Abstract:: “Understanding EU-NATO Cooperation: How Member States Matter” by Nele Marianne Ewers-Peters conducts a distinctly member-state based theoretical examination of interorganizational cooperation between the EU and NATO. Ewers-Peters mainly intends to demonstrate member states’ foreign/security policy orientations, roles and positions affecting the functionality and dys-functionality of Euro-Atlantic security, between the period of the end of the Cold War and 2021. The book is composed of seven chapters including conclusion and implications. By providing 28 face-to-face semi-structured interviews carried out in Berlin and Brussels between February 2017 and February 2018, with different member states’ representatives (see Appendix A.), as well as document analysis of primary and secondary sources, the book relies on well-designed qualitative research.

Abstract:: Foreign policy cannot be dissociated from what we call the theory of international relations (Holsti, 2015). Relations between Jordan and the United States go back to 1949 when diplomatic relations were first established. The United States contributed to providing economic and military assistance to Jordan for the first time since 1951 and 1957, respectively, and has continued until now. The United States and Jordan share the common goals of a comprehensive, just, and lasting peace in the Middle East and to end violent extremism that threatens the security of Jordan, the region, and the world at large. The peace process and counterterrorism between the two countries aid American interests. The United States has helped Jordan maintain its stability and prosperity through military assistance and close political cooperation (Bush, 2009).This study examines the United States foreign policy towards Jordan from 1990 to 2017. This period witnessed important regional and international political events that significantly impacted American foreign policy in the Arab region and the United States - Jordan in particular. The political events covered in the study have the greatest impact on the development or decline of relations between the two countries in terms of politically and security aspects.

The thesis provided here is that the war in Ukraine must be viewed as a painful but maybe necessary shock therapy that has helped to relieve the residual hangover from America’s two-decade-long, ill-advised war on terror and the lost wars in Iraq and Afghanistan. In parallel, the war has served as a vehicle for the reinvigoration of national grand strategy and the foreign policy that provides the vital connective tissue between ends, ways, and means. Abstract:: On May 24, 2022, President Joe Biden met Indian Prime Minister Narendra Modi on the sidelines of the Quad summit in Tokyo. According to the White House readout of the meeting, “The leaders reviewed the progress made in the US-India Comprehensive Global Strategic Partnership. They committed to deepen the Major Defense Partnership, encourage economic engagement that benefits both countries, and expand partnership on global health, pandemic preparedness, and critical and emerging technologies.” While such statements are often aspirational and lag in implementation, the first four months of 2023 show the renaissance in US-India ties to be real.

5. US-China Effort to Set “Guardrails” Fizzles with Balloon Incident

Abstract:: The proposed “guardrail” that Joe Biden and Xi Jinping sought to erect last fall in Bali failed to emerge in the bitter aftermath of a wayward Chinese surveillance balloon that overflew the United States and violated its sovereignty. Though Antony Blinken and Wang Yi met on the sidelines of the Munich Security Conference afterward, aspersions cast by each side against the other, including a series of disparaging Chinese government reports, fed the chill in ties. Taiwan President Tsai Ing-wen’s meeting with House Speaker Kevin McCarthy during the return leg of her US transit added to bilateral and cross-strait tensions and were met with Chinese sanctions. Issues pertaining to Taiwan, be it arms sales or a speculated Chinese invasion date of the island, remained contentious. The administration’s attempt to restart constructive economic reengagement with China, including via an important speech by US Treasury Secretary Janet Yellen, appears to have fallen on deaf ears in Beijing. Following the Biden-Xi meeting on Nov. 14 on the sidelines of the G20 Leaders Summit in Bali, Indonesia, US-People’s Republic of China relations were transitioning to an improving track—or so it seemed. US Defense Secretary Lloyd Austin met with his Chinese counterpart, Defense Minister Wei Fenghe, on the sidelines of the ASEAN Defense Ministers” Meeting-Plus meeting in Cambodia on Nov. 22. On Dec. 11-12, US Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink held “candid, in-depth and constructive” talks in Beijing. On Jan. 18, Secretary Yellen had a “candid, substantive, and constructive conversation” with departing Vice-Premier Liu He in Zurich ahead of the World Economic Forum in Davos. Hours before Secretary Blinken was due to board a flight to Beijing on Feb. 3, which would have been the highest-ranking contact between the two sides since the Bali meeting, the budding rapprochement came to a screeching halt.

6. The US and Japan Build Multilateral Momentum

Abstract:: 2023 brings a renewed focus on the US-Japan partnership as a fulcrum of global and regional diplomacy. With an eye to the G7 Summit in Hiroshima in mid-May, Prime Minister Kishida Fumio began the year with visits to G7 counterparts in Europe and North America. Later in the spring, he toured Africa in an effort to gain understanding from countries of the Global South. The Joe Biden administration looks ahead to a lively economic agenda, as it hosts the APEC Summit in November on the heels of the G20 Summit in New Delhi in September. National Security Advisor Jake Sullivan laid out in detail the economic ambitions of the Biden national strategy on April 27, giving further clarity to how the administration’s foreign policy will meet the needs of the American middle class. Regional collaboration continues to expand. Both leaders will gather in Australia on May 24 as Prime Minister Anthony Albanese hosts the third in-person meeting of the leaders of the Quad. Also noteworthy in this first quarter of 2023 is the progress in ties between Japan and South Korea. Trilateral consultations began early in the Biden administration, and after the election of President Yoon Suk Yeol last spring, the groundwork for resolving the many difficulties in the bilateral relationship began. This spring, President Yoon and Prime Minister Kishida revealed their progress in a set of visits to each other’s capitals. A trilateral summit is planned for the G7 Summit, which Yoon will attend as an observer. Overshadowing this active multilateral calendar is the continuing war in Ukraine. Both Kishida and Biden have visited President Volodymyr Zelenskyy in his capitol. The United States and Japan remain stalwart supporters of the Ukrainian defense effort as Ukrainians prepare for the spring counteroffensive against Russian forces. Yet questions have arisen within the US Congress over the scale and duration of military aide provided to Zelenskyy. Interestingly, there remains little doubt about the Kishida Cabinet’s support of Ukraine. While Japan does not provide lethal aid, it has joined in solidarity with European nations to contribute to the complex humanitarian relief needed by the Ukrainian people. Political choices will also shape the remainder of the year. President Biden on April 25 announced his run for a second term in the 2024 election. The Republican field of candidates begins to emerge with former UN Ambassador Nikki Haley officially declaring her candidacy on Feb. 14, and Florida Gov. Ron DeSantis, while not yet official, has been the center of media attention. Former President Donald Trump has already begun his rallies, having announced his candidacy on Nov. 15. In Tokyo, talk of a national snap election continues, with the latest rumors suggesting that Kishida, coming off his party’s good showing in local elections in April, might opt for a ballot after the G7 Summit in Hiroshima.

7. US-India Relations: Friends with Benefits

Abstract:: 2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

Abstract:: The late General Wayne A. Downing, a former distinguished chair of the Combating Terrorism Center at West Point, used to tell his colleagues at the Center, “Who thinks wins.” In this month’s feature article, Christopher Faulkner, Raphael Parens, and Marcel Plichta argue that smarter counterterrorism in the Sahel, and across sub-Saharan Africa, can pay big dividends for the United States on the field of great power competition. They write that “the United States is at a critical juncture as it looks to adapt its counterterrorism mission. Nowhere is this more evident than in the Sahel region of Africa, where for the past decade, the United States has relied on France to serve as the counterterrorism lead. Those days are over, at least for now, and the United States is left attempting to balance its counterterrorism efforts in the frame of great power competition. However, too often these two strategic objectives are cast as zero-sum. In reality, U.S. counterterrorism in the Sahel, if appropriately reassessed, designed, and implemented, can generate real wins for the United States as it seeks to counter Russian and Chinese influence in the region. Additionally, and most importantly, it can improve the prospects for stability and security for African states in desperate need of both.” Our interview is with two counterterrorism officials at the Catalan Police – Mossos d’Esquadra: Inspector Lluis Paradell Fernandez, head of the Central Analysis Unit, Intelligence and Counterterrorism Service, and Deputy Inspector Xavier Cortés Camacho, head of the Counterterrorism Central Area. They discuss lessons learned as a result of the 2017 Islamic State-inspired attacks in Barcelona and Cambrils, the evolving threats Catalonia faces, and the importance of “a joined-up effort in working to prevent violent extremism.” Lucas Webber and Daniele Garofalo write that “the Islamic State’s leadership and central propaganda apparatus have been pushing to boost the Somalia branch’s profile, while pro-Islamic State-Somalia groups have been producing media content to help the movement’s message reach Somali, Amharic, Oromo, and Swahili speakers to boost fundraising, recruitment, and violent incitement efforts as well as to grow grassroot support in regions populated by these ethnolinguistic communities.” They argue that “these developments could have regional security implications if the Islamic State is able to strengthen the Somalia branch using these means. Bolstered transnational connections could enable violent incitement and attacks directed into neighboring countries.” Nodirbek Soliev examines digital terror financing by central Asian jihadis. He writes that “their online financing efforts tend to involve three stages. The first is the dissemination of fundraising propaganda and contacting prospective donors via online public accounts. The second is communication via encrypted messaging apps to identify a suitable mode of transaction and to provide security protocols. The third is the transaction itself. Understanding these mechanisms can help enhance relevant countries’ response strategies against terrorism financing risks.”

9. Dominating the Superpower: A Bounded Rationality Approach to Nuclear Proliferation and Inhibition in the U.S. / North Korea Dyad

Abstract:: Why was the United States, despite its overwhelming superiority in power, unable to prevent North Korea from developing nuclear weapons? Why did North Korea persist in its nuclear pursuit in the face of U.S. opposition? In this article, we represent nuclear proliferation and counter-proliferation as situations of subjective strategic interaction between states. We measure preferences over strategies and outcomes using operational codes of the leaders of each country, derived via linguistic analysis. Our results indicate that neither the U.S. nor North Korea accurately understood the other side’s preference ordering, and that their operational codes interacted in such a way as to produce an outcome favorable to North Korea – the weaker party - and unfavorable to the U.S. – the stronger. The wider contribution is to show that (mis)perceptions of the goals and resolve of the opponent play a crucial role in the success or failure of strong states to compel weak states and vice versa.

10. Do Campaign Speeches Predict Foreign Policy? An Operational Code and Leadership Trait Analysis of Donald Trump’s MENA Policies

Abstract:: This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.

11. Reagan in China: Don’t Say Anything about the Turkeys

Abstract:: Twelve years after President Nixon’s historic opening to China, President Ronald Reagan visited the People’s Republic of China (PRC) in April 1984. The visit was a vast undertaking with an enormous entourage – Ambassador Arthur Hummel was reportedly stunned to hear that the president’s party would number over 800. For a politician like Reagan who had repeatedly criticized President Jimmy Carter for establishing diplomatic relations with Beijing, it was a huge move. For the Chinese, it was a very welcome symbol of acceptance. First lady Nancy Reagan accompanied her husband; some 600 journalists covered the trip. The Reagans toured historical and cultural sites in Beijing and attended a State Dinner at the Great Hall of the People before traveling on to Xian and Shanghai.

12. Mission Strategic Plans: A Neglected Developmental Tool

Abstract:: US missions are required to prepare Integrated Country Strategies (ICS) every three years. In addition, missions with USAID programs are required to prepare Country Development Cooperation Strategies (CDSS) every five years. In developing countries, the strategies usually focus on increasing food crops and nutritional levels. I found during fifty years of work in a dozen missions that few read these strategies and even fewer apply them in their work. Missions go through a stressful period of completing these documents, but once Washington approves them they are often forgotten in a flurry of competing action requirements. Missions are usually engaged with applying the latest U.S. policy or assistance directives. And work priorities and budgetary allocations can shift dramatically with the installation of a new US administration.

Abstract:: This paper uses a wide array of original documents collected from Bulgarian, Czech, German, Hungarian, Polish, Romanian and Serbian diplomatic, party and security services archives, reflecting Havana’s foreign policy during the Cold War. The article’s narrative follows Cuba’s Cold War foreign policy in the 1970s. Through its multipolar archival research methodology, the paper aims to help us acquaint a more nuanced and fuller picture of the complex and evolving character of Cuba’s Cold War internationalism as seen through the eyes of Moscow’s East European allies, marking a clear departure from existing literature mostly engaging Soviet or American sources.

16. Our National Devaluation of Diplomacy

Abstract:: A recent RAND Report on “The Foreign Service and American Public Opinion” (https://www.rand.org/pubs/research_reports/RRA1845-1.html) reveals how little the American public knows about diplomacy and foreign affairs. For the report, which goes much deeper than most foreign policy polls, RAND surveyed representative samples of Americans over a two-year period (2020-2021). The results are not surprising, but they are worrisome for anyone interested in national security policy and prosperity. This report and conclusions highlight the deep ignorance of Americans about diplomacy, its policies, and its practice. The “no opinion” responses in some polls and the “I-never-knew-that” replies in some focus groups—even on basics—can range from 25% to 50%.

Abstract:: Well into its second year, the Biden administration has continued to grapple with persistent foreign policy challenges while new ones have emerged: North Korea has not curtailed its weapons of mass destruction (WMD) programs; negotiations with Iran on resuscitating the Joint Comprehensive Plan of Action (JCPOA) remain stalled; and a Russian troop buildup near Ukraine may signal a potential invasion and full-scale conflict. In confronting these and other challenges, the United States continues to use economic sanctions as a mean of punishing, signaling, and coercing rivals into changing their foreign policy behaviors. As a tool of American economic power, policymakers often see sanctions as “Goldilocks” instruments that are “just right,” albeit ones that require time and patience to facilitate policy change.

Abstract:: General Secretary Xi Jinping did not mention “America” in his opening report to the 20th Party Congress (Xinhua, October 16). Nevertheless, Xi made clear that China faces a difficult international environment, precipitated in large part by the U.S. challenge, which threatens the realization of national rejuvenation. For Xi, the threat appears particularly acute in two areas: technology and Taiwan. He called for winning the “battle of key core technologies” by building on breakthroughs in areas such as supercomputing and quantum computing, space exploration, nuclear energy, satellite navigation and biomedicine (Xinhuanet, October 16). On Taiwan, Xi issued a thinly veiled ultimatum to Washington, stating that the People’s Republic of China (PRC) will strive for “peaceful reunification” to incorporate Taiwan into the Motherland, which he called “an inevitable requirement for realizing the great rejuvenation.” Should this approach fail, Beijing reserves the right to employ military force to counter “interference by external forces” and “Taiwan independence” separatists (Central Committee Taiwan Work Office, October 16).

Abstract:: In December, a war of words raged across the Pacific over the very meaning of the word “democracy” (China Brief, December 14, 2021). The United States held its Summit for Democracy, inviting other democracies of various stripes, while China convened its own competing “Dialogue on Democracy,” calling out the U.S. for fomenting a cold war-style global geopolitical split (CGTN, December 2, 2021; U.S. Department of State). This discourse battle exemplifies a trend in Chinese views of the U.S. that has been gradually forming over the past 15 years. The 2008 global financial crisis, ill-fated American military campaigns, and mismanagement of the COVID-19 pandemic have led Chinese leaders to doubt U.S. power and capabilities. Yet, Washington has held on to the belief that it is capable of shaping China’s behaviors, either through inducement or deterrence. Even as the U.S. recognizes the limits of its influence and the recent relative decline in prestige, it still sees tremendous strengths in its military and economic prowess, alliance networks, democratic values, and soft power. The perception gap between China and the U.S. concerning American power is a potential recipe for disaster. While this does not imply that conflict is imminent or unavoidable, it does make miscalculations and miscommunications in the U.S.-China relationship both more likely and more dangerous.

Abstract:: From the point of view of International Relations theory, understanding “America and the world” is mostly about the world: the U.S. is an important actor, but it acts mostly in response to international trends. However, from the point of view of theories of American politics and domestic politics theories of foreign policy, “America and the world” is mostly about America: American actions are primarily the result of domestic political institutions and the political processes they help to structure. In that manner, this articles surveys three selected theories of International relations namely, realism, liberalism and constructivism and three selected theories of American politics namely, mass politics, psychological explanations, and institutional approaches to provide a thorough analysis of US foreign policy studies. Further, it argues that international relations theories usually explain why US foreign policy acts in a particular way while American politics theories explain why US foreign policy specifically acts that way and why it does not act in an alternative way. Hence, this article argues that while international relations theories are useful to explain general trends in US foreign policy, American politics theories are better to capture the complexity of US foreign policy.

Abstract:: The way we interact with individuals, companies, and communities has been altered by our usage of online social media sites and services. Simultaneously, the use of social media as a data source for social scientific inquiries has increased substantially in recent years. This study uses Twitter data analysis to investigate the views of United States (US) Members of Congress on Turkey, and to see if these perceptions reflect some of the trends in US-Turkey relations. Our initial view is that the Twitter conversations among Members of Congress appropriately reveal changes in the course of perceptions vis-a-vis relations between the two countries. With that assumption in mind, we evaluated Twitter data from 2009 to 2021, and analyzed it using statistical methodologies, network analysis, computational text analysis, and topic modeling tools. The findings indicate that Twitter data is a useful proxy for evaluating the perception of Turkey among US Members of Congress.

Abstract:: An odd-sounding title? Bewildering, no doubt, to foreign-policy scholars and activists used to the nomenclature and intellectual emphases of their fields and subfields. But life defies academic and professional boundaries, as does the subject of this article. The following inter-disciplinary examination of a dubious but common notion of persuasion could not be more germane to the study of foreign policy, and yet the problem in question is not being addressed by those most directly concerned. This article will, after introducing the topic of advocacy—specifically, in an area of foreign affairs—give reasons why a widely shared understanding of knowledge and persuasion needs to be reconsidered. If we use measures of quantity and financial expenditure, a very large and important role is being played in American public life by intellectual activism intended to influence public debate and government policy. The vast array of advocacy organizations in the nation’s capital is merely the tip of an iceberg. Enormous sums are spent in what may be called the persuasion or advocacy business. Funders act on the assumption that target audiences can be affected through position papers, policy studies, public events, op-eds, and similar agitation.

Abstract:: The purpose of this paper is to verify whether “a failed strategy”, a phrase commonly used in the literature, is an adequate description of Barack Obama’s legacy in the Middle East and North Africa. Based on the selected political manifestos and actions in the sphere of diplomacy, it has been proven that the Middle East and North Africa was not a priority to the decision-makers in Washington in the years 2009–2012, unlike in the years 2005–2008. However, although President Obama did not manage to implement most of his original plans, he achieved a few significant successes, the most notable of which is the withdrawal of U.S. troops from Iraq and the conclusion of the nuclear deal with Iran. Authors seek to contextualize and explain Obama’s failures and successes, arguing that using the phrase “a failed strategy” does not reflect the complexity of the problems analyzed.

Abstract:: The national identity gap between China and the United States has become increasingly apparent. Under Xi Jinping, China has sought to reclaim its historical greatness and proclaimed itself to be a responsible great power that offers a credible alternative to Western values, while also promoting increasingly authoritarian policies at home, complete with extensive repression in Xinjiang and renewed state control of the economy. Assertions of U.S. national identity were somewhat muted under Donald Trump, confused by the battle between those who supported the administration’s “America First” policy, its transactional approach to foreign affairs, and its deemphasis on human rights and democracy promotion in U.S. foreign policy, and those who worried about the global repercussions of an isolationist, nativist policy. For a time, the United States seemed more preoccupied with its trade war with China than with claims that the United States should act as the global protector of human rights and democracy. The COVID-19 pandemic further complicated already tense Sino–U.S. relations and called both countries’ national identities into question. While China had, as of spring 2021, succeeded in keeping its COVID-19 outbreak remarkably small, the damage caused by its initial suppression of medical reports, along with successful virus mitigation in a number of non-authoritarian states, called into question its claim to be a responsible world power on the basis of its pandemic performance. Meanwhile, the Trump administration failed to protect U.S. citizens from catastrophic death tolls and prevented the United States from taking a leading role in resolving this global crisis. In January 2021, the Biden administration took office with a focus on swiftly ending the pandemic, while also reasserting the traditional U.S. global leadership role. When combined with its assessment of U.S. power after the 2008 Global Financial Crisis and of U.S. domestic social and political instability evident throughout 2020-2021, the pandemic has strengthened China’s perceptions of the United States as a country in decline, and of China as a “risen” great power that should now play a major role in shaping the global order. At the same time, although U.S. policy towards China remains firm despite the presidential transition, the underlying rationale has shifted from the “America First” approach of the Trump administration to the democratic values-infused approach of the Biden administration. As the world struggles to move beyond the pandemic, the national identities of China and the United States are increasingly defined in opposition to each other and seem likely to drive an ever more challenging bilateral relationship in the coming years.

Abstract:: How has the COVID-19 pandemic reshaped or influenced China’s geopolitical outlook and its grand strategy for the years to come? This is a question that will determine China’s relationship with the United States, the Indo-Pacific region, and the rest of the world. In the Chinese strategic community, the pandemic has been regarded as a “watershed” event that has reshaped the structure of the international system and the power equilibrium. Its importance is elevated to the same status as the end of World War II, which determined the bipolar international system between the U.S. and the Soviet Union, and the end of the Cold War which began thirty years of U.S. hegemony in a unipolar world. Although China began as a sheer loser in the pandemic given its culpability in the origin of COVID and its early poor management of the domestic spread of the disease, Beijing believes that it has eventually emerged as a pure winner in the pandemic: the relative gain China has made vis-à-vis the U.S.’s bigger losses in disease control, national power, economic growth, global leadership, and credibility has strengthened Chinese confidence that the tide is turning in China’s favor. The “effectiveness” of the Chinese political system, as manifested in its domestic disease control, has reinforced China’s ideological conviction of its superiority. As China uses COVID diplomacy to demonstrate the superiority and desirability of its political system, the pandemic is perceived as an opportunity for it to shape the new international order and promote China’s desired “Community of Common Destiny.” Challenges remain, as the U.S. revamps its alliance system under the Biden administration and as regional powers and Western countries grow increasingly concerned and anxious about China’s growing confidence and capabilities. However, for China, the pandemic has been a great opportunity, and China has emerged from it as a pure winner. It is an interesting question as to how the pandemic has changed the nature and the dynamics of the great power competition between the U.S. and China. Most would agree that the pandemic exacerbated, accelerated, and aggravated the deterioration of relations that the U.S. and China had already been experiencing before 2020. However, the differences lie in the degree, intensity, velocity, and extensiveness of the damage. Without the pandemic, the downward slope U.S. and China had already been on would not have come to a state of “freefall” in 2020. And that “freefall” period has long-lasting and significant implications for their bilateral relations in the post-COVID world. The damaged trust, confidence, and credibility, and the deeply entrenched sense of hostility, or even antagonism, have made any effort to repair the relations extremely difficult, if not completely impossible. And this reality will affect the regional dynamics in the Indo-Pacific region for the many years and decades to come.

Abstract:: Between January 6 and January 20, disbelieving viewers in America and throughout the world watched two weeks of American history, unlike any before, cascade across their TV screens like a 33vinyl record played at 78 RPMs. Cameras recorded the dizzying transformation of the Capitol from take-for-granted placidity, to unimaginable desecration, and finally to a stage festooned to welcome the inauguration of a new president. Foreign Service friends and colleagues in Washington, DC and abroad wondered what the world would take away from these images. We had often encountered military and armed police patrolling cities in other countries—but never in OUR capital. A Department of Justice colleague worried that our work abroad, such as justice system reform in countries from Colombia to Afghanistan, might now be at risk. After witnessing the January 6 events on Capitol Hill, would our overseas partners embrace us with as much confidence? The Constitution and citizen participation in a democracy played a large role in my career abroad as a public diplomacy foreign service officer with the State Department. In the years after the Berlin Wall and Iron Curtain fell, supported by the FAS (Freedom Support Act) and SEED (Support for East European Democracy) Congressional appropriations, helping the people of Central Europe and the former Soviet Union construct, or reconstruct, democratic institutions and practice was an important focus for our embassies in East and Central Europe. These programs were broadly welcomed by our host countries.

Abstract:: Within hours of being sworn in, President Joe Biden put the United States on track to rejoin the Paris Climate Accord and the World Health Organization. A week later, he signed a new START Accord with Russian President Vladimir Putin, extending the nuclear missile nonproliferation treaty for another five years. These actions—along with many others—were important messages to a world that had grown accustomed to seeing America walk away from treaties. Why would Biden prioritize the international community? Americans are far more concerned about the pandemic, the events of January 6, the faltering economy, and scores of pressing domestic issues. Clearly, the early attention was a chance to give substance to his inaugural promise that “we will repair our alliances and engage with the world once again.” Biden underscored the change of focus in a speech to the State Department in which his now-familiar line, “diplomacy is back,” has become a rallying cry for a crowd eager to resume the day-to-day operations that underpin diplomacy. They can now proceed with the confidence that their work will be valued by the boss.

Abstract:: Factors such as regional-international developments, political, economic, social conditions and security understanding separate the foreign policies of the states from each other and differentiate the expectations of the countries in mutual relations. Turkish-American relations, which have a history of nearly seventy years, have seen a fluctuating course with sometimes cooperation and sometimes crises. Therefore, identifying the root causes of crises that arise from different reasons and damage bilateral relations gains importance in terms of collaboration between the two countries. In this context, this study argues that the reproduction of Turkey’s state identity in the changing international system after the Cold War caused crises in bilateral relations by differentiating foreign policy visions, threat perceptions and international goals with the United States. Based on this, the four crises, in the bilateral relations between Turkey and the United States, starting with the Syrian Civil War and continuing to the present day, will be examined in the dimensions of perception, discourse and politics. Then, possible policies are discussed through risks and opportunities to eliminate the tense atmosphere in Turkey-US relations. In the study, in addition to the literature review, the content and discourse analysis method is used methodologically by making use of the statements of policy makers.

Abstract:: The United States and its allies are entering an era of strategic simultaneity for which the Transatlantic Alliance is ill-prepared. The prospect of concurrent conflict or pressure from opposing sides of the Euro-Atlantic region would stretch existing resources beyond commitments. Abstract:: The conventional wisdom is that the foreign policy of Donald Trump’s Administration severely damaged relations with U.S. allies and partners. Commentators point to repeated criticism by the United States of friends in Europe and Asia, as well as the abrupt withdrawal from trade and other arrangements. But such critics overlook the U.S. relationship with India, which made significant advances and will be an area of substantial continuity in Joseph Biden’s Administration. The U.S.-India partnership has grown steadily since the turn of the century, with the past four years seeing major progress in diplomatic, defense, economic, energy and health cooperation. The strengthened bilateral relationship has become the backbone of an Indo-Pacific strategy designed to promote peace and prosperity in a dynamic and contested region. The longstanding U.S. commitment to the Indo-Pacific has underpinned the stability and remarkable economic rise of this region over the last 70 years. While the concept of the Indo-Pacific has been many years in the making, in the past four years the United States and India have turned it into a reality. For the United States, the Indo-Pacific agenda meant working with India to provide coordinated leadership in addressing the threat from an expansionist China, the need for more economic connectivity and other challenges in the region.

Abstract:: The U.S. policy of normalization toward Cuba in the Barack Obama Administration was reversed by President Donald Trump, largely because it failed to address an underlying issue. The Cuban “revolution,” though consolidated on the Island, was soundly rejected by the Cuban exile community who view their country as mired in an unresolved civil war. The importance of the Florida vote was sufficient to prompt President Trump to “cancel” President Obama’s efforts at normalization. Meaningful change will require a more comprehensive approach to the challenge of implementing an effective Cuba policy. In truth, there is no justification for overt hostility toward Cuba. The Cold War is over, and the role that Cuba played in that conflict – an alliance with the Soviets, exporting violent revolution and doctrinaire socialism – has ended, as well. Going forward, the Biden Administration must adjust policies to reflect the fact that Cuba is on the verge of becoming a failed state, which would have negative consequences for the United States.

Abstract:: Academic literature on US Foreign Policy to South America usually states its lack of atten- tion to the region in the post 9/11 period. I aim to problematize this assertion through an analysis of US regional security policy. Therefore, I consider data referring to military and economic assistance, arms transfers, and the SOUTHCOM position towards its area of responsibility, as well as official documents and diplomatic cables. I conclude that, although the region was not a priority, a waning in US actions or a moment of neglect in its policy towards it was likewise not observed. From a historical perspective, the area was never the main focus of attention, but there is a specialized bu- reaucracy that works on the region to maintain US hegemony. Therefore, the investigation indicates that Latin American assertiveness during the 2000s was caused primarily by the conjunction of the ascension of leftist governments and quest for autonomy, as well as by Chinese and Russian involve- ment in Latin America, but not by US neglect. The article is divided into six sections, including the introduction and final remarks. Following the introduction, I analyse the academic literature regarding USA-Latin American relations in the second section, the US assistance in the third, the SOUTHCOM postures in the fourth, and the strategies deployed by the USA regarding great powers and arms transfers in the fifth. Finally, I present the final remarks.

Abstract:: In his foreign policy, President Trump followed new approaches and shaped the international stage in ways that will be hard for the Biden administration to reverse. These approaches, nowhere more apparent than in the Middle East, include, first, focus on near peer competition, in the Middle East, that included containing Russia, Iran, and Islamic violent extremists such as al-Qaida and particularly Daesh or ISIS. The second is reliance upon partners and allies. The Trump administration succeeded by its standards using the above approaches: Iran’s regional advance was contested and to some degree constrained, Teheran is under far greater economic pressure and faced with a regional coalition encouraged by the Abraham Accords. The administration had moved most of the region beyond the endless Palestinian issue as the lodestone of regional diplomacy, destroyed the ISIS territorial state, and with help from Turkey contained Russian advances. With the exception of the Iranian nuclear file, this looks like success. The issue now is whether the Biden administration can build on this success or revert to Obama

Abstract:: The attacks on 11 September 2001 not only shaped the focus of US foreign policy over the last two decades, but also de!ned how a generation of Americans understood the gravity of these policies by bringing the cost and tragedy of con"ict home. For many young Americans, it was the !rst time they became aware of the extent of US interventionism and how it impacts the way other nations and peoples view the United States. But events over the last year in the United States have brought the attitude of US foreign policy—which has long been driven by the idea that problems can be solved exclusively through militarism and force—much closer to home. Images of police violently confronting Black Lives Matter protestors and an insurrection at the Capitol were often likened to images of war zones abroad, the very wars started by the United States.

Abstract:: Ileft Cuba as a young two-year-old child on 9 April 1968 with my parents, an older brother, and sister. My parents were also expecting another child, my younger brother, who was later born in the United States. My parents’ oldest son was of military age and at university and was not granted the exit visa with the rest of the family. He would eventually join us as an adult, ten years later with his own family. We settled in Union City, New Jersey, after a few months at my father's uncle's home in New York. As I recall, the residents of Union City (or at least in my close community) at the time were mostly Cubans; a good number of Italians; a few Puerto Ricans, Dominicans, Germans; and people who practiced conservative Judaism. In our home we only spoke Spanish, but I remember the feeling of not understanding all of the children when I played outside, as they would speak English, the language I was yet to speak or understand. I was pretty much always surrounded by Cubans, the Cuban culture, and an all-Spanish community. Not a day went by in our home when Cuba was not mentioned. My mother had left all of her six brothers behind, and my father, his only sister. Both had left behind numerous nephews and nieces, friends, neighbors, and a whole life's worth of relationships. The main reason for the daily mention, however, was that their eldest son remained there and this separation was too much to bear and very painful for them. All they wanted was to have the family unit together again.

46. American Invasion And Withdrawals Post 9/11

Abstract:: When the United States was hit by al-Qaida's terrorist attack on 11 September 2001 (hereafter 9/11 attacks), not only Americans but the whole world was shocked: The world’s only superpower was attacked at home and had lost more than three thousand people. To take revenge for the attack as well as to prevent new ones, the Bush administration decided to invade both Afghanistan and Iraq, which they claimed were sheltering and supporting al-Qaida. Afghanistan was invaded on 7 October 2001 because the US wanted (1) to eliminate Osama bin Laden (the mastermind of 9/11) and al-Qaida; (2) to remove the Taliban group from power and bring stability to Afghanistan by creating a democratic and peaceful state.[1] The US Army subsequently invaded Iraq in 2003, claiming that Saddam Hussain was supporting terrorism and producing chemical weapons. There were also allegations that the Hussain regime was behind the 9/11 attacks, but it was never proven. The US eventually removed both Taliban and Saddam Hussain from power and captured Hussain, who was later judged and executed by the new Iraqi government on 30 December 2006. US special forces killed Laden on 2 May 2011. As of today, the US has killed its two archenemies and changed regimes allegedly supporting terrorism in both Afghanistan and Iraq, yet could not bring stability. What is more, the remaining US troops are preparing to leave the two countries. Neither Afghanistan nor Iraq is in better condition than the pre-invasion era as both states have failed, lack a strong authority, and cannot !ght terrorism. In Afghanistan, the Taliban was the enemy to be removed, however the US’s recent agreement with the organization has paved the way for re-control of the country by the group. On the other hand, Iraq has become a land of widespread terrorism, and the country is more divided than before, not mentioning Iranian in"uence on Baghdad. Based on the current situation, my arguments are that (1) the US is about to make the same mistake it did in Vietnam, and (2) Afghanistan and Iraq might again become the hub of terrorist organizations as well as regional rivalries. Although I do not approve of the US invasions, as Afghanistan and Iraq saw the worse with its invasion, these countries will face the worst with the US’s withdrawal.

Abstract:: Like many of my contemporaries, both in the U.S. Foreign Service and in the wider international affairs community, who have worked on issues related to Africa since the end of the Cold War, I have seen Washington’s attentiveness to the states and peoples of the continent wax and wane over the years. For example, the probable nadir was in 1995, when the United States Strategy for Sub-Saharan Africa published that year actually declared that America had “very little traditional strategic interest in Africa,” and the hitherto apogee was in 2014, when the first-ever U.S.-Africa Leaders Summit brought leaders from 50 of Africa’s 54 countries, including 37 heads of state, to our nation’s capital. While emphases and resources shifted from time to time and certainly between U.S. Presidents, there has largely been continuity of policy across Democratic and Republican Administrations, even including the last one. Notwithstanding unfortunate remarks attributed to President Donald Trump, I would argue that the Trump Administration’s Africa strategy achieved some significant advances in America’s approach to the continent, which the Biden Administration can harness to achieve some of its top priorities, including geopolitical competition and its ambitious climate-change agenda.

Abstract:: Theories of American foreign policy are somewhat arbitrarily divided into two opposing camps: idealism and realism. Idealism involves constructing a world we hope would exist, such as freedom and democracy sweeping the globe, and then recommending foreign policy prescriptions based on this imaginary world. While realism is more firmly grounded in the world as it actually exists, it can suffer from a form of nihilism, sometimes positing that foreign policy is exclusively found in the domain of power politics and does not involve morality. The great Harvard professor Irving Babbitt refused to concede that these two lenses were the only way to view world affairs. As a fierce critic of the Romantic movement, Babbitt was particularly alarmed by the tendency of Western leaders to offer policies that were based on chimeras conjured up in their idealistic imaginations. Babbitt refused to accept an amoral realism, however, because he believed that sound statesmanship was determined by the character of statesmen and that the choices they made would not simply be matters of prudence but also a matter of character. Abstract:: Chinese Communist Party (CCP) General Secretary Xi Jinping and other senior CCP leaders have prudently planned for the slowing economic growth that China now faces. CCP officials plan to transition China from its current export-led growth model to one driven by indigenous innovation, and one in which China’s rising global prominence confers to it many of the same advantages traditionally enjoyed by the United States (such as low borrowing costs and influence within international institutions). Although U.S.-China relations have become further fraught amid the trade war, many prominent China hands nevertheless assert that Beijing’s long-term economic plans do not run counter to U.S. strategic interests. [1] However, many of China’s planned foreign economic initiatives—to include the Belt and Road Initiative (BRI), global value chain advancement, and renminbi (RMB) internationalization—will come at U.S. expense. Policymakers in both Washington and Beijing should accordingly expect U.S.-China tensions to persist beyond the Trump administration. China’s need for new growth vehicles is twofold: its economic size has not translated into global influence, and its current economic model is losing steam. First, China’s transformation into the world’s second-largest economy has yet to yield equivalent influence in the international system. Beijing’s sway in the World Bank and the International Monetary Fund (IMF), for example, lag behind China’s status as the largest trade partner and foreign investor for much of the world. The United States, by contrast, has leveraged its economic status to maintain effective control of the Bretton-Woods institutions, to obtain low borrowing costs, and to exercise punishing sanctions programs against unfriendly governments. Second, Chinese growth has seen a secular decline over the last decade (see figure 1). The official projected GDP growth rate for 2020 is 6.1 percent (Xinhua, November 30, 2019), but some Chinese officials have hinted that they expect lower sub-6 percent growth in 2020 (South China Morning Post, November 14, 2019). This is a noteworthy signal, for CCP discourse has previously identified the benchmark of 6 percent GDP growth as necessary to avoid social unrest (China Brief, March 22, 2019).

Abstract:: The article analyzes President Trump’s vision for a comprehensive peace agreement between Israel and Palestine, the so-called Deal of the Century announced on January 28. While the proposal uses the language of hope and prosperity and expresses support for the two-state solution, its provisions actually render the Palestinian “state” inviable. The plan does not empower the Palestinian state with full sovereignty over its territory nor does it recognize its internationally accepted borders, while at the same time nullifying the Palestinian right of return. In short, the plan seeks to legalize and legitimize the status quo by enabling Israeli expansionism and the systemic denial of Palestinian rights, which is a flagrant violation of international law and has no legal validity.

Abstract:: The reasons why armed drones have been embraced by recent American presidents are obvious. They offer pilot invulnerability, protecting military personnel from harm in the conduct of operations and protecting political leaders from the criticism that follows it. They are also exceptionally well designed for selectivity—that is, for distinguishing legitimate targets from innocent civilians and precisely targeting the former without harming the latter. What may be less obvious is why they have proved anathema to so many critics who are genuinely concerned to make sure that American armed force is used ethically and legally, harming only legitimate targets. After all, both enhanced selectivity and pilot invulnerability reduce unintended harms. Yet many drone critics argue that these weapons pose an exceptional threat precisely because of pilot invulnerability and in some cases target selectivity. Their argument goes like this: democratic leaders and publics are casualty averse, and the fear of public backlash often deters leaders from going to war, but drones remove the danger of military casualties (and potentially diminish collateral civilian casualties) and hence remove the chief sources of public opposition and hence the main deterrents to using force (pp. 32–33). The consequence is that democracies will more frequently resort to force. This will lead to more armed conflict, more harm and a worse world.

Abstract:: President-elect Joseph R. Biden has an opportunity to forge a bipartisan, sustained grand U.S. strategy for Russia. With decades of experience in foreign affairs, especially transatlantic relations, he knows Russia, he knows Vladimir Putin and, equally important, he knows the region. When I worked at the National Security Council during the Barack Obama administration, I traveled with then-Vice President Biden to Georgia, Ukraine, Moldova and Russia. Unlike his immediate predecessor, President Biden rightfully will not try to befriend Putin. He and his expert team of foreign policy advisors understand that the central objective in U.S. policy towards Russia today is to contain Putin’s belligerent behavior abroad. At the same time, the incoming Biden administration offers the U.S. a chance to develop a more predictable pattern of bilateral relations with the Russian government and Russian people, supported by Republicans and Democrats alike. After relations with China, competing with Russia is the second-greatest foreign policy challenge of our time, complicated by the fact that China and Russia today are closer to each other now than they were during the Cold War. To successfully achieve American objectives will require the implementation of a comprehensive, sophisticated and nuanced strategy for containing Putin’s belligerent actions abroad and simultaneously cooperating with Moscow on a small set of issues of mutual benefit.

61. The Disaster in Lebanon and Challenge for the Biden Administration

Abstract:: The disastrous state of affairs in Lebanon is mainly a result of failed governance for the past several decades. The 1989 Taif Agreement that defined peace after Lebanon’s civil war created a balancing act among various warlords and political figures who divvied up the government by sectarian affiliation. Since then, government institutions have been weakened, public employment has become a function of constituent services, contracts and social services have been doled out without any transparent process and necessary reforms have been ignored. Humanitarian consequences of this mismanagement are widespread. Social services are lacking. Public schools, health and social services, a pension system and labor laws are inadequate; and there is little protection for civil and human rights and environmental protection. In addition, there are more than 1 million Palestinian, Syrian and other refugees in the country, exerting extreme pressure on the country’s socioeconomic requirements and infrastructure. Infrastructure investment has been ignored, and 80% of hospitals and 70% of schools are run by the private sector. The economy has been running disproportionately on remittances from Lebanese emigres and tourism. The banking system, which was highly praised until a year ago, attracted hard currency and euro-bonds by offering high interest rates in order to feed a deficit-spending government, only to default when the government failed to honor the bonds due. In October 2019, the government blundered by imposing a tax on the popular, free telecom app, WhatsApp, to pay for increasing public deficits of its own making. The people had enough; they were outraged. They lost what remaining faith they had in the government, and on October 17 demonstrations erupted across the country, across all sects, generations and political persuasions. The people were upset as they experienced an increasingly poorer quality of life, especially after the Lebanese lira rapidly declined in value due to the lack of stable reserves to support the currency. In 2019, Lebanon had the third-highest debt-to-GDP ratio in the world, and its bonds are now “junk” on the international markets. It imports 80% of what it consumes. The country is broke, with little support from expatriates and allies and a ruling class that shows no willingness to reform. In 2018, the international donor community, in an effort called the CEDRE program, agreed to support Lebanon once it undertook systematic reforms. These have been neither instituted nor implemented, leaving $11 billion in international aid on the table. Subsidies on food, fuel and medicine are set to stop in December due to a lack of government reserves. Inflation is well over 200% for food items, over-the-counter medicines are almost non-existent due to hoarding and the middle class is rapidly disappearing. Banking-sector capital controls make it almost impossible for depositors to have access to their funds, and the failing exchange rate means that people who withdraw their lira face an immediate decline in purchasing power. The demonstrations were remarkable in their intensity and breadth; and it was only a matter of time before their concerns had to be addressed. The first casualty was the then- (and now again) Prime Minister Saad Hariri, who resigned, along with several of his ministers and Members of Parliament.

Abstract:: The Biden presidency that begins in January will adopt some very different directions from its predecessor in foreign policy. One such area is arms control, particularly nuclear arms control with Russia—the one country capable of physically destroying America. President-elect Biden understands that arms control can contribute to U.S. security, something that President Donald Trump never seemed to fully appreciate. Biden will agree to extend the New Strategic Arms Reduction Treaty (New START), the sole remaining agreement limiting U.S. and Russian nuclear forces. His administration should aim to go beyond that and negotiate further nuclear arms cuts. That will not prove to be easy. Doing so, however, could produce arrangements that would enhance U.S. security and reduce nuclear risks.

Abstract:: As this paper went to press, Americans were in their fourth agonizing day of waiting for the final results of the 2020 U.S. presidential elections. No matter who the victor turns out to be, restoring America’s tarnished image abroad should be a central task for the next U.S. President. Public diplomacy (PD) will no doubt be a big part of any such effort, and a number of prominent U.S. foreign policy experts have already called for increased funding and resources for our State Department’s PD programs. As a Foreign Service Officer and PD practitioner for over a decade, I certainly echo these calls. But the truth is that simply doing more public diplomacy is unlikely to achieve the desired outcome. Rather, we need to do more effective public diplomacy. And to be more effective, we need to get real about what PD can and can’t do. What PD can’t do, as the past two decades have shown us, is overcome bad foreign policies through “messaging,” or achieve large-scale development outcomes through small-scale grant programs. What PD can do is use programs such as exchanges, traveling speakers, English teaching and cultural events to build relationships and affinity for U.S. values that provide for sustained U.S. access and influence in important sectors of foreign societies. This access has benefits for the United States at the short- term, the intermediate-term, and the long-term levels. This approach, more realistic than others, acknowledges that while we as a nation can’t direct policy outcomes in foreign countries, we can shape those outcomes at critical moments by leveraging influence built up through relationships over time. The truth is, all diplomacy is about relationship building, and PD activities are best understood as delivery mechanisms for relationships. The main reason this obvious truth is not more widely accepted is because PD has historically struggled to connect the dots between its programs, the long-term relationships the programs create, and the impact those relationships have on the achievement of foreign policy goals. Thus, the task of rethinking public diplomacy begins with creating a framework to contextualize relationships over time. One way to do this is to situate all activities within the concept of the “ladder of engagement.” The ladder model shows how relationship-building activities complement and build on each other over the course of years or even decades in order to bring targeted foreign audiences closer to the U.S. orbit. The ladder is widest at its base, enabling the maximum number of people to climb on. As the engagement deepens, the ladder narrows. At the top, engagement is most profound with a relatively small number of the most influential audience members.

Abstract:: American ideals coupled with the commercial self-interest of American business and industry drove the policy of engagement, and even after the 1989 massacre of student protesters at Tiananmen Square, sustained momentum for China’s accession into the WTO. Despite China’s known unfair trade practices, it was thought that problems would eventually disappear as China adopted rules and norms as conditions of its accession to the WTO while deepening its integration into the global trading system. Bush characterizing China in the 2000 presidential campaign and the first months of his presidency as a “strategic competitor,” to the Obama administration’s pursuit of a “pivot” to the Asia–Pacific in response to China’s growing assertiveness, to the Trump administration describing China’s rise as signaling the “return of an era of great power competition.” Does this trend reflect changes in U.S. self-conception and national identity? Evolving assessments of threat in light of Chinese behavior and what these imply about the regime’s intentions? A reaction to shifts in the overall balance of power between the two countries, perhaps a reflection of a declining superpower facing a rising challenge, “tragically” destined to participate in a “contest for supremacy in Asia” that will ineluctably result in a “Thucydides trap” or war of hegemonic transition? Or is it instead an inevitable clash between a liberal, democratic, rule of law capitalist hegemon and a resilient authoritarian challenger that is a communist dictatorship increasingly reliant on aggressive nationalism since the 1989 Tiananmen Square massacre and evolving rapidly towards national socialism or fascism? While each of these perspectives provides some purchase on the recent developments in U.S. – China relations as seen from Washington, this chapter focuses on the role of national identity, arguing that identity is by no means the sole or best explanation, but that it is an important factor that should not be overlooked or underestimated.

Abstract:: Does the forty-fifth president of the United States, Donald J. Trump, have a foreign policy, not least of all inclusive of the vital Northeast Asian region? The question is not flippant. Policy is usually thought of as a set of principles that guide action towards a desired outcome. Trump may, as he professes, act from instinct – reactively and transactionally rather than from an intent to implement an established policy. In the eyes of some of his supporters, this would be a virtue. They elected him expressly for the purpose of breaking with a traditional Washington policy machinery that they did not believe was serving their interests. However, Trump and his administration do assert and describe a distinct foreign policy. They even have a name for it, “principled realism.” Moreover, when Trump was running for the presidency in 2016, he announced his intention to “develop a new foreign policy direction for our country, one that replaces randomness with purpose, ideology with strategy, and chaos with peace.” He stated, “It’s time to shake the rust off America’s foreign policy.”

Abstract:: In the decades since the founding of the People’s Republic of China (PRC) in 1949, wild swings have occurred in the way that American media outlets view that country. At most times, a herd mentality is evident, as a large percentage of news stories portray China in one particular fashion, although there always are some dissenters from the dominant narrative. The nature of that narrative sometimes shifts rapidly and dramatically, however. During some periods, the prevailing perspective has been extremely hostile, with nearly all accounts seeing the PRC as a monstrous oppressor domestically and an existential security threat to the United States. That was the case for more than two decades following the communist revolution, until Richard Nixon’s administration suddenly altered U.S. policy in 1971–1972, and Washington no longer treated the PRC as a rogue state.

Abstract:: Most Americans will agree that the Chinese government has behaved badly in a number of ways, although they may not agree on exactly which Chinese government behavior is a problem. Perhaps it’s the treatment of ethnic or religious minorities, such as the Uighurs or Tibetans or Christians; maybe it’s the crackdown on protests in Hong Kong and failure to uphold the “one country, two systems” principle; or assertiveness in territorial disputes; or censorship; or protectionist trade practices; or intellectual property theft; or cyber‐hacking; or spying; or most recently, being slow to disclose the emergence of the coronavirus and engaging in a propaganda war regarding who is at fault. It’s a long list, and everyone has their own priorities. But while there is loose agreement on the existence of a problem, there is great difficulty in coming up with an appropriate response. In this approach to energy policy, the United States was unique and contrasted with most Western countries, which generally treated energy policy as part of their economic and/or environmental policies. Washington has engaged in international energy policy on the highest executive levels in the White House and established influential units within cabinet departments and agencies to promote international energy policies and to integrate them with U.S. national security and foreign policies. Within the Department of State, successive special ambassadors were appointed to promote various international and regional energy policies and, in 2011, a full Bureau of Energy Resources was established.2

74. Learning About Islam: From Ignorance to Understanding

Abstract:: Efforts to portray Muslims and their faith as threatening diminish our society by stigmatizing a significant American minority. They also can facilitate costly foreign policy blunders such as the 2017 Executive Order banning entry into the US of visitors from several Middle Eastern majority-Muslim countries, an order purportedly based on terrorist activity, technical hurdles to properly document these countries’ travelers, and poor coordination with US officials. Two recent books, “Mohammad: Prophet of Peace Amid the Clash of Empires” and “What the Qur’an Meant: And Why it Matters,” take on the task of broadening Americans’ still unacceptably low understanding of Islam. The authors – Juan Cole, a professor of history at the University of Michigan, and Garry Wills, a Pulitzer Prize winning lay scholar of American Catholicism – approach their subject in distinctly different manners. Yet, their message and conclusions are remarkably similar – namely, that ignorance of and distortions of Islam and what the Quran says both alienate vast numbers of Muslims and have led to foreign policy missteps. The books complement each other nicely.

Abstract:: During his visit to Asia in November 2017, President Donald Trump announced his vision of a “Free and Open Indo-Pacific” as the U.S. approach to the region. The Department of State unveiled in detail the economic elements of the Indo-Pacific strategy in April 2018. These economic policies were reiterated by Vice President Mike Pence at the Asia-Pacific Economic Cooperation (APEC) CEO Summit in Papua New Guinea in November 2018. For instance, Pence maintained that Washington plans to “make bilateral trade agreements with any Indo-Pacific nation that wants to be our partner and that will abide by the principles of fair and reciprocal trade,” promote private sector investment, and assist regional states on sustainable infrastructure development. On December 31, Trump signed into law the Asia Reassurance Initiative Act (ARIA) passed by the U.S. Congress earlier that month. ARIA further advances the strategy by mandating the executive branch to “develop a long-term strategic vision and a comprehensive, multifaceted, and principled United States policy for the Indo-Pacific region.” Moreover, the text authorizes $1.5 billion to “the Department of State, United States Agency for International Development [USAID], and, as appropriate, the Department of Defense . . . for each of the fiscal years 2019 through 2023, which shall be used” to achieve several objectives including ensuring “the regulatory environments for trade, infrastructure, and investment in partner countries are transparent, open, and free of corruption.” Against this backdrop, this chapter examines the effects of the U.S. Indo-Pacific strategy on the future of U.S.-ASEAN economic governance architecture. “Strategy” refers to “the collection of plans and policies that comprise the state’s deliberate effort to harness political, military, diplomatic, and economic tools together to advance that state’s national interest.” Such a study is warranted for a few reasons. First, the jury is still out on the degree to which this strategy would align or clash with different approaches and policies supported by Southeast Asian governments. Clashes of ideas and policies can result in not only failed implementation of the U.S. strategy but also competing economic initiatives which could undermine the future of U.S.-ASEAN trade and investment ties. Therefore, this research is aimed at: 1) assessing how the U.S. Indo-Pacific strategy would interact with Southeast Asian nations’ policies to shape the future development of regional economic architectures, and 2) forging policy recommendations for the U.S. and ASEAN governments on how they could jointly pursue regional economic institution-building. The questions I explore include: 1) What are the economic components of the U.S. Indo-Pacific strategy? 2) How will this strategy and Southeast Asian countries’ economic agendas/policies interact to shape the future advancement of regional economic architecture? and 3) What should American and ASEAN governments do to foster cooperation and lessen conflict among their different policies regarding economic regionalism? The chapter is organized as follows. The next part discusses the economic components of the Indo-Pacific strategy under the Trump administration. The second section examines the interactions between this strategy and the economic agendas of the Association of Southeast Asian Nations (ASEAN) to highlight the areas of complementarities and clashes. The last section provides policy recommendations for American and Southeast Asian governments to augment synergies and ameliorate clashes among their policies.

76. The Trump Impact on East Asia After Two Years

Abstract:: Trade ties between the United States and many East Asian countries have faced a high degree of uncertainty since Donald Trump took office in early 2017. The world is now accustomed to an atmosphere of sanctions, tariffs, ultimatums, and negotiations under pressure with little left off the table. The centerpiece in this drama is, of course, Sino-U.S. relations. Much is written on that, and the saga of tense talks, occasional breakdowns, and upbeat statements continued as we were proceeding with our analyses of the East Asian region. Instead of trying to unravel where that might end, we concentrate on countries in the region neighboring China. We begin with the Trump economic impact on South Korea, turn then to Japan, switch next to Southeast Asia, and conclude with North Korea. In the first three cases, we identify various similarities as well as some differences, and with North Korea, burdened with “maximum pressure,” we find an outlier. South Korea has already cut a trade deal, Japan is now beginning negotiations for an agreement with the U.S., and the states of Southeast Asia, after Trump’s pullout from TPP and Japan’s leadership in keeping the momentum alive, are striving to hold onto multilateralism. Trump’s thinking is steeped in narrow notions of manufacturing trade deficits subsumed under the slogan “America First,” as well as updated alarm about unfair practices to coerce or steal intellectual property rights. He has rallied Americans with considerable international support behind the need to curb China’s predatory trade practices, while alienating virtually the entire world, including U.S. allies, with overcharged claims of “national security” in imposing tariffs to control imports of selected products, starting with steel and aluminum but threatening to make the sale of foreign-made cars and trucks the ultimate target for reducing the U.S. trade deficit. Concern prevails over what further damage Trump may do to the trade environment in East Asia. In Seoul, despite relief that what was most feared when Trump railed against the KORUS FTA did not come to pass, one hears warnings that Trump may extend barriers already imposed on washing machines and solar panels to automobiles—a large part of exports to the U.S. Just on the precipice of bilateral talks demanded by the U.S., Japan also nervously awaits pressure against its even more massive automobile exports. For Southeast Asian states, the prospect of bilateral negotiations with the U.S .is frightening as well, since it is understood that smaller economies have little leverage in such negotiations. The spillover for all of these countries from hefty U.S. tariffs on China is also feared, since they are deeply integrated into production chains.

Abstract:: An intensifying backlash against Xi Jinping’s makeover of China and Donald Trump’s makeover of the United States has muddied thinking about the national identity struggle recently building between the world’s top two powers. What was heralded as the “China Dream,” benefitting from earlier touting of “harmonious” themes, became tarnished as the “China nightmare” of stooping to any means to steal secrets and undermine other states. The long-admired “beacon on the hill” had become sullied as the valueless and selfish “America First” unable to champion democracy or even truth, which was dismissed as “fake news.” The clash in national identities between the two dominant powers on opposite sides of the Pacific is now taking an idiosyncratic form, which challenges us to separate the essence of the struggle likely to be unavoidable for decades ahead from its specific manifestations under the exceptional circumstances of today. Whereas Trump is seen as sui generis, an anomaly that is unlikely to put U.S. values diplomacy at long-run risk, Xi Jinping’s shift from soft power to sharp power appears more sustainable even if there is reason to assume that another effort will be made to raise the profile of Chinese soft power at some point. If 2017 was the year of mounting obsession with Russian sharp power, 2018 proved to be the year of increasing attention to Chinese sharp power. As the focus expanded from Russia to China, a similar set of questions was being asked: 1) how was sharp power manifested? 2) what are the comparisons between Chinese and Russian sharp power? and 3) what was the United States, cognizant of the experiences of other targets of sharp power, doing in response? The suggested answers have pointed not only to developments in Sino-U.S. relations, but also to some wider implications for the Indo-Pacific region of an ever-deepening values confrontation. As many anticipate a prolonged struggle ahead between the United States and China, steeped in different and clashing national identities, the prospects for Chinese usage of sharp power and of U.S. effectiveness in the advance of values diplomacy should be on people’s minds, but there has been a shift of attention as Trump refused to acknowledge the blatant use of Russian sharp power on the minds of many Americans, let alone to make Chinese sharp power his concern. In the absence of such concern, others have raised alarm about China’s sharp power and warned that Trump’s indifference to advancing U.S. values diplomacy is resulting in a dangerous vacuum.

Abstract:: The international arena is as dynamic as ever. The rate of technological development continues to accelerate beyond the pace society is capable of adapting to it. Climate change indicators are approaching and surpassing key thresholds, fragile and failed states are proliferating, and great power competition has returned. Given the magnitude of these challenges, the cultivation of friends, partners and allies is paramount to furthering Canada’s national interests beyond its borders. The lead package of this issue examines some of the global challenges facing Canadian policy-makers and offers recommendations for how best to navigate this unruly world. Colin Robertson outlines today’s messy international arena and emphasizes the importance of Canada’s active engagement. He explains why Canadian leadership must carefully manage the Canada-U.S. relationship and the necessity of supporting multilateral co-operation to stand up against disruptive revisionist powers. He also says Canada should enthusiastically support the implementation of recent trade agreements and address the causes of social upheaval in the Western world. Considering the release of the Trudeau government’s extensive defence policy review, Randolph Mank questions why a similarly extensive foreign policy review was not first conducted. He argues that Canadian foreign policy is misaligned with Canada’s national interests, and therefore, a comprehensive strategic realignment is warranted. Canada’s interests are not best served by ad hoc prescriptions. Robert Hage turns to Canada’s energy policies. He criticizes Bill C-48 for limiting transportation options for Canada’s most valuable hydrocarbon resources. He argues that building infrastructure to the West Coast to facilitate the export of Canada’s oil and gas resources should be handled as a nationbuilding project, vital to Canada’s economic well-being. Francisco Suárez Dávila’s article provides an overview of President Andrés Manuel López Obrador’s first 100 days in office. Mexico’s new leader is a key figure for Canadian policymakers to understand as they manage the trilateral North American relationship, and work to ratify and implement CUSMA. David Bercuson, Julian Lindley-French and David Perry turn to Canada’s defence and security. Bercuson argues NATO is alive, well, and not going anywhere soon, as the Russian threat to Europe remains ever-present. Lindley-French outlines the tactics of Russia’s coercion, the extensive modernization of its military forces and the ambitions that threaten its European neighbours. Finally, Perry returns to Canada’s Strong, Secure, Engaged defence policy two years after its release to provide an assessment of how closely the Trudeau government has followed its spending targets. The 21st century has the potential to be the most violent and chaotic century in human history – or the most prosperous, providing more people with a higher quality of life than any previous era. If Canada’s policy-makers are to successfully manage the challenges of this unruly, messy world, they will have to vigilantly align Canada’s means with its desired ends, including working with other states, like-minded or otherwise, to advance common interests.

Abstract:: Objectives: U.S. foreign policy towards Russia is of the utmost importance for the national security of the countries on the NATO eastern flank. Grand strategies are among the analytical concepts for classification and analysis of U.S. actions in the international arena. This paper uses grand strategy classification framework to classify and analyse U.S. strategy towards Russia from 2001 to 2017. Methods: 36 speeches about Russia by U.S. Presidents George Bush and Barack Obama and Vice President Joe Biden from 2001 to 2017 were used in content analysis. U.S. grand strategy classification framework was used as the tool for coding and classifying different foreign policy elements within these speeches to identify different approaches towards Russia. Results: The content analysis allowed to identify nine stages in U.S. policy towards Russia from 2001 to 2017. The most significant shift during this period was in 2014 when after Russia’s aggression in Ukraine U.S. strategy towards Russia shifted from liberal internationalism towards primacy. Conclusions: Ideas of liberal internationalist and increasingly primacist grand strategies do influence U.S. foreign policy towards Russia. The grand strategy classification framework offers a valuable tool for analyzing, classifying and identifying different foreign policy stages in U.S foreign policy towards Russia.

Abstract:: ONE FEATURE of the modern system of international relations is the increased influence on it of the information component. The transnation- al nature of the media space is being actively utilized by world actors to achieve their foreign policy objectives, leading to a clash of their interests and the beginning of information confrontation. The goal of modern-day confrontations is not only to fight for resources or territory but to fight for control over minds and public loyalty. In that respect, today it is strategi- cally important to all states that they be viewed positively by the interna- tional community and successfully get the mass audience to form a favor- able perception of their positions on the world stage, achieving under- standing and acceptance of their actions and objectives. Modern Russian scholarship does not have a well-established concept of information confrontation. The term is defined in the individual works of various authors [7, p. 18]. In general terms, it can be understood as a relationship of opposition and rivalry between several information enti- ties that are influencing the information space of an adversary through various means and methods. Researchers identify two areas of information confrontation: techni- cal, which affects an enemy’s technical means, and psychological, which impacts consciousness and public opinion [5, p. 23]. While the main goal of the former is to inflict maximal material losses on the enemy, the goal of the latter is to undermine state stability from within. The simplest and most affordable platform for waging psychological warfare is the mass media. That is why the meia space is considered a major tool of foreign policy pressure today.

Abstract:: October 1, 2019, marks the 20th anniversary of the consolidation of the United States Information Agency (USIA) into the U.S. Department of State. USIA, formerly known as the United States Information Service (USIS) overseas, previously oversaw all public diplomacy functions for the U.S. Government from 1953 to 1999. We all know the story after that: USIA was folded into the U.S. Department of State, creating the Under Secretary for Public Diplomacy and Public Affairs (R) and making public diplomacy one of the five cones of the Foreign Service. Opinions remain divided about this decision, but the core objective of U.S. public diplomacy has remained the same: Public diplomacy “seeks to promote the national interest and national security of the United States through understanding, informing, and influencing foreign publics and broadening dialogue between American citizens and institutions and their counterparts abroad.” However, in the Foreign Service of today, we are still facing some significant challenges to the landscape of public diplomacy—some old and some new. There’s been no full-time R for 17 months and counting, and educational and cultural programming budgets are annually at risk. The Office of Policy, Planning, and Resources for Public Diplomacy and Public Affairs (R/PPR) is undertaking a massive effort to overhaul public diplomacy portfolios around the world and, thus, to overhaul the very structure of Public Affairs Sections overseas. The new Bureau of Global Public Affairs combines the skills of the former Bureau of International Information Programs and Bureau of Public Affairs to modernize the way we communicate to domestic and foreign audiences. Despite all of this change, one fact remains constant: if we want foreign policy to be effective, we (the U.S. Department of State) must effectively communicate with a variety of audiences through programs and media, as well as continue to invest in future global leaders. This means public diplomacy must be seamlessly integrated into foreign policy formation and implementation. All Foreign Service officers must have the same basic understanding of public diplomacy as they have of writing cables. This also means that public diplomacy must be both championed and defended by a strong leader who can easily communicate with colleagues in the Department of State, the Secretary of State, Congress and the White House. After 20 years, we have indeed come a long way. Where are we now? Where do we want to be in the next 20 years?

Abstract:: Students of International Relations (IR) and Foreign Policy Analysis (FPA) have been confused as to what factors influence foreign policy. FPA focuses mostly on human decision-makers. However, generally speaking, IR theories, realism in particular, instead have focused mostly on the nation-state as the level of analysis to explain foreign policy or foreign policy behaviour. Both fields have found shortcomings within each other. The author of this article, however, applied a number of decision-making approaches from FPA to inform his study of George W. Bush, Barrack Obama and Donald Trump Administrations’ decision-making towards Afghanistan and the broader region and found the discipline of FPA to be extremely helpful. Based on the personal experience of the author, this article attempts to provide a comprehensive introduction to FPA with the aim that students of IR and FPA learn answers to the following questions: What is FPA? How is FPA different from IR? How can decision- making approaches from FPA be employed to inform a foreign policy choice? What (and how) methods can be used to access primary and secondary sources? What are the weaknesses of FPA and is it applicable as an analytical framework outside of the United States (US) or the West (in a country like Afghanistan)? The main objective is to make it easier for students to learn how to apply approaches from FPA as analytical frameworks to analyse a foreign policy decision.

Having cemented its democracies and reformed its economies, some of America’s closest Latin American friends are reassessing their options and realigning their interests away from the United States. Our closest regional friends are realizing that the United States may no longer be the fulcrum of Latin America’s future. While America’s soft power—its culture, innovation, and ethos—are still highly attractive, the fact is Europe, Asia, and China are capturing much of the region’s political imagination and economic attention. Abstract:: This article explores what Donald J. Trump’s victory in the 2016 presidential elections has meant for U.S. foreign policy toward Africa. It is devoted to answering a simple question: What do the policies associated with “Making America Great Again” mean for an African continent in the midst of profound transformations that this special issue of The Journal of Diplomacy and International Relations has referred to as “Africa rising”? Despite expectations that a successful businessman would usher in a new era of U.S. trade and investment, the reality of U.S.-Africa relations has been a period of continued White House neglect, intensified by unfilled Africa-related posts throughout the national security bureaucracies and especially the State Department. The Trump administration has instead pursued a militarybased, counter-terrorism approach originally set in place by the George W. Bush and largely continued under the Barack Obama administrations. Other broad foreign policies, especially those related to immigration, have had negative repercussions on the African continent. Africanists have been particularly dismayed by racist, Africa-related statements, most notably by President Trump. The net result has been the exact opposite of “Making America Great Again,” at least within the context of U.S.-Africa relations. The Trump administration has instead marginalized a rising Africa within the regional hierarchy of U.S. foreign policy, in essence ceding the field of maneuver for the immediate future not only to U.S. allies, such as France and Great Britain, but U.S. competitors, most notably a rising China and a resurgent Russia.

Abstract:: In the decade between U.S. diplomatic recognition of the People’s Republic of China (PRC) in 1979 and the Tiananmen Massacre in 1989, the U.S. Department of Defense (DoD) pursued a military engagement policy with the People’s Liberation Army (PLA). The 1979-1989 U.S.-PRC defense relationship was driven by a mutually shared fear of the USSR, but U.S. policymakers also sought to encourage the PRC to become a more deeply involved in the world community as a responsible power. Beginning in the late 1970s, the U.S. defense department conducted high level exchanges, allowed for the transfer of defense technology, promoted military to military cooperation and brokered foreign military sales (FMS). On the U.S. side, this program was strongly supported by National Security Advisor Zbigniew Brzezinski and Secretary of State Alexander Haig, who worked to push skeptical elements in the U.S. defense bureaucracy. By the mid-1980s, this hesitancy had been overcome and the defense relationship reached a high point in the 1984-1986 period, but structural problems arising from the division of authority within the PRC’s party-state-military structure ultimately proved insurmountable to long-term cooperation. The 1979-1989 U.S.-PRC defense relationship highlights the long-term challenges of pursuing military engagement with fundamentally dissimilar structures of political authority.

Abstract:: FDR’s policies, in particular the New Deal, became a sort of global brand, and created a transnational space of discussion. Many in the periphery, in particular in Latin America, appropriated the notion and labeled their own proposals as their own New Deals. These proposals produced an alternative international cooperative order, not necessarily the one wished by American elites. Latin America’s appropriation and reinterpretation of Franklin Delano Roosevelt’s message stirred controversies and disputes in the United States, within the liberal internationalist sectors, both in political positions and private actors. This article explores the reaction of certain U.S. liberal elites to the way Latin Americans appropriated and shaped international Rooseveltian ideas. It argues that some American internationalist elites feared that the way in which Latin Americans understood the New Deal and the Good Neighbor Policy might push development ideas abroad beyond the pale, as it might encourage the more radical stance of FDR administration at home, and it might jeopardize an American-led reorganization of the international order.

A partir de un análisis comparativo entre las ideas fundamentales del ‘trumpismo’ y del neoconservadurismo, este artículo se centrará en estudiar cómo, según la visión neoconservadora, la ‘America First’ foreign policy, al claudicar de las responsabilidades globales de los Estados Unidos, pone en peligro el orden mundial liberal y, en última instancia, la seguridad americana y la seguridad internacional. Abstract:: The murder of Saudi Arabian columnist Jamal Khashoggi on October 2nd in the Saudi consulate in Istanbul has been a clarion call for the Washington foreign policy community, one that is redefining the United States’ relations with the Saudi Kingdom and, by extension, US strategy in the Middle East. The Khashoggi affair will outlive President Donald Trump; the reputation of Saudi’s leadership is beyond repair, and with Global Magnitsky sanctions and the newly proposed bipartisan Saudi Arabia Accountability and Yemen Act, the US Congress appears ready to act where the executive has fallen short. The CIA has concluded that Saudi Arabia’s Crown Prince Mohammed bin Salman (MbS) ordered Khashoggi’s murder. Trump, who has threatened “severe consequences” for whomever is found responsible, seemed over the past month to be looking for a way out of naming, shaming, and punishing MbS himself. In his statement on November 20th, Trump confirmed many observers’ worst fears about this president’s worst instincts, saying that US security, economic, and political interests transcend this incident. For a sitting US president to balk at the notion of holding an ally accountable and making even a symbolic effort to address such a gruesome crime with clear chains of responsibility constitutes a new low in US foreign policy

Abstract:: American foreign policy is complex, and its application by diplomats and military practitioners is challenging in the diverse nature of the current environment. Military and diplomatic advisors during the post-9/11 period have concentrated on non-state threats, conditioning them to resort quickly to military options. In the face of emerging state competitors such as the Russian Federation and People’s Republic of China, a broader range of options beyond only military force is required. This generation of policy advisors must unlearn some of what they have learned over the course of the last fifteen years of conflict, as they shift from dealing with non-state actors to addressing the resurgence of near-peer statecraft based on national security threats. These threats have been long ignored during the war on terror. The diplomatic craft represented during the Cold War must be embraced by both the military and diplomatic personnel in practice, and emphasized by the uniformed armed forces and professional diplomatic advisors to policy and decision makers.

Abstract:: Full disclosure: the Foreign Service was not my first choice of career. I was in college back in the Dark Ages when unmarried women’s business cards said “Miss,” women were called “girls,” and pantyhose hadn’t yet been invented. When it dawned on me that I might not be getting married right after graduation, I began to think seriously about what kind of career I wanted. I decided that it would ideally involve a lot of free time. It would of course pay well. And I thought it would be very nice if it involved travel to exotic places. Being fond of indoor plumbing and not fond of physical labor, I immediately eliminated the Peace Corps as a possibility. During the summer after my junior year in college, I realized—I should become a Diplomatic Courier! Lots of down time on airplanes. Constant travel to those exotic locales. Staying in luxury hotels. Decent pay. And almost no actual work!

97. Atrocity Prevention Under the Obama Administration: What We Learned and the Path Ahead

Abstract:: This report is intended to provide an insider’s view on where the Obama administration’s efforts to prevent mass atrocities succeeded, where they did not, and where future policy makers who wrestle with the challenge of prevention might find useful lessons in the administration’s experience, both positive and negative. The first part of the report summarizes the intellectual roots of the Obama administration’s atrocityprevention policy, identifying the goals and expectations created by two key works—Samantha Power’s “A Problem from Hell”: America in the Age of Genocide1 and the report of a bipartisan task force on genocide prevention led by former Secretary of State Madeleine Albright and former Secretary of Defense William Cohen.2 The second part of the report describes how the administration translated those goals and expectations into policy and summarizes the administration’s record on atrocity prevention. It focuses in particular on situations in which policy changes and innovations appear to have had a positive effect, however modest, and on efforts to develop new capabilities under the policy. The third part looks at the two most prominent situations in which the policy was unsuccessful —Libya and Syria. The fourth part offers an “after action” assessment of the administration’s atrocity-prevention policy, drawing from interviews with former senior officials to identify both the strengths and contributions of the policy and its most pronounced shortcomings. The fifth part offers recommendations for future executive-branch officials, legislators and staff, and civil society partners for ways in which they could help the United States improve its performance on atrocity prevention going forward. The report is in many respects a hotwash exercise. The bulk of it was written in the first six months following the end of the Obama administration, drawing from the author’s reflections on his recent tenure as senior director for African Affairs, Multilateral Affairs and Human Rights on the staff of the Obama administration’s National Security Council, as well as his experience as chairman of the Atrocities Prevention Board. The report also draws extensively from interviews with more than 30 former senior Obama administration officials and others with insight on the administration’s atrocity-prevention efforts.3 Finally, this report owes a significant debt to earlier reports that have also sought to evaluate the administration’s atrocity-prevention record.4 Given the brevity of the report relative to the scope of its topic, both the analysis and recommendations herein are relatively skeletal. The report is offered with humility and as an effort to add one group of recollections and perspectives to a growing historical record. It is hoped that as this record continues to develop, it will provide the next generation of atrocity-prevention proponents new and better options to confront the challenges of the future, having profited as fully as possible from the lessons of the past.

Abstract:: Igor A. Istomin is a Senior Lecturer at the Department of Applied Analysis of International Issues at MGIMO University. He holds Ph.D. and M.A. degrees from MGIMO University as well as an undergraduate degree from Saint Petersburg State University. Istomin teaches undergraduate and graduate classes in methods of applied analysis of international affairs. He is an executive editor at International Trends, a leading Russian academic journal. He is also a visiting fellow at the School of International and Public Affairs at Jilin University in China. Istomin is the author of more than 50 publications on U.S. foreign policy, relations in the Euro-Atlantic space, and international security. His most recent book is The Logic of State Behavior in International Politics (2017). He has also prepared policy reports and papers for the Russian International Affairs Council, the Valdai Discussion Club, the Center for Strategic Research in Moscow, and the European Leadership Network.

Abstract:: There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Other authors writing for this issue emphasize, by turns, sea power (Steven Yeadon, Joshua Tallis, and Ian Klaus); cyberpower (Jamie Shea); alliances (T. J. Linzy and Ivan Falasca); information (Dickson); and proxies (Michael Auten, Anthony N. Celso, and others).

100. Xi Jinping and China’s Role in the Asian and Global Order

Abstract:: What can we determine about China’s strategic intent towards the region in which it exists? This question is best answered by looking at the concepts of historic destiny and China’s rejuvenation which Xi partially inherited from his predecessors but has now made into his own orientating idea. For China, the future is mapped out in two centennial goals. The first, in 2021, marks the hundredth anniversary of the foundation of the Communist Party. The second, more remote one in 2049 marks the hundredth anniversary of the existence of the People’s Republic of China. Both of these structure the short to long-term narrative of country development and the Party’s key role in that under Xi. Needless to say, without the Party, the country’s dream, another term that Xi has been keen to use, would not be realisable. The two are therefore vigorously associated with each other as though one entity.
