into the jihad's capacity to rally back from defeat.

Abstract:: It has been almost ten years since the terrorist attacks on the World Trade Center and the Pentagon led President George W. Bush to proclaim a 'war on terror'. This article focuses on the difficulties faced by his successor, Barack Obama, as he has attempted to move away from much of the Bush rhetoric and practice of counterterrorism. Obama came to office determined to 'reboot' US counter-terrorism policy so that it would not only be more effective but also more in keeping with what he perceived as the core moral values and principles at the heart of American political culture. For many observers, Obama has not lived up to expectations as he has not made wholesale changes to counter-terrorism policy. This article argues, however, that he always intended to not only maintain but, in fact, deepen Bush's war against terrorism, not because he was trapped by Bush's institutionalized construction of a global war on terror, but because he agrees fundamentally with the core assumptions and imperatives of that war on terror narrative. Nonetheless, Obama promised to continue combating terrorism in ways that were distinctive from his predecessor, not least because a higher moral standard would be applied to the conduct of counter-terrorism. By addressing his policies toward Afghanistan and Pakistan, Guantanamo Bay and torture, and the use of unmanned drone attacks, it is argued that Obama's 'war' against terrorism is not only in keeping with the assumptions and priorities of the last ten years but also that, despite some successes, it is just as problematic as that of his predecessor.

Abstract:: India's relations with the U.S. and East Asia during 2008 took place amidst remarkable flux domestically, within the South Asian region, and around the world – all of which directly and indirectly influenced developments in bilateral relations. The two issues that dominated U.S.-India relations during 2008 were the civilian nuclear cooperation deal and, at the end of the year, the U.S.-India-Pakistan triangle including the issues of terrorism and Kashmir. India's relations with East Asia were quiescent during 2008. A notable development was the completion of an India-ASEAN free trade agreement, although its economic implications remain uncertain. India accentuated the positive with Myanmar as bilateral relations became more cordial while relations with China seemed to be on hold for most of the year as the border dispute remained unresolved and India responded cautiously to the Chinese handling of unrest in Tibet.

Abstract:: By 1932, British troops had been waging war of varying intensity with a group of intractable tribes along and beyond the northwestern frontier of India for nearly a century. That year, in summarizing a typical skirmish, one British veteran noted laconically, “Probably no sign till the burst of fire, and then the swift rush with knives, the stripping of the dead, and the unhurried mutilation of the infidels.” It was a savage, cruel, and peculiar kind of mountain warfare, frequently driven by religious zealotry on the tribal side, and it was singularly unforgiving of tactical error, momentary inattention, or cultural ignorance. It still is. The Pakistan- Afghanistan border region has experienced turbulence for centuries. Today a portion of it constitutes a significant threat to U.S. national security interests. The unique underlying factors that create this threat are little understood by most policymakers in Washington.
