Abstract:
Cold War has returned to dominate international politics. Expectations that the end of the Cold War in 1989 would lead to a more inclusive and comprehensive peace seems to be practically failed, and instead, by 2014, the centenary of the start of the First World War, Europe was once again wracked by conflict. On the one side, the U.S.-led Political West shaped by the Cold War remained the main protagonist. In contrast, on the other hand, a much-weakened Russia took the place of the former Soviet Union, now accompanied by a China intent on restoring its status as a great power. The article examines why a new cold war emerges again, and analyses how such a ‘Cold War II’ differs from the original.

In the first three decades after China initiated reform and opening-up policies in 1978, its relations with the United States (U.S.) improved steadily. However, in the post-2007/2008 global financial crisis period, both countries’ attitudes toward each other began to change. Particularly since the Trump administration, as the U.S. started to define China as its main competitor, their bilateral relations deteriorated further. As a result, scholars, diplomats, and politicians worldwide began to talk about the emergence of a new Cold War between China and the U.S., encompassing economic, ideological, military, and political aspects. The ideological aspect of this emerging “new Cold War” revolves around the discourse of democracy.

Abstract:
To undermine U.S. military strength, state actors are increasingly operating in the ambiguous environment between peace and war known as the “gray zone.” These actions test U.S. response by exploiting the West’s rigid notion of conflict. Soviet actions toward the United States and other nations during the Cold War shared many similarities with contemporary Russian strategy. There is no current uniform definition of the gray zone, and the United States has not developed doctrine to address this challenge. Russia has adapted Soviet Cold War techniques for the digital and globalized age and effectively integrates instruments of power against the United States by targeting seams within culture, maintaining ambiguity, and controlling narratives. Countering these tactics requires that the United States modify its mindset toward conflict and improve integration of its own instruments of power.

The Cold War computer arms race illustrates the military’s role in strategic competition. The Soviets bought and stole, versus creating computer technology themselves. A U.S.-led coalition integrated economic, diplomatic, and information mechanisms, embargoing computer technology to disadvantage the Soviets. President Ronald W. Reagan’s offset strategy integrated military power, openly demonstrating computer-infused weapons lethality that jeopardized Soviet quantitative military advantage. President Reagan’s use of the computer arms race shows a way to conduct and integrate a strategic competition campaign of deterrence that includes coercive diplomacy with diplomatic efforts that can deter China and Russia while encouraging them to reverse harmful foreign and domestic policies.

This paper uses a wide array of original documents collected from Bulgarian, Czech, German, Hungarian, Polish, Romanian and Serbian diplomatic, party and security services archives, reflecting Havana’s foreign policy during the Cold War. The article’s narrative follows Cuba’s Cold War foreign policy in the 1970s. Through its multipolar archival research methodology, the paper aims to help us acquaint a more nuanced and fuller picture of the complex and evolving character of Cuba’s Cold War internationalism as seen through the eyes of Moscow’s East European allies, marking a clear departure from existing literature mostly engaging Soviet or American sources.

Abstract:
The relations among United States of America and People’s Republic of China have historically survived several bouts and rounds however the approach employed by the Trump Administration for a program involving reprisal hefty tariff-trade war against China has given a new face to the bilateral relations between the two states. The paper demonstrates that domestic and international agents played a vital role in initiating and nurturing the trade clash between Washington and Beijing since 2018 to date. The aim of the study is to ascertain that how the political climate and past pursuits of one country conditions policy outcomes in another, and how domestic political pressures on politician’s conditions their relations with foreign counterparts. The paradigm of rational choice theory is adopted to provide a conceptual understanding to the triggering of the trade war between the economic giants.

Abstract:
One of Zbigniew Brzezinski’s first requests as President Jimmy Carter’s National Security Advisor in 1977 was to ask the Pentagon for its plans – including targets – for nuclear war against “Russia”. Brzezinski was outraged when he was presented with the plan for nuclear war against the Soviet Union. He could not believe that the U.S. military had no plans to spe- cifically weaken the Russian core of the Soviet empire. For the Pentagon planners, Russia and the Soviet Union were one and the same.1 I begin with this anecdote because it reflects well an enduring geopolitical logic to American-Russian relations: American policy toward Russia, whether it be in the Tsarist, Soviet, or post-Soviet period, has not been based on opposing a strong Russian state per se. (That state married to communist ideology was something else altogether.) In the after- math of the Russian Civil War, for instance, the United States delayed recognition of Baltic independence until 1922, two years after Soviet Russia had recognized the independence of Estonia in the Treaty of Tartu, on the grounds that Polish and Finnish independence apart nothing should be done to call into question the territorial continuity of the Russian Em- pire.2 Indeed, American officials seldom viewed the Soviet Union as an empire, as the Pen- tagon war plans just cited illustrate. Historically, the logic of geopolitics i.e., the influence of organization in space on international political relationships has often tended to frame American-Russian relations in terms of complementarities of interest. Of course, geopolitics is not the only logic in AmericanRussian relations; ideology, domestic politics, as well as vested institutional interests all play their role in varying degrees under varying circum- stances. But historically, insofar as geopolitical factors have prevailed, American-Russian relations have generally been harmonious, if also remote and indirect in nature. (By indirect I mean that each sees the other mainly in terms of other powers or processes, e.g., the state of the balance of power in Europe and/or Northeast Asia.) Let us recall that Russia, whether it be under Imperial, Soviet, or post-Soviet auspices, is an essentially continental Eurasian power. Its primary state interest for centuries has been to build and consolidate a trans-continental, multi-national and imperial state while also man- aging international power politics with a series of powerful adversaries throughout Asia and Europe. Above all, Russia sought to ensure that no powerful coalition of external (and in Eu- rope technologically superior) powers could unite to challenge the Russian Empire’s territorial or political integrity. Russian diplomats and rulers thus learned to play the European balance of power with considerable finesse (e.g., the Treaty of Nystadt, 1721, under Peter the Great; the Congress of Vienna, 1815, under Alexander I; the Treaty of Rapallo between Soviet Russia and Weimar Germany, 1922; the Nazi-Soviet Non-Aggression Pact, 1939; the Grand Alliance with the United States and Great Britain, 1941–45; and the Helsinki Final Act, 1975, to name just a few instances). As with Great Britain, maintaining a favorable European balance of power has been central to Russian statecraft.3 The United States, by contrast, is functionally an insular power (albeit on a continental scale) with respect to the rest of the world, surrounded as it is by two great oceans and militarily weak and isolated neighbors (i.e., Canada and Mexico). America’s primary foreign policy concern throughout most of its history has thus been, like Russia’s, to prevent the emergence of a hostile European hegemon that could threaten the country’s expansion in North America and its own hegemony in the Western Hemisphere. Once the United States had stabilized its independence from Britain after the War of 1812, U.S. and British geopo- litical interests tended to coincide.4 In this context, American and Russian interests have more often been complementary than antagonistic. It has been primarily the intrusion of ideological elements, reflecting for example Americans’ global democratic aspirations or the Soviet Union’s ultimate objec- tive of the triumph of communism worldwide, that have rendered the bilateral relationship intransigent and even dangerous.5

South Asia has always been regarded as a significant area for the security interests of the United States. In view of the U.S. threat perceptions in Asia, the American policy makers were constantly motivated to construct a stable security system in the region. The U.S. security programme in South Asia actually is predominantly exerted on United States-Pakistan –India triangular relationship. Given its strategic perspective in the area, the U.S. policy is found transferred. During the Cold War days, the U.S. interests were attached with Pakistan. Thus Pakistan was regarded as the „America‟s most allied ally in Asia.‟ With the end of Cold War, the U.S. policy underwent a tremendous change that subsequently picked India as a potential counterweight to China and called it a „natural partner.‟ Eventually, the U.S.-Pakistan relations had been in a depressing setting. However, in the post 9/11 period, the two countries came closer and collaborated in war against terrorism. But this single-issue alliance could not engulf the differences between the partners. This paper attempts to trace the US security policy and its maneuvering in South Asia during and after the Cold War periods.

In the decade between U.S. diplomatic recognition of the People’s Republic of China (PRC) in 1979 and the Tiananmen Massacre in 1989, the U.S. Department of Defense (DoD) pursued a military engagement policy with the People’s Liberation Army (PLA). The 1979-1989 U.S.-PRC defense relationship was driven by a mutually shared fear of the USSR, but U.S. policymakers also sought to encourage the PRC to become a more deeply involved in the world community as a responsible power. Beginning in the late 1970s, the U.S. defense department conducted high level exchanges, allowed for the transfer of defense technology, promoted military to military cooperation and brokered foreign military sales (FMS). On the U.S. side, this program was strongly supported by National Security Advisor Zbigniew Brzezinski and Secretary of State Alexander Haig, who worked to push skeptical elements in the U.S. defense bureaucracy. By the mid-1980s, this hesitancy had been overcome and the defense relationship reached a high point in the 1984-1986 period, but structural problems arising from the division of authority within the PRC’s party-state-military structure ultimately proved insurmountable to long-term cooperation. The 1979-1989 U.S.-PRC defense relationship highlights the long-term challenges of pursuing military engagement with fundamentally dissimilar structures of political authority.

Putin’s recent expulsion of hundreds of our colleagues serving at our embassy and consulates in Russia reminded me of my own service in Moscow in the 1960s. You may call this ancient history, though it doesn’t seem so ancient to me. Stalin had been in his grave for a decade, and dear Nikita Khrushchev was now in charge. Under Stalin, two and a half million people had been prisoners in the deadly Gulag camps. Thousands of poor haggard people had been released, and some of the system’s more notable deceased victims were even “posthumously rehabilitated.” The Gulag had officially been closed down in 1960—but an estimated three-quarters of a million inhabitants of the USSR were still in the horrid camps. And nothing had been done to lessen the role of the KGB, at least so far as we could see.

urkey is focused on Russia in its policy vis-à-vis the Black Sea region, Cauca- sus, Ukraine, Balkan countries as well as, at least to some extent, Central European countries, including Poland. This priority has its impact on Ankara’s relationship with Eastern and Central European countries, which remain in the shadow of Turkish policy towards Russia. However that negative impact is not powerful enough to spoil Turkey’s cooperation with Eastern and Central European countries. It certainly limits the scope of such partnerships or alliances. Turkey contin- ues to cooperate with the region’s countries, but often rejects their Euro-Atlanticism. In Turkish perception the EU’s enlargement in Central Europe was unjust (as Turkey has been applying much longer for the EU’s membership without any significant progress, whereas post-commu- nist countries were accepted relatively quickly). NATO enlargement in the East in Turkey’s view was always a ‘risky adventure’. At the same time, from Ankara’s point of view the Middle East is strategically more important than Turkish northern neighbourhood. Moreover, Turkey wants to be an equal interlocutor in dialogue with Russia, the U.S. and the EU, whereas it often conceives post-communist and post-Soviet countries merely as a zone of influence for the Kremlin and Washington or their battleground in Cold War 2.0.

The successful test of a US thermonuclear weapon in 1954 raised a compelling question as to the worldwide dispersion of radioactive fallout. This article reexamines the Eisenhower administration's test-ban policy in the context of global radioactive contamination. To explain the shifting public discourse of the global fallout hazards and its impact on the test-ban debate, the article focuses on epistemic frictions, seeking to demonstrate how a variety of expert bodies evaluated scientific uncertainty and moral ambiguity concerning the biological effects of fallout from different sets of concerns, and how the resulting incongruence both within and between the scientific advisory committees fueled the fallout controversy and affected the Eisenhower administration’s test-ban policy leading toward the test moratorium in 1958.

From the advent to power of the Chinese Communist Party on October 1, 1949 to the historic visits of Henry Kissinger and President Nixon in 1971-72, the People’s Republic of China (PRC) and the United States of America (USA) were bitter enemies during the Cold War. China and the U.S. fought a war in Korea from 1950 to 1953, and the two countries nearly came to war again on five different occasions: over Vietnam in 1954 and 1965, and over Taiwan in 1954-55, 1958-59 and 1962. However, the two sides were wary to come to blows again and each side engaged in efforts to help avoid this. However, the dangers of miscalculations, recklessness, or accidents were ever present. During the Korean War there was much talk in American circles about using nuclear weapons. A concerned British Prime Minister, Clement Atlee, after consulting his French counterpart, went to see President Truman to help reduce the risks of this happening. The full records on this have never been published, but there is an authoritative account on the outcome from a senior American official.1 In 1959, President Eisenhower, concerned about the danger of continuing PRC provocations over Taiwan, sent a message to Chairman to Premier Mao via Premier Khruschev. The minutes of Premier Khruschev’s discussion with Chairman Mao make for fascinating reading.2 Another situation involving the use of preventive diplomacy occurred during the Polish crisis of 1956 when the CCP made strong representations to the CPSU against the escalation of military forces against the Polish demonstrators. There were thus seven situations (two with Korea, three with Taiwan, one with Vietnam, and one with the USSR) that attracted preventive diplomacy and a notable range of methods of preventive diplomacy applied. Among these one can mention the following: overt and covert communications from one side to the other; diplomatic messages; ambassadorial talks; and third party intercessions. This study will be approached from the perspective of the concept of preventive diplomacy while having regard to the concept of historical analogy.

The 1962 Cuban missile crisis and 1964’s Belgian paratroop drop from U.S. C-130s in the Congo were the most interesting events in my five year intelligence career. Lowly intelligence analysts like me working for the U.S. Information Agency had to sit in the Director’s chair about three weekends every year as part of the job. Our building near the White House was almost empty on weekends. Nobody else was on duty except the front door guards and the cable/code room guys. Abstract:
The late Arthur Goldberg, who served on our Supreme Court and as U.S. ambassador to the United Nations, once said that “diplomats approach every question with an open… mouth.” No doubt that’s often true at the U.N., where parliamentary posturing and its evil twin, declaratory diplomacy, rule. But the essence of diplomacy is not talking but seeking common ground by listening carefully and with an open mind to what others don’t say as well as what they do, and then acting accordingly. Diplomacy is how a nation advances its interests and resolves problems with foreigners with minimal violence. It is the nonbelligerent champion of domestic tranquility and prosperity. It promotes mutually acceptable varieties of modus vivendi between differing perspectives and cultures.

The Cold War ended rather suddenly in 1991. With it went the model on which the United States’ maritime strategy of the 1980s had rested. Driven by individuals like John Lehman, President Ronald Reagan’s long-time Secretary of the Navy, that series of strategic documents promulgated a forward, offensive, counter-force approach and the famous ‘600-ship Navy’ force structure. With the formal dissolution of the Soviet Union on December 25, 1991, the sole challenger to U.S. naval power vanished practically overnight. Red Fleet warships were rusting away in port or dismantled altogether. In the United States, the military lost significant human capital through a number of force reduction rounds, which reflected how the U.S. Navy could and would take on the post-Cold War world intellectually. In the wake of this strategic recalibration, allied militaries and their navies—such as the Federal German Navy, soon to be renamed German Navy—also underwent substantial transformations. These were often guided by the shifting geopolitical landscape as well as the popular desire to reduce the inflated defense budgets of Cold War days in order to obtain a peace dividend. This analysis will focus on the Eurasian theater—very broadly speaking, the waters that surround the European and Southwest Asian landmasses[1]—in U.S. and German naval strategy between 1991 and 2014. The maritime sphere has become increasingly important as a domain of emerging security since the end of the Cold War, yet comparatively little time and resources are being devoted to research on naval strategy and relationships between allies at sea. As a result, the use of naval force for political and diplomatic ends and the dynamics of maritime geopolitics have suffered. This essay seeks to underline the challenges that have confronted the U.S. Navy in the past generation and analyze their long-term effects. While the U.S. Navy’s geographic focus and operational interests have increasingly shifted from Europe to the Middle East and Asia, and from control of the “blue water” high seas to the littorals, these key interests should not be overlooked. In the view of the author, the fall of the Soviet Union and the implication that allies like Germany would do more to patrol their own maritime neighborhood provided the U.S. Navy with a convenient reason to de-emphasize their previously highly valued naval hub in the Mediterranean Sea. In rebalancing from the Sixth Fleet area of responsibility (AOR) to other regions of the world, the U.S. Navy accepted the consequences for fleet design and ship numbers, perhaps willingly using it as a bargaining chip for force reduction rounds in Washington, D.C. Implicitly, European allies and the U.S. Air Force[2] were expected to fill the gap left behind in terms of naval presence and crisis response, in particular after the successful campaigns in the Adriatic Sea in responding to unrest and war in the Balkans. European allies, however, were largely uninterested in stepping up to the plate; they considered their near abroad safe enough. Most importantly, they were somewhat wary of delivering a combined ‘pocket Sixth Fleet’ of their own. Finally, they were preoccupied with managing German unification, enlargement of the European Union, and establishing a common market and currency, among other things. Accordingly, this paper sheds a light on some key German strategic documents for a time when the reunited country sought its new place in the security environment of the post-Cold War world. By taking a unique view from Germany, one of the U.S. Navy’s premier NATO allies, this analysis also considers the transformation of the Bundesmarine from an escort navy to an expeditionary navy.[3] It seeks to conceptually explain how Germany’s security policy addressed the maritime challenges of the new era. The German Navy was principally drawn south- and eastward geographically after 1991, usually in close cooperation with other allied and friendly navies (and mandated by NATO, the EU, or the UN).[4] It was increasingly asked to address maritime security challenges to which the U.S. Navy no longer, or only in a supporting role, responded. The German Navy went into the breach with what were essentially Cold War assets and a mindset fundamentally dominated by the inability to think strategically. This paper is split into two sections. The first section discusses the 1991-2001 timeframe and the second section covers the period from 2001-2014. 2001 marked the inauguration of President George W. Bush in January and the terrorist attacks on September 11 eight months later. Abstract:
In the present era, the Iran-US relations carry greater significance in the world politics. The diplomatic relations between both countries have remained suspended since the Iranian Revolution of 1979. But now after three decades when Iran has elected its new President, a shift has been observed in Iranian policies towards West and both sides are willing to melt the ice through an interim deal in Geneva. Though this deal has its positive aspects yet the prospects and fears along with its pros and cons in the days to come cannot be brushed aside. This paper is an attempt to analyze how this agreement will have its impact on the Middle Eastern region in reshaping the balance of power. The study will also discuss how Iran will have to face the harsh screening safeguards along with the introduction of Nuclear Weapon Free Iran Act of 2013.
