- Watford is at first sight an unlikely place for a gathering of world leaders. This nondescript suburb to the north of London found itself briefly in the media spotlight one chilly afternoon in December 2019. Boris Johnson had taken time out from his election campaign just before polling day to host a meeting of NATO leaders. It was intended to be a signal of allied unity in the 70th anniversary year of the 1949 Washington Treaty.

- Abstract:
- American blood and treasure should be prioritized to secure U.S. national interests. The United States military is not the world’s police force, and where others can share the burden, the United States should add only its unique capabilities. But defending U.S. interests extends even into faraway lands, including Africa. While Africa may never be a top national security concern for the United States, a convergence of gains by state and nonstate actors alike there affect U.S. security and economic interests globally. Yet the Pentagon’s recent effort to rebalance its resources against great power competitors—especially China and Russia—after almost two decades of counterterrorism dominance places the commitment of U.S. military resources to Africa in question. Drawing down too far militarily in Africa risks losing influence on the continent to those very same state actors, erasing hard–fought counterterrorism gains, and compromising U.S. global interests.

- Abstract:
- This article examines the role that the U.S. military plays, and can play, in advancing U.S. strategic objectives in Latin America, with a focus on security cooperation and administration of security assistance efforts, as part of coordinated whole-of-government approach. It argues for greater U.S. military attention to the development and application of strategic concepts built around strengthening governance, as the approach that is both appropriate to sensitivities and limitations regarding the employment of U.S. armed forces in Latin America, and as an effective bulwark against the cycle of criminality, corruption, and populism that opens the door for significant strategic threats against the United States. These include authoritarian anti–U.S. governments that serve as enablers for widespread criminality, terrorist threat networks, and collaboration with hostile extra-hemispheric state actors such as Russia and the People's Republic of China.

- In a multipolar world, jockeying for a geopolitical edge is not uncommon nor necessarily a threat. However, in the case of Latin America, none of the primary competitors with the United States share any of its fundamental values of fostering democracy and rule of law, nor strategic objectives such as drug interdiction, halting migrant flows, or building a mutually beneficial regional security structure. In fact, China, Russia, and Iran see the United States as an enemy and views diminishing U.S. influence and weakening its standing as strategic imperatives.The current trajectory in the Hemisphere cannot be altered solely with displays of military power or occasional threats and sanctions against bad actors. A genuine-whole-of-government strategic approach, including diplomatic, economic, intelligence, and military components, is the only option to shrink the operational space of adversaries intent on diminishing the influence and effectiveness of the United States in Latin America

- The NATO partnership is indeed evolving, and some analysts describe a growing rift across the ocean. Yet transatlantic cooperation today is more important than ever. Beyond any disagreement we might have, European and American interests very often coincide. On most foreign policy issues—from Ukraine to Syria, from Africa’s security to North Korea—transatlantic cooperation is in great shape. During the five-year term of the current EU leadership, the European Union and NATO have signed two historic Joint Declarations, which have opened a whole new phase in our partnership. Our two organizations share 22 Members and the same set of values: our mandates are different but—most importantly—they are complementary. While NATO remains the pillar of Europe’s collective defense, there are tasks that can only be performed by an organization of a different nature, such as the European Union (EU). The EU contribution to our common security is unique and increasingly relevant in our dangerous world.

- From 2011 to 2017, similar processes played out in Iraq and Afghanistan that are deeply significant yet understudied. Between 2011 and 2014, after much effort and some success, the United States drew down its military forces in both countries. Hopes were high that the Iraqi and the Afghan government could take over. Their armies and police were vastly superior in numbers, equipment, and training to those of their adversaries. Nevertheless, the Iraqi and Afghan states both came to the brink of collapse. Gains that had come at high cost and sacrifice for the United States unraveled. Terrorist threats re-emerged. The United States re-entered the conflicts. So far, it has not fully withdrawn. Why these events came to pass has not yet been fully studied. This article explores what happened and the implications for U.S. strategy.

- Just as the Maginot Line created an illusion of security, guaranteed standoff, and physical protection that made its shattering during the blitzkrieg of 1940 all the more shocking to the French polity, the pursuit of militarized robotics and autonomous systems (RAS) and artificial intelligence (AI) has led many to believe that the key to a more efficient and secure future lay within these technologies. The United States Armed Forces owe themselves and their civilian leaders honesty regarding a prudent approach to integrating AI and a pragmatic vision of the threats and risks associated with relying on these systems to achieve future policy goals.

- Abstract:
- Next year NATO will celebrate its 70th anniversary. Through decades of a sometimes tumultuous existence in an ever-evolving and challenging security environment, the transatlantic Alliance has managed to remain a cornerstone of stability, peace, and security in the Euro–Atlantic region. Comprising 29 nations since the accession of Montenegro in 2017, NATO is grounded on the same values that presided at its creation, to: safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty, and the rule of law, to promote stability and well-being in the North-Atlantic area.1 In the aftermath of World War II and in the early phases of the Cold War, this preamble could be read as an unambiguous will to preserve peace and security by all means necessary, and to prevent the resurgence of massive conflicts such as those that had twice ravaged Europe and the rest of the world during the previous 30 years. The menace to peace then identified has changed and evolved ever since, but the principles still stand as valid. The 1949 Treaty of Washington is quintessential in this regard, because it goes to the absolute essentials of what an alliance is—should it have to be rewritten today, changing a single word would probably be close to impossible. Though its values have remained constant, NATO the organization has evolved to meet new challenges and to adapt to a changing security environment. Indeed, NATO’s durability is closely connected to its ability to change, and to the collective resolve of its members to preserve the Alliance as an international security hub.

As geospatial and AAA technologies increase in capability and availability—both within the United States and allied GEOINT enterprise as well as for our adversaries—the complexity of that mission increases. - The Joint Force, and the national security community as a whole, must be ready and able to respond to numerous challenges across the full spectrum of conflict including complex operations during peacetime and war. However, this presupposes a general acceptance of a well understood taxonomy describing the elements that constitute the “continuum of conflict.” The U.S. security community lacks this taxonomy, despite its engagement in a spate of diverse conflicts around the globe from the South China Sea, to Ukraine, Syria, Iraq, and beyond. Partially as a result of this conceptual challenge, we are falling behind in our readiness for the future. Understanding our future security challenges demands that we reflect and interpret the past, understand the present, and think rigorously about what lies over the horizon in order to adapt to the changing character of conflict. This requires keeping an open and informed mind about the breadth of the various modes of conflict that exist. The wars of the 21st century may take many forms. As conflict reflects a greater degree of convergence and complexity, so must our mental models and frameworks.

- Trying to draw lessons, even initial ones, from the U.S. experience in Syria is daunting, but the bottom line is that any conflict setting—and any effort to design a program of stabilization—brings a unique set of peculiarities that may not resemble conflicts in which we have been involved in the past. The Syria experience, where there is no central government with which the United States and others in the international community can partner with and empower, is an excellent example, and suggests a need for careful analysis of the specific circumstances of settings in which the United States may find itself operating in order to develop stabilization doctrine and tools that are suited not only to the last conflict, but to the next one.

- A recurring feature of the past few decades is the presence of the nation’s three principal national security institutions (the 3Ds)—Department of State (DOS), U.S. Agency for International Development (USAID), and Department of Defense (DOD)—operating in complex environments abroad marked by conflict, crisis, and state fragility. This paradigm, dubbed the “new normal” by many, begs a few questions. What are we learning from these critical missions undertaken in pursuit of national security? Are we adjusting our strategies to maximize the prospects for prevention of conflict based on that learning? Is innovation occurring that enables us to work better together to address challenges in these environments? Of keen interest is what the 3D did to address the unique challenges in Jordan, and how. - Despite the risks posed by the adaptation of AI to military affairs, the United States must seek to be at the forefront of this technology. It is unthinkable that America will cede this new territory to our competitors, such as China and Russia, who are aggressively pursuing it. Even if the United States decided to opt out of this arms race, it would have little effect, as the technologies described in this paper are inherently dual use, and the private sector around the globe will pursue them with abandon. Ethicists, weapon engineers, and military leaders are already hard at work on the challenges associated with designing and deploying battlefield lethal autonomous weapons systems. With this article, the authors hope to begin a new conversation, highlighting and differentiating the risks posed by employing strategic AI in military decisionmaking, particularly as the pace of warfare accelerates.

15. Sending in the Cavalry: The Growing Militarization of Counterterrorism in Southeast Asia

- Philippines, which lasted from May to October 2017, constitutes a watershed moment in the evolution of the terrorist threat in Southeast Asia. Pro–Islamic State of Iraq and the Levant (ISIL) militants threatened to turn Marawi into “the Mosul of Southeast Asia,” with their astounding ability to operate large groups capable of controlling territory and exposing the inadequacy of the region’s security services. Although member countries of the Association of Southeast Asian Nations (ASEAN) had pondered the question of possible participation by their armed forces in counterterrorism well before the Battle, it is undeniable that Marawi has become the catalyst behind the regional drive to militarize counterterrorism efforts in Southeast Asia. Cooperative frameworks furnished by ASEAN have since taken on added significance, especially the defense-oriented arrangements that bring together the defense establishments and armed forces of the ASEAN countries as well as those of external powers including China, India, Japan, and the United States. The growing militarization of counterterrorism efforts will neither be easy nor straightforward, given longstanding regional sensitivities and the potentially diversive ramifications that excessive securitization could have for democratic life within ASEAN countries.
